DimaPuR, July 30 (mExN): The NSCN (K) Southern Zone Finance Secretary has notified that “all form of transport, either export or import from Nagaland to Manipur, are being advised to contact 9862567272/9436111777 in respect of financial issue.” A press note from the Finance Secretary, Southern Zone notified that the “holder of the given phone number has been authorized to oversee all financial matter under Southern Zone.” “Therefore all individuals or firms are requested to co-operate with the government,” it added. Concert stampede kills 33 in Guinea CoNaKRy, July 30 (iaNS): At least 33 people were killed in a stampede following a beach concert in Guinea’s capital Conakry, media reported Wednesday. The tragedy occurred Tuesday when the crowd was leaving through a narrow gate after the concert, which was organised to celebrate the end of Ramadan, Xinhua reported. Some people fell onto the ground and were trampled on, according to the reports. Thousands of people, mostly children and youths, went to the concert to watch the performance of local popular rap groups. The event took place Tuesday evening on a beach in Ratoma in the capital. The Guinean government called the incident a “tragic drama” and sacked an official in charge of the entertainment agency.

NEw DElhi, July 30 (PTi): Government today said the cadre strength of the Maoist organisations is around 8,500 and they have forged tactical understanding with some insurgent groups in the Northeast for procuring arms and ammunition. “As per avail-
able reports, the estimated armed cadre strength of the Left Wing Extremist groups is around 8,500. However, their support base is in larger number,” Minister of State for Home Kiren Rijiju informed Rajya Sabha in a written reply. The Minister said the Naxals are using sophisticated weapons like LMG, AK-47 etc. for attacks on security forces and notwithstanding some setbacks in the recent times, the CPI(Maoist) retains
its core armed strength and the capacity to launch spectacular attacks. He said Left Wing Extremist groups recruit a large number of youth every year and as per reports available, in 2013, these groups recruited around 433 cadres from the LWE affected states. Rijiju said the banned CPI(Maoist) is trying to establish organisational bases in the Northeast with a view to forge relations with other insurgent groups to meet its military requirements and
the Central government has alerted the state governments concerned. “The CPI (Maoist) has developed close fraternal ties with Northeast insurgent groups like the Revolutionary People’s Front, People’s Liberation Army of Manipur, NSCN(IM) and ULFA. The outfit also forged tactical understanding with the RPF, PLA and NSCN (IM) for procuring arms and ammunition and imparting military, communication training to its cadres,” he said.
Drinking water shortage to hit world by 2040
loNDoN, July 30 (iaNS): If we continue doing what we are doing today to meet our energy demands, there will not be enough water in the world to quench the thirst of the world population by 2040, says a study. The study, focusing on four different case studies in France, the United States, China and India, added that in most countries, electricity is the biggest source of water consumption because the power plants need cooling cycles in order to function.
“If we keep doing business as usual, we are facing an insurmountable water shortage - even if water was free, because it is not a matter of the price,” said professor Benjamin Sovacool from Aarhus University in Denmark. “There will no water by 2040 if we keep doing what we are doing today. There is no time to waste. We need to act now,” Sovacool added. It is a clash of competing necessities, between drinking water and energy demand, the study suggested. The research also yielded
the surprising finding that most power systems do not even register how much water is being used to keep the systems going. “It is a huge problem that the electricity sector does not even realise how much water they actually consume. And together with the fact that we do not have unlimited water resources, it could lead to a serious crisis if nobody acts on it soon”, Sovacool said. The study that combined two new research results with projections about water shortage and
the world population, showed that many areas of the world will no longer have access to clean drinking water even by 2020. By 2020, about 30-40 percent of the world will have water scarcity, and according to the researchers, and climate change can make this even worse. “This means that we will have to decide where we spend our water in the future. Do we want to spend it on keeping the power plants going or as drinking water? We do not have enough water to do both,” Sovacool said.
The report of the Comptroller and Auditor General (CAG) of India for the year ending March 31, 2013 has detected a “lack of proper planning, poor monitoring and vulnerability to frauds” in the implementation of the Indira Awaas Yojana (IAY) by the Rural Development (RD) Department in Nagaland state. The CAG report highlighted various anomalies in the implementation of the scheme, with regard to distribution of CGI sheets and “inflated expenditure figures.” The current CAG performance audit of the IAY was done in order to assess the impact of the scheme’s implementation and also to evaluate the action taken by the department on recommendations made through an integrated performance audit made in 2002. It stated that the department “failed to take remedial actions on the points raised in the earlier audit report.” The IAY was launched in Nagaland state in 198586 as a Centrally Sponsored Scheme. The implementation of the scheme was restricted to providing housing materials in the form of CGI sheets during the period 2008-2013. As per the CAG report, during the last five years, the Nagaland state government received Rs 217.17 Crores against which an expenditure of Rs 214.21 Crores had been incurred, leaving an “unspent” balance of Rs 2.96 Crores. The report pointed to the lack of “documentary evidence” to support the distribution on 28038 bundles of CGI sheets valued at Rs 12.77 Crores.” It informed that, in two selected villages of Mon district, the IAY was not implemented as CGI sheets worth Rs 30.51 lakhs did not reach the beneficiaries. It further reported a short distribution of 1198 bundles of CGI sheets valued at Rs 55.53

The report lamented that there was inadequacy in the department’s strategic planning process to identify “shelter-less rural poor for updating permanent waitlist” and that preparation of the annual plan was not conducted. It further stated that selection of beneficiaries without the knowledge of Village Development Boards (VDBs) was noticed and that it did not adhere to the IAY permanent waitlist. The department also failed to provide complete habitable dwelling units to
beneficiaries as “they were denied admissible due share under the scheme.” The report noticed “deprivation of beneficiaries” as a result of “pilferage” of CGI sheets and disclosed that the quality of IAY house was “compromised” to “project higher achievement figures.” The CAG report further censured the “poor financial mechanism” in the department, which it stated “resulted in deduction of GoI share, non accountal of funds, non submission of utilization certificates and avoidable expenditure on procurement of CGI sheets.” It added that beneficiaries were “denied” basic amnesties such as sanitary facilities, kitchen, smokeless chulla, drinking water supply etc. The report further lamented that the department neither “conducted field supervision to assess the progress of construction of houses nor extended any technical assistance.” It concluded that “poor monitoring and internal control mechanism had adversely affected the overall implementation of the scheme.”

maDRiD, July 30 (aP): The leader of the economically powerful Catalonia region held firm in a meeting with Spain’s prime minister on Wednesday, saying he intends to push ahead with a secession referendum in November despite the central government’s vows to stop it from happening. After a 2 1/2 hour meeting with Prime Minister Mariano Rajoy, Catalonia President Artur Mas said the referendum issue remains deadlocked. However, he said there was a willingness on both sides to keep communication channels open. Mas said the talks took place “in an atmosphere of frank dialogue.” “That, in itself, is very positive,” he said. “There are always potential solutions” to disagreements, he said. A Spanish government statement said Rajoy had reiterated to Mas that the planned Nov. 9 referendum was illegal and would be
blocked. Rajoy said the most important thing right now for all of Spain, Catalonia included, was to consolidate the recovery from a severe economic crisis the country has endured since 2008, according to the statement. The independence campaign holds profound consequences for Spain. Europe will be watching the debate closely as Scotland also prepares to hold a vote Sept. 18 on breaking away from the rest of Britain. Mas said he also presented Rajoy with 23 economic and social issues that affected the daily lives of Catalans. Those issues could open the way for Rajoy to make political concessions to the Catalans without granting an independence referendum. The closeddoor session at Moncloa Palace in Madrid came after months of clamor by political parties and business groups for the two to sit down and try to come up with a roadmap to prevent the dispute from boiling over. But there had been little expectation of any major breakthrough.

The Nagaland Geology & Mining department’s “failure to revise the rate of royalty on coal in time resulted in loss of Rs 0.67 crore,” stated the Comptroller and Auditor General (CAG) of India in its annual report which was tabled in the recently held NLA session. The CAG informed that, on the basis of the Nagaland Ownership and Transfer of Land and its Resources (NOTLR) Act, the Nagaland state government had introduced the Nagaland Coal Mining Rules 2006 and adopted royalty rates on extracted coal at Rs. 165 per ton. This rate, according to the CAG, was fixed by the Government of India as per the Mines and Minerals Development Regulations (MMDR) Act in August 2002. However, it noted that the GoI had, in August
2007, enhanced the rate to Rs 230 per ton of coal. The state government continued to levy the royalty of Rs 165 per ton till 201112. According to the report, during 2009-10 to 2011-12, the state extracted 1, 03, 666 MT of coal through 61 private coal extractors and received royalty of Rs. 1.71 crore from the private parties at the rate of Rs. 165 per tonne. “Thus, non-revision of royalty as notified by GoI resulted in loss of government revenue amounting to Rs. 0.67 crore,” the report stated. In January, 2014, the Nagaland state cabinet decided to enhance the existing coal royalty rate from Rs. 165 per ton to Rs. 290 per ton as fixed by GoI. The report informed that the concerned department had replied citing provisions of Article 371 (A) and that the coal mining rules and royalties collected were done as per the NOLTR Act. While ac-
knowledging that the state levied royalty on coal as per the NOLTR Act 1990, the CAG report however noted that “while fixing the royalty rate it followed the GoI’s gazette notification, due to which royalty rates were fixed at Rs. 165 per tonne in 2006.” The report further reminded that Section 10 (3) of the NOLTR Act does not allow “enhancement of royalty more than once during the period of two years and the Act does not mandate any specific time frame for revision of royalty.” The report asserted that the department could have revised the rate of royalty after a lapse of two years i.e in 2009, as permissible under the Act. It lamented that the department, “by delaying the enhancement of royalty therefore, lost the opportunity to raise an amount of Rs. 0.67 crore from the coal extracted during 2009-10 to 2011-12.”
DimaPuR, July 30 (mExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has urged the Dimapur district administration to institute an inquiry committee to investigate into alleged “corruption charges” leveled against its Secretary, Solomon L Awomi. A press note from ACAUT Chairperson, L Supong Ao and Co-Chairman, Joel Nillo Kath further appealed that the committee be headed by the Dimapur DC and that two “prominent members” of the Naga Council and the Naga Women Hoho Dimapur (NWHD) be included as members. It stated that this request has been necessitated as “the district administration is the only competent authority to institute a free and impartial
probe” and since “the allegation has been hurled by a duly government recognized village council.” In a separate press note, Secretary of ACAUT Nagaland, Solomon L Awomi called upon the organization to “set up an Inquiry Committee in whatever

The Intensified Diarrhoea Control Fortnight (IDCF) was formally launched here this morning at the Directorate of Health & Family Welfare. The fortnight is being observed from July 28 to August 8 to promote the control of childhood diarrhoeal diseases and also to promote Infant & Young Child Feeding (IYCF) practices. Dr. G. Kemp, principal director (Health & FW) and chairman State Level IDCF Steering Committee formally launched the fortnight’s activities and wanted to see that it is effectively and successfully carried out across the state. A representative from Naga Mothers’ Association (NMA) extended support for the success of the campaign and also felt the need to see that it cover the entire area of the state. Sources state that reduction of childhood mortality is one of the prime goals of National Health Mis-
ment Goals’. Childhood diarrhoeal diseases continues to be one of the major killers among under-five children in many states contributing to 11% of under five deaths in the country. Around 2 lakh children die due to diarrhoea annually in the country. Under- nutrition is an underly-

In this, to strengthen the effort and to accelerate reduction of mortality and morbidity due to diarrhoeal diseases and malnutrition, IDCF will be observed from July 28 to August 8 with the ultimate aim of “Zero Child Deaths due to Childhood Diarrhoea.” Meanwhile, the gathering expressed the need to talk about sanitation in the church platform during the fortnight. NIDA condemns abduction of member
DIMaPuR, July 30 (MExn): The Nagaland In Service Doctors Association (NIDA) has expressed displeasure at the ‘mistreatment’ of one of its members Dr. Sungmo Chang in Noklak on July 17 night. The Senior Medical Officer (SMO) posted at Noklak CHC under Tuensang district was abducted on that night, according to a press release issued by NIDA president Dr Kedozeto Punyu and general
secretary Dr Vezokholu. “Recently our members have been receiving similar mistreatments which cannot be termed as justice by any sane person,” stated the NIDA officials. “As doctors or medical staff we treat patients with our best abilities inspite of certain constraints and in return we also expect due regards instead of harassment.” The Association condemned the “barbaric excess” committed on Dr Sung-
mo Chang and demanded an apology from the perpetrators as early as possible. “Should there be any complaint against our members it can always be addressed to the concerned authority instead of committing such high handedness,” it asserted. It further urged upon the District Administration and the Police to nab the culprits at the earliest and take steps so such incidents do not reoccur against any government servants in future.

ZunhEboto, July 30 (MExn): A three-day capacity building training of satellite piggery farmers was conducted at the conference hall of District Veterinary Officer’s office, Zunheboto, informed a press note issued by Dr. Meyatoshi Aier, Dist. Vety. & A.H. Officer, Zunheboto. Dr. Aier in his key note address explained on the various terms & conditions and norms laid down by the government to the selected satellite piggery farmers. He said that proper management practices mainly deworming, nutrition & hygiene alone could solve about 70% of the problems of disease in the farm. He also shared his experiences and findings of his specialisation & research in Zunheboto on feeding of fermented Soyabean (Axone) that could increase the growth rate and immunity of birds and animals thereby preventing diseases. The participants were also taken on field visit where they could gather many valuable points on management aspects from Rajesh, owner of piggery farm, the release said. Tangkhul public prevented from organising prayer programme
a prayer programme today for the honourable solution of the Indo-Naga peace process, for the collective leaders of the NSCN and the Government of India and for peace in 'our land'. The programme was to begin at 10 am but the large number of security force personnel in the town shielded the Tangkhul Long Ground to prevent the mass prayer programme. Section 144 of the CrPC is still in force and the gathering of large number of people violates the prohibition. At around 11:30 am after much persuasion, around 100 people including church and public leaders were allowed to enter the ground to have the programme. "We are for peace so we do not like to create trouble," said Artax Shimray, president of TNL. He also said since it was a prayer programme the people just obliged to the security force personnel's request. Leaders of United Naga Council (UNC), All Naga Students Association, Manipur (ANSAM), Naga Women Union and various civil society organisations took part in the meeting today. Artax Shimray said if their demands are not met in a short period then they will intensify their agitation. Their demands include revocation of Section 144 of the CrPC, withdrawal of the large number of state forces from Ukhrul town, release of the 8 NSCN-IM cadres arrested from the office of Wung Tangkhul Region (WTR) and the return of the seized items from the WTR office by the state government of Manipur.

'Every 4 hours, a woman UNC informs on is molested in Assam' 10-day agitation GUWAHATI, JUly 30 (TNN): The rate of increase in crimes against women can be measured by the fact that at least one woman was molested every four hours in Assam last year, according to statistics. In 2013, some 2,409 cases of harassment were registered by women and girls in Assam. In each case, offenders tried to outrage the modesty of the woman. "The situation has truly become grim for women. In the last couple of years, matters have become much worse. While 700 such cases were reported in 2004, the number has gone up to 2,409 in 2013. On an average, at least six or seven cases are recorded every day. This means that a woman was molested every four hours in the state. It's shocking. Travelling in crowded buses, taxis has become very difficult for women," said a senior police officer. The official figures for 2014 do not inspire any hope or relief either. Till March this year, nearly 625
similar cases have been registered in the state. In 2012, at least 1,804 women faced similar situations and some 1,446 were molested in the previous year. "Eveteasing is a major problem, too. We get a huge number of complaints where women are abused orally," the officer added. Keeping in mind the safety of women on the streets, in pubs and while travelling via public transport, two specialized women police wings - Cobra and Veerangana - were introduced in the city last year. Separate city buses for women were also introduced last week. Meanwhile, city police have filed the chargesheet in a case in which former principal of the prestigious Assam Jatiya Bidyalay, Rajib Sarma, was accused of molesting a minor student last week. He was sacked by the school after the allegations surfaced. "City police have registered a case against Sarma under the Prevention of Children from Sexual Offence (POCSO) Act.

The two organisations informed that the victim suffered severe internal injury, damaged liver and intestine apart from multiple injuries such as broken jaw, head injury, cut marks on the entire body. It further informed that the victim, after his hands were tied up, was beaten up with iron bars, which according to the two organizations, amounts to ‘attempt to murder.’ Recalling past instances, ZSUM and ZYF stated that there had been cases where Don Bosco College Maram students belonging to Zeliangrong community were beaten severely. Citing some such cases, the organizations informed that Joshua Pamei, a B.Com student, Elvis Kamei, a Class 12 student, Martin Gangmei, a
B.A student and Widowbou Newmai, a student of 2nd semester Commerce, were thrashed very badly at Maram. There are other students belonging to different communities who also faced similar treatment in the past, the two organisations alleged. On the July 28 incident, ZSUM and ZYF stated that the incident reportedly occurred after the victim under the influence of alcohol lost his way and ‘accidentally’ got into a girls hostel - Josephine Girls Hostel, a privately run hostel accommodating about 20 to 30 students. Realising his mistake, the victim apologized to the warden for his mistake. "However, the warden in turn contacted some unknown person suspected to be underground cadres over his mobile thereby four persons immediately arrived and started attacking the victim," ZSUM and ZYF stated. Zeliangrong students studying in Don Bosco College, Maram started searching for the victim after he did not return to his rented room for the night. However, on the next day the victim was found kept under captive for one night with hands and feet tied with iron chain,
blind folded etc. The victim was subjected to various forms of physical torture which are evident from cut marks on his entire body, ZSUM and ZYF alleged. The captors even demanded rupees ten thousand from the victim for his release, they further alleged. The victim was at last released following negotiation settled for a sum of rupees five thousand after the amount was contributed from the students belonging to the Zeliangrong community. "The victim could have died instantly had the Zeliangrong students not rescued him. The victim’s condition is very serious and now admitted in JNIMS hospital, Imphal for operation and further medical treatment," ZSUM and ZYF added. The Zeliangrong Students’ Union and Zeliangrong Youth Front then said they noted the incidents in the most serious manner. Such kind of persons involved in the incidents does not qualify to be a human being in this modern era. The institution and hostel where the security and safety of a student cannot be provided or guaranteed is equally responsible for the incident, ZSUM and ZYF stated.
IMPHAl, JUly 30 (THe HINDU): Manipur rebels, who had once trained the budding counterparts in Meghalaya, have reasons to be worried by the controversial killings by the latter in their State. Most of the victims were apparently innocent persons. The most heinous incident took place recently when a 35-year-old woman was killed in the presence of her four children at Chokpat in Garo Hills of Meghalaya. The Garo National Liberation Army justified it saying that she was a police informer. At least, 12 persons have been gunned down on this vague charge in the past two years. the satellite channels are beaming them in the state?" he argued. "Whether it is screened in Manipur or not, I am sure copies of the movie will go viral in Manipur," said N Ibungochoubi, a writer. Extremist group Revolutionary Peoples Front, fighting for the sovereignty of Manipur, had in 2000 issued a notice banning the use of Hindi and screening of Hindi movies for allegedly destroying Manipuri culture and language. The Watchman on Moral “NLTP Act of 1989” or “The Freedom of our Generation Theory of Good Quality Wine” P

alking about the Nagaland Liquor Total Prohibition Act of 1989, I am reminded of a story heard sometime back in the past. There was a wall by the street and everyday people passed by without being bothered to know what’s behind it. One fine day, a man wrote on the wall, “DO NOT LOOK OVER ”. Surprisingly, people began to take a leap over the wall to see what was happening behind it. We humans are by nature curious of the unknown and it is because of this nature that we have made many developmental achievements especially in science and technology. It is also in our DNA to do the things which we are not allowed. I happen to come across a facebook update that read, “IF LAW IS TO BE BROKEN, WHY DO PEOPLE FRAME IT?” The point is, will the lifting of the Nagaland Liquor Total Prohibition Act do any good to our society? Will it improve the moral character of the people or will it deteriorate it? Will it lead to economic growth or will it destroy the harmony of many families? It needs a very thor-
ough discussion and debate, and our Naga politicians and bureaucrats need to take the right decision because the fate of our younger generations lie in their undertakings. From an economic stand point, experts say that if the NLTP Act is lifted, it will lead to an increase in the state’s revenue. But by how much is our curious question?(In Guwahati, a wine store owner acquires a shop license by an amount of 10 lakh rupees.) Will this revenue be enough to at least provide a constant supply of electricity to common people? Forget about the present state’s debt and the terrible road conditions between Kohima and Dimapur which happens to be the road linking Nagaland’s two most important cities. Or will the revenue be lost in the hands of the persons calculating the state’s income. The lifting of NLTP Act will lead to opening up of night clubs, pubs and party hubs which may provide employment to some people and ironically the government might take the credit of creating employment. Also musicians and
bands will get more platform and opportunities to perform which in a way will promote the music industry. This can be considered as the possible merit in lifting the Act. But what outcomes will our younger generations face? A large flock of people especially youths will be exposed to the filthy atmosphere where we cannot expect any productive achievements. It is because we Nagas are bound to cross the limits of enjoyment. We are still uncultured and raw. We need some more generations before we are being exposed openly to this type of living standards. Just imagine the attitude of a Naga youth after a quarter of RUM. All he can think of is to fight. And parents, if your son or daughter is a musician, will you be proud to say that he plays in a night club? This is beyond the scope of our Christian belief. The present liquor available at black market in our state is highly adulterated and so poisonous that according to medical experts it causes death within five years of regular consumption. Some believe that lifting the Prohibition Act will
decrease the health related issues because good quality liquor will be made available at cheaper prices and hence it will reduce the harmful effects of alcohol on the human body. I strongly would like to point out that the theory of “Good Quality Alcohol” finds no place to stand while considering the long term effects of alcohol. Also once the Prohibition is lifted the price of alcohol will be considerably reduced to half its price and will be readily available in the market. This will encourage more drinking among the people, the youths and the high school students in particular. During a short conversation with a young student from Mokokchung, I was informed that most of the present school going kids are unable to afford even a can of beer owing to its high price. One can imagine the case if the price is dropped and openly available in the streets. The most successful state in implementing the Prohibition of Liquor is Gujarat. They say it is a 100% dry state and though it is a contradictory statement, I believe it is true. My friend who was a drunkard before
he left for his engineering degree to Gujarat totally gave up his addiction. There are many similar stories as such, though we also cannot deny the fact that some students after coming back home return to their old habits. As Christians, we cannot afford to lift the prohibition as it will do more harm than good. We cannot predict the future or the outcome, which is in fact our greatest weakness. What we need now is just the proper implementation and execution of the present NLTP Act. Why all of a sudden this issue of came to the focus soon after Mizoram lifted their Liquor Prohibition Act? Let us not be like monkeys because “Monkeys See Monkeys Do” . The “Cost Benefit Analysis” needs to be drawn very clearly taking into consideration all the social de merits and should be guided by moral and spiritual ethics rather than worldly values. Live Life So Well That Even Death Loves To See You Live

khrieno Savi died of cancer last year leaving behind many ‘whys’. She was a theological educator. She was a very humble, fun loving, soft spoken, prayerful and intelligent woman. Just few days before her death, she sent me a thought provoking sms, “Live life so well that even death loves to see you live.” I continue to treasure her sms till today but not without puzzle. She lived her life so well but death snatched her away when our society needed her presence and service most. Like her, many good people continue to die at their prime of life. This has kept us confused and even makes us discouraged! Had death failed to understand the language of ‘love’ when many good and righteous people whom we dearly loved were taken away from us? It is not only ‘death’ that makes us puzzled but it is our lifestyle that makes us even more puzzling. We live and act as if we are not going to die. We tend to be proud. We tend to hate and quarrel with others. We tend to steal and harm others. We tend to cheat others. We
tend to grab ‘power’ with all dishonest means. We tend to accumulate wealth unscrupulously as if we can take them with us when we die. Only mad people will own many grand and expensive buildings in the world? What is the use of accumulating crores and crores of rupees when someone can live happily with just Rs.50 or Rs.100 per day? I see no logic in owning tens and hundreds of luxury cars or electronic gadgets when we cannot take with us anything on our death! We came to this world naked, and we will go back naked. If we realize this fact, we would be more loving and more caring towards our fellow beings. We often do not want to talk or hear about death. It is important to think and talk about death as much as we talk about life. Death is an appointment that we all must keep. If we do not forget death in our life, we would be a much better person. It is something that we cannot avoid or escape. The rich and the poor, the literate and illiterate, the black and the white, theist and atheist will all die. There is no corruption in death as no one can bribe death to live.
Riches, fame, power status, pride, and strength are all brought down to nothing by death. All these things are but ‘vanity of vanities’ in death. No human being is worth more than the other in death. Are we not all but from dust? Yes, we all came from dust, and to dust we will return. This is the reason why in death a Prime Minister or President is no more valuable than a sweeper or daily wage earners. A powerful Chief Minister will be brought down to a level of a mere villager, and a highly educated officer to a domestic servant status. Death is the leveller of human beings. If we love, respect and treat equally all people as in death, we would have peace, equality and justice in our society. Each passing moment of our life (as we eat, drink, talk, sleep, & work) we are going closer to death. Death will take away our physical body with tears on the appointed day but fortunately it will not erase the good deeds of a person. The names and deeds of those who live life so well will continue to live in the heart of million people even after they die. Their exemplary
life and deeds will continue to inspire and guide those who are alive. The constitution of India enshrines prohibition of alcohol in the article 47, 1949 which strongly states the duty of the state to bring about… .‘prohibition of the consumption’ except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health. Subsequent Chief Ministers after the enactment of the NLTP Act 1989 have failed the public of Nagaland by not having a political will on the part of the Government and lack of sincerity and cooperation on the part of the implementing agencies. Just to cite as an example and taking into account a certain retired government IAS officer, said , As a senior bureaucrat before retirement, I have had the privilege of attending most of the State level official parties hosted for one reason or the other by the Hon’ble Chief Minister of Nagaland. In every party so hosted, the best of the prohibited substances like whiskey (Johnny Walker Black, Blue, Green, Red, Gold Labels) / Brandy(Napoleon Bardinet etc. etc.)/rum/ beer/vodka, wine... you name it... all flows like a perennial river and we as bureaucrats have all been the happy revelers doing our best to drain this river dry to the detriment of our livers and mental health, to no avail. end of quote. The Watchman seeing the present social and moral decline of our society and seeing the utter inaction of the Government has set on a war footing mission for freedom of our present generation from the bondage of all social ills namely alcohol, prostitution, teenage pregnancies, abortion, divorces, criminality, runaways and homicide which are directly or indirectly related. We are of the view that the Government has utterly failed in stopping all liquor dens, bootleggers, smugglers and restaurants and lounges where it is served openly. The district police particularly in Dimapur has utterly failed in discharging their duties where they happened to be the first customers and therefore making a mockery of the system.
The Watchman team has made numerous appeals to the Government including District administration and The Police of Dimapur to shut down all places where liquor is sold and consumed- the worst victims being minors. The Watchman team has also been making social awareness in all the localities of Dimapur in regards to social evils particularly alcohol abuse since 6th of July 2013 and subsequently counseling families which are broken and killed due to alcohol because of the inaction of the Government in monitoring and implementing the Act. We would like to see righteous people at the Government. The Bible says, in Proverbs 29:2 “When the righteous are in authority, the people rejoice: but when the wicked beareth rule, the people mourn.” End of verse. Your desire to change must be greater than your desire to stay the same. Can we see a change in the present Government who will stand unitedly for prohibition and not to shoulder against the Act as CLP Leader Tokheho mentioned. Can we expect our Honorable Chief Minister T.R. Zeliang, who suggested a special session regarding the NLTP Act, and all the legislators of the NLA to go for a dry fast to see God’s will before they come together again to discuss regarding the NLTP Act on the floor of the assembly. The Bible says in 2Corinthians 5:10 “For we must all appear before the judgment seat of Christ; that every one may receive the things done in his body, according to that he hath done, whether it be good or bad.” We hope that you realize that your decisions and inactions will bring life or death, well being or broken families, thriving or diving marriages, vibrant or drunken youth, etc. If it is important to you will find a way if not you will find an excuse. The NLTP Act imposed in 1989 was never a mistake but a life giver. In conclusion we would to ask the Government, do you care more for revenues than for lives of our people. TR Zeliang offers condolences kohima, July 30 (mExN): Chief Minister of Nagaland TR Zeliang has expressed pain at the demise of Kuolhoulie Nagi on July 30. The chief minister in a condolence message addressed to Neibu Nagi, son of the deceased, said that Nagi did his early education at Bible School, Kohima from 194748 and thereafter served as an evangelist for the Western Angami Christian Endeavour (CE) from 1947-1951. He also served as the Chaplain at the then Naga hospital, and started the Nurses' Fellowship. “Kuolhoulie Nagi was a very tall leader of Nagaland, having served the people of Nagaland in various important positions, includ-
ing Naga National Council in 1990, he was a man known for his kind heartedness,” TR Zeliang acknowledged. Zeliang along with his wife further conveyed heartfelt condolences to Neibu Nagi and family. Dimapur, July 30 (mExN): The Additional Deputy Commissioner (ADC) of Bhandari has informed that tension in the Ralan area has been “resolved.” A press note from that ADC stated that unrest in the area was “purely the cause of an issue between a tenant and a landowner.” He informed that one Simon Sama, who was engaged as a tenant in a plot of land belonging to one Ekonthung Lotha for many years “had been debarred from cultivating the said plot of land as he had been creating trouble and violated his own agreement made with the landowner on May 21, 2000, wherein he agreed to remain loyal to the landowner and never to claim the land as his own.” The ADC further informed that he had visited the area, accompanied by the SP (Border), Nagaland, SDO (Civil) Ralan and some public leaders of the area on July 25 and
took stock of the situation. After consultation with the Wokha DC, the ADC Bhandari informed that he called on his Assam counterpart and arranged an ADC level meeting at the Rengmapani Sector Commander’s office on July 28. He added that officials from both the states agreed that the prevailing tension was due to a “land dispute between a tenant and landowner” and that “it should not be taken as a border dispute between the two states.” In the presence of the tenant, the landowner, GBs of Chandalashung ‘B’ village and Chetiagaon, the officials after deliberation and negotiations with both parties “arrived at a solution and resolved the issue.” According to the ADC, it was resolved that the landowner would allow the tenant to cultivate on the land “on a 50:50 temporary basis for a period of one year (current year).” “The tenan-
cy term will be terminated or extended subject to the satisfaction over the deal” by the landowner, who is also “allowed to erect temporary thatch shed in the said plot of land during the cultivation period,” it was informed. The meeting further resolved that the two parties would maintain peace and harmony and will not resort to any unlawful activities. The ADC cautioned that the Sector Commander of the CRPF, SDPO Bhandari and SDPO Sarupathar would take lawful action if any person violates the terms. The meeting minutes was signed by Orenthung Lotha, ADC Bhandari; Rohitsewar Deori, ADC Golaghat; CJ Kinghen, SP (Border) Nagaland; Numal Mahatta, Additional SP Golaghat; Zahid Khan, 2 i/c 155Bn CRPF; including the Border Magistrates and SDPOs of both Wokha and Golaghat districts.

KSC alumni start Project Alpha 2 School in Impur raise fund for patient kohima, July 30 (Dipr): Encouraged with the success of Project Alpha 1 and augmented by the positive response shown by all concerned, the Kohima Science College Alumni Association has formally started the work of Project Alpha 2, which is an ambitious project of constructing a 50 bedded girls hostel in the Kohima Science College campus at an estimated cost of Rs 2.5 crore. The foundation stone of the project was earlier laid by Dr Shurhozelie Liezietsu in 2011 and the construction could commence only recently after the necessary
preliminary works. A short prayer meeting was held on July 25, 2014 at the construction site where a dedicatory prayer was offered by Rev John Kamei from the NBCC. Over 400 girl students are enrolled in the college every year, of which only 78 can be accommodated in the lone government girls’ hostel. The immediate redressal of this long standing shortfall is not within sight and therefore the KSC Alumni Association has taken the initiative to fund the 50-bedded girls’ hostel in the college campus which would promote a sense of
collective responsibility. While acknowledging the generous contributions made by the alumni towards the building construction, the Association has further appealed to all stakeholders of the institute to continue to uphold the cause and donate towards making Project Alpha 2 a reality. Time to change leadership in Northern Angami-II A/C?
T
he forthcoming byelection to 11 Northern Angami-II A/C will again provide an opportunity for the people of this constituency to elect a leader of their choice. It will decide whether the electorates wish to elect a representative who will always stick with them through thick and thin, or another leader who deserts the people when they needed him the most. In fact, the by-election will be a prestigious one as the vacant seat has been promoted or demoted from that of “chief minister” to that of an “MLA” and the voters of this A/C are fully aware of the loss or benefit. The voters of NA-II A/C are presently enjoying or suffering the fruits of their labour in the last election when they elected a leader who deserted them for his own personal glory, fame and money. This time too, do our people want to elect another leader who campaigns for other people in other states and throw money
in other states, completely ignoring the harsh reality of life in this poor constituency where many of the villagers and farmers are slowly being reduced to beggars in the last ten years? We have mortgaged our land and fields to loan sharks to meet medical expenses, education expenses of our children and our daily needs. Now, the public of this constituency must seriously debate whether they have elected the right leader last time. Do they want a high flying leader who after getting their blessings, ignores and leaves them as orphans or a local representative who has no other ambition save to serve the grassroot people, the real voice and conscience of Northern Angami-II A/C? If the electorates are really concerned about the plight of our constituency and the future of our children, then it is time to wake up. Do not sell your valuable votes for the sake of temporary gains. The INC as a party with prin-
ciples will never desert the common man. Electoral fortunes whether in the Centre or state will change hands. People of NA-II A/C, pray for the INC party and at least give a chance to the party to serve you this time and see whether there will be any difference. After all, what real benefits have the common people got in the last 12 years of NPF? Will you be any poorer if you decide to elect a new face this time? Finally, in Nagaland any election cannot take place without money. So before the by-election, I would sincerely appeal to the NPF party president and the chief minister to kindly release pending bills of all the contractors of Northern Agmani-II A/C whose work projects are 1 crore and above. This will help them to re-elect their undisputed leader by silencing the voice and conscience of the poor voters with money and muscle powers. WSYF and PBVC condemn Dimapur, July 30 (mExN): The Western Sumi Youth Front (WSYF) has condemned the July 29 incident where Vitoka L Awomi, brother of Solomon L Awomi, general secretary of ACAUT Nagaland, allegedly “shot from an SBBL 12 bore gun” and “intimidated” Tohoshe Awomi, WSYF executive member. “The cause of the ruckus is believed to be in connection to the press statement published against Solomon L Awomi by the Purana Bazar Village Council dated 29th July, 2014,” stated WSYF president Kakiye Zhimomi and general secretary Mughavi Chishi in a press statement.
WSYF asserted that Tohoshe Awomi is a responsible Sumi leader who has no misunderstanding with the perpetrator or his family. The youth front further said that it will “intensively investigate” the incident to deliver justice to the victim and an appropriate penalty to the perpetrator as per Sumi customary law at the earliest, so, no such “barbaric incident” recurs. Purana Bazar Village Council The Purana Bazar Village Council (PBVC) has also condemned the act of Vitoka L Awomi “who fired gun shots” at the official residence of Tohoshe Awomi,
chairman, Sumi Council East Dimapur on July 29 around 10:00 am. The Village Council secretary N Athungo Ovung and chairman N Hozheto Achumi in a press statement called the act “life attempt and threatening an innocent citizen.” The council also claimed that the incident is related to the press statement issued by the council chairman which appeared on July 29. “The press release does not attack an individual, rather exposed the ground realities activities of one organization before the right thinking citizens of Nagaland for the benefit of the business communities and for public awareness,” it affirmed.
Dimapur, July 30 (mExN): Captain (IN) Kanchan Mukherjee has taken over the command of Sainik School Punglwa on July 28. The officer was commissioned into the Indian Navy on February 13, 1989 and has held appointments in all the premier training establishments of Indian Navy, including deputation as Headmaster at Sainik School Nagrota, Jammu, informed a press release. He is also a qualified Lead Auditor for ISO Certification and a recipient of Ocean Conservancy Certificate in acknowledgement of dedicated service to the coastal cleanup and commitment to the marine environment of Chilka Lake, Odisha in 2003. Further, as a Manager of Indian Navy Boxing team, he guided Indian Navy to lift the Inter Services Boxing Championship in 2006 at Bengaluru. In recognition of his meritorious service, the officer was commended by the chief of Naval Staff in 2005 and 2009 and Flag Officer Commanding-inChief Southern Naval Command in 1996.

Violence and Religion
I
n the name of protecting Israelis, Israel’s latest attack on Gaza continues. Euphemistically terming its periodic attacks as “mowing the lawn”, the violence has been indiscriminate; many innocent Palestinian civilians have been killed, most of them children and women. In a Facebook post, a Naga commenting on the current situation states, “Israel the chosen people of the living God!!! Israel will kill and kick the ass of all the unbelievers!!! #supprt (sic) Israel”. Everyone take sides but how should we react (or not) to statements like this? Two things that is worrying about the statement are, first, the apparent wholehearted support for violence, and secondly, using God as a justification for violence. A cursory exploration of the history of humanity indicates that violence and religion often intersects and interact with each other. Certainly, no religion promotes violence and certain religions—Buddhism, Hinduism, Jainism— leave little room for violence either in theology or practice. However, it does not undermine the reality of religion and violence existing hand in hand. Even Buddhism, a religion that actively preaches non-violence, has seen its fair share of violence; the killing of hundreds of Rohingyas in Myanmar were perpetrated by Buddhists, some even suggesting the active participation of Buddhist monks. Religion is a powerful tool for peace, yet at the same time, it also often nurtures its identity through conflict and violence. This begs the question of whether religion is inherently violent or whether religion has been appropriated by violence; the fact remains that many of the violent conflicts in the world today have some kind of troubling relationship with religion. However, it needs also to be understood that religion is one variable among many that makes up conflict. The present violence in Gaza, between Israel and Palestine, has been characterised ignorantly and commonly in religious terms (like the Facebook post quoted above) but it has colonialist, territorial, and ethnic hues. This points to the danger of conflating conflict into simplistic convenient boundaries. How we explain violence and conflict matters to the process of ending them. In the case of Gaza (and Palestine in general), among all the debris of destroyed homes, bullet-ridden walls, and deaths lie, amongst many reasons, the history of colonialist logic that sanctions and condone the killing of innocent civilians, most of them women and children. Recognizing the injustices inherent in this logic should compel us to confront our own prejudices about the need for violence mobilized through religion as a means toward certain goals. Gondi: A bridge to Maoist heartland?
C
onventional wisdom has it that economic development can overcome the Maoist challenge. Now there's another powerfull and emotive method through the Gondi language spoken by the tribals in much of the Maoist corridor that runs across the country. What if all stakeholders involved in dealing with the rebels could speak and understand the Gondi language? It is this proposition of "dialogue" and "communication" that motivated Shubhranshu Choudhary, a journalist and activist, to start workshops that aims at a standard Gondi language that is understood by Gondi speakers living in six Indian states that are also Moist hubs. "The government first has to diagnose how the problem can be solved in these regions where tribal people live in complete isolation," Choudhary, founder of CGNet Swara, a voice-based portal, told IANS. "They have to bridge the gap that separates these tribal people from the mainstream, and this can be done only by knowing their language. They need someone to listen to their problems in their language and not from translators whom they think are biased," he added. It's a long-term strategic plan that can build bridges. Choudhary hopes standardisation will open doors for many to learn and understand the language, especailly journalists and government officers, to build a trust relationship with the tribal community. For Choudhary dialogue is the only way to bridge trust deficit among tribal people who speak this language. He said Maoists exploit this power of knowing the language. They influence the tribals by publishing pamphlets and newsletters in Gondi. Choudhary, who is also the brainchild behind India's first website in the Gondi language, pointed out these tribals support "rebels" not for their philosophy, but only because they can communicate. He said the major obstacle before the government for starting a dialogue with the tribals is the absence of a standardised Gondi language. This is because almost two million Gond speaking natives reside in states like Madhya Pradesh, Andhra Pradesh, Telangana, Chhattisgarh and adjoining ares of neighbouring states. But local influence is prominent in their dialect that has given birth to many variations like Telugu-Gondi, MarathiGondi and Hindi-Gondi. To streamline these different variations, Choudhary asked 60 Gondi experts from six states to work towards standardisation of the language. Together, they discussed a word and its various variants, and mutually agreed on words that can be taken as a "standard" words for communication. "Maosits might not be providing these tribal people with any amenities, but they are communicating with them, whereas the government can offer them better life but they aren't able to build a trust relationship with them," Choudhary said. He added that such workshops will be organised in other states to take the step forward. What he hopes to do after this monumental exercise is to push for the inclusion of Gondi in the Eight Schedule of the Constitution that lists of 22 languages. Choudhary says this exercise is an effort to offer a "big picture" solution to the problem of "how to tackle Maoists" but the larger role should come from government, which needs to understand that people join the extremists only when they are "helpless". "If we look at the larger picture, violence can never be a solution to any problem, or of something that we call India's biggest security threat. What we are suggesting is a strategy that can be a long-term solution to the problem," Choudhary said. "A person without hope either takes gun in his hands or attempts suicide. These tribal people have been living in same conditions for many years. So those (Maoists) give them hope, it is time for the government to give them a better life," he added.

Rosario Murillo: Nicaragua's 'first comrade'
I
n Nicaragua, where Marxist dogma has given way to a free market economy, the red-and-black flags of the Sandinista revolution have been supplanted by the pink and baby blue colors favored by the country's first lady, "la companera" Rosario Murillo. Her husband, Daniel Ortega, is president, but as chief of communications, Murillo is the voice and the other face of the government. At border crossings and on roadside billboards throughout the country, "Daniel and Rosario" are pictured side-by-side. On the government website, she dominates the page of "Speeches by Daniel and Rosario." And while Ortega occasionally appears in public, Murillo holds forth on current events each weekday on national television, often with supporters at her side. She speaks on behalf of her husband's government in a stream of rhetoric that blends socialism, New Age spirituality and Catholicism, but brooks no criticism. This month marks the 35th anniversary of the Sandinistas' ouster of dictator Anastasio Somoza, and as always on such occasions, Murillo stood beside Ortega at the official commemoration, welcoming Latin American dignitaries with a bejeweled fist raised in triumph. "The faith in each and every one of us has made it possible for God to fill us with miracles," Murillo told the crowd. "Who would have said that 35 years would pass so quickly, always in the scent and roar of combat," she went on. "The revolutionary people of centuries past and present inspire us in the advance of socialism that, for us in Nicaragua, is made up of Christian faith, family values, the life and spirit of community." Politics long have been a family affair in Nicaragua, and Latin America has a tradition of women leaders stepping in when their husbands leave the political stage. Given that, the political partnership of Ortega and Murillo leads many here to speculate that she aspires to succeed Ortega as president one day. Ortega may have fueled a recent spate of such talk in April after a magnitude 6.2 earthquake damaged many buildings in the capital of Managua. He went on television to say that while he protected their grandchildren, Murillo began issuing instructions to Cabinet members. "The problem with the presidential couple is that their vocation is to remain in power," said Rosa Maria Zelaya, former president of the council overseeing elections. "They are preparing the succession in the person of Murillo, for whenever it is necessary." Barring illness or death, the 67-year-old Ortega is not likely to leave office soon, thanks to his backers in Congress and on the Supreme Court who approved a constitutional change allowing for unlimited reelection. And supporters say the image of a powerhungry first lady is a form of sexism that overlooks her many contributions to Nicaragua. "The opposition would love for Murillo not to exist," said Aldo Diaz Lacayo, former Nicaraguan ambassador to the United Nations. "She is efficient, productive and pivotal in implementing all of the government policies." Murillo, 63, joined the Sandinista movement in the 1960s, while working as a secretary to La Prensa newspaper editor Pedro Joaquin Chamorro, who was later assassinated for his opposition to the Somoza regime. In a photograph taken July 19, 1979, the day Somoza fled Nicaragua, Murillo is wearing green fatigues, a black beret over short hair, and a rifle slung over her shoulder, standing with several of the nine Sandinista commandants who led the uprising. Today, Murillo's shoulders are draped in her jet black hair and colorful outfits, many of them pink and blue, apparently for the New Age colors of divine purpose and harmony with family and the world. Besides references to God, Murillo's speeches are peppered with allusions to the mysteries and miracles of life, and Mother Earth. Many Nicaraguans see her as their protector. "We are the children and she is the mother who takes care of us," said Dennis Centeno, a computer programmer who was attending a concert in commemoration of the Sandinistas' namesake, Augusto Cesar Sandino. A lover of jewelry, Murillo wears multiple necklaces and bracelets and several turquoise rings on each finger. Her style provides a vibrant contrast to Ortega, who has grown bald and paunchy with age, and usually dresses in a plain white shirt. n what the global fossil fuel divestment movement is claiming as a "major victory," the World Council of Churches has agreed to phase out its financial holdings in the world's dirtiest energy sources and will encourage the congregants in the churches it represents to do the same. Passed by a vote taken Thursday in Geneva at meeting of the Central Committee of the WWC—comprised of over 300 Christian churches from around the world and representing some 590 million people in 150 countries—the council sited both its ethical obligations, the desires of its members, and Biblical scripture as informing its decision. “There was an explicit wish at the Finance Committee to include fossil fuels as one of the sectors where the WCC will not invest in, based on decisions to divest from fossil fuels taken by member churches in different parts of the world,” said Guillermo Kerber, who coordinates the WCC’s work on care for creation and climate justice. “The general ethical guidelines for investment already included the concern for a sustainable environment, for future generations and CO2 footprint. Adding fossil fuels to the list of sectors where the WCC does not invest in serves to strengthen the governing body’s commitment on climate change as expressed in various sessions of the Central Committee.” Bill McKibben, co-founder of 350.

"Ortega holds the political power, but she wields it in his name," said Dora Maria Tellez, the Sandinista militant who led an assault on the National Palace in 1978, taking Somoza's congress hostage. Tellez broke with Ortega and Murillo years ago over their authoritarian style of governance, she said. "Before it was Somocismo, now it's Orteguismo. The Somocista political model has not been defeated in Nicaragua." Ortega ruled Nicaragua from 1979 to 1990, first as coordinator of the Junta of National Reconstruction and then as president, until losing an election to Violeta Chamorro, the wife of the assassinated newspaper editor for whom Murillo had worked. Murillo led the re-election campaign that returned Ortega to power in 2006 with the help of a loyal opposition, and another in 2011. The Ortega government identifies with left-leaning leaders of Latin America such as Cuba's Raul Castro and Venezuela's Nicolas Maduro, and calls itself socialist for the handouts it gives to the poor. Thanks to about $500 million a year in support from Venezuela, thousands of Nicaraguan families receive sacks of beans, rice and other basic foods each month, plus dried fruit and sardines for Christmas and Mother's Day. And there are free doctor's visits for the poor. In the eyes of ice cream vendor Leonel Lopez, that's good government. His children also receive school supplies and free school lunches. "They help us because we are poor," said Lopez. But the government's mainstay is the business community it once opposed. Jose Adnan Aguerri, president of the Nicaraguan Council of Private Enterprise, explains that his organization has supported an overwhelming majority of the laws passed by the Sandinista-controlled congress. They generally hammer out their differences with Ortega and Murillo before a law is submitted to a vote. "We're not going to beat the Sandinistas in elections. We have to make deals," Aguerri said. The government's biggest business deal isn't with local entrepreneurs. The concession to build the Great Inter-Oceanic Canal of Nicaragua, a waterway three-times the size of the Panama Canal, has been granted to Beijing-based telecommunications CEO Wang Jing, along with tax-free side projects including ports on Nicaragua's Pacific and Atlantic coasts, an oil pipeline bisecting the country, a cargo railway, two free-trade zones and an international airport. The proposed canal is not without detractors. Some question why the government has not been forthcoming about funding sources, timelines or regulations to control the sizable construction project. But Ortega and Murillo hail it as the beginning of a new and prosperous future for Nicaragua. The government is to be paid $10 million a year for 10 years
once the canal is built, and gradually will secure full ownership of the waterway in a century. When the proposed route of the canal was announced this month, Murillo called it "almost a reality" and thanked God. "We are in the month of July, the month of transformations, month of our evolution," Murillo said. "Comrades, it is a historic day for our country, a day of great transcendence in the ... material, social, cultural — transformation of the life of our country." In the 1980s, Murillo was the leader of the Culture Workers Union and in the '90s she was a member of congress and spokeswoman for the Sandinista Front, then an opposition party. For many former allies, the break with Murillo came in 1998 when her then-30-year-old daughter, Zoilamerica Ortega Murillo, publicly accused stepfather Daniel Ortega of having repeatedly sexually abused her as a girl. She filed charges against her stepfather but later dropped them and moved to Costa Rica. She declined an interview request for this story. Ortega denied the charges and Murillo publicly defended him. "Ortega kept quiet, paralyzed, and she (Murillo) took on the strategic defense," said Azalia Solis, a feminist activist and former Sandinista guerrilla. "She delivered her own daughter and charged a price: power." Since then, Ortega and Murillo have kept the rest of their large family close, and many others at a distance. Most of their extended family lives in a compound in central Managua surrounded by high walls, and they travel in convoys with heavy security. The government, Ortega family and friends control most of the media, including seven of the country's eight television stations and the newspapers, except for the Chamorro family's La Prensa. Murillo is a communications chief who takes no hard questions and doesn't suffer critics. Government officials meet only with the most trusted Sandinista journalists. Even those loyal to Murillo decline to discuss her achievements on the record, for fear of a reprimand. Repeated requests for interviews with Murillo, four government ministers, the mayor of Managua and Sandinista Front officials went unanswered. "Ortega and Murillo have been a political duo for years," said Carlos Fernando Chamorro, editor of the online publication, Confidencial. Chamorro is the son of former President Chamorro and her late husband. Once a Sandinista, he now is a strong opponent of the Ortega-Murillo team. He and his online publication have been the target of government political attacks, including criminal investigations for alleged money laundering that date back to 2008 and remain open. "He makes the decisions and she delivers the government's message ... appealing to the most conservative values of Nicaraguan society," Chamorro said. "There are two values: the traditional family and the word of God — interpreted by the will of his representative in Nicaragua, in terms of communication, which is Rosario Murillo."
World Council of Churches to Divest from World's Dirty Fuels Jon Queally CommonDreams org, which has spearheaded the fossil-free divestment movement, celebrated the news. “The World Council of Churches reminds us that morality demands thinking as much about the future as about ourselves–and that there’s no threat to the future greater than the unchecked burning of fossil fuels,” said Bill McKibben, the founder of 350.org, a global climate campaign that is supporting the divestment effort. “This is a remarkable moment for the 590 million Christians in its member denominations: a huge percentage of humanity says today ‘this far and no further.’” The WWC is not the first church or religious organizations to endorse fossil fuel divestment, but it is certainly the largest. According to the Guardian, "studies have suggested the fossil fuel divestment campaign, which began in the US, has been faster than than any previous divestment movement such
as tobacco and apartheid." “The World Council of Churches may be the most important commitment we’ve received yet,” said 350.org’s European Divestment Coordinator, Tim Ratcliffe. “It opens the doors for churchgoers around the world to encourage their institutions to live up to their values and divest from companies that are destroying the planet and our future.” In the U.S., the Union Theological Seminary is just one among many religious institutions joining the effort, committing to divest its entire $108.4 million endowment from fossil fuels. “Scripture tells us that all of the world is God’s precious creation, and our place within it is to care for and respect the health of the whole,” said UTS president Serene Jones. “As a seminary dedicated to social justice, we have a critical call to live out our values in the world. Climate change poses a catastrophic threat, and as stewards of

God’s creation we simply must act.” Earlier this year, South African Anglican Archbishop Desmond Tutu made headlines when he called for "anti-apartheid style boycott of the fossily fuel industry." Tutu said, "It makes no sense to invest in companies that undermine our future. To serve as custodians of creation is not an empty title; it requires that we act, and with all the urgency this dire situation demands." And in an op-ed published Thursday, 350.org's McKibben described why society's current struggle to release itself from the fossil fuel paradigm is so vital as he rejected the idea that those who have previously benefited from the production and use of coal, oil, and gas—including those who are invested financially in the industry—do not have the right to 'change their mind' without facing charges of hypocrisy. "If we are going to make the transformative change away from fossil fuel," McKibben wrote, "we need thousands of institutions and millions of individuals to make the same choice that [the World Council of Churches and others are making]; to look at the emerging science and to understand that we can't go on as we did before. What used to be okay no longer is. Hypocrisy is when you say one thing and do another at the same time. Growth is when you weigh new information and then change your thinking and behavior."

ecent crises across the world have created a renewed focus on international relations, power and war. In Syria, Ukraine and now in Iraq, serious conflagrations have emerged which have demanded the attention of the world. Into this fold, a plethora of voices have offered their opinions on how best to deal with the crises from the British or Western approach. Most prominently, there has been significant support for intervention, militarism and aggression, despite the emergence of a new and vastly different shape to the international arena in the twenty-first century. In such a changing world, the shape of our foreign policy is at a crucial juncture and that is precisely what makes such opinions so dangerous. The ongoing Syrian civil war has seen brutal violence committed on a scale that has shocked the world. The single-minded determination of Bashar al Assad to cling to power even at the cost of hundreds of thousands of lives of his own citizens has created an appalling disaster. Graphic scenes have been viewed around the world which have roused anger and sparked calls for action. Early on in the conflict, there were calls from significant figures in academia and politics for armed intervention. The loudest of these calls came from those who sought an armed response for humanitarian means. An unsuccessful vote for just such action in the UK parliament in 2012 turned cabinet member Michael Gove apoplectic. The government had sought to undertake intervention that was ‘focused on saving lives by preventing and deterring further use of Syria's chemical weapons’ Such faith in the humanitarian benefits of military action are a cornerstone of Gove’s philosophy, he later admitted to feeling ‘incredibly emotional’ about the failure to sanction such a course. The historian John Bew took a different tack, lamenting the failure to intervene in Syria in a New Statesman article as a ‘grave blow to Britain’s prestige in the world’. Bew’s concern for the people of Syria is almost entirely absent from his analysis, instead he fears how non-intervention may be perceived as weakness in Washington, Beijing, Tehran and other capitals. His inference was clear: that without an armed response to such flagrant defiance of the West in alleged chemical weapons attacks by the Syrian regime, Britain could no longer be expected to be heard at the high table of international politics. Elsewhere, Bew has taken a more nuanced look at Western options for approaching the crisis, yet remains eager for interventionism. As events have advanced, focus has shifted to the deterioration of the situation in Iraq, whose border with Syria raises the possibility of region-wide combustion. Tony Blair has leant his unerring voice to the interventionists with regards to both Iraq and Syria. In an article on his website, Blair claims that Western non-intervention in Syria was a direct cause of the destabilisation of Iraq, thoughts echoed recently by the chair of the Foreign Affairs Committee. Blair goes on to state boldly that extremists everywhere have to be ‘countered hard, with force’. He sees the challenge with Islamism as a Manichean death struggle in which ‘every time we put off action, the action we will be forced to take will ultimately be greater’. Away from the Middle East, crisis emerged in Eastern Europe, as revolution and Russian meddling threatened war in Ukraine. Russia’s annexation of Crimea produced a shock in the west and raised the spectre of a second Cold War. In this situation, Cambridge Professor Brendan Simms surmised that Russia under Putin had long been ‘sticking the bayonet’ into the West and so far ‘encountered only mush’. He refers to the West’s reaction as ‘appeasement’ and argues that it should be replaced with a swift and

The Melbourne Declaration states clearly in two – albeit much contested - paragraphs that gender equality is a critical part of an effective response. At least 50% of the adults with HIV globally are now women, many of whom acquired HIV during their teens. Surely the tide is now turning? Well only 1 out of the 8 new International AIDS Society board members are female. Only around 10% of conference delegates had signed the Declaration by Friday afternoon. Only 2 out of 31 sessions on drug use in the conference addressed women’s rights issues. HIV-prevention research funding has fallen by 4%. And the UK’s DFID did not even send a representative to Melbourne, since it decided to hold its own event for girls, focusing on the equally pressing and not un-related themes of female genital cutting and early child marriage, in London, right in the middle of the AIDS conference. So I am left wondering whether anything is going to change in the HIV world for young women, either vulnerable to or already living with HIV? At the conference I had the privilege of (re)meeting inspiring young women who are our movement’s new leaders: young women have grown up with HIV such as L’Orangelis Thomas from Puerto Rico, Violet Banda from Malawi and Consolata Opiyo from Kenya; young women who have recently acquired HIV, such as Ayu Oktariani and Sindi Putri from Indonesia, and many other young women who are committed to working on HIV and their sexual and repro-

Britain faces a turning point in its foreign policy; it is no longer capable of delivering the 'interventions' its leaders crave, while its much vaunted 'soft power' seems so soft as to barely make an impact at all. A change of mindset is needed
aggressive policy. This should include NATO troop deployments in Eastern Europe, military integration and re-armament in the EU zone and measures to extract a high price from Moscow for its actions. Simms wants to fight fire with fire and sees the risks of escalation through aggressive policy as a price worth paying to stop the Eastern menace. All of these sentiments carry a certain chestthumping appeal; that action through military means shows strength and resolve, to deal with rogue actors in a decisive manner, and the determination to shape events rather than risk them shaping us. As strategy however, they are not only injudicious, but also dangerous. Simms’ prescriptions, for instance, would have made the immediate emergence of a new Cold War a near inevitability. Advocating military build-up in Europe aimed at Russia plays exactly to deep-set historical fears in that country, which are based in the incredible destruction and bloodshed visited upon it in the course of the 19th and 20th centuries, as well as NATO expansion in the post-Cold War era. Russia’s actions in the crisis were barely cloaked aggression in an area where it maintains a great deal of power. It is hardly likely that military posturing by Western powers would either have reversed the outcomes in Ukraine, or created a better security situation in Europe. In Syria, the dissolution of the centrally-held monopoly on violence unleashed a range of ‘microfeuds’ in the country, according to analyst Yezid Sayigh. These clearly make the situation far more complicated than a simple schism between government and rebels. Into this situation, outside intervention would have been as likely to prolong and foment violence as it would to curtail it. The ‘humanitarian’ concerns of the likes of Michael Gove fail to reflect on this reality and place undue confidence in the constructive ability of applications of force. Where Gove’s voice on foreign policy is dulled by his government position in Education, the Henry Jackson Society of which he is a member, remains vocal. Blair’s views meanwhile seem to have grown more hawkish with time and his recent outbursts have caused the biggest stir. His total lack of acceptance of blame for committing ‘original sin’ in the long-term human disaster in Iraq never fails to shock. Along with the likes of Dick Cheney, he remains absurdly resolute that wars of choice are a legitimate and effective means of
countering Islamic extremism, despite the shape of events in the last ten years. Bew’s criticisms of Western policy towards Syria are perhaps most surprising. His praise elsewhere of nineteenth century ‘realpolitik’ adherents such as Rochau and Castlereagh stands in strange contrast to these views. The former in particular advocated pragmatism, caution and close awareness of the political realities of given situations when formulating foreign policy. It cannot be the case that embarking on another war of choice in the Middle East, so soon after the disaster of Iraq, or even given how the situation in Libya is unfolding, would improve Britain’s standing with other major world capitals or carry its voice further in the global arena. Contrary to the men he admires, Bew’s call to re-establish Western credibility through assertions of force are more reminiscent of the thinking that befell American policymakers in the Cold War. These men contorted the notion of ‘credibility’ into meaning ‘unchallenged supremacy’. The policy of ‘containment’ then evolved to entail military and covert interventions across wide areas of the globe, wherever ‘credibility’ was challenged. The United States became ensnared in a myriad of conflicts, often aligning it against forces for progress and with some of the 20th century’s nastiest villains. These interventions were conducted under a ‘pseudo-realist’ doctrine that consciously conflated regional and local conflicts, uprisings and revolutions with grave national security threats. The results, such as in Vietnam, were ugly. Most crucially, all of the liberal-hawks, pseudorealists, neoconservatives and others that make up this siren choir suffer from one common fallacy. It is the unerring belief that whilst non-western violence causes problems, western violence solves them. Until this is overcome, western foreign policy will be tempted towards the rocks. Calls for intervention have not borne fruit in any of these conflicts, however, perhaps due to the profound and lasting influence of the effects of the Iraq War. In many Western nations there seems to be a lack of certainty about the shape of a ‘correct’ foreign policy in the current era. The many crises, economic, political and social suggest irreversible and perhaps perilous change in the global order. We are now entering what the journalist Paul Mason has called a ‘world without framework’. Despite this, Foreign Secretary William Hague has set out a positive vision and calls for ‘confidence’ in facing the world. Yet the gap between FCO rhetoric and the realities of British foreign policy has long been considerable. This then, is a call for a renewed public dialogue about British foreign policy. Above all, we need to ask what the nature of our ‘national interest’ is and what we seek to achieve in the world. We need to better understand the power and the limits of our ability to achieve it. Good strategy must navigate between inaction and action, morality and practicality, steadfastness and flexibility. It requires balance, judgment and equanimity in constructing foreign policy to reflect it. If this debate is to begin, then more deliberative voices must speak louder to the sirens of interventionism. The task for progressives in such a debate would be to put forward the case for a foreign policy framework that, to paraphrase historian Charles Beard, protects and promotes the moral and material interests of the people of these islands and subject to this, works towards the peace and civilisation of humanity. As we stand at a critical juncture staring into the unknown future, there will be susceptibility in the debate to let fear and aggression set the tone. With the stakes so high, it makes building such a case all the more urgent.

The impact of the decisions you will make as the new High Commissioner will be felt by the world’s children and youth for years to come. We are not only the main beneficiaries – or victims - of good or bad human rights frameworks but we will also be major decision makers in shaping the human rights agenda in the next 15 years. Youth, therefore, are your key constituency; hence working now to secure our human rights will ensure sustainable progress in securing human rights for all. To do this High Commissioner, you must try to see the world, and the choices you will face, through the eyes of young people. Let me help you understand what I mean: Recent political upheaval and emerging social movements evidence just how deep the disenfranchisement of youth from political and economic life is. Our re-engagement should be of utmost importance to you. In this regard, addressing inequities and disenfranchisement amongst youth through a dedicated youth human rights framework should be your number one priority. This should include, first, a call on governments to address the gaps that exist in too many countries between the legal age of majority and the age of eligibility to run for office. Young people worldwide are denied the right to participate actively in the politics of their respective countries both as voters and as candidates for elections. Youth involvement in politics has largely been limited to mobilizing people through violent and non-violent means to support adult candidates for public office. This must change. It is unjust to only allow youth to decide on the political direction of their communities as voters without allowing them to be part of the solution by standing as candidates for election. Second, you should support the right to decent work for youth. Youth constitute over half (50.8%) of the total labor force yet 75.8 million young people are still unemployed with a large proportion of those who work forming part of the working poor. Securing this right will oblige states to provide decent work for young people and allow us to be productively employed. Thirdly, Young people’s right to education, specifically secondary and tertiary level education is falling through the cracks. Existing human rights frameworks stipulate compulsory and free provision of education at primary level only, whilst the provision of secondary and tertiary education are afforded a poorly defined and less significant focus. Providing secondary and tertiary education to youth is the final and most important step to enabling youth to make a seamless transition into adulthood. As High Commissioner, you need to ensure that young people’s right to education is expanded to include specific reference to secondary and tertiary education so that the existing gains from investments in universal primary education are multiplied. Fourthly, creating a rights framework that fully expresses the protection of young people’s right to health is key. Young people are at high risk of HIV infection, maternal mortality and morbidity, early pregnancy and other related health challenges. Young people need a comprehensive range of age-appropriate health services that are affordable, accessible, confidential and friendly in a way that they define. These include but are not limited to sexual and reproductive health services and mental health care. This right to health must encompass the elimination of harmful cultural practices like child marriage and gender based violence that put young people, especially girls and young women, at a greater risk of experiencing negative health outcomes. Lastly, High Commissioner, you should also broaden youth participation and the focus on youth in the United Nations Human Rights Council. This will allow for the creation of a better defined youth human rights agenda that should, ideally, culminate in the formulation of a legally binding international instrument on the human rights of youth. Youth experts should form part of the Advisory Committee of the Council and the Council must give full support for the recent proposal by the committee to carry out research on ‘Globalization, human rights and youth’. The Council todate has failed to give adequate attention to youth and this must change, lest we are forced to rise up and protest against a Council that excludes us even though it is intended to help safeguard our rights as young global citizens. The future we want as young people must be free from violence, discrimination and corruption; it must provide equal opportunities for all by eliminating threats against individual freedoms, health and prosperity. High Commissioner, you have the power to deliver this for young people and we’re counting on your leadership to make the human rights of youth a reality, and not just a promise.

AIDS and Adolescents: denying access to health ductive health and rights globally. Whilst they all spoke out forcefully and passionately about their need for safe spaces, for good education, information and choice, for access to non-judgmental health care and services without their parents’ permission, for protection from gender-based violence and for their rights – in all their diversities - to be upheld, I have doubts about how much the academics, politicians and policy makers really listened to their messages. According to Dr Susan Kasedde of UNICEF, young people aged 1019 are the only group in whom there is a 50% increase in all AIDS-related deaths globally. As L’Orangelis Thomas Negron put it in her plenary speech: “According to the latest report of the World Health Organization, AIDS is the 2nd leading cause of death in young people and adolescents, the 1st is traffic accidents. And I mention this because the first one isn't another disease, it's not some other health issue going above of HIV/AIDS. Adolescents and young people are dying from AIDS. And it is not only about dying, is about what happens before death.” Indeed, Kasedde explained that globally, of the 2.3 million new HIV people with HIV in 2012, 300,000 - or just over 800 new people each day were adolescents. Two thirds of these were adolescent girls. Young women don’t live in a vacuum. Young women, in many parts of the world, often date much older men. This is often in order to access goods and services and the related

With a 50% increase in AIDS-related deaths among young people, AIDS is now the second leading cause of their deaths. At the conclusion of the AIDS 2014 Conference, Alice Welbourn is left wondering whether anything is going to change in the HIV world for young women - and their children status which they do not have the economic, social or political status to acquire by themselves. Miranda van Reeuwijk in her PhD from Tanzania highlighted the breadth and depth of poverty which drives girls to have sex in secrecy, especially with out-of-school boys and men, in order to pay for basics such as school books and uniform, food and help with homework. Dr Salim Karim in his Monday plenary showed scientific proof of this so-called “intergenerational sex” through philogenetic analysis of school students in rural South Africa. This shows conclusively what we have long believed – that young women are acquiring HIV not from their peers but from older men. Thus whilst 1.5% of young men aged 18-19 had HIV there, 13.6% of young women aged 18-19 had HIV. A stark difference. Some organisations think you can give cash transfers to girls to make them less vulnerable to having sex with older men. But it is far more complex than this. Young peo-
ple need – and deserve – more quality holistic support, from all of society around them than any amount of cash alone will provide. Before the first ever Stepping Stones programme in Uganda, back in 1994, young men told us “why bother about AIDS? We have to die some day anyway, we might as well enjoy ourselves while we can. These girls are our enemies, you cannot trust them, they are the ones who infect us….” This dominant narrative is widespread across many parts of the world. However after the Stepping Stones programme, these same boys said: “We have now realised that we have a life to live and things to do… the girls here have been on this journey with us, they are now our friends. These are the ones we would like to work with, date and marry…. we would like to work together with them to build a positive future.” The young men and young women alike had dreams and desires for an income, for non-judgmental information, for options,
choice, shared decision-making and safety - and sustained respect and support from their elders to move forward with their lives and realise their dreams. I have heard many similar shifts in discourse around the world once young people – and their elders – are offered the space and time to reflect on their own and others’ lives in safety. They also have a positive knock-on effect on the next generation of children, who are then able to grow up in safety and peace rather than violence and vulnerability. But such powerful community-wide holistic empowerment programmes, which truly leave no-one behind, recognising the predominance of inter-generational sex and the need to build new bridges across genders and generations, are very rare. And they cost money also. Yet without such investment, numbers of HIV among young people will indubitably continue to rise. As Martha Tholanah said on these pages last week: “And what about our children? Unless we all take steps to change our own attitudes and those of our healthworkers and lawyers, our children will continue to acquire HIV at birth, and will continue to grow up uninformed, untested and untreated. They will also become criminalised as they begin to have their own sexual relations when older. And they will get sick and die. Unless we act now to perform a u-turn in attitudes and practices, this legacy of shame and blame will continue and will be the heritage that we, women and men alike, bequeath our children.
And that will be a disaster for us all.” Once again, such actions are not about medication, but about meaningful communication, listening, discourses and reflection – and a determined sustained commitment to act respectfully, humanely and peacefully towards one another. We have the science. We need investment in the programmes which will change minds and hearts amongst those with power to act – whether politicians, academics, policy makers or community elders. And we need concomitant investment in all women, together with girls and boys, to support themselves to broaden their own horizons - and become successful leaders in their own right. The next AIDS conference is in Durban in 2016 in the heart of the area where young women are most badly affected by HIV globally. Despite all the inspiring speeches from young women during the week, there was barely a mention of women and girls throughout the closing ceremony in Melbourne. L’Orangelis Thomas, at the end of her inspirational plenary speech, declared: “The failure to provide to adolescents the adequate information and the tools to make informed decisions about their health care is an assault on their existence. By denying access to health, you violate our human rights and in consequence, the opportunity to have a dignified life…….. In 15 years, in 2030 will we be still talking about the end of AIDS? Are we going to wait 15 more years? We will meet again and we will see.” Let us all hope and pray that Durban will show us the results that all the young women in Melbourne are striving for.

After Asian success, dengue vaccine trials come to India
MuMbai, July 30 (iE): A dengue vaccine, tested on 10,275 children in the age-group of 2-14 years in Asia, has shown an overall efficacy of 56.5%, according to study reported in The Lancet. More trials of the vaccine are now being conducted in India. India has witnessed a dramatic rise in dengue from 18,860 cases recorded in 2011 to 75,454 cases reported last year, according to data from the National Vector Borne Disease Control Programme (NVBDCP). Following the promising results of the study, another trial of the vaccine is now being conducted in India to examine its success. According to officials from the NVBDCP, the compilation of the trial results will be done by Sanofi Pasteur in December this year, while the results will be announced in 2015. Dr A C Dhariwal, director of NVBDCP, told The Indian Express, “It is good news for us. The trial is now going on in India and we will examine the results before making it part of our dengue prevention measures.” The vaccine trial in Asia, which was in its phase III, was conducted in five countries — Indonesia, Malaysia, Thailand, Philippines and Vietnam — for 25 months. Children were given a three-dose vaccination schedule with an interval of six months. The trial results showed 88.5 per cent reduction in dengue haemorrhagic fever (a nearly fatal stage of dengue) and 67 per cent drop in need for hospitalisation due to dengue. According to Sanofi Pasteur, the vaccine trial will now be conducted in Latin America and the Caribbean on over 20,000 children aged nine to 16 years. The World Health Organisation (WHO) estimates close to 100 million dengue infections, caused by mosquito Aedes Aegypti, every year, of which maximum are reported from Asia and Latin America. With no treatment in line for dengue, unlike malaria, the control and prevention of this disease has posed a major challenge. Dr Om Srivastava, director of department of infectious diseases at Jaslok Hospital (Mumbai), said, “The count of dengue cases in the country is huge. Though the efficacy of the trial is not very high, it will still reduce the burden of dengue to some extent.” According to the research in The Lancet, the vaccine has shown varying effects on the four different dengue serotypes with efficacy ranging from 34.7 to 72.4 per cent. Experts said dengue control through this vaccine can vary depending on the serotype. Dr Kalpana Baruah, joint director at NVBDCP, said, “In India, serotype-1 is the most common dengue virus. We are keenly awaiting the results of the trial in India because it will help in prevention of the disease. Our focus is more on prevention than treatment as there is only supportive treatment for dengue.”

Kerry presses India on global trade deal NEw DElhi, July 30 (REutERS): U.S. Secretary of State John Kerry, who arrived in India on Wednesday for an official visit, has pressed New Delhi to drop its opposition to global trade reforms, saying it was a test of the country’s commitment to advance economic liberalisation. Kerry made the call in a newspaper article, penned along with U.S. Commerce Secretary Penny Pritzker, published hours ahead of his arrival for talks aimed at revitalising ties that have been mired in disputes over trade, intellectual property rights and climate change. India has threatened to block a worldwide reform of customs rules, saying it must be accompanied by a parallel agreement allowing developing countries more freedom to subsidise and stockpile food grains. The deadline for the deal that the World Trade Organisation says could provide a trillion dollar stimulus to the global economy is Thursday. Kerry said India stood to gain by creating a level playing field instead of erecting trade barriers. “In this regard, as we work with our trading partners around the world, India must decide where it fits in the global trading system. Its commitment to a rules-based trading order and its willingness to fulfil
its obligations will be a key indication,” he said in the article in The Economic Times. India and the United States have already clashed at the WTO, with Washington saying Delhi’s 11th hour resistance could kill a deal that could create 21 million jobs. The row adds to frustration from both sides over the often prickly nature of what U.S. President Barack Obama once called “a defining partnership of the 21st century.” “It will be hard to make a persuasive case...for a larger economic ambition with India if India decides to part ways with the entire WTO membership on the Bali deal,” said Alyssa Ayres, former U.S. deputy assistant secretary of state for South Asia. Yet despite growing concern at WTO headquarters in Geneva, a senior Indian trade official said on Wednesday all was not lost. “I am sure in the course of the next almost 48 hours there will be suggestions coming from others, and suggestions can come from us also. We will make suggestions. We are very positive and constructive,” the official said. The official said India was committed to trade facilitation, but that its concerns about a lack of progress on food subsidies must be addressed. He also said

India was prepared to miss the July 31 deadline if necessary. Diplomats in Geneva said they were pessimistic that Kerry’s trip could provide a breakthrough. Kerry arrived in New Delhi on Wednesday evening for an annual strategic dialogue, the first engagement with the government of Prime Minister Narendra Modi that took power in May promising to put India back on a high growth path. So far, the new administration has moved slowly on reforms, and its hardening stance at the WTO
suggests a more nationalist response on key issues than the Congress party’s centre-left government. Kerry said India and the United States were on the cusp of a “historic transformation” in their relationship and that Washington stood behind New Delhi’s rise as a political and economic power. “We will work hand in hand with Prime Minister Narendra Modi and his government to promote open and liberal trade and investment, jobs training and closer strategic ties,” Kerry and Pritzker wrote.
Such rhetoric, including calls to build India as a counterweight to China, have fallen short of concrete progress in the past. Disputes over protectionism and intellectual property rights have soured the business climate and India has remained cautious about committing to U.S. strategic designs in the region. The relationship took a dive last year after an Indian diplomat was arrested in New York on charges of mistreating her domestic help, an episode that provoked outrage and resent-
ment in New Delhi. Modi himself has yet to make clear how closely he plans to work with Washington. He was banned from visiting the United States after Hindu mobs killed more than 1,000 people, most of them Muslims, in 2002 while he was chief minister of his home state of Gujarat. The Obama administration sought to turn a new page by quickly inviting Modi to Washington after his election, and he is due to travel in September.
Maharashtra hillock crash toll climbs to 25 MPs complain about ‘stale food’ in parliament
PuNE, July 30 (iaNS): At least 25 people were killed and over 160 remain trapped under a hillock which crashed on a village near Pune early Wednesday, district officials said. With barely six structures, including the village panchayat office, left intact, the bustling Malin village of about 50 homes, about 120 km from here, has been wiped off the state’s map. Chief Minister Prithviraj Chavan told media persons that with about 160 people remaining trapped, the toll can go up. Chavan, Deputy Chief Minister Ajit Pawar besides cabinet colleagues Harshvardhan Patil and Madhukarro Pichad Wednesday visited the accident spot. A 300-strong team comprising National Disaster Response Force, Maharashtra Disaster Response Force, police, villagers and political activists braved inclement weather, searching for people trapped under stones, boulders and sticky mud. At least 50 ambulances have been rushed from nearby towns while an entire ward has been kept ready at the Sassoon Hospital, Pune, about 120 km from the site. District officials said people in about half-a-dozen other villages in the hilly neighbourhood are being evacuated as a precautionary measure. Besides the Pune tragedy, heavy rain resulted in landslides on the MumbaiGoa highway, the Central Railway tracks between Mumbai and Nashik and in Thane, severely hitting road and rail traffic.
NEw DElhi, July 30 (iaNS): Members of the Rajya Sabha Wednesday complained that “stale food” was being served to them in the parliament canteen, and said a few members fell ill because of it. Raising the issue in the house, Janata Dal-United leader K.C. Tyagi said two members - Samajwadi Party’s Ramgopal Yadav and Jaya Bachchan - fell ill after consuming food in the parliament canteen, and asked the government to look into it. “Members are falling ill after eating in the parliament canteen... Ramgopal Yadav and Jaya Bachchan both fell ill after eating there,” Tyagi said. In a lighter vein, Tyagi said: “Is it a conspiracy to keep opposition mem-
bers away from the house?” Adding to it, Jaya Bachchan said this has been happening regularly. “It has been happening since last 4-5 years... Stale food is being served in the canteen,” she said. Parliamentary Affairs Minister M. Venkaiah Naidu said the government will look into the issue. “We have taken note of it. I will call the canteen and check what is happening. We must not discuss this in the house,” Naidu said. Some members from the opposition benches even said the food was from Gujarat, to which Naidu said: “Some people keep dreaming of Gujarat, what can I do?” Congress leader Rajeev Shukla pointed out the food may be turning bad because it was now being cooked outside the parlia-
ment building. “The food is cooked outside the parliament building and brought here. I had suggested that this practice should be stopped,” he said. “The food is cooked at 6 a.m. and served till night,” he said. The kitchen of the parliament canteen was shifted out of the main building after the presence of gas cylinders and cooking were found to be a security hazard. The piled up cylinders were also blamed when a portion of the ceiling fell in then petroleum minister Murli Deora’s office. The cooking was shifted to the parliament library building in the complex in 2012 on the order of then Lok Sabha Speaker Meira Kumar.
16 UPA ministers served eviction notice
NEw DElhi, July 30 (iaNS): Sixteen former ministers of the UPA government were in unauthorised possession of government bungalows for over a month and have been served eviction notices, parliament was told Wednesday. Urban Development Minister M. Venkaiah Naidu told the Lok Sabha in a written reply that the former ministers owe a total damage charges of nearly Rs.21 lakh for a month of unauthorised stay. The former ministers of United Progressive Alliance (UPA) regime in "un-
authorised possession" of bungalows include Kapil Sibal, Ajit Singh, Farooq Abdullah, Beni Prasad Verma, M.M. Pallam Raju, S. Jaipal Reddy, Girija Vyas, Krishna Tirath, S.K. Jena, Sachin Pilot, Jitendra Singh, Pradip Jain Aditya, Porika Balram Naik, Killi Kriparani, Lalchand Kataria and Manikrao Gavit. Naidu said the 16 former ministers owe total "damage charges" of Rs.20,92,463 for one month of unauthorized stay till July 26. "Damage charges ranged from Rs.53,250 per month in case of Type V ac-
commodation of Lalchand Kataria to Rs.2,43,678 for Type III accommodation of Jaipal Reddy," he said. The minister said 21 former ministers including Ghulam Nabi Azad, A.K. India’s meth addiction grows as criminals tap chemical hub
MuMbai, July 30 (aFP): The teenager sits quietly in a Mumbai rehab clinic, a victim of India’s emerging fad for the drug crystal meth, which experts say is spurred by loopholes in the country’s giant chemical industry. “It made me feel powerful,” said the 19-year-old undergraduate student, who began taking the drug with friends at college last year and was soon snorting up to 40 lines of the dangerous stimulant in a single session. “We would just sit and keep doing it,” he told AFP, declining to be named as he recovers from his addiction. While meth has long been a scourge across east and southeast Asia, staff at the rehab centre in Mumbai’s Masina Hospital say it only surfaced as a con-
cern in the city in the past 18 to 24 months. “Before that we’d never heard of it. Of late we had a small (addicted) boy aged 14 come in and he opened our eyes,” said Ali Gabhrani, director of the centre. India is home to one of the world’s biggest chemical industries and is a major source of key meth ingredients ephedrine and pseudoephedrine, which are both legally used in medication such as decongestants. Along with China, India is the most commonly cited origin of illicit shipments of these precursor drugs destined for meth labs abroad, particularly in neighbouring Myanmar but as far afield as central America and Africa, according to the UN Office on Drugs and Crime.
But concern is growing about the clandestine manufacture and consumption of meth within India itself, with Mumbai’s Anti-Terrorism Squad (ATS) in recent weeks taking up a “war footing” against the drug. “It’s very much a local product,” ATS chief Himanshu Roy told AFP. “It’s a new age drug, it’s easy to manufacture, the ingredients are available.”
‘So many loopholes’ Experts say meth’s precursor ingredients are both made illegally in India and diverted from legal sources in the chemical industry, despite regulations designed to prevent this and ensure a paper trail of payments. “There’s a really strict regime but in the last 15 years there have been so
many loopholes,” said Romesh Bhattacharji, a member of the Institute for Narcotics Studies and Analysis in New Delhi. “Officialdom doesn’t enforce it; they don’t check,” he told AFP, blaming “collusion and corruption” for the drugs siphoning. India’s Narcotics Control Bureau (NCB) gets quarterly returns from manufacturers, wholesalers and retailers on sales of ephedrine, but Bhattacharji said nothing is done with the information. Vijay Kumar, the NCB’s deputy director general in Mumbai, said they maintained the database of returns “to cross-check if there are any violations later”, adding that they had busted four illegal meth labs since 2013 in west and south India. But he said
anyone could buy pharmaceutical products containing ephedrine over the counter in India. As early as 2007, an illicit meth lab was found in Mumbai extracting precursors from such products, according to the UNODC. “You can’t restrict these chemicals because they’re essential for legal use,” said Kumar. While users are drawn to feelings of euphoria and energy brought on by meth, which affects the central nervous system, excessive doses can trigger violent behaviour, convulsions and even death from respiratory or heart failure. Meth comes in powder, pills or in the crystal form that Mumbai users said they crushed with cards and snorted, although the drug can also
be swallowed, injected and smoked. Addicts at the Masina clinic told AFP they were buying it for as little as 1,000-2,000 rupees a gram ($17-33), making it far cheaper than cocaine which cost them up to 7,000 rupees. “It can proliferate into new groups and categories -- younger professionals, college and even school children,” said Roy. An emerging trend Amphetamine-type stimulants, including meth, are an “emerging trend” in India, with most users in their early twenties, according to an exploratory UNODC study in five states released in January. “Meth produced in India is undoubtedly for the local market which has the right elements to grow
and make significant profit for producers,” said Jeremy Douglas, UNODC’s representative in Southeast Asia and the Pacific. He pointed to the sheer market size in the country of 1.2 billion people, which has a youthful population and rising disposable incomes. Pushpita Das, Associate Fellow at the Institute for Defence Studies and Analyses, New Delhi, said India had traditionally been a “transhipment” country for such drugs rather than one with big consumption problems. “But now we see this consumption of synthetic drugs increase,” said Das, who called for greater regulation especially in northeast India, near the Myanmar border, where most of the country’s meth
seizures take place. Seizures of meth across Asia have tripled in five years to record levels, with use and production growing in line with the country’s expanding economy, according to a UNODC report in May. In terms of Asian consumption, meth has evolved from a drug mostly taken by poor workers, often to help them stay awake during long shifts, into one increasingly popular in the youth party culture. At the Masina clinic, a recovering 34-year-old said a “huge crowd” of youngsters was now staying up late on south Mumbai’s iconic Marine Drive to take the drug, available from cigarette sellers on the street. “It screws up their lives. It’s so addictive you want it again and again,” he said.

he savage fighting between Israel and Hamas is escalating in Gaza, cease-fire efforts take on elements of farce, and bravado rules the public discourse. But even through the fog of war, a few endgame scenarios can nonetheless be glimpsed. For the moment, the deadlock is well-entrenched: As long as the crippling blockade of Gaza remains in place, Hamas says it will continue firing rockets at Israel — terrifying but mostly ineffectual, thanks to the “Iron Dome” defense system. Israel says the blockade must stay to stop a terrorist government from importing yet more weapons. There is not much pressure on either side to stop — even in Gaza, where more than 1,200 people, mainly civilians, have been killed, amid widespread devastation. An Egyptianled cease-fire plan more than two weeks ago, which Israel accepted and was a straight return to the status quo before this current round — was rejected by Hamas, and there was little criticism of that decision in Gaza. Such is the hatred of the air, land and sea blockade in the strip — in addition, perhaps, to the fear of Hamas. Last week’s mediation effort led by John Kerry fizzled amid a most undiplomatic frenzy of criticism in Israel of the U.S. secretary of state. He had dared suggest Hamas’ blockadeending demands be on the table. He also had ignored Israel’s new demands — probably long-term at best — that the militant group be disarmed. While it is too early to say

how all this will end, quiet diplomacy continues. There also is a growing sense that it can’t go on much longer — but then again, it might. Here are some ways it could play out: Israel Declares Victory And Leaves If you listen carefully, Israeli leaders generally describe the ground operation in Gaza as intended to destroy the Hamas-built tunnels leading into Israel, almost certainly for purposes of attack. The military says it has found and is destroying more than 20 tunnels and believes there are a few more. Once that job is done, Israel could well pull out and try to declare victory or even a unilateral cease-fire. The hope would be that the respite
from the devastation visited on Gaza would compel Hamas to think again and quietly accept a return to the way it was: no rocket fire on Israel; no airstrikes and shelling of Gaza. This probably wouldn’t work. Hamas has put Gazans through so much that they certainly feel they must have something to show for their efforts in the form of an easing of the blockade. Rocket fire would continue and the hostilities would swiftly resume. Despite huge reservations, Israel may just end up reoccupying the strip, even at the cost of hundreds of soldiers and then being saddled with nearly 2 million Gazans to rule. If the situation becomes bad enough, more fantastical scenarios suggest themselves: perhaps even a NATO force to
Only 3,200 tigers left in the wild GENEvA, JULY 30 (IANS/ EFE): Of the 100,000 tigers that once roamed in the wild a century ago, only 3,200 are left behind, the World Wide Fund (WWF) for Nature has revealed in a report. WWF has also offered to assist with the conservation efforts being carried out by the 13 tiger-range countries -- India, Bangladesh, Bhutan, China, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Nepal, Russia, Thailand, and Vietnam, which in 2010 committed to securing a doubling of wild tiger population by 2022. In its report, which coincided with the International Tiger Day Tuesday, the WWF warned that the largest of all the Asian big cats could go extinct in the wild primarily due to poaching and habitat loss. Poaching is the “most immediate threat to wild tigers”
since their parts are used for “traditional medicine, folk remedies, and increasingly as a status symbol among some Asian cultures”. Between January 2000 and April 2014, authorities across Asia seized parts of at least 1,590 tigers, killed for traditional medicines, the organisation said, citing figures from the wildlife trade monitoring network Traffic. In its report, the WWF admitted though it has the statistics of tiger population in the wild in India, Nepal, and Russia, it lacks data of Myanmar, Cambodia, China, Indonesia, Laos, Malaysia, and Thailand. The non-governmental organisation urged those countries to count the number of tigers that exist in the wild with a view to protect the different subspecies of this big cat.
Aussie airline passengers told to flush drugs CANBERRA, JULY 30 (AP): An Australian airline apologized on Wednesday for a warning a flight attendant gave passengers who might have been flying high that there were drug-sniffer dogs awaiting them at Sydney airport. Many of the 210 passengers aboard the Jetstar flight from Gold Coast city on Sunday night had attended the Splendour in the Grass weekend music festival at Byron Bay and were returning home. “We have been told there are sniffer dogs and quarantine officers waiting in the domestic terminal,” Sydney’s The Daily Telegraph newspaper on Wednesday quoted the attendant as telling passengers via the Airbus A320’s public address system. “If you need to dispose of anything you shouldn’t have, we suggest you flush it now,” he added. The newspaper said the warning prompted passengers to rush for the toilets. Jetstar spokesman Stephen Moynihan confirmed the newspaper report was accurate. He said the public response to the announcement had been “mixed.” The airline said it routinely makes quarantine announcements on such flights that cross state borders. “The crew member’s words were poorly chosen and are plainly at odds with the professional standards we’d expect from our team,” Jetstar said in a statement. “We apologize to customers offended by the comments.” Jetstar said it was “addressing the matter with the cabin crew member involved,” but did not detail any potential disciplinary action. One passenger told the newspaper several passengers suddenly made for the toilets with “things clenched in their hands.” “Why would you tip people off about this?” the passenger, who was not named, asked.” If they have got something illegal, let them get caught.” But the response on Jetstar’s Facebook page was largely positive. “What a good Samaritan, Jetstar Australia this guy deserves a promotion,” Rohit Dwivedi posted. Israeli airstrikes and shelling also killed 40 Palestinians elsewhere in the coastal territory Wednesday, including multiple members of two families struck in their homes, health officials said. The Israeli military said mortar shells had been fired from near the school, and that soldiers fired back. Later Wednesday, the military declared a four-hour humanitarian ceasefire in parts of Gaza beginning at 3:00 p.m. but Hamas spokesman Sami Abu Zuhri said it lacked any “value” because it excluded border areas from where Hamas wanted to evacuate the wounded. Shortly after the cease-fire went into effect, sirens warning of Hamas rocket fire sounded in several communities in southern Israel. The latest violence further dimmed hopes of a sustainable truce in the fighting, now in its fourth week. The strike at the U.N.

West Bank-based Palestinian President Mahmoud Abbas and Hamas signed a “unity government” deal two months ago that would have actually achieved this on paper — but few seriously expected Hamas to give up its control of Gaza. Israel fought vehemently against the deal, lobbying the world to shun even Abbas — part of a series of events that culminated in the current fight. Essentially the “unity government” was stillborn — but the war could give the arrangement new and genuine life, especially if this comes with serious relief on the blockade. Hamas would find it especially hard to oppose this if major financial incentives were added, like billions in aid from the Gulf and the West, conditioned on the PA being in charge. After all, the support it finds
among ordinary Gazans is about improving life for the people, not fighting Israel to the death. Last week, both the German and French foreign ministers said reinvolving the PA in the administration of Gaza was the only way to guarantee a long-term cease-fire. Given Hamas’ relative unpopularity in the region at the moment, and its money crunch, it’s not inconceivable. A challenge for Israel, therefore: It will have to go along with such a gamechanging ambitions to a degree. But what if militants from an Abbas-run Gaza still find a way to fire rockets? It may actually rue the day Hamas melted away, removing with it Israel’s near-impunity to hit back as hard as the past month has seen.
Khmer Rouge tribunal clears way for genocide trial Milky Way much smaller
PHNOM PENH, JULY 30 (AP): A United Nations-assisted tribunal on Wednesday cleared the way to begin the genocide trial of two elderly former top leaders of Cambodia’s 1970s Khmer Rouge regime. Survivors of the communist regime’s reign of terror, along with students and Buddhist monks, attended a hearing that laid down the ground rules for the trial, which judges said would likely start in September or October. The defendants, Khieu Samphan, 83, and Nuon Chea, 88, were in the top leadership of the 197579 regime, which is generally held responsible for the deaths of about 1.7 million people from starvation, exhaustion, disease and execution. The two are scheduled to hear the verdict next week of a first trial against them for war crimes and crimes against humanity, related mostly to the forced movement of millions of people to the countryside when the Khmer Rouge took power. At Wednesday’s hearing, the chief judge, Nil Nonn, read out the
new charges before lawyers began debating witness lists, reparations requests and procedural objections. Khieu Samphan attended the hearing and appeared to be in good health, at times taking notes. Nuon Chea, however, remained in his holding cell because he is unable to sit for long periods of time. Because of the advanced age and poor health of the defendants, the case against them has been divided into separate trials, in hopes that they will live long enough to have some judgments against them completed. Legal experts and lawyers have argued that such an approach muddies the pursuit of justice. Anta Guisse, a lawyer for Khieu Samphan, said she was concerned her client would not get a fair trial amid confusion over what evidence or findings from the first trial would be carried over into the upcoming one. Among the scores of proposed witnesses, lawyers for Nuon Chea urged the court to consider calling
three senior members of Cambodia’s current government: National Assembly President Heng Samrin, Senate President Chea Sim and Sen. Ouk Bunchoeun. All three served as high-ranking cadres before defecting from the Khmer Rouge and aiding in its overthrow. Long-serving current Prime Minister Hun Sen also was a Khmer Rouge defector. Previous efforts by the defense to have members of the government testify have stoked political tensions and been shot down. The first trial began in November 2011 with four defendants, but Khmer Rouge Foreign Minister Ieng Sary died in March 2013, and his wife, Social Affairs Minister Ieng Thirith, was deemed unfit to stand trial due to dementia. Nuon Chea and Khieu Samphan required occasional hospitalization, slowing the proceedings. Although Wednesday’s hearing was purely procedural, it stirred unpleasant feelings for some.

LONdON, JULY 30 (IANS): The Milky Way, the galaxy that contains our solar system, is way smaller than astronomers previously thought, says a study. It is approximately half the weight of a neighbouring galaxy - known as Andromeda which has a similar structure as our own, the findings showed. The Milky Way and Andromeda are the two largest in a region of galaxies which astronomers call the Local Group. To reveal their total weights, the researchers worked out the mass of invisible matter found in the outer regions of both galaxies. They estimated that Andromeda contains twice as much dark matter, a little-understood invisible substance which makes up most of the outer regions of galaxies, as the Milky Way, causing it to be twice as heavy. “We always suspected that Andromeda is more massive than the Milky Way, but weighing both galaxies simultaneously proved to be extremely challenging,” said Jorge Penarrubia from University of Edinburgh in Britain. “Our study combined recent measurements of the relative motion between our galaxy and Andromeda with the largest catalogue of nearby galaxies ever compiled to make this possible,” Penarrubia added. Although both galaxies appear to be of similar dimensions, until now scientists were unable to prove which is larger. Previous studies were only able to measure the mass enclosed within both galaxies’ inner regions. Their findings also provide further evidence in support of a theory which suggests that the universe is expanding.
West seeks to inflict more economic pain on Russia
WASHINGTON, JULY 30 (AP): Citing Russia’s stalled growth rate and a flow of foreign capital out of Moscow, U.S. and European officials hope a new round of sanctions targeting energy and defense entities, as well as major banks, will deepen Russia’s economic pain even further and force President Vladimir Putin to end provocations in Ukraine. Roughly 30 percent of Russia’s banking sector assets are now constrained by U.S. sanctions, Obama administration officials said Tuesday, shortly after announcing new penalties. The sanctions target five of Russia’s six largest state-owned banks and aim to curtail their access to U.S. debt markets. The West is also halting future sales to lucrative Russian economic sectors, with the U.S. announcing plans to block future technology sales to the oil industry and Europe approving an arms embargo. The Europeans also backed sanctions Tuesday against state-owned banks and the energy sector, though the specific EU targets won’t be made public until later in the week.
Western officials insist the new sanctions will damage an already struggling Russian economy. The International Monetary Fund has slashed Russia’s growth forecast for this year to nearly zero, and the U.S. says more than $100 billion in capital is expected to flow out of the country. “Russia’s actions in Ukraine and the sanctions that we’ve already imposed have made a weak Russian economy even weaker,” President Barack Obama said Tuesday. Yet it remained uncertain whether the tougher penalties would have any impact on Russia’s actions in Ukraine — nor was it clear what other actions the U.S. and Europe were willing to take if the situation remains unchanged. In the nearly two weeks since a Malaysia Airlines passenger plane was felled in eastern Ukraine, Russia appears to have only deepened its engagement in the conflict, with the U.S. and allies warning that Russia was building up troops and weaponry along its border with Ukraine. The West blames pro-Russian separatists for firing a missile at the jetliner and Moscow
for supplying the equipment and training needed to take down a plane. Nearly 300 people were killed in the attack, including more than 200 Europeans. The shocking incident spurred Europe in particular to impose dramatically tougher economic sanctions. Europe has a far stronger economic relationship with Russia than the U.S., but until this week, European Union leaders had been reluctant to impose harsh penalties in part out of concern about a negative impact on their own economies. EU President Herman Van Rompuy and the president of the European Commission, Jose Manuel Barroso, said the sanctions sent a “strong warning” that Russia’s destabilization of Ukraine could not be tolerated. “When the violence created spirals out of control and leads to the killing of almost 300 innocent civilians in their flight from the Netherlands to Malaysia, the situation requires urgent and determined response,” the two top EU officials said in a statement. The new EU sanctions put the 28-nation bloc on par with
earlier sector sanctions announced by the U.S. and in some cases may even exceed the American penalties. Obama said coordinating Tuesday’s actions will ensure that the sanctions “will have an even bigger bite.” Despite the West’s escalation of its actions against Russia, Obama said the U.S. and Europe were not entering into Sovietstyle standoff with Russia. “It’s not a new cold war,” he said in response to a reporter’s question. The new European penalties placed a ban on the unapproved sale to the Russians of technology that has dual military and civilian uses or is particularly sensitive, such as advanced equipment used in deep-sea and Arctic oil drilling. The EU also approved an arms embargo, though it would not restrict past agreements, allowing France to go forward with the delivery of two warships to Russia, a deal that has been sharply criticized by the U.S. and Britain. To restrict Russia’s access to Europe’s money markets, EU citizens and banks will be barred from purchasing certain bonds or stocks issued by state-owned Russian banks, according to EU
officials. The U.S. sanctions target three major Russian banks: the Bank of Moscow, Russian Agricultural Bank and VTB Bank, Russia’s second largest bank. Analysts said the effort was aimed at cutting off access to resources that these banks would need to support their own lending operations, an action that could weaken economic activity in Russia. “This limits the ability of these banks to do new business. That means the Russian economy will suffer because the banks will not be able to make as many loans,” said Sung Won Sohn, an economics professor at the Martin Smith School of Business at California State University Channel Islands. He said that barring financing from U.S. institutions to these banks likely would have a ripple effect. “It is likely that other Western banks and banks in Asia will be reluctant to do business with them,” Sohn said. The U.S. also targeted the St. Petersburg-based United Shipbuilding Corp., a defense technologies firm, and was blocking future technology sales to Russia’s oil industry.

Russia was eliminated after the group stage in Brazil without winning a game, prompting speculation the Italian would be fired. "If I'm here, then it's clear that I'll continue to work with the Russian team. It's already confirmed," Capello said Wednesday after a second meeting with Russian Football Union officials. Capello said he had the trust of the RFU and the country's sports ministry, and was prepared to resign if he ever felt he had lost that trust. RFU president Nikolai Tolstykh said the organization's executive committee had not discussed the possibility of Capello leaving when the Italian met the members on Wednesday. "The issue didn't come up," he told local media. "Capello has a valid contract with the RFU and will continue his work as the national team coach. Not a single executive committee member raised the issue." Capello signed a contract extension in January taking him through to the World Cup in Russia in 2018. That deal reportedly contains a clause that would require the RFU to pay at least $25 million in compensation for firing him at this stage. While online sleuths have already released screenshots of the image, the studio made a full apology and tried to minimize the circulation of the Australian promo poster. "We are deeply sorry to have used that artwork for the marketing materials promoting the September 11 opening in Australia," Paramount Pictures Australia said in an emailed statement to Reuters. The statement continued: "Combining that image and date was a mistake. We intended no offence and have taken immediate action to discontinue its use." The poster was first released in a tweet posted by the Australian Paramount Pictures Twitter and was also shared on its Facebook page to more than six million fans. The liveaction adaptation of the cult cartoon stars Megan Fox and Johnny Knoxville was produced by Michael Bay. n unreleased version of one of the most celebrated songs in rock, Stairway To Heaven, is to come out later this year after sitting in the vaults for more than 40 years. An alternative take Stairway, one of Led Zeppelin’s most famous compositions, will be released on a new version of the band’s fourth album due out later this year. Guitarist Jimmy Page has sifted through vintage studio recordings to find different versions of each of the eight tracks from the Led Zeppelin IV album which first came out in 1971 - for a companion disc to accompany the reissue, part of a remastering of the band’s entire catalogue. The soon-to-be released performance of Stairway dates from a series of mixing sessions at Sunset Sound Studio in Los Angeles. The version which was eventually released was completed at the Island Records studio in London. Also to be issued the same day, October 27, is a remastered version of the group’s House Of The Holy album which again features newly heard takes of seven of the eight songs from that release. New editions of the band’s first three albums came out last month. Founding members of Led Zep - Page, singer Robert Plant and bass player John Paul Jones - famously reunited on stage in 2007 along with Jason Bonham, the son of late drummer John, at a tribute concert for Ahmet Ertegun, the founder of the band’s label Atlantic Records. The song, one of the most played in rock music history, was initially conceived while Led Zeppelin guitarist Jimmy Page was staying an Bron Yr Aur cottage in Wales in 1970. The introduction came to Page during the night, and after he played it to Plant the pair made a series of cassette recordings which would form the basis for the song. Today the cottage remains a pilgrimage for rock fans from across the world, who travel there in the hopes of looking around. However Scott Roe, 42, the owner of the house, says he is fed up with metal enthusiasts disturbing their peace and quiet. Mr Roe says one fan turned up having walked there from Germany, eating berries and sleeping in bushes as he went, while another stole the sign from outside his home after he refused to let him in.

The activist has moved the Hyderabad High Court seeking action against Bollywood actress Mallika Sherawat for allegedly obscenely using the Indian tricolour in her upcoming film. He submitted that the actress and producer, Kastoor Chand Bokadia, had intentionally humiliated the national flag by using it obscenely in the film’s first-look poster. In the poster Mallika Sherawat, who plays the lead role in the film, is seen sitting on an old ambassador car draped in a l o ng tricolour

Bolt in controversy at Commonwealth Games
glasgow, July 30 (ap): Still days away from running, Usain Bolt was at the center of a controversy at the Commonwealth Games on Wednesday for apparently criticizing his games experience so far. The Times of London says it spoke to Bolt as he left the athletes' village in Glasgow on Tuesday, and quoted him as saying he was "not really" having fun in Glasgow and the games were "a bit s---." Bolt tweeted on Wednesday that "I'm waking up to this nonsense" and called the report "lies." Bolt spent Tuesday mixing with Prince William, his wife Kate, and Prince Harry. On Wednesday, he watched the Jamaica netball team lose to New Zealand, and was blocked by his manager from the media, saying only "Awesome" to questions about his opinion of the games. His status as the world's fastest man was safe on the track, where Michael Mathieu of the Bahamas was the fastest qualifier into the semifinals of the 200 meters. Mathieu, Andre de Grasse of Canada and Danny Talbot of England were the leading runners among 24 to advance to Thursday's semifinals, ahead of the final that evening. The Bahamian timed 20.55 seconds, well outside the world record of 19.19 held by Bolt, who is limiting himself, following a left foot injury, to only Jamaica's 4x100-meter relay on the weekend. the women's synchronized 10-meter platform, the first diving event at the Royal Commonwealth Pool in Edinburgh. At the boxing, Australian Daniel Lewis was ruled out of the welterweight quarterfinal after failing a medical check. He called for headguards to be restored for amateur fighters. Lewis had a badly cut eye after beating Kehinde Ademuyiwa of Nigeria on Monday. Lewis did not recover sufficiently in time for him to meet Mandeep Jangra of India in his next bout, so Jangra was given a walkover. Lewis criticized a move last year to remove headguards from amateur male fighters, with experts suggesting they contributed to concussions. "For all these people debating about headgear for amateurs, bring the headgear back 100 percent," Lewis said. "When you have to fight five times in a week this ... ruins people's dreams." Late Wednesday, two 2012 Olympic champions — long jumper Greg Rutherford of England and shot putter Valerie Adams of New Zealand — will try to win Commonwealth gold at Hampden Park. Rutherford, who has been beset by foot and hamstring injuries since his London gold, jumped a British record 8.51 meters last month. He was able to jump only 8.05 in qualifying for the final.

Cook called a halt when he he himself was 70 not out after Joe Root (56) was bowled by left-arm spinner Ravindra Jadeja (three for 52) to force an early tea, with 42 overs left in the day's play. Left-handed opener Cook and Root added 99 in just 87 balls as England pressed for their first win in 11 Tests. The most any side has made in the fourth innings to win a Test is the 418 for seven West Indies achieved against Australia at St John's in 2002/03.
