VIP escort injured in accidental shooting
DIMAPUR, MARCH 12 (MExN): A police constable attached as part of a VIP escort team was wounded in an accidental shooting incident in Dimapur on March 12. According to police sources, the service rifle of the constable accidentally went off with the bullet hitting him. The sources said that it happened when the motorcade, which was escorting a Nagaland State Minister, made a stopover by a roadside shop at Riverbelt colony, Circular Road. While the condition of the injured constable could not be ascertained, the sources said that he was hit on the chin.
No proposal to ban dog meat: CS Morung Express News Dimapur | March 12
The Nagaland Chief Secretary Pankaj Kumar today informed that the Nagaland State Government has made no proposal to ban dog meat in the State. He was responding to the queries forwarded to him by The Morung Express after a news item suggested that the Government of Nagaland was mulling the possibility of banning dog meat in a recent meeting. “Transportation and sale of dogs was discussed in the context of legal notice regarding prevention of cruelty to animals,” he added. He further maintained that the Government is looking into the issues relating to transportation, sale and food safety aspects with regard to dog meat. Meanwhile, the Director of Veterinary and Animal Husbandry, Dr. T Ezung has denied circulating any letter addressed to all Deputy Commissioners on “illegal use” of dog meat as food in the State. He, however, maintained that there is an ongoing discussion with regard to illegal selling of dog meat in the market and cruelty to animals after a legal notice was served to the State Government.

This was informed by N Benjamin Newmai, Commissioner & Secretary, Nagaland Legislative Assembly and Returning Officer Biennial Election to the Council of States 2016 in a communication addressed to the Election Commission, Delhi on Saturday.

(Retd) Kholi had “willfully violated Article 18 of the national Yehzabo (constitution) and party discipline…” The declaration stated that “on the early morning of January 15, 2016, he left a written document vesting all power and responsibilities to Prime Minister (Ato Kilonser) N. Kitovi Zhimomi till his return.” The

Muivah.” “Therefore, in good faith, robust and sound mind on my own volition as a responsible leader I accept and acknowledge their leadership and completely support the present Indo-Naga talk as the only acceptable foundation for our nation’s survival,” Kholi added. While appealing to all to join the “national line” un-
der the leadership of Isak Chishi Swu and Th. Muivah, Gen. ‘Corrupt practices’ alleged in Dept of Municipal Affairs Takatula, mother of SC Jamir no more
KoHIMA, MARCH 12 (MExN): In a long list of allegations against the Government of Nagaland, another has been added. This involves the Department of Municipal Affairs (DMA), created by the State Government in June 2015. The Association of Kohima Municipal Wards Panchayat (AKMWP) said it has discovered “multiple instances” of “corrupt practices” in the Department, prompting it to give a 15-days ultimatum to the “Head of the State Government to deliver justice.” The DMA is supposed to look after such things as framing of municipal & town council rules, financial reforms of the municipalities, transfer of powers and functions to the urban local bodies, finance commission/ state grants to urban local bodies, master plan of municipal and town councils, purchase of machineries for the municipalities, etc. A press release from AKMWP President Neibulie Kiewhuo, General Secretary Thejao Sekhose and Joint Secretary & Legal Advisor, Hukato Chishi, alleged today that the grant-in-aid of Rs. One Crore meant for urban local bodies of Nagaland State have “vanished without a single rupee trickling down to the intended urban local bodies.”
The ultimatum has demanded that this money be enquired into and recovered “from those responsible,” and be paid to all the urban local bodies “as intended.” The AKMWP also alleged that another amount of more than Rs. One Crore was released “without administrative approval.” And then, “Even after the lapse of over 10 months’ time, no material was supplied nor was the amount returned. Show cause notice was reportedly issued and disciplinary proceedings initiated.” The ultimatum has called for the said supply order (for supply of waste bin materials) to be cancelled, accountability fixed and the money refunded. According to the AKMWP, “some of the misdeeds of the errant officer and prima facie evidence that obliges the Government to initiate action was available with the Government for over a period of 6 months.” Moreover, the Parliamentary Secretary concerned, R. Tohanba, was also informed of the anomalies, with the Association calling for “immediate suspension” of the “errant officer” and that “any enquiries or proceedings that may be initiated against him for corrupt practices and insubordination would be a farce as he remains
in the best position to influence the outcome and wrongfully defeat the ends of justice.” Actions moving slow, the AKMWP has been prompted to wonder if “a godfather or the powers that may be, is turning a blind eye and is sheltering the Officer, to continue the misdeeds for hidden interests. Should such a situation exist, the Association shall not hesitate to expose and unmask the person.” Warning that the culture of “feudal lords” will not be allowed in Nagaland State, the AKMWP, in its 15-days ultimatum to the Chief Minister of Nagaland (who inaugurated the DMA in June 2015), asked him to suspend the Addl. Director and HoD of the Department of Municipal Affairs during the “period of proceedings” against him. The AKMWP, while reaffirming its support for the “well considered fight against public enemies in the guise of public servants,” stated that it will employ “more severe, democratic and lawful forms of protest,” in case in inaction. It also implored the Nagaland State Government not to leave the “wound festering due to inaction but to have it treated promptly, lest the wound aggravates further and necessitates amputation.”

Takatula, mother of Dr SC Jamir, Governor of Odisha and former Nagaland Chief Minister and SI Jamir, Advisor for Urban Development Department passed away on March 12 morning in Dimapur. She turned 102 on February 12, 2016. Regarded as the ‘grand old lady,’ late Takatula was one of few survivors of early Naga Christians and epitomized as a
woman of firm character upholding true Christian values. Having seen Nagas go through several stages- from head hunting to Christianity, from insurgency at its peak to relative calm, from primitive stage to the modern present, late Takatula had lived an eventful life. Takatula leaves behind 7 children (3 daughters, 4 sons), 32 grand children and more than 50 great grandchildren. A short prayer service was held in Dimapur before departure to her native village Ungma in Mokokchung. The funeral service of Late Takatula will be held at Ungma village at 1pm. Feb 6 killing: 3 suspects in police custody Morung Express News Dimapur | March 12
Three persons have been arrested in connection to the February 6 killing of a couple near Shamator. According to Tuensang police, the arrests were made on March 9 by the Special Investigation Team instituted to probe the case. The three were arrested following weeks of relentless search operations in remote areas of Kiphire and Tuensang district. Their identities have not been disclosed citing security concerns.
The search operations finally resulted in the arrest of three persons, who are suspected to have been involved in the February 6 killing, the Tuensang police said. Without disclosing the location where the arrests occurred, the Tuensang police said that on March 9 the SIT assisted by the NAP (IR) and the Tuensang police mounted search operations in “targeted areas falling under Shamator sub-division.” As per the Tuensang police, the arrests have enabled the SIT make headway in the investigation as interrogation of the three suspects has “unravelled many key links.”

DIMAPUR, MARCH 12 (MExN): The NSCN (IM) has told the Lotha Hoho that “till the finalization of the Indo-Naga peace negotiations, no land or its resources would be allowed to be taken out from the land of Nagas.” This was stated during a consultative meeting between the representatives of Lotha organizations, Wokha and NSCN (IM) officials at the monitoring cell office, Dimapur on March 11, to “bridge the gap of miscommunication.” A press statement from Lotha Hoho chairman, Mhao Humtsoe and general secretary Er Mhondamo Ovung said the NSCN (IM) officials also maintained that it is not against any initiative to safeguard the resources of the Nagas, even by way of filing PIL, which the Lotha Hoho had done. The NSCN (IM) informed that the “manner of utilisation of the resources would be deliberated among the Naga owners, after a political settlement is finalised.” The Lotha organisations meanwhile affirmed that the Lothas were only trying to safeguard the resources of the Nagas, like Petroleum and Natu-
ral Gas and therefore the filing of the PIL to sustain the basic rights of the Nagas, for ownership and transfer of land and its resources. On February 2, 2016, the NSCN (IM) had written to the Lotha organisations that the NSCN (IM) had no hidden agenda against anyone or any Lotha intellectual and hence the press report in one of the Manipur based newspaper “might have aroused out of misinterpretation and confusion and must not be taken at its face value.” The NSCN Kilo Ministry had therefore requested the Lotha organisations to bridge the confusion in the spirit of brotherhood. The Lotha organisations acknowledged the request of the NSCN (IM) and agreed to settle the issue within its fraternity. The Lotha Hoho also clarified that the misconception about the existence of two names of the Lotha community- ‘Lotha’ and ‘Kyong’ is no longer an issue. It stated that the official nomenclature is ‘Lotha.’ Hence the Lotha organisations requested the NSCN (IM) to use the official nomenclature of the Lotha community as ‘Lotha’ in all communications and references.

CNTC with its motto ‘Unity, Solidarity and Fraternity’ was launched as a united platform to work for the well being of the three constituent communities and the Nagas in general. The aims and objectives of CNTC are to foster unity, solidarity and fraternity amongst the three constituent units; to inculcate the spirit of brotherhood, to extend solidarity towards each constituent unit in exigencies; to preserve, protect and promote the rich cultural heritage of the three tribes. CNTC will also represent the grievances of the constituent units as a united front in issues affecting the common well being of the three tribes. Senden (Imolemba Jamir), Lotha Hoho (Mhao Humtsoe) and Sumi Hoho (Toniho Yeptho) in their respective speeches appealed for trust, unity and brotherhood amongst the three tribes so as to work for the common good of the Nagas. The three tribal leaders also stressed on the need to respect one another and not to harbor any misunderstanding or confusion. On the occasion, Convenor, Constitution Drafting Committee, Supu Jamir read out the draft constitution which was unanimously approved by the house. A new team of office bearers
for the tenure 2016-18 was also constituted with Hokiye Yepthomi as president; Renchio Yanthan and O. Shilu Jamir as vice presidents; Imtinochet Ao as general secretary; Nikheto Jimomi and Nyimshio Mozhui as joint secretaries; Khondao Ngully as Finance secretary; K Bendang Ao as Cultural secretary and Jonah Achumi as Information & Publicity secretary and 20 other executive members. Earlier, Convenor, Interim Council, CNTC, Hokiye Yeptho delivered the welcome address. Rev. Dr. Shiwoto Assumi offered the dedicatory prayer for the new
team. It may be mentioned that CNTC was initially formed in Decmber 2012 as Dimapur based organization with the approval of three tribal Hoho’s to address the common interest of the three tribes on the principles of unity, fraternity and solidarity. On December 8, 2015 the three apex bodies of Ao, Lotha and Sumi decided to upgrade the CNTC as the State level Apex Body of three tribes and an 15 member Interim Council headed by Hokiye Yepthomi as Convener was set up to work out all the modalities in 3 months time.

Free medical and dental camp held at Mitelephe village Kohima, march 12 (mExN): On the occasion of 181st Raising Day of Assam Rifles, a free medical and dental camp was organized by 19 Assam Rifles and 3 Dental Unit under the aegis of HQ 5 Sector Assam Rifles on March 10 at Mitelephe village, Kohima. An AR press release stated that patients with different ailments including respiratory tract infections, gastrointestinal infections, skin infection and dental ailments were treated and provided with free medicines by Dy Comdt Yogesh Patel, Asst Comdt Munulu Hesuh (MO) and Capt Rahul Nayak (RMO) and their entire team. Lecture on Dental Care and self hygiene was also organized for the villagers. A total number of 126 villagers including 46 children, 35 males and 45 females were provided with necessary treatment and free medicines. Refreshment and free meal for the locals were also catered during the Camp. Ongoing project of GHS building construction at Tseminyu, which is under RMS, was discussed at length. The house decided to write the matter to Education Department for necessary action. Meanwhile, the meeting also deliberated on the proposal of bankers to open a bank (Axis Bank) at Chunglikha block. Nagaland's fermented delights in Kolkata food pop-up KolKaTa, march 12 (iaNs): Wholesome with enhanced flavours, Nagaland's fascinating culinary treatment of pork, bamboo and soyabeans will be showcased in a tribal food pop-up. As many 10 dishes, mostly under-studied, are on offer on Sunday at Singhi Palace in south Kolkata, courtesy sisters Akumla and Alila of Nagaland's Ao tribe. "Some of the key items are smoked pork with fermented yam leaves (anishi), pork with fermented bamboo shoots, akhuni (fermented soyabeans) chutney, chicken with rice powder (amusu), stir-fried beef with Naga chilli," Ayan from Hill Tribe Cuisine, a group promoting northeast Indian cuisine in the city, told IANS. According to Alila, a normal Ao meal would include rice, some kind of meat (either dry or pork with bamboo shoots), boiled vegetables and spicy chilli. "We are trying to bring to the fore the diversity in northeast Indian cuisine which is largely unknown. Another aspect is showcasing women power from the region," Ayan said, adding their next focus is on Mizo and Khasi food.

tricts should not harm the interest of the Zeliangrong people and their land. They said land of the Zeliangrong should not be carved out in the process warning the Manipur government not to take any such hasty decisions against the wishes of the Zeliangrong people. Jiribam located near Manipur-Assam border is a subdivision of Imphal East while Sadar Hills falls under Senapati district. A day after the announcement on granting districthood status to Sadar Hills and Jiribam, the United Naga Council (UNC) accused the Manipur government of attempting to promote divisive policies on ethnic lines. The apex Naga body in Manipur also lambasted the state government over the recent violence in Satu Aimol village under Chandel district where a school teacher was beaten to death by suspected militants. It further blamed the government for the recent Hei-
rok incident wherein some labourers were beaten up and robbed off. Heirok is a village located under Thoubal district. Media reports here claimed that NSCN (IM) was behind the incident. guwAhAtI, MArch 12 (PtI): Assam Chief Minister Tarun Gogoi today claimed that the BJP-Asom Gana Parishad (AGP) alliance was a "marriage of convenience" just to grab power in the state. The Chief Minister said in a statement that the BJP-AGP leaders completely ignored the wishes of the rank and file of party workers while forging the alliance and the disillusionment was there for everyone to see. "Both the BJP-AGP have ganged up in a haste to capture power by any means throwing all their principles and ideologies to the wind," he said. He also claimed that the growing differences between the leaders of AGP and BJP after the alliance had come to the fore. Attributing the BJP-AGP alliance as an "alliance of leaders and not of workers", Gogoi said the Congress on the other hand has all along been giving due recognition and respect to the grassroot workers by giving them an audience to express their views.
One person injured in explosion in Imphal IMPhAl, MArch 12 (AgeNcIeS): One person was injured in an explosion near an oil pump in Minuthong area of Manipur's capital Imphal on Saturday evening. The exact nature of the blast is yet to be ascertained. The incident took place at around 7.00 pm today. Further details are awaited. Earlier in the evening a hand grenade recovered in Manipur. One High Explosive (HE) hand grenade was recovered from a potato farm during cultivation by farmers from Nachou area in Bishnupur district in Manipur today, a police official said. The hand grenade was taken away by a team of the police bomb squad and safely defused, according the officer said.
Magistrate stops child marriages in Tripura AgArtAlA, MArch 12 (the hINDu): A civil magistrate rescued two minor girls before their marriage were solemnised at two different locations in north Tripura. He even facilitated registration of complaints with the police against those who arranged illegal alliances. Nantu Ranjan Das, Sub Divisional Magistrate of Kanchanpur Sub Division, turned champion for preventing unlawful wedding of minors aged 13 and 15. Alliance of girls below age of 18 is prohibited in India and also a punishable offence. Mr. Das rushed to Dasda area of Kanchanpur to halt marriage of a13 year old girl whose marriage was slated at 5 p.m. on Saturday. One local, Jitendra Nath, forced her family to get her married with him. The SDM paved lodging of FIRs against five people including the ‘groom’. The accused persons went into hiding before police could detain them. In the second instance the SDM prevented marriage of a 15 year old girl who was to marry a man from neighbouring subdivision. Police complaints were lodged against some people who organised the marriage. Marriage of minor girls in rural parts of Tripura is a common phenomenon. But awareness programmes by different state departments and Women’s Commission besides enforcement of law yielded some results.
CPI-M in Tripura wants members to be more ideologically acquainted AgArtAlA, MArch 12 (IANS): A two-day special meeting of Tripura's ruling Communist Party of India-Marxist began here on Saturday to make members "more ideologically acquainted". "The purpose of the special meeting of CPIM Tripura unit is to make the party members and local leaders more ideologically acquainted. This is more important for those who entered the party in recent years," CPI-M state secretary Bijan Dhar told reporters. The closed-door meeting, in which 400 delegates are taking part, would lead to "a precise action plan", he said. The decision to hold the meeting was taken at Kolkata plenum held on December 27-31 last year. Tripura Chief Minister and CPI-M politburo member Manik Sarkar, party's all seven central committee members from the state, and other senior leaders would address the meet. AgArtAlA, MArch 12 (IANS): Around 600 troopers of Tripura State Rifles (TSR) would be deployed in West Bengal and Assam to facilitate peaceful assembly elections in the two states, an official said here on Saturday. "The TSR troopers would provide security cover first during the assembly polls in Assam. From Assam, they would move to West Bengal," Inspector General of Police (Law and Order) Anurag told IANS. "Around 600 (six compa-
nies) TSR jawans, led by senior officials, would be posted in Assam by March 28. After the completion of twophase elections in Assam, they would be deployed in West Bengal," he said. He said the union home ministry has asked the Tripura government to send the TSR troopers to Assam and Bengal as part of the central forces. The troopers would be posted in the last five phases of elections in West Bengal, where there would be a monthlong voting process for the 294-member assembly in
seven phases beginning April 4 and ending May 5. A large number of central forces have already been deployed in different parts of election-bound West Bengal. "West Bengal Chief Minister Mamata Banerjee was averse...to use the TSR during previous elections two years back since the TSR jawans are from Left-ruled Tripura," a TSR official, who accompanied the troopers that time, said while refusing to disclose his identity. IMF's Lagarde calls for growth-supportive monetary, fiscal policies NEW DELHI, MarcH 12 (rEutErs): International Monetary Fund (IMF) Managing Director Christine Lagarde on Saturday urged Asian nations to employ growth-friendly monetary and fiscal policies to counter challenges posed by a fragile global economy. The call comes as policymakers the world over are struggling to revive their economies, which have been buffeted by slowing productivity and high debt. Central banks in Europe and Japan have resorted to negative interest rates to stimulate consumer demand and perk up worryingly low inflation. But the strategy has added to the volatility in the financial markets and raised the spectre of competitive currency devaluation. The multilateral lender earlier this week warned of a further downgrade to the global growth outlook
India will pursue economic reforms agenda: Modi NEW DELHI, MarcH 12 (IaNs) Prime Minister Narendra Modi on Saturday said even as India is now the fastest growing economy and ranks at the top in terms of favoured investment destination, reforms will continue to be pursued in the right earnest. "My agenda for reform to transform is yet to be finished," the prime minister told the "Advancing Asia" summit here co-hosted here by the International Monetary Fund (IMF) and the government of India. "Entrepreneurship is also booming, following a series of steps we have taken." With IMF Managing Director Christine Lagarde on the dias, Modi said reform of global institutions such as the World Bank and on increasing risks of economic derailment. "What should be Asia's response?...It is safe to say that structural reforms are key — to boost com-
petitiveness, growth, and jobs," Lagarde told a conference jointly hosted by the IMF in New Delhi. In January, the IMF projected global growth
of 3.4 percent and 3.6 percent in 2016 and 2017, respectively, having revised down its October forecast for both years by 0.2 of a percentage point.

IDBI Bank employees on a pan- SBI donates 50 stretchers and wheelchairs India strike from March 28 M o k o k c H u N g , MuMbaI, MarcH 12 (PtI): Jaitley said in his Budget speech that the government will consider taking its stake in the bank to below 50% from the current 80%. IDBI Bank employees have decided to go on a four-day nation-wide strike from March 28 to oppose the government's move to dilute its stake in the troubled state-run lender. Employees and officers of the lender under the banner of United Platform of IDBI Bank Unions have given the strike call. "We are against the privatisation plan. If the government wants to divest their stake they can do it but the bank should remain a public sector bank," United Platform of
IDBI Bank Unions said in a statement while claiming that the Platform has the support of over 12,000 employees of the bank. The government owns around 80% stake in the lender. In the Budget, Finance Minister Arun Jaitley had said the government was open to bringing its stake in IDBI Bank to below 50%. "The process of transformation of IDBI Bank has already started. The government will take it forward and also consider the option of reducing its stake to below 50%," Jaitley said in the February 29 Budget speech. The employees are also demanding immediate implementation of wage settlement which is pending since November 2012.
Vijay Mallya’s look-out circular: CBI says it was issued by mistake NEW DELHI, MarcH 12 (PtI): Under fire over the flip-flop on Vijay Mallya's look-out circular(LOC), a red-faced CBI on Friday admitted that the notice seeking detention of the beleaguered businessman was issued to Bureau of Immigration because of an "inadvertent error" on its part. The CBI is facing flak after questions were raised how the liquor baron was able to go abroad unhindered on March two that has triggered a political slugfest with the BJP and the Congress trading charges. It had changed the nature of look-out notice against Mallya within one month of issuance from seeking his detention while leaving the country to that of merely providing information about his travel plans. A CBI spokesperson on Friday claimed Mallya was not found during searches on October 10, 2015 after which the agency wrote to BoI, saying it needs to be issued to ensure "his availability for questioning" in connection with Rs 900 crore loan default case involving IDBI bank. She said that along with the covering letter, proforma for the circular was attached in which the column related to seeking the detention of an accused was wrongly "ticked" by a SP-level officer. The agency claimed detention under the lookout circular was only possible on the strength of a non-bailable warrant
against an accused which was not the case with Mallya. It said on November 23, CBI's Mumbai office was informed by BoI about the "imminent arrival" of Mallya over phone. It wanted to know what needs to be done to which the agency realised "corrective" measures were needed and told it not to detain him and asked to provide only his whereabouts and movements, the agency claimed. A day after the look out circular was changed from seeking "detention" to "only providing information about his movements", Mallya arrived in India and appeared for questioning before CBI on December 9, 10 and 11, it said. After opening of look-out circular, Mallya travelled abroad at least three times before his departure on March 2. According to CBI manual, "Request for Lookout Notices should be sent only after obtaining approval of the Joint Director concerned. The necessity for continuing the Lookout Notice should be reviewed every six months." CBI had registered a case against Mallya, Kingfisher Airlines, Chief Financial Officer of the airlines A Raghunathan, and unknown officials of IDBI Bank in its FIR alleging that Rs 900 crore IDBI loan was sanctioned in violation of norms regarding credit limits on the basis of complaint received from the bank.

National Lok Adalat conducted in Nagaland Condolences offered to SC Jamir’s family KohiMa, March 12 (Mexn): Nagaland State Legal Services Authority (NSLSA) today conducted National Lok Adalat throughout the State of Nagaland. The Lok Adalat was conducted on traffic, bank cases, civil & criminal matters by the respective District Legal Services Authority. Presiding Judges were assisted by Panel Lawyers, Para Legal Volunteers and Traffic Police personnel for traffic cases and Bank Managers and their personnel in bank matters. A total of 707 cases were taken up and total of 448 cases were disposed with a settlement amount of Rs. 8,31,173. The next National Lok Adalat is scheduled to be held on April 9 on Labour & Family Matters/ Municipal Matters in all the district headquarters.

187 defaulters fined in Dimapur The Dimapur District Legal Services Authority (DDLSA) with the assistance of the Office of the Deputy Commissioner of Police (Traffic) and District Transport Office conducted a mobile Lok Adalat on March 12 at the DC Court Junction and 7th Mile, Dimapur. The purpose of the Adalat was to create awareness regarding the mandatory requirement of possession of valid vehicle documents. Four hundred vehicles were checked, out of which, 187 were found to be defaulters. In this regard, the personnel of the DCP (Traffic) imposed fines amounting to a total of Rs. 41,450/-. Meanwhile, N. Kanuo, Chairman, DDLSA who is also the District and Sessions Judge, Dimapur, spoke on the impact of Legal Service Authorities Act in the State and other beneficial laws at the ongoing Youth Camp organized by Youth Department of Chakhesang Baptist Church Dimapur.
new Delhi, March 12 (Mexn): Member of Parliament (Lok Sabha) Neiphiu Rio has expressed sadness at the death of Takatula, mother of Governor of Odisha and former Nagaland Chief Minister, SC Jamir on March 12 in Dimapur. In a condolence message to Jamir, Rio said, “Your mother must have been a woman of firm character and enormous strength. She belonged to an era which was perhaps one of the most difficult and challenging periods in our history and we can say with clear confidence that she has come out with flying colours. She epitomized an ideal mother and role model for our society.” He added, “We cannot imagine the challenges she would have faced and overcome to bring up and groom her children and grand children who have become nation builders. Our society must appreciate and acknowledge her contributions which are significant and path break-
ing.” Rio and his family further conveyed condolences to all members of the family of the deceased and prayed to God to let the departed soul rest in eternal peace. Chief Minister of Nagaland, TR Zeliang also expressed grief at the demise of Takatula. Zeliang remembered the deceased as a “grand old lady” who never seemed to suffer from any physical ailment despite her age. “Hers was a saintly life and all those who met her or knew her spoke highly of her Christian values...She was also one of the last of the early Naga Christians who, unlike modern day Christians who are more obsessed with materialism and wealth, lived in righteousness and showed love, compassion and kindness towards all human beings,” Zeliang said in a condolence message to SC Jamir. The Chief Minister on behalf of the people of Nagaland and his family extended solidar-
ity to Jamir in this hour of grief and prayed for solace and comfort of the family members. Dimapur Excise realize Rs. 32,45,500 through fines Bright Morning Star Children Home observes 4th anniversary DiMapur, March 12 (Dipr): The Excise Department in Dimapur realised an amount of Rs. 32,45,500 through fines during the period from January 2015 to December 2015 and the same was deposited to the State Exchequer. This was revealed by an Excise official during the monthly District Planning and Development Board meeting of Dimapur held on March 11 in the conference hall of the Deputy Commissioner, Dimapur. The meeting was chaired by Parliamentary Secretary for Irrigation & Flood Control Jacob Zhimomi, who is also the Chairman of DPDB
Dimapur. Giving the departmental presentation, the Excise official also highlighted the shortage of manpower as one of the main constraints of the department. When queried by the DPDB Chairman as to how the Excise Department was taking action against the hotels in Dimapur which are serving liquor, the official cited inadequate manpower, lack of conveyance and security of the personnel as the main hindrances for failure of the department. With regard to issuing of license, he replied that the department is not the issuing authority and the same
is being issued by DMC. He also informed that seized articles are destroyed periodically. The Department of Soil & Water Conservation also gave their departmental presentation and highlighted various schemes taken up by the department. The schemes implemented by the department are Integrated Land Development Project under NAPARD, Rashtriya Krishi Vikas Yojana or CSS Scheme, Integrated Water Shed Management Project (IWMP) state sector, Stream Bank Erosion Control (state sector) and plantation of lime for sustainable agricultural production. ment further informed the house that presently the state sponsored schemes are put on hold due to severe fund constraints. In the meeting, the Board approved opening of two new schools - Government Primary School, Ghokito Village, Kuhuboto, Dimapur and Beanstalk School Lengrijan, Dimapur based on the verification report of the subcommittee. DiMapur, March 12 (Mexn): The Dimapur Ao Youth Organisation (DAYO) has condemned the intimidation and harassment meted out to the staff of Walisa Joylong Guest House at United Colony, Half Nagarjan, Dimapur on March 9 by “miscreants”. A press release from DAYO President, K Longri Imchen and General Secretary, Meyatoba said that according to a report, at around 3:30 pm, some miscreants collected Rs. 1000/- from the Manager of the Guest House in the name of “town command” and at around 5:00 pm, the same persons came and demanded Rs. 5,000/-. “When the Manager (expressed) his inability, they (miscreants) threatened that all the male staff will be killed and the female staff will be raped,” the release said. DAYO stated that due to timely intervention of the Police, two of the miscreants were arrested; however one managed to escape. The arrested persons have been identified as Khekishe Ayime and Shiniho Chishi. While lauding the law enforcing agency for the prompt action, the organization has appealed to arrest the absconding person. DiMapur, March 12 (Mexn): Distribution of Long Lasting Insecticidal Nets (LLIN) under National Vector Borne Disease Control Programme (NVBDCP), Department of Health and Family Welfare, was carried out across Nagaland. In Wokha district, LLINs have been distributed in selected villages after the official launching of the distribution by Deputy Commissioner, Wokha. In collaboration with the concerned village authority and NGOs, the NVBDCP staffs of Wokha along with the ASHAs carried out
the free LLINs distribution along with Do’s & Don’ts pamphlets. se this children’s message: No Room for God to help children learn that God wants to be first in their lives. God’s second commandment warns us against putting idols before God. This object lesson will help your kids evaluate what idols exist in their lives. Items needed: • Plastic pitcher or bucket (be sure the container holds as many cups of water as there are chil-
dren in the class) • water • tray • For each child (cup, rock, red permanent marker) Preparation: Pour a cup of water for each child. Hand each child a rock and a marker. The Message: Ask the children to think about what takes up a lot of their time, attention, and money-for example, TV, video or computer games, soccer practice, or
playing with friends. Have the children write or draw those things on their rocks. Use a red permanent marker to draw several large hearts on the pitcher, and place the pitcher on the tray. Hand each child a cup of water. Say: This pitcher is like an empty heart. Let’s fill this heart with God. When it’s your turn, pour water into the pitcher and say, “God deserves first place in my heart because…” Then tell us something about who God is. For example, as I pour my water in, I’ll say, “God deserves first place in my heart because he is my creator.” Let each child have a turn until the pitcher is nearly full. 4 Drill holes every 1-1/2 inches (4 cm) in the stick to accomodate the string hangers. The holes in the stick are not too far apart. They have to be the right distance apart to allow the bamboo pieces to hit each other in order to produce that satisfying "bink bonk, bonk bink" sound. If your bamboo is smaller or bigger you may have to adjust the distance between each piece. It's a balance.

I want to pray more this year. More than ever before
G
od promises that he hears and actively responds to prayers as we come to him in the name of Jesus. We have not, because we ask not. I’m resolved to pray biblical prayers for myself and others. I’m responsible to pray for the members of my church family because I’m a member of the family and James commands us to “pray for one another” (James 5:16). As a pastor, I’m to be devoted to not only the ministry of the Word, but also the ministry of prayer (Acts 6:4). As a friend, I want those I love to experience the joy of the Lord. But there’s the problem: My praying through a list of names and needs often feels more like reading a shopping list than meaningfully communing with the Father in heaven. As a Christian who cares a lot about theological accuracy, I’ve found that if I pray a biblically grounded prayer request then I’m content with that even if I’m not really meaningfully pleading or connecting with God. There has to be a better way. As I finished up Tim Keller’s book, Prayer: Experiencing Awe and Intimacy with God, I realized the problem, and discovered two antidotes. Tim Keller writes, distilling the insight of J. I. Packer, . . . Packer is concerned about how many Christians tend to pray from long “prayer lists.” The theological thinking and self-reflection that should accompany supplication takes time. Prayer lists and other such methods may lead us to very speedily move through names and needs with a cursory statement “if it is your will” without the discipline of backing up our requests with thoughtful reasoning. Packer writes that “if we are going to take time to think our way into the situations and personal lives on which our intercessions focus,” we may not be able to pray for as many items and issues. “Our amplifyings and argumentation will [then] lift our intercessions from the shopping list, prayer-wheel level to the apostolic category of what Paul called ‘struggle’’’ (Colossians 2:1–3). (229–230, see also 250) I see at least three tips for transforming our praying from grocery-list-praying to wrestling with God. 1. Reason with God from his word First, when praying for names and needs, do not only ask God your specific request, but tell him why you’re asking for it. Undergirding all of our requests is the spirit of “not my will, but yours be done.” This does not mean that we just tag an “if-you-will” mantra at the end of each request. Every specific answer God gives to each prayer prayed is already according to the counsel of his will (Ephesians 1:11). It does mean that when we pray our desires and reasons to God, we listen afresh to what his word teaches us about his character, mission, and desires — his will. It’s okay if we don’t know the Bible as well as a pastor or theologian. God knows that. We submit our request and our reasoning to our Father, knowing he cares for us and is drawing us near to him. And we ask him to continually be shaping and aligning our will with his. For example, instead of praying, “God, please heal
John of his sickness,” you might pray, “God, please heal John from his sickness so that he might glorify you at his job (1 Corinthians 10:31), working as unto you and not unto men (Colossians 3:23). Heal him so that as he goes back to work, he’ll accomplish the good works you’ve prepared for him (Ephesians 2:10). Heal him in order that he might earn money as your means of supplying his needs (Philippians 4:19) and giving him the resources he stewards to generously support the Great Commission work in his local church and elsewhere (2 Corinthians 9:6–8). And while he’s sick, draw him near to you and help him examine his soul for sin (Psalm 139:23–24). If there is any, may he confess it to you and others as you lead him (James 5:14–16).” 2. Reflect on how God might use you to answer your prayer Second, reflect on what God is leading you by his Spirit to do in light of your request. He may be telling you to follow up with the person or contact him. Perhaps he’s telling you to write him a note or ask him a question when you see him on Sunday. Maybe he’s telling you to repent of your negligence in the way you relate to that person. It’s possible he’s leading you to start a conversation where you can begin to share the gospel with him. You’ve asked God to move. What do you think he might be leading you to do? Pray those self-reflective thoughts to God as you pray about the specific name or need. Instead of praying, “God, please heal John of his sickness,” you might pray, “God, please heal John of his sickness. Help me to encourage him to draw near to you in the time of sickness. Should I ask him if he’s examined his soul for sin? If I should, can you please help me to ask him in a way that is not misunderstood or offensive?
Help me ask in a way that is edifying and in which he feels loved. As I send him a text message, I pray that it lifts up his soul toward joy in you.” Practice self-reflection. Then make sure you do what you believe God is leading you to do as you participate in God’s sovereign response to your prayers. 3. Resist the urge to cram and rush Third, wrestling with God in prayer takes time. As you intercede for others, God is drawing you near to himself. You can’t microwave meaningful moments with the Father. Moments like these are marinated. As Keller puts it, “We may not be able to pray for as many items and issues.” I confess that I often pray for 11– 13 church members a day like I’m reading a grocery list with a quick helpful thought between names. We should consider extending our prayer time or choosing to pray through fewer names, taking our time while drawing near to him. As we meet with God in prayer, may we continually learn to wrestle with our Refuge and struggle with our Stronghold, that we may receive strength in the inner man for those we love and serve. As you slow down, reason with God, and reflect for yourself, “May [God] grant you to be strengthened with power through his Spirit in your inner being, so that Christ may dwell in your hearts through faith — that you, being rooted and grounded in love, may have strength to comprehend with all the saints what is the breadth and length and height and depth, and to know the love of Christ that surpasses knowledge, that you may be filled with all the fullness of God” (Ephesians 3:16–19). How could we sing the Lord’s song? Scripture passage: How deserted lies the city, once so full of people! How like a widow is she, who once was great among the nations! She who was queen among the provinces has now become a slave. Bitterly she weeps at night, tears are upon her cheeks. Among all her lovers there is none to comfort her. All her friends have betrayed her; they have become her enemies. After affliction and harsh labor, Judah has gone into exile. She dwells among the nations; she finds no resting place. All who pursue her have overtaken her in the midst of her distress. The roads to Zion mourn, for no one comes to her appointed feasts. All her gateways are desolate, her priests groan, her maidens grieve, and she is in bitter anguish. Her foes have become her masters; her enemies are at ease. The LORD has brought her grief because of her many sins. Her children have gone into exile, captive before the foe. All the splendor has departed from the Daughter of Zion. Her princes are like deer that find no pasture; in weakness they have fled before the pursuer. (Lamentations 1:1-6) The desolation of Jerusalem: Lamentations is Jeremiah’s song of sorrow for Jerusalem’s destruction. The nation of Judah had been utterly defeated, the Temple was destroyed, the great capital city of the Jews-- daughter Zion, is no longer flourishing, and the people have been exiled to Babylon. Jeremiah’s tears were not only for the suffering and humiliation of the people, but they were the intense tears of his heart. Jeremiah looks at Jerusalem, the capital and representative of Judah, and contrasts what she once had been with what she now is. He wept because God had rejected the people for their rebellious ways. The wicked inhabitants were more than the godly. Holiness had almost become an alien concept. The great city, Jerusalem had become a widow, not because God had died, but because God had deserted her. She is alone, defeated and in anguish, knowing rejection and hopelessness. Jerusalem is pictured as weeping, not merely because of her sufferings, but even more because she had been betrayed by her "lovers" and "friends." None of her lovers-- Egypt and other nations-who she turned to, instead of God, came to her aid, or comforted her. They left her to cope with the situation alone. Zion's majesty has collapsed. Her "princes" have fled like famished stags before the hunters, caring nothing for the herd. Twice Jerusalem yielded without a fight; and at the last Zedekiah and his captains fled for their lives, abandoning the doomed city.
to help them empathize with other people. As quiet as it’s kept, when we suffer, God is still present with us. How can we sing the Lord’s song? When Judah was asked by their captors to sing one of their songs of Zion, Judah asked, “How can we sing the songs of the Lord while in a foreign land?” (Psalm137:4). They realized that they could remember the goodness and blessings of God in Jerusalem, but they were bitter and angry at their loss, and at Babylon. They could not muster up the Lord’s song, but did thank God for future deliverance. It is easier to focus on traumatic times than to focus on the goodness of the Lord and what God has already done for us. When we, however, trust in God and have faith in what He is doing in our lives, we can change our perspective on life’s traumas. God does not leave our side when we suffer. The Psalmist declared, “Even though I walk through the valley of the shadow of death, I will fear no evil, for you are with me; your rod and your staff, they comfort me. You prepare a table before me in the presence of my enemies. You anoint my head with oil; my cup overflows. Surely goodness and love will follow me all the days of my life, and I will dwell in the house of the LORD forever.” (Psalm 23:4-6)
Selie Visa Suffering comes into every life: Many of us are no different from Jerusalem. We have the propensity to turn to other resources for help before we turn to God. We forget that in order to sing the Lord’s song in any and all situations we must trust in God to deliver us. Our faith in Almighty God should dictate our actions. Being Christian does not guarantee a pain-free existence. In fact, our faith exposes us to difficulties and struggles that we may not otherwise have experienced. We must remember that the traumas of life are not all for the same reason. Suffering is not always punishment. On the one hand, God does allow people to face the miserable consequences of their sinful choices, but it doesn’t mean that every suffering person in the world is being punished. On the other hand, however, God sometimes allows people to suffer in order (1) to strengthen their resolve, (2) to shake them out of their complacency, or (3)
We can sing the Lord’s song: Faith is the confident assurance that what we hope for is going to happen. It is complete trust and loyalty to God that results in a willingness to do God’s will. The amount of faith is not as important as the right kind of faith-- faith in our all-powerful God. God can be trusted. We can have confidence that God will do as God has promised. We can have that faith that causes us to be bold in times of uncertainty. We can sing the Lord’s song with our very lives because our genuine faith will not let us do any less. We can sing the Lord’s song, in the midst of persecution. We can sing the Lord’s song, when we have been wronged. We can sing the Lord’s song, when we have been rejected. We can sing the Lord’s song, when we have been ostracized. We can sing the Lord’s song, when we have been wounded and broken. We can forgive, forget and genuinely love those who have hurt us. God is able to do all things. We can sing the Lord’s song, because of what God has done, is doing, and promises to do in each of our lives. We can sing the Lord’s song because God gives us the love, power and self-discipline to be all we can be in Christ Jesus.

talians have a certain custom of celebrating the New Year’s Eve. Around midnight, the streets become empty, cars stop plying and even police take cover. Everything comes to a standstill, almost like a ghostly scene. At midnight sharp, houses fling open their windows and family members start throwing out things they want to forget. They throw out anything from furniture to ornaments. Nobody would want to be hit by such things. That is quite a way to forget the past to welcome the New Year. It’s a New Year for all of us and we do need some throwing to do. The bottom line is your past cannot be equated with your future. We also know we can never jump into the same river again because its waters keep flowing. Letting go of the past and embracing the future ahead is the kick starter to an abundant life – a thriving life. When we hear the word ‘thrive,’ the picture of a beehive or an ant colony comes to our mind. Not a moment goes to waste. There is so much to be done: to give, to receive and stay focused. Every bee knows what to do and so as the ants. The central theme for these creatures is collective cooperation and that principle keeps the beehive and the ant colony up and running 24x7. Every bee and every ant knows that each is accountable to the other for their success, survival and thriving. Now, we as followers of Christ cannot be ‘fair weather’ individuals. Even the soulless bees and ants will start laughing at us at that. A clear understanding of who we are in Christ is how we thrive in life. That your past has been forgiven is the starting point for a better life. Changes come to us gradually but surely. Wait in life. Be assured that you are walking in God's grace not your own. Satan’s main ploy is to draw you to your past in order to disturb your present and muddle up your future. You don’t have to be perfect. You are accepted by God through Christ is all there is to know. God expresses Himself in surprising details to show us we are already living thriving lives in fact. The clouds rolling, the rain pouring, the butterflies fluttering, the pressure cookers wishing, the morning tea and other things. All these tell us God is in control and that we are blessed in many ways. Have you thought of these little things of late? God shows up big in small things because He is God. Put yourself into perspective in the light of God’s unfailing love as a parent's love is for the children. A mirror can reflect only what is in its perspective so much as we also can reflect only what God has for us. The Bible tells us that we are made in the image of God. That imagery goes farther away from the truth the farther we go away from Christ. Stick to Christ because he said he will stick to you closer than a brother would. It is 2016 now. Let us fast rewind the time tape to Abraham’s timeline and go to the city-state of “Ur of the Chaldeans” (Genesis 11:31) in Mesopotamia about 5000BC or earlier. Ur was said to be a thriving metropolis of at least 300000 people with its capital Sumer, an advanced civilization. According to archaeological diggings, there were all kinds of musical instruments, crafts, art, a library and a university specialising in mathematics and astronomy, much like today. Again, much like today this city-state citizens worshipped several gods of which Sin, the moon god, was worshipped. In fact, an ancient Jewish commentary called Midrash is said to have records of Abraham’s father Terah crafting little idols assisted by Abraham, his son. So, Abraham’s family had idolatry going on from before. Jacob, Abraham’s grandson, married two sisters, Rachel and Leah. The Bible says that Rachel took some gods and put them in the camel's saddle (Genesis 31:34). So, even after three generations down the line, idolatry was still there in the family circle. We too have similar experiences like Abraham’s boyhood days. There are just too many voices going on inside you and around you. Your phone battery is about to die, your internet signal is weak, too many updates in the WhatsApp groups and you cannot stay away from your Facebook. Anything that replaces God in your life is an idol. Worrying does not make things better either. Maybe you have very troublesome siblings who are always drunk. Maybe you are from a divorced family. You name it, you are in it. All these “names” are sapping the juice out of your life. With all the things happening around us from bad to worse, it is comforting to know that Jesus is the Name above all names. We can thrive because we are more than conquerors (Romans 8:37). Your past must have made you shapeless. But it does not have to misshape your present or future in any way. Christ stands in the present between your past and your future. He is “the way, the truth and the life” (John 14:16) and indeed, all of us are looking for ways in truth and life. It is ours for the taking. To thrive is to bring your pain, disappointments, hurts, failures, rejection, abuse and what not at the feet of Christ. Joy always comes in the morning. And surely the sun will keep raising until the Lord calls you home. Also know that God prepares a table for you down in the valley right in the face of your enemies (Psalm 23:5). He is a table-bearer because you are His beloved. Do not park your life in that place of pain because you’ll gain at the end. Your disappointments are God's appointments. Your hurts are God’s charts for healing. Your failures are God’s renewals. Your rejections are God’s projections for success. Your abuse is God’s profuse love. In short, God’s plan for us is teeming with life like a river. Won’t you take a moment, be still and let God be God? Observe God’s glory reflected in the dewdrops. Listen to God’s feet patter in the raindrops. Know that God’s justice will roar like thunders and His deliverance will chisel down like lightning. In His time, He will make all things beautiful. It is not every time you enjoy your favourite pork dish. There is a time, a balance. In the fullness of time, Christ also came (Galatians 4:4). He HAD to come. It was a binding. You are bound to rise because Christ thrives in you. Let God arise in you and you will forget what thriving was not.

India bans more than 300 combination drugs sold illegally neW DelhI, March 12 (reuterS): India has banned the manufacture and sale of more than 300 combination medicines, including two widely used cough syrups, being sold without government approval, a senior health ministry official said on Saturday. The move is aimed at curbing the misuse of such medicines in India, where nearly half the drugs sold in 2014 were so called "fixed dose combinations." Combination drugs are used worldwide to improve patients' compliance, as it is easier to get patients to take one drug rather than several. But inconsistent enforcement of drug laws in India has led to the proliferation of hundreds of such medicines entering the market based on approval from regulators of individual states, rather than the central government. In 2014, India set up a committee to review more than 6,000 combinations
that had entered the market based only on state regulators' approval. Policymakers gave pharmaceutical companies a chance to retroactively prove the safety and efficacy of these drugs by submitting data on their drugs. The committee was tasked with classifying the drugs into rational, irrational, and those that need further studies, said KL Sharma, a joint secretary at the health ministry. "Now based on responses (and) assessment of products, more than 300 drugs have been prohibited," he told Reuters. He did not name the medicines, but said an official notice announcing the ban would be issued "in a few days." The Drug Controller General of India was not immediately available to comment. The banned medicines include the codeine-based cough syrups Phensedyl and Corex, the Times of India said in a report earlier on Saturday, citing unnamed sources.

Patna, March 12 (IanS): Prime Minister Narendra Modi on Saturday expressed concern over the large number of cases pending in courts for years, saying there is a need to tackle them with speed. "It is a matter of concern that large number of cases have been pending in courts across the country," Modi said during his address at a function held here at the end of the yearlong Patna High Court centenary celebrations. The prime minister also suggested that the courts should come out with an annual bulletin, mentioning the number of pending cases in them and since when. "It will help the courts, judges and lawyers to fix a target to tackle pending cases in time bound manner." Modi said the completion of a century of the Patna High Court marks the beginning of a new challenge and responsibility for the next centenary programme.

neW DelhI, March 12 (PtI): A bill providing for enhanced compensation to air travellers in case of death, injury, lost baggage or even inordinate delay in flights, was passed by Parliament today. The Carriage by Air (Amendment) Bill was passed in Lok Sabha on December 2015 and by the Rajya Sabha, with certain amendments, on March 2. The bill, along with the amendments, came back to the Lower House today and were adopted by a voice vote. Once it gets the nod of the President and becomes an Act, the law would require Indian carriers to pay compensation amount that is equivalent to the rates paid by their global counterparts. It would allow the government to revise the liability limits of airlines in line with the Montreal Convention, which was acceded to by India in May 2009. Among others, the compensation for death in an air accident and the amount would be calculated on the basis of SDR (Special Drawing Rights). The Bill intends to raise the liability limit for damage in case of death or bodily injury for each person from 1,00,000 SDR to 1,13,100 SDR. The currency value of the SDR is based on market exchange rates of a basket of major currencies – US dollar, Euro, Japanese Yen and Pound Sterling. As per the latest exchange rate, the compensation limit rises to more than Rs 1 crore. One SDR is equivalent to around Rs 93. According to the Bill, the liability for delay in carriage for each person was proposed to be raised from 4,150 SDR to 4,694 SDR, while the liability in case of destruction, loss, damage or delay of baggage is proposed to be raised from 1,000 SDR to 1,131 SDR.

MuMbaI, March 12 (IanS): Although India is responsible for only three percent of the global carbon emissions, it is ready to combat climate change and the government's commitment to sustainable development is full and final, said union Environment Minister Prakash Javadekar here on Saturday. Stating that climate change was "a reality", he noted that the global temperature has risen by one degree owing to 150 years of uncontrolled carbon emission by the developed world without bothering about environmental impact. "While the cumulative contribution of the US, Europe, Canada is 30 percent, other developed world accounted for 50 percent, China 10 percent where India is responsible for only three percent of carbon emissions. "Though India is not part of the problem, it
wants to be part of the solution as it well aware of its responsibilities, committed to United Nations Goals on sustainable development," said Javadekar, addressing the 11th National Convention on Sustainable Development Goals, organised by UN Global Compact Network here. Elaborating on Prime Minister Narendra Modi's vision on climate change, he said the government's commitment is reflected in every programme being pursued by the country in this regard. Javadekar listed out the ambitious 175 GW renewable energy programme covering solar, wind, hydro-power and nuclear energy and other proactive measures to discourage use of fossil fuels to reduce carbon footprint, as a major step in promoting environment-friendly development. "The Union Budget 2016-17 has levied a green cess of $6 (Rs.400) per
tonne of coal. This is perhaps the highest levy in the world, as even the US taxes coal at around $1. Referring to the Pradhan Mantri Ujjwala Yojana under which five crore rural poor households will be given free cooking connections, he said as the programme rolls out, daily 5,000 new homes will not be cutting down trees for firewood and provide health benefits to the women who cook. He said the country will move to Bharat VI emission norms to control vehicular pollution, listed policies on waste management, and massive tree plantation drive through Compensation Afforestation Fund Bill 2015 as measures to attain sustainable development.

"There are two different Donald Trumps: there's the one you see on the stage and there's the one who's very cerebral, sits there and considers things very carefully," Ben Carson said Friday as he became the second former Republican candidate to back Trump in the White House race. UN resolution on combating NKorea defector reveals late leader's fears over libido, diabetes sex crimes by peacekeepers uNiteD NatioNs, marCh 12 (reuters): The United Nations Security Council on Friday backed Secretary-General Ban Ki-moon's recommendations to repatriate peacekeeping units where there are grounds to suspect their personnel have engaged in widespread sexual exploitation and abuse. The United Nations last week reported 99 allegations that U.N. staff took part in sexual exploitation or sexual abuse in 2015. That marked a sharp increase from the 80 allegations in 2014 across the U.N. system. The majority of cases in 2015 - 69 in all - involved personnel in 10 peacekeeping missions. The 15-nation council adopted a U.S.-drafted resolution endorsing Ban's recommendations, and also said that if a country fails to either investigate allegations of sexual abuse, fails to hold perpetrators accountable or does not inform the secretary-general of actions, its troops should be repatriated. There were 14 votes in favour of the resolution. There were no votes against, though Egypt abstained. The resolution expressed "deep concern about the serious and continuous allegations and under-reporting of sexual exploitation and abuse by United Nations peacekeepers and non-United Nations forces, including military, civilian and police personnel." During the drafting process, council diplomats said the U.S. text had encountered resistance from Russia, Egypt and some African countries that contribute troops to U.N. peacekeeping missions, who disliked
the terms for repatriating troops accused of sex crimes or whose countries do not investigate allegations. The council struck down a proposed amendment by Egypt that would have watered down the criteria for repatriating troops. Egypt's proposed amendment received only five votes in favour and was opposed by nine council members, including the United States. Egypt, Russia and the others objected that the repatriation criteria amounted to collective punishment, an analysis U.S. Ambassador Samantha Power told the council was not the case. She said the adopted version of the resolution highlighted "our responsibility to address the scourge of sexual exploitation and abuse in U.N. peacekeeping, which has been allowed to persist for far too long." Most recently there have been dozens of abuse accusations against international troops in Central African Republic (CAR). The United Nations pledged to crack down on allegations of abuse to avoid a repeat of past mistakes. The previous head of the U.N. mission in Central African Republic, Babacar Gaye, resigned last August and some 800 Congolese peacekeepers were repatriated last month. The U.N. report from last week said there were seven accusations of sexual abuse against Congolese troops in CAR last year. In the early 1990s scientists were sent to Denmark to find ways to improve the tenderness of North Korea's beef which Kim thought was too tough, said biologist Kim Hyeongsoo who worked at the centre for six years. He told a human rights conference in London that some 130 scientists selected from the best universities worked at the centre which was dedicated to promoting the health and longevity of North Korean founder Kim Il-sung and his son who took power in the secretive state in 1994 and died in 2011. Scientists were tasked with developing aphrodisiacs using ingredients including the genitalia of

Why nights are getting more rapidly warmer than days loNDoN, marCh 12 (iaNs): Researchers have discovered why more rapid warming at night compared to the day, which has been seen around the globe in recent decades, is likely to continue. Observations from the last 50 years have shown that the nights have been warming much faster than the days. Part of this more rapid warming at night is innate to the climate system, because the night-time temperatures are inherently more sensitive to climate forcing, said the study published in the International Journal of Climatology. The research led by Richard Davy from Nansen Environmental and Remote Sensing Centre in Norway examined the causes of the more rapid warming of nights from obser-
vations and model reconstructions of the climate in the 20th century. The researchers found that sensitivity to warming is linked to the layer of air just above the ground which is known as the boundary-layer as it is essentially separated from the rest of the atmosphere. At night this layer is very thin, just a few hundred meters, whereas during the day it grows up to a few kilometres. It is this cycle in the boundary-layer depth which makes the night-time temperatures more sensitive to warming than the day, the researchers explained. The build-up of carbon dioxide in the atmosphere from human emissions reduces the amount of radiation released into space, which increases both the nighttime and day-time temperatures.
However, because at night there is a much smaller volume of air that gets warmed, the extra energy added to the climate system from carbon dioxide leads to a greater warming at night than during the day. This higher sensitivity of nighttime temperatures has also affected the number of cold-extreme nights we have seen in recent years, the study said. The number of extremely cold nights has dropped by half during the last 50 years, in contrast to the extreme-cold days which have decreased by a quarter, the researchers pointed out. Understanding the different sensitivity of night and daytime temperatures is crucial for our understanding of climate change and it's affect on human health.

The primaries in Florida and Ohio on Tuesday have the potential to be game-changers because both states award Republican delegates on a winner-take-all basis, meaning that he winner of the popular vote in each state will be awarded the state's entire slate of delegates. Many states award delegates proportionate to the popular vote. For his part, Rubio said in a round of television interviews on Friday he was still in position to win Florida next week. Voters in his home state who do not want Trump as the Republican nominee should support him, he said. "If they don't want Donald Trump to be our nominee, then voting for John Kasich or Ted Cruz in Florida is a vote for Donald Trump," Rubio said on ABC's "Good Morning America." Rubio said later that his supporters in Ohio should vote for Kasich next Tuesday if that looked like the best anti-Trump tactic. “Clearly John Kasich has a better chance of winning Ohio than I do, and if a voter in Ohio concludes that voting for John Kasich gives us the best chance to stop Donald Trump there, I anticipate” that is what they will do, Rubio told reporters at an event in West Palm Beach, Florida.

Williams' hopes for a storybook ending in her return to the California desert were dashed when she lost 6-4, 6-3 to qualifier Kurumi Nara in a second-round match delayed 30 minutes because of a storm. Therefore, in good faith, robust and sound mind on my own volition as a responsible leader I accept and acknowledge their leadership and completely support the present Indo-Naga talk as the only acceptable foundation for our nations survival. No one should doubt about it that I am also one of those who are looking for the future of the Nagas and I am fully convinced that NSCN led by Chairman Isak Chishi Swu and General Secretary Th. Muivah is the only
future-oriented organization of the Nagas. It is a fact to be acknowledged that NSCN is the authentic organization of the Naga people recognized by many countries including Government of India. Top North East Boarding school faces closure

RPS [Assam Rifles Public School] Laitkor, Shillong a prestigious boarding school of North East India faces closure with effect from April 2016. This move has created confusion, uncertainty and panic amongst the 500 plus current students and their parents. In addition, nearly a thousand ex-students OLA [Old Laitkorians Association] from India and abroad have petitioned the Union Ministry of Home affairs to save the school. ARPS was started in 1980 to provide quality public school education in the North East region by Lt Gen Sushil Kumar [then DG Assam Rifles]. The school is located outside Shillong at Laitkor and is managed as an ‘ARPS society’ by the Assam Rifles. The initial staff were recruited largely from St Paul’s Darjeeling. Under the stewardship of MN Tankha, the first Principal of the school, the school soon established itself as a premier education institution. The North eastern Council was very active in supporting this school initially. The school has produced National award winning film directors, Armed Forces Officers, distinguished doctors and lawyers to name a few. This school has been described as a heritage institution of the North East and the sterling contributions of its alumni in society in diverse fields are well acknowledged. Over the last decade or so, the schools performance though had been deteriorating. This unsurprisingly coincided with an ugly pay dispute between the school staff and the management. The staff wanted pay commission recommendations for CBSE schools teachers and staff to be applied to them. Over the last decade the dispute escalated to the courts with the staff winning the court battle in the Supreme Court in late 2015. The school management was faced with an uphill task of catering to the financial implication of servicing the Supreme Court judgement [upwards of Rs 8 crores]. The school’s earning come from school
fees and donations from the Assam Rifles regimental funds. Faced with this financial hit, the management declared that the school was not in a financial position to service the Supreme Court ordered financial payout to the staff. The closure of the school was announced in December 2015. This news of closure was met by widespread dismay and disbelief by the alumni in India and abroad as well by the current students and their parents. The OLA initiated mediation between the management and the teachers in December2015. By end Feb 2016, an amicable settlement between the staff and the ARPS management was brokered by the OLA acting as neutral mediators. The staff agreed to receive part payment of their arrears whereas the management agreed to implement the 7 Pay commission pay scales for the staff. There was agreement that this financial deficit would need to be covered by the increase in school fees of current and future students. The staff agreed to forego some allowances like free electricity, LTC and Children’s tuition fees. However, the staff reneged on this deal in early March. The agreement was to be submitted to the Supreme Court. The staff now demands full payment of arrears as a precondition. Meanwhile the date of 20 March 2016 looms large over the management as it has to file a reply to the Supreme Court. The alumni [OLA] have criticised this move by staff as self seeking and detrimental to the welfare of students and the school. The staff should not be seeking to put its financial motives above its sacred duty of imparting education to students. OLA is still hopeful that the staff will reconsider its position and come back to the negotiating table. This will be in the best interest of all stakeholders of the school. had the privilege of teaching feminist theology to students in theological institution. The subject matter is very interesting because it deals with the understanding of God from women’s perspective. It questions the role of patriarchal religion that oppresses and discriminate women in the name of God. During discussion in the classes, not only male but many female students felt that men alone should be Pastor or ordained minister. Ordination of woman for ministry in the Church has been a hot debate among the Christian community for many years. Many bible passages has been put forth to fight for or against the argument of women’s ordination. The argument varies from ‘law of nature’ to ‘order of creation’ and the ‘male sexuality of Jesus’ to ‘cultural barrier’ that restricts women to get ordination. It has even gone to the extent of domestic chores which is supposedly the task of women. Some of the points were given below for discussion: A. Argument in against of Women’s ordination: 1. Jesus, as representative of Israel, and the Twelve, as the representatives of the Twelve tribes were all Jewish and male. Hence, only a male can represent Christ. If one changes the patterns, many believe, everything will be turned upside down. 2. Paul, in his letters, attempted to assert the male leadership on the ground of the 'orders of creation’. According to this analogy, male overlordship and female passivity symbolize the relation of God to Creation. Women can be preachers but certainly not ordained ministers. 3. Aristotle believes that women (also slave and-Greeks) represented the naturally servile personality. He defines women, biologically, as “misbegotten males”, who lack full rationality. Thomas Aquinas in the same vein argued that women could not be ordained because they lack the “eminence” required to incarnate leadership. As women lack full rationality they cannot represent the divine Logos (Christ) and hence are incapable of receiving the “sign” of ordination. 4. Some of the congregations cannot yet accept women as priests and therefore their opinion has to be respected. Some men do not want to take bread and wine from the hand of woman priests. Some do not want woman to conduct marriage service or baptism for them. So there is no need to be hurry. Wait for the right time to come. 5. Women are biologically weaker sex than men and they are in danger of molestation by men. If that happened, it will bring shame to the church. Here it also raises the question of purity during monthly cycle of women that may hinder the normal functioning of priestly ministry. 6. Women have to look after the house-
hold chores and would not be able to give full time like men in the priestly ministry. It is impossible to leave behind children and family to fully involve in the ministry. Only unmarried women may be allowed to work as full time Pastor or as ordained minister. B. Argument in favour of Women’s Ordination: 1. The argument that Jesus was male and therefore, that only a male can represent Christ, is a theological suspect. The character of Jesus’ incarnation was on generic term “human nature” rather than on maleness of Jesus. Women put forth a very interesting question: Is the person of God sexually male? If God is male, than male is God. Man and woman together formed the image of God. 2. The fact that Christ chose only men to function on his apostolic team was not determined by his own specific preference, but by the social pressure of his time. In the circumstances Christ could not have appointed women to a priestly task. But in no way did he at any time rule out the possibility of women being ordained priests. 3. Jesus show unconventional attitude towards women. Jesus by talking to a Samaritan woman broke the traditional law which forbids man never to talk with another’s wife; by allowing the woman with flow of blood to touch him, Jesus ridiculed the man-made impure-purity law; and by praising Mary over Martha, Jesus challenged the Jewish tradition which forbids women to read Torah. 4. Paul’s argument was more practicable in the synagogue context and not in the churches. Many women did serve in various capacities in the apostolic Church. His analogy of ‘orders of creation’ is seen as drawn from the current of social subjugation of women and therefore is not applicable to all situation and time. 5. Aristotle notion of women as ‘misbegotten males’ would have not only exclude women from ordination but from normative human nature. Newer scientific research had shown that when X and X chromosomes makes male and X and Y chromosomes make female. Scientists have found out that women are biologically stronger than men. 6. The priestly duty is nothing extrinsically masculine. The ordained minister is not a direct representative of Christ but of the Church united in faith. If a woman has the capacity to do this, there seems to have no genuine reason to bar her from admission to the office. 7. When there is nothing wrong theologically to ordain women, it is important that we give education to the congregation to overcome cultural barriers. Household chores should be shoulder together by both men and women to give more time in ministry.
C. Indian Context: 1. Church of South India (CSI): In 1972, CSI recommended ordination of women. Florence Deendayal was the first Indian woman ordained in South India. By 1988 Synod lists thirty women pastors. 2. Church of North India (CNI) : In 1974, CNI accepted in principle, the ordination of women to the priesthood and approved in 1977. By 1986, there were twenty Indian women ordained and the first was Pearl Prasad. 3. The Methodist Church has five ordained women in 1986. 4. North East India Churches: Women were ordained and served as Pastors in North East Indian Churches especially in Nagaland and Mizoram. But all these are exceptional cases only. There is much greater thing that the church needs to give breathing space to women in the ministry. Conclusion: There was an agreement that theological arguments from scripture and tradition which were previously thought to be decisive are no longer able to sustain their traditional interpretations, which projected a subsidiary role of women in the scheme of creation and redemption. Instead, attention is given to humankind’s basic oneness. It is male and female together who are made in the image of God. They are equal in the sight of God and are hence entitled to serve God in equal terms. Like a bird cannot fly only with one wing, the ministry of God will have smooth sail only when man and woman work hand in hand. With the whole world celebrating 2016 International Women’s Day under the theme: “Planet 50:50: Step it up for Gender Equality,” the Church also need to rethink and amend its traditional understanding that gives little or no space to women to be equal partner with men in the ministry of God. So far, theologically trained women are employed only as Sunday school teachers, youth director, hostel warden, women chairperson, etc. Generally, women in protestant churches do not get the post of pastors or deacon or ordained minister. In Roman Catholic churches it is difficult for women to become Bishop, cardinals or Pope. This practice indirectly discourages women to go for theological studies. Although women give training to Pastors and ordained priests in theological institutions, they are not allowed to become pastor or ordained priest in the church despite of their high capability. This is unjust. God is love and Christianity talks lots about love, equality and liberation. The church needs to look beyond sexism and give equal space to women in ministry. Liberation and equality must spring out from the church. Whereas in secular world, women freely hold high posts. In religious sphere they are denied equal opportunity. Rock keyboardist Keith Emerson died from self-inflicted gunshot

ritish-born keyboardist Keith Emerson of the 1970's progressive rock band Emerson, Lake & Palmer died from a self-inflicted single gunshot to his head, police said Friday. He was 71. Emerson's body was found by local police at his Santa Monica, California, home in the early hours of Friday. Rudy Camarena told Reuters. Born in 1944 in the Yorkshire village of Todmorden, Emerson was a keyboardist for a number of groups in the 1960's, including The Nice. But he was best known as a founding member of Emerson, Lake & Palmer, a so-called "super group" of wellknown rock musicians formed in 1970. In addition to Emerson, the band included bassist Greg Lake, formerly of King Crimson, and drummer and percussion-
ist Carl Palmer, a veteran of several famous English bands. "Keith was a gentle soul whose love for music and passion for his performance as a keyboard player will remain unmatched for many years to come," said Palmer on his website. "He was a pioneer and an innovator whose musical genius touched all of us in the worlds of rock, classical and jazz." The band posted about Emerson's passing on Facebook,
asking "that the family's privacy and grief be respected." The band released nine studio albums during the 1970's, including its debut self-titled album and its follow-up "Tarkus," released in 1971. The latter reached the top spot on the Billboard 200 chart, according to Billboard.com. Emerson later worked as a solo artist and wrote an autobiography, "Pictures of an Exhibitionist," in 2004. Seketou – Rising custodian from Nagaland
Kohima, march 12 (mExN): A young Naga lad is raring to take the game of football by the scruff of its neck. Kevikielie Pienyu, who has already represented Nagaland at the Under 14 Subroto Cup in 2011, has already been exposed to the nuances of the game and is trained in all positions of competitive play. Seketou is skilled in defense, heading, sliding tackles besides being knowledgeable in the rules of the game and also team and individual strategies. Dimapur Blues defeated defending champions Kohima Blues 5-2 to claim the 2nd Naga Blues “Champions Trophy” which was held today at Logdrum School Ground, Sangtamtilla, Rangapahar, Dimapur. Kohima Blues got off to a good start and took an early lead over hosts Dimapur Blues. However, as the game progressed, the visiting side ran out of steam and the host side cruised to comfortable win. 24 teams to vie for 7th Silver Cup cricket tourney from March 16
Kohima, march 12 (mExN): Altogether 24 teams from Nagaland and Assam have confirmed participation in the prestigious 7th edition of the Silver Cup T-20 Cricket Tournament. Organised annually by the Nepali Baptist Church Kohima Youth Department (NBCK YD) as part of Sports Ministry, the tournament will be held from March 16 at Jakhama Ground under the theme “Peace and Unity through Cricket”. Out of the 24 teams, 16 are from Kohima, three from Dimapur and one each from Mokokchung and Diphu (Assam). Meanwhile, orientation cum fixture draw for the tournament was held today within the Church premises at Midland with Youth Director of Lotha Baptist Church Kohima, Renthungo Kikon as the main speaker and attended by representatives of the participating teams. Pastor Surjay Sapkota read the scripture and pronounced blessings while tournament treasurer Prakash Tiwari briefed on the Sports Ministry of the NBCK YD. Radhika Chetri compered the programme. The inaugural match will be played between Police Union Baptist Church and Friends Cricket Club at 10am. The champions of the tournament will bag Rs. 70,000 while runners-up will get Rs. 25,000, both along with running trophies and citations. The losing semi-finalists will get Rs. 5,000 each while individual awards in the category of Highest Scorer, Highest Wicket Taker and Best Wicket Keeper have also been earmarked.
Manchester City's title hopes dented NorWich, march 12 (ap): Title-chasing Manchester City and leaguestruggler Norwich drew 0-0 Saturday in a lackluster English Premier League match. Manuel Pellegrini's side was unable to break down a stubborn Norwich defense, creating few clear chances in what it would have to be considered a must-win game if they are to challenge for the title. The result leaves Man City nine points behind league-leaders Leicester City with nine games remaining. Just 2 points ahead of West Ham, which is in 5th place, the team now is in serious danger of missing out on Champions league football next season. Host Norwich remains in the relegation zone on goal difference in 18th place but manager Alex Neil had to be pleased with his side's defensive display.

largely from Man City's top scorer Sergio Aguero, who was denied by Norwich goalkeeper John Ruddy on several occasions. In a rare chance for Norwich, onloan striker Patrick Bamford struck the crossbar
with a fine effort from 25 yards out. The second half continued much as the first, with Man City dominating possessions yet failing to fashion any clear chances. “Sometimes it's not good enough. We needed more invention, more brilliance and that wasn't available,” said Man City goalkeeper Joe Hart. “It chops and changes at the top and we have to stay consistent to our beliefs. We believe we can win the league.” Man City's Pellegrini had to be frustrated with the way his team seemed unable to find a way to score, only managing three shots on target from 15 attempts. With Norwich remaining in real danger of relegation, Neil has to take encouragement from his team's defensive showing, hoping that it can build on this result for its remaining games.
