DIMAPUR, JUNE 2 (MExN): The United Sangtam Students’ Conference (USSC) has decided to begin its second phase agitation, demanding an SDEO Office at Longkhim Town. The USSC had been undertaking its first phase agitation but with no positive response from the Nagaland State Government. A press note from the USSC informed that the second phase agitation would begin on Monday. The second phase agitation will include shutting down of all government offices and establishments, and restriction on movement of government vehicles within the entire Sangtam jurisdiction in Kiphire and Lonkhim sub divisions. The USSC has appealed for cooperation from the public. During the period of agitation, the USSC informed that security forces, administration, educational institutions, medical personnel, paramilitary and emergency services will be exempted from the purview of the bandh.

The ongoing agitation of the All Nagaland School Teacher’s Association (ANSTA) and the Nagaland Secondary School’s Field Officer Forum (NSSFOF) across the state has affected the functioning of government schools in Nagaland. At Merhülietsa Middle School Kohima, only 9 teachers out of the 19 teachers are managing the school. “It is very difficult,” said a teacher at the school, affirming that some classes are left on their own. The school which has Class A

to 8 has about 300 students which has to be managed by the nine teachers. The agitation has affected school functioning in all parts of the state. “We are trying to manage the best that we can but it is difficult,” complained a teacher at Government Higher Secondary School, Noklak. The school which has a total strength of 27 teachers managing class 7 to Class 12, have 15 teachers on agitation leaving the rest of the 12 teachers to run the school. The teacher said that the 12 teachers who are all Higher Secondary teachers now have to teach the high school students.

DIMAPUR, JUNE 2 (MExN): In a show that there is no fissures within the NPF led DAN government, legislatures of the Independent and BJP from the current Nagaland Legislative Assembly (NLA) has reiterated their support to the leadership of incumbent Chief Minister TR Zeliang. Two separate press statement reiterating allegiance to TR Zeliang from the two NPF partners as per their resolve adopted in meetings held on Thursday was received by the media from the Media Cell, Chief Minister’s Office (CMO). “We, the Independent MLAs of the current NLA, resolve to reiterate our unwavering support to the leadership TR Zeliang, Chief Minister of Nagaland,” a press statement from the legislatures of the Independent party said. There are six Independent MLAs under the NPF led DAN government, namely Er Levi Rengma; Er Picto, N. Jacob Zhimomi, Amenba Yaden, YM Yollow and S Chuba Longkumer. During the meeting, the house discussed the issue of oil extraction imbroglio with the Nagaland State Government, which is now sub-judice in the Court. Shikuto Zalipu, General Secretary, read out the appeal letter of the NGBF requesting to withdraw the PIL filed against the State by Lotha Hoho “for the interest of all the Nagas.” The NGBF suggested settling the issue amicably under Naga Customary Law. “The Article 371 (A) of Indian constitution empowered us to take decisions even on our Land and its resources. But taking our grievances to the Court and ignoring our rich Customary Law might bring adverse consequences in near future which may affects the entire Nagas,” said a press note from the NGBF. It therefore appealed to the Lotha Hoho to look into the matter with concern, and “for the greater interest of Nagas, withdraw the case and NGBF also offer intervention while negotiating with any concerned parties for impartial judgments.”

Since ‘time immemorial’, Longsa village in Wokha district has been sleeping on a bed of rocks. Now villagers are hewing these rocks to make their houses, as well as making a living out of these stones from the dozen quarries dotting the village. “We have constructed our own house from the earnings from the quarry and also using the stones to build the house”, said Oponsalie Lotha, who along with her husband runs a stone quarry along National Highway-69 just before reaching Wokha town. One of the biggest and oldest Lotha villages, Longsa in Lotha dialect literally means ‘long’ – rock/stone and ‘sa’-embed. The village stone industry is not only a source of income to the villagers but is also a source of employment to scores of workers and masons, mostly from Eastern Nagaland. “Each quarry employs around a work force of 30 to 40, mostly locals

and from Eastern Nagaland. A quarry worker gets Rs. 500 as daily wage. But if they undertake the work on ‘theka’ (contract basis), then their daily earning goes up to Rs. 700-1,000”, said another owner of a stone quarry. On any working day, the quarries are abuzz with activities with a sizable number of women work-force from Longsa and neighbouring villages seen transporting and feeding stones to stone crushing machines and contributing in keeping the family fire burning. “After hewing the rocks, the stones are cut into different sizes like ‘radha’ (size boulder), which costs Rs. 15 per piece, ‘joita’ (middle boulder) costing Rs. 100 per bucket, and chips”, the owner said. “We are subsisting on rocks but due to abundance of rocks, there is scarcity of water in our village. On the other hand adjacent Wokha town and Wokha village have plenty of water and my friends there are thriving on flower and seed nurseries”, said Oponsalie with a smile. Of late, activities in some quarries along NH-69 have slowed down as a couple of 33 KV towers above the

Various Lotha apex organizations have appealed for shifting of the towers taking into consideration the economic importance of these quarries. “Last year the Lotha Hoho, Lotha Eloe Hoho and Lotha Sudents’ Union had a meeting with Deputy Commissioner Wokha to highlight this problem. The DC assured to take up the matter with the authorities concerned as hundreds of people are dependent on these quarries for their food and shelter”, said Bankathung Lotha, husband of Oponsalie. There are plenty of folklores on rocks surrounding the village. Interestingly, two huge natural rock formations resting on a hillock served as an entrance or gate to the village. Bankathung said in earlier head hunting days, Longa warriors sharpened the ‘daos’ (machetes) on these rocks, which also serve as a vintage point to spot enemies. Now the village church stands serene on the hillock.

During the camp, ten artists from North East region participated in the discussion and slide presentation of their artworks. Some of the artist included Sisir Thapa from Sikkim who has done artist residence in China for two years. Mrinmoy Debbarma from Tripura has done artist residence in France for one year and also national awardee. Keshab Narzary (Assam) has done a lot of commission works in his state as well as in Bhutan and Amritam Das (West Bengal) has exhibited and sold paintings in London. According to RCFSL President, Robert James, “art plays an important role in the society. It has a visual language which expresses. It developed brain of the child’s creativity. Therefore, they should not be discouraged.” He also believes that this camp has provided an opportunity to the artists to engage with one another in an informal way of interaction thus enriching their own experience and growth.

The three bills on the other hand directly infringe upon tribal identity, tribal land and rights and their livelihood and are merely tactics to grab their lands by the Manipur government, it claimed. The statement further claimed that the step is a tactic of the government to take over the rights and entitlements of the hill tribes.

It appealed to all tribals in the state to extend support to the ongoing movement spearheaded by the JAC for their identity, land rights and livelihood and the very survival. The committee also urged upon the tribal people not to be swayed by the “divisive policies and tactics” of the Manipur government and its cohorts.

Several complaints were lodged with the Ministry of Communications and IT and the Ministry of Women and Child Devel-

Despite hike, Goa brings petrol price below Rs. 60 PANAJI, JuNe 2 (IANS): The Goa government on Wednesday slashed Value Added Tax (VAT) on petrol by 5% to bring the fuel’s price to below Rs 60 per litre despite the recent hike by the central government late on Tuesday to the tune of Rs 2.58 per litre. This is the second time that the BJP-led coalition government has had to slash Value Added Tax in a fortnight the first being on May 17, after the Indian Oil Corporation raised prices of fuel by 83 paise. Petrol prices in Goa had fallen drastically in 2012 after the government virtually abolished 22% VAT on petrol price, as part of a poll promise made in its election manifesto. However, over the last 2 years, the state government increased the VAT to the pre-21012 levels, with CM Parsekar claiming that the earlier decision to abolish VAT on petrol was only to bring down prices at a time when fuel prices were at an all-time high. The chief minister has however promised to keep the price of petrol below Rs 60, despite price hikes by the central government, by reducing VAT judiciously. With the reduction of VAT from 20% to 15% on Wednesday, the price of petrol in Goa now is Rs 59.65.

NUNTSA condemns assault, threat Lumami, June 2 (mexn): The Nagaland University Non-Teaching Staff Association (NUNTSA) has strongly condemned the “harassment, threat and assault” meted out to students, faculty and staff of Nagaland University, without any provocation by “some youths in inebriated state” on May 19 on the highway between Mokokchung and Nagaland University headquarters, Lumami. In a press release, NUNTSA strongly urged upon all right-thinking citizens and organizations to condemn the incident, while also urging upon the competent authority of Nagaland University to take measures to safeguard the University community. NUNTSA stated that “hooligans” waylaid Nagaland University bus and ve-

hicles belonging to faculty and staff of the university at a place under Mokokchung district administration “nearby Sumi Settsu village”. In this regard, the University has already written to SDO (Civil), Akuluto to take necessary actions, it added. “Even after the incident, there was a threat to a senior faculty member in his office room,” it stated revealing that the threat was made through a phone call brought by one of the miscreants, wherein a person “claiming to be an underground based at Dimapur”, tendered apology on behalf of the unruly youths but followed it with a threat demanding that the complaint be withdrawn. This, the association rued, has further increased the “sense of insecurity” among the University community.

World Clubfoot day today

Dimapur, June 2 (mexn): With a goal to raise awareness about Clubfoot disability and its prevention, the Ponseti International Association (PIA) has designated June 3 as World Clubfoot Day with the theme “World free of Clubfoot Deformity”. Clubfoot is a condition where the foot is twisted inward. It can be corrected with serial cast and a special shoe. Without treatment, people with club feet often appear to walk on their ankles or on the sides of their feet. The date was chosen to commemorate the birth date of Dr. Ignacio Ponseti, (1914 - 2009) the developer of the Ponseti Method to treat Clubfoot. The Ponseti Method is a non-surgical treatment that includes gentle manipulation of the feet followed by the application of plaster casts and temporary bracing/shoe. Many children born with clubfoot are misunderstood as polio affected children. In India, a child with Clubfoot is born every 10 minutes, i.e., over 50,000 children every year.

ACIF has no authority to impose penalties, Dimapur Police informs Dimapur, June 2 (mexn): The Dimapur Police has informed the public and the various offices that the Anti-Corruption and Crime Investigation Front (ACIF) is not a statutory body under the Central or the state Government and as such “has no authority

Unidentified body recovered Kohima, June 2 (mexn): An unidentified body of a non-Naga male, aged around 35-40 years, height 5 ft 11” and dark complexion, was found below NH-2 near Manipur FCI godown, Kohima on May 31 at around 9pm. AR apprehends armed NSCN (IM) cadre peren, June 2 (mexn): Troops of 18 Assam Rifles apprehended one NSCN (IM) cadre from a house at Belikui Colony near Kepuijang junction in Peren on May 29. Demography, Labor and Demographic Engineering

W

ith the supposed onward march towards progress and development, policy makers and their consultants have initiated a course of action without giving much thought about the consequences. The first evident fall-out of this approach is the ever increasing outside labor pool that is comprised primarily of unskilled laborers driven by compelling conditions in search of work in order to survive. The expansion of the labor population is occurring in an uncontrolled and unregulated rate. This demographic growth trend has adverse consequences on society, culture and the people. In the Naga context, the areas most impacted by the incoming flow of the labor pool have been around the issue of demography and employment. The effects of these consequences are self-evident and have the potential to cause far reaching short-term and long-term problems. For instance, the increase of labor force is quite unnatural and indicates abnormality, especially when it continues to be a ‘disturbed area’ of conflict. Perhaps the more important questions are whether the increase is caused by the growing numbers of indigenous people; or is it a result of the growing nonindigenous population. By any just standard this abnormality raises eyebrows and requires a thorough examination. History shows that the policy of ‘demographic engineering’ has been an ongoing phenomenon in conflict situations, particularly in the case of indigenous peoples. It is a means of diluting political issues into questions of domestication and assimilation within the lexicon of its intended mainstream. The rationale behind ‘demographic engineering’ has social, economic and cultural dimensions with a political objective. At the heart of such a project, the intention, particularly in the case of indigenous peoples, is to bring people within the effective control and mechanism of state structures. At the same time, it is not surprising that development without the people’s participation has a questionable intent. Interestingly, the drastic change in Naga demography is being felt more clearly in the last ten to fifteen years and more aggressively in the few years or so. To address the policy of ‘demographic engineering’ requires a more comprehensive approach that touches issues of employment, trans-border labor migration, and, fundamentally, the political question of citizenship. Present discussions and debates for effective policies to address the predicament of illegal immigrants form just one aspect of ‘demographic engineering.’ The tendency to isolate the issue of illegal immigrants could be counter-productive if not placed within the broader aspects of state demographic engineering which at its root has homogenizing and hegemonizing tentacles towards assimilation into the mainstream. The continuous push and pull between the contradicting elements of the center and the periphery is best demonstrated in the struggle of demographic organizing. The need to find a satisfactory solution to the policy of ‘demographic engineering’ based around the question of political citizenship will become more apparent over time. Essentially, this requires a paradigm shift around the question of citizenship, which presently for the Nagas is primarily revolving around primordial identities of exclusive territory. This shift requires a move towards a discourse where citizenship is centered on an inclusive understanding of political identity of a political nation where the will of the people is the decisive authority. Can Nagas be a dignified people without this shift?

Art is dying, getting replaced by entertainment: Shergill

H

e feels that independent music has become a 'little brother' to 'big brother' film music in India, but indie singer Rabbi Shergill says he is more concerned about how the essence of 'pure art' is fading away and getting replaced by "entertainment". "Art is dying slowly, and getting replaced by entertainment. Right now, living requires so much money that people can't really pursue pure art; so they end up diluting the art a little so that they make some money off it," Shergill told IANS in an interview. "Pure art is not being attempted anywhere... It is not so just in music but in many artistic forms. Art is dying in general. And if nothing else, it is in a state of decline," added the artiste, who performed at The Gig Hop at Dublin Square, Phoenix Marketcity, Mumbai, last week. Shergill rose to fame with "Bulla ki jaana", the song which became a vestige for music interspersed with traditional lyrics, to stream to popularity. He earned the title of 'urban balladeer' thanks to his knack of blending rhythms and sounds of Indian culture to his songs. As a flagbearer of independent music, what according to you can save art from getting wiped out from our culture? "I don't know... I am more concerned about the independent spirit of art to survive," he said. The Delhi-based singer, who completed 10 years in the music world in 2015 and has churned out hits like "Challa" from superstar Shah Rukh Khan-starrer "Jab Tak Hai Jaan", "Tere Bin", "Tu Mun Shudi" and "Jugni", finds it "complex" to comment on the current position of independent music. "It is a good time to be in independent music if you are just starting out... You have more places to perform, there is a greater likelihood of you earning an honest living as a musician, you can tour, you can improve your craft and moreover you can just be a musician." But the scene, he says, is not so encouraging for old-timers. "It is a great time to be somebody who is just starting out but it is not such a great time if somebody who has been there for long". "Independent music at one point was as big as film music. Post 2007, it has become the little brother of the big brother, which is film music. And that is where it is being confined. "We have a memory of playing the big boys and doing things on our terms... So, somewhere that can't be done now given the state of affairs. That is obviously a little disappointing for people who have been there... Now I am just glad to be able to perform and play my music." A bevy of musicians have lauded the changing times with Bollywood opening up to independent music, but Shergill feels there is a "complete absence of independent music" post 2007. He says: "If we get down to count popular independent hits since 2007, we will not be able to fill our fingers on our hands." Other than performing, Shergill is working on a new album, which, he says, will be "more meticulous than previous ones". And about plans to give music for Bollywood after "Raanjhanaa"? Well, there may be "something" this year.

NEET creates a bias for urban, rich and Anglo-Hindi students

T

he National Eligibility cum Entrance Test (NEET) as a common entrance exam is biased against students who have studied in non-Hindi mother-tongue medium, students who have studied in state boards, students who are poor and from a rural background. This bias towards urban, rich, Anglo-Hindi students in the form of the CBSE syllabus affects not only aspiring doctors but also the health-care system. Also, this centralization of power and influence in the hands of Delhi in matters of education is an ominous sign for our pluralist democracy as a whole. Let’s remind ourselves what medical entrances and hence, medical colleges are not for. They are not for providing good exam takers of 12th standard science with a prize in the form of a lucrative career. They are also not for nourishing holy cows like ‘national integration’, filling the medical college seats with the most ‘meritorious’ (with all the dubious assumptions associated with that term) or worsen the already skewed urban rural divide in the density of doctors. At a very basic level, it is to produce trained health workers who would provide health-care to the multitude and/or advance the understanding of human biology and diseases by research. The particular biases NEET are a grave challenge to these objectives. In the Indian Union, doctor density is very low. It is abysmally lower in rural areas. By handing an entrance exam advantage and hence medical college seats to students of a board who tend to be more urban with an ethno-linguistic bias, the health of hundreds of millions are being put at jeopardy. Experience from non-Hindi states show that students who hail from rural areas and who studied in their mother-tongue are the ones who are over-represented in the rural public health system. Moreover, in the communicative art that is medical practice at the grassroots, those who are divided by language, culture, class, etc from the masses are less likely to get to the heart of the complex social context of disease in South Asia and hence would be sub-standard care-givers for the grassroots. The NEET plans to not only destroy the dream of poor, rural, non-Hindi

n July 2014, I went to Donetsk, a separatist-controlled region in eastern Ukraine, to cover the shooting down of Malaysia Airlines Flight 17. It was a dangerous place at the time. The Ukrainian military and the rebels were shelling each other, and temperamental men with Kalashnikovs who had been known to kidnap journalists were everywhere. Like many foreign reporters, I was there to relay what was happening to the remains of the downed flight’s 298 passengers and crew members. Before I went to the crash site, I obtained accreditation from the separatists. This did not guarantee that I would be safe, but it was the only way to get past the armed checkpoints.Now Ukraine has labeled me an accomplice in terrorism. On May 7, the website Mirotvorets (“Peacemaker”), courtesy of anonymous hackers, published part of the separatists’ accreditation records. My name, email address and phone number were among those of more than 4,000 journalists, including freelancers like me, as well as correspondents from this newspaper, Reuters, the BBC and other outlets. We were collectively labeled “terrorist collaborators” for gaining accreditation from the separatists. The list’s publishers claimed not to know what the consequences would be of releasing this information, but it seemed clear that the intent was to encourage people to take action against the journalists on their own. Anton Gerashchenko, a member of Ukraine’s Parliament and an adviser to the Ministry of Interior, praised the publication of the list and called for journalists to assist Ukraine in its “information war” with Russia. Condemnation of the list followed from organizations including the Organization for Security and Co-operation in

mother-language medium students (that is, a plurality of all students) of becoming a doctor, it also wants to create a cadre of doctors who want urban and foreign careers, with lesser ties to soil and the realities of rural areas, where the majority live. Most states already find it hard to get qualified doctors for rural postings. An urban rich bias will destroy the system irreparably. The only beneficiaries of this regressive move will be private nursing homes, big health-care chains and of course USA – medical colleges of the Indian Union will serve as supply factories for these entities, at a greater degree than it is now. The anxiety of many parents and students on the NEET imposition is apparent. So is the solution they have planned. Many say, if they had known, they would have put their children in CBSE schools. This is exactly what the central governments have always wanted – an opportunity to catch more students whose lives can be affected by their periodic ideology driven syllabus changing fiats via NCERT and CBSE. The Indian Union government has always believed that deracination and diversity-destruction of the various ethno-linguistic nationalities of the Indian Union through top-down manipulation and usage of various carrots and sticks is a path to a homogeneous Indian-ness. It is not accidental that Bollywood, cricket and other aspects of the AngloHindi culture sphere created by post-liberalization corporate interests (including urban corporate health-care giants) have exactly this deracinated 'ideal Indian' consumer in mind. State board students have no clue about the immensity of the forces stacked up against them. NEET paves the way for that great unstated New Delhi dream – the effective destruction of state boards and hence the destruction of all the possible well-springs of autonomous ideological streams that give precedence to sentiments, realizations and consciousnesses that tie an individual to one's own society and homeland. This makes NEET a criminal project of epic proportions, something that has already been partially achieved by the introduction of a common engineering entrance examination throughout the Indian Union.

Early unstructured observations reveal a huge surge in the proportion of central-board students in engineering colleges everywhere. A side-effect of that is in the form of Hindi-Hindu-Hindustan type of political disturbances in hallowed institutions like West Bengal's Jadavpur University for the first time where some are finding the academic and ideological culture of Bengal alien and in opposition to what their own academic and socio-economic and ideological rearing taught them as ideal. The political clout of the rootless, migrant, urban, middle and upper-middle classes steeped in Anglo-Hindi national consciousness is at its peak. They are the first citizens of the Union. It is not surprising that NEET finds huge support in this group. This support for schemes that ensure legal over-representation in the name of uniformity or merit overlaps hugely with opposition to reservation. This demographic overlap is probably not accidental. What may be effective and efficient in homogeneous and unitary nations is a formula for selective cultural genocide in a nation of nations formation like the Indian Union. Which is why autonomy of state boards need to be protected. At this point, it’s important to remember that in Ambedkar's constitution, education was squarely in the state list and Delhi had no business in parking its nose through its CBSE and other agencies. During the emergency, Indira Gandhi's government transferred it to the Concurrent list, which is all but euphemism for the Union list. Now, the NEET might help CBSE cannibalize prestigious state boards and reduce the latter to the status of school-leaving certificate printers for the rural vernacular poor, like how Madrassa boards now are. That’s how much Delhi's power had grown since 1950. That’s how much we have fallen. NEET is a medicine whose side-effects are much more damaging than the disease it claims to cure. It is time for the non-Hindi states to get together, curb the powers of the Medical Council of India and make concurrence of state medical councils obligatory, and put education back into the state list, where it originally belonged in Babasaheb's constitution.

Ukraine Declares War on Journalism ian Bateson NYT Europe and the Committee to Protect Journalists. Ukraine’s ombudsman called for the website to be blocked. As criticism built, the people running Mirotvorets said they would take their website offline and the Kiev prosecutor’s office began an investigation into whether or not those running the site had committed a crime. In response, the interior minister, Arsen Avakov, declared his support for Mirotvorets and accused those who criticized the publication of the list of harboring separatist sympathies. His Facebook post received over 3,000 likes, and the publication of the list is strongly supported by the public. After an official from the Ministry of Information Policy said on TV that the list threatened the lives of journalists her boss, Yuriy Stets, posted an apology on social media, saying that the official did not represent the ministry’s position. Emboldened by the support, the website is now back online and has posted additional journalists’ contact information. The editors stated that they would not listen to the “whimpering” about “freedom of speech.” An adviser to the head of the Ukrainian Security Service announced that the journalists on the lists were being investigated as potential spies.

These lists are nominally about who has interacted with the separatist rebels, but they create a wider — and more dangerous — precedent. The website and its supporters in government are suggesting that journalists can be divided into two camps: those who support the state and those who are against it, with the implication that journalists who criticize the government should be silenced. This is dangerous in any society, but especially in Ukraine right now, where critical journalism is especially necessary. Few reforms have gone fully into effect and the country has recently taken a hard turn back toward cronyism. President Petro O. Poroshenko installed a close ally as prime minister, breaking the division of legislative and executive power established after the Maidan Square protests in 2014 that led to the ouster of his predecessor. He also named a crony with no law degree as general prosecutor. As corruption and nepotism threaten the hope of Ukraine’s revolution, journalists are being told that they are helping the enemy just by doing their jobs. Ukraine has long felt outgunned by Russia’s propaganda machine. Moscow’s state-sponsored TV channels and Internet trolls have tried to divide

Ukraine and turn global sentiment against it. Kiev lacks the budget to match those propaganda projects, but many Ukrainian publications and journalists avoid reporting news that looks bad for their country or could serve Russian propaganda. Ukrainian officials recognized this reluctance as a useful political tool. They now seek to explain away any criticism as Russian “hybrid warfare.” That is how Mr. Poroshenko dismissed a New York Times editorial criticizing his failure to tackle corruption. In trying to encourage “patriotic” journalism, in which the state always receives the benefit of the doubt, Ukrainian officials are actually fostering a journalism culture similar to Russia’s. Russia, too, chastises reporters and publications that publish stories critical of the government for not being patriotic. And that’s why not many do so anymore. Recently, the editorial staff of one of the few remaining independent news organizations in Russia, RBC, was dismissed following government pressure. There are also darker chapters of silencing critical journalists, including accusations of murder. Most senior Ukrainian officials have avoided commenting on the release of journalists’ names and information. But they should now act in accordance with the Western values that they claim to believe, and condemn the defamation of journalists just for working in separatist-controlled areas. They must also ensure that the offending website is shut down and that the investigation into who published the list results in criminal charges. This alone will not ensure that the country’s news media is free and fair, but it will help set the right tone. Ukraine must not sacrifice press freedom in its struggle to survive war. groforestry is any sustainable land-use system that maintains or increases total yield by combining food crops (annuals) with tree crops (perennials) and/or livestock on the same unit of land, either alternately or at the same time, using management practices that suit the social and cultural characteristics of the local people and the economic and eco¬logical conditions of the area Low income countries mostly rely on agriculture for rural livelihoods and development. Nevertheless, agricultural systems in developing countries are adversely affected by land pressure and climate change, both of which threaten food production. Reduced productivity due to land degradation exacerbates the food deficit, despite the relative success of intensive agricultural systems that are promoted in many regions of the world. Various environmental impacts of agricultural intensification and food production, with negative impacts on soil and biodiversity, result in adverse feedbacks on climate, food security and on-farm income at local scale. There are many ways to achieve sustainable agricultural goals through the combination of increased yields with ecosystem services, but there are few options where agroecosystem diversity and farm productivity are enhanced simultaneously. Some forms of agroforestry require low external inputs (pro-poor), have a high recycling rate, and good integration of trees, crops and animals, making them good candidate for achieving both sustainable livelihood and climate changes objectives. Under this system agricultural crops can be grown upto two years under protective irrigated condition and under rainfed farming upto four years. Crops can be grown profitably upto the above said period beyond which it is uneconomical to grow grain crops. However fodder crops, shade loving crops and shallow rooted crops can be grown economically. Wider spacing is adopted without sacrificing tree population for easy cultural operation and to get more sunlight to the intercrop. Performance of the tree crops is better in this system when compared to monoculture.

Example: Gliricidia sepium, Sesbania grandiflora, Erythrina sp, Acacia sp. c) Trees and shrubs on pasture: In this system, various tree and shrub species are scattered irregularly or arranged according to some systemic pattern to supplement forage production. Example: Acacia nilotica, Acacia leucophloea ,Tamarindus indica, Azadirachta indica. III) ALLEY CROPPING Alley farming is an agro-forestry system in which food or forage crops are grown in the "alleys" between hedgerows of trees or shrubs. Trees or shrubs - preferably fast-growing, leguminous (nitrogen-fixing) species are established in hedgerows usually spaced 4-8 meters apart. Trees are periodically pruned and managed during the cropping phase to prevent shading of the companion crops. Pruning of foliage and young stems are incorporated into the soil as green manure or used as mulch. Some portion of the tree foliage can be harvested and fed to livestock, particularly small ruminants.

oil is the single most important natural medium for crop production. Crops require different nutrients for their growth and development which they derive from the soil. Thus, soil fertility is an important requirement for crop production. In fact, soil supplies 13 of the 16 elements required for the nutrition of crop plants. These essential nutrients must be available continuously in balanced proportions. But this is not always true with all types of soils. There are certain soils which do not fulfill these objectives and, as such, are supposed to be infertile. On the other hand, there are soils which fulfill all these requirements and are called fertile soils. Therefore, soil fertility is an aspect of the soil-plant relationship viz. plant growth with reference to plant nutrients available in soil. Soil fertility is the most important asset of a nation. Maintenance of soil fertility is an important aspect of agriculture. Nutrients are continuously removed from the soil by crops in addition to losses by leaching and erosion. It is therefore, imperative that sound soil and crop management practices are adopted to improve and maintain soil fertility and soil physical conditions for the purpose of sustained crop production. It is now a well established fact that long term application of organic manures and chemical fertilizers helps to improve and maintain soil fertility, soil productivity and soil physical conditions. Maintaining soil fertility is imperative to step up agricultural production to meet the demands of the ever increasing population. Soil fertility and agricultural production can be maintained only by efficient and judicious management of nutrient addition to the soil from external sources. Of the two sources most widely used all over the world, one is organic in nature the organic manures, simply called manures, and the other comprises the synthetic or naturally occurring chemical fertilizers, simply called fertilizers. What are manures & fertilizers? Manures maybe defined as materials which are organic in origin, bulky and concentrated in nature and capable of supplying plant nutrients and improving soil physical environment having no definite chemical composition with low analytical value produced from animal, plant and organic wastes and by products. It includes farm yard manure (FYM), composts, green manures, etc. Generally farm yard manures and composts are the decomposed products of agricultural by-products (animals and crops). Whereas green manures may be defined as materials which are undecomposed green plant tissues susceptible to decomposition in the soil after incorporation. Fertilizers may be defined as materials having definite chemical composition with a higher analytical value and capable of supplying plant nutrients in available forms. Usually fertilizers are inorganic in nature and most of them are the products of different industries. There are generally three types

of chemical fertilizers available in the market namely Nitrogenous, Phosphatic and Potassic fertilizers. These types of fertilizers are mostly used by the Indian farmers for crop cultivation. The most important nitrogenous, phosphatic and potassic fertilizers used by the farmers are ammonium sulphate, urea as N sources, superphosphate and rock phosphate as P sources and muriate of potash as K sources. Sometimes micronutrient fertilizers like zinc sulphate as zinc sources, borax as boron sources, etc is used by farmers. Efficient use of fertilizers Researchers have shown that plants cannot utilize more than 60% of Nitrogen and 20% of Phosphorus applied through fertilizers, even under the best management practices. Under ordinary conditions plants hardly avail more than 30% Nitrogen and 10% Phosphorus applied through fertilizers. Major part of the nitrogenous fertilizer is either lost to the atmosphere in the form of gas or leached down in the soil along with soil water. Likewise a large portion of phosphorus is fixed with the soil particles and plants cannot avail it. Therefore, the following measures should be considered in order to obtain maximum benefit with the minimum dose of fertilizer applied. 1. Fertilizer scheduling should be based upon soil test and crop need 2. Placement of fertilizers: Placement of fertilizers is preferred to the broadcast application. This is especially important for phosphatic and potassic fertilizers. Placement of fertilizers in the root zone (5-8 cm deep) increases availability of nutrients to the crop. 3. Mixing should be done carefully 4. Soil texture and duration of crop 5. Water management 6. Use of micronutrients 7. Use of amendments 8. Proper agronomic practices 9. Use of organic manures: Application of fertilizers coupled with organic manures has mutual beneficial effect on each other. Organic manure prevents the loss of fertilizer nutrient from the soil and also counteract the acidic or alkaline impact of fertilizers. On the other hand, in the presence of fertilizer nutrients, organic manures release plant nutrients more rapidly. 10. Use of bio-fertilizers 11. Use of slow release fertilizers 12. 24 held guilty, 36 freed in Gulberg massacre AhmedAbAd, June 2 (IAnS): Fourteen years after an armed mob set ablaze the Gulberg Housing Society, massacreing 69 people, including former Congress MP Ehsan Jafri, a special Gujarat court on Thursday convicted 24 people, including VHP leader Atul Vaidya, but rejected the serious prosecution charge of conspiracy. Special Sessions Court Judge P.B. Desai also declared 36 of the 66 accused as "not guilty" for want of evidence and ordered their acquittal. Zakia Jafri, the widow of Ehsan Jafri, who had taken up the matter to the Supreme Court, voiced her unhappiness at the verdict, terming it "half justice". She said she would appeal to the Gujarat High Court against the verdict. Of the 24 people convicted, the court found 11 persons guilty of committing murder under Section 302 of the Indian Penal Code and 13 others guilty of lesser crime. Atul Vaidya has been convicted for lesser crimes under Section 436, among others, for attacking and burning shops and houses. Former Congress corporator Megh Sinh Chaudhry is also among those convicted. Those set free include Bharatiya Janata Party (BJP) corporator Bipin Patel and police inspector of Meghaninagar K.G. Erda, who had filed the first FIR in the case but later was included among the accused for dereliction of duty. Patel is a sitting corporator from Asarva ward. He was also corporator in 2002 when the massacre took place on February 28, a day after 59 train passengers, most of them Hindu pilgrims, perished in a fire on the Sabarmati Express near Godhra train station. A secret video filmed by a group of cops in Karnataka highlighted the blatant harassment of junior staff by senior officers. The Bangalore Mirror published pictures showing policemen mopping the floor of a community hall prior to its inauguration. These cops work under HS Venkatesh, deputy inspector general of police, Railways in Karnataka and the hall is owned by him. DIG’s subordinates alleged that he regularly deputed his station staffers for personal work at the community hall and temple that he owns. Bad behaviour and abuse were an everyday feature. Constables were even suspended if they did not serve food properly at the temple. Since the news report came to light, DIG HS Venkatesh has been removed from his current posting. In a meeting held to discuss the 4 June police strike by hundreds of lower rank policemen in Karnataka, the Chief Minister came down heavily on senior officials regarding mistreatment of constabulary and lower-rank cops. A senior police officer present at the meeting said: ‘What actually goes on in the po-

lice department? Who are these constables in uniform and for whom are they working like this? Who is the officer who has ordered them to do this work in a private place’, the CM furiously asked the chief secretary and the state police chief. The CM ordered immediate action and a detailed enquiry into the incident. The video was shot by constables ahead of a three-day function, which began on 29 April, at the hall in Anjanapura. DIG Venkatesh employed several policemen to make arrangements for the event the previous day. Bangalore Mirror quoted one of the policemen saying; He harasses us a lot. He makes us work like servants, and stops at nothing. He shouts at us for the smallest things in office. For the last five days, he has made all policemen do all the cleaning, including the bathrooms. We have been made to work late nights to prepare and clean the hall for the three-day programme he had organised. He even uses us for work at his farmhouse in Tumakuru. The CM has demanded a factfinding report on the incident stating that the official’s act merely added fuel to the fire being stoked by police personnel calling for the June 4 protest. DIG Venkatesh however has denied the allegations.

The SIT was asked to investigate the incidents that occurred in Godhra, Sardarpura, Gulberg Society, Ode, Naroda Gaon, Naroda Patiya, Deepla Darwaza and the one in which three British nationals of Indian origin were killed. Cold shock: E.coli bacteria found in 92 per cent ice samples in Mumbai mumbAI, June 2 (IAnS): Beware before you ask for ice cubes to chill up your soft drinks, fruit or milk shakes or a favourite cocktail anywhere outside, with the BrihanMumbai Municipal Corporation revealing on Thursday that it found the dreaded E. coli bacteria in 92 per cent of all ice samples tested prior to the monsoon

across the city. The presence of the bacteria - indicative of inferior/ impure quality of water used to freeze into ice-cubes - can lead to severe gastroenteritis, diarrhea, vomiting, food poisoning and other illnesses. The samples were tested in all 24 BMC wards from ice sellers, hotels, restaurants, bars, juice stalls, dairies,

sweetmeat shops, ice-gola vendors, fast food outlets, lassi sellers, etc. The development comes barely a week after bread used widely in homes and by Mumbaikars in the form of sandwiches, 'vada-pavs', 'pav-bhaji' and other quick meals - was found to contain certain potentially carcinogenic substances.

'Eastern India focal point of my development plan' bAlASoRe (odIShA), June 2 (IAnS): Prime Minister Narendra Modi on Thursday said eastern India has remained economically backward but his government has focussed its development plan to uproot poverty from the region. Addressing a public gathering in this coastal district of Odisha, Modi said the governments were visible in the Bharatiya Janata Party (BJP)-ruled western and central states of India and far more developed than their counterparts in the east. He named Maharashtra, Gujarat, Madhya Pradesh, Rajasthan, Chhattisgarh and Haryana as "more developed states" in the country than Bihar, West Bengal, Assam and Odisha, "Poverty (in the eastern region) is increasing. People from here go to western states for jobs. Why? You have every resource to be self-sufficient. The god has given you everything," he said.

"But despite that why is the poverty still chasing us. Eastern India needs more development. And that is why all our developmental plans have preferred eastern states including Odisha." He said that the policies of his government "related to everyday problems of the poor in India". "Who needs government? Do rich people need government. If anybody needs it, its is the poor of the nation. Governments are for the poor...we have to defeat poverty. Get rid of it. And that is why we work towards the empowerment of the poor." Modi said that the previous central governments have been shouting slogans to eradicate poverty. The prime minister said his government has already electrified more than 18,000 villages in India.

Sarkar had been a doctoral candidate at the school, the Los Angeles Times reported, citing police. Sarkar is listed on a UCLA website as a member of a computational biomechanics research group run by the victim William Klug. The shooting prompted the sprawling urban campus to close for about two hours on Wednesday as police confirmed that Sarkar and his victim, 39-year-old engineering professor William Klug, were the only people involved in the incident.

India joins global code against ballistic missile proliferation neW delhI, June 2 (IAnS): India has joined the Hague Code of Conduct (HCoC) Against Ballistic Missile Proliferation, the government announced on Thursday. “India has joined the Hague Code of Conduct Against Ballistic Missile Proliferation by notifying the HCoC central contact in Vienna through diplomatic channels,” Ministry of External Affairs spokesperson Vikas Swarup said in his weekly media briefing here. “The HCoC is a voluntary, legally non-binding international confidence building and transparency measure that seeks to prevent the proliferation of ballistic missiles that are capable of delivering weapons of mass destruction,” he said.The HCoC was formally brought into effect on November 25, 2002, at a launching conference hosted by the Netherlands in The Hague.

Cyber crimes reported in India rose 19 times over the last 10 years (2005 to 2014), from 481 in 2005 to 9,622 in 2014. India is now ranked third - after the US and China - as a source of “malicious activity” on the internet, second as a source of “malicious code” and fourth and eight as a source or origin for web attacks and network attacks. Arrests involving cyber crimes also rose nine times from 569 in 2005 to 5,752 in 2014, according to National Crime Records Bureau (NCRB) data, even as more Indians logged on to the internet. Internet subscribers in India crossed the 400 million mark, and are expected to reach 462 million by June 2016. As many as 9,622 cyber crimes were reported in 2014, an increase of 69 per cent over 2013. Of these, 7,201 were reported as offences under the Information Technology (IT) Act, 2,272 under the Indian Penal Code (IPC) and 149 under Special and Local Laws (SLL). Under the IT Act, the most - 5,548 cases - reported were computer-related offences, of

which 4,192 were under Section 66A, which allows for jail terms up to two-three years for sending “offensive messages through communication service” and related offences. Section 66A of the IT Act was struck down by the Supreme Court in March 2015, saying: “Such a law hit at the root of liberty and freedom of expression, the two cardinal pillars of democracy." bhubAneSWAR, June 2 IndIA (ThomSon ReuTeRS FoundATIon): Odisha is the first region in the country to give transgender people social welfare benefits - such as a pension, housing and food grains - usually allocated for only the most impoverished, an official said on Thursday. Niten Chandra, principal secretary of Odisha's Department of Social Security, said the move to give the transgender community the same benefits as those living below the poverty line was aimed at improving their overall social and economic status. "Most transgender people are in a very bad condition because of social exclusion. For example, they very often do not get employment easily," Chandra told the Thomson Reuters Foundation. "The government had a consultation with transgender people in April, and they had raised their problems and issues. On that basis, we are now taking many decisions to help them giving them the Below Poverty Line status is one of them."

There are no official figures, but activists say there are hundreds of thousands of transgender people in India, many of whom face ostracism and discrimination, as well as verbal, physical and sexual abuse. A lack of access to education and employment opportunities has meant many maleto-female transgender people - also known as "hijras" - end up forced into sex work or moving around in organised groups, begging or demanding money. In a landmark judgment in April 2014, Supreme Court recognised transgender as a legal third gender and called on the government to ensure their equal treatment. The court recognised the community as a marginalised group and directed authorities to implement policies to improve their socioeconomic status. Identity documents such as birth certificates, driving licenses and passports must now recognise the third gender, and a certain number of public sector jobs, seats in schools and colleges must be allocated to third-gender applicants.

Chandra said Odisha's transgender population was unofficially estimated at 40,000, but added a survey would be conducted soon to get a more accurate figure. Members of the transgender community will be given Below Poverty Line (BPL) cards that will allow them to access benefits under various government welfare programmes. This includes schemes that provide free housing, 100 days of paid work annually, pensions and loans to start up their own businesses. They would also be entitled 5 kg of food grains every month under India's National Food Security Act. Transgender rights groups welcomed Odisha's new policy and called for its effective implementation. "We are thankful to the government. This is a welcome step. At least now the government has started recognising our problems," said Meera Parida, chairperson of All Odisha Third Gender Welfare Trust. "However, we will benefit only when such a decision is implemented properly and does not remain just on pen and paper."

Islamic State faces major assaults in Iraq, Syria SOUTHERN OUTSKIRTS OF FALLUJA, IRAq/WASHINGTON, JUNE 2 (REUTERS): Islamic State insurgents faced major assaults on two fronts in both Iraq and Syria on Wednesday in what could prove to be some of the biggest operations to roll back their caliphate since they proclaimed it in 2014. In Syria, U.S.-backed militia with thousands of Arab and Kurdish fighters were reported to have captured villages near the strategically-important Turkish border after launching a major operation to cut off Islamic State’s last access route to the outside world. In Iraq, Prime Minister Haider Abadi ordered his troops to slow an advance at the gates of Falluja, Islamic State’s closest redoubt to the capital Baghdad, to limit harm to civilians, two days after the army poured into rural areas on the city’s outskirts. Both operations are unfolding with the support of a U.S.-led coalition that has been targeting the ultrahardline Sunni Muslim militants, who proclaimed a caliphate to rule over all Muslims from territory in the two neighbouring countries. Panama’s indigenous tribes launch drones to fight against deforestation BOGOTA, JUNE 2 (THOmSON REUTERS FOUNDATION): Indigenous people in Panama are using drones as a new weapon to monitor deforestation on their lands as thousands of hectares disappear every year in one of the world’s most biodiverse rainforests, the United Nations said. More than half of Panama is covered with tropical rainforest, home to various indigenous groups who rely on the forests to survive. “The main objective of monitoring with drones is to identify changes in specific points of the forest cover,” the U.N. Food and Agriculture Organisation (FAO) said in a statement on Wednesday. “The monitoring is carried out in areas under deforestation and degradation pressure, which are only observable with high resolution spatial images.” Indigenous people make up nearly 13 percent of Panama’s population of 4 million, with about 200,000 living on autonomous tribal lands, known as comarcas. “These tools enable us to better know the forests’ characteristics

and resources we have in our territories,” Eliseo Quintero, a leader of the Ngabe-Buglé tribe, said in a statement. Panama’s indigenous groups first started using drones to monitor their ancestral lands last year, the FAO said. The current FAO drone project began in February and is being carried out through the U.N.’s Reducing Emissions from Deforestation and Forest Degradation Programme (UN-REDD), in partnership with Panama’s environment ministry and the non-governmental Rainforest Foundation. The project focuses on seven ethnic tribes in Panama. Up to three representatives of each tribe, including women, are trained to use drones, download and interpret images, produce detailed maps and collect data. The project’s first drone flight was last month, the FAO said. Drones can be used year-round and can also help indigenous groups to monitor forest fires, crop harvests and water sources, it said. Giving indigenous groups tools like drones to help them protect their

forests is also one way to reduce carbon dioxide emissions caused by deforestation, the FAO said. For Panama’s indigenous groups, like others in the world, forests are a key source of water and food. Panama loses about 20,000 hectares each year to deforestation, according to the National Association for the Conservation of Nature (ANCON), a Panamanian non-profit. Across Latin America and the Caribbean nearly 2 million hectares of rainforest disappear every year, largely due to illegal logging, the FAO says. Since the 1980s Panama has introduced legislation to protect indigenous rights and land, including a 2008 law that gives indigenous communities living outside the comarcas the right to request official recognition of their lands. Still, the report said swathes of indigenous lands have been lost, taken over by hydroelectric dam projects, private mining companies and cattle ranchers, and destroyed by illegal loggers who cut down precious timber such as redwood and mahogany.

Worldwide spending on cancer medicines will exceed $150 billion by 2020, driven by the emergence of expensive new therapies that help the immune system to attack tumors, according to a global oncology report released by IMS Health Holdings on Thursday. That represents an annual global growth rate for oncology drug spending of 7.5% to 10.5% through 2020, up from last year’s IMS forecast of 6 percent to 8% growth through 2018. The figures are based on the medicines’ list prices, which exclude discounts and rebates, and also include supportive care drugs to address side effects like nausea and anemia associated with many treatments, particularly chemotherapies. Global oncology drug spending reached $107 billion in 2015, an 11.5% increase over the prior year and up from $90 billion in 2011, as some 70 new cancer treatments for more than 20 tumor types entered the market over the past 5 years, IMS found. “The new science redefining cancer as a large number of narrowly defined diseases and yielding therapeutic options for an expanding number of patients is rapidly transforming the oncology treatment landscape,” Murray Aitken, executive director of the

IMS Institute for Healthcare Informatics, which produced the report, said in a statement. However, more than half of those new drugs are available to patients in only 6 countries, and even fewer are reimbursed under public insurance programs, the report said. Salvador Panelo, Duterte’s spokesperson, told Philippine broadcaster ABS-CBN, the question of apology arises when something wrong has been done and added the presidentelect’s remarks were misinterpreted. Duterte, who will take office on June 30, triggered a wave of criticism after his remarks in a press conference on Tuesday that many of the journalists, who had been killed in the country in recent years, had been murdered because they were corrupt. “Just because you’re a journalist you are not exempted from assassination,” Duterte told reporters in the southern Davao city. On Wednesday, non-profit organisation Reporters Without Borders (RSF) urged the Philippine media to boycott the Duterte administration’s news conferences until the leader issues a public apology and also asked the media to press lawsuits against him, EFE news reported. “We urge organisations that rep-

Netanyahu made the comments during a ceremony at the Bar-Ilan University Faculty of Medicine in northern Israel’s Galilee, Xinhua reported. “The way to peace does not go through international conferences that seek to impose agreements, make the Palestinians’ demands more extreme and thereby make peace more remote,” the prime minister said, according to a statement from his office. He reiterated his position that the only way to achieve peace is through direct talks “without preconditions”. The comments are made prior to a planned meeting of various international foreign ministers on Friday, in order to discuss the French initiative. 17 mn women & girls collect water in Africa, at the risk of rape & disease LONDON, JUNE 2 (THOmSON REUTERS FOUNDATION): At least 17 million women and girls in Africa collect water every day, which increases their risk of sexual abuse, disease and dropping out of school, a study published on Wednesday has found. It is one of the first studies to calculate how many women and children were responsible for water collection in Africa, the researchers said. Using datasets from the World Bank, the U.N. children’s agency UNICEF, and the U.S. Agency for International Development, researchers found that around 3 million children and 14 million women collect water in sub-Saharan Africa. “The absolute number of adult females affected by this practice was a shock to me,” Jay Graham, lead author of the study, told the Thomson Reuters Foundation. “I knew it would be large... but I didn’t realise it would be that high,” added Graham, who is professor at the Milken Institute School of Public Health at The George Washington University. Demand for water is expected to increase by 2050 as the world’s population is forecast to grow by one-third to more than 9 billion, according to the United Nations. As climate change strengthens, drought is becoming more frequent and severe in southern Africa, and that – combined with this year’s El Nino phenomenon – is taking a heavy toll on rural lives and economies. “With climate change, it’s going to be more of an uphill battle,” said Graham. “If there’s focused attention on it and resources, we can improve upon the situation but I do think it’s going to become more difficult.” But it also crucial to address gender inequality and to recognise the unpaid labour that women do across the globe, he said, which he believes is the underlying issue. “There is a need to address cultural values and really shifting the belief that women and men are equal too.”

With less than two months before the Aug. 5 opening ceremony in Rio, Brazilian organizers were scheduled to deliver a report Thursday to the International Olympic Committee executive board. Organizing committee head Carlos Nuzman will present the report to the board in Lausanne, with Rio Mayor Eduardo Paes speaking by video conference from Brazil. The IOC will also hear progress reports from organizers of the 2018 Winter Games in Pyeongchang, South Korea, and the 2020 Tokyo Olympics. IOC President Thomas Bach plans to visit Brazil from June 14-16 to check on Rio's preparations for himself. He will also meet in Brasilia with acting President Michel Temer, who

took over last month after Dilma Rousseff was suspended pending a Senate impeachment trial. The IOC has already sent experts to Brazil to work with the organizers. Christophe Dubi, the IOC's executive director of the Olympic Games, is currently in Rio. His predecessor, Gilbert Felli, has been the IOC's point man in Rio for the past two years. Last week, a group of 150 scientists suggested the Olympics should be postponed or moved because of the outbreak of Zika, which has been linked to severe birth defects. But the World Health Organization said there was ''no public health justification'' to call off the Olympics, and the IOC has repeatedly said the games will go ahead. Brazil is also dealing with its worst economic recession since the 1930s, leading to the slashing of Olympic budgets. While most venues are ready, the $43 million velodrome has faced serious construction delays. UCI President Brian Cookson said last week he remains

Rio organizers have said there will be no time for a test event at the velodrome, but they are still planning a ''training session'' June 25-27 - six weeks before the games. MELBOURNE, JUNE 2 (REUTERS): The path to the Olympics is paved with potholes for many athletes but few can claim to have overcome hardship like wrestler Vinod Kumar, who was thrown from a speeding train by a rival's family in India before landing on his feet in Australia. Melbourne-based Kumar will compete for his adopted country in the 66 kg-class of Greco-Roman wrestling at the Rio de Janeiro Games, six years after landing Down Under with a suitcase in hand and a head full of troubled childhood memories. Winning the Olympic ticket was karma, according to Kumar, and a reward for forgiving the people who all but killed him when he was a teenager competing on India's wrestling circuit. "Wrestling is big in India," the 31-year-old Kumar told Reuters in an interview at his Melbourne home. "Fathers all want their sons to win... I forgave them because I believe in karma and I believe in God." Born in a small village near New Delhi and raised in a family of wrestlers, Kumar competed at junior national tournaments across the country from a young age. In 2001, he boarded a long-haul train to an event in southern India with other young wrestlers but never arrived. BROKEN BONES As the night train coursed through coastal forests in Karnataka state, Kumar was handed a spiked soft-drink and immediately felt dizzy after taking a mouthful. He went groggily to the carriage's doorway to get some air and two men, one the father of a rival wrestler, hurled him from the train before it sped into a tunnel. Bones were broken in his arms and legs as his body careened off the tracks to settle by a body of water.

"The train was going very fast. Maybe 100-130 kilometres (per hour)," the shaven-headed wrestler said in halting English. "My clothes were all torn, like I was just wearing my underwear." Fifteen years later, Kumar lifts up his shirt and trouser leg to show deep scars along his chest and knee but can now chuckle about the absurdity of what happened. He spent the night conscious and in searing pain, unable to move as mosquitoes bit him and flies buzzed around his wounds. Kumar believes he would have died if he had not been discovered by rail workers in the morning, putting him on another train bound for a hospital that could treat him. "No one knew where I was for 15 days, everybody thought I was dead," he laughed. When returned to his family, police arrested five of the men who were on the carriage. DIRT WRESTLER His family launched

legal action as Kumar lay bed-ridden for a year. One of his brothers refused a compensation payment from the boy-wrestler's father. Kumar eventually returned to competition and although he appeared in court "two or three times", the case dragged on for years and he told his family to drop the lawsuit. His forgiveness was not shared by his family, however, and caused a rift so deep that Kumar left home for good. He then spent years roaming the country, competing for cash prizes in towns and villages in conventional freestyle events and in 'pehlwani', India's traditional dirt wrestling. Australia promised a fresh start but it has been tough for Kumar since landing in 2010 with little English and no skills. With no professional wrestling to speak of in Australia, Kumar has worked as a courier and a bouncer at nightclubs to earn money and says he owes friends up to A$15,000 ($10,800).

Both parents have died since he left India, his mother of a heart attack only two weeks before his interview with Reuters. "Sometimes I'm feeling very upset, thinking I am here and I have no money, nothing here," said Kumar, sitting on his bed with a clutch of medals hanging by the wall. "I feel it's too hard here and I want to quit... Then I go to the club (to train) and have a better feeling." After earning his ticket to Rio in April at a qualifying tournament in Algeria, Kumar feels the grind has been worth it. Melbourne's prominent Indian community have rallied to his cause and he will head to Brazil hoping to become Australia's first wrestling medallist in more than 60 years. He said the boy-wrestler's father who threw him from the train is dead and that the man's wife had hanged herself. Their son has not succeeded in wrestling. "Now he's nothing and I'm an Olympian," Kumar said. "This is karma."

Mass culture is culture which is mass produced, distributed, marketed and consumed. Mass culture is the culture that is widely disseminated via mass communication and mass media. The rapid spread of mass culture implies the spread of western, modern-industrial consumer culture. By its own definition, “a large amount of material”, “mass” carries connotations of loss of identity and the self through anonymity, loneliness through social distance and impersonality, breakdown of institution of marriage through secondary relations, loss of folk community ties, selfishness through high mobility and conformity, etc. In this contemporary world of posteverything, where concepts and things are fragmented, the intellectual need of gathering the reigns of multiplicity and delivering explanations must be sought after by the ‘guardians’ of academia. Should we allow our younger generation to swim with the current and drown in the ocean of mass culture and its ram-

ifications? Look at what mass media is doing to them. Insulation against these giant waves of globalisation and mass culture is an impossibility and certainly not a solution. We are all part of it. Even the peasant in the remotest village of Nagaland is not insulated. How then, are we to cope with this confusion? Will talks about preserving one’s identity and culture work the magic? How do we preserve our identity and culture when they themselves are not static? What is actually one’s culture? If culture is dynamic, how to we hold on to it? Wouldn’t it be like chasing one’s tail? This is not to suggest that we should retrieve all that is past and live it. However, the point here is to make intellectual assessments about our present lives by reflecting on the wisdom of our past. Just as every culture has it origin myth, so also does every culture have a repository of values, norms, customs, beliefs and practices. Edward Burnett Tylor’s celebrated definition of culture in ‘Primitive Culture’, published in 1871, is perhaps, the most comprehensive, inclusive and oft-quoted definition of culture in its ethnographic or anthropological sense: “that complex whole which includes knowledge, belief, art, morals, law, custom and any other capabilities and habit acquired by man as a member of society”.To disown them is to sell our birthright to the usurping claws of mass culture. To my understanding, we should understand the dichotomy between folk culture and mass culture in order to come to terms with the dynamics of the larger picture of one’s culture. Folk culture is at high risk because of the consumerist nature of mass culture. It is at risk of being exploited, subsumed or dissolved into the very matrix of mass culture. Nagas today are entirely caught up with the politics of power, be it political, social or economic power. All our actions, our goals are directed towards acquiring more and more power. But what about cultural power? What about

balancing and negotiating a mature cultural space whereby our society will not be tossed about like a ship in a storm by external influences? There is no fast and ready answer. Nevertheless, under the rubric of cultural studies, one understands the dynamics of culture and an understanding of the world around us, and most importantly, about ourselves. While we are being bombarded everyday by the subtexts of mass and popular culture, we must learn to deal with some of these insidious influences with an intelligent approach. Young learners should be educated in this area so that they learn to look at the larger picture of Globalisation and its ramifications with prudence. For this reason, I strongly feel that one of the best approaches is to introduce cultural studies as a part of the curriculum of Higher Education. This is a discipline which offers an alternative space for learners to negotiate between layers of realities. It is a platform for aspiring Naga scholars to study their vernacular languages and engage in translations. It is a site for excavating, documenting and transcreating folklore of the Nagas. It will establish academic scholarship in the various genres of Naga Indigenious Art, Music, Dance and Song. It will display the power relations of Naga society and culture, politics and culture, economics and culture, memory and culture. It will redefine various colonial concepts and restructure multiple perceptions of who we are. In other words, the introduction of this discipline will be a search for meaning. Paul Willis, while negotiating the eclectic nature of cultural studies suggests that it is a discipline of the disciplines. A context-specific study of culture alone does not qualify it the space of cultural studies. As Chris Barker points out, “It remains difficult to pin down the boundaries of cultural studies as a coherent, unified, academic discipline with clear-cut substantive topics, concepts

and methods that differentiate it from other disciplines. Cultural studies has always been a multi- or post-disciplinary field of inquiry which blurs the boundaries between itself and other ‘subjects’.” The inter-disciplinary character of this study makes it one of the core elements of post-modern studies. It deals with the post-modern predicament of societies, cultures, families and individuals. Since it is not limited by boundaries, it becomes the tool of understanding other disciplines and also provides the vehicles to negotiate modern day dilemmas, perplexities and crises. Higher Education in Nagaland and it’s ‘guardians’ should wake up to the challenges faced by our society today. If education does not illuminate or attempt to answer the questions posed by modern day predicaments, how do we advance in the true sense of the word? Building mansions, wearing the most expensive clothes and driving the best SUVs through money unaccounted for does not make us culturally ‘advanced’ and ‘developed’. Jokes have their own culture-specific connotations. I remember a joke about how a man reported a missing wife. He was able to describe in detail the specifications of the car in which his wife drove away but he could not give a detailed description of his wife. Likewise, while we willingly fall victim to a consumerist market we neglect the higher dimensions of quality life. This prompts us to question the location of our priorities and how much weightage is given by the guardians of education to curriculum revision, on incorporating new disciplines and methodologies for upcoming scholars and the development of infrastructure of educational institutions. The discipline of Cultural Studies is not the last word in bringing maturity and stability to our society. It is only the beginning. The move is seen as a step further in developing the women's game after the cricket board planned to introduce central contracts for them. "India's women cricketers can now play in overseas leagues in Australia and England, subject to their contracts being approved by the BCCI. The decision, taken during a meeting of the BCCI's women's cricket committee on Wednesday, paves the way for India's players to take part in tournaments such as the Women's Big Bash League in Australia and the Women's Super League in England," espncricinfo.com reported on Thursday. However, BCCI's announcement may have come too late, as the inaugural WSL will be held from July 30 to August 14 and the Indian board is yet to decide on the issue when the England and Wales Cricket Board (ECB) sent a letter to all full members seeking their permission to enlist players. Manchester City sign midfielder Guendogan from Dortmund

LOnDOn, June 2 (aFp): English football's financial might was demonstrated anew on Thursday as business analysts Deloitte revealed that England's 92 professional clubs generated record £4 billion ($5.8 billion, 5.2 billion euros) revenues in 2014-15. Fired by the all-powerful Premier League, which saw revenues climb three percent to £3.3 billion, England's professional clubs breached the £4 billion threshold for the first time. Premier League clubs generated £1.5 billion more than their nearest rivals in Germany's Bundesliga and with a new £5.14 billion television rights deal due to kick in this year, their dominance is set to continue. "The pace of football's financial growth in two and a half decades is stagger-

ing," said Dan Jones from Deloitte's Sports Business Group. "By half-time of the second televised Premier League game next year (season), more broadcast revenue will have been generated than during the whole of the First Division season 25 years ago. "For the first time, the Premier League leads the football world in all three key revenue categories -commercial, match-day and broadcast -- and this is driving sustainable profitability. "When the enhanced new broadcast deals commence in the 2016-17 season, operating profits could rise as high as £1 billion." Deloitte's 25th Annual Review of Football Finance revealed that Premier League clubs recorded a second consecutive year of

pre-tax profits in the 201415 financial year (£121 million), which last happened in 1999. While the revenue increase was a modest three percent, operating profitability (£546 million) was the second highest it has ever been.

The Bundesliga (316 million euros) and Spain's La Liga (264 million euros) -- home of this season's Champions League winners Real Madrid and runners-up Atletico Madrid, as well as Europa League champions Sevilla -- also generated profits. But clubs in Italy's Serie A (-133 million euros) and France's Ligue 1 (-35 million euros) generated combined operating losses.
