day en route from Ouagadougou in Burkina Faso to Algiers with 110 passengers on board, an Algerian aviation official said. There were few clear indications of what might have happened to the aircraft, or whether there were casualties, but Burkino Faso Transport Minister Jean Bertin Ouedrago said it asked to change route at 0138 GMT because of a storm in the area. “I can confirm that it has crashed,” the Algerian official told Reuters, declining to be identified or give any details about what had happened to the aircraft on its way north. Two French fighter jets based in the region have been dispatched to

said planes were flying over the border region with Mali to search for the flight. Authorities lost contact with flight AH 5017 an hour after it took off from Burkina Faso. Swiftair, the private Spanish company that owns the plane, confirmed it had lost contact with the MD-83 operated by Air Algerie, which it said was carrying 110 passengers and six crew. A diplomat in the Malian capital Bamako said that the north of the country - which lies on the plane’s likely flight path was struck by a powerful sandstorm overnight. Whatever the cause, another plane crash is likely to add to nerves in the industry after a Malaysia Airlines

Taiwan during a thunderstorm on Wednesday and airlines cancelled flights into Tel Aviv due to the conflict in Gaza. An Air Algerie representative informed that all the passengers on the plane were in transit, either for Europe, the Middle East or Canada. He said the passenger list included 50 French, 24 Burkinabe, eight Lebanese, four Algerians, two from Luxembourg, one Belgian, one Swiss, one Nigerian, one Cameroonian, one Ukrainian and one Romanian. Lebanese officials said there were at least 10 Lebanese citizens on the flight. A spokeswoman for SEPLA, Spain’s pilots union, said the six crew were from Spain.

Nagaland state Chief Minister, TR Zeliang today disclosed that the state government is ready to discuss on whether to lift or continue the Nagaland Liquor Total Prohibition (NLTP) Act 1989. He stated this at the ongoing session of the NLA in Kohima. Coming to the rescue of Parliamentary Secretary for Excise, T Torechu during a starred question raised by CLP Leader, Tokheho, the Chief Minister said that the House can discuss lifting of NLTP Act properly but not on a question and answer basis. Zeliang admitted that there was acute shortage of enforcement personnel in all districts. He informed that the Excise Department had proposed recruiting more personnel but stated that the government could not meet the proposal owing to resource crunch. The CLP leader also queried how Prohibition could be strictly enforced when there were very few personnel to enforce the Act and noted that penalties related to Prohibition were not enough to deter offenders. India ranks 135 in Human Development Index: UNDP

NEw DELhI, JULY 24 (PTI): In a sign that shows India has a lot of catching up to do, the country’s ranking in the Human Development Index (HDI) remained unchanged at 135 in 2013, reflecting little improvement in the living standard of its people, says a United Nations Development Programme report. “India’s HDI value for 2013 is 0.586 - which falls in the medium human development category - positioning the country at 135 out of 187 countries. Between

1980 to 2013, India’s HDI value increased from 0.369 to 0.586,” said the UNDP report released today. The report further said that none of the BRICS countries were in the high human development category and India remained at the bottom with lowest HDI value among them. “India is the lowest performing country among the BRICS nations in all categories of the HDI with the exception of life expectancy, which is lower in South Africa as a result of the HIV/AIDS epi-

demic,” the report said. Among the BRICS countries, Russia, Brazil and China are in the high HDI category. Russia secured the highest rank at 57, followed by Brazil at 79 and China at 91. South Africa and India rank in the middle category, securing 118th and 135th position respectively, it said. The HDI reflects longterm progress in three basic dimensions of human lives - a long and healthy life, access to knowledge and a decent standard of

living. In 2013 the study covered 187 countries, the same as in 2012 and 2011. The report said that based on the data available on November 15, 2013, there were few countries with changed in ranks between 2012 and 2013. Presenting a review of India’s progress in each of the HDI indicators between 1980 and 2013, it said, “The life expectancy at birth increased by 11 years, mean years of schooling increased by 2.5 years and expected years of schooling increased by 5.3 years.”

It further reminded that on July 20, the residences of N Sema, Deputy Kilonser at Hoito Village, Dimapur and of Holoto, ASO (Assistant Sectional Officer) at Unity Village 4th block, 5th Mile, Dimapur respectively were raided. “In almost all these incidents, not only our members were harassed, but family members and neighbors were reportedly questioned, threatened and intimidated,” the GPRN/NSCN alleged. It further stated that in the case of ASO Holoto, “his children of 4 and 2 years and an infant of 3 months were

not spared of the harassment when they were woken up forcefully on the pretext of searching for arms under the beds; however nothing was found…” Terming these actions as “provoking and callous,” the GPRN/NSCN censured the “apathy and silence shown by the higher authority…” It further questioned: “What is the point of imposing strict Ceasefire Ground Rules on us and expects our Cadres to abide it and move by the rules, when your boys are continuing to violate it.” It further cautioned “informers and would be informers” that their “actions are a direct challenge to the integrity of the GPRN and shall be seriously dealt with.” It stated that “any person/s caught with proof and evidence on charges of espionage or acting as informers will not be tolerated and will be charged on treason with penalty, which may even amount to that of capital, of which the GPRN/NSCN will not be held responsible but being invited by his/her own act of treachery.”

Tokheho terms budget as “visionless” Meanwhile, the DAN government came under heavy criticism from the Opposition Congress over the Chief Minister’s budget speech on Tuesday. CLP Leader, Tokheho Yepthomi described the budget as “visionless,” “carbon copy of previous budget,” and “anti-poor.” He said there were no new reforms in the budget and that economic

Opposition questions viability of NLTP Act freely in every nook and corner of the state. He said the government was making a mockery of Prohibition and lamented that the laxity of enforcement personnel on the Act has enabled bootleggers to flourish. “If the government cannot implement the Act, then lift it,” Khekaho stated. Replying to the starred question, Parliamentary Secretary for Excise, Torechu informed that 6043 persons were booked under the NLTP Act during the period from 2000 to June 2014.

growth has become stagnant over the last 12 years. “The government is only ruling the state and not governing,” he remarked. He pointed out that despite the current fiscal mess, the budget did not introduce any radical reforms of tax policy and that no corrective measures were proposed to improve the tax policy. Tokheho accused the government of spending huge sums of money on non-revenue sectors and said that no austerity measures were taken despite the state’s deteriorating finan-

cial health. He suggested that the government constitute ‘Expenditure Management Commission’ similar to the proposal at the centre to contain high deficit. “How can we expect progress and development when there is a huge deficit that has been increasing every year without any measure to improve it?” Tokheho questioned. The CLP Leader further lamented that the budget did not mention any reforms to improve power supply. He then slammed the government for not proposing any measures to improve the health of the people, who he said are suffering due to paucity of water, especially in Kohima. The CLP Leader further censured the government for excessive appointment of employees. He pointed out that 30, 000 persons were appointed by the last DAN government and informed that the number of employees has now risen to 1, 25, 309. He lamented that excessive appointments, unlimited loans, unlimited foreign trips etc were all contributing to draining the state exchequer. Tokheho appealed for the government to stop all appointments at least during the financial crisis.
