NSLF reiterates demand for Govt law college and separate HC in Nagaland Final E-Roll 2017 in DIMAPUR, JUNE 29 (MExN): The Nagaland Law Students’ Federation (NLSF) had a joint meeting with the Chief Minister of Nagaland, Dr Shürhozelie Liezietsu in Kohima on June 29 and reminded him of the previous memorandum that was submitted to the former Chief Minister demanding the setting up a Government Law College and Separate High Court in the state. A press note from the NLSA informed that the federation apprised the CM about the problem and grievances faced by the Naga Law aspirants due to the lack of a government law college in the state. It further appealed to the CM that it is imperative that the state must take note of this inequity and take immediate measures by setting up a government Law College in the state. The NLSF further reminded the CM to look into the matter of the ongoing High Court Construction at Meriema as Nagaland is yet to have an independent and separate High Court. “Absence of a fully functioning independent High Court is adversely affecting the effective delivery of justice to the citizens apart from the fact that it also reflects badly on the state concerned. It is, therefore, of utmost importance that our state must have its own High Court and the State government must not compromise on this issue,” the federation said. The CM reportedly assured that he would refer the matter to the Higher Education Department for setting up of Government Law College and do the needful action at the earliest. He also expressed that it is high time for Nagaland to have a separate High Court and informed the federation that he would look into this matter seriously and take the necessary action.

The Nagaland State Election Department has identified 19, 727 possible duplicate electors in Nagaland State. This figure was made available during a press conference convened by the Chief Electoral Officer, Nagaland here today in connection with Special Drive 2017, scheduled from July 1 till 31. Out of a population of 19, 78, 502 as per 2011 census, the final published ERoll 2017 in Nagaland stands at 11, 38, 215. In tune with this year’s theme ‘No voters to be left behind,’ the Election Commission of India (ECI) has decided to utilize the period of continuous updation for enrolment of eligible left out voters with focus on first time electors
in the age group of 18-21. Chief Electoral Officer (O) Nagaland, N Moa Aier told the media persons that the Election Department is trying its best to cleanse the E/Roll. The department had a meeting with political parties and NGOs two weeks back and all extended support for cleansing E/Roll for conduct of clean election 2018, he informed. Aier said the modes of submission and receiving of forms from applicants giving priority to left out eligible voters of 18-21 age group will be the ERO office, through BLO, by post, and online submission through NVSP portal of ECI. He further informed that BLOs would visit door to door to collect Form 6 from the applicants, particularly in the 18-21 age group during the drive period. BEIJINg, JUNE 29 (IANS): In a sharp escalation of rhetoric, China on Thursday reminded India about its military defeat in 1962 and asked it to withdraw troops from “Chinese territory,” a precondition Beijing has set for resolving the latest border row in the Sikkim region. Beijing also asked New Delhi not to “clamour for war”. “We hope the particular person in the Indian Army could learn from historical lessons and stop such clamouring for war,” People’s Liberation Army spokesperson Wu Qian said, referring to Indian Army chief Bipin Rawat’s remarks that India was ready for a war with both China and Pakistan. “Such rhetoric is extremely irresponsible,” Wu said about remarks attributed to Gen Rawat, who on Thursday visited Sikkim where Indian and Chinese troops scuffled. Tensions have risen between the two neighbours over the latest stand-off in India’s Sikkim sector which has a little over 200 km of border with Tibet in China. This is the only part of over 4,000-km India-China border which is largely settled. The two fought a war in 1962.
The latest stand-off occurred in Donglong or Doklam, a disputed territory between Bhutan and China. Beijing has accused India of obstructing road building in the area, which it claims as its own. It has also charged India with acting at the behest of Bhutan, which also lays claim to Donglong. New Delhi has so far not responded to the charges of Beijing, which on Thursday released two photos of Indian troops “trespassing Chinese boundary”. “We again urge the Indian side to abide by historical boundary convention, respect Chinese territorial sovereignty and withdraw the troops to the Indian side of the boundary to avoid further escalation,” Foreign Ministry spokesperson Lu Kang said. “This is the precondition for the settlement of the incident and also the basis for us to conduct a meaningful dialogue,” he said. Following the face-off, China has suspended the pilgrimage to Kailash Mansarovar in Tibet where Indians travel via Nathu La Pass, which is shut now. Lu said the fact of Indian troops
crossing into Chinese territory was “undeniable”. “It is violating our historical boundary conventions as well as promises by the Indian government. “I can show you the pictures and photos concerning borders trespassed by Indian troops.” Lu said displaying the pictures to the media from the lectern. China also brushed aside Bhutan’s protest against Beijing building a road towards a Bhutanese Army camp in Zomplri area of Doklam or Donglong, calling the construction “just and lawful” and in Chinese territory. Bhutan has issued a demarche to the Chinese Embassy over the incident in New Delhi since both countries have no diplomatic ties. “Donglong has been Chinese territory since ancient time. This is an indisputable territory and we have adequate legal basis concerning this,” Lu said. “And this is just a sovereign action by China to conduct the road construction in its territory. This is totally justifiable and lawful.” Barring India and Bhutan, China has settled its land border dispute with its other 12 neighbours.

The 10 Northern Angami-I AC seat has 16,108 voters, of which 7649 are male and 8459 female. The Deputy Commissioner and District Election Officer, Kohima has meanwhile informed that the Model Code of Conduct for the guidance of political parties and candidates comes into force with immediate effect throughout Kohima district. In a press release, the Kohima DC and DEO said that political parties, intending candidates, government departments/ establishments and general public are informed to take note of the same and adhere strictly to the model code of conduct and extend cooperation to the district election machinery to ensure peaceful conduct of the said bye-election.
Allegations of “unfair practices” by the Nagaland Public Service Commission (NPSC) did the round on social media on Thursday after the result of the written examination for the combined technical services exam conducted by NPSC had roll numbers which were not included on the list notified for the written examination. The result of the successful candi-
dates qualified for viva voce was published on the June 29 issue of the local dailies. A number of candidates who appeared for the examination alleged that seven roll numbers listed as qualified candidates for the viva voce were not enrolled in the list qualified for the written examination. The serial number of candidates as printed in the admit card for the written examination started from 4001 and ended on 7097. Therefore, the inclusion of the roll numbers-7099, 7101, 7102, 7103, 7104, 7105, 7106- had many seeking clarification. NPSC chairman A Yanang Konyak, when contacted by The Morung Express said that the matter is a “technical issue.” He claimed that the additional roll numbers which earned the sus-
picion and ire of a number of individuals belonged to candidates who were qualified to directly appear for viva voce without appearing for the written examination. Quoting NPSC recruitment rules, Konyak pointed out that in the case of post vacancies having applicants/ candidates lesser than that mentioned in the service rules, then those standing candidates for the said post (s) could be recruited directly by interview. As per the NPSC (State Civil & other services) Recruitment Rules 2008, Rule 8 (ii), “Recruitment by interview only (without written examination), will be conducted for recruitment into the services for which no specific syllabi for written examinations have been adopted or when the number of applicants for a particular post is 4+
x or less where x is the number of vacancies advertised.” Furthermore, a source said the roll numbers 7101, 7102, 7103, 7104, 7105 & 7106 belonged to candidates qualified to directly appear for the viva voce and therefore did not figure in the earlier written examination list. Further, the roll number 7099 belonged to a petitioner whose documents was rejected by the Commission but ordered by the High Court to let the individual appear for the written examination after a case was filed, the source stated. A candidate who had appeared for the NPSC written examination said the Commission should have informed about these circumstances, at least on the local print media, so that there was no confusion or apprehension as projected in the wake.

The Sixth Economic Census, Nagaland has revealed that there are 60,937 establishments in the state engaged in economic activities other than crop production, plantation, public administration, defence and other social security activities. Releasing the Sixth Economic Census, Nagaland during 11th National Statistics Day here, Parliamentary Secretary for Economics and Statistics, Tovihoto Ayemi stated that the report on the Sixth Economic Census holds significance in the context of the country’ planning and budgetary works, framing of key policies, projects and schemes. “The Sixth Economic Census presents several facts and indicators, which hold the key to our state’s overall economic growth. The Census data throws light the secondary and tertiary sector of the economy in terms of their development, scale, structure and economic benefit accrued from establishments and enterprises,” Ayemi stated. Along with the rest of the country, Nagaland conducted the Sixth Economic Census during 2013, stated Kevileno Angami, secretary for Government of Nagaland. Out of the total 60, 937 establishments, 33, 446 (54.89%) were located in the rural areas and the remaining 27, 491 (45.11%) in the urban areas. Amongst the 11 districts, Dimapur has the highest number of establishments with 15, 326 (25.2%) and Kiphire has the least number of establishments numbering to 901 (1.5%). Total number of establishments for other districts: Mon- 7529, Mokokchung- 5465, Zunheboto- 2916, Wokha- 4391, Phek- 3353, Tuensang- 3377, Longleng- 3504, Kohima10,808, Peren- 3367. A total of 39, 733 (65.2%) estab-
lishment both rural and urban combined were Own Account Establishment (OAE) without any hired workers and the remaining 21, 205 (34.8%) establishments were with at least one hired worker. Out of the total establishments 1, 624 (2.67%) were engaged in agricultural activities and the remaining 59, 313 (97.33%) establishments were engaged in non-agricultural activities. Further in the rural areas, 1,439 establishments are engaged in agricultural activities and 32, 007 establishments were engaged in non agricultural activities. In urban areas, 1,334 establishments were engaged in agriculture activities and 27, 306 establishments engaged in non-agriculture activities. Employment The Sixth Economic Census captured 60, 937 establishments employing 1, 61, 818 persons across the state. Out of the total persons employed 98.00 per cent were employed in non-agricultural activity and 2 per cent were employed in the agricultural activity. Further, 32.94 per cent of the persons employed were engaged in own account establishment while 67.06 per cent were engaged in establishment with at least one hired worker. Again, the number of persons employed were higher in the rural areas with 54.61 per cent and 45.39 per cent in the urban areas out of the total persons employed in establishment engaged in economic activity in the state. Dimapur district with 15, 326 establishment employed 41, 899 persons while Kohima with 10, 808 establishment employed 25, 767 persons. Kiphire has the least number of establishments with 901 employing 3334 persons.

NPCC fires ‘nepotism’ salvo at Nagaland CM Slams appointment of his son as Advisor with Cabinet status Kohima, June 29 (mexn): The Congress in Nagaland today accused the Chief Minister Dr Shürhozelie Liezietsu of taking nepotism in the state “to greater heights” by appointing his son Khriehu Liezietsu as Advisor with Cabinet status and retaining the earlier portfolio of Music Task Force which he held as Parliamentary Secretary. Terming the “unprecedented action” highly condemnable, the Nagaland Pradesh Congress Committee in a press note from its Media Cell said that the “unmandated father-son duo has taken nepotism in the state to greater heights.”
While the NPCC has no issues in father-son duo running the affairs of the NPF party, yet the affairs of the government “cannot be allowed to be turned, twisted and manipulated,” for personal interest, it said. “Becoming the Chief Minister by default does not give him the liberty to run the government like his personal fiefdom,” NPCC further charged. During his homily, the Bishop highlighted the personalities of Saints Paul and Peter to draw the significance of the feast and noted that both were two leaders who guided the early Church, it said. Rev. Thoppil further said that St. Peter kept the Church united which was growing rapidly in the years following the Pentecost and St. Paul preached to the Non-Jews to give Jesus to them. Both kept the church united and strong in faith, it added. While blessing the newly built convent, the Bishop James also called upon the gathering to be ever grate-

Power of persuasion
I
t goes without saying that persuasions can alter attitudes and minds of people for good or for bad and consequently affects behavior or action of people, one subject that is heavily articulated by behavioural scientist B F Skinner. By the mention of persuasion it does not necessarily to mean direct campaigns or lobbies. Anything ranging from write-ups in newspapers to comments in public meetings or on social media by many Nagas in an atmosphere of macabre speculations and near-grisly trend is nothing but a form of persuasion in one way or the other to affect the Naga course adversely. The intent or nature of persuasion depends on how much or in what way one dislikes or likes something. It has become an ‘urgent pertinent’ matter to question whether many of the write-ups and comments by many Naga people serve the purpose of Naga unity and reconciliation or otherwise. Masquerading as ‘concerns,’ many producers of opinion pieces in public domain often do more harm than soothing the hobbling ‘Naga course’, thereby affecting indirectly or directly the Naga unity and reconciliation campaigns in detrimental terms. Was Chairman Isak Chishi Swu indicating to this trend when he commented that the “psychology of the Naga people needs to change?” A big vacuum of ‘concerns for Nagas’ has been created because of the intense indulgence of ‘persuasion’ that is devoid of Naga unitary approach in wholeness by many public figures, various ‘Naga Political Groups’ and many civil society organizations. This is also to point out that insipidity of Naga conscience keepers has become a larger concern; as such state of affair is only helping in the splintered Naga course. With the detrimental agents prowling more confidently than ever before, the conscience keepers of the Naga society need to accept that this grim trend is also due to their failure to meet their obligation. There have been talks of ‘concerned Nagas’ working to heal the Naga wounds for sometime now. However, these ‘concerned Nagas’ unless they choose to be very loud and swift the eroding process may become too much for them soon. They ought to get shrill so that their ‘persuasion’ becomes more pronounced than the ‘other persuasion’. There is a need for ‘silent persuasion’ but if the ‘concerned Nagas’ choose to go discreet when loudness matters their efforts will be as good as no efforts invested. Again, in discreet and in loudness of their campaigns the Naga situation should be treated in the approach of unitary wholeness. Anything less of this approach is nothing but the reverse ‘Naga course’. The ‘concerned Nagas’ or conscience keepers of the Naga society whose project is to uphold this spirit of unitary wholeness of the Naga course are definitely diagnosing the cause of the ‘splintered Naga course’ before they start treating the wounds. There is no disagreement in saying that the duty of conscience keepers is to expose lies/falsehood. However, given the nature of the prevailing Naga situation the ‘concerned Nagas’ with a strong sense of dedication to ensure Naga unity and reconciliation fully understand that ‘over conducting’ of postmortem will only disfigure the Naga figure.

Of sorrow and penance: Short story writer examines facets of melancholy
W
hat is the best way to relive an unforgettable past? Perhaps, cherishing the old memories. And this recent collection of short stories is an apt reminder of the impact that memories tend to have on our lives. Whether good or bad, memories are realities that can never be hidden, even if you close your eyes in an attempt to ignore and forget. "The Sacred Sorrow of Sparrows" by Siddharth Dasgupta (Price: Rs. 395; Pages: 253; Publisher: Niyogi Books) is a collection of short stories, throwing light on such notes, as the writer provides metaphorical references to the 'Sparrows' in comparison to the various characters in the book who are 'bound by the fluttering of human heart' altogether at the same point of time, across cities and boundaries. This fluttering is markedly under an illusion of one large flock filling the skies with bizarre patterns. Along with an unrestrained hunger to seek and to explain, they actually form the tiniest of dots on the 'tiniest square piece of imaginable sky. The author has inculcated different narratives through monologues and conversations of various people and how their lives have been affected in the present scenario, especially by reminiscence of some previous incidents. Irrespective of their age, the protagonists in the series of ten different plots, are portrayed in a similar fashion of endowing one universal emotion of sorrow. You could have happiness; you could have penance; you could have silence; you could have ecstasy; but somehow it's the sadness that strikes the deepest and lingers the longest; often an unexpected arrival, many a time a quiet observer to relationships being played out in seemingly unblemished harmony. "They're the fabric of life in a sense -- binding, layering, and texturing all the people and places we've known, serving as harbingers for the places and people we've yet to know," the author told IANS in an email interview. The stories are not intended to be sad, but a consistent longing for the melancholy is painted throughout its pages to shape the future of the characters. All the characters oscillate between their memories and the present, as the idea of space and boundaries cease to exist. From the Bosphorus to the resounding refrain of the qawwali, the quiet streets of Isfahan to a crowded city in Japan, two lovers fraught with desire in Bombay to one man's spiritual awakening in Lebanon. "The book is an examination into melancholy and its often clandestine tentacles that are often left unexplored. Perhaps it's been a journey by which I've attempted to deepen my understanding of life and the world at large, this whole carousel of witnessing human faith through the eyes of others. Everything has sort of stemmed from that," Dasgupta says. The innumerable characters are not entirely fictional. Some of the characters have been sketches of people close to the author in real life, while the others are amalgamations and collages and patched-together fragments and imaginings of several people. "All this has occurred in an organic manner; thus, some of the incidents in here too carry the essence of something I've come across at a certain point in time," he says. The writer resolved to explore and experience the horizons of the universe when he grew up. He appears to have come good on that promise. This book leaves a simple message in the minds of its many readers, that after all forms of digital and

How Social Exclusion and State Power Works in India
As India’s economy continues to grow without the adequate number of jobs in the formal sector, the state of exclusion that the vast majority of the country lives in is unlikely to ease

ahul Ramagundam’s Including the Socially Excluded: India’s Experiences with Caste, Gender and Poverty is a difficult read. Part of it comes from the nature of the book. Based on years of field experiences, Ramagundam delivers a very up-close view of how the state functions – or rather malfunctions – in parts of the country often only covered in the briefest details by the national press. Setting the tone, the book begins with the experience of the author himself in Bihar in 2009, when he becomes a victim of this dysfunctionality. Watching the police rip apart bamboo huts of Musahars who had been named as accused in a massacre, Ramagundam asks a question to a policeman, “I raised my head to humbly ask if his party had an order to rip huts apart, even if it belonged to an absconding accused.” The question resulted in abuses and accusations, and an assault on the poor fellow on whose motorcycle the author had arrived in the village. When he filed an FIR against the policemen, and raised it with the National Human Rights Commission, the NHRC “acted just like a post office: it forwarded the complaint to the same authority which was complained against, making the whole exercise a mockery.” This experience tells us a great deal about how exclusion and state power works in India. As the author notes in his detailed overview of the topic, social exclusion as a topic developed in Europe and really looked at the few people who fell between the cracks. In India, the situation is remarkably different as the excluded are, in a way, the majority. Unfortunately the author does not elaborate on this topic. There is a difference between studying exclusion in polities that have developed their democracies from the ground up, rather than countries like India where democratic systems have been set down over colonial structures that were explicitly exclusionary to begin with, without largescale reform of social structures which were also non-equitable. That said, the book, through its examples brings this reality vividly alive. Possibly no aspect of this is as well shown as the politics of Bihar, where the emergence of the local dabang, who organises en bloc voting for a village or smaller community, by booth capturing. A dabang, therefore, is a substitute for the more elaborate democratic process of electioneering and campaigning for the attention of the electorates… It is a shortening of democracy. A dabang, by virtue of being one, represents in his person the unspoken choice of the local population… A dabang carries an informal authority in him, which is informally recognised even by formal institutions and authorities. Plurality is gone, in such a situation, as is a considered political choice. Democracy itself falters. But then did democracy work at all in Bihar? Ramgundam’s delineation of how Lalu Prasad Yadav, who dominated the politics of Bihar for so long, shows how the capture of electoral power did not necessarily translate into power over the state structure, because much of the state structure remained in the hands of the most powerful groups – primarily upper castes. In his regime, he hobbled the state, which allowed the growth of informal associations of authority, whether through dabangs, or through groups like the Maoist Communist Centre and the Ranvir Sena. “By not enabling the state to intervene in the production of the common cake, he punctuated its appropriation by the most able groups.” This, though, did not change the institutions themselves. The new government led by Nitish Kumar remains caught in this game. Despite 12 years in power, the basic indices have not changed all that much, how can they if the major constraint is to do with land, much of which is owned through illegal means by a small number of large landholders. Yadav’s revolution and Kumar’s good governance have done little to change the basic exclusionary principles at play, although the attack on the state institutions by Yadav did, briefly, illume how much of it was
dominated by a very small section of society. But this did not translate into the economic or social well-being of the most marginalised. It is not as if those with land have managed to remain untouched. The Bodh Gaya Math, which controlled massive amounts of land, on which tenants that resided were forced to work, was challenged in the 1980s. The land was redistributed, ostensibly to tenants, and the Bhudan movement, also in Bihar, gathered land from large landholders, who gave it away on the request of social activist Vinoba Bhave, to redistribute it to the poor. But, as Ramagundam shows, the land often did not reach the recipients. State and other institutions that were put in charge of the land redistribution (some of it which was illusory – those making claims of large gifts of land sometimes lied – or was infertile land with no access to irrigation) ended up not doing their job properly. The recipients ended up often with a useless gift – a parcel of land too small, too stony, and with no water to farm. Some land changed hands, but no power did. This has a reflection even in India’s most celebrated campaigns. “The Right to Food Campaign, run by a constellation of India’s very well-meaning people, has a poster which says ‘give me so much as to keep me alive’. This is the thought process of those fighting for the poor! … The poor are poor because they have
been getting only so much as to keep them alive and no more, for several centuries.” This theme also runs through the chapters on education and women’s self-help groups – that the core problem encountered by the marginalised is the lack of formal access to the state and its institutions, or to the formal economy. This is a problem of power, not mere economic tinkering, but, as illustrated by resilience of exclusionary economic and state practices in Bihar, even when political power is accessed it may not lead to the transformation of the state into an inclusionary one. This is the question that the book leaves us with, and it is a difficult one. As India’s economy continues to grow without adequate number of jobs in the formal sector, the state of exclusion that the vast majority of the country lives in, is unlikely to ease. The state, and its apparatuses, will remain utilised as a means to access or exploit resources rather than to create a cooperative framework. The tryst of destiny, in which we redeemed our pledge, has not happened wholly or even very substantially, and we remain locked in a state where lower caste representatives may be more visible, but systems of marginalisation remain robust, if harder to see because the presence of the very visible, symbolic representatives obscures the view of those living in extreme deprivation.
Debilitating diabetes is spreading fast among the poor Economic & Political Weekly

disease that mainly affected the rich has now afflicted the poor in India. This is the disturbing finding of a major study conducted by the Indian Council of Medical Research (ICMR). Until some years ago, Diabetes Mellitus was considered to be a lifestyle disease that mainly afflicted the socio-economically better off sections of society. The “epidemic” sweeping large swathes of Asia was assumed to target consumers of high-fat and sugary foods, the overweight and the sedentary. However, recent studies have found that the urban poor both in the developed and the developing world are increasingly becoming diabetic. Termed the diabetes capital of the world, India too is going the same way. The largest national study conducted by the ICMR and the Ministry of Health and Family Welfare has found that in the urban areas of the more economically advanced states, diabetes is higher among people from lower socio-economic status than those from the upper strata. However, in all the states, in the rural areas the disease was seen among those of a higher socio-economic status. The findings imply that overall the disease is spreading to sections that were hitherto considered unaffected or less affected—poorer urban dwellers and
better off rural dwellers. This is a cause for not just concern but even alarm. Diabetes is a “high maintenance” disease that leads to severe damage to the heart, kidneys and eyes apart from risk of gangrene if mismanaged. Given the state of the public health system in the country, and the fact that the poor have to pay for healthcare, the findings must be treated as a distress signal on an urgent basis. According to the ICMR study, while the overall prevalence of diabetes in all 15 states was 7.3%, it varied from 4.3% in Bihar to 10.0% in Punjab. With a sample size of nearly 60,000, the study noted that since 70% of the population lives in rural areas, even a small increase in percentage adds up to a large number of people who need sustained medical attention but have access to poor health services. In seven affluent states, including Chandigarh, Maharashtra and Tamil Nadu, the prevalence was higher in those from the lower socio-economic strata in urban areas. This finding could relate to greater awareness about the disease in urban areas among the economically better off and their ability to spend more on managing the disease. Nutritionists have pointed to the greater availability of “junk food” at af-
fordable prices in cities as a possible cause of a high-fat diet among those of a lower socio-economic strata but there are other factors that must be considered. For many poorer people in cities, nutritionally well-balanced food may not be within their means. Eating “junk food” is thus not a matter of choice or taste as much as affordability. Similarly, the study points to factors like higher income levels, less physically demanding occupations and increased availability of mechanised transport and household appliances among urban dwellers to possibly explain the higher incidence of the disease in urban areas. The pressure of commuting long distances to work and the need to use the public transport system is also not a matter of choice in cities. These issues lead to the build-up of stress—another factor that is among the causes of the disease. The onset of Type 2 diabetes among South Asians occurs at a much younger age as compared to other populations, thus straining the healthcare services. The study also points to another known fact: Asian Indians progress faster through the pre-diabetes stage than those of other ethnic groups. Also, as in other countries where diabetes is spreading rapidly, in India too, recreational physical activity is very low, more

so, among women from all sections. This study backs with data what has been surmised and found in earlier but smaller studies. For instance, the National Programme for Control and Prevention of Cancer, Diabetes, Cardiovascular Disease and Strokes has been active since 2010. But the ICMR findings call for urgent short- and long-term interventions. The government, non-governmental organisations (NGOs), the medical community and diabetics will have to join hands to ensure that community involvement is encouraged. Starting with the availability of nutritious food and facilities for physical recreational activities, a sustained campaign to spread awareness of the disease is needed. These in turn call for more long-term policy interventions that go beyond packaging and advertising of fast food. Infectious diseases remain the largest concern in developing countries. However, non-communicable diseases like diabetes (known appropriately as the silent killer) are spreading at a frightening rate. Before the discovery of insulin in 1921, having diabetes meant a sentence of death and after it, until some decades ago, a 50% chance of survival. In the 21st century, if we are not to sentence large sections of the population to a half-life, we must act quickly and in concert.

lmir Arruda rode his bicycle quickly across the City of God slum in Rio de Janeiro when he heard there was shootout between drug traffickers and police near his 4-year-old daughter’s preschool. Arruda, a 43-year-old unemployed construction worker, arrived to find children and teachers lying on the floor to protect themselves as the pounding of bullets continued nearby. He scooped up daughter Jamile, who look terrified, and they rode the bike a few blocks until Arruda stopped to wait out the shooting — and started crying. “If it hits me I don’t care, but what if it hits her?” Arruda said, talking about stray bullets through tears and over the sounds of gunshots close by. “I feel like a prisoner in the community.” Amid a sharp increase in violence in favelas, or slums, millions of Rio residents are facing daily stresses akin to those in a war zone. Heavily armed drug traffickers battle for control of many favelas, and violent police operations add to the death toll and sense of fear. Last year, 920 people died during police raids or patrols in Rio state, more than double the 413 in 2013, according to Rio’s Public Security Institute. And this year’s figure is up by almost 60 percent over 2016. To document the psychological impact of the violence on favela residents, an Associated Press team spent eight days with two families in the City of God, a slum of about 50,000 residents made famous by the 2002 Oscar-nominated film of the same name and visited six years ago by then U.S. President Barack Obama. While there, the AP witnessed
children, even toddlers, talking about violence in their community, mothers forcing their children to take cover during police patrols and a man recovering after being shot. The roar of gunfire was often present, prompting residents to break up activities when they believed the skirmish to be particularly close. Different than hundreds of other Rio favelas that grew out of squatter communities, City of God was built in the 1960s as a housing project for people who had been forced out of other favelas. It sits just a few miles from the Olympic Park in upscale Barra da Tijuca. Despite proximity to wealth, government services are practically non-existent. Parts of the slum are covered with garbage and the stench of sewage permeates the air. While teeming with residents, even during the day the streets are often empty because violence can erupt at any moment — residents even complain that police operations happen while children are in school. When residents leave the slum to go to work, relatives and friends stay in touch via texts. They let them know if there has been a shooting, in which case they have to wait until it’s over to return. “Fogo Cruzado,” or “Crossfire,” is a free app created by Amnesty International Brazil that helps Rio residents track shootings in real time by combining crowd-sourcing data and monitoring social media. On a recent Friday evening, a military police tank suddenly appeared. Shouting to alert her family, Thaisa da Silva Ribeiro grabbed 4-year-old Isaac, who was playing in the door of their building, and brought him inside. Isaac’s sister, 2-year-old Isadora, looked terrified. “It’s not possible to get used to

For the young men, rap is a way to express frustration with the violence that permeates their daily lives. “City of God is like a small Syria and there is imminent risk of death,” said Cruz, sporting dreadlocks. “What we do here is resistance.” To see how residents were dealing with an increase in violence in Rio’s favelas, an Associated Press team spent eight days with two families in the City of God, which was made famous by the 2002 Oscar-nominated film by the same name. Leonardo Bueno, one of the researchers, says that anxiety and depression from the violence are compounded by the feeling the state has abandoned poor areas. “All of that increases the level of illness in an area,” he said. nity center. Still others create art or try to serve the most downtrodden among them, doing activities ranging from volunteering to cooking and offering free meals. Employees of the center haven’t been paid in three months, a situation common for thousands of workers in Rio state agencies. The center has remained open thanks to an extraordinary effort of volunteers, who believe closing it would be a devastating blow. Isabela Maia, 10, says she gets nervous when her mother makes her and her 2-year-old sister come inside during a shooting. Her outlet is learning to play the violin. “Music calms me down,” said Maia, who practices each afternoon after doing her homework. Robson Luiz de Mendonca, 46, knows firsthand how life in a favela can consume loved ones.
His son, 24, died in January of pulmonary problems after a crack addiction for many years. “Residents of City of God are in a hurry — in a hurry for identity, in a hurry for dignity, in a hurry for true action, but (the government) does nothing,” said Mendonca, who is known in the neighborhood as MC Mingau thanks to his rapping and teaching of breakdancing. Anayde dos Santos Muniz, 84, holds in her hand two bullets that she says recently hit her house near her bed. Singing, painting and writing poems and songs are outlets for her to deal with the violence. “I wouldn’t trade City of God for anywhere,” said Muniz, who was among the first wave of residents to move into the favela in the 1960s. “I came from the suffering, I came from the mud.”

Like Ribeiro, 45 percent of favela residents fear that police will confuse them with criminals and 75 percent believe the police act more violently in favelas than in wealthier areas, according to a survey by the Center for the Study of Safety and Citizenship at Rio’s Candido Mendes University. Alexandre Henrique da Cruz Correia, a 29-year old father of three, was recently shot while walking from his grandmother’s home to his own. “I passed by the police, and by the time I got to the end of the street I had been shot twice,” said Correia, showing where one of the bullets was still lodged in back of his left hip. “I have no idea where it came from.” Stray bullets are such a concern that some families have plans of what to do during a shooting. Suzi Souza dos Santos, 26, and her two girls and husband live in a small wooden house in one of the slum’s poorest areas. During
a shootout, the family goes to a neighbor’s house made of bricks. “We have nowhere else to go when we are caught in the crossfire,” she said. Residents say a crushing economic crisis is fueling the sense of desperation. Unemployment in Rio de Janeiro state more than tripled from 4 percent in 2013 to 13 percent in 2016, leaving thousands in abject poverty. “Rio is a chaos,” said Silvio Cesar Soares Gonzaga, a 46-year-old former drug dealer who became an evangelical pastor. “The violence has polluted it.” For more than 20 years, Ana Regina de Jesus has been providing free meals four days a week. On a recent day, only about 60 of the usual 150 showed up because of a nearby shooting. During the meal, another shooting erupted, prompting some of the diners to put down their silverware and listen closely. “These things should not happen,” said Jesus, 58. “But what can we do?”

ong Kong is planning a big party as it marks 20 years under Chinese rule. But many people in the former British colony are not in the mood to celebrate. Fireworks, a gala variety show and Chinese military displays are among the official events planned to coincide with a visit by Chinese President Xi Jinping starting Thursday for the occasion. Ahead of the anniversary, state broadcaster China Central Television has been running daily news features extolling what it calls the inextricable ties between China and Hong Kong in fields ranging from sports to the military and the arts. Underneath the surface, however, tensions are simmering as Hong Kongers, especially the young, chafe at life under the tightening grip of China’s Communist leaders. “People are not celebrating but worrying about Hong Kong’s future and its current situation,” said Nathan Law, who at age 23 was elected the city’s youngest-ever lawmaker last year and was a student leader of 2014's massive “Umbrella Movement” pro-democracy demonstrations. Members of the Demosisto political party including young activist Joshua Wong on Monday draped a giant flower statue bequeathed by Beijing in 1997 in black cloth, which they said symbolized “the hard-line rule of the authoritarian regime.” Other protests in the works include a rally by a pro-independence group on Friday evening and a pro-democracy march on Saturday, the latter an annual event that has drawn big crowds in the past.

Under that principle, Hong Kong largely runs its own affairs and enjoys civil liberties unseen on the mainland, but now, he said, “there are lots of people describing the current system as ‘one country, 1.5 systems.’” He and others tick off a list of incidents that stoke fears about China tightening control. At the top is the case of five Hong Kong booksellers secretly detained on the mainland starting in late 2015 for selling gossipy titles about elite Chinese politics to mainland readers. One of the men, Gui Minhai, is still being held. In a similar case, a Chineseborn tycoon with a Canadian passport went missing earlier this year from his hotel suite. News reports indicated mainland Chinese security agents operating in Hong Kong abducted him — a violation of the

China’s Communist leaders are eager to tout the success of “one country, two systems,” which was envisioned as a way to entice back Taiwan, which Beijing sees as renegade province. The recent tensions have drawn “serious attention” from Beijing, which can’t afford to see pro-independence sentiment in Taiwan and Hong Kong at the same time, said Liu Shanying, political researcher at the Chinese Academy of Social Sciences. “Therefore, it must be put under control,” whether by force or gentler methods, he said. “There must be room for reflection on how to handle the Hong Kong issue properly because people in both Hong Kong and the mainland are Chinese after all.” For many in Hong Kong, the fundamental problem is the legitimacy of the city’s Beijing-backed leaders. And it has led to lots of conflicts,” said university student Emily Chung, who was born July 1, 1997, the same day Britain relinquished control to China. She identifies as both a Hong Konger and Chinese. She added, however, that “if conflicts between Hong Kong and China hadn’t existed, I would identify myself as
most or all of their life under Chinese rule. Hong Kong University pollsters who have conducted polls on ethnic identity since 1997 found that the level of young people identifying as Chinese fell to 3.1 percent this month, the lowest ever level, according to a phone survey of 1,000 people. The margin of error was 4 percentage points. Many young people lost hope after the 2014 protests, with the government refusing to give in to their demands for wider electoral freedom. The unresolved conclusion fueled the rise of a pro-independence movement, alarming Beijing. Authorities have moved to clamp down on separatist sentiment, disqualifying two pro-independence candidates from office last year for making improper oaths. It underscores widening divisions in Hong Kong society, between young and old, rich and poor. “They’re just wasting their time. They should make good use of their time to study,” said Choi Wah-bing, a 67-year-old retiree. He said he didn’t understand young people protesting and agitating for more autonomy or independence. Hong Kong is like Beijing’s “naughty child,” he said. Deepening divisions pose a risk of further instability, said David Zweig, a political scientist at the Hong Kong University of Science and Technology. Beijing “can’t figure out why 20 years after the transition, people in Hong Kong don’t love the mainland more,” said Zweig, adding that Hong Kongers don’t have a problem identifying as Chinese until their freedoms are restricted. Or, as many residents put it, they don’t want their home to become just another Chinese city.

Social development requires more than economic growth Amit Kapoor

he obsession with economic growth blinds the government from focusing on the issues that matter. The citizens nowadays do not want their economies to be just on the wealth creation track. In their view, a successful economy should be able to provide them with state-of-the-art health facilities; world class educational landscape; and strong property rights, apart from delivering sustainable economic growth. Quality of life, thus, has come to play an indispensable role in a nation's developmental process. However, that has not translated effectively in our everyday measurement of national progress. The focus of world leaders on economic growth, especially on the much-celebrated measure GDP, started when the world realities were very different from today. The major challenge at that time was to maintain economic stability with the belief that prosperity will follow. There is no denying that economic growth has helped to lift millions out of poverty and provided more resources to invest in social infrastructure. But, over time the realisation has dawned on the world that economic growth is not the answer to today's challenges like climate change, inequality, and inclusivity. It is only a means to achieve social outcomes. There are various regions that can serve as an example to illustrate that neither economic progress is the sole driver of social progress nor that every economy has a similar capacity to transform economic into social progress. First, the United States of America, one of the richest country in the world fails to provide the best quality of life to its citizens. The country does well in terms of delivering higher educational landscape with one of the highest number of globally ranked universities and also succeeds in providing its citizens with basic facilities like nutrition and shelter. But when compared to G7 countries, it lags behind in areas of health, education and personal safety, despite being the wealthiest amongst them. Maternal mortality is the highest in the USA and child mortality which is 6.5 in the USA is just 2.7 in Japan, for instance. There are several other social parameters backing this claim. Second, Costa Rica, a middle-income country is providing its citizens with standards of living that are comparable with many high income nations. The country's direct focus on tackling social issues has helped in making rapid advancements in its quality of life. It has consistently made efforts in the last three decades to build democratic institutions and prioritise health, education, and sustainability. The latest data from the Social Progress Index also highlights the veracity of this trend. The Index is one of the initiatives that argue for a broader view on development. It ranks countries on the basis of their capability to provide for basic needs of its citizens such as shelter, water, and sanitation; a foundation for wellbeing with education, health and communication facilities; opportunities for all citizens to make personal choices and reach their full potential. According to the Index, Denmark is the most socially progressive country, followed by Finland, Iceland, Norway, and Switzerland. These countries have produced the greatest social and environmental outcomes through effective policy making, inclusive programs and bold investment in social progress. But their level of economic development, as measured by GDP per capita varies significantly. For instance, the scores of Denmark and Finland vary by just 0.02 points, but Denmark has a significantly high GDP per capita ($44,042) than Finland ($38,941). These results highlight that it is possible for a nation to provide its citizens with the quality of life that is comparable to high income economies. This is not the case with only high income or high socially developed countries, but the trend holds true for most of the nations. This is not to argue that economic and social progress are independent. In fact, a strong relationship is observed between the two. The data detects a positive and a strong relationship between GDP per capita and Social Progress Index. At the aggregate level of the Social Progress Index and without controlling for additional factors, a 1% increase in GDP per capita is associated with a 0.11-point increase in Social Progress Index score. The correlation between the two is mainly due to the fact that economic growth provides more resources to invest in social issues, through private consumption, private investment, and public spending and investment. But, since countries achieve widely divergent levels of social progress, even at similar levels of GDP per capita, the focus should be much more on the former since the latter is only a means to an end, which is a higher quality of life for everyone. Other factors, such as right mix of government policies; investments in innovative mechanisms; private businesses complementing government sector; accountable institutions are also critical. It is high time that policymakers prioritize social progress advancing programs and use

After lynchings, Modi condemns violence in name of cow worship
NEW DELHI, JUNE 29 (REUTERS): Prime Minister Narendra Modi on Thursday broke his silence over a wave of attacks on people accused of eating beef or slaughtering cows, saying that killing in the name of an animal sacred to majority Hindus was wrong. Modi was speaking a week after a 16-year old Muslim boy was stabbed to death on a train on suspicion of possessing beef, the latest of an estimated 28 people killed in cowrelated violence since 2010. Most of the victims were killed after Modi and his Hindu nationalist Bharatiya Janata Party won elections three years ago. "Killing people in the name of 'gau bhakti' is not acceptable," he told a crowd at a Hindu ashram, or place of meditation, referring to cow worship. "No person in this nation has the right to take the law in his or her own hands," he said at the ashram dedicated to the father of the nation and pacifist Mahatma Gandhi, in Modi's home state of Gujarat. Modi said protecting cows was right, but it should be done legally. The slaughter of cows is banned, and the consumption of beef restricted, in most Indian states. His assertion comes in the backdrop of recent incidents of violence against some members of a minority community in the country. Addressing a function here, Mukherjee said India is diverse with 130 crore people who follow seven religions, speak 200 languages and 1,800 dialects. Three major ethnic groups live under one flag, one Constitution and one administrative process. "This is the ethos of India. Yes, we must have change. We must have improvement. We must move forward. (But) Not in isolation, not in groups, not in individual, not in caste or community but for the entire land mass of India," the president said. "We are not indulging in the flow

GANGToK, JUNE 29 (IANS): Army Chief General Bipin Rawat on Thursday arrived in Sikkim to take stock of the security scenario amid a stand-off between Indian and Chinese troops along the border in the area. According to sources, the Army chief will review the security situation, and may also visit some forward areas. Chinese People's Liberation Army (PLA) personnel breached the Line of Actual Control (LAC) in the Sikkim sector and destroyed two makeshift Indian Army bunkers earlier this month in Lalten area of Doka La sector. The Chinese Defence Ministry confirmed the border trouble but accused Indian troops of crossing the boundary into China "in an attempt to prevent a road construction" by the Chinese side. The Defence Ministry and Army have made no official comment on the incident yet. Doka La is located in the Chumbi valley, and the area where the aggression

"There has been interest shown for Air India. IndiGo has approached the ministry with a formal expression of interest proposal," Civil Aviation Minister Ashok Gajapathi Raju told IANS. "Other airlines have also shown interest in Air India, but they have not submitted any formal proposals as yet," he added. When contacted, an official from IndiGo said that the airline was "observing a silent period". For the last fiscal 2016-17, the company is expected to report an improved operating profit margin. The flag carrier had got a new lease of life on April 12, 2012, when the previous central government under the UPA had approved a Rs 30,000 crore turnaround (TAP) and financial restructuring plans (FRP) package spanning up to the year 2021. Currently, Air India's portfolio of sub-

Hong Kong handover anniversary: Divided by celebration and protest Chinese President Xi tells Hong Kong he seeks ‘far-reaching future’ for its autonomy
HONG KONG, JuNE 29 (REuTERS): Chinese President Xi Jinping said on Thursday China would work to ensure a “far-reaching future” for Hong Kong’s autonomy, but he faces a divided city with protesters angered by Beijing’s perceived interference as it marks 20 years of Chinese rule. Britain returned Hong Kong to Chinese rule on July 1, 1997, under a “one country, two systems” formula which guarantees wide-ranging freedoms and judicial independence unseen in mainland China. Beijing has promised Hong Kong’s capitalist system will remain unchanged for “at least” 50 years until 2047, but it has not clarified what happens after that. “Hong Kong has always tugged at my heartstrings,” Xi said on arrival at Hong Kong airport for the handover anniversary in front of flag-waving crowds at the start of a threeday visit. “... Iraq declares end of Islamic State’s ‘caliphate’ MOSuL, JuNE 29 (REuTERS): After eight months of grinding urban warfare, Iraqi government troops on Thursday captured the ruined mosque in Mosul from where Islamic State proclaimed its self-styled caliphate three years ago, the Iraqi military said. Iraqi authorities expect the long battle for Mosul to end in the coming days as the remaining Islamic State fighters are now bottled up in just a handful of neighborhoods of the Old City. The seizure of the 850-yearold Grand al-Nuri Mosque is a huge symbolic victory for the Iraqi forces fighting to recap-
ture Mosul, which had served as Islamic State’s de facto capital in Iraq. “Their fictitous state has fallen,” an Iraqi military spokesman, Brigadier General Yahya Rasool, told state TV. The insurgents blew up the medieval mosque and its famed leaning minaret a week ago as U.S.-backed Iraqi forces started a push in its direction. Their black flag had been flying from al-Hadba (The Hunchback) minaret since June 2014. Prime Minister Haider alAbadi “issued instructions to bring the battle to its conclusion,” his office said.

Top papal adviser charged with sexual assault in blow to Vatican SYDNEY/VATICAN CITY, JuNE 29 (REuTERS): Australian police charged a top adviser to Pope Francis with multiple historical sex crimes on Thursday, in a case that poses a dilemma for the pontiff who has vowed no tolerance for such offences. Cardinal George Pell is the Vatican’s de facto treasury minister and is the highest-ranking Vatican official to be charged with sexual abuse. He faces “multiple charges in respect of historic sexual offences” from multiple complainants, said police in the Australian state of Victoria, where Pell was a country priest in the 1970s. The police did not specify the charges against Pell, 76, nor the ages of the alleged victims nor when the crimes were alleged to have occurred. The Australian Catholic Church said in a statement that Pell strenuously denied the charges and planned to return to Australia to “clear his name”. “He said he is looking forward to his day in court and will defend the charges vigorously,” the statement said. It also said his doctors would advise on his travel arrangements. Pell angered victims at a government inquiry into institutional child abuse in Australia last year by saying he was too sick to fly home, testifying instead from Rome. He was ordered to appear before Melbourne Magistrates Court on July 18. The cardinal, who has also strenuously denied allegations of abuse in the past, was due to make a statement at the Vatican later on Thursday. ‘CATASTROPHIC’ CHOICES Pell told the Australian inquiry last year the Church made “catastrophic” choices by refusing to believe abused children, shuffling abusive priests from parish to parish and relying too heavily on the counsel of priests to solve the problem. Francis’s attempts to root out sexual abuse in the Church have hit stumbling blocks. Marie Collins, the top non-clerical member of a papal commission on abuse, resigned in frustration earlier this year, citing “shameful” resistance to change within the Vatican. Church sexual abuse broke into the open in 2002, when it was discovered that U.S. bishops in the Boston area moved abusers from parish to parish instead of defrocking them. Similar scandals have since been discovered around the world and tens of millions of dollars have been paid in compensation. Thousands of cases of sexual abuse of children by priests have come to light around the world in recent years as investigations have encouraged long-silent victims to finally go public with their complaints. “I would suspect (the charges against Pell) are going to be stunning to the Vatican and to the pope himself,” said Thomas P. Doyle, the U.S. priest whose report on molestation in the church led to the discovery of cover-up practices in Boston. In the early 1980s, the Vatican refused to hand over to Italy Archbishop Paul Marcinkus, an American who was then head of the Vatican bank and wanted for questioning about the fraudulent bankruptcy of a private Italian bank. Cardinal Bernard Law of Boston moved to Rome after a sexual abuse scandal erupted in his diocese in 2001 and has been living in the Italian capital since. Victims groups were outraged when Law was given a plum job as chief priest at a Rome basilica. Victim support groups have repeatedly attacked the Vatican for its response to the crisis, saying successive popes have failed to grasp the gravity of the situation. “It would be naive for us to assume that people will be only relieved,” said Neil Woodger, vice president of the In Good Faith Foundation, which says it represents 460 victims of Catholic church abuse in Australia.

Assam flood situation continues to remain grim GuwahatI, June 29 (ptI): The overall flood situation in Assam continued to be grim today with major rivers in both the Brahmaputra and the Barak Valley maintaining a rising trend and affecting a population of more than 1.38 lakh in nine districts of the state. The Brahmaputra was maintaining a rising trend in Sonitpur, Guwahati and Goalpara while its tributaries Dhansiri and Jiabharali were flowing above the danger mark, according to a bulletin issued by the Central Water Commission. The tribuatries Ranganadi, Subansiri, Dikhow, Kopili, Manas, Beki and Sankosh were also maintaining a rising trend. In the Barak Valley, rivers Barak, Katakhal and Kushiyara were flowing above the
danger mark in Cachar and Karimganj district. Karimganj district was the worst affected district in the current wave of flood with more than 1.30 lakh people affected with both river Kushiyara and Katakhal flowing above the danger mark at several places, according to a report of the Assam State Disaster Management Authority (ASDMA). The districts affected by the current wave of flood are Lakhimpur, Sivasagar, Golaghat, Karbi Anglong, Jorhat, Sonitpur, Hojai, Karimganj and Cachar, according to the official flood bulletin. Altogether 16 relief camps have been opened where 4,239 people have taken shelter while 75 relief distribution points have been set up.

'Joint force needed to combat terrorism, crime in NE' GuwahatI, June 29 (IanS): The Assam government on Thursday advocated the setting up of a North East Police Force for better coordination in managing terrorism and crime in the northeast. The joint force has also been proposed for a better security mechanism at inter-state borders for reducing crimes like arms and drugs trafficking and insurgent movements. Assam Director General of Police Mukesh Sahay said this while speaking at the 24th two-day annual conference of the DGPs and IGPs of the northeast, which got underway at the Assam Administrative Staff College on Thursday. Assam Chief Minister Sarbananda Sonowal inaugurated the two-day conference and said "a concerted effort to fight terrorism and crimes in northeast is the need of the hour through a joint mechanism". "In a region like northeast inhabited by diverse ethnic, linguistic and religious groups, it is the police force which provide a sense of confidence to the people and allay their fears over security," Sonowal said, addressing the conference. He also said the Assam government is initiating measures to build a smart police force for enabling efficient law and order management with the help of technology and to meet modern day challenges. A secure environment is prerequisite to usher in rapid development, Sonowal reiterated.

Dimapur, June 29 (mexn): The Chakhroma G.Bs’ Union has expressed deep concern to observe the random encroachment of the highway between the Dimapur-Chumukedima stretch and erecting concrete structures by private individual without adhering to the government’s notification to leave a space of 30 feet from the road. It is being observed that some buildings are constructed “so close to the road” that there is hardly any space left for drainage, resulting in early erosion of the roads. This is creating road congestion and even causes accidents in certain cases. Therefore, the public

Parliamentary Secretary for Economics & Statistics, Tovihoto Ayemi while gracing the occasion as the chief guest stressed on the need to create awareness among various stakeholders on the importance of reliable official statistics in socio-economic planning and policy formulation. Ayemi said the objective of the National Statistics Day
is to create public awareness among the people, especially the younger generation for drawing inspiration from Lt. Prof. Mahalanobis about the role of statistics in socio-economic planning and policy formulation in the country. He said the regularity, quality and completeness in the collection of administrative statistics are directly interwoven with the working of every government department. Official statistics thus provide an indispensable element in the information system of a democratic society, serving the government, the economy and the public with data about the economic, demographic, social and environmental situation.
The Directorate of Economics and Statistics being the designated nodal agency of the Government of Nagaland for all statistics matter not only liaises with the Ministry of Statistics and Programme Implementation (MOSPI) but also take up the official statistical activity in the state, he pointed. Ayemi also released a book on the Sixth Economic Census Report, Nagaland. Chief Secretary Pankaj Kumar said the National Statistics Day provides an occasion to reflect on the importance of statistics in our daily lives and in the process of planning and development. Administrative statis-
tics, he pointed, are information collected primarily for administrative purpose. It costs less, helps in faster collection of data and reporting through field offices including serving as a sampling frame for surveys to be used for cross checks. In spite of the progress made over the years, the quality of administrative statistics in the state needs improvement, adding that inconsistencies, limited coverage, delayed reporting and sometimes, nil reporting are some of the deficiencies observed. Appraising the need to give more attention and thought towards maintenance of official records, the chief secretary called on all the departments to work towards improving quality of their respective administrative data by updating the system data collection towards availability of timely and authentic data. Adding that improved data will not only help manage the programmes better, but will also provide more realistic base policy formulation and planning, he stressed on the need to address the issue of quality administrative data in the state. The programme was chaired by Kevileno Angami, secretary to Government of Nagaland while vote of thanks as proposed by Economics & Statistics director Y. Sacheo Ovung.

Whereas, such activities are prohibited under section 21 & 54 of the Nagaland Highway Act, 1967, Section 3(1) of prevention of damage to public property Act, 1984 and whoever acts in contravention to
the above cited section (s), is liable to be prosecuted under Section 57, 58, and 59 of the National Highway Act, 1967, Section 8B of the National Highway Act 1956, Section 3 (2) of the prevention of Damage to Public property Act, 1984 and Section 426 of the Indian Penal Code, 1860. I-League clubs agree to simultaneous running of ISL that AIFF should also allocate a budget for the promotion of the I-League. The I-League clubs also called for permission to register eight foreign players of whom at least two should be of Asian origin, and to use a maximum of five foreign players on the field, at least one of whom should be of Asian origin. Dutta, who chaired the meeting, said all the recommendations of the ILeague clubs will be placed before the League Committee whose meeting is scheduled on July 5. "The impasse has been broken. There will be two Asian origin players in the squad and one in the starting XI of an I-League team. The Asian quota is not there in the ISL," Dutta told IANS. It was learnt that among the seven clubs which at-
tended the meeting at the Football House, AIFF headquarters, two did not agree to the initial proposal of having eight foreigners in the squad and five in the playing XI.
