KU questions Kiren Rijiju on ‘rehabilitation package’

DiMAPuR, JuNe 16 (MexN): The Konyak Union (KU) today issued a statement questioning the Union Minister of State for Home, Kiren Rijiju’s recent statements regarding a “rehabilitation package” for NSCN (K) cadres if they surrender. The KU wondered how the Union Minister could “settle the 7 decade old Naga struggles through a so called rehabilitation package?” “Such undermining expression of thought would only create more confusion and further provocation,” the KU stated, while urging both the Indian and Mayanmar governments to “sincerely understand the cultural, social, political and territorial sentiments & aspiration of the Nagas.” It further refuted the Minister’s statement that late NSCN (K) Chairman, SS Khaplang had passed away at Kachin State, Myanmar. “Such unfounded statement is indeed a shocker as to how the Union Home Minister could be so ignorant about the territorial extension and existence of its immediate neighbour,” it said. The KU noted that “Kachin is a tribe/state that occupies the North-eastern frontier of Myanmar. It shares its Western boundaries with the Nagas who occupies the North-western frontier under the Union of Myanmar. Since time immemorial, Kachin & Nagas had co-existed as a good neighbour hence there exist no territorial confusion but mutual respects for each others’ sentiments, aspiration and determination.” Taka, it informed is a Naga town under Sagaing Division “which is undeniable Naga Territory since time immemorial.” “It can never be alienated through any external force. Hence, the Konyak Union appeals all concerned to refrain from such unfounded remarks,” the KU said. The KU also ridiculed certain sections of the national media for terming the Nagaland Chief Minister’s condolence over the death of SS Khaplang as a “shocker.” “In Nagaland, it is the people & the State Government that controls & subdues many form of violence. Hence, it is important for a responsible leader to express its grief during such hour. Such act of understandable relation was adhered & executed by the successive Chief Ministers of Nagaland where lesser bloodshed & violence had occurred,” the KU said.

The Dimapur-Kohima NH29 four-lane road project has encountered a roadblock in the form of suspected “taxation” demands from a Naga political group, just months after it began its first phase of road cutting. According to reports, earth cutting of the NH 29 between Phiphema and Patkai Bridge came to an abrupt halt since Thursday evening after some youth reportedly from a Naga political group appeared on the scene and ordered the earth cutting to be immediately stopped. Sources engaged in work at the NH-29 said some persons identifying themselves as from the NSCN (IM) came on Thursday around 3:30 pm and ordered them to stop work until further orders from the authorities. After the directive, all work along
the highway came to a grinding halt fearing the worst, it was learnt. On Friday, the stretch of NH-29 between Patkai Bridge and Phiphema bore the same deserted look as the road construction workers awaited further directives for work to commence. An official of the NCSU on condition of anonymity informed that the issue may be related to demand of tax by the particular Naga political group.
“They are reportedly insisting some amount for the particular stretch of work which we have taken up,” the NCSU official revealed, who however had no idea how much the amount was. He stated that as far as the NCSU (which is a second party to the road project) was concerned, they have not received any demands and therefore the demand may have been directed to ECI. The NCSU official also pointed out that they were
still to receive any bill from the concerned authority for the work which is being carried out. Despite the alleged demand, the NCSU official said they were determined to continue the earth cutting from Saturday onwards. A work force of around 80 along with 11 earth moving machines, 18 dumpers, 4 JCBs and other machineries are engaged in the road cutting between Patkai Bridge and Phiphema. There have also been reports, though unconfirmed, that monetary demands have been made to MatyasGayatri as well, which looks after the stretch of highway between Phiphema and Kohima. It may be mentioned that the foundation stone for the 4-lane Dimapur-Kohima highway project for Nagaland was laid by Union Minister for Transport, Highways and Shipping, Nitin Gadkari on November 3, 2015 near Patkai Bridge junction more than a decade after former Prime Minister, Atal Bihari Vajpayee had announced the project.
New Delhi, JuNe 16 (PTi): The government on Friday announced its decision making the Aadhaar card mandatory for opening bank accounts and conducting financial transactions of Rs 50,000 and above. Moreover, existing bank account holders have been asked to submit their Aadhaar cards issued by the Unique Identification Authority of India (UIDAI) to banks by December 31 this year, failing which banks will invalidate their accounts. The move comes days after the Supreme Court upheld the validity of an I-T Act provision making Aadhaar a must for allotment of PAN cards and for filing Income Tax returns. The apex court had granted a “partial relief” to those who do not have an Aadhaar or an Aadhaar enrolment ID, ruling that the PAN of such individuals will not be cancelled for the time being. The notification issued amending the Prevention of Money Laundering (Maintenance of Records) Rules, 2005, mandated quoting of Aadhaar along
with PAN or Form 60 by individuals, companies and partnership firms for all financial transactions of Rs 50,000 or above with effect from June 1. Post June 1, if a person does not have an Aadhaar number at the time of opening of account, then he has to furnish proof of application of enrollment for Aadhaar and submit the Aadhaar number to the bank within six months of opening of the bank account. So far, it was mandatory to provide PAN number or Form 60 to banks while opening of accounts or for high value transactions. For companies opening bank accounts, Aadhaar number of managers or employees holding an attorney to transact on the company’s behalf will have to be provided. In all other cases, identity should be verified while carrying out transaction of an amount equal to or exceeding Rs 50,000, and in any international money transfer operation. The government’s latest directive comes in the backdrop of a raging debate over Aadhaar and its “mandatory” usages.

A tense situation prevailed in Ukhrul on Friday after two persons were killed in a case of extreme high-handedness by NSCN (IM) cadres. The two deceased were identified as RomeoShally,28years,andChingripam Lungleng, 25 years – both of Khamasom village under Ukhrul district. The first of the killing occurred after Shally was picked up on June 14 morning by NSCN cadres on charges of allegedly raping a woman. Shally was severely beaten and subsequently died while in the custody of the NSCN’s Wung Tangkhul Region (WTR) office in Phungreitang, Ukhrul later that night. Reports emerging on social media pointed to Shally and the woman being in a relationship. This, however, could not be independently verified. On June 15 afternoon around 500 people gathered outside the WTR office refusing to take back the body. When Shally’s sister, who wished to see the body, was refused entry into the office, the angry mob started pelting stones. It was reported that the NSCN (IM) cadres reacted with around 10-15 rounds of gunfire. In the resultant melee, Chingripam Lungleng was shot in the chest and succumbed to death on the way to hospital. Lungleng’s family members have refused to take the body, and it continues to remain outside the WTR office at the time of filing this report. On the other hand, Shally’s body
was reportedly taken away by some villagers on Friday unbeknownst to the parents of the deceased.

Threat on journo Meanwhile, journalists in Ukhrul including the President of the Ukhrul District Working Journalists’ Association, Thotshang Shaiza, received threats from the NSCN (IM) to refrain from reporting on the incident. When contacted by The Morung Express, the UDWJA President, clearly intimidated by the incident, refused to divulge any information.
“We want fixation of wages under the Minimum Wages Act and payment on time to take care of our family members,” said domestic worker Usha Devi from Kohima today. Speaking to a huge crowd, Devi, a mother of 4, asked state legislators to address the welfare of domestic workers and ensure their dignity. She said this while sharing her experience as a domestic worker during the regional conference on ‘Decent work for domestic workers,’ held in Kohima as part of the Northeast Domestic Workers Week (June 10-16). To ensure protection of unorganized workers in Nagaland, the Ferrando Domestic Workers’ Alliance, Centre for Development Initiatives and National Domestic Workers’ Movement- Nagaland on behalf of domestic workers, submitted a memorandum to Dr TM Lotha, Advisor to Chief Minister, Labour & Employment and Skill Development. It sought inclusion of domestic workers in welfare schemes, proper functioning
NSCN (IM) expresses ‘shame and pain’ The NSCN (IM) has meanwhile expressed “shame and pain” at the ongoing situation in Ukhrul. A press note from the MIP of the NSCN (IM) informed that Kilo Kilonser, Hukavi Yepthomi convened an emergency meeting to take stock of the situation, whereby a central investigation team was set up on June 16. “Further for impartial and transparency representatives from Tangkhul Naga Long will also be included as part of the investigation team,” it informed. The NSCN (IM) appealed to the victims’ families and the public for “calm to resolve the issue amicably, so that the investigation team may smoothly perform their duties immediately.” It further assured that “reformative and stringent measures would be initiated to deter such occurrences in future.”

The memo said most domestic workers are illiterate and come from vulnerable communities, while many are migrants or are trafficked and sold. It called for a separate state sectoral law on the land of other sectoral laws, such as building and other construction workers Act 1996 to ensure dignity and rights of domestic workers in the state. It lamented that despite Nagaland having included domestic workers under the schedule of employment and fixed minimum wages for domestic workers, the state social security boards under unorganized workers social security act 2008 has not been constituted in the state. Dr TM Lotha stated that domestic workers are a vulnerable group and hence their rights dignity and safety should be protected without any discrimination. “There should be a cordial atmosphere in the work place and cordial relationship between the employer and the employee with a view to collec-
tively promote decent work for domestic workers and to ultimately enhance the efficiency and economy of the family,” he said. Dr Lotha lamented that domestic workers in India continue to struggle for visibility and recognition due to the absence of comprehensive, uniformly applicable national legislation that guarantees fair terms of employment and decent working conditions. “Unfortunately, most of us in Nagaland are unaware of these Acts. Maybe because there are no organized, duly registered domestic workers, and most often we employ family members who are dropouts from schools and we employ them in the family and allow them to go for part time schooling and studies,” he said. Highlighting the draft policy for domestic workers the Ministry of Labour & Employment, State Labour Commissioner, L Nungshiyanger Aier said domestic workers will be included in appropriate existing labour legislations and suitable amendment will be made. He added domestic workers will have the right to register as worker with the state Labour Department, to
enhance their professional skills and employment opportunity through skill development, to fair terms of employment relating to minimum wage protection, hours of work, rest period, leave, access to social security, protection from abuse, harassment and violence etc. He was hopeful that the policy would become a reality soon. Fr. S. Charles of Development Association of Nagaland (DAN) meanwhile pointed out that in Nagaland, the issue of vulnerable children in the domestic sector is a deep concern. “The huge supply of children particularly to work as child domestic labour in homes in cities and towns in Nagaland is a gross violation of child rights. This has to be addressed at the earliest by all stakeholders concerned,” he said. He cautioned that ignoring the deprived children of today would plant seeds of a future that would be filled with inequality, injustice, unrest and violence. “Little acts of kindness and care to these little ones would make this world more humane and peaceful,” he said.

Moa Sangtam, DMC administrator said the ‘Smooth Ride for Dimapur’ project is part of the DMC’s broader ‘A Better Dimapur’ programme launched earlier this month. “DMC is sponsoring all the materials and machinery that will go into the smoother ride initiative,” said Sangtam at the launch programme. With regard to the ‘A Better Dimapur’ programme, Sangtam said that it comprises of 3 components labelled: Greener Dimapur, Cleaner Dimapur, and A Healthy Dimapur, which have already commenced. The programme is slated to
culminate in November, to be followed up by another. Following the first phase, Sangtam said that there will be a review of the programme based on which the second phase would likely be launched by December or January. He said that at the heart of the programme is public collaboration. “We are targeting the mindset of the people. We would want the people to inculcate civic sense,” said Sangtam. “If change does not start with ‘I’ then we need to stop complaining and we need to stop expecting anything from anyone else,” was how AOK summarised the concept behind ‘Smooth Ride for Dimapur’.
