Two held for illegal collection DIMAPUR, JULY 24 (MExN): Two persons were arrested for illegal monetary collection in Dimapur on July 24. According to the police, the duo was collecting ‘tax’ in the name of the FGN from businesses located at Nyamo Lotha Road when they were arrested at around 5:00 pm. The police confiscated 19 leaflets of tax receipts along with Rs. 2040 in cash from the duo identified as Kughavi Swu (35) and Hotoshe Zhimo (37).

NEw DELhI, JULY 24 (IANS): A Delhi court Thursday sent five men, arrested for the killing of a 29-year-old Manipuri BPO employee in the city, to 14 day’s judicial custody. Metropolitan Magistrate Ashok Kumar sent Azad Choudhary alias Bhola, 24, Sanjay Basoya, 24, Shakti Basoya, 21, and Rajiv, 25, and Lokesh to judicial custody till Aug 7. Akha Salouni was beaten to death Monday following a spat with the youths while he was going to a friend’s house in south Delhi’s Kotla Mubarakpur area. “I have gone through the application seeking grant of 14 days judicial custody of all the accused and in accordance with the facts and circumstances of the case, all the accused are remanded in judicial custody till August 7,” Earlier, police had said in the court that the assault was captured on CCTV cameras installed in South Delhi’s Kotla Mubarakpur area, which showed one of the men wrapping a cloth around victim Akha Salouni’s neck and swinging him around in the air. Nagaland state Chief Minister, TR Zeliang today disclosed that the state government is ready to discuss on whether to lift or continue the Nagaland Liquor Total Prohibition (NLTP) Act 1989. Coming to the rescue of Parliamentary Secretary for Excise, T Torechu during a starred question raised by CLP Leader, Tokheho, the Chief Minister said that the House can discuss lifting of NLTP Act properly but not on a question and answer basis. Zeliang admitted that there was acute shortage of enforcement personnel in all districts. He informed that the Excise Department had proposed recruiting more personnel but stated that the government could not meet the proposal owing to resource crunch. The CLP leader also queried how Prohibition could be strictly enforced when there were very few personnel to enforce the Act and noted that penalties related to Prohibition were not enough to deter offenders. India ranks 135 in Human Development Index: UNDP

NEw DELhI, JULY 24 (PTI): In a sign that shows India has a lot of catching up to do, the country’s ranking in the Human Development Index (HDI) remained unchanged at 135 in 2013, reflecting little improvement in the living standard of its people, says a United Nations Development Programme report. “India’s HDI value for 2013 is 0.586 - which falls in the medium human development category - positioning the country at 135 out of 187 countries. Between

1980 to 2013, India’s HDI value increased from 0.369 to 0.586,” said the UNDP report released today. The report further said that none of the BRICS countries were in the high human development category and India remained at the bottom with lowest HDI value among them. “India is the lowest performing country among the BRICS nations in all categories of the HDI with the exception of life expectancy, which is lower in South Africa as a result of the HIV/AIDS epi-

demic,” the report said. Among the BRICS countries, Russia, Brazil and China are in the high HDI category. Russia secured the highest rank at 57, followed by Brazil at 79 and China at 91. South Africa and India rank in the middle category, securing 118th and 135th position respectively, it said. The HDI reflects longterm progress in three basic dimensions of human lives - a long and healthy life, access to knowledge and a decent standard of

living. In 2013 the study covered 187 countries, the same as in 2012 and 2011. The report said that based on the data available on November 15, 2013, there were few countries with changed in ranks between 2012 and 2013. Presenting a review of India’s progress in each of the HDI indicators between 1980 and 2013, it said, “The life expectancy at birth increased by 11 years, mean years of schooling increased by 2.5 years and expected years of schooling increased by 5.3 years.”

It further reminded that on July 20, the residences of N Sema, Deputy Kilonser at Hoito Village, Dimapur and of Holoto, ASO (Assistant Sectional Officer) at Unity Village 4th block, 5th Mile, Dimapur respectively were raided. “In almost all these incidents, not only our members were harassed, but family members and neighbors were reportedly questioned, threatened and intimidated,” the GPRN/NSCN alleged. It further stated that in the case of ASO Holoto, “his children of 4 and 2 years and an infant of 3 months were

She also appreciated the department, community leaders and Sinai Ministry for their efforts to spread awareness and specially appreciated Gloria Patri for their services and work rendered to society in the past and hope that their service in this project would bring about positive changes in the society. She further emphasized the importance of action and hands on involvement in bring about positive changes along with other awareness programmes. The project will initially cover Assam bordering wards/ colonies where the volunteers will visit every household twice a month for three months. The source reduction is a project targeted for Dengue fever mainly found in urban areas, which is caused by Aedes Egypti mosquitoes found breeding mainly in small stagnant water bodies such as flowerpots and cans/containers, disposable cups which are not disposed-off properly. However, the team will also identify other potential mosquito breeding sites and educate the public to prevent all types vector borne diseases.

Kohima, July 24 (mExN): In Nagaland, 137 schools are implementing Activity and Competency Learning (ACL) project and the School Education department is aiming to expand it to 300 schools by the year 2015-16. Director of SCERT Vipralhou Kesiezie informed this during an orientation programme for District Resource Group (DRG) on ACL, organized by SCERT in collaboration with SSA, Nagaland on July 23 and 24 at DUDA Guest House, Kohima. He also stated that last year, the Addl. Secretary, GOI Virendra Swarup visited the State and was impressed with the progress of ACL

Directive by transport dept on compliance of MV Act & Rules Kohima, July 24 (DiPr): Deputy Transport Commissioner, Elias Lotha, through an office memorandum has informed that certain rules under the provision of M.V. Act & Rules are not being enforced strictly in the state in spite of circulars and reminders. In this regard Transport Officer in the districts are directed to carry out exercises with the help of District Administration and Police Department to curb Non-compliance with the M.V. Act & Rules. Some of such observations are, vehicles plying without High Security Registration Plate, use of Govt. Registration numbers after condemnation, vehicles registered from other states plying within the state without paying tax, rampant use of unauthorize lights, horns and name plates, non-compliance to the use of helmets by riders of two wheeler's and use of two wheeler's without proper silencers. DimaPur, July 24 (mExN): State Agricultural Management and Extension Training Institute (SAMETI) Medziphema in collaboration with Extension Education Institute (EEI), Jorhat organised four days training on ‘Advanced technologies and certification procedure for promotion of organic farming’ from July 15 to 18 at SAMETI Training Hall, Medziphema. Altogether 22 extension workers from all the districts of Nagaland participated in the training. The resource persons of the training were Dr. R. Borauh, Professor of Soil Science and Dr. AK Bhattacharyya, Professor of Extension Education in Assam Agricultural University, Jorhat. The trainees were imparted technical

knowhow on concept of organic farming, its prospects in NE states, hindrances of modern agriculture, constraints in organic farming, Vermicomposting, Azolla cultivation, production and application, benefits of bio fertilizers, organic certification, role of microbes for efficient organic farming, and practical demonstrations on various topics. The training concluded with valedictory function where Nguzonyi Wetsah, Director, SAMETI and Principal, IETC Medziphema chaired the function and Dr. AK Bhattarcharya, Professor EEI (AAU) Jorhat gave away certificates to all the participants. The 37th installation ceremony of the new team of Lions Club of Kohima for Lionistic year 2014-15 took place on July 23 at Hotel Ura. Kohima, July 24 (mExN): In view of the forthcoming Independence Day on August 15, 2014, the Kohima Municipal Council has directed all the Shopkeepers/ Institutions/ Establishments/ Agencies/ Public within the jurisdiction of Kohima Municpality to white wash the front side of the buildings and shops facing the roadside on or before August 10 to face-lift the capital city of Nagaland. A press note issued by KMC Administrator, Lithrongla Tongpi further directed all the shops/ business establishment to host the National flag on their shops and buildings by 6 am on August 15 in honor of the Independence Day.

WoKha, July 24 (mExN): Fish farming is one of the major farming practices being adopted by the farmers of the District. However, it is observed that the farmers are not accessible to availability quality fingerlings and has to depend on non-reliable sources for undertaking fish production by the farmers of the district. It is often observed that these fingerlings are not pure and often contains mixture of uneconomic fingerlings as well. Therefore, KVK, Wokha, ICAR for NEH Region under the initiative of Dr. BC Deka, Joint Director, ICAR Nagaland Centre, has taken this as a challenge, established eco hatchery unit under the funding of Tribal Sub Plan at Integrated Farming System demonstration farm located at Liphanyan. It was reported in a press release that before the start of the breeding programme, two rural

youth namely Tsenpon Ngullie and Chiten were selected and sent to ICAR Barapani for undergoing practical training on fingerling production from the Division of Fisheries, ICAR, Barapani. On completion of their training, they now act as an expert in fingerling production and provides needed technical assistance in making the eco hatchery functional. During the year 2013, a trial on the breeding was conducted in which around 30,000 fingerlings of Rohu and Mrigal were successfully bred. Therefore, taking this success as a pillar, a systematic programme was worked out for fingerlings production on a large scale and accordingly during the year 2014, till date, the unit has produced around 50 to 80 lakhs of fingerlings and is expected to produce more than 1 crore fingerlings of rohu, Mriga, common carp and grass carp by the end

of this breeding season. Depending upon the availability of quality and health of the brooder, favourable climate and good management practices, the unit can produce around 5-10 crore of pure quality fingerlings per breeding season. The breeding programme was initiated under the supervision of N. Khumdemo Ezung, Programme Co-ordinator (i/c), KVK, Wokha and assisted by fishery expert Vikas Sharma, Fishery Assistant and Chira, Fishery Assistant, from ICAR Nagaland Centre and ICAR Barapani, respectively. It is a major milestone achieved by KVK Wokha and perhaps it is the only functional fingerling production unit in the state and is expected to meet the requirements of quality fingerlings of the District which has been the long standing needs of the farmers.

Assam Health dept chalks out plan to check JE GUwAhAtI, JUly 24 (PtI): Assam health department has drawn up a comprehensive action plan to control further spread of Japanese Encephalitis (JE) and Acute Encephalitis Syndrome (AES) which has claimed 165 lives so far. The state health department has stepped up measures to tackle the situation with intensive fogging initiated in the affected areas and awareness campaigns launched by involving the local panchayats, a health department official said. Measures are being taken

to ensure adequate supply of vaccine and medicine to big hospitals, district hospitals and other health centres and procure laboratory testing kits for quick diagnosis of cases. DIMAPUR, JUly 24 (NNN): The NSCN-IM has been concertedly investigating the murder of Ngalangzar Malue, the 60 years old member of Autonomous District Council (ADC) killed on July 12 in the Imphal-Ukhrul road. This was disclosed by NSCN-IM Cease Fire Monitoring Cell (CFMC) convenor Kraibo Chawang while addressing a press conference at his office here in Dimapur on Wednesday. Former vice chairman of ADC, Ukhrul district and sitting member of the council Ngalangzar Malue, 60 years, was killed in ImphalUkhrul road on July 12 by suspected militants. The Manipur Government, based on the intelligence reports, has blamed the involvement of NSCN-IM but the Naga outfit had washed off its hand in the incident. The following day, hundreds of Manipur security force personnel swoop down at the regional office of Wung Tangkhul Region (WTR) of the NSCN-IM in Ukhrul town in the pre-dawn raid picking up 8 cadres of the NSCNIM and seized the available weapons from the office. Section 144 of the CrPC has been clamped since then. "It is a baseless accusation from certain quarters pointing finger at us," stated Kraibo Chawang and said the NSCN-IM will thoroughly investigate who

could have been behind the killing of the ADC member. The NSCN-IM leader also said that there were numerous blasts in Ukhrul districts prior to the July 12 incident. Meanwhile, triggered by the killing incident of the ADC member there have been questions raised in the ongoing assembly session on the NSCN-IM operating in Manipur. Manipur Home minister Gaikhangam had informed the assembly few days ago that the Naga rebel outfit NSCN-IM has so far committed 400 crimes in the state in the past 15 years. Gaikhangam also had said the NSCN-IM has been unleashing crimes against the people, and that the outfit has been killing innocent people. On the other hand, the Naga organisations under the banner of the United Naga Council (UNC) has been strongly voicing against the promulgation of Section 144 of the CrPC in Ukhrul town and also on the deployment of hundreds of Manipur police commandos and IRB personnel in the town. Demanding the revocation of the Section 144 of the CrPC and the withdrawal of the security forces, the UNC's 48 hours bandh of vehicular movements along the national highways in Manipur will begin from midnight of July 24. There are also other demands of the UNC for which the 48-hour bandh was announced.

Oil Sector-The Nagas Life Line in Danger

I

t has surprisingly come to my notice that the DAN Govt. of Nagaland led by Mr. T. R. Zeliang has awarded Crude Oil Extraction and Development Contract to the 4th Party without realizing that a Criminal Case is pending against the then State Govt. led by Mr. N. Rio and the outside parties involved in the abduction and hijacking case of Mr. David G. Byker and his friends for Sabotage of my Business Deals with them in the year 2003. In this ugly incident, four Business Deals were sabotaged in one go i.e. (i) Banking with Fifth-Third Bank of America where Mr. David G. Byker was the then Officer In-Charge (US$75.00 Billions Bank), (ii) Petroleum Exploration, Extraction and Development with Refining Facility with special reference to Nagaland State in general and Jampang Sector in particular (Mr. David G. Byker himself was a Petroleum Industrialist), (iii) Music Contract Deal with Douglas Bergsma (Mr. Douglas Bergsma was and is still a Music Industrialist) and (iv) Pulp & Paper Industry (I, myself am a Paper Technologist & Entrepreneur with Registered Paper Company with the ROC by then). A Police complaint was launched to the then DGP Na-

galand for necessary action in this regard and accordingly, Mr. Janardhan Singh the then SP Dimapur was made IO by the then DGP Nagaland. The Inquiry Report is yet to be established and handed over to me for ascertaining the contents and facts but it has been kept secret by the Nagaland Police and I have been refused a copy even though I sent an Advocate Mr. Supu Jamir to collect it from the then DGP, Nagaland. The case was also parallelly investigated by the State IB whenMr. Joseph Baby was the Asstt. Director of Dimapur Office butthe investigation report was not handed over to me. Besides the above two parties, the then President of India Dr. A. P. J. Kalam also investigated the case but in this case also a copy of the investigation report was not handed over to me. So in such a scenario, I have drawn my own logical conclusion that all the three parties have taken arbitrary and unilateral decisions which are totally illegal and uncalled for, in such a serious matter as the case includes many other series of crimes also. In the above case, I also demanded US$50.00 Billions for Business Deals Sabotage and US$20.00 Billions for person-

al Damages but I am yet to get any response from the above three authorities as well as from the criminals. Now, keeping the Criminal Case pending, the State Govt. has gone to the extent of calling Tenders and awarding Contract to 4th Party (Metropolitan Oil & Gas Pvt. Ltd.) without any legal sanctity which is unbecoming of any legally and constitutionally established Govt. in a Democratic set up. Hence, I want an explanation from the State Govt. of Nagaland why the Contract Order as well the Tenders should not be cancelled and declaredNull and Void. Besides the above, the Original Contract was awarded to ONGC but ONGC breached the Contract Agreement with the State Govt. of Nagaland and the Land Owners and finally it backed out from its Extraction Activities from Nagaland State since mid-nineties. However, the decision we made in this regard should be complimented by an act of faith which is always followed by repentance, confession and submission to the divine will. To complete what we started, I would continue by stating the truth until the powers of it con-

trols the mind, body and soul of every lover of Christ. To be made holy we have to be clothed with all that is holy and to be made pure, we have to identify ourselves with the giver of it. In reply to the questions of His confused enemies, Jesus said to them, “ I tell you the truth, unless you can eat the flesh of the Son of Man and drink His blood, you have no life in you. Zeliang on total amount under civil deficit Chief Minister T.R. work could not start in view of unsettled dispute regarding the exact bridge point. On being asked when the same is likely to start, the minister replied that the work can start only after the settlement of the dispute. Hukavi also lamented that the government is not taking very serious on AssamNagaland border issue. He said that 90% of dispute land has taken over by Assam. He requested the Chief Minister T.R. Zeliang to be very serious on border issue. Hukavi also said that the government can continue with the policy of NSDZ, but it should not try to sell the land to company on the pretext of NSDZ. He added that government should not dilute Article 371 (A). On oil exploration, he said when the people are not happy the company will never be in position to extract the oil. He said the government must apply the right formula and right system which is honorable and acceptable to the people of Nagaland. n the spirit of dialogue and the desire to foster understanding, the Naga Peoples’ Movement for Human Rights (NPMHR) would like to share some of our present concerns, acknowledging that the Naga people are currently going through a crisis. The challenges have been created from within and without. Our collective inability to constructively address them has been exploited to its fullest by those who continue to actively deny Naga peoples’ history and rights. Yet, these challenges have provided an opportunity to engage in self-criticism and to recognize the need for genuine dialogue, mutual understanding and a pro-active approach in the struggle for freedom and progress. The work of NPMHR has been led by different generations of people guided by its founding principles and values of Human Rights since its formation on September 9, 1978. At times, in our desire to ensure and safeguard the people’s rights, there have been unintended omissions. Hence, at this juncture the NPMHR recognizes the need to ac-

Stating that, it is only a matter of time that the good sense of the NLA speaker would prevail for the good of the government and for the interest of the Nagas.

Simultaneously, we take the opportunity to renew ourselves and strengthen our commitment, to independently and impartially work within a human rights framework that is underlined by values of truth, justice and peace.

Ceasefire The various ceasefires between the Government of India and Naga National Groups paradoxically have resulted in both positive and negative outcomes. It is the first time a generation of Nagas has grown up in a ceasefire situation and many people are experiencing some form of relative peace for the first time in their lives. Yet, the ceasefire has also been used as a means to further suppress, divide and weaken the Naga people. The ceasefire has provided an opportunity to many young entrepreneurs, but it is the State and its institutions that have benefited the most. After 17 years of ceasefire NPMHR believes that every Naga need to ob-

jectively review the ceasefire and discern whether it has served the purpose in creating genuine democratic space to address the Naga political issue through negotiations and nonviolence. Naga Reconciliation The pitfall of factional politics and “isms” has been the Achilles heel of Naga politics and the Naga people have been united in their call for Naga Reconciliation. The NPMHR believes that reconciliation is way forward to ensure Naga people a dignified and peaceful co-existence. NPMHR upholds and supports the Forum for Naga Reconciliation’s position that all Naga National Groups should reconcile on the basis of Naga historical and political rights. The NPMHR urge the Naga National Groups' leaders to muster the political courage to transcend factionalism and jointly chart a Naga future.

Repeal Disturbed Areas Act and Armed Forces Special Power Act The Armed Forces (Special Powers) Act was introduced in 1958 to militarily end the Naga national

movement. Despite the realization that the Naga issue is political in nature that requires a political solution, the Indian government continues to implement the AFSPA through its armed forces in Naga areas. The Nagas have been experiencing the AFSPA during pre-ceasefire period and continues to, during ceasefire period. AFSPA is not only a deterrent to peace, but a primary cause for violating civil and democratic rights. The NPMHR is deeply concerned by the extensive militarisation of the Northeast region including the Naga areas through systemic means such as the Military Civic Action (MCA) that have undermined the rule of law and civil administration. In the interest of peace and democracy, the NPMHR urges the Government of India to repeal the Armed Forces Special Powers Act and the Government of Nagaland to withdraw the Disturbed Areas Act. Naga National Groups and human rights NPMHR is dismayed by the increasing lack of discipline and respect of human rights by Naga National

Groups. The protracted ceasefire has also created conditions that have made the public vulnerable to human rights violations by Naga groups; furthermore, the absence of a democratic system to hold perpetrators of human rights accountable has given rise to a culture of impunity. The NPMHR urges all Naga National Groups to address the indiscipline by cadres and to respect and uphold human rights of all individuals. Additionally, the NPMHR expresses our solidarity with the public in their concern over unchecked taxation by the Naga National Groups. As representative of the peoples’ aspirations, the Naga National Groups are urged to be sensitive to the existing economic conditions of the common people and to reciprocate by ensuring a unified system that is free, fair and safe while upholding the principles of accountability and transparency. Land and Development Like all indigenous people, land is central to our identity and survival as peoples. Hence, the increasing

activities exploiting natural resources in the form of Special Economic Zones, oil exploration, mining of minerals that are being undertaken without any informed consent, public knowledge or democratic consultation are a matter of deep concern. These activities need to be viewed alongside the agenda of Look East Policy, opening up of trade zones and relations between South Asia and South East Asian countries, trans-national highways and railroads, and so forth that seek to promote economic development by ignoring the voices and basic needs of ordinary people. The top-down statecentric development will have long term negative impacts on our lives. Such activities will not only alter our relationship with land, but it also has the potential to displace people and culture, disrupt livelihoods, and most critically expand the gap between the rich and the poor which is on the rise in Naga society. NPMHR thus calls for development that is value based and consistent with indigenous peoples’

worldview and perspectives where utmost care is taken to ensure preservation of natural resources and where society benefits collectively are the basis for any activity. Gender Violence NPMHR is deeply distressed by the increasing incidents of violence against women and the entrenchment of social and cultural structures that promotes such violence. It calls upon Naga civil societies and organisations to work toward ensuring equality and respect for the rights of women. It further points out the need to reexamine exclusive and parochial definitions of “customary law” and to work towards a more inclusive understanding of customary law that respect and upholds the rights of men, women and children. Peoples to Peoples Dialogue In the 17 years of ceasefire, the Nagas are experiencing deepening divisions and sharp fragmentation of our society. The intensity and frequency, in which is-

232 teeth extracted from a teenaged boy!

T

hat's really a mouthful. This teenaged boy could bite, but barely chew thanks to his many, many, many teeth - 232 to be precise. Ashik Gavai, 17, from Buldhana, stunned doctors at Sir J.J. Hospital 10 days ago when he came with an ugly large swelling on the right side of his face. A series of tests and examinations suggested a rare abnormal growth affecting the second molar on the lower right side of his jaw. “Initially, it was not very clear what it could be and so we decided to go in for surgery yesterday (Monday),” said Sunanda Dhivare-Palwankar, head of the hospital's dental department. As the surgery progressed, the team of medicos was aghast to see scores and scores of tiny teeth popping out of that abnormal molar, which was measuring around 3.5X2 cm, or the size of a large marble. “At the final count, we had a total of 232 small pearlies, all independently developing as teeth, coming out of that lone molar!” Dhivare-Palwankar told IANS here Tuesday. Besides, there was another hard, rock-like formation inside the affected tooth in Ashik’s mouth which could not be removed by a dentist’s drill. “We had to resort to the age-old, now outdated, ‘chisel-mallet’ procedure to break down that hard formation as it was putting immense pressures on the jaw bone and surrounding healthy teeth,” she explained. The entire operation took a whopping seven hours and was the first of its kind case ever handled by the hospital, as well by Dhivare-Palwankar in her three decades' practice as a dentist. Dhivare-Palwankar described the condition as a ‘developmental anomaly’, which had affected that particular molar at its formation stage in Ashik’s younger age, probably in the post-milk teeth years. Medically, it is termed as ‘Complex Composite Odonntom’ or a benign tumour of the tooth, which can cause some difficulties in eating, swallowing, and lead to a grotesque swelling on the victim’s face, though it is not lifethreatening, Dhivare-Palwankar assured. After everything was wound up, the team of medicos comprising doctors Vandana Thoravade, Anoop Atakil and Reshma Hanwate checked out global literature and found nothing comparable anywhere in the world. “We believe this is a world record, but we will carry out more research before taking any further steps in the matter,” she smiled. Ashik Gavai, a Class X student in a school in Buldhana in Vidarbha region of eastern Maharashtra, had noticed and borne the abnormal but painless growth which had swollen his right side in the past few years. “However, as he came from a very poor family, they could not afford the luxury of expensive dental procedures. Since the growth continued unabated, they came to this government hospital,” Dhivare-Palwankar said. The boy was found eligible for medical expenses under the Maharashtra government’s mega-health insurance scheme for the poor - Rajiv Gandhi Jeevdayi Arogya Yojana (RGJAY) - introduced last year. Gavai’s entire surgery as well as a fortnight’s hospitalization and medical expenses were covered under RGJAY - in a private hospital, it would have cost over Rs.200,000, beyond his family’s meagre means. The medical team found that despite the huge molar tooth growth, the jawbone had thinned but not weakened, and the surgeons straightened out the crushed wisdom teeth that were in the formative stage. “Now, his face has changed and he will lead an absolutely normal healthy life after ejecting so many teeth,” Dhivare-Palwankar said.

Why ‘social movements’ need radical imagination

A

t its most superficial, the radical imagination is the ability to imagine the world, life, and social institutions not as they are but as they might otherwise be. It is the courage and the intelligence to recognize that the world can and should be changed. The radical imagination is not just about dreaming of different futures. It’s about bringing those possibilities back from the future to work on the present, to inspire action and new forms of solidarity today. Likewise, the radical imagination is about drawing on the past, telling different stories about how the world came to be the way it is, remembering the power and importance of yesterday’s struggles, and honouring the way they live on in the present. The radical imagination also represents our capacity to imagine and make common cause with the experiences of other people. It undergirds our ability to build solidarity across boundaries and borders, real or imagined. In this sense, it is the basis of solidarity and the struggle against oppression, which are key to building of robust, resilient, and powerful movements. Without the radical imagination, we are left only with the residual dreams of the powerful and, for the vast majority, they are experienced not as dreams but as nightmares of insecurity, precarity, violence, and hopelessness. Without the radical imagination, we are lost. We approach the radical imagination not as a thing that individuals possess in greater or lesser quantities but as a collective process, something that groups do and do together through shared experiences, languages, stories, ideas, art, and theory. Collaborating with those around us, we create multiple, overlapping, contradictory, and coexistent imaginary landscapes, horizons of common possibility and shared understanding. These shared landscapes are shaped by and also shape the imaginations and the actions of those individuals who participate in them. The concept of the “radical” inherits its most powerful meaning from the Latin word for “rooted,” in the sense that radical ideas, ideologies, or perspectives are informed by the understanding that social, political, economic, and cultural problems are outcomes of deeply rooted and systemic antagonisms, contradictions, power imbalances, and forms of oppression and exploitation. As a result, radicalism does not so much describe a certain set of tactics, strategies, or beliefs. Rather, it speaks to a general understanding that, even if the system as a whole can be changed through gradual institutional reforms, those reforms must be based on and aimed at a transformation of the fundamental qualities and tenets of the system itself. The idea of radicalism cannot be monopolized by any one point on the political spectrum: fundamentalists, far-right militias, neoconservative pundits, and others also display elements of radicalism as much as (sometimes more than) the anarchist organizers, anti-racist activists, feminist campaigners, or independent journalists, academics, and writers who make up the cast of characters in this book. Based on this approach, we understand social movements are convocations of the radical imagination: they are convened (collectively called into being) by individuals who share some understanding and imagination of the world in a radical sense. That is, they see the problems confronting us as deeply rooted in social institutions and systems of power and, importantly, they believe these institutions and systems can and should be changed. While social movements may be many things and take many forms, we suggest that at least one dimension that binds them together is the (sometimes intentional, sometimes incidental) cultivation of common imaginary landscapes, something

hat I find fascinating about Amazon's Fire phone isn't the gizmos such as the 3-D imagery or the camera scanner that helps you get more information about products. Rather, I like that Amazon is thinking a lot about how phones ought to work. The iPhone and its Android smartphone rivals are so much alike that companies have been suing each other for stealing ideas. The Fire phone uses Android, but Amazon has modified it to the point that it's barely recognizable. That means the phone offers new ways to navigate, discover and, of course, shop — all enabled by new features from the world's largest online retailer. That doesn't mean everyone should rush out to get a Fire phone. Many apps available for iPhones, Android and even Windows phones aren't available for the Fire yet. Some features didn't work as well as I anticipated. I couldn't use the Fire's Siri-like voice search to get weather or directions, for instance. And when I used Amazon's Maps app to get directions to the U.S. Capitol, I got the town of Capitol, Montana. Talk about getting lost. Amazon may fix some of these issues by the time the phone ships Thursday, and other fixes will likely come through future software updates, but consider that it took Amazon's tablet computer two years to become a strong contender to Apple's iPad. The Fire has a 13-megapixel camera and a screen that measures 4.7 inches diagonally, a comfortable size for onehanded use. It's available in the U.S. through AT&T starting at $200 with a two-year contract and $650 without one. That's on par with other high-end phones, plus you get double the storage and a free year of Amazon's Prime mem-

which is an active process, not a steady state. So we can say that social movements are animated by the radical imagination. This is not to say that all members share identical imaginary landscapes; the driving dynamic of social movements are the tensions and conflicts and dialogues between imaginative actors. The radical imagination is no static thing to be studied under the microscope or measured through quantitative analysis. It must be observed as it “sparks” from the friction between individuals, groups, ideas, strategies, and tactics. Indeed, the radical imagination emerges from the conflicts and tensions germane to the experience of a highly unequal world. And for that reason, the radical imagination often emerges most brilliantly from those who encounter the greatest or most acute oppression and exploitation, and is often stunted and diluted in those who enjoy the greatest privileges. A double crisis of social movements We understand that social movements and the radical imagination today are caught in a contradiction, one we identify as a “double crisis” of social reproduction. Social reproduction here refers to the dense network of relationships and forms of labour that reproduce social life, and conversely the assemblage of forces necessary to reproduce those relationships and forms of labour. Capitalism, neocolonialism, patriarchy and white-supremacy are all systems of power that are reproduced by the actions of and relationships between people, but also reproduce people and relationships. We, as individuals, reproduce ourselves within our communities, and we also reproduce our communities, warts and all. On the one hand, social movements inherently envision and seek to bring about a radical change in the way society is reproduced. Whether they seek to alter government policy, institutional and organizational systems or cultural norms, movements do not want society to be reproduced in its current form. This is especially, but not exclusively, the case for radical social movements that see the problems they face as deeply rooted in the social order, and recognize that a radical change to that order at its very

roots is necessary if these problems are to be solved. On the other hand, whether intentionally or not, social movements also become spheres of alternative social reproduction for their participants: spaces of identity formation, friendship, meaning, care, and possibility, though, as we shall see, they are never unproblematic utopias (far from it). They often seek to create, within their organizational forms or norms, a paradigmatic alternative to the society they seek to change, a tendency that has become much more conscious and common since the 1960s with the rise of “new social movements” and especially since the “anarchist turn” in the 1990s. We pay attention to this tension because, to a very real extent, the crisis of social reproduction in global capitalist society is intensifying on at least three fronts. First, the ramping-up of neoliberalism in the form of an unapologetic and vicious austerity regime has seen the further subjugation of governments to the will of capital and the evisceration of what remained of the welfare state. Second, the “War on Terror” continues to justify the amplification of repression, surveillance, war, and policing around the world, as well as fortifying a culture of fear backed by racist fantasies and neocolonial ambitions. Third, the deepening ecological crisis, notably the increasing toxicity of the environment and the climate chaos unleashed by global warming, threatens to set loose yet unimagined terrors on the world’s populations, terrors that will likely be suffered and endured alone as governments and communities continue to be dismantled and capitalist impunity is enshrined. The sum of these factors is a wholesale global crisis of social reproduction, where social life itself is made to pay the cost of the reproduction of a renegade, cancerous capitalist system. This crisis manifests as the intensification of fundamentalisms, prejudices, and hatreds, as well as a retreat further into competitive individualism and consumerism. In these times, when the majority of us live increasingly isolated lives, social movements are not merely important as vehicles for patently necessary social change. They become islands of refuge in an uncaring world. On the one hand, in their organizational forms and group norms, they often strive to “prefigure” the world we might like to see, one that values individuality and communality, radical democracy and solidarity, equality and acceptance, passion and reason, hope and love. They often serve as spaces of friendship, community, romance, and empowerment. This is true even of those more severe and formal organizations and groups that intentionally disavow their social dimensions. Yet at the same time, we and others have observed that movements and activists all too often fall prey to the crises of reproduction within their own organizations and movements. Sometimes this manifests as open conflicts over strategy and tactics. Other times (indeed, we’d suggest, usually) it manifests - at least on the surface - as personality conflicts or social tensions. Frequently, both of these are the result of the way the movement or group in question continues to reproduce the oppressive behaviours or patterns it has inherited from the society of which it is a part, notably tensions regarding masculinist behaviour, sexual politics and the continued devaluation of people of colour and other marginalized peoples. In this book, we wanted to imagine and experiment with what “prefigurative” research might look like, a form of research borrowed from a post-revolutionary future of which we can only catch glimpses. We wanted to imagine a form of common research, beyond enclosure. In this, we hoped to do justice to the radical imagination by helping create the conditions of its emergence and flourishing.

Beyond aesthetics, the technology lets you tilt the phone slightly for more information, such as Yelp ratings on nearby restaurants. If the information is covering up, say, a street name on a map, just tilt it away. With tilts, you can scroll down as you read news articles or switch between the front and back of dresses when shopping. You can control game characters without touching the screen. Swivel the phone as though you're turning a doorknob to unveil a menu of options or supplemental information such as song lyrics. Developers of non-Amazon apps will have to enable the feature, so with eBay's shopping app, you still need to swipe to see the other side of a dress. The gestures also take getting used to. I got frustrated when the swivels didn't work; turned out my motion was too slow. And in testing

out the gestures, I somehow placed separate orders for a $109 camera and a $150 hard drive accessory, thanks to a oneclick shopping feature. It took an hour to notice the first errant order. Fortunately, I was able to cancel both in time. Firefly. A side button launches the Firefly scanning app, which recognizes bar codes, business cards and various products. Firefly also recognizes sound, including songs and scenes in movies and TV shows. Once there's a match, you can swivel the phone to buy an item through Amazon, add a phone number to your contacts app or learn more about a movie through Amazon's IMDb. I found only four non-Amazon apps that have enabled Firefly. So after scanning the movie poster for "Stranger by the Lake," I could launch the Flixster app for more information, but I couldn't go directly to Netflix because that app hasn't enabled the feature yet. Firefly is more comprehensive and reliable than other scanning apps I've tried. I was surprised it managed to identify the model of the landline phone on my desk. For magazines, it identified specific issues, not just the title. But there are still mistakes, such

as my laptop's keyboard being identified as headphone amplifiers. Mayday help. Introduced with the Kindle Fire HDX tablets last fall, Mayday provides live technical support around the clock. The tech adviser who appears on your phone can hear you, see your screen and draw marks to show you where to press or swipe. This feature works well on the tablet, but as helpful as the advisers try to be, they are still getting used to the phone. One directed me to Apple's support forums to figure out how to transfer iPhone contacts even though Amazon's website had stepby-step instructions. The advisers are also learning how to guide you on tilting or swiveling. Once these are worked out, though, it should reduce requests for help you get from tech-challenged friends. The carousel. Most phones have home pages filled with icons to various apps. The Fire shows just one at a time, based on what you've recently done. Swipe left or right to get the others. These icons do more than take you to apps. Some are for specific content, such as a recent book or video. Some app icons also preview content underneath, so you can delete an email or see a news headline without opening the app. Apps for various Amazon services, such as e-books, audiobooks, music and video, have been designed to work with the carousel, so watching one movie will give you recommendations for others. The Fire is a good start at offering a fresh approach to smartphones. n the morning of a hot day at the end of May, the thick branches of a mango tree in dusty Katra Sadatganj village in Badaun district of Uttar Pradesh bore not luscious mangoes, but a macabre burden: the distended bodies of two adolescent girls. Pictures floating on the internet show the bodies of two teenagers strung up on the tree, a crowd standing witness, unable to tear their eyes away from the horrific sight. Children gawk, women mourn, men bristle with anger. The two young cousins, aged 14 and 16, had been abducted in the evening when they had gone into a field to relieve themselves. Their families went to lodge a complaint soon after they realised the girls had not returned, but the police refused to search for the missing girls, even though an eyewitness had seen them being dragged away, screaming. The next morning, the village woke up to the gruesome sight. It did not take long to conclude that the girls had been gang-raped and murdered. The culprits were also no secret. The villagers refused to take down the bodies in protest. Several hours later, only after one of the five accused had been arrested, did the families take the bodies down and allow themselves to mourn. The videos of the two girls are no longer easily accessible on the Internet. “Child sexual abuse imagery is illegal,” Google reminds us. Yet other videos, of a seemingly ‘copycat’ killing in Uttar Pradesh a few weeks later, show flashbacks of the young girls, their faces clearly visible, as is the embroidery on their colourful kurtas. Some video archives on news websites also show the gruesome images, albeit with the faces blurred and bodies indistinguishable. The pixelation serves to sanitise the killing – if you can’t see the faces, it can’t be so bad. One website shows passport size photos of the two girls held carefully in the work-worn hand of one of the girls’ father. They have names, they had aspirations. The mother of one of the girls tells the media that her daughter wanted to study, was keen to get a job. The manner in which the bodies were strung up is reminiscent of the lynching of African-Americans in the late 19th century. What does this spectacle of violence serve to do? Lynching, or mob-inflicted punishment, was most infamously used before the American Civil War to discipline rebellious blacks and show them their place. In Badaun too, did the Mauryas – classified as an Extremely Backward Classes (EBCs) – to which the girls belonged, also need to be shown their place? Could it be that by not ‘just gang-raping’ the girls, by not ‘just murdering’ their victims, but hanging them in full public view, the brazen crime by the powerful Yadavs of the village sends a strong message to Dalits and EBCs to remain within the bounds of their caste? The spectacle departs from the earlier pattern of crimes against women reported in this belt of northern India: rape and mutilation of the genitals to confuse evidence gathering, disfiguring faces of victims with acid, and throwing corpses in remote ditches and nullahs. The regularity of the crimes is chilling. The police too, colluding with the perpetrators, provide a shield of impunity for men of dominant castes. The motive behind the brutal gang rapes and murders are not yet known, the ghastly spectacle of the hanging clouding a more nuanced analysis. But the hanging has also drawn the media to this hitherto unknown spot on the plains of the Ganga. Droves of journalists wielding cameras and microphones have descended on this eminently forgettable clutch of semipukka houses in search of the ‘truth’ behind the crimes. Does this media attention have the potential of bringing the families closer to justice?

Enough is enough!” she told the BBC in June 2013. These voices are few, and this is not surprising given the immense stigma attached to victims and survivors of rape. Silence is often seen as an effective strategy, since speaking out has consequences that might sometimes be harder to handle. Amplifying voices According to a 2010 report by The Global Media Monitoring Project (GMMP) that maps the representation of women and men in news media worldwide in five-year cycles, only 24 percent of the people heard or read about in print, radio and television news are female. In contrast, more than three out of four of the people in the news are male. The figure has gone up from 17 percent in 1995, but still does not reflect a reality where about half the world’s population is female. For stories reported on television, radio and newspapers, the percentage of those by female reporters remains at 37 percent, the same as in 2005. Not unexpectedly, stories by female reporters contain more female news subjects than stories by male reporters do. It is not surprising then, that a lack of equitable representation of women in the media workforce impacts on the portrayal of women in the media. The push for gendersensitive journalism has been consistent for more than a couple of decades, and codes of ethics, gender-sensitive language, avoiding gender stereotypes, and giving attention to all sides of a story are accepted as part of mainstream professional journalism today. Violations of codes of ethics are considered not just anti-women but simply bad journalism. It should not require women reporters or editors to ensure that women’s voices are taken note of and made part of everyday journalism. With social media and public-sourced media such as Wikipedia, information and ‘news’ production is loosened, and in many cases they are more democratic than the corporate-driven or politically-motivated media. Yet, misogyny and a deliberate anti-women spin are not uncommon. A recent discovery of distorted ‘facts’ on the Wikipedia page about gang-rape survivor Bhanwari Devi of Rajasthan was evidence of a systematic attempt to defame and undercut those speaking out against violence against women. Despite ‘Biogrphies of Living People’ being the category of articles with the most stringent rules and policies on Wikipedia, ‘vandal edits’ sneaked into the text succeeded in presenting an extremely skewed picture of Bhanwari Devi and her struggle for justice. Says Rohini Lakshane, a long-time Wikipedian who chairs the Gender gap project at the Wikimedia Chapter (India): Vandalism of articles of this sort happens all the time. There was a point in time when Bhanwari Devi’s article read like she had offered herself to be raped. The use of weasel words (and I would consider “slut” a weasel word here, given the intent behind using it) can be challenged and removed citing Wikipedia policies, but there is subtle and insidious misogyny in articles pertaining to women, in the interaction between Wikipedia editors that is difficult to call out, more difficult to remove and even more difficult to contain. Wikipedia accepts facts and tosses out opinion, but there are POV-pushers who will put a spin on facts in a way that the don’t tell the true story. The only way forward, says Lakshane, is to have enough gender-sensitive Wikipedia editors (of all genders) who will understand the kind of gender politics being played out.

oderick Navarro was in class when he got the news that a high-ranking minister had accused him of plotting to assassinate Venezuela's president. His first thought was, "Not again." The 26-year-old student leader had already been accused by the ruling socialist party for collaborating with the U.S. to overthrow Venezuela's then-leader Hugo Chavez in 2010. But as messages from friends lit up his phone, Navarro began to worry that it was more serious this time. The denunciation came on live TV, with orders to appear before the national intelligence service. Announcements of foiled coups and plots against the government have long been a part of the Chavista discourse. A study by the Caracas-based newspaper Ultimas Noticias counted 63 alleged assassination plots between when Chavez took office in 1999 and his death in 2013. Since then, such claims have come even more frequently. President Nicolas Maduro's government has denounced more than a dozen purported plots since coming to power 15 months ago, according to a tally by The Associated Press. While the Chavez administration tended to point fingers at the CIA or shadowy outside groups, Maduro's accusations often target local opposition figures, who say they

Behind closed doors, diplomats say the accusations make them think twice about what they say in public. In 2008, Chavez kicked out the U.S. ambassador after accusing him of plotting to overthrow the government. This month, a prominent Chavista politician and television host accused the Canadian Embassy of similar meddling. In the weeks since the May news conference, Maduro's administration has linked an additional two dozen people to the alleged coup attempt, including the editor of El Nacional, which is one of the Venezuelan newspapers most openly critical of the government. He feared he would be arrested if he didn't show up. "I was worried because there's no independent justice here," he said. Navarro is keeping a low profile, working with other students on a plan to re-ignite street protests. He says he is determined not to show fear in the face of the accusations. But Hugo Perez, a sociology professor at the Universidad Central de Venezuela, says activists have reason to worry. When a government starts talking about opposition plots, any target "is no longer a political adversary — it is the local agent of a foreign conspiracy and therefore an absolute enemy," he said. For two years, Perez has run a blog devoted to tracking Chavista conspiracy theories. Lately, he's had enough material to post several times a week.

25 students killed as train hits bus in Telangana

hyDeRABAD, July 24 (tNN): 25 students died and several others suffered severe injuries when a school bus was hit by Nanded Passenger train at an unmanned railway level crossing in Masaipet village of Medak district on Thursday morning. All the students belong to Kakatiya Techno School in Toopran. The mishap occurred at 9.10am on Thursday morning when the school bus was crossing an unmanned level crossing at Masaipet village. When the accident occurred, there were 40 students from Islampur and Zakeerpalli villages in the bus and the incident occurred while the students were going to school. Villagers allege that there was no one at the railway gate and this resulted in the accident. Railway authorities, for reasons best known to them had left the gate works unfinished at the level crossing. Villagers alleged that they had brought to the notice of railway officials, the need for a railway gate to avoid accidents. They alleged that several accidents had occurred at the spot in the past. The impact of the collision was so severe that the train dragged the bus for about a kilometre. ‘School bus driver was speaking on mobile’ hyDeRABAD, July 24 (AgeNcies): The driver of the ill-fated school bus was speaking on his mobile phone while the vehicle was crossing the unmanned level crossing near Masaipet on Thursday morning, resulting in the bus being rammed by the Nanded passenger train, railway authorities said. The bus usually took another manned crossing a little distance away everyday, P.K. Srivastava General Manager, South Central Railway, who was at the accident spot, said. The single track runs straight for miles, parallel to National Highway 44 and there was no way either the locomotive pilot or the bus driver could cite ‘obstruction of vision’ as the reason. Railway officials said the school, situated about three km away from the spot, started its classes at 9.15 a.m. every day and that was why the driver was speeding. “A delay of a few minutes does not matter. Just because the driver did not wait, these young lives were lost,”

death toll might increase as several more students suffered injuries. “Immediately after the incident, we dispatched relief vehicles from Secunderabad and Hyderabad. All our senior officials have reached the place and our general manager is also going there to personally supervise the relief work,” the CPRO said. The injured students were rushed to various hospitals in Toopran town.

In the past four years, the SCR has been on a drive, removing 514 UMLCs of the total of 1,100 in the SCR’s jurisdiction. Currently, 640 of them remain. “We are ready with an action plan to completely remove each and every UMLC by the financial year 2016-17. Till such time, we earnestly appeal to road users to exercise caution. Stop, Look and Go is a basic rule that will prevent such accidents. We are committed to removing every UMLC,” he reiterated. Asked about the number of accidents at UMLCs, the senior officer said that it was declining. “In the year 2011-12, five accidents took place, followed by three in 2012-13 and one in 2013-14. This year this is the first and we are sparing no effort to see that such accidents do not recur,” Srivastava stated.

Misuse of pharmaceutical drugs rising in India, says UN official New Delhi, July 24 (iANs): After cannabis and heroin, the misuse of pharmaceutical drugs is rising among subcontinental drug users because of their easy availability at cheap rates and this is a cause for concern, a top UN official has said. “Cannabis is easily available in India, Nepal and Bangladesh. Heroin is also available at cheaper rates, but there are also pharmaceutical drugs which are very cheap in this region and is a serious problem,” Cristina Albertine, the South Asia representative of the United Nations Office on Drugs and Crime (UNODC), told IANS in an interview. Recalling one of her visits to a drug rehabilitation centre in Kolkata, Albertine said: “I had gone to a Kolkata rehabilitation centre where all the clients were rickshaw pullers who injected heroin to cope up with the life. “The drugs are very cheap in the region. As you (India) are very close to Afghanistan and Myanmar, heroin is very cheap there. I guess that the regions close to productive sites get heroin at very cheap rates,” Albertine said in the interaction at the UNODC India office here. According to Albertine, misuse of pharmaceutical drugs poses a serious problem for India and South Asian countries because of their availability at low prices. “You don’t need too much financial security to be able to afford it,” she said. Then it comes through Pakistan to India.” “You also have some influx from Myanmar into northeast (India). Then you have the synthetic drug which comes from Southeast Asia and often through Myanmar and Bangladesh.” The UNODC has no exact figure of drug addicts in India since the Indian government has not maintained such records since 2001, Albertine said. “We don’t have any national survey. India had done a survey in 2001, which was published in 2004,” Albertine said. India has over 70 million drug addicts, according to a survey conducted by the Social Justice and Empowerment Ministry and UNODC. Albertine said Bangladesh and Sri Lanka have also not conducted drug surveys, though Nepal did so a while ago.

Israeli fire hits UN facility in Gaza, killing 15

gAZA CITy, July 24 (AP): Israeli tank shells hit a compound housing a U.N. school in the Gaza Strip on Thursday, killing at least 15 people and wounding dozens who were seeking shelter from fierce clashes on the streets outside, Palestinian officials said, as Israel pressed forward with its 17-day war against the territory’s Hamas rulers. Pools of blood stained the school courtyard in the northern town of Beit Hanoun, amid scattered books and belongings. There was a large scorch mark in the courtyard marking the place where one of the tank shells hit. Dozens of people, including children were wheeled into a nearby hospital as sirens wailed. The strike occurred during a day of heavy fighting throughout the coastal territory. Israel says the war is meant to halt rocket fire from Palestinian militants in Gaza and destroy a sophisticated network of cross-border tunnels. International efforts to bring about a truce appeared elusive, with the violence continuing and Hamas reiterating its demand for a cease-fire that a crippling Egyptian and Israeli blockade on Gaza be lifted. Gaza health official Ashraf alKidra said the dead and injured in the school compound were among hundreds of people seeking shelter from heavy fighting in the area. UN wants ‘thoroughly inclusive’ govt in Iraq

BAghdAd, July 24 (IANS): Visiting UN Secretary-General Ban Ki-moon Thursday called for the formation of a “thoroughly inclusive” government in Iraq as the country grapples with increasing violence and chaos. “Iraq is facing an existential threat but it can be overcome through the formation of a thoroughly inclusive government,” Ban told a joint press conference after his meeting with Iraq Prime Minister Nuri al-Maliki. It must be a government “that can address the concerns of all communities, including security, political, social and economic matters... (and) in which all Iraqis, regardless of background, feel represented”, the UN chief said. He also urged Iraqi political leaders to “fulfill their responsibilities to ensure that the government formation process falls within the constitutional timetable”, Xinhua reported. “It is important for all leaders to fully engage in a meaningful and constructive dialogue with one another, to successfully counter terrorism, strengthen democratic political processes and institutions, respect the rule of law and human rights, and promote inclusive development,” Ban said. Maliki confirmed that the Iraqi authorities would respect the time table of the political process and that the country was on the path of democracy despite facing a violent Islamist insurgency. “We have assured the secretary-general that the political process is ongoing and we continue to adhere to the constitution and its obligations despite the obstacles that hamper Iraq,” Maliki told the news conference. “We are working, according to the results of the (April 30) elections of the Council of Representatives, and managed to elect the speaker and today to elect the new president of the republic,” Maliki said, a few hours before the parliament voted in Fuad Masoum to be declared the new President of Iraq. “Although we have problems, as a country (in which) democracy and its mechanisms just came around 10 years, but we are marching steadily toward democracy,” Maliki said. TOKyO, July 24 (AP): Improvements in life spans, education and incomes are slowing due to natural disasters, misguided government policies and worsening inequality in a world where the 85 richest people have as much wealth as the 3.5 billion poorest, the United Nations said Thursday in its annual human development report. With nearly a third of humanity poor or vulnerable to poverty, governments need to put a higher priority on creating jobs and providing basic social services, the United Nations Development Program said in the report, launched in Tokyo. It warned that improvements in longevity, education and income,

which are the three main components of the UNDP’s influential index of human development, are slowing due to worsening inequality and economic disruptions, to droughts and other natural disasters and to poor government policies. But the agency also said the solutions are not complicated. “As this report says, it’s not rocket science,” UNDP head Helen Clark said in an interview before the report’s release. “Where people do address these things, development can come along very, very nicely. Where they haven’t addressed a lot of vulnerabilities and development deficits, as in Syria, it all comes spectacularly unstuck.”

Eradicating poverty is not just about “getting to zero,” Clark said, “but about staying there.” Most people in most countries are doing better than ever before thanks to advances in education, technology and incomes, the report said. But it notes a “widespread sense of precariousness in the world today in livelihoods, the environment, personal security and politics.” Nearly half of all workers are in insecure or informal employment while some 842 million, or about 12 percent, of all people go hungry, it said. The report ranks Norway at the top of the Human Development Index, followed by Australia, Switzerland, the Netherlands and the United States. Among Asian countries, Singapore leads at No. 9, followed by Hong Kong and South Korea at 15. Despite its lead in longevity, Japan is ranked 17th due to its lower income and schooling measures. The report reflects the growing conviction among many working in global policymaking and poverty alleviation that the gains made in the late 20th century risk being eroded by climate change, a global “race to the bottom” by big corporations that is forcing more and more workers to live on less and government budgets “balanced on the backs of the poor,” said Khalid Malik, a lead author of the report. The UNDP report, published annually since 1990, is intended to in-

form and influence policy makers. Governments watch the rankings carefully, and “When they don’t do well they put a lot of pressure on us to change the rankings,” Malik said. It cites exhaustive data to illustrate the costs both within countries and on a global scale of growing inequality, at a time when the 85 richest people in the world have as much wealth as the 3.5 billion poorest people. “Most problems are due to inadequate policies and poor institutions,” Malik said. “It’s not innate that people have to suffer so much.” Such issues apply not just to the poorest countries but to some of the wealthiest. When the index is adjusted for internal inequalities in health, education and income, some of the wealthiest nations drop out of the UNDP’s top 20. The U.S. falls from 5 to 28 on that list, South Korea drops from 15 to 35, and Japan falls from 17 to 23. Concerns over inequality and job insecurity are rising in Japan despite its emergence from years of economic doldrums as welfare rolls reach record levels and the poverty among its children has surged past 16%% for the first time since the government began keeping track 30 years ago. Income support, job creation policies and equitable access to health, education and other services, are investments in “human capital” that can secure faster, more sustainable growth in the long run, the report says.

Taiwan airline suspects bad weather caused crash

TAIPEI, July 24 (AP): An airline said Thursday it suspected typhoon weather caused one of its planes to crash land on a small Taiwanese island, killing 48 people. The ATR-72 operated by Taiwan’s TransAsia Airways was carrying 58 passengers and crew when it crashed into houses on the Penghu island chain in the Taiwan Strait between Taiwan and China late Wednesday, authorities said. The plane was on a flight from the city of Kaohsiung in southern Taiwan. Two people killed on the plane were French citizens and the rest Taiwanese, an airline representative, Phoebe Lu, told The Associated Press on Thursday. The airline identified the French passengers as Jeromine Deramond and Penelope Luternauer. The airline said one of the injured 10 survivors had gone home, and that five

local residents had been hurt on the ground but they were also treated and released. The twin-engine turboprop crashed while making a second landing attempt, Taiwan transportation Minister Yeh Kuangshih told reporters. Penghu, a scenic chain of 64 islets, is a popular tourist site about 150 kilometers (90 miles) southwest of the Taiwanese capital, Taipei. The crash of Flight GE222 was Taiwan’s first fatal air accident in 12 years and came after Typhoon Matmo passed across the island, causing heavy rains that continued into Wednesday night. President Ma Yingjeou called the crash “a very sad day in the history of Taiwanese aviation,” according to a spokesman for his office, Ma Wei-kuo, the Central News Agency reported. The agency said the plane’s captain had 22 years of flying experience and the co-pilot had 2-1/2 years. The airline was offering the family of each victim about $6,600 and paying another $27,000 for funeral expenses, the agency reported. The plane came down in the village of Xixi outside the airport. BUDAPEST, JULY 24 (AP): Lewis Hamilton will be aiming to win his third straight Hungarian Grand Prix on Sunday and fifth overall as he chases Mercedes teammate Nico Rosberg for the championship lead in the last race before the summer break. Mercedes has won nine of the season's first 10 races and Rosberg leads the drivers' standings with 190 points, 14 more than Hamilton. Daniel Ricciardo of Red Bull is third with 106 points. If previous results are anything to go by, Rosberg would not seem to have much of a chance to hold off Hamilton. Rosberg's last three placings at the winding, slow Hungaroring circuit have gone from bad to worse — ninth, 10th and 19th. Hamilton, meanwhile, won in 2012 and 2013 and was fourth in 2011. He also took the top spot on the podium in Hungary in 2007 and 2009. "I don't really have any secrets there," Hamilton said. "I've just been very fortunate in that race and it's a circuit I really enjoy. It's one where you can really at-

Stimpson wins gold in women's triathlon Medals assured for Indian judokas GLASGOW, JuLy 24 (AFP): England's Jodie Stimpson won the women's triathlon gold at the Commonwealth Games on Thursday, the first medal of the multi-sport event. Stimpson, a silver medal winner in the World Triathlon Series in 2013, sprinted clear with 400 metres remaining of the final 10km run to win a thrilling race that started with a 1.5km swim in and a 40km cycle around Strathclyde Loch. Canada's Kirsten Sweetland claimed silver, with England's Vicky Holland taking bronze in warm, sunny conditions, with water temperatures of 20.9 degrees Celsius and air of 21.8. With a lap to go of the gruelling run, Stimpson was joined by Sweetland and fancied Australian Emma Jackson, who had done well to make up a 25-second deficit from the swimming, in a lead group of five. Olympic champion Farah pulls out of CWG GLASGOW, JuLy 24 (ReuteRS): Olympic and world middle distance champion Mo Farah withdrew from England's Commonwealth Games team on Thursday, saying he was not fully fit following a recent illness. The 31-year-old Farah, who won the 5,000 and 10,000 metres titles at the London Olympics and the world championships in Moscow last year, was preparing to run both distances in Glasgow. But he said he had decided to remain at his training camp in Font Romeu in Switzerland to concentrate on being fit for next month's European Championships in Zurich. COLOMBO, JuLy 24 (ReuteRS): Former captain Mahela Jayawardene hit a classy unbeaten century to help Sri Lanka close on 305 for five on the first day of the second test against South Africa on Thursday. In a chanceless six hours at the crease, Jayawardene finished on 140 not out made off 225 balls including one six and 16 fours to give Sri Lanka a solid start in their bid to level the two-match series. It was Jayawardene’s 34th test hundred and his 11th at this ground. Debutant Niroshan Dickwella was unbeaten on 12 at the close. South Africa picked up two wickets in the final session, dismissing captain Angelo Mathews for 63 and Kithuruwan Vithanage for 13. Mathews, attempting to cut JP Duminy, gave wicketkeeper Quinton de Kock a catch to end a fourth-wicket partnership of 131 with Jayawardene. Vithanage never looked comfortable against shortpitched deliveries and was hit on his visor by Dale Steyn. He eventually fell to a sharp rearing delivery from Morne Morkel which he fended to AB de Villiers at third slip. Jayawardene joined Indian Sunil Gavaskar and West Indian Brian Lara on 34 test centuries, reaching the milestone in the final over before tea when he swept a Dean Elgar full toss for two. The South African bowlers toiled on an unresponsive batting pitch at the Sinhalese Sports Club as Sri Lanka added 97 runs in the afternoon session. Steyn, man-of-the-match in South Africa's 153-run victory in the first test at Galle, rocked Sri Lanka in the morning, sending back Upul Tharanga for 11 and Kumar Sangakkara for a golden duck with short-pitched deliveries. Tharanga gloved a catch to De Kock as he failed to avoid from a rising ball and Sangakkara fluffed a pull and top-edged a simple catch to Imran Tahir at square leg. South Africa captured the wicket of Kaushal Silva (44) in the last over before lunch when the batsman edged a Duminy delivery to De Villiers at slip.
