In 2006-07, the Union Ministry of Urban Development, Government of India, set out to construct a concrete main drain in Dimapur under their Urban Infrastructure Development Scheme for Small and Medium Towns. The National Building and Construction Company (NBCC) was the nodal implementing agency, which contracted the project to one Ansari and Company. By 2014, the Union gift of the drain has become a tragedy for residents of Dimapur. The construction material used for the drain’s retention walls were so fluid, some residents took it upon themselves to build parts of the drain that passed by their houses. People continued to encroach on land around the drain, further clogging it over. In Churches Colony, for instance, a Member of Nagaland Legislative Assembly came up with the idea to dam the drain in a way that flooded the neighbouring house with sewage. The dispute continued as Ansari and Company continued to build the drain’s walls, leading to a long stretch of the drain being left unconstructed. By the time the dispute ended, so had the project—the contractors had withdrawn the sum of Rs. 20.94 crore set out for the project from the Union Ministry of Urban Development and left. Left with no other option, the Churches Colony Council put together money and built the drain themselves as per the project specifications. Till date, no authority has reimbursed the Council for the construction, leading them to run from pillar to post for the same. The Naga Coun-

DIMAPUR, JULY 3 (MExN): Head of the Special Investigation Team, probing the Pachaspura killings, DIG Liremo Lotha has confirmed the arrest of a man suspected of complicity in the killings. DIG Lotha stated that the man (in his thirties) was arrested on July 2 and forwarded to court on July 4. He was later remanded to police custody by the court for further interrogation. Lotha stated that the man was involved in the commission of the crime. The DIG added that it would be premature to disclose the suspect’s association with any Naga political group.

Residents were left in the dump. “Before the drain was constructed, water used to flow out easily—now, 10 minutes of rain leads to flooding of the area,” says Hukato Chishi, chairman of the Churches Colony Council. The end of the drain is a poor ideation of four concrete pipes, un-

able to let the garbage, full of plastics, flow out. “We are at the lower end of the drain and become the first victims of flooding. The Dimapur Municipal Council (DMC) clears the end of the drain only after several complaints and even that is not enough,” he informs. The DMC concurs with reservation. “Due to encroachment of land around the drain, our labour and machinery is unable to enter the area to clear the drain,” says Nyamo Lotha, Superintendent, DMC.

Who allows for this? “All construction allotment and pattas are issued by the district administration,” admits his office. There are houses in Khermahal that have the drain running parallel to their rooms, all to be abandoned when it rains. A house pillar stands smack in the middle of another part of the drain. Elsewhere, the MLA’s compound is an alleged victim to his own wall’s encroachment of the drain. Several residents of

the area deploy their own hooks and sticks to clear the drain. But the DMC is unable to deploy its 120 workers meant to collect garbage to this duty. “People have no civic sense and they throw both wet and dry waste right into the drain—if they throw their waste in the DMC designated areas after 6:00pm and before 6:00am, a large part of the problem could be sorted given the circumstances,” says the DMC Superintendent. The other solution out of the drainage flooding, as per the DMC, is to “dismantle the boundary walls of houses” that have encroached the drain. While admitting to a lack of civic sense and indiscriminate use and throw of plastics, residents of Dimapur wonder why the Government of Nagaland is putting its forces behind building small roadside drains before setting up a solid basic drain line. “Publicity stunts” have not escaped the people’s minds. As for the actual project from the Union Ministry of Urban Development that gave rise to the problems, people remain exasperated at its ideation, construction and unaccountable fallout. “And this is just Phase-I; Phase-II is to cover up the said drain and we wonder what fresh garbage that will bring,” wonders a citizen. “I really wonder when the concerned department(s) take the main active role of a watch dog when contracts are awarded to contractors/ parties/firms, and be vigilant enough to inspect the workmanship/quality of works undertaken before issuing completion certificates and releasing funds apart from shaking hands under the table through mutual understandings,” notes another.

DIMAPUR, JULY 3 (MExN): Member of Parliament (MP) from Nagaland state, Neiphiu Rio has apprised External Affairs Minister for India, Sushma Swaraj on the need to promote “trade, commerce and people-to-people contact.” A press note from the PRO, Nagaland House, Delhi informed that Rio submitted two representations to the External Affairs Minister calling for development of connectivity roads in the international border areas along the Nagaland Myanmar international boundary and also for the urgent establishment of a Regional Passport Office in Nagaland state. Rio informed Swaraj that there is a population of about 6.5 lakh Nagas in Myanmar and that “Nagas were given recognition in Myanmar in the form of the Naga Self Administered Zone, with active support from the Government of India and the Naga civil society groups.” The External Affairs Minister was also informed that there are six Naga MPs in the Myanmar Parliament. Rio stated that Nagaland has a 215 kilometer long international boundary with Myanmar and that despite the international border that divides the countries, people in the border regions are in regular contact and “there is no problem of law and order and infiltration.” The MP from Nagaland state however lamented that the areas concerned are “back-

The Avangkhu trade centre is already approved by both the countries, he informed. In a separate representation, Rio informed that Nagaland state is yet to have a passport office, even after 50 years of statehood and that this has created hardships for citizens in the state. He disclosed that all matters related to application for passports, renewals, etc have to be done in Guwahati, Assam. As such, he highlighted that the people are faced with economical and logistical difficulties, amongst other problems.

DIMAPUR, JULY 3 (MExN): The Nagaland Pradesh Congress Committee (NPCC) today demanded the “immediate sacking” of Roads & Bridges Minister, Kuzholuzo (Azo) Nienu, in view of the current imbroglio between the Nagaland state government and the Nagaland Foothill Road Coordination Committee (NFHRCC). A press note from the NPCC media cell stated that the issue has “resulted into a series of violent confrontations to seriously destabilize communal harmony in the state.” The NPCC said that over the “past few months,” DAN legislators have been “mute spectators to a reckless show of political immaturity” by the R&B Minister. This, it stated has created “volatile situations that has besieged the state.” It asserted that the concerned Minister “must be sacked immediately to rescue the state being held to ransom by a leader who has no regards for the rule of law.” The NPCC alleged that the Nagaland state government and “more particularly the R&B Minister” are “solely responsible for giving the go ahead in 2013 to NFHRCC to engage contractors on credit and start the work without any sanction or work order.” It added that the Minister had earlier “taken credit for this out of the way initiative

Minister for PWD (R&B) Kuzholuzo (Azo) Nienu today stated that appropriate legal action will be initiated against the persons involved in leveling allegations against him. “Therefore I leave it to the appropriate legal forum to decide,” he stated. The Minister further appealed to all sections of the public to refrain from publishing any news items/articles in regard to Foothill construction project “favoring me or the department/government, as it seems to aggravate the situation.” “I am also open to any sort of criticism as I have no control over any critics. As a leader, I welcome any constructive criticism keeping in mind the adage ‘to err is human’,” the Minister stated. The Minister also acknowledged various organizations and well wishers for support extended to him, including the department and the state government. peacefully,” the NPCC stated that the Minister “brazenly violated the government order passed by a cabinet decision, taking law into his own hands in an attempt to disrupt the bandh with hundreds of his followers armed with lathis and stones.” It further questioned whether the R&B Minister “is above the rule of law or whether he can override the decision of the cabinet.” It then alleged that the Minister had “intentionally stirred up communal frenzy” by “openly moving around in Dimapur during the bandh with hundreds of his supporters challenging and intimidating the bandh enforcing volunteers with the choicest of communal words…” The NPCC said that these actions have left a “deep scathed scar on the already battered communal harmony” and termed the Minister’s conduct as “immature and irresponsible.” In view of his actions, the NPCC stated that the Minister “has lost all moral rights to remain in office” and demanded that he be sacked “immediately.” It called upon the DAN government to “prove before the people that it has enough guts to sack” the Minister and “restore the sanctity of the rule of law which has been openly abused by the minister repeatedly.”

WYH condemns killing of Lt. Athong

Dimapur, July 3 (mExN): The Western Yimchungru Hoho (WYH) has strong condemned the killing of Lt. Athong, who was serving as Maj. in GPRN/NSCN government allegedly by NSCN (IM) on July 1 at Jessami, under Manipur state. The WYH in a condemnation note issued by its info & publicity secretary Mathew K Janger asserted that killing of Lt Athong could affect the peace process if the competent authority does not take stern action against the errant of NSCN (IM). ILP issue in Meghalaya re-emerges Newmai News Network Shillong |July 3 Civil society organizations in Meghalaya demanding the implementation of Inner Line Permit (ILP) in the state are losing their patience as the Mukul Sangma government fails to come up with its assured 'comprehensive mechanism.’ The conglomerate of 13 organisations have been demanding for the implementation of ILP to control influx of illegal immigrants in Meghalaya. Bandhs and other forms of agitation were carried out in the recent past in phase wise manner. However, in the past two months the agitations have stopped, following the Meghalaya government's assurance to have a 'comprehensive mechanism' to deal illegal immigrants and inter-state influx. Meanwhile, sources said that it may take the Mukul Sangma government in Meghalaya several months to come out with its version of Inner Line Permit (ILP), which many termed as the

'comprehensive mechanism' or 'modified' Inner Line Permit (ILP). The sources said that the Meghalaya government may not be able to come out with the ILP mechanism by October this year with its version of the ILP to be presented before the NGOs of the state. In the crucial meeting between the Mukul Sangma government and the agitating 13 organisations of Meghalaya on April 29, it was agreed that a modified kind of Inner Line Permit is likely to be implemented in Meghalaya. The 13 pressure groups had submitted a lengthy suggestion to the government during the meeting last month. The Meghalaya government will study the suggestion of the pressure groups and call another meeting. Former Khasi Students Union (KSU) president and now chairman of NESO, Samuel Jyrwa told Newmai News Network this evening that it would be better if the state government of Meghalaya can complete it as soon as possible. Earlier in April,

many had expressed that a mechanism would be formulated which was going to be better than the Inner Line Permit (ILP). Since December 17 last year, the civil society organisations of Meghalaya have been lying low after they had relaxed their agitations in view of Christmas season. The KSU and other 12 organisations are spearheading the demand for immediate implementation of their demand that ought to be incorporated in the existing Eastern Bengal Frontier Regulation Act, 1873 to tackle and prevent inflow of illegal influx into the state. It may be mentioned here, series of agitational programmes from bandhs, office picketing and road blockades have been sponsored by the groups for the past three months pressurizing the state government to implement the ILP system which was as per the recommendation of the High Level Committee on Influx headed by the then Deputy Chief Minister Bindo M Lanong.

Assault on NE people: Plea in HC for action against lawyers NEw DELHI, JuLy 3 (PTI): A contempt plea was on Wednesday mentioned before the Delhi High Court seeking action against two lawyers and others for allegedly abusing and manhandling persons from the North East inside a district court premises here. The persons from the northeast were allegedly abused and assaulted by some lawyers inside the courtroom of a magistrate. "Contempt proceedings be initiated against the contemnors as the victims have been denied access to the justice delivery system," senior advocate Indira Jaising told the bench. The court, however, said that it would hear the contempt plea, which was filed today with the registry, when it is brought on record and fixed the matter for hearing on July 16. The plea has sought initiation of criminal contempt against two Delhibased lawyers who had allegedly abused and assaulted persons from northeast inside the Tis Hazari Court premises on May 23. A girl from Nagaland, who was allegedly molested on the night of May 22 outside Vishwa Vidyalaya Metro station by an advocate, was accompanied by her friends and the lawyer to a magisterial court in Tis Hazari for recording of her statement, it said. The lawyers, who had gathered inside the courtroom in support of their accused colleague, hurled abuses against the victim and her supporters and later, went on to assault some of them, the plea said. It has also sought a probe to ascertain the identity of other lawyers who participated in acts of assault and intimidation.

UNC objects to KIM rally SENAPATI, JuLy 3 (MExN): The United Naga Council (UNC) has expressed concern at the the proposed rally of the Kuki Inpi Manipur in selected places of Manipur on July 4. The UNC, in a press note, objected to the opening of “old wounds and creating fresh hostilities.” “The UNC strongly believes that justice for the victims, be it Kukis or Nagas, can be achieved only when the quest for such is underpinned and founded on the spirit of reconciliation and forgiveness,” it added. “The GoM has gone beyond the sponsorship of the June 18 commemoration to allow a rally that opposes any peaceful and honourable settlement of the Indo-Naga issue,” stated the UNC. Mentionably, during the agitations last year, two lives were claimed and about 71 pro-ILP activists were arrested in connection with the 86 cases related to arsons and others besides murder. While majority of them were booked under Meghalaya Maintenance of Public Order (MMPO) Act, few were detained under the Meghalaya Prevention of Detention Act (MPDA).

New Delhi, July 3 (ReuteRs): Inflation is still uncomfortably high in India and the new government should avoid fiscal slippage as it seeks to revive the economy, the World Bank’s India director told Reuters. The comments came after Finance Minister Arun Jaitley warned of tough measures in his first budget on July 10, saying “mindless populism” needs to be checked as India aims to boost growth. “It’s really important to underline that it (inflation) is a longterm threat to the economy,” Onno Ruhl said in an interview late on Wednesday at the World Bank’s New Delhi office. “I wouldn’t advise higher deficits ... it is very possible to stimulate growth without letting go of the deficit.” New Prime Minister Narendra Modi faces the challenging task of reviving the economy at a time when wholesale price inflation is at a five-month high and retail inflation remains above 8 percent. The previous government’s interim budget in February set a deficit target of 4.1 percent of GDP for the current financial year. The gap has already hit $40 billion, or nearly half of the target for the full fiscal year that started in April. Like Ruhl, private econo-

mists expect Jaitley’s maiden budget to shift the policy focus from consumption to investment and seek to broaden the government’s narrow tax base. Ruhl said implementing a proposed goods and services tax (GST) could be a game changer that would simplify India’s complex array of taxes and levies and boost its growth trajectory. “It’s a big-ticket item, it will unify India as a market. It will also underpin revenues,” he said, adding that a GST could even help India offset the impacts of rising oil import costs or weak monsoon rains. After Modi stormed to power in May, hopes are high that the 63-year-old pro-business leader will launch reforms, including a revamp of India’s archaic labour laws, to boost manufacturing and create millions of jobs. The World Bank said in a 2014 report that India has one of the world’s most rigid labour markets, where regulations often end up encouraging firms to stay small and dodge labour laws. Given that the subject is politically sensitive, India does not necessarily need a comprehensive review of labour regulations, Ruhl suggested, adding that implementation could be unworkable.

A simpler approach would be to ease hire-and-fire rules for new employees while keeping job protection in place for existing workers who would eventually resign or retire. “If one would allow companies to hire new workers on a more flexible redundancy regime it would make a big difference. You can ‘grandfather’ all the other workers under the existing contracts,” he said. Pro-growth reforms are vital for Modi to carry his electoral success through his five-year term. He has already warned that he would have to administer “bitter medicine” to revive an economy growing at below 5 percent. The World Bank last month said India will likely grow 5.5 percent in the current fiscal year and 6.3 percent in the 2015-16 fiscal year. Ruhl said India could outperform next year’s projection if Modi’s government presses on with reforms. If reforms are not passed, India also risks slipping in the World Bank’s scorecard on the ease of doing business around the world. Asia’s third-largest economy is ranked 134th out of 189 economies, below countries such as Zambia and Pakistan. “If no reform, then (India) will slip because other countries do reforms,” Ruhl said, referring to the rankings.

Agreement signed on 28th March 2014, in which they clearly mentioned that the past misdeed should be denounced. High handedness of IRB jawans

T

he entire sequence of the 30th June bandh called by the NFHRCC and the violence that ensued in the 5th mile area happened right before my residence i.e. near the Green Park gate. Till late morning everything was peaceful when suddenly I heard some group of boys coming down from the 6th mile Sovima area to confront the bandh volunteers .In few seconds stones were flying everywhere and I don’t know which side started it. As the bandh volunteers started to retreat towards my residence these boys from the 6th mile started to shoot even catapults and stones into my house. This happened two times even after the police tried to disperse both side of the mob by using

tear gas. This confrontation enraged the bandh volunteers and later in the afternoon they even started pelting stones at the IRB personnels who chased them away only to be regrouped again with more determination. Late in the afternoon more volunteers had gathered and of course the IRB jawans were even more prepared for the final showdown. Around 5:00 pm violence started again and after few seconds the IRB jawans started firing indiscriminately prompting the boys to flee everywhere. However I would not call this as‘ blank- firing’ because we had a bullet landing right inside the bed of our housemaid after piercing through

the thatch wall. One more bullet pierced through our front iron gate and the third bullet pierced through the CGI sheet of our garage. The IRB jawans clearly know that they were confronting some 30-40 boys with stones yet they consciously resorted to fire their automatic weapons attempting civilian lives directly. They even entered some of our neighbour’s house and started assaulting any person randomly which is clearly beyond the rule. My immediate neighbour’s son was dragged out from the kitchen without any rhyme or reason and tortured inhumanly only to be rescued by my aunty. It is frightening to know that many of our leaders never

think about the consequences of the decision they are taking today. Many teenage boys without knowing the facts are getting involved in unnecessary violence propagated by their leaders and of course the IRB jawans following the orders from high command always zealous to commit excesses in such situation. lastly as the cabinet secretary has directed the district administration through the Home Commissioner not to confront but let the bandh pass off peacefully if the NFHRCC did not call off, then why did all the unexpected events take place? MuMbai, July 3 (Pti): Japanese car maker Nissan today rolled out a new model here of its mid-size sedan Sunny, both in petrol and diesel variants priced between Rs 7.29 and 10.22 lakh. Nissan had launched Sunny for the first time in the Indian market in 2011. “India is a key strategic growth market for Nissan. We continue to monitor its evolution extremely closely to ensure our expanding product portfolio fits regional needs. The new Sunny is our answer that responds to the changing demands and desires,” Nissan Motor Corporation chief planning officer Andy Palmer said.

Stating that the aspirations of Indian sedan customers have evolved since the time Sunny was launched in the country, Nissan India Operations President Kenichiro Yomura said the new model will strengthen Nissan’s presence within this crucially important and growing segment. The new Sunny comes in eight variants and six colour options. Nissan had reported 48% increase in sales at 4,362 units in the country in June this year as against 2,949 vehicles sold in the same period last year. he NPF Youth Wing Phek Division would like to draw the attention of the public regarding the bandh called NFHRCC on 30/06/14. It is very painful to note that NFHRCC widely held as being socially concerned of Nagaland failed to reason with the wisdom of the state government to restrain from resorting to holding a bandh in the state’s only commercial hub. i.e Dimapur. Consider walk out of NFHRCC in its meeting with the top officials of the state because of the hot–headedness and short sightedness, Isn’t this fact embarrassing? Notwithstanding the request of the government not to resort to execute the bandh, NFHRCC went ahead and raised its ugly hood like a hydra. As much as they felt it was right for them to hold the bandh, they were others whose right were trampled on and thus they had to resist the bandh. The latter (Tenyimias) were in tune with the will of the government. However, the hegemonic bandh –imposing party irrationally felt threatened and started acting violent wherein subsequently there

were injuries on both sides. One Kakheto Zhimomi and Johny Awomi who simply mentioned Dimapur as their address argued, “Imposing bandh on any parts of Nagaland is not objectionable, actually it should be in force on all Naga inhabitant and the main place should be in Capital (Kohima)” (Nagalnd Post page 6 July 2, 2014) isn’t this extremely ridiculous? On the other hand, another gentleman from the same community, Er.Kiyeto Shohe Valley View Colony, Dimapur on the same day in the same page of the same local Daily stated, “And if their plea is not heard even after that, then they can resort to “sit in Dharna” in front of the offices, but one should not in the first step resort to barbaric bandhs and threatening which is not effective or productive anymore in this new generation” such words are of wisdom and appreciable. Another painful point to reflect on by anyone who considers oneself sane is the irrational demand made by NFHRCC on Hon’ble Minister for PWD (R & B) to tender a public apology for his involvement against

the bandh, where as he was overseeing that the forcible bandh went on peacefully anyway. It was after he became the Minister of the said department, that the pathetic road conditions of Dimapur underwent radical positive changes under his personal concern and supervision. How short-lived human memory is! Last, but not the least We extend profuse appreciation to our Hon,ble Minister of Roads & Bridges for his hands on involvement in making the roads better in Nagaland and his desire to do much more than what has been achieved thus far, We also convey our deep appreciation to the NPF Central Youth Wing and all the volunteers who resisted hegemony and an attempt to forcibly thwart the rights by a group of people with agenda behind the veil. Nagaland to have new coal policy Naga Council clarifies on June 30 bandh Our Correspondent Kohima | July 3

Nagaland is all set to have a new coal policy and coal from Nagaland going to various destinations will now be in the name of “Naga Coal” under this new policy. Chief Minister TR Zeliang said the state government has brought out a new Nagaland Coal Policy which is yet to be approved by the state cabinet. Briefing media persons here Wednesday, Chief Minister said that everything is ready and once the cabinet approved the same, it will take to the Assembly for discussion and adoption. Zeliang said in the

past coal that has been extracted from the districts of Mokokchung, Mon and Wokha were taken to Assam without collecting any revenue/tax against the coal transportation and it used to go in the name of Assam Coal. In the new coal policy, there should be five coal storages in Nagaland and coal extracted from various districts should be stored there, the chief minister said adding that after realizing all revenue/taxes from our coal, it should go to the various destinations in the name of “Naga Coal.” On being asked the concern of the state government on unemploy-

ment problem in the state, Zeliang asserted that there would be solution if the mindset of the people changes. He whoever said that if the people continue to wait for government jobs alone, then unemployment problem will go on. Touching on Nagaland Investment Board (NIB), he maintained that if investors from outside are invited to the state, the moment they come and open industry in Nagaland, then thousands of Naga youth can be employed in the company. There, he said, the Naga youth should be ready to work, adding that if they are ready to work there will be no dearth of job.

Dimapur, July 3 (mExN): Naga Council Dimapur has refuted allegations that the council was involved in supporting the NFHRCC sponsored Dimapur bandh on June30. “The Naga Council wishes to make it clear that Naga Council is a conglomeration of all tribal hohos tasked with the task of keeping harmony and propagating peaceful co-existence among the

member tribes in Dimapur district. Therefore, the Naga Council is neither in support of the bandh nor against it. However, individual members of the Naga Council involving themselves with NFHRCC as their tribal representative cannot be discounted. This however does not mean that Naga Council is officially supportive of Dimapur bandh,” a press release from NCD Vice-Pres-

ident Vikato Zhimomi and Treasurer Dietho Rhakho received here today stated. On the issue of taxation by NPGs, the Naga Council clarified that ACAUT is the right platform to address the issue and therefore, rumours being spread by 'persons with vested interest' that the Naga Council has allowed NPGs to levy tax is bereft of truth and further stated that this was an attempt to malign the image of Naga Council.

The Canning Plant employs 12 people – most of them in their youths, an ex-serviceman and four women. could Naga Nationalism be idolatrous?

t appears that in the backdrop of the Naga political history, Nagas have attempted to make history with God, through two commitments, namely; the Plebiscite and the slogan “Nagaland for Christ.” Firstly, the Naga Plebiscite was renewed through the Yehzabo of the Naga National Council. The Preamble states; we the people of Nagaland, solemnly acknowledge that the sovereignty over this earth and the entire universe belongs to the Almighty God alone, and the authority of the people to be exercised in the territory is sacred trust from God, who sustained our fore-fathers, the national workers and our people through the years of attachment to the truth of popular sovereignty as declared on March 22nd 1956. Secondly, the slogan “Nagaland for Christ” initially was an anti-war movement organized under the ABAM (Ao Baptist Arogo Mundang) in 1958, to counter bloodshed and killings in Nagaland. “Nagaland for Christ” ultimately meant life, talent, time and wealth, everything for Christ. Nevertheless, the slogan “Nagaland for Christ” which had been generally accepted by all political groups and church councils had been battered into a meaningless slogan. From these two statements, it is evident that Naga nationalism burgeoned under strong spiritual emphasis. Nationalism is the desire to achieve political independence for a nation and there is nothing wrong to

be a free nation and nothing strange in being social as long as we are human beings (Plato affirmed it longtime back). Humanbeing in order to stratify their differences and choices, have chosen different ideologies of life and means to achieve and design their social stratification. For example, Mao Zedong chose Marxist-Leninist theories to define his struggle for People’s Republic of China. Nehru chose socialism and secularism for republic India, whereas Gandhi used non-violence for achieving swaraj. Apparently NNC initially was separated because of its opposing choices in achieving their goals in the freedom struggle. The means to achieve our freedom became a contentious episode of the Naga nationalism that has resulted in fratricidal war among the Naga political groups thence till today. Naga national struggle continues amidst various internal controversies and political despotism, but if at all it has a form of commitment to God in some way, I am sure God honors that commitment, even if the liberation of the Nagas from the Indians is in no way comparable to that of the Israelites from the Egyptian bondage. Remembering that God honors our commitment in becoming a sovereign nation; if Naga nationalism becomes a threat to common people, if it derides someone’s identity, if it promotes tribalism, if it degenerates into national egotism, if it practices extortion, if it advocates killing and justifies evil deeds

by means of threat and warning letters, it would be a different notion of nationalism. This form of movement indeed is not nationalism but an Idolatry. Idolatry includes two forms of departure from the true religion: the worship of false gods, whether by means of images or otherwise; and the worship of the Lord by means of images. The second part of the definition rightly serves the purpose of addressing the so called national workers (the worship of the Lord by means of images). Keeping in mind that it could be worship or a national cult, let me point out some images of idolatry. For instance, the image of having a spiritual outlook “Nagaland for Christ” in their demand letter head; the image of serving warning letters in the name of their community (region); the image of taxing people basing on the Naga historical right; the image of using “freedom struggle” as a social struggle when it is only turf wars among themselves; the image of faking peace while its contingents go door to door threatening people of their lives; the image of killing their own brothers in the name of their groups’ interest (not Naga interest); the image of armed cadres in uniform parading for Christ; the image of instituting Christian fellowships among the designated camps inviting various leaders to speak; the image of committing arson and vandalism almost every day in the market places; the image of chaplains with ranks and

arms praying in tears; the image of overriding the rights of the common people; the image of travelling to various villages and cities in the name of peace, attending various peace agreements in pretence are all idolatrous and bigamous in faith. Biblically, God never intended a nationalistic Israel; it was Israelites who asked for a human King (Saul) in the first place. Israel having exposed to other worlds wanted a human king (image for themselves) like other foreign nations. Even when Christ came on this Earth, he neither sided with the imperial Rome nor the Hebrew nationalists; rather he chose to usher in his kingdom which is of peace and understanding. Paul was a fanatic but up on meeting Christ he forfeited his rights as a Roman citizen, choose to share good news to the gentiles as a Hebrew. All these facts do not demean nationalism, rather we should keep in mind that any nation built without Christ would be a futile nation. Knowing the fact that Naga Nationalism has a significant interface with spirituality and religion, if Naga nationalism is pursued with God’s authority and recognition in line with the kingdom principles, than it will be a solemn worship unto God but if not, nothing less than idolatry would be the outcome. Nationalism, if pursued with the mind of Christ, will surely build the community (fellowship), bring justice and order in society. Nationalism, if pursued with mutual understanding, respect and

honesty, will build a just society. Thus the concept of nationalism could be a powerhouse in a society where people can be empowered, regenerated, motivated and then flourish extensively. But it could also become an institution where people could misuse their authority, power and resources; leading to violent situation and make vicious attacks on its own people. Once again, if Naga nationalism recognizes the God of the Bible, Christ of Bethlehem and Paul of Tarsus, what is it, that we are trying to build in the name of nationalism? Nagaland, as a Christian state, Naga freedom struggle is a Christian struggle, but the means is not Christian as of now. Besides that, if we think that Naga nationalism is God’s agenda for us, it should trigger God’s mercy and grace. It must promote justice and equality. It must defend the poor and fight for their cause. It must stand for the truth and not negate it. It must seek to restore our community and not tear it apart. Therefore if nationalism is only the image of portraying oneself as mightier, stronger and better, it is sheer idolatry. The socio-political and religious affirmations in Nagaland are deeply interwoven with the fabric of nationalism. But if nationalism promotes illegal tax woes, repressive laws and propensity of exclusive rights, than it is not the type of society or nation that I want to belong to. In this type of society only timid people survive and they, being whipped by the threat of

totalitarianism, would not dare to speak a word against this kind of government and society. The Bible is very clear about the doom of idolaters; it is always desolation, destruction and decadence. I do not want Naga nationalism to break down into small turf wars; I do not want Naga nationalism being boiled down due to integration of all Nagas, I do not want Naga nationalism only being represented by a group of armed cadres, dressed in military camouflage whose ideology is to demand money and collect taxes. Nationalism is not hand grenades and AK-47 rifles; it is much more than guns and bullets. Nationalism is building one’s community with honesty and integrity. It is a corporate responsibility to serve with loyalty and to strive for justice. For a Christian state like Nagaland, nationalism should be more spiritual and less political. In my opinion, ACAUT is playing a true nationalistic cause in the lives of Naga people and not the so called Naga political groups. I am a patriot and I love my nation, having said that, I challenge every Naga to be honest within him/herself and loyal to his/ her God in terms of faith, morality and personhood. There is a saying from the bible “Sow for yourselves in justice, and you will reap what loyalty deserves”. A

t a time when Nagas should be talking about unity, peaceful co-existence, integration and a shared future, the recent imbroglio over certain issues related to the Foothill Road Project is both distressing and illtimed. Perhaps it will be good for us to reflect on the importance of roads, not just as an economic asset but as an instrument of social cohesion. Much can be achieved for the Nagas as a whole if the Foothill Road Project is successfully completed. It is in this context that better sense should prevail and all sides should try and address the latest roadblock that has hit this all important road project. With regard to some of the emotional outburst against the Nagaland Foothills Road Co-ordination Committee (NFHRCC), one should be more cautious before coming to any hasty conclusion. To its credit, the NFHRCC has been coordinating with the government from day one in an effort to kick-start the project which has been lying idle for the last 40 years and to execute the same. The NFHRCC on its part should have also been more cautious in calling for a bandh and instead it should have created greater awareness among the Naga public on the Foothills Road Project, including its genesis, uniqueness and other initiatives made by the NFHRCC thus so far. The government and the concerned department on its part should view the Foothills Road Project as a good opportunity to involve the people in the development process and to ensure accountability; transparency and time bound completion of such a vital project. Why not try and think out of the box and try and work out a unique model of development. Unfortunate as it is, we as a people have underestimated the real value of roads per se. Otherwise, why have we remained silent all these years despite the poor road condition across our State. All of are aware about the poor quality of most of our roads. The abnormally high cost involved in building of our roads—land compensation, paying taxes to the innumerable armed groups, office commissions, this has an adverse effect on workmanship and quality is compromised. Anyway, the Foothills Road Project had been gathering dust for the last forty years and it was only fitting that as Nagaland celebrated 50 years of Statehood, the selfless initiative from the public (NFHRCC) and the timely support of the government helped revive the road and bring hope to people. There is so much more left to be done and the joint effort of the NFHRCC and the concerned department (PWD) should continue in right earnest. It is now upto the government and people to work together and make this road a reality. Roads are assets of national importance and a means to maximize both economic and social benefits. It should be seen as contributing towards nation building at least in the context of the Nagas, divided as we are by harsh terrain and geography. In fact the 4 Lane Iconic Highway (Foothill Road) that the present State government is proposing has the potential to integrate Naga inhabited areas beyond Nagaland State in Assam, Manipur, Arunachal Pradesh and even Myanmar. The NFHRCC should also not view the current Foothill Road project as exclusive to its own regions or tribes alone but should envision it in the larger context of connecting to the rest of the State and beyond. Better connectivity through roads can lead to developing cultural exchanges and people to people contact among the different Naga tribes. Radio as a medium will never die

T

he "cheap, accessible and wonderful" medium of radio is here to stay, says Ameen Sayani, the octogenarian radio presenter of the popular show "Binaca Geet Mala". He adds that "splurge of digital mediums" such as music players and iPods "will not result into the death of radio". Predicting a bright future for radio industry, where players exhibited 12-14 percent growth rate in 2013, according to FICCI-KPMG Media and Entertainment Report 2014, he said: "I don't think radio will ever die." "The popularity of the shows certainly depends on the presenters and consumers. There are great programmes that never waste time. Radio is the medium where you don't get stuck," the 81-year-old told IANS on phone from Mumbai. According to Indian Readership Survey (IRS) 2012 data, radio had an estimated audience of 158 million people and the listenership has only grown ever since. "It is a cheap medium too and you don't require expensive electronic gadgets to play it. It's a wonderful medium, usually accessible and will always be one of the oldest mediums," added Sayani, who successfully hosted "Binaca Geet Mala" on Radio Ceylon from 1952 to 1994. He may be an experienced hand in the field, but Sayani, who has several international shows to his credit, admires young Radio Jockeys (RJs) and their talent. "I had to write my script, rehearse properly and then go live. I used to link everything in my programme very beautifully," said Sayani who was introduced to All India Radio Bombay (now Mumbai) by his brother. "Today's generation have no such facility. They naturally keep on talking. Sometimes they are very good and sometimes sound bit confused. Also, sometimes they go so fast in their youthful and energetic style that you can't understand what exactly they are saying. Nevertheless, there are some RJs who are better than me," he said. With such a vast experience, did you ever think of penning your knowledge? "I have always wanted to do that, but I was so engrossed in my work that I never had the chance to think and now it's too late. Three publishers want me to write my stories," he said. But his priority is his commitment to a music company. "I am going to try do a programme for SA RE GA MA for their digital portal, but I don't know when will that happen," he said. He feels future is not worth nurturing if the past is not preserved. "(Late composer) Naushad often used to say that the music of the golden era touches the heart, while modern music only touches the body. People start dancing on bang, bang music and they even exercise on it, but the spirit, softness, romance, philosophy, tradition and greatness can only be best defined in the older style. You have to learn to use your yesterday for your tomorrow," he said. Born in 1932, Sayani assisted his mother, Kulsum Sayani, in editing a fortnightly journal called "Rahber" for neo-literates, initiated by Mahatma Gandhi. It was simultaneously published in Devnagri (Hindi), Urdu and Gujarati. "For me, radio was life and in fact, that was the time when some of the senior broadcasters used to say that greatest radio programmes are those that we can see. That is what I grew up in," said Sayani, who currently hosts "Sitaron Ki Jawaniyaan" for Radio City 91.1 FM.

A Scotland beyond yes and no

I

want to live in a Scotland which is not defined by Yes and No - a world of ‘us’ and ‘them’ - of politics, families and friendships reduced to the emotions of football supporters and tribalism. I want to live in a world of one Scotland and many, multiple, diverse Scotlands. This is a time of many different debates in our nation; about the nature of our constitutional status and the meaning of independence, about who has power and authority in an age of constant change, the meaning and challenges of globalisation and interdependence, and the concentrations of wealth and status in the new global rich. For some this current debate is very narrow: centred on competing claims of nationalism (Scottish and British), but for many others, it is about what kind of Scotland and society we want to live in and the discussion over what is the best route to get there. In this, the independence debate is an opening to a wider, generous and outward looking set of possibilities. Generational stories of Scotland There are many different stories in our current Scottish discussion and one of the most illuminating is recognising the potency and vibrancy of intergenerational accounts. There is the Scotland and Britain of the immediate post-war years filled with hope and security; the political anger and opposition felt by first the Thatcher generation and then the Blair era; and now the emergence of a whole new generation of radical voices. All of these have validity and should be heard and respected. My journey in this referendum has been one which started from the hopes and vision of Labour Scotland. My parents, Jean and Eddie from Dundee, were representative of the working class generation who in the 1950s and 1960s had secure employment, rising living standards and a better quality of life. My parents believed that society was getting fairer, that the future would be better and all of this was synonymous with the idea of Britain. They were of the generation who believed in Britain and saw it as being intrinsically about the future, progressive change and feeling optimistic about their lives. Such was the strength of my parents abiding faith in Britain as the means of bringing about social change that they voted against the then European Economic Community (EEC) in the 1975 referendum, judging it ‘a capitalist club’ and that the best means of advancing socialism was at the level of the British state. That wasn’t an uncommon viewpoint then. Then in the first Scottish devolution referendum of 1979 my parents both voted ‘no’, again because of their belief in the idea that Britain was the best means to advance social change. They even felt that any move towards Scottish devolution was a regressive move, associating the idea of Scotland with reactionary opinion and outdated ideas. Britain was the future, whereas the very notion of Scotland was linked to the past. It was, of course, unwittingly, a very Scottish view of feeling uncomfortable about large parts of your own history and culture. Let’s talk about Britain Look at the state of Britain today and it is far from the hopes and dreams of that generation. It is one of the most unequal countries in the developed world. It is also one of the most indebted countries – when state, corporate and individual debt is added together amounting according to the respected Institute of Fiscal Studies to 470% of GDP – the second highest of all the leading economies after Japan. Then there is the increasingly imbalanced and unsustainable regional inequities of the economy and society. London, which is 12% of the UK’s population, produces over 22% of GDP, is ‘crowding out’ the rest of the UK, and has got its sights on expanding further. Behind those figures there is a deepening dislocation between London and the rest of the UK, and within London, between the new rich, super-wealthy and their hangers-on and apologists, and the vast majority of the population. This state of affairs is not the product of the Cameron Government, or what thirty years of post-war Labour Governments have and have not done (including many things lots of us can still be proud of ). Instead it is about much deeper, longer-term factors: the power of elites in Britain, the nature of the City and how it emerged from Empire, the legacy of its anti-industrial ethos (because ‘gentlemen’ didn’t do dirty work like make things) and the tax havens around the globe which are a part of ‘the global

The commotion was created by the staff of the Medicare Hospital to celebrate the birth of a female child. Locals are familiar with Medicare Hospital's revolutionary policy of free delivery for all females born there, propounded by its founder and owner, Dr. Ganesh Rakh. "We provide all women free delivery, whether normal or complicated, and post-delivery care - for every girl child born here, since 2007. Till date, we have supervised the birth of around 270 females here," a proud Rakh, 39, told IANS. Terming it as his "solitary campaign (in India) to prevent female foeticide and empower women right from birth by fighting gender bias and prejudices", Rakh said the hospital gives such free deliveries despite incurring a loss of an average of Rs.10,000 for a normal delivery and around Rs.25,000 for complicated cases requiring surgery. "In fact, many affluent families even offer money, but we direct them to help out the poorest women like labourers and domestic workers so they can avail of three months' maternal leave without bothering about work. Like other women are given three or six months post-delivery bed rest don't the poor women also deserve the same privilege?" Rakh asked. When he started the hospital in 2007, after begging for loans from

Ultimately, independence is about democracy, taking responsibility, and looking forwards, but that doesn't mean we should pretend it's simple kingdom’ which are linked to, but outside the UK. All of this is entrenched by the limited nature of what passes for political democracy. This is all far removed from the vision of Labour Britain which inspired my parents and many of their generation, yet this political settlement was built upon the above, and proved to be an uneasy and eventually unworkable compromise with the institutions, power and privilege of ‘the conservative nation’. Labour sought to build its post-war ‘new social order’ on the castles of undemocracy, the British state and centralisation, rather than take head on such reactionary values and bodies; this proved illusive in building a coalition for progressive ideals, and disastrously gave the right the terrain of ‘freedom’ and anti-statism. Many of us who have become increasingly critical of the state of Britain and the minimal potential for radical, progressive change, do so with some element of sadness and reflection. We have not come to this judgement lightly or based on short-term factors. Change is what this is about: what, why, how Given the above it should not be surprising that the case for change has become increasingly selfevident at a Scottish and UK level; yet it is increasingly blocked at UK level. In Scotland the means for achieving change and securing it have not yet been agreed. The what and the why are increasingly credible. The issue is more and more now about the how: the scale and extent of Scottish self-government. Now to non-nationalists this question needs to be posed openly. Federalism across the UK might seem attractive, but the only problem is that this does not look achievable in the foreseeable future. England does not show any desire to have a Parliament, while English regions have shown little interest in devolution. This debate cannot be and must not be narrowed down to such one-dimensional caricatures as Scotland not voting Tory, resisting Thatcher, and what we thought of Blair. The Scotland of 2014 cannot be about what we now think Thatcher did in the 1980s, or Blair and New Labour post-1997. It is about democracy. One that is much wider and deeper than who we vote or don’t vote for. But is about how we hold authority to account. And slowly Scottish society is becoming one more democratic and pluralist. This touches on the pivotal question of responsibility – both individual and collective. And how we mature, grow up and stop blaming others, and take a good, long look at ourselves. It is really not about the past. Or being defined by the past although clearly the role and power of collective memories, stories and folklore matter. The place that seems trapped in a version of the past – and an imagined, recreated version of the past is the UK. Instead, this debate has really awakened people to look at how we see ourselves and how we feel we can shape the future. The importance of growing up and the power of values The Irish writer Fintan O’Toole wrote a foreword to my book ‘Caledonian Dreaming’ which he looked at Ireland and Scotland. In a piece he previously wrote on Scottish independence he stated: The options are not economic misery under the union or permanent boom-times under independence. They lie more in the realm of collective psychology. Do you want to have the safety net of an auld enemy to rage at when policies don’t work and the world turns mean? Or do you prefer to look at yourself in the mirror, in all your glories and stupidities? (The Times, June 5th 2012) This seems one of the central dimensions of the debate. Are we brave and strong enough to take charge of our own fate? To look at ourselves and our decisions and

reflect that many of the things wrong have been as a result of our actions and that of our elites. To say that our shaming health inequalities or educational gap are not the fault of the union, but of complex factors our elites have had control over. Power has been shifting across the United Kingdom and within Scotland. It has been shifting from London to Edinburgh. For some this is enough – whether it is the various definitions of devolution or some versions of independence – and in particular ‘the full powers of the Parliament’ approach of the latter. Change is already coming to Scotland. A politics which has to address ‘the missing Scotland’. A society where the old elites have weakened and hollowed out. Where many once powerful institutions and public bodies have less power. Large sections of professional and middle class Scotland find all of this and the current debate a little uncomfortable. This isn’t surprising, and they should be gently asked what are the public values that they embody in their institutional and professional settings, in what way these are progressive, and critically, the link or not between action and deeds. Part of Scotland has for too long had a guid conceit about itself – once that its paternalism was enlightened and far-reaching, then with the advent of Thatcherism, that these same values and personnel were suddenly social democratic and an expression of ‘civic Scotland’. It has never been good enough, and an element of this debate has to get into the territory of values, the disconnect between how we often portray ourselves and the reality which disfigures much of Scotland, and the systematic way elites never want to talk about the power they have. The Danny Dorling question: do we trust each other? Two weeks ago in Edinburgh, the UK’s foremost expert on inequality, Prof. Danny Dorling of Oxford University concluded his Wreford Watson lecture at Edinburgh University by asking of us in this debate: How much do we believe we trust each other? It is a simple and powerful question. About us – all of us, not Yes or No, not ‘us’ and ‘them’. All of us – as a society, community and people. About how we relate to each other, build, nurture and cherish relationships, and have an emotional and social intelligence which informs us both in private and public. Living in a culture where we don’t belong to closed tribes and fixed mindsets. Where men don’t grow up thinking it is appropriate to be ‘warriors’, and we don’t see people we disagree with as ‘our enemy’. Sadly, this still seems to be beyond some. It is about the prospect and capacity for change, knowing the status quo is not only not good enough, but fails large parts of our society and our citizens, and believing and knowing we can do better. It is for all of these reasons – the multiple, historic and deep-seated crises of Britain, the prospect of Scottish opinion mobilising for a very different kind of politics, the linking of the constitutional question into the wider economic and social and exploring the what kind of society do we want to live in, and to make a better democracy, society and culture, that I will vote Yes. Scotland can be a modern, progressive, European nation – characteristics increasingly foresworn by the direction and intention of British politics. Scotland is setting out on an exciting direction, where not all the detail is clear or yet in place, but our intention is unambiguous: of forging greater self-government with a mission and purpose for economic and social justice. To quote the words of Winston Churchill, what is required from our politics is ‘a lighthouse, not a shop window’. Yes to opening, not closing the debate; Yes to one Scotland and to many multiple Scotlands; Yes to hearing the yes in No and the no in Yes; Yes to listening to and hearing doubt, ambiguity and uncertainty and respecting it; Yes to standing up to challenging our complacent stories and elites, and ‘the hard wee men’ who think they have the right to tell us all off; Yes to admitting mistakes, learning and facing up to our individual and collective shortcomings, and acknowledging ‘our glories and stupidities’; Yes to the emergence of new voices and ideas coming centrestage and ‘the missing Scotland’ who have been excluded for most of the last generation; Yes to a future shaped by the people of this nation: a culture of self-government, self-determination and inter-independence.

"If you don't charge for female child's deliveries, how will you repay your Rs.1 crore ($166,000) loans," aghast lenders demanded. The son of a labourer, Adinath (now, 67), and domestic worker Sindu (now, 60) Rakh who qualified as a medico in 2001, set up a roaring private practice, simultaneously completed his gynaecology specialization and went ahead with his pet plans from day one which was the birth anniversary of social reformer Savitribai Phule (Jan. 3, 2007). Hailing from a very poor family in Solapur, his parents migrated to Pune in search of work. As Rakh was good in academics, he secured scholarships in school and college till his medical degree. "It is now my turn to repay society," Rakh said, though jeered and scorned even by the medical fraternity and piling up losses. "Initially, nobody supported me. Later, my senior gynaecologist, Dr. Iqbal Shaikh, waived off charges for any female child's delivery. Then fol-

lowed my two paediatric surgeons, Anil Chavan and Santosh Shind," Rakh said. Soon, the entire hospital staff joined in and did not complain if their salaries were delayed occasionally as it was for a noble cause, Rakh explained. In another major initiative by Aug. 15, Rakh will open a 15-bed neo-natal intensive care unit (NICU) - also free for all female infants born premature or with serious problems. The small candle lit by Rakh started emitting a bright flame and his reputation spread far and wide - in Ahmednagar, Beed, Latur, Osmanabad, Aurangabad and other parts of the state. Since the past one year, Rakh has become a frequent traveller to remote places in Gujarat, Rajasthan, Uttar Pradesh, Punjab and Haryana for advising hospitals how to take up the cause. "During the (2014) Lok Sabha elections, in a small town in Haryana, I was shocked to see the local men ready to vote for any party which could get them married! Most were in their late 30s and 40s and still bachelors; the effects of not

protecting the female child in the past were now evident," Rakh said. He said that the practice of female foeticide appears more rampant among the middle-class, upper-class and affluent sections than the poor classes. "In cities, millionaires also desire a male child. If it is a female, the families are disappointed and abhor her; even the mother ignores her newborn child," he lamented. For those coming for a "second chance" they conduct illegal sex-determination tests before going ahead with the pregnancy and others who beget a male child first simply avoid a second pregnancy - "just in case it is a female". The ill-effects of this will be visible after a few years, Rakh cautioned. His services to society notwithstanding, the state and central health authorities have maintained a pregnant silence on his endeavours so far, especially on his pleas to enforce a blanket ban on all kinds of sex determination tests. "Nowadays, sex tests are carried out through simple blood tests, conducted in the privacy of people's homes after six weeks pregnancy, by the local pathology lab. The authorities are sleeping over this. The era of sonography tests is passe. The central and state health ministries must tackle this seriously," Rakh urged. However, Rakh, supported to the hilt by his father and helped by his wife Trupti and their sole daughter Tanisha, vow to continue the struggle - till society equally treats the birth of a male or female child.

The Concept Agroforestry is the comprehension term for different forms of land use combining trees and shrubs with agricultural plants (Agricultural or horticultural crops) and/ or livestock (Pastoral components) on the same unit of land either alternately or at the same time, using management practices suiting the socio-economics conditions of the people and the systems is ecologically and eco¬nomically viable. The land use systems are based on natural rich¬ness of the species in the tropics with the overall objective of increasing productivity of the system by taking advantages of perennial species and supply the rural population either food, fuel and fibre and fodder to the animals, without endangering or destroying the natural resources. In view of the increasing short¬age of suitable land, a change from export oriented agriculture towards small scale agroforestry system based upon labour inten¬sive and local resource utilization, is viewed with increasing interest all over the world. Agroforestry encompasses many well-known land use system practiced since long time in the entire humid tropics. Shifting or swidden cultivation or bush fallow system where woody fallow is a deliberate and important part of the system, interacting ecologically and economically with cropping phase. Systems with natural fallows can be classified as "Primitive" agroforestry since no deliberate choice of planting woody species takes place. “Tauntya" system which originally started from Burma with prime

Other systems such as raising of economically important tree crops multilayered such as rubber, coconut, oil palms, citrus, plums etc. mixed with annual crops, fodder and fruit trees mixed in the pastures or raising of fodder and fruit trees on the bunds of the agricultural fields as in common practices in the Himalayas or use of woody species as wind breaks, fence etc. are included in the scope of Agroforestry. Characteristics of an Agroforestry system: i) The deliberate association of trees and shrubs with crops, livestock or other factors of agricultural production. ii) Readily identifiable, yet often complex ecological and economic interaction between woody plants and other components of production system. iii) At least two or more outputs from the system with same production cycles extending beyond one year. Trees Species in Agroforestry Systems The objectives of any ideal agroforestry system is to maintain or improve the productivity of a site. This cannot be achieved by practising cheap methods of establishing forest plan¬tation. Certain criteria such as the choice of species and its acceptability with farmers, rate of growth and site condition shall have to be kept in mind while selecting

tree species/tree combination for an ideal agroforestry system. The species should have the characteristics of (1) first rate of growth (2) resistant to drought, diseases/insect pest attack (3) strong and deep root system (4) soil improving properties i.e. N-fixation (5) good coppicing (6) high survival under adverse conditions of frost, drought (7) multiple use(8) serve as a cover/nurse plant for associated crops (9) efficient nutrient pumps for agricultural crops (10) self pruning properties (11) light branching and narrow crown and (12) their phenology, rate of litter fall and decomposition should have positive effect upon soil. As reported, generally big trees reduce crop yield by 40 to 70 percent, while small tree do not affect production. Trees like Salix, Grewia, Acacia catechu, Morus, Eucalyptus and populus generally planted in the hilly region have no adverse effect on the crop produc¬tion. In fact soil and water losses are less from multi-tier production system than under pure

play an important role in rural development which are: 1) Rational use of land by using land according to its capacity 2) Increase in production of agricultural crops from areas not the presently use for arable agriculture. 3) Complete use of land by growing species which draws nutrients from different layers of soils 4) Increase supply of industrial wood as a result of release of pressure of local demands on production forests 5) Increase in the production of fuel wood and small timber from the non forest areas 6) Checking soil erosion, and degradation on the cultivated lands, wastelands and degraded forest areas 7) Minimizing the extent of highly wasteful products of shifting cultivation 8) Provision of additional employment to the rural communities 9) Availability of well grown pasture and fodder trees on the village marginal lands, common land, which help in improving health of the cattle and thereby increase milk yields of the milch animals 10) Agroforestry for landscaping and beautification of country side.

hickens are very sensitive to high environmental temperature. Their growth, egg production and health are severely affected during extremes of weather. Heat stress is a bigger risk factor in older birds than younger birds, due to their feather insulation and body size which restricts heat expulsion in older bird. Therefore, within the economically feasible limits, ambient temperature has to be provided to the birds, in order to obtain optimal growth rate and returns from the birds. For optimum feed efficiency, an ideal temperature range of 21°C24°C is needed. In broilers, heat stress can cause reduced growth rate, depressed feed intake, and poor feed conversion efficiency. There can be a drop in egg production and a reduction in shell and internal quality in egg laying birds. For all types of poultry, heat stress can also cause increased mortality. It is imperative to recognize and manage heat stress in poultry in two areas, particularly 1. Reduce the amount of heat exposure to birds 2. Change in management and feeding to keep birds cool. Good housing with proper ventilation can reduce the exposure of external heat wave during summer months. The amount of external heat exposure could be controlled by placing water sprinklers or water soaked thatch over the poultry shed. Thermoregulation mechanism The body temperature of a hen varies between 40 and 42°C, depending on the time of day, feather cover, brooding, and environmental temperature. The ideal environmental temperature for chickens is 18-24°C. If temperatures exceed 24°C, the bird has a number of possibilities to release excessive body heat: • Radiation- Heat loss is proportional to the temperature difference between the body surface and the surrounding air. Poorly insulated, hot roofs will increase house temperature and heat stress on sunny days, similar to direct sun on free range birds without shade. • Convection- The hen’s hot body will release hot air into the surrounding environment. This process can be assisted by providing moving air fast enough to break down the layer of still air surrounding the body.

2. Ensure good ventilation During hot weather proper air exchange in poultry unit is very much important. Always check airflow patterns and keep your ventilation system well cleaned. Open types cross ventilation is recommended in tropics. The side wall should be of 1-1.5 feet height, and generally at the level of bird’s back height. This side wall protects the bird during rainy days or chill climate and also provides sufficient ventilation. All the four sides of poultry house up to the roof should be provided with 12mm size and 18 gauge wire mesh. Misting systems can also be used to help the birds in their own cooling mechanisms. Since there are no sweat glands in poultry, they used to start panting vigorously in order to lose the excess body heat produced. As the outside temperature increases the heat production as well as the heat loss from the body decreases. Lowering the drinking water temperature helps to keep the birds cool. Ensure that the water is clean and of optimum quality. Mature birds usually consumed 250ml of water per day normally, although at summer they consumed twice the amount of water than that is normally consumed. Some birds may not be able to synthesise sufficient ascorbic acid to replace the severe loss of vitamins during heat stress. • The electrolyte balance in birds is altered during heat stress due to panting. Panting increases carbon dioxide loss in the bird, which reduces the water intake. By adding electrolytes to the feed or water, birds increase their water intake. This aids in keeping a constant body temperature, and also maintains an effective system of evaporative cooling. Electrolytes can be given in feed at the rate of 1g/kg of kg of feed. • During hot periods, mineral excretion is usually increased. It is therefore advisable to increase the mineral level in the feed. Since it is difficult to react fast enough through dietary changes, application via drinking water is recommended. To meet the calcium requirements of laying hens, additional oyster shells or limestone chips can be offered. 6. Provide evaporative cooling Water misters, sprinklers and foggers can be used effectively in controlling heat stress in birds. Providing water on chickens helps to cool them off in high heat conditions. However, excess water can also lead to increase humidity to dangerous levels. 7. Reduce litter thickness Thick and wet litter generates more heat. Therefore, during summer, the litter thickness must not be more than 6cm. Moreover, removed caked up and wet litter immediately from the poultry house to stop excess heat production. Usually paddy husk, saw dust, ground nut hulls, chopped paddy straw or wood shavings are used as litter materials for deep litter system. Conclusion: The adverse effect of heat stress usually leads to drastic reduction in growth and production of birds. Proper understanding and thorough managerial skill is utmost important for prevention of heat stress. Timely intervention by providing sufficient spacing, proper ventilation and ideal feeding and watering practice, incorporating feed supplements could reduce the chances of heat stress in poultry birds. Therefore, awareness on impact of heat stress on growth and performance of poultry unit is immense useful for any entrepreneur engaged in poultry farming.

Systems like Silvopastoral, Hortisilvipastoral, or Hortipastoral, Agrihortipastoral are found to be highly useful particularly in hilly areas, other system like Agrisilviculture, Hortisilviculture, Agrisilvipastoral system could be developed in the plains. Conclusion Thus Agroforestry has a great role to play for rehabilitating the spatial balance between production and conservation. This rehabilitation, besides generating substantial income also create many cascading beneficial effects for the society. Among these enhancing productivity, improving socio-economic conditions of masses, saving of soil nutrients, upsurging food grains and fuel¬ wood productions etc. These benefits will considerably increase the standard of living and purchasing power of rural work force and thus provide a base for economic upliftment of the farming community. Livestock • Efforts are needed to supply adequate feed, fodder and water to livestock and poultry. Cultivation of drought tolerant fodder crops is required. • Animals should be let out for grazing in the morning and evening hours during the cooler parts of the day, thereby avoiding exposure to stress. All young and adult livestock should be either housed indoors or in sufficiently cool shaded places to avoid heat exposure. • In fisheries sector, there may be some effects in case of delayed monsoon and less rainfall. It is not advisable to start a culture if water cannot be retained at least for a minimum of 3 months. In case of impending water scarcity, low stocking density should be adopted.

Indian nurses in Tikrit held captive by ISIS

New Delhi, July 3 (iANS): Sunni insurgents Thursday forced all 46 Indian women nurses to move out of a hospital in Iraq where they had been holed up, injuring three of them, officials said. Kerala Chief Minister Oommen Chandy said there was “no reason for any anxiety” as the nurses were moved in three buses to an unknown destination by the insurgents who control large parts of Iraq. The external affairs ministry said separately that some nurses -- all of them from Kerala -- suffered “minor injuries” during the shifting but that all of them were safe. At a press conference later, the Kerala chief minister said: “...at the moment there need be no reason for any anxiety. There was an incident at that time and three nurses suffered minor injuries.” But he said they were unable to say where the nurses were headed. Some media reports said the place could be Mosul, an insurgent stronghold. “They (nurses) came out of their hostel in the hospital compound and have left,” said Chandy, flanked by three cabinet colleagues. He spoke to the media after meeting External Affairs Minister Sushma Swaraj and officials here.

The 46 nurses from Kerala stranded in Iraq’s Tikrit town hardly slept through the night and, till Thursday morning, had not boarded a bus brought for them by ISIS militants. “The Centre, like the state, expressed their deep concern over the turn of events in Iraq

and, like us, they are also concerned of the safety of these nurses. They are doing their best to see that these nurses are brought back,” Chandy told reporters in New Delhi. Chandy, who arrived in the national capital late Wednesday night, was accompanied by three state ministers when he called on Swaraj. The first meeting went on for an hour and she again later met him for another 30 minutes. “(I) am unable to divulge the details of our talks and you (the media) should also show restraint while reporting this,” said Chandy. Earlier, one of the

nurses called up her home in Kerala early morning. She said that they continue to remain in Tikrit and they have not boarded a bus that was brought by the ISIS rebels, who have been demanding these nurses board the bus for their onward travel to Mosul. US to sell Harpoon missiles to India for $200 mn wAShiNgtoN, July 3 (iANS): The US government has notified the US Congress of its plans to sell to India 22 anti-ship missiles at an estimated cost of $200 million, saying it would help strengthen the US-India strategic relationship. The Pentagon’s Defence Security Cooperation Agency said it had delivered the required certification notifying Congress of this possible sale following approval of India’s request by the State Department. India, it said, has requested a possible sale of 12 UGM-84L Harpoon Block II Encapsulated Missiles, 10 UTM-84L Harpoon Encapsulated Training missiles, two Encapsulated Harpoon certification training vehicles, containers, spare and repair parts.

It had also asked for support and test equipment, personnel training and training equipment, publications and technical data, US government and contractor engineering and logistics support services, and other related elements of logistics support. The estimated cost of the whole package is $200 million. This Harpoon missile system will be employed on the Indian Navy’s Shishumar class submarine (Type-209) and will provide enhanced capabilities in defence of critical sea lines of communication. The principal contractors will be the Boeing Company in St Louis, Missouri; and Delex Systems Inc., in Vienna, Virginia. In accordance with the Indian defence procurement policy, a contractor may be expected to conclude offset agreements with the Indian government but no offset agreement is currently known to have been proposed in connection with this potential sale, the agency said.

‘Over one lakh suicides in India every year’

New Delhi, July 3 (iANS): Over 100,000 people commit suicides in India every year on an average. The number of suicides in the past decade has recorded an increase of 21.6 percent, said a government report. The number of suicides increased to 134,799 in 2013 from 110,851 in 2003, said the National Crime Record Bureau report titled Crime in India, 2013, released here this week. The report showed that suicide rate has declined in the country after 2011. The population has increased by 15 percent during the decade while the rate of suicides has increased by 5.7 percent in 2013 over 2003 (from 10.4 percent in 2003 to 11 percent in 2013), hence showing a mixed trend in incidents of rate of suicides during the decade, it said. The highest incidents of

16,622 suicides were reported from Maharashtra in 2013, followed by 16,601 suicides in Tamil Nadu. Both account for 12.3 percent each of the total suicides. Andhra Pradesh (14,607 suicides), West Bengal (13,055 suicides) and Karnataka (11,266 suicides) accounted for respectively 10.8 percent, 9.7 percent and 8.4 percent of the total suicides reported in the country, said the report. These five states together accounted for 53.5 percent of the total suicides reported in the country. The remaining 46.5 percent suicides were reported from the rest of the 23 states and seven union territories. Among the 53 mega cities, Chennai tops the list by witnessing 2,450 suicide cases in 2013, followed by Bangalore 2,033, Delhi 1,753 and Mumbai 1,322 cases. These four metro cities

have contributed more than 35 percent of the total suicide reported from 53 cities, it said. The report attributed family problems and illness to be the main reasons for committing suicides. The two reasons account for 24 percent and 19.6 percent suicides out of the total suicides. Unemployment, debt and drug abuse are the other factors that compel a person to take one’s life. It pointed out that the number of married men (64,098) committing suicide in 2012 was double the married women (29,491). “The incidence of married men committing suicide mainly due to family stress is on the rise,” Child Rights Initiative for Shared Parenting (CRISP) president Kumar V. Four new vaccines in national immunization programme

New Delhi, July 3 (iANS): The Indian government Thursday introduced four new vaccines, including one for Japanese Encephalitis (JE), in the national immunization programme, which will now provide free vaccines against 13 life-threatening diseases to 27 million children annually. The decision to introduce the vaccines for rotavirus, rubella and polio (injectable) as part of the universal immunization programme was announced by Prime Minister Narendra Modi, an official here said. The JE vaccine would be available for adults in 179 districts in nine states where the disease is highly prevalent. “The introduction of four new lifesaving vaccines, will play a key role in reducing the childhood and infant mortality and morbidity in the country. “Many of these vaccines are already available through private practitioners to those who can afford them. The government will now ensure that the benefits of vaccination reach all sections of the society, regardless of social and economic status,” said Modi. “India is committed to tackle child mortality and provide health for all through multiple initiatives taken up by the government. ‘Human trafficking rising due to female foeticide’ New Delhi, July 3 (iANS): A court here has urged exercising of zero tolerance in female foeticide cases, observing that the illegal sex determination tests are giving rise to human trafficking. Citing the figures of sex ratio in India and statistics that said that nearly 10 million female foetuses have been aborted in the country over the past two decades, Additional Sessions Judge Kamini Lau said that “courts have to exercise a zero tolerance for those prima facie involved in the crime of female foeticide”. “Of the 12 million girls born in India, one million do not see their first birthdays. As a result of this human trafficking has become common in various states of India where teenage girls are being sold for cheap money by poor families, being treated as sex objects with more than half of such cases going unreported,” she said.

The court order came on a revision plea filed by two doctors, seeking discharge in a case filed against them for carrying out illegal sex determination test. Police has lodged an FIR against them under the provisions of Prenatal Diagnostic Techniques (Regulations and Prevention of Misuse) Act, commonly known as PNDT Act, and Medical Termination of Pregnancy Act in Ashok Vihar in west Delhi October 2010. While dismissing the plea of doctors, the court said: “This is a harsh social and national reality and a court of law cannot shut its eyes to the same.” The judge cited the United Nations’ World Population Fund reports which indicate that India has one of the highest sex imbalances in the world and the demographers warn that there will be a shortage of brides in the next 20 years because of the adverse juvenile sex ratio.

‘Law for accountability needed in building collapse cases’

New Delhi, July 3 (Pti): Against the backdrop of building collapse incidents, Urban Development minister M Venkaiah Naidu on Thursday favoured incorporating in law provisions which hold the concerned officials responsible when such mishaps happen due to their negligence. The minister termed as “a sad commentary on our urban planning” the incidents of building collapse in Delhi and Chennai. “I strongly feel that we can incorporate in law that people like the building inspector, the local town planner, the area incharge, should be made responsible and accountable if something happens in their tenure,” Naidu said at a conclave here where ministers from various states were present. He also emphasised that no official should be held responsible if any such incident happens after his tenure ends, but stressed that accountability should be fixed. “You can’t hold the official responsible for something which has happened earlier. TN govt sets up inquiry commission CheNNAi, July 3 (tNN): A day after the National Human Rights Commission issued a notice to the Tamil Nadu government calling for a report within two weeks into the incident of building collapse in Chennai, Tamil Nadu chief minister J Jayalalithaa on Thursday ordered setting up of an inquiry commission, headed by retired judge of the Madras high court Justice R Raghupathy. “The one-man commission would also review the guidelines to prevent similar incidents in future,” Jayalalithaa said in a statement. The 12-storey under-construction building collapsed during rains on Saturday evening, claiming 58 lives till Thursday noon. As many as 27 construction workers, belonging to Tamil Nadu, Andhra Pradesh and Odisha, were rescued alive in a massive operation undertaken by government agencies, including national disaster response force, state disaster response force, police, fire and rescue services, revenue, public works, health and revenue departments. Jayalalithaa said the commission would conduct a probe into the reasons for the collapse of he building. It will fix blame on those who are responsible for the incident, recommend guidelines for future course of action and submit a report to the government. such incidents, the Union minister said “whenever there is a building collapse incident, media highlights it, then there is concern and some good, well meaning, dynamic officer comes in and orders demolitions. The minister said 22.5 percent urban households do not have bathroom and only 44.5 percent urban households have closed drainage. 18.6 per cent of the urban households do not have toilet facility within premises. “These are challenges before us,” he said.

SEOUL, JULy 3 (AP): With a single meeting Thursday, the leaders of China and South Korea simultaneously snubbed North Korea, bolstered their already booming trade relationship and gave the U.S. and Japan a look at Beijing’s growing influence south of the Korean Demilitarized Zone. There were smiles, cheering schoolchildren and red carpets as Chinese President Xi Jinping began a two-day visit to Seoul. North Korea, meanwhile, welcomed the leader of its only major ally and crucial source of fuel and food with a flurry of recent rocket and missile

The launches, as well as a vow Thursday by the North’s military to conduct more tests, are seen in part as Pyongyang demonstrating its anger at being jilted for its archrival. It is also aimed at reassuring Seoul and President Park Geun-hye that it would continue to pressure Pyongyang against its drive to acquire nuclear arms. The events in Seoul will be watched closely in the North, which has test-fired short-range missiles and rockets from its east coast three times in the past week and threatened on Thursday to continue doing so. Western countries, led by the United States, have pressed China to exert more pressure on North Korea to halt the nuclear and missile tests which have prompted the United Nations to impose sanctions. ‘Yemen & Somalia urgently need humanitarian aid’ Buddhist-Muslim violence in Myanmar leaves 2 dead

UNItED NAtIONS, JULy 3 (AP): The director of U.N. humanitarian operations appealed for hundreds of millions of dollars to alleviate major humanitarian emergencies in Yemen, where 10.5 million people need food, and in Somalia, where all the indicators point to a repeat of its 2011 famine. John Ging, who visited both countries last week, told a news conference Wednesday that the U.N.’s response is limited because it has received only $195 million of the $529 million it needs in Yemen this year and only $232 million of the $933 million it needs in Somalia. “Neither of these countries are doomed to fail” because they have clear plans, very good national leaders and “real opportunities,” he said. “But the difference right now between whether they will go on a trajectory which is positive or ... continue a decline into the abyss is fundamentally down to ... the money that the international community will mobilize for both of these countries.” Ging said the humanitarian situation in Yemen is driven by

political instability, insecurity and an economic crisis that has left the country “on the brink of an economic collapse.” He said Yemen’s dependence on the mild stimulant known as Khat is undermining its development because the drug affects health and the economy and its cultivation consumes 70 percent of the country’s scarce water resources. At the moment, he said, all indicators are deteriorating: 14.7 million people, or 58 percent of Yemen’s population, need humanitarian assistance, 10.5 million need food help and 4.5 million are dependent on international food aid. But only one million people in Yemen are currently receiving food assistance, Ging said. Ted Chaiban, the emergency director of the U.N. children’s agency UNICEF who traveled with Ging, said that in terms of malnutrition, one in five Yemeni children is underweight, and 58 percent are stunted. “That means that after Afghanistan, in the whole world Yemen has the secondhighest level of chronic malnutrition,” he said. In Somalia, Ging said, inter-

national anti-terrorism laws are limiting the diaspora’s ability to transfer critically needed money home. As a result, people who aren’t getting that money are seeking help from the international community, adding to the humanitarian crisis, he said. Somalia is “very much at a crossroads,” Ging said, and “there is a moment of opportunity ... after two and a half decades of chaos and crisis.” But he said one million Somalis are displaced in the country, 1.1 million have fled to neighboring countries, 875,000 are in acute need of food and 2 million “are classified as stressed.” “We see in Somalia all of the elements of 2010 which led us into the famine of 2011,” Ging said. “So our message is very clear, we need to address these issues. Otherwise, we’ll have the same result that we had in 2011.” Chaiban said 50,000 Somali children are severely malnourished, including many at risk of death in weeks if they don’t get needed treatment. “We have a small but critical window to do what’s needed to prevent a repeat of 2011,” he said.

yANGON, JULy 3 (AP): Buddhist mobs on motorbikes drove through Myanmar’s historic city of Mandalay in a second night of attacks on minority Muslims that left two people dead, 14 injured and raised fears of wider violence, officials said Thursday. In response to the violence, authorities imposed a 9 p.m. to 5 a.m. curfew, which was announced by cars mounted with loudspeakers cruising the tense city, according to residents contacted by phone. The dead included a Muslim man, who residents said was on his way to a mosque before dawn Thursday when he was attacked by the mob and left dead in the street. The second victim was a Buddhist man, whose cause of death was under investigation, said a police officer on condition of anonymity because he was not authorized to speak to media. “More than 100 motorbikes drove through the city (Wednesday) night throwing stones at mosques and shouting abuses and singing the national anthem to taunt the

Muslim people,” said Win Mya Mya, a Muslim resident and senior member of the main opposition party, the National League for Democracy. He and others blamed police for failing to control the Buddhist mobs. Mandalay region chief minister Ye Myint told media that four people were arrested. He did not reveal the identities or religion of the victims or those detained for fear it might inflame the situation. Myanmar, a predominantly Buddhist nation, has been grappling with violence since 2012 that has left up to 280 people dead and another 140,000 homeless, most of them Muslims attacked by Buddhist extremists. Most of the violence has taken place in western Rakhine state. The government has faced international criticism for failing to act strongly to stop the violence, which in Rakhine state reportedly occurred in several cases as security forces looked on. So far, the government has not commented on the Mandalay attacks. The latest outbreak that started Tuesday night was a first

In a radio address Thursday, President Thein Sein raised the country’s need for stability as it transitions to democracy from a half-century of military rule — but did not mention Mandalay specifically. “For reforms to be successful, I would like to urge all to avoid instigation and behavior that incites hatred in our fellow citizens,” Thein Sein said. In addition to the curfew, officials also banned meetings of more than five people, said Mandalay resident Khin Maung Latt. Some residents expressed relief that a curfew was imposed, because violence has flared at night. Sein Than, a Muslim resident, said it should have been initiated earlier in the week. He said that he felt insecure and vulnerable, and that a non-Muslim neighbor offered to shelter his family. With the curfew in place, he said he could stay at his own home.

This week’s violence followed rumors that the Muslim owner of a teashop had raped a Buddhist woman, said Khin Maung Oo, secretary of the city’s Myanmar Muslim Youth Religious Convention Center. Police have not officially confirmed the rape allegation, but said they were tipped off that the teashop might be attacked and told the owner to close early. Authorities deployed hundreds of police after a crowd of more than 300 Buddhists marched to the teashop, singing the national anthem. Police fired rubber bullets to try to disperse the crowd. Rioters threw stones at a mosque, causing minor damage to its exterior and front doors, and others ransacked a few Muslim-owned shops. Several cars were set on fire or had windows shattered by stones and bricks. At least four people suffered minor injuries on Tuesday, mostly from stones thrown by the mob or from rubber bullets fired by police, authorities said. Muslims account for about 4 percent of Myanmar’s roughly 60 million people.

Japan to lift some sanctions on North Korea

tOKyO, JULy 3 (AP): Japanese Prime Minister Shinzo Abe took a tentative step toward improved relations with North Korea on Thursday by announcing his government will lift some of its sanctions in response to the North’s decision to re-open a probe into the fate of at least a dozen Japanese believed to have been abducted by North Korean agents decades ago. Abe said he was satisfied that a North Korean investigation committee has the mandate to carry out a serious investigation into the abductions, though previous deals with the North have fallen through. Japan will continue to abide by U.N. sanctions on North Korea over its nuclear and missile programs. “We have determined that an unprecedented framework has been established, where an organization that can make decisions at a national level ... will be at the forefront of the investigations,” Abe said. “However, this is only a start. We are determined to do everything we can, with a renewed effort, toward a comprehensive resolution.” Abe’s decision is to be formally approved by his Cabinet on Friday, after the commit-

tee holds its first meeting. The announcement follows talks between North Korean and Japanese negotiators in Beijing earlier this week. North Korea’s state media put out their first report on the talks shortly after Abe’s announcement, saying the North’s negotiators briefed their Japanese counterparts on the composition of the committee and how it will work. “Both sides agreed to take necessary measures in the days ahead, while getting in touch with each other through a diplomatic channel,” said the report by the Korean Central News Agency. In Seoul, Foreign Ministry spokesman Noh Kwang-il said South Korea looks forward to an early resolution of the abduction issue. But he said any steps taken by Japan shouldn’t undermine international cooperation on the North Korean nuclear and missile standoffs. “The government of the Republic of Korea once again stresses that the Japan-North Korea consultations, including on easing Japan’s unilateral sanctions on North Korea, should, by all means, be held in a transparent manner and

that all the relevant measures by Japan should be taken in a way that does not undermine the coordination among the ROK, the U.S. and Japan on North Korea’s nuclear and missile issues,” Noh told a regular briefing. Chinese Foreign Ministry spokesman Hong Lei said Beijing, North Korea’s closest ally, hopes the improvement in Japan-North Korea relations resulting from the negotiations will be “conducive to regional peace and stability.” After years of denial, North Korea acknowledged in 2002 that its agents had abducted Japanese citizens to train its spies in the 1970s and ‘80s and eventually returned five of them. It said others Japan said were abducted had died or never entered the North. Tokyo disputes that and wants an investigation into at least 12 abduction cases. Even that may not be enough, however. Private organizations say hundreds of Japanese citizens were abducted, and suspect many may still be living in the North. Abe has vowed not to relent until all the abductees are returned or accounted for.

Though Tokyo is as concerned about North Korea’s nuclear program as its allies in Washington and Seoul, the abduction issue has for years been an added complication in its relations with the North, creating both anger among the Japanese public and strong calls for an agreement to bring any survivors home. Although North Korea made a similar agreement in 2008 to investigate, that deal fell through and relations between the countries have been virtually frozen since. In addition to the U.N. sanctions, Japan unilaterally bans port calls by any North Korean-flagged vessels, all trade with North Korea and the entry into Japan of North Korean citizens. Never before has the star-crossed nation made the quarterfinals. Some are even waxing poetic about World Cup unity accelerating the pace of 18-month-old peace talks to end a half-century of conflict that has claimed some 220,000 lives. Half the population seems to be wearing the canary-yellow national jersey, even on days Colombia isn't playing. And the merrymaking, from singing in the streets to collective game-watching on huge screens in public parks, is often so unrestrained that many big-city mayors have imposed bans on alcohol sales on game days. The fear, of course, is that it all will be fleeting and the violence and intolerance that have long plagued the Andean nation will re-emerge at tournament's end. BELO HORIZOnTE, JULY 3 (REUTERS): Argentina are playing far below their best, are overreliant on Lionel Messi and must improve if they are to beat Belgium in their World Cup quarterfinals, according to Diego Maradona. "We still haven't got started," Maradona, who won the 1986 World Cup with Argentina, said in a withering analysis of the team's performances so far at the tournament in Brazil. "They need to get it into their heads that we can't be 'Sporting Messi'. Maybe he can score a great goal ... but if it doesn't come off for the kid, we can't jump on him tomorrow as if he's guilty of the Argentine disaster." Maradona, Argentina's coach at the last World Cup where they went out in the quarterfinals, was speaking on Venezuelan TV after Argentina's defeat of Switzerland this week. His comments were widely reported in Latin American media on Thursday. He said Argentina's big name team were playing at only 40 percent of their capacity and criticized them for only squeaking past Switzerland 1-0 with a lastgasp goal in extra time. LIVERPOOL, JULY 3 (REUTERS): Barcelona and Liverpool held 'productive' talks in London on Wednesday over the possible transfer of disgraced Anfield striker Luis Suarez but no deal was finalised, British media reported. Barcelona appear to be leading the race among clubs linked with the 27-year-old Uruguayan, who was expelled from the World Cup and handed a nine-match competitive international ban as well as a four-month sanction from any soccer activity for biting Italy defender Giorgio Chiellini. The BBC quoted a senior Liverpool source as saying Wednesday's talks had been productive and would continue. "There are sensible expectations on both sides. Further talks and discussions will take place but no deal has yet been finalised," the source added. Sky Sports television reported a similar outcome. The meeting between the Merseyside club officials and a delegation led by Raul Sanllehi, Barcelona's director of football management, had been scheduled to discuss the future of last season's Premier League top scorer. In order to prise Suarez away from Liverpool, the Spanish club will either need to meet a release clause, reportedly around 70-80 million pounds ($118-$134 million), in his revised contract or possibly offer a player-pluscash deal. Kvitova, the only player born in the 1990s to win a Grand Slam title, knew it would be tricky to face one of her closest friends in the first all-Czech Grand Slam semi-final. Unloading a series of ferocious groundstrokes, Kvitova broke in the opening game when a backhand winner flashed past Safarova. But Safarova was in combative mood herself and she broke back in the fourth game. Kvitova had the upper hand in the tie-break and although she couldn't convert her first set point, she capitalised on a rare Safarova miscue to earn another which she took with a superb winner before letting out a roar of celebration. The momentum was with Kvitova now and she broke again in the second game of the second set, hammering a return which Safarova couldn't handle. One more break in the sixth game put the final within touching distance and Kvitova sealed the deal in emphatic fashion.

India scrambles for 2019 Asian bid

nEW dELHI, JULY 3 (REUTERS): The Olympic Council of Asia (OCA) has extended its July 1 deadline by "a couple of days" to allow India submit a late bid for the 2019 Asian Games after original host Hanoi backed out from staging the event. Hanoi was awarded the Games in November 2012, ahead of the Indonesian city of Surabaya, but the Vietnamese capital stood down as hosts in April, fearing the multi-sport event would not be financially viable. The Indian Olympic Association (IOA) made a late decision to bid for the Games and had requested two more weeks to get ap-

proval from the country's new government, which assumed power late May, and complete the required paper works. "The OCA has extended the deadline by a couple of days and I'm requesting an interview with Prime Minister (Narendra Modi) seeking government approval for the bid," IOA secretary general Rajeev Mehta told Reuters on Thursday. "I know we have a very short time to put everything in order but I'm optimistic of submitting a bid. We are trying our best," Mehta added. Local media quoted a letter from the OCA telling Mehta to submit the bid this week.

"... due to the extreme shortage of time, it is impossible for the OCA to extend the deadline any further," the continental governing body wrote in the letter. "Within this two month period we need to establish the evaluation team that will visit the bidding cities and submit its report to the OCA Executive Board on 19th September." New Delhi hosted the first Asian Games in 1951 and the ninth in 1982. The Indian capital also hosted the 2010 Commonwealth Games, which was plagued by construction delays and corruption scandals.

Suarez also finished the season with a share of the European Golden Boot and was named Footballer of the Year by the Professional Footballers' Association and the Football Writers' Association. However, his life in England has not been without controversy since he arrived from Ajax in January 2011. He has served lengthy bans twice during his stay at Anfield, once for racially abusing Manchester United's Patrice Evra and again for biting Chelsea's Branislav Ivanovic in 2013.
