Body of Naga youth recovered in Jammu
DIMAPuR, June 24 (Mexn): The body of a male youth hailing from Nagaland was recovered on Thursday from Sunderbani, which is 80 km away from Jammu city in Jammu & Kashmir. The deceased, identified as one Jisietho Nyuwi, hailing from Meluri under Phek district was reportedly lying in a pool of blood. Basing on the circumstantial evidence, scene of crime and injuries on dead body, an FIR was registered by Sunderbani police against unknown persons. The Nagaland DGP informed that Forensic Science Laboratory and crime team from Rajouri visited the spot and further investigation of the case is in progress. The deceased was reportedly working with Reliance Jio and was involved in erection of towers, the DGP informed. The mortal remains are being kept at Jammu Medical College. Meanwhile, the Pochury Hoho has appealed for the State Government to respond to the situation at the earliest.

Adopts Mission 2018 to provide a stable government to the people Mokokchung, June 24 (Mexn): The Nagaland state unit of the Bharatiya Janata Party (BJP) today adopted a resolution to keep a Mission 2018 for the 13th Nagaland Legislative Assembly election. The resolution which was one of nine adopted at its second State Executive meeting held at Cosmos Hall, Mokokchung was attended by BJP National Secretary cum Minority In-Charge & Nagaland In-charge Farooq Khan and a host of top state BJP leaders led by President Visasolie Lhoungu. “We resolve to work towards forming a BJP led government in the state of Nagaland for the upcoming election 2018”, stated the Nagaland BJP unit. It also resolved to strive for eradication of ‘corruption in all forms in society, make sincere effort towards having clean election to ensure that true democracy prevails’. Besides, Nagaland BJP also resolved to support the “Act East policy” and the infrastructure
development of the NE region being given a special focus by the BJP led NDA government and also ‘the various pro-poor and innovative schemes being implemented by the BJP led government’. The party agreed to work towards proper implementation of various schemes and programmes in the state. It also resolved to urge upon the central government for early implementation of ‘already sanctioned’ road projects in Nagaland and ensure the selection of Kohima under Smart City Project in the next phase of selection scheduled for June 30. Calling for a honorable and acceptable settlement to the Naga political issue, the party stated that the BJP led NDA government has taken positive steps in this regard by entering into a framework agreement with the NSCN (IM), and expressed hope ‘that a final settlement will be arrived at’.

State Treasury is not releasing the funds,” the NHM Director, who also held interaction with the Mission Director, NHM and other health department officials, pointed out. The NHM Director also stated that the Ministry of Health & Family Welfare, Government of India was withholding the release of further funds meant for Nagaland NHM programmes, because the State has not released its share of the fund-sharing pattern. “…Should question the Finance Commissioner as to why the State Treasury is not releasing funds for the health mission… and why is the State Government not keeping their assurances to release salaries for the NHM em-
ployees…” she stated. According to central directives, allocated funds are transferred to the State Treasury by the central ministry after which it is required to be transferred to the concerned department account within 15-day. This move of the Central government of transferring the NHM funds directly to the State Treasury instead of the department bank account was to ensure that there is no misuse of the funds. However, this is apparently not the case in the State, as can be observed with the employees of Nagaland NHM highlighting their suffering for non-release of their salaries for months on numerous occasions in the media. The State is also not able to match their share of the funding pattern, which is costing dearly in implementation of health programmes.

Following the recession of drain and rainwater which seeped into residential homes in the vicinity of Dimapur Railway station, the Dimapur Municipal Council on Friday cleared drains and sprayed bleaching powder in the locality. The recent clogged drain beneath railway track had displace hundreds of families in Chatteswari, Manipuri, Westyard, Railway Bazaar colonies and other adjoining localities. Some displaced families were seen returning to their homes with belongings on Friday. DMC Executive Engineer, Badal Badra who was at the site told media persons that the DMC has been spraying bleaching powder in the area since
the past one week as a preventive measure for further outbreak of waterborne diseases. He informed that the clogged drain beneath railway track has been cleared and the water level has receded in the vicinity. DMC Sanitation Inspector, Reho T. Anar appealed the residents not to dump huge solid wastes into the drain as it leads to avoidable clogging of drainage. He pointed out drain encroachment as one of the many factors for causing flood in the localities. “Earlier, the drains were wide enough for smooth flow of sewage but the drains have become narrower due to encroachment,” he said. He expressed delight in pointing that the literacy rate of Lakhuti village was 95% as against the state literacy rate of 80%. Thomas also said that Lakhuti village was the first in the state to embrace Roman Catholicism in 1951. Earlier, the chief host gave away citations and cash money to the toppers and other meritorious students. During the programme, Chairman, Lakhuti Ekhung Dimapur also exhorted the students. Ligneous plants are an important component of the fodder resources for livestock and wildlife. Their main role is to serve as a supplement to the natural flora for feeding livestock, especially during the driest part of the year. For native tho-tho cattle, mithun and goat these
plants are important as browse plants and can be utilized for bio-fencing as well. With the objective in view altogether 1500 saplings of Wild cherry (Prunus spp.), Wild apple (Malus sylvestris ) and Ficus (Ficus hookeri) were planted in the Rihuba area of Thipuzumi Village. CSU undertakes ILP verification drive Kohima, June 24 (mexn): The Chakhesang Students’ Union under the directive of the Naga Students’ Federation undertook Inner Line Permit verification of all the Non locals residing within Chakhesang jurisdiction from June 17 to 18 last. During its first phase, the Union have detected of 25 ILP defaulters which were handed over to the administration for deportation and necessary follow up. The Union stated that the second phase of checking will take place at any time. While CSU has undertaken the verification of ILP’s in order to check the inflow of illegal immigrants within its jurisdiction, the Union also felt that the responsibility for checking of illegal immigrants
should not be left alone to student bodies and recognizes the vital role that the public must play in solving the menace of illegal immigrants in our respective jurisdictions, the CSU stated. The Union made a fervent appeal to all the public, especially those guarantors to be more vigil and check necessary documents of non-locals before submission of their documents to the administration for processing. The Union has detected several shortcomings loopholes from the administration on issuing ILP’s for which the Union will be submitting its findings and suggestion to the District administration for better coordination and implementation. Mass mourning to mark 300th day of tribal protests

The Joint Action Committee (JAC) against Anti-Tribal Bills will be organizing a mass mourning cum prayer programme on June 26 to be attended by tribal people from across Manipur to mark the 300th day of the tribal movement, according to a statement released on Friday. “June 26 (Sunday) will mark the 300th day of the tribal movement, our unwavering fight for protection of our ancestral tribal lands, our rights and our identity from the covetous hands of the dominant valley-dwelling community jointly which is backed by the communal government and CorCom, a conglomerate of proscribed Meitei underground groups,” the statement said. The resentment and gash between the hills and valley people is a clear indication that the tribal people of Manipur no longer see any safe and promising future under the present Manipur and hence the tribal people look forward to a separate destiny for themselves, it said. With the mortal remains of “our nine tribal martyrs still awaiting an honour-

able burial, our fight for our rights, and our struggle for self-determination is far from over,” the JAC said. “To mark the 300th day of the protest and mourning, the JAC would like to humbly request all Manipur tribal churches and fellowships across the globe to observe it as a worldwide mourning day by organizing mourning programme cum mass prayer at their respective churches/ congragations,” it informed. The joint committee made a heartfelt plea to all tribal brothers and sisters across the globe to join in prayer on the day. At the epicenter of the movement, Lamka, the joint committee will be organizing a mass mourning cum prayer programme to be attended by tribal people across Manipur starting 1pm of June 26 at the YPA ground headquarters hall, Hiangtam under Lamka. There shall be no shutdown or bandh to enable free movement of vehicles on this day. The JAC informed the public that the earlier plan to send a delegation to Delhi comprising of tribal chiefs and family members of the “tribal martyrs” to coincide with 300th day of the movement has been postponed for a later date.

Int'l borders in NE to be fenced Rajnath seeks report on AgArtAlA, June 24 (IAnS): International borders of the northeastern states would either be fenced or sealed to check trans-border movement of militants and prevent infiltration and cross-border crimes, a top Union Home Ministry official said here on Friday. "Government has different approach depending upon the northeast India's borders with Bangladesh and Myanmar. We have concrete action plan for the management of the borders with Bangladesh and Myanmar," Union Home Ministry's Border Management Secretary Susheel Kumar told reporters. "Government has already decided to seal Assam's border with Bangladesh within two years. Most parts of Assam's 263-km-long border with Bangladesh are riverine," he said. To a question the official said that topography, requirement and approach to manage the 1,640-km unfenced border with Myanmar are completely different from the Bangladesh border. Arunachal Pradesh share a 1,640-km unfenced border with Myanmar. Susheel Kumar, who came here on Friday on a three-day visit to Tripura after meeting officials in Meghalaya and West Bengal, held a meeting with Tripura Chief Secretary Yashpal Singh, senior officials of the Border Security Force, District Magistrates and Collectors of different bordering districts besides senior state government officials. "By December next year, Tripura's 856-km border with Bangladesh would be completely fenced to check trans-border movement of terrorists, hostile elements, prevent infiltration and check border crimes," he said. "As per international norms, the barbed wire fencing is being erected 150 yards from the zero line of the borders. Where there are problems, the fencing is being erected at the Zero Line after taking cognisance of the Bangladesh government," he added. ImphAl, June 24 (IAnS): Home Minister Rajnath Singh has sought a report on how two former insurgents sheltered in a Manipur Rifles camp were shot dead. The killers escaped after the audacious Tuesday evening attack. Ningombam Nabachandra, a former chairman of the outlawed group PREPAK, and his driver-cum-bodyguard Leishangthem Sanjit were in a supposedly safe house in the heavily guarded camp at Khabeisoi in Imphal district. Somehow, gunmen of the "Red Army", the military wing of PREPAK, sneaked into the camp, shot dead both men and escaped unnoticed by the guards and hundreds of personnel in the camp. No arrest has been made. Nabachandra had signed the suspension of operations against the government along with some others and had been staying inside the camp for security reasons. The PREPAK on Friday claimed responsibility for the killings and asked nine other former insurgents to surrender to the outfit.

Brexit rattles Indian markets, Jaitley & Rajan seek calm MuMbai, JuNe 24 (iaNS): Britain’s decision to opt out of the European Union (Brexit) rattled Indian financial markets on Friday, shaving over 880 points, or 3.27 per cent, off a key equities index, while pulling the rupee around Rs 68 to a US dollar mark. Both Finance Minister Arun Jaitley and Reserve Bank of India Governor Raghuram Rajan sought to calm the markets and assured there was no cause for panic as India’s economic fundamentals remained strong along with other macro indicators. The sensitive index (Sensex) of the BSE, which had closed on Thursday at 27,002.22 points, opened the next morning at 26,367.48 points. At around 1.00 p.m., it was ruling at 26,119.38 points, down 882.84 points, or 3.27 per cent. At one point, it had lost nearly 1,090 points. Each of the 30 stocks that go into the Sensex basket was in the red, led by Tata Motors, which was down as much as 9.43 per cent and Tata Steel, lower by 7.82 per cent, due to their large presence in Europe in general and Britain in particular.

At the National Stock Exchange (NSE), where the 51-scrip Nifty had closed at 8,270.45 points, the opening bell was at 8,029.10 points. Thereafter, the index was ruling below the 8,000-points mark at 7,978.15 points, down 292.30 points, or 3.53 per cent. In Europe, London’s FTSE 100 was lower by 6.98 per cent, Germany’s DAX Index was down by 8.40 per cent, and France’s CAC 40 was lower by 10.16 per cent at the closing of the Indian markets.
The Indian rupee too faced negative consequences. It weakened by 72 paise during the mid-afternoon trade at 67.98 against a US dollar from its previous close of 67.25-26 to a greenback. The rupee had dived over 1.4 per cent to 68.21 per dollar during the intraday trade so far, while the British pound -- that had rallied to nearly $1.5 in early trades -- fell sharply to its lowest level since 1985 at $1.35. But India’s finance ministry said there was no
cause for alarm. “We are well prepared to deal with the short and medium term Brexit consequence -- strongly committed to our macro-economic framework with focus on stability,” Finance Minister Arun Jaitley tweeted from Beijing. “Our macro-economic fundamentals are sound with a very comfortable external position, solid commitment to fiscal discipline and declining inflation,” he said. “The government and the Reserve Bank of India
as well as other regulators are well prepared and working closely together to deal with any short term volatility. Our aim will be to smooth this volatility, minimize its impact on economy in short term. For the medium term, we will pursue our reforms agenda.” Reserve Bank Governor Rajan said investors need not panic over the rupee. “We are comfortable on foreign exchange reserves. We can use it when necessary,” he added. “We also expect to see lesser swings in bond markets compared to peers.” The chairman of India’s largest lender, the State Bank of India (SBI), Arundhati Bhattacharya said that as risk aversion sets in, there would be a decline in financial markets and India would see this impact along with other nations. “However, as trade strategies are reworked, there could be potential advantages in the form of better market access for India to EU and UK,” Bhattacharya said. Anand James, Chief Market Strategist at Geojit BNP Paribas Financial Services, told IANS: “This is
one of the steepest falls that equity markets have witnessed as investors went in for panic selling.” “The Indian markets are taking cues from the global markets. The Asian markets as well as the European markets are down. The Nikkei has fallen by 8 per cent and the Hang Seng by 5 per cent. Dow features have also slipped. The currencies -- Yen, rupee, pound -- are also falling.” According to Vaibhav Agrawal, Vice President and Research Head at Angel Broking, Britain’s decision to opt out of the European Union led investors to jump into safe havens. “GBP sterling crashed in early trade against USD and hence gold and silvers also saw spurt in trades,” Agrawal told IANS. “Global markets will continue to be under pressure due to volatility in currency and bond markets in the days to come.” For months, the global stocks, currency and commodity markets have been on the edge over how Britons will vote on whether or not to remain a member of the European Commission, which the nation had joined in 1973.
BlackBerry reports $670 mn loss, may exit smartphone business LoNdoN, JuNe 24 (iaNS): BlackBerry, the Canadian mobile company sold just 5 lakh phones globally in the first fiscal quarter - down from six lakh in the previous quarter - reporting a $670 million loss which is its biggest loss in over 2 years. Although much of the loss was down to restructuring charges, sales also fell to $400 million, down 39% on a year earlier, The Telegraph reported on Friday. “I really, really believe that we could make money out of our device business,” BlackBerry CEO John Chen told financial analysts during a conference call. Last year, BlackBerry tried to revive its handset business by launching Priv smartphone running Google’s Android operating system (OS). BlackBerry has said it will decide whether to stop making phones for good by September. “The device business must be profitable, because we don’t want to run a business that drags onto the bottom line,” Chen said at BlackBerry’s annual meet-

Noida, JuNe 23 (iaNS): The world’s cheapest smartphone at Rs 251 (less than $4) is here, finally. Its makers, the Noida-based startup Ringing Bells Pvt Ltd, say they have made it possible despite allegations from various quarters that such a phone would not see the light of the day. Even an FIR was lodged against the company. According to Ringing Bells’ Founder and CEO Mohit Goel -- sitting comfortably in his Sector 62 office here, the company has been able to keep its promise to consumers. “We are ready with nearly two lakh ‘Freedom 251’ handsets. We will start delivery from June 30,” Goel told IANS, adding that once he is done with this first phase of delivery (of two lakh phones), he will open registration again for those who wish to buy the handset. The company had in mid-February this year planned to deliver 25 lakh handsets before June 30. However, it received over seven crore reg-
istrations before its payment gateway crashed within three days. “We learned from our mistakes and decided to go silent till we come out with the product. Now we have a 4-inch, dual-SIM phone ready for delivery. I feel vindicated,” he said in one breath. According to Goel, he is facing a loss of Rs 140-Rs 150 per unit, but hopes to make profit on volumes. “We will have a loss, but I am happy that the dream of connecting rural and poor Indians as part of the ‘Digital India’ and ‘Make in India’ initiatives has been fulfilled with ‘Freedom 251’,” Goel said. The 3G device has a 1.3GHz quad-core processor, 1GB of RAM and 8GB of internal memory and supports external memory cards of up to 32GB. No device was, however, given to IANS. AMRUT: Foundation stone unveiled for Children’s Park Our Correspondent Kohima | June 24
Urban Development advisor S.I. Jamir today unveiled a foundation stone for construction of Children’s Park at New Reserve Phesama, Kohima under Atal Mission for Rejuvenation & Urban Transformation (AMRUT) programme, a centrally sponsored scheme. Two cities were selected for AMRUT programme in Nagaland - Kohima being the state capital and Dimapur for having a population of more than a lakh. Addressing the gathering, Jamir said that urban areas in Nagaland are crucial to the economic growth of the state. “Whatever limited internal revenue the state generates is mostly from the urban areas,” he said, adding that the speed of urbanization in the state is alarming and disturbing considering the huge infrastructure backlog. He said since Nagaland achieved statehood in 1963, the total population has increased by 5.3 times in terms of absolute number while urban population increased by 18.4 times

Stating that the urbanization pace in Nagaland is rather alarming considering the urban infrastructure deficit, Jamir said, “At this rate, the urban population will overtake the rural population in the near future.” This is evident in the fact that the rural area recorded 14% negative growth rate during the census 2011, whereas the urban areas recorded 69%, he said, adding “This scenario presents a number of challenges to urban policy makers and planners on issues such as availability of infrastructure services, poverty, housing, proliferation of slums, employment, solid waste, environment, traffic and transport.” He further maintained that since the last couple of years,

DIMAPUR, JUNE 24 (MExN): Nagaland State Chief Minister, TR Zeliang has stated that once the Naga political problem is solved, the State can be as peaceful as Sikkim or Mizoram and sought support of neighbouring States. Speaking to the media in Guwahati before departing for New Delhi on Thursday, the CM said once the protracted Naga political problem is solved, the State can become insurgency-free and peace and tranquillity shall prevail. A press note from the Chief Minister’s Office informed that the CM expressed confidence that an early solution is on the anvil and went on to narrate his interactions with National Security Advisor Ajit Kumar Doval and Interlocutor RN Ravi who had assured him that there were no major differences between the negotiating parties and that both sides are keen on finding a solution to the problem. He added that Ravi had told him earlier there are no major hurdles as such and that only some little differences are to be sorted out. “We are hopeful of an early solution,” he said and went on to add that all the sixty legislators would be meeting the Prime Minister to impress upon him to expedite the peace agreement. “We are waiting for an appointment with the Prime Minister,” he said adding that communication from the PMO is expected soon after the Prime Minister returns from his foreign tour. He said the Prime Minister had insisted on meeting a select team of the legislators, but relented to the request when told that all the legislators wanted to meet him personally and hear about the development from him. It may be mentioned here that the Chief Minister was in Guwahati to attend the meeting of the North East Democratic Alliance, which was attended by National BJP General Secretary (Adm) Ram Madhav. The CM appealed for the support and cooperation of the neighbouring States to make Nagaland an “insurgency-free” zone once the political problem is resolved.

Why Lightning Disproportionately Kills the Poor

About 24,000 people die each year around the world—the majority of them in developing countries

eventy-nine people died this week in lightning strikes in Ind i a. Mo s t of the dead lived in rural areas, and many were farmers. It’s the rainy season and storms are frequent this time of year. It might seem like an astonishing number in such a short time, but Indian government statistics point out that 2,000 people are killed by lightning strikes each year. India’s population is about four times larger than that of the U.S., but about 2 people in 1 million die from lightning strikes in India; in the U.S., that figure is 0.3 per million. The discrepancy holds for Europe, where lightning kills a tiny fraction of the population each year, about 0.2 people for every 1 million. Then there are parts of Asia and Africa, where lighting deaths can be 100 times higher. In Zimbabwe it’s around 20 per 1 million. In Malawi

it’s 84 people per million. While lightning may seem to strike and kill at random, it’s mostly a problem of the poor. As my colleague Rebecca J. Rosen has pointed out, the U.S. is a good example of how a country has gone from a relatively high rate of lightning deaths, to one of the lowest. One reason often pointed to is the move from farm to city. In 1900 about 60 percent of Americans lived in rural areas; by 2000 about 20 percent did. In step with that, lightning deaths decreased. This correlation is sometimes regarded as the cause of the decrease––and rural areas certainly are more dangerous when it comes to strikes––but in 100 years the U.S. population has jumped from 63 million to 323 million. There are more people everywhere, even in rural parts. Why then are people not fried by bolts in increasing numbers? The answer, in part, is plumbing and tractors.
In the 1890s, lightning most commonly killed people asleep on their beds inside their homes. That doesn’t happen anymore. By now, if lightning strikes a home there’s enough wiring and plumbing for the electricity to ground out. In the 1920s, only 1 percent of homes in the U.S. had electricity and plumbing. By the 1930s, the U.S. had developed codes regulating both, and as more buildings followed those regulations they became safer. Since the 1950s, nearly all homes in the U.S. have both electricity and plumbing, and consequently, Ronald Holle, a meteorologist with Vaisala, the world’s largest manufacturer of meteorological equipment, told me lightning deaths inside homes in the U.S. have become nonexistent. In the past 20 years, he said not one person in the U.S. (excluding the elderly or disabled who were caught in fires started by lightning) has died from a lightning bolt that hit a home. But in poor areas of
the world, homes may not have all those wires and pipes that help divert electrical shock. Homes often have a thin roof made of corrugated metal. If lightning hits that, the bolt can jump to the nearest person. The other place lightning often struck people in the 1890s in America was in the fields. One hundred years ago, 25 percent of lightning deaths in the U.S. werepeople working agricultural jobs. And that’s who died in India this week. Every year Indian farmers make up a large portion of the 2,500 people killed by lightning in the country. A recent report by Holle, the meteorologist, looked at 969 lightning deaths in at least 10 Asian countries and found most
farmers died working in rice paddy fields, which are often huge tracts of flat and flooded land. Holle wrote that what famers desperately need in these areas is someplace close to shelter: “Fully enclosed metal-topped vehicles can provide such a lightningsafe location but they may not be available nearby when needed … ” An Indian farmer named Lal Babu Usvaha told The Guardian that “work is work. We can’t stop because of the weather. We have to keep working in the fields. But we feel scared when we see so many clouds, so much electricity in the sky.” India has adopted newer farming technologies, but as the man who spoke
withThe Guardian points out, many poor farmers still use preindustrial methods to work the field. This was the same issue the U.S. had 100 years ago, and that began to change with the advent of the tractor. Tractors used today in big U.S. agricultural operations are fully enclosed, making them as safe as a car during a storm. Tractors also reduced the number of people needed to raise and pick crops (see The Grapes of Wrath). “The amount of time it takes to work a field has changed,” Holle told me. “Back then it might have taken you all day to do a small plot of land. Now it can be done in a few hours. ” That’s another major factor: In developed countries, peo-
ple work outdoors less, and so are at less risk of being caught in a storm and killed. Nowadays in the U.S., lightning almost exclusively kills athletes and outdoor-leisure enthusiasts––fisherman the most, then beach goers, then campers. For sports, it’s soccer players. Other technologies, like the advent of CPR, have helped reduce lightning deaths. And another big factor has been information about lightning. John Jensenius, the National Weather Service’s lightning specialist, told me that the number of lightning deaths now are half what they were 15 years ago. Jensenius partly attributed this reduction to Lightning Aware-
ness Week, which started around 15 years ago. It’s credo: “When lightning roars, go indoors!” But in poorer countries, it might not help even if they followed that motto. In some parts of Africa, lightning strikes that hit schools kill hundreds of childreneach year. “It’s gotten to the point where some parents have said, ‘I’m not sending my kids to school because that’s where they get killed,’” Holle said. The numbers are bit of a rough estimate, because not all countries keep the data, but each year lightning kills about 24,000 people. And while the strikes themselves may be random, the victims are almost exclusively poor.

battle is raging over where to buy your fish in Seoul, and the outcome will determine the fate of one of the city's most iconic food markets and tourist destinations. The sprawling Noryangjin Fish Market, on the south banks of the Han River, has been where fish sellers, buyers and simply the curious have been congregating since 1927. It's also one of Seoul's top tourist destinations. Conan O'Brien visited, and played with the squirting "sea penises" on American TV. A thousand Chinese tourists visit a day, according to Seoul's Chosun Ilbo newspaper. Fox News rated it the third-best food market in the world, and when Conde Nast Travel ran a photo essay of the best markets in Seoul, 10 of the 20 photos were from Noryangjin. Battle to remain open Today, though, the market is quiet. There is graffiti on the top floors that reads "Demolition." On the main floor, the fish sellers are wearing red vests that read "Together we fight." Banners hang from the walls, and there is a militant atmosphere throughout the market. Parent company Suhyup wants the fish sellers to move across the street to a new market. The new market is smaller than the old one, fully indoors and air-conditioned, and resembles a department store. It is also mostly empty, since most fish sellers refuse to move there, despite orders from Suhyup. "After they built the whole new building, we didn't get any notice or have any meetings," said one fish seller, who refused to give his name but has been selling fish at Noryangjin for 30 years. "On March 16, 2016, we got a notice to move. After we checked the new site, we saw it didn't match our needs, so we chose to stay and fight." Mixed reactions to new Suhyup says the old building, now 45 years old, is unsafe and unsanitary. But fish sellers have a litany of complaints about the new building, chiefly that the allocated lots are too small. They say the floors are slippery (I almost fell twice), the aisles are too narrow, the rents are too high, they weren't properly consulted and, most important for visitors, that it lacks any of the atmosphere the old building has. The corporation, meanwhile, says the fish
sellers were perfectly well consulted, rents and lot sizes are the same, and everyone signed an agreement to move as far as back as 2009. "We have to face the fact they're not going to rebuild the traditional site," says Song Young-hi, a fish seller of 39 years who reluctantly moved to the new building. She complains the lots are too narrow, and that it's "almost impossible" to display the fish. Still, she doubts the company will back down, and she has to make a living. "I have to do what I have to do," she says. The dispute is now with the courts. Modern, but will tourists come? A favorite activity among tourists at Noryangjin is getting the fresh seafood cut up right in front of them and served in one of the market's many restaurants. In the old building, all the restaurants have been shuttered and sprayed with graffiti, their electricity and water shut off by the company. In the new building, the restaurants are open, but with fewer customers. Stella, a tourist from Toronto who didn't want to give her last name, bought fish at the new market to eat at one of the second-floor restaurants. But she said she would rather have gone to the old market, and was under the impression the old one was closed. "My friends showed me pictures of the old one. It seemed to have more choice," she says. Traditional-style ‘better' In the old market, Achuko and Yoko from Japan look at crabs and discuss the two markets. "I like the new market," Achuko says. "It's so clean." But, she adds, "It's impossible to move all of [the fish sellers] there." She admits the old market is more traditional. "The old one is cheaper and a bigger market," Achuko says. "So Koreans like this style, I think." Jang Han Gi is a fish seller who splits a 24hour shift with his brother. It's hard work, but after 25 years, he's used to it. He says there's no way he's moving to the new market. "The customers prefer the open site and the open style of this building," Jang says. Jake Yoo, a local tour guide, agrees. He says there just isn't time to visit both markets on a tour, and the old one wins with tourists, hands-down. "This is traditional-style here, and it's better." REUTERS

hink about how often, in the course of a week, you visit Wikipedia. Maybe you’re searching for basic information about a topic, or getting sucked into a wiki-hole where you meant to study up on the “Brexit” but somehow find yourself, several related pages later, reading about the carbonic maceration process for making wine (to take just one example that has totally never happened to me). Now imagine you can’t access Wikipedia. Or you can, but not in your native language. Or there are plenty of entries in your language, but few on the subjects that are part of your daily life. Or those entries exist, but they’re not written by locals like yourself. You certainly have other ways of getting information. But Wikipedia is one of the most ambitious information clearinghouses in human history. How would these challenges shape your understanding of the world? And how would that understanding differ from the worldview of those who don’t face such challenges? “Our ambition has always been a free encyclopedia for every single person on the planet in their own language,” Jimmy Wales, the founder of Wikipedia, told me in May, at the Human Rights Foundation’s Oslo Freedom Forum in Norway. But he admitted that the 15-year-old site is not nearly there yet. While Wikipedia has become one of the most popular websites in the world, its editions in European languages such as English and German, along with a few other languages like Japanese and Chinese, are much more robust than the rest. The size of various language versions “tracks things like literacy rates, access to broadband [internet], access to computers, and number of speakers of the language,” Wales said. That equation is more complex than it might initially look. Consider broadband access: Internet capacity, or bandwidth, is growing rapidly in Africa, Wales pointed out. Yet most of those who are coming online for the first time are doing so on mobile devices, which you can easily use to, say, make a spelling correction on a Wikipedia page, but not to contribute four paragraphs of text with 18 footnotes. These trends hold in many developing countries, as the graph below from the International Telecommunication Union makes clear (mobile broadband penetration rates are in light blue; “fixed,” or nonmobile, broadband rates are in gray). The number of speakers of a language is also an imperfect indicator for the size of a given Wikipedia edition. “One of the things that really motivates people to write [for Wikipedia] is the existence of
readers,” Wales said. There are nearly 70 million Tamil speakers in the world, for instance, but getting them to contribute to Wikipedia in Tamil depends on how widespread internet access is among Tamil speakers and how high the demand is for information in that language rather than English. Censorship, moreover, can render all these other variables irrelevant. Wales told me that the Chinese government is presently blocking Wikipedia in its entirety, in part because of the encyclopedia’s recent move to an encrypted “HTTPS” protocol that makes it harder for the government to determine what people are reading and to selectively filter sensitive pages, as Chinese censors had done in the past. “Part of the reason why Wikipedia is not the immediate kind of thing that people want to block is it’s not a wide-open free-speech message board and people aren’t getting on Wikipedia to plan a protest at a certain date, at a certain time,” Wales said. “Even our discussion pages are about how to improve the article, not for your general opinion of Barack Obama.” Still, Wikipedia has flickered in and out of the Chinese internet over the years, and in December Wales traveled to China to meet with government officials. What’s his pitch to Chinese authorities? “An argument that doesn’t really work very well is to sound like some kind of crazy American talking about the First Amendment. They just don’t care,” Wales said. He argues that access to knowledge is a human right, but he doesn’t dwell on that point. “The main [argument to the Chinese] is that Wikipedia is incredibly useful for economic growth, they do care about that, for education, they do care about that. For people in technology, for example, if you ask any programmer, ‘How do you keep up to date with new technology? How do you hear about some new programming language?’ They go to Wikipedia.” These obstacles to Wikipedia’s geographic expansion complicate the widespread view that the democratization of internet access will necessarily democratize the production, exchange, and consumption of information. Don Tapscott, the coauthor of Wikinomics: How Mass Collaboration Changes Everything, articulatedone version of this view when he compared the significance of the internet to that of the printing press: “The printing press gave us access to recorded knowledge. The internet gives us access not just to knowledge but to the intelligence contained in people’s crania, access to the intelligence of people on a global basis. This is not an information age. It’s an age of communication, of collective intelligence, of major collaboration, of major participation.” At the University of Oxford, Mark Graham and a team of researchers have spent several years investigating just how “global” this collective intelligence really is. They’ve found all sorts of fascinating ways to track “geographies of knowledge” on the internet, including on user-generated platforms like Wikipedia. In 2014, for example, they mined 44 language editions
of Wikipedia, mapping more than 3 million articles that had been “geotagged,” or assigned a geographic location (go to the Wikipedia page for, say, the Colosseum, and you’ll see the coordinates for where it stands in Rome; only a small fraction of Wikipedia articles are geotagged). What emerged from the exercise was a rather misshapen map. More than half of the articles analyzed were about people, places, and events in Western and Central Europe, a region constituting only 2.5 percent of the world’s land area. In case you’re disoriented by Buckminster Fuller’s Dymaxion map projectionbelow, Western and Central Europe are in the red circle, with Africa to the lower right and the United States to the upper left. Graham and his colleagues discovered that much of the variation in the number of geotagged articles per country could be attributed to the size of the population in a given country, the availability of fixed broadband internet, and the number of edits originating in that country. These patterns seemed to be self-reinforcing, making the informational disparities on Wikipedia more pronounced. Graham and his colleagues theorized that one of Wikipedia’s greatest strengths—its strict editorial standards, particularly with regard to sourcing—might also be one of its greatest impediments to expansion. “Not only is a broad base of source material, such as books, maps, and images, needed to generate any Wikipedia article, but it is also likely that having content online will lead to the production of more content,” Graham wrote. “Editing incentives and constraints probably also encourage work around existing content—which is relatively straightforward to edit—rather than creating entirely new material. So it may be that the very policies and norms that govern the encyclopedia’s structure make it difficult to populate the white space [in the map above] with new content.” Then again, Wales has spent the past 15 years populating white space, against the odds. Graham and his fellow researchers note that Wikipedia has achieved a remarkable global presence: It exists in hundreds of languages and is one of the 20 most-accessed sites in 95 percent of the countries where such metrics are tracked. But one of their key points is that presence is not the same thing as participation and representation. They report, for example, that users in the United States and Western Europe contribute vastly more edits than those in regions such as Africa and the Middle East, and that more edits originated in Hong Kong than in all of Africa combined, according to a snapshot of Wikipedia data from 2010-2011. “The core concern,” Graham and his co-authors write, “is that a relative lack of voice and representation serves to reproduce the power of people and places at the center of geopolitical mass-culture.” Such power dynamics have long existed, of course. What’s changed is that innovations like Wikipedia conjure a world where things could be otherwise.

Corruption in Nagaland: mystery of all mysteries

he above is a photo of the plaque proudly displayed on a wall at the Nagaland Civil Secretariat complex – ‘BARRIER FREE ENVIRONMENT’. I beg to strongly differ and my request to them is to please, please remove it because it is utterly embarrassing. The complex is far from barrier free and I have the photographs to prove it. They have indeed constructed the semblance of a ramp leading up to the main building. Even this, by the way, has obviously not been maintained. The ramp is cracked and sinking for the better part of the way up making it extremely difficult to push a chair. Much clever manoeuvring and dexterous twists and turns to avoid the loose tiles and, of course, a lot of brute strength are needed to get to the building level – and all credit goes to the pushers. And here, I must say ‘thank you’ from the bottom of my heart to everyone who make it possible for me to live a full and fulfilling life. As you can imagine, I need an entire entourage to get around - if you can’t, you’ll get an idea when you look at some of the images provided here. In Nagaland, in the existing pathetic situation of zero accessibility, unless you’re blessed with a strong support network, there is no chance for a person with disability to have any kind of life. It is definitely no country for the disabled. To my family, my beautiful son and my beautiful nieces and nephews who are always ready to drive me around and assist me anytime, anywhere, my attendants who accompany me everywhere and sit waiting for me for hours and my friends and colleagues who are always there for me – there are no words to express how much your love and support means to me. I’m truly blessed. To get back to the ‘barrier-free’ Nagaland Secretariat complex, once you reach the main building level, you’re confronted by numerous other obstacles. First of all, the ramp is now broken up into segments by open water drainage outlets. They are not huge by any means and wouldn’t pose any problem for those who’re able to stride over it easily. But for wheelchair users, for whom the ramp is ostensibly constructed, these uncovered water drains are massive barriers. I needed at least three people to help me cross each one – one to control my chair from behind and two to lift the wheels on both sides. On one side of the building, once you’re able to get through these drains, the ramp leads up to the hallowed corridors of the secretariat building. It is another matter on the other side – after every one or two metre stretch you find a set of steps. The chair obviously cannot be pushed up the steps and so has to be lifted up. There are four such obstacle points to conquer over and above the open water drainage ways before you’re finally inside the building. Phew, so you’ve reached the building at last. On the ground floor, you somehow manage to get around, despite the narrow hallways at many points and small and congested rooms. It involves a lot of bumping into people, tables and chairs, scraping walls and

getting caught in between tiny doorways, but you somehow deal with it. Anyway, what other choice does one have? But if your work is on the upper floor, it’s a lost cause for many. There’s no lift, of course. There are only steps and steps and more steps. Going up to the upper floor is an impossible prospect for those fully dependent on their chairs. Since I have partial mobility, I huffed and puffed my way up holding on to the railings for dear life and with my companions holding me up. It was a fine exhibition for curious onlookers. We, of the disabled species of Nagaland, learn quickly that we are there to entertain others with our undignified struggles as we try to get around our barrier filled environment.
Then there’s also the fact that a ramp alone, however good it may be, does not a barrier-free environment make! What about accessible restrooms……and accessibility for other disabilities? After all, disability is not limited to mobility disability only. There is no sign of even basic provisions for the deaf and the blind or any kind of aid for those with learning and speaking disabilities and so on and so forth – no clear written signage, tactile or auditory signage and information, etc. Barrier-free environment? No, it definitely is not! As I said, the proclamation on the wall is an embarrassment – take it down! A Morung for our tiMes
I
have just returned from a very successful visit to Mount Olive College, Kohima. And I have been suitably impressed. We were picked up by car so we took the British road meaning the road that forks off downward after crossing the hospital and comes out at Tinpati. Mount Olive has two entrances and the lower one is right next to the road constructed by British engineers during the war. Since the days of its humble beginnings three decades ago, the college has progressed in leaps and bounds and is a testimony to hard work, a great can-do philosophy and a genuine desire to bring good education to the community. The location is quite desirable now where it stands in the heart of Kohima town accessible both by the New Market road and the lower road. The most attentive students sat through my talk and eagerly participated when we had an interactive fragment in the course of the talk. Their wooden desks were transformed into make-believe log drums on which we drummed out different beats, festival beats, warning signals and a slow mournful funeral rhythm. That was their introduction to the book, The Log drummer Boy. Their instant participation demonstrated that our youngsters are very willing to learn our cultural patterns and, regardless of the age-group, they become enthused when given the right stimulus. We have been using school desks in different schools as log-drums and managing to produce quite impressive sounds. However
Rokovizo Kuotso Angami Naga: Stories of corruption among the high and mighty have shaken India in recent times. However, no news of that size and shape has emerged from Nagaland. If anyone is saying anything on this it has certainly not made a splash. It seems as though the only honest politicians and bureaucrats left in the country are in Nagaland. What a joke! It is popularly believed by all and sundry that pretty much the entire government in our state is corrupt. There is bribery from the clerk to the minister level. Crores and crores of rupees in development fund disappear into the ever open jaws of the state government, which do little justify their existence. The ministers whiz around in cars with red lights on top and bodyguards in tow, acting important. When they are not doing this they presumably occupy themselves by doing destructive politics and trying to pull each other down. There is no outcry about this and no one says anything loud, though everyone knows what is happening. Sometimes, rarely, some proofs emerge in public. The elites always say only one thing, "it is Delhi’s fault". If everything is Delhi's fault and state governments are merely decorative, then they are a pointless drain on the economy. It would be far better and more productive to downsize them drastically and give the funds straight to people's banks in cash. It would still be money for nothing, which everyone loves, and it would be more honest and direct. Why this charade of running offices for the benefit of local people. And don't let it be said that it is outsider who are to blame for all this. The outsider may have had some portion of the blame. But for years now it has been the local elites who are cheating their own people. It is the local elites who control governments and hold power. They've cried wolves about outsiders for decades but they're the biggest wolves in their own areas. They just dress in local sheep clothing. The region’s backwardness is not the fault of Bangladeshi rickshawallas or bihari Channa wallahs, or even of Bengali clerks or Manipuri teachers. The blame for that lies squarely with the region's rich and powerful leaders, including the UGs. They have had great power for decades. What of the responsibility that came with? Have they fulfilled their responsibilities? If Nagaland or any part of Nagas for that matter is to progress, it has to sort out the issues that plague development. As long as the wealth of the people is being looted by the corrupt elites (who divert attention by pointing the outsiders or in the name of freedom struggle), the common people will suffer. They must understand that it is in their interest to have clean system that work efficiently. It will lead to development for all. The world is racing with or without Nagaland. The choice is simple. Join the race, or join the list of place where no one cares about until guns and bombs go off. Think Afghanistan. Living in such a place is a hell on earth. Respect has to be earned. It cannot be gotten by beating the weak people, or permanently going around with a weapon asking for money. There is no glory in that. If the Nagaland economy prosper, if there are fine infrastructure and industry in addition to its stupendous natural beauty and rich cultural mosaic, people will actually give us respect. Now all they give it is a mix of curiosity and sympathy at best, and active denigration at its worst. The only real respect for the region at present is for its musical and sporting talent. If you are a person who cares about your region, the first thing you need to do is look at it honestly. Don't let false pride or insecurity prevent you from admitting the truths you know in your heart to be true. No illness can be cured if the patients deny that he needs medicine. Our systems are sick. They need fixing!
this was the first time that a collegiate group was beating upon their log-desks and thoroughly enjoying it! In keeping with the Sumi setting, we did a story-telling session of the story of the beautiful Pelikutoli who had refused suitor after suitor because her intended had appeared in a dream to her to tell her that he would return one day to marry her. After rejecting several offers, Pelikutoli’s faith was rewarded when her sky-husband came to her one night, in a shaft of blinding white light. He told her to
prepare the wedding feast on an appointed day on which he would come and wed her. Though it was hard for her family to believe her account, Pelikutoli’s family gave enough berth for spirit happenings, and they accordingly prepared the wedding feast and invited the whole village to her wedding. When the guests began to assemble, the older ones voiced what was on everyone’s minds, “Where is the bridegroom?” Pelikutoli could not answer them, but her sky-husband did not keep her waiting for long. Following his instructions she had herded all the guests into the house indoors, warning them that it would be mortally dangerous to venture out when her husband arrived. Soon, in another
shaft of light, her brilliantly handsome husband came and carried her to his sky-home. The story has been transmitted to us by the witnesses to this amazing marriage. These kinds of stories, which are our lore and our wealth, are missing an appropriate setting for their telling today. The setting needs to be a village hearth or even a morung where eventually folk art can thrive in a setting natural to its performances. While we cannot expect to find the setting of old in today’s world, it is still possible to reinvent a morung in our towns. Going back to the Mount Olive College as an example, an excellent multipurpose auditorium is being completed in the new building. A place like that could easily become the new morung which facilitates oral narratives to be told in a congenial environment. I doubt such a place would want for an audience, not after the eager participation from the students of the college. Our communities still have some of our elderly with us. A constructed morung could utilize the storytelling talents of our elders so that the educative properties of oral narratives could be passed on to the next generation. A morung would be a way of retrieving the past to pass it on into the hands of the young generations. At the same time, all our indigenous history which has never been featured in our school textbooks could finally find a place for its narration and transmission. This is an idea pregnant with possibilities and I have no inhibitions in pushing it forward. Just think of it – a morung for our times. Don’t our children deserve it?
Arenjunla Kichu: Honestly, I reached the venue a little too early but I thought the pamphlet read four while I actually reached at five. On my way, me and my friend thought that we’d be so late but reality has it that we were a little too early. I reached the venue and I was thrilled to see ‘Tune up Channel’ up in the stage and they were actually taking care of the sound systems and stuffs. I honestly am like the biggest fan of this incredible band so I kept staring at the band but never managed to just walk up to them and say how much of a huge fan I was. But that was not important. The thing that really killed me was, being this huge Mesut Ozil fan, the Germany match against Northern Ireland was about to begin in 9:30 and I was dying to see my Mesut back on the pitch. But then the ‘Tune Up Channel’ was set to take the stage only at serial no. 13 and it was nearing seven. The show was still not starting! Then like a teaser, Tune up Channel begin to play one song as an opener and I just got pumped more and more to watch them. I could not leave the show without watching them perform. So, I made up my mind reluctantly to skip Mesut’s match and wait till the serial 13. The show actually started at 7 and I don’t know… the moment these incredible artists took the stage one after the other, I was head over heels for them. It was not just talent nor was it just songs but these people actually look more beautiful and more handsome in real life than in pictures! The way they got comfortable on the stage and the way they were reacting to the crowd’s response; it was amazing. And it hit me; an artist on the stage needs nothing but some cheers, some loves and some reaction from the fans. The moment the crowd starts to respond, these people on the stage will definitely react to it and there will be no awkwardness, no insecurity and before you know it, they will ignite the stage. I had an amazing time when the “Infuse band” took the stage. The front man was bold enough to have a little chat with the crowd and to set himself free on the stage. I admired that and honestly, he became a little too hot for me and my friends to handle. I did not know the song but I definitely sang along with him because they owned the stage. And they just got better when they did a rock version of “Royal” by Lorde. It was just so creative and I watched them feeling proud that it was actually our people, our very own Nagas setting the fire on stage and making me fan-girl like ‘Joe Jonas’ was up on the stage. The excitement hit a new level when “Tune Up Channel” actually hit the stage to perform three songs and watching these people taking over the stage, my heart exploded. Every little thing they did was so professional, so organized and beautifully performed. I was disappointed when they left the stage without singing their hit single “Tomorrow With You” but that was okay because they were beautiful. And If I was being completely honest, this band definitely is a band not just for the guys but even for the girls. I don’t know they got the charm and the look. I know I was being a little unfair but I sadly left the venue after “Tune Up Channel” because I had a football match to watch. Mesut Ozil’s match are really important to me, sorry. But I know that the night went incredibly successful with more talents taking the stage. And to what I have heard, Kohima and Dimapur must have had their nights. I really wanted to see “Polar Lights”, “Incipit”, “Virie Kts” and “Young Dirrt” live but I had my own share of fun. I’m sharing this experience because I want each of us to ask to ourselves, “If we can spend an amount of 3K for an artist from another country, why can’t we listen to an artist from our own land for free?” A lot of us would say “because they are not good enough”. But why are they not good enough? Is it the studio quality? Is it the sound system? Or is it just our mentality because we find them easily? Or is it that they are really not worth it? If they are not worth enough than I believe no musicians in this whole wide world is not worth enough for us. Struggling artists will never ask a price because it would be a shame. Artists will always be happy for an opportunity given to them to show their talents through a performance. But are we that greedy to enjoy that pleasure without a price? Are we that ignorant to ignore talents and take them for granted? Are we that naïve to not know when to appreciate a beauty in our kitchen but appreciate a star in the sky? I know Nagas have the kindest and the noblest heart and I love this place and the people with all my heart. But it hurts when we are not grateful for what we have and for what we are. So, can I for once just make a request to all of us to just please come together and support the artists. Can we for once just give these people a chance that they so deserved? Can we for once just appreciate and take in the blessings that are all around us? If we cannot take pleasure and joy with what we have in this short life, when will we ever be proud of ourselves? When will we ever be happy and cherish each other’s life? seoul, June 24 (ReuTeRs): China maintains its opposition to India joining a group of nations seeking to prevent the proliferation of nuclear weapons by controlling access to sensitive technology, said the head of the arms control department in China's Foreign Ministry. The Nuclear Suppliers Group (NSG) met this week in Seoul, but China said it would not bend the rules and allow India membership as it had not signed the nuclear Non-Proliferation Treaty (NPT), the main global arms control pact. "Applicant countries must be signatories of the Treaty on the Non-Proliferation of nuclear weapons (NPT)," Wang Qun, the head of arms control department in China's Foreign Ministry, was quoted as saying in Seoul on Thursday night. "This is a pillar, not something that China set. It is universally recognised by the international community," Wang said according to a statement released by the Chinese foreign ministry on Friday. China is leading opposition to a push by the United States to bring India into the NSG which aims to prevent nuclear weapons proliferation by stopping the sale of items that can be used to make

Dead woman elected as panchayat samiti member in Bihar PaTna, June 24 (Ians): A woman in Bihar, who died nine years ago, has been elected as panchayat samiti member in the recently concluded 10-phase panchayat elections, officials said on Friday. The woman, Mithlesh Devi, was allegedly murdered by her husband nine years ago in Bihar's Sitamarhi district. According to documents, Mithlesh Devi was elected as a panchayat samiti member from Tikauli panchayat in Sitamarhi after she filed her nomination papers and contested the panchayat polls. However, officials pointed out Mithlesh was murdered nine years ago and her husband Sikandar Mukhiya is the main accused in case. Sikandar, too, has been missing and on the run since after the incident -- at least on paper. However, Sikandar is freely roaming and played a trick by fielding his second wife Gudia Devi in the name of his first wife Mithlesh Devi, who is dead, to contest the panchayat polls. "Sikandar, who is accused in her murder, put his second wife to contest in the name of Mithlesh to ensure that she poses as his first wife in the court to help him get acquitted in the case," a district police official said.
Water tanker scam report: BJP seeks Kejriwal's arrest new DelhI, June 24 (Ians): Delhi BJP chief Satish Upadhyay on Friday sought the arrest of Chief Minister Arvind Kejriwal over water tanker scam, in an increasingly bitter fight with the Aam Aadmi Party, with two sides accusing each other of various scams and crimes. "Earlier, I had demanded his (Kejriwal's) resignation and now I demand that the Delhi Police arrest him," Upadhyay told reporters here. He alleged that Kejriwal "suppressed" for 11 months the report of a fact-finding team that probed the alleged irregularities in hiring 385 stainless steel water tankers by the Delhi Jal Board in 2012 during the tenure of the Congress government headed by
Sheila Dikshit. He also said that the Aam Aadmi Party (AAP) leader is always busy making false allegations on social media platforms. "Why payments to the private company were carried on for 17 months instead of cancelling it? Why Keshav Chandra, who was earlier private secretary to Dikshit, was made Chief Executive Officer of the Jal Board?" the BJP leader queried. During the Congress tenure in the national capital, Kejriwal had accused the city government of being involved in the water tanker scam. Upadhyay also dared the chief minister to explain his motive behind pressurising R.S. Tyagi to submit his papers from

Soon, highways to get large rest areas called Rajmarg villages new DelhI, June 24 (Ians): Travelling on the highways is set to be a smoother and more interesting affair -- a la 'Rajmarg villages' based on the concept of rest areas -- at every 50 km that will be equipped with plush motels, bazaar, branded restaurants, fuel stations, kids' playground, and in some places, a helipad. According to a plan being finalised by the Road Transport and Highways Ministry, the Rajmarg villages would cater to car and bus passengers as well as truckers. The ministry has worked out three options - a combined facility for truckers and bus and car passengers which will also have a provision of helipad -- a separate one for "bus and car users" and one for "truckers." A ministry official told IANS that 425 sites along highways are being earmarked of which 167 are being considered for development of such wayside villages. Of the 167, 33 sites have already been identified. These include seven in Bengaluru on NH-4, NH-63, NH-13 and NH-7; six sites in Chennai -- on NH-7, 49 and 205 and six sites around Lucknow along NH-2, NH-28 and NH-25. Five such sites have been identified for Bhopal, two each in Mumbai, Jaipur, Patna and Thiruananthpuram and one in Hyderabad. Land for 78 sites is already under possession of the NHAI while for 19 sites additional land is required.

This kind of intense lobbying by Prime Minister Modi and his government, we can understand, should have been done for UN Security Council membership," Sharma said insisting, there was no need to show desperation that led India to be equated with Pakistan in NSG case. "Why did the Prime Minister and this government make so much of noise about it and kind of hectic campaigning and lobbying for it? In 2008, NSG had given India specific waiver which allowed India's integration with the Nuclear mainstream after decades of isolation," he added. That agreement Sharma said paved the way for India to enter into agreement with United States of America. He added that India specific IAEA (International Atomic Energy Agency) agreement allowed India to also trade with NSG Countries. "NSG countries can sell reactors to India and India can do the same. So there was no need of this desperation on NSG issue," Sharma said. He added NSG membership would not have brought any drastic change to India's nuclear trade.
Pune, June 24 (Ians): At least 17 per cent of the pregnant women in India are suffering from obesity and diabetes and carry a high risk of transferring the diseases to their babies, leading gynaecologist said on Friday. According to experts, hospital delivery has increased from 40 per cent to 80 per cent in the last five years but the maternal mortality rate is still 139 per 100,000 in India. "It is important for the people to know that 17 per cent of pregnant women are suffering from obesity and diabetes, which carry the risk of transferring the diseases to baby," said C.N. Purandare, Chairperson of International Federation of Gynecology and Obstetrics (FIGO). Purandare was speaking at the inauguration of a three-day conference on "Best Practices, Breakthroughs and Current Dilemmas in Obstetrics and Gynaecology (OBGYC)" here. The conference is being organised by the Federation of Obstetric & Gynecological Societies of India (FOGSI) and FIGO. With over 300 experts addressing 1,200 delegates, the conference will include crucial issues like female foeticide and unsafe abortion. "The Indian government had banned abortion in '70s, in spite of this abortion is still prevalent across the country," said Purandare, adding that besides abortion, several deaths occur due to cervical cancer in India. Alka Kriplani, gynaecology academic at AIIMS and President of FOGSI, said: "There have been several recent advances in the management of infertility, cancer, safe motherhood, neonatal care and many more. Maternal mortality and prenatal mortality has shown significant reduction due to good quality antenatal care, hospital deliveries and effective referral of high-risk cases." Hema Divakar, FOGSI's Ambassador to FIGO, said: "More than 75,000 women die every single year due to cervical cancer compared to only 300 women in the West. This is because our women are diagnosed in advance stages where we cannot save lives." "Since the screening programme in the early detection is not efficient in our country the best option is to vaccinate all women between 9-45 years to decrease the burden of cervical cancer in generation next," she said.

"The idea is not only to provide various facilities in close proximity but to also generate local employment. These will be well planned roadside villages which will offer a pleasant experience to the traveller," an official said. The ministry has assigned the task to the National Highways Authority of India (NHAI) and to the Indian Highways Management Company Limited (IHMCL) to develop these facilities, the official added. IHMCL has already engaged a Project Management Consultant (PMC) to prepare the detailed Project Report of these amenities. The PMC has already submitted a feasibility report and site specific designs for the 33 sites. "These 33 sites are being evaluated to check their financial viability as bids will be invited for each site. The bidding process is expected to commence within this month," the official said.

"Earlier, number (of the Bharatiya Janata Party and its allies MPs) was a problem in the (upper) house, but since we have improved our tally in the house considerably after the recent Rajya Sabha elections, all important bills, including the GST, should be passed this time around," Naqvi told IANS. Modi met Putin on the sidelines of the Shanghai Cooperation Organisation (SCO) summit here. During the meeting, "Putin said India is a special and privileged partner. There is long standing friendship between Russia and India", said a statement by the External Affairs Ministry. Ashe, a former United Nations General Assembly president accused by U.S. prosecutors of taking bribes, was an accident caused by neck trauma he suffered while lifting a barbell, a medical examiner concluded on Thursday. Ashe, 61, died on Wednesday afternoon due to “traumatic asphyxia,” an official with the Westchester County Office of the Medical Examiner said, contradicting reports that he died of a heart attack. Santos’ government says a final deal, which he said will be ready by July 20, would add one percentage point annually to economic growth in Colombia, which over the past two decades has turned itself around from a failing state to an emerging market darling. Thursday’s agreement went further than many had hoped, with the FARC committing to putting a final accord to the Colombian people in a plebiscite, a promise made by Santos that had been a key sticking point. Not everybody supports the peace process, and Santos will have to work hard to con-
vince opponents to back it in a referendum. Former President Alvaro Uribe, the leading critic of the talks, said the agreement was “a surrender to terrorism” by Santos. Under the agreement read out by mediators Norway and Cuba, the rebels will lay down their arms within 180 days of a final accord and demobilize into 23 temporary zones and eight camps. The ceasefire will only kick in when the final deal is agreed, although the two sides effectively stopped attacks almost a year ago and violence is already at historic lows. During their transition to democratic politics, the FARC’s weapons will be handed over to the United Nations, which will begin a mission to verify the ceasefire. The government will guarantee the safety of ex-rebels and their political allies, who have historically been targets for right-wing paramilitary groups, the accord said. Special protection units, comprised of both ex-rebels and security forces, will guard FARC politicians and
other community leaders. Under accords already struck in Cuba, perpetrators of the worst crimes in the war will face “transitional justice” aimed more at finding out the historical truth than meting out harsh punishments. “This is an extraordinary achievement. But there are serious challenges ahead related to security, implementation and guarantees of no repetition,” said Roddy Brett, director of peace and conflict studies at the University of St. Andrews in Scotland. “WHAT ABOUT THE OTHERS?” The FARC, or Revolutionary Armed Forces of Colombia, was one of many 20th century Latin American guerilla movements inspired by Marxist ideology and the success of the 1959 Cuban revolution. Its conflict began an as a peasant revolt before exploding into a war that killed at least 220,000 and displaced millions. Across the region, other rebellions were either crushed
by right-wing military governments or convinced to lay down their arms and join conventional politics by the 1990s. But funded by its involvement in the cocaine industry, the FARC grew to a 17,000 strong force operating across vast swaths of territory. Kidnappings for ransom also helped bankroll the rebel group. That began to change in 2002, when Uribe launched a U.S.-backed counterinsurgency campaign that killed many FARC leaders and reduced it to an estimated 7,000 fighters. Even after peace with the FARC, formidable obstacles will remain. The smaller National Liberation Army (ELN) only recently said it would start talks, while gangs born out of right-wing paramilitary groups have taken over drug trafficking routes, filling the vacuum left by rebels, some say. “It’s great to end the war with the FARC, but we’ve got to be serious, we finish with the FARC but what about all the others?” said Jhon Duarte, a 26year old mechanic, echoing the concerns of many Colombians.

Sporting Clube and Salgaocar pull out of I-League Goa, June 24 (aGenCIeS): Indian football received a major jolt on Friday afternoon as Goan giants Salgaocar FC and Sporting Clube De Goa announced that they will not take part in the 2016-17 season of the I-League, India's top tier of domestic football. They now join an infamous and, worryingly for the All India Football Federation (AIFF), a growing list of clubs who have opted not to partake in the first division. Earlier last season, Pune FC and Bharat FC disbanded their first team operations, while Royal Wahingdoh, a team who finished third in the I-League table in the 2014/15 season, too opted to drop out of the I-League. Sporting Goa finished fourth in the 2015/16 edition of the league
while Salgaocar, after flirting with relegation, finished seventh. In a 580-word joint official statement, the two clubs cited the AIFF's proposal to restructure the national football league system and maintained that “the proposal is highly discriminatory, goes against sporting merit, is unworkable for I-League clubs.” The AIFF's draft plan, made public last month, is to form a three-tier football system in India from 201718. The Indian Super League (ISL) will form the top tier of competition and will be insulated from relegation; the I-League and its lower division will become the second and third divisions, with relegation and promotion only taking place between these two tiers of competition.
The statement called the AIFF's proposals "shocking and disheartening" and "heavily biased against the I-League and its clubs". It said this would relegate the I-League to a "second-tier league... despite the repeated claims made by representatives of AIFF and FIFA that the I-League was the premier league competition in the country." The statement details the sequence of events from that May 17 meeting. It said the proposals were circulated among all stakeholders, who gave their feedback as sought. "The lack of response from the AIFF is telling, and makes it clear that the fate of the world's most popular sport in the world's second most populous nation would be decided unilaterally.
"We therefore have no option but to believe that the AIFF will enforce the May 17 proposal, which would promote the ISL to the nation's premier tournament with a 'pay to play' franchisee model with no promotion or relegation. Furthermore, it guarantees the winner of the ISL representation at the AFC level, with the other available spot going to the winner of a tournament that again is heavily skewed in favour of ISL franchisees." "This effectively removes any incentive for a club team to participate in the restructured I-League, given that monetary incentives were never a contributing factor. The lack of the latter was ensured by the AIFF who unfairly sold the rights to the I-League without consulting all its stakehold-
ers. Remarkably, while demanding professionalism and fiscal responsibility from I-League clubs without itself reflecting the same, the AIFF has still not settled dues to I-League clubs dating as far back as 2008." The decision is expected to trigger an emotive public response given Salgaocar's standing in Indian football. Former India captain Bruno Coutinho, who has a long association with the club, was among the first to react. "It is really shocking to hear [of the decision]," he told ESPN. lease note that, this is neither supporting nor justifying the black deeds of our Naga National workers. I urge people’s patience and prudence, if they must read and understand the concept of what I am going to convey through this write-up. I completely understand that people in Nagaland state, as well as in other parts of Naga inhabited areas are overloaded with the burdens of multiple taxation by our ever sprouting Naga Political Governments, NPG factions. I thus vehemently detest factionalism, extortion, robbery and highhandedness of our Naga National workers towards the general public at gunpoint, who actually feed them. I also condemn in the strongest term to those self-enriching mongers in the name of the National Movement. And spit upon those reckless fanatics, who are the root cause of all our predicament in the face of the world. To tackle with these unwarranted activities as well as the various forms of corruption in the State Government’s establishment, the “Against Corruption and Unabated Taxation” (ACAUT) came out to the rescue of the victims; which is indeed commendable and noteworthy. However, it startled me and did confuse me, when ACAUT came all out against a certain NPG which at present, is the only organisation negotiating with the Government of India (GoI) at the highest level; to bring about an amicable political solution to the protracted Naga Political Issue, for which almost all the Nagas have been desperately yearning with the hope that, it would mitigate our burdens. Notwithstanding that the ACAUT, as proclaimed, is a civil movement against corruption and unabated taxation, now ACAUT questioning the legitimacy of the mandates of this organization which in the eye of the world and GoI, is the one representing the Nagas sounds like a gross utterance. It has made ACAUT appear like a full fledged political opponent like one of those rival faction, in the eyes of the critical observers of Naga political journey. I, for one, as a keen and passionate observer as well as a Naga, could not refrain myself from sharing my concerns over this issue. I therefore, shall get down to brass tacks of it just as what I perceived without sugar-coating nor exaggeration.
Let us examine and weight the eminent crusades of “One Govt. One Tax” by ACAUT with an open and conscious mind, dear Nagas of today’s developed age. Although the Slogan is striking and irresistible of gaining influence and support of the general public against the rampant taxation by multiple NPGs, the modus operandi of the campaigners is off-centre and extremely flawed. “One Govt. One Tax” is indeed a tiptop manifesto of all the concerned Naga citizens. However, in the context of vexed Naga Political Movement, the slogan “OGOT” is an uncooked mechanism or instrument with which we are trying to unify our NPG factions, on the condition of not paying taxes. It’s like, we are dictating a divorced couple for a forced re-union. Here, we are trying to make our NPG factions Ignite rather than Unite by strangulating their throats that, they must unite or else die out. Since unifying of the conflicting parties has to come through a well orchestrated road-map, for peace and unity through some means of: ethical, diplomatic, rational and non-violent approach. Moral pressure and smooth-talking to bridge the gap, and removing the isolation between the conflicting or excommunicated groups is imperative to arrive at any sort of peace treaty or concord. It involves a painstaking brain-work:- deliberate, purposeful and disciplined approach, without which, “OGOT” has the potential to jeopardize our National Cause and not just a certain NPG faction as may have targeted. The diplomacy of ACAUT or any other agent in this regard is thus charged with a double task: studying and comprehending the nature of the relations between various NPG factions and civil societies and communicating with all, concerning the parties’ interests and aspirations is indispensable. Due to claims made by all factions to be representing the people, and it is an undeniable fact that they got the mandates of their respective supporters. The question here is, whether or not the interests and aspirations of all the stakeholders are correlative, corresponding to the conventionally declared Naga National Movement. If yes, then the ACAUT’s job is to be the bearer of the views of all the parties involved and tries to bring a diplomatic consensus to get everyone on-board
the movement with the coalition at the Front Line to keep the impetus going and to bring about a solution that we all thinks we Nagas truly deserved. Is calling the Front-liner back, demanding them to leave the headway they already made just to form ‘One Govt. For One tax’ was what ACAUT was up-to, just because those parties behind the battlefield are not willing to go forward? Then it is a suicidal and crooked move. And the problem here can be termed as a matter of conflict, over domination of power and of regions, for taxation or vying to replace the plate which would end up fetching nothing, but full of dirt. In this case, the crux of Naga Political Movement is placed under the questions. And the “OGOT” drive is just to make the Issue murky from outside worlds’ view, not to forget our foe’s haughty supremacy over our discord. Be advised that, ethically it would create ambiguous situations where-in, we would get nothing but lost everything. In a fundamental sense, the people who are voluntarily out for people’s rescue cannot effectively perform the task of a saviour without acting with a least modicum of professional ethics. Ironically, it is observed that even an immoral NPG faction as labelled, is badly served by an acclaimed moral agent. Herein lies the ethical dilemma, which often faces the concern agent . Has ACAUT initiated or facilitated our NPG factions with any of the basic fundamental decorum of conflict resolution in the first place, when they imposed “OGOT” besides intimidation, provocation, confrontation, lodging FIR or even serving the ultimatum against our negotiating group? Have they ever tried to talk and listen to what NPG factions had to say on a round table talk with a brotherly gesture? If the answer is no, please don’t let ACAUT tell you that they were really for OGOT and not against our Political Cause, but against all or a certain NPG faction. Since it is a matter of our Priceless Political Cause, for which we have bled and paid enough and still paying for, no matter what. We as Naga citizens cannot afford to have our hard earned National Cause to be jeopardized or annihilated with the conspiracy of any agent, and in exchange
of “One Govt. One tax” without an honest and genuine approach. Do enlighten them of the need to work like the way the Forum for Naga Reconciliation (FNR), led by Dr. Rev. Wati Aier, who in his capacity and wisdom had showcased phenomenal achievement in bringing our NPG (s) leaders on a table of brotherhood for understanding, resulting in evading of factional killings and subsequent signing of various agreements including the Naga Concordant on August 24 and 25, 2011 to form One Naga National Government. Although it has not been materialized for whatsoever the reason it may be, it was unanimously welcomed and acclaimed by all the section of people and that very accomplishment was a milestone in the history of Naga political movement. ACAUT as professed, that they are only against corruption and unabated taxation, should drop the Motto “One Government One tax” and come out cleaned and straight with their real facade and focus on their core objectives rather than getting themselves into political wrestling like those rival factions. Apply or lay the same yard stick to all, give strident and thunderous directive against any kind of corruption and unauthorized taxation whosoever may it be without any bias or prejudice so that people would not get confused and support ACAUT unhesitatingly. Equipped with “One Govt. One Tax” which was one of the primary objective of the FNR’s exemplary work that actually symbolize, “A Journey of Common Hope” but going offensive against our NPGs to the extend advocating unpleasant outcome looks bizarre and offbeat the slogan. If ACAUT still believes that our NPG factions would come together on the condition of just not paying taxes and think that our National cause would not be put to jeopardy, it would be a very big blunder on their part and it would not go down well in the discourse of Naga political movement. Be mindful, that, the political milestone of our movement, earned with sweat, tears, blood and thousands lives would be stunted and distorted in pursuits of superiority unless the strive for superiority is over our difficulties rather than over others. That by the grace of the Almighty God the door of the Naga Political final settlement is opened to us and for which I thankful the Prime Minister of India Narendra Modiji that there shall be no more war between the GOI and the Nagas and signed a Peace Accord on 3rd August 2015 between the two Nations by the GOI and the Nagas led by NSCN (IM) and now the process of amicable and honourable settlement is on the way which will be involved with all section of the Nagas that the over ground and underground Nagas to settle the issue as one and for all. That Madam, you are well aware that the Nagas have greatly changed their living standard during the last about 50-60 years due to Naga Political issue based on 1951 Naga Plebiscite conducted under the leadership of your father A.Z Phizo, the President of NNC who already gave his life for the Nagas during the 1990 and the Nagas buried him at Kohima and written his name as the Father of Naga Nation on his memorial stone at New Secretary area, Nagaland. That to speak the truth, that due to non settlement of Naga political issue the Naga National Political Group (NNPG) has divided into many factions, but all of them are from the offshoots of the NNC only. And as such, no faction or group have right to claim that he/she is the right group for the Nagas and the other factions or group are wrong party. All of them must come together into one conclusion point while the final settlement is to take place. And now this is the right time for the whole Nagas to achieve the Naga common goal as endorsed by the Nagas. That Madam, by the Grace of Almighty God, the time of the Naga Political final settlement has come to us during your leadership and your life time we are to achieved the final goal' of the NNC which field is already ripe. Come forward and settle the issue with the other NNPG and fulfil the dream of your father. During the life time of your father A.Z Phizo the father of Naga Nation, he said that though you have demanded Rupee one you may be sold out it at 75 paisa if the same amount is reasonable for the Nagas. I on my behalf and on behalf of the whole Naga village Chief (GB) would like to appeal you and your Government to fulfil the dream of your father for the Nagas during your President-ship as desired by the Nagas and your authority of presidency ship should not be handed over to any new leader while the opportunity is at in your hand. Sexual Violence and Social Stigma- The case of Unwed Mothers in Nagaland
T
his article intends to explore the phenomena of unwed mothers in relation to sexual violence within the state. It begins by giving an outline of the issue and proceeds to analyse and comprehend the existence of this reality which has been attempted through the summarised narratives shared by the participants of the study. In conclusion, the article seeks to put forth few concerns and a breakdown of the ‘safety’ of Naga women. Introduction An unwed mother is someone who ‘becomes’ or chooses to be a mother outside the institution of marriage. The term in itself is complex and bears different rationale, but a common understanding of an unwed mother is created with labels such as a ‘bad’ woman, promiscuous, ‘immoral’ etc. In most cases, judgements are made through a lens of morality combined with anxiousness over the non representation of a ‘traditional’ family pattern. Pregnancy before marriage is considered non normative and challenging because there is a general association of it with the morality and sanctity of a girl. With such an attachment, it further adds to the existing social stigma of an unwed mother. A comprehensive data on a national scale is unavailable, however, according to the Family Planning Association of India in the year 2004, an estimated eight million induced abortions are performed in India, and sketchy evidence suggests that a fairly large proportion of them are performed for adolescent mothers and unmarried teenage girls. As per an article published in The Hindu ( 22nd June, 2013), a survey conducted by the Kerala’s Scheduled Castes and Scheduled Tribes Department found that there were 563 unwed Dalit mothers in the state. The Kerala Women’s Commission (KWC) puts the actual number at more than 2,000
and an investigation led by the Deputy Police Inspector-General S Sreejith found that there were more than 1,000 unwed mothers in the tribal areas. According to the KWC, most of the unwed mothers were between the age of 14 to 20 years and some of them ended up in the prostitution business to feed themselves and their children. The data for unwed mothers in Nagaland is unavailable and arriving at a correct estimate is problematic given the tabooed nature of the issue and also because such incidences are not disclosed, often fearing social embarrassment or being cut off from the community they come from. This in turn further sidelines and makes the issue invisible. Pregnancy before marriage may occur due to different kinds of reasons such as rape, incest, date rape, naivety, lack of knowledge for safe sex etc. Teenage premarital pregnancy creates a number of problems such as interrupted education if the mother is still a school going student, health and economic vulnerability, exposure to domestic violence since it is also linked to welfare dependency, unemployment etc. Not forgetting the stigma that is attached to it. Premarital pregnancy is understood to have become quite common in Nagaland and an assumption of promiscuity or ‘someone with no morals’ has become the universal tag when a girl gets pregnant before marriage, completely ignoring the various factors that are involved. This article is a section derived from my study as part of my Masters Thesis between the years 2012-2014. My study started off with the intention to understand the issues and experiences of unwed mothers in Nagaland. However, some of the narratives shared by the participants brought out disturbing experiences of sexual violence and also gave an insight into the social stigma attached to an unwed mother. It has also brought about various issues such as absence of support sys-
tem, need for sex education etc. However, the article will focus along the lines of sexual violence and its relation to unwed mothers. The names used are pseudonym to maintain the confidentiality of the participants. Unwed mothers of Nagaland A paradox in the Naga society is that on the one hand it cherishes and values children but on the other hand, it ostracises an unwed mother as well as her ‘illegitimate’ child. The existence of sexual violence is often looked at as ‘normative’ and the stigma attached to issues surrounding sexual violence is severe. In most cases, victim blaming becomes the response, making it even more difficult for the victims to come forward and address their problems and seek justice. Victims of sexual violence remain silent for fear of being stigmatised, for being blamed etc. And within this malicious web, an unwed mother becomes an easy target as she is now a walking evidence of something that is considered ‘sinful’, and ‘illegitimate’. An independent research conducted by Mother’s Hope, Dimapur in 2001, in six nursing revealed that about 556 women underwent abortion within a month and 70% were those by young unwed mother. During an interview with the Founder - Director of the shelter home, it was communicated that the girls coming to the shelter home are from diverse socio- economic background and that most of them become pregnant through rape by strangers and date rape. Understanding the Phenomena There is no doubt that the Naga society has had a history of sexual violence on women, having undergone conflict and suffered militarised environments. The perpetuators of sexual violence during times of insurgency were never convicted or tried for their crimes rather; they still remain immune through acts
such as the Armed Forces Special Powers Act. This matter in totality is immense and not within the purview of this article. However, what needs to be understood is the reality that the perpetrators of sexual violence can be someone from within as well- someone from ‘Home’. Sexual violence does not only occur in a single vacuum, there are many facets to it. It happens at home, at work, on the streets, public spaces and in a covert manner. The narratives shared by the unwed mothers bring out the harsh reality of sexual violence that women face and in addition, are further expected to remain silent or blamed for. Their experiences bring out the various fragments of sexual violence in a society that is strongly driven by victim blaming and moral ethos. Upon documenting the experiences of the unwed mothers during the study, it was understood that most of them were survivors of rape. Pamela who became an unwed mother at 16 years shares her experience. She says, I did not know what was happening. He forced me into it and everything happened so fast. Another participant Rose, says, He started touching me. I refused and resisted but he forced himself on me. Rebecca, who is in her late 50s now, still remembers the incident that happened over 30 years ago as she narrates it to me, ‘I resisted and did not want to do it but he forced himself on me. It was rape!’ Stories of the social stigma faced, are within the framework of family and friends having shunned them, once the news of the pregnancy was known. Gossip and rumours are speckled with the blame on the victim. One of the participants, Anna was even married off to a man whom she had never met in a desperate attempt by her family to hide her pregnancy after the biological father of the child refused to be held responsible.
Conclusion There seems to be a common assumption that sexual violence in the Naga society is negligible and is therefore often sidelined. The projection of Naga women as ‘free’ and ‘safe’ from any kind of violence against them seems to be the dominant understanding of many. The case of unwed mothers is just one example of the many stories of violence- sexual, physical, psychological, emotional etc that occurs within the Naga society. There is a need for better understanding of issues that concerns the women of the state and an efficient manner of addressing them as well. There have been no concrete efforts or studies carried out to understand the vulnerabilities and the conditions faced by unwed mothers. Interestingly, during the study, few of the instances that were shared were also due to naivety and lack of knowledge about safe sex. Given that many also experience this at an age most vulnerable, there is a need to also have programmes in place to educate and promote awareness on this concern. It is important that we not only understand the issue in all its complexity but also build strong support systems and bridge the gaps. But sadly, victim blaming becomes the sole approach accompanied with stigmatisation, often leaving women afraid to come forward with their narratives. We need to recognize this phenomenon as a reality instead of continuing with a ‘so what’ approach or by keeping it enclosed because of the ‘tabooed’ nature of the issue. The everyday challenges that unwed mothers experience need to be understood while also taking into consideration the various factors such as rape, naivety etc that are involved before coming to a conjecture and asserting that women are ‘safe’ in Nagaland and that sexual violence is nonexistent. he Trinity Laban Summer Academy, a specialist course for music teachers is currently in progress in Kohima at Music Academy Kohima from June 20 to June 25. The six days intensive course is taught by Tim Palmer from Trinity Laban Conservative of Music and Dance, Faculty of Music, London. The course which focuses on contemporary technique of teaching music provides specialist training and study of latest teaching practices. It is also a first of its kind in Nagaland. youngsters. Palmer also stresses on the importance of celebrating musical culture. With the lack of access to additional and upgraded information, the training aims to enhance better skills in teaching music. Kyhochano Ngully from the Music Academy, Kohi-
ma states that the course explores the intrinsic and extrinsic value to enrich the trainees where the trainees are not just taught theory but rhythm, expressing music in non-verbal ways, dance, games and self expression. The training will go a long way in developing the quality of teaching in Nagaland and the growth of the musical community. Ameü Usou, renowned Naga musician also mentions that the course engages the teacher to reflect on music teaching to students, means and ways to help students and improve their lessons. It is important for teachers to come back with new ways to improve, says Usou.
Palmer holds a Senior Lectureship in Music Education at Trinity Laban where he leads teaching and research into the role of the musician in education settings, and into creative teaching in music in Higher Education. Teaching contemporary techniques of teaching music, Palmer’s work cuts across traditional barriers of classroom teaching, instrumental/vocal teaching and workshop leading. DhArAmSALA, JuNe 24 (PTi): The BCCI is set to introduce a new Twenty20 event, to be branded as mini IPL, outside India in September. “In the month of September, the BCCI is willing to host a mini IPL or IPL overseas with all the eight teams participating,” BCCI president Anurag Thakur said at the conclusion of the Board’s Working Committee meeting in Dharamsala. “It will be a shorter format, not home and away matches but a lesser number of matches. In a twoweek window we should be able to complete it,” he said. The BCCI move was on the cards with the scrapping of the Champions League T20 last year. The details of the shortened version of IPL are yet to be chalked out and possible venues are US and UAE, which has already hosted part of the IPL in
2014. The full-fledged IPL lasts about for almost two months. The ninth edition of the tournament was held in India from April 9 to May 29. Minutes after Thakur’s statement, the BCCI issued a release stating that “BCCI will explore the option of hosting Mini IPL overseas in September”. Going overseas is not new to IPL as the entire 2009 edition was held in South Africa due to the general election in India. Anil Kumble’s appointment as the head coach of the Indian team was also approved at the meeting. In another significant decision, the Committee approved that an Under-19 Cricketer can represent India only once in the Under 19 World Cup and any player entering the system at Under 19 stage can play only two seasons of Under 19 cricket. Premier League says Brexit will not harm its appeal
LoNDoN, JuNe 24 (reuTerS): Britain's decision to leave the European Union will not harm the prestige of the world's most popular domestic soccer competition, the Premier League said on Friday. Last season 432 European players were registered to play in the 20-team Premier League -- with some of the continent's biggest names plying their trade with England's leading clubs. Although there will no immediate implications for EU-based players already in the Premier League, long-term it could potentially be harder for English clubs to sign new players. However, a spokesman said it was too early to make predictions over what effect Brexit will have. "The Premier League is a hugely successful sporting competition that has strong domestic and global appeal," the spokesman said.
This will continue to be the case regardless of the referendum result, he added. "Given the uncertain nature of what the political and regulatory landscape might be following the 'Leave' vote, there is little point second guessing the implications until there is greater clarity," the spokesman said. "Clearly, we will continue to work with Government and other bodies whatever the outcome of any process." Currently players from outside the EU have to meet certain requirements before being granted work permits such as having played 30 percent of their previous club's games in the two years prior to moving.
