DIMAPUR, JUNE 29 (MExN): The mortal remains of NSCN (IM) Chairman, Isak Chishi Swu, who passed away in New Delhi on June 28 is scheduled to arrive on June 30 at Dimapur airport. A public memorial service is being organized by the Naga Hoho and ENPO at the Agri-Expo, Dimapur at 2:00pm on the same day. The Nagaland State Governor and Chief Minister will be attending the service. On July 1, a state funeral service will be held Hebron HQ, and thereafter proceed to Swu’s native village, with stopovers in Kohima, Tseminyu-Pughoboto Junction and Pughoboto town. The last funeral and committal service will be held at 11:00am on July 2 at Chishilimi Village. The organizers have informed Naga civil societies, various Naga tribe organisations, all the Naga national political groups, political parties, concerned citizens and well wishers to attend the public memorial service.

A press note from the President of APO informed all concerned tribe organizations and NGOs based in Kohima to coordinate with APO for the event at the earliest. “During the proceeding hours of the arrival of the body, the normal life and activities will be disrupted therefore the APO has requested the public to cooperate and pay the last respect to the leader. A short tribute service will be held at Old MLA Junction, details of which will be disseminated soon,” the APO further said.

The Naga Students’ Federation (NSF) has appealed all educational institutions in the entire Naga inhabited areas to remain closed on July 1 as a mark of love and respect. It directed all the Federating Units & Subordinate bodies to disseminate the information & monitor in their respective jurisdiction. It also requested all trade/business union/association/chamber of commerce and concerned business establishment in entire Naga areas to remain closed on July 1. The service began with traditional salute to the departed leader by young Naga girls and boys dressed in complete traditional attire. Swu’s family members and several people belonging to the Naga community and well wishers
in the city, including government dignitaries, attended the service. In a statement issued through the MIP of the NSCN (K), Khaplang said Swu was a “true Shepherd amid the wolves, a Gospel among the revolutionaries and a revolutionary among the Gospels.” “In the contemporary Naga world torn with deception, suspicion and disunity, Isak Swu’s conviction on the deliverance of
the Naga people through God’s intervention stands out as the only ray of hope. His unflinching preaching of forgiveness and acceptance amongst conflicting Naga groups makes him a distinct God fearing, righteous and a visionary leader,” Khaplang added. He referred to Swu as a spiritual guide and a moral backbone of the Naga struggle. The NSCN (K) Chairman recalled Swu as a “humble, religious and an honest leader who rather chose to educate and christianise the Eastern Nagas during the
years they worked together.” “Isak Swu is also credited to have brought the first gospel in Eastern Nagaland. DIMAPUR, JUNE 29 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has submitted a representation to the Commissioner of Police Dimapur on the issue of fuel adulteration. The ACAUT, in its representation expressed hope that the district administration and the police are “more than capable of withstanding such pressures” that might hinder investigation into the matter. The ACAUT demanded that all the “kingpins” of the fuel adulteration racket be immediately arrested within 7 days from the day the raid was carried out. “The assets and properties of these individuals must be sealed till the investigation is complete as in all likelihood these were procured through illegal means and upon establishing the guilt of the accused persons the assets must be proportionally auctioned off,” the ACAUT said. Informing that the racket is an inter-state operation, the ACAUT said complicity of high officials, including politicians should be thoroughly
probed without fear or favour. “The names of all the kickback beneficiaries should be made public.” It alleged that some of the kingpins are known to be running several fuel stations in various districts, including Dimapur. The ACAUT demanded that the names of all these fuel stations be revealed, sealed and then publicly auctioned off. Further, it said that the “landlords being culpable in this adulteration racket seems highly plausible, therefore, apart from being prosecuted under relevant sections of the law, the district administration should seize the properties from where the adulteration was being carried out and the property auctioned off once culpability is established.” It further alleged that the “complicity of the Food & Civil Supplies Department in this racket is beyond doubt.” “In all the raided premises, massive quantity of SK oil was found which indicates that SK Oil is being diverted to the black market for fuel adulteration purpose. Therefore, this angle should be thoroughly probed
and the result made public within one week.” The ACAUT informed that 19 tankers of various make with minimum 12,000 L capacities fully loaded with SK Oil (Bluecolour) were found inside the 6 premises. The minimum total of SK Oil calculable from these tankers is 228,000 litres, it added. It further stated that tens of containers - 2000L and 1000L plastic tanks, above 5000 L iron containers, drums, and 12,000 L tanks were discovered filled with SK Oil amounting to not less than 150,000 litres. “If we calculate the approximate value of the seized SK oil in the open market @the rate of Rs. 50 per litre, it comes to around Rs. 2 Crores,” it said. The ACAUT demanded that the seized SK Oil be distributed to the beneficiaries in all the districts, and the seized items, including the 19 fuel tankers be auctioned off. It may be noted that the ACAUT has so far filed FIRs in West PS and Diphupar PS. It has also lodged an FIR against the Food & Civil Supplies Department.

Hundreds of people gathered at Clock Tower Junction, Dimapur on Wednesday to participate at a candlelight vigil organized by Sumi Kiphimi Kuqhakulu (SKK) in honour of Late Isak Chishi Swu, Yaruiwo, NSCN (IM), who passed away on June 28 in Delhi. People, both old and young from different walks of life lighted candles at the base of Clock Tower, Circular Road, Flyover Bridge and other locations in Dimapur as a mark of respect to the departed Naga leader. The Morung Express garnered opinions and feelings of the people gathered at the venue on the departed NSCN leader. SKK President, Ninoto Awomi described the demise of Isak Chishi Swu as a fatherly figure whose selfless sacrifices, dedication and commitment to the cause of the Naga struggle will always be remembered in the history of the Naga people. Former President, NSF, Phushika Awomi said, “Late Isak was a towering figure to us and in spite of harsh political
weather, he proved himself to be an able statesman and a diplomat who successfully built international relationships and took the Naga issue to international limelight which was once curtailed by India.” Dimapur Naga Students’ Union, President, Sungkum Ao said that the departed leader fought for the cause of the Naga people till his last breath. Dr. Khekugha Murru, a Dimapur based businessman had this to say about the NSCN leader, “His ideal in life for love of God, peace and unity is loved by all. It is a great loss for the Nagas. Sumi Totimi Hoho, President, Kitoli Naje said, “We desired that Late Isak Chishi Swu taste the fruits of Naga political solution for which he dedicated his life but this is all God’s will. His demise is an irreparable loss not only to the Sumis but to the entire Naga people.” Another concerned citizen, Hukato Assumi said people might have different opinions about Isak Chishi Swu but the fact that he was placed in the highest position of Naga patriotic movement is a clear reflection of divine arrangement.

WSKH general session postponed Dimapur, June 29 (mexn): The Western Sumi Kukami Hoho (WSKH) has informed that the 17th general session of Western Sumi Kukami Hoho and 2nd Sumi Officers’ Kukami Kuposhukulu Hoho which was supposed to be held on July 2 at Agri Expo Site, Dimapur has been postponed till further notice owing to the demise of Isak Chishi Swu. Nagaland’s 60th CDPO office inaugurated
ChiZami, June 29 (mexn): The 60th Child Development Project Officer (CDPO) Office in the state under Social Welfare Department was inaugurated today at Chizami by Minister for Social Welfare and Parliamentary Affairs, Kiyaneilie Peseyie. In his inaugural speech, he disclosed that there are 60 operationalised ICDS Projects operating all over Nagaland, catering to the needs of deserving people, especially women and children through a network of 3455 Anganwadi centers. He said that the rapid expansion of the department entails bigger responsibility to every officer for rendering better and more meaningful service to the people. He stated happiness that the Government of India, Ministry of Women and Child Development has approved the strengthening and restructuring of ICDS with an objective to prevent and reduce young children under nutrition,
enhance early development and learning outcomes in all children from 0-6 years of age, improve care and nutrition of girls and women as well as to reduce anemia prevalence in young children. He also informed that the department has already sent proposal for the creation of more ICDS cell in the state and said that they are now awaiting approval. Further impressing upon that there is room for improvement and development in the manner of delivery and execution of all round development programs in the state, he said, “let us all look forward to the future, forgetting the past and things that bind us from moving forward. Changing lives by ‘Simply Telling Stories’ TueNSaNG, JuNe 29 (MexN): Institute for Development of Leadership (IFDOL) programme director and executive secretary of Phom Baptist Churches Association (PBCA), Nuklu Phom disclosed that the Phom society in Longleng is undergoing a drastic change through the ‘Simply Telling Stories’ (STS) programme initiated by the PBCA which targets the fathers in the society. Nuklu Phom highlighted the whole concept of the STS during the IFDOL follow up leadership training at Tuensang district to the church leaders at Noklak, Shamatore, Tuensang and Yangli Mission Centre to the Khiamniungan, Yimchunger, Chang and Sangtam church leaders respectively. The PBCA executive secretary said that he conceptualized the Simply Telling

Stories, which is about telling Bible stories in a simple way, after seeing that most of the fathers in the Phom society were reluctant to attend church services which was a big concern for the church and the society. Therefore, the Phom Baptist Churches Association decided to introduce the Simply Telling Stories
in Longleng and asked the churches to implement the programme in their respective churches. The STS aims to bring the fathers in group of 7-9 members and ask them to read the Bible once in a while at their own convenient time and place at least once a week. The STS programme was wholeheartedly implemented by
the different Phom Baptist Churches and the father responded positively. Now, the programme is bearing its fruits in the society, said Nuklu Phom. The fathers are now reading the Bible, they are more responsible to their families, they have mostly given up substance abuse like alcohol and opium, started coming the church and are even participating in church programmes by presenting songs etc. Above all, the greatest blessing is that the once carefree fathers have started reading the Holy Book, he said while adding that the demand of the Bible is so high that the PBCA has ordered 4000 Bibles from the Bible Society of India. “The STS is all about taking the church to the people. Of course, we cannot literally take the church
building to the people, but we are symbolically taking it to them by encouraging them to read the Bible, discuss the passages in it and be transformed through the word of God,” said Nuklu Phom to the church leaders at different places. The next off-shot of the Simply Telling Stories would be SGS or Sharing God’s Stories, he disclosed. “The STS is taking the church to the people. SGS will be about bringing the people to the church so that they can share the God’s stories, His love etc.” He said that a manual outline of the whole concept and implementation would be printed and distributed to the churches in eastern Nagaland and an elaborate orientation programme will be held by this yearend so that the STS programme can be implemented in whole of eastern Nagaland churches.

Centre approves 7th Pay Commission proposal new Delhi, June 29 (ians): The Union cabinet chaired by Prime Minister Narendra Modi on Wednesday approved the implementation of the recommendations of 7th Central Pay Commission, a move that seeks to benefit over one crore central government employees and pensioners. Highlights of the Pay Commission benefits: 1. The present system of Pay Bands and Grade Pay has been dispensed with and a new Pay Matrix as recommended by the Commission has been approved. 2. Separate Pay Matrices have been drawn up for civilians, defence personnel and for military nursing service and all existing levels have been subsumed in the new structure. 3. The minimum pay has been increased from Rs 7,000 to Rs 18,000 per month. Starting salary of a newly recruited employee at lowest level will now be Rs 18,000 whereas for a freshly recruited Class I officer, it will be Rs 56,100. 4. Due to the decision, the salary/pension of all government employees/ pensioners will be raised by at least 14.29% as on January 1, 2016.
Unhappy with 7th Pay Commission hike, govt employees to go on strike on July 11 MuMbai, June 29 (agencies): The 7th Pay Commission report that received a nod from the Cabinet chaired by Prime Minister Narendra Modi, will levy a pay hike of 23.55%. Nearly 32 lakh central government employees have announced they will be going on a strike starting July 11, protesting against the 23.55% salary hike approved by the Cabinet on Wednesday, Zee Business channel news frash indicated. Under the final approval, the basic salary of government employees will be hiked by 15% and the overall 7th Pay Commission pay hike stands at 23.55%. The central government employees, unhappy with the rate of pay hike had warned earlier that they will stage a strike on July 11, demanding a pay rise of atleast 30%. At current levels, the salary hike is the lowest in 70 years, but a senior government official stated tight fiscal situation 5. Rate of increment has been retained at 3%. This will benefit the employees in future on account of higher basic pay. 6. The Cabinet approved further improvements in the Defence Pay Matrix by enhancing Index of Rationalisation for Level 13A (Brigadier) and providing for additional stages in Level 12A (Lieutenant Colonel),
Toyota recalls 3.37 mn cars over airbag, emissions control issues Japan, June 29 (reuters): Japan’s Toyota Motor Corp has recalled 3.37 million cars worldwide over possible defects involving airbags and emissions control units. The automaker on Wednesday said it was recalling 2.87 million cars over a possible fault in emissions control units. That followed an announcement late on Tuesday that 1.43 million cars needed repairs over a separate issue involving air bag inflators. Some of the automaker’s gasoline-electric hybrid Prius models contain both of the potential defects, taking the total number of vehicles affected by the recalls to 3.37 million. No injuries have been linked to either issue. Toyota on Wednesday said evaporative fuel emissions control units in models produced from 2006 to 2015 including the Prius, Auris compact hatchback and its popular Corolla models were prone to cracks, which could expand over time and lead to fuel leaks. Late on Tuesday it recalled Prius models and Lexus CT200h cars made from 2010 to 2012 over air bag inflators that could have a small crack in a weld, which could lead to the separation of the inflator chambers. The inflator, which was not supplied by troubled maker Takata Corp, could partially inflate and enter the vehicle interior, increasing the risk of injury, Toyota said.

According to Ringing Bells’ Founder and CEO Mohit Goel, they are ready with nearly two lakh ‘Freedom 251’ handsets. “In the meanwhile, we have prepared a letter requesting a meeting with our Prime Minister to pitch our case as a domestic smartphone maker which wishes to contribute towards ‘Make in India’ initiative,” Goel told IANS. “We are planning to organise a launch event in the capital on July 7, a day after starting the delivery,” Goel added. In an earlier interview to IANS, Goel had announced June 30 the date for delivery, adding that once he is done with this first phase of delivery (of two lakh phones), he will open registration again for those who wish to buy the handset. The company had in mid-February this year planned to deliver 25 lakh handsets before June 30. However, it received over seven crore registrations before its payment gateway crashed within three days. “We learned from our mistakes and decided to go silent till we come out with the product. Now we have a 4-inch, dual-SIM phone ready for delivery. I feel vindicated,” he had told IANS. According to Goel, he is facing a loss of Rs 140-Rs 150 per handset, for which parts were imported from Taiwan, but hopes to make profit on volumes. “We will have a loss, but I am happy that the dream of connecting rural and poor Indians as part of the ‘Digital India’ and ‘Make in India’ initiatives has been fulfilled with ‘Freedom 251’,” Goel said. The 3G device has a 1.3GHz quad-core processor, 1GB of RAM and 8GB of internal memory and supports external memory cards of up to 32GB. No device was, however, given to IANS. Only a photograph was allowed to be taken. The company has offered an 8MP primary camera with flash, a 3.2MP front camera for selfie and a 1,800 mAh battery. It runs on Android 5.1 (Lollipop). The phone is available in two colours -- black and white -- with centrally aligned rear camera and branding on the back panel. It has a speaker just alongside the branding. The device displays the Indian Tricolour when you switch it on. The company has incorporated all the basic Google apps in the handset. “Our devices are completely ‘Make in India’ and were manufactured at our Haridwar-based manufacturing unit. We plan to sell two lakh devices every month,” he said. The company is also planning to launch a 32-inch high-definition LED television -- also called “Freedom” -- in the first week of July. “These will be the cheapest television sets in India and will be available for less than Rs 10,000. Within 2 days, the delivery would be made and we will sell them online,” Goel said, adding that the company currently has one lakh such pieces in stock. In comparison, the cost of 32inch HD LED TV sets normally begins from Rs 13,000.

The cabinet decided to constitute a committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on Allowances. 12. The Cabinet also decided to constitute two separate Committees (i) to suggest measures for streamlining the implementation of National Pension System (NPS) and (ii) to look into anomalies likely to arise out of implementation of the Commission’s Report. 13. The additional financial impact on account of implementation of all its recommendations in 201617 will be Rs 1,02,100 crore. 14. There will be an additional implication of Rs 12,133 crore on account of payments of arrears of pay and pension for two months of 2015-16.
Restaurants, shops, malls, banks can now remain open 24/7 for 365 days MuMbai, June 29 (reuters): The Cabinet approved the Model Shops and Establishment Act. A model law that allows shops, malls and other establishments to operate throughout the year received Cabinet approval, which will give them the flexibility to open and shut at their convenience. The law covers establishments employing 10 or more workers except manufacturing units and will provide freedom to operate 365 days with flexibility on timing to open and close. It also provides for women to be employed on night shifts with adequate security and calls for better working conditions for employees such as drinking water, canteen, first aid, lavatory and creche. “The Model Shops and Establishment (Regulation of Employment and Condition of Services) Bill 2016 has been cleared by the Cabinet,” a source said. The model law will not require Parliament’s approval.
As per the proposal mooted by the Labour Ministry, the model law can be adopted by states with a provision of modifying it as per their requirement. The model law is aimed at generating additional employment as shops and establishments will have freedom to operate for longer hours requiring more manpower. It also provides exemption to highlyskilled workers like those in IT and biotechnology from daily working hours (9 hours) and weekly working hours (48 hours). The law is designed to bring in uniformity in legislative provisions, making it easier for all the states to adopt it and ensure uniform working conditions across the country. The Centre has been receiving suggestions from time to time to enact the model law, which the states could consider for enforcement either by adopting the central law or necessary modification by the state law.

NGOs are trying to contact beneficiaries for facilitating the release of LPG connections under PMUY and are charging money.” The release said that a few people associated with one such fraud agency operating in Bareilly area have been arrested by the local police. The PMUY is aimed at providing LPG connections to poor families as part of a scheme to ensure smokeless kitchens. “The LPG connections under the PMUY are released only by authorised LPG distributors of government oil marketing companies,” the ministry said. The ministry asked the beneficiaries to only approach distributors of Indian Oil Corporation, Hindustan Petroleum and Bharat Petroleum.

Condolence messages for Isak Chishi Swu
Dimapur, June 29 (mexn): More people today mourned the death of Isak Chishi Swu, NSCN (IM) Chairman on June 28 in New Delhi. In messages, they extended condolences to the family of the deceased and prayed for peace of the departed soul. ACAUT: ACAUT Nagaland stated that history will remember Chairman Isak Chishi Swu as a God fearing champion for freedom, peace, and reconciliation. “To many of us he will be remembered as a man of uncommon grace and compassion, for whom abandoning bitterness and embracing adversaries was not just a political strategy but a way of life,” it said. “He proved that there is freedom in forgiving, that a big heart is better than a closed mind, and that life's real victories must be shared.” APO: The Angami Public Organisation (APO) reminisced that Isak Chishi Swu was a man of great character and contributed immensely to the society. “He was a man who gave his all for the Naga people and its cause. We the Nagas today have lost a true patriot and a true leader in whom we trusted…The innumerable sacrifices that you had made, your innumerable contributions to the Naga people, and your irreplaceable foundation laid for our cause will be remembered.” ASTD: The Ao Senso Telongjem Dimapur (ASTD) said the NSCN (IM) Chairman was a leader totally committed for the freedom of the Nagas and the rights of the Naga people till his last breath. He strictly lived by his steadfast faith in the Lord, it added. BJYM: Bharatiya Janata Yuva Morcha (BJYM), Nagaland State unit stated that Isak Chishi Swu sacrificed his whole life for the people and he will always be remembered by all for that. CNTC: The Central Nagaland Tribes Council recollected Isak Chishi Swu as a humble, soft-spoken man and a God-fearing leader who gave his everything for the Nagas. Stating that Isak’s struggles and sacrifices for the Nagas could not be comprehended in mere words, CNTC said his saga and legacy will forever be remembered by not only the Nagas, but the whole world. The Council further informed that in view of the sad demise and also the state funeral slated on July 1, the joint consultative meeting of the Council on July 1 has been postponed to July 23. CPDM: Campaign for Peace & Democracy Manipur (CPDM) also paid red salute to Isak Chishi Swu. It said that Isak was one of the leaders in Northeast India who had stood firmly for the cause of a political ideology and had dedicated fully to unite his people to achieve higher level of independence and progress. “He was a tall figure in the post 1947 Naga resistance movement, on whose footprints many Nagas would still continue to strive for brighter future,” the organization stated. CSA: The Chakhroma Sports Association (CSA) remembered the NSCN (IM) Chairman as a man of truth, a man of honour who fought for the rights of the Naga people. The Association prayed that the vision and
the dreams of “our beloved leader” for his people become a reality. DCCI: Dimapur Chamber of Commerce & Industry stated that late Isak was a person of deep faith and great courage who entirely devoted himself for the Naga movement. The memory of his patriotic leadership will remain a source of inspiration and encouragement to all his comrades, national workers and the Naga populace, DCCI said. “The immense suffering and hardship that he endured for the cause of Naga people’s rights will surely be recognized by humanity down through the ages.” DFoN: The Dream Foundation of Nagaland (DFoN) described Isak as a leader of distinct qualities who led the Naga people as a true patriot and who made lifelong sacrifices for the rights of Naga people. His selfless sacrifice for the cause of the Nagas would be remembered and cherished in the days to come, the Foundation stated. DNSU: The Dimapur Naga Students’ Union stated that the demise of the NSCN (IM) Chairman is a big loss to the Naga nation. “His advocacy in upright deeds for the cause of Nagas will be ever remembered and the whole Naga generations owe him a debt.” DUCCF: Dimapur Urban Councils Chairmen Federation said Isak was “the tall figure of Naga self determination and was the symbol of love and forgiveness among the Nagas freedom fighters.” He will always be remembered as God fearing man who always endeavoured for peace and reconciliation, it added. Er. Levi Rengma: Parliamentary Secretary Er. Levi Rengma stated that in Isak’s death, “we” have lost a leader who had dedicated his whole life for the cause of Nagas and for a better future for the Nagas. “Throughout his life, Isak Chishi Swu was a beacon of strength for the Naga cause and a wise leader who devoted his energies to the welfare of his people. He was also a firm believer in promoting peace and unity amongst the Naga brothers and sisters,” Er. Levi said. He expressed hope that Nagas will remember and fulfill the late leader’s dreams by making sure peace and unity are ushered in our land. EDBA: East Dimapur Business Association (EDBA) said that the “iconic” Isak Chishi Swu not only fought selflessly for uniting the Naga nation for sovereignty, but also stood committed during the much troubled period of Naga nation. It stated that Isak set an example to the present and future Naga generations to remain united in the path of sovereignty against all odds. He showed that Naga nation is above any individual or tribe, it added. GSU Nagaland Zone: Garo Students' Union Nagaland Zone also remembered the NSCN (IM) Chairman as a great Naga leader who worked tirelessly and selflessly for the Naga cause. The sacrifice he made for the nation will be remembered and cherished by the generations to come, it added. JDU: Janata Dal United, Nagaland unit described Isak as honest,
dedicated and true leader who always gave his best and worked tirelessly for the Nagas his entire life. KSH: The Kohima Sumi Hoho said Isak was a man of ‘Vision’ who worked relentlessly towards that vision with unwavering commitment, dedication and devotion. The Naga leader consistently stood for peace and reconciliation with sincere desire for forgiveness, the Hoho added. “He not only stood for peace but spoke about it to all who met him. His relationship with God was sensed and felt by people who stayed with him and talked with him. He was fearlessly a crusader of justice.” KSON: The Kuki Students' Organisation Nagaland (KSON) called Isak a true and dynamic leader who sacrificed the luxuries of life dedicating himself for the cause of Naga nation till his very last breath. “Isak's demise is a great loss to every soul who beseech freedom,” it stated. LLRPO: The Lotha Lower Range Public Organization (LLRPO) recalled Isak Chishi Swu as a leader who gave all for the cause of Nagas and that he will be remembered down the generations for the instrumental role he played in signing the historic August 3, 2015 Framework agreement with GOI. MLA Azo: MLA Kuzholuzo (Azo) Nienu said Isak was a patriotic Naga freedom fighter till his last breath. “He died defending for what is rightfully ours, the memory of his brilliant leadership will, however, remain a source of inspiration and encouragement to us all.” MLA Imkong: MLA Imkong L Imchen expressed regret that Isak Chishi Swu’s softly spoken words laden with wisdom shall no more be availed by the Nagas. Imkong recollected that Isak was one of the few early educated Nagas who dedicated their lives for the cause of the Naga nation during the 1950s. His true patriotism blended with faith in God steered well many difficult situations and given the biggest hope to the Naga political solution as Chairman of the NSCN (IM), the MLA said, adding the recent signing of Framework Agreement was by no means a small achievement. Mao Council: Mao Council stated that the late NSCN (IM) Chairman was a long standing Naga nationalist who made tremendous positive and crucial contributions to the founding and development of the Naga freedom struggle. “His death is a great loss for his family, and for the Naga people and for all freedom loving people at large. He was an exceptional person who was driven with passion and determination for freedom and human dignity of the Naga people.” It added, “As a legend of Naga heroes, he will be the dynamic force of our history and the source of inspiration for our freedom struggle.” MHD: Mao Hoho Dimapur said Isak was one of the tallest Naga leaders who fought till his last breath for the cause of Naga nation. The Hoho stated that his contribution to the Naga nation will be fondly remembered and cherished by its people down the ages
to come. MHN: Mao Hoho Nagaland expressed that Isak, a true and patriotic Naga leader, lived up to his life for the cause of the Naga nation. “Swu has sacrificed for the aspiration of the Nagas. He was a God fearing leader and a father figure to the Nagas,” it added. M. Loli Kape: Former Village Council Chairman of Maklhel village in Senapati, M. Loli Kape remembered Isak Chishi Swu as a man of principle and a visionary leader in Naga politics who had sacrificed and worked tirelessly for peace, unity amongst the Nagas and fought in defense of Naga cause. Loli saluted Isak for sacrificing his whole life for the cause of Nagas. NBCC: The Nagaland Baptist Church Council stressed that in Isak’s death, Nagas have lost a patriot and a pioneer in the search for the aspiration of his people. “To this end he stood tall in demonstrating outstanding courage and commitment till the last of his breath. His political wisdom and leadership prowess will be sorely missed in the days ahead,” NBCC stated. NCP: The Nagaland State Unit of Nationalist Congress Party (NCP) expressed that Isak died at a crucial time when his service was most needed towards bringing political settlement to the Indo-Naga political problem. NFIA: Nagaland Flood and Irrigation Association stated that the example of Isak’s leadership and accomplishments for the Naga national movement will remain a lasting legacy for all. “It will be almost impossible for any other Naga leader to evolve in the stature of late Isak who devoted his entire life for the cause of Naga people and went through numerous hardships fighting for the cause,” it added. NGBF: Nagaland GBs Federation stated that Isak Chishi Swu was a faithful warrior who had devoted his life for Naga political cause, and lived an exemplary life. “His contributions toward the Nagas’ political struggle will be always remembered by the generations to come.” NGTC: Nagaland Garo Tribal Council described Isak as a God fearing man, who had contributed and dedicated his whole life for the cause of the Naga nation. “A man who always remembered the contribution of the Garo tribe of Nagaland during Naga freedom struggle and also had a soft corner for the minority tribes of the state,” the Council said of Isak. NMDA: Nagaland Medicine Dealers Association said that Isak was a God fearing great leader who lived and worked for the best interest of the Naga public. Rajya Sabha MP: Rajya Sabha MP, KG Kenye reminisced that Isak Chishi Swu’s zeal and determination to the cause of the Naga people,
especially for an early and honourable settlement to the Naga political problem, was more pronounced than ever in the last few years. “One of the brightest stars in the Naga National political firmament which served as a beacon of light giving the Naga people direction to guide our political destiny in turbulent weather conditions, has gone out,” the MP said referring to Isak’s death. “But even though he is no longer with us, and before the direction he had pointed out to us fades from our memory and we are cast adrift in stormy waters, we must come together and steer the destiny of the Naga people to the destination our late leader had in mind: An early and amicable solution to the protracted Naga problem which is honourable and acceptable to all sections of the people.” RCUN: Railway Contractors Union Nagaland (RCUN) described Isak Chishi Swu as a man of principle, soft spoken and God fearing. The Union added that his sacrifice for the cause of Naga people’s right will always remain embedded in the hearts of Naga people in the days to come. RNC Assam: Rongmei Naga Council, Assam stated, “We will miss his compassion and his lifelong sacrificed journey for the Nagas. We had the wonderful privilege of his leadership and it will be missedfor.” SCD: The Sumi Council, Dimapur recollected that Isak was a patriot to the core and he gave his entire life for the Naga cause despite the fact that he could have opted for a comfortable and easy life taking up a white color job with his educational qualification during the early days. “He was a leader in the truest sense acceptable to all sections of the Naga society as he was above all isms which has fragmented our society over the years.” Sevashram Sangha: Members of Bharat Sevashram Sangha, Dimapur Branch mourned the demise of Isak and shared the grief of his bereaved family members. SKN: The Swu Kuposhukulu Nagaland described Isak Chishi Swu as “our beloved national leader” and mourned his demise. SOUN: The Sumi Officers’ Union Nagaland stated that Isak devoted his entire life for the cause of the Naga political rights and led the Naga national movement at different levels and forums. “He endured untold hardships and sufferings in his effort to assert the political rights of the Nagas and his contributions to this cause would forever be etched in the minds and hearts of the Naga people.” SPFDD: The Sangtam Peoples' Forum Dimapur District (SPFDD) grieved with the Naga people at the loss of the “great leader” who spent his entire life for the cause of Naga nation. Isak will be remembered as a selfless, God fearing and a leader with conviction, SPFDD stated. Sawmi Woleng: Sawmi Woleng from Imphal expressed sadness over the death of her old college mate, Isak Chishi Swu. “I remember him as a prayerful and a very kind-hearted person, and that is how I will always remember him in life,” she said.
TSUD: The Tenyimi Students’ Union Dimapur (TSUD) extolled the lifetime struggle of Isak Chishi Swu for brighter future of the younger Nagas in particular, “which will ever be imprinted and revered forever in the history of Naga.” TSUD honored and saluted his sacrifices and hoped that the Naga people can emulate his examples and good qualities. TUD: The Tenyimi Union, Dimapur (TUD) stated that for more than half a century, Isak Chishi Swu spent his life struggling for Naga freedom. “In his death, the Nagas have lost a towering leader, who has never compromised his political ideology.” TPO: The Tenyimi Peoples’ Organisation (TPO) termed the demise of the Naga national leader at this juncture “heart wrenching”. It is a time when Naga people need him the most, it said. The organization further wished that Isak’s legacy remains as that of a life spent fully committed to the cause of the people, steadfast and undaunted in the struggles. VK Nuh: Chairman of Naga Archives and Research Center, Rev. Dr. VK Nuh stated, “This is a sad day in the history of our national struggle for freedom, on the other hand, Mr. Swu's deep commitment, sacrifices, and contributions for the last half a century for the Naga cause are reasons for celebration.” Rev. Dr. Nuh further said that the national leader’s legacy will find prominent space in the annals of “our” nation's history. He also recognized that the deceased was a committed Christian and prayerful man who stood as a hero and a leader. WYH: Western Yimchungru Hoho thanked Chairman Isak for bringing the cause of Naga struggle thus far. “His effort for peace and unity will not be in vain but the younger generation will follow his footstep for reconciliation and maintain strong bond among the Nagas brothers,” it stated. ZCNEI: Zeme Council Northeast India affirmed that late Isak Chishi Swu was a remarkable leader who served and sacrificed his whole life for the Naga nation. “His death is a great loss for the Nagas but his legacy of being a great leader will live on forever among the Nagas.” ZRO: The Zomi Re-unification Organisation acknowledged that Isak Chishi Swu steered the Naga movement for self-determination over three decades, and remained faithful for the cause till his last breath. His undaunted commitment for the emancipation of the Nagas and deep concern for the political survival of other indigenous people in Northeast India, particularly the tribals of Manipur (hill areas), is unparallel in the history of revolutionary movements in the region, stated the organisation. “His death is undoubtedly a great loss for the Nagas and other revolutionary organisations in Northeast region, yet he has displayed a personality and statesmanship worthy to emulate for others.” ZPO (N): The Zeliang People Organisation (N) paid rich tribute and grand salute to the departed leader, Isak Chishi Swu.

Deputy Commissioner of Dimapur, Kesonyu Yhome on Wednesday inspected the completed and ongoing developmental projects in Ikishe village, which was adopted as a model village by former Rajya Sabha MP, Khekiho Zhimomi. Inaugurating a couple of projects under SAGY programme including the resting shed, the DC called upon the citizens of Ikishe to be an example to other villages as a model village. Yhome said the village would be a model village in the true sense if funds allotted are used in the right way for the development of the village. Pointing out the various problems faced by the people, the chief guest said the government alone is not to be blamed and added that every member of the public is to be equally blamed for stalling or non-starting of various developmental activities. “If the general public is contributing to the problems,

opted by former Rajya Sabha MP, late Khekiho Zhimomi in March 2015. SAGY secretary, Khubolho T Yepthomi gave a brief report of the developmental activities taken up by the village under SAGY. EAC Chumukedima, Thungbemo Patton, in his welcome address reminded the villagers that success of any government scheme or project starts from the grassroots level. The EAC urged for proper implementation of the fund. He further said that the success of the village would be an example to other villages and departments for judicious usage of the fund. Kohima, June 29 (mexn): The Kohima Police today recovered 4 (four) kilos of contraband opium in liquid form and arrested one person in this connection. Sub-Divisional Police Officer (South) & PRO, Kohima Police, Atu Zumvü (NPS) informed in a press note that the recovery was made in the afternoon during a routine checking by Kohima Police personnel manning interstate check gate at Khuzama. The opium was recovered from the possession of one person travelling in a passenger taxi. It was found neatly wrapped in 4 (four) Everyday milk packets when recovered by the police, it added. The police identified the person as Lalsat Mizo (54) of Saparmaina Village under Gamnom Saparmaina PS in Sadar Hill, Manipur. A regular case was registered against the arrested person at Khuzama PS for conducting further investigation.

A Prism for the Rainbow
I
sak Chishi Swu (1929-2016) was born, and lived, in the most significant times of modern Naga history. The year he was born, in 1929, saw the first on-paper collective articulation (from the Naga Club to the British Simon Commission) of the Naga right to self-determination. In the 87 following years, the Naga people led one of the most well designed and motivated peoples’ movements in the world that managed to create working relationships with neighbouring nation states (of India and Burma) without ever being completely colonised—with the continued, and often thought impossible, desire to live as free peoples. For a major part of those years, Swu remained a steadfast leader of the Naga movement for self-determination—a Prism that produced the Rainbow. Swu was more educated than most Naga peers of his times. He had studied at an American missionary school and later graduated from St. Anthony’s College, Shillong, a Don Bosco institution set up in 1934. He had the opportunity to further his education and join the elite club of the enfranchised; he chose instead to join his people in their struggle to uphold their freedom and dignity, against colonisation and injustice. The brutal oppression of the Naga people in the hands of an unrelenting Indian establishment became intolerable for the young Isak Chishi Swu. He told Gavin Young, a journalist from the Observer in London, how he found “no reasonable alternative” but to “work for the national movement” after the burning of six villages, including his own, Chishilimi. Right up to his middle ages, Swu undertook at least three missions to China to strengthen the armed struggle. These included walking through the treacherous forested hills of the region between the Naga territories and China—on one occasion, only a few men survived; on another, the team was denied entry to China. Despite myriad setbacks, Swu was not known to have turned sceptical. He remained a man of faith and the rock on which social-democratic principles rooted in Christianity were developed by the Naga national movement. He is said to have been one of the first to take the gospel to the Naga areas in Burma. This marked the beginning of structured education in the Eastern Naga areas, connecting them firmly to their more educated brethren on the Indian side. Over the years, the Naga movement under the leadership of Isak Chishi Swu, Thuingaleng Muivah and others paved way for internationalising the Naga national issue and institutionalising it. In January 1993, the National Socialist Council of Nagalim (NSCN) was admitted to the Unrepresented Nations and Peoples Organisation (UNPO), internationally recognising Nagalim as ‘Occupied Territory.’ Even after a ceasefire was declared between the NSCN and the Government of India in 1997, Swu maintained (in a 2006 budget session speech) that a ceasefire gives “no time for pleasure and recreation.” It is a time of preparation for the worst of situations as well as the best of a future for the nation, he noted. In a trait uncommon among Naga leaders, he publicly spoke of the moral and material degradation that had set into the NSCN during the period of the ceasefire. He raised critical questions, answers to which may not have been found to date—one of them pertained to the need for an accountable, transparent and honourable relationship between national workers and the general public both in towns and villages. Isak Chishi Swu’s life signified not just the strength of the individual that he was, but also the strength of a collective. It was in conjunction with Th. Muivah, and other Naga leaders that the movement graduated from an armed struggle to peace talks- from direct action to negotiations. As the omnipresent guide of the process, in his gentle but firm demeanour, Swu provided the ‘see’ for Muivah’s ‘saw.’ Without one, the other, or even the whole, may not have emerged the way they did. Swu’s soul may have departed before the Naga and Indian people move into a time of reconciliation (if and when a situation of Just Peace is created through Indian de-militarisation and Naga self-determination), but the legacy he has left us will become the bedrock of the future we build. As we move ahead, Isak Swu’s words will resonate thus: “The movement of the Nagas is inspired by the spirit of change from bondages to freedom, from darkness into light, from village-state to nation-state, from the traditionalist world to the revolutionary world and from the rule of autocratic kings to that of democratic people. Myanmar should dismantle laws blocking free speech: HRW says
M
yanmar's government, led by Aung San Suu Kyi's National League for Democracy (NLD), should amend and abolish laws that threaten freedom of expression, Human Rights Watch said in a report released on Wednesday. Laws covering areas from telecommunications to defamation have been used to arrest at least 70 people this month, said the report's author, Linda Lakhdhir. The arrests come despite reforms by former President Thein Sein and the NLD, which won the November election in a landslide, giving it control of both houses of parliament and installing Suu Kyi as the country's de facto leader. "We think there has been a mixed bag of achievements on behalf of the new government," said David Mathieson, a senior researcher at Human Rights Watch, referring to the NLD's efforts to ease laws restricting freedom of speech. While the NLD deserved credit for freeing many political prisoners, the "legal architecture of repression" that put them behind bars remained largely in place, Mathieson added. The NLD, made up of many former activists and dissidents, has scrapped some restrictive laws and proposed changes to others, such as the Peaceful Assembly Law, which allows for protests that were barred under the junta, but still imposes limits, and is used to arrest and jail many demonstrators. The NLD's proposed changes to the law are an improvement, Human Rights Watch has said, but they do not go far enough. The draft bill, being discussed in parliament, would punish protesters for spreading "wrong" information and make it an offence for them to swerve from slogans registered in advance with the authorities. Also troubling, the report said, was a broadly worded clause of the Telecommunications Law that prohibits use of the telecoms network to, "extort, threaten, obstruct, defame, disturb, inappropriately influence or intimidate". Arrests of social media users whose posts are deemed distasteful have continued under Suu Kyi's government. "While some of these posts may be considered offensive by some, being offensive is not a crime," said Lakhdhir. Enacting change in Myanmar is not a simple task. Under the country's semi-civilian government, the military controls 25 percent of the seats in parliament and three ministries, including home affairs, which oversees the police.

The climate pioneers: look south A potential lowcarbon revolution is taking shape in the global south. But it needs funding support to achieve development lift-off
T
he reality of climate change is attested by overwhelming evidence. It is now reported that 2015 was by far the hottest year since accurate records began to be collected more than a century ago. The recent confluence of steady temperature rises and a warming phase of the Southern Oscillation (exemplified in El Nio) has resulted in the seven months from November 2015 to May 2016 each being the warmest of these individual months ever recorded, some by almost 1⁰C over the previous highest. These are extraordinary figures, given that records in monthly world temperatures are more likely to be measured in small fractions of a degree. This recent acceleration causes concern over possible tipping-points which would lead to irreversible and uncontrollable temperature rises. In particular, these might be fuelled by the rapid release of huge quantities of carbon from any one of several “carbon sinks”, such as Arctic permafrost with its locked-in carbon or the Boreal forests of the near-Arctic. The process could be triggered by forest wildfires unlocking carbon dioxide, or the melting of the permafrost unlocking large quantities of methane (“marsh gas”), a particularly potent climate gas (see "Climate disruption, the new reality", 19 May 2016). More and more, the direct risks of climate change to human security are evident in visible and pressing effects, not least an increase in the number of climate refugees. A recent openDemocracy article made the connection: “While estimates vary, climate change will cause or contribute to the displacement of millions of people. According to the Internal Displacement Monitoring Centre, 21.5 million people have already been displaced by weather-related hazards each year since 2008. That figure does not include those forced to flee because of gradual hazards such as sea level rise” (see Max Harris et al, "What's happening to the millions of people displaced by climate change?", 20 June 2016). What makes this situation more worrying is the deeply antagonistic atmosphere in much of western Europe, where refugees are seen too often as “threats” to be met by naval patrols at sea and razor-
wire, teargas and water-cannon on land. These reactions, though, are in response to the existing relatively low numbers of migrants: low, that is, compared with what will happen if climate change is not controlled and allowed to evolve into wholesale climate disruption. This all means that moving to ultra-low carbon economies is becoming critically important. In a wider perspective, of the kind many of these columns have tried to offer over recent years, three global issues must be addressed: • transforming the economy away from the failing and divisive neoliberal model and its deep inequalities • moving to low-carbon systems • confronting the manifestly damaging military outlook that has proved so costly since 9/11. All three are dauntingly large challenges. But a positive factor that arguably needs more focus is the growing evidence that the low-carbon transition really can be achieved, and indeed is already underway. This view, reflected in the work of Jeremy Leggett and others, champions a particular aspect of the phenomenon: the role of the global south and its potential for low-carbon development (see "Climate disruption: the south gets real", 30 April 2015). A smart south At the root of this cluster of work is a growing recognition of the need for susbstantial progress in both the global north and south. The major carbon emitters of the north must move radically to reduce their carbon emissions, certainly by 80% by 2030; but it is just as important for the current low-carbon emitters across the south to avoid development policies that add greatly to higher emissions. The argument is put cogently by Friday Phiri in his article "Building Africa’s Energy Grid Can Be Green, Smart and Affordable" (IPS News, 16 June 2016). In pointing to the severe problems of electricity undersupply across much of sub-Saharan Africa, Phiri focuses on the potential for avoiding the highcarbon pathway to development. He cites the succinct case made by Kofi Annan, who chairs the Africa Progress Panel:
“African nations do not have to lock into developing high-carbon old technologies; we can expand our power generation and achieve universal access to energy by leapfrogging into new technologies that are transforming energy systems across the world. Africa stands to gain from developing low-carbon energy, and the world stands to gain from Africa avoiding the high-carbon pathway followed by today’s rich world and emerging markets.” Africa is used to rapid take-up of new technologies and leapfrogging of the old: witness the extraordinary growth in the use of mobile-phones, and more recently the adoption of solar-powered lights, especially for off-grid districts. Furthermore, there is considerable potential for small island states to accelerate development of renewable-energy sources, even to the point of becoming 100% renewable. A recent study from the Centre for Sustainable Energy Systems at Flensburg University in north Germany showed how Barbados, with a population of a little over 300,000 and blessed with abundant solar and wind potential, could take this route. It would even result in lower energy bills, because new renewable-energy technologies are below “grid parity” (that is, cheaper than oil-based systems). The potential exists across much of the global south. Much of the notable increase in work in the field is being done in universities, such as the University of the West Indies at Cave Hill in Barbados. Obstacles remain in many places, including inertia, bureaucracy, and entrenched commitments to fossil fuels. But the biggest single problem is probably the lack of funding for research and development of systems that are tailor-made for tropical and sub-tropical environments. It is here that states in the global north can play a really significant role: by identifying this need and factoring it in to their international-development funding programmes. Many analysts argue that development priorities should be prioritised around deep poverty, gendered approaches, and sustainability. All are fully appropriate, but within that outlook there is still far too little emphasis on the fundamental need for a global lowcarbon future as a core element of sustainability. Make that a priority and the results could be spectacular.
Children’s education is too important to be a casualty of war
W
hen Ali and his family fled their home in Syria shortly after the war broke out, they had nothing but the clothes on their backs and hope for a better future. Five years on, that hope has turned to despair. Now in Lebanon, none of the family’s six children attend formal schooling, and 15-year-old Ali and his younger brother must work to support their family, digging potatoes for just $4 a day. With wars and persecution driving more than 20 million people worldwide – half of them children – to seek protection in other countries, many are struggling to access basic services. This includes healthcare and education, and the important day-to-day needs of food and shelter. While education is the single most important tool we can equip children with, it is often one of the first casualties of conflicts and emergencies. Less than two per cent of global humanitarian funding is currently provided to pay for learning during crises – thereby wasting the potential of millions of children, worldwide. Formal learning provides children with the knowledge and skills they need to succeed, while giving them hope for the future. It also gives children who have experienced the trauma and horrors of war and disaster the stability and sense of familiarity they need to be children, while protecting
them from the risks of exploitation. Despite the generosity of many countries hosting large refugee populations – the vast majority of which are developing countries – most are struggling to provide refugees with the most basic services, including education. The situation is especially bleak in countries where a third generation of children has now been born into displacement. Enrolment in primary school among these vulnerable children is well below the national average in places like Lebanon, Uganda, Kenya and Malaysia – a gap which is even more startling among secondary school-aged refugees. In fact, refugee children globally are five times less likely to attend school than other children, with 50 per cent of primary school-aged refugee children and 75 per cent of secondary school-aged children completely left out of the education system. A poll commissioned by Save the Children in April found that 77 per cent of respondents in 18 countries think children fleeing conflict have as much right to an education as any other child. Yet, for 3.2 million refugee children around the world like Ali and his siblings – who want nothing more than to learn and go to school – education is often an unattainable dream. We simply cannot allow this to con-
tinue. Nearly one month ago at the World Humanitarian Summit, several organisations, including the Global Partnership for Education and Save the Children, joined forces with governments and donors to stop education from falling through the cracks during emergencies. Save the Children also committed to campaigning to get all refugee children back in school within a month of being displaced. Being a refugee cannot be synonymous with missing out on a quality education or being denied a better future – especially when vulnerable children have been forced to flee their homes and countries through no fault of their own. In short, refugee children deserve the right to a quality education as much as any other child. We know that host countries need support from the international community and understand that no single country can solve this challenge on its own. But we also know that political will is key to solving this challenge. Our goal is simple – to get millions of refugee children affected by crises back in school, where they belong. The Education Cannot Wait fund has the potential to be a game changer, but only if governments, donors and aid organisations come together to prioritise, support, coordinate and prop-

erly fund this mechanism. While $90 million have been generously pledged to date, billions more will be needed over the next few years if we are to reach our goal of getting 75 million children affected by crises back to school by 2030. Only then can we meet the Sustainable Development Goals set out by the UN, and ensure that no child in the world is ‘left behind.’ Accountability and transparency will be key to the success of Education Cannot Wait – so too will be ensuring that any money pledged for education in emergencies is new, and not simply taken from aid already earmarked for life-saving services, like healthcare and nutrition. In September, world leaders and donors will come together at two key global meetings on the issue of refugees and migrants – this most pressing challenge of our time. We urge those in attendance at the UN high-level meeting and the leader’s summit to prioritise education for children in emergencies and protracted crisis, including those who have been displaced. With the right opportunities and the chance to learn, children like Ali will no longer be pressured to work – giving him and his family the hope they need to rebuild their lives, and potentially their country, if or when it is safe for them to return. Obama and Trump agree on Violence without justice one thing – and they’re right Gema Santamaría

rom terrorism to immigration and healthcare, President Barack Obama and presumptive Republican presidential nominee Donald Trump don’t agree on much. Obama hammers Trump on immigration policy, describing his ideas as "dangerous" and "loose talk and sloppiness." Trump meanwhile calls Obama a "lousy president" who has done a "terrible job." Beyond the mutual disdain though, Obama and Trump do agree on one thing: When it comes to foreign policy, the United States supports too many “free rider” NATO allies who benefit from American military support without contributing enough to their own defense. While questioning the importance of NATO to the United States is anathema to much of the Washington foreign policy establishment, there are valid reasons to question the extent to which NATO truly promotes American national interests. Surrounded by oceans on both sides and with stable neighbors to its north and south, the United States faces no existential threat in its immediate neighborhood. And while a nucleararmed Russia could certainly destroy the United States many times over, the United States could do the same to Russia. Russian President Vladimir Putin possesses many unpleasant qualities – but a desire for national suicide is not one of them. Washington also comes out on the short end of the stick financially. NATO recommends that each member spend a minimum of two percent of its gross domestic product (GDP) on defense, yet according to NATO statistics for 2015 only five countries – the United States, Poland, Estonia, the United Kingdom and Greece – meet this target. This discrepancy exists despite the fact that NATO’s other members’ GDP add up to almost $20 trillion – $3.5 trillion higher than that of the United States. Two cases represent particularly strong examples of European “free riding.” All three Baltic nations fear a Russian invasion and demand the United States prepare to honor its obligations under NATO’s “collective defense” principle. However, while analysts refer to Lithuania’s President Dalia Grybauskait as an “Iron Lady” due to her fierce antiPutin rhetoric, Lithuania spends only 1.14 percent of GDP on defense, making Grybauskait more like the mouse that roared than a Baltic Maggie Thatcher.

Although this sounds extreme – and represents something the United States might never follow through on, anyway – it would at least concentrate minds in Europe. President Obama also needs to have a separate conversation with Baltic leaders, especially from Lithuania and Latvia. If Baltics’ fears truly align with their rhetoric, the three could look for guidance to Israel, another tiny country which views itself as facing existential threats. Israel’s population is only eight million – over 25 percent of whom are exempt from mandatory military service – yet the Israelis spend over five percent of GDP on defense, and possess a standing army of 160,000. The Baltics by contrast – with combined populations of six million – field only 22,000 total active duty troops. If the Baltics want the United States to risk blood and treasure defending them, they should increase the combined size of their standing armies to 80,000 – still only half that of Israel – and both Latvia and Lithuania must follow Estonia in meeting NATO’s two percent threshold. Finally, the United States should strongly support European Union Commission President Jean-Claude Juncker’s call for the EU to form its own army outside NATO. According to Juncker, “With its own army, Europe could react more credibly to the threat to peace in a member state or in a neighboring state…a common European army would convey a clear message to Russia that we are serious about defending our European values.” From an American perspective, this makes perfect sense. A common European army would encourage America’s allies to take greater responsibility for their own defense, allowing the United States to more effectively implement more effectively implement Obama's oft-discussed "pivot to Asia." To be sure, given the numerous splits within the EU a European army may seem farfetched, but it remains something Washington should encourage its allies to pursue. The United States need not abandon its NATO allies – but it is time for Washington to insist they carry their own weight. What is missing on the Global Health Front? Martin Khor

he last World Health Assembly (WHA) in Geneva (23-28 May) discussed the manifold global health crises that require urgent attention, and adopted resolutions to act on many issues. We are currently facing many global health related challenges, and as such multiple actions must be taken urgently to prevent these crises from boiling over. The WHA is the world’s prime public health event and this year 3,500 delegates from 194 countries took part, including Health Ministers of most countries. World Health Organization (WHO) Director-General, Dr. Margaret Chan gave an overview of some of the successes and further work needed on the global health front. The good news includes 19,000 fewer children dying every day, 44% drop in maternal mortality, 85% of tuberculosis cases that are successfully cured, and the fastest scale-up of a lifesaving treatment in history, with over 15 million people living with HIV now receiving therapy, up from just 690,000 in 2000. As a result, aid for health is now far more effective, and the issue of health has become an investment for stable and equitable societies, not just a drain on resources. The recent Ebola and Zika outbreaks showed how global health emergencies can develop very quickly. There is a dramatic resurgence of emerging and re-emerging infectious diseases, which the world is currently not prepared to cope with. Dr. Chan gave three examples of the emerging global health emergencies: climate change, antimicrobial resistance, and the rise of chronic-communicable diseases as the leading causes of death worldwide. Many of the issues addressed are largely anthropogenic, created by policies that place economic interests above health and environmental concerns. Fossil fuels power economies, medicines for treating chronic conditions are more profitable than a short course of antibiotics, and highly processed foods provide longer term profit than fresh fruits and vegetables. Unchecked, these emergencies will
eventually reach a tipping point and become irreversible and as regards antimicrobial resistance, “we are on the verge of a post-antibiotic era in which common infectious diseases will once again kill.” On moving ahead, Dr. Chan highlighted universal health coverage as an essential aspect of the Sustainable Development Goals. It is the ultimate expression of fairness that ensures no one is left behind, and to provide comprehensive care for all. A question however, was not covered by Dr Chan in her speech; how can some governments- especially in underdeveloped countries, obtain enough funds to finance the idealistic goal of providing healthcare for their citizens? The Assembly agreed that WHO set up a new Health Emergencies Programme, enabling it to provide rapid, consistent, and comprehensive support to countries and communities facing or recovering from various emergencies, disease outbreaks, disasters or conflicts. The WHO has produced a new paper to set up a global stewardship framework to support the development, control and appropriate use of new antimicrobial medicines and diagnostic tools to counter the threat of a global increase in antimicrobial resistance. The Secretariat has made quite a lot of progress, but action on the ground is still slow, in the Asia-Pacific region so far, only six countries have completed their national plans and another five have plans that are being developed. WHO assistant Director-General, Keiji Fukuda said that focus in the upcoming year will include: making progress on the Global Action Plan (established in 2015), further developing the global stewardship framework, and involving political leaders by meeting in the United Nations headquarters in New York in September. There were two issues on childhood nutrition that highlighted the need to put health concerns above corporate interests. The first of these issues was childhood and adolescent obesity. In 2014, an estimated 41 million children under 5 years were affected by being overweight or obese, and 48% of them lived in Asia and 25% in Africa. The Commission on Ending Childhood Obesity recommended the promotion of healthier foods, reducing
the consumption of highly processed foods and sugar-sweetened beverages by children and adolescents. It proposed more effective taxation on sugar-sweetened beverages and curbing the marketing of unhealthy foods. On the second issue, the Assembly welcomed WHO guidance on ending the inappropriate promotion of foods for infants and young children. According to the guidelines, to support breastfeeding, the marketing of “follow-up formula” and “growing-up milks” targeted for babies aged 6 months to 3 years should be regulated in the same manner as infant formula for babies below 6 months. On access to medicines and vaccines, the WHA agreed on measures to address the global shortage of medicines and vaccines, including monitoring supply and demand, improving procurement systems and improving affordability through voluntary or compulsory licensing of high-priced medicines. An interesting and well-attended side event was organised by India on behalf of the BRICS countries (Brazil, Russia, India, China and South Africa) on the effects of free trade agreements on access to medicines. After remarks from the health ministers of these, the main speaker, American law professor Frederick Abbott, spoke about why the Trans Pacific Partnership Agreement (TPPA) could make it very difficult for the TPPA members to have access to affordable medicines. His warning was complemented by the head of UNAIDS Michel Sidibé who estimated that the annual cost of treating 15 million AIDS patients could increase from US$2 to US$150 billion without the availability of generic drugs, costing about US$10,000 per patient annually. Air pollution and the use of chemicals were other important environmental issues highlighted by the Assembly. Every year, 8 million deaths are attributed to air pollution – 4.3 million indoor and 3.7 million due to outdoor air pollution. The Assembly has also welcomed a new WHO roadmap to respond to the adverse health effects of increasing air pollution. Since 1.3 million deaths worldwide are caused by exposure to extremely harmful chemicals, among them lead and various pesticides. WHA would
like to ensure that the use and production of chemicals is regulated to minimize adverse health and environmental effects by 2020. Some agreed actions include the transfer of expertise, technologies and scientific data, and exchanging good practices to manage chemicals and waste between cooperating countries. WHO will develop a roadmap to meet the 2020 goals and the associated SDG targets. A controversial issue that has taken two years of negotiations was how WHO should cooperate with nonstate actors. The WHA finally adopted the WHO Framework of Engagement with Non-State Actors (FENSA), which provides WHO with policies and procedures to engage with NGOs, private sector entities, philanthropic foundations and academic institutions. On the one hand, there is the aim to strengthen WHO’s engagement with non-state stakeholders. On the other hand, there is the need for WHO to avoid conflicts of interest that may arise when corporations and their foundations, associations and lobbies wield large and undue influence if they are allowed to get too close to WHO. Many NGOs and several developing countries are concerned about how this corporate influence is undermining WHO’s public health responsibilities, and that FENSA will worsen rather than reverse this trend. On the health-related Sustainable Development Goals, the Assembly agreed to prioritize universal health coverage; to work with actors outside the health sector to address the social, economic and environmental causes of health problems, including antimicrobial resistance; to expand efforts to address poor maternal and child health, infectious diseases in developing countries; and to put a greater focus on equity within and between countries. The WHA also adopted many other resolutions on international health regulations including; tobacco control, road traffic deaths and injuries, HIV, viral hepatitis and sexually transmitted infections, Mycetoma, integrated health services, the health workforce, the Global Plan of Action on Violence, Prevention and Control of Non-communicable Diseases, the Global Strategy for Women’s, Children’s and Adolescents’ Health, and healthy ageing.
Mexico’s War is a civil war against and amongst citizens, regardless of where they stand on the drug business, of devastating consequences for the population and the state

exico’s so-called war on drugs has not ended. While no longer part of the government’s official discourse, the logic of war continues to pervade the state’s militarized strategies against criminal organizations. Most importantly, this war continues to be felt amongst individuals, families, and local communities that endure its consequences in the form of extortions, kidnappings, disappearances, torture, and forced displacements. More than “collateral effects,” these various forms of violence and its victims are at the center of Mexico’s ongoing war. To the extent that it has fundamentally impacted the life and wellbeing of thousands of citizens, this war cannot longer be understood- if it ever was- as one waged by the state against criminal organizations. The number of massacres committed by criminal organizations with the complicity or neglect of state actors against unarmed civilians –including immigrantsspeaks to a reality with roots and ramifications that we are only beginning to understand. Violence’s geographical reach and its levels of brutality confirm Mexico is enduring a war, albeit of a different kind. Scholars like Andreas Schedler have suggested the term “economic civil war”; others have proposed “narcoviolencia” or “non-conventional war”. A civil war, I would say, against and amongst citizens, no matter where they stand on the “drug business.” At the beginning of his term, president Enrique Peña Nieto promised to move away from the previous government’s security strategy. Focused on militarized operations, massive incarcerations, and the neutralization of DTO’s main leaders, this strategy was -then and now- seen as limited in its scope and detrimental in its consequences. Not only did this strategy failed to decrease levels of violence, but it also lead to the formation of more fragmented, dispersed, and predatory criminal organizations. Despite of this, Peña Nieto’s first impulse to revisit and transform the country’s security policies was quickly abandoned. The possibility of adopting more integral and people-centered approaches was replaced by a series of disparate initiatives aimed at providing immediate answers to what are clearly deep-seated institutional and structural challenges. Mexico’s current disjointed security strategy has thus reproduced past mistakes but has also resulted in newer and deeper signs of democratic erosion. In particular, civil society and international organizations have documented human rights violations and crimes against humanity that have occurred with the negligence and criminal collusion of state actors at different levels of government. In addition to the Group of Independent Experts (GIEI), the Inter-American Human Rights Court, the UN Human Rights Council, Amnesty International, Human Rights Watch, and more recently, the Open Society Justice Initiative, have consistently documented cases of torture, abuse, and violence which presence is systemic and widespread, rather than isolated. These and many more organizations working closely with victims and their families have turned to the government in search for answers. Mexican authorities’ response has oscillated between cautious openness and overt defensiveness, with the latter position becoming prevalent during the last months. This shifting position is expressed in the government’s first open and even welcoming response towards the GIEI and its subsequent defensive and dismissive attitude. Needles to say, this kind of incoherent response goes against the level of democratic maturity that Mexican society has reached. It hurts Mexico’s position as a global actor that has, over the past twenty years, embraced and promoted a human rights agenda at the international level. More so, Mexico’s reactions have severely curtailed the process to elucidate the truth and attain justice, to the detriment of thousands of citizens and of the government’s own legitimacy. No doubt, the Mexican government faces a difficult task. Acknowledging the findings of civil society actors and international organizations would push authorities to recognize that the country’s current levels of violence and abuse reflect more than a few isolated cases. In other words, it would drive the government to abandon the “few bad apples” narrative and acknowledge that there is systematic neglect and state involvement at the local, but also at the state and federal levels. It would also push authorities to recognize that there are spaces that have fallen under the control of criminal organizations, with the acquaintance and complicity of state actors- including mayors, governors, police, and military personnel. The fear of being labeled a “failed state” runs deep amongst Mexico’s political elites, as does the idea of loosing sovereignty in the face of international actors and organizations that may decide to intervene on matters considered of “national interest.” Surely the label “failed state” has proven to be an inadequate and often politically motivated tool that does little to help rebuild countries’ institutional and structural capacities. But the international community’s call for transparency, accountability, and adequate responses, cannot be ignored. The notion of sovereignty as a matter of protecting national and state interests, paradigmatic of Mexico’s post-revolutionary state, no longer holds. To the extent that it can fulfill its mandate to protect citizens from harm and provide them with effective avenues for justice, a country remains sovereign. Nationalistic pride won’t do; Mexico’s responsibility to protect is indisputable and unyielding. Mexican authorities would do well in addressing the challenges and recommendations that have been made by international organizations, in conjunction with civil society, investigative journalists, as well as victims and their families. It would be a sign of strength and democratic maturity and it would potentially open up a process of rebuilding Mexico’s security and justice systems. Rather than dismissing or silently ignoring the calls for justice from different national and international actors, Mexican government should take advantage of these diagnoses and ask the international community to suggest context-specific and feasible recommendations that can be put into practice in the next months. Some promising recommendations have already been made. These include the creation of an investigative and independent body similar to the International Commission against Impunity in Guatemala. Once again, taking these suggestions seriously implies overcoming defensive and nationalistic attitudes. It entails looking at Guatemala and the countries of the northern triangle as nations that can offer important evidence of former failures and successes. The roots of current levels of violence in Mexico are in the past as well as in the present. They have to do with a longstanding partial and politicized application of the law that allowed political elites to claim control over communities and territories through extra-legal means. They are also connected to the recent escalation of drug-related violence and a failed security strategy that has has corroded both state institutions and local communities. The war will not just wither away. Unless serious and systematic measures are taken to reverse the damage done by reactive and militarized strategies, the consequences of this war will continue to be felt in a deeper and more pervasive manner.

In May, during one fight over water, Pushpa, 42, beat Imrat, 48, with a stick, police say. The injured sister was rushed to a hospital, but died there, and Pushpa was charged with murder. "Our village faces a severe shortage of potable water," Imrat's son, Jitendra, told the Thomson Reuters Foundation. "Pushpa always felt my mother drew more water from the well." As northern and central India continue to suffer through severe drought and oppressive heat, police in Bundelkhand and several other regions are reporting a rise in violent – and often deadly – clashes over water. After almost 10 years of below-average rainfall and several consecutive years of drought, the region’s rivers, lakes, reservoirs and wells are drying up. Disputes are a common problem in many places in India that face water shortages. But Indian police

report that the fighting is getting more frequent and bloody. In many parts of the country, neighbours, friends and family are turning on each other, desperate to protect what little water they have left, police records suggest. Last month, in the tribal-dominated Alirajpur district of Madhya Pradesh, 13-year-old Surmada, her brother and her uncle used a neighbour's hand-pump, without permission, to get water for the family's houseguests. According to police, the owner of the pump and his
son attacked the group with arrows. One pierced Surmada's eye, killing her. And in the village of Kanker, in Shivpuri district, a large-scale argument broke out after two motorcyclists got into an accident, causing one to spill the 15-litre (4 gallon) container of water he was carrying. "The two later called their family members and friends and attacked each other with spears, axes and sticks," said investigating officer Jaisingh Yadav of Sathanwada police station. Fifteen people were in-
jured, five of them women, he said. Lal Singh Arya, Madhya Pradesh’s urban administration and development minister, said the government is using all its resources to try to make sure everyone has water. But he predicted tensions will remain high until monsoon rains – which began recently in some areas – take hold. “There have been disputes over water in many parts of the state because of two consecutive droughts," he said. "The situation will improve with the monsoon rains."
ONLY DRINKING WATER Activists say the government’s failure to act to better manage water is partly to blame for the rise in violence. "The present crisis is the fallout of over-consumption, wasteful use and inefficient water governance systems," said Ajay Dubey, an activist with the environmental non-governmental organisation Prayatna, based in Madhya Pradesh. "People are going to any lengths for the sake of water. They've lost hope that the situation will ever improve. Things were never so bad," Dubey said. According to the Madhya Pradesh water resource department, out of the state's 139 main reservoirs, 82 are at only 10 percent capacity and 22 are empty. As authorities try to make the remaining water last until monsoon rains help refill the reservoirs, the measures they have implemented have only exacerbated the sense of desperation. Across much of the region, authorities have banned the use of water for washing cars or trucks, bathing cattle or irrigating crops. In most cities in Madhya Pradesh, the local government only supplies drinking water on one out of every two to seven days. The district administration of Sehore in Madhya Pradesh has temporarily tak-
en charge of all water sources, whether government or privately owned, so that it can manage use of the dwindling resource. And in three towns in Madhya Pradesh, the use of water for anything other than drinking is banned. Lokesh Kumar, subdivisional magistrate of Ichhawar town, said water can't be used for farming or industrial purposes until July 5, when the monsoon is underway and authorities hope water sources will be replenished. For many in rural India, the struggle to survive with very little water is proving too difficult. In areas like Bundelkhand, a growing number of people are leaving their homes and abandoning their work in hopes of finding water – even just a little more – somewhere else. Asandi Das, who lives in a village in Chhatarpur district, plans to take his family to Agra, where the famous Taj Mahal is located, in the northern state of Uttar Pradesh. He said that right now his family has neither food nor water. He knows it won't be easy even in Agra – or anywhere else – but hopes to get enough work to make ends meet. "We'll not be able to survive in our village," Das said. "There's just no water. We'll have to go to some other place if we want to live."

During the programme, Shivpal avoided eye contact with the leaders sitting on the dais including Mulayam, Akhilesh and Ramgopal Yadav. He even avoided going up to Ramgopal to wish
him on his birthday. Earlier, Shivpal was conspicuous by his absence at swearing-in ceremony of ministers at Raj Bhawan on Monday. He is said to be sulking since his party's Parliamentary Board cancelled the merger of Quami Ekta Dal (QED) of gangsterturned-politician Mukhtar Ansari with SP which had been announced by him at a press conference last week. Parliament's monsoon session from July 18, GST tops agenda New Delhi, JuNe 29 (iANS): With the Goods and Services Tax (GST) on top of the government's agenda, Parliament's monsoon session will be held from July 18 to August 12, Parliamentary Affairs Minister M. Venkaiah Naidu announced here on Wednesday. The decision was taken at a meeting of the Cabinet Committee on Parliamentary Affairs, attended among others by Prime Minister Narendra Modi, Home Minister Rajnath Singh Finance Minister Arun Jaitley and External Affairs Minister Sushma Swaraj. At the meeting External Affairs Minister Sushma Swaraj said if members raise issues concerning the Nuclear Suppliers Group (NSG) and matters concerning foreign trips of Prime Minister Narendra Modi and others, she is willing to make a statement, Naidu informed. "The session will begin from July 18... There will be 20 working days," Naidu told reporters. "One important bill we would like to bring is on the GST," Naidu said, adding the pending legislation is "important" in the larger interest of the country particularly "in view of the volatile situation of the world's economy". He also said in the given situation of the world economy, "India has a great opportunity and if we are able to get the GST passed, Indian economy will grow further". "Keeping that in mind I appeal to all the political parties to cooperate in passing the bill. We have spent enough time on this," he said. The government wants to pass the bill "by consensus". "We are working in that direction and talking to all the parties," he said, adding the government otherwise has enough numbers on the GST. The meeting also decided that "all the ministers" should conduct internal meetings and discuss proposals, if any, from the respective departments to be brought in the form of legislation.
New Delhi, JuNe 29 (ReuteRS): Indian counter-terrorism officials on Wednesday arrested five men on suspicion of plotting a series of attacks across the country on behalf of Islamic State, two intelligence officials said. The National Investigation Agency (NIA) and local police raided 11 locations in the southern city of Hyderabad at dawn, seizing ammunition, explosive materials and cash. Nine men were detained and five of them were arrested for conspiracy to wage war against the Indian state, one of the of-
ficials said, on the condition he was not named. If a suspect is arrested, police have 90 days to present charges."We have ample proof to show that the suspects were working for ISIS (Islamic State) and also had direct connection with Syrian leaders," the first official told Reuters. The second official, NIA Inspector General Sanjeev Kumar, said the men were recruited by an Islamic State handler operating outside of India, but declined to say how many of those detained would be charged. Islamic State has struggled
to win over many recruits in India, which is home to the world's third-largest Muslim population. However, Indian police arrested 29 men last year for establishing bases to recruit men to the Islamist militant group. A handful of Indians are also suspected of having travelled to Iraq and Syria to join Islamic State, where the group is fighting to install an Islamic caliphate. In a video circulated in May, a group of Indian fighters vowed to avenge the deaths of Muslims killed in riots in Narendra Modi's home state of Gujarat and elsewhere.
Indians spent most on vehicles: NSSO New Delhi, JuNe 29 (iANS): Spending on "transport equipment", or vehicles, constituted the highest share of Indian households' expenditure on consumer durables both in rural and urban areas in 2014-15, according to the latest data released by the National Sample Survey Organisation (NSSO) on Wednesday. "In rural areas, the share of budget spent on a particular durable group with reference to total expenditure on durables is highest for transport equipment (about 83 per cent), when the purchase was done mainly for using it for enterprise purpose," as per the household expenditure on services and durable goods derived from the 72nd round of the National Sample Survey (July
2014-June 2015) released by the Statistics and Programme Implementation Ministry. "In the urban area, almost similar pattern was observed," the ministry release added. The figure regarding vehicles was 44.71 per cent for rural domestic households, 76.13 per cent for urban enterprises and 45.72 per cent for rural enterprises. Expenditure on jewellery and ornaments was the second highest expenditure category after vehicles among domestic households in both rural and urban areas,The other main spending items of Indian households across urban and rural areas were on heating, cooling, electricity generation and on information technology and communication devices.
SC refers petition on homosexuality to CJI's bench New Delhi, JuNe 29 (iANS): A two-judge Supreme Court bench on Wednesday declined to hear a fresh petition by high profile celebrities challenging criminalization of consensual gay and lesbian sex and the matter was referred to Chief Justice T.S. Thakur. The petitioners have challenged the constitutional validity of Section 377 of IPC. Justice S.A. Bobde and Justice Ashok Bhushan said the petition by Sangeet Natak Akademi awardee Navtej Singh Johar and celebrity chef Ritu Dalmia should be placed before the Chief Justice to decide if it can be heard along with a batch of curative petitions on the same issue pending before the court. Besides Johar and Dalmia, other petitioners are Sunil Mehra, Aman Nath and Ayesha Kapur. The curative petitions seeking to cure "gross miscarriage of justice" by top court in its December 12, 2013 judgment and rejection of the review petition on January 28, 2014 were referred to a five-judge constitution bench on February 2, 2016. The top court by its December 12, 2013 verdict had upheld the validity of Section 377. Referring the curative petitions to the constitution bench on February 2, the bench of Chief Justice Thakur,

NATION Briefs One country can't stop India's NSG membership: US New Delhi, JuNe 29 (iANS): The US is committed to India's membership of the Nuclear Suppliers Group (NSG) and one country cannot stop international consensus on this, a senior Barack Obama administration official said here on Wednesday. "We are committed to having India in the Nuclear Suppliers Group," Thomas Shannon, Under Secretary of State for Political Affairs, said in an interaction with diplomats and officer trainees of the Indian Foreign Service (IFS) here. "India's recent entry into the Missile Technology Control Regime (MTCR) highlights that India is a responsible and important player in non-proliferation," he said. His comments came after China, at the NSG plenary in Seoul earlier this month, stymied international consensus to include India in the 48-member group on the ground that a country needed to be a signatory of the Non-Proliferation Treaty (NPT) for this. India formally applied for membership in the NSG earlier on May 12.

96% of newly-elected Rajya Sabha MPs are crorepatis New Delhi, JuNe 29 (iANS): Fifty-five of the 57 newly-elected parliamentarians to the Rajya Sabha are crorepatis, according to a survey released by the Association for Democratic Reforms (ADR) on Wednesday. The top three MPs with highest assets were Praful Patel (NCP) with a total asset of Rs 2,52,08,96,242 (252 crore-plus) followed by Kapil Sibal (INC) with a total asset of Rs 2,12,53,60,081 (212 crore-plus) and Satish Chandra Misra (BSP) with total asset of Rs 1,93,00,49,059 (193 crore-plus). Media baron Subhash Chandra, who is the chairman of Essel Group, doesn't figure in the list of top 10 MPs with highest assets. According to ADR report, his total declared asset stands at Rs 49,73,55,871 (49 croreplus) and liabilities of Rs 4,15,02,118. The survey also states that out of the 57 MPs analysed, 13 (23 per cent) have declared criminal cases against themselves and seven (12 per cent) MPs have declared serious criminal cases, including cases related to attempt to murder, cheating and dishonestly inducing delivery of property, and theft.
Shah blames Nehru for J&K issue New Delhi JuNe 29 (Pti): BJP President Amit Shah today blamed late Jawaharlal Nehru accusing him of having committed a "historic blunder" on Kashmir and the criticised the then Congress leadership for the partition. Referring to the declaration of truce when Pakistan-backed tribal raiders in 1948 were being repulsed in Kashmir, he said if such a decision was not made, the Jammu and Kashmir problem would not have existed today. SC dismisses plea for ban on Whatsapp and other New Delhi, JuNe 29 (Pti): The Supreme Court today dismissed a plea seeking ban on WhatsApp and other communication applications on security grounds and claiming that these services violated the law. The bench headed by Chief Justice T S Thakur and A M Khanwilkar, however, granted liberty to the petitioner to approach appropriate authority in the government with his grievances. During the hearing the bench did not go into the submissions that the message service applications like WhatsApp's endtoend encryption feature poses a security risk to the country. Other than WhatsApp, the petitioner had also named over dozen other messaging platforms like Hike, Viber, Signal, Telegram and Secure chat.

IS prime suspect after suicide bombers kill 41 at Istanbul airport
ISTANBuL, JuNe 29 (ReuTeRS): Turkish investigators pored over video footage and witness statements on Wednesday after three suspected Islamic State suicide bombers opened fire and blew themselves up in Istanbul’s main airport, killing 41 people and wounding 239. The attack on Europe’s third-busiest airport was the deadliest in a series of suicide bombings this year in Turkey, part of the U.S.led coalition against Islamic State and struggling to contain spillover from neighbouring Syria’s war. President Tayyip Erdogan said the attack should serve as a turning point in the global fight against terrorism, which he said had “no regard for faith or values”. Five Saudis and two Iraqis were among the dead, a Turkish official said. Citizens from China, Jordan, Tunisia, Uzbekistan, Iran and Ukraine were also among the 13 foreigners killed. One attacker opened fire in the departures hall with an automatic rifle, sending passengers diving for cover and trying to flee, before all three blew themselves up in or around the arrivals hall a floor below, witnesses and officials said. The authorities are going through CCTV footage, witness statements,” a Turkish official said. The Dogan news agency said autopsies on the three bombers, whose torsos were ripped apart, had been completed and that they may have
been foreign nationals, without citing its sources. Broken ceiling panels littered the kerb outside the arrivals section of the international terminal. Plates of glass had shattered, exposing the inside of the building, and electric cables dangled from the ceiling. Cleanup crews swept up debris and armed police patrolled as flights resumed. “This attack, targeting innocent people is
a vile, planned terrorist act,” Prime Minister Binali Yildirim told reporters at the scene in the early hours of Wednesday morning. “There is initial evidence that each of the three suicide bombers blew themselves up after opening fire,” he said. The attackers had come to the airport by taxi and preliminary findings pointed to Islamic State responsibility. Two U.S. counterterror-

Delayed travellers were sleeping on floors at the airport, a Reuters witness said, as some passengers and airport staff cried and hugged each other. Police in kevlar vests with automatic weapons prowled the kerbside as a handful of travellers and Turkish Airlines crew trickled in. The national carrier said it had cancelled 340 flights although its departures resumed after 8:00 am (0500 GMT). Paul Roos, 77, a South African tourist on his way home, said he saw one of the attackers “randomly shooting” in the departures hall from about 50 metres (55 yards) away. “He was wearing all black. His face was not masked ... We ducked be-
hind a counter but I stood up and watched him. Two explosions went off shortly after one another. By that time he had stopped shooting,” Roos told Reuters. “He turned around and started coming towards us. He was holding his gun inside his jacket. He looked around anxiously to see if anyone was going to stop him and then went down the escalator ... We heard some more gunfire and then another explosion, and then it was over.” AIM TO MAXIMISE FEAR The attack bore similarities to a suicide bombing by Islamic State militants at Brussels airport in March that killed 16 people. A coordinated attack also targeted a rush-hour metro train, killing a further 16 people in the Belgian capital. Islamic State militants also claimed gun and bomb attacks that killed 129 people in Paris last November “In Istanbul they used a combination of the methods employed in Paris and Brussels. They planned a murder that would maximize fear and loss of life,” said Suleyman Ozeren, a terrorism expert at the Ankara-based Global Policy and Strategy Institute. Turkey needs to work harder on “preventative intelligence” to stop militants
being radicalised in the first place, he said. The two U.S. officials said the Istanbul bombing was more typical of Islamic State than of Kurdish militant groups which have also carried out recent attacks in Turkey, but usually strike at official government targets. Yildirim said it was significant that the attack took place when Turkey was having successes in fighting terrorist groups and mending ties with some of its international partners. Turkey announced the restoration of diplomatic ties with Israel on Monday after a six-year rupture and has been trying to restore relations with Russia, a major backer of Syrian President Bashar al-Assad. One of the U.S. officials said there had been a “marked increase” in encrypted Islamic State propaganda and communications on the dark web, which some American officials interpret as an effort to direct or inspire more attacks outside its home turf to offset its recent losses on the ground. Both officials spoke on the condition of anonymity to discuss the probe, which they said is being led by Turkish officials with what they called intelligence support from the United States and other NATO allies.
‘Myanmar should dismantle laws blocking free speech’ YANGON, JuNe 29 (ReuTeRS): Myanmar’s government, led by Aung San Suu Kyi’s National League for Democracy (NLD), should amend and abolish laws that threaten freedom of expression, Human Rights Watch said in a report released on Wednesday. Laws covering areas from telecommunications to defamation have been used to arrest at least 70 people this month, said the report’s author, Linda Lakhdhir. The arrests come despite reforms by former President Thein Sein and the NLD, which won the November election in a landslide, giving it control of both houses of parliament and installing Suu Kyi as the country’s de facto leader. “We think there has been a mixed bag of
achievements on behalf of the new government,” said David Mathieson, a senior researcher at Human Rights Watch, referring to the NLD’s efforts to ease laws restricting freedom of speech. While the NLD deserved credit for freeing many political prisoners, the “legal architecture of repression” that put them behind bars remained largely in place, Mathieson added. The NLD, made up of many former activists and dissidents, has scrapped some restrictive laws and proposed changes to others, such as the Peaceful Assembly Law, which allows for protests that were barred under the junta, but still imposes limits, and is used to arrest and jail many demonstrators. The NLD’s proposed
changes to the law are an improvement, Human Rights Watch has said, but they do not go far enough. The draft bill, being discussed in parliament, would punish protesters for spreading “wrong” information and make it an offence for them to swerve from slogans registered in advance with the authorities. Also troubling, the report said, was a broadly worded clause of the Telecommunications Law that prohibits use of the telecoms network to, “extort, threaten, obstruct, defame, disturb, inappropriately influence or intimidate”. Arrests of social media users whose posts are deemed distasteful have continued under Suu Kyi’s government. “While some of these posts may be considered
offensive by some, being offensive is not a crime,” said Lakhdhir. Enacting change in Myanmar is not a simple task. Under the country’s semi-civilian government, the military controls 25 percent of the seats in parliament and three ministries, including home affairs, which oversees the police. Sensitivities over the portrayal of the army as the country deals with the legacy of 49 years of harsh military rule have been exposed in recent weeks. 7Day News Journal, a popular newspaper, was sued by a member of the military last week for a story that carried comments from Shwe Mann, a top member of the former junta who is now a close confidant of Suu Kyi and has been ousted from the
military-backed party. The charges, levelled against the editor-in-chief and a reporter, claimed that his comments could aid in a mutiny and carried a sentence of 10 years imprisonment but were dropped late Wednesday, according to staff member who asked not to be name. 7Day published a lengthy apology on Tuesday expressing “deep regret” to the armed forces, saying that it did not intend to “incite disloyalty” of the armed forces. The publication said that it would carefully edit future stories that dealt with the armed forces. “The military maintains an air of menace,” Mathieson said. “They are ultra sensitive about how they are perceived in the community and willing to threaten and sue people.”
US removes Thailand from list of worst human trafficking offenders

WASHINGTON/BANGKOK, JuNe 29 (ReuTeRS): The United States has decided to remove Thailand from its list of worst human trafficking offenders, officials said, a move that could help smooth relations with Bangkok’s military-run government. The upgrade, confirmed to Reuters by a U.S. official in Washington and a Bangkok-based official from an international organization with direct knowledge of the rankings, would mark a rare boost for U.S.-Thai relations. Ties between the countries have flat-lined since the Thai military seized power in a 2014 coup that Washington strongly condemned. It also comes as President Barack Obama works to forge a united front among wavering Southeast Asian countries against China’s pursuit of its territorial
claims in the South China Sea. Bangkok has protested publicly to Washington that it should be removed from the lowest ranking on the State Department’s annual Trafficking in Persons (TIP) report, which is due to be released on Thursday. The report is expected to cite improvements in Thailand’s efforts to combat human trafficking, especially in its vital multibillion-dollar seafood industry, the U.S. official said. The upgrade would put Thailand on a so-called “Tier 2 Watch List” and remove it from the rating for countries with the worst humantrafficking records, known as Tier 3. Major General Sansern Kaewkamnerd, spokesman for the Thai premier’s office, said the upgrade shows Prime Minister Prayuth Chan-ocha had stuck to his pledge to fight human trafficking in re-
sponse to international criticism. “The international community will see that what the prime minister told the international community he would do, he did,” Sansern told Reuters. Thai Defense Minister General Prawit Wongsuwan said the upgrade to Tier 2 Watch List did not mean Thailand will stop tackling trafficking issues. The report organizes countries into tiers based on trafficking records: Tier 1 for nations that meet minimum U.S. standards; Tier 2 for those making significant efforts to meet those standards; Tier 2 “Watch List” for those that deserve special scrutiny; and Tier 3 for countries that are not making significant efforts. Thailand was downgraded to the lowest ranking in June 2014 just weeks after the military seized power. Thai officials were incensed last year when Malaysia was upgraded from Tier 3 but Thailand was not, and even human rights advocates agreed that Bangkok had made a greater effort to curb human trafficking than Kuala Lumpur had. In this year’s report, the State Department has opted to keep Malaysia at the higher ranking it received last year, according to the U.S. official. State Department spokesman John Kirby declined to comment on the tier rankings. The junta has repeatedly vowed to crack down on human trafficking, particularly in its multi-billion-dollar seafood industry. Thailand is the world’s third-largest seafood exporter, and much of the labor the fishing industry employs comes from neighbor-
ing Cambodia, Laos and Myanmar. Thailand recently reformed its anti-trafficking laws and introduced a system to track fishing vessels, part of what it called “comprehensive and irreversible” measures to clean up its supply chain and curb illegal, unregulated and unreported fishing. But rights groups say millions of migrant workers remain vulnerable to abuse in the fishing sector and other Thai industries. Investigations by news organizations and rights groups have exposed widespread trafficking and abuse, sparking fears of a consumer backlash in the West against Thai-sourced seafood. The Obama administration has been unsettled by China’s warming ties with the Thai junta, which has sought to counterbalance the cooling of its traditionally strong U.S. relationship, U.S. officials say. A Reuters investigation published last August found that senior diplomats repeatedly overruled the State Department’s anti-trafficking unit and inflated the grades of 14 strategically important countries, including Malaysia. The State Department denied any political considerations but U.S. lawmakers raised questions about the report’s credibility and called for reforms. The TIP report matters to Thailand’s generals not only because the U.S. appraisal could affect a key industry. The junta, widely criticized at home and struggling to kick-start a sluggish economy, also is keen to boost its record for tackling issues that previous, civilian governments did little about.

New method to reveal heart attack risk LONdON, JuNe 29 (IANS): Researchers have developed a new method to calculate your 10-year risk for heart attack with greater precision than traditional risk factors alone. Levels of cholesterol and triglycerides, body mass index (BMI), smoking habits and blood pressure are considered as traditional risk factors for cardiovascular disease. There are several risk prediction calculators available today. However, the use of risk prediction calculators has declined in the primary care setting because the currently available calculators only explain a modest proportion of the incidence. For myocardial infarction or heart attack, it is estimated that 15-20 per cent of the patients had none of the traditional risk factors and would be classified as “low risk”.
“Our study showed that by measuring a combination of five different microRNAs and adding this information to the traditional risk factors for cardiovascular disease, we could identify those that were going to experience a myocardial infarction with considerably improved precision”, said study first author Anja Bye from Norwegian University of Science and Technology (NTNU). The researchers designed this study to explore the possibility of a new type of bio marker called circulating microRNAs, to predict 10-year risk for myocardial infarction. They included 212 participants (4070 years) from the Nord-Trondelag Health Study 2 (HUNT2, blood collected in 1996) who either died from heart attack within 10 years or remained healthy at the time of HUNT3 (2006).
New framework tells when terrorists are likely to attack NeW YORK, JuNe 29 (IANS): Researchers have developed a new framework to predict future terrorist attacks by analysing the relationship between more than 140,000 such attacks that took place between 1970 and 2014. Developed by Salih Tutun and his colleagues from Binghamton University, the framework calculates the relationship between select features of terrorist attacks like attack time and weapon type. “They are learning, but they don’t know they are learning. If we don’t have social media or other technologies, we need to understand the patterns. Our framework works to define which metrics are important,” Tutun said. “Based on this feature, we propose a new similarity (interaction) function. Then we use the similarity (interaction) function to understand the difference (how they interact with each other) between two attacks. For example, what is the relationship between the Paris and

Pig health camps in Kiphire and Tuensang held Kohima, June 29 (mexn): The North East Initiative Development Agency (NEIDA) with support from the Department of Veterinary and Animal Husbandry (V&AH) organized pig health camps from June 7-17. Altogether 12 villages were covered in Kiphire and 9 villages in Tuensang districts. During the camp, a total of 617 pigs were vaccinated against Classical Swine Fever (CSF), a fatal swine epidemic responsible for huge economic losses for pig farmers in the state and 1,103 pigs given treatment for skin diseases and other minor ailments. To inculcate the habit of paying for services, a total amount of Rs. 15,800/- was collected from farmers as service fee. The response from the pig farmers was very positive. There is demand for more such health camps to be held on a regular basis in their villages. NEIDA is currently implementing a piggery project targeting 10,000 households in Tuensang, Phek and Kiphire. One of the strategies of the project is to ensure that basic veterinary and other services are made available to farmers to enable them to scale up their pig rearing activities. Wennyei Konyak, ADC, Pungro SubDivision, Kiphire visited the camp and encouraged farmers to focus on livestock as an economic activity. In Tuensang, the health camp was organized in collaboration with NEIDAs partner, the Eleutheros Christian Society (ECS). A press note stated that personnel from AH&V and Krishi Vigyan Kendra (KVK), Tuensang extended manpower support in successfully carrying out the animal health camps. The camp was made possible with funding support from the Tata Trust and supply of CSF vaccines and veterinary medicines from V&AH, GoN.

NVCO on National Food Security Act Kohima, June 29 (mexn): A team of Nagaland Voluntary Consumers’ Organisation (NVCO) led by its President Kezhokhoto Savi attended the launching programme of National Food Security Act (NFSA) 2013 on June 27 at the Directorate of Food & Civil Supplies, Dimapur. A press release from Press & Media Cell, NVCO stated that the organization has been conducting awareness campaign on NFSA 2013 since 2014. It recently launched “Citizens Right Awareness Campaign” marking National Food Security Act as one of the main topic besides others such as Food Safety & Standard Act, RTI, Consumer Rights, Human Rights, Environment Protection, etc. The NVCO made an appeal to every citizen that the NFSA can be effectively implemented only when every citizen renders their duty by extending co-operation to the Department of Food & Civil Supplies, district administration, and village authorities. The flood in the area is resulting in loss of properties worth lakh of rupees, according to a press release. The main cause of the flood, the release said, is lack of proper drainage and blockage by huge garbage in a pool at

he Maharashtra State Women's Commission (MSWC) on Wednesday rejected a reply by Bollywood actor Salman Khan on his recent rape comments and summoned him in person on July 7, a top official said here. In his letter dated June 28 - submitted through his lawyer - Khan said that since the matter is before the National Commission for Women, it should not be continued with MSWC to avoid duplication. "We have concurrent powers just the way the NCW has. This matter can be heard at the state level too. Therefore, his version is invalid," said MSWC Chairperson Vijaya Rahatkar.
She said the actor has been summoned on July 7 at the MSWC office along with his lawyers. "We have asked him to put forth his views in an affidavit," Rahatkar added. Salman Khan was issued a notice for his “raped woman” remark. New DeLhi, JuNe 29 (iANS): A 'disappointed' Sourav Ganguly on Wednesday retaliated to Ravi Shastri's barbs at him by saying that the former team director was living in a "fool's world". Shastri lashed out at the former India skipper on Tuesday for skipping his interview for Team India head coach, and accused the former skipper of being 'disrespectful'. Reacting to the attack as "personal", Ganguly, one of the members of the Cricket Advisory Committee (CAC) also comprising Sachin Tendulkar, V.V.S. Laxman and co-ordinator Sanjay Jagdale, said it was a collective decision of the committee to appoint legendary leg-spinner Anil Kumble as the head coach. "I am deeply saddened, disappointed. He should have shown a bit more maturity. These comments are very personal," Ganguly told reporters. "If Shastri feels that I am responsible for him not being selected as the head coach, he is living in a fool's world." "It is disappointing because being in such committees for more than 10 years, he (Shastri) should be aware," he added. The Cricket Association of Bengal (CAB) president, who was advised by Shastri to be present at such important meetings, also said that such important interviews are not given on camera.
