Nagaland: Congress to pursue disqualification of eight MLAs
NEW DElhI, JUNE 1 (IANS): In the wake of court ruling on the disqualification of nine Uttarakhand legislators, the Congress leaders in Nagaland are now optimistic about the disqualification of eight other party lawmakers who defected last year and backed the T.R. Zeliang government in the northeastern state. “Eight Congress MLAs had voted in favour of the Zeliang ministry on February 5, 2015, during a trial of strength. Later, they defected from the Congress and joined the ministry. We will cite the Uttarakhand precedence and pray for their disqualification once the case comes up for hearing in the Supreme Court in July,” a Nagaland state Congress source said here. The party has enlisted the services of senior counsel and party leader Salman Khurshid to take up the case in the Supreme Court. “It is a good case for us to win,” the source said. The Supreme Court on May 9 refused to put on hold the disqualification of nine rebel Uttarakhand Congress legislators and ruled that they could not be allowed to participate in the trust vote sought by the Harish Rawat government. The Uttarakhand High Court earlier upheld their disqualification by assembly Speaker Govind Singh Kunjwal under the anti-defection law. In Nagaland, Congress sources earlier alleged that eight separate petitions submitted to the assembly speaker for their disqualification did not yield result. The eight members of the assembly claimed they had “merged” with the ruling Naga People’s Front (NPF) but the Congress state unit maintained that “no notification was received” from the speaker on whether the eight legislators had merged with the NPF or whether the speaker had accepted their merger with the NPF. The eight members elected on Congress tickets in 2013 are S.I. Jamir, Tokheho Yepthomi, C. Apok Jamir, S. Hukavi Zhimomi, Imtiwapang Aier, Imtikumzuk, Eshak Konyak and Khekaho Assumi.

are satisfactory, or apologies made for misdeeds, there are always provisions and ways and means for reconsideration, the Minister said. He however pointed out that if anyone openly challenges the established party system, the only option left for the party leadership is to take disciplinary action- “And such action, such as suspension orders served, is not to be taken to the public domain for debate and discussion in the marketplace because such an action, in itself, is an anti-party activity.” On the directive that legislators inform the Chief Minister of their movements from the capital, the Parliamentary Affairs Minister defended that this was done in order to curb unnecessary expenditure due to uncontrolled movement of the Ministers, Advisors and Parliamentary Secretaries both within and outside the State. Further, the Minister said this would ensure discipline as well as to ensure that they do not go out of station for trivial matters.

The probationers will be briefed on Naga polity & Naga national movement, 16 Point Agreement, Article 371 (A), re-looking at the Naga society, Nagaland Code etc. Chishi said the training module of induction, foundation and professional training programme for NCS and allied services officers were reviewed and it was decided that all cadre officers of the state will go through the common induction programme along with the NCS

Dissatisfied with the response from the Nagaland University (NU) administration on the harassment and assault meted out to students, staff members and faculty by some miscreants in the Highway between Mokokchung and Nagaland University, Lumami on May 19, the Nagaland University Teacher’s Association, Lumami (NUTA, L) staged a peaceful dharna at NU, Lumami campus, by wearing black ribbons and putting up posters on cars and walls. According to official reports, some unidentified miscreants halted the university bus and vehicles on May 19. The miscreants allegedly abused the university professors and students, and pelted stones for no known reason. In a memorandum to the Chief Rector, Nagaland University, the NUTA (L) expressed concern that the miscreants “had the temerity to enter the university campus on May 26, 2016, and threatened individual teacher with dire consequences on the pretext of tendering apology, if

The NUTA (L) lamented that even after eleven days since the incident the miscreants are yet to be apprehended by the concerned authorities. It reminded that the association has written several representations to the Nagaland University authority but no redressal measure has been taken.
“The lackadaisical attitude of the Nagaland University authority and its failure to protect its own students, staff and teachers itself further creates disillusionment among the university community,” the NUTA (L) added. In protest, the NUTA (L) put up several banners at the Nagaland University – Lumami campus with the phrases: “We are harmless academicians”,“We want security”, “We demand action from authority” etc, which accentuated the displeasure of the academicians who wore black ribbons.

NPCB issues waste disposal suggestions to slaughter houses
DiMapur, June 1 (Mexn): The Nagaland Pollution Control Board (NPCB) has suggested way to dispose waste produced from the slaughter houses in Nagaland. In a press note, NPCB pointed out that waste from slaughtering animals is comparatively less in Nagaland as hardly anything is wasted, except the dung, horn, teeth, hoofs and blood (in case of halal system). However, it said, proper care should be taken to maintain a clean environment. The waste produced from slaughtering animals, it suggested, can be turned into manure by composting and can be sold/used for agriculture and horticulture purpose. For this technique, a pit can be dug near the slaughtering places and the dung from the cleaning of the innards and blood can be deposited in the pit and then covered with a layer of earth. This process can be continued till the pit is fully filled. Then a next composting pit can be dug and continued similarly. After some days when composting is complete, it can be dug out and used as organic manure, the note said. This method if properly executed, NPCB said, will keep the environment around the slaughtering place clean, reduce flies, control odour and give additional income from the sale of manures. The Board further noted that there is one slaughter house in Dimapur equipped with modern facilities for butchering and disposal of waste scientifically, including a sewage treatment plant. Besides this, butchering activities are unorganized and in a very small scale. The press note ended with a message to avoid cruelty to animals and be hygienic.

EAC Monyakshu Hq Sentilong Ozukum informed that Monyakshu village in spite of being one of the biggest villages under Mon District is yet to have a Primary Health Centre and most of the poor patients do not have the resources to go to Mon town which is more than 130 km away for treatment. The EAC has extended appreciation to the CMO Mon and ECS Tuensang for their untiring support to provide basic health care in the sub division. This was
the third successful health camp in the region in the last couple of months. In a press release, Phaiba Konyak, President Monyakshu Village Students Union extended appreciation to the EAC Monyakshu Hq for his relentless effort to improve health, sanitation and education under Monyakshu subdivision. Non-locals in Imphal were forced to stay indoors as the Joint Committee on Inner Line Permit System (JCILPS) imposed a 48hour ‘curfew’ on non local community as the committee flustered over the Manipur government’s delay in implementing three ILP related bills. Police were deployed in large numbers in and around Kwairamband bazaar, including Thangal bazaar and Paona bazaar, the main commercial areas of the city in view of the stringent restriction. No shops were opened due to the stay-at-home restriction on Wednesday.
Normal functioning of government offices was paralysed due to a separate curfew imposed by the committee intensifying ILP stir. All government establishments are expected to remain disrupted till June 3. The resort comes amidst preparations for polls to Imphal Municipal Corporation (IMC) tomorrow, Thursday. The polling will take place from 8 am till 4 pm across 27 wards. JCILPS says non-locals should not be allowed to take part in the election process. Women wing of JCILPS has also banned all types of vendition and doing labour job by non-locals. The restriction is likely to remain in force until ILP bills are
converted into Acts. The women wing convenor Thongam Apabi said here yesterday it would also ban renting out room, house or apartment to non-locals until the demand was met. Sensing more trouble, the state government has declared holiday for all educational institutes in the valley. The committee’s student wing has been leading students in the campaign for implementation of ILP in Manipur. Many young protesters, mostly students, have been injured in police crackdown and many of them are now under detention. The intensified ILP stir continued unabated on Wednesday.

Aizawl District and Sessions Court judge Lucy Lalrinthari, who had earlier rejected the bail plea, granted Singh interim bail for 60 days. Singh's counsel told the court that he had sustained injuries during a battle and required to continuously take physiotherapy which was not possible inside the prison. The commandant was arrested on May five after returning from leave for allegedly being one of the masterminds in the highway robbery of 52 smuggled gold bars worth Rs 14.5 crore on December 14 last year on the outskirts of Aizawal town by personnel of AR's 39th battalion. A former student leader and transporter Lalmuanawma Mathipi reportedly employed by gold smugglers and a non-tribal businessman Bulaki Chand Baid, who were also the main accused in the case, were earlier released on bail on health grounds. One civilian and nine AR personnel are still in judicial custody at Aizawl district jail.

The press release had claimed that it captured six weapons from the security forces during the May 22 Chandel ambush where six AR jawans were killed. The news of the incident was published in both local and national media. In an order signed by an Inspector, the NIA said
e-mail header was necessary for its investigation. “We strongly feel that the action of the NIA is gross interference in free and independent functioning of the media... It is not acceptable and the central probe agency should immediately withdraw the order issued to the local media editors,” a joint statement from IJU

Union Cabinet approves for more foodgrain allocations for Nagaland new Delhi, June 1 (ianS): The union cabinet on Wednesday approved additional monthly allocation of 41,800 tonnes of foodgrains for poor families and 20,507 tonnes for others in states like Kerala, Nagaland and Tamil Nadu where the food security act is still not implemented. The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, decided to approve allocation of 41,800 tonnes of foodgrains for the Below Poverty Line (BPL) families at BPL rates in these states. According to official sources, similarly, 20,507 tonnes of foodgrains for Above Poverty Line (APL) families would be available at two-third of minimum support price (MSP) rates to these states. This additional supply is for the period from April to June, 2016 or till implementation of National Food Security Act (NFSA)
by the respective states "whichever is earlier", an official source said. The NFSA, which has come into force from July 5, 2013 and provides for coverage of two-third population, based on the population estimates of 2011, for receiving wheat at Rs.2 per kg and rice at Rs.3 per kg. "It was expected that the Food Security Act would be implemented in all the states or union territories by March 2016 and beneficiaries under Targeted Public Distribution Systems (TDPS) would get highly subsidised foodgrains," an official source said adding additional foodgrains for BPL and APL families have been approved for 33 states and union territories. Tamil Nadu, Kerala and Nagaland are still getting allocation of foodgrains under the erstwhile TPDS. "These states are in the process of implementation of NFSA in the coming months," the source said.

Dimapur, June 1 (mexn): The Naga National Council (NNC) today stated that the Union Defence Minister, Manohar Parrikar’s recent statement that the armed forces cannot operate in civilian areas without the AFSPA is a “lie” as security forces are “well stationed in the best area/places of city, town, and even villages in the Northeast region.” “Their Forces are well stationed in the very heart of all these above mentioned places with immunity creating fear psychosis to the people and carrying out their very policy since 1958. Who were and are supposed to be stationed in the border areas are in fact stationed in public and populated places in the
region this far. These are all policy of political suppression and oppression of the peoples' right for freedom,” the NNC stated in a press release issued by its Information & Publicity Wing. The NNC stated that the Indian leaders in Delhi were and are “afraid” of their armed forces since whoever is in Government cannot exercise their political power in speaking out the truth about excesses committed by the armed forces under AFSPA. It also lamented that the successive leaders failed to repeal the AFSPA even though its repeal was recommended by their constituted commission, human right organizations and the United Nations.
The NNC pointed out that the Act has been imposed in the North East Region, especially in Nagaland from 1958 till date, “to suppress and oppress Naga people in particular of their inalienable right to freedom and the North East people of their political rights. And these are all inhuman and barbaric way of dealing with human problem for the last more than 60 long years being the largest democracy in the world.” The North East people and the Naga people in particular suffered the most under the AFSPA, it added. The NNC appealed to the people of the world to condemn the draconian law for peace and freedom to prevail in the region.

Continuing the Art of Naga textile weaving
N
aga textile weaving is one craft domain in which our women exercise exclusive artistic freedom and power, passed down from mothers to daughters. In Naga craft traditions it is taboo for men to weave textiles—it is believed that weaving could make men effeminate disabling them to pursue ‘manly’ activities such as hunting and war. Thus, weaving has always been a women’s thing; a creative outlet, a woman-space to explore imaginations and innovate. It feels good as women, in our context, to have a sense of complete ownership of an important knowledge system. Each Naga textile embodies specific cultural meaning symbolizing identity, status and achievements; more than just a piece of textile, it carries our cultural information. The value and significance of our rich and precious Naga textile heritage cannot be stressed enough. Weaving is a livelihood source for many Naga women. It helps women provide healthcare, education and food to their children in rural households. It has also helped create many successful Naga women entrepreneurs and women co-operatives whose loin loom products now cater to wide clientele of VIPs, tourists, buyers even outside the state and country. The indigenous method of creating a textile was a household activity and a laborious process – growing cotton, hand-spinning, dye-making and weaving. Unfortunately, the traditional practice of growing cotton and use of natural fibres, hand-spinning and natural dyeing dwindled with the arrival of chemically dyed synthetic yarn resulting in the loss of indigenous knowledge and material diversity in the absence of documentation of the processes. On the bright side, of late, cotton cultivation and natural dyeing is gaining attention is some parts of the state. Naga loin loom weaving (now using rayon, polyester, acrylic, nylon etc.) is still a living craft, thankfully due to demand for traditional attires by locals and the value attached to ‘handmade/handwoven’ products. However, in recent times, cheaper versions of mass-produced imitation have flooded the local market and with younger Nagas having limited access to learn weaving, specifically the traditional costumes, our hand-woven craft knowledge should not lose out to mechanisation and cheap imitation. Timely intervention by the Government, Hohos and communities will preserve and revive indigenous knowledge, processes and skills as well as protect the cultural meaning associated with textiles so that important traditional ceremonial costumes and accessories are not abused or disrespected by cultural misappropriation. It would also be a step towards maintaining ecological balance, preserving biodiversity and material diversity to promote indigenous fibre-yielding cash crops and dyestuff. A study on Naga textile traditions highlights that our craftspeople have always been nature sufficient for all materials but industrialization disturbed this sensitive and intricate relationship causing a drastic growth in the dependency on urban markets. The study observes that there is opportunity to relieve the urban-market dependency while enabling our women and rural cooperatives to create crafts of higher value which can generate sustainable livelihood to the craftsperson, at the same time conserve and restore indigenous skills. This would also help develop sustainable home-grown economy and respond to occupational migration of agricultural communities to cities and urban areas. Girls code to tackle challenges of slum living
A
dolescent girls in the Mumbai slum of Dharavi are battling the daily challenges they face, one mobile app at a time. Tutored on laptops donated by friends of Nawneet Ranjan, a filmmaker who set up a charity in Dharavi, the girls are embracing technology to confront issues ranging from their safety to garbage in the sprawling slum in India's biggest city. "Girls and women suffer the most in a slum, as they often have no resources and are not aware of their rights," said Ranjan, who studied filmmaking in the United States before returning to Mumbai. "I wanted to teach the girls how to use technology to get ahead," he told the Thomson Reuters Foundation in a bare room that serves as the classroom. About two dozen girls were seated on the floor, tapping at laptops or reading. The girls are building apps they hope will be used by slum dwellers to make their lives easier - by allowing them to send a distress call if a woman is being harassed, a message to civic authorities when garbage needs clearing, or to receive an alert when it's their turn at the communal water tap. India is one of the world's largest software services exporters. Global and local technology companies hire tens of thousands of English-speaking college graduates every year at modern campuses in cities such as Bengaluru and Hyderabad. The spare room in Dharavi where Roshani, Ansuja, Sapna and Nahek learned to code is a far cry from those glassand-chrome offices and from global movements such as Girls Who Code and Girls in Tech, aimed at getting more women into technology. Ranjan's Dharavi Diary project began with 15 girls. It has grown to more than 200 now, and includes boys and mothers of the children, as well. "I like building apps. Knowing how to use a computer, to write code is important for getting a good job," said Ansuja, a slight and articulate 15-year-old. "I want to build an app that can help fight child labour, because these are children younger than us and instead of studying, they have to work," she said. After school every day, there are lessons in maths, science and arts besides computers, and a game of football most evenings in the playground across the street. During the summer holidays, children stream in and out of the brightly-painted room all day. Indian Prime Minister Narendra Modi has made girls' education one of his priorities, with a nationwide campaign. A long-delayed plan to redevelop Dharavi envisages tearing down the shacks and building apartments for the residents, who live beside open drains and with no running water. "They see so much every day - domestic violence, drug abuse, child abuse, poverty. Their parents are taxi drivers and domestic workers, and these kids are usually the first in the family to go to school," said Ranjan. "But every family has at least one smartphone, and that's why I thought of using technology. Technology is such a leveller, and it gives them such confidence," he said. The girls picked the issues they wanted to address and built the apps in groups of four each, using open-source software. Their apps include one for women's safety, one for water conservation and one on education. For Ranjan, watching the girls interact with visitors and showing off their apps on a tablet or mobile, is evidence that even limited resources can be put to use. "It's frugal innovation at its best," he said. "With the right resources and mentoring, they can do so much more. And these can be applied in slums, in cities everywhere."

NEET—promoting ‘educational apartheid’
T
he Supreme Court of India has revived from death the spectre of a common medical entrance examination for all medical colleges. Ostensibly, this common entrance examination called National Eligibility Entrance Test (NEET) is to create a level playing field. Wideranging protests, rail-rokos and even clashes with police across many nonHindi states (Assam, Karnataka, Maharashtra, Kerala, West Bengal, Tamil Nadu, Andhra Pradesh, Jammu and Kashmir, among others), vehement opposition from students, doctors (especially rural doctors associations and Indian Medical Association state branches), parents, non-commercial educationists, political parties and even social justice organizations as well as opposition from non-Hindi state governments have by now demonstrated that many fear that the effect will be exactly the opposite. They fear that this will give huge advantage to students of Delhi-headquartered boards like CBSE – who also tend to be more urban, richer, more uppercaste, less likely to be from non-Hindi states and not having the principal language of non-Hindi states as their first language. In short, they will be unrepresentative in a way that will deepen already existing inequities that exist along various axes of class, caste, language, location and rootedness, among others. Many fear this will destroy prestigious state boards as we know them. While the NEET judgement was in response to admission related corruption in private institutions, other reasons have been offered in its support. They include the relief this will provide students giving multiple entrance tests, lessening of corruption in the admission tests due to supervision of Medical Council of India and CBSE and finally, the purported desirability of a common syllabus, which will ensure that similar grades of physicians are produced all around (a ridiculous idea, since medical entrance exams don't make doctors, MBBS exams after admission do). Firstly, most major states already held their own state medical entrance exam. Private medical colleges are not located in air but on the soil of some state. A simple solution would have been to admit students through already-existing state medical entrance exam. States like West Bengal and others have nearly 4 decades of experience of organizing transparent medical entrance exams. Why the excuse of corruption somewhere be used to change admission policies everywhere is beyond understanding. Capitation-fee corruption for management quota of private institutions is a headache only for people who can pay in tens of lakhs and even crores; in short, not even 5% of the students who take medical entrance exams. It’s a problem of the upper-middle class and the super-rich which obscenely fancies itself as the “common man”. On the question of relief to multiexam taking students, it’s important to take note of reality. What proportion of all medical entrance test takers across all states do they form and who are they? It is astonishing that no such data has ever been presented – likely because anecdotal experiences suggest that this is a very small proportion of students. Let us get some numbers. Across multiple AIIMS institutes, their com-
mon entrance test attracted about 1 lakh students last year. This figure is under 10% of the medical college admission seekers across all states. Just in Maharashtra, about 4 lakh students took the CET exam this year (http://indianexpress.com/article/ india/india-news-india/sc-to-hearreview-petition-challenging-neettoday-2786761/). When we compare to number of all Class XII science students across all states, irrespective of entrance-taking, the percentage become negligible. And even among that small minority, CBSE like central-board students are hugely overrepresented in this multiple entrance test taking class. The fact that the NEET judgement might imply science syllabus changes across many boards, tells us how the stupendous majority is being victimized and marginalized for the convenience of a tiny minority. Among the major characteristics of this minority that I mentioned earlier, what stands out is the board- CBSE. It is the CBSE syllabus that will be followed for NEET. Is this the largest board in Indian Union? No. Just Maharashtra state board has more Class XII students compared to CBSE all over the Indian Union. If these statistics comes as a surprise to some of us, we need to seriously question our sense of standard and get out of our metro-centric Anglo-Hindi bubbles. Is that the 'best' board in some academic sense? Hardly so. Are students studying science at the 12th standard in the CBSE syllabus uniquely equipped with an understanding of the sciences that is unparalleled by the state-boards? Or in other words if the state-boards are being forced to emulate the CBSE (in the name of aligning syllabi), is it something worth emulating? By rigorous research work (published in Current Science, 2009) that reviewed the comparative performance of students from different boards, Anil Kumar and Dibakar Chatterjee, scientists at the Indian Institute of Science, showed that when it comes to science proficiency, CBSE is not numero uno. West Bengal board students did better than CBSE students in all 4 science subjects – Physics, Chemistry, Biology and Mathematics. Andhra Pradesh does better than CBSE in Mathematics
and Physics. By the same metric, Maharashtra is hardly the worst performing state as it was in NEET that was held in 2013 before it was scrapped. Tellingly, neither West Bengal nor Andhra Pradesh were top performing states in the NEET. Independent nonCBSE excellence has thus become an albatross around their neck. The CBSE ‘pattern’ of syllabus has become the standard, even though research shows it isn’t the best. About corruption and MCI, the lesser said the better. Its recent chief Ketan Desai was charged for giving affiliation to a private medical college. In 2015, the CBSE organized All India Pre Medical Test (AIPIMT) was cancelled due to widespread cheating (http://www.newindianexpress. com/columns/NEET-Returns-in-notso-Neat-a-Manner/2016/05/04/article3413743.ece). When a body such as the Ketan Desai-tainted MCI approaches the Supreme Court to fight corruption and SC employs the 2015 cheating-scam tainted CBSE to ensure a fair and free examination, we have to understand the deeper games being played. CBSE schools are naturally very excited about the NEET (http:// www.thehindu.com/news/national/ tamil-nadu/cbse-schools-keenlyanticipate-neet-enforcement/article8567946.ece) as it hands their students a huge undeserved competitive advantage over the stupendous majority. After the NEET judgement, we are sure to see a mushrooming of CBSE schools everywhere and an exodus from state boards of the class who can pay for such private CBSE schools. There is already a surge in the business of CBSE syllabus based coaching institutes (http://timesofindia.indiatimes. com/city/chennai/NEET-prep-inTamil-Nadu-turns-costlier-institutesjack-up-fees/articleshow/52159683. cms) – all of this is big and often corrupt business, but that doesn't seem to matter. Therein lies the danger where the SC ruling is already creating a caste system between boards and forcing everyone else to align with the Centre which isn't necessarily the best as described earlier. Framed from Delhi, after ‘consultation’ (it has to be one of the most abused terms in a flawed
federal system), the CBSE based NEET syllabus favours those who have undergone their schooling and training in the CBSE/ISC framework, the syllabus being a vital component of that framework. State boards with syllabi that differ considerably from the CBSE are at an unfair disadvantage – they have to change or perish, for absolutely no reason. The viability or ‘worth’ of a board of education’s science syllabus then is not in how well it teaches science to the students but, incredibly, by how well it has adapted (or not) the basic framework of a Delhi-based boards’ syllabus. This will reduce the importance of the Class XII exam and we will increasingly see coaching institutes operating under the legal shell of a school. This Delhi-headquartered board and Anglo-Hindi bias in so-called 'all India' medical entrances is not new. Central board students (constituting less than 10% of Class 12 students) have till now enjoyed a de-facto 15% reservation in all medical colleges, as the syllabus of the AIPMT exam (held in Hindi and English only – though no MBBS courses are taught in Hindi) through which these seats were filled was modelled on CBSE syllabus and conducted by CBSE. So much so, that in West Bengal, students coming through this 'all-India' were from Hindi-belt central board schools almost to the last man and in West Bengal were referred to, simply as 'CBSEs' or 'Delhi boards'. Such a naked violation of the principle of natural justice and fairness went unchallenged as the positive beneficiaries of this provision constituted the unofficial first-class citizens of the Indian Union – typically well-to-do, urban, largely upper-caste Hindu males from Hindi-speaking areas studying in Delhi-headquartered school boards. Since Hindi areas have much lesser number of medical colleges per capita, the AIPMT is a system to lodge North Indian student in South and East India in disproportionately high numbers, under the innocuous dissent-stopping fig-leaf of 'All-India'. The NEET seeks to create a hugely expanded version of this unjust dominance over all seats of all medical colleges in the Indian Union. Given the explicit bias, it is pertinent to ask, in which board do grandsons and granddaughters of the judges of the Supreme Court study? In which board do the sons and daughters of the lawyers defending the NEET, the functionaries of CBSE and MCI head-office study? Does this class more closely match the social profile of people studying in central boards or state boards? What is the definition of conflict of interest in such cases? The Supreme Court ruling of holding a test under CBSE syllabus thus violates the fundamental legal principle of fairness. A state board student studying in non-Hindi mothertongue will have to compete against a CBSE student who has studied 12 years of incremental science syllabus learning. For example, in Tamil Nadu, the Biology syllabus is about 70% different between the state board and CBSE (http://www.thenewsminute.com/article/another-reason-neet-bad-ideawhat-about-those-who-dont-knowenglish-or-hindi-42665). Can a state be forced to change its board syllabus to align with central syllabus or otherwise risk playing in an unfair non-level playing field? That makes a mockery of the federal structure of the Indian Union constitution.

Mirror, Mirror on the wall, who is the most presidential of them all? That's the question American voters are asking as they size up the three survivors in the White House race. Supporters of "Dodging Donald" Trump, as critics call the Republican now sitting pretty with magical 1,237 delegates to lock the party nomination, have eyes only for the Manhattan mogul. Diehard backers of mathematically-challenged "Crazy Bernie" Sanders, as the billionaire has dubbed him, have ears only for the self-styled Democratic socialist. And "Clearance Merchandise," as a columnist described the Democratic frontrunner or "Crooked Hillary" Clinton, as Trump has branded her, too has her own legion of defenders of the faith. Poor Hillary, she thought her coronation as the Democratic nominee was a done deal despite an annoying Bernie snapping at her heels to the chagrin of the party establishment. Then, a State Department independent watchdog's scathing report
on Clinton's use of a private server at home for official work as secretary of state sent her "drowning in emails" as the New York Times put it. A gloating Trump "Celebrating 1,237!" was quick to rub it in. The report was "not good" for "Crooked Hillary." It was "devastating", said the master of a "fifth grade" speech. Bernie supporters too saw in a parallel FBI probe i nt o C l i nt o n emails an "answer to their prayers" as the Times put it, as the former first lady's lead in the prized June 7 California primary quickly evaporated. And when Senator Elizabeth Warren, a key supporter, took up cudgels on her behalf to suggest Trump was "drooling over the housing crisis", he dismissed her as a Clinton "Pocahontas" and again changed the conversation. When the media questioned him about an "offensive" reference to a Native American notable for her association with the colonial settlement at Jamestown, Virginia, in the 17th century, an
unapologetic Trump quipped: "Oh, I am sorry! But Warren has a big mouth." Going on late night comic Jimmy Kimmel's show, Trump also promptly accepted a suggestion to debate Sanders before the California primary. "I would love to do that" in a massive arena, said the business mogul provided $10-15 million was raised for a charity with the promise of huge ratings for the host channel. Then Sanders, who's peeved that Hillary Clinton was backing out of a planned Democratic debate, jumped on the offer. "Game on," he tweeted and boasted if Trump did not chicken out, the billionaire would be toast. As the idea of what Democratic media strategist Brad Bannon called a "complete circus," of a novel inter-party debate, gathered steam, Trump did walk back. He first called it a "joke" and then said now that he had become the Republican top dog it would be "inappropriate" for him to debate the straggling Democrat. Meanwhile, as Trump completed

the "hostile takeover" of the Republican party with his magic 1,237, a vanquished "Little Marco" Rubio came out of hiding with an offer to release his pledged delegates "to be helpful" to Trump's campaign. Hours later, Trump who once called Rubio a "joke," a "choker," and a "dishonest lightweight" who "couldn't get elected dog catcher in Florida," graciously pushed him to re-run for the Senate. "Important to keep the MAJORITY. Run Marco!" he tweeted. And as the three White House contenders called each other liars and worse and unqualified to be the president, the Washington Times offered a novel insight into the making of a president sans pundits and pollsters. Saying that "size matters", it noted the taller candidate has won the popular vote in more than two-thirds of the elections since 1950. And by that measure, come November 8, Trump, who stands 6 feet 2 inches to Clinton's 5 feet 4 to 7 inches, according to varied calculations, would win hands down -- big or 'small' as "Rubio" once insinuated. Let "rattled" foreign leaders be forewarned!

n May 14, five days after voters in the Philippines chose Davao City Mayor Rodrigo Duterte as their next president, two masked gunmen cruised this southern city's suburbs on a motorbike, looking for their kill. Gil Gabrillo, 47, a drug user, was returning from a cockfight when the gunmen approached. One of them pumped four bullets into Gabrillo's head and body, killing the small-time trader of goods instantly. Then the motorbike roared off. The murder made no headlines in Davao, where Duterte's loud approval for hundreds of execution-style killings of drug users and criminals over nearly two decades helped propel him to the highest office of a crime-weary land. Human rights groups have documented at least 1,400 killings in Davao that they allege had been carried out by death squads since 1998. Most of those murdered were drug users, petty criminals and street children. In a 2009 report, Human Rights Watch identified a consistent failure by police to seriously investigate targeted killings. It said acting and retired police officers worked as "handlers" for death-squad gunmen, giving them names and photos of targets - an allegation denied by Davao police. But a four-year probe into such killings by the National Bureau of Investigation, the Philippines' equivalent of the FBI, hasn't led to a single prosecution, and one senior NBI agent told Reuters it will probably be shelved now that Duterte is set to become president. The nation’s Justice Secretary last week told reporters the probe may not be able to proceed. Such impunity, and Duterte's demands in recent weeks for more summary justice, could embolden death squads across the country, say human rights and church groups. Already there has been a spate of unsolved killings in nearby cities, with other mayors echoing Duterte's support for vigilante justice. "We've seen it happen in Davao and we've seen copycat practices," Chito Gascon, chairman of the Commission on Human Rights (CHR), an independent Philippine watchdog, told Reuters. "Now can you imagine he is president and the national model for crimefighting is Davao?" Ask Clarita Alia, 62, who still lives in the Davao slum where her four sons were murdered, and she gives a mirthless chuckle. "Blood will flow like a river," she says. DENIES DIRECTING KILLINGS Duterte, who has been Davao's mayor or vice-mayor for most of the past 30 years, has denied any involvement in the murders. "I never did that," he said on the campaign trail in April, responding to allegations he had directed the killings. An Office of the Ombudsman investigation also found there was no evidence connecting Duterte to the murders. He has, though, repeatedly condoned them. For example, in comments to reporters in 2009, he warned: "If you are doing an illegal activity in my city, if you are a criminal or part of a syndicate that preys on the innocent people of the city, for as long as I am the mayor, you are a legitimate target of assassination.” And more recently he has vowed to wipe out crime in six months across the country by killing criminals, drug pushers and "sons of bitches" after he takes office on June 30. "Do not destroy my country, because I will kill you," the 71-year-old former prosecutor told a news conference in Davao on May 15. He has also promised to restore the death penalty in the Philippines, warning he will hang the most heinous criminals twice: once to kill them, then again to "com-

he world’s poorest countries are making development gains, yet challenges remain, particularly for so-called fragile countries affected by conflict or other disasters. The UN Population Fund (UNFPA) published a report this week ahead of a UN meeting to review progress made in developing countries over the past five years. Known as the midterm review of the Istanbul Programme of Action (IPoA) the meeting will take place in Turkey on 27 to 29 May. Chief of UNFPA’s Population and Development Branch and one of the authors of the report, Rachel Snow told IPS that there have been many “big positive callouts,” especially in the area of health. Since 1990, mortality rates of infants and children under five have decreased by more than half. In countries such as Cambodia and Bhutan, the under-five mortality rate decreased by over 75 percent, signifying better access to health and nutrition. Maternal mortality rates also declined by 52 percent over the last two decades, UNFPA found. However, access to secondary education still remains a challenge, Snow noted. This is partly due to lack of resources and infrastructure. It is also due to an “entirely different set of barriers” that girls and women particularly in regards to their empowerment and their sexual and reproductive rights. In eight of the 48 LDCs, more than 50 percent of women between 20-24 years old were married before the age of 18. In Niger, the rate was over 76 percent. “Child marriage means the end of schooling,” the review stated. Snow noted that this contributes to intergenerational poverty traps. “[When you have] very large numbers of women and girls who are still married extremely young and can’t join education and formal employment, this creates intergenerational traps…which are difficult for countries to escape,” she told IPS.

Within the category of LDCs is a group of fragile states that particularly lag behind in development. According to Save the Children’s 2014 Mothers’ Index, which assesses the wellbeing of mothers and children, eight of the bottom ten countries are both LDCs and fragile states. The Organisation for Economic Cooperation and Development (OECD) also found that poverty is increasingly concentrated in fragile countries. By 2030, OECD estimates that over 60 percent of the global poor will be in fragile states. Poor human development in these contexts is largely due to fragile governments’ weak capacity and inability to provide key services to populations. This makes them even more susceptible to economic shocks, environmental disasters and political instability. As a result, the recent World Humanitarian Summit saw calls for increased attention and aid to fragile countries to advance development, prevent disasters and build resilience. “We will only see…real lives saved when the major institutions are ready to invest in prevention and peacebuilding to reduce humanitarian need, take risks to fund people facing crises in fragile states,” said International Alert’s Head of Environment, Climate Change and Security Janani Vivekananda during the summit in Turkey. While the focus on fragile states is important, World Vision International’s Director of Fragile Contexts and Peacebuilding Matthew Scott told IPS that fragility is not “binary” but is rather a “spectrum.” “The focus ought to be on supporting communities, and what the broader context of fragility is that surrounds them,” he stated.
OECD’s Peace and Conflict Advisor Sara Batmanglich made similar comments to IPS, stating:“Shifting our lens to think more in terms of communities will not only present us with a different perspective on what is causing manifestations of fragility – for instance, high levels of violence – but will also allow us to find ways to support and bolster local forms of resilience.” Such resilience-building includes access to good education and health as included in the Istanbul Program of Action, Snow stated. This will help people “cope and have the capacity to find a place of prosperity for themselves,” she told IPS. Though more aid can help fragile settings achieve such development goals, Batmanglich added that it’s also making aid better, smarter and more coordinated. Scott also highlighted the need to shift approaches to better support communities, recounting that the Millennium Development Goals (MDGs) were largely unsuccessful in fragile contexts. “Approaching fragile contexts differently requires a multi-disciplinary approach that blends the best of relief, development, and advocacy,” he told IPS. “But when properly supported, [people] are also tremendously powerful agents of change in their communities,” he concluded. The action plan, adopted in 2011 by LDCs, provides a path to “build human capacities” by fostering sustainable economic, social and human development. “The overarching goal of the Programme of Action for the decade 20112020 is to overcome the structural challenges faced by the least developed countries in order to eradicate poverty, achieve internationally agreed development goals and enable graduation from the least developed country category,” the IPoA document states. The document highlights the need to focus on the world’s 48 LDCs as they represent the “poorest and weakest segment of the international community” which limits the resilience of communities against shocks and crises.

There are so many ways of raising capital, but the most common ones are as follows: Using Your Own Money for Your Own Business: Many successful entrepreneurs put nearly all their savings to start their small business, because they are fully committed and deadly serious about what they want to do. This is what catches the attention of lenders and investors. Conversely, if someone is not willing to invest in his or her own business, how can anyone else be expected to? So, the first place to raise capital starts with you. Loans through Family and Friends: These are loans that you approach a family or a friend for--you ask for a certain amount of money with a promise to pay them back in the future. Of course, you may initially feel a bit nervous that it may sound like you’re begging or put your loved ones in an awkward position. But if you present your pitch professionally and treat them like real investors (because they are), it will most likely go smoothly even if you are turned down, which will sometimes happen because of some hardships in their lives. But invariably, they will all want to see you succeed. In some cases, these people could charge you a certain percentage of interest or could say to just return the same amount loaned. The downside to this kind of loan, though, is that personal relationships could be affected especially if you fail to pay them back on time. Rotating Contributions in the Form of a Credit Union: This is a way of raising capital from within a group. The way this works is that five or more people would choose to bind themselves in an honor system for which each member would contribute money, say Rs.50,000. On a yearly basis and on a specific date, let’s say April 10 of every year, everyone in this group would be required to bring his share of the money. No excuses and no game playing. Once the Treasurer receives the money on the 10th, the Treasurer would then immediately disperse the funds to one person. The lump sum amount would be very helpful in carrying out the venture that you need the money for. Loans through Financial Institutions: These are commercial loans that banks and other financial institutions grant to individuals or businesses. In order to determine your eligibility, these institutions would normally require you to produce proof of all your outstanding debts, available assets, balance sheet, income statement, etc… so that they can make an analysis of your cash flow or debt-to-income ratio. Very importantly they look at your credit worthiness to determine whether or not you have a track record of paying your debts on time and if you can be really trusted with their money. An analysis of these items could provide a basis for your loan application to be approved or denied. Government Loans: These are absolutely the best to get because of all the benefits they offer. First, they offer very reasonable terms and very low interest rates. Second, government loans are generally more lenient to obtain than commercial loans, because government loans are usually granted as a way to help the marginalized or the most deserving. Funding from Angel Investors: When you need funding for business start-up or for business expansion, angel investors can seem like a God-send. However, raising money from angel investors isn’t as easy, or as simple, as it might seem, because angel investors are not average investors. They are highly successful entrepreneurs or business owners who are often willing to take more risk than most, in addition to investing huge amount of their money and also bringing you valuable industry experience, executive knowledge, creative ideas, and contacts. But to be able to attract them, you must build a convincing case: a well thought-out business plan with a product that can meet a must-have need. Also, you must be able to clearly explain how your product has a clear competitive advantage over other similar products in the market. No doubt, there are certain disadvantages to borrowing or taking loan. But as long as your borrowing can serve as a means to anend, its use can be justified … because you can certainly use others’ money to make a lot more money by financing your business, while paying others back in full from the business proceeds.

luCkNow, JuNe 1 (PTi): Uttar Pradesh Chief Minister Akhilesh Yadav today questioned the authenticity of the forensic report which stated that the meat found from Dadri lynching victim Mohammad Akhlaq’s house was of “cow or its progeny”, even as BJP leader Yogi Adityanath demanded registration of cow slaughter case against Akhlaq’s family. “Where was the sample sent, who received it? There was nothing objectionable in his house. Every eye is on this matter. Everyone wants that the victim’s family should get justice as murder had taken place. “After this incident, there was debate in the world regarding what to eat and speak. I think one should not get involved in such matters,” Yadav told reporters in Ambedkar Nagar district. His remarks came after a report prepared by a forensic lab in Mathura concluded that the meat found in the victim’s house was beef. The finding was in contrast to the preliminary report of an inquiry by the Uttar Pradesh Veterinary department which said the meat over which Mohammad Akhlaq, 52, was lynched on September 28 last in Dadri was mutton of ‘goat progeny’.
BJP MP Adityanath said the report has put UP government, opposition parties at the Centre and a section of media in the dock. The report by the Forensic laboratory of the Uttar Pradesh University of Veterinary Services (Animal Husbandry) examined the sample of meat recovered from the house of the lynching victim in Dadri. It was stated that on the basis of chemical analysis the forensic investigation of the sample showed that it belonged to “cow or its progeny”. The report was sent to the Noida police and submitted to a fast-track court in a sealed cover, an official said. Akhlaq was beaten to death on September 28 in Bisahra village in Dadri district by a mob infuriated by rumours that he and his family had stored and consumed beef. According to police, the meat was sent for testing only to establish the motive for Akhlaq’s killing. Akhlaq’s family, which has always denied allegations related to beef, has rejected the Mathura lab report. Meanwhile, V S Tomar, deputy chief veterinary officer in Dadri, said the earlier report was based on “visual test” at that time and that the lab report is the “final verdict”.

but also for development planning,” it said. The plan also identifies major activities such as early warning, information dissemination, medical care, fuel, transportation, search and rescue, evacuation, etc. to serve as a checklist for agencies responding to a disaster. To prepare communities to cope with disasters, the plan emphasises on a greater need for information, education and communication activities.
Army ammo depot blast toll rises to 18 NAgPuR, JuNe 1 (iANS): The toll in Tuesday's massive fire and explosion at India's largest ammunition depot in Pulgaon, in Maharashtra's Wardha district, climbed to 18 with the bodies of two more persons recovered early Wednesday. One person is reported missing in the tragedy, sources said. The bodies of the two persons -- whose identities have yet to be established -- were found in a nearby water tank where they were apparently thrown by the blast impact. Work on clearing up the debris and assessment of damage to the defence assets continued on Wednesday. The cause of fire, accompanied by a deafening blast -- which locals claimed was heard over 10 km away and damaged several homes and buildings in surrounding villages -- is being in-
vestigated. On Tuesday, the Director-General of Military Operations, Lt. Gen. Ranbir Singh, had said 16 persons lost their lives in the disaster, including Lt. Col. R.S. Pawar and Major Mohan K., besides one soldier and 13 civilian firemen. Another 17 injured are undergoing treatment at the Multi-Speciality Hospital in Wardha where a team of army doctors from Pune has reached. As a precautionary measure, the army and civil administration had evacuated five nearby villages amid deafening explosions and rising flames at the depot. However, some 1,000 men, women and children from these villages were permitted to return home by Tuesday afternoon. The army has ordered a probe into the incident and the extent of damage or losses to defence assets is being ascertained.
UGC asks varsities to set up 24X7 helpline for admissions New Delhi, JuNe 1 (PTi): With the new academic session being round the corner and admission process already under way in various universities, the University Grants Commission (UGC) has asked all varsities to set up round the clock helpline to address admission related queries. "With the new academic session to commence soon, it is understood that all universities are getting busy with the process of admission in various programmes of study offered at different levels of higher education. "The admission procedure constitutes one of the most significant aspects of institutional functions and can lead to a lot of hassle and confusion for students if not carried out with utmost care and clarity," UGC secretary Jaspal Sandhu said in a letter to vice chancellors. The varsities have been instructed to ensure that elements of transparency, clarity and effectiveness of interface are infused into the system of admission instituted in your institution of higher education. "One effective mechanism to check different hurdles in the admission process and to handhold the perspective students is to set up a 24x7 helpline in the university which can attend to queries, doubts, confusions and grievances of students. "The universities should establish a helpline at the earliest with the notification on the homepage of their website," the communication added.

It is available in Google App Store and Mobile Seva App Store now and soon will be available in Apple iOS,” Telecom Regulatory Authority of India (TRAI) Chairman R.S. Sharma told reporters in a press meet. “It is done keeping in mind consumer interest. It will make the complaining process easier,” he added.
Air India offers special fares for students New Delhi, JuNe 1 (iANS): National passenger carrier Air India on Wednesday announced a special fares offer for students, who travel at this time of the year to join schools, colleges or appear for entrance exams. According to the airline, the new offer provides special fares to students in the range of Rs 3,500-Rs 5,500 for domestic travel. "Students travelling for various academic reasons like proceeding to join their school, college or to give entrance exam would be able to benefit from this special offer," the airline said in a statement. Under the new offer, students after providing required documents would be able to avail tickets at Rs 3,500 (all inclusive) for distance of up to 1,000 km and at Rs 5,500 (all inclusive) for distance over 1,000 km. "The booking period for this offer starts from June 1, 2016 and tickets can be booked till August 31, 2016 for travel between July 1, 2016 and August 31, 2016," the statement said. "To avail these special fares, students are required to provide photo copy of the following documents while booking: admit card, examination hall ticket, admission slip, photo Id of the institution."
Non-subsidised LPG, jet fuel rates hiked New Delhi, JuNe 1 (iANS): State-run oil marketers on Wednesday hiked prices of non-subsidised cooking gas and aviation turbine fuel (ATF), a day after increasing petrol and diesel prices. The price of non-subsidised cooking gas, which consumers buy after exhausting their quota of 12 cylinders per year, has been raised by Rs.21 per 14.2-kg cylinder. It will now cost Rs 548.50 in Delhi as against Rs 527.50 previously. The hike comes after another hike the previous month. Prices were raised by Rs 18 on May 1. Rates vary according to different local levies. The price of aviation turbine fuel (ATF), or jet fuel, was also increased by 9.2 per cent. The ATF price in Delhi has been hiked by Rs 3,945.47 per kilolitre, or 9.2 per cent, to Rs 46,729.48 per kl. The much steeper hike comes after 1.48 per cent hike, or by Rs 627 per kl on May 1. The petrol price was hiked by Rs 2.58 a litre and diesel by Rs 2.26 per litre late on Tuesday.

CheNNAi, JuNe 1 (ThomSoN ReuTeRS FouNDATioN): At least 300,000 children across India are drugged, beaten and forced to beg every day, in what has become a multi million rupee industry controlled by human trafficking cartels, police and trafficking experts said. Writing in a report which is about to be circulated across the country's police forces, the authors urged law enforcers to carry out greater surveillance of children living on the streets. According to the National Human Rights Commission, up to 40,000 children are abducted in India
every year, of which at least 11,000 remain untraced. "The police don't think begging is an issue because they assume that the adult with the child is either family or a known person," said co-author Anita Kanaiya, CEO of The Freedom Project India, which works on trafficking issues. "But for every 50 children rescued there will be at least 10 who are victims of trafficking. And there has to be a constant vigil to identify them," she told the Thomson Reuters Foundation. Children are sometimes maimed or burned to elicit greater sympathy and get more alms, said the report.
The money they earn is usually paid to the traffickers, or to buy alcohol and drugs. The report is based on the experiences of police and charities in Bengaluru in Karnataka. There is a seasonal pattern to begging, local police said. Cities like Bengaluru see a sharp rise in the numbers of children wandering the streets just before festivals or after a natural disaster. In 2011, Bengaluru police launched "Operation Rakshane" ("To Save"). In coordination with various government departments and charities, they drew up a blueprint to help children forced into begging.

Kanaiya said: "We are now initiating a planned campaign to take the book to every police headquarter in the country and follow it up with a workshop on child (begging) and rescue operations for policemen."
PATNA, JuNe 1 (iANS): After questions were raised over the quality of Class 12 Science and Arts toppers this year in Bihar, the state government has decided to conduct their interview and a special team will re-examine their answer sheets, officials said on Wednesday. The Bihar School Examination Control Board (BSEB) that conducted the Class 12 exams, has invited Class 12 Science, Arts and Commerce toppers to appear in an interview on June 3 after it was reported that toppers lack even basic knowledge of their subjects. "The Bihar School Exam Committee of the education department has decided for the first time to conduct interview of the toppers of Class 12 exams. A committee of the education board will take their interview," an official of the board said. BSEB chairman, Lalkeshwar Prasad Singh said that action will be taken against toppers if they failed in the interview and their results will be cancelled too. Bihar Education Minister Ashok Choudhary has already said that action will be taken against officials found guilty in this connection. Rubi Kumari, who topped in Class 12 (intermediate) Arts stream this year, did not know about her own subjects. For her, political science is a subject that imparts information about cooking. Similarly, Saurabh Sresth, who topped in Class 12, did not have the basic knowledge of science. He said

was of 500 marks. She secured 444 out of 500 marks and became the Bihar Arts topper. Taking serious note of this development, the BSEB has ordered a probe into their merits and the examiners who evaluated their answer sheets. This year, the board claimed that Class 12 exams were conducted free of cheating and a drastic fall in the pass percentage is a proof of it. "The strict measures against cheating, including CCTV cameras and prohibitory orders against unlawful assembly in conducting the exams in February this year, resulted in fall in pass percentage," a board official said. Bacteria can form biofilms on most surfaces including teeth, heart valves and the respiratory tract. Biofilms are composed of numerous microbial communities often made up of complex, interacting and co-existing multispecies structures. “Once a pathogen establishes itself within a biofilm, it can be difficult to eradicate as biofilms provide a physical barrier against the host immune response, can be impermeable to antibiotics and act as a reservoir for persistent infection,” said one of the researchers David Scott from University of Louisville School of Dentistry in the US. “Furthermore, biofilms allow for the transfer of genetic material among the bacterial community and this can lead to antibiotic resistance and the propagation of other virulence factors that promote infection,” Scott noted. One of the most prevalent biofilms is dental plaque, which can lead to gingivitis - a gum disease found in almost half the world’s population -- and to more severe oral diseases, such as chronic periodontitis. new YORK, June 1 (IAns): Labelling people’s opinions as based on morality are likely to make them more resistant to change, finds a new study suggesting that morality had a lot more impact than the values of tradition and equality. The findings showed that people were more likely to act on an opinion - what psychologists call an attitude. If it is labelled as moral they were more resistant to attempts to change their mind on that subject. “The perception that an attitude we hold is based on morality is enough to strengthen it,” said lead author Andrew Luttrell, doctoral student at The Ohio State University, in the US. “For many people, morality implies a universality, an ultimate truth. It is a conviction that is not easily changed.” Luttrell said. Also, it was easy to lead people into thinking their views were based on moral principles, by using the ‘moral’ label. “Morality can act as a trigger - you can attach the label to nearly any belief and instantly make that belief stronger,” said one of the researchers Richard Petty, professor at Ohio State. Further, appeals to morality can be very effective to groups and po-
litical candidates trying to appeal to their supporters. “People may be more willing to vote for a candidate or give money to an advocacy group if they believe it is a matter of morality,” Luttrell noted adding, “they’re also less likely to be swayed by the opposition.” For the study, published in the Journal of Experimental Social Psychology, the team included 183 college students who read an essay favouring the adoption of a senior comprehensive exam policy at their university. They were asked to provide their thoughts in response to the essay, expressing views based on morality, tradition or equality. Participants were then asked to rate how willing they would be to sign a petition in favour of the exam policy and to put their names on a list of students who favour the exam policy and which way they would vote on the issue. The results showed that the attitudes of students who were told that their views on the exam policy were based on morality were more likely to predict their behaviour than the attitudes of students who were told their views were based on equality or tradition.

The fall of the “Framework Agreement” Wall! Re-unification and Reconciliation of Threats & Opportunities
Overture: To a lay “Naga Conscience” like this writer, the significance of the inked 3rd Aug, 2015 ‘Framework Agreement’ epitomizes the UN General Assembly Resolution 2758 passed on 25th October, 1971 recognizing the People’s Republic of China (PRC), who took the China seat in UN and expelled the Republic of China (ROC). Although Chiang Kai-shek was defeated by Mao Zedong in 1949 with the formation of Chinese Communist Party’s People’s Republic of China (PRC) and the former fled to Taiwan where he established the government of the Republic of China (ROC). It was only on 20th March, 1972 after gaining the UN seat, when Beijing addressed the UN Special Committee on Colonialism for the retrocession of Hong Kong and Macau. Hong Kong was handed over in (1842 till) 1997 from UK and Macau from Portugal during (1573 till) 1999. The pragmatic approach for transition of Hong Kong and Macau and reintegration with the mainland China was on “One country two systems” formula generally known as ‘shared sovereignty’ or Special Administrative Region (SAR) status. Taiwan has lost its standing in the international arena and no major government recognizes the ROC. As China gets richer, the actualization of the Chinese sovereignty over Taiwan is inevitably a known fact. Similarly, it was only after Nagaland became a member of the Unrepresented Nations and Peoples Organization (UNPO) in the Third General Assembly, Hague, Netherlands during January 19-24, 1993 represented by Chairman Mr. Isak Chishi Swu and General Secretary Mr. Th Muivah of the National Socialist Council of Nagaland when the Government of India signed the Ceasefire Agreement in 1997. Thus, re-opening a new chapter beyond the closed books of i) The Nine Point Agreement (The Hydari Agreement) of June, 1947 between the NNC and the Governor of Assam ii) The Sixteen Point Agreement of July, 1960 between the Naga Peoples Convention and Government of India and iii) The Shillong Accord of November, 1975 between Government of India and representatives of the Naga Federal Government. Paradigms for Self-Determination: It is an irony that the Naga People had to assert its right for self-determination from an entity “India”, born out of 562 princely states that were equally placed besides the Nagas against the British Government till 1947. If the
Naga National Council (NNC) had conceded to the offer of the British Crown Colony in 1946, Nagaland; comprising Naga Hills, adjacent Tracts in Burma, the Chittagong Hill Tracts of East Bengal and Arunachal Pradesh might have been the closest of republic, an ally of India as members of the common wealth nations. However, in hindsight the stand of the NNC and choice of the Naga People rejecting the Crown Colony emerges to be the noblest of commissions. In view of the circumstances over China’s claim of Arunachal Pradesh as part of the Tibetan territory while historically Nagas had never been a part of China or India. Thus practically circumventing another Hong Kong, Macau or Taiwan and next to letting the gluttonous China gobble up the British Crown Colony of Nagaland into the bargain. The outcome of which is in favor for India as well. On the other hand, the present talk for self-determination needs to ensure the retrocession of Naga territories in Assam, Arunachal Pradesh and Manipur for Naga integration by GOI. The Naga people has the political will and the ability to govern itself as has been proven from time immemorial with each village permanently established as Greek City states. The modern form of democratic governance began with the first elections in January of 1964; the present opposition less government of Nagaland under the Chief Minister Mr. T. R. Zeliang embodies the Naga political consciousness. Nevertheless, the recent trend of suspension without recourse, against the defiant directly elected leaders of the people by the political party, ruses to adversely affect its dynamism. Despite the tall claims of political consciousness of the Nagas, the economic status of the Nagas in today’s market driven economy looks grim and appalling. It is a known fact that the absence of investments by any business houses foreign or domestic in Nagaland or any other Naga areas is due to the basic structure of law governing the land and its people, coupled with the protracted Naga political problem. The new political dispensation is imperative to eke out an effective structure of law e.g. contract law, rules of trade, labor laws, property rights, land laws etc., while safeguarding the traditional/ customary rights/ law of the Naga people. The public anxiety is unveiling almost at shrill levels over the impending uncertainty of change about whether, how and when the new constitutional restructuring will actually
take place. All the past political agreements and transitions were mostly unanticipated, random and ill-gotten unlike the present political dialogue. However, even the present framework agreement provides the impression that the Government of India may constraint itself from granting a high degree of autonomy. Against this backdrop, the much fanfare and dogged invocation of the 1951 Plebiscite by several NPGs in the glaring spotlight of the local press occurs to be rushing into the foul wind. The historical significance of the 1951 Plebiscite stands irrefutable; yet harping on the past cannot fetch the future. When the hesitant Government of India comes to a sticky end even to execute the past signed accords/ agreements of 1947, 1960 and 1975 in letter and spirit, how can one expect India to honor the Naga Plebiscite of 1951 held without prior sanction of the UN or India. The UN recognizes the 3(three) processes of decolonization by conducting a plebiscite: i) Statehood ii) Independence and iii) Free Association. In the face of the 1951 Naga plebiscite for independence, the Statehood of Nagaland on 1st Dec, 1963 as the 16th State of India was illegitimately clinched past the Sixteen Point Agreement of 26th July, 1960 signed by the elite representatives of the Naga People’s Convention and the then Prime Minister, Jawaharlal Nehru without the endorsement of the Naga Undergrounds or Naga populace. Categorically, the NPGs should reunite, coordinate and bargain with India and the UN to conduct a fresh plebiscite for independence encompassing the entire Naga population across the borders. If the NPGs fail to evolve with the need of the changing time, the existence of NPGs/ Factions will become irrelevant. Reconciling Threats and Opportunities: Pragmatically, deals are struck and rules are created to serve the interests of the political elite and the officials of the regime who have the bargaining power. The new emerging order will be settled to better suit their interests and ideologies. However, the political forces of change cannot be completely controlled and shielded from the unexpected consequences. Hence, the challenge to analyze the conditions whether threats or opportunity will dominate over the change of guard and during the interim period. To address this matter, it is the bounden duty of the collective leadership of the NSCN to bare it all to the Naga populace who ulti-
mately defines and enforces the traditional/ customary rights/ laws. In anticipation of the final Agreement, levelheadedly, piece by piece approach may be opted to thrash out on those finalized clauses which entail public scrutiny. The emotional ups and downs (threats & opportunities) of the Naga populace as well as those of the regime can be reconciled by making the uncertainty of the political transformation potentially calculable. The transition period will most expectedly disrupt the social order temporarily with the impact of the new regulations. It may induce anxiety to the established manpower of the incumbent government, business community and the prospective financiers. The general public may become more conservative driven to adapt with the uncertain changing environment. For this reason, prior public awareness of the new order to be put in place for implementation and enforcement will patch up the cynicism to consistency. On those perspectives of polity, ideology, land and natural resources and the mechanisms that imply strong directional change. The vitality of the capitalist system of free market economy cannot be undermined for business interests, anticipating investments in new business activity. To cultivate the good will of both domestic and international business houses and for entrepreneurs and financiers alike. Making opportunities transparent and calculable down from the entry process to the operating concerns till the exit route or winding up schemes for a company, to provide stability. The post agreement phase, need to begin an upward trajectory for companies, firms and financiers coming from mainland India and abroad e.g. “Tax Haven Country” like British Virgin Islands, Panama etc., or evolve to become the next “Tax Haven” destination. Hence, the need to expedite the infrastructure development of the Naga territories, like all weathered roads, rails, air connectivity, 24x7 power, lead-in financial institutes & financial markets, human resource development et al. Despite the irony of Indians being on the equal footing with the Naga’s before 1947 as a nation, there is no denying the fact that Indians were far ahead in most areas of modern life. The vibrant economic strides with the advancement in science and technology drove India’s economy on the verge of surpassing the giant economy of China. The progressive India, with its geographic and demograph-
ic size has clinched its place as a potential World Power. The road to economic prosperity for the Nagas necessitates itself to emerge as leverage for the Indian economy to explore the South East Asian markets. Time is ripe for Nagas to act for our own favor before the wind changes its direction. Moreover, India has the option to take the cheapest sea-route to reach any market destination across the globe. Conclusion: It is indeed easy for many “Naga conscience” including this writer to seat back in the comforts of the home and articulate lofty musings. Nevertheless, each “Naga conscience” is matter-of-factly declaring the vibrations inside the microcosm. Some may agree, agree to disagree or disagree to agree but the significance of the 3rd Aug, 2015 ‘Framework Agreement’ is historic due to the fact that the Government of India for the first time, at the Prime Ministerial level is directly negotiating with the Undergrounds unlike the past randomly imposed editions. Whatever the bounty obtained through the present negotiation, the present Naga generation will all savor in it and the future Naga generations will judge. The political elites and officials of the NSCN regime deserves the respect and support due to them as rightly poised by the 60 Members of the Nagaland Legislative Assembly, Naga Hoho and various NGOs. The regressive mentalities of several Naga populate to dwell in the past needs to be overpowered by a progressive mind. It is a scientific truth that every organism evolves into refinement with the exceptions of the degeneration effects on mutation. Personally, from an angry, rebellious and anti-establishment temperament throughout the teenage and early adulthood years, the gradual change into a conscientious adulthood had been the result of chance and choice. It is observable that the GOI and the NSCN(IM) as well had evolved progressively and touched a higher level of maturity. Hopefully, let me conclude in the words of His Highness the Prince of Liechtenstein that “self-determination would begin in a stepby-step manner, starting with the exercise of limited cultural autonomy, progressing gradually to a degree of political autonomy and, where desired, eventually ending in independence”. he Queen has landed a starring role in the latest issue of Vanity Fair by appearing as its cover girl for the second time. Her Majesty appears on the front of the magazine's summer edition which hits UK newsstands on Friday, in a colourful image shot by acclaimed fashion photographer Annie Leibovitz. In the relaxed portrait, the monarch sits by a rose bush in the grounds of Windsor Castle surrounded by her four beloved dogs Willow, Vulcan, Candy and Holly. It is just one of a series of photographs that was shot by contributing photographer Leibovitz to mark the Queen's 90th birthday in April. Another, released last month, sees her walking the dogs in Windsor's gardens, while others see her posing with family including her great-grandchildren Prince George and Princess Charlotte. The photographer told Vanity Fair: 'The most moving, important thing about this shoot is that these were all her ideas.'
'She wanted to be photographed with her grandchildren and great-grandchildren; her husband, Prince Philip, the Duke of Edinburgh; her daughter, Anne, the Princess Royal; and her corgis.' She added: 'I was told how relaxed she was at Windsor, and it was really true. You get the sense of how at peace she was with herself, and very much enthralled with her family.' Paying tribute to Britain's longest-serving monarch in an accompanying essay, writer William Shawcross said: 'These images of the Queen and her family and corgis and dorgis (a cross between corgi and dachshund) are endearing. 'And Windsor Castle, remember, is where she and her sister, Princess Margaret, sheltered from German bombers during the war. 'Now the beloved castle is an oasis of peace in her still unbelievably busy official life.' nine years ago in its June 2007 - shot again by Leibovitz. aty Perry's 89 million Twitter followers likely woke up to a shock following a series of profanity-filled Tweets posted to the social media site after a hacker took control of the singer's account. The "Firework" performer, who has the biggest following on Twitter, has since deleted the tweets, which even included a message saying that she misses Taylor Swift. Perry and Swift have had a rocky relationship. Swift's song "Bad Blood" is said to be about their feud. "We do not comment on individual accounts for privacy and security reasons," a Twitter spokesperson said in a statement. olling Stones guitarist Ronnie Wood has become a father again at the age of 68. His wife Sally, who is 38, gave birth to twin girls late on Monday evening, Wood's publicist confirmed. A statement said: "Ronnie & Sally Wood are delighted to announce the birth of their twins Gracie Jane (6lb) & Alice Rose (5.7lb)."The girls arrived on 30 May at 22:30 and all are doing brilliantly. It is mulling to form a combined northeast team, which will participate in all national-level tournaments conducted by the board across all age groups. Newly elected BCCI President Anurag Thakur, who visited the Under-16 and Under-19 BCCI-National Cricket Academy (NCA) camps in Dimapur and Shillong on Wednesday, said the board is also planning to set up a cricket ground and an indoor cricket facility in all the northeastern states. Thakur, who was accompanied by BCCI's new area development programme chairman Avishek Dalmiya and other officials, said: "The BCCI is committed to handhold northeastern states and bring them to the mainstream. I am extremely happy with the two camps organised by the BCCI at Shillong and Dimapur." "We have exciting talent coming through and the BCCI will give them a platform to excel. We have taken steps that will lay a solid foundation for cricket development in the northeast," he added. new DelhI, June 1 (PtI): India has decided to seek a wildcard entry for M C Mary Kom in the Olympic Games scheduled from August 5 this year. Mary Kom (51kg) had missed out on qualifying for the Olympics after bowing out in the second round of last month’s World Championships — the second and final qualifying tournament for women for the Games. The 33-year-old was required to make at least the semifinals to be assured of an Olympic berth in the mega-event in Astana, Kazakhstan. “She has been a phenomenal athlete and looking at her overall contribution to the sport, we have decided to request for a wildcard for her. However, her application will be among the many that the International Boxing Association (AIBA) will examine before taking a final decision,” Chairman of the ad-hoc committee
