CHANDIGARH, JuNe 21 (ReuTeRs): Millions across India on Tuesday celebrated the International Day of Yoga, the country’s signature cultural export, with Prime Minister Narendra Modi joining 30,000 participants in a mass session of exercise and meditation. Modi pushed for the annual event to be celebrated worldwide soon after winning power in 2014, lending his political weight to an industry that has grown up around the ancient physical and spiritual discipline and is estimated to be worth $80 billion. The 65-year-old premier, who is reputed to rise at dawn to do yoga exercises before starting work, joined school children, residents and government employees in Chandigarh for an early-morning mass yoga session. “With zero budget, yoga provides health assurance and it does not discriminate between rich and poor,” Modi said in his speech before the session. He also called for a focus on mitigating diabetes through yoga. The number of adults with diabetes has quadrupled worldwide in less than four decades to 422 million, and the condition is fast becoming a major problem in poorer countries, a World Health Organization study showed in April. Yoga guru Baba Ramdev and spiritual gurus Sri Sri Ravishankar and Sadhguru Jaggi Vasudev all supported the yoga initiative, with several events. Modi’s ministers joined in at sessions across India, with several of them posting tweets and pictures. “Extremely happy to be amongst you all to participate and practice yoga,” tweeted Urban Development and Housing Minister Venkaiah Naidu. Hundreds of thousands gathered at spots across New Delhi to join in the government-organised mass yoga sessions in parks and on Rajpath. Last year, the Indian capital set a world record for the largest yoga demonstration at a single site. “I like the idea of yoga becoming the norm in our homes. Seems like fun, and with phenomenal consequences,” Tarot card reader Ruchira Mittal tweeted on social media.

DIMAPuR, JuNe 21 (MexN): Two weeks since the break down of the 2.5MVA transformer at Pfutsero town, the Pfutsero Town Youth Forum (PTYF) has questioned the Department of Power over its sluggish response towards addressing the problem. A press statement from PTYF, while highlighting the undue hardship and suffering faced by Pfutsero citizens, has demanded that a new transformer with higher capacity (5MVA) should be installed at Pfutsero sub-division. The Forum also stated that it will not to accept the repaired 2.5MVA transformer. It also demanded a concrete assurance from the concern department in written format on or before June 25, 2016.

Meanwhile, Bharatiya Janata Party (BJP) Nagaland unit also observed International Day of Yoga at Brahma Kumaris Centre, Kohima. State BJP president Visasolie Lhoungu exhorted the people to adopt Yoga as a way of life for healthy living. He also stated that Yoga has become immensely popular in the international arena, which is also the pride of India. With the objective of providing a suitable political platform to aspiring leadership and public participation towards preserving, protecting and promoting, in letter and in spirit, the inbuilt identity, autonomy and welfare of Nagaland State, a new political party under the nomenclature, Nagaland Congress was launched in Dimapur at Hotel Saramati on Tuesday. Unlike the word, ‘Congress’ which is generally perceived as Indian National Congress, the Nagaland Congress is a regional party with “national in outlook and regional in content.” Nagaland Congress was formed by like-minded senior politicians including ex-Ministers and ex-Parliamentary Secretaries most of whom were formerly members of the Nagaland Pradesh Congress Committee. He informed that the party would contest the 2018 state general elections. Launching the new party, ex-Speaker, NLA, Z. Lohe said that the need of the hour for Nagaland was “change.” “The change can be brought about at the sincere and dedicated initiative of few humble leaders. But a change cannot become complete at the initiative of those leaders alone till positive responses come from the people,” he said. Lohe maintained that Nagaland was in a “total mess” today since it is being managed in the manner of running a private firm. Short speeches were

Having missed to figure in the 23 fast track smart cities, Kohima is now gearing up to compete for another second round of the competition. Kohima scored 51 points (3 points short to get qualify in the last fast- track competition). The state government will submit the revised/ upgraded proposals to the Ministry by June 30 this year. To carry forward the process of the 2nd round competition, views and opinions were taken at state level consultative meeting held here today in the presence of ministers, parliamentary secretaries, MLAs, Administra-
tive Heads of Departments (AHODs) and Heads of Departments (HODs). Addressing the meeting, Minister for Social Welfare & Parliamentary Affairs, Kiyanilie Peseyie said it was the duty of the entire citizen to give effort and contribute their best to translate the dream for Kohima Smart City project into a reality. He said that the remaining ten fast track cities including Kohima, which could not qualify, would now be participating in the main round 2 of the competition and have to submit their revised/upgraded proposals by June 30. Further, Peseyie appealed for the participation of every citizen and all the departments to extend
their cooperation and support to the government so that the aims and objectives of the Smart City project can be fully achieved. Kohima, the capital of Nagaland has a unique topographic setting. The city is characterized by rugged hilly terrain, improved quality of life, surrounded by lush green forest, enjoys a moderate and pleasant climate, and possesses rich historic and cultural heritage which serves as an excellent base for developing the city as one of the tourism destinations of India. However, the vulnerability of Kohima to Natural Disasters is very high. It lies in the seismic zone 5, which makes the city prone to earthquakes and frequent landslides due to heavy rainfall.

Peren, June 21 (Mexn): The Zeliangrong Students’ Union, Nagaland had organized a peaceful rally at Peren Town on June 20 against the backdoor appointment of 16 primary teachers belonging to nonindigenous of Peren District. ZSUN has resolved to stick to their demand unless the concerned Education Department failed to meet their demand within a given stipulated period. The event was chaired by ZSUN Assistant General Secretary. Short briefing on the organized rally was delivered by Amonbo Zeliang, ZSUN President. He also laid down the ‘charter of demand.’ The Union demands immediate termination of all 16 primary teachers before July 5 and the order to this effect must be publicized in all local dailies with a copy endorsed to the ZSUN. Failing to comply with the demand ZSUN will be compelled to initiate its own course of action as deemed fit and any eventuality arising out of the mat-
ter will be the sole responsibility of School Education Department. ZSUN demands immediate conduct of open recruitment on or before August 5 at the District Level for free and fair participation of all indigenous candidates with DC Peren as Chairman, SDEO as Member Secretary Assisted by two representatives each from the School Education Department, ZSUN and Kuki Students’ Organisation, Nagaland. It also demanded that a copy of the result (selected candidates) to be endorsed to the ZSUN and one each to both the representatives of 6th and 7th A/C. The death of Rev Lano Longchar has been the main talk of the society since yesterday. The grief, the respect and love for the departed missionary was amply displayed as nearly two thousand people sat through the whole nearly three hour funeral service at the Indoor Stadium. To put it simply, those who attended the funeral were from all over Nagaland and even outside. “Except for these present youngsters, there won’t be many people who haven’t heard about Reverend Lano Longchar or haven’t heard his soul winning sermons in the many different crusades and church services,” said Sashimeren Jamir, who also attended the funeral and who also was inspired by the sermon of the reverend on different occasions in the past. After the funeral service at Indoor Stadium, the body of Rev Lano Longchar was brought to the Mokokchung Town Baptist Church where a short service was held. Finally, the mortal remain of Rev Lano Longchar was taken to his native village, Longkhum and finally laid to rest.

He also recalled how the Forum for Naga Reconciliation used sports as a tool for the various conflicting Naga political groups to come together as a team. IMPur, June 21 (Mexn): A newly appointed team of office bearers of the Naga People’s Front, 23 Impur Assembly Constituency was inducted today at Kobulong by the president of NPF Mokokchung Diision, Moasangba Jamir in the presence of Parliamentary Secretary for Geology and Mining, Dr.Imtiwapang Aier. Before inducting the new office bearers of the NPF 23 Impur AC, the divisional president in his introductory note welcomed all the former Congress party workers and the sitting elected legislator, who won the last election from the constituency on a Congress
ticket, and exhorted the party workers to bury their past differences and work together to strengthen the party from the grassroots to the top. After initiating the swearing in of the newly appointed constituency leaders, he urged them to work selflessly for the greater good of the Naga people. Moasangba also exuded confidence that the NPF will secure all the 10 assembly constituency seats under Mokokchung district in the next general elections if the party workers stood united. The parliamentary secretary while addressing the party workers expressed appreciation to the NPF for
accepting and welcoming former Congress workers. He explained that the former eight Congress legislators decided to merge with NPF “to work together for all Nagas” to help sole the long pending Naga political problem. He said that both the Congress and the NPF in their manifesto promises to work toward solving the Naga political issue and that the eight legislators therefore supported the DAN government on the matter. However, he explained, the Congress party floated suspension of the eight legislators and then later their disqualification. Recalling that the Congress
party made a “blunder mistake” during 1998 elections by going against the wishes of the Naga people, Aier stated that the eight former Congress legislators decided “not to repeat the blunder again” and therefore resolved to merge with the NPF. Saying that the state will be going to elections again in a little more than a year’s time, Aier called upon all NPF workers to unite and work sincerely to secure all 10 seats in the district. The newly sworn in office bearers of NPF Impur constituency included Takomeren as president, Limawapang, Tekawapang and Maongkaba as vice presidents, Lipoktemsu (Longjang), Masazulu and Lipoktemsu (Mopungchuket) as general secretaries and Shiluyangba and Imtisama as secretaries, with Imkongnukshi as Treasurer. DIMaPur, June 21 (Mexn): Under the initiative of Dimapur District Administration, a health camp was organised by the Department of Health & Family Welfare at Railway Bazaar on June 21. The health camp was organised to provide health services to those affected by the water logging at West Yard, Railway Bazaar Colony, Manipuri Bosti, Chatteswari and Grace Colony and also to prevent any outbreak of diseases.
The health camp was carried out by Dr. Mhashevisu Sothu, Jr. Specialist, District Hospital, Dr. Yiben, UPHC-II and Dr. Anguto, UPHC-I and staff under National Urban Health Mission (NUHM) and Urban Vector Borne Disease Surveillance (UVBDS). Beneficiaries who registered during the camp were screened for any water borne diseases. Around 70 patients were diagnosed and treated after screening for water borne diseases
and skin diseases caused by polluted water. Blood samples were also collected for suspected malaria cases. Free medicines were also distributed under NUHM. Dr. K. Vikato Kinimi, Chief Medical Officer, has informed that the medical department will stay prepared for any emergencies and further requested the citizens to have concerns in removing the stagnant water at the earliest to prevent the outbreak of diseases.

Seminar on ‘Understanding ADCs of Manipur’ held del hi, June 21 (mexn): A one day seminar titled “Understanding Autonomous District Councils of Manipur” was held at Gandhi Peace Foundation Auditorium, Delhi. The seminar was organised by the Naga People Union for Civil Liberties in response to several-issues being faced by the present ADC’s in Manipur, a press release received here informed. Dr. Yaronsho Ngalung, Chairman of Ukhrul district ADCs had deliberated on the theme of the seminar as a main resource person and the entire session was chaired by Dr. Lam Khan Piang, Assistant Professor, Centre for the Study of Social Systems, Jawaharlal Nehru University. The seminar focused on the existing structural issues of ADCs in Manipur and had emphasized on devolution of legislative and judiciary powers the same way ADCs in Meghalaya, Mizoram, Tripura and Assam were empowered. In spite of the fact that, the Autonomous District councils of Manipur was created under the parliamentary Act in 1971, before the Manipur become full-fledged state, it has never been empowered in practice/spirit, the release stated. The seminar also highlighted the issue of political misrepresentations in the Manipur legislative assembly wherein, the total number of tribal representation is just nineteen instead of forty percent of tribal populations in Manipur. Tripura tightens security ahead blockade call AgARTAlA, June 21 (iAnS): Security has been beefed up in Tripura after a tribal outfit called for rail and road blockade on Wednesday to press its demand for a separate state. The Indigenous People's Front of Tripura (IPFT), which has been agitating for the past few years for creation of a separate state, has called for the rail and road blockade at Baramura hill range in western Tripura. The IPFT wants the separate state to be carved out of Tripura by upgrading the Tripura Tribal Areas Autonomous District Council (TTAADC) which was formed by amending the Sixth Schedule of the Constitution in 1985. The TTAADC has jurisdiction over two-thirds of Tripura's geographical area. Over 12.16 lakh people, more than 90% of whom are tribals, reside in the areas administered by the Council.

Traditional irrigation keeps water flowing in Assam BAKSA, June 21 (ThomSon ReuTeRS FoundATion): Ask the farmers in remote Baksa district, in the state of Assam, whether they are affected by climate change and they usually respond with a look of surprise. Across much of India, farmers are struggling to adapt as their crops fail season after season as a result of increasingly unpredictable and often dry weather. But in Baksa, along Assam's border with Bhutan, farmers have never seen their harvest ruined by drought or delayed rainfall, despite having no access to irrigation pipes or water pumps. Their secret is a 100-year-old indigenous irrigation system called dong bandh - a network of canals that uses the downhill flow of the area's rivers and streams to bring water to villagers and their fields. Built, monitored and maintained by locals, the system gives the district's residents access to clean water even as droughts devastate many other areas of the country. "I have 1.6 hectares (3.9 acres) of cultivable land,
and in that I cultivate rice, maize, and vegetables," said farmer Monindra Choudhury, 44, whose farm gets its water from the dong bandh in Okaladonga Barnadi Ashama Aranga. "I am able to grow three crops a year, and this is solely as a result of this irrigation network," he said. The district in the Bhutan foothills is particularly reliant on the rivers and streams that crisscross it, carrying water down from the hills, because digging for underground water is challenging in the area. "This area is rocky and it is very difficult to dig wells or install hand pumps," said Chakradhar Talukdar, a project officer with the non-profit Gramya Vikash Mancha (GVM), a rural development organisation that is researching and documenting the traditional irrigation networks. "Our ancestors started this system of irrigation, and we are reaping the benefits," said farmer Monu Lahkar, 38. IRRIGATION BY COMMITTEE Lahkar is secretary of the Okaladonga Barnadi Ashama Aranga Dong Bandh Committee, one of around 10 local groups responsible for making sure the water keeps flowing to the farms. The irrigation system uses canals dug from a nearby river and then smaller

The 50-member committees put one member in charge of each sub-canal, with the job of monitoring it every day and reporting to the committee about any damage or other issues. Together, the committees and locals have restored much of the irrigation system, parts of which had been abandoned over its century of use. "Over 183.7 km (114 mi) of canals have been restored through cleaning and dredging work, which will benefit over 2,890 hectares (7,140 acres) of cultivable land," said GVM director Pritibhushan Deka. ‘India should have contingency plan for ‘Brexit’ fallout’ New Delhi, JuNe 21 (iANS): The government and the Reserve Bank of India (RBI) should have in place a contingency plan to handle the fallout of Britain’s possible exit or ‘Brexit’ from the European Union (EU), Assocham said on Tuesday. The United Kingdom (UK) is set to vote on Thursday in a referendum on whether it should leave or remain in the EU. “There could be an upheaval in the financial markets out of sheer panic, at least in the short term,” said a statement issued by the Associated Chambers of Commerce and Industry of India (Assocham), citing a study it has conducted. London being a nerve centre for the global firms, a fear factor has gripped the entire financial world, it said. “As a key emerging market and the one which is being preferred by the global fund managers, India could witness wild fluctuations or large outflows in sync with an overall trend. That is something to watch for,” the Assocham statement said. “The Brexit event is coinciding with the concerns over a possible outflow of $20 billion due to redemption of the FCNR (foreign currency non resident) deposits, though the current account situation at this point of time is quite comfortable,” it added. Brexit speculation shaking global economy: WB New Delhi, JuNe 21 (iANS): With two more days to go for the crucial referendum on Britain’s continuance in the European Union, speculation over its exit (Brexit) is making the global economy nervous and the unfolding situation is being closely watched, a top World Bank official has said. “It’s clear that the discussion around Brexit is one of several factors that is contributing to uncertainty in the global economy,” Ayhan Kose, Director of the World Bank Group’s Development Prospects Group, told IANS in an e-mail interview. Kose, however, did not comment on queries over Brexit’s possible impact on India. He said the event was being closely watched by the World Bank, though it does not want to speculate on the outcome. The referendum is slated for June 23. Rules for premature withdrawal of PPF announced New Delhi, JuNe 21 (iANS): The Finance Ministry has announced new rules allowing for premature withdrawal of the Public Provident Fund (PPF) account deposit for reasons such as higher education or treatment of serious ailments. The premature withdrawal will, however, be allowed only after the subscriber’s deposit scheme account has completed five years, the ministry said in a notification. “A subscriber shall be allowed premature closure of his account or account of a minor of whom he is the guardian on ground that the amount is required for treatment of serious ailments or lifethreatening diseases of the account holder, spouse or dependent children on production of supporting documents from competent medical authority,” the notification said. Withdrawal will also be allowed if the amount is required for higher education of the account holder or the minor account holder, on production of documents and fee bills in confirmation of admission in a recognised institute of higher education in India or abroad, the notification said.

Indigenous technology developed to reduce benzene in petrol: Reliance MuMbAi, JuNe 21 (iANS): An indigenous technology to restrict benzene, a carcinogenic element, in petrol and naphtha has been developed in collaboration with the state-run Indian Institute of Petroleum (IIP) in Dehradun, the Reliance Industries (RIL) said on Tuesday. “In a major technological and scientific breakthrough, the RIL and IIP have come up with an indigenous Benzene Recovery Unit (BRU) which restricts benzene content to 0.2 volume per cent in raffinate (return stream to gasoline),” the RIL statement said here. “RIL did the construction and the flawless commissioning of the new process named BRU.” “The RIL-IIP have filed a joint patent for the process to create a strong Intellectual Property (IP) and ‘freedom to operate’ assurance,” it added. The developers are receiving many enquiries for licensing the technology, the statement said. The RIL had entered an agreement with the IIP to codevelop an extractive distillation process. Reliance said there has been an increasing pressure on refiners globally to reduce the amount of benzene and other hazardous air pollutants in petrol/gasoline pool because of health and environmental concerns. In 2011, the US Environmental Protection Agency had made it mandatory for refiners to meet an annual average gasoline benzene content standard of 0.62 volume per cent for all of their gasoline, both reformulated and conventional.

BJP: The Bharatiya Janata Party (BJP) commemorated the day at Brahma Kumaris Center, PWD junction in Kohima. According to press releases, students participated in the global event by taking part in yoga session under the guidance of instructors. 1157 students, including NCC cadets from six educational institutions across Dimapur, participated in the yoga session held at Livingstone Foundation Hr. Sec. School, Dimapur. Andrew Ahoto, Chairman/ Principal of the school delivered welcome speech during the programme, which had Uto Chishi as the instructor for the yoga session. Envisaging our Development Pattern
T
he Nagaland Vision 2020 was envisaged with the “will to excel” as part of the Nagaland State Human Development Report 2004 focusing on key areas of peace, population stabilization, national and international connectivity, sustainable agriculture, infrastructure and services, industrialization and action oriented missions. It visualized a future Nagaland as “an evergreen state, the Switzerland of the east.” As Nagaland prepares the Vision 2030 plan, the begging question is what we have achieved from the vision 2020 plan, and where we are today and what should be our way forward. Assessing our strength and weaknesses and the looming threats at the base of the plan, the pattern of development becomes central to this vision document and thereby the need to conceptualize the term development within our context. This brings us to the key areas of development and how we want to develop. As a footnote, a tragedy to development is that, the State General Election is taken as the parameter of development and the grand promises fails to go beyond lip servicing and thereby the idea of development fails to progress. Now, within the context of our State, a facet of the idea of development should necessarily include restructuring and revamping. Keeping in mind the looming climate of political uncertainty, the present Nagaland Government political set up is in need of re-structuring. Contrary to the idea of ‘government/cabinet expansion’, and considering the developmental results from the existing structure, Nagaland government is currently feeding an ‘oversized’ legislative assembly, which needs to be reduced especially the parliamentary secretaries. Besides their assigned roles, they become a channel for people to engage in unabated corruption. Further, certain sectors like the Nagaland State Transport (NST) and the kind of service it provides calls for serious deliberation on the lines of privatization. Education as a marker of any civilized society is another sector that requires thorough systems revamp and work towards building a system that will bring out the best in every teacher making effective use of human resources towards producing quality and qualified students. The National flagship programme on ‘education for all’ with the motto, “Read All, Progress All” Sarva Shiksha Abhiyan (SSA) came with free goodies but it has had a detrimental effect on the education system of Nagaland. To this end, certain rational measures need to be adopted in addressing the issues related to SSA and further work out possibilities of absorbing the current SSA teachers under the state scheme. In the higher education section, besides the need for structural changes including curriculum/syllabus etc, those students who are unable to pursue higher education due to family financial constraints should be encouraged through special scholarships. Well, there are so many issues that require urgent attention in order to achieve the goal of quality education towards developing human resources. We may talk of development and its associated patterns but without quality education in place economic dependency syndrome jutted by the increasing number of educated unemployed/unemployable will make matters worse leading to increased corruption and illegal activities in the state. One of the strengths of Nagaland lies in her natural resources but currently natural resources which cannot be replaced especially the non-renewable resources are plundered at will greatly. Sadly the policies regarding the extraction of natural resources are inadequate thereby the economic performance remain not only poor but has opened the window towards far reaching detrimental consequences. On another level, tapping of natural resources should be backed by policies that would enhance revenue generation. The pattern of development should be such that, it should look at diversifying the revenue to other sectors to augment development. This calls for proper investment policies especially on revenue generation with focus on shifting the pattern of economic development towards manufacturing and service sectors. Industrialization of both small and big industries is another major concern for economic development. Today, of the two major industries, one is in the ‘process’ of revival and the other is heard no more. The revival of Tuli Paper mill is an urgent necessity if Nagaland is to revive economy. Further, having a pulp centre for the paper mill in each district will definitely lead to work efficiency, employment generation and increased production. To this end of end of industrialization, power and electricity is another major concern. Another big challenge to economic development comes from road and connectivity. Proper roads and connectivity are vital to economic development but the condition of the roads is hampering the economic and social progress of the state. Proper roads and a viable transport system is a lifeline. It will effectively bring multiple socio-economic reforms in terms of economic transformation especially in the rural areas through increased social mobility, booming market, production of consumer goods, reduced poverty which will result in a transformed way of life. These are incentives to augment socio-economic development and a sustainable growth. On the whole, the ‘lack’ of proper roads in Nagaland is a real presentation of a major ‘stumbling block’ in the emergence of Nagaland as an economic powerhouse. The pattern of development especially in the rural sector should necessarily address the problems associated with rapid urbanization. To this end, improved roads and connectivity, a system of agriculture that encourages farming and school education will go a long way in solving the problems of urbanization. Well, for all the failed vision, plans and policies, Nagaland is in urgent need of a proper policy research centre. This will go a long way in transforming visions and developmental models into reality. Nagaland should chart out a pragmatic vision plan and not any grand dream. Above all, this vision should work on patterns that create democratic spaces for growth and development and also a noble vision mission to build a corrupt free Nagaland by 2030. For now Nagaland is in need of ‘peace’ and to come together as a ‘political’ community…and the many ‘unions’ and ‘groups’ are not helping at all. How Zika Became a Global Threat
T
hough the Zika virus was first identified in 1947, little is known about it today. Few researchers have studied the virus because, until the recent outbreak in Latin America, it was not thought to cause serious illness or birth defects. One of the leading scientific experts on Zika is Scott C. Weaver, the director of the Institute for Human Infections and Immunity at the University of Texas Medical Branch in Galveston. In a recent interview, he helped explain how Zika came out of Africa, crossed the Pacific Ocean, came to Brazil and became a dangerous public health threat. How did you first come to be interested in the Zika virus and what were your initial thoughts about it? I’ve worked on a number of different arboviruses throughout my career. About 10 years ago I started working in a location in eastern Senegal. When I started this project I wasn’t particularly interested in Zika. The main focus of the work was mainly chikungunya and dengue. But the Zika virus was interesting because it showed up much more often. And then in 2010, we were contacted by a Navy lab in Cambodia that had detected a small outbreak of a flu-like or dengue-like illness. We helped them diagnose that some of these cases were Zika virus infections, and we were able to isolate a strain of the virus from one of these patients. That increased our interest even more. And then of course when the virus reached French Polynesia in 2013, I think everybody started to take notice. It probably reached the Americas in late 2013, but when the outbreak was detected in Brazil last year, then of course the whole world took notice, especially when the microcephaly cases started appearing, and it was clear that something different was going on. What do you think changed? Did the virus mutate or was there some change in the environment that you think may be responsible for the birth defects? There are two main hypotheses at least in my mind. One is that the virus has changed recently; probably circulating somewhere in Southeast Asia, or maybe after it arrived in French Polynesia. It either became more virulent, more likely to be transmitted to the fetus or some other reason more likely to trigger Guillain-Barre syndrome. The other possibility that we’ve actually been focusing on here is that the virus became more transmissible by urban mosquitos. So far we haven’t found evidence to support that, so I think the hypothesis that may be even more likely is that Zika virus has always had the potential to cause these neurologic diseases at very low frequencies. And because these viruses are probably circulating endemically in Africa and Asia and people get exposed little by little through the course of their life and there’s always a cer-

tain level of immunity in the population that prevents these big explosive outbreaks, that these diseases have always been happening. But they’re rare, they don’t occur in major clusters because the transmission isn’t at the same levels due to immunity in the population, and we just never noticed them before. A lot of people remember the Ebola outbreak in West Africa. Some people will certainly recall SARS and avian flu and other infectious disease of recent years. Are we having more epidemics every year, or does it just seem that way? I think we have had a couple of reemergences that are certainly larger than in the past and have spread probably much more rapidly than in the past. Looking at Ebola as one example, I’m sure you know that the West African outbreak was far larger than any other outbreak detected before. There are probably several explanations for that including it reaching a part of Africa with very limited public health infrastructure, reaching larger urban centers where there’s more opportunity for rapid spread. In the case of chikungunya which I think is the other best example before Zika, we knew that chikungunya had done this in the past: emerged from Africa into transmission cycles in urban areas of Asia, probably even the Americas in the pre-scientific era. It’s possible that Zika has been in the New World in the past, before we had the ability to detect it. But I doubt whether any large Zika outbreaks occurred because I think some of the clinical characteristics would have been noted in the old literature. The rash, I think, is particularly distinctive
and itchy, and the lack of the more severe symptoms that you see in dengue and chikungunya maybe would have been noted. I think that global travel is certainly a big part of this. There’s so many people flying so quickly around the world, and then there are other factors. This chikungunya outbreak exploited the recent spur of the Aedes albopictus from Asia all over the world. Before that dengue exploited urbanization in the tropics and the dramatic rise of Aedes aegypti populations along with all those people. As a researcher, what kind of changes would you like to see in how the country responds to an epidemic, whether it’s Zika or Ebola or whatever is to come in the future? First of all, in constant dollars the N.I.H. [National Institutes of Health] budget has declined, I think, about 22 percent roughly over a decade’s time. We rely almost completely on N.I.H. funding to keep our labs running. So, not only does it mean we get less research done, but it means it’s harder and harder to attract the brightest young people into a career in academic science when they see how unstable the funding is, how subject it is to the politics going on in Washington or even at the state level. I think on the smaller temporal scale related to these outbreaks, I think the idea that we respond a little too late to Ebola, dump a lot of money into it, and then one or two years later we’re talking about moving Ebola money into Zika. It’s just a crazy idea that’s going to come back to haunt us. I think we really need to have a funding mechanism that provides emergency funding to deal with immediate outbreaks,
but we also need to have stable funding that allows scientists to do longterm, sometimes high risk approaches to solving some of these problems. Like controlling Aedes aegypti. If we could affectively control Aedes aegypti, this Zika outbreak would have never left French Polynesia to reach the New World. The other side of this is our public health infrastructure. In this country our ability to control mosquitos, which is really the only thing we can do about Zika right now if it starts circulating in the U.S., is a patchwork of programs run mostly at the county level with a huge variation in financial resources. Some of the poorest counties in Texas, for example, in the Rio Grande Valley are probably at the highest risk for the Zika circulation and have the least resources to do anything about it. Presumably what you said about funding and poorer counties not being able to do more applies to Puerto Rico too, which is where much of the outbreak in the United States is so far? Absolutely. In the United States, Puerto Rico has by far the biggest problem. They have an active outbreak and they’re entering the rainy season now. It’s very bad in Puerto Rico, plus they’re in the middle of this economic crisis. They do have a Centers for Disease Control laboratory there, so they have a little bit of extra support with things like diagnostics. But the C.D.C. doesn’t have anywhere in its mission to go out and control mosquitos, they provide advice and support to local entities that do that. This interview has been condensed and edited.
From Somalia to Afghanistan: Dangers Local Journalists Face valentina ieri

n Sunday, June 5, three reporters were killed: Somali broadcast journalist Sagal Salad Osman, Aghan journalist Zabihullah Tamanna, and American photojournalist David Gilkey. Gilkey and Tamanna, who was Gilkey’s interpreter and fixer were killed together in Afghanistan. Fixer is a term for a local journalist who helps international journalists find sources and stories when they are visiting a foreign country, however in media reports on international journalist deaths, they are often not recognised as also being journalists. “Drivers, fixers, translators, are by definition probably also local journalists. There were cases in Afghanistan and Iraq, where translators were targeted for working with Americans, both journalists and military. That shows how local fixers and local journalists are often at greater risks,” Courtney Radsch, Advocacy Director for the Committee to Protect Journalists (CPJ), told IPS. “Local journalists are the one who mostly get harassed, killed, or arrested, because they report on local issues around corruptions and politics, which in certain cases is even more dangerous than war. It is much more common for them to become a target.” “It is less common for a foreign journalist to be arrested,” she added. Sagal Salad Osman, who was killed in the western part of the Somali cap-
ital, was a local reporter for state-run Somali National Television and Radio Mogadishu. Like her, in December 2015, another female reporter, Hinda Hagi Mohamed was killed in Mogadishu, presumably by al-Shabaab militants. Award-winning David Gilkey and his interpreter and reporter, Zabihullah Tamanna, were on an assignment for the U.S. broadcasting network, National Public Radio (NPR), when they were attacked in an apparent ambush while travelling with an Afghan army unit, in the Marjah district, Afghanistan. CPJ reported that 65 journalists were killed in Somalia since 1992. 59 of them were confirmed to be killed because of their job. Four journalists were still unconfirmed. Two were media workers, such as fixers, translators and drivers. 80 percent of these reporters were locals, and 20 percent internationals. In Afghanistan, CPJ figures show that 29 confirmed reporters, one media worker, and 6 unconfirmed reporters were killed since 1992. This time, 34 percent were locals and 66 percent foreign reporters. Regardless of whether international or local media are targeted, it is important to make sure that their deaths are reported widely, says Radsch, since international attention to media deaths can help make journalists safer on the ground.
“Keeping journalists safe, is not just about being an activist about it, but actually covering and making sure that investigations are set up,” she said. The three journalists killed this week join a long list of reporters who have lost their lives working in countries experiencing political turmoil. In condemning these attacks, the Director-General of the UN Educational, Scientific and Cultural Organization (UNESCO), Irina Bokova, said: “The right of media workers to exercise their professional duties in safe conditions must be recognised in the interest of society as a whole.” Since the adoption of Resolution 29 in 1997, UNESCO has been on the front lines for the protection of the right of freedom of expression, and the right to receive information. Sylvie Coudray, UNESCO Chief Section of Freedom of Expression told IPS that in 2012, UNESCO took responsibility for the UN Plan of Action on the Safety of Journalists and the Issue of Impunity, which aims to create a free and safe environment for journalists and media workers, increasing recognition of the need to address journalist safety and impunity for crimes against journalists. “It is the first systematic UN-wide plan that brings every relevant actor to the table in a universal concerted effort, including UN agencies, national governments, academia, civil society,

and media outlets and institutions,” said Coudray. Despite the significant progress that has been made by the UN – remarked Coudray – also with the adoption of the U.N. Security Council resolution 2222, which condemns all forms of violence against journalists, there has been, however, an upward trend since 2013 in the number of cases of killings of journalists, which is in part due to various ongoing conflicts around the globe. “Threats to reporters and media workers remain numerous. From attacks, arbitrary detention, harassment, kidnappings to killing, the ultimate form of censorship,” continued the UNESCO Chief Section of Freedom of Expression. Coudray continued – “What makes the situation even harder is the prevailing climate of impunity with more than nine out of ten cases of journalists’ killings remaining unresolved, (this) also fuels a cycle of violence against the media.” According to CPJ, in 2016, 13 journalists – plus another ten who were classified as unconfirmed – were killed in the eight deadliest countries, among whom Afghanistan was ranked number four (1.Yemen 2.India 3.Iraq, 4.Afghanistan, 5.Mexico, 6.Guinea, 7.Syria, 8.Turkey). In 2015, 73 reporters – plus two media workers and 25 unconfirmed journalists – were killed in the deadliest countries, among which Somalia was ranked number nine. In both years, over 80 percent of the reporters killed were locals.

History and people: The term ‘Konyak' is believed to have been derived from the words ‘Whao' meaning ‘head’ and ‘Nyak' meaning 'black' translating to ‘men with black hair'. They can be grouped into two groups, namely “Thendu”, which means the “Tattooed Face” and “Thentho”, meaning the “White face”. The Thendu group is mostly found in the central part of Mon district and Thenko group mostly in the upper part and in the lower part of the district in Wakching area. Linguistically, the Konyaks come under the Naga-Kuki group of TibetoBurman family with each village having its own dialect. The dialect of the Wakching village is commonly used as the medium of communication. A unique feature of the Konyak tradition is the practice of the Angh system. There are two different kinds of Anghs among the Konyaks, Pongyin Angh or Anaghtak Anghyong (the Great King or Monarch/ chief) and Anghha (small king). The Pongyin Angh is found only in some Thendu villages. In a village where there is no Pongyin Angh, an Anghha is appointed. Such a village becomes a subject village to the Pongyin Angh from whose family the Anghha is appointed. The Anghha and the village council consisting of an elder from nokphong (clan) take care of the village administration. Altogether, there are seven “chief Anghs” within Mon District, namely (a) Mon (b) Chui (c) Shengha Chingnyu (d) Longwa (e) Shangnyu (f) Jaboka and (g) Tangnyu. The chief Anghs of these villages rule over a group of satellite villages under them, some of which are in Arunachal Pradesh and in Myanmar but have strong customary and traditional relationship with

the rest villages in Mon District. Konyak village is divided into different sections called the Baan (pronounced Paan). The baan is like the 'Morung' of the other Naga tribes. Interestingly, the term Baan is also used to denote the traditional institution of learning young men learnt the of war, traditional arts and crafts, hunting, folk dances and songs, wrestling and other traditional games and sports. It also served as a centre for religious and social activities. Another place Ywo was also a centre of learning for women. Today the Ywo and Baan system are almost non-existent. Festivals occupy an importance place in the lives of the Konyaks. The three most significant festivals were Aolingmonyu, Aonyimo and Laoun-ongmo. Aolingmonyu is celebrated in the first week of April, celebrated after sowing of seeds and marks the beginning of a new year. Its religious significance is to appease (Kahwang/ Yongwan) God for a prosperous harvest. The Aonyimo is celebrated in July or August with pomp and gaiety after the harvest of the first crops like -- maize and vegetable. The Laoun-ongmo is a festival of thanksgiving and is celebrated after the completion of all agricultural activities. The Konyaks are hospitable in nature, warm hearted and fond of merry-making. Elderly men indulge themselves with “Khalap” which is black tea and a kettle is always left in the fireplace for boiling black tea. The Konyaks are skilled in the art of making firearms. They are also skilled in handicrafts like basket making, cane and bamboo works, brass works etc. Shangnyu and Chui have been declared as ethnic
villages providing a rich educational research work for anthropologists. These two villages are ruled by the chief Anghs. Traditional architecture and old sculptures provide historical background of the past of Konyaks and their culture and tradition. Vital Statistics: The District can be divided into two regions topographically, namely the Upper Region comprising Longching, chen, Mopong and Tobu areas and the Lower Region comprises Mon, Tizit and Naginimora area. The foothills lie adjacent to the plains of Assam i.e., the Tizit and Naginimora areas. The hill ranges extend from the foothills to the slopes of Naga Hills and Patkai Range in the Eastern side of the District. According to 2011 census, the district has 131 villages and two statutory towns viz., Mon Town and Naginimora Town. The district had a population of 250,260 persons with the Density of Population (Persons per sq Km.) at 140. The overall Sex Ratio Total (Number of females per 1000 males) was at 899. The overall literacy rate stood at 56.99% with 60.94% male and 52.58% female. The Village having highest population was Monyakshu at 6,886 persons while Angphang is the largest village. Flora and Fauna: Mon District presents picturesque scenes with lusty rich green forest, which provides a natural habitat to different species of flora and fauna. Administration: The district is looked after by a Deputy commissioner under whom there are 14 administrative revenue circles each headed by either an Addl. Deputy commissioner/ Sub-Divisional Officer (Civil) or an Extra Assistant commissioner. The present names of the administrative circles are: Naginimora, Tizit, Hunta, Shangnyu, Mon Sadar, Wakching, Aboi, Longshen, Phomching, Chen, Angjangyang (erstwhile Longching), Mopong, Tobu and Monyakshu. Dimapur – Hell or Heaven?
We are shaped by our surroundings. Surroundings—be they cities, towns, or villages—tend to be an influencing force in molding, not just our sense of belonging, but also our sense of citizenship. And as citizens, we have, to borrow Henri Lefebvre words, ‘the right to the city,’ where we transform ourselves by changing the city, for we are what we create. Indeed, the cities we build are the narratives we have of ourselves and our communities. Hence, it is essential to recognize these implications of the city on citizen’s well-being, especially in societies torn between tradition and modernity.

s the popular saying goes, every coin has two sides. Here is one side of the coin with regards to our city, Dimapur. Dimapur is the largest city in Nagaland, and rightfully, is known as the commercial hub of Nagaland. It is the city with one of the fastest growing economies. I have lived in Dimapur for a decade, and things have changed drastically in every field. Dimapur is a city of great variety. One can find tiny shops, and next to those, large stores. Dimapur is also, as some would say, a city of education, where students from different backgrounds come in search of knowledge. I see Dimapur as a city where there is no discrimination, where everyone has the right to follow their dreams. But is Dimapur really this wonderful city of dreams as one would want it to be? Well, I don’t think so. And this is the other side of the coin, the uglier side. The first problem that one can observe in the Dimapur is the horrible condition of the roads. The abundant potholes, varying in different shapes and sizes, give the public an amusement park sort of ride, which is pathetic. If we want-

Cans, bottles, wrappers, the garbage floats everywhere. It shows that Dimapur also lacks a proper garbage disposal system, or maybe we aren’t disposing garbage the way we are supposed to? Whatever the case may be, it’s the pe-

Dimapur is home to the scenic Kachari Ruins, the ever fun Zoological Park, and even the street markets, it’s absolute bliss. Vendors from far and near come together to sell their local products: medicinal herbs, delicious and organic vegetables, hand-made products like baskets, shawls, and all household products at reasonable prices. So, the other side of the coin says, there is a part of Dimapur which is an absolute ‘heaven’. At the end, it is down to us, do we really need our city to have two sides? Let us try to look around, analyze, think, and decide whether Dimapur is a hell or heaven. Dimapur is our home, and maybe it’s time we all work together to create it into an ideal city, a city we would be proud to live in, a city which we would pass down to our future generations with much pride. China says 'door open' for India's NSG bid
beiJing, June 21 (ianS): China on Tuesday said it was not against India's entry into the Nuclear Suppliers Group (NSG) and the "door is open" for discussions over admitting non-NPT countries in the elite grouping. Beijing's statement comes a day after it said the NSG was divided over admitting India and the issue would not figure in the agenda of the NSG plenary in Seoul this week. The US has appealed to the member countries of the 48-member bloc to support India's bid for membership. Beijing maintained that it was the US which laid down the rules of non-signatory countries of the Nuclear Non-Proliferation Treaty not being allowed membership of the bloc. "The door is still open. There is always room for discussion," China's foreign ministry spokesperson Hua Chunying said on Tuesday. "We never said we are against (any country). We did not target any country, India or Pakistan," Hua said in a media briefing. Responding to US' backing India for membership of the global nuclear trade regulator, Hua said: "I have not seen the
US statement supporting India. But US is one of those who made the rule that non-NPT countries should not join the Nuclear Suppliers Group (NSG)." Hua said that NPT was the "cornerstone" over admitting countries into the NSG. She said it was up to the NSG members to decide whether rules for entry into the group needed to be changed. Her remarks come as the NSG is to hold an important plenary June 23-24 in Seoul when the membership application of India, along with Pakistan, are likely to be taken up. Indian Prime Minister Narendra Modi is also likely to meet Chinese President Xi Jinping in Tashkent, Uzbekistan, on the sidelines of the Shanghai Cooperation Organisation (SCO) when the issue is likely to be discussed. The Chinese spokesperson's statement on Tuesday is at variance with her remarks a day ago, when she said that NSG members were still divided over admitting India and it was not right to talk about the issue now. She had also ruled out the inclusion of the issue of admission of non-NPT members -- mainly India and Pakistan -- being tak-
en up at the Seoul meet. "The inclusion of non-NPT members has never been a topic on the agenda of NPT meetings. In Seoul this year, there is no such topic," Hua had said. The US, which has strongly backed India for membership to the grouping, said that it continues to urge member countries to back New Delhi's application. US State Department spokesperson John Kirby said in Washington that the US reaffirms that India was ready for membership to the NSG. "We continue to call on the participating governments of the NSG to support India's application at the plenary session in Seoul," he said. "India's application is something we have routinely talked to other NSG participating members," he added. China has been opposed to India's membership on the grounds that it is not a signatory to the Nuclear Non-Proliferation Treaty (NPT). Beijing has also said if New Delhi is admitted, then so should its allweather ally Islamabad be given admission. Consensus among all member countries is essential to allow a new entrant.

new Delhi, June 21 (pTi): India is set to become a member of the Shanghai Cooperation Organisation (SCO) along with Pakistan when the China-dominated security grouping meets for its summit in Uzbekistan capital Tashkent on June 23-24 which will be attended by Prime Minister Narendra Modi. The SCO is increasingly seen as a counterweight to NATO and its membership will help India have a greater say in issues relating to security and defence besides combating terrorism. India, one of the largest energy consuming countries in the world, is expected to get greater access to major gas and oil exploration projects in Central Asia once it becomes a member of the SCO. Prime Minister Modi is likely to have a bilateral meeting with Chinese President Xi Jinping on June 23 on the sidelines of the SCO summit during which he is expected to seek China's support for India's bid for membership of the Nuclear Suppliers Group, which Beijing is keen on blocking. The annual plenary session of the NSG will be held in South Korea capital Seoul on June 23 and 24 during which India's application
for membership may come up for deliberation. The SCO had set the ball rolling to make India a member of the bloc during its summit in Ufa in July last year when administrative hurdles were cleared to grant membership to India, Pakistan and Iran. India will complete the process of full membership of the SCO at the summit, sources said. SCO was founded at a summit in Shanghai in 2001 by the Presidents of Russia, China, Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan. India, Iran and Pakistan were admitted as observers at the 2005 Astana Summit. The Tashkent SCO Summit in June 2010 had lifted the moratorium on new membership, paving the way for expansion of the grouping. India feels as SCO member, it will be able to play a major role in addressing the threat of terrorism in the region. India is also keen on deepening its security-related cooperation with the SCO and its Regional Anti-Terrorism Structure (RATS) which specifically deals with issues relating to security and defence.India has been an observer at the SCO since 2005.

The incident happened two weeks ago as part of a brutal hazing tradition called “ragging” in the hostel of Al Qamar College of Nursing in Gulbarga. The Dalit girl, who was subjected to systematic verbal and physical abuse by senior students, has been brought to her coastal hometown and admitted to the government medical college hospital there. A doctor said she needed emer-
gency surgery but it has to be postponed for six weeks since her internal organs were damaged. “It is too dangerous to conduct a surgery now.” The girl’s parents alleged that Gulbarga police refused to take down their complaint against eight senior students, all of them from Kerala, who allegedly forced her to drink the toxic substance. The girl told her parents that when she vomited and collapsed after drinking the liquid, the seniors took her to a private hospital in Gulbarga. Government denies ordering arrest of wilful tax defaulters new Delhi, June 21 (ianS): The government on Tuesday denied reports in a section of media that India's income tax department has asked officers to even invoke the rare provisions of arrest, detention and auctioning of assets of defaulters, saying that no such orders had been given. "Certain sections of the press have been carrying news reports today that Income Tax Department is going to arrest wilful defaulters of tax. "It is clarified that no such statement has been authorised by the Income Tax Department," said a finance ministry statement here. "Though the provisions for arrest and detention by the tax recovery officers in respect of the non-compliant tax defaulters are contained in the Income Tax Act, these are used extremely sparingly," it added. It was reported on Tuesday that faced with increasing cases of defaulters evading taxes, the Income Tax department had asked its officers not to shy away from invoking the rare provisions of arrest, detention and auctioning of attached assets of the accused. The provision in question is Section 276C (2) of the Income Tax Act that stipulates action involving rigorous imprisonment for a period between three months and three years, and may also carry a fine.

US Senate rejects gun-control measures WASHINGTON, JuNe 21 (ReuTeRS): The U.S. Senate on Monday rejected four measures restricting gun sales after last week’s massacre in an Orlando nightclub, dealing a bitter setback to advocates who have failed to get even modest gun curbs through Congress despite repeated mass shootings. A group of senators was still hoping to forge a compromise for later in the week aimed at keeping firearms away from people on terrorism watch lists, although that effort faced an uphill battle with critics in both parties skeptical about its chances. Last week’s massacre, the deadliest mass shooting in modern U.S. history, had intensified pressure on lawmakers, who moved swiftly to take the issue to the Senate floor. According to a complaint filed in federal court in Nevada, Michael Sandford tried to disarm the officer at Saturday’s rally at the Mystere Theatre in the Treasure Island Casino before being overpowered. It said the young man told a Secret Service agent after his arrest that he had driven from California to Las Vegas “to kill Trump,” and had been to a range a day earlier to learn to shoot as he had never fired a gun before. “Sandford acknowledged that he would likely only be able to fire one to two rounds and stated he was convinced he would be killed by law enforcement during his attempt on Trump’s life,” the complaint said. It added that Sandford told investigators he had purchased tickets for a rally in Phoenix, where he “would try again to kill Trump” in the event his plan in Las Vegas failed. Video of his arrest carried by US media show a skinny man with short brown hair and a grey T-shirt being quickly escorted out of the rally by police officers with his hands behind his back. The prosecutor’s office said Sandford was ordered held without bond, as he was considered dangerous and represented a flight risk. Britain’s Foreign Office is “providing assistance” in the case, a spokesman said.
‘WOuLd TRY THIS AGAIN’ The complaint said Sandford had told investigators he had been in the United States for about 18 months, and had lived in Hoboken, New Jersey, before traveling to California. Sandford told investigators that he had targeted officer Ameel Jacob’s gun because it was in an unlocked position and would be the easiest way to gain access to a weapon at the rally where those attending had to go through metal detectors. He struck up a conversation with Jacob, telling him he wanted an autograph from Trump before lunging at his gun and grabbing the firearm with both hands, prosecutors said. Sandford allegedly told the Secret Service that he had been plotting to kill Trump for about a year and finally decided to act on Saturday, as “he finally felt confident to do it.” “Sandford further stated that if he were on the street tomorrow, he would try this again,” according to the complaint. His arrest comes amid one of the nastiest US presidential campaigns in recent history, dominated by violent rhetoric, with Trump lashing out at Mexicans, Muslims and other groups. The real estate billionaire enjoys Secret Service protection but also has his own private security detail, which has been accused of using unnecessary force to remove people from events. A number of protesters have been arrested at his rallies where riot police are deployed in force, and there have been mounting demonstrations during his campaign appearances in recent months. According to an investigation by the Politico news website, the security team that patrols Trump’s rallies has “at times inflamed the already high tensions around his divisive campaign, rather than defusing them.” Trump’s critics have also accused his campaign of racial profiling and removing people from events based on their appearance. Sandford is due to appear in court for a preliminary hearing on July 5. He faces more than 10 years in prison and a $250,000 fine if found guilty on the charge of “act of violence on restricted grounds.” A Trump campaign official declined to comment on Sandford’s arrest.

The current study is among the first to find a correlation between childhood hunger, low selfcontrol and interpersonal violence. “Good nutrition is not only critical for

UN says Powers must push for political solution in Syria GeNeVA, JuNe 21 (ReuTeRS): United Nations war crimes investigators called on world powers on Tuesday to pressure the warring sides in Syria to return to the negotiating table to end the conflict and civilian suffering. Paulo Pinheiro, chair of the U.N. independent commission of inquiry on Syria, said that the Syrian government was conducting daily air strikes, while militant groups including Islamic State also carried out indiscriminate attacks. “We need all states to insist time and time again that influential states and the (U.N.) Security Council unconditionally support
the political process,” Pinheiro told the U.N. Human Rights Council in Geneva. The Syrian government and opposition High Negotiations Committee (HNC) - who ended the last round of talks in Geneva in late April - must resume talks and agree to confidencebuilding measures, including an end to indiscriminate bombings, granting access to besieged areas and releasing prisoners, he said. “Schools, hospitals, mosques, water stations they are all being turned into rubble,” Pinheiro said. “Tens of thousands are trapped between frontlines and borders in the north
and south of Syria.” Syria’s ambassador Hussam Aala, in a speech to the rights forum, accused regional powers of “supporting terrorism” and “causing the failure of intraSyrian talks in Geneva”. Scepticism & tensions linger after ‘rebel’ village head admits to graft WukAN, JuNe 21 (ReuTeRS): The chief of a Chinese “rebel” village once seen as a symbol of grassroots democracy said in a video on Tuesday that he’d accepted bribes, but many in the village said the confession was probably forced and pledged to ramp up protests. Lin Zuluan, the democratically elected and popular party chief of Wukan village in southern Guangdong province had been arrested in a surprise midnight raid on Saturday. Lin’s arrest came days after he made a public appeal for the village to launch a massive protest march against illegal land seizures. For the past three days, the village, that once made international headlines in 2011 for a months-long people’s uprising against corruption and illegal land grabs, has again become a focus of dissent, with mass protest marches taking place under the gaze of hundreds of heavily armed riot police. The video, distributed to villagers via social media, showed Lin confessing to taking kickbacks for public works projects and purchases of resources. “This is my biggest criminal activity,” said Lin who was scruffily dressed in a check shirt as he sat before two unidentified people in a bluewalled, padded room. The Southern Daily, an official provincial Communist Party publication, said Lin had been sacked after confessing to taking bribes. Government spokesman
Shi Shuoyan was quoted as saying they welcomed media from home and abroad to “objectively and fairly report in accordance with the law”, but warned they would take action against publications who tried to incite people in Wukan. Lin’s wife, Yang Zhen, told reporters in her family’s walled compound, however, that she believed the confession was forced. Since Lin’s arrest groups of young men have patrolled and guarded Wukan’s perimeter. Just after midnight on Monday, gongs were sounded and many people streamed outside preparing to repel intruders, though it turned out to be a false alarm. A relative of Lin who declined to be named said scores of arrest warrants had been issued for villagers who might cause trouble, and that Lin’s grandson had been arrested yesterday. This grandson, however, was reportedly released overnight, just before Lin’s videotaped confession was distributed online. Back in 2011, thousands of Wukan villagers ransacked police and government offices, and forced provincial Communist Party authorities to grant rare concessions for a people’s movement. It was unclear what the next step would be but groups of villagers in Wukan debating the latest developments on Tuesday seemed inclined towards fighting on, with talk of another protest march to the nearby Lufeng government headquarters in the afternoon.

Russian fan union chief being deported from France – again
tOuLOusE, JuNE 21 (aP): A Russian fan group leader is being kicked out of France again - days after he was deported for alleged involvement in hooliganism and slipped back in to the country illegally. Alexander Shprygin's actions exposed failings in Europe's internal border security, and kept attention on Russian football fans despite Russia's elimination from the Euro 2016 tournament Monday night. Shprygin, who is suspected of ties to the extreme right, was among several Russian fans detained last week and barred from French territory after violence around a match in Marseille. Shprygin left France on Saturday, then returned Monday for Russia's match against Wales in Toulouse, apparently traveling overland from a neighboring country to avoid airport border controls. He tweeted that he re-entered France by ''an unusual route under cover of night,'' posing as
a tourist. He was detained again at the Toulouse stadium Monday night, after tweeting about his return and posting images of himself online. He has been ordered to leave France and is likely to fly out of Toulouse on a charter flight for Moscow on Tuesday afternoon, according to a Russian government official who was not authorized to be publicly named. Other members of his fan group are scheduled to leave on that flight. The incident raised questions about French border security. The country is in a state of emergency following deadly Islamic extremist attacks last year, and has heightened border controls amid fears of an Islamic State attack on the soccer tournament. French authorities said Shprygin's European visa had not been cancelled because he was barred from French territory and would be
stopped if he tried to enter the country again. "I once had an opportunity to select the coach. I thought I messed it up in 2005 (during Chappell's recruitment). I have been given that opportunity again. With China embarked on a multi-billion dollar mission to become a soccer superpower by 2050, India looks set to follow suit with its own plan to raise its status in the game to match its burgeoning economic power. Come October, India, most famously described as soccer's sleeping giant by former FIFA president Sepp Blatter, will launch a programme to engage more than 11 million children in soccerrelated activities. All India Football Federation (AIFF) officials will not share details of the FIFAbacked programme yet, but according to a government statement, "Mission 11 Million" will be launched in about 30 cities across the country. As in China, where the soccer revolution was inspired by President Xi Jinping, the desire to improve India's standing in the world game goes to the very top. Because of manmade identities and policies, the Government of these three States has given these brothers tribe’s different names leading to identity crisis, disintegration and in the process losing their culture to a great extent. They are recognized by Government of these three State as Kabui and Kacha Naga in Manipur, recently changed from Kacha Naga to Zeme and Liangmai and from Kabui to Rongmei , Zeliang in Nagaland and as Zeme in Assam. opular superhero of the 90s "Shaktimaan" is all set to return to TV and actor Mukesh Khanna says the new season will chronicle how the character acquired superhuman powers. Khanna essayed the roles of Shaktimaan and his alter ego Pandit Gangadhar Vidyadhar Mayadhar Omkarnath Shastri on the iconic series. The actor says the new season will show childhood of the much-loved hero and will give insights about his journey. "The new season will begin from where the previous ended. But it will also show the childhood of Shaktimaan. How he be-

"I wanted to show the character's flashback last time, but that would have taken the character of Shaktimaan off-screen for a couple of episodes, which the producers didn't agree to. The first novel will debut in July from Disney Publishing while Disney Channel will air a series of shorts and a special from LEGO Group this fall, reports eonline.com. Kaveri started her musical training in Hindustani classical music at the age of six and then trained in western classical vocals, piano and guitar. She recorded her first single at the age of 12. "Making music is all I want to do. Though I started to sing when I was about six, I didn't become passionate about it until I started writing and composing my own songs," Kaveri said
in a statement here. A student of class IX, Kaveri says she never gets bored of writing and singing. "I feel like music is the only thing that makes sense to me. My song writing is largely inspired by the situations and people around me. A lot of my songs talk about very exaggerated versions of personal experiences," she said. Kaveri is grateful for the fact that her parents Suchitra and Shekhar have always encouraged her. On future plans, Kaveri said she wants to pursue a higher formal education in music.

ilmmaker Vashu Bhagnani is revisiting his popular 90s 'No 1' film series and will produce the remakes of movies like 'Hero No 1', 'Biwi No 1' and 'Coolie No 1'. Eros International Media Ltd has bought fifty percent stake in Bhagnani's Puja Entertainment and Films Ltd, and as per the merger, his popular films from the 'No 1' series will be among the firsts to be remade through this venture. "Kishore Lulla and I had wanted to do this for a very long time. Puja Films has been in the movie making business for the past 20 years and it is crucial to partner with a behemoth like Eros to continue making meaningful and profitable cinema," Bhagnani said in a statement.
