HOB union opposes proposed site for Polytechnic at Longleng DIMAPUR, JUNE 17 (MExN): The Hukphang Orangkong Bhumnyu (HOB) Union, Longleng have expressed resentment at the Department of Higher and Technical Education’s decision to establish a polytechnic at Yongnyah “which is 24 kilometres from Longleng district headquarters.” A press note from the HOB Union Longleng noted that the site at Yongnyah is only seasonally motorable and does not have banking or postal facilities. “Keeping this in mind the land donors have recommended three sites at Hukphang, Bhumnyu and Orangkong village which are nearby Longleng district headquarters,” it added. However, the union stated that the proposed sites were rejected by the department citing that the site is a hillock. To this, the union reminded the department that “Nagaland is a hilly state and many such institutes/offices are constructed in such areas in Longleng and other districts.” It informed that the HOB union had already submitted a representation to the Chief Minister and a memorandum to the Deputy Commissioner, Longleng demanding reverification of the site for an “unbiased survey.”
Nagaland’s Pulp and Paper Mill will be revived: Minister AgARTALA, JUNE 17 (IANs): The central government will make all efforts to revive the Pulp and Paper Mill in Nagaland, Union Heavy Industries and Public Enterprises Minister Anant G. Geete said on Friday. “We have decided to revive the mill. We will do whatever possible to set up adequate number of industries in the northeastern region,” he told reporters here. The minister, who came here on a day’s visit, said: “Growth of industries and development of infrastructure in the resource rich northeastern region is a priority of the central government.” The Centre has promised to sanction Rs 30 crore to Hindustan Paper Corp, out of which Rs 12 crore will be made available to Nagaland Pulp and Paper Co Ltd (NPPCL) or Tuli Paper Mill to revive production. Non-availability of adequate power and law and order issues had affected the rulling of the mill. Referring the huge production of rubber in Tripura, the minister said the central government would do whatever possible to set up big and medium rubber based industries in the state.
Strongly reiterating its stance against corruption, the Against Corruption and Unabated Taxation (ACAUT) Nagaland Theme Song, composed by legendary Naga singer, Methanelie Jutakhrie was released today by NTC Advisor, Z. Lohe at Rattle and Hum Lounge, Kohima. Prior to presenting his rendition that carries a message against corruption, Methanelie expressed concern that corruption has taken a deep root in the society while stating that the theme song is his way of showing support to the ACAUT movement. On the sidelines of the event, he also told The Morung Express that everything is going wrong amongst the Nagas because of corruption. “We are not ashamed or afraid of it”, he stated with regret, and on the theme song, he went on to say that talks about corruption (or anything) eventually fade away but maintained that songs somehow remain and go on. “My only hope is that the people, whether
old or young will realize that corruption is wrong through this song”, he said. Khekiye K Sema (IAS Rtd.) noted that “ACAUT is perhaps, to many people in Nagaland, a ray of hope and a possibility that we Nagas, having travelled all these difficult roads, trying to identify ourselves as a people with dignity have begun to labour after so many years of hardship.” He asserted that “as Christians, we have lost the values of Christians and the lives that we are living from the top to the bottom, that includes all of us, where corruption has just become a part of our lives and the world around us has begun to accept corruption as if it is the natural thing to do.” He maintained that corruption starts from the ‘selling of our democratic rights-the vote.’ Explaining this, he said because MLAs have spent so much money on purchase of votes, they have no time for real development when they win, as their focus is then, to recuperate the losses they have invested during the election. He went on to state: “I feel sad to watch our Naga
people complaining and groaning all over the place, talking about the bad roads, about the backdoor appointments and proxy teachers- you got all the disease and cancer of the society that is rampant everywhere else on account of that one simple fact that we, as a people have sold our democratic rights.” As such, he emphasized that people actually do not have any right to complain, while adding that, “when you and I have sold our votes, we have more or less been paid and we therefore, no longer have the right to ask the ministers or the parliamentary secretaries to do any developmental work.” However, he appreciated ACAUT for gathering some courage to address the ills of society. He said people need to dare the system and the national groups as well. “We are fighting for sovereignty, we do not need these many factions and therefore, please for the sake of our children, for the sake of our future, please, all the NPGs unite and we Nagas are willing to pay you tax. We are not saying we will not

Ban on road transportation of timber products lifted India using funding law to foil
DIMAPUR, JUNE 17 (MExN): The Dimapur District Timber Traders’ Union (DDTTU) has lifted the twoweek ban on road transportation of timber products. At a press conference held on Friday, members of DDTTU comprising of Chumukedima Timber Traders’ Association (CTTA) and Dimapur Timber Traders’ Welfare Union (DTTWU), said the ban was lifted following a two-day meetings of DDTTU, which deliberated on the rampant and excessive “taxation” imposed on timber transporters by an individual collecting taxes in the name of timber transporters. “Transportation of finished timber products from Nagaland via road to other North Eastern states will resume on Monday as DDTTU is in the process of fixing the amount of taxes to be paid to so-called road transporters union and at check gates
till Guwahati”, informed CTTA and DTTWU presidents, Khutovi Awomi and Toikhu Chophy. DDTTU members said the union was compelled to call the ban on transportation of finished timber products via road due to “excessive and illegal” taxation imposed by a certain individual using the name of Road Transport Union. DDTTU in the two-day meetings resolved that it would no longer remain a silent spectator to the manipulations of an individual collecting “illegal taxes” on transportation of finished timber products to other NE states. Stating that hundreds of Naga families were dependent on timber business for their livelihood, the union also resolved to file FIR if “unauthorized or illegal collection” was imposed on Naga timber traders exporting finished timber products via road. “We are in the process of negotiat-
ing for 40% reduction of taxes on trucks ferrying finished timber products to other NE states. Once this is achieved, then the price of raw timber can be increased, which would ultimately benefit the villagers and tree plantation owners. But because of excessive taxation by an individual using the name of so-called Road transport union, whatever profit margin the tree famers, mill owners or exporters of finished timber products is expended on that illegal taxation”,a DDTTU leader said. DDTTU cautioned that if any group or individual do not heed to the appeal of moderate rate of “taxation or collection” imposed on transportation of timber via road, then the union might resort to any extreme course of action including filing FIR against “unauthorized collectors”, and that the state government and agencies would be held solely responsible for failing to check unauthorized collection and taxation.

NEW DELHI, JUNE 17 (THoMsoN REUTERs FoUNDATIoN): United Nations experts on Thursday called on India to repeal a law on foreign donations to charities, accusing Prime Minister Narendra Modi’s government of using it to block funds to organisations considered critical of the state. Since Modi swept to power more than two years ago, his right-wing nationalist government has tightened surveillance on foreign-funded charities regulated under the Foreign Contributions Regulation Act. More than 10,000 civil society groups in India have had their licences to receive overseas donations cancelled or suspended since 2014, impairing their ability to work
in areas from health to the environment. The government says the groups violate the FCRA by not disclosing details of their donations or have used foreign funds to engage in “anti-national” activities. But UN experts said they were stunned by the way India was applying the law to stymie its critics. Groups such as Greenpeace India, Lawyers Collective and the Sabrang Trust have had their licenses suspended, said the statement from the Office of the U.N. High Commissioner for Human Rights. A home ministry official contacted by Reuters said he was not in a position to respond immediately to the comments by the UN experts.
NSCN (IM) affirms position on legitimacy and taxation DIMAPUR, JUNE 17 (MExN): The NSCN (IM) today asserted that it has the “sole legitimacy to represent and collect tax,” and listed out various reasons for its position. It further condemned the ACAUT Nagaland for its efforts to “sabotage the very foundational principle of the Naga Government on taxation...” A press note from the MIP of the NSCN (IM) claimed that the NSCN is the only Naga government whereby all the Naga tribes are sufficiently a member; has jurisdiction control over all the Naga ancestral territory; only Naga government representing the Naga political issue having peace talks with the Government of India; only Naga government that has internationalised the Naga political issue; and in control of all Naga territories and running government effectively covering 27 regions. It listed out the various international organisations, including the Unrepresented Nations and People’s Organization (UNPO), The Society for Threatened People,’ Parliamentarians for National Self Determination (PNSD), Naga International Support, Geneva Call, Kreddha (The International Peace Council for States, Peoples and Minorities), PILPG (Public International Law & Policy Group), ‘Idasa’ a strong South Africa Human Right organization, KWIA (Support group for indigenous peoples) – Belgium based Human Right organization, AIPP (Asia Indigenous Peoples Pact), Forum for Asia, and Other Media – Delhi based Human Right organization, “who are strong supporters for the Naga cause.” The NSCN (IM) further informed that Jimmy Carter, former President of United
States of America was “graceful enough to appreciate the presentation of NSCN on Naga issue that he personally wrote a letter on 18th June 2005 to the Prime Minister of India Narasimha Rao and to NSCN for early and peaceful settlement of the IndoNaga conflict.” “The oft quoted statement that no Nationalist organisation has the public mandate is a wrong notion because on 20-21 January, 2005, the 4th Naga People’s Consultative meeting held at CHQ, Hebron mandated NSCN to represent the interest of Naga people’s political case at the negotiating table with India. The signed mandate was appended by every Naga tribe’s representatives including the Church leaders, Hohos and Gbs,” the NSCN (IM) stated. It asserted that “paying tax to NSCN is in itself a political demonstration of indicating that Naga people pay tax to Naga government and not the occupying force.” “Now if the representation and sacrifices of NSCN on behalf of the Nagas is not worthy enough to pay tax then let ACAUT respond as to whom it suggest the Naga public shall pay to,” it questioned. It iterated that the NSCN (IM) has been “reminding the other groups to come and join the peace process which is in its concluding stage so that the final decision could be worked out together and the voice of “one government one tax” shall also be achieved.” Affirming that the NSCN (IM) will continue to “do what is best for the Naga people,” it appealed to the Nagas at home and abroad to “remain firm to the cause that is dear to all of us.” Full text on Page 5

PFPS repairs road kiphire, June 17 (Mexn): Public Forum Pungro Sub-division (PFPS) with the assistance of District Administration, Pungro and various NGOs of Pungro sub-division undertook maintenance of Likimro Hydro Electricity project (LL) road from June 8 to 10. PFPS, President, S Kiusumew Yimchunger in a press release stated that the road en route to Kohima via .02 bridge stretching 22 Km was repaired by filling potholes and clearing drainage. The public of Pungro sub-division have been consecutively maintaining the road for years without any assistance from the government. “Needless to mention the road has been left unattended ever since it was constructed. This has caused immense hardships to the commuters as the road becomes unmotorable particularly during monsoon,” the forum added. Meanwhile, the Forum has acknowledged various organizations for extending helping hand.

DiMapur, June 17 (Mexn): The Ex. Underground Khellers of Industrial Village Razhüphe (IVR) has resolved to occupy the land allotted to the Ex. Underground for their rehabilitation which is presently under the temporary occupation of the NIDC and their entrepreneurs. The Ex. Underground Khellers of Industrial Village Razhüphe resolved this during the general meeting held on March 22 at the residence of its Council Chairman TL Angami. While informing this in a press release Theja Angami, Sessional Secretary, E. UG Kheller, IVRD said that “Ex. Underground khellers shall take any course of action deem fit against the NIDC and their entrepreneurs if they continue to go against the High Court standing order which restrained both the parties from doing any unwarranted and illegal activities but to maintained Status Quo till the matter is finalised by the appropriate Court Order Vide No.

Underground Khellers as ordered by the Council earlier.” Failing to comply with the above resolution, “it warned the NIDC and its entrepreneurs of any untoward incident arisen out of it shall be their sole responsible. Further, it strongly resolved that not even an inch of their land shall be given to NIDC and its entrepreneurs.” In the meanwhile, the house had unanimously elected Imto Yimchunger as Ex. Underground Khel Chairman in place of Azuzu Thur and Lanutoshi as Khel Secretary respectively. However, till the Title Suit No.2/2005 is finalised from the Court, the Ex. UG khellers shall fight the same case in the name of Azuzu Thur and Logoshen as petitioner respectively.

DiMapur, June 17 (Mexn): Economics Department of Unity College visited North East Development Finance Corporation Limited (NEDFC Ltd), Dimapur branch as a part of the department annual field trip on June 15. The main purpose of the visit was to let the students be made aware about the importance of finance in today’s economy. IMDH is one of the only government run hospital in Mokokchung town and this healthcare institution caters to hundreds of patients every year not only from Mokokchung district but also from the neighboring districts like Tuensang, Zunheboto, Longleng etc.
Over the years, different groups, organizations and individuals have been contributing in their own ways towards the hospital; this latest donation of the three benches is the latest of such public contributions towards the growth of the hospital.

Mizoram to start peace talks with HPC (D) AizAwl, June 17 (iAnS): The Mizoram government said on Friday it will soon start peace talks with Manipur-based outfit Hmar People's Convention (Democratic) or HPC (D). The HPC (D) has resorted to violence since 1994 to push its demand for an autonomous council in Mizoram for the Hmar tribals. "The Mizoram government would soon initiate talks with HPC (D) militant outfit. However, we would
not concede the demand for a separate autonomous district council," Home Minister R. Lalzirliana said here at a conference of the Mizoram Police Service Association. The people of the state were against formation of an autonomous body on ethnic lines, the minister said. "We have sent feelers through local leaders to the HPC (D). The formal official initiatives would also be undertaken soon," Lalzirliana said.
Earlier, negotiations between the state government and HPC (D) leadership got stuck in 2013 on the issue of extension of the period of suspension of operations. Lalzirliana had earlier said that no peace talks can be initiated with HPC-D unless the outfit eschews violence. Mizoram is the first and only state in India which got Rs 182.45 crore from the central government in 2000-01 as "Peace Bonus"
Assam to take a leaf out of China's flood control measures GuwAhAti, June 17 (BS): Ravaged by floods every year, Assam has decided to constitute an expert committee which will be tasked to go to China and study the Yellow River (Huwang He) management strategies. It would be then required to suggest ways to replicate the same in Assam to tame river Brahmaputra and use it as a deterrent for flood and erosion. As per government figures, Assam suffers an average loss of Rs 200 crore every year due to floods and nearly 40 per cent (31,500 sq km ) of the state’s land area are floodprone. Also, Assam loses large swathes of land to river bank erosion and arresting the problem, let alone recovering those lost lands, has become a challenging task for the state. Assam has lost nearly 7 per cent of its agricultural land due to erosion since 1950. Chairing a high level review meeting of water resource department here today, chief minister Sarbananda Sonowal said,
“If the Yellow River which was once considered as ‘sorrow of China’ can be tamed, the Brahmaputra which is the line of the people Assam can also be used productively to serve the riparian rights of the people of the State”. He further said that the ‘knowledge-driven’ study in association with the World Bank would also prepare a roadmap for taming the Brahmaputra and its tributaries to control flood and erosion. Considering the importance of rivers of Assam on its people, culture and economy, Sonowal exhorted on the need for transforming Assam Water Resources Management Institute (AWRMI) into an institute of excellence and undertake extensive studies towards rivers for their optimum gainful utilisation. Sonowal also asked the department to work on an early flood warning system in line with the system put in place for Tsunami early warning system.
M'laya High Court orders CBI probe in police scam ShillonG, June 17 (iAnS): The Meghalaya High Court has ordered a CBI inquiry into an alleged recruitment scam of the police conducted by the Meghalaya Public Service Commission. Justice Sudip Ranjan Sen issued the order on Thursday following a hearing on a petition filed by a candidate, Millon Ch Momin. The candidate found that he had scored 874 marks, which was more than the marks obtained by four other successful candidates but still didn't get recruited. The examination was conducted to fill up 34 posts. While examining the viva-voice score sheet, the court also found that some marks were noted against certain candidates twice, once with pencil and another time with ball pen. Public Service Commission Chairperson Biana W. Momin and Chief Controller of Examination W.A.M. Booth could not
give any satisfactory answer about the marks given in the score sheet. "After hearing the submissions advanced by the counsel for the parties and after examining the score sheet, I feel an indepen-
dent enquiry is very necessary," Sen said. The court said the Central Bureau of Investigation shall have full liberty to examine all the documents as well as the persons concerned and the witnesses.

YTuK and YSuK dissolved Pungro, June 17 (Mexn): Yimchungru Tribals Union Kiphire Town (YTUK) and Yimchungru Students’ Union Kiphire Town (YSUK) were dissolved at a programme held at Council Town Hall, Pungro on June 17. The two unions were merged with Yimchunger Tribal Council (YTC) and Yimchunger Akherü Arihako respectively. Speaking at the programme, C. Neoji, YTUK President, stated that different tribes co-existed with peace and harmony since the inception of Kiphire district, according to a press release from YTUK officials. However, some inhuman acts had forced the Yimchun-
gru people to vacate Kiphire town, leaving no choice to settle back due to rampant destruction of houses and properties without valid reason. This compelled the dissolution of the two unions, he added. Meanwhile, YTC Executive Chairman, Shelumthong said that the “evil power” overtook in the Kiphire incident. Therefore, he appealed to the public to conquer evil with good. However, he asked not to seek revenge stating it only brings hatred and enmity. ‘Data based blood bank’ to be launched in Wokha Wokha, June 17 (Mexn): Team Metamorphosis, a not-for-profit organization based in Wokha Town, is all set to launch ‘Data Based Blood Bank’ next week in Wokha. This initiative comes after numerous donations of blood and creating awareness on the same at various levels by the Team members. A press release from Chief of Team Metamorphosis, Thungdemo Kyong, recounted that there has been instances of searching for blood donors while patients are at the doorstep of operation theatres. In this light, Team Metamorphosis, with a dream to provide better service to the ailing per-
sons as well as the medical fraternity, was even ready to raise funds for procuring basic equipments required in order to store blood at the District Hospital Wokha, the release said. However, due to some technical problems in the blood management department, the team could not fulfill its dream. NPF responds to NPCC statement kohiMa, June 17 (Mexn): Responding to the statement of NPCC on Nagaland Legislators Forum’s (NLF) resolution, which appeared on June 17 issue of this paper, NPF today stated that “NPCC appears to be panicking since Government of India and the NSCN (IM) is inching to a political solution.” In a press rejoinder issued by its Press Bureau, NPF accused NPCC of opposing any political solution to the Indo-Naga political issue. “The statement issued by its President K. Therie is a clear indication that they (NPCC) do not believe in the present peace process and political solution of the Naga Political issue,” the rejoinder said. “How the NPCC can ridicule the resolution passed by the NLF when entire Naga people are yearning for an early solution to the Naga political issue. Why can’t they appreciate all the legislators having come together
for the sake of solving the Naga political issue?” NPCC, it said, should co-operate with the present NLF for an early solution. Further, NPF stated that NPCC’s statement has exposed that the party is not interested for solution to the Naga political issue. Going to Delhi or using the State resources while pursuing the Naga political issue, the rejoinder asserted, should, “in no way be misconstrued as wastage of time and money, because Naga political issue is so dear to the entire Nagas.” Meanwhile, it reminded the NPCC President that all the past agreements he had mentioned were “also born out of negotiation although it has not totally fulfilled the legitimate aspiration of the Naga people and hence, the ongoing political talk needs to be strengthened so as to build a better future for the posterity.” The NPF also termed the suggestion of K. Therie to ne-
gotiate with the Govt. of India by the legislators as “totally absurd.” “He should remember that many of the past agreements have failed because of many reasons, but the main problem was that the facilitators turning into negotiators and thereby the real stakeholders were left out,” it added. The NPC asserted that the NLF should only remain facilitators and should not commit mistake by becoming a part of the negotiating team. It urged the NLF to steadfastly support the ongoing peace process and the Framework Agreement without any iota of doubt as “it is the desire of the entire Naga people to bring about early solution to the protracted Naga issue.” Meanwhile, it urged the NPCC to come out openly “whether they stand for solution to the Naga political issue or they still want to let the problem continue without any logical conclusion.”

NSCN (IM) affirms position on legitimacy and tax
T
he belligerent attempts to belittle the wicked nexus between the naturalized Naga citizens who hold the core position of the organisation and the Indian secret intelligent department will not make any difference no matter how tactfully the hidden truth are camouflaged in front of the public. The double standard activities of supporting the peace process on one hand; instigating and propagating anti-thesis on the other side is the sorry state of affairs today. In the light of the deliberate attempt of the so called ACAUT to sabotage the very foundational principle of the Naga Government on taxation, the political implication that resonate peoples allegiance and contribution and the mischievous collusion with the adversary has become a matter of great urgency to act in unison. Nation can no longer afford to remain silent and allow the fate of the nation to perish at this crucial moment by a few misguided reactionary. It is a clarion call for the Nagas to decide, either to allow the nation to perish or to save it from this treacherous element that comes in the shadow of extending solidarity to the public. It is very clear right from the beginning that most of the member of this rogue element who founded and popularised it are naturalised Naga citizens and not by blood whose fa-
ther married a Naga women and found the hospitality of settling and became her citizens. Yet NSCN led by the Collective Leadership in few occasions sit down with them and shared issues that concern the common well being. On this regards, NSCN/GPRN comes up with 17 points “Rules and Guidelines for protection of the general public against illegal tax” dated 16th June 2013 which was widely published in the media. By extending fake appreciation the leaders of this rogue band continued its activities from “Action Committee Against Unabated Taxation (ACAUT) to Against Corruption and Unabated Taxation” (ACAUT) till today. The frantic campaign and mobilisation to desist the GBs and villagers of Nagaland from paying Household and Ration Tax is evident enough to suggest that, all out efforts to destroy the very essence of legitimising Naga people’s allegiance to the political movement is the ultimate objective of ACAUT which necessitate banning in 2014. The filling of FIR against a national worker by using the Indian state mechanism shows the outright challenge to the nationalist activities affront to national interest. NSCN has the sole legitimacy to represent and collect tax because of the following reasons: 1. NSCN being the only people mandated Naga national govern-
ment after the political sunset of NNC having signed the Shillong Accord in 1975 whose surrendered remnants are still visible at Chedema Peace Camp. Though the 1951 Naga plebiscite was conducted under NNC yet the document of such historic plebiscite is the property of the Naga people. In the same way the political documents achieved by NSCN like the “Unique history and situation of the Nagas” and the “Framework Agreement” shall remain the property of Naga people. 2. It is the only Naga government whereby all the Naga tribes are sufficiently a member. 3. It has jurisdiction control over all the Naga ancestral territory. 4. It is the only Naga government representing the Naga political issue having peace talks with the government of India. 5. It is the only Naga government that has internationalised the Naga political issue far and wide. 6. NSCN is a recognized entity across the nations. Many sympathizer countries and even India have recognized it. Chief among them is Unrepresented Nations and People’s Organization (UNPO), which has recognized the sovereign right of the Nagas in its general assembly. NSCN is a member of UNPO. Kreddha (The International Peace Council for States, Peoples and Minorities), PILPG (Public International Law & Policy Group) both US based organizations under UN. ‘Idasa’ a strong South Africa Human Right organization. KWIA (Support group for indigenous peoples) – Belgium based Human Right organization, AIPP (Asia Indigenous Peoples Pact), Forum for Asia both Bangkok based Human Right organizations, Other Media – Delhi based Human Right organization. All these organizations among many others are strong supporters for the Naga cause. 7. GPRN under the umbrella of NSCN is in control of all Naga territories and running government effectively covering 27 regions. NJB (National Judiciary Board) has been looking after judicial matters for dispensing justice on the basis of Naga
customary laws. 8. Naga Army under the banner of NSCN confronted the enemies in the east, in the west, in the south and north with conviction and faith. Many patriots were martyred in the line of duty while defending the future of the Nagas. 9. Jimmy Carter the former President of United States of America was graceful enough to appreciate the presentation of NSCN on Naga issue that he personally wrote a letter on 18th June 2005 to the Prime Minister of India Mr. Narasimha Rao and to NSCN for early and peaceful settlement of the Indo-Naga conflict. 10. On 11 July 2002 the Unique history and situation of the Nagas were recognised by the government of India 11. On 3rd August 2015, the Framework Agreement was signed with the government of India. This signed document becomes the basis of finding permanent solution to the Indo-Naga political conflict. The oft quoted statement that no Nationalist organisation has the public mandate is a wrong notion because on 20-21 January, 2005, the 4th Naga People’s Consultative meeting held at CHQ, Hebron mandated NSCN to represent the interest of Naga people’s political case at the negotiating table with India. The signed mandate was appended by every Naga tribe’s representatives in-
cluding the Church leaders, Hohos and Gbs. Paying tax to NSCN is in itself a political demonstration of indicating that Naga people pay tax to Naga government and not the occupying force. Now if the representation and sacrifices of NSCN on behalf of the Nagas is not worthy enough to pay tax then let ACAUT respond as to whom it suggest the Naga public shall pay to. Time and again NSCN has been reminding the other groups to come and join the peace process which is in its concluding stage so that the final decision could be worked out together and the voice of “one government one tax” shall also be achieved. NSCN will continue to do what is best for the Naga people because time will not wait the Nagas and “one government one tax” will not simply fall from the sky. NSCN is indebted to the Naga people because without her active participation and unwavering support the supreme sacrifices made by the National workers of the past and present will go in vain. Therefore, it is the urgent appeal to all the Nagas at home and abroad to remain firm to the cause that is dear to all of us. The moment of triumph and jubilation is too near to be impatient. Does Facebook Really Need Journalism?
I
t’s clear from any number of measures that people don’t trust or even particularly like the media. (Anyone who works in media might remind you that “the media” is not actually the monolithic or coordinated entity it is often accused of being—which is, of course, precisely the kind of reaction that makes the media unlikeable.) Today, just 6 percent of people in the United States say they have a lot of confidence in media, according to a survey by the Media Insight Project, a significantly lower score than Congress’s 17 percent approval rating, according to Gallup. The disillusion in media, it seems, is eroding people’s loyalty to individual news brands—or, at least, distrust and decreasing loyalty are happening simultaneously in an age when news consumers have more options than ever for finding news. Increasingly, instead of foraging for information out on the open web, people often begin and end with Facebook, where news is served up buffet-style in timelines also peppered with baby photos, political gripes, and other personalized missives from friends and family. What people outside of the media industry may not realize is that Facebook drives an enormous amount of traffic to news sites, more than 40 percent of it for many big publishers, making media companies heavily reliant on the tech giant for the kind of attention that ostensibly gets converted into ad dollars. Given the fact that Facebook isn’t just a news site, it’s reasonable to assume it would fare just fine if major publishers stopped posting content to the site. In a crowded journalistic field where traffic from Facebook is broadly seen as essential, such a move would arguably only hurt those publishers. Although it may seem like good news for media companies that total digital ad spending swelled 20 percent last year, it’s mostly good news for Facebook. Five technology companies—Facebook, Google, Twitter, Microsoft, and Yahoo—took in 65 percent of total online advertising last year, according to the Pew Research Center’s new State of the Media report. The big five’s share amounted to about $39 billion out of $60 billion overall, and it represents a higher share of revenue among those five companies than the year before. “Facebook alone now takes in 30 percent ($8 billion) of total display ad revenue, up from 25 percent of the total in 2014,” Pew wrote in a wide-ranging report that underscores the tension between news organizations and Facebook, and the profound shift that’s dismantling the journalism industry as we know it. “Increasingly, the data suggest that the impact these technology companies are having on the business of journalism goes far beyond the financial side, to the very core elements of the news industry itself,” Pew wrote. “In the predigital era, journalism organizations largely controlled the news products and services from

beginning to end, including original reporting; writing and production; packaging and delivery; audience experience; and editorial selection. Over time, technology companies like Facebook and Apple have become an integral, if not dominant player in most of these arenas, supplanting the choices and aims of news outlets with their own choices and goals.” Perhaps most importantly, the tech companies are winning—in eyeballs and in dollars. In the first quarter of 2016, 85 cents of every dollar spent in digital advertising was going to either Facebook or Google, according to a Morgan Stanley analyst quoted in April by The New York Times. Amplifying the already gargantuan influence among tech companies in the news space is the extent to which they’ve jumped to a lead on the mobile web—where, as Pew puts it, traffic is “ascendant” and revenue is exploding. Mobile ad sales finally overtook desktop advertising last year—a trend that bodes especially well for Facebook and Twitter, for whom mobile ad revenue represented

a huge share of overall digital ad sales: 77 percent and 88 percent respectively, according to Pew. (And though banner ads are still their own $12 billion market, accounting for 44 percent of total display ad spending, other types of ads—video, in particular—are growing rapidly. Video advertising, Pew says, is experiencing “an uptick reminiscent of the early days of mobile growth.”) At the same time, the vast majority of the news sites Pew analyzed are seeing traffic shift dramatically away from desktop, with 38 out of 40 organizations getting more visitors from smartphones and tablets than from computers last year. “The mobile increase was particularly striking among the print outlets studied,” Pew wrote. “Among the 50 highest circulating daily newspapers, the number whose digital traffic was mobile-majority increased by more than half in 2015.” In other words, audiences are flocking to mobile but, for news organizations, the ad revenue isn’t materializing to match.
“This robust digital advertising market has not lifted most news publishers—even digitally native ones—out of a place of financial uncertainty, as competition for those ad dollars and the rise of consumer ad-blocking poses challenges to their digital business models,” Pew wrote. On top of all that, as Facebook reaps huge financial rewards, people’s direct engagement with mobile news sites is in many cases plummeting and return visitors are scant. In a previous study, Pew found that most people who read an article on a website don’t read any other articles on that site in the same month. Newspaper sites, in particular, seem to be suffering. Even among the papers getting more unique mobile visitors each month, the time people spend with those sites is shrinking. The majority of news magazines saw a similar trend—more site visitors, less time spent. People may be glued to their smartphones, but the journalism industry, Pew says, “seems not to have found a way to persistently capture that audience online.” People in the United States spend more than 40 minutes a day on Facebook, according to data provided by the site in 2014 (globally, it’s closer to 50 minutes, including the site’s messenger app). And in the U.S., Facebook, followed by Snapchat, compels the most attention in terms of time spent on any app, according to data from the app-tracking firm App Annie. Let’s recap, shall we? 1. A small cohort of major tech companies, led by Facebook, has carved out new channels for distributing the news. 2. They’re claiming the lion’s share of ad revenue for themselves. 3. They’ve snapped up news consumers’ time and attention, diverting them away from news sites. 4. And, with features like Facebook’s Trending Topics, they’re dipping a toe into the editorial process, too. If that isn’t enough to rattle even the most optimistic of journalists, consider the finding that simply getting news on Facebook appears to further erode people’s already negligible trust in media. Just 12 percent of those surveyed by the Media Insight Project reported having “a lot of trust” in news they encountered on Facebook. Any way you look at this picture, Pew says, it’s clear that “tectonic shifts” are taking place. “What is less clear is how the tug and pull between tech and journalism companies will evolve to support each other as necessary parts of the whole, and what this rebuilt industry will ultimately mean for the public’s ability to stay informed.” That seems to be putting it mildly, considering what’s at stake. “It has been evident for several years that the financial realities of the web are not friendly to news entities, whether legacy or digital only,” Pew wrote. “There is money being made on the web, just not by news organizations.”

think using your smartphone when you’re with other people is rude, but I still do it all the time. I try to apologize when I do—“Sorry, I just need to text this person/send this email/ check this map real quick”—but lately I’ve felt even more rude asking someone else to stop using their phone. It seems needy and unkind to shame them for not giving me their full attention at every moment. When the whole gang is having an iPhone break, the path of least resistance is just to get my phone out, too, and thumb through Instagram. Focusing on your phone in a social setting is known as “phubbing ”—a portmanteau of “phone” and “snubbing.” (Hey, I didn’t make it up.) A new studypublished in Computers in Human Behavior looks at what motivates people to phub, and
how it seems to have become just a normal part of life. A group of 276 participants took several questionnaires that measured their experiences of phubbing and being phubbed, as well as scales for internet addiction, smartphone addiction, selfcontrol, and fear of missing out. These all bore out in the expected ways; the people most likely to be glued to a screen while surrounded by friends were low in self-control, high in FOMO, and higher on the scales for internet and smartphone addiction. (It’s still questionablewhether one can really be “addicted” to the internet, but these scales basically measure whether a person uses it compulsively, and whether it interferes with their life.) The most interesting thing this study found was that people who reported phubbing more often were also more likely to be phubbed themselves. The authors, from the University of Kent, suggest several possible reasons for this. One is a simple retaliation—if you’re trying to talk to someone, and they’re on their phone, well, two can play at that game. Actually a lot of people can play at that game. If one person in a group is using their phone, that opens the door for others, who may start to think it’s socially acceptable just because they keep seeing
people do it. After all, why would so many people be doing it if it wasn’t okay? Wouldn’t someone call them out on it? Another reason is that phubbing is susceptible to the false-consensus effect, when people assume that others share their opinions and beliefs. If someone thinks it’s no big deal to check their Twitter notifications at a group dinner, they may well assume that everybody else is fine with it too, so they won’t feel social pressure not to do it. All of these things may account for the ripple effect I’ve sometimes felt, as a hangout turns from “group time” to “phone time.” At first we might pull out our phones out of spite for someone else who’s doing it, but the more we do it, perhaps the less rude it seems. “In an environment where people are constantly switching from being the protagonists and recipients of this behavior, our data suggests that phubbing becomes seen as the norm,” the researchers write. Previous research has found that people were less satisfied with their romantic relationships the more their partner was a phubber. It will be interesting to see if this stays the case as the behavior becomes more normalized. Perhaps this is just life in a smartphone-heavy world, but remember this: As ye phub, so shall ye be phubbed in return.

etween 2 and 3 o’clock in the morning on June 16, 1816, during a restless night in a villa on Lake Geneva, 18-year-old Mary Wollstonecraft Godwin had a waking dream. As the moon shone through the shutters of her room, she remembered, “I saw the pale student of unhallowed arts kneeling beside the thing he had put together. I saw the hideous phantasm of a man stretched out, and then, on the working of some powerful engine, show signs of life …” Over the next 14 months, Godwin—later Mary Shelley—wrote her vision into life. The pale student became Victor Frankenstein, the hideous phantasm became his tortured creature, and Godwin became the author of the novelFrankenstein, published in 1818 and in print ever since. Famously, Godwin’s inspiration arrived after she and her companions, who had spent most of their Swiss holiday trapped inside by extraordinarily cold, rainy weather, decided to entertain themselves with a ghost story writing contest.Lord Byron—already a noted poet and notorious cad—wrote a fragment about a dying explorer. The poet Percy Bysshe Shelley, Godwin’s lover and future husband, wrote a poem about atheism. Byron’s physician,William Polidori, wrote a poem about a vampire, which he later published under Byron’s name (and which, some argue, birthed the modern sexy-vampire story). The teenaged Mary Godwin outdid them all, creating both the first major work of science fiction and a story that disturbs us still. Though Frankenstein’s most iconic scene may have come to Godwin in an instant, the story is rooted in her time and experience. When Godwin was 14, writes Richard Holmes in The Age of Wonder, her father took her to hear lectures by the renowned chemist Humphry Davy. Davy envisioned a future when humans would “interrogate Nature with Power,” words later echoed by the fictional Professor Waldman, who tells young Victor Frankenstein that the “modern masters … have acquired new and unlimited Powers: they can command the thunders of heaven, mimic the earthquake, and even mock the invisible world with
its own shadow.” Some of Davy’s experiments with electricity inspired the proponents of Vitalism, who believed in the existence of an invisible life force—one that could, perhaps, be tamed and put to monstrous use by “modern masters.” Both Mary Godwin and Percy Shelley followed the vociferous public debate over Vitalism, and Frankenstein was a direct response to it. The story of Victor Frankenstein’s doomed attempt to control the forces of nature may have also been inspired by nature itself, which in the summer of 1816 must have seemed malevolently out of control. Frost, droughts, and floods killed crops all over the world, and in the years that followed, millions of people starved. Millions more, weakened by hunger, died of cholera and typhoid fever. Villagers in Vermont subsisted on hedgehogs and nettles; veterans of the Napoleonic Wars, unable to feed themselves or their families, rioted throughout Europe. Farmers in Yunnan, China, hungry and desperate for cash, filled their fields with poppies, bloating the global opium trade. While some Vitalists might have dreamed of commanding the thunders of heaven, the thunders of 1816 bowed to no one. The crisis, which lasted for nearly three years, was the source of both enormous suffering and great innovation, inspiring advances in agriculture, meteorology, and polar exploration. tic sea ice in 1817 and 1818, exciting would-be explorers; while some found success, many were as hapless as Frankenstein’s Captain Walton, who rescues Dr. Frankenstein after he pursues his creature into the Arctic). Historian Gillen D’Arcy Wood argues that the cycle of famines and plagues also led to an expansion of government responsibility for citizens and, in turn, to the modern concept of the state. In the realm of ideas, Wood observes, “sudden environmental dislocations act as an extraordinary stimulant.” Godwin, whose chilly Continental vacation stimulated a classic, might agree. Not until the Cold War did climate scientists confirm that all these catastrophes—and triumphs—were caused by the April 1815 eruption of Mount Tambora in Indonesia, one of the largest volcanic eruptions in history. The cloud of sulfur dioxide released by the eruption shaded the earth, leading to a prolonged period of global cooling that disrupted the planet’s hydrological cycle. It was a natural experiment in geoengineering, and its results were catastrophic. Two hundred years after Mary Godwin’s nighttime vision, Frankenstein can be read as both a warning of the perils of human hubris and a brilliantly imaginative response to a global disaster. As we enter another era of climate disruption—this time, a monster of our own making—we need both the reminder of the former and the inspiration of the latter.

Why write children’s books?
W
hy not? I belong to a generation of children who grew up reading fairy tales by Hans Andersen and the Grimm brothers and my heroes were the Marvel comics superheroes. My big brother and his best friend James Yaden had a big collection of comics which they hid in a steel trunk. I was so envious of them. Amongst the books you would find the odd grenade or two, leftovers from World War II. My brother’s room was also the glorious graveyard of cowboy comics and war comics from which we learned the few German words that have stayed with us all our lives: Schnell!Schnell! Achtung Englander! Schweinhund! Jawohl Oberleutenant! At a tender age, the antics of Lord Greystoke aka Tarzan of the apes were entertaining and fascinating enough. The Phantom, the Ghost who walks, was another favourite. I even knew his address: ‘Faraway, Walker’s Hill, Denkali woods.’ Many years later, my four-year-old nephew killed any lingering infatuation I had for the Phantom when he stated with the callousness of youth, “Oh the Phantom? Isn’t that the guy who wears his underpants on top of his pants?” I was often consigned to reading comics for children like ‘Wendy the good little witch’ and ‘Casper the friendly ghost’ while waiting for big brother to finish reading one or two of
his Marvel comic books which he would then pass down to me. I learned about the Greek gods and their constant interplay with humans, and the lessons on excess pride, greed and arrogance that abridged Greek myths offered made for a rich reading childhood experience. Shakespeare’s abridged tales were appended to this compendium. Yet for all that, I had never seen a book of Naga folktales nor read a children’s book with a Naga setting and Naga names. It was nonexistent because we had no such books in the sixties and seventies. It was one of the reasons and also the biggest reason why I ventured into writing books for Naga children. In my generation, the folk stories our grandparents told us were both entertaining and designed to educate. The children’s folktales were amusing tales of small adventures of animals with a moral lesson to teach. These lessons have stayed with us throughout childhood. Today Naga culture has some very visible practices such as the Log drumming at the Hornbill festival and the folk dancing at almost all the tribal festivals. The books I am writing present the visible culture in such a way that a child may learn it and be knowledgeable about cultural practices of the Naga tribes. Reviewers have found representations
of contemporary society in the children’s books. Inter-marriage between tribes is presented as a reality, and the minor cultural clashes that accompany that reality. However the books are focused on conflict-solving in peaceful and creative ways. I also believe it is very important to engage with the imagination of children. Some of the books do this. They are allegorical tales of non-human characters in human situations of conflict, and thereby teach lessons such as respect and acceptance of those who are different from us. Man is a storytelling creature. The child learns best when it is educated via storytelling. Play with the child’s imagination. Take him to other worlds that exist outside our time and space. Present problems in the stories that are similar to ours, and the way these problems are creatively resolved will teach valuable lessons to the child. At what stage is the reading culture in our land? The newer schools have seen the importance of having good libraries for their students. They are raising a generation of keen readers. However, some older schools that we visited insisted that the students had no reading culture. But it is really up to the school to inculcate that in them, by prioritizing story reading and storytelling times and including them in the curriculum. The seed has first to be planted before we can tell whether they are interested or not. We, meaning the school, have to water that seed else it will never sprout. Even if storytelling does not happen in their homes, there can be special sessions of storytelling at schools. Listening to a story is not a waste of time: it is food for the spirit. It is a very effective way of picking up knowledge that will remain. Let’s give that to our children.

e need to talk," my wife says. I sit nervously on the edge of a chair. She continues: "I want to hear your views on the comparative merits of the warp propulsion systems of the Millennium Falcon and the Starship Enterprise in tedious detail." For ten seconds, I am the happiest man who ever lived. And then I wake up. Today, boys and girls, we discuss relationships. Rule one says that marital relationships are complex but must be taken seriously. A man who suspected his wife of cheating put a spell on her, according to a recent news link sent by a reader. When she met her secret lover for a tryst in a minibus, the magic caused them to become physically stuck together. The lover, speaking from inside the vehicle in Tharaka-Nithi County, Kenya, pleaded for release: "I will give you all my goats." The husband uttered the words that broke the spell, the Nairobian newspaper reported. If spells and goats are too dramatic for your own rela-
tionship, try Britain, which goes to the opposite extreme: it is considered a serious criminal offence to speak impolitely, even during extreme marital discord. One man filed for divorce 15 years after his wife stopped talking to him entirely, communicating only in phrases scribbled on little yellow post-it notes, the New York Times reported. I mentioned this story in the office and several men went quiet, apparently finding this prospect quite attractive. Of course the present writer was not among them, being married to the most amazing woman in the world, and I would write that even if she wasn't dictating this sentence to me. The second category is work relationships, which can be painful to unravel. So I admire a woman in China who recently decided to seek adventure by simply asking for an official I Resign Form (that's how it's done in that country) and writing: "Because the world is big." The term became a viral catchphrase. You can answer any "why" question with it and sound deep and enigmatic. "Why do you take sugar in your
coffee?" "Because the world is big." "Why are you so ****ing annoying?" "Because the world is big," and so on. A third category of relationships are casual ones - but they too can change your life, I learned from another recent news story. A man in the US state of Oregon was a regular consumer of Domino's pizza. When he failed to order for days, staff went to his house, got no answer and called police, who broke in and found him in need of medical help. Commentators reported the irony that fast food addiction saved his life. No one mentioned that it may have nearly killed him in the first place. This reminded me of a press release I once got from the Chinese government saying that it had rebuilt the wrecked historical temples of Tibet, forgetting to mention that they were the ones who had smashed them up. But going back to that New York Times piece on divorce, one Briton applied for divorce on the ground that his wife regularly served tuna casserole for dinner. The judge approved it. Why? Because the world is big.

he New India Foundation is now accepting applications for the eighth round of the New India Foundation Fellowships. Fellowships are awarded to scholars and writers working on different aspects of the history of independent India. Applicants are expected to submit a curriculum vitae, a book proposal and a writing sample of 5,000 words (published or unpublished). The call for applications states that the book proposal should be “oriented towards final publication, and outline a roadmap towards that destination”. Fellowships are awarded for the duration of one year and awardees are given a stipend of Rs 100,000 per month. Applications close on September 30 this year. The fellowship is not restricted to a particular ideology, genre or theme; the only prerequisite is that the work should “contribute to the fuller understanding of independent India.” Fourteen books have so far been published by fellows. Recent publications include Gita Press and the Making of Hindu India by Akshaya Mukul, Ahmedabad: A City in the World by Amrita Shah, From Soup to Superstar: The Story of Sea Turtle Conservation by Kartik Shanker and Rethinking Revolutions by Richa Kumar. The Misinterpreted Significance of “One Government One Tax” Atsung Imchen: I am not here to justify what ACAUT is and neither am I speaking on behalf of them or their ideologies. I am here as an individual with the thoughts of mine alone irrespective of what their real purpose is. I am a Naga Nationalist not by birth or by influence but by the knowledge of all the misery, pain and torture our People had to go through and how our rights have been denied and anyone claiming to be a Naga and does not understand or think that we are better off forsaking our right no matter how old, rich or poor and educated he/she might be, I hope and pray their wishes are granted and once a solution is set they can live as Indians at the same time allow us to live as The Nagas under two different boundaries. Many have termed ACAUT Anti-National but are they really Anti-National or are they simply stating what the general people feel? Did any of the Naga Political Groups spend time to think about that? Did any of the NPGs even consider to understand and listen to what the NAGA PEOPLE really want? There are many educated members of different NPGs here in this group, ask yourself this question, do you really have the MANDATE of the people? If you realize that you don’t, if you’re really working for the Naga people, speak with your leaders, bridge the gap, cut the attitudes that will lead nowhere and lead the way to reconcile with your brothers and sisters. “One Government One Tax” in just four words says and means a lot. It’s not referring to our current Indian Constitutionalized Government led by nothing but money mongers who are good at only thinking about themselves and not the people. Here, the Government refers to a Government under the constitutional framework penned down by The Nagas. Even if ACAUT never existed, the will and aspiration of the people will still be to have one REPRESENTATIVE BODY with the actual, genuine MANDATE of the people, ACAUT just amplified it on a larger platform nothing else. I am not sure what is the definition of Mandate you follow but a “YES” by one section of the people is NOT considered having the mandate of the people, which are currently flaunted by almost all the NPGs but sadly the fact of the matter is that none of the NPG have the mandate of the people because until and unless all the factions come under one banner, none shall have the Mandate, None can say we represent the people. The most manipulated weakness of the Naga movement is FACTIONALISM which the Indians have exploited so much against us, CAN’T YOU SEE THAT? If you can head towards the road of peace with those who murdered, raped and tortured our people, tell me this, WHY CAN’T YOU DO THE SAME WITH YOUR OWN BROTHERS IN ARMS? WHY? The fact is until you do, the road to a solution, the ultimate solution is IMPOSSIBLE, until you understand the reason behind “One Government One Tax” and that is the actual cry of the NAGA PEOPLE you claim to represent, you can never truly bring us a solution. Rape culture in the Naga society Rossie Rose: I am not writing this as someone from the ‘Media’ field but as a responsible citizen who is angered by the recent incident on how a “68 year old raped a minor”!! And that too in my own State Nagaland. Aren’t we a little too much? What have we become? Come on, we are Nagas, we don’t do that. We are different. We are the descendants of the Head Hunters, we are music loving people, we are the people that respect women, we are the people who love fashion, and we are the people who stand together. What happened to all of that? And Nagaland is said to be the safest place for women. They say we live in a “Men’s world”. If men are responsible for shaming women, I would rather live in a ‘Cow’s world’. Men, what are you people doing in the society? What is your role? Don’t you have like thousands of organizations? What do you do when you hold a meeting or a conference or whatever? You talk about politics, and you talk about where and which place ‘beer’ is cheaper. As much as you talk about these things, why don’t you all gather together and sensitize about issues women go through because of men. It won’t make you less of a man. If you are a real man in the truest sense, you would not pick on women. And whenever a woman is shamed, I don’t see the entire ‘men’ coming out and protesting against that evil act. It’s always the Women organizations who take up the protests and yes some good ‘men humans’ joining the women folk, and sharing their pain. Picking up on the weaker sections of the society is the lowest that a human can stoop down. And I humbly request all the good men out there to kindly sensitize your friends, brothers and your Dad. If you, a fully grown men or a half grown men, rape a minor, I don’t think you are a human. Because she is a minor, what on earth would she know? And you, well, you know too much! And nobody has the right to force himself upon anyone or exploit the other. What we should know…. • Because of poverty parents are compelled to keep their kids in someone else’s home, so that he or she can work there and at least get something to eat or send home some money. For them, they see it as the only possibility. Because they are parents, they want the best for their children. • And then there are some parents, who think that since they are poor they can distribute their kids to whoever comes along. For them, they are less bothered maybe; all they want is something or the other in order to run the family. And because of being poor, they trust people just like that. I am not judging them or any parents for that matter. I am very sure they have their own reasons for doing what they do or what they did. But yes, I totally judge the society. At times like this, I wonder what really went wrong, why in every scenario, women are trampled upon, what are we going to do in order to be accepted for who we are in the society? And this is for all the women who are a Feminist. Hey, I am also a Feminist as much as you are. I am against Crime against Women; I am against Child Marriage or any other social evils that we women go through. But being a Feminist is not something about competing with men or asking something bigger than what men gets. It’s about equality. We should be treated equally in the society like men. And when people say women empowerment and this and that, I feel like why should women be empowered? We live in a ‘Men’s world’ why don’t we women educate men? Because at the end of the day, it is a Patriarchal society, if men are not properly sensitized about the social evils, there is no growth in whatever we women do. We need their help, and their co operation, and if men are not sensitized I don’t see our ‘women empowerment’ thing going anywhere. I request you all girls to talk about this things at home, to your brothers or cousins or anyone. We need to work on this together so that none of our sisters has to go through that horror. AhmedAbAd, June 17 (IAnS): Fourteen years after 69 people were massacred at a Muslim housing society here during the 2002 Gujarat riots, an Ahmedabad court on Friday sentenced 11 of the 24 convicts to life in prison, one man for 10 years and 12 others for seven years. The quantum of punishment by the special court disappointed Zakia Jafri, the wife of Ehsan Jafri, a former MP who was among those brutally attacked and later burnt in the February 28, 2002 mass murder. Pronouncing the punishment in a packed court-
room, Special SIT Court Judge P.B. Desai dubbed the day of the killings at the Gulberg Housing Society "the darkest day in the history of civil society". But he rejected the prosecution's request to treat it as a “rarest of rare” case. Judge Desai refused capital punishment to the convicts as sought by the prosecution and advocates for the victims saying it was beyond his court's jurisdiction. The prosecution had argued that those murdered, including women and children, were all innocent. The judge also said he would not write in the ver-
dict that those convicted of murder and sentenced to life must be kept in prison till their last breath in view of their good conduct while on bail and in jail. The government had the right to remit the life sentence after 14 years if it wished to, but Judge Desai appealed to it not to invoke the provision. The court earlier turned down the conspiracy theory in its verdict. The one who got 10 years in prison was convicted of attempt to murder and 12 others, including Vishwa Hindu Parishad (VHP) leader Atul Vaidya, were held guilty of rioting
and arson and given seven years in prison. The families of the victims said their fight for justice had not ended. Zakia Jafri said she was a witness to the “brutal” killing of her husband. “They stripped him, chopped off his limbs and burnt him alive on the street. Is this the punishment for that brutal killing?" asked the 78-yearold woman who has been fighting a lengthy legal battle for justice. Indicating she would approach the higher court, Zakia said she would talk to her lawyer for the next step. Civil rights activist
Teesta Setalvad said it was a “diluted and weak” judgment and vowed to appeal against it. “Eleven people were given life imprisonment since they were convicted in serious offences. But the biggest disappointment for us is the rest of the convicts, including 12 given seven years of imprisonment,” she said. The Gulberg massacre was among 10 deadliest incidents during the riots investigated by the Supreme Court-appointed Special Investigation Team (SIT). The massacre at the Gulberg society, which was home to upper mid-
dle class Gujarati Muslims in the Hindu-dominated Chamanpura area of Ahmedabad, was one of the most horrific outbursts of violence during the Gujarat riots which were sparked off by a train burning at Godhra that led to the death of 59 Hindus, mostly VHP supporters. The Gulberg killings took place when a 2 0 , 0 0 0 - 2 5 , 0 0 0 -s t ro n g armed mob attacked the housing society. Witnesses would later say that police failed to rescue the victims despite their repeated requests -- and though the area was located in the heart of Ahmedabad.
AhmedAbAd, June 17 (PTI): Zakia Jafri, the wife of former Congress MP Ehsan Jafri who was among the 69 killed in Gulberg society massacre, today expressed dissatisfaction over the verdict in the case, saying the court did "injustice" to her. She also said that she will approach the high court against the verdict of the special SIT court which today sentenced 11 convicts to life imprisonment in the case. Zakia is particularly unhappy with the sevenyear jail term awarded to 12 convicts and 10-year sentence to one other convict, who were held guilty for lesser offences not including murder. She is also miffed with the acquittal of 36 others in the case. "I don't understand why 11 were given life imprisonment and some are given just seven or ten years of imprisonment. Why this selective approach as they all were part of a violent mob which killed people inside the society. This is wrong justice. The court did injustice to me," Zakia said while talking to reporters. "I was there in the society when the violent mob brutally killed my husband (Ehsan Jafri). He was an MP, yet he was hacked to death and burnt alive in the middle of road. Today's verdict is not sufficient for such crime. I wished that court had given lifer to all of them who were involved in the crime," she said. According to her, those who were acquitted were also guilty and should be punished. "My fight for justice will continue. Why these 36 were acquitted? Did they save any resident of the society? They were also part of the mob. I am not at all satisfied with today's verdict. I will approach the high court against it, Zakia said. A special SIT court here today sentenced 11 convicts to life imprisonment in the case of burning alive of 69 people, including former Congress MP Eshan Jafri, in the 2002 post-Godhra violence. The court awarded ten-year jail term to one of the 13 convicted for lesser offences while 12 others have been given seven-year sentence each. However, her son Tanvir Jafri said there was definitely "some sense of closure" at the convictions but it would have to be seen why some of the accused were not convicted. "We will definitely contest in the High Court some of the acquittals," he said. Former SIT chief R K Raghavan who had probed the incident, welcomed the judgement.

A staggering 1,275 people died in police custody in India between 2001 and 2013 but less than 50 per cent of custodial deaths led to a case being registered, data from the National Crime Records Bureau (NCRB) shows. The deaths in judicial custody - or in prisons-reported by the National Human Rights Commission (NHRC) are much higher. About 12,727 people are reported to have died in judicial custody between 2001 and 2010. The data for the later years (2013 onwards) are being compiled, according to the Home Minister’s reply to a Lok Sabha question. Since the turn of the century, the least deaths were reported in 2010 (70),
while the most were reported in 2005 (128 deaths). On an average, 98 people die in police custody every year in India. The data does not reflect the “true picture”, according to Torture in India 2011, a report by the Asian Centre for Human Rights (ACHR), as it does not include deaths in the custody of the armed forces. The report also cites instances where custodial deaths were not reported to or recorded by the NHRC. Maharashtra, Andhra Pradesh and Gujarat had the most custodial deaths during 2001-2013 while Bihar reported only six such cases. Among the large states, Haryana filed a case for every custodial death during the period. The states of Manipur, Jharkhand and Bihar also registered cases for 100 per cent of custodial deaths,
India takes up with Bangladesh the IS death threat to Ramakrishna Mission
neW deLhI, June 17 (IAnS): India on Friday said it had raised with Bangladesh the death threat from suspected Islamic State militants to a priest at the Ramakrishna Mission in Dhaka. The Bangladesh government has assured "full support and protection" and has beefed up security at the Ramakrishna Mission premises, External Affairs Ministry spokesman Vikas Swarup said in a statement here. He said the Indian high commission in Dhaka "had contacted both the Bangladesh police and the Ministry of Foreign Affairs". "We are also in a direct contact with the Ramakrishna Mission in Dhaka," Swarup said, adding that the Bangladesh government has strengthened police presence around the office of the Indian spirituality movement. Swarup said the First Secretary, Consular, in the Indian High Commission visited the Ramakrishna Mission on Friday to review the security at the complex. This comes a day after a priest of the mission filed a complaint with police that he received a letter from the
Islamic State Bangladesh chapter threatening his life. The letter, according to the Daily Star, reads: “You are Hindus, Bangladesh is an Islamic country. You cannot preach Hindu religion in the country. Go to India. Otherwise, you will be hacked to death." Bangladesh has launched a nationwide crackdown on the militants after targeted killing of minority leaders continued unabashed across the country. Recently, a volunteer of a Hindu ashram, Nityaranjan Pandey, was hacked to death in a series of such killings in Bangladesh. Pandey was associated with Sree Sree Thakur Anukulchandra Satsang Ashram in Pabna Sadar, Rajshahi, of Bangladesh. The Islamic State-affiliated militant groups have claimed most of these killings even as the Bangladesh government has been repeatedly dismissing the presence of the global terror group in the country. It says that such attacks are carried out by homegrown militants. Some 12,000 people linked with terrorist groups have been arrested in the police crackdown on militants this year.

neW deLhI, June 17 (IAnS): Becoming a member of the Nuclear Suppliers Group (NSG) will not have any impact, positive or negative, on India's civil nuclear programme, noted expert on nuclear technology G. Balachandran said on Friday. At a roundtable discussion on 'India and NSG Membership' organised by the Indian Pugwash Society and the Institute for Defence Studies and Analyses (IDSA), Balachandran said that the membership would be helpful in strengthening investment for the nuclear power sector but there will be no 'tangible' gain. "The NSG membership will have no impact, whether positive or negative, on India's civil nuclear programme', given the fact that India has already been granted the waiver in 2008," a statement from IDSA
quoted Balachandran as saying. "India's desire to be a member of the NSG comes from its conviction that the NSG is a useful forum to advance global non-proliferation objectives, and further that India can contribute positively towards that end by being a NSG member". "Therefore, while India would certainly welcome the NSG membership, it would not stand to gain anything tangible in its civil nuclear programme," he said. Commenting on China's resistance to India's membership, Balachandran said China is fighting the battle for Pakistan. "China is probably fighting Pakistan's battle and looks to seek an assurance from India that if it became a member, it would not block Pakistan's move to become a member in the future," he said.
mumbAI, Jun 17 (PTI): Union Road Minister Nitin Gadkari today said the government was working on a scheme under which highways in far-flung areas can be used for aircraft landings and take-offs, and airports can be made where none exist. "Along with Defence Ministry, we are thinking on a proposal. We are making our national highways of cement and concrete. We can use them as airports and are identifying sites. The vehicular traffic will be stopped when an aircraft will be landing and once it leaves, the vehicle traffic will resume," Gadkari said at an event by Forum for Integrated National Security (FINS) here. He clarified that the plan was to use the highway network to handle both civilian and military aircraft movement. The discussions are being held
with the Defence Ministry because many of these sites can be near the border areas, he said. Even as he declined to disclose the sites which can be used for such aircraft movements or the number of such sites, Gadkari cited pockets in Arunachal Pradesh, which can benefit from such an arrangement. He added that the traffic was also low in Arunachal Pradesh which can easily facilitate the flight movements as is being envisaged. When asked if the roads will be able to take the aircraft, Gadkari said a majority of the new highways are being built of cement and concrete, which can comfortably take such loads. It can be noted that a few years ago, the Indian Air Force had landed one of its frontline fighter aircrafts on a highway in north India to
assess defence preparedness. Gadkari elaborated that separate holding areas can be created along a highway where the aircraft can taxi to after landing, and can come back on the highway for take off after de-boarding and boarding. He said having such an arrangement, where the road was put to use for multiple uses will be very cheap as compared to erecting a full-fledged airport. Gadkari said the government has accorded high priority for expanding air connectivity and wants to build 350 airports across the country. Meanwhile, making a case for ending corrupt practices at ports, Gadkari said the network of "liasoning and servicing agents" which ensure passage of containers should be destroyed. He also welcomed complaints in this regard.
India, Thailand to forge close ties in defence and maritime
neW deLhI, June 17 (PTI): India and Thailand today decided to ramp up cooperation in the fields of economy, counter terrorism, cyber security and human trafficking besides forging closer ties in defence and maritime security. The announcement was made in New Delhi after Prime Minister Narendra Modi held extensive talks with his visiting Thai counterpart General Prayut Chan-o-cha. The leaders said early conclusion of a balanced Comprehensive Economic and Partnership Agreement is a shared priority. PM Modi said both the countries have prioritised completion of India-Myanmar-Thailand Trilateral highway and early signing of the Motor Vehicles Agreement between India, Thailand and Myanmar. Following the delegation-level talks, in which also Army Chief General Dalbir Singh Suhag was also present, two agreements - Executive Programme of Cultural Exchange (Extension of CEP) for 2016-2019 and an MoU between Nagaland University and Chiang Mai University, Thailand - were signed.
In a bid to attract tourists from Thailand, especially to the Buddhist sites in the country, PM Modi announced that India will soon facilitate double entry e-tourist visas for Thai citizens. Talking about the issue of terror, the prime minister said both countries were aware that rapid spread of terrorism and radical ideology pose a common challenge. In our shared objective to combat these challenges, India is particularly grateful to Thailand for its assistance and cooperation, he said. "Beyond terrorism, we have agreed to further deepen our security engagement in the fields of cyber security, narcotics, transnational economic offenses and human trafficking," PM Modi said while addressing the media. Noting that India and Thailand were also maritime neighbours, he said both the countries have agreed to forge a closer partnership in the fields of defence and maritime cooperation. merce, PM Modi said a more "diversified commercial engagement" between both countries would not only benefit the respective economies but also enable greater regional economic prosperity. He welcomed the first meeting of the India-Thailand Joint Business Forum to be held later today. He said that besides trade, there are also ample avenues for greater manufacturing and investment linkages. We see a particular synergy between Thai strengths in infrastructure, particularly tourism infrastructure, and India's pri-
orities in this field. "Information Technology, pharmaceuticals, auto components and machinery are some other areas of promising collaboration. We also see early conclusion of a balanced Comprehensive Economic and Partnership Agreement as our shared priority," he said. The two prime ministers held wide-ranging discussions on bilateral, regional and multilateral issues, with a common goal to work closely towards the 70th anniversary of their diplomatic relations and beyond, it said. Both the countries recognised the importance of bilateral trade and noted
that the economic relations are deep rooted in the existing framework, including bilateral Free Trade Agreement, ASEAN India Trade in Goods Agreement and Early Harvest Scheme, the release said. PM Modi welcomed Thai investments in India in the potential areas under the 'Make in India' initiative, especially in the manufacturing sector, infrastructure development, tourism and hospitality facilities. He said Thai companies will invest in the development of the Buddhist Circuit and construction of five high-end hotels. "The Prime Minister of Thailand invited Indian investments to Thailand under the cluster development policy, which is a newly initiated program aimed at enhancing investment in focused areas," a joint statement said. The policy will help expand the investment network between the two countries in various mutually beneficial sectors, including information technology, pharmaceutical, automotive parts, chemical products, machinery and parts, bio-technology, and R&D, it said.

Florida news website TCPalm reported that Mateen, who worked as a security guard, was frequently suspended while he was in junior high and high school, and was passed to the next grade despite poor academic performance. It cited records from St. Lucie County schools.
CONGRESS UNDER PRESSURE The attack sparked a new debate over how the United States responds to Islamist militant violence at home and abroad, with Republican Senator John McCain telling reporters on Thursday he viewed Obama as "directly responsible" for the Orlando attack because of his failure to prevent the rise of Islamic State. No formal deal between the parties for votes was announced, and it was unclear when and how the Senate would proceed with the votes, which would be amendments to an appropriations bill funding the Commerce and Justice departments. Even if votes are scheduled, it is unclear whether any of the bills could gain enough support to pass the Senate. Parliamentary Secretary for Jails, Science & Technology S. Hukavi Zhimomi met Union Minister of State for Home Kiren Rijiju at the latter’s north block office in New Delhi on June 15. The Union Minister was apprised of the pathetic conditions of the only central jail and other district jails in Nagaland. Hukavi highlighted that the jails need proper infrastructure and basic facilities like CCTV. He also pointed out the need to set up women jail, medical cell and modern prison in the state. Meanwhile, the Union Minister assured to include Nagaland state under modernization of prison and also assist the state in setting up modern jail.

Zunheboto, June 17 (DiPR): Chief Electoral Officer (CEO) of Nagaland, Sanjay Kumar (IAS) visited Zunheboto on June 16 and held a meeting with the District Administration, District HoDs, Supervisors, BLOs, GBs and NGOs at VDB Hall, Zunheboto Town. Sanjay Kumar highlighted the problems of bogus voters, double registration, enrolment of underage and outsiders in the electoral roll. Stating that Election Commission of India (ECI) has initiated many programs like NREPA and NERP for purification and clean electoral roll, he urged for cooperation from every grassroots level official. The CEO also underscored the need of inter departmental cooperation to improve facilities at the polling stations. Joint CEO, Moa Aier said that the purpose of visiting the district was to get first hand information on electioneering process from the stakeholders. He also spoke on relevant Articles and Sections in Indian Constitution which relate to duties
and responsibilities of both officials and the citizens. Moa also stressed that mass declaration of vote to a particular candidate during election by village council as seen in print media is illegal and will be prosecuted as per the constitutional law in future. Corruption, he stated, must be eliminated from grassroots level for which village councils, BLOs and voters must ensure free and fair elections. The programme was chaired by DPO (DVBD), Dr. Benny Ao, while technical session with PowerPoint presentation was taken up by DVBD Consultant, Sentimongla Walling. The trainees were informed in view of anti-malaria month that the ASHAs are to carry-out activities of blood slide collection and reach out to the unreached areas. The

Kohima, June 17 (mexn): ATMA Chiephobozou and Botsa Block conducted a demonstration programme on sericulture at Tsiesema Farm on May 17. Farmers from both the blocks attended the demonstration programme, where Extension Officer (Tsiesema Farm in charge) Keneizetuo Khro highlighted the various processes involved in sericulture along with its pros-
pects. The farmers were exposed to the various activities involved in sericulture. The rearing season of eri silkworm, young age rearing technology, major food plant, plantation technology and season, late age rearing technology were the topics discussed during the programme, according to a press release. Meanwhile, ATMA Chiephobozou block conducted demonstration on soya-
bean, summer vegetables and use of biofertilisers at Tsiesema village on June 2. The demonstration programme was attended by members of two FIGs from the village. The various cultivation practices were shown to the farmers, who were also taught about the uses and benefits of biofertilisers. Soyabean seeds and other summer vegetable seeds along with biofertilisers were distributed to the farmers.

Ponge Konyak as General Secretary. Meanwhile, Eshak presented an ambulance procured under BADP 2015-16 scheme to the people of Aboi block. The ambulance will be temporally managed and maintained by the widely known ‘Elenex Club’; the rural people will be given priority to avail the service. The topics covered in the training were grower group certification procedures, standard for soil fertility, pest and disease management, duties of the Internal Control System personnel and other necessary documentations for organic farming. Vikato Kinimi has stressed that co-ordination between the doctors in the district is imperative for the smooth functioning of health programmes and better health service delivery in the district. He said this during the monthly district health review meeting cum co-ordination meeting held at the Medical Superintendent’s Office, Dimapur on June 14. Meanwhile, Dr. CW Tungoe, Medical Superintendent, DH, highlighted the issues faced by the District Hospital and requested all health personnel to support and stand united during any emergencies. Dr. K Vikato Kinimi and Dr. CW Tungoe also deliberated on the grievances highlighted by the health providers and a committee headed by Dr. Antoly, Dy. Chief Medical Officer was constituted to look into the grievances and issues highlighted by the staff. Currently working and selling her products from her home, Gugu stated that being a small entrepreneur in Nagaland, it’s really hard to get funding from the State government to expand one’s business. Revealing the dismal scenario in the State, “I’ve been to few departments, but disappointedly my project was turned down. I think to get any aid from the government here in Nagaland, you need to be related or a close friend or the higher ups and what’s even more disappointing is the fact that so many bogus and fake projects and individuals avail these funds
and spend it carelessly.” Despite these setbacks, she continues to soldier on saying, “I have no regrets for taking the decisions that I took. rench fashion brand Marie Claire is foraying into the Indian market, and will soon launch a prêt collection aimed at the 20 to 40 years old women. Marie Claire has come exploring the Indian markets with a tieup for ready-to-wear clothing with Indian manufacturing and marketing giant Epic Brands Pvt Ltd.
The line's launch will take place on June 22. Marie Claire and its Indian partner have big plans for the country's market with its offerings which are suited for smart and stylish won. Late Eder goal sends italy through to last 16

tOulOuSe, June 17 (aP): Eder's late goal gave Italy a 1-0 win over Sweden on Friday at the European Championship, and a spot in the round of 16. The Brazilian-born striker curled the ball into the bottom right corner in the 88th minute after substitute Simone Zaza headed on a long throw-in from Giorgio Chiellini. Sweden striker Zlatan Ibrahimovic was once again kept quiet. Whenever Ibrahimovic had the ball in the middle, Italian defenders swarmed around him. The striker did have a chance in the first half but he headed a free kick wide of the near post. The Italians opened the tournament with a 2-0 win over Belgium. Now with six points, Italy is assured of a spot in the next round no matter what happens in the team's final Group E match against Ireland on Wednesday in Lille. Sweden has one point and will next face Belgium. The close marking of Ibrahimovic freed up space on the left for Martin Olsson, and the fullback went close with a shot that sailed over the bar. Ibrahimovic also managed to shoot over the bar from near the goal line, but the offside flag was up. Italy had few chances throughout the match, although it had threatened minutes before Eder's goal when Marco Parolo headed Emanuele Giaccherini's cross off the crossbar. Before the Group E match, Sweden coach Erik Hamren promised a brighter start compared to the Ireland game and his players didn't let him down. Ibrahimovic had an early chance when Kim Kallstrom whipped in a dangerous cross from the left, but Chiellini made a headed clearance.

India's maiden entry into Hockey Champions Trophy final
lOnDOn, June 17 (IanS): India reached the final of the Hockey Champions Trophy for the first time after Britain and Belgium played a dramatic 3-3 draw to finish below the Asian Games champions at the completion of the round-robin stage here. In the summit clash on Friday, India will meet world champions Australia, who defeated them 4-2 in their last league match of the six-nation tournament on Thursday. India got seven points with two wins, two losses and a draw. Germany
and Britain ended with six points each and will clash for the bronze medal. Belgium had five points while South Korea bagged three points. Australia totalled 13 points with four wins and a draw. India had won only one medal in the 36 editions of the Champions Trophy - a bronze in 1982. James scored 41 points, delivering another magnificent performance with no margin for error, Kyrie Irving added 23 and the Cavs sent the finals packing for California by beating the rattled Golden State Warriors 115-101 on Thursday night to even this unpredictable series and force a decisive finale. Cleveland saved its
season for the second time in four days and will head back to Oakland's Oracle Arena for Sunday's climactic game with a chance to become the first team to overcome a 3-1 deficit in the NBA Finals, and give this title-starved city its first major sports championship since Dec. 27, 1964. ''One more game left,'' James said. ''I'll play it anywhere.'' James added 11 assists, eight rebounds and again outplayed two-time MVP Stephen Curry, who fouled out and was ejected in the fourth quarter. The Warriors never imagined being in this spot.
The defending champions, who powered their way to a record 73 wins in the regular season, won the first two games by 48 combined points. But Curry and Co. have lost their touch, their poise and are in danger of seeing their historic season - and a second title - vanish.
