DIMAPUR, JULY 26 (MExN): Nagaland Lok Sabha MP, Neiphiu Rio on Tuesday stated that the Prime Minister Narendra Modi and the Government of India has approved for developing Chiethu Greenfield Airport in Kohima under the new Civil Aviation Policy. A press communiqué received from MP Rio said the development of Chiethu Airport has been a long felt desire of the people of Nagaland and actively pursued since the past decade for its realization. Keeping in view of the State capital not having an airport and the overall poor air connectivity in the State and the North East Region, Rio requested the GoI to take up the Chiethu Airport as a national project and to undertake development of air services and improvement of air connectivity in the northeastern region as topmost priority. The Nagaland MP also congratulated the Government of India for approving the new Civil Aviation Policy, which has already come into effective implementation.

Irom Chanu Sharmila has been fasting for 16 years now to demand the repeal of the draconian Armed Forces (Special Powers) Act (AFSPA) in order to demilitarize the North East region. Given the “ailing support” to the struggle, though, she has decided to bring her hunger strike to an end. In its place, she may contest elections as an independent candidate on the single issue of AFSPA. The human rights activist said she would join politics to continue her movement which she said lacks support from the public. “I’m tired of the people’s ailing support to my struggle. I’ve decided to contest election but the agenda will be the issue of AFSPA always,” she told journalists after a court appearance here on Tuesday. The anti-AFSPA crusader said she will announce the date for ending her fast on August 9 next when she will again appear before the court of Chief Judicial Magistrate, Imphal West. “The only way to bring change is electoral process. I will stand as an independent candidate from Malom constituency. My single issue would be to remove AFSPA from the state. In my next hearing in the court on August 9 I will end

my fast,” she said. Sharmila, also known as the ‘Iron Lady’ of Manipur, expressed strong displeasure against political leaders for failing to show solidarity with her movement. She also expressed dismay over the participation of young school students in the current intensified ILP agitation spearheaded by the Joint Committee on Inner Line Permit System (JCILPS). The decision taken by Sharmila left many people and rights activists in Manipur surprised. Human rights activist Babloo Loitongbam said he needs to confirm the ‘surprising stance’ taken by Sharmila. The activist started her fast on November 2, 2000, after the massacre of 10 civilians at Malom in Imphal. Having refused food and water for more than 500 weeks, she has been called “the world’s longest hunger striker.” On International Women’s Day, 2014 she was voted the top woman icon of India by MSN Poll.

Now Govt. needs to do its part: Amnesty Amnesty International India said Irom Sharmila’s fight against AFSPA takes a new course. “With this decision Sharmila’s iconic fight against AFSPA is bound to take a new course. This also comes at a time when the Supreme Court has ordered 1528 cases of alleged extrajudicial execution in Manipur over the last two decades to be investigated. Now the government needs to do its part to pave the way for the repeal of AFSPA,” stated Arijit Sen, Project Manager at Amnesty International India in a press communique. According to Amnesty International India, “Prisoner of Conscience” Irom Sharmila Chanu has taken an individual decision to end her 16-year-old fast against the Armed Forces (Special Powers) Act, a particular date for which she will announce on August 9. Meanwhile, Amnesty International India called on the Manipur government to “immediately and unconditionally” release the activist and to drop all charges against her.

DIMAPUR, JULY 26 (MExN): A daylong consultative meeting on “Naga Peace Process with special reference to Nagas of Nagaland” was held with Nagaland Tribe Hohos (NTC), civil societies and intellectuals on July 26 at APO Hall, Kohima. A press statement issued by Nagaland Tribes Council (NTC) president Lendinoktang Ao and general secretary Nribemo Ngullie said the august gathering after threadbare discussion on crucial issue had unanimously decided to issue a statement which had four points. The statement stated that, the Nagas of Nagaland had initiated and spear headed the Naga

National Movement and integration and still remain the backbone of the struggle. Whereas, it noted that the present trends of political negotiation tend to “ignore the importance of the Nagas of Nagaland.” It also maintained that the Nagas of Nagaland have no intention to “unduly interfere in such negotiation, which is found exclusive for Naga brethren outside the State of Nagaland.” Finally it said, “Nevertheless, the negotiation to be inclusive of other Naga National Political Groups (NNPGs) and the Nagas of Nagaland be taken in to confidence prior to finalization of such agreement.”

With the existing regulatory regime deterring investment in the sector and inhibiting the pace of growth in bamboo and its related activities, stakeholders believe that reviewing and fine-tuning regulations will significantly boost the growth of the bamboo sector as an industry. With this as the mission objective, the Confederation of Indian Industry (CII) together with stakeholders has been lobbying for introducing uniform guidelines for the bamboo sector nationwide. As part of the objective, the CII in collaboration with the Nagaland Bamboo Development Agency

(NBDA) organised the third in a series of round table discussions on ‘Bamboo Transit and Regulatory Regime in North East India’ on July 26 at the Bamboo Resource Centre, Dimapur. Resource persons from the Government of India, CII, Nagaland State government and entrepreneurs from the NE region participated in the daylong discussions. Minister for Forest, Environment & Wildlife, Dr. Nicky Kire; Parliamentary Secretary for Industries & Commerce, Amenba Yaden and Advisor, NBDA, Naiba Konyak also addressed the inaugural session. Evolving actionable agenda for streamlining the bamboo access and transfer regime formed the basis of

As India celebrates 17th Kargil Diwas on July 26, the official day when the Indian army declared victory in the ‘Kargil War’ (May – July 1999), two Nagas played decisive roles contributing to the victory. Just 17 days short of his 25 birthday, Late Captain Neikezhakuo Kenguruse of Nerhema village made the ultimate sacrifice on June 28, 1999. The sacrifice led to the capture of ‘Black Rock’ in Drass Sector, Jammu and Kashmir. According to Indian Army account, Captain Kenguruse led a commando team to take out a strategic machine post held by the enemy on a cliff face. This position, as per the ac-

count, was holding off the battalion’s progress in the sector. As the team scaled the cliff face, he was shot on the abdomen. Wounded and bleeding, he went on to scale a sheer rock wall barefoot, just beyond which lay the machine gun post. Clearing the wall, he fired his rocket launcher at the enemy position and charged firing from his rifle. He downed four men – two with his rifle and two more with his commando knife before his martyr. Sepoy Imliakum Ao from Chuchuyimpang Village, Mokokchung, born on July 25, 1976, joined the 2nd Naga Regiment before the age of 17 in May 1994. His citation in the Indian Army MVC Awardees states that Sepoy Imliakum Ao formed part of an Assault Group that was tasked to silence a sen-

try guarding the outer perimeter of an enemy mortar position on July 8, 1999. The mortar position was at a height of 15,000 feet in the Mushkoh Valley in Jammu and Kashmir. The account of the assault states that he neutralised the enemy sentry and another before storming the mortar position alongwith the assault group. The capture of the post resulted in the recovery of a huge stockpile of ammunition, including 120mm and 81mm mortar shells. Imliakum Ao is presently in the 2nd Battalion, Jat Regiment. Late Caption Neikezhakuo Kenguruse and NK Imliakum Ao were awarded the Mahavir Chakra (MVC), the second highest military decoration in India, after the Param Vir Chakra.

And considering that several National Highway projects are being taken up in the Eastern region of the State, the Cabinet has decided to post at Mon of the National Highway Division office with 5 sub divisions to be placed in other parts of the region. He pointed out that delays in road projects were caused in the past when villagers, citing Article 371 A, claimed ownership of the land and demanded exorbitant rates for compensation. In this, he lauded the efforts of the Konyak Union to get NOCs from all the villages through which the Highways are to pass through and asked for the cooperation of the people. On the occasion, the Chief Minister also lauded the ENSF for working commendably, not only for the students, but also for the people of the entire Eastern Nagaland. “They have been actively functioning as an effective watch dog to oversee the functioning of various Government departments and their officers. They have also acted as a powerful pressure group to influence Government’s policies and decisions on many occasions,” Zeliang stated.

A press release stated that during the fortnight, different activities on family planning such as display of posters and banners on Family Planning were displayed in all the health units. Condoms, Oral Contraceptive Pills (OCP) and Emergency Contraceptive Pills were given to those who opted for temporary

family planning method. Counselling service on family planning was also given in all the health units and leaflets on family planning printed on local dialects were distributed. Total 56 female sterilizations (Tubectomy) and six male sterilizations (NSV) was carried out at District Hospital, Phek during the forthnight by Dr. Lhishelo MO Chizami and team. Also total of 102 IUCD (Intra Uterine Contraceptive Device) and 2 PPIUCD

"Incessant rain in the past few days and the back flow of Brahmaputra has affected 35,002 person in the plain belts area under Selsella block," district Deputy Commissioner Pravin Bakshi said today. As per reports of Gram sevikas, 6645 households in 71 villages were affected after which nine relief camps have been set up at different

locations, Bakshi told PTI. At least 40 families consisting of over 110 people were housed in the relief camps and the numbers may increase as rains continue in the entire north eastern region. The State Emergency Operations Centre and the Met department issued flood warnings especially in the low lying villages in the plain belts of the district, a disaster management official said. All district officials and BDOs, police and medical personnel have been asked to be alert in this situation.

Based on the Army input, a joint team of Assam Rifles and police launched an operation in the jungles near Wara on Jayrampur Road, a police spokesman said. An exchange of fire took place between the militant and the team early in the morning. Later, during search, a bullet ridden body of the suspected ULFA(l) cadre was found. One revolver and three ammunition were found from the spot, he said. A haversack containing camouflage dress, ULFA-I badge, etc was also recovered.

ITanagar, July 26 (agEnCIES): The situation in flood-ravaged Namsai and East Siang districts of Arunachal Pradesh continued to be grim on Tuesday even as water level of several rivers in other affected areas showed a receding trend with an improvement in weather condition. The flood situation at Namsai, the worst-affected district, worsened with reports of fresh areas being inundated by Noa Dehing, Tengapani and Jengthu rivers, which were flowing above the danger mark. Meanwhile, the flood situation in Assam is critical, reported The Hindu, with the waters of the Brahmaputra River and its tributaries submerging houses and agricultural fields of 12.5 lakh people in 18 districts, besides inundating the Kaziranga National Park (KNP) and Pobitora Wildlife Sanctuary. The Hindu report added that an adult male rhino drowned in the KNP and its carcass was recovered. Heavy rains and floods have killed at least seven people and forced around 1.2 million to leave their water-logged homes in Assam. The Army on Tuesday used boats to rescue thousands of people stranded on the roofs of their homes and moved them to safer areas. Myntra acquires India has lost international arbitration case: Devas fashion e-store Jabong

CheNNAi, July 26 (iANS): India has lost its arbitration case in an international tribunal against the Bengaluru-based Devas Multimedia Private Ltd. for cancelling the space/ satellite contract with the government-owned Antrix Corporation, Devas said on Tuesday. In a statement, Devas said: “A Permanent Court of Arbitration (PCA) tribunal has found that the government of India’s actions in annulling a contract between Devas and Antrix Corporation Ltd., and denying Devas commercial use of S-band spectrum, constituted an expropriation.” The ruling on Monday was the second by an international tribunal arising out of the cancellation of the Devas-Antrix contract, the statement added. The Hague-based Permanent Court of Arbitration tribunal (PCA) also found that India breached its treaty commitments to accord fair and equitable treatment to Devas’s foreign investors. Antrix is the commercial

arm of Indian space agency, the Indian Space Research Organisation (ISRO). The PCA regularly administers cases involving states, including investment treaty claims brought under the arbitration rules of the United Nations Commission on International Trade Law (UNCITRAL), said Devas. According to Devas, the unanimous decision included the arbitrator appointed to the tribunal by India. In an earlier decision, an International Chamber of Commerce (ICC) tribunal in 2015 found unanimously that Antrix’s repudiation of the Devas-Antrix contract was unlawful, and awarded Devas damages and preaward interest of approximately $672 million, plus post-award annual interest accruing at 18 per cent until the award is paid in full. The courts in the United Kingdom and France have recognised the ICC award and held it to be enforceable. According to Lawrence Babbio, Chairman of Devas, with the PCA award, two in-

ternational tribunals have now unanimously agreed that financial compensation should be paid after annulment of Devas’s rights. “Other courts in France and the United Kingdom have agreed that the award against Antrix ought to be enforced. We prefer a mutually agreeable resolution of this matter. But until that occurs, Devas and its investors will continue to press their claims before international tribunals and in courts around the world,” Babbio was quoted as saying in the statement. The PCA tribunal unanimously found that by annulling the contract in 2011 and denying the commercial use of S-band spectrum, the Indian government expropriated the investments of Devas’s foreign shareholders and also acted unfairly and inequitably, thus making it liable to pay financial compensation. Antrix entered into an agreement with Devas in 2005 for the long-term lease of two ISRO satellites operating in the S-band.

However, the then United Progressive Alliance government cancelled the controversial contract in February 2011, invoking sovereignty and decided to use the advanced satellite for the country’s strategic use. Under the annulled deal, Antrix was to lease satellite transponders to Devas for allowing it to offer digital multimedia services using the S-band wavelength (spectrum), reserved for strategic purpose. Incidentally, the space agency launched the GSAT6 on August 27 from its spaceport at Sriharikota in Andhra Pradesh, about 90 km north of Chennai, as a communication satellite, using a heavy rocket. In June 2016, the Enforcement Directorate (ED) had issued a notice to Devas for alleged violation of foreign exchange laws involving around Rs 1,200 crore. According to a government statement, Devas

As a result, the ED said, the FDI received by the firm was contrary to the conditions specified in the approvals granted by Foreign Investment Promotion Board. The extent of contravention on the said count is Rs 578.54 crore, the ED said. The ED also charged Devas Multimedia with contravening the FDI regulations under FEMA for assuring for-

The extent of violation on this count is Rs 67.50 crore, the ED said. According to the probe agency, a show cause notice has been issued to the Indian investors, the persons responsible in the Indian company, including its directors and foreign investors. The ED has initiated the adjudication process. In case the alleged contravention is proved in the adjudication proceedings, the noticees are liable for penalty under FEMA, which may be imposed up to thrice the sum involved in such contravention.

The pay panel outlay is pegged at Rs 1.02 lakh crore (or over $15 billion) from the government treasury during the current fiscal year. The 16 per cent pay hike and 24 per cent increase in pension, with arrears from January this year, will affect 47 lakh serving central government employees and 53 lakh pensioners. With regards to the allowances, Union Finance Minister Arun Jaitley late last month said till a final decision was taken by a panel headed by the Finance Secretary, all existing perks will be paid at the “existing rates”. The notification said as regards to the annual increment, instead of the earlier July 1, now there will be two dates of January 1 and July 1. In a year the employee will be entitled for increment at one of these dates depending on his date of appointment, etc. The minimum monthly salary of a central government employee has been fixed at Rs 18,000 from earlier Rs 7,000. The maximum will now be Rs 2.5 lakh for the Cabinet Secretary, which is more than double the current pay of Rs 90,000 a month for the country’s top bureaucrat. For other officers in the top scale -- secretary or equivalent -the monthly salary will now be around Rs 2,25,000.

No annual increment for nonperforming Govt employees New Delhi, July 26 (PTi): Non-performing Central government employees will not get annual increment if their performance is not upto the mark, the Centre has said. The benchmark for performance appraisal for promotion and financial upgradation has been enhanced to “very good” from “good” level, the Finance Ministry said in an order notifying implementation of Seventh Central Pay Commission’s recommendations. The Modified Assured Career Progression (MACP) scheme will continue to be administered at 10, 20 and 30 years of service as before, the Ministry said as it “accepted” the pay panel’s recommendations. The recommendation of “withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service” has been “accepted”, it said. The pay panel had in its report to the Centre said that there is a widespread perception that increments as well as upward movement in the hierarchy happen as a matter of course. “The perception is that grant of MACP, although subject to the employee attaining the laid down threshold of performance, is taken for granted. This Commission believes that employees who do not meet the laid down performance criterion should not be allowed to earn future annual increments. “The Commission is therefore proposing withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service. This will act as a deterrent for complacent and inefficient employees,” it had said. There are about 50 lakh Central government employees.

Raising the issue during the Zero Hour, Viplove Thakur (Cong) said “advertisements of products like Fair & Lovely and Ponds face creams are demeaning for women.” Every cream promises to make them fair, but the results of such claims are never tested, she said. Such advertisements should be stopped and these “should be banned,” Thakur said. Women, she said, were developing a complex because of such advertisements. Asking whether these products were actually tested by the concerned agencies before they hit the market, Thakur asked the government to take note of the “false promises” being made through these advertisements.

Gurgaon-based Jabong is a major fashion multibrand e-store with 1,500 global brands, sports labels, Indian ethnic and designer labels. “Post-acquisition, Myntra and Jabong will have a combined base of 15 million monthly active users, offering best of brands to Indian consumers,” Myntra said in a statement here. ENCSU serve ultimatum to Nagaland Chief Secy DIMAPUR, JULY 26 (MExN): With the Nagaland Government and Department of Technical Education failing to fulfill the memorandum served on July 20 by the Eastern Nagaland College Students’ Union (ENCSU), the Union on Tuesday served another ultimatum of six key demands. This time, the ultimatum was addressed to the Nagaland Chief Secretary by ENCSU chairman M Longre Chang and joint secretary Nokchem Angth. In the first, the Union demanded that counseling for the 2016-17 NSEE batch should not be conducted without fulfilling the prior demands made by the ENCSU. That, there should be an immediate review of NSEE results 2016 declared on July 15 by the Department of Technical Education vide no. DTE/ ESTT-2/12/2016-17/ and

allocate the four seats missing from the backward tribe (BT) quota to candidates belonging to the said category either by conducting re-examination or by awarding grace mark. The Union demanded that backlog seats from past 1 year (2015-2016) should be given back to backward tribes without any consideration in order to deliver justice to the candidates from the deprived areas. It also asked the Nagaland Government to strictly implement the Govt. Notification vide No.HTE/ RESERV/23-1/2012 (Pt) under Reservation Part II Clause (a). The Union also asked the Government to strike out the Part III Selection Clause (d) from the same notification mentioned in ENCSU ultimatum point-4 as it is against the BT reservation policy of the Government.

Contractors' union demands Lokayukta in Nagaland soon KohIMA, JULY 26 (MExN): In the face of prevailing high rate of corrupt practices in the State by legislators/politicians and public servants, the Nagaland Govt. Registered Class-1 Contractors’ Union (NGRC-1 CU) has demanded to establish Lokayukta in Nagaland in order to curb corruption. A press release from NGRC-1 CU General Secretary, L. Pukhato Shohe and President, Seyiekuolie stated that corrupt practices give birth to “disunity, protest, bandhs, riots, confusion, anti-national, selfishness, a big differences between the haves and have nots.” NGRC-1 CU also informed that it fully endorsed the speech of NVCO President & Advocate Kezhokhoto Savi at St. Joseph’s College, Jakhama on July 19, who had said that the present legislators in Nagaland State Assem-

bly simply avoid Lokayukta to avoid checking them. Some of the legislators, he said, may even be punished if it is implemented. Delaying the establishment of Lokayukta in Nagaland is simply encouraging corruption, Savi had added. The visits were part of their activities to strengthen the institutional care, counseling and support service. The Secretaries of the two District Legal Services Authorities, Panel Lawyers, Para Legal Volunteers coordinated with the caretakers of various homes and jail authorities in the respective districts to ensure special care service and sensitized the inmates and children on basic rights. Monitoring and assessment were also done to ensure and provide legal assistance to the inmates, a press release informed. In Mon district, Phuleto, Judicial Magistrate first class and Secretary of

Mon District Legal Services Authority along with Legal Aid Counsel and Assistant Public Prosecutor visited Mon district Jail, Observation Home, and John 3:16 specialized adoption center and orphanage. Later, an interactive session and counseling was conducted on the principle that every child has the right to be informed, right to be heard and to express views and concerns freely, the release stated. The inmates were also informed about the available legal aid counseling and legal assistance under the Legal Services Schemes which is provided free of cost to

Kano, Civil Judge and Secretary of Tuensang District Legal Services Authority. Reality Check

T

he confession made by NBCC General Secretary during the recent clean election campaign calls for a reality check. It seems like an honest submission, nonetheless a ‘politically’ correct statement in consideration of a fitting prologue to the campaign. Though very belated, yet, it is made more conspicuous by the timing of the confession in relation to the clean election campaign. Was it a sudden realisation leading to the confession that the Church has failed? Bringing in the reality check, a more pertinent query is whether the Church has truly realised where it has failed as Church, and as leaders. The answer to this encapsulates the degree of truth and honesty about the confession, more so the truth about the status of the Churches today. A reality check is thus vital to determine whether the Church and the whole of Christendom is working on building a clean kingdom of God. Coming to the NBCC project “clean election”, it requires a critical enquiry beginning with a holistic understanding of what it means to be ‘clean’ and thereupon envision the idea of a clean election. The existential predicament requires due warrant, and based on which the NBCC has come up with a pledge card. For this, the Church as a whole and the people in it needs to clean itself and pledge to be clean before God. It requires a bottom–up confessional approach beyond the ‘groundwork of morals’ as outlined in the pledge card (with the assertion that the election of ‘right’ leaders is a “birth right and a God-given responsibility”). If this is the groundwork, then it needs to go deeper into the underlying structures. The Church and the people in it need to bow to the power of the Church, and the kind of morality it injects through its religiosity should be the basis of transforming the self. In other words, the power and the religiosity of the Church should provoke the ‘moral selves’ of each individual in infusing a sense of moral responsibility in doing the desired action. The ‘will’ to change cannot come from what is written in the clean election pledge card but from within oneself through a self-realisation and transformation in relation to the Church and the concomitant Christian ethics and principles. Another aspect of clean election is the challenge to select and elect the right leader. Corruption from every section have only resulted in corrupt elections which have in turn breed bad governance, poverty, crime and social instability and even violence. The pledge points if taken with utmost sincerity, might lead to a ‘clean’ and ‘peaceful’ election but it does not have adequate cover to elect the right leader. Can the people decide the right leader? As of now only those with money and muscle power becomes the leader. The onus is on the people to shed all ‘selfishness’ with a ‘pledge not to sell ones soul’ and reverse this trend in selecting and electing the right leader and work collectively for a collective good of the society and for the future generations. In sum, the efforts of NBCC and the pledge points is appreciable but for it to work what is desired is a bottom-up approach with a sense of collective responsibility to be free from corruption and to fight against any corrupt practices and thereby create spaces for democracy to nurture. estuaries can become a power source

S

cientists have found a new source of clean energy that will join the existing list of solar, wind, and hydropower, says a report in Nanowerk News, a leading nanotechnology portal. The new source -- called osmotic power -- is generated by a process called "osmosis" that occurs when fresh water comes into contact with salt water through a thin membrane. During osmosis, the salt "ions" pass through the membrane into the fresh water until both fluids have the same salt concentration. And since an ion is simply an atom with an electrical charge, the movement of the salt ions constitutes a current that can be harnessed to generate electricity. According to the report, "researchers at Ecole Polytechnique Federale de Lausanne (EPFL) in Switzerland have developed an osmotic power generation system that delivers never-before-seen yields." Key to their discovery is a few atoms thick membrane made of molybdenum disulfide which they developed. The membrane has tiny holes, or nanopores, through which salt ions pass into the fresh water until the two fluids' salt concentrations become equal. As the ions pass through the nanopores, their electrons are transferred to an electrode. Thanks to its properties, the membrane allows positively-charged ions to pass through, while pushing away most of the negatively-charged ones. That creates voltage between the two liquids as one builds up a positive charge and the other a negative charge. This voltage is what causes the current -- generated by the transfer of ions -- to flow. According to the report, this is the first time a two-dimensional material has been used for this type of application. The power generation potential of the new system is huge. According to their calculations, a one square metre membrane with 30 per cent of its surface covered by nanopores should be able to produce 1-MW of electricity, enough to power 50,000 standard energy-saving light bulbs, the report said. "And since molybdenum disulfide, used for making the membrane, is easily found in nature or can be grown by chemical vapour deposition, the system could feasibly be ramped up for large-scale power generation." The researchers were able to run a nano-transistor from the current generated by a single nanopore and thus demonstrated a self-powered nanosystem. The report says that once the systems become more robust, osmotic power could play a major role in the generation of renewable energy by harnessing the potential of estuaries which are bodies of river water with a free connection to the open sea whose water is salty. While solar panels require adequate sunlight and wind turbines adequate wind, osmotic energy can be produced just about any time of the day or night provided there's an estuary nearby, it says.

Inequality: the nexus of wealth & debt

I

f we are to create a more equal world, and reduce the risk of financial meltdown, we need to cure ourselves not only of our love of debt, but of our love of wealth Debt. We love debt. Money is created by issuing debt. Our monetary system is debt-based. And because we measure economic growth in monetary terms, growth comes from debt. There is a direct relationship between rising debt, rising money supply and rising GDP. To reduce the burden of debt, and stop it building up again, would mean curing ourselves of our love of debt. And that has enormous social and political implications. It is by no means cost-free. Globally, debt has increased since the 2008 financial crisis. Much of this is in developing countries – in corporations and governments. China’s debt burden, both public and private, is already huge and still growing. Will its bubble burst? What would be the consequences? We don’t know. But other developing countries also have large debt burdens, especially in corporations. The extent of developing-country debt, both government and corporate, is becoming a matter of considerable concern to economists and policymakers. In developed countries, household debt remains a huge problem. In some countries, households are still deleveraging, preferring to pay off debt rather than spend. This puts a dampener on economic growth. In other countries, households have repaired their balance sheets, but are now reluctant to borrow. Though the lack of lending is not entirely due to households: in some countries, lending standards are now so tight that many households and smaller businesses can’t borrow at all. But there are some countries where households are borrowing wildly. In Sweden, debt secured on property is rising rapidly, fuelled by very low interest rates. Economic projections from the OBR forecast similar borrowing increases for UK households, though as yet there is little sign that UK households are willing or able to comply. But if they do not, the UK’s economic performance will disappoint. High and rising household debt backed by property creates financial instability. So does high and rising corporate and government debt, especially in foreign currencies. By encouraging borrowing against property and across borders, we may gain a little more economic growth – but at what price? Increasing the global debt burden in pursuit of economic growth will inevitably lead to another financial crisis somewhere in the world. It is not sustainable. But despite the risk that rising debt poses, those who wield power in our current political and social systems have no real interest in reducing the global debt burden. This is because the other side of debt is wealth. And we love wealth. Increasing wealth requires that a large (and growing) part of the world’s population is indebted. When one population reaches debt saturation point – they cannot or will not take on any more – those who want to create financial wealth move on to another, less indebted population. Rising debt for many, rising wealth for a few. Rising inequality. Globalisation reduced inequality between countries, but not within them. Within countries, inequality both of wealth and income is rising. And recent research shows that widening inequality harms both growth and prosperity. If we are to create a more equal

world, and reduce the risk of financial meltdown, we need to cure ourselves not only of our love of debt, but of our love of wealth. Wealth concentration & dispersion At a recent conference in Iceland, Harvard economist Carmen Reinhart called for a globally coordinated writedown of debt – a debt jubilee. She reminded us that the great economist John Maynard Keynes had called for such a write-down after World War I. But it took until 1934 for the debt bonfire to take place. And by that time, the world was already well down the road to World War II. Debt jubilee seems an attractive idea. Why not just write off all the debts, wipe the slate clean and start again? The problem is the fear of loss. If you write off debt, you also write off the associated wealth. And people who own wealth are very afraid indeed of losing it. “So what?” I hear you say. “Soak them. They have more than they will ever need”. This is a fair point. As inequality rises, wealth concentrates in the hands of a few. The global 1% control a large part of the world’s wealth. But the very rich hold the balance of power. While this remains the case, debt jubilee is politically out of the question. And even if the very rich could be soaked, there is a bigger problem. The rise of the middle class means that a majority now own some wealth. And they will not easily give it up. Middle class wealth owners fear loss far more than the very rich. And with reason. For them, a fall of – say – 30% in the value of their house is a considerable hit to their net worth, as argued by Atif Mian & Amir Sufi in their book House of Debt. It can completely wreck their plans. They may find themselves unable to sell if the value of the house is less than the mortgage. And if they were expecting in future to sell their house, move somewhere smaller and use the proceeds to supplement their pension, they may end up materially poorer in retirement. Similarly, if pensions and savings fail to deliver the returns they expect, they can end up poverty-stricken in old age. Understandably, they fear this fate. In general, older people tend to have assets, younger people tend to have debt. The assets of the old are the debt of the young. This is pretty obvious if you look at pensions, which are largely invested in corporate or government debt, the returns from which

are paid from the earned incomes of working people. It is perhaps less obvious in relation to property: but rising house prices mean younger people have to take on much higher mortgages than their parents. It would be a mistake to see this as an intergenerational problem, though. It is actually a class problem. The assetless have no assets to pass on. Their children inherit nothing, and in turn pass on nothing. In contrast, the children of the asset-rich inherit wealth they have not earned, and in turn pass that on to their children. The divide between those who have wealth and those who do not is set at birth and remains for life. If wealth holders were a tiny proportion of the population, then democratic pressure might be enough to end this injustice. But now they are a majority, democratic pressure reinforces it. Since the financial crisis, the UK government – fearful of the voting power of older people – has propped up property prices, increased state pensions to unaffordable levels, pumped up equity and bond prices, and offered savings vehicles at abovemarket rates to pensioners. All of these giveaways to well-off older people have been paid for by younger people, in the form of larger mortgages (or inability to buy a house at all), stagnant incomes and benefit cuts. But they solve nothing. They fail to address growing wealth inequality or the rising debt burden. They lock the younger & poorer into debt bondage. And when the elderly middle-class can pass their wealth on to their children with little or no penalty, debt bondage extends down the generations. Fixing inequality If we are serious about reducing wealth inequality, we could think about very high taxes on top incomes, and perhaps wealth taxes. And if we are serious about reducing income inequality – from which wealth inequality ultimately stems – we could think about a universal basic income coupled with a land value tax and a progressive income tax system. If we want to break the cycle of wealth inequality down the generations, we could impose very high inheritance taxes, perhaps as much as 100%, on unproductive assets such as residential property. And if we really want to end the dominance of debt in our monetary system, perhaps we should be looking at forms of money that are not backed by debt. These are radical ideas. They will inevitably be fiercely resisted by those with high incomes and significant

wealth. However, reducing inequality by redistributing wealth and income can only go so far. It is human nature to aspire to a higher income and more wealth: if there is no possibility of achieving either, why would anyone bother to take risks? Risktaking is the foundation of economic prosperity. If no-one will take risk, there can be no returns. So although research shows that redistribution mitigates inequality, we don’t want to completely eliminate wealth and income differentials. We want to leave open the possibility of benefiting from taking risks. That’s how our economy grows. What we don’t want to do is pay the sort of returns on unproductive “safe” investments such as property that should only be available to those willing to take risk. The desire to save is human nature. We “put by” funds to support us when we can’t work, or when there are exceptional expenses. Most of us see these savings as sacrosanct: we do not want to accept the risk of loss. Indeed, we cannot afford to. For most of us, losses on savings can never be recovered. Increasingly, people have come to rely on property as their main “safe asset”. But property is not a “safe asset”. A house is first and foremost a place to live. It should not be a primary store of value. But that is what it has become. The value of housing needs to be allowed to fall to an affordable level. One way of achieving this less painfully than abruptly removing all support for the housing market and causing a price crash would be to tax away all gains due to house price rises. A land value tax would achieve this, or capital gains taxes on primary residences. To replace the illegitimate use of housing as a store of value, government should provide safe assets for long-term saving. Government debt is the best and safest asset for its own citizens. When the proceeds of government debt issuance are invested in infrastructure, innovation and skills development that create a thriving economy for the future, it is far more productive than property. And when it is properly backed by a trustworthy central bank, it delivers complete safety. A credible central bank working in partnership with a responsible fiscal authority can always set the price of its own debt. We do not have to be beholden to markets. It is the duty of government to ensure that everyone has the basic means to live. It is also the duty of government to keep wealth and income inequality within bounds. And it is the duty of government to enable people to save safely, without fear of loss, while simultaneously supporting the risk-taking that is the source of economic prosperity. Successive governments have stepped away from these responsibilities. It is time to hold government to account for them. For only by removing the fear of loss can we hope to cure our love of wealth, and of the debt that creates it. Indian Climate Activist ponders the ‘Unthinkable’ Dan Bloom

or acclaimed Indian novelist and essayist Amitav Ghosh, the future of humankind as global warming impact events spread worldwide looks grim. So grim that the 60-year-old pamphleteer has titled his new book of three climate-related essays “The Great Derangement.” The way we humans are dealing with, or not dealing with, climate change appears to be deranged. What will future generations in say, 2116 or 2216, think of those of us in 2016? Ghosh, a cosmopolitan, globe-trotting public intellectual, is worried. So worried that his hair has turned brilliantly white, while his eyes burn with a probing yet affable intensity. There’s a reason his book has been subtitled “Climate Change and the Unthinkable,” and it’s not a pretty picture. Looking at how novelists and literary circles, geopolitics and academics are reacting to climate change now in the early part of the 21st century, Ghosh has written a brilliant and fear-

less “wake up call” on global warming that he hopes will reach world leaders and politicians. Himself an acclaimed novelist, Ghosh looks at how poets and storytellers are putting climate themes into their published works, from Margaret Atwood to Kim Stanley Robinson. He even gives a shout out to the rising new genre of “cli-fi” (short for climate fiction) while also looking at Indian literary and cinema greats like R ab i n d ra nat h Tagore and Satyajit Ray. In the realm of geopolitics, Ghosh looks at last year’s global climate “agreement” signed in Paris and calls foul. Read the fine print, he says. Connect the dots, he says. Are we deranged, he asks? There’s much to contemplate in this “made in India” alarm-bell warning flare to the world, but it’s written in an easy-to-digest style. East or West, we are all in this together now. For a longtime Indian climate activist living in New Zea-

land, Ghosh’s distinctive approach of speaking truth to power packs a punch. “Coming from a leading Indian author who is widely-read in the West, this book will likely have a major impact in shining a spotlight on global warming issues before a much wider audience,” he told IPS in a recent email. “In addition, a book such as this has the potential to bring together the stories of global warming and climate change from a combination of Indian, South Asian and Western perspectives. So it’s invaluable in bridging the gap among nations and why I think the essays need a global audience beyond the India edition.” Originally commissioned by the University of Chicago Press, the essays will be published in a U.S. edition in September with a slightly different cover for Western readers. Until then, the book is in India’s hands this summer and is getting plaudits left and right in dozens of the country’s

newspapers and magazines. Ghosh, in his 60s with a handsome shock of white hair gracing a usually smiling face, is married to the American writer Deborah Baker. The couple have two grown children and live part of the year in New York and part of the year in India. With “The Great Derangement,” Ghosh has shown himself to be an international climate activist of the literary kind, fearless in attacking both “the powers that be” in his own country and the “business as usual” mantra of the West. How the book will be received in North America in the fall will be critical in breaking through the fog of climate denialism. In India, where climate denialists don’t actually exist, Ghosh’s book has been received with high praise. However, in America and Britain, where denialists are legion and have spit on the truth with unbridled, deranged venom for years, it might be a different story. Someone might even write a ‘clifi’ novel one day about this “great derangement.” It could be explosive.

Know your District: Tuensang Are Nagas obsessed with government jobs?

es I should say Nagas are 99% obsessed with government jobs. During my schooling, as far as I interact with friends, most of them prefer government jobs very much. Only one or two in hundred says they want self-employment or other. In our society we can see everyone wanting ' to get job: not to create job and also give to other'. This is the trend that government job is the only way to secure students future and uplift their 'social status'. Even the mindset of parents, elders and students themselves was that if students does get government job after obtaining degrees after degrees, it is a failure in students life. Instead, private institutions are well paid regularly and duely. When neither government jobs and private jobs favour us, we have another better alternative — boss by ourselves— self-employed. When self-employment is in larger scale, it generate job which benefits ourselves and others too. Thus the result in obsessity in government jobs leads to trouble since they are not trying to solve problems but creating problems and become parasite to others.

gnoring the fact that Nagaland is the 'Land of Backdoors', Nagas have always easier mentality and also social compliant to follow the herd mentality and travel the heavily crowded path, where you never find yourself alone. Doing business/entrepreneur start-up always have an element of risk factor - a tendency. Despite of less or no job creation and rapid rise of unemployment in Nagaland, parents also tends to support very much when preparing for such NPSC exams rather than encourage to start-up entrepreneurship. However yes, no doubt, Nagas are obsessed with govt jobs due to a sense of security/stability which tends to overpowers all other incentives. Gets a good salary despite doing minimum work, exception are present though. The perks that come with the job. CORRUPTION! Some want to earn money under table. The sense of POWER and PRESTIGE. Also getting good profiles during matchmaking (marriage proposals). I think this is more than enough, for a sane Nagas for his timetable.

ying in the easternmost part of Nagaland, Tuensang district is the nerve centre for Eastern Nagaland with four major tribes viz., Chang, Khiamnuingan, Sangtam and Yimchunger, inhabiting the district. Along with Mokokchung and Kohima, Tuensang was among the three original districts during the creation of Nagaland state. Tuensang shares its boundaries with Myanmar to the east, Mon and Longleng to the north, Mokokchung and Zunheboto to the west and Kiphire to the south. The area comprising the present Tuensang district remained un-administered prior to 1947. Tuensang was declared an excluded area by the British during their rule in India and had almost no contact with the outside world. However, in 1957, the Tuensang Frontier Division was merged with the Naga Hills District of Assam to form an administrative unit called the Naga Hills Tuensang Area (NHTA) which later on became a full-fledged state on December 1 (November 1 in District Human Development Report), 1963. Special provisions were however made for the then Tuensang district in view of its relative backwardness. Under the provision, a Regional Council was created for the district for a period of 10 years with the Deputy Commissioner as chairman. The regional council could nominate tribal representatives to the Nagaland Legislative Assembly. In 1973, after the completion of 10 years period, the regional council was abolished and the people of the district began to participate in the elections to the Nagaland Legislative Assembly along with the rest of the state. The district has gradually diminished in size with the carving out of the districts of Mon, Kiphire, and Longleng out of it. Till 1971 Census, Tuensang district included the present Mon, Longleng and Kiphire district as a whole. Later, in 1973 Mon district was carved out of Tuensang with 6 administrative circles having 83 villages including Mon Town. Further jurisdictional changes in the District boundary occurred later in 1986 when 2 circles of Tuensang District, namely Monyakshu circle having 7 villages and Tobu circle except Tobu village were again transferred to Mon District. No changes in the area of Tuensang took place between 1991 and 2001. There

were 20 administrative circles and 256 villages (including 5 uninhabited villages) in Tuensang district during Census 2001 and had an area of 4228 sq. Kms. With a total geographical area of 2,536 sq km, Tuensang, however, is still the largest district in the state. The majority of the villages are located at the hill tops, mostly in seclusion and isolation of one another. The whole of Tuensang district is mountainous and the Middle Mountain Ranges and the Patkai Range dominate the topography. The Patkai Range lying in the eastern part of the district forms the boundary between India and Myanmar. The name of the district Tuensang originated from the name of the District headquarter, namely, Tuensang, now an urban area and the administrative centre of the District. The town also follow the name of a village which is situated close by. The district headquarter is located 267 kms away from Kohima, the state capital via Mokokchung. The district has 144 villages in 2011 Census of which 6 are uninhabited. It has one statutory town, namely, Tuensang Town. Demography: Chang, Khiamnuingan, Sangtam and Yimchunger are the four major tribes inhabiting the district. Naknyulum, Tsokum, Metemneo and Mongmong are the major festivals celebrated in the district. As per the 2011 census, the total population of Tuensang district stood at 196,596 with 1,01,933 males and 94,663 females and constitute 9.94 % of the total population of Nagaland. At 78 persons per sq. km., the desity of population is far less than the state’s average of 119 persons per sq. km. Sex ratio (female per 1000 male) of the district stood at 929 in 2011. economy: Out of the total population of 196,596, Tuensang district has a workforce of 98, 154 that constitute 49.9% of the total population. Agriculture is the predominant occupation of the people in the district and employs about 76.6% of the total workforce. Kholar, pineapple and orange are the major cash crops. Tuensang district is the largest producer of kholar in the state

and is in high demand all over the state and beyond. Tuensang district contributed about 19% of the state’s agricultural sector in Net State Domestic Product during 2009-2010. education: As per the 2011 census, the literacy rate of the district stood at 73.70%. In 2001, the literacy rate was 54.90%, thus showing a decadal increase in the literacy rate by about 18.20%. Tuensang, along with Longleng, were the most improved districts in Nagaland in terms of literacy over the last decade. The literacy rate was only 52.15 % in 2001 but made a huge leap to reach a figure of 73.70% in 2011. infrastructure: Almost all the villages under Tuensang district have been connected with electricity. The district has one power generating station known as Lang Mini Hydro Project under Noklak subdivision. resources: Tuensang is adequately rich in mineral resources. It has large deposits of bituminous coal and lignite; chromite bearing rocks, limestone, marble are found. The whole of Tuensang district is mountainous and the Middle Mountain Ranges and the Patkai Range dominate the topography. The Patkai Range lying in the eastern part of the district forms the boundary between India and Myanmar. The entire district is criss-crossed by rivers. Dikhu, Zungki and Tizu are the biggest rivers flowing through the district. Shamator-Chendang-Chingmei range of the Middle Mountain Ranges running from north to south provide a distinct watershed divide, whereby, the rivers and streams originating to its east flows into the Chindwin river in Myanmar while the rivers and streams originating to its west flows into the Brahmaputra in Assam. The district is also rich in mineral resources. The eastern part of the district lies along the Ophiolite belt or the belt where mineral bearing rocks occur in Nagaland. Coal, limestone, marbles,

chromites etc. are the major minerals found in the district. Tuensang district has 1025.42 sq. km. of dense forest that holds great potential in providing environmental and ecological needs and services to the people of the district. The district has a wealth of herbal, medicinal and aromatic plants with tremendous economic potential. administration: According to 2011 census of India, the district is looked after by a Deputy Commissioner under whom there are 16 administrative revenue circles each headed by either an Addl. Deputy Commissioner/ Sub-Divisional Officer (Civil) or an Extra Assistant Commissioner. The present names of the administrative circles are Noksen, Chare, Longkhim, Tuensang Sadar, Ngoungchung, Sangsangnyu, Sotokur, Noklak, Chingmei, Nokhu, Panso, Shamator, Tsurungto, Chessore, Mangko and Thonoknyu. The district has eight rural development blocks, R.D. Block in short. They are Noksen, Chare, Longkhim, Sangsangnyu, Noklak, Chessore, Shamator and Thonoknyu. The District Executive Force (DEF) of Tuensang District, according to Nagaland Police Directory, consist of Superintendent of Police, Additional SP, SDPO (Tuensang) and Dy. SP (Reserve). The district has nine police stations namely - Tuensang PS; Noklak P. S.; Longkhim PS; Shamatore PS; Noksen PS ; Chessore PS; Sangsanyu PS; Panso PS; and Thonokyu PS. The district has also one police outpost at Chare. 3rd NAP Battalion is also based in Tuensang. he Right to Education Act (RTE), is an Act of the Parliament of India enacted in 2009, which describes the modalities of the importance of free and compulsory education for children between the ages of 6 and 14 in India under Article 21A of the Indian Constitution. However, do children have access to quality education? Regardless of the interest, expectations, and hard labour of an individual, in the end, the individual is calculated with extreme rhetoric brutality, according to the institution they come from: private or government. Students and their parents, most of the time prefer private schools and colleges till the graduation, after which they foray into government institutions. It is an ironical periphery that those who once upon a time were so appreciative of private institutions now, so abruptly negate the same. At the post-graduation level, those enrolled in the private institutions/universities are not thought of highly. The reason for such an absurd conclusion of those dramatic people is yet to be scooped, but the most interesting thing is that they are failing to value education: it is their frailty and low exposure of their eruditeness. In comparing the government run schools functioning in the rural areas, to those in urban areas of Nagaland, it the urban areas that are getting all the benefits required for the future enhancement of students.

It is observed, through board results, that students of rural area government schools are lagging behind their urban counterparts. The success rate is low, and as such, so are the chances for their employment. Urban area government schools have better infrastructure and at least the appointed teachers attend to the classes assigned to them. In rural government schools, however, the infrastructure is greatly lagging. Some schools manage with just two classrooms, which sometimes the students may have to share. The rooms lack proper ventilation and may not be very hygienic. This is a contributing factor for wastage and stagnation. It is a common practice for many teachers to hire a substitute who may not have the required qualifications. This practice, mostly seen in rural sector government schools, directly leads to the decline of quality education. Now the causes to the disintegration of adequate education in the rural area can be the inability of the government to provide good infrastructure, and other amenities like apparels, textbooks, clean drinking water, etc for the students. The problem is even more dire because of the lackadaisical attitude of the teachers. Their irregularity and general sense of neglect proves toxic for education. In most private institutions of the urban areas, students enjoy all the necessary facilities provided to them in schools. The schools in urban areas are too numerous to count, and an individual

is provided with an option to choose and enroll in the institution of their choice. I have observed that often private schools have more qualified teachers, who skillfully educate their students in a bright manner. They try and give attention to each and every student. To facilitate this, the schools often divide the classes into sections, and this depends on the presence of good infrastructure. Certain private schools in our state have introduced the concept of ‘smart classes’, where learning happens via computers. This enhances their skills and prepares them for the tech savvy world of the 21st century. In comparison, government-run schools in our state seem to lag far behind. If we are to dream of capable and well-educated youth in our state, our very first concern should be to look into the matters mentioned above. Government sector schools need to improve drastically. In Nagaland, these schools are filled with children from the economically weak sectors. The government should, therefore, put in more effort and grant more aid to the institutions they have established in every locality. Most importantly, they must ensure that the funds are being used wisely. It is very clear that serious reformation is required in the education sector. The establishment of competent educational institutions, especially in the rural areas, can help provide quality education to all children alike. There needs to be an

improvement in the infrastructure, and schools must move away from the age-old traditional modes of teaching. The introduction of vocational courses can help the students aptly prepare for the competitive world. The courses must be more relevant, and parallel with the challenges of the present time. The traditional syllabi needs to be abandoned. Teachers do play a very important role in a student’s education. Be it government or privately employed teachers, they must strive for excellence, and should play their role effectively and diligently. A teacher is expected to win the confidence of the students so that there is a better chain of communication, thus aiding effective learning. Students (especially in government run schools of rural areas) are in need of earnest teachers who can guide them in becoming competent citizens of tomorrow. These steps will ensure that the problem of stagnation and wastage is solved. Quality education is the need of the hour. We cannot call our society a prosperous one until every child gets the best education possible. Articles published in newspapers and blogs around the country have indicated that there is a growing awareness of the flaws which NET seems to embody with no regrets. There are several controversies surrounding NET. This being said I do have the utmost respect for everyone who qualifies this examination. Until UGC comes up with a more efficient and non-traditional method of testing candidates, thousands of aspiring teachers will appear this examination, clad in simple clothes, without water, testing their rote memory skills. Perhaps American rock band Survivor’s song ‘Eye of the Tiger’ is what’s needed to keep spirits high!

mumbaI, JuLy 26 (IaNs): A tiny colony of Humboldt Penguins, including three males, three females and two female babies, arrived at the Mumbai zoo from Seoul, South Korea, on Tuesday, an official said. This will be the first time the flightless penguins will be exhibited in any Indian zoo. They belong to the South American species found in the cold coasts of Chile and Peru. Mumbai Zoo -- known as Veermata Jijabai Bhosale Udyan -- has acquired the birds from a zoo in Seoul for around Rs 2 crore, as part of its ambitious Rs 2.50 crore modernisation plan, said an official. After arriving on a flight, the birds were shifted to a refrigerated van and taken to Mumbai Zoo on Tuesday, accompanied by a special caretaker. The Humboldts will remain quarantined in a special enclosure for at least the next 90 days to acclimatize them to Indian conditions and the change of location. This species of penguins can withstand temperatures of between 4-24 degrees C and the quarantine area will provide this controlled temperature range for the next three months. They are likely to be placed as the Mumbai Zoo's prestigious exhibits by November after their acclimatization spell, during which they will not come in contact with anybody barring the caretaker. The plans to acquire and exhibit penguins here was announced by the Shiv Sena-Bharatiya Janata Partyled civic body after the 2012 BMC elections. The promise has materialised just before the upcoming civic polls in early 2017. The penguin project has been personally monitored by top civic officials, including Yuva Sena chief, Aditya Thackeray.

Pakistan has "direct role" in fuelling terrorism in Jammu and Kashmir, Army today warned of more infiltration bids along the LoC in the coming weeks in view of the volatile situation in the Valley. "Pakistan is interfering in Kashmir and has direct role in what we call as proxy war in Kashmir and there is absolutely no doubt in it," General Officer Commanding in Chief (GoC-inC), Northern Command, Lt Gen D S Hooda told reporters here. He was paying homage to the martyrs of Operation Vijay on the 17th Kargil Vijay Diwas at the historic War Memorial here. "We have seen it everywhere.. along the borders. We have seen it in the matter in which the support is given to infiltrating groups. "We have seen how ceasefire violations have been used as a support to the people infiltrating into this side," Hooda said while replying to a question about Pakistan's role in current unrest and terrorism in Kashmir. A bench of justices Dipak Misra and R F Nariman said that if the parties are able to convince the court that its earlier judgement was wrong, it may refer the matter to a larger bench. "Just because the sport (Jallikattu) is centuries-old, it can't be said that it's legal or permissible under law. Since centuries, children below the age of twelve years were married. Does that mean that child marriage is legal?," the bench said. The apex court fixed August 30 for final hearing of the matter to decide on the Constitutional validity of Jallikattu. It further said that no adjournments will be granted in the case after it com-

During the hearing the counsel appearing for Tamil Nadu said Jallikattu is a sport being practiced for centuries and it showcases an age-old cultural practice in the state. The Supreme Court had on January 21 refused to re-examine its 2014 judgement banning use of bulls for Jallikattu events or bullock-cart races across the country. On January 8, the Centre had issued a notification lifting ban on Jallikattu in pollbound Tamil Nadu with certain restrictions, which was challenged in the apex court by Animal Welfare Board of India, People for Ethical Treatment of Animals (PETA) India, a Bangalore-based NGO and others. The apex court had stayed this notification. The apex court remained unimpressed with the contention that Jallikattu was not a fight between bulls and humans but a game where the participants are required to embrace the running bulls by hanging on to their hump as long as possible and that the men are unarmed. Jallikattu, also known Eruthazhuvuthal, is a bull-taming sport played in Tamil Nadu as a part of the Pongal harvest festival.

But fresh protests erupted in parts of Srinagar, the summer capital of Jammu and Kashmir, and in south Kashmir despite continued restrictions on public gatherings. Barring a few volatile places in south Kashmir, curfew was lifted from almost all over the valley, a police spokesman said here. However, restrictions on the assembly of four or more people continued in a bid to maintain law and order, the spokesman said. Protests broke out in Malaknag area in south Kashmir's Anantnag district in which six persons, including a woman, received pellet injuries in firing by security forces. NEW DELHI, JuLy 26 (IaNs): Indian Railways on Tuesday said it plans to add 30,000 bio toilets on its trains during this year. According to Railways Minister Suresh Prabhakar Prabhu, Indian Railways have so far provided more than 40,000 bio toilets and plans to add 30,000 during the current year. The minister spoke at an event here in which the Indian Railways entered into a Memorandum of Understanding (MoU) with industry body Confederation of Indian Industry (CII) for green rating and studies on energy efficiency of its production units. Prabhu said that the association with CII will enable the Indian Railways to weigh its green initiatives against the global standards. CII said the intent of the MoU is to implement CII Green Company (GreenCo) rating for all Indian Railways factories and workshops. The GreenCo rating system evaluates the companies on 10 broad performance parameters and also enables in development of long term green growth strategy and introduction of global best practices in operations.

Over 24,000 forest fire cases reported this year NEW DELHI, JuLy 26 (PTI): There have been more than 24,000 forest fires reported from across the country this year with over 2,500 cases each reported from Odisha, Madhya Pradesh and Chhattisgarh, Lok Sabha was informed today. Environment Minister Anil Madhav Dave said in a written reply that the report submitted by the central team of experts set up by the Home Ministry suggests that most of the forest fires are caused due to human neglect. According to data furnished by the minister, a total of 24,817 forest fires were reported in 2016 till June. 15,937 forest fires were reported during 2015. Among them, 2,763 forest fires were reported in Odisha, 2,675 in Madhya Pradesh and 2,808 in Chhattisgarh till June this year. The other states where forest fires have been reported this year till June are 1874 in Maharashtra, 1766 in Assam, 1105 in Manipur, 1318 in Mizoram, 1501 in Uttarakhand and 1699 in Andaman and Nicobar Islands.

It’s unthinkable it happened so close to me,” said Masae Mizoguchi, a 78-year-old retiree who lives up the hill from the Tsukui Yamayuri En (Tsukui Lily Garden) facility. Residents of the town of Sagamihara, in Kanagawa Prefecture about (40 km (25 miles) southwest of Tokyo, woke in horror on Tuesday to learn that a man had broken into the disabled facility overnight and stabbed residents as they slept. “These people were severely disabled, and they were asleep. That’s why he was able to kill so many,” Mizoguchi said. SAINt-etIeNNe-Du-ROuVRAy, July 26 (ReuteRS): Two attackers killed a priest with a blade and seriously wounded another hostage in a church in northern France on Tuesday before being shot dead by French police. The attack took place during morning mass at the Saint-Etienne parish church, south of Rouen in Normandy. Five people were initially taken hostage. There were no immediate details on the identity or motives of the two assailants but the investigation was handed to the anti-terrorist unit of the Paris prosecutor’s office. A police source said it appeared that the priest had had his throat slit. The attack is the latest in a string of deadly assaults in Europe, including the mass killing in Nice on Bastille Day and four incidents in Germany. Many of the attacks have had links to Islamist militants. The Archbishop of Rouen identified the slain priest as Father Jacques Hamel. The Vatican condemned what it said was a “barbarous killing”. French Interior Ministry spokesman Pierre-Henry Brandet told France Info radio that the perpetrators have been killed by France’s BRI, its elite police anti-crime force, when they came out of the church. He said that bomb squad officers aided by sniffer dogs had been scouring the church for any possible explosives. Prime Minister Manuel Valls branded the attack “barbaric” and said it was a blow to all Catholics and the whole of France. “We will stand together,” Valls said on Twitter. The research, led by scientists at Imperial College London and published in the journal eLife, also found some nations have stopped growing over the past 30 to 40 years, despite having spurts at the start of the century studied. Meanwhile, people in Spain and Italy and many countries in Latin America and East Asia are still

The force of the explosions shattered windows at the nearby airport, showered arriving passengers with glass and forced the suspension of flights, police and witnesses said. Police said the first attacker detonated a car bomb and the second tried to storm the base on foot, but was shot and exploded at the gate. “At least 13 people mostly security forces died in the two car bomb blasts,” and 12 others were wounded, Abdiqadir Omar, a police officer told Reuters. The guards were caught in the blast as they escorted U.N. personnel into the base, which is known as Halane, he added. Rio-bound shot-putter Inderjeet flunks dope test

NeW Delhi, July 26 (iANS): After wrestler Narsingh Yadav, India's prospects at the Rio Olympics were dealt another major blow on Tuesday when it transpired that shot-putter Inderjeet Singh has flunked a dope test. Inderjeet, a bronze medallist in the 2014 Incheon Asian Games, was the first Indian track and field athlete to qualify for the upcoming summer Games starting August 5. According to sources, the 28-year-old Inderjeet's out-of-competition test was done on June 22. He was found positive for two banned substances androsterone and etiocholanolone. The National AntiDoping Agency (NADA) has asked Inderjeet Singh to get his 'B' sample tested immediately as time for Rio Olympics is running out. The reigning Asian champion will have to get his 'B' sample tested within the next seven days. If his 'B' sample also tests positive, he will miss the bus to Rio, reducing the Indian contingent further to 118. According to the new rules of the World Anti-Doping Agency (WADA), Inderjeet also faces the prospect of a four-year ban besides missing the Rio Olympics. Inderjeet, however, claimed innocence and said it was a conspiracy against him. "This is a serious con-

BCCI to convene Special General Meeting on Aug 5

NeW Delhi, July 26 (PTi): The BCCI today decided to convene a Special General Meeting of its affiliated units in Mumbai on August 5 to discuss about the implementation of the Lodha Committee Recommendations as per Supreme Court directives. The state unit members have been apprised about the development today. "Yes, we have received an e-mail from the BCCI that there will be an SGM on August 5 at the Cricket Centre in Mumbai. The agenda is to discuss the implementation of the Supreme Court directives," a member of state unit confirmed the development to PTI. The idea of calling SGM before president Anurag Thakur and secretary Ajay Shirke meeting Lodha Panel on August 9 in New Delhi is to take stock of the current situation and also the viewpoint of the members regarding practical difficulties of implementation, before it is placed before the committee. "I guess before meeting the Lodha Panel in Delhi on August 9, the senior office-bearers will like to take the viewpoint of the senior state unit officials. One of the main bone of contention is the cumulative tenure part of 9 years for the office-bearers," the BCCI official said. It is expected that BCCI's team of lawyers will also be present during the SGM.

MOSCOW, July 26 (AP): At least 85 athletes from the 387-strong Russian Olympic team announced last week have so far been barred from the Rio Games in connection with the country's doping scandal. International federations in canoeing and modern pentathlon ruled out seven on Tuesday, including an Olympic gold medalist, following earlier rulings in swimming and rowing. Some appeals are likely. Russian President Vladimir Putin's spokesman Dmitry Peskov told Russian media that Putin had discussed the doping issue with his national security council. “The topic of the recent International Olympic Committee ruling relating to Russian athletes was raised ahead of Putin's planned meeting tomorrow with the Russian Olympic team,” Peskov was quoted as saying. "It would help the Premier League and us at international level if we could achieve that," Allardyce said. "January and February is always the most difficult time to get players through." CAPe TOWN, July 26 (ReuTeRS): Cricket South Africa (CSA) will formally introduce racial quotas at national team level, the board said on Tuesday. The organisation has come under fire from the South African government for a lack of transformation in its national teams, leading to a ban on bidding for international tournaments that will be reviewed next year. President Chris Nenzani said in a statement CSA will seek to "move with the times" and set a minimum number of black players to be selected in all their national teams. He added that these "targets" would be calculated over a year and not apply on a match-by-match basis. "In the past we had never set targets in our national teams but with changing circumstances we feel it is essential to move with the times," Nenzani said. "The precise targets will depend on work to be undertaken by relevant committees to determine what is realistic and sustainable. This will be announced in due course." The Proteas had already been seeking to introduce more black players into the national teams in all formats and have done so with some success.
