“BJP is going to position itself as far as elections in the (Nagaland) state are concerned,” said Union Minister of State for Skill Development & Entrepreneurship (independent charge), Rajiv Pratap Rudy on June 20. Rudy, who reached Nagaland today, said that he was assigned Dimapur by the Prime Minister to lead the International Yoga Day celebration in Nagaland on June 21. Speaking to the media at the Police Guest House, Chumukedima, he said that the BJP’s presence is growing across the country starting from municipal polls. Queried on the party’s prospects in Assembly election bound Nagaland in the backdrop of the ‘Cow Slaughter’ ban, Rudy was diplomatic while the citing the ‘rights’ as guaranteed in the Constitution of India. At the same time, he added that a “constitutional con-

DIMAPUR, JUNE 20 (MExN): The Nagaland Tribes Council (NTC) today stated that work on the 4 lane Dimapur-Kohima road project should not be stalled by anybody under any circumstances, keeping in mind the recent setbacks the project has faced. A press note from the NTC reminded the state government that unhindered execution of the work, quality work as per specifications, completion of the project on time and security of the contractors and their field workers are the primary duty of the government. “As much as

the credit of the successful completion of the project goes to the credit of the government; that much discredit will also go to them should anything go wrong with the project. We call upon the state government not to soft paddle with any element trying to stall the progress of the work,” it said. VHP calls for scrapping minorities’ panel Govt all set to ring in GST at NEw DElhI, JUNE 20 (IANS): The VHP on Tuesday accused National Commission for Minorities (NCM) Chair Syed Ghayorul Hasan Rizvi of fanning separatism and demanded its scrapping, a charge Rizvi rejected and said the panel is bridging gaps between different communities. The VHP’s criticism came after Rizvi, newly appointed to the NCM post, announced resumption of a commission helpline service to enable persons directly contact the statutory panel with their grievances. “NCM Chairperson

minorities, not just Muslims, and that it cannot be wished away. “The NCM was constituted in 1992 by an Act of Parliament to safeguard the constitutional rights of all minorities, not just Muslims. It does not matter what any individual or organisation thinks about it,” Rizvi told IANS. Rizvi said it must have been formed after a need for it was felt. “Our job is to bridge the gap (between the majority and minority communities), not create any resentment,” he added.

“As for the helpline, we are just reviving an existing helpline that has been lying defunct for 4-5 years due to technical reason. The idea behind the helpline is that those who cannot approach the commission through written communication, can avail the service of helpline,” Rizvi said. In August 2014, the Lucknow bench of the Allahabad High Court upheld the constitutional validity of the National Commission for Minorities Act, 1992, and held that the Act did not discriminate on the ground of religion.

Govts using Facebook, Twitter for promoting lies, propaganda: Report

loNDoN, JUNE 20 (IANS): Governments and individuals are widely using social media platforms like Facebook and Twitter for promoting lies, misinformation and propaganda to manipulate public opinion around the world, an alarming nine-countries study has said. According to the new set of studies from the University of Oxford, countries like Russia, where around 45 per cent of active Twitter accounts are bots and Taiwan -- where a campaign against President Tsai Ing-wen involved thousands of heavily co-ordinated accounts sharing Chinese mainland propaganda -- contribute to the dirty politics on social media. The reports, part of Oxford Internet Institute’s ‘Computational Propaganda Research Project’, include Brazil, Canada, China, Germany, Poland, Ukraine and the US.

Citing Philip Howard, Professor of Internet Studies at Oxford, The Guardian reported on Tuesday that “the lies, the junk, the misinformation” of traditional propaganda is widespread online and “supported by Facebook or Twitter’s algorithms”. One of the techniques to alter people’s opinion is to build fake accounts to automate them to like, share and post on the social networks. According to the report, these accounts serve to game algorithms to push content on to curated social feeds and drown out real issues by populating social networks with untrue information. As the number of likes and shares is large, users tend to believe the content that manipulates their opinion. The researchers found that in the US, the propaganda took the form of “manufacturing con-

sensus” -- creating the illusion of popularity so that a political candidate can have viability where they might not have had it before. “The illusion of online support for a candidate can spur actual support through a bandwagon effect. Trump made Twitter centre stage in this election and voters paid attention,” said the US report. The report also found evidence of institutional support for the use of bots. “Bots massively multiply the ability of one person to attempt to manipulate people. Picture your annoying friend on Facebook, who’s always picking political fights. If they had an army of 5,000 bots, that would be a lot worse, right?” Samuel Woolley, the project’s Director of Research, was quoted as saying in The Guardian. One country that the researchers found different from others was Germany where fear of online de-

stabilisation outpaced the actual arrival of automated political attacks. Germany has implemented world-leading laws, requiring social networks to take responsibility for what gets posted on their sites. “Germany leads the way as a cautionary authority over computational propaganda, seeking to prevent online manipulation of opinion rather than addressing already present issues,” the report noted. Last year, German Chancellor Angela Merkel accused technology giants Facebook and Google of “narrowing perspective” and demanded that they make public their privately-developed algorithms. Ever since the results of the US presidential elections were declared, Facebook was accused of spreading and promoting fake news that favoured the win of Donald Trump.

NEw DElhI, JUNE 20 (PTI): Reminiscent of India’s tryst with destiny at the mid-night of August 15, 1947, Parliament’s historic Central Hall will host a function on the intervening night of June 30-July 1 to ring in the nation’s biggest tax reform -- GST. Announcing that the switchover to the good and services tax (GST) will kick in at the stroke of midnight, Finance Minister Arun Jaitley said the hourlong function will mirror the contribution made by different political parties and states to the revolutionary new tax regime. The circular-shaped Central Hall had previously hosted a function that marked 50 years of Independence. President Pranab Mukherjee, who had piloted the first Constitutional Amendment Bill to bring in GST in 2011 when he was finance minister with the previous UPA regime, will share the dais with Prime Minister Narendra Modi on the occasion. Also on dais will be former prime ministers Manmohan Singh and HD Deve Gowda, apart from Vice-President Hamid Ansari and Lok Sabha Speaker Sumitra Mahajan. DIMAPUR, JUNE 20 (MExN): With jurisdiction over the entire state of Nagaland, the Central Board of Excise and Customs (CBEC) has created the office of Commissioner of Central Tax Dimapur Office for administering the Central GST and Integrated GST portion of GST. The creation of office was stated in a notification from the Union Ministry of Finance on June 19 and will come into force on June 22. K Ashi Khieya a 1991 batch IRS (Customs and Excise) officer has reportedly been transferred to take over as Commissioner of CGST Dimapur. The Dimapur office will come under the jurisdiction of Chief Commissioner Guwahati, which also has jurisdiction over the entire North East states except Sikkim. Assam has two Commissioner Office – Principal Commissioner Office in Guwahati and Commissioner Office in Dibrugarh. All the other states have one office based in their respective capitals viz., Agartala, Aizawl, Imphal, Itanagar, and Shillong. The Central Government is set to roll out the Good & Services Tax from July 1. state finance ministers, Jaitley said, adding that all the members -- past and present -- chairmen of the GST Council and the Empowered Committee of State Finance Ministers have been invited. GST, he said, over the medium to long term will lead to a rise in revenues of the Centre and states as the size of the formal economy will grow. GST being a more efficient system will also result in better tax compliance, the finance minister stressed. However, in the short term, “there will be some challenges” in switchover to GST, he pointed out

Asked about industry bodies talking about small and medium enterprises not being prepared for the switchover to GST, Jaitley said July 1 as the rollout date has been announced well in advance and so “nobody had any business not to be ready”. Besides, additional time has been given in the initial period for filing of the results, thus giving enough time to prepare for the transition, he said. On the anti-profiteering clause in the GST law, he said the provision has been made as a deterrent which is not intended to be used unless forced to.

Wokha, June 20 (Mexn): The Ralan Area Eloe (women) Hoho and Ralan Area Baptist Churches Union have appealed to the Chief Minister of Nagaland to revoke the transfer order of the SDO (C), Ralan, Thungchanbemo Tungoe for the sake of the people in the area. In an appeal letter to the CM,

Ralan Area Eloe Hoho (RAEH) stressed that the service of the SDO (C) is still required in Ralan. “We understand that transfer and posting is a part and parcel of the Government servant. However, seeing the works of the incumbent SDO (Civil) with our own eyes, we strongly feel that his service is still required here at the border, Ralan,” stated the letter issued by Orenboni Lotha, president and Khonbeno Ovung, general secretary. It emphasized that he knows the current Ralan issue inside out and there are many border and other land related issues which are yet to be resolved. The Hoho further stated that at

the time when Ralan was burning because of the conflict between the Adivasi and Naga communities, Thungchanbemo was posted as SDO (C) cum Border Magistrate, Ralan on people’s demand and right from day one till today he has been sacrificing for the area with utmost devotion and sincerity. “Because of his dedication and hard work our fears are being removed gradually. Suddenly we were informed that he is being transferred out, like our hands and legs have been cut off,” it added, while also expressing shock and sadness at the transfer order. Union attested that after the posting of the incumbent SDO (C), Thungchanbemo Tungoe to Ralan, “peace has ushered in the area due to his sheer dedication and sacrifice.” Besides the many land issues, the union said, the area is facing a “very sensitive religious issue” which created law and order problem. “With the intervention of the incumbent SDO (C) the situation has been saved. The issue is yet to be resolved. The incumbent knows the issue in detail and the matter is under study by him,” it added. In this light, the two organizations appealed to the CM to revoke his transfer order and retain him as the SDO (C) of Ralan.

Some reports say that the number of domestic workers in India may be up to 40-50 million. There are about 3,75,000 domestic workers in Assam alone. North East has a large number of women and young girls enrolled in domestic work yet unrecognized and a decent work status denied to them. They are often called maids, servants, kitchen girls and Aiyas. “It is high time to ratify ILO C 189; ‘Decent Work for Domestic Workers’ so that their work is recognized, they are paid a decent wage and are treated as workers with respect,” Ferrando Domestic Workers Alliance (FDWA) asserted in a brochure. Speaking during the free distribution ceremony of computer sets to the government colleges in his office chamber at the Civil Secretariat, the Chief Minister pointed out that Nagaland is ranked No. 5 in IT sector in the country and expressed happiness to the IT department for achieving the ranking. Stating that the Naga students will have no problem with the advancement

ongoing State’s flagship programme in re-skilling and up-skilling the Naga youths who are already self-employed in construction sector, informed a press release from Monitoring & Evaluation Cell, YOCW. Based on the NSDC curriculum, trainees under the programme are trained for one week and awarded certificate as Assistant Mason, it added. The team from the Di-

Tuensang, June 20 (Mexn): Phomla Hoichem Tuensang unit has condemned the rape of two children aged 5 years and 7 years in Tuensang Town on June 15 by a 21-year-old man. Mizoram’s largest civil organisation, the Young Mizo Association (YMA) on Tuesday said that it will raise fund for victims of floods and landslides that hit the state since June 9. The Executive Committee of the Central Committee of YMA, who met on June 19, unanimously decided that the donation will be collected in all YMA branches across the state in aid of those victims who have been badly affected by floods, landslides and 'other natural calamities'. The YMA also asked people to generously come forward and extend aids and helping hands to the victims. It further urged other NGOs within and outside Mizoram to raise and donate fund in aids of the victims of Mizoram’s calamity as per their convenience. Meanwhile, a statement issued by Central

India’s Q1 GDP growth slowest No excuse for firms not to since Q4 2014: Fitch Ratings be ready for GST - Arun Jaitley NEW DELHI, JuNE 20 (REutERs): Indian small business has been given enough time to prepare for the July 1 rollout of a new national Goods and Services Tax (GST), Finance Minister Arun Jaitley said on Tuesday, ruling out any further slippage in the timeline. Jaitley, addressing a news conference, said there would be initial challenges after launching the tax, which will require all but the smallest businesses to file three detailed returns online every month. But, with 6.5 million firms already registered for GST and more expected to sign up, there was no excuse for firms not to be ready for what has been billed as the biggest tax reform in India’s 70-year history. A decade in the making, the GST would bring down barriers between more than 30 states and territories, unifying India’s $2 trillion economy and 1.3 billion people into a single market. The government says it will boost both commerce and state revenues. “We have been saying for the last six months it would be July 1

It’s not a complicated process,” he said. Jaitley said he anticipated, over the medium and the long term, that improved tax collection under the GST would cause revenues to grow, and the spending capacity of India’s federal and regional governments would increase. “Consequently, it should have a positive impact on the GDP,” said Jaitley. “The size of the formal economy should also increase.”

MuMBaI, JuNE 20 (IaNs): Global credit rating agency Fitch Ratings said the 6.1% year-on-year (yoy) growth of Indian gross domestic product in the first quarter of 2017 was the slowest growth rate since the fourth quarter of 2014. The rating agency also said the recovery in global growth is strengthening. According to its Global Economic Outlook issued on Monday, Fitch said: “Indian GDP growth slowed significantly to 6.1% yoy in 1Q17 from 7.0 % in 4Q16. This was the slowest pace since 4Q14.” Fitch said the domestic demand accounted for the bulk of the slowdown. “It appears that the cash squeeze of November 2016 - whereby the government pulled 86% of cash in circulation out of the economy virtually overnight - finally did have a material impact on spending,” it said. According to Fitch, the lagged effect of demonetisation on the economy is quite puzzling - as the ef-

preciated Rev. Dr. Khehovi Shohe, Director SBC, under whose leadership the conference is being held. He said the SBCK was hosting the conference since it stood for peace building in the society and also informed that an inter-denomination Sumi Christian Fellowship has been started in Kohima. He expressed the hope that the coming together of all Sumi pastors would contribute to peace building and a better society. Kikheto urged upon the pastors to work towards unity among themselves and carry the message to the Naga national political groups. “If you do not

unite among yourselves first, then your preaching about unity to the NNPGs will not be taken seriously,” he said. “Our disunity in the church, NNPGs etc should not cause inconvenience to others,” he added. Kikheto told the church leaders to live by example and bring positive changes in the society especially Sumi community where “no one is below the other and behaves like a Tiger.” He stressed on the need for the Church to out-rightly condemn factional killings and all sorts of crime. Pointing out to the huge number of associations within the Church, Kikheto called for minimizing such

associations and concentrate on winning souls for the Lord. “Even conferences and crusades are being conducted becoming more like a competition than to bring positive change,” he added. Stating that the Church and the government were not enemies against either, Kikheto urged the pastors to preach their congregation about respecting the government as mentioned in the Bible. Pastors of SBAK and SABAK presented special numbers during the programme. Pastor, SBCK, Dr. Hokheto delivered the sermon. The conference will culminate on June 21.

How Well Informed Are We

D

ating the ‘Information Age’ to the early eighties when the internet came into operation and the computer had just been born, one can say, people around the world have become more well-informed since then. Today, in the so called age of information, the question is how ‘well-informed’ have we become and what exactly are people well informed about. Are people better informed about science and technology and various other fields of social science studies? Whatever the case, information and being well-informed should define our times. But in our case, ‘technology’ and ‘information’ is yet to come of age. It is here to stay but because of the ignorance to fully exploit its potentials and also its uses, we have not let it serve the real purpose. Rather, it has taken control over our lives and taking us through a merry ride in a virtual world, a testament that we are becoming less informed in this age of information. This paper had carried a comprehensive three part series on the status of ‘Information Technology’ in the state and the status is indeed appalling. The case of the government websites clearly shows that it is poorly managed without being properly updated and thereby the masses are either ‘misinformed’ or ‘uninformed.’ It also sets a dangerous precedent because such inadequacies are bound to mislead the people especially those who access information from such websites. The not so serious attitude of the people towards these inadequacies and resigning to the present condition is also a sad reflection that we have not realised the importance and the need to be well-informed. But, it only shows how inadequate we are in this age of technology and information. On the other hand, it is also a reflection of how the government functions. The websites may be as good as dead but one is clearly aware of the many covert activities and the not so glorious ways by which things get done. As such, giving important information for general public consumption often becomes ‘hidden’ and ‘classified’ and by the time the ‘truth’ is revealed the matter is barked in social media but without sustaining it to the desired conclusion. For a government that has been talking about good governance through transparency and accountability, and yet struggling to provide good governance, there are ways to ‘reach out’ to its citizens as a measure towards good governance. E-governance is one but the question is the ‘tech savvyness’ of our legislators. As the situation stands, there are only two plausible cases – it is either ignorance of proper usage or scared of interacting with the people on issues that concerns ‘developmental truths.’ The question of affordability does not arise here. There are various levels of governance, but whatever the case is, we are denied of a right to be informed coupled with our inability to pursue it which is more often compounded by the style of ‘covert functioning.’ On the other hand, technologies and the various medium which enable information are wide open but we have let technology and social media take control over our lives so much so that we rather enjoy ‘cheap and quick information’ while those hard information that not only broadens the spectrum of knowledge but also create a sense of awareness are seldom pursued. It is time that we realise the importance about the need to be both informed and well-informed and most importantly knowing what it means to be well-informed and about what. Extortion: The Bane of our Society

ecently the NSCN (IM) was at it again, brutally manhandling a Volunteer at Peducha area and shutting down all ongoing works on highway expansion. Reason... Sovereignty Tax (read EXTORTION). This incurred the wrath of the Kiruphema Youth Organisation (KYO) and the Angami Students’ Union (ASU), and rightly so, with the ACAUT right behind. Not a whimper out of the State Government... perhaps it had not officially received information, like in the ‘Pillai Sir’ criminal case! Our memory is so short! A few years back the GoIsponsored highway project through Chakhabama, Zunheboto, etc. was abandoned due to multiple commission/extortion by the concerned politicians, bureaucrats, technocrats, etc. and various armed factions. To cover its misdeeds the State Government requested the Central Government to raise the construction value by an absurd percentage. Even the GoI, which is not bothered with the open loot here in Nagaland as long as there is some semblance of peace, smelt a huge rat. WHO SUFFERED because of this GRAND LOOT? We, the Public; and we will continue to ply on that excuse-of-a-highway because there is no other option. For how long are we planning to continue to suffer (a really stupid question indeed)? The ULB election had generated so much disgust (partly for the wrong reasons) coupled with extreme violence (totally uncalled for). Was it because, as is famously known, the Government of Nagaland is a Paper Tiger? Now we are strangely silent, as if it is the problem of the KYO and ASU... and ACAUT, and we have nothing to do here. Maybe the barrel of the AK47 sends shivers down our spines? We are truly a generation of cowards, except for a brave few who stood up against the atrocities of some armed faction not so long ago. Our brave, honest ancestors would have hung their heads in shame if they were here today. The AH 1 (Kohima-Chumukedima section) also faces the same fate as the other, almost forgotten highway (except for those regularly plying over it). Civil Societies of Nagaland... don’t shy away from your responsibilities. Please come out in the open and support the KYO, ASU and ACAUT. It is not their fight alone. Their fight is OUR fight. The general public is looking up to you for leadership. GOD SAVE OUR HIGHWAY!

Why ‘Free’ Speech Is Not Always ‘Costless’

Confusion over what ‘free speech’ means stems from equating the two different senses in which it is used: free as in unconstrained, and free in the sense of not having a price or cost

A

recent CBI raid at the premises of the owners of NDTV, over an old case involving a partial waiver of interest on a private bank loan that was settled, has sparked off yet another round of debates and soul-searching about freedom of the media, the spectre of authoritarianism and more broadly, freedom of expression in India. Some of the positions are predictable and partisan. To say that one should separate the owners of the company from the company itself (and therefore not see this as an attack on NDTV), or that everyone is equal in the eyes of the law, may be technically correct. However, they are rather disingenuous given the realities of India. There is a long history of ruling parties in India using government institutions to settle political scores – after all, the CBI was described as a caged parrot by a Supreme Court judge during Coalgate and as the Congress Bureau of Investigation by the BJP when it was in the opposition. Given the power that the government has over the lives of ordinary citizens, it is not a stretch to say that the Soviet-era quip “You show me the man and I will show you the crime” rings true in this context. Similarly, private and public organisations, from companies and political parties to various branches of the government, are all subject to disproportionate influence by their owners or leaders, though in an ideal world this shouldn’t be the case. Therefore, as much as they have to take the blame when something goes wrong (for instance, Vijay Mallya emerging as the poster boy of all that is wrong with crony capitalism in India) if they are targeted by a government organisation, the claim that it has nothing to do with their organisations rings hollow. This is especially true in the present case when the charges don’t appear compelling even to commentators generally sympathetic to the present government. The public debate on this issue is marked by the usual partisan din of charges and counter-charges of selective outrage (whataboutery), and claims of extenuating circumstances for one’s own side (the ‘but’-brigade). More interestingly, it also reveals some avoidable confusion regarding freedom of expression. Perhaps the most pervasive of these muddles is caused by a tendency to equate the two different senses in which “free speech” is used: free in the sense of unconstrained and free in the sense of not having a price or cost. Among private individuals, as much as one individual has the right to say what he or she wants to, the other individual has the right not to listen to

or engage with it. Therefore, for someone to block someone else on Twitter, such as in this case, is not a violation of freedom of expression. Even in the private domain, speech is never free in the sense of not having any cost or consequence. If I insult a friend or hurt his or her feelings, I might be well within my rights to do so but I cannot rightly expect that there will be no impact on our future interactions. The cost of free speech might become more dramatically visible in the relationship between individuals and organisations. A weather forecaster has the right to announce a rainy day when it is expected to be sunny, just on a lark, but the TV channel would be within its right to dismiss him or her from the job for neglecting to carry out his or her duty (although, given the nature of weather forecasts, an excuse of randomness can always be invoked). A teacher does have the right to say two plus two is sometimes five as much as the school has the right to fire him or her. Similarly, a private TV channel does have the right to invite only those of a certain political leaning as commentators if it wishes or if that is what its viewers want. This does not violate the freedom of expression of someone with a dissenting view – he or she is presumably free to voice those on another channel. However, once again, “free” does not mean “costless”. Exercising freedom in this context does affect the organisations’s public image. Fox News in the US calls itself fair and balanced but nobody in their right mind believes in that description. Similarly, the Indian media has traditionally had a left-liberal slant, leaving aside the recent rise of scream-fromthe-screen TV phenomenon of the hy-

perventilating right. So long as viewers are aware of the slant, a media outlet is free to have a slant, but it will not be costless from the point of view of their reputation for objectivity. However, facts should be separated from opinions in this respect. I am entitled to the opinion that my hometown is the best place to live on earth. I am not entitled to publish a news report that manipulates statistics and facts to try to objectively corroborate this view. Similarly, defamation laws exist to protect individuals from unwarranted damages to their reputation. I can say I don’t like someone but I am not allowed to state that he or she did or said something when I can’t back up my allegation. One has the freedom to say what one wants, so long as it can be proved, otherwise, there will be a price to pay in terms of damages and settlements. Fake news is not protected by free speech regulations since it is being sold as news or as accurate. In that sense, it is no different from false advertising or misleading people for private gains. It is protected by freedom of expression laws but not by penal codes against cheating. And of course, neither is any speech that directly threatens public safety or is deemed as inciting violence. However, all this assumes there is a neutral arbiter in the form of the state that enforces laws and ensures that the rights of private individuals or organisations are protected. The state has coercive power over individuals and can punish them in many ways, including imprisonment. A private organisation, in contrast, at most has the right to exclude an individual as an employee, contractor, or a customer. That is why freedom of expression is of paramount importance in the

context of the state’s relationship with private individuals and organisations. Without enough safeguards, a democratic state can easily turn into an authoritarian one. The distinction between private individuals or organisations and the state turns on two related factors: the state is in charge of enforcing the laws that regulate how private individuals and organisations interact, and because of this, it has coercive power. If someone thinks that NDTV is biased, he or she is free not to watch its TV channel or read its news website. No one has that option when dealing with the potentially punitive arms of the state. As I wrote in this space earlier, freedom of expression can only be fostered in an environment where the rule of law works well. Otherwise, all the safeguards mentioned above in mediating among private individuals and organisations fall apart and mob-rule replaces rule of law. But even if the rule of law works well, using the coercive institutions of the state in a way that makes it costly for individuals and organisations to express dissenting views, results in a violation of freedom of expression. Even if it starts with the silencing of the voices that you are not particularly fond of hearing, eventually this results in silencing every voice. And, you will no longer be able to protest if your other freedoms are at stake. Given that with the state one does not any way have the exit option that one has for private individuals and organisations, loss of voice is not a choice one can afford. y 2025 –that’s in less than 8 years from today– 1.8 billion people will experience absolute water scarcity, and two thirds of the world will be living under water-stressed conditions. Now it is feared that advancing drought and deserts, growing water scarcity and decreasing food security may provoke a huge ‘tsunami” of climate refugees and migrants. No wonder then that a major United Nations Convention calls drought ‘one of the four horsemen of the apocalypse.’ See what the United Nations Convention to Combat Desertification (UNCCD) says in this regard. By 2050, the demand for water is expected to increase by 50 per cent. As populations increase, especially in dry-land areas, more and more people are becoming dependent on fresh water supplies in land that are becoming degraded, the Bonn-based Convention secretariat warns. Water scarcity is one of the greatest challenges of the twenty-first century, it underlines, adding that drought and water scarcity are considered to be the most far-reaching of all natural disasters, causing short and long-term economic and ecological losses as well as significant secondary and tertiary impacts. To mitigate these impacts, drought preparedness that responds to human needs, while preserving environmental quality and ecosystems, requires involvement of all stakeholders including water users and water providers to achieve solutions for drought, explains UNCCD. “Drought, a complex and slowly encroaching natural hazard with significant and pervasive socio-economic and environmental impacts, is known to cause more deaths and displace more people than any other natural disaster.”

Drought, Water Scarcity and Refugees On this, Monique Barbut, UNCCD Executive Secretary, reminds that the world’s drought-prone and water scarce regions are often the main sources of refugees. Neither desertification nor drought on its own causes conflict or forced migration, but they can increase the risk of conflict and intensify on-going conflicts, she explains. “Converging factors like political tension, weak institutions, economic marginalisation, lack of social safety nets or group rivalries create the conditions that make people unable to cope. Here, the UN Convention to Combat Desertification reminds that behind these numbers is the links between migration and development challenges, in particular, the consequences of environmental degradation, political instability, food insecurity and poverty and the importance of addressing the push and pull factors, and the root causes of irregular migration. Losing productive land is driving people to make risky life choices, it adds and explains that in rural areas where people depend on scarce productive land resources, land degradation is a driver of forced migration. “Africa is particularly susceptible since more than 90 per vent of our economy depends on a climate-sensitive natural resource base like rainfed, subsistence agriculture. Unless we change the way we manage our land, in the next 30 years we may leave a billion or more vulnerable poor people with little choice but to fight or flee.” Improving yields and land productivity will allow the time to increase food security and income of the users of the land and the poorest farmers, the UNCCD recommends. “This in turn stabilises the income of the rural population and avoids unnecessary movement of people.” The UN Convention to Combat Desertification works with partners such as the International Organization for Migration to address the challenges arising from land degradation, largescale population movements and their consequences, while aiming to demonstrate how the international community could leverage the skills and capacities of migrants along with the remittances, sent home by migrants, to build resilience.

Nagaland Vision 2030: Infrastructure and Connectivity

he ‘Nagaland Vision 2030’ document was unveiled in December 2016 outlines the broad contours of development which the State envisioned to undertake over the next decades or so. In continuation of its series, The Morung Learning highlights key issues for Infrastructure and Connectivity introduction Infrastructure and connectivity are two basic requirements essential for economic development of a region. Visions 2030’ broadly defined the same into road, rail, air, power and communication. One of the major issues in the NER in general and Nagaland in particular, the need for infrastructure is vital due to hilly and mountainous areas on the one hand and sparsely populated areas on the other. Speedy provision of infrastructure and connectivity becomes critical for the economic development of the State. roadways The plan for Integrated, Intensive and Inclusive Agriculture Clusters (IIIACs), urbanization and industrialization in Vision 2030 are all projected to be located along the ‘Approved’ and ‘Declared Highways’, the Nagaland Expressway and the Trans Frontier Nagaland Highway (see table). Thus, these proposals need to be pursued and implemented with utmost urgency as there have been instances of undue delay in implementation of some vital sanctioned projects. For example, the Dimapur-Kohima four lane highway, announced by the then Prime Minister of India AB Vajpayee in 2003 and slated to be completed in 2015, has been initiated only now. Similarly the roads under SARDP–NE meant to connect the district headquarters to the State capital have been embroiled in controversy. The four-laning of AH1 to Moreh and development of highway connectivity to International Trade centres (ITCs) at Longwa, Pangsha and Avangkhu are scheduled to be completed in the medium term plan. It is expected that these will lead to growth of the tertiary sector in the

fields of IT, trade, hospitality, logistics, education, medical and healthcare sectors, power transmissions, transit, transport and financial services. The movements of goods and services and passengers to and fro from Nagaland to ASEAN and vice versa will truly make Nagaland the gateway to ASEAN.

rientation training for Campus Ambassadors and Nodal Officers in connection with the ensuing ‘Special Drive’ was held on June 20 at DC’s conference hall, Kohima. Organized by the Election Department, the training had Additional Deputy Commissioner and Electoral Registration Officer, Kiusumong Tikhir and Assistant Election Office, Kohima, Toshimeren Aier as resource persons. More than 20 schools and colleges from Kohima and Nodal Officers attended the training. At the event, Aier urged the student ambassadors to be the main channel in creating awareness on Clean Election among the students’ community and encouraged them to sensitize the people on the issues of

electoral practices at the grassroots level to enhance quality electoral participation. The electorate, particularly the civil societies of Nagaland, he said, needs deep introspection to fathom “how we fail to uphold the values we profess in our elections.” Saying “Your vote is your right, exercise it; don’t let anybody take away your right,” he also appealed to them to promote the SVEEP campaign for clean electoral practices. Tikhir also encouraged the gathering to create healthy and clean enrollment of electors required to achieve Clean Election and urged them to reaffirm their duties and responsibilities. The Special Drive focusing on enrolment electors between 18 and 21 years will also be launched soon. (MExN)

The status of digital /IT connectivity in the State is through Optical Fibre Cable and mobile technology and current status of connectivity indicates a tele-density of 69 percent. percent by 2020 with at least 4G connectivity. Side by side, the state has an extensive State Wide Area Network (SWAN) in place with 47 (Forty Seven) Nagaland SWAN Point of presence (PoP) Locations as well as services provided by the Common Service Centres (CSC). To create a unified e-Governance infrastructure, Government of India had rolled out National Information Infrastructure (NII) project on a pilot basis at the national level to provide horizontal connectivity upto Gram Panchayat level. Nagaland became the 1st State in North-Eastern region to start the pilot project for NII Peren district. This needs to be extended to the whole State of Nagaland in the next five years.

ately, I have been numbed out of my senses by the idle talks that my parents and elderly neighbours are engaging with. They seem enthusiastic to share and talk about the Naga Political Groups (NPGs); the stories of their exploits and the heroic sacrifices they made in the hands of the occupational forces. Naturally, these narratives seem interesting and there is no doubt that some of them were real heroes. Yet, relating and comparing them to how much of a hero they were, and the counsel to never forget their sacrifices on almost daily basis seem to astound me. And so I usually stop paying any attention to what they say. However, on pondering, something strikes my head - a brainstorm. Imagine them on the battlefield during the final moment of their lives. They surely must have thought or presumed that “I’m doing this for my country; I’m doing this so that the future generations don’t have to go through what I have gone

But sadly, somewhere along the way, the nation that they bled and died for has become so messed up. No doubt, our society has reached new heights and levels that things once unknown are within sights but sadly, not in a good way. Our society has gone down in terms of morality, integrity and values that the Nagas were once known for. We have fallen to greed to such an extent that we have lost all our morality for the love of money and are ready to do whatever it is to get them. The new trend of trying to get easy money and become rich in no time has replaced our moral principles. Corruption has reached a new level that it is not only the government or the state that’s involved in it but the very nook and cranny in every level of the society. The love for worldly pleasures and comforts and declining morality (with topics I rather not mention) has taken root in our society. We were never this way

so why now? The hypocritical extent of our society is that we are willing to sacrifice others even to the extent of killing our own brothers over petty differences but are willing to take and steal as long as it means profit to us. When we are the affected we cry foul saying “it isn’t fair, it isn’t right” or that “ we should ban that or this” but when the time comes we are in the forefront indulging in it (I have even seen people going to the extent of demanding tax on old age pension meant for the elderly). We need to know that we just can’t always get a ‘scapegoat’ for every fault done by us out there but need to own up responsibility and accept the fact that we have ourselves to be blamed for almost everything. Are we not responsible for degrading and destroying whatever little hopes we are nurturing? We the Nagas have rather a subtle way of doing those things we claim we don’t do and so we fail to see the broader vision or the sight of what we are actually doing and as such we can always deny it on the pretext of

one thing or the other. After all that has happened around us, do we ever think or realize that it all began when we decided to take that one wrong little ‘decision’? If only we could change what we did back then, not much can be said over the society that we have become. Like me, I do believe, there must be lots of people who share the same value and resent what we have become. Yet, all hope is not lost as we can see people coming out and trying to change the society that we live in. Their endeavors to change what have been wronged are encouraging signs. But the question remains can we accept the change? Can we accept that we too are at fault? If yes we are heading towards the rising sun if not we are heading towards the setting sun. As far as I’m concerned it would take a mammoth task to backtrack out of our mistakes. Not that everyone has the foresight to see into our own mistakes and we seriously need one but our own ego and pride have stood as a stumbling block to everything. Have we become

our own undoing? Are we the reason that our society is so messed up? Are we not the ones paying for the misadventure of some unmotivated idiot lost in his schemes? Can we hope in the new generation? Maybe the upcoming generation can instill the hope and endeavor and usher the will for a change. On the ending note, if God could show them what would become of the cause of the nation our forefathers fought so reverently for, what would they say? What would they feel knowing that their dreams and ideals are degrading? Frankly, if I were in their place, I would have questioned everything. Modi in Lucknow to lead Int’l Yoga Day celebrations

New Delhi/luckNow, JuNe 20 (iANS): The stage has been all set for grand celebrations of the third edition of International Yoga Day on Wednesday with Prime Minister Narendra Modi and Uttar Pradesh Chief Minister Yogi Adityanath slated to lead thousands of yoga enthusiasts here. The main event of the celebration is to be held in Lucknow's sprawling Ramabai Ambedkar Ground under a partly overcast sky. The Met Office, however, has forecast chances of rain are low. Some 51,000 persons, including several dignitaries, politicians and bureaucrats, are expected to take part in the mass yoga demonstration in the Uttar Pradesh capital, where rehearsals have been going on for over a month. Adityanath and Uttar Pradesh Governor Ram Naik inspected the overall preparations, including the security arrangements, for the mega event, and attended full-dress rehearsals at the spruced up ground. Modi reached Lucknow on Tuesday afternoon. According to private weather forecaster Accuweather, the

sky will be "partly cloudy" and the mercury will hover between 28 and 30 degrees Celsius in Lucknow on Wednesday morning. The chances of rain are less as precipitation level will go down from 28 per cent to 20 per cent from 6 a.m. to 8 a.m., but humidity will be around 80 to 90 per cent. An ardent advocate of yoga, Modi during his monthly radio talk "Mann Ki Baat" had asked three generations of the families to do yoga together on the International Yoga Day -- observed globally on June 21. The United Nations declared it on December 11, 2014, following a resolution moved by India and co-sponsored by a large number of nations. The first International Yoga Day celebration was organised at Rajpath in New Delhi in 2015. Yoga day events will also be organised in all states with the Union Human Resource Development Ministry directing universities and educational institutions to ensure elaborate arrangements to mark the event. Modi's ministers will also perform yoga asanas across the country.

While Home Minister Rajnath Singh and Road Transport Minister Nitin Gadkari will head the events in Himachal Pradesh and Maharashtra respectively, Human Resource Development Minister Prakash Javadekar will preside over the celebrations in Manipur. Urban Development Minister Venkaiah Naidu is scheduled to lead the event at the

national capital where at least seven main events are being organised by civic bodies and yoga organisations. In Delhi, the main event will be held at the Cannaught Place. All India Institute of Medical Sciences (AIIMS) will also hold an event to mark the day with faculty members and students performing yoga. To familiarise citizens with

yoga and its asanas, the Ayush Ministry had started onemonth free yoga camp through the Central Council for Research in Yoga and Naturopathy in almost every district of the country. The training programme started on May 21. The central government has also launched a mobile application to enable people to share their day's experience with the

"The government has of course done much to make it popular worldwide. Indian tradition of yoga is now recognised world over and millions of people practice it," YSSI Chairman told IANS. He, however, suggested that it should not be done on a working day but on a Sunday either or before June 21. "This will enable the working population to participate." BeiJiNg, JuNe 20 (iANS): A day after saying it shared India's concern about terrorism, China on Tuesday said it still had issues in declaring Pakistani militant Masood Azhar as an international terrorist. This is a clear signal from Beijing that it will again block New Delhi's move to act against the Jaish-e-Mohammad (JeM) chief. "At present, some members still have a disagreement over the listing matter," Chinese Foreign Ministry spokesperson Geng Shuang said. Beijing has in the past vetoed India's proposal at the UN Security Council to add Azhar to the list of international terrorists, citing lack of solid evidence against the JeM chief who is accused of plotting the terror attack on the IAF base at Pathankot. "We have talked about our position many times. We believe that the principles of objectivity and professionalism and justice shall be upheld," Geng said. "China stands ready to remain in coordination and communication with the relevant parties on this issue." Beijing's reaction comes a day after India and China expressed growing concerns over terrorism and forged consensus with BRICS countries to step up the fight against terrorism. At the BRICS Foreign Ministers meet on Monday, Chinese Foreign Minister Wang Yi said China was a victim of terrorism and shared India's concern. Indian Minister of State for External Affairs V.K. New Delhi, JuNe 20 (ReuTeRS): Prime Minister Narendra Modi will take up the issue of visas for skilled workers when he meets U.S. President Donald Trump next week in Washington, a senior government official said on Tuesday. Trump has ordered a review of the U.S. visa programme for bringing highskilled foreign workers into the United States, putting technology firms and the outsourcing companies that serve them on notice of possible changes ahead. The review threatens Indian IT services firm such as Infosys Ltd and Tata Consultancy Services which advise large companies on tech issues and carry out a range of tasks for them, relying heavily on the H-1B visa programme. "The H-1B visa issue will be one of the issues on the table during the PM's visit," Trade Secretary Rita Teaotia told reporters. Modi will meet Trump in Washington on June 26. The first meeting between them is expected to lay the ground for a further expansion in ties,

244 new cyber threats reported every minute in Q1 2017 New Delhi, JuNe 20 (iANS): For each minute in the first quarter this year, researchers reported 244 new cyber threats -- a sharp increase of 53 per cent over the final quarter of 2016, a new report said on Tuesday. According to cyber security company McAfee Labs, more than half of 301 publicly disclosed security incidents in the quarter came from the health, public and education sectors. There were 32 million malware samples recorded in the first quarter, and mobile malware doubled in growth in Asia, which contributed to a 57 per cent increase in global infection rates. The largest contributor to this growth was Android/SMSreg, a potentially unwanted programme detection from India. "The report reminds us that deception has evolved from simple threats on a set of simple systems, to complex threats across a wide variety of systems, to entirely new paradigms such as machine learning," said Vincent Weafer, Vice President McAfee Labs, in a statement. Due to "Congur" ransomware attacks on Android OS devices, the number of new ransomware samples rebounded in the first quarter. The number of total ransomware samples grew 59 per cent in the past four quarters to 9.6 million known samples. The report also noted that the total number of Mac OS malware samples grew 53 per cent in the first quarter.

No farm loan waiver, Centre has to meet fiscal deficit target: Jaitley New Delhi, JuNe 20 (iANS): Ruling out Central funding for any state's farm loan waiver, Finance Minister Arun Jaitley on Tuesday said that the government has to meet its fiscal deficit target. "We have got Fiscal Responsibility and Budget Management (FRBM) Act and fiscal deficit target, we intend adhering to it," the Finance Minister told reporters here during a press briefing when asked about the farmers' agitation demanding farm loan waiver in various states. The FRBM committee has set a 3.2 per cent fiscal deficit target for the current year. Jaitley's response comes a day after Punjab announced farm loan waiver following Uttar Pradesh and Maharashtra. Madhya Pradesh has been witnessing widespread protests by farmers demanding loan waiver and remunerative prices for their produce. The number of farmer suicides in the state has gone up to 10. On June 6, five farmers were killed in police firing while another died of his injuries later in Mandsaur district. Jaitley had earlier said that the states which want to go for these kinds of schemes will have to generate them from their own resources. Raising its concern on state governments waiving off farm loans, the Reserve Bank of India (RBI) had earlier said that such actions increase the risk of slippages and contribute to inflation sooner or later.

New Delhi, JuNe 20 (AgeNcieS): Former Calcutta high court judge CS Karnan was on Tuesday arrested from Tamil Nadu's Coimbatore and was taken to Chennai. "Karnan had been found staying in an apartment at Madukarai, near Coimbatore. We provided technical assistance to the West Bengal police, and they arrested him from the apartment," A Amalraj, City Comissioner of Police (Coimbatore), told TOI. Sixty-two-year-old Justice Karnan had been evading arrest since May 9 after being sentenced to six months imprisonment for contempt of court by the Supreme Court. He won the dubious distinction of being the first sitting high court judge to be awarded a jail term by the apex court. Karnan is facing six months imprisonment for contempt of the Supreme Court, retired on June 12,

Justice Karnan, who was transferred to Kolkata after he had kicked up a row by raking up issues against other judges of the Madras High Court, including the Chief Justice, has been untraceable ever since the apex court sentenced him for contempt on May 9. A seven-judge bench headed by Chief Justice Jagdish Singh Khehar held Karnan guilty of contempt and ordered six months imprisonment for him. A team of West Bengal police had rushed to Chennai and other places in Tamil Nadu looking for him but without success. Reacting to the situation, senior counsel and former president of the Supreme Court Bar Association Dushyant Dave told IANS that "it reflects failure on the part of the police in not having found

Kovind, then a little known BJP leader, addressed a press conference at the BJP headquarters here on March 26, 2010, sought that the Justice Ranganath Misra Commission, which had recommended inclusion of Muslim and Christian converts among the Scheduled Castes, be "scrapped" and called the move "unconstitutional". Asked then by an IANS correspondent as to how Sikh Dalits could enjoy the quota privilege in the same category, he responded: "Islam and Christianity are alien to the nation." A Supreme Court ruling on March 25 that year had upheld the Andhra Pradesh government's decision to allow four per cent job quo-

Kovind, an RSS loyalist who worked for the Scheduled Castes and Scheduled Tribes, said the Misra Committee recommendations were not possible to implement. "Including Muslims and Christians in the Scheduled Castes category will be unconstitutinal," the lawyer-turned-politician said. Dalit quota privilege in the country is presently only for Hindus, Sikhs and Buddhists. And the then Congress-led government had flirted with the idea of extending the reserva-

tion to Dalit Christians and Muslims under the Scheduled Castes category. But this triggered a vociferous opposition from the BJP. Kovind also did not agree that convert Dalit Christians and Muslims were educationally backward and said it was a "very well known" fact that they get better education in convent schools. Death of American detained in NKorea baffles experts SEOUL, JUnE 20 (AP): North Korea’s missile and nuclear tests, its carefully scripted propaganda bluster, even its military threats: Far from the scattershot workings of a madman, most of this fits the playbook of a small, proud country well used to stoking tensions to get concessions it would otherwise not receive from surrounding big powers. What happened to Otto Warmbier, an American college student who died just days after North Korea released him from detention in a coma, is far more difficult to make sense of. It jars so strikingly with the fates of most past detained Americans that outside observers are left struggling not only with the mystery of what killed Warmbier but also with what his death means for attempts by Washington and its allies to stop North Korea’s pursuit of a nuclear-tipped ICBM that can target the U.S. mainland. “The treatment of Otto Warmbier is beyond the pale of North Korea’s usual standards,” said John Delury, an Asia expert at Seoul’s Yonsei University. “It’s worth a forceful response. BUEnOS AIRES, JUnE 20 (AP): In a hidden room in a house near Argentina’s capital, police believe they have found the biggest collection of Nazi artifacts in the country’s history, including a bust relief of Adolf Hitler, magnifying glasses inside elegant boxes with swastikas and even a macabre medical device used to measure head size. Some 75 objects were found in a collector’s home in Beccar, a suburb north of Buenos Aires, and authorities say they suspect they are originals that belonged to highranking Nazis in Germany during World War II. “Our first investigations indicate that these are original pieces,” Argentine Security Minister Patricia Bullrich told The Associated Press on Monday, saying that some pieces were accompanied by old photographs. “This is a way to commercialize them, showing that they were used by the horror, by the Fuhrer. There are photos of him with the objects.” Among the disturbing items were toys that Bullrich said would have been used to indoctrinate children, a large statue of the Nazi Eagle above a swastika, a Nazi hourglass and a box of harmonicas. Police say one of the most-compelling pieces of evidence of the historical importance of the find is a photo negative of Hitler holding a magnifying glass similar to those found in the boxes. “We have turned to historians and they’ve told us it is the original magnifying glass” that Hitler was using, said Nestor Roncaglia, head of Argentina’s federal police. “We are reaching out to international experts to deepen” the investigation. The investigation that culminated in the discovery of the collection began when authorities found artworks of illicit origin in a gallery in north Buenos Aires. Agents with the international police force Interpol began following the collector and with a judicial order raided the house on June 8. A large bookshelf caught their attention and behind it agents found a hidden passageway to a room filled with Nazi imagery. Authorities did not identify the collector who remains free but under investigation by a federal judge. “There are no precedents for a find like this. Pieces are stolen or are imitations. But this is original and we have to get to the bottom of it,” said Roncaglia. The main hypothesis among investigators and member of Argentina’s Jewish community is that they were brought to Argentina by a high-ranking Nazi or Nazis after World War II, when the South American country became a refuge for fleeing war criminals, including some of the best known. As leading members of Hitler’s Third Reich were put on trial for war crimes, Josef Mengele fled to Argentina and lived in Buenos Aires for a decade. The ablest and the staunchest and the most consummate patriot ever who led thousands and inspired millions across the region and international arena with his undying spirit of nationalism, all the ranks and files of NSCN/GPRN pays our deepest respect and bow down in honour of our departing “Supreme Commander”. The incredible journey spanning more than half a century in leading the Nagas towards national deliverance is indeed outstanding and unparalleled. Late Shangnyu Shangwang. Khaplang was born on April 7,1940 to Mr Langngee and Mrs Khapvi of Waktham Village, Tangshang Naga tribe, at the age of 23, he was elected as the President, Naga National Convention in the year 1963 and was instrumental in signing NagaKachin peace agreement with KIO/ KIA Chairman late.Zautu in October 1968 and with late Brangseng in 1977 thus ending the misunderstanding between the two brothers that arose during 1964 to 1968 and since then the relationship between the Nagas and Kachins had been peaceful hitherto. In the year 1965, April 7, the nomenclature Naga National Convention was changed to Eastern Naga Revolutionary Council where Mr. Choboh was elected the Chairman, S.S Khaplang the ViceChairman and Mr. Kitiwon as the General Secretary, later in the year 1972 ENRC was again changed to Eastern Naga National Council with Nuri as the Chairman as the Chairman and S.S. Khaplang as the Vice-Chairman. In January 1975 S.S. Khaplang was elected as the Chairman, ENNC with Brig. Thungbo as the Vice Chairman and on March, 1979, the Naga National Council

and Eastern Naga National Council signed a merger agreement and S.S. Khaplang was elected the President FGN and T. Venuh as Vice President, FGN respectively. It was through S.S. Khaplang’s sincere endeavour that the artificially divided Nagas were united under the same political banner of Naga National Council. In the subsequent year 1980, 31st January, the National Socialist Council of Nagaland was formed under the Chairmanship of Isak Chishi Swu, S.S. Khaplang as the Vice-Chairman and Th. Muivah as the Gen. Secy. In the year 1988 a political crisis erupted within the NSCN, however, due to S.S Khaplang’s resoluteness, the NSCN could withstood all the turbulence and sailed past the crisis safely and later became the Acting Chairman and Chairman of the NSCN with late Mongro Dally as the General Secretary respectively in the year 1988 and 1989 and remained the Chairman till his last breath on June 9, 2017. Various accomplishments of NSCN/GPRN under the Chairmanship of S.S. Khaplang1. In 1990, Indo-Burma Revolutionary Front compromising of NSCN,ULFA and UNLF was formed. 2. In 1996 S.S. Khaplang’s leadership, United Liberation Front of WESEA His entire life, from dusk to dawn, winter to summer and for decades till his last breath was woven to the Naga liberation struggle choosing to live a pious revolutionary life in the jungles and make shift camps along with comrades and followers rather than being swayed away by comforts, luxuries

and materialisms unlike many of his contemporaries. Overcoming every political storm, overwhelming temptations and controversies during the tumultuous decades of political sojourn of 54 years in the Naga national service, S.S. Khaplang was the lone Naga leader to have had firmly stood his ground uncompromisingly, salvaged the national struggle from demolishment on many occasions and raised the hopes of our people from nadir to higher level keeping thus the aspirations alive till today. While we mourn our great leader’s demise, with pride and glory, the NSCN/GPRN shares the testimony of our selfless, courageous and visionary leader in the person of S.S. Khaplang who left us at the ripe age of 77 and is survived by wife, three sons and a daughter. May his soul be at peace with God. The NSCN/GPRN once again pledges to carry on forward the unfulfilled dreams and hopes and visions of our great leader and appeal to every Naga to uphold the spirit of nationalism exhibited by our departed leader during his life time and to walk together in the everlasting footprints imprinted upon the rock of ages. was shocked to learn about Shurhoo’s departure in the Nagaland Post this morning in a very mysterious circumstance. Shurho was a very special person to me, not merely because we were in the same programme in the Government, but because he was a genuinely good person. He didn’t have a University degree, but he was street smart, very skilful in his work, never backed down on any given assignment, totally reliable, ever ready to help and very humble. For almost a decade we worked together- me as the Nagaland State MCH Officer and he as the Cold Chain Technician and I relied on him completely. Many years before that, he drove me to my first post in Aghunato of Zunheboto Sub-division in Mokokchung district in July 1976 with shovels, spades and daos. He knew that those tools were needed for in many spots along the way, we had to stop and cut away fallen trees & branches

and shovelled the mud clear of the narrow road till we reached our destination late in the evening. Since then we made many trips together around the State and those who know him will also know that travelling with him was always a joy, because he had many exciting stories to tell you, beginning from the invasion of his village by the Japanese soldiers during the WWII. Apart from our official works together, I am indebted to him for life because he used to solve many of my mechanical problems at home also. He was my hero at our work place. But, long before we became official colleagues, when I was still a school boy in Kohima in the 1960s, Shurho-o was my hero in the Football field and continued to be so till he stopped playing in mid 2000s(?) and became a referee. He was a defender, a back and that was where few balls passed. I miss my hero, I miss his voice, I miss his quick and smart movements.

I pray that some concern associations and unions do the same in Kohima and other districts of Nagaland before the denizen break their last remaining bone. Earlier, many organizations have given ultimatum to the concern department of the Government of Nagaland but later pull back the same and throw it into the thin air before its fulfillment. Such organizations are less trustworthy. The demand of the public that are just and right should be met on time. The Government need not wait for bandh or another letter of ultimatum. I wonder where the buses and cars would ply – road, river or cliff. There are less roads in Nagaland. Are buses inaugurated to swim on the road? Let Naga Scientists and engineers build water proof buses and cars for Nagaland. Everything is initiated for good purpose, yet it has no ground to stand. Many Officers (government and private) look so tired at the early hours of the morning because they pass through many big holes to reach the nearest office. If we count the number of potholes from Chumukedima to Dimapur, I am sure it will enter the “Guinness World Record, 2017.” Let us

Can all the existing associations come together to seek our rights and privileges as Nagas. Shall we call all the officials who illegally ate up the finance of Nagaland to come and eat the dust or drink the distilled water from the beautiful pools on the road? This will be the most satisfying dinner because you will surely praise your own cooking style. This is what they have cooked for Nagas to eat. Innocent Nagas continue to eat such diet everyday without any strong and sincere complain. This is the face of “Swachh Nagaland.” Mr. Narendra Modi must be invited to partake such dinner pack. Hats off to all those who have made Nagaland headless and roadless. I really salute you with two hands. You deserve it.

The anti-corruption crusade which is at its crescendo of popularity and a diminished lost of public faith in the institutions is a direct result of public anger over persistent corruption, lack of transparency and accountability in political system. Nagaland has well-earned a place for itself among the most corrupt States in India. It's almost a non-issue to have politicians worth enough to stand the test of public trust and instances of campaign funding are hardly probed

into. The Campaign for 'Clean Election' launched by Nagaland Baptist Church Council(NBCC) has created a 'buzz', among Citizens and it has for good open a debate on why it is imperative on the part of Society to start taking responsibility in fixing the 'mess' which has accumulated over the years, where the ruling class remaining aloof and nonresponsive. What has contributed to this is the mass-scale Corruption, Proxy Voting and cash-for-votes during election is a familiar phenomenon. Then what ethical qualities and morality, one can expect from the Candidates? Mortgaging of

votes makes one disenfranchised. Clean Election is crucial because with vote comes a voice. Clean Election are an important steps towards empowerment and re-asserting the trampled voice. Critical development efforts cannot succeed without a legitimate and democratically elected government that is responsive and accountable to its citizens. Election provides an important opportunity to advance democratization and encourage political liberalization. Voters should be fully conscious of the value of his vote and the power of the ballot as the most potent instruments of Change.

There are certain elementary actions that need to be taken before electing a candidate that is responsive to the people. It has to ban the practice of outside funding of candidates during election, because most candidates after getting elected ends up been the puppet to their sponsors. Voters should also ensure that no candidates with good appetite for corruption are elected. Various Political Parties would do itself a lot of good by empowering independent panels to make Policies in Public Interest. As a pledge to Clean Election all the intending Candidates should voluntarily declare the assets they hold.

There is no alternative to Clean Election at this juncture. It calls for embracing Change, an engine for the growth of Society. We cannot afford to walk over the corruption that has become the hallmark of our system. We cannot allow communalization of politics to hijack good governance. As a voter we should be conscious and know the responsibility as to what we can do for the society. Election ensures that the will of the people is reflected in the formulation of public policies and decision. Elections are the bastion of people liberties and mechanism of putting check on the growth of any dictatorial tendencies.

But now, she's making a comeback to the Maximum City to club-hop with her singing debut, an IndoCanadian single, 'Habitaan Vigaad Di'. Written by Kumaar, the song also features singer-composer Parichay, best known for his racy track 'Aaj Phir Peene Ki Tamannah Hai' from 'Loveshhuda', and reggae artiste and musician Kardinal Offishall, who frequently collaborates with Akon. Nargis features as a 'fantasy chick' in the music video and has crooned the Punjabi chorus. Nargis picked the track, which has sexual undertones, out of two that Parichay had composed and sent to her in LA. Spanish prosecutors accuse Jose Mourinho of 3.3 million euro tax fraud MADRID, JUNE 20 (REUTERS): Spanish prosecutors said on Tuesday they had filed a claim against Manchester United manager Jose Mourinho on two counts of tax fraud dating back to when he coached Real Madrid. The Portuguese manager owes Spanish tax authorities 3.3 million euros ($3.7 million), a Madrid prosecutor said in a statement, adding it had presented a claim to a local court. Mourinho left Real Madrid in 2013 to manage English club Chelsea for a second spell before signing with United in 2016. Prosecutors said he had failed to declare revenues from his image rights in his Spanish income tax declarations from 2011 and 2012, "with the aim of obtaining illicit profits". They said Mourinho had already settled a previous claim relating to his Spanish taxes, which resulted in a penalty of 1.15 million euros in 2014. But
