DoF&CS responds to NPRAAF on backdoor appointments Dimapur, July 27 (mExN): The Department of Food & Civil Supplies, Government of Nagaland, has responded to the demands of the Nagaland Public Rights Awareness and Action Forum (NPRAAF) by looking into ‘irregular and anomalous’ appointments in the Department. In that, the DoF&CS has “rectified and necessary corrigendum issued accordingly” with regard to three (3) LDAs which were appointed in March 10, 2016 on regular basis, reported the Information & Publicity Cell of the NPRAAF today. “The three appointments have been rectified as contractual appointments subject to their regularization/fresh appointment made through open interview/departmental screening committee,” stated the NPRAAF. It may be noted that the NPRAAF has taken up the issue of 73 + 3 (76) backdoor appointments; 3 being the above mentioned LDAs and 73 appointments made from January 2003 to November 2015. The Department has reportedly told NPRAAF that it was “seriously examining the issue of 73 appointments taking into consideration the legalities involved and other practical details.” The NPRAAF expressed optimism on this. Appreciating the DoF&CS for “cancelling the appointments” on “regular basis” and rectifying it as “contractual,” the NPRAAF, however, made clear that “fresh appointments or open interview should be held against the three LDA posts on expiry of their contract appointments on March 20, 2017.” “Regularizing the three appointees through departmental screening committee will amount to another but continued form of backdoor appointment through which the three entered service,” it stated, adding that the Forum will “not allow” any policy of “continuing/regularizing” backdoor appointments. Meanwhile, the NPRAAF also reminded that the issue of the Director of Food & Civil Supplies reportedly making a phone call to NPRAAF official on May 20, 2016, saying that he took the issue raised by NPRAAF “personally” is “still unresolved since there was no clarification/ apology from the Director as demanded by NPRAAF.” “This particular issue will be clubbed with democratic protest against irregular distribution of PDS to beneficiaries, to be organized by NPRAAF very soon,” the Forum reiterated.

The Rengma community held a public rally on Wednesday to press for the creation of Tseminyu ADC to a District Headquarter on the grounds of its unique historical significance, necessity and tribal consideration. A memorandum, addressed to Chief Minister of Nagaland was also submitted through the ADC Tseminyu. Given justification for its demand for creation of Tseminyu district, the memorandum pointed out that Nagaland state was created not on the basis of population and territory but out of necessity of tribal consideration on political ground and to meet the sentiments and aspiration of Naga people. “If we talk about population and territory for creation of a district, in that case none of the districts in Nagaland is qualified
because the whole of Nagaland state is less than one district population of UP and Bihar. All eleven districts in Nagaland were created purely out of necessity, not on the basis of population and territory nor MLA seats. In the same way, Tseminyu ADC should be upgraded to district headquarter on the ground of necessity and on tribal consideration like other cases,” the memorandum urged. The memorandum recalled history that when Naga Hills district was created with headquarter at Samuguting (Chumukedima) in 1866, Rengma was the backbone for formation of the district because major portion of Naga Hills district was Rengma’s land. That point of time, the memorandum pointed out, the district consisted only five tribes, viz- Rengma, Zeliang, Angami, Lotha and Sema. All four tribes now have their own districts except Rengma tribe.

Asserting that Rengma like other Naga tribes have equally contributed for the cause of Nagas if not more, it pointed out that during the First World War, Naga Hills sent 2000 labour corps to France, and Rengma alone were 200 corps for the service of the nation. The Nagas returned home from Europe and formed Naga Club in 1918 to raise voice to outside world, where Nrilo Rengma from Rengma tribe was one the founder members of the Club. Naga Club was the first
Naga common organization, which submitted the memorandum to Simon Commission on January 10, 1929 to exclude the Naga Hills from the proposed Reforms scheme where Rusilo Rengma, a Dobashi was one of the signatories of the memorandum. “That was the first Naga memorandum submitted to the Government for Naga common welfare. Rengmas are second-tonone for the cause of Naga people. Nagas got statehood because of their struggle since the forma-
tion of Naga Club, in 1918,” the memorandum read. It also stated that NNC president AZ Phizo began the Naga National movement from Rengma’s land by hoisting the first Naga national Flag at Parshen in Rengma area on March 22, 1956 by declaring Nagaland as sovereign Nation. The memorandum also claimed that the Naga National flag was made by four Rengma women of Sendenyu village on the advice of AZ Phizo, which was first used at Parshen on the first day of celebration
of Naga Republic. “Rengma has contributed and sacrificed maximum for common cause of the Nagas,” it therefore asserted. Coming to the present, the memorandum recalled that Tseminyu SDPDB has approved for creation of Tseminyu District and forwarded to the Government of Nagaland on March 18, 2016 this year. “Tseminyu is the fifth administrative headquarter of Naga Hills but still remains a Sub-Division. The Rengma Hoho and its frontal organizations elicited hope that the Government of Nagaland will consider their genuine demand and upgrade Tseminyu ADC to District Headquarter in the best interest of general public. With power blackout continuing for two and half months in four Wards of Kiphire town without respite after a transformer broke down, citizens are now questioning the recent assertion made by the Department of Power that the district is the “nerve centre of the power department in Nagaland.” The tall claim, reportedly made by a high-ranking official of the power department during the inauguration of the upgradation of SDO Electrical to Executive Engineer on February 6, 2016 had the citizens actually considering it as a beacon of hope. However, with the recent damage of the 500 KVA, 33/0.4 transformer which was installed in the early 90s and the bleak prospect of not knowing when the transformer would be restored despite two and a half months gone, citizens are now crying foul over the “rhetoric.” According to sources, the transformer reportedly broke down due to overloading. With no replacement, consumers numbering around 350, particularly the students have been facing untold miseries while waiting for the return of the repaired transformer. “If Kiphire is the nerve centre of power in the state, it is so ironic that in reality the town is suffering with acute lack of electricity and we are unable to perform our own work as a consequence, a Nagaland Government employee rued in the backdrop. Members from the councils of the four Wards said they have been patient with the power department and extended full cooperation by way of pacifying the consumers in the ward- so far. “Now we are also running out of patience and if the consumers pressure us, we would be left with no option but to
move ahead to our own course of action unless the department restore the transformer at the earliest,” Ward council members sounded caution while speaking to this Correspondent. Out of the 24-MW hydroelectricity that the district produces from Likhimro Hydro Power Project, 10% of the total power produce is consumed by the district. Even after this, the district has to undergo frequent power cut owing to different factors, Kiphire citizens complained. With the power department already running at a loss of revenue due to leakage and power theft, the damage of transformer for more than two and half month has already incurred a loss in revenue of around Rs 1,75,000/- to the department, a person in the knowhow of the economics of profit-loss of the department revealed. Besides the woes of the consumers, the workforce of Kiphire power department also have their own share of burden, apparently due to inadequate or lack of equipments and infrastructure. “We are asked to go and repair and replace electric posts which are on the verge of collapsing. But there are no materials in the departmental store, how can we perform our duties,” staffs on duty of the Kiphire power station questioned-an instance of the surmountable problems they encounter while on the field. The staffs also revealed that the entire town is in the need for repair work by way of re-conducting since the strength of the wire has weakened. This has been lessening the supply of electricity and at the same time causing short circuit, which lead to fire outbreaks. The Kiphire Area Sangtam Students’ Union (KASSU) has already served an ultimatum to the power department to restore electricity within a week time. “If the department fail to act, we will take our own course of action, KASSU vice president stated. Kiphire Area Students’ Union (KASU) is also learnt to have served an ultimatum to the department to restore power.
Dimapur, July 27 (mExN): Apex bodies of the Zeliangrong people have written a strong note to the NSCN (IM) demanding the ‘immediate stoppage’ of ‘illegal logging’ in Zeliangrong territory by functionaries of the political group. In a memorandum to the Collective Leadership of the NSCN (IM) on July 7, made public today, the Zeliangrong Baudi, Assam Manipur Nagaland, and the All Zeliangrong Students’ Union, Assam Manipur Nagaland, have called for “stringent action” in the “best interest of justice” on the works of some senior functionaries of the NSCN (IM)’s Huthrong Brigarde who are allegedly involved in timber logging in the traditional land of Chaka/Kanem, a Zeliangrong village under Senapati District in Manipur. The ZB (AMN) and AZSU (AMN) also demanded the transfer of the commander, ranks and files of the brigade involved in the racket and
immediate revocation of the “Bond of Agreement” signed by Chaka and Kanem villages “under duress” on April 18 last. In the memorandum, ZB (AMN) and AZSU (AMN) stated that Razaima (Maram) village under Senapati District is under the traditional land of Chaka/Kanem, a Zeliangrong village. Pointing to a land dispute in the last few years, the apex bodies revealed that subsequent to the dispute, the NSCN (IM) Kilo Affairs ordered a total ban on logging in the area on February 19, 2016. However, in spite of the ban order, the “Commander of Huthrong Brigade and some of its cadres started illegal logging with vested interests engaging machineries like earthmovers into the forest destroying the ecology and environment of the dense virgin forests,” informed the organizations. When villagers of Chaka and Kanem villages protested, they were reportedly summoned to their camp
on April 18 last and made to sign a statement called ‘Bond of Agreement’ under duress, the memorandum disclosed, an action which they found “highly objectionable and uncalled for.” In the “pretext of solving the land dispute” of Chaka/Kanem and Razaimai, the NSCN (IM) cadres are involved in illegal logging operations, “in full view of the innocent villagers armed with sophisticated weapons which is unbecoming of the national workers,” stated the Zeliangrong apex organizations to the Collective Leadership. In this light, the organizations made three demands: to immediately stop illegal logging in Chaka/ Kanem Zeliangrong areas; to immediately transfer the officers and cadres involved from Huthrong Brigade and withdraw all machinery sent by ‘top ranking’ NSCN (IM) functionaries, and to immediately revoke the forced ‘Bond Signed Agreement’.

Dimapur, July 27 (mExN): On occasion of the World Hepatitis Day, which is observed every year on July 28, the Network of Nagaland Drugs and AIDS Organisation (NNagaDAO) has sounded caution on the emerging threat of HCV (Hepatitis C Virus) in Nagaland state. In an open letter addressed to the Special Secretary, Ministry of Health & Family Welfare and Director General, National AIDS Control Organisation (NACO), NNagaDAO president and Director of Kirpa Foundation, Abou Mere urged for inclusion of Nagaland in the Hepatitis National Program, which would be launched on World Hepatitis Day. “The Hepatitis C issue in Nagaland has emerged to be of urgent concern but even in recent years, not much has been done by the state government, civil organizations or the NGOs working in the field of HIV/

epatitis C is a liver disease caused by the hepatitis C virus. Hepatitis C virus is a blood borne virus and the most common modes of infection are through unsafe injection practices, inadequate sterilization of medical equipment, and the transfusion of unscreened blood and blood products. Globally, between 130–150 million people globally have chronic hepatitis C infection. A significant number of those who are chronically infected will develop liver cirrhosis or liver cancer. Approximately 700 000 people die each year from hepatitis C-related liver diseases 1. AIDS and other health sectors, whereas the epidemic continues to spread rapidly and at an alarmingly rate,” the NNagaDAO press statement read. It pointed out that the emerging threat needs to be addressed now or else the people of Nagaland in general and the Injecting Drug Users (IDUs) in particular stand to face a “huge HCV disease burden” which will challenge the State health programs in the coming years. The NNagaDAO recalled that the burden of HCV in Nagaland emerged after the documentation of research data of Phek and
Wokha districts by the Indian Council of Medical Research (ICMR/RMRC) through the Integrated BioBehavioral Assessment (IBBA) study among IDUs in 2006 and 2009. According to the Data (Ref 2), the prevalence rate in Phek stood at 5.4% (2006) to 8.7% (2009) and 16.7% (2006) to 20.8 % (2006) in Wokha, signifying not only an alarming rate of HCV infection among this community but also an ever increasing trend. While highlighting this, the NNagaDAO has urged NACO to include Nagaland in the Hepatitis National Program.
2016 a pivotal year for viral hepatitis: NNP+
Network of Naga People Living with HIV/AIDS (NNP+) on Wednesday said the year 2016 is a pivotal year for viral hepatitis. A press note from NNP+ on World Hepatitis Day 2016, said this would be the first time national governments sign up and commit to the goal of eliminating viral hepatitis. At the World Health Assembly held in May, WHO Member States had pledged to adopt the first ever Elimination Strategy for Viral Hepatitis with ambitious targets and a goal to eliminate hepatitis as a public health threat by 2030. And while supporting this global event and to elevate the theme of ‘Elimination,’ World Hepatitis Day programs are being jointly organized by HepCoN, NUN, Kripa Foundation, NNP+, NSACS, in the districts of Kohima, Wokha, Mokokchung, Satakha (Zunheboto District), Pfutsero (Phek District), Kiphire, Tuensang and Mon.

Child Welfare Committees induction training held Axis Bank opens new branch at Chumu Kohima, July 27 (mExN): Two days induction training for the new Child Welfare Committees (CWC) member of Nagaland state was organised by State Child Protection Society, Nagaland on July 26 and 27 at the premises of Mount Tabor Retreat House at Kohima. All the members from different parts of Nagaland attended the training. This is the third batch since the inception of Child Welfare Committees. This five member bench is the competent authority in their respective district to handle case of children in need of care and protection. CWC as a bench enjoy the status of a Judicial Magistrate of first class while dealing with such case. The two days training program also included other resource persons speaking on issues like POCSO 2012, JJ Act 2015, Adoption, Child rights, child psychology etc. A number of questions and queries were raised by the newly elected CWC members on the topics discussed. There was confusion as to whether the Juvenile Justice Act of 2000 or
2015 was to be followed as the State Government had still not adopted the Juvenile Justice Act (Care and Protection of Children) Act 2015. The State Child Protection Society has assured the members present to take up the issue with the State Govt but it would be in the best interest of all stakeholders if the State Government can take up the issue at the earliest and clear the confusion without further delay so that the children would not be affected by it.
Axis Bank on Wednesday opened a new branch at T Shuya Complex, Chumukedima, along NH-29 opposite to SBI branch office. With the inauguration of the new branch, Axis Bank has currently a total of eight branches in Nagaland state including four in Dimapur, two in Kohima and once each in Mokokchung and Wokha. Additional deputy commissioner, Dimapur, Elizabeth Ngully, who inaugurated the new branch, in her address described Axis Bank as one of the most customer-friendly banks and lauded the bank officials and staff for being “very helpful and always ready to assist the customers anytime.” The ADC said opening of the bank branch in Chumukedima, the fastest growing town in the state, would be of immense help to residents of Chumukedima and also boost overall development of the town.

DimaPuR, July 27 (mExN): Vyasan R, IAS, Additional Secretary, Planning & Coordination department, Government of Nagaland inaugurated the skill development project sponsored by Rural Electrification Corporation Limited (RECL), a Government of India enterprise, at Pinnacle Skills training centre in Dimapur on July 27. The project has been organized by RECL in association with National Skill Development Corporation and will be executed by Pinnacle Skills. Under this project over 500 youths will be trained in courses like Hospitality, Retail, Helper electrician and Data entry operator. Drop charges against Irom Sharmila before she ends fast: Amnesty International KolKata, July 27 (PtI): International human rights organisation Amnesty International has appealed to the Manipur government to drop charges against activist Irom Chanu Sharmila before she ends her 16-year-old fast on August 9. In a statement, it said the state government must immediately and unconditionally release the 44-yearold activist and drop all charges against her. Arijit Sen, project manager at Amnesty International India, said Ms Sharmila's iconic fight against the Armed Forces (Special Powers) Act (AFSPA) was bound to take a new course with her decision which was announced on Tuesday.
Amnesty has described her as a "Prisoner of Conscience" as she has been under arrest for her fast which is seen by the police as an attempt to commit suicide. "This also comes at a time when the Supreme Court has ordered 1,528 cases of alleged extra-judicial execution in Manipur over the last two decades to be investigated. Now the government needs to do its part to pave the way for the repeal of AFSPA," Mr Sen said. The "Iron Lady" of Manipur on Tuesday said she would end her fast on August 9, get married and take the political route to fight for the repeal of AFSPA. She will fight as an Independent candidate from Malom constituency in the state Assembly polls due next year.

Tim Cook keen on setting up retail stores in India NEw DElhi, July 27 (ThE hiNDu): Cook, who visited India in May, had discussed issues including manufacturing and setting up retail stores in the country with Prime Minister Narendra Modi. Apple CEO Tim Cook has said the tech giant is “looking forward” to setting up retail stores in India to tap into the booming smartphone market in India. “India is now one of our fastest growing markets. In the first three quarters of this fiscal year, our iPhone sales in India were up 51 per cent year-on-year,” Apple CEO Tim Cook said on an investor call. He added that the company has announced setting up of a design and development accelerator to support Indian developers creating innovative applications for iOS and opened a new office in Hyderabad to accelerate maps development. “We’re looking forward to opening retail stores in India down the road, and we see huge potential for that vibrant country,” he said without disclosing further details. Mr. Cook, who visited India in May, had discussed issues including manufacturing and setting up retail stores in the country with Prime Minister Narendra Modi. “On a personal note, during the past quarter I visited China and India, and I am very encouraged about our growth prospects in those countries,” he said. Recently the government issued new norms allowing single-brand retail trading and exemption from local sourcing for ‘state-of-the-art’ and “cutting edge” technology with a waiver for three years, and the option to extend it for five years. Sources had said Apple may have to submit a fresh application for the same. Micro Irrigation System and SRI training held Dimapur, July 27 (mExN): ATMA-Dimapur Kuhuboto Block conducted training and demonstration on ‘Micro Irrigation System’ and ‘System of Rice Intensification’ held on July 25 at S. Ameto spoke on ‘Micro irrigation system’ where he emphasis on drip and sprinkler irrigation system. Drip and sprinkler irrigation system is applied in small quantity under pressure to meet the water requirement of crop/ plant. Drip irrigation is a method through which a device called ‘emitters’ or ‘drippers’ at selected spacing to deliver water to the soil near the base of the plant. Whereas sprinkler irrigation is a method where water is carried through a network of pipes with medium or high pressure and is sprayed like rainfall over the field surface. Yimobendang spoke on ‘System of Rice Intensification’ where he firstly brief on the origin of SRI which was developed in Madagascar during the 80’. The system is now tested in south East Asia which was found to be very effective and farmers have started taking up this system. In this system inputs used is very less as compared to other system of cultivation. It uses less seed, less water, less plant protection chemicals and fertilizer but uses more of organic matter. He also spoke on the nursery preparation, spacing and careful handling should be done while transplanting from nursery to the field. Trainings were also given to fish traders on hygiene and sanitation in market places. At present, the fish production in Nagaland is 8820 MT and fish seed production is 478 lakhs. There are 8 districts demonstrations of fish farms in Nagaland, one cold storage in Dimapur, one ice plant, two prawn hatchery, one awareness centre, five farming centres, and one retail fish marketing outlet. Moakaba, SE, Mokochung circle, Public Health Engineering Department (PHED). “Late Er. Moakaba was an efficient, sincere and dedicated government officer,” acknowledged Tokheho in a condolence note. “He served the department with utmost sincerity and dedication for the welfare of the State of Nagaland and its people.” Stating that his demise is an “irrecoverable loss” for the Department, the Minister said his services to the people and the Government of Nagaland will always be remembered. He further conveyed condolences to the family of the deceased.
SSSUD urges to lift ban on sand import Dimapur, July 27 (mExN): The Sand Stockist and Suppliers’ Union Dimapur (SSSUD) has expressed concern over the temporary imposition of ban on the export of sand to Nagaland along NH-36 and NH-39 with effect from July 27 by the Sand Mahaldars and Suppliers Association (SMSA), HQ Manja, Karbi Anglong. SSSUD has urged the SMSA to lift the ban in the interest of all concerned. A press release from SSSUD President, Viniho Shohe and Vice President, Avishe Zhimo informed that the union had called an emergency joint meeting on
July 28 and discussed the issue that led to the ban of sand export. During the meeting, the union urged Nito Sumi to desist from such activities as alleged by SMSA in order to ensure better understanding and business interest among all those involved in sand trade, the release stated. SSSUD maintained that whatever Nito did was on his personal level and not under the banner of the union. The union assured SMSA that in future, it would initiate action against Nito if he is found using the name of the union for his personal benefit or trying to create misunderstand-
ing among the sand traders. Clarifying to SMSA that the union is adhering to the April 6, 2016 agreement, the SSSUD has also urged the SMSA not to blame the SSSUD for the difference arising between the truck drivers and sand mahaldars as “SSSUD members are not responsible for any difference arising between the drivers and mahaldars.” For smooth operation of sand trade for all concerned, the SSSUD has appealed to SMSA to lift the ban while assuring that the union will extend its fullest cooperation from its end.
‘Greening Asetkong’: Initiative to increase green cover

moKoKchuNg, July 27 (mExN): To increase the green cover across Asetkong range in Mokokchung, 'Greening Asetkong’ project was officially launched by Parliamentary Secretary for Geology and Mining Dr Imtiwapang Aier at Kobulong on July 26. The project is targeted for five years to plant and grow different variety of trees, including fruit and ornamental trees, around the whole range of Asetkong in phase wise, according to a press release. The project was initiated to uphold the resolution passed during the 68th Asetkong Mungdang to protect the surrounding environment. Addressing the gathering, Dr Imtiwapang lamented that in Nagaland one of the most common causes of environmental degradation is shifting cultivation. He further said that jungle burning is a common phenomenon worldwide and is a major threat to the forest and effort have been made to prevent further jungle burning in Nagaland.
The Parliamentary Secretary also encouraged the people to make the small range into a “pollution free zone” and bring the ecological imbalance into a “natural carbon free zone.” July 26 was also adopted as ‘Greening Asetkong Day’ in Asetkong range for the next 5 years. Dr Imtiwapang also announced that for the three consecutive years, the best unit maintaining and nurturing the saplings planted under the project will be given awards accordingly. He also requested the village councils to maintain the 1 km sq. forest conservation area in every village which was resolved during the Asetkong Mungdang. He expressed willingness to sponsor the saplings to be planted in empty pockets of the conserved area. He added that the best village in maintaining and nurturing the saplings planted in the conserved area will be given awards. Around 2000 saplings sponsored by the Parliamentary Secretary were planted by volunteers around the range.
Trainings held to empower sericulturists in Nagaland Kohima, July 27 (mExN): The Department of Sericulture imparted 6-day training in Eri silk spinning on motorised spinning machines and 3-day training in Eri silk dyeing and flower making from July 18 to 27 at Gorkha Panchayat Hall, Chandmari, Kohima. The training held under state capacity building was organised by District Sericulture Office, Kohima. This was the second time the department organised such training in Eri silk spinning, in which the 20 trainees were given spinning machines for free. The first training was held in the month of June.
The main objective of the trainings, according to a press release from Mhianizoto Meyase, District Sericulture Officer (DSO), Kohima, is to empower the sericulturists of Nagaland in various sericulture activities, mainly in the post cocoon sector such as spinning, weaving, silk dyeing, cocoon flower making, etc. so as to uplift their socioeconomic status as well as showcase their skills to the outside world. Silk comprises of four types – Mulberry, Muga, Tasar, Eri, the release informed, adding Eri silk is unreelable and inferior compared to the other types of silk which are
costlier and reelable. As such, Eri silk is reeled from three types of spinning machines, namely Takli; Ambar Charkha; Motorised Spinning Machines improvised by CST&RI (Central Sericultural Technologial &Research Institute), CSB. The Motorised Spinning Machine is power and pedal operated and more advanced than the other two. It is light-weight, portable and has higher production capacity of 200 gram silk yarn/day, it stated. Asangla Alinger, Deputy Director of Sericulture, who was the chief guest at the valedictory programme of the Eri silk spinning train-
ing on July 23, informed that Eri silk is popular these days and has high demand both in the domestic as well as international markets due to its soft, lustrous, comfortable and eco-friendly properties. “Knowing these, the department is giving emphasis in its production and the yarn is being sold at a floor price of Rs.2200/kg at present.” The farmers, she said, can fetch an extra income of Rs.1700 while they get only Rs.500/kg from selling Grade ‘A’ cocoons. Thus, the spinners can produce the yarns in their own homes thereby boosting the state’s economy, she added.

The riverine eco system in Nagaland faces threats of degradation due to sand mining, dumping of sewage directly into the rivers, coal mining, dynamite fishing and poisoning in hill streams. Nagaland also has pro-
spective scope for developing ornamental fisheries, cold water fisheries and giant fresh water prawn farming. Aquaculture is one of the major sectors of food production in Nagaland where the value of fish and its byproducts have increased over the years. Some of the constraints and challenges in Nagaland are lack of organized market, lack of scientific knowledge among fish farmers, lack of aquaculture insurance at par with agriculture, limited financial power at district and field levels, nonavailability of quality fish seed and feed, and lack of training infrastructure. The future prospects in Nagaland, according to FAB COE, are diversification of aquaculture by introducing new candidate species, opportunities of fish farming in enclosures, reservoirs and slow moving rivers, locally grown fish which offers higher remunerations, development of fish seed production enterprise, fish marketing and control etc.

‘My dream has come true’
O
n June 27 this year, PT Usha turned 52. With her single minded dedication to athletics, she had painted a dream for young Indian women athletes—that we can also make it. As children, we listened to her stories of struggle as an ace athlete through poverty and discrimination, through the dredges of harsh athletic training and watched her tearing through the finish line with wide eyed admiration. All of us wanted to be PT Usha on the track. Most of us were disallowed from training to become ‘over successful’ sportswomen, lest we ‘destroy’ our bodies. On June 25 this year, Dutee Chand, a 20-year-old sprinter from Odisha became the first woman after PT Usha to have qualified for the Olympics 100m event to be held in Rio de Janeiro in Brasil from August 5-21, 2016. On the day of qualifying rounds, she broke the women’s 100m sprint national record twice. Dutee said that qualifying for the Rio Olympics meant that “my dream has come true.” It was indeed a dream for Dutee who was almost denied participation to the premier event two years ago. Hailing from a poor family of weavers, Dutee came to be a sprinter following in the footsteps of her sister Saraswati practicing on the banks of a river as they grew up. Having passed the hurdles of poverty, marginalization and sports politics, she had another major hurdle to jump. Her body was not ‘feminine enough’ for the International Association of Athletics Federation—muscles bulging, flat chest, strides massive—so they ran a ‘gender test’ on her. Born and brought up as a woman, she had to fit into how institutions defined a woman to be. While she was found to be of the “right” gender, she is not the first woman to have her gender questioned for having a physical appearance that does not pander to the curves of the male gaze, and she will not be the last. Women in all professions have to look, walk, talk, laugh, sit, sneeze, burp, dress and run in the way that the male gaze, and the institutions it runs worldwide, approves. “I feel it is wrong to change your body for sport participation. It is like in some societies where they used to cut off the hand of people caught stealing. I feel like this is the same kind of primitive, unethical rule. It goes too far,” said Dutee about the rules put on sportswomen by international sporting institutions. Rightly said Dutee! Israeli scientists develop new system to harvest drinking water from air
S
cientists at the Israel Institute of Technology in Haifa have proposed an innovative system for harvesting safe drinking water from air. Capturing atmospheric moisture is not a new invention in itself because atmospheric water generators for commercial and domestic use already exist. But the new device requires less energy to produce high-quality water from air compared to existing systems, according to the report in American Chemical Society's journal "Environmental Science & Technology." Atmosphere contains water vapour in amounts comparable to all the surface and underground water on the planet. But current machines that collect water from the atmospheric reservoir have major limitations. They use electrical refrigeration to cool the air and condense the vapour and that consumes a lot of energy. The new system designed by Israeli scientists uses a liquid desiccant to first separate the water vapour from air and then cool only the vapour. Their calculations show that this approach would result in 20 to 65 per cent energy savings over the standard system. "We show that the liquid desiccant separation (LDS) stage that is integrated into atmospheric moisture harvesting (AMH) systems can work under a wide range of environmental conditions using low grade or solar heating as a supplementary energy source, and that the performance of the combined system is superior," the report says. Desalination of seawater by reverse osmosis is also a potential source of fresh water, but it is not applicable in countries that do not have access to the sea. Besides, desalination requires large capital investments in piping and pumping infrastructure and in its operation and maintenance. "Atmospheric moisture is accessible essentially everywhere," says the report. The atmosphere contains about 13,000 cubic kilometres of freshwater, 98 per cent of it in the form of water vapour, says the report. The vapour must be condensed to liquid water. The existing atmospheric moisture harvesting (AMH) systems, where standard electrical compressionexpansion refrigeration unit is used, can save significant energy by first separating the vapour from the bulk air before it enters the condenser, such that only the vapour is cooled rather than the entire air bulk. In the new design, separation of water vapour from the air is achieved by using a liquid desiccant. The water vapour absorbed by the desiccant can be liberated using low-grade or solar heat. The liquid-desiccant vapour separation (LDS) subsystem was designed to operate continuously in a closed-cycle, says the report. "The product of this subsystem is pure water vapour, which is then condensed by a standard refrigeration system without the burden of cooling the air." In general, the combined LDS-AMH system is expected to save up to 65 per cent of the energy expenses of water production relative to off-the-shelf direct-cooling AMH systems, the scientists claim. "Scaling up the LDS system to produce larger amounts of freshwater is possible simply by installing additional absorbing units around a single desorber-condenser core." Another important advantage, according to the report, is that the water coming out of the LDS-AMH system will be free of airborne bacteria since "the coil of the condenser does not

The Surprising Popularity of Military Coups
The attempted military coup in Turkey and the possibility of a President Trump may have more Americans considering the military option
list, the military at 73 percent. Only small business has ever approached the same level of trust as the military, according to the averages Gallup has collected over 43 years. So, it’s no real surprise that, when given a choice, Americans would lean toward the military to safeguard their laws and their liberty. But before you start weighing the relative merits of accepting either Trump or the U.S. military going rogue – the former upending the constitution and the latter sticking up for it – let’s take a closer look at what just transpired in Turkey.
ews of the military coup in Turkey was dribbling in on Saturday afternoon when I was having lunch with a group of six friends in West Virginia. Suddenly, one person looked up from her salad and said, “If Trump gets elected, I’d support a military coup in this country.” At least one other person at the table seconded her opinion. I was astonished. Since when had the “military option” become a viable political strategy in the United States? Maybe it was the ghost of John Brown or something in the drinking water out there near Harpers Ferry. Or perhaps the peculiar conjunction of Turkey and Trump had elicited what must surely be an unpopular sentiment in America. Then I did some research. It turns out that the views around the table matched those of average Americans. According to a September 2015 poll by YouGov, nearly one-third of respondents (29 percent) “could imagine a situation in which they would support the military seizing control of the federal government.” That number went up to 43 percent in a hypothetical situation in which the government was beginning to violate the U.S. constitution. Back in September, Republicans were more than twice as likely as Democrats to back the coup scenario. It would be interesting to redo the poll today, as voters begin to contemplate a Trump presidency. Consider, for instance, journalist and Bernie Sanders supporter Shaun King, who recently created a firestorm on the right when he tweeted, “If Donald Trump becomes President, you are fooling yourself if you think we’re far from having a coup our own selves. I’m dead serious.” Trump’s rhetorical flouting of international and national laws has prompted many an unexpected speculation. In an interview with Bill Maher back in February, ex-CIA head Michael Hayden talked about Trump’s pledge to kill the family members of terrorists. Hayden said: “If he were to order that once in government, the American armed forces would refuse to act.” “That’s quite a statement, sir,” Maher said. “You are required not to follow an unlawful order,” Hayden added. “That would be in violation of all the international laws of armed conflict.” “You’ve given us a great reason not to support Trump. There would be a coup in this country,” Maher joked. Hayden said he didn’t mean to imply that the military would provoke “a coup.” Indeed, many members of the military brass would likely resign rather than openly defy their commander in chief. As for the rank and file, they support Trump over Clinton two to one. But that doesn’t mean they’re particularly enthusiastic about the choice. According to a Military Times poll, “More than 61 percent indicated they are ‘dissatisfied’ or ‘very dissatisfied’ with Trump as the Republican nominee, including 28 percent of those who intend to vote for him.” It’s hard to predict from these statistics how the military would respond if a Trump administration began to shred the constitution. But it’s not hard to predict how Americans feel about the military overall. Americans have long trusted the military more than any other institution in society. In 2016, according to Gallup, Congress achieved a 9 percent trust rating, the Supreme Court and the presidency 36 percent, organized religion 41 percent, the police 56 percent, and at the top of the
Keystone Kops Craft Kemalist Coup When it comes to coups, the Turkish military should be the experts. After all, they’ve successfully executed 3.5 of them over the last half-century: in 1960, 1971, 1980, and 1997 (the last being a half-coup since the military, rather than intervening directly, pressured the government to resign). It’s been nearly 20 years since this last half-coup, and obviously the Turkish military has gotten rusty after deviating from its once-a-decade routine. Last weekend, the coup leaders looked more like rank amateurs than seasoned pros. They failed to take out or otherwise neutralize President Recep Tayyip Erdogan, who was vacationing on the Mediterranean coast at the time. They seized control of the least important state TV channel. They didn’t secure important government buildings. They told their supporters to go home and then fired on the civilians who did come out onto the streets. They seemed to have forgotten about the existence of social media. They weren’t even able to forge a pro-coup consensus within the military itself. The attempt was so botched that it generated numerous conspiracy theories – that Erdogan had engineered the whole thing, that the president had heard rumblings and deliberately ignored them, that the Americans were somehow behind it all. The truth is much more mundane. Erdogan and his Justice and Development Party have been weakening the military for more than a decade, systematically working to remove the military’s influence on government. They’ve used earlier coup rumors to go after military officers – as well as journalists and officials – supposedly involved in a “deep state” controlling Turkish politics behind the scenes. As a result, the Turkish military is a far cry from the all-powerful institution of the 1970s and 1980s. I was convinced, after visiting Istanbul in 2013, that the military had become a spent force. At the time I wrote: The AKP has effectively contained the Turkish military through judicial and constitutional means. The threat of a coup, so prevalent in modern Turkish history, has largely disappeared. Not only have constitutional changes and court cases reduced the power of the army, the Erdogan government has also come close to resolving the decades-long civil war with the Kurdish PKK. The end of this conflict would go a long way toward removing the military from public affairs. But then the Erdogan government decided to initiate two wars: against the Gulen movement and against the Kurds. The Gulen movement, named for its leader Fethullah Gulen who currently lives in the United States, preaches a liberal variety of Islam and runs a number of schools worldwide. It was also a major supporter of Erdogan and the AKP. But Erdogan began to worry about the spreading influence of Gulen supporters in the police, the judiciary, and the government itself. They began to resemble the “deep state” that Erdogan wanted to extirpate. In late 2013, he turned against the Gulen movement. The Erdogan government subsequently accused Gulen of orchestrating the coup and has demanded that the United States extradite him. Meanwhile, Erdogan was concerned that domestically the Kurdish minority stood in the way of greater centralized power in Ankara and that Kurds in Syria stood in the way of greater Turkish influence over the outcome of the war against Bashar al-

Assad’s regime. But taking on the Kurds meant ushering the military back into public life in Turkey. As Erdogan pushed for a new constitution to grant the presidency more powers and cracked down on any segments of society that might stymie his ambitions, he had to ensure that at least part of the military was on his side. Some in the military were not happy with the bargain, whether because they disapproved of Erdogan’s power grab, the campaign against Gulen or the renewed conflict with the Kurds, or the AKP’s challenge to the Kemalist tradition, which respects a strict division between religion and state. According to the statement they released to the press, the coupsters offered to restore precisely what many in Turkey believe Erdogan has taken away from them: “Turkish Armed Forces have completely taken over the administration of the country to reinstate constitutional order, human rights and freedoms, the rule of law and the general security that was damaged.” If they couldn’t count on the military closing ranks behind them, the coup leaders at least needed the support of the Turkish population. This wasn’t going to be easy, given that Erdogan’s party won around 50 percent of the vote in the last election. Even Turks who vehemently oppose Erdogan and would agree with the content of the coup statement did not believe that the military was the agent of their salvation. “The worst democracy is better than the best coup,” one Turkish liberal told The New York Times. Having quashed the coup, Erdogan is moving quickly to consolidate his advantage by purging the military and the courts. The Turkish government has detained more than 7,500 people, including 2,800 officers and soldiers and more than 100 generals and admirals, and dismissed 2,700 judges and 9,000 civil servants. Most recently, the government suspended more than 15,000 educators and asked 1,500 university deans to resign. Call it a counter-coup, but it’s just an industrial-strength version of what Erdogan has been up to now for several years. In fact, for the government to act so quickly, it must have had lists of its targets drawn up well in advance. That doesn’t mean that Erdogan planned the coup. It just means that sometimes your adversaries help clear your path to power. Which brings us back to the Donald. A Man, A Plan, A Coup According to the aforementioned YouGov poll, 43 percent of Republicans could imagine the necessity of a military coup in the United States, rising to 55 percent in the event of constitutional violations. Those numbers look a lot like the kind of support Donald Trump enjoyed during the Republican primaries when a plurality, but not a majority, voted for him. Only when the primary season was coming to an end did his numbers rise above 50 percent among Republican voters. It’s tempting to conclude that the same folks who approve of a military intervention into politics support Donald Trump’s intervention into politics. Trump is, in a way, a one-man coup. He is an outsider. He has contempt for the normal workings of democracy. As he has amply demonstrated in his dealings in the business world, he rules by fiat and by twisting arms. But the mechanism by which Trump seizes power will not be a coup. For the moment at least, the ballot box still rules. If he manages to attain the White House in November, it will not because of the brilliant organizing of the Republican Party, which is divided, feckless, and craven. It will be because his adversaries hand him the opportunity on a platter. I know Recep Tayyip Erdogan – well, not really – and Donald Trump is no Erdogan. But the Donald’s will to power is comparable. It’s up to Trump’s adversaries to prevent him from crowning himself president – or else there will be many more conversations next fall about the plusses and minuses of military coups. Beyond the Classroom University of Melbourne student taking classroom conversations to influence public policy in Bhutan
Alison Ofotalau omething is happening in Bhutan – a country considered as one of the newest democracies in the world and cares so much about the gross national happiness of its people. In recent months, the people of Bhutan have engaged in a public debate that resulted in the revocation of a dress code policy for women. This short-lived policy required the women of Bhutan to wear a particular piece of ceremonial clothing called the Ada Rachu. Rachu is a scarf generally worn on the left shoulder with the national dress at important official or cultural occasions. It is worn to show respect when one is in the presence of state officials. Similarly Bhutanese men wear a Kabney. The Ada Rachu (pictured in this article) is specifically designed with verticals stripes and is believed to have cultural significance. It was the only design that women had worn in the past. However, over the years, the culture of wearing women’s Rachu has changed. Numerous other choices of patterned Rachu were available to the women of Bhutan, in addition to the Ada Rachu. Despite its cultural significance, the Ada Rachu was never imposed on women as the only ceremonial scarf they wear to formal events. They were free to wear any pattern of scarf, as well as the Ada Rachu. This freedom was briefly intercepted on April 27, 2016 when the Ministry of Home and Cultural Affairs of Bhutan declared in the national media that the only scarf women should place on their formal attire is the Ada Rachu. That news was initially met with silence and acceptance. Bhutanese are generally happy, kind and accepting people. Any sort of activism that amounts to a public display of opposition to the Government is rare. Bhutanese have long been used to this level of political correctness that it is almost rude or disrespectful to challenge the decisions of those in authority. This, however does not mean that people do not form their own opinions on issues.

held beliefs, perceptions and attitudes towards what it really means to be man (male) or woman (female). Nima said by closely studying the works of feminist scholars like Raewyn Connell (2009), and Simone de Beauvior (1949), he learned of the difference between the concepts of femininity and masculinity, and of being man or woman. Simply put, man or woman is not a pre-determined state, but one becomes a man or woman through a process of social construction. Men are able to perform their roles as men, only by coming through this social construction process, and the same goes to women. The perceptions of which roles men should play and which ones are roles for women are shaped and learned through this process of social construction. ‘This was a moment of awakening for me’, Nima reflected. ‘This new frame of looking allows me to see something was odd about the news that women in Bhutan were to wear a particular design of scarf, regardless of whether they have an opinion on it or not. It was a gender issue, where you have men deciding what women should wear without any prior consultation or asking them how they feel and think about it’, Nima said. He felt he had to do something about it. ‘I wanted to start a conversation on the Ada Rachu issue as a gender issue… to take the conversations I was part of at the University of Melbourne to Bhutan’. Armed with this new knowledge, he was confident the time was right to get people to start talking about the way they are affected by such decisions. He then sent an essay he wrote for his Gender, Globalisation and Development class to Kuensel, the most influential and widely circulated newspaper in Bhutan for publication. The essay topic was on ‘the social construction of gender roles’. Kuensel ran the essay as an opinion piece, and that culminated into a national conversation on the issue of Ada Rachu and shared decision making in Bhutan. His opinion piece attracted a national discussion on social media, the broadcast media and the newspapers. Surprising even to Nima was the fact that men dominated the discussion against the unilateral decision on the Ada Rachu. The Bhutanese Cabinet responded by revoking the Ada Rachu rule. Nima attributed this victory to the men and women in Bhutan who were willing to exercise their democratic freedom of expression. Nima was mindful not to base his argument on culture, saying he wanted to make it more an issue of gender and shared decision making rather than an issue of culture because the Ada Rachu rule affected half the population of Bhutan – the women. That does not mean he dispels culture. According to Nima, culture is important and is still a part of people’s lives. ‘While the Government has an important role in preserving culture, it has to play that role through a consultative process that represents the different groups in society’, he said. Nima said he was inspired by a promotional television advertisement which the University of Melbourne produced last year on the theme, Where Great Minds Collide. ‘Universities are a place where knowledge is created and debated. But if that knowledge is not taken out of the university classroom, it serves no purpose and is no use to anybody’, he said. ‘Connecting knowledge to the real world is very important. When people do not have a conceptual framework to link their ideas and opinions to, they can only voice their opinions through gossip or by getting angry’. Nima admitted he was able to see the Ada Rachu issue through the gender lens only because of the knowledge he acquired from University. ‘Otherwise, I would say things like, this is not fair, but I won’t be able to say why,’ he said. Reflecting on his personal learning at the University of Melbourne, Nima said the human mind has this amazing capability to learn and unlearn at the same time. Breaking with our own stereotypes and assumptions is possible if we allow ourselves to experience that process’. Nima looks forward to returning to Bhutan at the end of his studies to serve his country by strengthening democracy through critical engagement. He said Bhutan is a young democracy, but also a close-knit society with a culture of silence. He sees critical engagement as an important strategy for breaking with the silence.

Emphasizing on her teaching philosophy, Dr. Kikon said, ‘I strongly encourage students to be committed and engaged citizens. Their intellectual conversations and exciting ideas should go outside the classrooms and connect with the real world. After all, transfer of knowledge and communicating information should not be limited to the classroom. Students should be able to incorporate their lived experiences as practitioners or professionals and effectively build upon the classroom readings and debates. This is the key to have an enriching university experience’. Dr Kikon said she always remind students that the opportunity that comes along with a university degree should make them committed and responsible to contribute towards a just and progressive society. This includes, among other things, the ability to be open to new ideas and participate in policy conversations like we have seen in Nima’s story. ‘As a teacher and scholar I believe that our intellectual integrity should go beyond the academy because we are all equally responsible to contribute towards our larger society’. Dr Kikon also noted that it was wonderful to see how University of Melbourne attracted students from developing countries like Bhutan, Bangladesh, Cambodia, Maldives, and the Pacific Islands. Such a diverse group of international students, according to Dr Kikon, was a delight. She hoped that the University of Melbourne would continue to value its international student community and the richness and intellectual stimulation they bring with them.
Discount Properties: There are always people wanting to liquidate their properties because they are in desperate need of cash. Distressed Properties: Look for properties that are run-down and need major repairs. All the about-to-fall-apart structures or damaged walls may seem frightening at first, but if you’re not opposed to a little sweat---or if you can hire some home repair professionals to do the sweating for you---you can save money on the more damaged, fixer-upper type of houses. Often a total face-lift will give you the ability to dramatically increase the property value or rent prices. If the distressed property you have acquired needs only cosmetic improvements, all you have to do could be the following: a fresh coat of paint on the front door, a new front door knob, a new welcome mat, fresh sparkling clean windows, fresh paint in all rooms, new tiles in the kitchen and bathrooms, shiny sinks and tubs, laminate flooring for the living room, a clean oven, and new light fixtures or bulbs. As for curb appeal, you can add simple landscaping and clean entry way. This is how you could give a new look to a run-down house and increase the property value for rent or sale. Buying a distressed property in a good neighborhood can be a great deal. You can spend a lot less for a distressed house than you might not typically be able to afford, and build equity as it increases in value. As a matter of fact, both Dimapur and Kohima have a lot of distressed properties in prime locations. Let’s say, if our government were to pass a law to demolish all substandard houses or condemn all structures that are not in compliance with building codes, some people could make a lot of money by dealing with these distressed properties. Would you be one of them?
Henri Tiphagne and Marte Hellema eflecting on the human rights situation in Asia has become a dismal exercise. While it is difficult to give exact numbers—since many cases go unreported—based on our meetings and interviews with human rights workers on the ground, enforced disappearances and extra-judicial killings seem to be on the rise. In addition, modern day slavery, inhumane treatment of refugees and the return of authoritarian and repressive regimes are common across the region. In that context, being allowed to say what you please and having the right to come together with others might not seem to be crucial priorities. But without freedom of expression and freedom of assembly and association, activists will never win the struggle for human rights. This year the Asian Forum for Human Rights and Development (FORUMASIA)—a network of 58 human rights organisations in 19 countries in Asia—is celebrating its 25th anniversary. In preparation for the anniversary publication and campaign, we consulted and interviewed approximately 120 human rights defenders from across Asia and beyond. Many very serious human rights concerns came to the fore, but the challenge most often mentioned was the shrinking space for civil society, and in particular the need for the freedom of expression and freedom of assembly and association to counter it. Threats and abuse of power, as well as the adoption of laws and regulations that limit these specific freedoms for organisations and individuals critical of those in power, have become common practice. Contributors highlighted that while the trend is worse in authoritarian regimes, several countries that claim to be democracies are also increasingly cracking down on civil society. Among the principal tools that governments use to silence civil society are the criminalisation of dissent and bolstering national security discourses. New restrictive laws regulating nongovernmental organisations include: obligations to register and constantly report on activities and finances, restrictions on funding from abroad, and limits on who nongovernmental organisations are allowed to
Conversion Opportunities: Look for opportunities that are ripe for conversion to a more profitable use. This could be a vacant land which can be converted into residential plots or a commercial zone. When you convert something from one to another, it can often dramatically increase its value. In the case of Nagaland’s unique land ownership laws, in which non-locals are not eligible to purchase our land, you could possibly adopt some creative arrangements to do real estate business. For example, you could build above-ground structures such as single family houses, multiple residential flats, or commercial building complexes for sale to anyone, including non-locals, although all legal requirements must be thoroughly checked first. If everything is legal and proper, such a creative arrangement could become a win-win deal for all parties involved: First, you could make a lot of money while still retaining land-ownership. Second, you could help attract nonlocals from middle-income families who are generally more stable or productive for the community. Third, more house-owners means more revenue for our government as it can collect more property taxes (say, 1% 2% of the property value) each year. As someone who’s very interested in real estate development, I have taken on a leasebasis certain community-owned jungle areas in a not-so-easily accessible mountain side somewhere, which have been lying idle, or unused, for as long as one can remember. No, I haven’t acquired them for logging or extraction of stones to make easy money. Nor is my intent for conversion into residential plots or commercial zones. Rather, it’s for development of eco-tourism as a means for income generation and job creation. Did I put in a lot of money to obtain this real estate deal? Certainly not, but this could turn out to be a very profitable project. My point, however, is this: anyone can convert even jungles or so-called non-usable rocky cliffs into income generating sources, without having to destroy nature or disturb mother earth. Indeed, opportunities to make a lot of money in real estate abound in Nagaland. But the question is, can you add value to properties or find good deals before others do?

Nima is studying towards a Master’s degree in Social Policy on an Endeavour Postgraduate Scholarship Program of the Australian Government. One of the subjects he took towards his Master’s degree was the Gender, Globalisation and Development subject. Nima said this subject really changed his world view on the issue of gender. The classroom conversations that he was part of had opened up a new framework through which he sees himself in relation to the men and women of his country. When organisations are not able to operate legally and/or have their funding removed, and authorities stifle individuals from speaking out, there is little to no ability to fight back. For human rights defenders, speaking in public and raising our voices in unison are often the only weapons we have in the fight for human rights against those with more power and resources. But in Asia this comes at a high cost. Authorities across the region are recognising the threat of free speech and free assembly: countries like India, Malaysia, and Cambodia have all introduced laws and regulations that not only restrict the freedoms of expression, assembly and association, but also have made it nearly impossible for human rights defenders to do their work. An increasing number of people also disappear or are killed for using their rights to speak up or gather together. Across the region, the number of enforced disappearances and extra-judicial killings that can be directly linked to people not allowing themselves to be silenced is in-
creasing. Recent examples include bloggers in Bangladesh who are under attack, Sabeen Mahmud in Pakistan who was killed after hosting a public event on people missing in Baluchistan, and the murder of land rights activist, Chai Bunthonglek, in Southern Thailand. Recognising these threats, one of the things we do at FORUM-ASIA is offer protection assistance to human rights defenders at risk. In 2009, we formed a Protection Plan that aims to provide timely and efficient assistance to human rights defenders at risk in Asia. We do this through temporary relocation and other types of urgent assistance, as well as trial observation missions. The assistance under the Protection Plan is temporary in nature, and the person applying for assistance must be from one of the member/partner organisations of FORUM-ASIA or must work on human rights issues together with FORUM-ASIA’s members/partners organisations in Asia. In 2014, FORUM-ASIA assisted six human rights defenders/women human rights defenders and one community group at risk through this program, and in 2015 we assisted 18 individuals and one community group. Due
to new funding and partnerships, we expect the number to be even higher for 2016. We also encourage much-needed collaboration by bringing human rights activists together, by themselves or with other stakeholders, to share, discuss and address burning human rights issues, among them violations related to the freedoms of expression, assembly and association. Over the years, FORUM-ASIA has organised such meetings with participants ranging from indigenous peoples to UN Special Rapporteurs. However, it is not enough to merely bring people together. It is equally important to ensure that human rights defenders have the knowledge and skills needed to claim their rights effectively, making full use of all the national and international human rights instruments and mechanisms at their disposal. FORUM-ASIA does so by increasing the capacity and knowledge of its members, partners and staff on their rights through trainings, publications and exchange programmes. Everyone who supports human rights defenders must become much more concerned, observant and critical of situations in which free speech and the ability for activists to come together are being threatened. Other governments, donors, intergovernmental organisations, international human rights mechanisms, and most importantly, regular people, need to recognise the importance of these rights, and to speak out when they witness a crackdown on human rights defenders. For this purpose, FORUM-ASIA engages with stakeholders at the national, regional and international level to pressure decision makers to respect and protect these freedoms. Standing up for the freedoms of expression, assembly and association might not always seem to be the most exciting of struggles, particularly in a context such as Asia where so many grave human rights violations occur. But failing to do so entrenches a pathway to further escalation of violations and the dismantling of democracy; curtailing these rights degrades people and takes away a part of their humanity. In that sense, free speech, assembly and association are some of the most fundamental and enabling rights, and we must fight to protect them.

Mandsaur assault: BJP cornered in Parliament as two women attacked by cow vigilantes NEw DElHI, July 27 (PTI): In yet another instance of cow vigilantism, two Muslim women who were carrying buffalo meat were assaulted by people at a railway station in Mandsaur on suspicion that it was beef in the presence of police which arrested the duo. The incident came close on the heels of the attack on dalit youths in Gujarat by cow vigilantes for skinning a dead cow, drawing outrage and triggering a slugfest between BJP and its rivals. Mandsaur Superintendent of Police Manoj Sharma said they received a call from a person on Tuesday stating that two women were being manhandled by people on suspicion of carrying beef at the railway station. Two police constables, including a woman, then rushed to the platform and took the two women away, he said. After that, the meat was sent for examination which revealed that it was of buffalo, he said, adding one of the two women had earlier also been booked for carrying meat in an illegal manner. Cow skinned by Dalits in Una was killed by lions, says Guj CID AHMEDABAD, July 27 (PTI): The Gujarat police probing the widely condemned incident of thrashing of dalits in Una town of Gir Somnath district by 'cow vigilantes' has found that the cow being skinned by the dalits, was killed by lions. While probing the dalit flogging incident near Mota Samadhiyala village in Una taluka, the CIDCrime officials said they have learnt from eyewitnesses that the cow was killed by lions on the intervening night of July 10 and 11. According to CID inspector-general SS Trivedi, who is supervising the probe, lions remand under relevant sections of The Prevention of Cruelty to Animals Act-1960. "It is a law and order situation and people should exercise restraint. Under no circumstances, they should take the law in their hands. Now the ministry has decided to include "persecuted religious minority migrants from Bangladesh and Pakistan based in India" within the purview of this scheme for admission in MBBS, BDS and BE courses from current academic year, the Ministry said in a statement. "These applicants are not required to appear in any central entrance examination such as AIPMT or any other entrance examination. The candidates will be selected on the basis of academic merit," the official statement said. In 1986, he sent a complaint about dry latrines to the authorities of their town, and when he was ignored sent the complaint to the Prime Minister and threatened legal action. As a result, the town’s dry latrines were converted and scavengers transferred to non-scavenging jobs. Chinese incursion in Uttarakhand DEHRADuN, July 27 (IANs): The Uttarakhand government said on Wednesday Chinese troops had been spotted within its territory by a local administrative team on July 19 and were asked to return. Senior state government officials said the incursion was spotted in Badahoti in Chamoli district. District Magistrate Vinod Kumar Suman told IANS that he had sent a report to "appropriate authorities" but refused to elaborate. Uttarakhand Chief Minister Harish Rawat also confirmed the incursion, saying he had reported the matter to the Union Home Ministry. Uttarakhand shares a 350-km-long boundary with China and incursions have been reported in the past too. A team of 19 government officials, led by Sub-Divisional Magistrate (SDM) Yogendra Singh had on July 19 left for the "summer inspection". The team is said to have spotted the "presence of Chinese soldiers on the soil". The team retreated to Rimkhim and informed the Indo-Tibetan Border Police (ITBP) teams posted there. They then informed the district magistrate who passed the information to the chief ministers office. The Chinese retreated to their own side after spending 40 minutes on Indian soil.
Govt to launch e-passport NEw DElHI, July 27 (PTI): New generation e-passport featuring enhanced security features such as biometric details may soon be rolled out by the government. Replying to a question in the Lok Sabha, Minister of State for External Affairs V K Singh said government was in the process of procuring devices for e-passport. The epassport is likely to secure the data and curb the menace of fake passports. An e-Passport contains an electronic chip. The chip holds the same information that is printed on the passport's data page. "The Government has plans to issue e-passports to the citizens. The Government has given its approval for procurement of electronic contactless inlays for manufacturing of e-passports to India Security Press (ISP) Nasik. "In this regard, ISP Nasik, has been authorised to float a global three-stage tender for procurement of International Civil Aviation Organisation (ICAO)-compliant electronic contactless inlays along with its operating system which is required for manufacture of e-passports," Singh said. He said manufacture of e-passport will commence on the successful completion of the tendering and procurement process by ISP, Nasik.
LS passes Lokpal, Lokayukta bill NEw DElHI, July 27 (IANs): The Lokpal and Lokayukta (Amendment) Bill, 2016, doing away with the time period for public servants to furnish details of their assets and liabilities, was passed by the Lok Sabha on Wednesday without a discussion. The bill seeks to amend Section 44 of the existing act under which public servants are bound to furnish the details of their assets, debts and other liabilities within a period of 30 days from the date on which they make and subscribe an oath or affirmation to enter upon their office. Now this time period has been removed for one prescribed by the government. Introducing the amendment bill, Minister for Personnel, Public Grievances and Pensions Jitendra Singh stressed: "Through this amendment, the government is not diluting the Lokpal and Lokayukta Act and it is committed to make it more stringent." Later talking to reporters, Singh said that particular amendment in Section 44 created the urgency for the point of view that it makes "mandatory for the public servants, Members of Parliament and NGOs to declare their assets by July 31".
Modi's silence has left country speechless: Congress NEw DElHI, July 27 (IANs): The Congress on Wednesday took a dig at Prime Minister Narendra Modi for not speaking on various issues of national importance, saying his silence had left the country speechless. "He does not speak here (in India). He can address the US Congress for over 40 minutes but does not speak when it comes to the marginalised in the country," Congress spokesperson Abhishek Manu Singhvi told the media at the Parliament House complex. "Modi goes silent when he has to make a statement on various issues in India. Modi's speechlessness has rendered the country speechless," he quipped. The Congress also accused the Modi government of "supporting anti-poor and anti-Dalits forces" and said it had "created an atmosphere of fear among the marginalised". While more young women are enrolled in higher education than ever before -- and apparently more successful in clearing 10thstandard board exams than young men -- they are either marrying early or not finding or not looking for jobs, according to an IndiaSpend analysis of various data. The enrolment of girls in higher education increased from 39% to 46% from 2007 to 2014, but female participation in India's labour force declined to a low of 27% in 2014 from 34% in 1999, according to a 2015 study by the International Monetary Fund (IMF). Almost 12 million women are enrolled in undergraduate courses, but few continue to professional courses; 600,000 women were enrolled for diploma courses in 2013, the latest
year for which data is available. Even fewer women -only 40% -- sign on for PhDs. In 2016, girls were more successful than boys in clearing the 10th-standard exams of a national education board, a trend that has held over seven years. While 428,443 girls appeared for the 10th-standard exams of the Central Board of Secondary Education (CBSE), 379,523 were successful -- a pass percentage of 88.5, according to CBSE data. By compari-
son, 564,213 boys wrote the exams and 444,832 were successful -- a pass percentage of 79. Pressure to marry early continues So, what happens to these girls after the board exams? The CBSE is one of many boards nationwide, but the trend of girls overtaking boys is probably being repeated elsewhere. What could be responsible for the trend reversing itself
in higher education and young women not making it to the job market is the push to get married. Although the median age of marriage has increased, it continues to be low: 19.2 for women in 2011 (up from 18.2 in 2001), according to 2011 Census data. Men got married, on average, at 23.5 in 2011, up from 22.6 in 2001. The enrolment in higher education has been estimated to be 33.3 million, of which 17.9 million were male and 15.4 million female in 2014-15, according to the All India Survey on Higher Education, released by the Ministry of Human Resource Development in 2015. Young women accounted for 46 per cent of the total enrolment in higher education, an improvement from 44.3 per cent in 2012-13. The gross enrolment ratio (GER, the number of college students in the 18-23
age group as a proportion of all young men and women in that age group) in higher education in India was 23.6 in 2014-15, up from 20.8 in 2012-13. This is lower than the global average of 27 and lower than other emerging economies such as China (26) and Brazil (36), according to data released by the Ministry of Human Resource Development. While the GER for young men was 24.5, that for young women was 22.7 in 2014-15, an improvement from 17.9 in 2012-13. The number of young men enrolled for higher education increased 13 per cent to 17.9 million in 2014-15, from 15.8 million in 2012-13. The number of young women enrolled increased 21 per cent to 15.3 million from 12.6 million. After graduation, numbers of men increase, women decrease The highest concentration of women is seen
among undergraduates, at 12.4 million, followed by 1.9 million for post-graduation. Only 0.6 million girls are enrolled for diploma courses. As many as 14 million boys are enrolled in undergraduate courses (almost 17.5 per cent higher than girls), followed by postgraduation (1.8 million, or 6.1 per cent lower than girls) and graduate diploma courses (1.6 million, 61 per cent higher than girls). The trend of more young men than women is evident at almost every level after high school, except M.Phil, post-graduate and certificate courses, where female enrolment is slightly higher than male enrolment. Post-graduate courses have 49 per cent males and 51 per cent females, according to the data released by Ministry of Human Resource Development. Women tend to focus on the humanities, with 38
per cent of all women enrolled in Bachelor of Arts courses, followed by science and commerce; 28 per cent of men enrol for BA courses. When it comes bachelors of education, women (2.8 per cent) once again outnumber men (1.8 per cent). Up to eight per cent of all young men sign up for bachelor's courses in engineering, nearly double of women (4.1 per cent). There is a similar skew for male (nine per cent) and female (4.5 per cent) in bachelors' technology courses. Women dwindling in workforce, despite rising female enrolment in higher education When the gender parity index -- or GPI, the ratio of female students to male students -- in higher education rises, it should lead to higher female labour force participation rates, typically measured as the share of women employed
or seeking work as a share of the working-age female population. In addition to raising labour input, the resulting human-capital accumulation should boost potential output, according to a 2015 study by the IMF. But the percentage of women in India's workforce is declining, as IndiaSpend reported in March 2015. India's female labour force participation has dropped from 35 per cent in 1991 to 27 per cent in 2014, a rate below the global average of around 50 per cent and the East Asian average of around 63 per cent, according to a 2015 IMF study. As incomes rise, women's labour force participation often falls, only to rise again when female education levels improve; consequently, the value of women in the labour market increases, the IMF study said. That is not happening in India.

Democrat Clinton makes history with US presidential nomination
PHILADELPHIA, JuLy 27 (REutERs): Hillary Clinton secured the Democratic Party’s White House nomination, coming back from a stinging defeat in her first presidential run in 2008 and surviving a bitter primary fight to become the first woman to head the ticket of a major party in U.S. history. In a symbolic show of party unity, Clinton’s former rival, U.S. Senator Bernie Sanders of Vermont, on Tuesday told the chairwoman from the convention floor that Clinton, 68, should be selected as the party’s nominee at the dramatic climax of a state-by-state roll call at the Democratic convention in Philadelphia. Capping nearly a quarter century in public life, Clinton will become the party’s standard-bearer against Republican nominee Donald Trump in the Nov. 8 election when she accepts the nomination on Thursday. “If there are any little girls out there who stayed up late to watch, let me just say: I may become the first woman president, but one of you is next,” Clinton told the convention via a video satellite link. In nominating Clinton, delegates made the point that the selection of a woman was a milestone in America’s 240-year-old history. Women got the right to vote in 1920 after ratification of the 19th Amendment to the U.S. Constitution. Outside the convention hall, protests turned more heated late on Tuesday. Thousands of protesters gathered near a subway station close to the conven-

Bill Clinton’s speech on Tuesday night offered an unusual twist to the warm spousal endorsement of a presidential candidate traditionally given at party conventions by a wife, not a man - let alone a former president of the United States. He told how she gave legal aid services to poor people and went undercover to expose a segregationist school in Alabama in the 1970s. Turkey orders detention of 47 more journalists IstANBuL, JuLy 27 (REutERs): Turkey ordered another 47 journalists detained on Wednesday, a government official said, part of a widening crackdown on supporters of U.S.-based Muslim cleric Fethullah Gulen, accused by Ankara of masterminding a failed military coup. “Today’s detentions cover executives and some staff including columnists of (the now defunct) Zaman newspaper, the Gulen
movement’s flagship media organisation,” the official, speaking on condition of anonymity, told reporters. Critics of President Tayyip Erdogan argue he is using the failed July 15-16 coup as a pretext to muzzle dissent and tighten his grip on power. The clampdown has drawn criticism from the European Union, which Turkey aspires to join. Authorities shut down Zaman in March, part of a crackdown on

They have sharply accelerated the crackdown since the coup attempt, suspending, detaining or placing under investigation more than 60,000 soldiers, police, teachers, judges, civil servants and others. BANGKOK, JuLy 27 (REutERs): A constitution that Thailand will decide on in a referendum next month is not aimed at perpetuating military rule, an official who helped write it said on Wednesday, as a former premier from a pro-establishment party rejected the draft charter. The outcome of the Aug. 7 referendum could have far-reaching implications for Southeast Asia’s second-biggest economy as a military government that took power after a 2014 coup tries to shape politics after a decade of turmoil. Critics argue that the constitution, to replace one torn up by the military after the coup, will entrench military control at the expense of elected political parties. The government says it will ensure stable politics. Norachit Sinhaseni, a former diplomat and spokesman for the Constitution Drafting Committee, said the main objective of the charter was to ensure a swift return to democracy. “We have no interest or desire to perpetuate military rule,” Norachit told Reuters. “Our number one priority is to put Thailand back on the road to democracy.” The military government would interpret a “yes” vote as a seal of approval and a mandate to govern, experts say. A “no” vote, on the other hand, could be seen as undermining the government’s legitimacy, and would raise questions about its road map to a promised general election
next year. Norachit said there were no guidelines as to what would happen if the draft was rejected. The government says the proposed constitution will heal divisions after years of rivalry between the military-dominated establishment and election-winning populist politicians who the military says buy their way to power. The constitution would allow for an unelected prime minister and an upper house of parliament appointed by the junta with seats reserved for military commanders to check the powers of elected lawmakers for a five-year transitional period. It also sets out an electoral system that critics say would produce weak coalition governments. Even some of the military’s natural political allies have voiced opposition. Japan mass killing sparks debate: why didn’t the system prevent it? tOKyO, JuLy 27 (REutERs): A day after the mass murder of 19 people at a facility for the disabled, many shocked Japanese were questioning why the only suspect was discharged after just two weeks from a hospital to which he’d been forcibly committed under mental health laws. Some are also wondering why the suspect, who had written letters in February saying he would kill hundreds of handicapped people, was not kept under surveillance after he left hospital. “Involuntary commitment is done forcefully by the authorities...If the time period drags on longer than necessary, it becomes a serious violation of human rights,” Asahi newspaper said in an editorial on Tuesday. “However, there were warning signs before the incident,” said the Asahi,
one of Japan’s two biggest newspapers. “Was the treatment and monitoring of the man sufficient”? The suspect, 26-yearold Satoshi Uematsu, gave himself up to police just an hour after the frenzied attack at the Tsukui Yamayuri-En facility in the sleepy town of Sagamihara, southwest of Tokyo early on Tuesday. The victims were stabbed to death and at least 25 other residents of the facility were wounded. On Wednesday, he was sent from a regional jail in Sagamihara to the Yokohama District Public Prosecutors Office in Kanagawa prefecture. Uematsu had said in the letters to a top politician that he could “obliterate 470 disabled people”. He gave detailed plans of how he would do so, including breaking into the facility at night and targeting the severely disabled, media reported.
After questioning by police, to whom he repeated his extreme comments, Uematsu was sent to a hospital on Feb. 19. He was discharged on March 2 after a doctor deemed he had improved and was no longer a threat to himself or others. Given the warning signs, mainstream media raised the question of whether Uematsu had been discharged too soon from hospital, where he had tested positive for marijuana use and exhibited signs of paranoia. Experts said there were no legal limits on the length of involuntary hospitalisation but a discharge was required once the patient was no longer deemed a danger to himself or others. The decision is up to the doctors, so it’s difficult to second guess. “The general public might think, ‘Why was such a person let loose?’ but forcible commitment
is against the person’s will so the conditions should be strict,” said Fumie Kyo, a lawyer specialising in mental health patients’ rights. MEDICAL CARE, CRIME PREVENTION Nevertheless, Kyo added, it might have been possible to keep Uematsu in hospital longer under protective care even if he was no longer judged a threat to others. The goal of Japan’s hospital commitment system, however, is to provide medical treatment, not prevent crime, experts said. “If medical treatment is deemed no longer necessary, then the doctor must discharge the patient,” said Seijo University professor Teruyuki Yamamoto. “The law is for the purpose of medical treatment, not for the prevention of crime, so there are limits.” Authorities have not disclosed the hospital

PEOPLE’S MANDATE – WHAT IT IS AND WHAT IT IS NOT
I
n recent years, in an endeavor to find political settlement with the Government of India (GoI), the question of people’s mandate has become the topic of hot debate among Nagas. In the wake of such political situation, it is pertinent to understand the position of the Nagas vis-à-vis Nagaland’s sovereign status as declared on August 14, 1947 and mandated by a national Plebiscite on May 16, 1951. Expectedly, irrespective of divisions circumstantially or otherwise, all Naga political groups (NPGs) vouched on the mandate of Plebiscite 1951 wherein, 99.9% of eligible Naga electorates (18 years and above) voted for separate independence of Nagaland. Meanwhile, NSCN (IM) claimed that as the only authentic political organization representing the Nagas after the infamous Shillong Accord, it received people’s mandate in 2005 when all the Naga Civil Society representatives, including GBs and Village Council leaders in a consultative meeting at Hebron Camp gave their signatures of approval to negotiate with the GoI on behalf of the Nagas. However, there are other NPGs, NNCs to be precise, that stand on the mandate of Plebiscite 1951 only. There is argument on this claim and counter-claim. This write up is a humble exercise to evoke intellectual minds of experts to come out with finer details to clear the doubt and confusion on the definition and application of the word ‘mandate’ as universally accepted and also reflect on its applicability in Naga situation. According to Wikipedia sources, ‘mandate’ came from Latin word ‘mandatum’ (meaning, ‘something commanded), a word formed out of mandare, from manus ‘hand’ + dare ‘give’. ‘Mandare’ was influenced by French mandat that finally morphed into ‘mandate’ and accepted as English word in the 16th century. From the original Latin definition of the word ‘mandare’, it was very clear that peo-
ple’s mandate was decided by giving (raising) a hand that formed the traditional voting method before the advent of ballot system. Mandate is defined as an official order or commission given to people’s representative to do something. The process of commissioning was by ‘direct vote’ of all eligible electorates. This also clears the doubt that consultative/representative mandate in the form of collective signatures by leaders representing the people/organization, in strict sense, is not people’s mandate because it did not entail ‘direct votin’ by the electorates. Such exercise rather fits into the definition of ‘endorsement’. In short, people’s mandate can be obtained only by ‘direct voting’ of eligible electorates and not by representative signatures. The system of direct voting by electorates to give/decide people’s mandate is usually by election, referendum or plebiscite. Election; a tenure based constitutional process comes after regular intervals that varies from country to country. By this, people elect their representative lawmakers to the house of the people. Referendum and plebiscite are two other mechanisms adopted to give/get people’s mandate. The two words have been randomly used, synonymously/interchangeably, but they differ in origin and meaning of words as well as application. According to Wikipedia sources, referendum in Latin means "anything that is brought back”; whereas, plebiscite; derived from Latin word plebiscitum, means "a decree or resolution of the people" (plebs - the common masses, scitum - decree). The institution of referendum can be subdivided into two categories: constitutionally regulated referendum and a policy vote (or a plebiscite). The former deals with constitutional amendments, laws, or bills. A plebiscite can be an ad hoc referendum, for which there are no provisions in the constitution (or in regular legislation). It might also deal with
things other than a law or bill in the Parliament. In this sense, it is nothing but a 'vote of confidence' on the policies of the government of the head of a state. (A glaring example is the recent Brexit referendum, which voted out David Cameron as the Prime Minister of United Kingdom). Referendum refers to a procedure where an issue is presented to the people for their verdict. This may take place before or after a decision is taken by the legislature but that can be enforced only when the people have their verdict - a provision that is often applicable to constitutional amendment. Plebiscite obtains direct popular vote on a matter of importance, but chiefly, in order to create some more or less permanent political condition. It may be for a new political set up, implying change in sovereignty. Many small countries that became free after the World War I used plebiscite to choose the form of their political system. Plebiscite is one time affair when people express their option while referendum is a mechanism that is in operation continuously. Referendum is what the vote is about; plebiscite is actually the vote itself. Referendum is normally held in a democratic environment; plebiscite is usually held in an undemocratic environment and the result may be ignored altogether. Initiation of a referendum may not always involve those in power. It can be initiated by the citizens (citizen-initiated referendums). A plebiscite can be initiated only by the representative authorities. An independence referendum is a type of referendum in which the citizens of a territory decide whether the territory should become an independent sovereign state. An independence referendum that results in a vote for independence does not always ultimately result in independence. (Naga independence is a perfect example. There are people who believe in utopian idea and mislead innocent villagers that Nagaland is already an indepen-
dent State by virtue of August 1947 declaration and Plebiscite mandate of 1951. These people think Nagas had done what needed should be done politically, and simply waiting for UN’s intervention. It is ridiculous belief because only a declaration was made and a mandate given to that effect, while, independence in reality is yet to be a reality because no sovereign nation or UN had recognized the sovereignty of Nagaland until now. Let there be no confusion that UN membership/ recognition is not an absolute pre-requisite to be sovereign. There are sovereign nations not member of/recognize by UN but recognized by one or other sovereign nation/s). Independence referendum can be held without the consent of governments, but their results are usually ignored by the international community. Non-recognition is often a result of conflicts with other countries that claim those entities as integral parts of their territory. In other cases, two or more partially recognized entities may claim the same territorial area, with each of them de facto in control of a portion of it (as has been the condition of Nagas in India and Myanmar). It is clear from the explanations above that Nagas had conducted one plebiscite in 1951 for all times to come (a one-time affair). 99.9% of the electorates of that time had given their verdict for complete independence. It became a historic milestone of our political right and course. There had been no other plebiscite when the electorates had the opportunity for direct voting. Therefore, the only mandate Nagas can claim is the mandate of Plebiscite 1951. Naga National Council (NNC), as the only political institution of the Nagas that time was the sole author of that plebiscite. Therefore, it is self-destructive to condemn the author and at the same time, claim the content (mandate). This is because NNC does not belong to the custodians of Plebiscite document only.
The call for fresh mandate is impractical giving the changed geo-political scenario. There is problem of territorial question. Even if referendum is called only within the present political arrangement of Nagaland State, the constitution of India does not have provision for referendum. This was revealed by constitutional experts in the case of Aam Admi Party’s attempt to conduct referendum on Delhi’s full statehood status. Therefore, it is best for Nagas to steadfastly upheld 1951 Plebiscite mandate. Trying to re-write history will cost Nagas dearly. People who had no part in 1951 plebiscite may attempt such thing but it will be inconsequential because the two (Plebiscite 1951 and fresh referendum) will have no connection whatsoever. It is best to ignore such impractical idea. The August 1947 declaration gave birth to sovereignty but it is 1951 plebiscite that continuously supply oxygen to it and keeps the spirit of Naga sovereignty alive. None should try to take off the lifeline. Nagas must stand on truth. The truth is the mandate of 1951 Plebiscite. In doctrinaire politics, even falsehood can become truth and vice versa, by intensive indoctrination and political propaganda but ultimately it is the truth that will prevail. Plebiscite 1951 mandate is the basis for ‘final political settlement’ (relationship between sovereign Nagaland and sovereign India), which no party can afford to overlook or side step. Any solution outside this mandate will fall short of ‘finality’ because people’s mandate was for sovereignty in its entirety separately and not for one or other of its variants within another sovereignty. (In fact, sovereignty is absolute and has no variant). Mandate reflects trust. No power can claim people’s mandate by distrusting the electorates. Obviously, endorsement for ‘transitional solution’ and mandate for final settlement have no parallel interpretations. Let, none misinterpret ‘mandate’ to deceive the people. Dr. K. Hoshi, Phek Town

Indeed, with forethought and experience; a few hooligans can rout a much bigger group in a militarized brawl. ening Town under Peren District is one of the oldest administrative headquarter of Nagaland. It is situated at a strategic location being at tri-junction of Nagaland, Assam & Manipur linking both NC Hills in Assam and Tamenglong District in Manipur with the state of Nagaland through NEC Roads, though the condition of these NEC roads are a story to tell for some other day. Tening Town is the only ADC administrative headquarter under Peren District and headquarter of 6-Tening Assembly Constituency. There was widening of town roads immediately after the 2013 assembly election which brought joy and relief to the development starved people of the area but this joy turned shortlived since nothing much was done after the widening of roads which left the entire town roads in horrible condition. In winter, it produces clouds of dust and during summer, it turns into swampy paddy field. During these days, it could be observed that even school children cannot cross certain stretch of the town roads by foot, forget about a vehicle due to which some school children has to sit back home when it rains heavily. The condition has turn so horrible that the entire stretch of town roads including the main town area looks like an abandoned township with no one to care for. The citizen of this small township has tolerated this horrific condition for the past two years with a hope that it will turn better very soon but has been disappointed since no works have been undertaken for soiling and metalling of the road. The people of this township are very innocent and don’t have much awareness about the dynamics of funding and devel-
opmental works plan of the Government. All we ask for is a basic right for a modest road within the town so as to enable the people and vehicles to pass through without much hassle. We ain’t asking for two/four lane solid metalled road for that matter. People have been discussing that the work stopped due to political differences of our elected MLA with the present Government. But the basic question is, why should the people who elected the Government be left to suffer just because our leaders have personal differences amongst themselves? We only hope, our leaders remember that it is the people who elected them to power and they have to come back to the people after every five years and providing us with basic services like good roads, electricity, water, education and medical services will only encourage people to help them come to power again. Our people have awaken and awareness about development has taken roots amongst the present day youths and intellectuals. It is funny but a thought to ponder that a joke has been doing the rounds that Tening area would like to secede from the state of Nagaland and join either the state of Assam or Manipur if the Government of Nagaland continues it step motherly treatment towards the people of this area. The feeling of being neglected for so long has been taking its toll and when it bursts, it may be too hot to handle and the situation may go out of hand. It is an earnest appeal that the present day Government of Nagaland and the concerned department would look after the genuine plights of this township and initiate immediate repair of the town roads. NSCN (IM) POLITICS AND POLITICAL PRINCIPLES. The NSCN (IM) completely dominates Political Atmosphere in Nagaland today 2016 and have sometimes appeared a little like Vladimir Putin! The 3rd August 2015 Indo-IM Accord is said to be of Principles of the Talk, and the details of the Talk may not be disclosed prematurely but keeping the Principles of the Talk in Secret, is to seriously de-humanize the encourageable Talk. In the political horizon of the Naga, two issues are of paramount importance and the Naga jealously guards them almost sacrosanct. These 2 Issues are -Sovereignty and IntegrationSovereignty is normally considered an absolute indivisible Right of a Nation or of a State. It is the sovereign Right of an Independent State. In personal term, this absolute Right and Independence of the State is like Wife and Husband that can not be shared with any others. The IM interprets Sovereignty as something that can be ‘Shared between two Nation States’ and enigmatically defined it as being ‘in the mind of the people’. Sovereignty of an Independent State is not divisible; it cannot be shared with any others, neither with neighbor States nor with other friendly States. And Sovereignty is not something that exist only in the mind of the people only as if it is not necessary in Reality. Sovereignty is not like Peace of Mind in Mahatma Gandhi even while in Jail. Sovereignty in the People without Political Sovereignty of the State, has no meaning. It is a fallacy to say Sovereignty is in the People as if it is not necessary in the State. If ‘Sovereignty in the people’ suffices ‘Sovereignty of the Nation’, then: India has would have no political Problem in Kashmere, Hyderabad need not have been militarily captured from the Nizam, Manipur is still a semi-Independent State. Dalai Lama would have no dispute with China, All the other States of India would have made a beeline to RN. Ravi and Modi for similar Accord! If Sovereignty is in the People, then the Naga Club Petition to the Simon Commission in 1929 has no historical value and the Naga Political Movement for Freedom no meaning. The Naga is fighting neither for Shared Sovereignty nor for Sovereignty in the People. Sovereignty is not divisible; it is Real and Sovereign, nothing can replace it. If India says Naga Sovereignty is not in ‘the Realms of possibilities’ and outside the framework of the Constitution; then let Muivah and Raising tell the Truth to the Naga Public. The Public would then sympathize with them and feel drawn to them. Otherwise the Public of Nagaland would ask: ‘Is the Government of India fooling the IM or the IM is fooling the GoI? Who is fooling whom?’ But none can fool the Constitution of India because: A part of a Constitution cannot contradict the other part of the same Constitution. Nagaland is safeguarded by Art. 371A of the Constitution of India and cannot be put under Pan Naga Hoho. The State can not come under a District Autonomy of the Pan Naga Hoho. Autonomy for Naga inhabited Areas of the other States is a very welcome proposition, but the
State concerned must consents. That Autonomy must be done with the consent of all Communities concerned in the area of the States and the Autonomy must have wide range of Freedom..
POSITION OF NAGALAND STATE IN THE INDO-IM ACCORD. Because of the GoI inability to Integrate all the Naga inhabited Areas, saying it is “OUTSIDE THE REALMS OF POSSIBILITIES” and because of the Special Constitutional Provision already in the State of Nagaland, the later has nothing much to do with the 3rd August 2015 Indo-IM Accord, until all the Naga Areas of the other States are integrated with Nagaland. Till then Nagaland must exist a separate entity from the Accord like Britain exited from the European Union. This should be the Stand of the State of Nagaland but the State decision makers have all exited from the Responsibility. This can be proposed by an Organization exclusively dealing with Nagaland State. The Naga Club was only a Club of Government Servants and in its present disposition, it may better not deal in Politics. The Naga Hoho is a Pan Naga Organization, not exclusively of Nagaland alone. Under the circumstances, the Nagaland Tribes Council (NTC) is the Organization the most appropriate exclusively for Nagaland. The Nagaland Tribes Council (NTC) must function for what Nagaland should do. The NTC must function for taking Nagaland out of the 3rd August Accord. No outsider can decide for Nagaland. To do that, however, the NTC must first have the Mandate of the People from each and every Village Councils of Nagaland. Nagaland must decide for itself. The ENPO may move to get Special Treatment from Nagaland just like Nagaland has special consideration from India. To move for a separate State, it may be too long a shot for the muzzle loading Gun and the Prey may be beyond the Range. The ENPO may continue as an NGO sans Politics for the economic wellbeing of the Area. The 3rd August 2015 Accord requires some clarifications: I. What is not in India’s ‘the Realms of possibilities’? II. What are the Naga Sentiments India understand? III. What is the Unique Naga History India understands? IV. What in the Talk, is ‘Within the framework and what is outside the framework of the Constitution’? The IM alone however can not be blamed for everything gone awry in Naga Politics. The Naga Politics had Weaknesses of Ignorance and of Incompetence’s, even Treachery. Anyway, this is not the Time to dwell on all of those things in detail, unless the Writer is interested to write a Thesis on the Subject to get a prefix ‘Dr’ to his name like some nice Theologians in Nagaland. FOUNDATION OF NAGA POLITICAL MOVEMENT Firstly, Had the British Colonial Power come to Naga Hills 10 years late, the Hindu Civilization would have swamped the Naga traditional Customary Practices with their Caste System. The Caste System is completely alien to Naga life and the casteless colonial Power delaying a little in their coming to the Northeast, would have the Hillman overwhelmed by the Caste System of India. Christianity protected the whole Hillman of the Northeast from the hegemony of a despicable Caste System, and the Dobashi Petition of 1929 to the Simon Commission for a separate life of the Naga from India, sowed the seed of the Naga’s forward Movement for Freedom. The Naga must thank the NSCN (IM) also, for taking Christianity to Pagan Nagas of Myanmar, albeit with a little of the weight of the barrel of the Gun. This is a historical contribution the NSCN made for the Naga, it will be remembered for many, many centuries into the future. The Rongmei Naga would be making a historic blunder if they take the BJP bait of Gaidinliu into the cursed Hindu Caste System! The abhorrent Caste discrimination and inequality in the Hindu Society is completely incompatible to Equity in the Naga Culture. The Foundation of Socialism is in oddity to the individual freedom of life in the Naga Society.
Socialism is tangent to personal freedom, the Colonial Officers observed in the Naga as the Purest Form of Democracy imaginable. The Naga Ethos is Freewill Democratic Equity, not Socialism. One of the most poignant thing seen for the first time in Nagaland politics for the last 15years since the creation of the State of Nagaland on 1st December 1963, is the appropriation of the State Decision making Body from Nagaland by people from Outside Nagaland. People from outside Nagaland has become the decision makers for Nagaland. Outsiders are making decisions for Nagaland in; - Selection of Assembly Candidates, Elections, Projects formulations, Awards of Contracts, Appointments, Transfer & Posting of Government Servants; even Legislation of Land Laws in Nagaland Assembly have been influenced by people from outside the State. The 60 MLAs of Nagaland have abdicated their Responsibilities to the State! The partisan dominance in the decision making Body in the IM Organization, by people from Manipur, -10 out of 13 in Cabinet Rank, - Muivah, Atem, Raising, Ramkathing, Shimrah, Luingam, Horam, Phungthing, Puni, Chawang from Manipur; Toqu, Tongmet, Jami from Nagaland - is the Finger on the Wall of what may befall a Socialist State of Nagalim under the Government of the National Socialist Council of Nagalim. Socialism principally is a Dictatorship of the Majority; the Individual is the property of the State, unfortunately compulsorily. Such partisan dealings generate tendency to downgrade the universal dependence on length of Service for good Governance leading to a decrease in the quality of the Government by giving out-of-the-way preferences arbitrarily by a Pick & Choose Practice. Socialism is at odd with freewill democratic equity of the Naga. The 4th Article of the 3rd August 2015 IndoIM Accord has: “all natural resources found in the Naga area below the ground and on the surface will belong to the Nagas”. This lends credence to what this Writer has described above the Agenda of a Socialist Government. The 4th Item of the Accord grievously deviates from the traditional customary practices the Naga followed from time immemorial and even Indian Parliament honors the practice unless desired otherwise and voted so by the legislative Assembly of Nagaland. The Naga is co-operative and does not like Socialist compulsion of co-operation in which the Individual Freedom is caged. Britain exercised its Sovereignty and exited from the European Union on 23 June 2016 after many years of association with the EU. Many in Britain felt the EU Parliament has encroached on Britain’s Sovereignty. There is nothing such as ‘Shared Sovereignty’. The inability of the GoI for agreeing to Naga Passport is a clear example of the impossibility of Shared Sovereignty. The non-recognition of the IM Flag by the GoI as equal and separate from that of the Indian Tricolor is based on Universal practice of One Nation: One Flag. The IM Flag is a replica of earlier and original NNC (Naga National Council) flag adopted long before the NSCN was born. One mark of lack of depth and Reality in the present Naga generation is the unmanageable desire of the various nongovernmental Civil Organizations (NGO) of every persuasion, meddling in every political affair in Nagaland today. The APO, the Ao Senden, the Lotha Hoho, the Sümi Kaghakulu, the ENPO, the CNTC, the NTC, the Naga Hoho, Naga Mother Association, the NSF, the ANTABA....; so and so forth; talking, discussing, negotiating, threatening, issuing ultimatums, warning, banning, blockading, agreements made with and to everybody in the World; has cheapened Naga Politics. At this rate, People may become tired of Naga Politics and become disinterested in the NAGA. Leave the profitable Political Affairs to the uncontrollable mushrooming Political Groups germinating in the blessed land of the Naga and have a good night’s sleep! By the way: Nagaland State had 15 minutes (fifteen Minutes, not 1115 minutes and not even One and Half Day) for discussions in their Summer Session of the Assembly!!? Michael Skidmore, the trustee for the songs of Randy Wolfe, a member of the band Spirit, on Saturday filed a notice of appeal of the June 23 verdict with the 9th U.S. Circuit Court of Appeals. The court acknowledged receipt of the notice on Monday. Jurors found that Led Zeppe-
lin’s lead singer Robert Plant and guitarist Jimmy Page did not steal the opening to “Stairway” from Spirit’s in-
strumental “Taurus,” which was penned in 1967. Though Plant and Page, who testified at the trial, had access to
“Taurus,” jurors found that the song’s riff was not intrinsically similar to the opening of “Stairway.” Skidmore had argued that Wolfe, who performed as Randy California, deserved a writing credit, and that the trust set up in his name deserved millions of dollars in damages. Wolfe drowned in 1997. Oral arguments on Skidmore’s appeal will likely not take place before 2017, court records show. Talking about ‘faith’ the actor took reference from his Oscar-winning film ‘Life of Pi’ and said, “A dialogue from the film says, ‘Faith is a house with many rooms.’ The other person asks him, ‘Is there no room for doubt?’ he says, ‘Plenty, on every floor. Doubt is a useful thing, it keeps your faith alive. Until and unless you test, your faith is not alive.’ That is what I do. I test. I test my teachings and I experience (it) myself , that’s how you work on your soul.” During the television debate, Irrfan boldly said that he didn’t need ‘mediators’
to establish a connection between him and God. The Maulana explained why he felt intermediation was necessary, to which Irrfan said, “To understand it (the faith) I do not need anyone in the middle.” The Maulana replied saying, “You need the Quran.” To which the actor replied, “That I will understand.” He went on to explain, “One man comes and he imparts his understanding of the holy Quran, a second man comes and he can give a different understanding, and the third man can give a third understanding. Pallekele, July 27 (aFP): Australia took command Wednesday of a low-scoring Test against Sri Lanka, building up an 86-run first innings lead before dismissing opener Kulsan Perera with the last ball of a rain-affected day in Pallekele. Despite the heroics of Lakshan Sandakan, who took four wickets on debut, the hosts were staring down the barrel at stumps on the second day of the opening Test after rain again forced an early end to proceedings. Perera fell for just four when he was lbw to paceman Mitchell Starc, leaving Sri Lanka wobbling on six for one -- still 80 runs short of having to make the visitors bat again.
Australia had earlier been bowled out for 203 in reply to Sri Lanka's first innings total of 117, with the rookie Sandakan and the veteran Rangana Herath both taking four wickets apiece. Adam Voges topscored for the Australians with 47, meaning no player from either side managed to score a half-century in the first innings. And with the turning pitch showing few signs of respite, the Australians' first innings lead could well prove decisive as they try to cement their position as Test cricket's number one side. The 38-year-old Herath, who has hinted that he may soon retire from Test cricket, was the pick of the bowlers and unlucky not to record another five-wicket haul.
He dismissed both overnight batsmen -- skipper Steve Smith and Usman Khawaja -- in successive overs and had a third wicket in the morning session when wicketkeeper Peter Nevill was caught at mid-on. Narsingh fails 2nd dope test, Olympic hopes fade new delhi, July 27 (PTi): Narsingh Yadav's hopes of competing in the Olympics seemed bleak today after the wrestler failed a second dope test which was conducted on him on July 5. It is learnt that Narsingh, already under provisional suspension for failing a June 25 dope test, has also flunked the second test done on both his 'A' and 'B' samples taken on July 5. "It's the same substance that was found in the first test. It was unlikely that it would go out of the system," a Wrestling Federation of Indian source said referring to banned anabolic steroid methandienone. Narsingh has been claiming that he has been framed in the scandal by rivals, who, he alleged, spiked his food supplements and meals. But the 26-year-old's food supplements have reportedly been found to be clean in tests conducted after his allegations, dealing a further blow to his Rio hopes. The Maharashtra wrestler had been picked over two-time Olympic medallist Sushil Kumar after he won the quota place with a bronze medal in last year's World Championships. Following the doping storm, Parveen Rana was named as Narsingh's replacement in the 74kg category, a move that has been approved by United World Wrestling.
Madrid, July 27 (reuTerS): Real Madrid coach Zinedine Zidane has ended speculation regarding the future of Colombian international James Rodriguez by confirming the 25-year-old winger will remain at the club. Reports in England and Spain linked Rodriguez, who joined Real from Monaco shortly after the 2014 World Cup, with a move to the Premier League this summer, with Manchester United among the clubs keen to acquire his services. Speaking ahead of his team's opening pre-season game against Paris Saint-Germain on Thursday at the Ohio Stadium in Columbus, United States, Zidane said: "James is a Real Madrid player. "We have a very good squad,
we have won with this team and James is just one more in the team. He will remain at Real Madrid." Rodriguez impressed in his debut season at Real, scoring 17 goals and setting up 17 more in 46 appearances, but lost his place in the starting line-up and made just 21 starts in the 2015-16 campaign. london, July 27 (reuTerS): Teams progressing to the latter stages of the FA Cup next season will be allowed to field a fourth substitute in extra time, the English Football Association (FA) announced on Wednesday. The International Football Association Board (IFAB), the game's law-making body, is carrying out a global study into a proposal for teams to make a fourth replacement during extra time. The FA said as a trial for the study it would introduce the innovation for the quarter finals, semi-finals and final of the FA Cup, subject to IFAB approval. If the FA gets the go-ahead from the IFAB, clubs that have used three substitutes from the seven players named on their bench during the tournament's final three rounds
will be allowed to introduce a fourth player in extra time. The format was first used in this year's Copa America. "With the cup now adopting a straight knockout format from the quarter-finals onwards, the introduction of a fourth substitute in extra time will bring extra intrigue and interest," FA chief executive Martin Glenn told the governing body's website. "Also, from a technical point of view, it will be interesting to see how managers use the chance to make an additional substitution in such high-profile games and the impact it has on the final result. "Player welfare and being mindful of the number of games people play at the elite level has also been a consideration." The FA Cup begins on August 5, with the final at Wembley in May 2017.
