Muhammad Ali is no more SCOTTSDALE, JUNE 4 (REUTERS): Former world heavyweight champion Muhammad Ali, whose record-setting boxing career, flair for showmanship and political stands made him one of the best-known figures of the 20th century, died on Friday aged 74. Ali, who had long suffered from Parkinson’s syndrome which impaired his speech and made the once-graceful athlete almost a prisoner in his own body, died a day after he was admitted to a Phoenix-area hospital with a respiratory ailment. Even so, Ali’s youthful proclamation of himself as “the greatest” rang true until the end for the millions of people worldwide who admired him for his courage both inside and outside the ring. NSCN (K) defense secretary arrested DIMAPUR, JUNE 4 (MExN): The Assam Rifles on Saturday said it has apprehended the ‘self-styled’ defense secretary of NSCN (K), Kughato Chishi, during an operation at Molvom area, Dimapur on June 1, 2016. The operation, which was carried out jointly by the 37 and 33 Assam Rifles, was launched on obtaining “accurate information regarding movement of the target NSCN (K) cadre on Jharnapani-Molvom road,” the press statement said. According to the AR press statement, the NSCN (K) defense secretary was tasked by ‘self-styled’ brigadier Akaho Jumah, finance secretary of the group, to carry out ‘extortion’ from government departments based in Kohima. He had distributed approximately 20 notices to various government departments demanding payment of 24% tax of employee within two weeks, the AR claimed. The AR press statement further claimed that Chishi was also tasked to carry out ‘extortion’ on NH-29 at Kohima, from trucks plying towards Manipur.

DIMAPUR, JUNE 4 (MExN): Nagaland Principal Chief Conservator of Forests, M. Lokeswara Rao on Saturday said the illegal trade in wildlife (ITW) is pushing many species of animals and plants toward local or global extinction and robbing us of our natural heritage. “The loss of any species, even at a local level, is an erosion of the biodiversity that underpins the natural systems upon which we all depend for our food security, medicines, fresh air, water, shelter and a clean and healthy environment,” Rao, said on the occasion of the World Environment Day, 2016 in a press statement. This year slogan for WED is “Go Wild for Life.” “Slaughtered elephants lying in the African savannah with their tusks hacked off by poaching gangs; tiger skins with embalmed heads roaring silently from market stalls in Asia; the shells of giant sea turtles impounded by customs agents before they reach their Western buyers. These highlight how the booming illegal trade in wildlife products is eroding Earth’s precious biodiversity, robbing us of our natural heritage and pushing whole species toward extinction,” the Principal Chief Conservator of Forests stated. ANSTA, NSSFOF suspend cease-of-work following assurance from Chief Minister DIMAPUR, JUNE 4 (MExN): All Nagaland School Teachers’ Association (ANSTA) and Nagaland Secondary Schools Field Officers Forum (NSSFOF) has temporarily suspended their indefinite cease-of-work following assurance by Nagaland Chief Minister TR Zeliang that a High Power Committee headed by the Nagaland Chief Secretary will be constituted within two weeks to “sort out” their demands. This assurance was given by Zeliang in the presence of Naga Students’ Federation (NSF) at a joint meeting
held at the residence of the Chief Minister on June 3, a press statement from the two association informed. The associations however cautioned that in the event of failure on the part of the government to address the issues within the stipulated time as assured and with NSF team as witness, the two associations asserted it would resume the agitation in an intensified manner without any further information. The two associations have therefore informed all its members to resume their duties from June 6 onwards.
Peren water supply issue: Angry public lock up PHED, SDO office
DIMAPUR, JUNE 4 (MExN): Agitated public of Peren town took hammer, nails and wooden planks and shut the office of the Executive Engineer, Public Health Engineering Department (PHED), Peren at DC Complex, Peren New HQ and office of the Sub-Divisional Officer (SDO), PHED at Peren town due to failure of the department to respond to its 15-day ultimatum. Informing this, a press statement received from Azeu Namcyn Hau, secretary, Joint Action Committee for Restoration of Water Supply in Peren Town said the public, in its first phase campaign against the department, had undertaken a ‘silent public procession’ from Peren town main bazaar to the office of the ADC, Peren on May 20, 2016. In the ultimatum submitted to minister for PHED, through the ADC, Peren, the public had demanded constitution of a ‘special investigation team’ to study and consider the matter with outmost urgency for restoration of clean water supply to Peren town, failing which the public would be forced to close down the department indefinitely. However, the department ignored the issue except for temporary repair works and a press release in the form of clarification issued by the Chief Engineer, PHED in the local dailies, the press statement said. buy a new car, buy a Monster Truck, etc. RSZ president Kenneth Rengma, briefing reporters said NH-2 highway has remained abandoned by the State government and the Ministry of Road Transport &Highway, for more than a decade. “We started this poster campaign to question the motive for abandoning the road and highlight the government’s apathy over the issue,” Rengma said while adding that the protest is not against the department or the contractors, but for want of good roads. The RSZ, while citing police registered report, highlighted that since 2004 until date, around 46 death cases due to accidents were reported from the said
stretch of road. Many accidents have gone unreported too, they said. Rengma Hoho president, Kenyuseng Tep said their decision to call for indefinite bandh of NH-2 from June 10 onwards still stands. However, if the concerned department and government respond positively to their demand, the proposed bandh may be reviewed, he added. The two Hohos are calling the bandh as consequence of the failure of the National Highways Authority of Nagaland (NHAN) to implement the widening of NH 2, Tseminyu and Wokha sectors after waiting and appealing for several years.

Nagaland celebrates World Environment Day
Dimapur, June 4 (mexn): World Environment Day is celebrated each year on June 5 with a view to stimulate global awareness and to encourage people to become active participants in the sustainable and equitable development process so that all nations and peoples enjoy a more prosperous future. It was first started in the year 1972. On this day school, colleges and private firms celebrate to educate people and children towards environment protection and conservation even the young and the old from all strata can contribute to the saving of the environment. Human society is embedded in an environment. The little things, the ones that really matter are using the 5R’s formula-Refuse, Reduce, Reuse, Renew and Recycle. These 5R’s are magic mantra when it comes to environment conservation and sustainable usage. The concept must be taught to students at school. The problem is that elders have forgotten about it. While promoting the message of mass participation towards environment, Forestry Graduates Association of Nagaland (FGAN)
said that children can contribute to this cause by not wasting water, by switching off the lights and fans in the house when not in use. There is something each of us can do to preserve the environment. This year’s theme “Fight against the illegal Trade in Wildlife”- encourages celebrating all those species under threat and taking action of your own to help safeguard them for future generations. “Whoever you are, and wherever you live, show zero-tolerance for the illegal trade in wildlife in word and deed, and make a difference. Let us all pledge to do something at least one thing before the next world environment day,” FGAN added.

Reang refugees in Tripura urged to return home A g A r tA l A / A i z A w l , June 4 (iAnS): Officials of the Centre and two state governments on Saturday asked Reang tribal refugees, sheltered in North Tripura district for the last 19 years, to return to their homes in Mizoram and take the benefit of the rehabilitation package. The next phase of repatriation of 31,300 Reang tribal refugees is likely to resume after the monsoon in November. "Union Home Ministry officials and top officials of Tripura and Mizoram governments in a meeting on Saturday with the leaders of the Reang tribal refugees have asked them to return to their homes in Mizoram and take the benefit of the rehabilitation package," North Tripura district's Kanchanpur Sub-Divisional Magistrate Nantu Ranjan

He said: "Union Home Ministry's Joint Secretary in charge of the northeast Satyendra Garg very sincerely requested the refugees to go home as per the road map finalised by the Mizoram government. After their return the demands of the refugees would be fulfilled." Das said that the Mizoram government officials told the meeting that they would make all arrangements to take back the refugees after the monsoon in November. Garg, who arrived in Agartala on Friday from New Delhi, told the meeting that he would visit Mizoram next week to personally see the situation in Mamit district and adjoining areas where the refugees would be rehabilitated after their repatriation.
The crucial meeting, which took place in Kanchanpur in North Tripura, came amid the Supreme Court's directives favouring repatriation of the refugees and the Mizoram government submitting a proposal to the central government on how it plans to rehabilitate the displaced people. Garg told reporters in Agartala that the Supreme Court had asked the Union Home Ministry and the Mizoram and Tripura governments to jointly work for the return of the tribal refugees to their homes in Mizoram. The Mizoram government was represented in the meeting by Principal Secretary (Home) Renu Sharma, other home department officials and Deputy Commissioner (Mamit district) Lalbiaksangi.
The Tripura government was represented by District Magistrate (North Tripura) Sandeep Mahatame, Superintendent of Police Manik Lal Das and SubDivisional Magistrate (Kanchanpur) Nantu Ranjan Das. About 31,300 Reang tribals, who call themselves 'Bru', have been living in seven makeshift camps in North Tripura's Kanchanpur areas adjoining Mizoram since October 1997. They had fled ethnic violence in western Mizoram following the killing of a Mizo forest officer at the Dampa Tiger Reserve. Despite several initiatives by the Mizoram government to bring them back, the refugees have been reluctant to go back to their villages unless their demands for food and security are met.
Mizoram's Additional Secretary (home) Lalbiakzama said in Aizawl that the state government submitted to the Union Home Ministry last month a detailed plan for taking back the tribal refugees. "After the union home ministry approves the roadmap, a fresh initiative would be undertaken to bring back the Reang tribal refugees to their villages in Mizoram," he said. The Mizoram government has sought Rs 68 crore from the central government to rehabilitate the tribals, Lalbiakzama said. Several Mizo organisations, including the powerful Young Mizo Association, have demanded deletion of names from the voter list of those tribals who are unwilling to come back to the state.
Mizoram Chief Minister Lal Thanhawla also supported this demand. Meanwhile, there was violence last month in Kanchanpur areas after a refugee Bhriguram Reang, 36, was beaten up by local people who accused him of catching fish from a pond without seeking permission from the owner. The youth reportedly committed suicide later. Angry tribal refugees burnt and damaged about 22 houses of local residents. The Tripura government has been asking the Centre and Mizoram governments to repatriate the refugees at the earliest as serious socio-economic and law and order problems have cropped up in the state. Refugee leader Bruno Msha said the Mizoram Bru Dis-
placed People's Forum (MBDPF) has been demanding financial assistance of Rs 150,000 per repatriated family, free rations for every repatriated family for two years, providing cultivable land, a political settlement of the ethnic problem and adequate security. "We have, on a number of occasions, told the central and Mizoram governments that the refugees are willing to return to their homes in Mizoram if their 10-point demands, including security and rehabilitation, are met," he added. Home Minister Rajnath Singh accompanied by his deputy Kiren Rijiju had visited the refugee camps in North Tripura in February last year and urged the Mizoram government and the refugees to end the stalemate.
‘ILP Bills detrimental to ZYF to resume ‘suspended’ agitation survival of tribal people’ lAmkA, June 4 (nnn): A public awareness campaign was held today at Thanlon by the Joint Action Committee Against AntiTribal Bills (JAC) which was attended by people coming from about 35 villages within the Thanlon subdivision of Churachandpur district. In the programme hosted by Thanlon Village Authority, the committee as well as leaders from various tribe councils spoke at length about the antitribal nature of the three bills, the JAC informed in a statement. Among others, the participating organisations included United Zou Organization, Hmar Inpui, Thadou Inpi General Headquarters, Zomi Council, and ATSUM. The three bills are the Protection of Manipur People Bill, 2015; the Manipur Land Revenue & Land Reforms (Seventh Amendment) Bill, 2015; and the Manipur Shops & Establishments (Second Amendment) Bill, 2015. The speakers stressed on the need for unity among the tribal people of Manipur in the collective fight against the “com-
munal and anti-tribal policies” of the Manipur government. The event ended with the adoption of a declaration by the people of Thanlon subdivision for the protection and promotion of Tribal Land, Rights and Identity. The declaration strongly condemned the three bills and maintained that the bills “shall never be allowed under any circumstances to be implemented in the tribal territories/areas”. In this regard, the resolution called upon the Manipur State Assembly to immediately scrap the bills. Terming the bills as being “detrimental to the survival of the tribal people and their territories in Manipur”, the declaration stated, “We re-affirmed our commitment to our demand for a separate administration outside of the Manipur Government to protect tribal rights and identity under the Constitution of India; the Union Government shall be persuaded for the same.” Meanwhile, on the same day, a meeting was
held at the office of the Mizo People Convention at Hmuia Veng, Lamka which was attended by leaders of the JAC as well as Hmar Inpui, Mizo People Convention, United Naga Council and Zomi Council along with leaders of various tribe councils under Zomi Council. MPSC to conduct fresh prelims on July 3 imphAl, June 4 (iAnS): Manipur Public Service Commission (MPSC) on Saturday cancelled the MCSCC examination (Prelim), 2016 held on May 15, and announced a fresh examination on July 3. The decision comes after students complained of wrong questions and ambiguous instructions in the Manipur Civil Services Combined Competitive (Preliminary) Examination held on May 15.
This was the second time that the examination has been cancelled this year. Earlier, the examination was cancelled as the MPSC notification did not specifically mention that a candidate must know Manipuri or at least one recognised dialect in the state, which led to protests by local students, who feared the jobs would be taken by "outsiders". As a result a fresh notification was issued that
made the knowledge of the local language or dialect mandatory. Meanwhile, a candidate from Andaman & Nicobar Islands who was selected for the post of a junior engineer was asked to back out. Activists pointed out to IANS that candidates from other educationally advanced states would beat the local candidates. In other words, all the jobs will be cornered by candidates from other states.

A statement of the union issued by its Information and Publicity Secretary Micah Kamei further stated that considering the “degenerated” socio-political milieu and the modus operandi of the Government of Manipur in educa-
tion sector against the RTE Act and National Policy of Education, the press communiqué was issued to sensitise the public to prevent from being exploited. The union mentioned the establishment of community-based schools by SSA under RTE, called EGS, enabling local communities to appoint community teacher or education volunteer teacher from the locality of the school, who possess the calibre to impart formal education to children in mother tongue. It said that Rapid development was made in the interior school-less villages or habitations where only mother tongue is the medium of instruction and interaction and accordingly, 717
EGS schools were opened in the state and among them, tenable 456 schools were upgraded to Primary Schools in the year 2011. new Delhi, June 4 (iAnS): It's going to be 'Mic, lights, camera, action' on the northeastern states of India when media conglomerate Sri Adhikari Brothers Group introduces its northeast-oriented music channel Se7en next year. Excitement is definitely at its peak for some of the region's artistes as it will provide the muchneeded platform to musicians from the northeast. When IANS contacted the media group, which also has a music channel called Mastiii that telecasts a mix of old and new Hindi songs, it chose to hold back more information as there is still time for the new channel's launch. Nevertheless, the region's artistes are thrilled with the news. Assamese musician Joi Barua, who has worked in Bollywood films like "Margarita With a Straw" and "Udaan", says it's an exciting thing. "If there is a northeast channel, especially targeted to the music from there, it will serve as a platform to express original music from the region. All the states have different music, so it will be good. Existing music chan-
nels like MTV and VH1 either play Bollywood or English songs only. What about other languages? "I think it's a great step. The idea of it sounds exciting," Barua, who teamed up with American saxophonist George Brooks for a song titled "Rabha" - a tribute to Bishnu Prasad Rabha, a revolutionary figure and an icon of Assam, told IANS. Moa Subong of Abiogenesis rock-folk fusion band from Nagaland says it will be a "big help for bands from the northeast". "Existing music channels hardly feature bands from the northeast. They are mostly from the mainland. I am happy and glad that such a group will promote northeast. It's a good gesture towards our musicians," he said. While the content of the channel is still under wraps, folk rock Imphal Talkies N The Howlers' member Akhu aka Ronid Chingangbam has a few suggestions. "I would expect it to feature more independent bands as they are the ones who are not affiliated to any organisation. They should also give importance to those
bands who are vocal about various issues happening in the region," said Akhu, who also works on a project known as A Native Tongue Called Peace through which he tries to bring peace and harmony between various ethnic communities in his home state of Manipur. Borkung Hrangkhawl, a rapper from Tripura, who uses the genre to highlight issues like racism and discrimination, wants the upcoming channel to bring back the flavour of the 1990s' music channels. "Instead of showing reality shows which most of the music channels have started airing now, Se7en should focus more on music. Maybe, it can be the next MTV of the northeast. I hope they bring back what we used to have while growing up in the 1990s... when we had request shows and countdown shows. If they can bring that essence in this channel, it will be great. "People will be able to request their favourite songs, they will get to watch them on TV. Maybe the demand for songs from those artistes will help them to get live shows too as it will help them to
create their own fan base," said the rapper, who is set to unveil a single titled "Fighter" -- about artistes facing criticism -- in August. Mithy Tatak, who hails from Arunachal Pradesh and plays for indie rock band The Vinyl Records, says the channel should also focus on the lives of the musicians. "If they want to show reality shows, it should be more about a band's journey and their style of working. How they have come so far... So that the audience get to know more about them and can connect with them more," said Tatak, who shared that it wasn't racial but more of gender discrimination that she faced while starting off a few years ago. "Northeast bands generally get to play at the northeast fests. So, they get restricted to that most of the time. If you compare the number of pubs playing live music, it is more in mainland cities, so there is no place to perform. There is a lack of venues. This channel will provide that platform," she added. The channel is yet to roll out, but it seems like hopes are pinned on it.

ANGPTA defends Education Minister against ANSTA’s allegation Dimapur, June 4 (mexn): The All Nagaland Graduate Primary Teachers’ Association (ANGPTA) has reacted strongly to ANSTA’s allegation that the Minister for School Education and SCERT, Yitachu was trying to “divide and rule the department” by offering promises to different groups. The All Nagaland School Teachers' Association’s (ANSTA) allegation had also im-
plied that some groups “believing” the promises had withdrawn from the association, but the promises were not fulfilled as “he (the minister) failed to understand the practical aspect.” In a press rejoinder, the ANGPTA justifying its withdrawal from the ANSTA said it was “demoralized” by the latter’s reluctance “to take up our cause” such as higher pay or promotions, citing such aspiration
were “beyond our domain” of a primary teacher. “Our minister understood our plights and promised to look into the matter and take necessary action,” it added. The ANGPTA also maintained that it is “quite capable of deciding our future and will definitely ask for guidance if required so” refuting ANSTA’s contention that “Other association’s final journey except the NGHSSEA is to the ANSTA.”
“Today, we (primary teachers) for the first time in many, many years have brought up our genuine problems/issues in terms of our social status, pay and promotional avenues for consideration with outmost humility,” it said. In this regard, the ANGPTA said it is hard to comprehend “the divide and rule” charges against the minister when he “sincerely” wants to help the primary teachers.

Rio, under sections 417,463/465/466/468/471 of the Indian Penal Code, read with section 125 A of the Representation of People's Act, 1951, Dr. Rosemary stated in a press release. The complaint, the release said, has been filed against Rio on the ground that he had filed false statements in the affidavit along with the nomination papers during the election to the Lok Sabha which took place on April 9, 2014. “It is stated that that he had obtained the fake educational certificate from Kohima College and used it to enhance his image in the public record and before the people of the state, thereby committing offences under sections 417,463/465/466/468/471 and 174 of the IPC, r/w the section 125 A of the Representation of People's Act, 1951,” the release added. Dr. Rosemary further informed that “an application for condonation of delay has also been filed to meet the ends of justice. Notice has been issued to the respondent and he has asked for time twice, which has been granted.” The matter, she said, has been fixed for June 26.

NGHSSEA on bifurcation and other issues of edu dept Dimapur, June 4 (mexn): Stating its position on the demand for bifurcation by ANSTA and NSSFOF, the Nagaland Government Higher Secondary School Employees Association (NGHSSEA) today said that matter such as bifurcation requires a policy decision, a domain of the Government, and therefore inappropriate for any organisation to force the Government to adopt a specific policy. “If the Government finds merit to take further bifurcation, the association would suggest adopting the National Pattern, NPE 1986, for better management of Government Schools, the interest of the students and quality education,” a press statement appended by NGHSSEA office bearers stated. Elaborating further, the association said the Department of School Education is one of the oldest and biggest in the state, and has been bifurcated into several sister departments over the years such as Higher Education and Technical Education, SCERT, Sports and Youth Resources etc to “meet the needs of the time.” In this regard, the association maintained that it would be worthwhile for the Government to carefully examine such demands, as it would have “farfetched impact on the education of students,” especially in Government Schools. “If bifurcation would bring quality education, such an exercise will be appreciated and accepted by all,” it maintained. On the quality of education
in government schools, the association contended that with the rapid expansion of the department, it is clearly visible that DoSE is in the process of largescale transition which requires time to “stabilise the system.” However, arguing that providing quality education should be the most important priority of all stakeholders, it called for “serious introspection” from all the Government teachers on low performance, especially at higher level. Noting that several government schools and teachers are still lagging far behind the private schools, the association said two issues could boosts a school’s performance-management of the school under one unified control and the formation of composite schools – implying that fragmentation of school resulted in bad performances. If quality education and output are desired, the Government may consider the setting up of composite schools, i.e., from Class A- Class 10/12,” it said, as it would enable the teachers and administrators to monitor and nurture the students over a longer period “like in private schools.” Regarding the promotion avenues of the teachers, the association informed that as per the Restructuring and Revamping of School Education 2011 and Revised School Education Service rules 2002, each section has different channels of promotion line, thereby separate seniority list of cadres.

ACIF responds to Dimapur Police Dimapur, June 4 (mexn): The Anti-Corruption and Crime Investigation Front (ACIF) today responded to a press release of the Dimapur police which had said that ACIF is not a statutory body under Central or the State government and as such has no authority to impose penalties, adjudicate decision, sentence imprisonment etc. A rejoinder from N. Mar Longkumer, State Secretary General, ACIF Nagaland today informed that the Front held an emergency meeting in its office on June 3 to discuss the matter related to the Dimapur Police PRO’s press release. The ACIF in the rejoinder said that it is a matter of great surprise on the part of ADCP/PRO to state that “there is no organization called ACIF in centre or state despite being given to
the office of Commissioner of Police, Dimapur the documentary proof of the organization recognized by the PMO and the Govt. of India giving power to fight against corruptions and anti-social elements happening in the country in general and in the states in particular.” The police had also verified the authenticity of ACIF, it added. ACIF further pointed out that robbing the Central Government’s supply of food and other items for the poor and underprivileged is a matter of great concern. However, it alleged, the law enforcement authority of remaining a silent spectator. Regarding the actions to be taken against the guilty, the ACIF referred to their previous press release dated May 23 stating that “the ACIF does not do against any law of the land or any
individual rather it is determined to eradicate the corruptions and anti-social elements from our society as per the provision of the Prevention of Corruption Act.” In light of this, ACIF Nagaland State unit appealed to the law enforcement agencies, administrations and all peace loving citizens to act positively and join hands to fight against all social evils instead of remaining silent spectators and continue to give cooperation by acknowledging the initiative of the ACIF, which, it said, is an all India working organization under Govt. of India. Police raid GB’s residence; village councils demand action Dimapur, June 4 (mexn): The joint council of DEEHA (Dubagaon, Ekranipathar, Eralibill, K. Hollohon Colony & Aoyimti village) today questioned the manner in which a raid was carried out at the residence of Akashe K. Zhimomi, GB of Eralibill village, allegedly by personnel from East Police Station and IRB on June 3 evening. A press release from joint council of DEEHA Chairman, N Meren Yaden and Secretary, Shekishe Achumi informed that the council in its emergency meeting held at Eralibill village
deliberated at length the “illegal and unauthorized raid.” The joint council in the course of discussion reminded the people concerned that Akashe K. Zhimomi, GB, is a banker of a forum “whose healthy contribution towards the society is beyond immeasurable.” It also adopted a resolution to condemn the “ruckus/raid”, and wondered “how a responsible law enforcing agency without any warrant could behave in such an inhuman ways by forcefully entering the house and searching for a responsible person who does not
have any adverse remark or criminal records.” The joint council further condemned carrying out the raid in the absence of Akashe and his wife thereby creating fear psychosis in the minds of the family members and the general public at large. Meanwhile, it appealed to the government to take appropriate action/suspend the officer under whose command the raid was carried out without delay in order to prevent any further untoward incident. HRUD: Hoshepu Range Union Dimapur (HRUD) has also
condemned the police raid at its chairman, Akashe K. Zhimomi’s residence. In a press release, the union demanded the government to clarify the informer and the position of the personnel of East Police Station who raided the house in the absence of the owner. The union further questioned the motive of the law enforcement agency “who had forcefully entered the premises and carried out the search without any warrant.” It also appealed to the government to take necessary action without further delay. “It is the considered view of the NGHSSEA that restructuring 2011 exercise was done with good intentions by the Government but it requires immediate amendment of certain sections.” The Higher Secondary section was allocated with only one post of Joint Director out of 19, which created bottleneck and stagnation for the DDEOs/ Deputy Directors as there is only one post in the joint Director level, it cited while adding, some other sections are also facing disproportionate allocation of posts obstructing upward mobility. Other sections such as Hindi, Language, Physical Education Teachers, RMSA, and SSA should also be considered while creating promotional avenues, it advocated. Apart from this, Primary Teachers, which constitutes about 60% of the total strength of teachers, should be considered for promotion avenues, the association further said. “Most Primary Teachers join and retire as teachers which can be a big de-motivating factor.” To solve the current imbroglio, the NGHSSEA also suggested amending the 2011 restructuring and revamping rule in a time bound manner by constituting a High Power Committee to rectify current anomalies; a new Service Rules to meet the requirement of the present situation; and introduction of State Education Service to train and bring up administrators to manage the department.

Kma Police recover stolen vehicles Kohima, June 4 (mexn): Kohima Police personnel manning Peducha check gate have detained two stolen Mahindra Pick-Up trucks. One of the trucks bearing registration number NL03A-2503, chassis number MA1ZN2GHKF1A11049, and engine number GHE1M73357 is confirmed to be stolen vide Assam Namtola Police Station Case No. 0017/2015, informed a press release from SDPO/PRO (South), Kohima Police. Meanwhile, the other truck with registration number NL03A-2313, chassis number MA1ZN2GHK01K73487, and engine number GHC1K45992 was stolen from Assam, Sibsagar and is wanted in connection with Sivasagar P.S case No. 0668/2014, the release added. ntroduction: World Environment Day is observed on 5th June every year. Churches in Nagaland observe the first Sunday of June as Green Sunday. This article contains the basic description of the environmental problems confronting us today. Scripture reading: God blessed them and said to them, "Be fruitful and increase in number; fill the earth and subdue it. Rule over the fish of the sea and the birds of the air and over every living creature that moves on the ground." Genesis 1:28 The LORD God took the man and put him in the Garden of Eden to work it and take care of it. Genesis 2:15 1. Maladjustment of man and nature: Man is a part of creation, but he transcends it and is to rule the world. God gave him dominion over the earth and all creations. This dominion over other creations requires wiser and greater responsibilities on his part. In the garden of Eden, God expected man to work it and to take care of it. Work was given as a positive and rewarding responsibility. Work adds vitality to life. God also expected Adam and Eve to take care of their habitat. God being the Creator is the true owner of the world and we have been assigned as caretakers. Misusing what belongs to the real owner can lead to disastrous consequences. Due to our short sightedness and greed a maladjustment between mankind and his environment has arisen bringing about serious complications like the exhaustion of

In felling a large mature tree hundreds of smaller trees and saplings are destroyed. Trees stabilize the soil. In the absence of trees and forests the fertile top soil is washed away by rainwater making cultivation impossible. The roots of trees also prevent landslides which is a growing problem in Nagaland too. Trees prevent desertification. The famous Pink City, Jaipur is being encroached by desert due to the absence of trees. Greenery is not mere foliage. Eucalyptus and teak are incapable of imparting much stability to the soil structure. Trees retain water in the soil. Without forests the entire rainwater flows into the sea. The water is then not available as ground water. Thus we experience flash floods followed by severe droughts. The underground water level also sinks and cultivation becomes impossible. Cherrapunji is synonymous with heavy rain. But due to the absence of trees to prevent soil erosion and retain ground water acute water scarcity prevails in winter. If deforestation continues unchecked and if afforestation is not taken up on a war footing, Nagaland will become bone dry during winters. Water management experts warned that there will be violent riots for water due to scarcity caused by droughts and pollution of rivers and lakes. Trees are water bearer. Without trees rainfall will decrease and cultivation will become rather a matter of luck. Worldwide food scarcity causing famines is expected as food grain productions diminished due to low and unpredictable rainfall. Trees are oxygen cylinders. Trees absorb the harmful Carbon dioxide
and release Oxygen. Deforestation contributes to the decrease in oxygen level and increase Carbon dioxide in the atmosphere. Increased Carbon dioxide level results in lungs diseases, cancer and lower life expectancy. Trees are air conditioners. Trees keep the temperature temperate. Trees and forests are habitats of wild birds and animals. They are store house of many medicinal plants. Trees also reduce air and noise pollution and add beauty to the landscape. 3. The depleting of ozone layer: 25 kilometres above the surface of the earth lies the ozone layer known as the Ozonosphere. This layer shields the earth and protects lives from the lethal ultraviolet (UV) radiation of the Sun. The increase of pollutants in the atmosphere is depleting this crucial layer of ozone. The protective gauze around the earth is being eaten away by chlorofluorocarbons (CFCs). This will lead to increase in cases of skin cancer worldwide. Other effects include sudden and unexpected climatic changes. 4. Greenhouse Effect: Most of the Sun's radiation are reflected back into space while some are absorbed by the earth. The Green House Effect is the result of burning of fossil fuels like coal, oil and methane which results in a build-up carbon dioxide, carbon monoxide and other gases in the atmosphere due to human activities. These pollutants trap

he relationship between human beings and the earth is increasingly complicated and urgent. Every day there are stories about pollution, global warming and animal species facing extinction. Religion is responding with views on the environment and our responsibility for it. Christian belief about the environment Although human beings are seen as the most intelligent life form on earth, they are responsible for almost all the damage done to the planet. If we imagined the earth is aged 46, all the damage done has taken place in the last 60 seconds of the earth's life. Christians say in the Apostles’ Creed: “I believe in one God, the Father, the almighty, maker of heaven and earth.” Christian teaching about caring for the environment comes from the Bible: “Then God said, 'Let us make man in our image, in our likeness, and let them rule over the fish of the sea and the birds of the air, over the livestock, over all the earth, and over all the creatures that move along the ground.'… God blessed them and said to them, 'Be fruitful and increase in number; fill the earth and subdue it. However, most people see themselves as being responsible for the world created by God and they have to make their own decisions about how to do this. Contemporary views The Christian church has recently become more concerned about the environment. The Roman Catholic church made a statement about it in 1988: “The earth and all life on it is a gift from God given us to share and develop, not to dominate and exploit. Our actions have consequences for the rights of others and for the resources of the earth. The goods of the earth and the beauties of nature are to be enjoyed and celebrated as well as consumed. We have the responsibility to create a balanced policy between consumption and conservation. We must consider the welfare of future generations in our planning for and utilisation of the earth’s resources.” The World Council of Churches said:” The dignity of nature as creation needs to be bound up with our responsibility for the preservation of life.” The Declaration on Nature, Assisi, (1986) said: “Christians repudiate all ill-considered exploitation of nature which threatens to destroy it and, in turn, to make man the victim of degradation.” Pope Benedict XV1, 2007, said: “Care of water resources and attention to climate change are matters of grave importance for the entire human family.” Source: BBC - GCSE Bitesize

MuMbaI, June 4 (IanS): Maharashtra Revenue Minister Eknath Khadse, the de facto No.2 in the BJP-led state government, quit on Saturday after getting embroiled in multiple controversies, including graft allegations in a questionable land deal and his alleged links with underworld don Dawood Ibrahim. Khadse, who also held nearly a dozen other major portfolios in the state government, met Chief Minister Devendra Fadnavis and put in his papers to resign from all his ministerial portfolios, sources said. "We have sent the report of re-test of toppers to the state government which will now decide about change in the list of toppers or their merit," said Lalkeshwar Prasad, the Chairman of the Bihar
School Examination Board (BSEB), which conducts the Class 12 exam. "Action would be taken on the basis of the report of re-test and whoever is found guilty at whichever level," he said. The 14 students were called for a re-assessment by the BSEB after Aaj Tak TV channel showed a sting in which Rubi Rai, who topped the Class 12 exam in the Arts, said: "Prodikal (read political) science is about cooking." CHICAGO, JuNE 4 (REutERS): Early results from a clinical trial of Roche Holding AG cancer drugs released on Saturday suggest some promise in matching treatments based on abnormalities found in a patient's tumor rather than the organ in which the cancer was originally detected. The findings, presented at the annual meeting of the American Society of Clinical Oncology in Chicago, showed that 29 out of 129 patients with 12 different types of advanced cancers responded to drugs targeting genetically driven abnormalities. The drugs were administered outside of indications currently approved by the U.S. Food and Drug Administration, which generally reviews drugs using studies based on the type of organ where the cancer was found. The trial, which received funding from Roche's Genentech unit, is designed to eventually enroll up to 500 patients.
The most promising results to date were seen in patients with tumor abnormalities linked to a protein called HER2. Seven of 20 patients with colorectal cancer, three of eight with bladder cancer, and three of six with biliary cancer saw tumor shrinkage of 30 percent or more after treatment with a combination of Roche drugs Herceptin and Perjeta, which target HER2 and are typically used to treat breast cancer. The researchers said the trial will expand those groups of patients, as well as a separate group with BRAF mutations in lung cancer who were treated with Zelboraf, which is approved for melanoma. "With genomic testing of tumors becoming increasingly available, studies such as ours will help more patients benefit from precision medicine approaches," lead study author Dr John Hainsworth, senior investigator at Sarah Cannon Research Institute in

LONDON, JuNE 4 (IANS): Obese individuals who undergo a weight loss surgery are less likely to face death, than those do not undertake a surgery, finds a new study. Being obese can increase an individual's risk of mortality from numerous diseases like heart attack, stroke and a number of cancers. Bariatric surgery has shown to prevent obesity related mortality as well as morbidity, the researchers said. The findings showed that the mortality rate was higher in the non-surgical group (4.21 per cent) compared to the surgical group (1.11 per cent). Mean follow-up time for the surgical group was 5.4 years and 5.5 for the non-surgical group. Heart disease, followed by cancer was the most common cause of death in this group. However, the overall mortality decreased by 57 per cent in the surgery group, even after taking into consideration the age, previous comorbidity and other factors including sex, coronary heart disease, valvular disease, cancer, hypertension, diabetes, heart failure, stroke and atrial fibrillation. "The study indicates that the overall all-cause mortality is considerably lower among obese individuals who undergo bariatric surgery compared to non-surgical obese individuals, and the differences lies mainly in cardiovascular disease and cancer," said Christina Persson from University of Gothenburg in Sweden. The study population comprised 48,693 obese patients aged between 18-74 years. Of this 22,581 underwent bariatric surgery (gastric bypass 92.8 per cent) while the other 26,112 did not undergo the surgery. The results were presented at European Obesity Summit 2016, in Sweden recently.

PhoenIx, June 4 (AFP): Heavyweight boxing legend Muhammad Ali, a 20th Century icon whose fame transcended sport during a remarkable career that spanned three decades, died on Friday, his family said. The 74-year-old sporting icon, who had been battling Parkinson's disease for decades, passed away in a hospital in Phoenix, Arizona where he had been admitted earlier this week suffering from respiratory problems. "After a 32-year battle with Parkinson's disease, Muhammad Ali has passed away at the age of 74," spokesman Bob Gunnell said. "The three-time World Heavyweight Champion boxer died this evening." Funeral arrangements for Ali would be announced on Saturday, Gunnell said, with the champion to be buried in his hometown of Louisville, Kentucky. Ali had been living in the Phoenix area with his fourth wife, Lonnie, whom he married in 1986. He was survived by nine children, seven daughters and two sons. As the family gathered at his bedside on Friday, concern for Ali had grown. Upon his death tributes immediately poured in for "The Greatest," who was known globally not only for his storied ring career but also for his humanitarian activism. "Muhammad Ali transformed this country and impacted the world with his spirit," said longtime boxing promoter Bob Arum. "His legacy will be part of our history for all time. "He is, without a question in my mind, the most transformative person of our time," Arum said. Ali had been hospitalized multiple
times in recent years. In 2014 he was treated for a mild case of pneumonia and again in 2015 for a urinary tract infection. His Parkinson's, thought to be linked to the thousands of punches he took during a career studded by bruising battles inside the ropes, had limited his public speaking. But he continued to make appearances and offer opinions through his family members and spokespeople. In April, he attended a Celebrity Fight Night Dinner in Phoenix that raised funds for treatment of Parkinson's. In December, he issued a statement rebuking US presidential hopeful Donald Trump's call for a ban on Muslims entering the United States. - 'The greatest' Ali's 30-year career, which stretched from 1960 to 1981 and saw him retire with a record of 56-5, included such historic bouts as the Rumble in the Jungle against George Foreman. Don King promoted that watershed bout in Kinshasa, Zaire, in 1974, in which Ali used his "Rope a Dope" strategy to best Foreman and become just the second fighter ever to regain the heavyweight world title. "His spirit will go on forever," King said of Ali. "He represents what every athlete and sports person tries to do, an attitude of getting it done, success, he was fabulous. "A great human being, and a champion of the people. The greatest of all times." Other defining moments of Ali's career included two knockouts of Sonny Liston and his thrilling rivalry with Joe Frazier -- which saw the two men slug it out in the ring and verbally spar out of it.
"Ali, Frazier & Foreman, we were 1 guy. A part of me slipped away -- the greatest piece" Foreman wrote on Twitter shortly after Ali's death was announced. Former heavyweight champion Mike Tyson added: "God came for his champion. So long great one. @MuhammadAli #TheGreatest #RIP." Ali, born Cassius Marcellus Clay Jr in Louisville, Kentucky, dazzled fans with slick moves in the ring, and with his wit and engaging persona outside it. His refusal to serve in the Vietnam War saw him banned from the sport for years, but the US Supreme Court overturned his conviction for draft dodging in 1971. He took the name of Muhammad Ali after converting to Islam in 1964, soon after he had stunned the sport by claiming the title with a monumental upset of Liston. He was vilified in some quarters for that conversion and his outspoken stance on Vietnam and civil rights issues. His refusal to fight in Vietnam saw him prosecuted for draft evasion, and led to him being effectively banned for boxing for three years of his prime. But he held firm to his beliefs and eventually earned accolades as an activist. He received the highest US civilian honor, the Presidential Medal of Freedom, in 2005. Ali represented the United Nations as a messenger of peace and was chosen to light the Olympic torch in 1996, when he was already weakened by Parkinson's. - 'A giant' Tributes flooded in from around the world -- celebrities, politicians, reporters that covered him, athletes and of course boxers praised Ali for his superb work in and out of the ring. Floyd Mayweather, who retired from boxing last year with a perfect 49-0 record, recalled the awe he felt in meeting Ali in '96, when he was a US Olympian. "I didn't really know what to say. I couldn't believe it," Mayweather said. "I didn't even want to show my true feelings and emotions of how I felt." Twenty years on, Mayweather was clear on his view of Ali's legacy -- forged inside and outside the ring. "Never be afraid," Mayweather said. "Never stop believing. And never settle for less." Mayweather's great rival Manny Pacquiao of the Philippines said the world had lost "a giant". "Boxing benefitted from Muhammad Ali's talents, but not as much as mankind benefitted from his humanity," Pacquiao said. British Prime Minister David Cameron praised Ali on Twitter as "a champion of civil rights, and a role model for so many people," while India's Narendra Modi said he was a "source of inspiration who demonstrated the power of human spirit & determination."

LoS AngeLeS, June 4 (AFP): The following is a quick look at five fights that defined the career of boxing legend Muhammad Ali, who died on Friday at age 74: Ali-Liston 1 Ali was 22 and still known as Cassius Clay when he took on heavyweight world champion Sonny Liston for the first time on February 25, 1964 in Miami Beach, Florida. The brash, fast-talking challenger taunted Liston unceasingly in the build-up to the bout, but few expected him to win. Clay came out strong, using speed and footwork to his advantage against the slower Liston. After the sixth round, Liston, who was suffering from cuts and bruises under his eyes and an apparent injured shoulder, announced he couldn't continue. Clay won the match by technical knockout and then proclaimed to the world: "I am the greatest!" Ali-Liston 2 On May 25, 1965, Ali met Liston in a rematch in Lewiston, Maine. Ali's first-round knockout victory remains one of the most controversial results in boxing history. Midway through the first round, Liston threw a left jab and Ali went over it with a fast right, knocking the former champion down. Liston went down on his back, rolled over and got to one knee, then fell back again. Many in attendance didn't see the decisive blow -- dubbed by critics the "phantom punch" but called the "anchor punch" by Ali. The scene was chaotic, with referee Jersey Joe Walcott struggling to
get Ali to a neutral corner and some confusion over the count. Liston said he was hit by a "good, right-hand punch" but said he could have continued had he heard the count clearly. Ali-Frazier 1 The original "Fight of the Century" at Madison Square Garden took place on March 8, 1971. The $2.5 million payday for each fighter was the largest for any entertainer or athlete at that time, and 50 countries purchased rights to the telecast. The fight more than lived up to the hype, with Ali dominating the first three rounds with punishing jabs that marked Frazier's face. Frazier began to take control in the fourth with a spate of left hooks and body blows. In the 11th Frazier caught Ali, backed into a corner, with a crushing left hook that almost floored him. Ali survived and fought well over the next three rounds. Early in the 15th, Frazier put Ali down with another left hook. Ali, his jaw swollen, rose quickly and stayed on his feet amid a hail of blows, but Frazier retained the title with a unanimous decision, handing Ali his first professional defeat. Rumble in the Jungle Ali became the second fighter ever, after Floyd Patterson, to regain the heavyweight world title when he knocked out George Foreman in the eighth round in Kinshasa, Zaire, on October 30, 1974. Ali came out dancing, and Foreman, feared for his punching power and sheer physical presence, went right at him. Early in the second round, Ali went to the
ropes and covered up, letting Foreman swing away -- later dubbing the strategy the "rope a dope". Foreman spent his energy throwing punches in the sweltering heat, egged on by taunts from Ali. Ali staggered Foreman with a combination early in the fourth and again late in the fifth -- when the champion was clearly weary. In the eighth, Ali landed a final combination, a left hook that pulled Foreman's head up so Ali could nail him with a hard right that sent Foreman staggering back and down. He couldn't rise before the count and the fight was over. Thrilla in Manilla Ali was in a lighthearted mood in the build-up to the third installment of his rivalry with Frazier, who was thought to be washed up after a devastating loss to Foreman. But Ali's taunting of Frazier as a "ugly, dumb gorilla" and "White Man's Champion" infuriated Frazier, who trained with grim intensity for the October 1, 1975 fight. When Ali came out fast with a flurry of combinations, Frazier pushed forward through the punishment and as Ali tired, Frazier stepped his attack with damaging left hooks. Frazier dominated the middle rounds, but began to tire in the 10th and Ali started to turn the tide. In the 11th, Ali connected with a series of speedy combinations that left Frazier's eyes all but swollen shut. Frazier's trainer Eddie Futch stopped the fight between the 14th and 15th rounds, over the objections of Frazier, who was hailed by Ali as "the greatest fighter in the world -- next to me."
