KOHIMA, JULY 22 (DIPR): The Narcotics Cell, PHQ, Nagaland has detected and seized one kilo of brown sugar from a Bihar bound bus and arrested one person in this connection.According to the SP (Crime) & PRO, Nagaland Police, M. Tungoe, the price of the seized contraband in the international market is estimated at about Rs 1(one) crore. The accused has been identified as Raman Kumar from Motihari District of Bihar. The accused revealed to the Police that the consignment was to be collected by an ‘unknown’ person once the bus reached its destination. A regular case has been registered and further investigation is being taken up. In another incident, a team from Nagaland Police arrested one accused from Kolkata, in connection to a Ponzi Scam originating from West Bengal. The accused identified as Chandan Sinha Roy was in the Board of Directors of Ever Light Realcon Infrastructure Limited (ERIL), which was involved in duping/ cheating hundreds of depositors and swindling crores of rupees. An SIT was set up for thorough investigation of the case and charge sheet has been filed against 10(ten) accused. Earlier the SIT had arrested one Biplap Kumar Dey from Jharkhand, another accused in the case.
Inclusive ‘preparatory consultation’ for Panglong Conference DIMAPUR, JULY 22 (MExN): The Naga Cultural and Literature (Central) and Council of Naga Affairs is set to organize all inclusive “Preparatory Consultation Meeting” on July 30, 2016 at Zingkaling Khamti, Myanmar for the NLD government led 21st Century Panglong Conference. In this connection, a joint press statement from Naga Cultural and Literature (Central) and Council of Naga Affairs have invited Naga Self-Administered Zone government, political parties, tribal Hohos, civil society organizations, women organizations, youth and students organizations, and NGOs to participate in the meeting. It has also extended invitation to the Nagas in India with “expectation of support so that this meeting may pave a way to find a solution for the Nagas in Myanmar/Burma at the upcoming 21st Century Panglong Conference.” According to the press statement, the 21st Century Panglong Conference is likely to be held in the last week of August and is aimed to solve 60-year-old armed conflicts in Myanmar/Burma through political dialogue.

In an honest admission, the Nagaland Baptist Church Council (NBCC), apex body of the churches organizations of Nagaland on Friday said it has failed its people. “The church is not the owner, the custodian of clean election campaign. But we are responsible and we have not carried out that responsibility well. We have failed as the church, as leaders and I am not here to blame anyone. But in our many failures we muster our strength to take the step of leading the campaign because change must take place,” admitted Rev. Dr. Zelhou Keyho, General Secretary of NBCC while undertaking the Clean Election Campaign (CEC) on July 22 at Kohima Science College, Jotsoma. Under the theme, ‘The impact of our birthright’, the NBCC began its CEC today. The campaign expects to cover all districts with the objective of urging the citizens to stop corrupt practices of electioneering in Nagaland. While admitting the failure of the Church, Keyho, however maintained that despite its many failures, the Church has also

mustered courage. “The church is not a holy Angel. It has its own share of failures. We cannot be blaming each other non-stop, there can be no solution if we continue to keep on blaming each other and not act. We must start to act and do what is right. Let us not blame the politicians as we often like to do, they are not responsible. And likewise, let us not allow the politicians to blame us,” Keyho injected. The NBCC General Secretary also sought to point out that the Church is not the owner of CEC, “All of us are the owners and custodians. The Church holds no vote but you and I are the voters.” Keyho said corrupt practices in election has robbed the Nagas of their rights and privileges, “stolen our shares and messed up our future further making the people voiceless.” In such tiring times, the CEC aims to be a movement, which “will have to touch
the core of our ethos, our ethical sense and mind to realize what is right from wrong,” he added. To students of Kohima Science College, Keyho urged, “We are here to tell you we need you, we need your commitment and your involvement.” He also appealed the young students not to give the chance for politicians to blame them. “The past present generation has created a mess for you. I am the present and past generation. We cannot envision a future for you unless you join the movement. Unless the spirit of ‘Enough is Enough’ comes from the presentfuture generation, we are doomed. But with you on the boat, we have a bright future,” the NBCC General Secretary exhorted. Stressing on the impact of one’s birthright during election where many voters sell their votes over money, liquor and food in Nagaland, Keyho posited
that a single vote has power to change the course of society and unlock the future to a world of hope. However, that birthright has been used wrongly with many people using it like machine guns casting multiple of proxy votes, he lamented adding that unless Nagas break the vicious cycle of the system, they will perish as a people and a nation. Kohima Science College Principal, Dr Anungla Aier maintained that there are certain issues in which one needs to take a stand, whatever the situation or environment may be. She reminded that a “beautiful society cannot be created if you cannot stand for what is right.” Assistant Chief Electoral Officer, Awa Lorin updated the students on Clean Electoral Roll Drive in Nagaland while revealing that the department has generated more than 50,000 duplications and is expecting more. “The electoral roll is still very dirty. It is not error free. We have multiple registration and bogus registrations. This has become very rampant in Nagaland. Nobody is entitled to be registered in more than one place. Election is not a privilege, it is a responsibility. If we are a part of the problem, we are also a part of the solution,” stated Lorin. At the campaign, the students were also invited to sign a pledge card to vote truthfully, not cast any proxy vote and not to be bribed.

Hundreds of poor farmers in Nagaland are receiving support to rear Mithun for sustained enhanced livelihoods. And the returns are more than dividend. Mithun, known as the ‘Cattle of Mountain’ is an important bovine species of North Eastern hill region, which plays an important role in the socio-economic and cultural life of the tribal population of Nagaland. Farmers under Phek district has testified that through Mithun rearing, they are now able to pay their children’s school fees and promote their livelihood. It has enabled many to built homes, purchased vehicle, power tiller, rice mill etc. Thanks to efforts put by Kohima based Entrepreneurs Associates (EA). EA, while promoting eco-friendly sustainable livelihood activities has undertaken a project that promotes Mithun as a unique micro enterprise to farmers, which in turn leads to conservation of forest. The success of this project was testified by Mithun farmers during a seminar on “Mithun rearing for enhanced livelihood and forest conservation” here today at Hotel Vivor in the presence of Governor of Nagaland P.B. Acharya as the chief guest. With the support of the community and Sir Ratan Tata Trust Mumbai, EA has fenced over 120 square kilometers of forest land in five villages in Phek district namely Porba, Pholami, Losami, Enhulumi, and Thetsumi village making them Mithun sanctuaries for repopulation of Mithun and conservation of forests. Governor announces cash award for Mithun farmers Governor PB Acharya has announced a cash award of Rs 10,000 each for Mithun farmers under three categories- the healthiest Mithun, the farmer rearing the largest number of Mithun and the most progressive village in rearing Mithun. Addressing the seminar today, Acharya challenged the participants to set a target of enhancing the Mithun’s population of present 35 thousand to hundred thousand in a year. “I am proud that it is our state logo which symbolizes our state’s rich cultural heritage,” the Governor said. He also expressed happiness that
National Research Centre on Mithun (NRCM), ICAR based in Jharnapani, Medziphema is the only Mithun research centre in the world, which has been providing much needed support in the form of vaccinations for the Mithuns. EA coordinator (CEO) Neichute Doulo said Nagaland must develop a promotion policy for Mithun rearing and forest conservation. “Mithun as the state animal with huge cultural and social values for the Naga people deserve policy promotion,” he said. According to Doulo, the state animal is not just an exotic animal. It is the best economic security for the poor, the best vehicle of poverty alleviation and the best crop for wealth generation for the rural farmers. With intensive Mithun rearing under semi captive breeding, profitable enterprises can be developed all over Nagaland. This will generate revenue for the state and meat nutrient sufficiency, he maintained. “While we value Mithun in our state logos and official seals, let us also revive our cultural merit of rearing Mithuns for prosperity,” Doulo added. 300 villages rear Mithuns in Nagaland Commissioner & secretary for veterinary & animal husbandry M.K Mero said 300 villages in Nagaland are rearing Mithun. The villages are mostly in Tuensang, Phek, Mon, Kiphire and Zunheboto districts. The department has already supported 100 villages mostly on Mithun projects through special grant assistance and other 200 villages are yet receive assistance. Mero said that Nagas have a very long tradition of rearing Mithun and stressed on the need to promote further and increase its population. Bank loan scheme for Mithun rearing in offing NRCM-ICAR director Dr. Abhijit Mitra informed that effort is on to provide bank loan scheme for Mithun rearing in Nagaland through the Nagaland State Cooperative Bank Limited (NSCB) and NABARD under skill development programme. He revealed that Nagaland at present has 35,000 Mithuns, followed by Manipur 12,500 and Mizoram 3500. IAF plane with 29 aboard missing landslides cuts off road to Zunheboto CHENNAI/NEw DELHI, JULY 22 (IANS): An AN-32 transport aircraft of the Indian Air Force (IAF) with 29 people on board went missing over the Bay of Bengal on Friday, Defence Ministry officials said, adding that a full-scale search and rescue mission has been launched. The aircraft took off from Tambaram Air Force Station in Chennai at 8.30 a.m., and was expected to land at Port Blair at 11.30 a.m., officials said. “The aircraft departed at 8.30 a.m. and was due at Port Blair at 11.30 a.m. The aircraft has not reached. Search operations are on,” a senior IAF official told IANS over telephone from New Delhi. “The last contact with the aircraft was at 60 nautical mile from the shore. We have deployed our ships, aircraft to search for the plane. The search is happening around 200 nautical miles from the shore,” an Indian Coast Guard official told IANS. The Russian-made AN-32 aircraft was on a “courier flight” with service personnel on board. It is capable of flying contin-
uously for four hours without refuelling. A major search and rescue operation has been launched by the Indian Navy and IAF in the Bay of Bengal. Indian Navy spokesperson D.K. Sharma said a P-8I surveillance aircraft, a Dornier and several ships have been deployed in the search and rescue operation. Ships deployed for the search include Shivalik-class stealth frigate INS Sahyadri, guided-missile destroyers INS Rajput and Ranvijay, corvettes Kamorta, Kirch, Karmuk, Kora, Kuthar, fleet tankers INS Shakti, and INS Jyoti, amphibious warfare vessel INS Gharial and patrol vessel INS Sukanya, the Indian Navy said. The incident comes a year after a Coast Guard Dornier aircraft with three crew members on board on a routine surveillance flight went missing. The search team found its black box nearly after a month and later the skeletal remains and personal belongings of the crew members were recovered from the sea bed off Tamil Nadu coast. The IAF at present has a fleet of over 100 AN-32s in service.
Sumi Hoho appeal DoNER to expedite sanctioning for Phase-II road construction DIMAPUR, JULY 22 (MExN): The Sumi Hoho on Friday reported that students and public under Zunheboto district are facing numerous problems and hardships since the various roads leading to Zunheboto from the State capital Kohima has been cut off. Roads leading to Zunheboto via Pughoboto, Chozuba and Alaphumi have all been rendered un-motorable owing to heaving landslides, it stated. The only motorable road connecting Kohima and Zunheboto is the COCO Doyang Road, which has also been left unattended after the completion of Phase – I. More than 600 students of Khelhoshe Polytech-
nic Atoizu and public of Zunheboto are facing the brunt owing to nonpliable road condition for the state bus since the Phase – II is yet to start. Those without private conveyance have to walk 20 kms till the highway at Doyang junction bridge to get taxis and other forms of transportation. Many people again have to walk back if they do not get transportation. Hundreds of vehicles are also stranded along the only route due to its narrow condition, the Sumi Hoho in a press release issued by its president, Toniho Yepthomi, president and Vihuto Asumi, general secretary stated. It noted that the Phase - I was retained in 2009-10 under NLCPR and the work is completed. Phase – II was retained in 2011-12 and approved by Ministry of Road and Highways in 2013, in connection to which the Nagaland government has reportedly

Scholarship affected students from Nagaland, studying in Divya Jyoti Group of Institutes (DJGI) Modinagar, Ghaziabad, UP, Mewar University, Gangrar, Chittorgarh, Rajasthan, Adhunik, Moradnagar, UP and IGI, Haryana today staged a sit-in-protest at the State Civil Secretariat demanding release of their full scholarship for 2015-16 from the Nagaland Government. On behalf of the aggrieved 329 students, T Thomas Konyak said the state government was yet to release their full scholarship for the last academic session, because of which they were unable to clear the fees of the institutions where they study, as most of them were financially weak. These students were to receive
Memorandum to Nagaland Government appeal for implementation of the recommendation of the state level committee for scholarship at the earliest Post-Matriculation Scholarship Scheme (PMSS) of the Union Ministry of Tribal Affairs, which was released by the Centre, but was allegedly pending with the state government. “Admission for the new session has commenced, but because of the non-release of pending scholarship, students are unable to clear fees of the last session and are getting delayed for the new admission,” Thomas said. A memorandum addressed to Directors of Higher Education and Technical Education Departments, submitted by the students, stated that the Government of India has been implementing the Post Matric Scholarship Scheme
through the Ministry of Tribal Affairs, which students of other states are enjoying. It requested the state government that the scholarship for the year 2015-16, “be kindly released in full at the earliest for the benefit of the students who are pursuing different course of studies in various institutions.” It also stated that the recommendation of the state level committee for scholarship be implemented at the earliest with favourable amount as being enjoyed by students of other states, adding that a special package of financial assistance be granted to bail out the affected students since most of “us belong to the economi-
cally poor family backgrounds.” “That the institutions where we are studying are pressuring us to pay all the necessary fees at the earliest in order to continue our studies without any hindrance,” the memorandum added. Further, it stated that the postgraduate students who are affected by non-payment of the said scholarship through the Ministry be reimbursed in full in order to enable them receive their pass certificates/mark sheets. Meanwhile, scholarship affected students told media persons that they met the Additional Director of Higher Education Department today and the later assured to extend help. One of the students said they will wait for some time and if their demand is not meet on time, they will pursue other means to fight for their right.

Picto Shohe, Parliamentary Secretary, DoNER Minister and DoNER Secretary.

Departments notified to ensure Juvenile Justice kohIMa, July 22 (DIPR): All concerned Departments have been notified to take necessary measures to ensure implementation of the following provisions under the Juvenile Justice (Care and Protection of Children) Act, 2015 which prohibits misuse of children from activities specified as per the provisions of law under: (a) Section77. Whoever gives, or causes to be given, to any child any intoxicating liquor or any narcotic drug or tobacco products or psychotropic substance, except on the order of a duty qualified medical practitioner, shall be punishable with rigorous imprisonment for a term which may extend to seven years and shall also be liable to a fine which may extend up to one lakh rupees. (b) Section 78. Whoever uses a child, for vending, peddling, carrying, supplying or smuggling any intoxicating liquor, narcotic drug or psychotropic substance, shall be liable for rigorous imprisonment for a term which may extend to seven years and shall also be liable to a fine up to one lakh rupees.

Budget for Children in Church Advocacy on HIV and AIDS Nagaland 2015-16 released
Mon, July 22 (MExn): Church Advocacy on HIV and AIDS was held at MTABC, Mon. Longyim Tzudir, District Programme Officer, DAPCU Mon, who facilitated the programme said in a press release that Church Advocacy on HIV and AIDS for the church leaders of Mon Town (Sister churches) was organized by DAPCU in collaboration with Mon Town Baptist Pastors’ Fellowship (MTBPF) at Mon Town Ao Baptist Church on July 19 with support from Legislators’ Forum on AIDS –Nagaland (LFA). The programme begun with pronouncing invocation by Rev. Lipoktemjen, Pastor, MTABC, followed by presentation of Basics on HIV and AIDS by Dr. Yingnei K, Medical Officer I/c LAC+ DH Mon. He concluded that no one is immune to HIV and AIDS and everyone is at risk and therefore urged them to take the responsibility to stop the spread of HIV.

HIV prevention and care. He also shared his view that training should be given to the church leaders so that they will be well equipped to incorporate topics on HIV and AIDS even in their sermon. He concluded his speech by expressing his optimism that church can act as an agent to address the challenge of HIV and AIDS by promoting responsible behaviour that respects the dignity of all persons and defends the sanctity of life, take care of the infected and affected with HIV and AIDS, and to create an enabling environment to eliminate stigma, shame and discrimination with love and commitment. kohIMa, July 22 (DIPR): Minister for Social Welfare & Parliamentary Affairs, Kiyanilie Peseyie released the Budget for Children (BFC) in Nagaland 2015-16 on July 22 during an interface held at the Secretariat conference hall, Nagaland. Speaking on the occasion, the Minister said that the state government is trying to uplift the status of children in the state as a lot of issues are covered by the Social Welfare Department and its aligned branches such as Integrated Child Protection Society, State Resource Centre for Women and others. He said that the state government also plans to give priority to health, nutrition and education of children which could create as environment where children can grow up safe, healthy and secure. The Minister said that budgeting is very important to achieve the action plan and expressed that the handbook will help a lot for the children in fund allocation. Programme officer, HAQ centre for Child Rights, New Delhi, Farhana Yasmin in her presentation on study of findings said that children below 18 years comprises 41.46 % of the State popu-
lation. Nagaland is doing much better than the other states in Northeast in terms of budget for children where she said that the funds need to re-examine prioritizing, expenditure and implementation of fund for children. Budget for children is not a separate budget, it is merely an attempt to disaggregate from the overall allocations made and to assess the policy and programmes meant for children is translated into action, she stated. Atu Imsong. A press release informed that starting from July 15 to 21, the social auditors comprising of 5 district
resource persons and 8 village resource persons from Sovima Village conducted a door-to-door audit verifying all relevant records and documents in a transparent manner including physical verifications of all schemes in the village carried out during the previous years. All the observations and concluding reports were presented during the final day of audit for public scrutiny which was unanimously accepted by the General Public of Khekiho Village. Training on promotion of pig breeding
JhaRnaPanI, July 22 (MExn): Three days ‘training programme on promotion of pig breeding through artificial insemination and scientific management techniques in Nagaland’ for rural educated unemployed youths was organized on July 20 to 22 by ICAR Nagaland Centre in collaboration with KVK Dimapur at ICAR Nagaland Centre, Jharnapani. A total of 30 rural educated unemployed youths from Mon, Wokha, Zunheboto, Kohima, Medziphema, Diphupar and Dimapur district attended the training. Joint Director of ICAR Nagaland Centre emphasized upon the pig production on commercial scale in Nagaland by adopting the advanced reproductive technology such as artificial insemination. Chief Guest, Dr. Viral Yore, Additional Director, Department of Veterinary and Animal Husbandry, Kohima stressed upon adoption of scientific pig rearing to achieve the self sufficiency in pork production. He also distributed the three month old crossbred piglets to the participants.

Heavy rains trigger landslides, floods in Arunachal Itanagar, July 22 (PtI): Incessant downpour over the past couple of days has triggered landslides and floods in several districts of Arunachal Pradesh throwing normal life out of gear. Besides damaging culverts and some buildings, the floods and mudslide submerged low-lying areas and a rural link road and disrupted power supply. Seijosa and its adjoining villages in East Kameng district remained cut off from the rest of the state due to landslides triggered by torrential rain. The rains also caused landslides at many places at Talom Riktak village under Taliha Circle of Upper Subansiri district, an official
report from Daporijo said. The flood situation was grim in Namsai district with Noa Dihing and its tributaries flowing above the danger mark, DC R K Sharma said. In Lohit district, though all the rivers were flowing turbulently yet they were below the danger level, DC Danish Ashraf said. Renu Kino, Anchal Samiti chairperson of Seijosa and adjoining villages of East Kameng, said that huge debris deposition caused by the rainfall has damaged many culverts and constructions. Tension as woman shot dead in border village in Tripura agartala, July 22 (IanS): Tension prevailed after a 24-year-old Muslim woman was found shot dead on Friday in a border village in Sepahijala district of Tripura as BSF troops fired at some cattle smugglers who failed to obey an order to halt, officials said. "During routine patrolling along the India-Bangladesh border on early Friday morning, BSF jawans asked a group of cattle thieves to stop proceeding towards Bangladesh. The jawans opened fire when the smugglers didn't obey the order," a BSF official said. The official said the woman's body was later recovered from Tarapukur village along the India-Bangladesh border. On the other hand, villagers complained to police that some BSF men tried to molest Maya Khatun and later shot her dead. "No written complaint has been received yet," an official of the Sonamura police station told IANS over phone. Senior police and BSF officials rushed to the spot, 65 km south from here, to pacify a mob agitating after the woman's death. Tripura has a 856-km long India-Bangladesh border, with a little over 85 per cent of it fenced.
ZSI, BSI to map biodiversity in North East as 'priority' KolKata, July 22 (IanS): The Zoological Survey of India (ZSI) and Botanical Survey of India (BSI) will take up northeast India as a "priority" to map the region's biodiversity and address knowledge gaps, an Environment Ministry official said on Friday. "Certain instructions have been given to ZSI and BSI to take up northeastern region as a priority," Additional Secretary, Environment, Forest and Climate Change, Amita Prasad told IANS. The ZSI and BSI are headquartered in Kolkata. According to ZSI Director Kailash Chandra, experts from the organisation will launch surveys from September to record faunal diversity. "We plan to begin with Arunachal Pradesh," he said. Recently, the ministry had announced a new regional centre of the ZSI in Gangtok.
NE railway collects Rs 12 cr from ticketless travellers agartala, July 22 (IanS): The Northeast Frontier Railway (NFR) registered 171,578 cases of ticketless or improper travel in the April-June quarter, collecting Rs 12.06 crore in fines, said an official on Friday. On an average, 1,910 cases a day were registered in the first quarter of financial year 2016-17 in the northeast for travelling without ticket or with an irregular ticket against 1,440 such cases in the same period of the previous year, shows the data maintained by NFR. NFR's Public Relations Officer S.K. Ojah said: "13,467 cases of passengers travelling with excess or un-booked luggage were also detected during April to June in the Northeast region, mostly in Assam, and more than Rs 16 lakh was realised as fine." "Drives against ticketless travelling and carrying of goods without charge would be stepped up in future," Ojah added. The NFR's 'flying squads' have been making surprise raids in trains and at railway stations against ticketless and improper travelling. "To discourage ticketless travel, the NFR has put systems in place whereby abrupt swift checks are conducted by flying squads," Ojah said.

Intensifying its campaign for introduction of Inner Line Permit (ILP) in Manipur, the Joint Committee on Inner Line Permit System (JCILPS) has rounded up 271 nonlocal labourers and handed them over to police after they failed to possess valid documents for entering the state. JCILPS volunteers pulled down 124 non-local labourers from different passenger buses on Thursday in Sekmai area along Imphal-Dimapur road. On Friday, 147 more "illegal" labourers were stopped from entering the state in Sekmai area. They have been taken away by personnel of Sekmai Police Station for further verification. The Joint Committee, a conglomerate of citizens maintained that the non-locals coming from Dimapur side through the NH-2 did not possess proper identity cards. Volunteers of JCILPS and Advanced Women's Society and Awang Sekmai Protection have been impeding entry of illegal migrants along NH-2 in the last two days. The detained labourers from outside the state were heading for Thoubal district to work for Shyama Power Pvt Ltd, NIT, Langol in Imphal West and ST Xavier School, Moirang in Bishnupur district. A massive sit-in was held at various places from Keishampat to Tera Keithel in Imphal city to demand speedy implementation of ILP to tackle inrush of illegal migrants. The demonstrators also demanded the state government withdraw the “wanted” tag declared against former JCILPS convenor Ratan Khomdram. Manipur Police has accused him of being a member of the banned United National Liberation Front (UNLF). JCILPS convenor BK Moirangcha yesterday announced to intensify the ILP stir. A new bill is likely to be tabled and passed in the ensuing monsoon session of the state assembly as the Protection of Manipur Peoples Bill, 2015 was withheld by the President.

Patients denied treatment due to doctors' strike at Imphal hospital ImPhal, July 22 (IanS): Hundreds of patients from different parts of Manipur as well as those from neighbouring north eastern states were denied treatment at the Regional Institute of Medical Sciences (RIMS) here after doctors went on a two-day closure of the Out Patients Department on Friday. The Teachers and Medical Officers' Association (TAMOA) of RIMS took the step as the authorities refused to revoke the suspension order of gynaecologist L. Trinity. The organisation has threatened to resort to further agitation if the order is not revoked. A young woman, T. Kheroda, died due to intense bleeding on July 6 shortly after giving birth
to a baby in RIMS. Family members and activists said she died as a result of dereliction of duty by the attending doctors. The RIMS authorities held two inconclusive inquiries. Trinity, who was on duty when Kheroda was admitted, was suspended to "facilitate inquiry". Though there have been numerous controversial
deaths this is the first time that a doctor has been suspended. Hundreds of patients who were denied treatment told IANS that launching wildcat strikes without proper public information is against medical ethics. On Tuesday, a 13-hour general strike was observed in Manipur to highlight the irregularities in JNIMS.

They warned that, any form of activities by any armed group or government agencies attempting to compromise with public sanity in the district will be dealt with befitting action. Condemning the raid of the NSCN (IM) Town command Office by 35 AR on
July 21 around midnight, the civil bodies made it clear that, when both the NSCN (IM) and Government of India are under ceasefire and the Indo-Naga peace talks are ongoing, such raid by 35 AR was very disturbing. Moreover, after the recent bomb blast at DC office complex on July 10 last, the Senapati district frontal organizations had made their stance of declaring Senapati as a ‘Peace zone’ which is expected to be respected by all including the Assam Rifles, the civil organisations stated. They then cautioned government agencies, security forces, parties, groups not to disturb the peaceful atmosphere in Senapati. Failing to respect the public decision to maintain harmony and tranquility will attract confrontation between the public and those responsible groups, the civil bodies warned.

Christine Lagarde, IMF chief, to face trial in France over corruption case pariS, July 22 (rEuTErS): France’s highest appeals court ruled on Friday that International Monetary Fund chief Christine Lagarde must stand trial for her role in a 400 million euros ($440 million) payout in 2008 to businessman Bernard Tapie. She was French finance minister at the time. The court rejected her appeal against a judge’s order in December for her to stand trial at the Cour de Justice de la Republique, a special court that tries ministers for crimes in office. Her lawyer Patrick Maisonneuve expressed regret over the decision and said he was convinced that the trial would show she was innocent. Lagarde is accused of negligence by improperly signing off on the decision to allow an extremely rare out-of-court arbitration in a dispute between Tapie, a supporter of conservative former president Nicolas Sarkozy, and the state. The arbitration judges later ruled in Tapie’s favour and ordered the state payout to him, but appeals courts have since thrown out the settlement decision. A Paris appeals court has ordered Tapie to reimburse the state, but the colourful businessman has lodged an appeal, which is still pending. The case goes back to when Tapie had sued the state for compensation after selling his stake in sports company Adidas to Credit Lyonnais in 1993. He claimed the bank had defrauded him after it later resold his stake for a much higher sum. Despite the shadow of the case looming over her, Lagarde was appointed in January for a second five-year term as managing director of the International Monetary Fund.
GoAir, IndiGo & AirAsia increase baggage fee NEw DElhi, July 22 (ThE hiNDu): Domestic low-cost carriers GoAir, IndiGo and AirAsia India have raised the excess baggage fee following a directive from the Centre. Passengers travelling on these airlines will be charged Rs.300 a kg for carrying baggage in excess of 20-kg according to their websites. These airlines were earlier charging Rs.250 per kg for excess baggage. The action follows the Centre’s directive to rationalise excess baggage. ‘Cross-subsidy’ “The hike is clearly a repercussion of the government’s regulation on excess baggage charges which should have been avoided in first place,” said Dr. Anurag Jain, Aviation Consultant. “Passengers carrying
more than 20 kg bags will have to bear the burden of those carrying less than 20 kg. The airlines have been forced to cross subsidise due to the government’s regulation,” he said. At present, domestic airlines, except Air India, allow passengers to carry 15-kg luggage free-of-cost. Air India allows passengers to check-in with 25-kg baggage without any cost. Pre-PurChase oPtion Most of the domestic airlines also give passengers an option to pre-purchase excess baggage at discounted prices at the time of booking tickets on travel portals or through travel agents. For instance, passengers travelling on GoAir can pre-book 10 kg excess baggage for Rs.2,000 instead of paying Rs.3,000
to the airline at the airport counter. The current move comes days after the Union Civil Aviation Ministry’s directives to all domestic airlines asking them to charge Rs.100 per kg for carrying five-kg extra baggage on flights beyond the free limit of 15 kg. Beyond 20 kg, SpiceJet charges Rs. 300 a kg, Jet Airways Rs.350 a kg and Vistara Rs.300 a kg (excluding taxes). Most airlines abroad charge passengers for every check-in luggage. Passengers are also allowed to carry one hand bag weighing seven kg free of cost on flights. India ranks 110th on Sustainable Development index NEw DElhi, July 22 (pTi): According to a new index which is topped by Sweden, almost all countries face major challenges in achieving ambitious goals. India has ranked a low 110 out of 149 nations assessed on where they stand with regard to achieving the Sustainable Development Goals, according to a new index which is topped by Sweden and shows all countries face major challenges in achieving these ambitious goals. The Sustainable Development Solutions Network (SDSN) and the Bertelsmann Stiftung launched a new Sustainable Development Goal Index and Dashboard to provide a report card for tracking Sustainable Development Goals (SDG) progress and ensuring accountability. The index collected available data for 149 countries to assess where each country stands in 2016 with regard to achieving the SDGs. It ranks countries based on their performance across the 17 global goals, a set of ambitious objectives across the three dimensions of sustainable development economic development, social inclusion and environmental sustainability, underpinned by good governance. The index helps countries identify priorities for early actions and shows that every country faces major challenges in
achieving the SDGs. “The Sustainable Development Goals are stretch goals, but they are within reach if countries work towards them with clarity and determination. The SDG Index and Dashboard can help each country to chart out a practical path for achieving the Goals,” said SDSN Director Jeffrey Sachs. The countries which are closest to fulfilling the goals are not the biggest economies but comparably small, developed countries. Sweden tops the chart and is followed by Denmark and Norway on the top three performing countries. Germany (6) and the UK (10) are the only G7 countries to be found among the top ten performers. The US ranks 25th on the index, while Russia and China rank 47th and 76th respectively. India ranks 110th on the list followed by Lesotho on 113th position, Pakistan (115), Myanmar (117), Bangladesh (118) and Afghanistan (139). Poor and developing countries understandably score lowest on the SDG Index as they often have comparably little resources at their disposal. The Central African Republic and Liberia are at the bottom of the Index and still have the longest way to go in achieving the SDGs.
New processes to fast track allotment of PAN and TAN
chENNai, July 22 (iaNS): Private life insurer Reliance Nippon Life Insurance Company Ltd on Friday launched a new money back policy called “Increasing Money Back Plan”, a non-unit linked product. The nonparticipating policy provides periodic, guaranteed and incremental money back payouts along with a life cover for the entire policy term, said a company statement. “Reliance Nippon Life’s Increasing Money Back Plan is designed to help policyholders get a guaranteed income at regular interval and insured financial security for the family. The increasing guaranteed pay out provides the additional support to match the increasing expenses and to fulfil the goals for the family,” said Chief Agency Officer Manoranjan Sahoo, according to a statement. The policy offers guaranteed increasing money back benefits to policyholders every three years from the commencement of the policy, it said, adding that the percentage payout increases from 10% to 20% to 30% to 50% and 100% of the base sum assured for the consecutive three years till end of the policy term. Therefore, the total benefit payout is upto 210% of the base sum assured at maturity, the company said. This new plan is available for customers in the age group 15-55 years with a minimum base sum assured of Rs 100,000 and minimum premium of Rs 18,000. The policy offers regular pay and limited premium payment options that allow payment for 7 years or full policy term depending on policyholders preference. However, the policy term is fixed for 15 years in both cases. In addition, the plan also allows upto 80% of surrender value as loan in case of an emergency ensuring liquidity in case of any eventuality. In the event of death of a policyholder during the policy term, the nominee would receive full death benefit, irrespective of survival benefits payout already received. The death benefit amount payable will be highest of either 10 times of annualised premium, guaranteed sum assured on maturity or 105% of total premiums paid, the statement said.

NEw DElhi, July 22 (iaNS): The government here on Friday said it has introduced new application processes to fast-track allotment of Permanent Account Number (PAN) and Tax deduction Account Number (TAN) for individual and company applicants. Under the new process PAN and TAN will be allotted within one day after completion of valid on-line application. “Similarly, a new Aadhaar e-signaturebased application process for individual PAN applicants has been made available on the portals of PAN service provider NSDL eGov,” the statement said. Introduction of Aadhaar based e-signature not only ensures paperless-hassle-free PAN application process but also seeding of Aadhaar in PAN which will curb the problem of duplication of PAN to a great extent. KaSu demands restoration within a week Kiphire, July 22 (MexN): Kiphire Area Students’ Union (KASU) has demanded immediate restoration of electricity in Kiphire Town within one week, lamenting that the town has been reeling under complete darkness for the past two months due to breaking down of "intricate and dilapidated” transformer. In a press release issued by its Vice President, Isaac l. Tsalumpi, KASU denounced the “indiscreet attitude” of the department for not taking measures to restore power supply in spite of repeated appeals. KASU said it has been learnt that the transformer which was sent for replacement is “non-functional and is impounded and has out-lived its live leading to complete blackout of power supply.” It was also disclosed that even if the transformer is repaired,

Nagas To Be A Nation Is The Will Of God
T
he Naga National Council (NNC) was constituted by the Naga people on 2nd February, 1946. Thus NNC declared Naga independence on 14th August 1947 and conducted the Naga Voluntary Plebiscite on 16th May 1951 showing to the world to remain as a free Nation. On 22nd March, 1956 the Naga people through a Federation established the Federal Government of Nagaland (FGN) under the aegis of the Naga National Council (NNC). On that Historic day, the FGN made a covenant with God through the preamble of the Yehzabo (Constitution) of Nagaland, which reads, “We the people of Nagaland, solemnly acknowledging that the sovereignty over this earth and the entire universe belongs to Almighty God alone ………………….”. These are the authorities who read out the following Bible verses and hoisted the Naga National flag for the first time on 22nd March 1956 at Parashen, Rengma Region: 1. Wheha, Ato Kilonser = Matthew 6: 33. 2. Khriesaneisa, Kedahge = Romans 10: 18 and 1Peter 2: 9-10. 3. Kruzhalie, Ahng, = Romans 8: 33. 4. A.Z. Phizo, President, NNC = Zachariah 6: 4. In order to resist the invading Indian Armed Forces which were sent by Nehru the then Prime Minister of India to Nagaland in 1954, the Federal Government of Nagaland was compelled to resist the aggressor, India and therefore, the Naga Army fought against Indian Armed forces till the International ceasefire was signed between the two Nations i.e. the Federal Government of Nagaland (FGN) and the Government of India (GOI) in 1964 through the initiative of NBCC. But the Ceasefire Agreement was unilaterally abrogated by the GOI in 1972, and the situation in Nagaland became bad to worse and thereby many National workers were requested by the village leaders and parents to surrender. During this BROOM OPERATION carried out by the occupational Armed Forces of India, some National workers surrendered, but few National workers could withstand and came out without surrendering when peace was declared in Nagaland in 1975. In the midst of this ugly situation, God revealed to the Nagas that, “Peace is coming soon for the Nagas and so they (National workers) would celebrate the Christmas of 1975 peacefully with their family members or parents”. Truly this was fulfilled and peace was brought to Nagaland in November 1975. More than six hundred National workers were released from different jails of India and some hundreds of National workers who were saved from the bullets and deaths of the Indian Armed Forces came home and celebrated the Merry Christmas of 1975 with their family members and their dear ones. How great and wonderful things that God has done for the Nagas. So we should always give thanks to the Almighty God. At present many Nagas speak and write that reconciliation is a must and without which Naga sovereignty is not possible. Besides, the Forum for Naga Reconciliation (FNR) played an active role to bring all the factions under its banner through: 1. Reconciliation 2. The Naga historical right. The FNR conducted several meetings in Nagaland as well as outside Nagaland to reconcile among the factions. It is seen that through the initiative of FNR, bloodshed in Nagaland was at least reduced. However the FNR did not come in touch with the historical right of the Nagas so far. In defence of the Naga sovereign right, many Naga patriots were killed by the Indian Armed Forces as well as by our own Naga brothers for holding the Naga Historical right and these are the most difficult tasks to save our people and nation from the outrages of traitors and the aggressor, India. Jesus said, “I am the way, the truth, and the life……….”. Before Jesus was crucified on the Cross, Jesus was brought before Governor Pilate for trial. Where the Jews shouted that Jesus be crucified and Barabas be set free, and that was happened. But Jesus rose on the third day bringing salvation to all mankind whosoever believed in Him. In the same way many Nagas are shouting in support of the murderers and traitors as Jews were in favour of Barabas. Judas Iscariot was one of the disciples of Jesus, but he betrayed his Master for the lust of money. Similarly some of our people are doing so and they may continue to do so till the victory of our Nation comes. Thousands of Nagas have been killed by the renegades pretending to be a true Nationalist and our people are blindly believing them. Is not it a time for Nagas to understand? Can such Pseudo Nagas who are dwelling in the capital of the enemy bring logical solution for the Nagas? Can our people expect right solution from India the aggressor through imposters? All these are against the will of God and God does not want the Nagas to live together with the Idol worshipers. The beautiful Nagaland never lived under any Kings or Queens nor ruled by any foreign nations, whereas India had been ruled by various Kings and Empires before British ruled over India. Therefore, India has no right to claim that Nagaland is an Indian territory. In order to wipe out our rights India had applied all sorts of barbaric acts, but by the grace of God and His protection we have been saved till today. From the beginning to this day, we have experienced His wonderful and miraculous deeds. Therefore, it is our bounden responsibility to proclaim His name to the world. Police warn stern action against pre-activated SIM cards business KOhiMA, July 22 (Dipr): With unscrupulous elements flouting rules and continuing to indulge in pre-activated SIM cards business, Nagaland Police have warned of strict actions against those found indulging in the illegal activity. A press release issued by SP (Crime) & PRO, Nagaland Police, M. Tungoe, said prescribed procedures including filling up of Customer Acquisition Form (CAF), providing proofs of identity and address, photographs etc must be adhered to before a SIM card is issued and activated. Only after these norms are followed and authenticity established, a SIM card can be issued to a cus-
tomer. All service providers are also required to follow a call back verification procedure before phone/ SMS/internet services are activated on a new SIM card, the Police informed, while adding that any preactivated SIM card available in the market is illegal. The Police further stated that all Service Providers operating in Nagaland have been directed to allow sale of SIM cards only in the authorised Points of Sales. It said law-enforcing agencies have already had meetings with representatives of all Mobile Operators that have presence in the state of Nagaland and made aware of the menace. It therefore cautioned
that those in-charges of Zones, Districts and Regions would also be held accountable if the problem continues to persist. Further, citizens have asked to refrain from buying these pre-activated SIM cards while sounding caution that “our own society stands at risk and therefore it is the responsibility of every stakeholder to keep it safe and secure.” If anyone comes across any shop that sells preactivated SIM cards, the matter may be reported to the nearest police station or email to spcrime-ngl@ nic.in. Dmp Police arrest 27 persons under NLTP Act DiMApur, July 22 (MexN): The Dimapur Police in the last fortnight have registered 25 cases under the Nagaland Liquor Total Prohibition (NLTP) Act and arrested 27 persons in connection to the cases, according to PRO, Dimapur Police. Meanwhile, around 19,000 bottles/1600 cases of assorted illegal liquors worth several lakhs of rupees in the market were seized from various establishments, joints, and while being illegally transported. A press release from PRO, Dimapur Police informed that following the seizure of 1195 cases of illegal liquor consignment on July 19 by the East Po-
lice Station, the personnel of Diphupar Police station on July 20 seized another consignment of 140 cases. The consignment was being transported in one Mahindra Scorpio bearing registration NL-06 2641 and was intercepted after hot pursuit. One person identified as Khetoka Assumi was arrested in connection to the seizure. The Women Cell also seized around 22 cases of assorted liquors after a place was raided at Zeliangrong colony, Dhobinala on July 21. One person was arrested in the raid. Human-animal conflict awareness campaign reaches Wokha WOKhA, July 22 (MexN): As part of their Awareness Campaign on Human-Animal Conflict Mitigation in the District HQs of Nagaland, the Department of Environment, Forests & Climate Change in collaboration with Fingerprint and Castle Group organised an awareness programme in Wokha Town at Town Hall on July 21. The programme was sponsored by the Ministry of Environment, Forests & Climate Change (MoEF&CC). The Chief Wildlife Warden of Nagaland, Satya Prakash Tripathi, IFS, gave the keynote address, where he apprised the gathering consisting of Head GBs and GBs of all the human-elephant conflict affected villages that the department has constantly been in touch with the MoEF&CC regarding the plight of the people and efforts are going on for mitigation of Human-Elephant Conflict (HEC). He stressed there is no other option but for human beings and elephants to coexist, informed a press release. In villages, suitably enriched areas should be earmarked for elephants so that the elephants do not stray into human habitation areas, he said, adding elephant-based community reserves should be seriously considered by
the villagers and government alike. He further stated that it is important to have inter-departmental cooperation in trying to find mitigation solutions because the human-elephant conflict is a mammoth issue which the Forest Department alone cannot solve. How a street child became a leading artist James Badcock

Lita Cabellut is one of Spain's most successful artists, but she's barely known in her home country. What's more, the woman whose paintings now sell for six figure sums spent her early years living on the street.
"M
y childhood was like that of thousands of street kids around the world," says Lita Cabellut. She used to roam the streets of Barcelona with other homeless children and slept in the open air. "We looked after one another - we did whatever we liked. We took coins out of the fountains, begged Zippo lighters from sailors and stole tourists' wallets. We used to go into restaurants and say our father was in the toilet when they served us, before wolfing down the food and running off." Cabellut was born in a village in Aragon, north-east Spain, in 1961. While she was a baby, she and her mother moved to Barcelona. Her mother ran a brothel in the city and Cabellut was left with her grandmother - but in reality she spent most of her time out on the streets. "I ran errands for the prostitutes. They gave me money to buy packs of cigarettes, sandwiches, condoms or jewellery, and I kept the change." Looking back, she says that "art, of course, was there because art is always around us", but she didn't think about it in a formal sense - she was preoccupied with survival. "A child never recognizes art as something separated. I sold imaginary stars on the streets. Is that not a true performance of art? But for me it was a way to survive." She didn't go to school and it never crossed her mind that one day she would become one of Spain's most successful artists. "My expectations were to be a dancer, to fly, to run, to be stronger than all children around me. The expectation of a child is always the same - poor or rich, we want to be superheroes," she says. According to the 2014-15 annual report compiled by Artprice, the only living Spaniard who sells more paintings than Cabellut is the Majorcan artist Miquel Barcelo.

Now her vivid portraits can sell for $100,000 (£70,000) or more - actors Hugh Jackman and Halle Berry, as well as chef, Gordon Ramsay, are each reported to own one. So what changed the course of Cabellut's life so dramatically? Cabellut's grandmother died when she was about 10 years old and she ended up in a Barcelona orphanage before being adopted by "a beautiful Catalan family" at the age of 12. She won't reveal much about them, except that they introduced her to art. They took her to Madrid's Prado museum, and introduced a 13-year-old Cabellut to Goya's dark and haunting Pilgrimage to San Isidro, which was painted between 1820 and 1823. "I recognised in this painting the expressions in the eyes of the people that I crossed in the streets when I was little," she says. "This painting describes the madness, the hope, the terrific moments that the human being can have when you lose your security. For me, when I saw this painting for the first
time I felt the complicity of being a witness." It made such an impression on her that she tried to copy another Goya, one of his sweeter works depicting a country boy with a country girl and a little dog. The result was not spectacular but her adopted family encouraged the adolescent Cabellut to keep painting - they even paid for private tutors to make up for lost time. And for the first time in her life, she also started going to school. "It was very difficult for me at school as I was so far behind. It's hard to start learning to read and write when you are 13, and then there's the psychological difficulty of being put into a class where all the children are much younger. I had a lot of private classes at home. It was necessary because I had to learn everything." She slowly made progress at school, started to listen to the "voice of art" and decided to study art at Amsterdam's Gerrit Rietveld Academy. "At that time it was hard to get into this school. They had a good reputation in the
80s and that was part of my giant ambitions. Again, I wanted to be a superhero. I had passion, dedication, you can call it delirium - a tremendous hunger." The "three big masters" who influenced her the most were Spain's Goya, the early Florentine Renaissance sculptor Donatello, and German composer Bach. After graduating, she stayed in the Netherlands and now she has a studio in The Hague, but success didn't come easily. "I did things like giving someone a painting so they would pay my electricity bill and painting a house to get three months' credit in a supermarket. "When you are in a growth period as an artist you have to defend it ferociously because you need that time to find your language and become a maestro. If you swap that time for money, you don't get that time back to develop yourself." At one point, having established a lucrative relationship with a reputable gallery, she decided to start all over again, and
didn't sell anything for two years. "I had painted a shocking series on child prostitution and my gallerist said: 'No, Lita, you can't do this. People don't want this. Paint more angels, those angels that sell so well.' I said 'No' and I lost my gallery. "An artist has to follow their trajectory. So today that might be angels, tomorrow demons and ghosts. If you don't follow your artistic development, it just becomes an economic development, and that is very dangerous." Today, Cabellut is best known for her portraits, which include paintings of famous people such as Coco Chanel and Charlie Chaplin, but also anonymous subjects who some might consider ugly. "I do not see ugly people," says Cabellut. "I paint different people. I paint people in whom you need to find the real beauty behind the skin. I have a weakness for underdogs, and one part of me will always stay with them. What drives me is the portrait of the human being, of you, of me, of us." She puts her canvases through a lengthy chemical process to give them a rough and edgy texture and uses techniques that range from "17th-Century studio painting to street art". Some of her larger portraits are two metres high - and for a couple of years she had to be suspended from ropes to reach the top of them. She couldn't stretch after she was involved in an accident in Paris - she was knocked over and injured by a police officer who was chasing a thief. Although Cabellut has held solo exhibitions in London, Dubai and Seoul, she has yet to gain public recognition in her native Spain. Two shows in 2017 are aimed at remedying this: a retrospective at Barcelona's Antonio Vila Casas foundation, and an exhibition at A Coruna's contemporary art museum where her studio will be recreated. "Of course, my roots are Spanish and I will always be Spanish. It is beautiful that the people from your home count on you and kiss you." As for her birth mother, Cabellut says she has forgiven her for abandoning her. She recalls once visiting her when the painter was a student but found it impossible to tell her how she felt. And when she talks about her work, she refers back to her childhood on the streets of Barcelona. "I still feel like I am selling stars," she says." People are not buying just paint, canvas and resin - it's the magic and emotion that is the spirit of art."

ats sell. Elbowing my way through the crowd of Paris fashion week attendees on Rue François-1er last month, I stopped at the sight of wild cats on Hermès's show window. Inside the store, a new Dallet scarf of a leopard lunging in the grass was on display. There were cats on cashmere, silk shawls and tote bags on the shelves. There was also plenty of equatorial fauna, including monkeys, parrots and more wild cats illustrated by naturalist artist Robert Dallet on the Hermès 90cm square thick silk twills that melt around the neck. It does not even have to be so fancy. Just take an inexpensive dress, grey shoes, a classic bag and a wonderful scarf -- and it will always be elegant. French women have the genes to knot them right, the Italians wear theirs with easy panache. Christians have worn wimples, Jewish women wear a tichel, and Muslim women a hijab. Scarves were worn by the Chinese and Egyptians even in 1000 BC. And in 10 AD the Romans too began to knot a kerchief around their neck. By the 17th century, Croatian mercenaries wore scarves to signify rank, and the French wore their 'cravates' -- derived from the Croatian word kravata -- in colours that showed off their political allegiance. From serving rank and politics all over the world, scarves shot to stardom when none other than Napoleon Bonaparte sent cashmere scarves, sourced from India, by the dozen to his empress Josephine. Beethoven too wooed his lady Therese Malfatti by wearing fashionable silk neck scarves matched to his suits. Queen Victoria loved wearing them as well and she set the humble scarf up to be an icon of femininity and sophistication. In 1837 the Hermès luxury silk scarf was created -- those were the halcyon days of the scarf. At least three generations of the Hermès family have loved to travel extensively, and their scarves have reflected this passion in their iconic marine designs and artwork that the family commissioned to artists in India and other countries around the world. Scarves became more affordable with the invention of rayon as a staple fibre in the 1920s. Pieces of cloth churned out of a machine with a thousand just like it! Ladies wore them "touring" style over their heads, mimicking the chic glamour of Grace Kelly, Elizabeth Taylor, and Audrey
Hepburn whose scarves fluttered ever so prettily in the warm Riviera breeze, on the silver screen. Indian-style drapes and motifs have been a major influence on European scarves, even though this love was not returned. In the 1930s, many French couturiers such as Grès and Rochas began to be profoundly influenced by the Indian style of draping unstitched cloth, in part because of the international fashion expositions that took place at that time in Europe. Elsa Schiaparelli, Italian by origin and education and who lived and worked in Paris, drew on her memories of the young Indian princess Karam of Kapurthala whom she had met during one such exposition. She created in 1935 designs referencing the sari for evening gowns. These gowns were wrapped gracefully around the body and were worn with scarves. The designs of these scarves were inspired by India too, and were worn either draped over the head or formed loose shoulder panels. Later, designers such as Versace incorporated Indian-style drapes into their collections of kurtalike pant suits and scarves with Indian motifs. Next door to the Hermès store, the lady from Goosens Jewellery stood outside on the pavement taking a smoke. "Our current collection is inspired from India... Come inside take a look?" she invited. Even though the sari, dupatta drapes, as well as Indian designs and motifs continue to inspire European design, in India the European-style short scarf never took off. I politely declined the lady's invitation, making a mental note to myself, that besides the fashion ramp, it would be hard to spot a scarf wrapped demurely around the head Hepburn style in New Delhi. Perhaps the flight of scarves was shot down too soon, much before India had even opened its door for the world to enter. The combination of student protests, contraceptives and second-wave feminism in most parts of US and Europe during the 1960s and 1970s had thrown gendered roles of society and fashion in to the gutter. Young women could now choose when to be mothers, who to have sex with and how to express themselves. They rebelled against traditional clothing styles. The hemlines of skirts were raised. Tights replaced nylon stockings. During these times there was even a disastrous attempt to reinvent the scarf as a belt or tied around the torso as a bandeau top. Only Elsa Schiaparelli's wild and blazing scarf prints battled on.

hirteen-year-old Vishal has been in Delhi for two years. His parents sent him to a maternal uncle’s home in the expectation that a big city school would give their oldest child a better education. He is enrolled at a Municipal Corporation of Delhi school. Several afternoons a week, and every weekend, Vishal can be found at his uncle’s vegetable stall near one of south Delhi’s government staff colonies. His quick mental calculations impress most customers. A few chide his uncle for making Vishal work instead of going home after school to do what other children do – rest, play, do homework. The uncle always has a ready excuse: “It's only for today, my assistant is on leave…he was getting bored alone at home.” Unique India? Under the amended child labour law, passed by the Rajya Sabha on Tuesday, what Vishal is made to do is entirely legal. Helping in the family home or enterprises after school hours is now protected by law. Labour Minister Bandaru Dattatreya said India was unique and the
law should reflect economic reality. He cited his own example of having helped his single mother with housework and working at her onion stall during vacations. Prime Minister Narendra Modi too has spoken countless times about helping his uncle with his railway station tea stall. They are undoubtedly stellar examples of how far talent and determination can take you. But, in the years Modi and Dattatreya were in school, the majority of Indian children were not enrolled in school, and many were in full-time work. So, however difficult their personal circumstances, they were better placed than the majority of their compatriots who had no opportunity to go to school. Today, because of the Right to Education Act, 2009, which mandates the right to free and compulsory education for all children aged six to 14, most children are enrolled in school. But, being enrolled in school is not an advantage in of itself. Impact on learning Minister Dattatreya told Parliament that the amended law was made keeping in mind the Right To Education Act. Given that the provisions permitting work in homes and family enterprises stipulates this has
to be “after school hours”, it might seem there is no conflict. However, had the government asked those tasked with children’s education if the legal protection for after-school work was in the spirit of the Right To Education Act, it would have heard a resounding NO. There is enough documented evidence that shows a direct correlation between learning levels, school completion rates and family income, circumstances and caste. With few exceptions, children of the poorest are more likely to attend school irregularly and hence struggle with learning and drop out early. In short, the poorest receive the poorest education. Teachers cite the lack of family support or interest in education as the biggest difference between children who persist with formal learning and those who do not. Just days before the Rajya Sabha passed the amended Child Labour Bill, at a meeting of mostly rural primary school teachers in Bhiwani, Haryana, teacher after teacher spoke of children of poor parents who “send them out to graze the cattle as soon as they go home” or “take them along to help them with their jobs” or “come late or not at all during the harvest”. These were the children, they said, who learnt the slowest and found it
hardest to gain or retain rudimentary reading, writing or arithmetic skills. In big city government primary schools too, teachers find that their most troubled children, the most irregular and inattentive in school, come from homes where economic circumstances find them cooking or cleaning or minding younger siblings or going out to help in the “family enterprise” – for example vending or “helping their mothers” clean other people’s homes. Primary school teachers in Delhi report that girls as young as eight or 10 “help their mothers” in such work. As it is the government school system, where the poorest children are enrolled, has little empathy with their circumstances. Children of the working poor are, in the main, seen as no-hopers who will go the way of their parents and are not worth the effort. What the amended child labour law does is confirm their prejudice. It is, as Dattatreya told Parliament, India’s unique social and economic condition. In supporting the amendment the government (and the mostly absent Opposition) has signaled it wants to keep this uniqueness intact. In bare bone terms it amounts to the State abandoning its most vulnerable children and not giving them a shot at a basic education.

Nokchem Angth: For past good times, I have been questioning myself for many issues that are prevailing in our state. And the one that I failed to get satisfactory answer was on "Domestic Helper". Many of you, the bureaucrat, the politician, the officer, the professor, the teacher, the merchant, the contractor... in short you rich people have one or more domestic helper to guard your blatant building or to serve you. It might not be my business to poke in your nose but I have a concern for the helpless children so kindly allow me to say my opinion on the issue concerned. Lately, we have been seeing many news items regarding Minor Rape, and all those incident are met to Domestic Helper, one being from recent incident in Mkg (NB: apologize for mentioning particular district) where a maid was allegedly raped by one old person. There are many such unraveled stories in the past too because the culprit/perpetrator or owner threatened them with more harsh consequences if they reveal. Those uncivilized act are mainly committed by the uncivilized men but it should not be the responsible of the owner to look and take care of their security? Not only rape but there are numerous social unjust given to them. They are also denied good education, proper dressing, abstain from getting delicious food and some are not even given good sleeping places. Not forgetting torturing and emotional blackmailing and etcetera etcetera... Parents send them to be with you with high anticipation that you will make their loved one somebody in life and they will be back with good package to look after them (parents) but things aren't doing like their wishes, in fact, they are just experiencing all the corporal punishment which they haven't known when they were with their parents taking just a simple food with plain curry. They have seen and tasted the real taste of Love when they had no food to take, no cloth to wear or no educational institutions to learn and gain the knowledge but how are they after they step in your luxurious building? Are they feeling secure and safe to face you or your other family members? Do they regard you as their parents? Many questions that need to ponder! Please let's stop this unfairness. We should remember that their parents send them off with hard heart and full of emotion. No parent wants their own children to depart from them but they are doing this because they become helpless. They are sending them to live with you and work for you, not because they hate them but they are doing because they love their children. They send them because they want their wards to get an education like their other fellow friends which they can't afford. They don't want their children to stay hungry because it is impossible for just a mere family to manage the family of 5 to 10 members just with what they have harvested in the field. They also don't want to see their children roaming naked in the street and they can't afford with what they ask, so they agree with your demand and allow their children to stay with you with the tagged "Servant" "maid" or "cook", "helper", they send them with inner pain though. I truly understand the meaning of the above tagged lexicon but what I mean is, are you giving them fair treatment? Are you delivering justice to their parents? Do you remember all the soft words that you have spoken to their parents when you visit them to hire those poor and helpless kids? Also, do you think their parents really appreciate you in front of others without knowing how their child is being treated? I request you to rethink and question yourself, if you are committing any blunder before God and people. I leave this to you! I happened to meet one small boy (details withheld) at Kohima at my friend's house. He didn't introduce himself but my friend called him and he introduced me his servant. To my curious I only asked where does he send (school) this boy... his answer simply impressed me when he mentioned one of the reputed schools in Kohima in our conversation. I did my best to appreciate him because they are few, yes very few who treat outsiders very lenient and I regarded him as one but to my surprise I met the same boy with Primary School uniform. I don't know if I have legitimacy to speak about but why should we lie just to impress the others? I'm very sure, not only him but many employer commit this same lie to impress others and to gain the respect from the society but I'll proudly say, for all this, we will receive our own rewards when we leave this materialistic world. I strongly believe, there are many families and individuals who take more care and treat them equally with their children by providing all the basic necessities and imparting well education. They do more than what they promised and to them goes My RESPECT and SALUTE. Please continue to carry the same. But I'm talking about those who can't keep their words and ill treat the poor and helpless kids. Let us also keep this in our mind, many of you hire those kids not because you don't have any child but you do because you don't want your child to wash cloth, you don't want them to cook, don't want them to serve when your friends visit you or them, you also don't want your children to clean the vessel. But these kids do all the work which you don't want your children to do so are not they also deserved some good gesture from you? Shall we, from now on, commit ourselves to treat them fair, fulfill what we have promised them before we took them from their parents, shall we at least impart them with quality education and not only kitchen work/household, shall we keep them with proper security? If you could mould them in proper shape today, you will receive a smile of blessing from them with a note "Thank you, Uncle, Aunty, Mama". And this will be the greatest day in your life because it will be worth to see someone's life transformed just because of you. We should uphold Christian Principles as a person born and brought up in Christian dominated state. Ps: This post isn't reflected to any individual but it's in general view. Nearly 55 % of home who are keeping domestic maid servant are not treating the maid servants properly, my personal estimation, not official statistics. Secondly, most of the parents are entrusting those domestic helpers and maid servants as babysitter, where we need to have second thought, whether they are fit for or trustworthy. Currently, nearly 75 % of the domestic maid /servants are from our own people/ tribal. There are many issues from both the owners and maid servants side, which need to be viewed with urgency. Of course, many home and house owners are keeping the maid servants better than their own offspring, as cited by Postmaster. In some cases, parents of the maid servants (local) never bother about their children , once they send them off to the different towns, when the problems arise, those parents directly blame house owners without ascertaining the facts and ground reality. In such cases most of the maid servants are indiscipline and unruly behaviour; specially boys. New Delhi, July 22 (iANS): Proceedings in the Lok Sabha and the Rajya Sabha were washed out on Friday following vociferous protests over AAP lawmaker Bhagwant Mann's video about security on Parliament premises even as Lok Sabha Speaker Sumitra Mahajan said action will be taken against the member. "We will take some action definitely," Mahajan
told agitated members in the Lok Sabha as a number of them demanded action against the Sangrur MP from Punjab. The Speaker also took a stern view later after Mann met her and tendered "an unconditional apology" for uploading a video of Parliament's internal security on social media. However, Mahajan said: "The issue isn't some-
thing that can be resolved by mere apology." "All members are agitated. It is a matter of security of Parliament. I would have taken a prompt decision if it had been inside the House. I am talking to everyone," she said. The Aam Aadmi Party MP on Thursday shot a video clip of the journey from his residence to Parliament House, including going past the various security pickets, and uploaded it on social media, drawing flak for putting the security of Parliament House in peril. Uproarious scenes prevailed in both the Lok Sabha and the Rajya Sabha soon after the day's proceedings began with members from BJP, Akali Dal and Biju Janata Dal (BJD) demanding action against Mann. In the Lok Sabha, members from the Rashtriya Janata Dal, Janata Dal-United and Samajwadi Party also rushed to the Speaker's podium holding placards demanding "right" to reservation in promotions but there was pandemonium soon after NDA members sought action against Mann. Initially, the Lok Sabha was adjourned for almost
an hour till noon. Shortly after it reassembled there was no let up in the situation and the Speaker finally adjourned the house till Monday. Similar scenes were witnessed in the Rajya Sabha which too was ultimately adjourned till Monday morning. The proceedings in the upper house had to be adjourned thrice earlier on Friday. Both the houses could not transact any business on Friday, making an exception in the on-going monsoon session as during the last four days a number of bills were passed by both the houses. In the Lok Sabha, even though Mann tried to say something, Speaker Mahajan asserted that the matter was "serious". "Koi na koi karyavahi karenge (we will take some action definitely)," she said trying to cool tempers as most members, including the likes of Kirit Somaiya, R.K. Singh and P.S. Chandumajra, looked agitated. Mahajan said that, among others, Somaiya, Maheish Giri, Udit Raj and Chandumajra had moved privilege notices against Mann.
Congress floor leader Mallikarjun Kharge too echoed a similar sentiment and maintained that the episode concerned the security of parliament and democracy. BJP sources claim there have been several complaints against Mann on his "conduct" in parliament earlier also. A section of the treasury benches, however, saw the Mann episode as an issue that could subside the controversy pertaining to violence against Dalits in Gujarat. In presence of Congress President Sonia Gandhi in the Lok Sabha, BJD MP B. Mahtab recalled that 13 people had laid down their lives protecting parliament on December 13, 2001. "The matter was so serious that Sonia Gandhi who was not present in the House then had called up the then Prime Minister Atal Behari Vajpayee and enquired about the incident," Mahtab said. Meanwhile, Mann tendered an "unconditional apology" to the Lok Sabha Speaker in writing. "I have written to the Speaker tendering an unconditional apology," Mann told reporters and
maintained that he had taken the video footage and circulated it on social networking sites "anjaane mein" (in ignorance). The proceedings in the upper house were also stalled as members Naresh Gujral, Anand Sharma and Sitaram Yechury demanded action against Mann even while BJP members trooped near the Chairman's podium shouting slogans. Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said Mann's action could give out details of Parliament security to terrorists. Post-lunch, as Rajya Sabha Deputy Chairman P.J. Kurien tried to take up the private members' bills, BJP members once again trooped near the Chairman's podium. Anand Sharma hit at the ruling party and urged Finance Minister Arun Jaitley to respond. "The leader of the house should inform what action is being taken," he said. Kurien also questioned why the ruling party members were disrupting the proceedings and later adjourned the house till Monday.

RewA (MADhyA PRADeSh), July 22 (iANS): A pastor and his friend were abducted and brutally thrashed in Rewa, Madhya Pradesh, by a band of Bajrang Dal activists over the allegation of forced conversion, a police official said on Friday. The duo were kidnapped on Thursday from Gadra village, taken to a forest and thrashed and later tied to a tree until the police rescued them on Friday morning. Recounting the incident, Pastor Ramlal Kori told IANS that on Thursday he went to Nandalal's home in Mauganj to offer prayer services. At night, the duo set off on a motorcycle to Gadra village upon hearing the news of the death of Nandalal's father-in-law. At the village, a few persons associated with the Bajrang Dal reached the spot and began assaulting them. The activists dragged the two into the forest and thrashed them. Later in the night, Kori's wife lodged a complaint with the police, who rescued them the following morning. Kori said that many Hindu activists accuse him of forced conversion, and denied that he is involved in such activities. Mauganj Sub-Divisional Officer Kamalesh Sharma told reporters here that the pastor and his friend were kidnapped and brutally beaten.The police is investigating the case.

Private persons can now seek nod to prosecute IAS officials New Delhi, July 22 (TNN): Empowering private persons to seek sanction for prosecution of IAS officers in corruption cases, the Modi government has outlined the procedure for handling such requests and set a threemonth deadline for their disposal. As per the proposed guidelines, a request for prosecution sanction may be routed through either the state government or the central ministry/department where the civil servant is employed, allowing them to conduct a preliminary probe before it is taken up by the department of personnel and training for a decision. The guidelines - shared on Thursday by DoPT with all states/
UTs and central ministries/departments for their comments to be submitted by August 12 - are a first since the Supreme Court, in a 2012 ruling in Dr Subramanian Swamy Vs Manmohan Singh case, held that there is no provision in the PCA or CrPC that bars a citizen from filing a complaint for prosecution of a public servant alleged to have committed an offence. The court said it deemed proper to observe that in future every competent authority shall take appropriate action on the representation made by a citizen for sanction of the prosecution of a public servant, so as to identify and obviate the areas causing delays in pro-
cessing of such proposals. Sharing that the SC verdict triggered a flow of such requests from private citizens, DoPT said many, however, were in nature in complaints rather than a proper proposal. "Keeping in view the basic parameters and requirements for cases received from investigating agencies, it has been decided that the procedure for handling the requests for prosecution sanction received from private citizens may be streamlined," the DoPT said adding that such proposals may now be routed through the concerned state government or central department/ministry "as it is best placed to provide basic
inputs as regards misconduct of concerned public servant". Even where the proposal is directly received by DoPT, the same may be sent first to the concerned state government or Central departments. for preliminary examination. Communal clash in Gujarat kills one SC orders medical board in abnormal foetus case AhMeDAbAD, July 22 (iANS): An uneasy calm prevailed on Friday in Gondal city in Gujarat after a communal clash overnight left one person dead and another injured, officials said. Police sources said half a dozen persons came menacingly in the city's Chordi Darwaza area in a black SUV without any registration number and opened indiscriminate fire at Imran Kataria, a butcher. He sustained bullet wounds in the throat and leg and was shifted to a government hospital in Gondal, 40 km from Rajkot. The incident took place on Thursday night. Police said this provoked the other community to retaliate. Soon, a mob of over 100 people came together in a jeep and mo-
torcycles armed with weapons. The irate mob attacked a vegetable shop owner, identified as Sanjay Bhadani from the Patel community, who was passing by, in the Old Market Yard of the city. He died on the spot. Acting swiftly, the police chased the black SUV, intercepted it and arrested its five occupants. They were identified as Akshar alias Giri Suryakantbhai Dudhrejia, Rishi Sureshbhai Radadia, Mohit alias Mundo Rameshbhai Sakhiya, Vishal Atmaram Pathkar and Siddhraj Ajaybhai Jadav. A revolver and other weapons were seized, a police official said. Police have now launched a manhunt for two persons allegedly involved in killing Bhadani, while security has been tightened.
New Delhi, July 22 (iANS): The Supreme Court on Friday directed the Maharashtra government to set up a medical board at KEM Hospital in Mumbai to examine the rape victim seeking termination of her 24-week-old pregnancy on grounds of an abnormal foetus and submit a report on Monday. The bench of Justice Jagdish Singh Khehar and Justice Arun Mishra asked the victim to appear before the board at 10 a.m. on Saturday so that she could be examined to ascertain whether the foetus can be terminated or not. The bench said that the report by the medical board would be placed before it on Monday morning, turning down a suggestion by Solicitor General Ranjit Kumar to take up the matter on Tuesday as because of interven-
ing Sunday, the report may not reach the court on Monday. At the outset of the hearing, Ranjit Kumar told the court that the matter could be referred to the AIIMS to be examined by a medical board on Saturday and based on its opinion, a decision can be taken on Monday. However, the court referred the matter to KEM Hospital in Mumbai as senior counsel Colin Gonsalves, appearing for the petitioner, told it that she was in Mumbai and given her condition, it would not be possible for her to travel to Delhi. The bench then asked the Solicitor General to assist the court on the question of law, saying: "The issue is not as simple as it appears." In his first public address following his return from London after open heart surgery in May, Sharif urged Kashmiris in Pakistan "not to forget those in (Indian) held Kashmir who are sacrificing their lives to their movement for freedom. "Their movement for freedom cannot be stopped and it will be successful. You are aware of how they are being beaten and killed. All our prayers are with them and we are waiting for the day Kashmir becomes Pakistan," the Dawn quoted him as saying. Sharif spoke after his Pakistan Muslim League-Nawaz won a landslide victory in elections to the "Azad Jammu and Kashmir" assembly held a day earlier. The PML-N is set to form the next government in Pakistani Kashmir, whose official name is "Azad Jammu and Kashmir". "The day is not far when Jammu and Kashmir will become Pakistan," the Prime Minister said, adding that those in Indian Kashmir were facing the "worst violations of human rights".
The meeting called "for inclusive engagement of all the stakeholders in Jammu and Kashmir for carrying forward the peace and reconciliation process", according to a resolution. Seven more Dalit suicide bids in Gujarat; 30 attempts so far AhMeDAbAD, July 22 (iANS): Seven persons, including two women, from the Dalit community, on Friday tried to commit suicide as protests continued against the July 11 atrocities on Dalit youths at Una in Gujarat, officials said. Three persons of Ranpur village in Botad, one youth in Porbandar and one person in Jamnagar tried to commit suicide in support of the ongoing agitation and demanded speedy justice for the Dalit boys. Gujarat has reported 30 incidents of suicide attempts during the last one week. The Dalit youth in Jamnagar, however, was learnt to have attempted suicide apparently to protest against work conditions and behaviour of his higher ups in the local self government body where he is employed. Reports of two women going in for a self-immolation bid came in from Than in Surendranagar. They were part of the 150-strong crowd that had gheraoed a police station seeking immediate release and withdrawal of cases against protesters who were booked for rioting early this week. Seven from a Dalit family were attacked, with four of them being paraded half-naked in Una town and beaten in public view on July 11, for allegedly skinning a dead cow. This sparked a huge row across the country. Protest rallies on the issue were reported in Bhachau town of Kutch, in Patan, Anand, Mansa, Viramgam and Vadodara in central and north Gujarat.

Donald Trump vows to put “America first” CLEVELAND, JuLy 22 (REutERs): Donald Trump accused Democratic rival Hillary Clinton of a legacy of “death, destruction, terrorism and weakness” as U.S. secretary of state and vowed to be tough on crime and illegal immigrants in a speech on Thursday accepting the Republican presidential nomination. Trump’s 75-minute speech was designed to set the tone for the general election campaign against Clinton, an answer to Republicans who say the best way he can unify the divided party is to detail why the Democrat should not be elected on Nov. 8. As the crowd chanted: “Lock her up” for her handling of U.S. foreign policy, Trump waved them off and said: “Let’s defeat her in November.” Thousands of supporters who were gathered in the convention hall roared their approval. When it was over, Trump was joined on stage by family members as balloons cascaded from above and confetti blew around the arena. A CNN snap poll of viewers of the speech said 57 percent had a “very positive reaction” to the address and 18 percent a somewhat positive reaction, while 24 percent said it had a negative effect. Trump, 70, closed out a fourday convention that underscored his struggle to heal fissures in the Republican Party over his anti-illegal-immigrant rhetoric and concerns about his temperament. The event was boycotted by many big-name establishment Republicans, such as 2012 nominee Mitt Romney and members of the Bush family that gave the party its last two presidents. CONVENTION DISCORD The prevailing narrative at the Cleveland convention has not been about Trump’s positions, but dominated instead by the failure of he party’s various factions to unite behind Trump. A series of distractions at the convention largely thwarted a bid by the Trump campaign to show him as a caring father and magnanimous business leader who would bring greater prosperity and safety to the United States. But in the end, many of these points were made when Ivanka Trump, Trump’s daughter, introduced her father. “I have seen him fight for his family. I have seen him fight for his employees. I have seen him fight for his company and now I am seeing him fight for our country,” she said. Trump’s text of his speech, released by his campaign, included extensive footnotes to show where the material originated. That was perhaps in reaction to the speech given on Monday night by Trump’s wife Melania, who was accused of plagiarism when she repeated lines from a 2008 speech by Michelle Obama, Obama’s wife. WAsHINGtON, JuLy 22 (REutERs): A U.S. policy institute said it may have located a secret facility used by North Korea in the early stages of building its programme to enrich uranium for nuclear weapons, which if confirmed would be critical to the success of any future nuclear deal, according to a report seen by Reuters on Thursday. The report by the Institute for Science and International Security said there has always been doubt about whether North Korea has disclosed all of its nuclear facilities. Confirming their location would be critical to the
success of any future agreement to freeze and dismantle North Korea’s nuclear weapons programme, it said. The site, 27 miles (43 km) from the nuclear complex at Yongbyon, may have played a key role in development of centrifuges that refine uranium hexafluoride gas into low-enriched and highly enriched uranium, the report said. “It is necessary to identify where North Korea enriches uranium and part of that is understanding where it has done it in the past,” said David Albright, the institute’s president.
What may once have been the early centrifuge research and development facility is believed to have been inside an aircraft part factory inside a mountain next to Panghyon Air Base. It was located using commercial satellite imagery, the report said. It was unclear whether the aircraft part factory was still operational but information from defectors indicates there may be three production-scale centrifuge manufacturing plants operating in the country although their locations have not been confirmed, said Albright. Tensions have been escalating between North Korea and South Korea, the United States and Japan over Pyongyang’s fourth underground nuclear test in January and a series of missile launches. North Korea’s nuclear programme is based on highly enriched uranium and plutonium separated from spent reactor fuel rods. The reclusive government, which for more than a decade denied having a gas centrifuge programme, in November 2010 revealed the existence of a production-scale gas centrifuge plant at Yongbyon but insisted it had no other such facilities.

NEW yORK, JuLy 22 (IANs): While the HIV epidemic continues to threaten health and wellbeing of a large section of the world’s population, scientists have warned that new forms of the virus jumping from animals to humans cannot be ruled out. The suggestion stems from a study in which the scientists discovered the first in vivo evidence that strains of chimpanzee-carried simian immunodeficiency virus (SIV) that virologists consider the ancestor of HIV can infect human cells. “The question was whether SIV strains that have not been found in humans have the potential to cause another HIV-like infection,” said senior author Qingsheng Li, Associate Professor at University of NebraskaLincoln in the US. “The answer is that, actually, they do. They get replicated at a very high level. It’s surprising,” Li said. The researchers found that the SIV ancestor of HIV-1 M the strain responsible for the global HIV pandemic - and another ancestral strain of HIV found only among residents of

The researchers further discovered that the SIV ancestors of two HIV strains not identified in humans also managed to invade human cells after multiple exposures in the lab. The findings appeared in the Journal of Virology. “The emergence and re-emergence of infectious diseases has become a constant threat to global health, social stability, safety and economic systems,” Li said. The experimental approach employed by the team could help assess the threat posed by additional SIVs and numerous other animal-carried viruses, lead author Zhe Yuan, doctoral student at University of Nebraska-Lincoln. This could prove especially vital given the dynamic nature of HIV and other zoonotic diseases, he said, many of which have caused new epidemics or even pandemics. “I think this analysis of the disease is very important for public health,” said Yuan, noting that a new group of HIV strains was discovered in 2009.
Turkey rebuffs EU on death penalty; Erdogan calls for ‘new blood’ in army ANKARA, JuLy 22 (REutERs): Turkey rebuffed the European Union on Friday over the death penalty, while President Tayyip Erdogan vowed to restructure the military and give it “fresh blood”, signalling the scope of a shake-up yet to come under a state of emergency. There is growing worry in the West about Turkey’s widening crackdown against thousands of members of the security forces, judiciary, civil service and academia after last week’s failed military coup. On Wednesday Erdogan announced a state of emergency, a move he said would allow the government to take swift action against coup plotters. The possibility of Turkey bringing back capital punishment for the plotters of the attempted coup that killed more than 246 people and wounded more than 2,100 has put further strain on Ankara’s relationship with the EU, which it seeks to join. Turkey outlawed capital punishment in 2004 as part of its bid to join the bloc and European officials have said backtracking on
the death penalty would effectively put an end to the EU accession process. Erdogan says the death penalty may need to be brought back, citing the calls for it from crowds of supporters at rallies. “People demand the death penalty and that demand will surely be assessed. We have to assess that demand from the standpoint on law, and not according to what the EU says,” Justice Minister Bekir Bozdag told broadcaster CNN Turk. His comments are likely to spark further unease in the West, where there is growing worry about instability and human rights in the country of 80 million, which plays an important part in the U.S.-led fight against Islamic State and in the European Union’s efforts to stem the flow of refugees from Syria. Erd o ga n a c c u s e s Fethullah Gulen, a charismatic U.S.-based cleric, of masterminding the plot against him, which crumbled early on Saturday. In a crackdown on Gulen’s suspected followers, more than 60,000 soldiers, police, judges, civil servants
and teachers have been suspended, detained or placed under investigation. Bozdag said that armed Gulen supporters had infiltrated the judiciary, universities and the media, as well as the armed forces. Erdogan told Reuters late on Thursday he would restructure the military and give it “fresh blood”, citing the threat of the Gulen movement, which he likened to a cancer. HONG KONG, JuLy 22 (REutERs): A former leader of a Chinese village who was democratically elected five years ago after taking a stand against corruption has been arrested for taking bribes, said Chinese state news agency Xinhua. Lin Zuluan, one of the Wukan village protest leaders in 2011 whose calls for an uprising attracted global attention, had called for fresh protests in June against new land grabs and graft in the fishing village in Guangdong province. His arrest is the latest move on the core group of Wukan village protest leaders from 2011. The local prosecutor of Lufeng City said Lin had accepted a substantial amount in bribes for village projects since 2012. Lin admitted to accepting bribes in a video last month, Xinhua said late on Thursday. Lin had been in police custody since June 18 after he was arrested by SWAT officers who stormed his walled compound after midnight, his wife Yang Zhen told Reuters. Reuters was unable to contact Lin and it wasn’t clear whether Lin had legal representation after two lawyers hired by his family were blocked by authorities from taking on his case. In 2014, two former deputy village chiefs were jailed for two and four years respectively for bribery, around the time of another village election. Those who knew the men said they were framed. Another leader fled China and sought asylum in the United States, fearing for his safety amid what he told Reuters was “political persecution”. Two others quit and a former accountant has an arrest warrant on his head, village sources said. The Lufeng government said in its statement to Reuters that it “has not discovered any situation of unfair suppression or punishment” of Wukan’s protest leaders, or of undermining village rights and interests.
Alcohol causes seven types of cancer: Study WELLINGtON, JuLy 22 (IANs): Excessive consumption of alcohol can lead to seven forms of cancer, and individuals consuming even low to moderate amounts are at risk, says a review. “There is strong evidence that alcohol causes cancer at seven sites in the body and probably others,” said Jennie Connor from the Otago University in New Zealand. “Even without complete knowledge of biological mechanisms, the epidemiological evidence can support the judgement that alcohol causes cancer of the oropharynx, larynx, oesophagus, liver, colon, rectum and breast,” Connor added. Alcohol-attributable cancers at these sites make up 5.8 per cent of all cancer deaths world-wide, said the paper published in the journal Addiction. The current evidence that moderate drinking provides protection against cardiovascular disease is not strong, the study said. The evidence is based on comprehensive reviews undertaken for the last 10 years.

The team tweeted a video of the 31-year-old, runner up to Briton Hamilton in the championship for the last two years, signing the contract to race for the team in the 2017 and 2018 seasons. "Special moment for me, of course, this moment of signing that piece of paper," Rosberg said in a second video posted on social media by Mercedes. "I look forward to the future of course." I’ve been there too,” she admits. As somebody who’s faced her own share of tough trials and tribulations life, she said, “Every
soul gets back to the same place that they initially wanted to be. I’m there. And so no matter how educated you become or where you’ve been in the world, you still come back to the spot that you actually dream about. As late as it may be now, but then I would still say I’m in a really happy place right now. The soul searching part is over. I still will, but I know where my perspective lies now. That makes me a happier person any day. For once in my life I’m doing some-
thing I enjoy so much and I suppose at the end of the day, the little miracles have a bigger meaning.” Kagholi Chishi is a trailblazer in her own might. At a time, when people, society, government is looking for new, original ideas to put Nagaland in the map of the world, she is surely an inspiration and setting newer ideas to the younger generation of craft artisans and entrepreneurs to get out of the box and come up with their own unique brand of ideas.

Toronto Animal Services, in a letter to Bieber and manager Scooter Braun at Island Def Jam Group, cited a municipal code that bars the "keeping" of wild animals such as lions, tigers and cougars in the city, except for domestic cats. Moscow, JuLy 22 (AFP): Russia on Friday made a last-ditch bid to avoid a blanket ban at the Rio Games over state-run doping as a fresh batch of drug test failures from Beijing 2008 and London 2012 rocked the Olympics. The IOC's executive board are to hold a conference call on Sunday to discuss barring Russia from the Olympics starting on August 5 over bombshell doping revelations. The Court of Arbitration for Sport (CAS) on Thursday rejected an appeal by Russia's track and field team against their suspension from Rio in a decision seen as a key indicator as the IOC debates whether to kick out the whole Russian team. Russia is a sporting powerhouse whose absence from Rio would create the biggest crisis in decades for the Olympic movement and President Vladimir Putin launched a final push to avert a ban. "The official position of the Russian authorities -the government, the president and all of us -- is that in sport there is not and can be no place for doping," Putin told government ministers. The Kremlin strongman ordered officials to cooperate with the IOC and World Anti-Doping Agency and Russia's Olympic committee to establish an antidoping commission. The IOC has reanalysed more than 1,200 samples, with the emphasis on medal winners, in a bid to clean up the Olympics' reputation. It said it was not able to identify the athletes concerned or their nationalities for legal reasons but said 30 positives came back from Beijing, including for 23 medal winners, and 15 from London. - Calls for action The IOC is facing international pressure to act tough on Russia and ban the entire team over incendiary revelations of a staterun doping system that has seen the country cheat its way to victory. the United States, Canada and Germany sent a joint letter to IOC President Thomas Bach on Thursday urging him to ban Russia from Rio. Officials in Moscow have slammed the decision by CAS to reject its appeal against a ban from the world athletics body IAAF, calling it part of a broader political campaign by the West against Russia. The suspension of the track and field team already means that star athletes like pole vaulter Yelena Isinbayeva and hurdler Sergey Shubenkov will not be in Rio. Isinbayeva -- who has threatened to call time on her career over the ban -slammed the CAS ruling as a "funeral for athletics." Sports Minister Vitaly Mutko -- who has clung on despite the scandal -- said

"I hope that the common sense and personal responsibility of those who will take the decision will prevail." The IAAF banned all of the Russian track and field team over allegations of state-sponsored doping but said athletes who prove they were not tainted by their country's corrupt system could be cleared. The IAAF has only given permission for one Russian team member to compete in Rio as a neutral: USbased long jumper Darya Klishina. The IOC has appeared to back the principle that international sporting federations could clear individual athletes in case of a blanket ban but with just two weeks to go until Rio, time is slipping away. The Russian press had widely predicted that CAS would decide against Moscow and reaction was a mixture of soul-searching and criticism over systemic failings. "Alas, everything that is happening with our sports is the fruit of our own errors," a column in the usually pro-Kremlin tabloid Komsomolskaya Pravda said, citing years of mismanagement. "It is far from certain that even the current apocalyptic storm will force us to change our sport. Maybe only if the IOC buries our team on Sunday."

KDVA meeting on July 27
KohiMA, JuLy 22 (Mexn): Kohima District Volleyball Association (KDVA) has informed that its General Body Meeting will be held on July 27 at 3pm at KPC Conference Hall. All members and well wishers are requested to attend the meeting. Meanwhile, the KDVA has also informed that it will hold its 11th Foundation on September 3. In this regard, KDVA stated that enrollment for new member registration is fixed at Rs.500 while the annual renewal fee is Rs.200. It can be paid on or before September 3.
Schuerrle joins Dortmund on five-year deal
doRTMund, JuLy 22 (ReuTeRs): Borussia Dortmund have signed VfL Wolfsburg forward Andre Schuerrle on a five-year contract, last season's Bundesliga runners-up said in a statement on Friday. Financial terms of the deal were not disclosed. The 25-year-old Germany international joined Wolfsburg from Chelsea in February 2015 and scored nine goals in the top flight last season as the club finished
eighth in the standings. Fellow Germany international Mario Goetze rejoined Dortmund on Wednesday, signing a four-year deal following a disappointing spell at champions Bayern Munich. "Andre Schuerrle is a German national player with outstanding offensive potential... his quality will be very valuable for our team," Dortmund's sporting director Michael Zorc told the club's website.
Bruce 'resigns from Hull job'
London, JuLy 22 (AFP): Steve Bruce resigned as manager of Premier League newboys Hull City on Friday, according to several media outlets, just days after he held talks over taking the England job. The 55-year-old Englishman -- who looks set to lose out to compatriot Sam Allardyce for the England post -- had taken Hull up for the second time into the Premier League but is said to be unhappy about the lack of investment in new players. According to The Daily Mirror, that was his reason for tendering his resignation although the BBC say uncertainty over the future direction of the club as it is presently up for sale could also have played a role. Bruce, who signed a new three year contract in March 2015, didn't take training on Friday morning, the Mirror reported. Ironically Bruce, who guided Hull to the 2014 FA Cup final where they lost in extra-time to Arsenal,
could well replace Allardyce at Sunderland, who he managed from 2009-11. Hull have yet to release a statement confirming his departure but the move would be awkward for the northeast club just weeks ahead of the beginning of the Premier League season. Bruce was interviewed for the England job by the Football Association on Tuesday.

First-half goals from Gonzalo Castro and the impressive Pierre-Emerick Aubameyang put the Germans, who had former United star Shinji Kagawa in their starting line-up, in the driving seat. Ousmane Dembele netted a fine third finish after the break and although Henrikh Mkhitaryan fired in his unofficial first strike for United, it proved to be a consolation after Castro’s superb second effort late on. It was a scrappy opening from both sides as the
two sets of players looked to settle into the match in extremely humid conditions. The first chance of any real note fell to Dortmund on 20 minutes and it led to the opening goal. Aubameyang tried a speculative effort on goal from 35 yards which Sam Johnstone could only parry to Dembele. Johnstone blocked the follow-up, but he, as well as Phil Jones on the line, were powerless to stop Castro’s bundled finish into the roof of the net. England appoint Allardyce as manager
London, JuLy 22 (ReuTeRs): Sam Allardyce was appointed England manager on Friday on a two-year contract, tasked with the job of restoring pride in the national team after their dismal performances at Euro 2016. Allardyce, at Sunderland since October, will replace Roy Hodgson, who stepped down following England's shock European Championship defeat by Iceland in the round of 16 last month. "I am extremely honoured to be appointed England manager especially as it is no secret that this is the role I have always wanted. For me, it is absolutely the best job in English football," Allardyce said in a statement. "I will do everything I can to help England do well and give our nation the success our fans deserve. Above all, we have to make the people and the whole country proud."
