Lightning kills 57 in Bihar, 12 in UP

PATNA, JUNE 22 (PTI): At least 57 people including women and children were killed and dozens injured by lightning in different parts of Bihar in the last 24 hours, an official said this morning. An official of the state disaster management department confirmed that five people were killed by lightning in Rohtas district followed by four each in Patna, Aurangabad, Nalanda and Purnea. According to the official, three each were killed in Buxar, Saran, Kaimur, Saharsa and Katihar district. Two each were killed in Bhojpur, Samastipur, Bhagalpur, Monghyr and MadHe said his name was ‘Or hepura district and one each in West Champaran and Gaya district. CBI gets more time for Dimapur lynch probe GUWAHATI, JUNE 22 (TNN): A division bench of the Gauhati high court, comprising chief justice Ajit Singh and justice Suman Shyam, on Tuesday granted 6 months additional time to the CBI to submit its final report on the Dimapur lynching. The extension was granted after the CBI sought more time to complete its probe and prepare the final report. The original deadline for the report was June 9, 2016. On March 5, 2015, a mob had broken into Dimapur Central jail, dragged 35-yearold rape accused Syed Sarif Khan out, and beat him to death. The court had directed the CBI to take over at least four cases from Nagaland Police. “The investigation requires questioning and interrogation of many witnesses and accused persons, including several from remote areas,” the CBI said to justify its request for more time. “We need to get expert opinion on the electronic evidence collected during the investigation, which is a time-consuming process,” it added. Besides inspecting the crime scene, the CBI has examined more than 150 witnesses and questioned around 90 others in the four cases. Senior advocate Bhaskar Dev Konwar, counsel of one of the petitioners, said, “The progress of the CBI probe is satisfactory.”

The Home Guards in India was established in 1946 to serve as an additional help to the police force. Although a voluntary organization, mostly intended as a part time work for citizens, being a Home Guard in Nagaland is a full time job. Considered as wage laborers, Home guards in Nagaland earn Rs. 150 per day for their full time duty. It may be noted that from July 1, 2015 the National Floor Level of Minimum Wage has been raised to Rs 160 per day. “Our duty is 24 hours duty. There is no promotion, no pay enhancement,” says Caleb (Name Changed) a Home Guard posted with the Traffic Police in Kohima, who wished to remain anonymous. He had joined as a Home Guard in 1995. With unemployment rising high in Nagaland State, many join the voluntary organisation sometimes with the hope of getting inducted into a regular job or perhaps having their wage enhanced. Another Home Guard, Remy (Name Changed) who was inducted in 1996 and posted with the Power Department in Kohima, while wishing to remain anonymous states: “Till today, there has not been any raise in our salaries. We cannot even take leave because our salaries will be deducted. A press note from the President of the NSCN (R), Wangtin Naga stated that previous agreements or accords “taught a good lesson that old formulas should be avoided and find out inclusive formula to ensure permanent solution.” It said that leaving aside even a single group will “inflame the entire future political scenario because of continuation of tug of war between the Indians and the Nagas.” “The entire political scenario drastically changed in the recent past. NWE DELHI, JUNE 22 (PTI): Government today denied having agreed to a proposal of Naga insurgent outfit NSCN-IM of granting separate passport and flag for Nagas saying peace talks with the group was still continuing. “Government recognises the unique Naga history and is committed to it. Talks with NSCN-IM is going on. News of

granting separate passport and flag are not true,” Minister of State for Home Kiren Rijiju told reporters here. Rijiju’s comments came in the wake of reports which suggested that the government has agreed to NSCN-IM’s proposal for separate passport and flag for Nagas. With an aim of ending insurgency in Nagaland, government, had in August last year

signed an accord with NSCN-IM which Prime Minister Narendra Modi described as a “historic” step to usher in peace in the state. The marathon was a part of the Kohima Ao Baptist Church’s (KABA) initiative towards ‘Creating Awareness for Restoration of Environment’

(CARE) to raise consciousness and awareness towards a greener and cleaner Kohima. This marathon race, organized by the KABA youth ministry with the theme ‘Stride for a green cause,’ started from PHQ junction and culminated at High School junction. Over 60 youth from 7 fellowships under KABA joined the run early morning as a mark to stride for a cleaner and greener Kohima. KABA Youth Director Tiatoshi Longkumer told The

Morung Express that this marathon race was organized to generate awareness among the citizens of Kohima city to have greener and cleaner Kohima. He also stated that through this run, personal health can also be improved and at the same time contribute towards an environment friendly Kohima. It may be recalled that KABA CARE was launched last year to create mass awareness through public participation to restore the environment and to make Kohima cleaner, environmentally greener and healthier. KABA CARE has ever since engaged with eco-friendly activities, the latest of which is the ongoing pedestrian footbridge beatification project in Kohima. Puhachu of Wuzu village to be handed over to them to which the Commander of the Security Forces refused after which incident of firing took place resulting in the death of two civilians both Class 7 (Seven) students namely — Tiizali, Son of Siikhaho of Phor village and Miss Aso, daughter of T.Yeteli of Wuzu village and injury to one woman Mrs. Vitsiirho Esther, Wife of Riitu of Wuzu village. The Commission is to make an inquiry into the causes and source of firing which led to the death of two minor children and injury to one woman, the person's responsible for firing and whether the incident could have been avoided. Customers can avail the service by dialling *756# or sending SMS IFA to 56756. “The ‘Internet for All’ initiative will encourage the uninitiated to learn more about the internet as a tool for education, banking, shopping, and entertainment, while gaining access to a world of opportunity that the internet opens for us all,” said Sashi Shankar, Chief Marketing Officer, Idea Cellular, in a statement. “We believe that internet adoption can be accelerated at the grass-root level if existing internet users introduce their un-connected friends and family to adopt the service, thereby transforming their lives,” he added. Idea personalises this service by sending periodic information on how to use free data to the non-internet user. The notifications are also sent to the initiator on the progress of internet usage made by the person nominated by them.

Silence of Unreported Crimes

I

t is the duty of the State to ensure that every child is protected from all forms of violence. The United Nations Convention on the Rights of the Child, the international legally binding instrument of children’s rights protection, sets out the civil, political, economic, social and cultural rights of children. The UNCRC was ratified by Government of India in 1992. Article 4 of the Convention spells out the obligation of the Government to “undertake all legislative, administrative and other measures for the implementation of the rights recognized in the Convention”, that it is the State’s role to make laws and implement them to make these rights available to children. The recent case of a 68-year-old Naga man’s sexual assault on a minor is shameful and highly disturbing, it makes us question if we are doing enough or anything at all to protect our children’s rights. This is one case that got reported and has come to public knowledge; however, it is unlikely that most cases in Nagaland get registered. Child abuse and sexual violence are uncomfortable topics in many social settings and therefore least discussed. Besides towns in Nagaland where a case or two gets reported, what happens in villages when a child is sexually abused? According to sources, a recent case in a village had similar crime allegedly committed by an elderly man on a minor girl, who was a domestic helper and a non-Naga. It was allegedly revealed during interrogation that another man in the village was “doing the same thing” to her too. The village council slapped a small fine and the case was closed with the perpetrator (not going to jail) boasting that he can easily “payback” (a fine) if the survivor got pregnant. This incident unfortunately did not make it to the papers nor was reported to the police and therefore needs further investigation. It makes us wonder how many such cases go unreported? Why are people unaware that this is a criminal act punishable by law? Does it not bother our conscience at least? A case like this shows how we become silent and tolerate injustice and violence in our homes and neighbourhood. Non-Naga children working as domestic helpers as well as children from economically deprived backgrounds working as domestic aids in and around Nagaland are human beings too and every single one of them has the right to life, to survival and development, to protection against any violence. We need to bring issues of abuse and exploitation to the open, only then we can fight it. Hidden in Plain Sight - a statistical analysis of violence against children, a UNICEF study, shows that an estimated 120 million girls under the age of 20 have been subjected to sexual violence at some point in their lives. According to the study “the true magnitude of sexual violence is hidden because of its sensitive and illegal nature” with most victims keeping abuse a secret for fear of social discrimination and social stigma attached to it. One of the six key actions of UNICEF’s approach to prevent and respond to violence against children is that “A real shift in public attitudes towards violence must happen at two levels: on the government side, a solid legal framework must be instituted, implemented and monitored, on the part of each citizen, an effort must be made to drive change on a daily basis.” We need adequate policies and legislation and strong rule of law to prevent violence against children who are voiceless and deserve protection from the State.

ore than half of Indian households did not have a source of drinking water at home - 63 per cent in rural India - and a fifth of rural households walked more than 500 m to get drinking water, according to 2011 Census data. In Odisha, Jharkhand and Madhya Pradesh, more than 35 per cent of rural households walk the 1/2-km distance. One in four rural households spends more than half an hour walking to a water source, according to the Indian Human Development Survey (IHDS II), which surveyed 42,153 Indian households. Households in rural Odisha take the longest average walking time to reach a water source - more than an hour. In addition, they spend time waiting their turn. Once filled, water jugs can weigh as much as 20 kg. The situation isn’t any brighter in urban areas: 20 per cent of households spend more than half-an-hour reaching water sources. In the summer, 36 percent of households across India take 30 min to a water source, up from 23 per cent in other seasons. The limited success of surface irrigation projects and cheap electricity for farmers using tube-wells has led to an over-reliance on groundwater and aquifers. Bihar, Rajasthan and West Bengal are among the worst offenders, with more than 18 per cent of rural population in these states unable to access quality drinking water, according to a National Sample Survey Organisation (NSSO) report, Key Indicators of Drinking Water, Sanitation, Hygiene and Housing Condition in India. Socio-economic impact of time spent on walking to fetch drinking water The effort to fetch drinking water slows development, including education, according to global studies by UNDP, Unicef and Oxfam. Being ‘needed at home’ is a major reason why children, especially girls from poor families, drop out of school. Indian states with a lower human development index (HDI 2007-08) report a higher proportion of rural households without a drinking water source near or within the household and correspondingly longer average walking times for rural women to fetch drinking water.

Who will stand up to corruption? Corruption is entrenched throughout global systems—but when will political leaders have the courage to really confront it?

T

o some, corruption may appear a victimless crime. But for a vast number of people, especially in the developing world, corruption manifests itself as poverty, disease, injustice, inequality, oppressive rule, instability and, too often, war. The economist Jeffrey Sachs also recently reminded us that corruption is not something that happens “somewhere else”: “The UK and the US are at the center of the system of global abuse… hundreds of thousands of lawyers, bankers, hedge fund operators, politicians, accountants and regulators have consciously built a system of global tax havens of the rich, by the rich, and for the rich that now hosts more than $20tn (yes, trillion) of funds hiding from taxes, law authorities, environmental regulation and accountability.” Despite the scale of the problem, the global anti-corruption movement didn’t begin in earnest until 1993 with the establishment of two new NGOs: Transparency International (TI) and my own organisation, Global Witness. Since then, we have come to better understand the impacts of corruption, governments and international organizations are increasingly taking action to combat it, and more organisations are working on the issue. Yet corruption is still at the heart of many of the world’s most pressing problems. In the broadest sense, corruption undermines countries’ legal obligations to promote and protect human rights. The myopia of Saudi Arabia’s chief allies when it comes to the country’s appalling record of human rights abuse is a prime example. Former United Kingdom (UK) Prime Minister Tony Blair famously called off a police investigation into corruption surrounding the Al-Yamamah arms deal and today, the British continue to sell arms to Saudi Arabia in spite of the latter’s widely criticised bombing campaign in Yemen, which has resulted in thousands of civilian deaths. New evidence now points to the use of UK-manufactured cluster bombs in these attacks, despite the fact that this type of weapon is banned under international law. Corruption also appears in the disproportionate influence companies exert over governments and officials, which can shift decisions away from the best interests of the electorate. For example, perfectly legal campaign contributions or lobbying help them gain this power. But the amount of money that some companies—often the most toxic industries—invest in lobbying against legislation calls into question who is really making the decisions. There are myriad examples of such interference. One is the legal assault by the American Petroleum Institute against the mandatory transparency provisions in Section 1504 of the US Dodd Frank Act, which requires that oil and mining companies list-

hough the High Level Meeting on Ending AIDS ended with the adoption of bold and life saving targets, many organisations have expressed their disappointment in its outcomes. During the meeting, the international community adopted a new Political Declaration that lays down the groundwork to accelerate HIV prevention and treatment and end AIDS by 2030. UN member states committed to achieving a 90-90-90 treatment target where 90 percent of people living with HIV know their status, 90 percent who know their HIV status are accessing treatment and 90 percent of people on treatment have suppressed viral loads. Reaching the treatment target will prevent 75 percent of new infections and ensure that 30 million people living with HIV (PLHIV) have access to antiretroviral therapy (ART) by 2020. Though many organisations that IPS spoke to were encouraged by the commitments, they also expressed concern and disappointment in the Declaration’s shortfalls. “I think what the high level meeting showed us was the gap between reality and politics at the UN,” said International Women’s Health Coalition’s (IWHC) Director of Advocacy & Policy, Shannon Kowalski. “The Political Declaration didn’t go far enough to address the epidemic that we face today,” she continued. Many were particularly concerned with stripped and exclusionary language on so-called key populations in the document. “When we saw in the Declaration that key populations were less mentioned than 5 years ago…it is a real set-

ed with the United States (US) regulatory body, the Securities Exchange Commission (SEC), declare the amount they pay to governments on a projectby-project basis. Another is the time two of my colleagues, advocating on behalf of the European Union (EU) Accounting Directive in Brussels—the EU equivalent of Section 1504 mentioned above— were told by a Member of the European Parliament: "Thank God you guys are here! Shell was here yesterday with about 140 lobbyists.” In addition, a recently leaked 2013 letter showed that British Petroleum had threatened that fossil fuel companies would leave the EU if laws were passed to boost renewable energy, cut pollution and regulate the tar sands. In the end, the EU caved to their demands. Meanwhile, many politicians and civil servants know that postretirement posterity could well depend on jobs with the same companies they helped out whilst in office—the revolving door. The result is that voters are increasingly getting what the companies want, rather than what they voted for. Political and economic decisions are made that make no economic sense and increasingly—in the era of the climate crisis—no ecological sense either. For example, why are taxpayers funding $5.3 trillion in subsidies for the hugely rich fossil fuel industry every year, at a time when it’s estimated that around 84% of known fossil fuel reserves— oil, gas and coal—must stay underground if we are to avoid catastrophic climate change? At the same time, these same players continue to pump millions of dollars into climate change denial, twisting or suppressing science, much like the tobacco industry before them. This too is corruption. In developing countries rich with natural resources, companies and local elites often benefit while the rest of the population loses, a phenomenon widely known as the “resource curse”. Some estimates suggest that well over $400 billion of Nigeria’s oil wealth has been looted by companies and the corrupt ruling class in the 60 years since oil was discovered in Nigeria. In just one example that Global Witness and the Italian authorities have been investigating, Shell and Italian oil giant, ENI, paid $1.1 billion to obtain OPL245—probably

Nigeria’s largest offshore oil block—in a corrupt deal. Shell and ENI paid the money into a Nigerian government escrow account knowing the money would be paid to a company called Malibu Oil & Gas. This company turned out to be owned by Dan Etete, a former oil minister during the Abacha regime, who had awarded the block to himself. Similarly, corruption allows for the land grabbing that often accompanies natural resource extraction, agri-business and logging. When people are forced from their land, their way of life and the environment they depend on for food, fuel and medicine is cleared, polluted and lost to them—and us—forever. This is inevitably followed by the failure of the judiciary to protect their rights, and too often what should be their last line of defence—law enforcement—is the very body that cracks down on them the hardest. With no other choice but to protest, the people are the victims in a frontline struggle that most people don’t even know exists. Last year we documented that at least two people a week are being murdered defending their land from unwanted development. But there have been some recent positive developments. The Anti-Corruption Conference, hosted by UK Prime Minister David Cameron in May 2016, was a significant step towards transforming corruption into a mainstream issue. Cameron’s government has made many promising commitments, including one that will make it harder to launder money via UK real estate. But there is much more to be done. Indeed, during this conference, the US Secretary of State, John Kerry, acknowledged the unrest: “The extremism that we see in the world today comes in no small degree from the utter exasperation that people have with the sense that the system is rigged… People are angry and the anger is going to grow unless we shut the doors and try to prove to people there’s a fairness that can be established in the system.” We need to build on this awareness and anger, and go beyond acknowledgement of the critical risks corruption brings to our society—real solutions are needed now. Our leaders just need the courage to confront the vested interests that stand in the way of achieving those solutions.

Among these key populations is the lesbian, gay, bisexual and transgender (LGBT) community. Though the LGBT population continues to be disproportionately affected by HIV/AIDS, they are only mentioned once in the Declaration. Executive Director of Stop TB Partnership Lucica Ditiu told IPS that the document mentions vulnerable populations in relation to tuberculosis (TB), but that it should have been extended throughout the Declaration. “ We h av e a saying in my country: With one eye I laugh, with one eye I cry. Because that piece was missing,” she said. The Declaration includes a target to reduce TB-related deaths among people living with HIV by 75 percent by 2020. Amirah Sequiera, Associate Director of Health Global Access Project’s (GAP) International Campaigns and Communications, also noted the lack of language and commitment to decriminalize key populations including men who have sex with men, people who inject drugs and sex workers. “The exclusion of commitments to

decriminalize these populations will hold back the ability for the world to reach the bold new targets that the Declaration committed to,” she told IPS. When asked about these concerns, the Deputy Executive Director of the Joint UN Programme on HIV/AIDS (UNAIDS), one of the main organisers of the meeting, Luiz Lorres told IPS that this exclusion will impede efforts to achieve the 90-90-90 treatment target. “I acknowledge that more needs to be done,” he said. Organisations have also pointed to issues around financing. Through the Declaration, governments have committed to increasing funds for HIV response to $26 billion per year by 2020, as estimated by UNAIDS. However, Sequiera noted that not only is there a $6 billion funding gap, but also donors tend to flat line or reduce funding despite pledges. “[Reaching the goal] will not be possible if donors continue to do what unfortunately they have been doing which is flat lining or pulling back funding from global AIDS programs,” she told IPS. Though she applauded the U.S. President’s Emergency Plan for AIDS Relief ’s (PEPFAR) newly launched

$100 million Key Populations Investment Fund, Sequiera stated that PEPFAR needs a $500 million increase each year between now and 2020 in order for the U.S. to provide its fair share of needed financing. Zuinghedau told IPS that without additional funding to scale up programs for key populations, the goal to reduce infections and end AIDS will not be possible. “It is very frustrating to see countries say, yes we want to end AIDS but we’re not going to add any more funding. It’s a contradiction,” she told IPS. The government of Canada recently announced a pledge of almost US$615 million to the Global Fund to Fight AIDS, Tuberculosis and Malaria for the next three years, a 20 percent increase from its previous pledge. Kowalski applauded the move, stating: “If Canada can do it, we know that other governments can do it as well.” Though the Declaration highlights the need to increase domestic resources for countries’ own HIV response, Ditiu stressed the need to ensure that governments continue to invest in vulnerable groups because they are often the first ones to “fall between the cracks.” She added that it is important to include key populations in the implementation of commitments. Sequiera also urged for the implementation of strong accountability mechanisms to ensure that commitments are translated into effective responses. Though the Political Declaration is not “perfect,” Kowalski noted that it provides the bare minimum required to take HIV response to the next level. “If we are serious about ending AIDS, we need to go far beyond what is in the Political Declaration,” she said.

We must understand threats in the technology we use every day Like everyone else, human rights activists use mobile phones, email and social networks to connect. Unlike most people, they criticise states, challenging their actions. As such, they attract their attention

T

he greater the effectiveness and reach of human rights defenders (HRDs) and organisations, the more attention will state institutions give them. This means they can be more influential, but also that these institutions will put more time and effort into knowing what they are up to and, potentially, disrupting it.

The Secure Communications Framework Everyone knows that some governments can undertake electronic surveillance, monitoring mobile calls and internet traffic. What is not always known is that any government can do this. The technology is cheap, readily available and easy to use. The question that HRDs and organisations need to ask themselves is not whether their government has surveillance capabilities, but whether they are likely to use it against them. Next, if they believe that they are at risk of surveillance, they need to decide how they will protect themselves. The Secure Communication Framework is a practical tool for HRDs and organisations to guide them through the process of assessing the risk of surveillance and the methods and tools they should use, based on that risk. It was built to be simple and approachable for non-security experts. The framework was developed within Amnesty and based on our own understanding of day-to-day human rights work and experience working with HRDs and partner organisations in many countries. ver a year ago, the United Nations Special Rapporteur on Torture argued that torture is a widespread practice in Mexico—an accusation that the Mexican government vehemently rejected. For many observers, the angry reaction by the Mexican government was specifically due to the link between the term “widespread” and International Criminal Law— more specifically, to the classification of crimes against humanity. For over two decades now, subsequent Mexican governments have dealt with the pressures generated by the nonbinding recommendations of the UN treaty bodies, the Human Rights Council´s mandate holders and the InterAmerican Commission on Human Rights and the binding rulings of the Inter-American Court on Human Rights. But facing the possibility of individual criminal accountability is an entirely different matter. The new groundbreaking report by the Open Society Justice Initiative has put domestic and international spotlights on this controversial but inevitable discussion about the possible perpetration of crimes against humanity in Mexico. Of course, the argument that government forces and organized criminal groups are perpetrating crimes against humanity in the context of the country’s brutal “drug war” is not new. It has been on the table—and on the desk of the Prosecutor of the International Criminal Court (ICC)—for a few years now. But the Open Society report is, to date, the most detailed, rigorous and forceful elaboration of this position. Largely based on the careful and systematic review of official data, the report makes a convincing claim that “there is a reasonable basis to believe that both state and non-state actors have committed crimes against humanity in Mexico”. The report’s main recommendation, however, is not that the Prosecutor of the ICC should formally open a “preliminary investigation” on the situation. Rather, the report suggests the establishment of an “internationalized investigative body, based inside Mexico, which is empowered to independently investigate and prosecute atrocity crimes as well as cases of grand corruption”. In general terms, this might look similar to the International Commission against Impunity in Guatemala (CICIG), the United Nations independent international body established, at the request of

Present threats At Amnesty, we’ve seen a very significant increase over the last two years in HRDs telling us that they fear their communications are being monitored by their governments. We have, ourselves, been the subject of illegal surveillance in Britain, the country where the organization started and where we have our biggest office. This is just the direct evidence. There is no doubt that many governments intercept and monitor the communications of HRDs and organisations and in some cases even aggressively attack their computers and phones by hacking them. As human rights organisations and HRDs, we need to understand how this happens and how to protect ourselves. Not doing anything puts people at risk. The least worst outcome if your communications are being monitored might be that a government interferes with your research or mobilisation efforts – for example evidence you may have otherwise been able to find could be hidden, or your attempt to organise a protest gets scuppered. But things can get much worse – activists get arrested, tortured and killed because of the work they do, and it can be in part because their communications, or your communications with them, were insecure and vulnerable to government surveillance. At Amnesty, we are keenly aware of these risks and the responsibility to protect our communications and those we work with. We have substantially strengthened our security systems and are investing in training our staff, but we also want to contribute to greater digital security for the wider human rights movement. Will the evidence of crimes against humanity change anything in Mexico? Alejandro Anaya Muñoz

A new report argues that widespread human rights violations in Mexico constitute crimes against humanity. But who will stand accountable? the Guatemalan government, to investigate criminal groups that have infiltrated state institutions. The blatant incompetence of Mexico’s institutions for the investigation and prosecution of crime has been well documented and is beyond dispute. The utter failure of investigative and prosecutorial authorities in the paradigmatic cases of the 43 disappeared students in Ayotzinapa and the 22 civilians killed in Tlatlaya are dramatic confirmations of this fact. The fallout from these incidents has significantly contributed to the already monumental lack of trust in our institutions by both the domestic public and the international community. Given the severity of the crisis, the dimension of the (collective) grievances and the desolate institutional landscape, there is a clear sense of urgency. We cannot wait until we finally decide and manage to try and mend our broken institutions. Indeed, some sort of mixed, internationalized model seems to be the only way out—the only alternative to break the vicious circle of impunity. Unfortunately, the political context will

make the adoption of such an institution extremely difficult. Another key argument by the Open Society report is that the key obstacle to accountability for the observed “atrocity crimes” is due to a lack of political will more than a lack of capacity. “Successive Mexican governments have almost completely failed to ensure accountability for atrocities (...) Political obstruction— beginning with the government denial of the extent and nature of the problem—is the overwhelming reason for this failure”, the report concludes. But where might the required political will come from? The incentives for current (or potentially future) authorities are hard to observe and the disincentives are clear. It is true that the Peña Nieto administration is now as weak as it has ever been— particularly in the midst of growing international and domestic pressures over Ayotzinapa and other cases, persistent insecurity and criminality, the failure of its “structural reforms” to deliver economic growth, the increasing budgetary strains and the related considerable losses in the recent state-level elections. In this sense,

now is arguably the time to exert more pressure, and thus get significant concessions from a cornered government. But accepting an internationalized investigative and prosecutorial entity is miles out of the government’s self-imposed limits. Beyond the threat of facing individual criminal sanctions, an archaic notion of nationalism and national sovereignty is a predominant and non-negotiable value of the Partido Revolucionario Institutional (PRI). Similarly, the interests of leftist political parties for promoting and defending human rights have traditionally also stopped at a similar notion of sovereignty. In addition, the disposition towards Open Society’s recommendation by the apparent winners of the recent elections—the formerly ruling Partido Acción Nacional, PAN—will not be very different from that of the PRI. After all, one of their own, Felipe Calderón, originally implemented the strategy that took the military “to the streets”. And, of course, there are the Armed Forces, who still have the informal power to veto decisions and policies that might directly affect their interests. With all of this to consider, the formation of aligned domestic interests, in favor of establishing a mixed or internationalized independent body for the investigation of the “atrocity crimes”, seems unlikely. The Open Society report is truly a heavy blow to Mexican authorities—perhaps the heaviest so far received in the context of the current human rights crisis. It offers a clear and loud warning to Mexican society, and it will surely have an important influence in the domestic and international debate regarding the human rights crisis in Mexico. But the Mexican government itself will fiercely oppose the report’s main recommendation. And even if weakened and severely battered, it will likely be able to resist—particularly because so many other powerful actors such as key members of the PAN, the Military and, paradoxically, criminal organizations have just as much to lose. Nevertheless, domestic and international advocates of human rights should continue to push forward and do what they have been doing with courage and perseverance. They have slowly but surely made important progress in the advancement of much needed reforms. Hopefully, this time, they will be able to push farther than they ever have before.

o matter what your background or where you live, there are only four major ways of creating huge wealth: (1) Investment in stocks, bonds, and CDs, (2) Real estate business, (3) Business in marketing products and services, and (4) Internet and technology business.But among all these routes to wealth, the safest and easiest one is real estate. “Why real estate?” someone may ask. To answer that question, let’s look at why investing in real estate makes more sense compared to other major wealth-building alternatives. Real estate prices in Nagaland, like everywhere else, have gone up on an uninterrupted basis since we became a State in 1963. Indeed, the trend in real estate has always been upward despite periods of financial inflation and recession. Of course, no one can say for sure that inflation rates can’t get to the double digits sometimes and negatively affect any market. Nevertheless, we could expect the growth of real estate value to consistently exceed the inflation rate---which means that, regardless of the inflation rate, real estate investment is safer than all other investment vehicles. Generally speaking, real estate can offer a better potential for an enormous return on your investment than many other investments for the following reasons: Asset Appreciation: For example, if you purchase a Rs.1,00,000 worth of real estate properties per year for 10 years with no money down (let’s say, you took a loan which charges you 8% interest to finance 100% for 30 years) and the properties grow in value at a rate of 5% per year, you could build an equity (asset value minus outstanding debts against it) of almost Rs.4,00,000 after 10 years. Yes, that’s by using only borrowed money, not your own capital. Or here’s an easy-to-understand example: In the late1990s, I took Rs.6000 from my elder brother to buy a property in Coimbatore, Tamil Nadu. Over the last 25 years, I would assume that the value of that property has gone up exponentially. My point is, buying real estate can offer you an enormous return on your investment. Leveraging Advantage: Leverage in real estate is nothing but using Other People’s Money (OPM) to buy properties. For example, if you purchase a Rs.2,00,000 property by investing Rs.2,00,000 of your own cash and the property value goes up by Rs.20,000 a year, you have made a 10% return (Rs.20,000 divided by Rs.2,00,000) on your investment. If, however, you purchase the property using only Rs.2,000 of your own cash, and the property value goes up by Rs.20,000 a year, then the return on your investment is a whopping 1,000% (Rs.20,000 divided by Rs.2,000)! No other investment will permit as much leverage as real estate does. Remember, you don’t need money---at least not your own money---to buy real estate. This is not so with other types of investments. For example, you need money to buy stocks, bonds, or supplies to run a business. Mortgage Amortization: When you purchase an income property using leverage, you are assuming a loan payment (debt) that can be paid off with an income already coming from the property. Usually, the payments on the debt are made monthly, and the amount borrowed is reduced with every payment. Over time, more and more of your monthly payment goes toward reducing (amortizing) the principal amount of the loan, and less and less goes towards paying interest on that loan. This process increases your equity in the property. Commissions and Fees: If you invest with partners in real estate, you provide yourself with an opportunity to earn income in the form of commissions or fees. For example, if you bring together partners to invest in real estate, you might be able to take an acquisition fee at the time you buy the property, a management fee for managing the property, and a selling fee at the time the property is sold. Also, you can collect a commission (say, 5%) from time to time on properties that you help other people buy or sell. Control Over the Investment: The success of real estate investment is less subject to the whims of a market. With real estate, you can control your investment in every way: the financial terms at the time of your purchase. Considering the role of the sector in managing public health, the cabinet has decided that it will not be appropriate to carry out further amendments in the present act, especially as newer areas of biological, stem cells and regenerative medicines, medical devices and clinical trial/investigation, cannot be effectively regulated under the existing law, a cabinet statement said. According to the cabinet, the bill was examined by the Standing Committee of Parliament which made a number of recommendations for changing its provisions. It was decided to bring in a comprehensive legislation later. India is one of the largest manufacturers of pharmaceutical products in the world, the annual production being in excess of Rs two lakh crore. Of this, over 55 per cent is

Assam CM toughens measures to check rhinos' poaching guwAhATi, JuNe 22 (iANS): Assam Chief Minister Sarbananda Sonowal on Wednesday asked the Deputy Commissioners and Superintendents of Police to take all possible measures to protect the one-horned rhinos. The Chief Minister held a high-level meeting with the Deputy Commissioners and Superintendents of Police of Jorhat, Golaghat and Nagaon districts that encircle the National Park at Kaziranga, and asked them to make every effort to protect the rhinos from the poachers. "Whatever measures need to be undertaken will be adopted for protecting the rhinos and Kaziranga National Park, the World Heritage site. We will take advice from international experts on protection of rhinos," Sonowal said, appealing to everyone to protect the rhinos. "To save the pride of Assam, we will extend all possible support to you to stop it from extinction," he told the officials. The Chief Minister also said the poachers will not be spared. The poachers have killed nine one-horned rhinos in the park this year. The state government also made a major reshuffle in the ranks of park authorities and brought at least four new officers, including one Assistant Conservator of Forest (ACF), one Forest Ranger and two Deputy Conservator of Forest to strengthen the anti-poaching measures. Earlier, the Assam government had also suspended the Director of the Kaziranga National Park for allegedly not disclosing to Assam Forest Minister Pramila Rani Brahma about poaching of a rhino when she was visiting the park.

India on Wednesday morning successfully put into orbit its own Cartosat earth observation satellite and 19 other satellites, including one belonging to the Google company Terra Bella. With this India successfully completed yet another multiple satellite launches in a single rocket mission. “The PSLV rocket has done its job. We have current generation Cartosat satellite,” A.S.Kiran Kumar, Chairman, Indian Space Research Organisation (ISRO) said soon after the launch. The rocket Polar Satellite Launch Vehicle’s (PSLV) main cargo was India's 725.5 kg Cartosat-2 series satellite for earth observation with a design life of five years. The CCPA headed by Home Minister Rajnath Singh will, however, take the final call at its meeting on June 29. "Allowing 100 per cent FDI in defence means India's defence sector is thrown mostly into the hands of American companies. It treats 80 per cent of its domestic wastewater, which is recycled for agricultural use and constitutes nearly 50 per cent of the total water used for agriculture. Surrendered top militant among 2 killed in Imphal imPhAl, JuNe 22 (NNN): Former chairman of proscribed group PREPAK-VC, Ningombam Nabachandra and his driver were gunned down by unidentified persons inside a security complex located at Khabeisoi in Imphal East last night. Nabachandra, 57, had been staying at a quarter inside 7th Manipur Rifles complex since he surrendered to the Manipur government in 2014. Sources informed that the assailants shot and killed the duo and fled around 8:30 pm. The deceased driver has been identified as Leisangthem Sanjit Singh, a resident of Thangmeiband Lourung Purel Leikai in Imphal West. The slain former PREPAK-VC chief, hailing from Thangmeiband Hijam Dewan Leikai, joined the outfit about three decades back. People in the Manipur Rifles complex were celebrating Lai Haraoba festival when the killing took place. North Korean missile reaches new heights, “intensifying” threat to Japan SEOUL, JUNE 22 (REUTERS): North Korea launched what appeared to be an intermediaterange missile on Wednesday to a high altitude in the direction of Japan before it plunged into the sea, military officials said, a technological advance for the isolated state after several test failures. The launch came about two hours after a similar test failed, South Korea’s military said, and covered 400 km (250 miles), more than halfway towards the southwest coast of Japan’s main island of Honshu. The launches and earlier nuclear tests show continued defiance of international warnings and a series of U.N. Security Council resolutions and sanctions, which North Korea rejects as an infringement of its sovereignty. North Korea is believed to have up to 30 Musudan missiles, according to South Korean media, which officials said were first deployed around 2007, although the North had never attempted to test-fire them until April. While North Korea has developed potential longer-range rockets, such as its 30-metre (98 ft) Unha-3, a home-grown three-stage rocket based on 1950s Soviet Scud missile technology, it needs to be fuelled from a fixed launch pad making it easy to detect and impractical as a weapon. A smaller, powerful intermediate missile that is easier to deploy on a mobile launcher poses a harder threat to counter. The U.N. Security Council, backed by the North’s main diplomatic ally, China, imposed tough new sanctions in March after North Korea conducted its fourth nuclear test in January and launched a long-range rocket that put an object into space orbit. “At present, the situation on the peninsula remains very complex and severe. We think that the relevant party should avoid doing anything to further worsen tensions,” Chinese Foreign Ministry spokeswoman Hua Chunying told reporters at a regular press briefing on Wednesday.

Afghanistan risks new spiral in violence, UN official says NEW YORK, JUNE 22 (REUTERS): Afghanistan faces the risk of a new spiral in violence following a series of attacks on civilians in the last few months but on the battlefield, security forces have been holding their ground, the top U.N. official in the country said. The assessment by Nicholas Haysom, the U.N. Secretary General’s Special Representative for Afghanistan, painted a mixed picture of the security situation some 18 months after international forces ended their main combat operations. While the bomb attacks that killed at least 22 people in Kabul and the northern province of Badakhshan on Monday underlined how dangerous Afghanistan remains, fears that the Taliban would overwhelm security forces have not been realised. However Haysom said he was deeply concerned about violence against civilians, with attacks continuing during Ramadan, Islam’s holy month. As well as suicide attacks on targets ranging from government officials and members of the judicial system to foreign security contractors, at least 200 people have been abducted on highways since the end of May. “There is a risk, in my view, that the conflict may enter a new phase, which could see retaliatory acts of vengeance and an escalating spiral of violence,” said Haysom, who is stepping down from his post after four years in Afghanistan.

bridgetown, June 22 (Pti): Australia displayed the composure and assurance of world champions to chase down a target of 283 and advance to the final with a six-wicket victory over the West Indies in the seventh match of the Tri-Nation One-Day International Series at Kensington Oval in Barbados on Tuesday. Marlon Samuels' first-ever hundred against Australia and a record-breaking partnership with Denesh Ramdin lifted the West Indies to a competitive 282 for eight batting first. But half-centuries by captain Steven Smith and all-rounder Mitchell Marsh, together with a quickfire unbeaten 46 from Glenn Maxwell ensured that the target

was reached with eight balls to spare. West Indies and South Africa will now meet in the last preliminary match on Friday with the winners to face the Aussies in Sunday's final. Organic management of cutworm in cabbage A tribute to rev lano longchar

abbage (Brassica oleracea var. capitata) is one of the important vegetable crops of India. It is eaten as cooked or raw as salad. It is a rich source of Vitamins and has high antioxidant capacity. Area under cabbage cultivation in India is 4 LHa, production is 90.93 LT and productivity is 22.6MT/Ha. In Nagaland cabbage is grown in an area of 0.81Lha, production is 1.62LT and productivity is 20.0MT/ha (Statistical hand book, 2014).It occupies an important position in the vegetable consumption of Nagaland and is cultivated in almost all homestead gardens as well as in commercial scale. Being a cole crop, the climate of Nagaland is suitable for growing cabbage round the year. Yet, the best time for growing cabbage in Phek district and Nagaland as a whole is during the summer/rainy season as winter is severely dry. This may be attributed to the occurrence of heavy insect pest and diseases during the growing season. High rainfall severely damages

the crop due to fungal and bacterial rot.There are several insects infesting cabbage crop ie. Cabbage butterfly, leaf webber, cabbage head borer, cutworm, white fly, Leaf miner etc. Among them cutworm (Agrotis spp.) is considered to be one of the important insect as they destroy the crop at seedling stage and causes severe loss or total failure of the crop. Cutworm larvae are stout, softbodied, gray or dull brown caterpillars (1-2 inch long) that curl up when at rest or disturbed. They feed at night and burrow into the soil during the day. Adults are dark gray or brown, night-flying moths (1-1/2 inch wingspan) with ragged blotches or stripes on their wings.Most species pass the winter in soil or under garden waste as young larvae. In the spring, as temperatures warm, they become active and begin feeding on plants at night, remaining hidden during the day. The larvae molt several times and when fully grown pupates in the soil (late spring). Within one week moths emerge and begin laying hundreds of

eggs mostly on stems and leaves. Management Nagaland being organic by default, less use of chemicals and inorganic fertilizers has been advocated. Cut worm can be controlled by Soil solarisation with polythene sheet during land preparation. When damaged plants are detected, the cutworms normally can be found near the damaged plant and can be removed by hand. Organic formulations can be used such as Derris indica extract, Neem oil, and Tobacco leaf extract. Training cum demonstration was conducted in different villages of Phek district and it is found that among all the organic formulations, Derris indica extract is the best organic pesticide for cut worm management in Cabbage. It can be applied as soil drenching for two- three times @ 2ml/lt of water after land preparation during sunny day before transplanting of seedlings. he passing away of Rev Lano Longchar on Monday, June 20 is indeed a loss for not just the Aos but for the Nagas and all other peoples that he reached out to in his most distinguished lifetime. Though many of us will remember him for his spiritual triumph and the passion that he brought to his mission work, the other greatness of the Late Reverend was his inclusive theology—of building a national identity that went beyond the narrow confines of ‘my tribe or the self’. His passion for sharing the gospel took him to all corners of the Naga country and he was much loved and held in reverence wherever he went. As reported in the newspapers, Rev Lano Longchar travelled widely and had preached the Gospel in at least four foreign countries, 12 states in India and to 15 tribes in Nagaland. This is testimony to the wide reach and acceptability of ‘the King’s messenger’, as one newspaper headline described the Late Reverend. In a time when Nagas are caught in the vortex of tribalism, parochialism and the distrust of the other, Rev Lano Longchar stood for peaceful co-existence and fraternity. His preaching and sharing of the gospel went far beyond the Ao country and reached out to people of all tribe and colour. Here was a missionary who had a truly national outlook, something that should not come as a surprise given that during his younger days, the Late Reverend was actively involved in the Naga national movement. Lest we forget, fraternity of the Naga people was

his cherished vision. The story goes that on March 15, 1956, while serving his jail term in Shillong he committed himself to serve God for the rest of his life. And what a commitment it was. Till his last breath, Rev Lano Longchar remained devoted to serving the Lord. As long as he was able to share the gospel, the discomfort of leaving home or his failing health did not bother him. Even after turning 80 years old, he continued to travel, mostly away from home, long distances, to be able to bring the good news, healing and hope to the masses. This was a remarkable quality about him—a steadfast spirit and total surrender to his mission of serving the Lord. I had the privilege of knowing him personally and called him up on June 15, 2016 to wish him on his 81st birthday. Showing my concern for his old age and weak health, I advised him to take it slow and concentrate on his health instead. He responded by saying that he would be in Dimapur around the beginning of July for more speaking engagements! That was the last that I would ever speak to this amazing ambassador of Christ. A selfless missionary who stood for the greater cause of the gospel—a unifying figure, a true legend of our time. Nagaland Govt employees salary through Bank Account & Communitisation: Need For Review

N

agaland of the times about 1990 to 2012 was in such chaos with extortions, kidnappings, ransoms, killings and whatever crimes you can name. It hardly nattered who that extortionist was, for anyone could tell any name to ask for the tax. Of course, every Naga, including the writer, support the Naga National Movement, and would gladly donate whatever is feasible and perhaps even sacrifice that beyond what is normally feasible, if the activities were truly for the real cause. That is what every Naga knew; but could not speak for fear of the gun. There were cases of robbing of employees’ salary, in bulk, before disbursement. Also bulk deductions of employees’ wages, by way of percentage deductions, etc. were usual a thing. In such a situation, the Nagaland state govt had to think of some ways to prevent robbery of salaries and bulk deductions. The seemingly best option was to prepare a Combined Pay Bill (A/Roll), with respective Bank Accounts into which the salary, of each, is to be remitted. Having been directly transferred into his/her bank account, all that an employee has to do is to go to the Automated Time Machine (ATM) booth to draw whatever amount is needed. This method of salary disbursement seemed miraculous and secured for many. However the method also has its disadvantages, one among many, is that many of the field staff are illiterate and hence to use the ATM Card is not directly workable. Such illiterate employees had to entrust a family member or a friend to obtain the ATM Card and its PIN, from the bank, as

well as to use the ATM card to draw money. One can imagine the burden and inconvenience for the use of ATM Card by an illiterate user. Also the ATM booths have queues that are sometimes intolerable. Not ignoring the advantages of the use of ATM Card for many purposes, the system is surely in need of review, for many reasons, chief among which is indirect siphoning of govt fund without work output. After realising that the Naga National Movement had turned into syndicated robberies and killings, a few enlightened Nagas started expressing their voices against the irony of the so called Naga National Movement. Of all the voices of the aggrieved people, ACAUT was the saviour voice, the revolutionary philosophy which advocated “one government, one tax”. This ACAUT voice has revolutionised the thoughts of many Nagas, especially the educated lot, and accordingly the law and order scenario has changed a lot in Nagaland, for the better. Hence as far as the case of syndicated robbery and kidnapping is concerned, the thinking of the Naga people have largely been refined to suit the “one govt, one tax” philosophy. But an evil comparable to unabated taxation has developed among state govt employees. This evil is drawing salary without going to work, by many employees. Unabated taxation is direct extortion from individuals; but salary without work is indirect siphoning of govt fund that is to say without commensurate work output. One should not be surprised if told that a state govt employee, posted to a

place other than Dimapur or Kohima, or his/ her place of residence, drew salary through ATM for several years, at place of residence, and then got transferred to another place, without seeing his workplace. The writer has discussed with many Controlling Officers about regular attendance of state govt employees. The simple answer given by many is the loss of control by DDOs and hence inability to discipline any errant employee, because of the existing system of Combined Pay Bill and its disbursement through bank accounts, so they say. Of course all that a DDO/Controlling Officer says may not always be justified since some DDOs may also be taking advantage of this system of salary disbursement. It is not surprising that many DDOs requisition the Pay Bills of his/her office to Dimapur/Kohima etc, sign it and send back to the office, for routing to treasury for disbursement through the bank accounts. If anyone is in doubt and wants to confirm what are happening in state govt offices, especially in the district offices, one has to spend some time gathering information and casually visit offices to see the ground realities. Even in Directorates or Secretariat, the instances of going to the bank for drawing salary, is a usual frequent excuse for absence. It is also not illogical to say that any bulk robbery of staff salary is neither unique nor does it happen only in Nagaland; but has incidences everywhere, although not desired. Under normal circumstances any such robbery may be due to connivance or carelessness and those responsible have to

be reprimanded or punished. An exhaustive or lengthy write up very often tends to be unfriendly to readers. Hence to make it more reader-friendly; this is only an appraisal with the intention to apprise the readers, specially the policy makers, that any policy, good or bad, needs to be reviewed periodically, to see its credibility or otherwise. If an adopted policy is found to be good, it may be continued. But if found not satisfactory or if any loophole or inadequacy is detected, the system may either be discontinued or be streamlined by supplementing with additional rules/guidelines or by removing the loopholes/lapses. However it is no wonder that in Nagaland, any policy or system, once adopted, is hardly reviewed or amended or improved, whether that system is defective or needed to be updated. Hence it is thought worthwhile to also highlight to the readers that under the state govt. policy of Communitisation of Public Utilities, several schemes namely Schools, Health Centres, Water Supply, Power, Tourist Amenities etc have been communitised, a decade or so ago. The concept and purpose of communitisation, in principle, is ideal and has worked satisfactorily in few cases; but not for many especially the schools, and the policy needs to be reviewed or may even discontinue. The concept and purpose of policy makers have not been perceived by those at the grass root, who are implementing the programme. Hence many nasty things are happening internally in the communitised schools and one of the indicative

consequences is the poor HSLC & HSSLC Results of govt schools, since the foundation affects the superstructure, which is to say that poor Primary and Elementary schooling produces poor HSLC & HSSLC Results. For without the needed weapons and basic training the battle at the HSLC, HSSLC or Higher Ups cannot be won. Many unmindfully say that no parent wants to send their children to govt schools and they compete in sending their children to private schools, only. But let it not be forgotten that there are many underprivileged parents who have no option but to send their children to the fee-less govt schools, only. But the ugly face of govt schools is shaped by the non performance by many of the govt teachers and involvement of too many hands of Communitisation. Surely too many cooks are spoiling the Education Curry and hence without much ado to expose the nasty things happening in communitised schools, it is necessary to discontinue the policy and instead empower the Controlling teachers so they are made accountable. This is the only viable option to improve the performance of govt schools. inger Rihanna sparked concern among her fans when she burst into tears during a show here. The 28-year-old singer was performing at the Aviva Stadium as part of her 'ANTI' World Tour when she broke down in tears, reports mirror.co.uk. She wept while performing her song "Love the way you lie", leading worried fans to take to social media to find out what happened. "Why was Rihanna crying today at her concert," one concerned fan asked on Twitter. Another said: "I've never seen Rihanna cry. Why is she crying?" Following the show, Rihanna took to Instagram to say she was so "blessed" to have the fans that she does, although she didn't address why she was crying. "What a night! Such an emotional show for me! Former captain Anil Kumble along with ex-India cricketers Pravin Amre and Lalchand Rajput yesterday made their respective presentations as the BCCI's three-member cricket advisory committee, comprising Sachin Tendulkar, Sourav Ganguly and VVS Laxman, took interviews for the coveted job in Kolkata. After another round of deliberations to evaluate the candidates, the committee decided to submit its report on Friday morning to BCCI Secretary Ajay Shirke. "After detailed deliberations it was de-

cided that they would further go through the finer details and submit their report to the Honorary Secretary of the BCCI on the morning of June 24, 2016," the BCCI said in a statement today. Kumble, Amre and Rajput met Ganguly, Laxman and Tendulkar, who joined via video conference from London, while former BCCI secretary Sanjay Jagdale -the 'coordinator' of the selection process -- assisted the trio yesterday. IOA pursues wildcard for Mary Kom New DelHi, JuNe 22 (Pti): In a lastditch attempt to fetch M C Mary Kom a Rio Olympics berth, the Indian Olympic Association and the ad-hoc committee administering boxing in the country have officially sent a request for a wildcard entry to the celebrated boxer, who could not make the cut via qualifiers. "Mary Kom had sought our assistance in the matter and we have written to the International Boxing Association (AIBA) to request for a wildcard for her," IOA President N Ramachandran told PTI.
