HOB union opposes proposed site for Polytechnic at Longleng DIMAPUR, JUNE 17 (MExN): The Hukphang Orangkong Bhumnyu (HOB) Union, Longleng have expressed resentment at the Department of Higher and Technical Education’s decision to establish a polytechnic at Yongnyah “which is 24 kilometres from Longleng district headquarters.” A press note from the HOB Union Longleng noted that the site at Yongnyah is only seasonally motorable and does not have banking or postal facilities. “Keeping this in mind the land donors have recommended three sites at Hukphang, Bhumnyu and Orangkong village which are nearby Longleng district headquarters,” it added. However, the union stated that the proposed sites were rejected by the department citing that the site is a hillock. To this, the union reminded the department that “Nagaland is a hilly state and many such institutes/offices are constructed in such areas in Longleng and other districts.” It informed that the HOB union had already submitted a representation to the Chief Minister and a memorandum to the Deputy Commissioner, Longleng demanding reverification of the site for an “unbiased survey.”
Nagaland’s Pulp and Paper Mill will be revived: Minister AgARTALA, JUNE 17 (IANs): The central government will make all efforts to revive the Pulp and Paper Mill in Nagaland, Union Heavy Industries and Public Enterprises Minister Anant G. Geete said on Friday. “We have decided to revive the mill. We will do whatever possible to set up adequate number of industries in the northeastern region,” he told reporters here. The minister, who came here on a day’s visit, said: “Growth of industries and development of infrastructure in the resource rich northeastern region is a priority of the central government.” The Centre has promised to sanction Rs 30 crore to Hindustan Paper Corp, out of which Rs 12 crore will be made available to Nagaland Pulp and Paper Co Ltd (NPPCL) or Tuli Paper Mill to revive production. Non-availability of adequate power and law and order issues had affected the rulling of the mill. Referring the huge production of rubber in Tripura, the minister said the central government would do whatever possible to set up big and medium rubber based industries in the state.
Strongly reiterating its stance against corruption, the Against Corruption and Unabated Taxation (ACAUT) Nagaland Theme Song, composed by legendary Naga singer, Methanelie Jutakhrie was released today by NTC Advisor, Z. Lohe at Rattle and Hum Lounge, Kohima. Prior to presenting his rendition that carries a message against corruption, Methanelie expressed concern that corruption has taken a deep root in the society while stating that the theme song is his way of showing support to the ACAUT movement. On the sidelines of the event, he also told The Morung Express that everything is going wrong amongst the Nagas because of corruption. “We are not ashamed or afraid of it”, he stated with regret, and on the theme song, he went on to say that talks about corruption (or anything) eventually fade away but maintained that songs somehow remain and go on. “My only hope is that the people, whether
old or young will realize that corruption is wrong through this song”, he said. Khekiye K Sema (IAS Rtd.) noted that “ACAUT is perhaps, to many people in Nagaland, a ray of hope and a possibility that we Nagas, having travelled all these difficult roads, trying to identify ourselves as a people with dignity have begun to labour after so many years of hardship.” He asserted that “as Christians, we have lost the values of Christians and the lives that we are living from the top to the bottom, that includes all of us, where corruption has just become a part of our lives and the world around us has begun to accept corruption as if it is the natural thing to do.” He maintained that corruption starts from the ‘selling of our democratic rights-the vote.’ Explaining this, he said because MLAs have spent so much money on purchase of votes, they have no time for real development when they win, as their focus is then, to recuperate the losses they have invested during the election. He went on to state: “I feel sad to watch our Naga
people complaining and groaning all over the place, talking about the bad roads, about the backdoor appointments and proxy teachers- you got all the disease and cancer of the society that is rampant everywhere else on account of that one simple fact that we, as a people have sold our democratic rights.” As such, he emphasized that people actually do not have any right to complain, while adding that, “when you and I have sold our votes, we have more or less been paid and we therefore, no longer have the right to ask the ministers or the parliamentary secretaries to do any developmental work.” However, he appreciated ACAUT for gathering some courage to address the ills of society. He said people need to dare the system and the national groups as well. “We are fighting for sovereignty, we do not need these many factions and therefore, please for the sake of our children, for the sake of our future, please, all the NPGs unite and we Nagas are willing to pay you tax. We are not saying we will not

Ban on road transportation of timber products lifted India using funding law to foil
DIMAPUR, JUNE 17 (MExN): The Dimapur District Timber Traders’ Union (DDTTU) has lifted the twoweek ban on road transportation of timber products. At a press conference held on Friday, members of DDTTU comprising of Chumukedima Timber Traders’ Association (CTTA) and Dimapur Timber Traders’ Welfare Union (DTTWU), said the ban was lifted following a two-day meetings of DDTTU, which deliberated on the rampant and excessive “taxation” imposed on timber transporters by an individual collecting taxes in the name of timber transporters. “Transportation of finished timber products from Nagaland via road to other North Eastern states will resume on Monday as DDTTU is in the process of fixing the amount of taxes to be paid to so-called road transporters union and at check gates
till Guwahati”, informed CTTA and DTTWU presidents, Khutovi Awomi and Toikhu Chophy. DDTTU members said the union was compelled to call the ban on transportation of finished timber products via road due to “excessive and illegal” taxation imposed by a certain individual using the name of Road Transport Union. DDTTU in the two-day meetings resolved that it would no longer remain a silent spectator to the manipulations of an individual collecting “illegal taxes” on transportation of finished timber products to other NE states. Stating that hundreds of Naga families were dependent on timber business for their livelihood, the union also resolved to file FIR if “unauthorized or illegal collection” was imposed on Naga timber traders exporting finished timber products via road. “We are in the process of negotiat-
ing for 40% reduction of taxes on trucks ferrying finished timber products to other NE states. Once this is achieved, then the price of raw timber can be increased, which would ultimately benefit the villagers and tree plantation owners. But because of excessive taxation by an individual using the name of so-called Road transport union, whatever profit margin the tree famers, mill owners or exporters of finished timber products is expended on that illegal taxation”,a DDTTU leader said. DDTTU cautioned that if any group or individual do not heed to the appeal of moderate rate of “taxation or collection” imposed on transportation of timber via road, then the union might resort to any extreme course of action including filing FIR against “unauthorized collectors”, and that the state government and agencies would be held solely responsible for failing to check unauthorized collection and taxation.

NEW DELHI, JUNE 17 (THoMsoN REUTERs FoUNDATIoN): United Nations experts on Thursday called on India to repeal a law on foreign donations to charities, accusing Prime Minister Narendra Modi’s government of using it to block funds to organisations considered critical of the state. Since Modi swept to power more than two years ago, his right-wing nationalist government has tightened surveillance on foreign-funded charities regulated under the Foreign Contributions Regulation Act. More than 10,000 civil society groups in India have had their licences to receive overseas donations cancelled or suspended since 2014, impairing their ability to work
in areas from health to the environment. The government says the groups violate the FCRA by not disclosing details of their donations or have used foreign funds to engage in “anti-national” activities. But UN experts said they were stunned by the way India was applying the law to stymie its critics. Groups such as Greenpeace India, Lawyers Collective and the Sabrang Trust have had their licenses suspended, said the statement from the Office of the U.N. High Commissioner for Human Rights. A home ministry official contacted by Reuters said he was not in a position to respond immediately to the comments by the UN experts.
NSCN (IM) affirms position on legitimacy and taxation DIMAPUR, JUNE 17 (MExN): The NSCN (IM) today asserted that it has the “sole legitimacy to represent and collect tax,” and listed out various reasons for its position. It further condemned the ACAUT Nagaland for its efforts to “sabotage the very foundational principle of the Naga Government on taxation...” A press note from the MIP of the NSCN (IM) claimed that the NSCN is the only Naga government whereby all the Naga tribes are sufficiently a member; has jurisdiction control over all the Naga ancestral territory; only Naga government representing the Naga political issue having peace talks with the Government of India; only Naga government that has internationalised the Naga political issue; and in control of all Naga territories and running government effectively covering 27 regions. It listed out the various international organisations, including the Unrepresented Nations and People’s Organization (UNPO), The Society for Threatened People,’ Parliamentarians for National Self Determination (PNSD), Naga International Support, Geneva Call, Kreddha (The International Peace Council for States, Peoples and Minorities), PILPG (Public International Law & Policy Group), ‘Idasa’ a strong South Africa Human Right organization, KWIA (Support group for indigenous peoples) – Belgium based Human Right organization, AIPP (Asia Indigenous Peoples Pact), Forum for Asia, and Other Media – Delhi based Human Right organization, “who are strong supporters for the Naga cause.” The NSCN (IM) further informed that Jimmy Carter, former President of United
States of America was “graceful enough to appreciate the presentation of NSCN on Naga issue that he personally wrote a letter on 18th June 2005 to the Prime Minister of India Narasimha Rao and to NSCN for early and peaceful settlement of the IndoNaga conflict.” “The oft quoted statement that no Nationalist organisation has the public mandate is a wrong notion because on 20-21 January, 2005, the 4th Naga People’s Consultative meeting held at CHQ, Hebron mandated NSCN to represent the interest of Naga people’s political case at the negotiating table with India. The signed mandate was appended by every Naga tribe’s representatives including the Church leaders, Hohos and Gbs,” the NSCN (IM) stated. It asserted that “paying tax to NSCN is in itself a political demonstration of indicating that Naga people pay tax to Naga government and not the occupying force.” “Now if the representation and sacrifices of NSCN on behalf of the Nagas is not worthy enough to pay tax then let ACAUT respond as to whom it suggest the Naga public shall pay to,” it questioned. It iterated that the NSCN (IM) has been “reminding the other groups to come and join the peace process which is in its concluding stage so that the final decision could be worked out together and the voice of “one government one tax” shall also be achieved.” Affirming that the NSCN (IM) will continue to “do what is best for the Naga people,” it appealed to the Nagas at home and abroad to “remain firm to the cause that is dear to all of us.” Full text on Page 5
