Vekhwütso Vasa today alleged that there was “conspiracy” and “foul play” in the “tragic death” of his son Sepoy Vezota Vasa of Jat Regiment at Bareilly (Uttar Pradesh). Sepoy Vasa died on June 23 last, and his family has demanded a fresh probe into the incident. “Deliver justice to us and give appropriate punishment to the culprit,” Vasa said, while addressing a press conference here at Kohima Press Club. Unsatisfied with the present investigation conducted by Jat Regiment and Bareilly Police, Vasa said the family has decided to lodge a fresh FIR. The Jat Regiment at Bareilly has alleged that his death was a case of suicide. Giving the facts of the case, which have already been published earlier by The Morung Express, Vasa stated that the death was reported 40 minutes after Lt. Vasa’s body was found, his post mortem was conducted without the permission of his family, with his family not even allowed to clean or clothe the body later. According to the pictures taken by the police, and which was shown to us, said Vasa, Lt. Vezota’s zipper was unzipped and his half pant was unbuttoned. He added that a fresh drop of sweat could also be seen in the picture which clearly shows that he could have survived if taken to hospital for emergency medical treatment. “If someone wants to commit suicide, he will struggle while giving his/her strength to tighten the death of self but there was no sign of such struggle as his slipper was well put-on and his legs were not stiff according to the pictures shown to us by the police,” Vasa stated. “Questions asked by us to the Investigation Officer (IO), the Jat Regimental Centre and his army mates were never answered. Instead of answering, all they said was pata nahi hai, kya hua (we don’t know what happened). Most of the post mortem report was written in Hindi, and there was no clear report written/given otherwise. All his barrack mates said that they slept off and they don’t know anything, when their barrack toilet was

just next to their door. When we asked the IO who the JCO on duty that night was, all the IO replied was he did not know, when it is clearly known that the name of the officer-in-charge will be written in the Duty list or Check list,” Vasa stated. Vasa also stated that whenever his son used to call up, he used to complain that other army mates used to abuse him out of jealousy as Lt. Vezota Vasa had good relations with his senior officers. “If post mortem is done on a dead body after some hours, there will never be bruise or swelling on the body, but due to the cutting during post mortem his face and skin were swollen which clearly shows that the dead body was very much fresh,” Vasa stated. Vasa added that “The last time when he (Lt. Vezota Vasa) came for vacation, he was irritable about the abuses and just before he left for Bareilly he was complaining that he didn’t want to go back and wanted to resign from his post. In view of the above stated points, it is very clear there was conspiracy and foul play in his tragic death.” Earlier, The Naga Hoho had demanded a fair and impartial investigation into the mysterious death of Sepoy Vezota Vasa. In a representation to Union Home Minister, Rajnath Singh, submitted through Nagaland’s Governor P B Acharya, the Naga Hoho stated that there have often been reports of Naga boys being harassed and meted out undue humiliation after joining various professions in the mainland and one such case was the result which led to the demise of one Sepoy Vezota Vasa of Jat Regiment at Bareilly (UP) on June 23 last. The Western Chakhesang Hoho (WCH) had also submitted a representation to Nagaland’s Governor to look into the death of Sepoy Vezota Vasa; the circumstances of his death have been found by his family and community to be “suspicious.” In its representation, WCH requested Governor to “personally intervene” on the matter of Vasa’s death to see to it that the “truth is unfolded at the earliest by conducting a fair and impartial investigation.”

Kohima, JuLy 20 (DiPR): In view of the limited stock of petrol in Kohima Town outlets, the Deputy Commissioner of Kohima, Rovilatuo Mor, IAS has ordered that petrol will now be issued on a controlled basis and rationed with effect from July 21, Friday, early hours till additional stock arrives. 10 litres will be issued per vehicle while 20 litres for emergency vehicles will be issued. The order has been enforced under essential commodity statutory provisions.

DimaPuR, JuLy 20 (mExN): The Eastern Nagaland College Students’ Union (ENCSU) has sought an “immediate review” of the recently declared result for MBBS and BDS candidates by the Government of Nagaland. In a press release from ENCSU Joint Secretary Nokchem Angth and Chairman Longre Chang, the Union stated that it did not find the selection process for MBBS and BDS candidates as “free and fair under State Government over past few years.” The ENCSU that it has detected the “same anomalies” this year, “the result of which was declared by the Department of Technical Education Dated 15th July, 2016 Vides NO.DTE/ESTT-2/12/201617/ where the Department and the Government failed to implement the Government policy on Backward Tribes (BT) Reservation in selecting the students from deprived areas.” Therefore the intervention was sought from the Government of Nagaland and the department concerned for an “immediate review.” The ENCSU informed that according to the Government’s policy 15 percent seats are reserved for the Backward Tribes

of Nagaland State. “If this is to be implemented then out of 45 MBBS seats, the BTs have to get 7 seats. However, the distribution of seats has never been fair citing 40% marks. BTs were allocated only 3 seats in 2016. Therefore, we ask the government and the department to immediately review and implement the quota as per the Government policy by conducting re-examination solely for candidates belonging to Backward Tribes of Nagaland or should award grace mark and allocate the 4 missing seats to BT Candidates at the earliest,” stressed the ENCSU. The Union also asked the Government and the department concerned how it can possibly be that there is a uniform cut off mark for all candidates (40%) when there is 15% reservation for Backward Tribes. The ENCSU thus asked the Government and the department concerned to “withhold” from conducting the counseling of selected candidates until the issue has been settled. It also stated that if the Government, or the department, fail to respond to the issue by July 25, then the Union “shall take its own course of action and the Union will not held responsible for any untoward situation.”

New HIV infections steady at 2.5 mn a year worldwide

NEw yoRK, JuLy 20 (iaNS): Nearly 2.5 million people worldwide become new victims of the Human Immunodeficiency Virus (HIV) each year although deaths from the deadly virus have been steadily declining from a peak in 2005, finds a study. The study revealed that despite the annual number of new infections declining from the peak rate of 3.3 million in 1997, the number of new infections is relatively constant in the past 10 years, with a drop of just 0.7 per cent a year between 2005 and 2015 compared to the fall of 2.7 per cent a year between 1997 and 2005. “Our new findings present a worrying picture of slow progress in reducing new HIV infections over the past 10 years,” said lead author Haidong Wang, Associate Professor at University of Washington. Further, the proportion of peo-

ple living with HIV on Antiretroviral therapy (ART) have increased rapidly between 2005 and 2015, from 6.4 per cent to 38.6 per cent for men, and from 3.3 per cent to 42.4 per cent for women. Thus, the annual deaths from HIV/AIDS have been declining at a steady pace from a peak of 1.8 million in 2005, to 1.2 million in 2015, partly due to the scale-up of ART. Yet, most countries are still far from achieving the Joint United Nations Programme on HIV/AIDS (UNAIDS)90-90-90 target of 81 per cent by 2020, said the paper published in The Lancet HIV journal. ART coverage is highly variable and massive scale-up of treatment is needed in the Middle East, north Africa, eastern Europe and east Asia where only around a fifth of people living with HIV receive ART, and in

central Asia where treatment reaches less than a third of people with HIV. “Development assistance for HIV/AIDS is stagnating and health resources in many low-income countries are expected to plateau over the next 15 years,” added Christopher Murray, Professor at University of Washington. A massive scale-up of efforts from governments and international agencies will be required to meet the goal of ending AIDS, along with better detection and treatment programmes and improving the affordability of antiretroviral drugs, the researchers said. For the study, the team conducted a comprehensive analysis of HIV incidence, prevalence, deaths and coverage of ART at the global, regional, and national level for 195 countries between 1980 and 2015.

TSEmiNyu, JuLy 20 (mExN): The Rengma Hoho and its ‘frontal organisations’ have decided to go on a ‘peaceful public rally’ in Tseminyu Town to press for their existing demand for the creation of Tseminyu District in Nagaland. The public rally will be held at Tseminyu Town on July 27. This was decided in an executive meeting of the above mentioned organizations on July 20, informed a press release from Rengma Hoho President Kenyuseng Tep.

The Rengma Hoho reminded the State Government of the “contribution of the Rengmas in the field of Naga political and historical movement in the implementation of Nagaland state.” “We were also the signatories and were in the forefront when our Nagaland state was born,” the Rengma Hoho stated. Thus, like “any other tribe,” the Government “should honour our demand and grant Tseminyu District” to the Rengma people. It urged the Government to “respect and honor the political and his-

torical rights by fulfilling the demand for a district.” In this direction all frontal organisations, constituent units of the Rengma Hoho, all political parties and individuals within Rengma areas have been requested to attend the rally and extend support and solidarity to the “just and rightful” demand. It was also informed that along with the peaceful rally, a memorandum will be submitted to the Government of Nagaland through the Additional Deputy Commissioner of Tseminyu.

Unauthorized coffee nurseries draw attention of nagaland’s coffee Board Kohima, JuLy 20 (NEPS): Unauthorized coffee nurseries in various places in Nagaland have drawn the attention of the Coffee Board of Nagaland. The issue of unauthorized coffee nurseries surfaced during a Land Resources Department’s marathon ‘Consultative meeting with the Coffee Board Officials’ held here at the Conference Hall of the Directorate of the Land Resources Department here today. When officials of the Land Resources Department asked the Coffee Board officials whether they had encouraged such unauthorized coffee nurseries in the markets, they said they had never supplied any saplings to any persons. Secretary of the Land Resources Department, Y Kikheto Sema, IAS, who was also present at the Consultative Meeting directed the officials of the Department and also district officials to create awareness among farmers not to buy any coffee nurseries from unauthorized sellers.

The survey conducted by the Board has estimated that an area of 4268 hectares is suitable for coffee cultivation. The Nagaland Plantation of Crops Development Corporation (NPCDC) was the pioneer agency to establish Cof-

fee in Nagaland since 1981 and created an area of 2811 hectares. The coffee plantations in Nagaland were not going well after some years as many beneficiaries could not carry out their activities due to poor marketing network and lack of financial support. In the Consultative Meeting, the Secretary expressed his happiness that the Government was coming forward to revive the coffee plantations in the State through the Land Resources Department and requested the officials of the Coffee Board to speed up providing all the necessary training programs to their officials so as to impart proper training to the farmers. The Land Recourses Department also requested the Coffee Board to set up another Coffee Board Office at Kohima as the lone Coffee Board at Mokokchung is not enough to work for the coffee movement in the State. The Coffee Board also agreed to have ‘Quarterly Consultative Meetings’ with the officials of the LRD.

SRCW, Mission Director P. Daisy Mezhur informed in a press release that SRCW is the implementing agency of the National Mission for Empowerment of Women (NMEW) which provides institutional support to implement the activities of the mission in the state and is functioning under the aegis of the Nagaland State Social Welfare Board. NESRC is a research organisation that has been undertaking social research in states of the North East on a wide range of issues since 2000. Its mandate is to combine serious research with involvement with groups and organizations working for social transformation in North East India. HAQ: Centre for Child Rights works on recognition and promotion of child rights. Over the last 15 years HAQ has been working on a range of children’s issues through research, documentation and training and capacity building on child rights issues. It has been undertaking budget for children since 2000. From 2006, HAQ and NESRC have done analysis of Assam State Budget from the point of view of children (Budget for Children or BFC). Since 2013, the study has been extended to include three more states of Northeast India - Nagaland, Meghalaya and Tripura. “The first analysis of the Nagaland BFC is ready for dissemination which we will be released on the said date,” SRCW, Mission Director added in the release.

Mokokchung, July 20 (MExn): A HumanAnimal Conflict Mitigation Campaign was jointly organised in Mokokchung on July 20 by the Nagaland Forest Department and the Fingerprint and Castle group and sponsored by the Ministry of Environment, Forest & Climate Change, Government of India, New Delhi. It was organised at Metsuben Conference Hall with participation of 50 persons from Forest Department, District Administration/ Police and people from the three villages viz, Aliba, Mangmetong and Kinunger. Panger Jamir, PCCF & HoFF Nagaland, said that ‘elephant problem’ is a challenge not only to the Forest Department but for the State as well and the State should take up this problem as a disaster and the villagers should be compensated through State Disaster Management Fund. As per a press release received here the total 233 patients were registered and 36 IUCD insertions were done. The non-technical staffs along with the village leaders had a meeting highlighting the details of the programme and to discuss the issues related to the effects hampering the health sector in the village. During the discussion, Village Council Chairman, Shangnyu village, said that he would like to take the advantage of the communitized system of man-

agement and share the grief of the village. He said that the village community has applied an appeal for appointing a medical officer for the primary health centre of Shangnyu but no MO has been appointed as yet and that the PHC is running with just one ANM, two medical attendants, one DHAI, one chowkidar and one sweeper which are also adorned by absenteeism. Since it is communitized, the chairman stated that the village committee would strictly follow the rule of “no work, no pay” strategy. Taking the opportunity, Chairman with great appreciation thanked world vision for providing vast resources for the welfare of the village and

noted with great annoyance that he would like to tag world vision in every resource, provided by other departments in the village for its effective and reliable operating system. Pema Khandu government passes floor test Itanagar, July 20 (PtI): The four-day-old Pema Khandu government in Arunachal Pradesh on Wednesday passed the floor test in the Assembly with 46 MLAs voting in favour of the Chief Minister and 11 members from opposition BJP voting against it. Arunachal Speaker seeks review of SC verdict on Speaker's power new DelhI, July 20 (IanS): Arunachal Pradesh assembly Speaker Nabam Rebia on Wednesday moved the Supreme Court seeking review of its verdict that it is "constitutionally impermissible" for the Speaker to decide on the plea for disqualification of lawmakers under the anti-defection law when a motion of no-confidence is pending against him. Telling the bench of Justice Dipak Misra and Justice Rohinton Nariman that the plea seeking recall of this part of the Constitution bench judgement was moved on Wednesday, senior counsel Kapil Sibal told the court that it would amount to putting political process over the constitutional power of the Speaker under the Tenth Schedule, or Anti-Defection Law. Addressing the court, senior counsel Abhishek Manu Singhvi told the court that the position enunciated by the Constitution bench amounted to permitting a "constitutional sin (of defection) and a constitutional sinner (defector) to take advantage of his own wrong (if violating the Tenth Schedule providing for provision to deal with defections)". Minister Sarbananda Sonowal on Wednesday expressed concern over the recent agitation at Raha in Nagaon district and said the state government will write to the Centre to set up the proposed All India Institute of Medical Sciences there. People of Raha have been demanding that the AIIMS be established there instead of Changsari in Kamrup district. In case of short supply of food grains, the centre will provide cash to the states, which will be passed on to the beneficiaries, Savi added. The implementation of the Act makes India the first country to recognize that ensuring food security to its citizen is not only moral or ethical, but also legally imperative, he added.

Meanwhile, Savi said that the present legislators in Nagaland State Assembly simply avoid Lokayukta as it will check them and some may even be punished. He pointed out that the recent NLA session simply asked the Governor to give another tenure to present the committee report on Lokayukta which was constituted last year. Lokayukta, an anticorruption ombudsman organization in the Indian states, is to be established in Nagaland to punish the corrupt public servants, including politicians, and those amassing wealth disproportionate to their known sources of income, he stated. Court orders 30% pay hike for garment workers

But lawyers for 500 clothing manufacturers and exporters, who supply many international brands, said the new wages would be “practically impossible” to introduce given the tough global market conditions. Under the ruling, workers would see their pay rise from a monthly average of 4500 rupees to 6500 rupees ($67 to $97) - which campaigners say is comparable to wages for textile jobs in most other states. “It is a huge victory in a long drawn (out) battle to get workers their due,” said Sujata Mody of Penn Thozhilalargal Sangam, a women’s workers’ union. “Workers have been living in impoverished conditions with inflation and prices on the up.” Campaigners demanded the state government ensure immediate

Under the Minimum Wages Act, introduced in 1948, state governments are required to increase the basic minimum wage every five years, but textile manufacturers have repeatedly challenged these pay rises in Tamil Nadu. The last time the state government revised pay was in 2004. But the matter went to court immediately and the increase was not implemented. During a lengthy legal battle judges at the Madras High Court dismissed over 500 petitions filed by manufacturers and exporters opposing a subsequent 2014 government order to increase wages. Drive against ticketless travellers maligaoN, July 20 (agENciEs): To discourage ticketless travel in trains, NF Railway officials have been conducting surprise ticket checking drive in all the Mail, Express and passenger trains. As per section 137 of the Indian Railway Act of 1989, travelling without ticket, improper ticket or with un-booked luggage in an offence punishable by imprisonment or fine or both. Accordingly, to discourage ticketless travelling, Northeast Frontier Railway has put systems in place whereby surprise ticket checking drive is conducted by Flying Squads. Fortress checks are also conducted in stations. For this officers are nominated at Zonal and Divisional levels from different department who are accompanied by secu-

rity personal from Railway Protection Force and Govt. Railway Police. During the current year, from April, 2016 to June, 2016, total numbers of 171578 cases of travelling without ticket or irregular ticket passenger were detected and an amount of Rs. 12.06 crs was realised as fine. A seminar on ‘Travel and Tourism’ was conducted today at the Mayangnokcha Government Higher Secondary School, Mokokchung under the theme “Inspiring Young Hearts.” The resource persons were Amit Panariya, founder of The Detour Co., Sanjeev Basak, Director of Parth Digital Pvt. Ltd., and Nishit Barad, Director of Neo Glass Tiles, who are all Mumbai based, and Saurav Barua, Zonal Manager, Vodafone India, Guwahati. ‘Travel and Tourism’ is offered as a vocational subject at MGHSS since 2014. The resource persons, all on their maiden visit to Nagaland, agreed on the potential of developing the state as a tourist destina-

Students’ unions clarify on allegation of e-roll anomalies

KiphirE, July 20 (mExN): The students' unions of Tutheze, Singrep, Langkok, Phelunger and Lihtsaoung villages in Kiphire have clarified to the Pungro Area College Students’ Union’s (PACSU) allegation that the number of voters in the above villages exceeded the total population. PACSU had made the allegation in an open letter to the Chief Election Officer, Nagaland and published in this daily on July 17. “The allegation made by PACSU without material fact and evidence is pre-preposterous,” stated a press release issued by presidents of the five students’ unions. It stated that taking the overall percentage of electoral roll in Kiphire Sadar and comparing it to few villages is “severely defective and devoid of any concrete proof.” Population census and electoral roll of the mentioned village, the release asserted, are well maintained. “Question of electoral roll exceeding total population is only a 'figment of imagination' as new inclusion can only be done after proper verification,” it added.

Reminding PACSU that inclusion of new voters cannot be done in one's own whims and fancies but can only be done as per the laid down rules and procedures of Election Commission of India and the Constitution, the students’ union urged to let the department concerned do their work. They further maintained that with the advancement of science and improved health standard, “it is only expected for the human population to expand and at the same time which will only enable those adult eligible to exercise Adult Franchise.” As a student body, the release added, PACSU’s work should be confined within the domain of students’ interest rather than “swim” in political arena. y the time we grew up, Liberalism had arrived. It meant that those of us who had won the race—because of our privilege not because the “world is flat”— could continue to be winners. The free market had flooded the political sphere and we were doomed to piles of success, which basically meant good jobs that paid us enough to buy more useless stuff every day, our lives defined by the struggle to keep up with fashion, not meaningful political change. Defined by comfort, Francis Fukuyama told us, we had arrived at the station our ancestors had apparently set out for—the end of history. The Brahminical Democratic Welfare State provided us with the perfect stage to drown ourselves at this station. Shopping malls sprung up everywhere, aspiration of engineering schools defined our purpose in life and eating at an American food chain defined our self worth. Rebellion of the elite youth (who made it to the above sites) was channeled by shoving them into video parlous. Spewing venomous bullets into the enemy skull, or slashing fruits to bits, satiated the bored individualist mind. When that was not enough, we rebelled against the nothingness of life. Some had controversial love affairs, some turned to drugs. Cynicism took root. Instead of looking outward (public), at the failing politics that surrounded us, we were forced to seek the ‘indefinite’ inward (private). The private had to be divorced from the public to find ‘peace’. Since we had never felt any oppression, we adjusted well. Blindly looking for a “purpose” in life, one day we arrived at blind nationalism. Kashmir is ours, we were told. What was to doubt? The great nation state that had created all these opportunities of self worth for us repeated it like a broken record. It was only when a trusted man ripped our bodies apart, because he “owned” the woman in us, that our eyes opened ever so slightly. Can anybody own somebody? Can the Kashmiri people be so inconsequential to the land that we, the Indians, could “own” them at will? Could we beat them down, smash their heads and electrocute their insides, to make them understand this simple point? In the world of the Indian Brahminical elite, they were, and we could. With nothing left to fight for, we had to take control of what we “owned.” Kashmir. The Nagas. The Meitei. The Kuki. The Karbi, The Gond. Gaidinliu Pamei. Manorama Devi. Alas, to our collective displeasure, the Kashmiris owned Azadi (Freedom). More than the joys of our oblivious skiing down the mountains of Kashmir, the Kashmiris owned Azadi. More than the rolling joys of Dzükou valley, the Nagas owned the Promised Land. We could hear the songs of freedom no matter where we tried to hide—through the guns our army fired and through the lives we smashed. Somewhere a choir sang its hope filled Kuknalim! O Kuknalim! (Victory to the Land!) Elsewhere, ‘Hum Kya Chahte? Azadi!’ (What do we want? Freedom!) rang out. For every child the State killed, another song of hope sprung up— we may have faced the raw end of the bullet, they said, but there is hope to reach the Promised Land, free of oppression and hostility, a life of dignity and ownership- over our present, over our future. History, much like life, continued. The ancestors of the struggling people have not set out on a journey to end history. They have set out towards a journey of building history and re-imagining the future. It conjoins personal hopes to the public—it creates aspirations beyond the self. It is not easily killed by force because it is not the result of “misleading;” it is the result of the desire to be free. More than the liberal agenda ever entailed, it is in the political journeys of these spaces that create a remarkable, hope filled, non cynical future for the world. Power holders in the Indian Union, as well as the world’s elites, need to shed their privilege by moving from being spectators to becoming participants in the lives of the oppressed, not as rulers but as followers. Replacing kerosene lanterns with solar-LEDs can spur jobs

I

n addition to environmental benefits, shifting away from inefficient and polluting fuel-based lighting -- such as candles, firewood, and kerosene lanterns -- to solar-LED systems can spur economic development as well -- to the tune of two million potential new jobs, a study says. The researchers analysed how the transition from polluting fuel-based lighting to solar-LED lighting would impact employment and job creation. "People like to talk about making jobs with solar energy, but it's rare that the flip side of the question is asked -- how many people will lose jobs who are selling the fuels that solar will replace," said researcher Evan Mills from Lawrence Berkeley National Laboratory (Berkeley Lab). The University of California manages Berkeley Lab for the US Department of Energy's Office of Science. "We set out to quantify the net job creation. The good news is, we found that we will see many more jobs created than we lose," Mills noted. The findings were published in the journal Energy for Sustainable Development. There are about 274 million households worldwide that lack access to electricity. But Mills' study focused on the "poorest of the poor", or about 112 million households, largely in Africa and Asia, that cannot afford even a mini solar home system, which might power a fan, a few lights, a phone charger, and a small TV. Mills found that fuel-based lighting today provides 150,000 jobs worldwide. Because there is very little data in this area, his analysis is based on estimating the employment intensity of specific markets and applying it to the broader non-electrified population. He also drew on field observations in several countries to validate his estimates. He did a similar analysis for the emerging solar-LED industry and found that every one million of these lanterns provides an estimated 17,000 jobs. These values include employees of these companies based in developing countries but exclude upstream jobs in primary manufacturing by third parties such as those in factories in China. Assuming a three-year product life and a target of three lanterns per household, this corresponded to about two million jobs globally, more than compensating for the 150,000 jobs that would be lost in the fuel-based lighting marke, the study said. Furthermore, Mills' research found that the quality of the jobs would be much improved. "With fuel-based lighting a lot of these people are involved in the black market and smuggling kerosene over international borders, and child labour is often involved in selling the fuel," he said. "These new solar jobs will be much better jobs -- they're legal, healthy, and more stable and regular," he added. The new jobs span the gamut, from designing and manufacturing products to marketing and distributing them.

ccording to the Chinese Zodiac, 1968 and 2016 are both the Year of the Monkey. But maybe we should call this the Year of the Ghost Monkey of 1968. From the presidential primaries to the convention platform battles to bloody mayhem in the streets, 1968 is the go-to, default metaphor for what we seem to be reliving. This year, like 1968, is certainly one of bitter conflict and wrenching change. And why is that a surprise? Some things don’t change. A nation of several hundred million people, drawn from all over the world, can never exactly become a peaceable kingdom, a beloved community. Creeds differ, values clash; rival factions, communities and priorities compete. Harmony would be nice - and an end to bloodshed is a goal to which most Americans can subscribe. But bear in mind that it has always been through conflict that Americans have decided who they are as a nation, discarding old assumptions and redefining identity and mission. I’ve been thinking about one of my favorite 1960s writers, the remarkable Vietnam War correspondent Michael Herr, who died two weeks ago. He covered the Vietnam War for "Esquire" in 1967-68, and his book, "Dispatches," remains one of the greatest works about that troubled conflict. Herr also contributed to the screenplays of two iconic Hollywood movies about the war, "Apocalypse Now" and "Full Metal Jacket." "Dispatches" is more than a war memoir, however. It offers genuine insight into American history and the American character. “There was such a dense concentration of American energy there,” Herr wrote of Vietnam in the late 1960s. “American and essentially adolescent, if that energy could have been channeled into anything more than waste and pain it would have lighted up Indochina for a thousand years.” I can’t think of any other American writer who has managed to pack into one sentence so much love for his country - and so much disdain for the folly in which, in that instance, it was engaged. Another passage in "Dispatches" also came to mind this week. Herr describes the first time he went on a mission with a Marine company, and ended up caught in a fire-fight, hugging the ground for hours, “listening to it going on, the moaning and whining and the dull repetitions of whump whump whump and dit dit dit, listening to a boy who’d somehow broken his thumb sobbing and gagging, and thinking ‘Oh my God, this f-ing thing is on a loop!...’” Here’s last week’s loop: Tuesday, whump whump whump, black man in Louisiana pinned to the ground by police officers then shot to death. Wednesday, dit dit dit, another black man, this time in Minnesota, shot and

t now seems extremely likely that by the middle of January 2017, three of the world’s six largest economic powers will be led by women. Unless Donald Trump makes significant gains, the latest Reuters Ipsos poll still puts Hillary Clinton ahead of her Republican rival by 11 points in the race for the White House. German Chancellor Angela Merkel already has a strong case for being described as Europe’s most powerful woman, with an open argument as to whether she has more or less global influence than Russia’s Vladimir Putin. And as the Brexit fallout settled, it swiftly became clear that Britain’s next prime minister would also be female. (It’s worth noting that this PM would have run the fifth-largest global economy had not the collapse in sterling after the UK vote to leave the European Union pushed France into that place.) By Thursday last week, the fight to replace Prime Minister David Cameron as leader of the Conservative party had narrowed to two women. On Monday, energy minister and former banker Andrea Leadsom withdrew from the race, essentially handing Downing Street to Home Secretary Theresa May. With no other challengers, May will now replace Cameron when he steps down later this week. Britain is not currently scheduled to have another election until 2020, although an incumbent prime minister can in theory call one at any time. On the Labour Party side, the favorite to succeed embattled opposition leader Jeremy Corbyn is Angela Eagle. Despite widespread dissatisfaction within the party, she has been the only one willing to put her head above the parapet as a challenger – although with

Senseless death of innocent victims, brought home in disturbingly graphic detail via cable news and social media. Is it apocalypse now in the streets of America? And all this in the context of recent years of fervent protest over issues of racial injustice, in a nation beset by repeated acts of violence, both random and targeted, in the midst of a presidential campaign running off the tracks, with one candidate in particular displaying an ability to stir up as much rancor and discord as possible. If history is on a loop, are we back in the world of "Dispatches"? Is this 1968 redux? Do we really have to sit through this movie again? Not likely. Fifty years have indeed changed America. The country is more diverse, ethnically, racially and religiously. There is a far more substantial black middle class than in 1968. (While at the same time the problem of black poverty, and for that matter white poverty, seems more intractable than ever.) Although it’s sometimes hard to remember with all the noise generated by polarizing politicians, the United States is more tolerant than it was a half century ago - when the idea that there would someday be a black president seemed impossibly remote, and the notion of gay marriage unimaginable. In 1968, the nation was still adjusting to the U.S. Supreme Court’s wonderfully named decision "Loving v. Virginia," issued the previous June, which overturned laws that banned interracial marriage. Until then, nearly one-third of American states had such laws on their books. Today at least 12 percent of all new marriages in the United States unite interracial couples, and the trend is expected to expand as millennials, least concerned of all Americans about race, reach marriage age. Reminded by the Iraq invasion of the consequences of national hubris in international affairs, a lesson learned and then forgotten after Vietnam, Americans are again skeptical of “boots on the ground” scenarios for remaking the world in their own image. The fact that this skepticism, even in the absence of a draft, is shared across the generational spectrum - and is, to some extent, bipartisan - is another important difference between 1968 and today. Americans are also asking important questions about economic policies and decisions taken in Washington and corporate board rooms, that have

increased income inequality to levels not seen since the 1920s. Americans as a people, many of them anyway, are more self-aware and thoughtful in this second decade of the 21st century than has been the case for some decades. It’s true that the presumptive presidential candidate of the party of Abraham Lincoln wants to make America “great again” by turning back the clock to the imagined splendor of an era of racial and ethnic homogeneity. But come November, after all the shouting and posturing, there will come a great moment of clarity, when the diverse population of America votes. Speaking of clarifying moments in American history, in his first speech as president in March 1861, the first Republican president of the United States beseeched his fellow countrymen to listen to the “better angels of their nature” and avoid the looming Civil War. That did not, Lincoln assured Southerners, mean the end of slavery, at least in the short run. His appeal fell on deaf ears. But just two and a half years later, in a November 1863 address at Gettysburg, Lincoln proclaimed a “new birth of freedom,” carrying on and transforming the meaning of the American experiment, in which there no longer was a place for human servitude. And, in doing so, changed the nation. History was not on a loop in the 1860s. Nor in the 1960s. In a Memphis church on April 3, 1968, Martin Luther King Jr. reflected on the possibility of his own death. He had been nearly killed by a deranged assailant in 1958, and he explained why he was glad to have survived - and not just because he loved life. “I wouldn’t have been around here in 1960,” King recalled, “when students all over the South started sitting in at lunch counters.” What those students were doing, he said, was making America great again by setting out to challenge and change its injustices: “They were really standing up for the best in the American dream, and taking the whole nation back to those great wells of democracy … the Declaration of Independence and the Constitution.” Lincoln and King lived in difficult times, as we do. It is in just such eras that Americans have rediscovered and refashioned the best traditions bound up in our national experience. Can we resolve in the years that follow the tumultuous election year of 2016 to listen to the better angels of our nature, and turn the dense concentration of American energy away from waste and pain – and use it instead to light our world? May, Merkel, Clinton – the year of female leaders? Peter Apps Reuters Corbyn clinging on it still promises to be a tough fight. These women have emerged from the most brutally savage spell in British politics in living memory. None of them owe their positions to tokenism. An entire generation of British male politicians has watched their reputations crash and burn since the June 23 referendum, and the women were the ones left standing. Former interior minister May could yet prove as divisive a prime minister as Margaret Thatcher. At the Home Office, May took a controversially tough line on migration and has now sparked outrage even from diehard “leave” campaigners for a refusal to guarantee that EU citizens currently in Britain will be able to stay. Even her critics, though, concede May is a tough, dogged, no nonsense campaigner and negotiator. It’s not hard to imagine her at the diplomatic top table. America is hardly alone in never having had a female head of state, however – neither has France, China or Russia. (In the latter case, at least not since the reign of the tsars.) Putin, France’s François Hollande and

China’s Xi Jinping may now find themselves balanced, however, by May, Merkel and (probably) Clinton. In many respects, their achievements are striking given how underrepresented women are in national politics in all three countries. In Germany, only 37 percent of parliamentarians are female. In the UK, it is 29 percent; in the U.S. Congress it is as low as 19 percent. Only two countries, Rwanda and Bolivia, are above gender parity in national level political representation, with the United States ranking 96th worldwide. When it comes to having female heads of government or state, a string of smaller and developing countries have arguably led the way. Sri Lanka became the first country to have a woman prime minister with the election of Sirimavo Bandaranaike in 1960. Golda Meir became Israel’s prime minister in 1969. Argentina’s Isabel Peron became the world’s first woman president in 1974. There have been female heads of state or government in India, Pakistan, Bangladesh, Liberia, Turkey, Burundi, Central African Republic, Mongolia, and Haiti amongst others. Some were the daughters or wives of previous na-

tional leaders. But many were not. In multiple cases, female leaders – such as Pakistan’s Benazir Bhutto or Britain’s Thatcher – have become iconic figures. Women leaders should not be, and are not, defined solely by gender – and it is never the most interesting thing about them. Nor do they like being pigeonholed that way. Back in 1995, Clinton famously told a United Nations conference in Beijing that human rights were women’s rights and women’s rights were human rights. But as with whether a country features any women or minorities on its currency, these examples do make a difference. Inevitably, it colors both the realistic aspirations of other women at all levels in the country as well as the way men think about politics, power and agency. There are stark limits to this. Just as the election of Barack Obama did nothing to stop African-Americans from being more likely to be arrested, jailed or shot by police, South Asia’s high-profile female leaders did not stop the widespread harassment and assault of women in their countries. Ironically, the number of female national leaders worldwide has actually been shrinking. According to the website "Women in Leadership", there are currently 24 female world leaders. That’s the lowest in several years—and includes figurehead monarchs such as Britain’s Queen Elizabeth and Denmark’s Queen Margrethe. That may not matter. With Britain now set for its second female prime minister and Clinton still the favorite for November, 2016 could well be remembered as the most important “Year of the Woman” yet.

How This Became the Era of the Gunman The war abroad and the war at home are both fueled by a fear of encroaching chaos — and it's hard to miss the racist subtext John Feffer

very era has its representative figure. The Neolithic era had the Farmer. The avatar of the Middle Ages was the Monk, bent over an illuminated manuscript. For the period before and after 1492, the Explorer captured the global imagination. During the Industrial Revolution, the Worker embodied the age of manufacturing. And now we have the Gunman. The Gunman is everywhere. He is a soldier. He is a policeman. He might be a right-wing extremist or a caliphate-inspired jihadi. He might be a survivalist atop a wellstocked bunker or a settler in occupied territory. He might be a maniac with no motivation other than mayhem. Or he might just be the middle-class dad next door who wants to protect his family. But he’s usually a guy. Reports of a surge in U.S. women owning guns are largely anecdotal: Gunmen still outnumber gunwomen three to one. Shortly after the Orlando shootings, I was driving to a neighborhood Chinese restaurant with my wife’s high school friend when I made a passing comment about the need to ban assault rifles. To my surprise, this otherwise liberal fellow begged to differ. Then he pointed out that he had three guns in the back of his MINI Cooper. Everyone is coming out of the closet these days, so why not gunmen? Guys with guns dominate the headlines. Young armed men are dispensing death in public places in service of any number of philosophies (racism, homophobia, the Islamic State, misanthropy). Meanwhile, the American police force has been conducting a veritable war against African-American men: 248 black men died last year at the hands of the police, 36 of them unarmed. Also last year, 42 police officers died by gunfire, a 14 percent decline over the previous year. This year, however, the numbers are rising. Including last week’s shooting in Dallas, 26 police have been shot and killed in 2016. Overall, there were 372 mass shootings in the United States in 2015, and an astonishing 13,286 people died by gunshot. In this war on the American streets, it can be difficult to know who is on what side. In Dallas last week, when Micah Johnson killed five cops, he wasn’t the only civilian with a gun in the vicinity. According to the Dallas mayor, more than 20 men in camouflage gear with rifles started to scatter when Johnson opened fire. Texas, after all, is an open-carry state. Instead of implementing gun control measures in the wake of Dallas and Orlando and all the other recent outbreaks of firearm violence, Congress has deadlocked on the mildest of reforms. Gun sales, meanwhile, are up. The number of households possessing guns has actually declined to around one in three, but not the overall number of guns in circulation. The average gun owner now possesses eight guns, twice as many as 20 years ago. The United States ranks number one in the world in per capita gun ownership: an astounding 112 guns per 100 residents. The next closest is Serbia at 75 (engulfed by war in the 1990s), followed by Yemen at 54 (engulfed by war today). Guns have become the new smartphone: an indispensable accessory for the modern age. I fear that one day a pop-up window will appear in my browser advertising the new iFirearm (iGun is already taken). Apple’s latest creation will come loaded with apps, like one that tells you all the establishments that welcome customers who are packing heat. Siri will inform you from a little speaker in the handle about the nearest location of an active shooting — and you can decide whether to run in the opposite direction or head toward the bloodshed waving your firearm. I can even envision a deadly new reality series based on that app: Who Wants to be a Hero? (Of course, despite the exhortations of Donald Trump, the NRA, and others to add rather than subtract guns from a mass shooting, the police recommend that if you have a firearm and you’re at the scene of a shooting, you should keep it holstered — or else the police will take you for the gunman.) I used to think that the United States was backwards when it came to gun control, that we still lived by an archaic frontier ethos of Lawman versus Outlaw. Some day we would grow up, put away our childish things, and join the civilized world of the Europeans and Japanese.

But perhaps they are the anachronisms. Perhaps it will soon become as futile to resist the spread of guns as it was to ignore Facebook and Twitter. Even Europe is not immune from the trend. The Gunman has turned up in Norway (Anders Breivik) and England (Thomas Mair). Gunmen have terrorized France and Belgium. So far in 2016, according to Vice, mass shootings have taken place in Serbia, Cyprus, Austria, Italy, Portugal, Germany, and multiple times in Russia. Of course it’s worse elsewhere. Some countries have completely succumbed to the lawlessness of the frontier — Afghanistan, Libya, Syria, Iraq, Somalia — where everyone “guns up” in order to survive. Africa and Latin America are home to numerous “murder capitals” such as Caracas, San Salvador, and Cape Town. Just like at the OK Corral, the Lawman battles the Outlaw in these violent lands. Having intervened militarily in the crescent of crisis stretching from Central Asia to North Africa, the United States has fancied itself the Lawman upholding the principles of international law. But in reality, Washington has more frequently acted as the Outlaw, squeezing the trigger in extrajudicial executions (through drone strikes), causing the collateral damage of civilian deaths, and invading countries on dubious pretexts. During previous wars — in Korea, in Vietnam — the Gunman at home and the Gunman abroad were involved in two separate enterprises. Today, however, the two worlds are beginning to collide. The War at Home Micah Johnson, a product of the JROTC program, enlisted in the Army Reserve in 2009. His engineer brigade deployed to Afghanistan in 2013. He received an honorable discharge as a result of a deal involving a sexual harassment charge. He apparently didn’t see any combat in Afghanistan, but he continued to conduct his own military training stateside, becoming an expert marksman. Angered by the recent spate of police killings of African Americans, he set up in a location overlooking a Black Lives Matter protest in downtown Dallas and killed five police officers. Two of the five officers had also served overseas in the military, while a third had worked for a private military contractor. This is not exactly a coincidence. Police forces in the United States are the logical employment for ex-soldiers. It’s hard to find precise statistics, since police departments don’t release this information. But The Dallas Morning News reported in 2015 that hundreds of Dallas police officers are military veterans and 119 are active reserve members (out of approximately 3,600 officers), which tracks with the 15-20 percent of each academy class who are former soldiers. Over the last few years, large numbers of combat troops have returned from Afghanistan and Iraq and are looking to return to civilian life. The federal government decided to address high unemployment among veterans and the staffing needs of police forces by directing resources to the preferential hiring of former military in law enforcement. The convergence of the war abroad and the war at home is not simply one of overlapping personnel. Police departments increasingly resemble the U.S. military. SWAT teams look like invading forces. Surplus military equipment, like grenade launchers and armored personnel carriers, has transformed police officers into battlefield warriors. Even robot-controlled bombs, like the one that killed Micah Johnson, threaten to turn the terrain of American cities into something more closely resembling Baghdad. It’s not the military veterans, however, who are necessarily behind the more gung-ho attitude among police. Writes one officer: I worked with a lot of guys who were combat veterans from the Vietnam era, and they certainly didn’t have anything to prove to anybody. They were probably less likely to get involved in violent confrontations than the types of cops I see nowadays, most of whom do not have a military background, and some who are acting out, at least to some degree, video game fantasies about being a bad ass. If you throw together a large number of combat-hardened veterans with cocky video-game-trained recruits, add a new array of firepower, and round it out with training programs designed by former military contractors, it’s no surprise that our police forces have begun to operate as if they’re in a war zone. SWAT teams conduct raids like they’re breaking down doors in Afghanistan — tens of thousands of them every year. The police approach young black men as if they are potential terrorists with concealed weapons and intent to kill. From a statistical standpoint, it’s a mystery why police departments believe that bulking up is necessary. Violent crime in America has not simply declined, but declined dramatically (by half between 1991 and 2013). Of course, the federal government has made it practically free for municipalities to get all this war gear, which they would need, if at all, only in worst-case scenarios. But the real reason for this arms race is fear.

The Fear The war abroad and the war at home are both fueled by the same fear of encroaching chaos. In an invaluable New Yorker article by Evan Osnos, here’s how David Grossman, the author of On Combat, describes his postapocalyptic vision: He predicted that terrorists will detonate a nuclear weapon on a boat off the coast of the United States, and that they will send people infected with diseases — “suicide bio bombers” — across the border from Mexico. Then he said, “I’ll tell you what’s next, folks: school-bus and daycare massacres.” Eventually, he wound his way to the solution: concealed carry. “There is a time, in the first five to ten minutes in every one of these events, when one or two welltrained people with a concealed weapon can rise from the entire pack.” Americans, Grossman told us, must accommodate to a future of “armed people everywhere.” Armed people everywhere: Talk about self-fulfilling prophecies. The NRA is selling guns to people worried about “armed people everywhere” and thereby creates its own worst nightmare (or perhaps its own largest potential membership). But note how closely Grossman links terrorists attacking the U.S. homeland with the worst fear of American families: They will go after our children. Grossman knows that parents will do practically anything to defend their children, who have nothing but stuffed animals and schoolbooks to defend against men with assault rifles. But parents can’t be there all the time. With that in mind, gun manufacturers have been marketing firearms to youth in an effort to arm the next generation. Well, it took a while for smart phones to reach the pre-teen set. If assault weapons indeed form an indispensible part of making America great again, then why wait for kids to vote or drink before they start training to take out potential enemies? These fears of attack have always contained an undercurrent of racism, a suspicion that those with brown or black skin (from the Middle East, from over the border, from the ghetto) want “what’s ours.” The initial spike in gun sales in the United States for something other than hunting dates back to 1992 and the aftermath of the Rodney King verdict, according to former gun salesman and economic historian Mike Weisser: “It was the first time that you could see a live riot on video while it was going on,” Weisser said. “They had a helicopter floating around when a white guy pulled up to the intersection. These black guys pull him out of the truck and are beating the shit out of him right below that helicopter.” The new market for self-defense guns was born, Weisser said, and it was infused with racial anxiety. The marriage of racism and guns has necessarily generated its own armed response. During the civil rights movement, as a number of recent books have documented, anti-racism activists often resorted to carrying and using firearms to protect themselves and fight back against a determined and armed adversary. Gun Versus Computer The avatars of earlier eras — the Farmer, the Monk, the Explorer, the Worker — represented the cutting edge of society. They heralded a powerful social transformation. They each sparked a revolution. The comparable figure for our era should be the software engineer. Computers have indeed transformed the way we live. But the gun, a much older technology, threatens to turn back the clock. The NRA and criminal cartels and the Islamic State are all pushing for their own revolution that will put guns in the hands of everyone. If they succeed, governance will end, and states will fail. In a war of all against all, the Gunman will take law into his own hands. And we human beings, who started out as hunters and gatherers so many millennia ago, will end up in this benighted age as hunters and hunted. arren Buffett, one of the world’s richest men, says that you must either find value or create value to be a successful investor. Creating value doesn’t always have to come from inventions or new technology. There are many other ways to create value. Artists paint paintings that are priceless; authors write books that pay them royalties for years; entrepreneurs create businesses that offer products or services people need. Indeed, there are endless ways to create value or build up assets. All you have to do is to be creative, because it is the thinking in a new way that creates value or adds assets. Once you have that new way of thinking, you will be richer than you ever have dreamed possible. The sad truth is that most people are too lazy to think or be creative. Or, they go about doing things the wrong way. For example, some would spend a lot of their family income for purchase of a new car even when they don’t really have to have one. On top of it all, they pour in more money for fuel and maintenance to keep up with the show. This is an example of turning cash into trash, unless the car serves as a justifiable means to a more valuable end. What we need to learn is this: turn trash into an asset. Although my point is really metaphorical, let me start with a literal example. Many developed countries are increasingly converting their garbage and waste into renewable energy sources. They are turning what they don’t want into want they need. They collect organic waste, construction debris, discarded tires, thrownaway papers, green leaves, to name a few--and load them into boilers at renewable energy facilities to generate electricity for use in their communities. And unlike other renewable power sources such as solar and wind, these biomass power generation facilities can operate 24/7 and provide a consistent supply of electricity. In addition, some facilities can reuse some materials to make asphalt paving, new cardboard, drywall, recycled plastic, and metal products. In a literal sense, this is converting garbage and trash into assets. But let’s not forget that the real asset here is something that is invisible: the thought-process behind it all, which is the ability to take ideas and turn them into assets. Now, let’s use an example from real estate investing to illustrate how we can make money by adding value. A little over 10 years ago, a resort developers’ company in the United States acquired several acres of agricultural land nearby a huge lake which covers 36,700 acres and is only 53 miles east of Dallas, Texas. Their goal was to turn this raw land into a prime resort location. First, they built the roads and underground drainages connecting to every plot they wanted to sell. They also added a beautifully designed golf course and a marina beach, as it were. Having been drawn to all these attractions, my wife and I felt that it would be smart of us to invest in one of these plots. For the first two years, the market value of our investment was growing as development was progressing and more clients were coming in. But perhaps we became a little too greedy, too. So instead of selling it, we decided to keep it for ourselves. We began to dream that one day we could build a vacation home where we could play golf if we wanted to, enjoy boating or fishing on the lake at anytime, or do horseback riding in the vast areas around, or even go hunting in the adjoining reserved forest with wildlife and a state park. This is how the abovementioned corporation made the appeals to us by simply trying to turn an agricultural land into a prime resort area. And yes, they must have made a lot of money from people like my wife and I. But, unfortunately, this investment of ours didn’t turn out well. When the 200809 recession occurred in America, the real estate market came crushing down, which possibly affected our resort developers’ company very badly as it finally filed for bankruptcy. As a result, the value of our land went down like a rock and we couldn’t even sell it, either. The lesson for us, though, is this: sometimes your investment may not pay off, or you may lose money, since you cannot always predict if the market will remain strong or if the company you do business with will continue to deliver all that it promises. And yet, we must not forget that you are likely to make more money by investing in real estate than in any other investment vehicle. For this, you must follow where the overall development is heading or which direction the market demands is going. If you are right in your calculations, you could acquire huge tracts of agricultural land and turn them into residential plots. Or better still, you could convert residential areas into commercial zones. This way you could make even more money…by increasing the value of your property or developing it to attract the market.

The government had put curbs on the media on Saturday and lifted the ban on Tuesday, saying the decision taken at some "local" level was a mistake. But newspapers refused print runs, alleging that the authorities were denying that the government had banned newspaper publications in the valley. The logjam was resolved in a meeting on Wednesday between Chief Minister Mehbooba Mufti and editors of Srinagarbased newspapers. Editors and publishers said the Chief Minister "regretted" the ban and assured them of unhindered news gathering, printing and distribution.

New Delhi, July 20 (iANS): The issue of Dalit unrest in Gujarat rocked Parliament on Wednesday as opposition members accused the government of being anti-Dalit. Both houses saw protests from opposition parties, even as the Modi government made statements in the Lok Sabha and the Rajya Sabha stressing that the Gujarat government took appropriate action to tackle the situation. While the Rajya Sabha lost the entire day to protests and adjournments, the Lok Sabha witnessed an uproar but the issue did not lead to adjournments. In the Lok Sabha, the highlight was a video clip that showed Congress Vice-President Rahul Gandhi dozing off when his party members were protesting against the Home Minister's response on the Dalit issue. The court directed that the plea of nine disqualified lawmakers will he heard on July 28.

Explosives seized in Jharkhand rANchi, July 20 (iANS): A huge quantity of explosives was seized in Maoist-infested Dumka district of Jharkhand on Wednesday, police said. As many as 40,000 gelatin sticks, 35,000 detonators and other explosives were seized in Kanthikund area, around 400 km from state capital Ranchi, after police stopped a truck following a tip-off. Police said the explosives were meant to be supplied to Maoist guerrillas for making landmines used to blast the vehicles of security forces.

'ATM' offers mother's milk PuDucherry, July 20 (TNN): Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER) has established a human milk bank to nourish and save preterm babies born in the hospital. The bank, named 'Amudham Thaippal Maiyam' (ATM), which will also offer breastfeeding counselling to mothers, was inaugurated last Wednesday. "As 30% of 1,500 babies born per month in Jipmer are of low birth weight and mostly preterm, there is a strong need to establish a human breast milk bank at NICU (neonatal intensive care unit) to strengthen neonatal services and save preterm babies," Jipmer director S C Parija said on Monday. He said such banks must be set up in all NICU facilities considering the complications associated with formula feeding of underweight and tiny preterm babies who cannot be breastfed till they are six months old. "If mother's milk is unavailable or insufficient, the next option is to use pasteurized donor human milk. Donor milk after collection will be heated to 62.5°C for 30 minutes and then cooled. Many state transport buses were, however, cancelled or their routes diverted and many schools remained shut, especially in the Saurashtra region. Shops and office establishments remained open for a while in the morning hours while demonstrations continued across the region. In protest against last week's thrashing of the four Dalit youths in Una town of Saurashtra, 12 youngsters across the region had attempted suicide and one of them died on Tuesday. A head constable in Amreli too succumbed on Tuesday evening to head injuries sustained during stone-pelting by a mob. The Chief Minister landed at the Diu airport on Wednesday morning and drove to the Mota Samadhiyala village in Una taluka of Saurashtra region to meet the families of the four Dalit youths. The Department of Personnel and Training (DoPT) has issued draft rules which bar officers from making “criticism of government” on television, social media or any other communication application by any means including a “caricature”. These rules are part of the proposed changes in All India Service (Conduct) Rules, 1968, which are applicable to three all India services–Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS). The DoPT has proposed to ex-

Nor, he prayed, did the third, whose face was unrecognisable from a severe beating. But then Aik Chin checked the corpse’s fingertips - his 17-year-old son had lost one in a childhood accident - and his legs began to buckle. “When I realized it was my little boy, I collapsed and blacked out,” he said. “I don’t remember anything after that.” Soldiers entered the village of Mong Yaw on June 25 and rounded up dozens of men, witnesses told Reuters. Aik Chin’s son and four others were led away, never to be seen alive again. Two other men - brothers - were shot while trying to escape on a motorbike and their bodies found in a ditch, villagers said. Myanmar’s armed forces have often been accused of abuses by human rights groups and Western governments during decades of conflict with ethnic armed separatists in its wild border zones. What is unusual in this case is that the military high command has been taking the allegations seriously. The genes of the ant farmers and their fungal crops revealed a surprisingly ancient history of mutual adaptations, said the study published in the journal Nature Communications. This evolutionary giveand-take led to some species -- the leafcutter ants, for example -- developing industrial-scale farming that surpasses human agriculture in its efficiency, the researchers said. Much of the research on fungus-farming ants came from scientists working in Panama through the Smithsonian Tropical Research Institute, headquartered in Panama City, during the past 25 years. The key chapters of the history of ant agriculture were written into the genes of both the insects and their crop fungi. “The ants lost many genes when they committed to farming fungi,” said Jacobus Boomsma, Research Associate at Smithsonian Tropical Research Institute. Police and local officials told villagers in Mong Yaw in the days after the late June killings that they couldn’t investigate because the military was already doing so. Then, on July 3, the region’s vice-commander, Major General Kyaw Kyaw Soe, visited Mong Yaw and promised a full probe, said villagers. He also gave each bereaved family 300,000 kyat ($250) as a gesture of

With the movie scheduled to release on Friday, July 22, fans have already started flooding their employers with leave applications to catch the first-day first-show. Opus, a structural solutions start-up in the city, has gone as far as declaring a holiday on July 22. As the firm's official notice goes, the holiday is declared to "avoid sick leaves, mobile switch-offs and mass bunks". Manoj Pushparaj, head of operations for the firm, says this was done to motivate employees. The startup is also arranging tickets for all 48 staff in a partnership withPVR cinemas. "The employees come from different parts of India, and 18 of them are from Tamil Nadu," he says. Opus is not the only start-up to declare a holiday for the film. Fyndus, a data management start-up from Chennai, has also declared a holiday in an attempt to deal with Kabali frenzy. When contacted, the company confirmed that a holiday was declared by vice-president, India Operations, Vinoth Sudaroli. "We didn't want to get a pile of leave applications from our employees and hence we have declared a holiday on Friday," they said. eteran filmmaker and TV personality Garry Marshall has died. He was 81. Marshall, who created some of the 1970s' most iconic sitcoms including "Happy Days," and "The Odd Couple" and went on to direct hit movies including "Pretty Woman" and "The Princess Diaries," passed away on Tuesday, July 19, reported E! online. According to his representative, Marshall died from complications of pneumonia following a stroke at a hospital in Burbank, California. His sister, actress and director Penny Marshall, also confirmed the news. Born in Bronx, Marshall graduated from Northwestern U's Medill School of Journalism and began his career as a joke writer for comedians including Joey Bishop, then worked on the writing staff of "The Tonight Show With Jack Paar." He made his directorial debut in 1967 on his series "Hey, Landlord". The first feature Marshall directed was the 1982 comedy "Young Doctors in Love," but his first big screen blockbuster was 1990's "Pretty Woman," starring Julia Roberts and Richard Gere. The trio reunited for the 1999 box office success "Runaway Bride," about a woman who keeps leaving her fiances at the altar. The "The Princess Diaries" and its sequel were also big hits for Marshall. The films, which made a star of Anne Hathaway, saw global grosses of USD 165 million and USD 135 million, respectively. He also had a long acting career that began in the early 1960s. He played a hoodlum in the James Bond film "Goldfinger" and made appearances, most uncredited, in many of his film and TV projects. London, JuLy 20 (REuTERS): The struggling Swissbased Sauber Formula One team announced a change of ownership on Wednesday and said investment firm Longbow Finance had signed an agreement to acquire Sauber Holding AG. Team founder Peter Sauber will retire from all his functions, while Monisha Kaltenborn will remain as team principal and chief executive. "It is Longbow Finance S.A.'s clear intention to stabilise the group and create the basis for a competitive and successful future," the team said in a statement. "The transaction also secures the continuation of the brand Sauber in Formula One and will open opportunities to further grow the engineering activities of the group."

London, JuLy 20 (REuTERS): A crackdown on behaviour will kick in when the new English season starts with referees instructed to show yellow and red cards to unruly players, the Premier League said on Wednesday. The unedifying sight of snarling players berating officials over decisions or hurling abuse has been the scourge of the game and the Premier League, English Football League and Football Association have all clearly had enough. In a joint directive the three organisations said disrespect towards match officials had to stop. "We and our clubs have been discussing for some time concerns that certain elements of player behaviour are overstepping the mark -- the mass confrontations, overt displays of dissent and offensive language," Richard Scudamore, the Premier League's executive chairman, said on Wednesday. "We are viewed by millions week in week out -- including lots of young people -- and it is our collective position that these types of behaviour should no longer be tolerated." The Professional Game Match Officials (PGMO) have been told to apply the laws of the game on dissent more vigorously. Insulting or abusive language or gestures towards match officials will result in a straight red card next season, as will aggressive physical contact. Yellow cards will be shown for a variety of disrespectful behaviour, including responding aggressively to a decision or running towards an official to contest a call. Mass surroundings of referees will also be punished with bookings to at least one of the players. The behaviour of coaches and technical staff will also be more strictly controlled. "Things happen in the heat of the moment during fast and highly competitive football," Scudamore added. "We still want to see the passion fans enjoy and demand, but players and managers have to be aware there are lines that should not be crossed." Football League chief executive Richard Harvey said the new directives were not just an idle threat. "To be clear, this is a set of instructions from the football authorities to referees to take action against certain behaviour that we will not tolerate in our matches," he said. In the Premier League West Bromwich Albion were the worst offenders last season with 11 yellow cards shown for dissent, according to a survey in the Guardian. The Football League season kicks off on Aug. 5 with the Premier League starting a week later.

The 30-year-old, who has more than 100 caps for Estonia, made 40 appearances for Augsburg last season and offers Liverpool some much-needed defensive cover following the sale of Martin Skrtel to Fenerbahce and the release of Kolo Toure.
