Three frontal organizations including the United Sangtam Likhum Pumji (USLP), United Sangtam Students Conference (USSC) and the Akehda Sangtamlaru Thsingmujang (AST) today held a silent protest march against the Nagaland State Government for failure to fulfill their charter of demand submitted on March 8 regarding the February 6 killing of a couple between Kiphire from Shamator. Dr Tinojungshi Chang ADC Kiphire who addressed the gathering in the DC office complex said the Nagaland government has constituted an SIT team and the case is being looked into by them. He added that since the area of incident is in Tuensang, the Kiphire district administration does not have full hand in the matter. He, however, assured that the administration would pressure the government to take necessary action. While appealing for peace in the district, the Kiphire ADC assured that the message of the three organizations would be communicated to the government. He further sought support and cooperation from the public to the government. Earlier, Justin Kahtomong, Executive Secretary of the USSC expressed concern that even after a month since the incident, the Nagaland government has failed to take any concrete action. He questioned the government’s seriousness on the issue. Kahtomong further noted that while the CM was able to visit Shamator for inauguration of the town council, he failed to show concern when the killing occured on February 6.
NAYPYITAW, MArch 11 (reuTers): Myanmar’s military nominated a former junta stalwart who remains on a U.S. sanctions list as its choice for vice president on Friday, pointing to battles ahead for National League for Democracy leader Aung San Suu Kyi and her handpicked president. Myanmar’s first democratically elected government for more than 50 years faces a formidable challenge delivering the reform and economic growth demanded by the electorate while working alongside a military that retains much political power. The lower house of parliament voted on Friday to confirm Htin Kyaw, a close friend and confidant of Nobel laureate Suu Kyi, as its presidential candidate. That brought the top office a step closer for the man expected to rule as her proxy. Across town in the capital of Naypyitaw, military MPs met behind closed doors and nominated retired general Myint Swe as their candidate. He was head of the feared military intelligence under former junta leader Than Shwe. When Than Shwe ordered a crackdown on anti-junta protests led by Buddhist monks in 2007, known as the Saffron Revolution, Myint Swe was the head of special operations in Yangon. “We held a meeting to decide the vice presidential candidate. There was no one who disagreed on the proposal,” one of the 166 military lawmakers, who under the constitution hold a quarter of seats in parliament, told Reuters. Suu Kyi has said she planned to form a government of reconciliation to help bridge the deep divisions in Myanmar, formerly known as Burma, after nearly 50 years of
military rule. “We will hold on the national reconciliation policy no matter what the military decides,” said NLD spokesperson Zaw Myint Maung. “We will try to work with the military for national reconciliation.” RIFT WITH MILITARY But a rift between Suu Kyi and the military widened in the run-up to the presidential nominations. Sources in her camp say she became frustrated with military intransigence on issues ranging from amending the constitution that bars her from the presidency to minor formalities such as the location of the handover of power. The military has declined to comment on negotiations with the NLD. Some in Suu Kyi’s party said the choice of Myint Swe went against the spirit of reconciliation. “Aung San Suu Kyi tried really hard to negotiate with them for national reconciliation,” said one senior NLD official. “They don’t trust us. It’s their final shot to protect themselves and their interests.” While Than Shwe disappeared from public life after handing over power to a semi-civilian government in 2011, Myint Swe’s nomination will fuel the suspicions of many in Myanmar that the former junta leader still holds considerable sway. “Myint Swe is very close to former senior military officials, especially former supremo Than Shwe,” said political analyst Yan Myo Thein. “His nomination may mean Than Shwe is still influencing behind the scenes.” Myint Swe is listed on the U.S. Treasury Department list of sanctioned individuals due to his role in the former military government.

The issue now is that the driver must know how to drive. Therefore, we will train and issue learner driving license and then license to drive,” Therie said in his address at the International Women’s Day organized by Nagaland Pradesh Mahila Congress Committee here at Congress Bhavan on Thursday. “We want women to come out above 33%. They should not be less than 50%...not only in Assembly but in all levels of the political structure and platforms that determine and make decisions for the people. The day women decide to vote together and do it will be the day that menfolk will be more careful,” he said.

One woman was arrested after Excise (Narcotic Cell) personnel confiscated a huge cache of codeine-based cough syrup at the Khuzama inter-state check-post on March 10. According to Deputy Commissioner, Excise (Nar-
cotic Cell), the illicit consignment containing 1861 bottles was seized from an Imphal-bound truck (NL 07 A 4819). It was concealed among cement bags. Interrogation of the truck driver, one Beribal (29 years), led to the arrest of a woman, who had dispatched the contraband from Lahorijan. The wom-
an, identified as Rahama Tulabi (27 years), was arrested soon after. She was later charged under the Drugs & Cosmetics Act. A Lahorijan resident and originally hailing from Senapati, the woman revealed to the Narcotic Cell that the cough syrup was sourced from Guwahati to be disposed in Imphal. She
had reportedly paid Rs. one lakh for the consignment. As per her statement, this was her second trip after a successful first outing in February during which she smuggled around a thousand bottles into Imphal. The street value of the seized consignment in Imphal was approximated to be Rs. 2 lakhs.

MokokchuNg, MArch 11 (MexN): The Mokokchung Town Lanur Telongjem (MTLT) today expressed concern at the “lackadaisical attitude” of the Mokokchung Deputy Commissioner, Sushil Kumar Patel over the Mid Day Meal (MDM) rice issue in Mokokchung town. The MTLT had on March 9 revealed that consignments of rice under the MDM Scheme in Mokokchung schools were found containing worms. A press note from the MTLT informed that the Mokokchung DC is also the chairman of the District Mission Authority (DMA), and “as such the proper implementation of the different schemes under the Sarva Shiksha Abhiyan (SSA) and other centrally sponsored educational schemes should be his outmost concern.” However, it alleged that the DC has been taking the issue “very lightly since it was brought to light on March 9, 2016.” The MTLT expressed disappointment that while it was hoping for positive action from the Education Department and the District Administration on the issue, the DC instead issued an order stating that searches by individuals or groups are illegal and “the persons aggrieved (private or Government officials) by such searches may seek legal remedy under sec 441 of Indian Penal Code, 1860 (Criminal Trespass) against the perpetrators of such illegal action”. “Though the Deputy Commissioner has not named the MTLT directly, but issuing an order right after the ‘visitation’ to the schools by the MTLT, is evident for all to surmise that the order was directed against the MTLT,” it reasoned. The MTLT clarified that the “visitation” was undertaken after “precise information was received from school employees who informed about the uneatable rice and also from students who complained that they were not getting midday meal.” It claimed that the “visitation” was done on a “goodwill basis in the greater interest of the stu-

It said that the DC “should have recommended the immediate suspension of the Store Keeper, F&CS department, instead of setting up an Inquiry Committee which the common folks understand as ‘allowing the guilty to go scot free.’” The DC, ACAUT alleged “managed to wash off his hands from the whole sordid affair as well as protect the real masterminds when it was within his power to take appropriate action.” It further alleged that “no sincere effort was made by the Mokokchung police to arrest the accused.” “Quoting Section 441, IPC, 1896, whereby the DC suggested that aggrieved government officials could seek legal remedy against MTLT, is a classic case of Defence Mechanism where one takes an aggressive stand to instil fear and discourage dissent, in this case, their non-justifiable positions. On one hand the government’s political rhetoric is asking people to be vigilant against corruptions but in practice it is just the opposite,” the ACAUT stated. The MTLT alleged that the DC’s order is “nothing but just a ploy to hide his incompetence in tackling the issue at hand.” It demanded that if the Deputy Commissioner “cannot tackle the issue or stand up for the young children or the society at large, then he should apply for transfer or the state government should relieve him of his responsibilities as the Mokokchung Deputy Commissioner.” Meanwhile, the MTLT also expressed concern about the “thousands of students studying in the different government, primary and middle schools who are deprived of their midday meal at their schools.” So, far there seems to be no clear-cut action on the part of the Education Department to ensure that the children avail their midday meal in their schools,” it stated.

With eight Congress legislators joining the ruling NPF in November last year, the 60 member Assembly has 48 NPF, 4 BJP and 8 Independent MLAs. While BJP as an ally of the NPF-led DAN government has extended support to the NPF nominee for the lone seat, eight Independent MLAs are also with NPF. As per the election notification, scrutiny of nomination paper will be done tomorrow, while the last date of withdrawal is March 14. Election if necessary will be conducted on March 21.

Only vehicles with appropriate car passes will be allowed entry to the Assembly Secretariat. 2. No vehicle will be allowed to be parked by the roadside from 0600 Hrs onwards from March 15 to 19 in the following routes: a)From BSNL Telephone Exchange till Classic Island. b) From Raj Bhavan till M.S Classic Island. c) From Classic Island till Assembly Secretariat via Razhü Point. 3. Heavy vehicles will not be allowed to ply from High School junction to Assembly Secretariat via Sanuoru subway during Assembly Session, except Govt. departmental buses. 4. BJP vows to strip immigrants of vote in Assam
JALESWAR, MARch 11 (REutERS): Prime Minister Narendra Modi's Bharatiya Janata Party (BJP) has vowed to disenfranchise millions of Muslim immigrants in Assam, waging a polarising election campaign in a bid to form its first government there. In campaign rallies in Assam, officials of the BJP have also promised to identify and deport younger illegal migrants, in response to rising discontent among the state's Hindus. When Assam elects a state legislature in April, an estimated 10 percent of its 20 million voters will be Muslims who have migrated since the 1950s from the former East Pakistan, later Bangladesh, and gained Indian citizenship. "Legal Indian citizens are being branded as Bangladeshis," student Ismail Hussain, wearing a white skullcap, told Reuters at a rally held by a mainly Muslim party in Assam.

Now Manipur CM faces the heat IMphAL, MARch 11 (IANS): After Arunachal Pradesh, it is now the turn of Manipur's Congress Chief Minister Okram Ibobi Singh to face dissidence -- with over 25 party legislators up in arms. In the 2012 assembly polls, the Congress bagged 42 seats in the 60-member house, a record in Manipur. The dissidents in the Congress have served an ultimatum to Ibobi Singh, asking them to either induct them in the ministry or face the music. Congress president Sonia Gandhi has summoned Ibobi Singh to New Delhi for discussions. For months, the dissidents had been demanding a major reshuffle so that they could be inducted after dropping the pres-
ent ministers. This time the dissidents are understood to have hinted they may join the Bharatiya Janata Party (BJP) if their demands were not conceded. Said state BJP president Thounaojam Chaoba: "We have a long list of the Congress members who are seeking admission to the party. We may come out with the detailed list soon." Ibobi Singh has been in power for 14 long years, and Congress dissidents say the wind in the state now favours the BJP. A dissident told IANS: "At the time of installing the last ministry, Ibobi Singh assured us that the present ministers will be in power for two and a half years, after which new faces will be inducted.
"This time, we may look for greener pastures. There is no charm remaining merely as legislators." Sonia Gandhi has reportedly taken a serious note of the demands of the dissidents, whose number is said to be increasing. Most of them are camping in New Delhi seeking an audience with her. A senior Manipur minister, however, told IANS that a major reshuffle was easier said than done. According to him, there were some tribal ministers who cannot be replaced. Besides, there were 11 ministers excluding the chief minister, and it will be no easy task to select new ministers. Manipur goes to the polls in February 2017.
Armed men attack construction workers in Manipur IMphAL, MARch 11 (IANS): Six men armed with sophisticated weapons attacked a group of construction workers in Manipur's Thoubal district on Thursday evening and escaped with Rs 2.30 lakh in cash, police said. The incident took place just half a km from the camp of Border Security Force. Combing operations launched on Thursday night failed to nab the culprits, police sources told IANS on Friday.
Media reports said the armed men are suspected to belong a Nagalandbased outfit. Injured construction workers told IANS that the armed men raided the construction site of the mini barrage at Heirok in Thoubal. "Soon they started beating us up with wooden clubs. They asked for the whereabouts of the contractor", said a worker, who did not want to be identified.
The beatings continued for a long time. The assailants ransacked the shack. They made away with Rs.2.30 lakh kept in cash for payment to the workers and purchase of construction materials. He said: "There is huge possibility and potentiality of developing fruit processing industries in the northeastern region as the region has resources and manpower as well." Tripura to erect electrified fencing to confine elephants AgARtALA, MARch 11 (ptI): With a view to reduce man-elephant conflict, Tripura government has decided to erect electrified barbed wire fencing that will prevent the animals from straying into human habitations. Atul Gupta, Chief Wild Life Warden of the state, said that the Centre had sanctioned Rs 24 lakh to put up the wire fencing so that the pachyderms were confined to their reserves. Asked if the villagers and elephants will be in danger once the electrified fencing comes up, he said, "They will get only electric shock as intended, but no fatality." Gupta says that there is a plan to involve Joint Forest Management (JFMCs) and Eco Development
Committees (EDCs) to create awareness among villagers about the need for erecting the fence. Besides, the Forest Department has decided to arrange for adequate food in the habitat of the elephants by excavating ponds and large-scale plantation of trees in the core area. "If adequate food is arranged for elephants, they will not stray away, which will go a long way in reducing man-animal conflict," he explained. The state has 58 elephants, according to the latest survey conducted by the Forest Department. While one herd was spotted at Gomati district's Gandhari area, another, a big one, was found at Atharamura hill range in Dhalai district.

The state government set up an elephant reserve at Gandhari in Gomati district for better conservation of the jumbos, whose population was dwindling in the state. The reserve is spread over 123.8 sq km area. Just 30 to 40 years ago, elephants had never been seen in inhabited areas in Agartala, forest officials said. The pachyderms started invading human habitations after the cutting down of forests for construction of a hydel power project on the Gomati river. With the loss of their
habitat, the elephants started migrating to Bangladesh where forests were abundant. Gupta said that a large number of elephants had migrated to the Chittagong hill tracts in Bangladesh from the Gomati Wild Life Sanctuary. There was a time, according to British surveyor John Hunter's report, when elephants outnumbered humans in the kingdom during the colonial times and it was the reason why the colonizers did not consider taking administrative control of the region.

LoNDoN, march 11 (iaNs): It is often assumed that as our income rises so does our life satisfaction but this may not be the case with many people. According to researchers, what really matters is when income is lost and this is only important for people who are highly conscientious, hard working and diligent. The research, which examined levels of life satisfaction and income changes in more than 18,000 adults over a nineyear period, revealed that income change is only important when individuals with specific personality characteristics experience an income loss. According to the team, continually increasing our income is not an important factor for achieving greater happiness and well-being for most people living in economicallydeveloped countries. “Instead, we should
aim for financial stability to achieve greater happiness while protecting those individuals who experience negative income shocks,” said Christopher Boyce of the behavioural science centre at the University of Stirling in Britain. The study, involving two separate samples from Germany and Britain, asked participants annually about their income level and how satisfied they were with life. Participants also answered questions on their personality at the start of the study. Results revealed that regardless of personality, income increases did not affect life satisfaction. When people lost income, however, there was a reduction in their life satisfaction. This was far greater for those who reported themselves as being conscientious, namely they were thorough in their attitudes to life and work, energetic, effective and efficient in

how they did things. The study accounted for shifting circumstances such as entering or leaving work and changes to health and household make up. It found that for people that were only even moderately conscientious, a loss of income had a negative impact at least two and a half times greater than less conscientious individuals.

The Nagaland Pradesh Congress Committee today celebrated the 125th Birth Anniversary of Dr. Bhimrao Ramji Ambedkar at Conference Hall, Congress Bhavan, Kohima. Dr. Ambedkar, popularly known as Babasaheb Ambedkar, was one of the architects of the Indian Constitution. Ambedkar's efforts to eradicate the social evils like untouchablity and caste restrictions are remarkable. Apart from being a well-known politician and an eminent jurist, Babasaheb fought for the rights of the dalits and other socially backward classes throughout his life. Ambedkar was appointed as the nation's first Law Minister in the Cabinet of Jawaharlal Nehru and was posthumously awarded the Bharat Ratna, India's highest civilian award, in 1990. Ambedkar was born to Bhimabai Sakpal and Ramji on April 14, 1891 in Madhya Pradesh. Born into a poor low Mahar (dalit)
caste, who were treated as untouchables and subjected to socio-economic discrimination, Ambedkar was discriminated all his life and had vowed not to die an “untouchable”. Elucidating at length on how Babasaheb became a drafting member of the Indian Constitution, Dr. K. Jayakumar, Secy. AICC I/c Northeast speaking on his biography, stated that Ambedkar armed himself with numerous degrees and qualifications from the best universities in the world, thus, making himself a necessity to the Constituent Assembly. Ambedkar had always put the interests of the nation first and his view of democracy as a state of “liberty, equality and fraternity” [adopted from the French revolution] remain relevant even today, he added. The AICC Secretary mentioned that Ambedkar was successful in fighting untouchability with the inclusion of Article 17 in the Indian Constitution which abolished untouchability and made it a punishable
offense. He added that the Indian Constitution is the only one in the world where a citizen can directly petition the Supreme Court if his or her fundamental rights are compromised. Referring to a recent national survey which declared Ambedkar as “The Greatest Indian since 1947”, Dr. Jaya maintained that this underlined Babasaheb’s contribution in shaping the country to its present stature. Hitting out at RSS’ Mohan Bhagvat for trying time
and again to dilute the Reservation Policy enshrined in the Constitution, the AICC Secretary said, “Whenever BJP came to power, the rights of the SCs and STs are questioned.” “In their previous regime, Vajpayee appointed Venkata Challiah Committee for the same purpose and that such vested interests are threatening the Constitutional safeguards,” Dr. Jaya stated. “Today they [BJP] are entering kitchens and censoring what people eat and tomorrow, they will
enter bathrooms and find something to censor,” he added. Hitting hard on the RSS and the BJP for claiming the legacy of Dr. Ambedkar, the AICC Secretary opined that their respective ideologies and philosophies are “180 degrees apart”. “While the RSS stands for hardline Hindutva and promoting the Uniform Code, Dr. Ambedkar on the other hand was a pluralist who advocated equality, brotherhood and the inclusion of all peoples and showed the
way of life to be happy and peaceful through the Constitution,” he remarked. The AICC Secretary also slammed HRD Minister Smriti Irani for closing down the AmbedkarPeriyar Study Circle of the Students in IIT Chennai levelling dubious charges. He also slammed the concocted and doctored footage to put JNU Student Union President Kanhaiya on false sedition charges and opined that the charges will not stay in the court of law. Earlier, Jarjum Ete, Gen. Secy. AIMC (I/c – Northeast) speaking on the occasion said Dr. B.R. Ambedkar’s farsightedness in advocating liberty, equality and fraternity is most relevant even today. Appreciating the celebration, she further appealed for women parity in all levels of organization to realize Dr. Ambedkar’s dream of equality for all citizens. P. The TTC, in a press statement today stated that “an attempt to undermine the Tikhir Tribal as a dialect of Yimchunger was made through an analogy that Konyak speak 55 different dialects, yet they collectively go by tribe name of Konyak.” Terming this remark as “condescending,” the TTC said that the Minister has “hurt the sentiments of the struggling Tikhirs as the Konyaks speaking 55 dia-
lects have no connection whatsoever with the Tikhirs issue.” The TTC stated that “like every Naga tribe,” the Tikhirs have their own frontal organisations and are also “blessed with its own land, a sizable population, a vibrant culture and finally its own history and roots independent from any other tribes of Nagaland.” “Therefore, to compare Tikhir as a dialect of Yimchunger is most unfortunate and patronising,” it added. Addressing the meeting, Minister Rural Development and Chairman SLV&MC, C.L. John called upon all the line departments to update the meeting of the implementation status of their respective programmes and bring to the knowledge of the Committee, the physical and financial achievements of their departments so that any shortcomings can be deliberated and worked out. Stating that Rural Development Department is the face of the State Government, he however regretted that some objectives could not be met due to loss of proper flow of funds. In this, he stressed on the importance of timely release of State’s share for those centrally sponsored schemes in order to avoid inconveniences. The minister also high-

lighted the problems and issues faced by the department of RD and urged upon the elected members as well as the line departments to support the department in its endeavour to serve the rural people. He mentioned that the Committee should monitor the flow of funds at various channels including allocations, releases, utilization and unspent balances and to take all necessary measures to cause to ensure that programmes benefits flow to rural people in full measure.

t’s an unconventional setting. Children of varying ages recite tables animatedly. Seated next to them on the same rug are teenagers, many of them girls, gazing at the Hindi alphabet on the blackboard. At the helm of this class-or classes-are three young girls, not much older than their adolescent students. Dressed in simple salwarkameez, a dupatta over their heads, they blend in. But when Tabassum, Tarannum and Rubina, no more than 22, start speaking, you know the difference. The confidence they exude takes you by surprise. And you know that their uniqueness has only begun to unravel. A little over 10 kilometres from Varanasi, the village of Sajoi is nothing like its well-known neighbour. A glaring example of the many Indias that exist within India, it had blocked out modernity until recently, especially when it came to its women. Educating girls was considered pointless, and the prospect of women stepping out of their homes, unthinkable. Things began to change in 2010 when Human Welfare Association (HWA), a Varanasi-based NGO, identified Sajoi for a planned intervention. "The village had a mixed demographic and illiteracy was all-pervading,"
says DrRajni Kant, the founder-director of HWA. "The Muslim weaver community used to engage its children in the traditional occupation and preferred sending them to handlooms instead of schools." HWA set up a centre in Sajoi, along with eight other villages, to impart free education and vocational skills but the village folk needed to be convinced to join in. This was particularly challenging in the weavers' basti and the organization needed volunteers who valued education. No one got this better than Tabassum and TarannumBano, the studious daughters of Abdul Khalik, a saree embroiderer. Together with their friend RubinaBano, an equally sincere student, they embraced the opportunity. The three friends had completed their schoolingno mean feat for girls in
their community. "Our father doesn't know how to read or write, but every evening he shares with us what he has learnt from life," says Tarannum. "His most important lesson is that education is non-negotiable," adds Tabassum. Rubina was also fortunate to have a 'modern' grandfather. Getting an education in a village that had a government school only up to class five, however, was no cakewalk. For middle school, the girls would have to travel to a nearby village and their families were worried for their safety. But they found well-wishers along the way: the headmaster of their primary school, ShyamlalDebuy, ensured that the girls went ahead with the admission and often accompanied them en route, much to the relief of their families. Continuing their edu-
cation after class eight meant joining the private school in Sajoi at higher fees. Tabassum and Tarannum found a way out: Though they both took admission, each of them would attend classes on alternate days, while the other stayed at home to assist their father in his embroidery work and earn some extra money. When the school's principal, Ashok Srivastav, learnt about this, he allowed them some leeway in fee payment and made sure the three girls were brought up to speed with the others in their class. After 12th standard, the girls wanted to pursue graduation, but finances had dried out and they were at home, restless, when HWA came knocking. "People's reluctance to send their children to school always startled us," says Tarannum. "So we
were excited that we could do something about it." The girls set out on their mission for a monthly stipend of `1,500 each. A madrasa in the basti, which had been practically shut for 17 years, came alive with blackboards and charts. Every corner was scrubbed clean and rugs were rolled out, except that the children stayed at home and the settlement continued to look away in ignorance. "We went knocking at every door, talking to elders, getting snubbed,"recalls Rubina. Some villagers asked them to mind their own business, while others questioned their qualification to teach others. Some even lectured them about the threshold of "dignity" they were crossing. "We didn't let all this waver our attention from the main goalno angootha-chhaaps in Sajoi," Rubina says, her determination palpable in her voice. The trio honed their approach. They didn't ask people to stop their children from working, but urged them to send them to the madrasa for an hour or two. Slowly, children started trickling in. Motivational Learning Centre, as the girls call it, is no replacement for school. It is there, in fact, to create the hunger for knowledge, which can get satiated only in school. It also helps school-going children so they don't lose interest and drop out.
Those who doubted the girls' intentions now recommend the centre to others. ShyamlalDebuy is a proud man. "The three brilliant toppers of this school have topped in life too!" he rejoices. The number of admissions to his school has steadily increased and the dropout rate has fallen. With over 100 children at the centre, the trio now shifted their focus to the girls of the locality with the motto,Silai-kadhai to ek bahana hai, asli maksad to padhana hai[Tailoring is only an excuse; our real aim is to educate]. Under HWA's guidance, they started tailoring classes. But it soon became a task explaining to people why their daughters were learning numbers and the alphabet on the side. Seasoned, the girls had their reply ready. "We'd tell them that maths is a requirement for measurements and they would agree," chuckles Tabassum. More plausible reasons would then be slipped in. "If your daughter or sister is in danger and wants to find her way home or dial your phone number, how would she do that if she can't read or write?" Their ideas began to resonate. Says Julekha Begum, whose daughter Reshma studies in the eighth standard, "I am so happy that come what may, these wonderful girls never let the centre suffer." Even if that meant being
ousted from the madrasa. The news of the task Tabassum, Tarannum and Rubina had taken up spread. In recognition of their work, the news channel CNNIBN conferred on them the Real Heroes Award in 2012. They also received a cheque of `3.5 lakh, a part of which they spent on getting the madrasa renovated. All this upset certain people. Saying that they objected to the inclusion of Hindi, English and maths lessons instead of only Arabic and Urdu, they forced the girls to leave. The centre then moved to the humble home of Tabassum and Tarannum. They got a tin shed extension and the classes continued. The trio also bought a laptop for the centre and secured admission in a nearby Industrial Training Institute (ITI). Having resumed their studies, the girls are busier than ever. Their day starts at 5 a.m., and by 7, they are ready to teach and continue until 10. It takes about an hour to reach the ITI and they return home by 5 p.m. An hour in the evenings is reserved to help those who already go to school. This hasn't stopped the girls from making themselves useful in other HWAprogrammes. They help run some self-help groups for women. With such good work underway, Sajoi caught the attention of the Noida-based DS group. Under their Corporate Social Responsibility (CSR) pro-
gramme, the company along with HWA adopted Sajoi, further accelerating the process of change. Computer-aided support centres, vocational training centres for young girls, support to six anganwadicentres, and a sanitation and cleanliness campaign in the village have been launched. But it is the intangible effects of education that bring the biggest smile to the girls' faces. "We used to celebrate only religious festivals in Sajoi," recalls Tabassum. "But now we hoist the tricolour on Republic and Independence Days with gusto." Adds Tarannum, "Much of healthcare here meant home remedies. Not any more." Says Rubina, "We can't explain the joy of seeing Sajoi'sbahu-betiya sign their names instead of pressing their thumbs against an ink pad!" What happens when they find a job and move to another city? "There's a whole young brigade, including our younger siblings, who are teachers in the making," say the lively sisters. "After all, the work has only begun." As India celebrates International Women's Day on March 8, and rejoices at the rise in its female literacy levels [See 'Good News', page 36], this modest little army of girls will be toiling away, bringing an irreversible change to a sliver of India it has put on the development map.

he use of Indian condiments, or masalas as one would call in Hindustani, is increasingly becoming popular in various world cuisines. In the olden days when there were no refrigeration techniques, the use of spices in dishes also acted like preservatives. When the Europeans came to the Indian subcontinent, they soon discovered the local spices and were impressed with the aromas and tastes. They took them back home and soon the demand in Europe skyrocketed. At one time, the cost of spices was more than that of gold and precious stones and it was one of their most profitable trades. The use of Indian spices in the West gradually became popular but not in the mainstream dishes. Recently, with increasing globalization of trade and communications, Indian cuisine has penetrated the masses across the world. With the result, the population across the globe is getting intrigued and willing to learn more about the "masala". The word spices have been used as a misnomer to describe hot food. In actual terms, spices provide different aromas and flavours. The hotness of the food comes from green, red, yellow chilies and black peppers. The surge in Indian restaurants across Europe and the US has helped the spread of Indian aromas and tastes among the masses. The culinary world is rapidly advancing in both techniques and different flavours. Increasingly, the chefs are mixing flavours and ingredients from different regions of the world. This phenomenon has created fusion cuisine. As the world discovers the flavours of spices the chefs are not inhibited in exper-
imenting with the spices. Thus, fusion food has taken another dimension in the culinary world. IndoFrench, Indo-American and Indo-Chinese restaurants are sprouting up all over the world. The masala chai once exclusive to India is one such example which is a popular drink in Europe and the US. A high-end chain in the US named Teavana extensively sells spice chai, maharaja chai and Ayurvedic chai. The spices used include cloves, cinnamon, cardamom, and other garam masala ingredients. Cinnamon is commonly used in tea, coffee and confectionery across the world. It's use in meat dishes is popular now in the Western hemisphere. I have seen its use in African cuisine along with cumin seeds and bay leaves. Black pepper is ever so popular as a table top condiment but its popularity in the dishes for cooking and marinating meat has increased significantly. Clove oil and cloves are now used as flavouring agents in various South American cuisines as well. Of late, there has been a surge in the use of turmeric across the western world. Once an exclusive Indian spice, turmeric is now available as capsules and consumed raw for medicinal purposes. Although this has been the practice in India for centuries and is a common ingredient in almost all dishes in India, turmeric and milk is now popularized in food shows across the US as an exotic drink renamed "golden milk". Food shows on network channels are showing use of turmeric in various meat dishes in the West. Marinating meat and poultry is commonly done with Indian spices. The traditional Indian garam masala is available extensively across the super markets in both Europe and USA. During my stays in the USA, I have seen the use of Indian condiments in Thai as well as Italian cuisines. Ethiopian cui-
sine is heavily influenced by these spices especially in kababs. The kababs in Middle Eastern cuisine have the same reflections. Recently, an Anthony Bourdain show revealed that Iranian cuisine was immensely influenced by Indian spices too. Indian spices have always influenced Middle Eastern cuisine. The spice trade from 16-18th century left a trace of spices all throughout the route. Bay leaves, once an exotic addition to Indian recipes, is now being grown in households in the world and used for aroma in African, English and French cuisines. Coriander leaves and seeds have their counterparts in other cuisines but now used for garnishing entrees and appetizers. There has been an increasing evidence of health benefits of herbs and spices as well. Various spices have plant-derived chemical compounds that have disease preventing and health promoting properties. Certain spices could provide antioxidants that are important in combating disease and improving immunity. The anti platelets and clot prevention properties of some of the spices may explain the lower incidence of venous clotting of the legs in the Indian subcontinent. Spices have been used since ancient times for their anti-inflammatory and anti-flatulent properties. Turmeric has been used over wounds swollen and painful joints and is now proposed to reduce the post menopausal symptoms. Its cholesterol lowering properties have been reported too. Clove oil and dentistry is another example. It has also been proposed that spices may reduce the incidence of certain cancers. With the renewed interest in spices around the world and changing palates I'm not surprised that Indian spices are increasingly used all over the world in various cuisines.

toxic waste dump in India where decadesworth of carcinogenic waste from the country’s marble industry has created an illusion of snow-covered plains has become an unlikely—if hazardous—tourist attraction, film location, and beauty spot in the princely state of Rajasthan. The marble business is, along with tourism, one of the biggest earners for Rajasthan, and marble-cutting and polishing firms line the roads outside major towns such as Udaipur and Jaipur. The work is hazardous, however, due to the carcinogenic dust and slurry created as a byproduct of the trade. According to some health professionals and doctors, most of those in-
volved in the dirty business of cutting and polishing the stone, which is abundant in the surrounding hills and exported throughout the country and around the world, will at some stage suffer from respiratory diseases. Poor health and safety practices are endemic throughout India, and mean that many workers labor in factories and cutting plants without adequate masks to filter the air or offer protection from breathing in the dust. But this hasn’t stopped Bollywood filmmakers, pop video producers and even newly married couples from rushing to the town of Kishangarh, Asia’s biggest marble trading center. Kishangarh is about 60 miles outside Jaipur, where the local marble producers association has, since the 1970s, operated a gigantic dump for the carcinogenic
byproduct of their trade, occupying several acres. Nothing can grow on the white calcium carbonate which is the primary chemical constituent of marble, leading some romantically-minded image hunters to have the toxic dump of Kishangarh stand in for the more inaccessible snowfields of Kashmir in India’s Himalayan highlands in pictures. Over the past two months several music videos have been filmed at the site, with couples dressed in leotards, tights, and gloves performing around the trunk of a dead tree, or singing from the back seat of a vintage, open-top car in Punjabi. The celebrated Indian comedian Kapil Sharma is among those who have used the dump as a location. Kishangarh is said to have more than 25,000 marble trading firms, and
the industry employs as many as 100,000 people, almost two-thirds of the city’s estimated population of 160,000. Much of the city was built in marble by generations of maharajahs. The Phool Mahal palace is a part of the Rajasthani tourist trail, and the town is also famous for a unique style of highly stylized, courtly painting in which faces and necks are elongated, eyelids appear to droop and chins are pointed and drawn out. NK Vohra, a surgeon practicing at Kishangarh, told The Times of India that the quality of air is so poor in the area surrounding the town that it even prevents timely healing of wounds, “It takes almost double the normal time for any wound to heal up here. The poor quality of air weakens the immune systems of those who are exposed to the dust directly.”

One might think that such toxicity would be enough to deter even the most naïvely positive bride, however newly married couples are among those flocking to the site to take souvenir pictures of their big day. A local wedding photographer said, “The snow white background makes pictures vibrant.” While in other countries the owners might be excused for hurrying to close the site off from the public in anticipation of legal threats, this being India, the operators are taking a different, more enterprising course of action. Suresh Tak, president of Kishangarh Marble Association, told The Times of India that there is a plan to develop sheds for parking, adding, “So far we don’t charge anything, but maybe, in the future, to meet the maintenance costs, we will.”

Tame that bully within T

here is need to look at how the systems we live in help create the monster we try to fight against. A bully can manifest in many different avatars. Some can appear like (anti) super-heroes, flexing their muscles to intimidate their victims. Others engage in verbal abuse, belittling another's speech, mannerisms or lifestyle choices. Their presence can cast dark shadows, haunting their victims, sometimes traumatising them for years after they leave the classroom. Today, a bully can cloak himself or herself in an armour of cyberspace invisibility, giving him or her power to abuse. The social media can operate as a window, allowing bullies to continue to exist and strengthen their identity. In the small world of the classroom, we see a representation of many of these forms of bullying.

He had been masking his insecurity by using his various other intelligences to cope with schoolwork and other challenges. He shared how he was very afraid and that often his muscle power was directed at those who he perceived were better than him in the very areas that he feel threatened. Through a comprehensive programme that worked on his reading skills and tapping his talent as a sportsman, Akash blossomed into a student who was able to confront his deepest fears. Anti-bullying programmes Worldwide, schools have started to take the issue of bullying very seriously. Many schools have a zero-tolerance policy against bullying and communicate this effectively to their staff and students. Students are made aware of this issue and awareness programmes have attempted to empower the victims. Practical steps such as immediately alerting a teacher/ adult about being bullied, have helped some students feel less afraid. Schools are legally bound to have counsellors, and they can often be an effective interface through which students can find safe ways to vent their fears. These are excellent preventive measures and are effective as a first line of “treatment.” However, to delve into the issue a little deeper is to see beyond the first line of control. Who are the bullies, and why do they behave the way they do? An effective programme needs to look at the patterns of behaviour among bullies and look at the way the systems we live in help create the very “bully” that we then try to fight against. What makes a bully This is not a psychological profiling of a bully but an observation of patterns that one has encountered during teaching stints in classrooms across a spectrum of schools. A bully is someone who seemingly uses his power to make another feel inferior. When Akash (name changed) came to us, he had already been expelled from three schools for exhibiting violent behaviour towards many in his peer group. While working with Akash, we were first confronted by a body language that typified defiance. After many sessions, his defences natu-
tim, just as afraid and lonely. When Sreya’s (name changed) parents were called in to address their daughter’s verbal abuse towards her peers, we were literally in for a rude surprise! The parents abused a school security guard and a helper, echoing exactly what we had seen in the classroom. When the parents did not get their way, their methods of dealing with a situation, mirrored what Sreya exhibited. As a teacher, it was a valuable experience watching how our principal gently but firmly brought the issue to the notice of the parents, defining clearly acceptable behaviour in her school. The family
consented to go for counselling and Sreya continues to work through her challenges with the support of her classmates and teachers. Modifying the environment Human behaviour is complex, and there are no standardised solutions. However, many schools have started working on creating an environment which fosters values such as compassion and kindness. These values are not delivered in lectures but integrated within the running of the school. From simple actions like treating all the staff in the school with respect, to encouraging students to take part in tasks to help maintain the school, these “soft solutions” have often radiated change in subtle and overt ways. Circle time was a wonderful programme that was initiated in one of the schools where I worked. Students were given ten minutes a day to sit around and discuss issues as a group, and we found they often came up with creative solutions. Theatre is another wonderful medium through which the entire class can get involved in working to unveil their hidden talents. The idea is to use any avenue to help students feel positive by helping them achieve their potential. It is not utopia, and, till date, there has never been a system that completely eliminates bullying. However, one can definitely see the difference that modifying environments can make, in lowering the chance of creating a bully. Inside us Eckhart Tolle, has written a wonderful children's book called Milton's Secret. The story talks about empowering oneself, by being completely present and mindful. In many ways, it is a revolutionary way of looking at bullying — where we realise that a bully is but a window to confront and face our own fears, letting that fear dissolve into the power of presence. In small ways, if we really observe, we are constantly engaging in some form of bullying or another. We strive to change people or get people to like us, to lessen our discomfort! We staunchly hold onto our opinions, not giving someone space to disagree! A friend observed, how we are weather bullies, always wanting it to just be a little hotter or colder, never accepting it for what it is at present!. Bullying the bully is just another form of violence. Gandhi lived the mantra that changing the world means changing oneself. It might seem a cliche, but putting this into practice may just be the way forward to tackle the bully outside, and, more importantly, the bully within all of us! Enjoy your journey!

DON’t Pull It’s tempting to pull skin taut to get a solid, clean line, but learning how to get your liner on point without any tug and pull is a kinder way to treat your eyes. Look down, change the angle of your mirror or be slightly firmer
with your liner. Getting those sharp lines can be done without having to manhandle the delicate skin around the eye. SISterS, NOt tWINS Do you ever feel as though you can line one eye perfectly and then it all goes wrong when you try to line the other? Take a look at your eyes and your eyebrows; they are very, very rarely completely symmetrical. The shape of your liner on one eye might not suit the shape of the other. Concentrate on getting the best liner for each eye, not two sets of identical liner. tIDY-uP Mistakes happen. Don’t be too hard on yourself. Make-up artists have a steady supply of cotton buds for exactly this reason. In fact, a cotton-bud can sharpen up a flick and add precision to a jagged line very easily. Make the most of your mock tests

hen you synchronise your mock paper attempts, the actual exam could turn out to be just another drill! The exam season has begun. The next 100 days will see students going in for various scholastic and competitive exams. This is also that part of the year when all serious aspirants get into revision mode and simultaneously attempt mock tests to optimise their performance. Amidst all this, “Self Analysis” is largely ignored by students. You are beset by the questions: “What is self analysis?” or “How to do it?” or “Is it really that important?” We will address all that here. Writing a mock test is perceived as a mechanism by which one can ascertain the level of preparedness; force yourself to revise well in time; remember important points/ formulae etc. Though this may be true to some extent, the reality is different. The true essence of taking a mock test is to “analyse” one’s own performance and figure out the loopholes, get acclimatised (for example if you are intending to write an online test like JEE (Main) then you should take a sufficient number of online tests, develop an exam strategy and temperament and body clock adjustment. That sounds a bit tricky, doesn’t it? You read that right. Many times when taking a test or an exam, we commit mistakes which go unnoticed, or it happens so fast and at random that we fail to recognise the mistake later. And since it has not got registered in our
minds we run the risk of repeating it in the future. This proves detrimental to our career objectives. A good “Self Analysis” is rather the way forward. It must enable you to discover the following areas: Conceptwise tracking (enables you to understand how well have you mastered a concept) Topicwise tracking (Percentage of completion without any loose ends) Subjectwise competence (areas within a subject in which your performance has been consistent over a period of time) Marks earned (areas within a subject where you have earned marks) Marks lost (areas within a subject where you have lost marks) Reasons for marks lost: One must get to the real root cause. Be practical and realistic during this exercise. Seek experts’ help at this juncture, if required. The most probable reasons are: (a) calculation mistake; (b) not applying the right concept/formula; (c)rushing through while reading the question and missing an important keyword/point hence applying the wrong concept/formula.; (d) being confused between two closely linked/overlapping concepts; (e) not scanning the question paper completely (miss attempting a few easy questions); (f ) not knowing how to go about a question and making a vague attempt thinking that it would probably work out right at the end. In the process time, effort and marks being lost.
Average time taken to solve a question (speed and accuracy have to be in sync). High speed with low accuracy is pointless. Low speed with high accuracy will impact total marks. One has to find a middle path to be able to do well and optimise one’s performance. Performance rating: Rate your overall performance in a mock test on a scale of 10 based on your level of satisfaction achieved after the test. By systematically following the above-mentioned points you will start approaching mock tests with a whole new perspective. Your focus will gradually shift to a “learning approach,” addressing mostly the key learning from “mistakes committed,” and the same will get automatically factored within your revision plan thus firming up your performance meter in the next mock test. Action Plan Once you have tracked your conceptwise/topicwise status and have identified the loose ends, it’s time to revisit those portions (if possible seek experts’ help). By doing this you will be improving your chances of getting answers to those types of question correct. On a broader scale you will remember the kind of mistakes committed and be cautious. Just as a batsman’s performance on a given day is analysed by the runs scored and the respective direction (on-side, off-side, long-on, etc), by analysing the topics from which you have earned marks allows you to discover the marks distribution factor across topics within
a subject. If you find that you have scored more from a specific segment/topic or you have scored more on specific types of question, then you have to be cautious and devise a plan to distribute your dependency (attempt-based risk) across topics. This will clearly tell you the topics/type of questions that you need to focus on. Analyse the reason for marks lost and practise accordingly to prevent future mark-leakage. Attempt as many mock tests as possible and synchronise your mock paper attempts so that your penultimate mock paper attempt is at its peak (in terms of performance, exam temperament, body clock adjustment, etc) and the actual exam should appear to you as just another mock drill, insulating you from exam-related stress and helping you to maintain your peak performance level. Verify whether your latest attempt has improved compared with your last mock test. An upward swing will give you the much-needed confidence for optimised performances in future attempts (mock test or, for that matter, the actual exam). Always strive for a 10-on-10 rating. The key imperatives are to eradicate weaknesses (if not completely, at least to a very large extent). Every weakness addressed will translate into a positive outcome, leading to better performance and better marks, thus improving the chances of moving ahead of competition. Maximising Criticism in the context of Nagaland Arenjungla Kichu: This isn't a criticism to any one not a complain but just an observation. It has come to a point here in Nagaland where we just cannot do anything right because there's just too many critics ready to just pick the worse in someone or something. I'm not saying we need to be perfect but a little learning is indeed very dangerous. So if we are about to talk about an issue or a problem; let's not do it just because people are talking about it and people have made it an issue or just because some people you considered intellectual is making it an issue. Let's not just do it because it's easy to criticize and give a heart-warming speech especially when someone can write so well or speak so well. Let's do it because we have analyse the whole situation and have thought about it in our opponent's point of view and we still don't get the idea of our opponent and we believe maybe our way is better. Let's do it because we wanna make sure that we put our thoughts into action and wanna make sure that we are doing it for something better and not by hurting anyone or by slamming down some one especially when it comes to social issues. There are some very sensitive issue and a lot of us has been just putting more oil in the burning fire. Let's talk out like humans and not in the attitude of " I know a lot and you don't know shit" because it's hurtful. When we hurt someone I'm afraid that's not the way we achieve something good. The world's mind is so diverse and sometimes what we think is right isn't right to a lot of people. What we think we know isn't known to a lot of people and what we think should do isn't really something that everyone will accept it. So if we want our thoughts and our ideas to be accepted, let's actually just talk and not blindly point fingers and disregard that another person's point of view like it's total rubbish. I know it's normal to have oppositions over an opinion but if I think about the list of issues that we as Nagas discuss, there's always too much criticisms and complains when none of us actually try to set an example of how it should be done. I remember someone I admire so much asking, "Are you the Naga that Nagaland wants?" And today I wanna ask that to all of us. I'm not saying we cannot complain nor am I saying we cannot argue. I'm just suggesting that we can do it in a kinder way, in a more respectful way because honestly a lot of comments has been very annoying and it just shows a lot of hatreds. It shows the attitude of "I know better than all of you". So what if we could all just talk like we are all on the same level and try to understand one another and actually approach people in a kinder way because for one reason or the other, people make comments or people do something. I just find it so wrong to just critically abuse some thing or someone without even knowing the whole idea and we just concluded on out own that " I am right." Sometimes we can be wrong and will be wrong. Oren Mozhui: This is my preferred approach to criticism. When someone dishes out a negative comment, use that as a signal to recommit to your work and to refocus on the road ahead of you. Some people are determined to take things personally and tear down the work of others. Your life is too short to worry about pleasing those people. Criticism and negativity from other people is like a wall. And if you focus on it, then you’ll run right into it. You’ll get blocked by negative emotions, anger, and self-doubt. Your mind will go where your attention is focused. Criticism and negativity don’t prevent you from reaching the finish line, but they can certainly distract you from it. However, if you focus on the road in front of you and on moving forward, then you can safely speed past the walls and barriers that are nearby.
Kudos to Kohima Traffic for improving the chaotic and frustrating jams in our capital! Yanpvuo Yanfo Kikon: Don't know which brilliant police officer or bunch of traffic personals made an intelligent assessment to carry out an efficient flow management but lately I've been noticing that the flow of traffic has considerably improved in Kohima and can still improve to a great extent. I believe Traffic can also collaborate with GIS (Geo informatics Dept) to make a real time assessment of bottlenecks & congested zones from the sky by using the GIS Drones. Kudos to Kohima Traffic for improving the chaotic and frustrating jams in our capital! Whoever took the lead to sort it out, salute to you! I think the next step for Kohima Police would be to replicate the @Dimapur Police & @NPSC Facebook page initiative if they wish to build a repo with the citizens because our Government must realise that gradually social media is now becoming the primary medium compared to our traditional media such as the radio, newspaper or TV. Most of our New Generation doesn’t even read papers, listen to the radio or watch TV. The only medium to reach them is through their smart phones i.e. Facebook (In Nagaland, Facebook & Whatsapp dominates but Whatsapp has limitations) Governments need to catch up before they become out dated and irrelevant. Newspapers, & TV will always be there but in addition to these, Govt must adapt to new technology and hop onto the new age media which is more efficient, effective, faster, easier, cheaper, quantifiable & also interactive! A temporary relief has been devised but as long as RTO doesn't regulate new vehicle registrations especially taxis, the roads will again be jam packed leading to where we were last year. The long term solution of the Kohima Bypass Ring Road need to be expedited and shift all Govt quarters to New Kohima area soon before Old Kohima collapses due to congestion. In the meantime, the bylanes especially the horrible LADIES MILE ROAD POTHOLES need to be improved! Traffic police is alive, PWD Roads & Bridges are you? Traffic Police is very much ALIVE! But I think the POLLUTION BOARD is also dead!!! Why not give this responsibility to Traffic rather??? The amount of hazardous fumes which some JNURM, NST buses emit is surely poisonous & dangerous!!! Not forgetting the dust! I believe old rattled buses can be replaced through subsidy based on one or the other pollution control subsidies so that the bus owners are not burdened to invest a huge amount to procure brand new buses vide bank loans. By the way, What is happening to Dimapur roads like Nagarjan, Purana Bazaar, Burma Camp etc Autos and cars are getting swallowed & hammered up by these potholes! India's booming cities built from ‘blood bricks’ of bonded labourers
PONNERI, MaRch 11 (ThOMsON REuTERs FOuNdaTION): When police raided the brick kiln in southern India where Siriya Banchor had been conned into a life of bonded labour - along with hundreds of other poor, illiterate migrants - the 48-year-old seemed more bewildered than relieved. Fumbling in the darkness of a windowless mudand-brick room she had shared with her family for more than two months, Banchor stuffed her things into a sack, took her child's hand and emerged into the bright glare of the afternoon sun. "I have two sets of clothes, two utensils and a little rice. We came with nothing, hoping to earn enough to pay back our loan," she said, stepping over piles of half-baked bricks to join other rescued workers waiting to board trucks that would take them to temporary lodgings. "We are going back with nothing but at least the suffering will end," Banchor said as she stood amid the crowds at the kiln on the outskirts of Chennai. In all, 564 brick kiln workers, including Banchor, were rescued last week by police and local authorities acting on a tipoff from an employee at the kiln. It was one of the largest such operations in India - shedding light on the huge number of labourers trafficked into ser-

TRAFFICKED AND DUPED There are no official figures on the number of people employed to cut, shape and bake clay-fired bricks mostly by hand in India's tens of thousands of brick kilns. According to a 2015 paper by the Centre for Science and Environment at least 10 million people work in kilns, many located on the edge of towns and cities making them easily accessible for urban builders. In Ponneri, about 50 km (30 miles) from the coastal city Chennai, the capital of Tamil Nadu state, rescued workers at the Sri Lakshmi Ganapathi Brick Industries brick kiln described how they were brought here two months ago by agents. The workers, all from the eastern Indian state of Odisha, said traffickers visited their villages, offering loans of 20,000 rupees ($300) in exchange for six months labour. The trafficker then sold the debt to another "agent" who brought them in batches by train
to Chennai. "The agents who come to our villages spot the families in distress. They know when there has been an unforeseen expenditure and then offer the loans," said one worker, a young, bare-chested man who followed his uncle to the kiln. "They come to us when we have hit rock bottom and have no choice but to agree to their terms." UNCERTAIN FUTURE The labourers, along with their children, said they worked 10 hours daily, slept in tiny rooms with their familes, and had no access to clean water or toilets. They were told they would be expected to work from January to June, before the monsoons usually strike, disrupting work. Each family, some of them with elderly or pregnant women, was expected to produce at least 2,000 bricks daily. If they did not, less money would be deducted from their loan. They said they received no official documentation of the loan and did not know how much of the debt they had cleared. "Each family has a debt of up to 20,000 rupees($300). And they are being paid only 400 rupees ($6) per family every week, without being allowed to go home unless they paid the entire amount," said M Narayanan, revenue department official leading
the raid. A doctor working for the brick kiln owners, who was arrested along with five others, including site supervisors, told the Thomson Reuters Foundation he provided a steady supply of painkillers to ensure workers kept working. A disregard for labour laws, impunity for agents and brick kiln owners and few alternatives for workers who are rescued made it difficult to break the cycle of exploitation, campaigners said. "In most cases, the rescued labourers say they had no means to get the next meal and therefore no choice but to go with the agent," said Mathew Joji, a spokesman for International Justice Mission, a U.S.-based human rights group. "Unless that ground reality changes, things will not improve for them even after rescue." R Geeta of the Unorganised Workers Federation said rescue was often not the end of debt bondage. "With no monitoring, many of those rescued will get into second bondage or work for another employer in equally bad conditions," Geeta said. For Banchor, there is little guarantee of a better life once she and her family return to their village. "We are going home but our future is uncertain," she said as she jostled to board the bus out of the brick kiln.
Bobde suggests common terrorism court for South Asia LS passes Aadhaar bill to further empower citizens uNITEd NaTIONs, MaRch 11 (IaNs): Indian Supreme Court justice S.A. Bobde has suggested setting up a common court for South Asia, with judges from all the regional countries to try cross-border terrorism cases. "Could we consider having a court, a common court, for these countries which comprises of judges from all countries which share the matter?" he asked at a briefing of the UN Counter-Terrorism Committee on Thursday. He added that he would "seriously recommend" that the conference, which had Supreme Court judges
from all the South Asian Association for Regional Cooperation (SAARC) countries except the Maldives, consider the suggestion. A SAARC court "will elevate the entire problem of sharing of knowledge and cross-border issues", he added. Since terrorism had cross-border links, Bobde said: "If we could have judges from these countries on a common court, I think it would help a great deal. The prosecutors and the modalities could be worked out." He was speaking during the briefing's segment on "Regional Effort to Support the Judiciaries of South
Asia in the Effective Adjudication of Terrorism Cases". It was to facilitate South Asian judiciaries share their experience on terrorism cases. Bobde, who was a judge of the Bombay High Court in 2008, recalled the 26/11 terror attack in the city that left 166 Indians and foreigners dead. The terrorists who came from across the border "were guided throughout by handlers from across the border", he said. "Now this was the advantage they had and this was the disadvantage the Indian people had. They did not know what the plan was, where they would go next."

Pregnancy advisory to women fighter pilots not 'legally binding': IAF NEW dELhI, MaRch 11 (IaNs): An advisory that three women training to be IAF fighter pilots should avoid pregnancy for the next four years is not "legally binding", officials said on Friday. "It is a formal advisory and not legally binding," said an Indian Air Force official. Another official pointed out that the intense training for a fighter pilot is physically demanding and pregnancy in this period may be risky from the health point of view. IAF officials also say that irrespective of gender, pilots are advised not to get married till their training is over. "The women pilots have volunteered for the training, it is their choice. There are different requirements for different jobs. Like all other air warriors, they are dedicating themselves to the cause of the nation, it should not be seen in any other light," said the official, who did not wish to be named. "Our officers make many sacrifices, many of them stay away from families for long time. It is unfair to look at them from the prism of gender, they are pilots first," said the official. The three women -- Flying Cadets Avani Chaturvedi, Bhawana Kanth and Mohana Singh -- will be commissioned in the IAF on June 18, and will become the first women fighter pilots of India. They will subsequently undergo advanced jet training, and later proceed to the regular squadrons. According to IAF officials, the three pilots are undergoing training at the Air Force Station at Hakimpet in Telangana. They have so far completed 55 hours of training, and will complete 86 hours of flying training before being inducted.

NEW dELhI, MaRch 11 (IaNs): The Lok Sabha on Friday passed the Aadhaar bill to give legal teeth to the government in ensuring its subsidies and services reach the intended beneficiaries directly, thereby going beyond the scheme's current mandate of merely assigning a unique identity to residents. The Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Bill, 2016, was passed by the Lok Sabha with voice vote after a brief debate, during which Finance Minister Arun Jaitley assured the house that details provided for the card will not be misused in any manner. When enacted, the bill will empower the government in providing targeted services to the intended beneficiaries by assigning them unique identity numbers, called Aadhaar. It will be given to every person who has stayed in India for 182 days in the year preceding the date of application. During the debate, Jaitley said there is an "element of urgency" in passing the bill and urged the Congress party not to oppose or "even delay" its passage. All amendments to the bill moved by members of opposition parties were either defeated or withdrawn. "Learning from the experience, we have improved upon the idea," Jaitley said and also maintained that the bill should also not be delayed by sending it to any parliamentary panel. "We have gone through it for seven years," he said. Jaitley also said the bill tabled by
the previous government in 2010 did not conceive the purpose of such a unique identification. This, he added, evoked public debate -- and even in courts -- on the intended legislation trespassing on the rights of citizens. Biju Janata Dal member Tatagatha Sathpathy, who represents Dhenkanal constituency in Odisha, said he and his party were opposing it. But Jaitley rejected his apprehensions that Aadhaar card can be misused for "ethnic cleansing". The finance minister also defended the move to turn it into a money bill, even as the opposition Congress objected to the move. The party's floor leader Mallikarjun Kharge said the previous one piloted by his party-led regime in 2010 did not term it as one. Kharge also alleged the government intented to call it a money bill, motivated by an apprehension that the draft legislation may face hurdles in the Rajya Sabha, where the ruling coalition does not enjoy a majority. But Jaitley said the new bill is "unlike" the previous one moved by the Manmohan Singh government in 2010. The finance minister said its core focus was on the money the government will spend for beneficiaries and not a mere identification document. "This bill deals with one primary focus and that is: Whoever gets benefit from the Consolidated Fund of India, either state government or the Centre and other institutions -- the person is entitled to have an Aadhaar card." Regarding the coverage, Jaitley
said 97 percdnt of adult Indians now have an Aadhaar card, while 67 percent children also have been enrolled for it. He added that 5-7 lakh people are being added to the system each day. Among the other features of the bill, it calls for the government to ask a person to apply for one if he does not have an Aadhaar number, while providing alternative means of identification in the interim. The card can be used as proof of identity, but not as a proof of citizenship or domicile. Jaitley said the Aadhaar number will not be misused since the overseeing authority can respond to an authentication query only with a positive, negative or other appropriate response. He said it is not permitted to share the biometric attributes. These include finger prints and iris scans. The details can be shared only under two circumstances: National security and court order. The bill also calls for an imprisonment of up to three years and the minimum fine of Rs.10 lakh on a person for extending unauthorised access to the centralised data-base -- or for revealing any information stored in it. Jaitley also made a strong case for streamling the country's subsidy regime. "Subsidies should be targeted," he said, "Those who are undeserving should be phased out." He said the system, under which earlier he himself got subsidies for kerosene, needed to be corrected.
‘MPs to seek smaller health warnings on cigarette packs’ NEW dELhI, MaRch 11 (REuTERs): A panel of lawmakers will call for smaller health warnings on cigarette packs, saying the government's requirement of 85 percent of surface area is too harsh on the tobacco industry, sources who have seen the panel's draft report said. The decision is the latest twist in a tussle between the health ministry, which wants to step up an antismoking campaign, in line with the rest of the world, and members of parliament who fear lower sales will hurt tobacco farmers. Tobacco use is linked to 900,000 deaths every year in India, and the government had ordered manufacturers to print health warnings covering 85 percent of the surface of a cigarette pack, up from 20 percent now. But the parliamentary committee has suggested in its report that the warn-
ings be limited to half the packs' surface area, as a move to protect tobacco farmers' interests, while promoting health. The panel feels "a balanced approach" would be to keep the warning size at 50 percent, according to two sources who have seen the report, but asked not to be identified because the draft is not public. Panel chairman Dilip Gandhi declined to comment. However, the government was unlikely to change its plan of implementing the stringent rules on cigarette packs from April, said a health ministry official who declined to be identified because of the sensitivity of the matter. The government is not bound by the decision of the panel, but it has political clout as its members are drawn from both the ruling party and opposition groups. Activists fear the call will delay adoption
of stiffer warnings on the packs. Euromonitor International estimates India's cigarette market was worth $9 billion in 2014. Leading players include ITC Ltd, VST Industries and Godfrey Phillips India Ltd, a partner of U.S.-based Philip Morris International. ITC did not immediately respond to an e-mail seeking comment, while officials of Godfrey Phillips and VST were not reachable. The Canadian Cancer Society ranks India 136th out of 198 countries that use warnings to deter smokers, lagging nations such as Australia and Thailand that top the list. The lawmakers' report would send an undesirable signal, said one official of an anti-tobacco alliance. "It will be a very unfortunate reflection on commitment to health by people involved in policy making,"

Brazil corruption scandal threatens split in coalition BRASILIA, MARch 11 (ReuteRS): A widening corruption probe has turned key lawmakers from Brazil’s largest party against leftist President Dilma Rousseff, threatening to split her coalition and increasing chances of her impeachment in Congress this year. The Brazilian Democratic Movement Party, known as the PMDB, is the main ally of the ruling Workers’ Party. Its leader, Michel Temer, is Rousseff’s vice president. But a growing number of legislators from the fractious party, which accommodates centrist and centre-right politicians, say it is time to abandon a president they see as paralysed by political gridlock and unable to lead Brazil out of an intense economic recession. “This is a very delicate moment,” said the party’s vice-president, Senator Valdir Raupp, who no longer wants to support Rousseff’s coalition. “The country needs a change of course now.” What little patience some PMDB lawmakers still had for the coalition has frayed amid an investigation into the ruling party’s founder, former president Luiz Inácio Lula da Silva, and new allegations money from a far-reaching corruption scandal helped fund Rousseff’s 2014 re-
election. At its biennial convention Saturday, the PMDB will loosen its alliance with the administration, which has been roiled by the ongoing kickback scandal around state-run oil company Petroleo Brasileiro SA. While avoiding an outright break with Rousseff, PMDB officials say they will vote on measures intended to give individual party lawmakers more freedom to rebel against Rousseff initiatives and ultimately vote in favour of ousting the president, who faces impeachment proceedings because of accounting irregularities in the government budget. Raupp said the party’s more anti-Rousseff factions will table a motion to leave the coalition outright, but a second motion to declare independence from the government will most likely prevail. If PMDB legislators do end up voting to impeach Rousseff, one benefit for the party, which plans to field its own candidate in the 2018 presidential election, is that Temer would become president. North Korean leader Kim orders more nuclear tests SeOuL, MARch 11 (ReuteRS): North Korean leader Kim Jong Un watched a ballistic missile launch test and ordered the country to improve its nuclear attack capability by conducting more tests, the official KCNA news agency reported on Friday. The report did not say when the test took place but it was likely referring to North Korea’s launch of two short-range missiles on Thursday that flew 500 km (300 miles) and splashed into the sea. “Dear comrade Kim Jong Un said work ... must be strengthened to improve nuclear attack capability and issued combat tasks to continue nuclear explosion tests to assess the power of newly developed nuclear warheads and tests to improve nuclear attack capability,” KCNA said. The North Korean leader was quoted in state media earlier in the week as saying his country had

Security Council to adopt a new sanctions resolution. The nine-magnitude quake struck offshore on a chilly Friday, sparking huge black waves along a vast swathe of coastline and killing nearly 20,000 people. The tsunami crippled the Fukushima Dai-ichi Nuclear Plant, where meltdowns in three reactors spewed radiation over a wide area of the countryside, contaminating water, food and air. More than 160,000 people were evacuated from nearby towns and some 10 percent still live in temporary housing across Fukushima prefecture. Most have settled outside their hometowns and have begun new lives. SAO PAuLO, MARch 11 (ReuteRS): State prosecutors in Brazil are seeking the arrest of former President Luiz Inacio Lula da Silva on charges of money laundering and identity fraud for concealing ownership of a beachfront apartment, his foundation said on Thursday. The effort to arrest the former president raised the stakes dramatically in a crisis threatening to topple his successor, President Dilma Rousseff, and was likely to further polarize protests on Sunday calling for her impeachment. Lula’s foundation called the motion to arrest the president “more proof of the partiality” of Sao Paulo state prosecutor Cassio Conserino. The motion requires the approval of a judge, which is highly unlikely, according to a presidential aide who asked not to be named given the sensitivity of the case. Conserino declined to comment on possible arrests in a news conference regarding the charges earlier in the day, and court officials did not comment on the news. Newspaper O Globo quoted court documents in which prosecutors argued that Lula should be jailed preventatively because he could “summon his violent network of supporters to keep the criminal process from proceeding.” Last week federal police brought Lula in for questioning in a separate investigation, setting off isolated skirmishes in the streets between supporters and critics of the former president as the graft probe inflamed political tensions. Earlier on Thursday, Conserino told reporters that two dozen witnesses said Lula was the owner of a luxury condo in the city of Guarujá, using their testimony as proof that he profited from real estate projects financed by a state bankers’ cooperative.

There was nothing substantial as per se news value for the country to notice Nagaland, except for news about militancy and racial discrimination. The reason being a helpless issue, I see a light here. We need to promote the identity of our place and our ethnicity. There has never been any effective leader to put our state on the world map of importance. The never ending peace talks for all these years have not reaped much reward. How effective have been our representatives who stood to speak for our solution? Our state needs a leader who is effective in bringing structural changes, institutional reforms and intellectual light. We need a genuine hero to struggle for a state which is still ineffectively developed. The face of the leader reflects the picture of the nation. We will become efficient in our way of promoting our culture to the world only when we become individuals who live an exemplary life. You become “Ambassadors” of Nagaland once you step outside your land. Be a good one!

The victim, Rikita Mehta (47 years), proprietor of Apna Hotel located at Nyamo Lotha Road, was at the hotel when she was shot point blank by unidentified gunmen at around 6:20 pm. She later succumbed in the hospital to in the hospital to injury caused by a single bullet wound that entered through her jaw and extend from the neck. Just a month ago, on November 13, the victim had survived an assassination bid after which armed security was detailed for her protection. In the previous attempt, the gunman escaped after the firearm misfired.” What is the result of this murder? My biggest doubt- where will the body be examined? Nagaland has no proper Forensic Lab! The irony of the situation is the weak presence of Forensic Science in our state. Our state needs not only expertise in this field but it needs an institution in which people can solve the highest layer of crime with smart investigation. This will not only create employment opportunities in the state but it will enhance our state in solving crime. The Government needs to sponsor students with scholarship for their studies in Forensic Science, Forensic Medicine, Forensic Pathology, Forensic Biology etc. We cannot expect Sherlock Holmes amongst the Nagas now, or see a day soon with another intelligence agency but we can surely expect a little bit of expertise not just for the sake of crime but for the sake of a State which dreams to stand on its own feet. 3. The security of our state is very important. We may not have special commando forces to parole our land for security, but we have the Nagaland Police to do its part. To enforce law, it needs to be strong. It needs to be at a professional par of being effective and powerful. March 5th 2015 incident of mob murder of a rapist showed us the level of preparedness and efficiency of our police forces. It was sad to learn that we are far behind others in terms of equipments, training and poor disaster (situational) management skills. When the law enforcing agency is ineffective, we know what will happen to law and order in our land. It is time to upgrade certain things which is much more important than the flag of “Independent Nagaland”. 4. When will that day come when we will have proper roads to enjoy the journey we undertake for pleasure and for work? Roads are the doorway to development. Without
proper roads let us just forget that there is little joy in economics and more depression in depreciation (The cost related to wear and tear of vehicles). If regular citizens experience such distaste with the poor road conditions of our state, think about the impression our roads leave on our visitors? If this is an issue of cost coverage, it is a bad joke. Nagaland is not the largest state in India. It is even smaller than Assam. Our neighbouring state has much better roads. If we think about the larger part of the country, major cities have great roads even though it is ten times bigger than Nagaland. So what happened to the roads of Nagaland? It sounds stupid for us to see stories about the Government’s plan on the Four-lane Highway. First make a concrete road which is 100% smooth and travelable! 5. The news about Nagaland finally having its own high court created a positive uproar in 2007. After years of lobbying by the North-east the centre finally nodded a positive “Yes”. A decision to give Nagaland its own High Court was taken due to huge backlog of cases in the benches of Gauhati High court. But it is sad to know that these plans are not visible. We need a High Court to resolve conflict in an orderly manner; an independent state needs its own court. 6. Hello Citizens of Nagaland this is for all of us. Each one of us is responsible to make Nagaland a dream destination for others. We visit new places and tour the world and act as high class citizens and do not litter the foreign streets or pee in the corners, but once we reach Nagaland, we continue the cycle of littering our state into its oblivion state. It is not the Government who is responsible for the trash in your homes, it is you who needs to stand up and put the litters in the right place. When the state has smart citizens, the Government can be scrutinized and checked properly. We need strong Village Councils, Municipalities and the State Government to educate the masses first and implement measures to keep our beautiful state in order. We all need to be vigilant. We will have cleaner towns and cleaner homes almost close to any beautiful tourist places we dream to see. The dream of a Greater Nagaland is never going to be real if our own state is not strong enough to stand on its own strength. We are a unique story for the world- our history, our culture and our identity; it cannot be found anywhere else in the world. How can the State Government nurture its citizen when it can-
not be efficient on all the basic things which make up a great nation? Okay, we cannot expect a great nation now but a sufficient nation is the need of the hour. Are we progressing so much more that we can call ourselves as efficient? Roads, electricity, Forensic Lab, High court cannot be established by the common people. It can only be created and developed by a power which is constitutionally approved and chosen by the Republic. This is why we expect so much from the Government every day, always hoping for a better condition to come over the horizon. Our so called Naga Freedom fighters have lost the essence of our struggle; they are adding more problems into our lives by levying taxes which is not improving Nagaland in any possible way. It is easy to criticize others but difficult to work in reality? No. It is easy to criticize others but it is also possible to work out and bring concrete results if we want to achieve something. It all lies on the determination and motives which can be made into a purpose. Those who have power have no intentions to become change makers but those who do not have power have intentions to improve our world. While many dream for bringing changes only a few has the determination and plans to bring the much desired changes through simple acts, the simple act endorsed with compassion and kind-heartedness brings a lasting and rippling effect all round., in the midst of prevalent capriciousness and lack of responsibility among many Miss. Lenti Aier had a vision to bring about changes in the Dimapur City based on Principles of Christianity. Instead of enhancing her expertise in blaming others she chose to see herself as a blessing which she was convinced to bring the much sought after changes in simple ways and act of kindness for the community and denizens of Dimapur City. Persuaded with the notion “Act of Kindness”, Lenti’s mission was to bring in likeminded people together, it was through Facebook under the banner “Smooth Ride For Dimapur” her mission gained impetus. In early June 2015 youth from various quarters endorsed her campaign. With the task much clear ahead she invited the bloggers to join this initiative. The Movement intends to work in collaboration with the various likeminded people and non-political groups through mutual respect, at the same time raise funds for undertaking various Projects which will be decided and organised by the Core Team Members of the AOK Movement as and when es-

She shared all the details of her work and it was encouraging to know that Nagaland has such bright mind to change the course of our state. She said “The AOK movement started its first phase of our project, "Smooth Ride For Dimapur" with approximately Rs. 50,000 (Fifty thousand) in hand which we raised through free-will donations. The 1st phase of our project which started on 1st July was successfully completed on 4th July 2015. Initially we covered Potholes in Delux Point (Bata Chariali), New fly over, Near Women cell, East Police Station, SP Office, Nagarjan Junction, Walford road (Near Burma Camp Junction, and Old fly over near Tragopan Hotel. Also upon request from the DCP traffic we also repaired the potholes at Dhobinala Police point too. During our first phase of Project, considering the heavy traffic during day time the movement starts their work from 8:00 pm and continued till 4:00-5:00 am in the morning. The 2nd phase of our project was for 2 consecutive nights i.e., 16th & 17th of July. The phase is Burma Camp Junction till Zion Hospital Diversion.” If an individual can stir and bring changes in the society how much more can the Government do for us? What has been done by this simple lady should have been done by our politicians, our Naga freedom fighters and many other individuals in power. But the irony here is they preach heavy dialogues for a ‘Supreme Nagalim’ without considering other factors which are larger than life and more important. It is a proven testimony that people with strong integrity, honesty and those few chosen individuals who dream for a better world still exist in reality! They want to be instrumental for the society because they want a better society. Many protest and complain about the corrupt system of Governance but when an offer of bribery comes their way they become one with them. When a citizen takes an initiative to improve the society, they are being efficient. When the Government functions to provide the best (in Nagaland it should be basic) amenities to its citizens we will all understand the meaning of being efficient.
