IMPHAl, MARCH 14 (IANS): Manipur Governor Najma Heptulla on Tuesday said that the BJP has the requisite numbers to form a government in the state. “It is more than 30 in the House of 60 members,” she said during a brief press conference at Raj Bhavan on Tuesday. Heptulla said she has invited the Bharatiya Janata Party to form the government on Wednesday. “BJP led group has been invited tomorrow (Wednesday) to form the government. In Manipur we need development, jobs for the youth,” she said. “Political stability and development of the state are the main concerns. Nobody has accused me of being biased. I know the rules and I go by the book. My 17 years of experience has stood by me in good stead,” she said. The Raj Bhavan has invited Nongthombam Biren to form the government. The oath taking ceremony will take place at 1 p.m. on Wednesday, and not at 10.30 a.m. as stated earlier, Raj Bhavan sources said. S. Bira, a senior Congress MLA, was sworn in as the protem Speaker. IMPHAl/KoHIMA, MARCH 14 (IANS): The party chiefs of the National People’s Party (NPP) and the Naga People’s Front (NPF) on Tuesday said they will support a non-Congress government in Manipur led by the BJP. NPP supremo Conrad K. Sangma said a non-Congress government would soon be formed in Manipur and his party would support the BJP-led alliance government. Nagaland Chief Minister Shurhozelie Liezietsu said his Naga People’s Front (NPF) party will be supporting the BJPled coalition government in his neighbouring state of Manipur. “We are waiting only for the invitation from the Governor (Najma Heptulla) to invite us to form the new government,” Sangma told IANS. He said the Naga People’s Front has also handed a letter of support to Heptulla confirming its support to the Bharatiya Janata Party-led alliance government in Manipur. The NPF, which won four seats in the

Warns on dangers of fast food consumption KoHIMA, MARCH 14 (DIPR): The Nagaland Board of School Education (NBSE) has notified all schools on the dangers of consumption of fast food and advised them to sensitise and orient students about healthy eating habits, as part of compulsory co-curricular activities and also under Health and Physical Education Subject. The NBSE said that consumption of foods high in fat, salt and sugar (HFSS), popularly known as junk food, is associated with increased risk of type 2 diabetes, hypertension, dyslipidemia, chronic inflammation and hyperinsulinemia with a risk of cardiovascular diseases in later life. It also informed that the Ministry of Women and Child Development (MWCD) constituted a working group which submitted its report on addressing consumption of foods High in Fat, Salt and Sugar (HFSS) and promotion of healthy snacks in schools of India. The NBSE advised schools in Nagaland to implement the report’s recommendations. Specifically, it asked schools to take measures to ensure that the canteens do not cater any HFSS food such as chips, fried foods, soft drinks etc and also control the sale of HFSS foods within a radius
of 200 meters from the school compound. Schools should have a School Canteen Management Committee comprising of 7-10 members, including the teachers, parents, students and School Canteen operators responsible for providing safe food to the school children, it advised. The major functions of the School Canteen Management Committee are as follows: • To conduct timely checking of the quality of raw materials and ingredients and decide the lunch items to be prepared in the school canteen/kitchen. • To see that the food in schools are up to standard and meet the guidelines as outlined by the Food Safety and Standards Authority of India (FSSAI). • To avail the expertise of external resources such as nutritionists, health specialist etc. and to develop awareness materials on information regarding hygiene, physical fitness and nutrition. • To display the contact numbers of Doctors/Medical Officers who can be contacted in case of an emergency on notice boards, labs, canteen, etc. and other important places. The NBSE meanwhile asked schools to organize awareness programs like celebration of Nutrition Week (September 1 to 7) etc for nutritious food and avoidance of HFSS

It also suggested the following additional activities for promoting healthier eating habits: •Education on quality nutrition and integration of physical activities during the school hours. •Teaching students about the importance of a healthy active lifestyle and following healthy eating habits. •Creating a set of activities such as debate on food safety, competitions for senior students on topics related to hygiene and sanitation, advantages of healthy lifestyle options etc. •Making children aware about obesity, HFSS foods and importance of physical activity. Further, schools have been asked to undertake Community Outreach Programme to disseminate the messages related to health to the community members and to get their support by organizing interactions between school students and neighbourhood communities. The report also proposed regular monitoring of the Height, weight and Body Mass Index (BMI) for all students and based on their trajectory provision of individualized counselling. Other measures recommended included inspection of lunch boxes to minimize the consumption of unhealthy foods; and promotion of nutrition and health awareness through Co-Scholastic/Co-Curricular activities classes.

This was informed in a press note from the CSS Hindi Teachers and the All Nagaland Hindi Teachers Union (ANHTU). The statement lamented that despite the 2nd phase of agitation, there has been no positive response from the state government. All CSS Hindi teachers have been asked to wear black badges and reach the Directorate of School Education in Kohima at 9:00am on March 15. Dimapur, march 14 (mExN): DIG, CISF RTC Arakkonam, V Khamo was awarded the President’s Medal for Meritorious Service on CISF Raising Day on March 10. The first Naga to join the Central Industrial Security Force (CISF) as a gazetted officer, Vitsoneinuo Khamo joined the force in 1993 through Civil Service Examination 1991. She is presently serving as Deputy Inspector General, CISF RTC Arakkonam, Tamil Nadu CISF. Her professional competence and devotion to duty became evident during the initial days of her career where she earned commendation for her extremely bold and effective handling of the deadly mafia gangs in the Jharia Coal Fields, leading to successive recovery of stolen coal and copper wire worth crores of Rupees and high numbers of arrest of criminals during the 2-year stint at Dhanbad.
During this period, she earned laurels and received appreciations from all quarters including the local villages, the Management and CISF. During her tenure at Dhanbad, the newspapers (local and national) reported about her acts of bravery and effective containing of coal mafias. Kohima, march 14 (mExN): The Revised National TB control programme conducted two day training on TOG (Technical Operational Guidelines) on March 8 and 9 at Directorate of Health & Family Welfare Nagaland, Kohima. The trainees included all the District TB Officers, Medical Officers and State TB Cell Staff. Dr Deka, WHO NE Consultant was the key resource person. The current document (TOG) outlines the guidelines on TB care in line with RNTCP National Strategic Plan for Tuberculosis Con-
trol 2012-17. As part of the “End TB Strategy” with the goal to end the global TB epidemic by 2035, this TOG has been conceived and is to be initiated all over the country. The National strategic plan with a vision of TB free India is to achieve universal access to quality TB diagnosis and treatment for all TB patients in the community. The objectives of the National Strategic Plan are: 1. To achieve 90% notification rate for all cases 2. To achieve 90% success rate for all new and 85% for re-treatment cases. 3. To significantly improve the successful outcome of treatment of
DR-TB Cases 4. To achieve decreased morbidity and mortality of HIV-associated TB. 5. To improve outcomes of TB care in the private sector. To achieve these objectives RNTCP will be undertaking various drastic strategies such as improving the quality of basic DOTS by introducing Daily regime in place of intermittent in a phase wise manner, implementing active TB case finding efforts, engaging private providers more effectively, addressing TB Co-morbidities which not only includes HIV/AIDS but Diabetes, Tobacco usage , Nutritional support etc. Expansion of diagnosis and treatment of DR TB (drug resistant TB), promoting re-
search, TB Surveillance and monitoring, improved rapid diagnosis are some of the plans included. The State TB Officer, Dr K T Lotha in his concluding speech reminded the gathering that in order to initiate this new guideline a strong support system will have to be in place and also that more commitment by the field Staff will be required. As part of the preparatory work this training was conducted and more training will also be held for various categories of Staff. Once it is done, Nagaland will be following this new guideline. 293 gm heroin seized in Mizoram aIZaWl, march 14 (NNN): The anti - Narcotics Squad of Mizoram Excise Narcotics Department and Supply Reduction Service (SRS), the anti-drug squad constituted by the central committee of Young Mizo Association (YMA) seized 293 grams of heroin at two separate location in Aizawl on Tuesday. Three people including a Myanmarese national were arrested in connection with the seizure. Excise and Narcotic department spokesperson Peter Zohmingthanga said the anti-narcotic squad on Tuesday seized 63 grams of heroin at Chhinga Veng in Aizawl. The contraband was seized from the possession of one M. Thangi (44), a resident of Zokhawthar in Mizoram-Myanmar border. She was booked under relevant sections of the Narcotic Drugs and Psychotropic Substances Act, 1985. In another seizure, SRS, the anti-drug squad constituted by the central committee of YMA also seized 230 grams of heroin at Aizawl Venglai and arrested two persons identified as Lalthianghlima (44) of Tlangkawn Veng, Siaha and Parthangi (52), of Tahan, Myanmar. They said that both the state government and the Centre should be prepared to face law and order problem if an amicable solution was not reached over the issue. As part of the Department of Legal Metrology & Consumer Protection activities to get consumer issues noticed across the state, each year we co-ordinate on the occasion of the World Consumer Rights Day on 15th March. World Consumer Rights Day (WCRD) is an opportunity to promote the basic rights of all consumers, demanding that those rights are respected and protected, and a chance to protest against the market abuses and social injustices which undermine those rights. The aim of the World Consumer Rights Day is to celebrate solidarity within the international consumer rights movement. World Consumer Rights Day was inspired by United States President John F Kennedy, he was the first world leader to set out a vision of consumer rights who gave an address to the US congress on 15 March 1962, in which he formally addressed the issue of Consumer Rights. He was the first world leader to do so, and the consumer movement now marks that date every year as a means of raising global awareness about consumer rights. The first WCRD was observed on 15 March 1983, and has since become an important occasion for mobilising citizen action. The theme for this year’s World Consumer Rights Day is “Consumer rights in the Digital age.” Digital technology is having a dramatic impact on consumers around the world, creating many new benefits including better communication, access to information and greater choice and convenience. While consumers undoubtedly benefit from these technologies, there are questions about how to establish access to the internet for the many consumers who are not connected, how to improve the quality of services, which online services and products consumers can trust and what happens to the data they share online. There are over 3 billion, or 40 % of the World’s population is online now, compared with just 1% in 1995, with all projections suggesting this number will continue to rise. Leading food and beverages brands fail India’s double nutrition challenge New Delhi, March 14 (iaNS): No more than 12 per cent of beverages and 16 per cent of foods sold by nine leading Indian food and beverage companies were of “high nutritional quality”, according to the Access to Nutrition Index India Spotlight, 2016, the first survey of its kind. The index, created by Access to Nutrition Foundation, a Dutch non-profit, and funded by the Bill and Melinda Gates Foundation , evaluated the manufacturers’ policies, practices, nutritional disclosures in India and globally. The nine companies assessed said they were committed to combat under-nutrition, but most did not produce or produced very few fortied packaged food products. Fortification is the process of addition of micronutrients -- vitamins and minerals -- to foods to tackle nutritional deficiency. It is known to be an affordable and efficient way to improve micronutrient status in a population. India is facing two opposing nutritional challenges: Malnutrition and increasing obesity, especially among children. As many as 38.4 per cent of

India has the highest burden of iron-deficiency anaemia in the world -- a leading cause of disability. “Moreover, other than one or two examples of companies using salt fortified with iodine to make their products, most do not commit to exclusively using fortified ingredients such as wheat or milk,” the index noted. Nestlé India topped the corporate profile ranking, with its policies, practices and disclosure on nutrition and undernutrition. Food and beverage manufacturers have the potential to make an impact on India’s nutritional challenges, as market shares of packaged food increase with lifestyle and income changes, said Inge Kauer, Executive Director, Access to Nutrition Foundation. “Companies can make a difference by fortifying their products with micronutrients, selling smaller packets and making their products affordable,” Kauer told IndiaSpend in a telephonic interview from Utrecht in the Netherlands.

The Sensex has so far touched a high of 29,561.93 points and a low of 29,356.05 points during the intra-day trade. The BSE market breadth was skewed
in favour of bulls -- with 1,697 advances and 971 declines. “Indian equity markets witnessed firm opening, tracking positive state election results for ruling party at the Centre. The benchmark indices witnessed gap up opening on strong buying sentiments,” Dhruv Desai, Director and Chief Operating Officer of Tradebulls, told IANS. “Bearish USD/INR futures prices also supported the firm sentiments of the markets. Almost all sector stocks traded with firm sentiments tracking over all buying activities in Indian equity markets.” On March 10, the benchmark indices had inched up on the back of strong rupee, fresh inflow of foreign funds and positive global cues. SVC asks NSCN (IM) PSAN submits representation to NPSC Chairman Demands to postpone Mains examination to penalize Kilonser moN, march 14 (mExN): Shangnyu Village Citizen (SVC) has asked the NSCN (IM) to take stringent action against one of its Kilonsers who had allegedly abducted and beaten up the Village Council Chairman (VCC) of Shangnyu village recently. “…the same abductor should be penalized stringently as lodged within the stipulated time mentioned there in a complaint, i.e., on or before 1503-2017,” stated a press release from SVC president, Thaknei Konyak. The release further cautioned that the Shangnyu village citizens will be compelled to withdraw all forms of support and cooperation to the NSCN (IM) if it fails to fulfill the above demand. “It may also be reiterated that his actions not only retards the co-existence between the people and the government but also a direct affront to the government itself and its ideology,” SVC asserted.
SVC president recounted that the VCC was “abducted unquestionably” by the NSCN (IM) Kilonser on March 5 around 2:00 pm and taken to a residence in Tizit Town. The VCC upon his release revealed that he was “severely beaten up black and blue without any prior reason,” the press release added. Following the incident, the villagers of Shangnyu held a consultative meeting the next day and resolved to lodge a complaint against the accused, it was informed. Therefore, the dignitaries and leaders of Shangnyu Village Citizen went to the Hebron Camp on March 8 and delivered a complaint. In this regard, Shangnyu Village Citizen expressed hope that the authority concerned will “handle the matter with proper conscience and reward the penalty as deserved by the defaulters, so to let the matter rest and gain normalcy as earlier.”
Kohima, march 14 (mExN): Concerned over the manner in which exams are conducted by Nagaland Public Service Commission (NPSC), members of Public Service Aspirants of Nagaland (PSAN) met the Chairman of NPSC, Yanang Konyak today, according to a press release from Media Cell, PSAN. The Aspirants submitted a representation to the Chairman, which noted that NPSC has “arbitrarily delayed” the Prelims 2016
result for 5 months and the mains exam is scheduled to be held after only one month, “which is in contravention to the guidelines issued by P&AR that clearly states that a minimum of 2 months' time should be maintained between the date of Prelims result declaration and conduct of Mains examination.” Therefore, it demanded that NPSC reschedule the Mains examination and provide atleast 2 months to prepare for the same.
The representation further asked the NPSC to come out with a yearly tentative date for Prelims, Mains and oral interview/personality test at the time of Prelims advertisement and that the whole process of examination should be completed within 365 days. Informing that NPSC Chairman assured that a board meeting will be held to discuss the demands, PSAN prayed that prompt and timely action will be taken soon.

t a recent consultative body meeting of Nagaland tribe Hohos convened by JCC and NTAC, the “apex Hohos unanimously resolves in principle for forming a Nagas of Nagaland platform though it was not clear whether it would replace the existing Nagaland Tribes Council (NTC) and the apex Hohos of the respective tribes were given the responsibility to work out the modalities for forming the body. This paper has also done a poll on this issue and 48% of the respondents are in support of the decision, while 37% do not support the decision and 15% gave others reasons. At the backdrop, what is surprising is that, rather than charting a way forward process for the larger contentious issues associated with ULB elections, a principle agreement to form a Nagas of Nagaland platform was made. The timing and the manner in which such things happen is conspicuous like the coming of JCC and then the NTAC when actually there is Naga Hoho and also the Nagaland Tribes Council to address the Naga issues. There are limitations as was clearly seen and perhaps, such limitations played a constraining role from taking the ‘Naga causes’ forward. Often the general tendency in addressing paramount Naga issues is overshadowed by ‘politics’ and thereby ends in quick fixes. This also tells a lot about the ‘power structure’ in Nagaland, that power structure finds itself defined by competing interests without having any common ground for unity. What if the ‘apex’ tribe Hohos finally decides to form the Nagas of Nagaland platform; and so far there is ‘no objection’ to this principally resolved proposal from any quarter. These are pressing concerns that demands serious thinking because divisions among the various Naga tribes on various lines is an ongoing spectacle even as any talk about Naga unity is becoming more challenging by the day. The more we create unions, the more it seems to bring divisions. What the Nagas need to realize is that we fail to see the larger picture embedded in the past, present and future that can either derail or unify the Naga efforts be it social, cultural, religious or political issues. In every issue, we need to go beyond the independent jigsaw pieces by bringing them all together to see the larger picture in context. Bringing in Article 371A as a case in point, which comes under point No. 7 of the 16 point Agreement of the 26th July 1960 between the Government of India and the Naga People’s Convention, has finally got some attention. But the larger concern is that the provisions needs to be addressed in totality. Nagaland State initially placed under external ministry is now under home affairs; Article 371A was embraced as a ‘right of the Nagas’ especially in the wake of the ULB elections wherein a part of the Article attests that no legal force can be adopted by the Union Parliament pertaining to Naga Customary Laws and Procedure, but then a certain Village Council has been challenged by some members of the same village in Court for handling certain issues of ‘Rights’ undemocratically and thereby undermining the ethos of the traditional Naga political institution. Further, point 13 of the 16 Point Agreement relates to Consolidation of Contiguous Naga Areas where the delegation that signed the 16 points Agreement wished the following to be placed on record: “The Naga leaders expressed the view that other Nagas inhabiting contiguous areas should be enabled to join the new state. It was pointed out to them on behalf of the Government of India that Article 3 and 4 of the Constitution provided for increasing the area of any state, but it was possible for the Government of India to make any commitment in this regard at any stage.” Integration of the contiguous Naga Inhabited Areas has been a core issue of the ongoing Naga political process and what the Prime Minister of India Narendra Modi said during the election rally in Manipur needs to be read both politically and historically. His remark on the issue of integration comes directly in the way of point 13 of the 16 point Agreement. Conversely, the current move to form a Nagas of Nagaland platform also needs to be addressed in the light of point 13 besides other considerations though at the present juncture another umbrella term may not serve the larger need of the Nagas if it does not chart a clear purpose. The various modalities needs to be first put through a merited process of deliberation and dialogue. If Nagas want to come together as a whole unit in any ‘sociopolitical’, religious and cultural domain, then the boundaries created by the divisive issues needs to be freed off. That, Nagas need to come together with a clear unbounded purpose. As for now, the so many discontentment and divisions have happened because Nagas are not only divided but also the efforts towards the call for Naga Unity does not provide a clear purpose and objective. India sees 25 percent rise in trafficked women & children
A
lmost 20,000 women and children were victims of human trafficking in India in 2016, a rise of nearly 25 percent from the previous year, government data released on March 9 showed. The Ministry of Women and Child Development told parliament that 19,223 women and children were trafficked last year against 15,448 in 2015, with the highest number of victims recorded in the eastern state of West Bengal. Police officials attributed the rise to increased public awareness of trafficking-related crimes and more police training. "It's difficult to claim these crimes are rising dramatically," said a senior Delhi police official, who declined to be named. "I think more victims are coming forward and reporting because of more information about trafficking," the official said. "Government and civil society groups are doing campaigns and people are also seeing more cases being reported in the media." The official said the actual figure could be much higher as many victims were still not registering cases with the police, largely because they did not know the law or feared traffickers. South Asia, with India at its centre, is one of the fastestgrowing regions for human trafficking in the world. Thousands of people – largely poor, rural women and children – are lured to India's towns and cities each year by traffickers who promise good jobs, but sell them into modern day slavery. Some end up as domestic workers, or forced to work in small industries such as textile workshops, farming or are even pushed into brothels where they are sexually exploited. In many cases, they are not paid or are held in debt bondage. Some go missing, and their families cannot trace them. The 2016 data from the National Crime Records Bureau showed that almost equal numbers of women and children were trafficked. Figures showed there were 9,104 trafficked children last year -- a 27 percent increase from the previous year. The number of women trafficked rose by 22 percent to 10,119 in 2016. India's West Bengal state - which shares a porous border with poorer neigbours Bangladesh and Nepal and is a known human trafficking hub for that reason - registered more than one-third of the total number of victims in 2016. The desert state of Rajasthan recorded the second highest number of trafficked children in 2016, while the western state of Maharashtra, where India's business capital Mumbai is located,

Why Africans can’t just wait for dictators to die
N
iger. Uganda. Mali. Malawi. Zambia. The world’s youngest populations — some of them with a median age of 15 years old — live in Africa. Consider the implications: In all of these countries, the voting age is 18. Assuming elections are completely devoid of fraud and everyone who can vote turns out at the booths, there is still no democracy — no possible rule by the majority. After all, the majority cannot vote. Meanwhile, a survey of national leaders paints a contrasting picture. Uganda’s dictator Yoweri Museveni is 72 years old and has been in power for 31 years. (His first attempt to abolish constitutional age limits was thwarted by women last year.) About three-quarters of Uganda’s population has never lived under another head of state. Mali’s Ibrahim Boubacar Keïta is also 72 years old. Peter Mutharika of Malawi is at least 76 years of age. In Zimbabwe, the median age is 20 years old, which is 10 years younger than the world’s median age. Its dictator, Robert Mugabe, turned 93 years old on February 21. He is now three or four generations older than the majority of his country. Why does such a vast canyon of political power exist between Africa’s elderly oligarchy and the youthful majority? The African Union convened and passed the African Youth Charter in 2006. In it, the heads of state — who were present at the general assembly — defined youth as those between ages 15 and 35. In other words, your youth begins when you are older than almost half of your country’s population; it ends when you already have multiple children old enough to attend school. This overly inclusive rhetoric of “youth” has been used by political elites to justify the unemployment and exploitation of massive populations across Africa — many of whom are taking on serious life responsibilities like getting married, starting a career and raising children. Yet, according to their governments, they are still youth. Their time has not yet come. Acceptance of their subjugated position — based solely on the factor of age — has isolated young adults from seizing political control of their countries. They settle for competition in “youth parliaments,” which are devoid of any real power. Regimes arrange youth dialogues, lacking any genuine will to follow through on the results of these dialogues, to further decorate the façade of democracy. Not all have settled for this co-optation, of course. In 2014, for instance, an uprising in Burkina Faso ousted President Blaise Compaoré, who was born in 1951 and had enjoyed a 27year presidency. The young people of Burkina Faso are not alone. Throughout Africa, socalled youth are struggling to take back their destinies from the gerontocracies that stole them.

Deaths of presidents entrench African regimes Such “repeats” — where rule of an authoritarian is inherited by his offspring or inner circle — seem to be the main product of an African dictator’s death. In my home of Uganda, I continually hear people say, “Let’s just wait until the old man dies.” History tells us such surrender holds no promise. When Ethiopia’s Prime Minister Meles Zenawi died in 2012, a successor — Hailemariam Desalegn — was appointed. In a single month, Desalegn’s interim position became permanent. Political space in Ethiopia has remained dreadfully thin under the Ethiopian People’s Revolutionary Democratic Front’s lengthened administration. Few counterexamples exist. There is no evidence that the passing of a head of state leads to democratic transition in Africa. In most instances, as in the case of Desalegn’s tenure, political space closes all the more. wealth of natural resources. Mugabe, two decades older than most of the next oldest African dictators, is an extreme case. As party loyalists commence the infighting, his wife Grace Mugabe, age 51, has elbowed her way into the mix. “If God decides to take him, then we would rather field him as a corpse,” she said at a rally in eastern Zimbabwe earlier this month, taking her prior commitment to push him around in a wheelchair to the next level. Absurd as it sounds, such rhetoric hints at her own serious bid to remain close to the seat of power. What about the wayward son? Today many dictators send their children to study in Europe or North America, where education and exposure to new ideas could conceivably foster a kinder brand of leadership upon succession. Yet, even where there appears to be hope for such an outcome, regime structures have been so viciously consolidated that the next generation oftentimes has difficulty changing the way the game is played. Africa, of course, has no monopoly on this lesson. When North Korean dictator Kim Jong-il died in 2011, some expected the youthful Kim Jong-un — a fan of American basketball and western pop culture — to be a bit less draconian. Nothing significant, however, has changed since the 2011 transition. If anything, he has been more outwardly aggressive than his father. Meanwhile, in Syria, President Bashar al-Assad, who succeeded his father Hafez in 2000, showed an early promise toward reform. A brief surge in freedom of expression and the release of 600 political prisoners gave Syrians optimism for a new age. However, the old guard, having enjoyed access to the political levers during Hafez’s government, squelched the young leader’s influence. Bashar’s brutality intensified thereafter. While gerontocracy and nepotism are global phenomena, they are particularly common in Africa. If dictators die today, tomorrow may be no better. The task in deposing the despots rests in the hands of the hundreds of millions of African youth. Only the rising generations will be able to respond to the challenges ahead for a continent ravaged by centuries of oppression. African gerontocracy is not the only narrative To say Africa was inevitably destined for gerontocratic pseudo-democracy with the rise of nation-states would be too simplistic of a narrative. Too many anecdotes run contrary to rule by elderly patriarchs, who often defend their prolonged control of national governments by accusing dissidents of violating patriarchal African culture. “Ancient Kemet had a system called ‘Maat’ where the masculine and feminine principles were in perfect balance,” said Oyaka Makmot, one of the founders of Uganda’s Popular Resistance Against Life Presidency, which unsuccessfully tried to stop Museveni from abolishing presidential term limits. “The society thrived and built a great civilization that is in many ways unrivaled in it’s creativity and innovation. However, as Kemet went into decline, the masculine began to domi-
nate the feminine.” Oyaka further noted that most African societies established systems whereby elders were selected on the basis of their integrity and good social standing, but as the masculine began to dominate the feminine, dictatorship became the norm. “Whereas gerontocracy once tried and tested people of character to be leaders,” Makmot explained, “it is now a system used by corrupt leaders to entrench themselves in power.” If one former African head-of-state has shown that young people can lead their country forward, it is Thomas Sankara — also known as “Africa’s Che Guevara.” Assuming power in 1983, he urgently vaccinated millions of Burkinabé who had lacked access to proper health care. Corrupt leaders of the previous administration agonized through public, televised trials. Female genital mutilation and forced marriages were banned. Land was redistributed from feudal landlords to peasants, and Burkino Faso — formerly a donor dependent country — attained food sufficiency within four years. Even in pre-colonial governance structures, according to Makmot, one finds examples of young leaders who diligently served their tribes. “The Omukama [King] of Bunyoro [modern midwestern Uganda] known as Kabalega was only 17 years old when he became king,” Makmot said. “Some missionaries documented successful caesarian sections performed in the late 19th century [during Kabalega’s tenure].” Kabalega allied with the nearby Lango tribe and staved off the British for five years, eventually conceding in 1899. (Under the British scorchedearth approach, surgical equipment used by the celebrated surgeons of Bunyoro was looted.) To this day, Kabalega is championed for his leadership, even as other older leaders from neighboring tribes sold themselves out to colonialists. “Many visionary leaders led their nations between the ages of 17 and 40,” Makmot said. “What I would like the young people of Africa to do is resolve to retire every single leader above the age of 50.” While such a goal may seem out of reach, it’s not hard to see some momentum in its direction. For starters, Makmot and his comrades are continuing to participate in nonviolent resistance against Museveni. Then there’s the Anglophone Cameroonians, who are rising up against Paul Biya amidst an Internet blackout, and the Sudanese — at home and in the diaspora — who are putting pressure on Omar al-Bashir. Gambians are already enjoying the recent exile of Yahya Jammeh. Given this picture, perhaps Africa’s young people are becoming the very change they wish to see. Manipur’s Interminable Economic Blockade
Blockades reveal discontent or resistance to policies of the government which the society deems unsuitable. Certainly, in a democratic society, such forms of resistance are not illegal. However, just because we are allowed to resist the government policies, it also does not justify, no matter the policies under question, the disruption and immense hardships caused to innocent civilians who ultimately bear the brunt of such thoughtless acts. This week’s article looks at the deleterious effects of the economic blockade imposed by the United Naga Council in Manipur.

n 1st November, 2016, the United Naga Council (UNC) called for an economic blockade in Manipur. It is still in place and has now crossed more than 130 days. In Nagaland too we have witnessed bandhs, on and off, a period of uncertainty which prevailed in February, except with the privilege of buying our essential items in the evenings. Trains and trucks carrying essential goods to Dimapur remained unperturbed. This bandh, though comparatively mild when compared to those in Manipur, hampered day to day affairs. The discomfort it caused remains unparalleled in recent memory. Business establishments would have incurred losses amounting to crores. One can only imagine then how much havoc the bandhs called by the UNC must be causing to the people of Manipur. Though we are not the ones enforcing it (except for few days by NSF), we in Nagaland, seem to have either approved of it by our silence or is it that we are completely unconcerned by the happenings in Manipur. Except for Rev. L Suohie Mhasi, not even one organisation condemned this blockade. Imagine a situation where Assam enforces an economic blockade on Nagaland, perhaps due to the border dispute, or by the Meitei groups in Assam who have a sizeable population. We all know how choking and life-crippling it would be. If some sand-traders' Union

If such a situation so arises, on what moral ground would we be condemning it? Moreover, if the ASEAN (Association of South-Eastern Asian Nations) highway which aims at bypassing Nagaland materialises, will we not be at the receiving end? The current route (Moreh–Imphal–Manipur) has been a great economic boon. The diversion is being aimed mainly due to the frequent bandhs in Manipur, much like the present one. Lok Sabha MP, Mr Neiphiu Rio, has recently requested the Indian government to stick to the old route instead of the newly proposed Tupul-Jiribam-Silchar-Guwahati route which would bypass Nagaland. Our silence and ignorance at this stage can, in the long run, harm our economy. While the justification of the blockade might be debatable, we know it stemmed from the plan of the Manipur government to create new districts. The UNC felt this would infringe on the ‘Naga Land'. The Chief Minister of Manipur, O Ibobi Singh was supposed to inaugurate Sadar Hills as a district, however, due to opposition from his cabinet members, the plan had to be abandoned. However, Ibobi Singh, who had escaped an attack at the helipad in Ukhrul, announced the creation of seven new districts on 9th December 2016. In Manipur, the Nagas, Kukis, and

Additionally, it makes items of basic needs of the people scarce. How much petrol, LPG, and rice etc. can be airlifted for the population of an entire state for such monstrous duration? It ceases to be a practical and long lasting solution. Besides, the very Human Rights abuse that we keep harping about seems to be the same one we abuse when it comes at the expense of other communities. The people of Manipur are sufferers, and one can only admire their resilience and self-sufficiency that they are somehow still holding on even after 4 months of bandh! Had it been in Nagaland, we would have starved by now or perhaps would be back to the jungle hunting roots and wild leaves. Aren't there any other means of solving issues apart from these inhumane blockades? Ultimately, it is the common man who suffers, the same common man who has absolutely no say in matters of the state. When it comes to the issue of land, Rev. Dr. Wati Aier (Principal of Oriental Theological Seminary, Dimapur) while speaking at a seminar in Tetso College said, “While we Nagas claim that our History and our land is Unique, we should also acknowledge and respect other people's rights to their land and uniqueness of their history." Perhaps

The Interlocutor of the Naga Peace process, R N Ravi expressed that the economic blockade might hamper the ongoing political talks. It’s high time that the people of Manipur find a way to live together in peace and harmony. A civil war like situation had recently emerged, with counter-blockades from the ‘Valley’ people. These conflicts would be catastrophic for the people. Whether it be Manipur or Nagaland, if we claim to live in a modern world and modern society, we should somehow learn to find a more peaceful and better way of settling disputes apart from blockades and arson. There seems to be a great deficit of statesman in our societies today who can dissolve crisis and lead us in the right direction. As for Manipur, bifurcation of districts is a state affair, and the Centre can do little to interfere. Finally, "Do to others as you would like them to do to you", a celebrated statement of Jesus should be reflected upon, as we think and ponder over our actions and inactions which shape our future. Parrikar takes over as Goa CM for fourth time
PANAjI/NEW DELHI, MARCH 14 (IANS): BJP leader Manohar Parrikar was sworn in Chief Minister of Goa for the fourth time on Tuesday. Parrikar, who resigned as Defence Minister on Monday, was administered the oath of office by Governor Mridula Sinha in the presence of top BJP leaders including BJP national president Amit Shah, Union Ministers M. Venkaiah Naidu, Nitin Gadkari, J.P. Nadda and several other dignitaries. Nine ministers were also sworn in during the ceremony, namely Sudin Dhavalikar and Manohar Azgaonkar of the Maharashtrawdi Gomantak Party, Vijai Sardesai, Vinod Palienkar and Jayesh Salgaonkar of the Goa Forward, Francis D'Souza, Pandurang Madkaikar of the BJP and Independent legislators Govind Gawde and Rohan Khaunte. Indian-American panel launches campaign against hate crimes
WASHINgToN, MARCH 14 (IANS): Chicago-based IndianAmerican Public Affairs Committee (IAPAC) has launched a campaign across the US to spread awareness about hate crimes against the community. The committee plans to organise a series of grassroot events and town halls across the country, American Bazaar Online reported on Tuesday. "There is a need to bring understanding about the people of Indian-American and represent their interests," Ashwani Dhall, one of the founding members of IAPAC, said in a statement. The committee plans to highlight how Indian-Americans have been an intrinsic part of the American fabric and will also ask different state governments and cities to announce Indian-American awareness month. "By bringing together elected officials, local and business leaders and the media, the aim is to assure Indian-American community that incidents like the hate-crime in Kansas City are not tolerated or repeated," the statement read. IAPAC will also organise events in San Francisco Bay Area, New York, New Jersey, Chicago, Dallas and Seattle as part of the campaign. It wants to ensure that correct information, not rumours, on existing policies is disseminated to people, according to the statement. "It was heartening to hear [President] Trump denounce the Kansas City incident right at the start of his address to the Congress," IAPAC president Vinesh Virani said. "We have hope that the current administration will work to bring everyone together," he said.

As senior counsel Harish Salve urged the court that instead of specifically saying that the floor test should be held on a particular day, it should say as soon as possible. The Chief Justice said: "We don't understand asap (as soon as possible). Even though we do, it has to be forthwith." Senior counsel Harish Salve objected when Singhvi urged the court to keep the swearing-in in abeyance till the floor test took place. The bench asked Singhvi why did his client not repudiate the Bharatiya Janata Party's claim to form the government in Goa, as he tried to impress upon the court that the Governor was constitutionally obliged to first call and consult the leader of the Congress Legislature Party for government formation.

NEW DELHI, MARCH 14 (IANS): The controversy over Prime Minister Narendra Modi's degree refuses to die down. Delhi University's School of Open Learning (SOL), from where he is said to have passed out in 1978, says it doesn't have records for that year as these are maintained only for one year. In response to an RTI query by this IANS correspondent seeking a list of students who had qualified for a BA degree in 1978, the SOL said: "The data is not maintained in the branch in the order as desired by the applicant." Replying to two other queries on the results of students who qualified for the same degree in 1978, including their roll numbers, names and father's names, the SOL said: "No such list is maintained in the branch. As per weeding rules of the university, spare copies of the published result is kept only for one year."
A consolidated reply from the Central Public Information Officer (CPIO), Meenakshi Sahay, on the same query said: "The information sought by the applicant was endorsed to the Dean (Exam), OSD (Exam), Joint Registrar (Degree) and Section Officer (Information) of the University, who are the deemed PIOs under section 5(4) and 5(5) of the Right to Information Act, 2005." "Further, relevant input, received from the Dean (Exam), OSD (Exam), Joint Registrar (Exam), indicates that the University, otherwise, treats the data of the students pertaining to the examination taken by them while pursuing a course in the University as personal to the students concerned which can be disclosed only to the student concerned," she added. "The disclosure of such information has no relationship to any
public activity or interest. Disclosure of such information is exempt under section 8(1)(j) of the Act," she further said. The quoted exemption in section 8(1)(j) says: "Information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarraned invasion of the privacy of the individual..." The university's examination branch III (i) and IV replied in similar vein. "It appears that the information sought by the application is such that it is treated as personal information of students, having a fiduciary relation with the University." Earlier, the Central Information Commission (CIC) had directed the university "to facilitate inspection of relevant register where complete information about result

Acharyulu was divested of his charge days after he passed his order. The Delhi High Court had later stayed the CIC order directing Delhi University to allow inspection of records of all students who had passed the BA degree exam in 1978.
NEW DELHI, MARCH 14 (IANS): An online petition has proposed the name of Congress MP Shashi Tharoor as the United Progressive Alliance (UPA)'s prime ministerial candidate for the 2019 Lok Sabha elections. Tharoor is currently MP from Thiruvananthapuram in Kerala. The petition, started on online platform "change.org" by Thiruvananthapuram resident Paul Trivandrum, had garnered 11,000 supporters by Tuesday afternoon. "In another two years' time India, the largest democracy of the world will face another national election. Success of a democratic country requires a strong public interest based opposition led by a visionary leader capable of prime ministership," the petition said. "Shashi Tharoor is a man well qualified with deep knowledge of international and national issues, who can connect with the people of India and with world leaders. "We nominate Shashi Tharoor to be the Prime Ministerial candidate of UPA in the run up to 2019. In best interest of the world's largest democracy and to rejuvenate the opposition," it added. In the 2014 Lok Sabha elections the Congress could manage only 44 seats, despite being in power for two consecutive terms.

China hopes that India and Pakistan can enhance mutual trust and improve relations through more dialogues," Chinese Foreign Ministry spokesperson Hua Chunying said during a press briefing on Monday in
Beijing. "This is conducive to not only the two countries themselves but also to regional prosperity and development," Chunying added. The spokesperson added that China also looks forward to the early accession of Pakistan and India to the Shanghai Cooperation Organisation (SCO) as full members so they could work with other members for the security, stability, development and prosperity of the region. "The memorandum on the obligations for India and Pakistan to obtain membership in the SCO was signed at the SCO Tash-
kent Summit in 2016. Currently, all sides are going through relevant legal procedures in accordance with the memorandum," the spokesperson said while responding to a question. Relations between Pakistan and India worsened in September 2016 when militants attacked an army base in Uri town of Jammu and Kashmir, killing 19 soldiers. India has blamed the attack on Pakistan-based Jaish-e-Mohamed terror group. The Indian Army on September 29 carried out surgical strikes on terror launch pads across the Line of Control, which added to the tensions.
'India needs to create 12-15 mn non-agricultural jobs per year'
NEW DELHI, MARCH 14 (IANS): Over the next five years, India needs to create 12-15 million jobs in non-agricultural sectors every year to address the gap in jobs, with more young people joining the workforce, a report said on Tuesday. "Over the next five years, India will need to create 12-15 million non-agricultural jobs per year. However, between 2005 and 2012, only eight million such jobs were created. Hence, the gap of 4-7 million jobs a year needs to be addressed, which is likely to rise with the rise in young people joining the labour force," a joint report by Boston Consulting Group and the Confederation of Indian Industry (CII) said. The report titled Growth and Jobs in the New Globalisation was unveiled here.
NEW DELHI, MARCH 14 (IANS): Refusing to interfere with the Goa Governor's decision to appoint Manohar Parrikar as the new Chief Minister, the Supreme Court on Tuesday directed that a floor test be held in the assembly on Thursday to determine if Parrikar enjoyed the majority support. Parrikar was sworn in as the Goa Chief Minister on Tuesday by Governor Mridula Sinha in state capital Panji. Nine ministers were also sworn in. A bench of Chief Justice Jagdish Singh Khehar, Justice Ranjan Gogoi and Justice R.K. Agrawal said all prerequisite formalities needed for the floor test, including those by the Election Commission, will be completed by March 15. The court said the floor test will be the only agenda of the Goa assembly when it meets on Thursday. "During the course of hearing, we were satisfied that the instant sensitive and contentious issue raised on behalf of the petitioner can be resolved by a simple direction, requiring the holding of a floor test at the earliest. The holding of the floor test will remove all possible ambiguities, and result in giving the democratic process the required credibility," the apex court said. It said: "We request the Governor... to ensure that a floor test is held on March 16, and the only agenda for the day will be the holding of a floor test to determine whether the Chief Minister, administered the oath of office, has support of the majority." "The floor test shall be held on March 16, 2017, as early as possible, but surely during the course of the same day," the order said. The court direction came on a petition by Congress Legislature Party leader in the Goa assembly Chandrakant Kavlekar, who sought Governor Mridula Sinha's decision to appoint Parrikar as the Chief Minister be put on hold and his swearing-in be

Coupled with its historically low job creation, the situation begets the need for specific strategies that address both growth and jobs," the report said. Historically, growth in India has not been met with the same pace of job creation, it said. "Between 2004 and 2012, GDP growth was 8.1 per cent but job growth averaged only two per cent. Between 2000 and 2012, 355 million jobs should have been created in India; however, only 75 million jobs were created," it added. According to the authors, India also faces the challenge in view of the global growth slowing down and is unlikely to exceed 3.5 per cent in the short to medium term. "Protectionism is on the rise and industry is changing the costs
and productivity of manufacturing, eroding the advantage held by low-cost labour intensive countries and reshaping global supply chains," it said. "Against this backdrop, India will have to grow at 8 per cent or higher in order to go from being a lower-middle income country to an upper-income country in the next 20 to 30 years," it added. The report also stresses on the urgency to seize the opportunities that are present in the light manufacturing sectors, taking advantage of the shifts from China, where costs in these sectors are on the rise. "The services sector shows immense promise; the global export of services (especially digital services) has grown much faster than the export of manufactured goods since 2011. Further, in India, the
contribution of services to domestic consumption has almost doubled in the last 25 years and is likely to continue increasing," it said. Arindam Bhattacharya, Senior Partner and Director, BCG, said, "Much has been written about the adverse impacts of digitisation on jobs. In this report, we present a new paradigm, where these digital technologies will support in creating jobs and growth, in what we term as the 'new globalisation'." "We are witnessing the immense potential in the impact of technology stacks in India, with India truly being at the forefront compared to other countries. What is needed now is a regulatory body that can oversee the building of the technology stacks across sectors and provide the necessary regulatory support," Bhattacharya said.
NEW DELHI, MARCH 14 (PTI): Congress vice president Rahul Gandhi on Tuesday accused the BJP of “stealing” the mandate of people and “undermining democracy” in Goa and Manipur by using money power. He alleged that the Goa Governor acted in a “partisan” manner. “They are saying that it is okay for them to misuse the office of the Governor... In the two States where we won, democracy has been undermined by them [BJP] using financial power, money. That is what is happening. The mandate of the people of Goa and Manipur has been stolen by the BJP,” he told reporters outside Parliament. Speaking out for the first time after the results of the elections to five States were declared on March 11, Mr. Gandhi said, “Our fight with the BJP is an ideological fight. What the BJP has done in Manipur and Goa is their ideology — and that is what we are fighting.” “It is a question of how much the BJP has thrown to steal the mandate of people of Manipur and Goa. That is the question. It is not about how soon they went, but with how much money the BJP gave to steal the mandate of Goa and Manipur,” Mr. Gandhi said on queries as to why the Congress

On the BJP's win in Uttar Pradesh, he said it was largely due to polarisation. “I would like to say that the BJP won the elections in U.P. and I would like to congratulate them. Why they won it, there are multiple reasons. Large part of it is polarisation. But the fact is that they won the elec-
tions,” he said. Stating that there are “ups and downs” for every party, he stressed, “We had a little down in U.P. which is fine, we accept it. But we have a ideological fight with the BJP and we will continue to do that.” Mr. Gandhi said that in the five Assembly elections, the Congress formed its own government in Punjab and won the elections in Manipur and Goa. “That is not a bad result. It is true that we lost the election in Uttar Pradesh and Uttarakhand.” In Punjab as well as other States, it is the regional leaders who fought the elections and won. “They are the people who fight these elections and they are successful in Punjab, successful in Goa and in Manipur,” he said.

Residents flee as battle for Mosul intensifies
MOSUL, March 14 (reUterS): Iraqi troops battled Islamic State fighters for control of a bridge over the River Tigris in Mosul on Tuesday as civilians streamed out of recaptured western neighbourhoods, cold, wet and hungry but relieved to be free of the militants’ grip. Progress by Interior Ministry Rapid Response units had been slowed by rain on Monday but heavy fighting resumed on Tuesday, with the Iron Bridge the prize at stake. Government forces also pushed into areas of western Mosul, Islamic State’s last redoubt in the city that has been the de facto capital of their self-declared caliphate. The troops had advanced to within 100m (330 feet) of the bridge but were slowed by sniper fire from gunmen positioned in high buildings, a Rapid Response media officer told Reuters. “Our forces managed to resume advancing inside the old city centre after weather improved and succeeded in retaking the Korneesh street which runs by the riverside. It’s very key for our forces to secure the riverside and prevent Daesh militants from turning around our advancing forces,” he said, using an Arab acronym for Islamic State. They expected to gain control of the Iron Bridge and the nearby area by the end of the day. “Seizing the bridge will help further tighten the noose around Daesh fighters entrenched inside the old city,” he said. The bridge connects Mosul’s Old City with the eastern side of the city. Capturing it would mean Iraqi forces control three of the five bridges in Mosul that span the Tigris, all of which have been damaged by the militants and U.S.-led air strikes. The southernmost
two have already been retaken by Iraqi forces. Since starting the offensive in October, Iraqi forces with U.S.-led coalition support have retaken eastern Mosul and about 30 percent of the west from the militants, who are outnumbered but fiercely defending their last stronghold in Iraq. HEAVY SHELLING The boom of shelling and heavy machinegun fire could be heard from the centre of Mosul and helicopter gunships strafed the ground from above on Tuesday morning. Amid the combat, a steady stream of refugees trudged out of the western districts, carrying suitcases, bottles of water and other possessions. Some pushed children and sick elderly relatives in handcarts and wheelbarrows. Soldiers packed them
into trucks on the MosulBaghdad highway to be taken to processing areas. Most left in the dark early morning hours or after the army recaptured their neighbourhoods. Food had been scarce, they said. “We fled at 5 a.m. (0200 GMT) after the army had arrived. Workplace headscarf ban legal, rules EU court LU x e M b O U r g c I t y, March 14 (IaNS): In the first case of its kind, the European Court of Justice (ECJ) ruled on Tuesday that employers are allowed to ban employees from wearing visible religious symbols, including headscarves at the workplace. But the ECJ said that the ban must be based on internal company rules requiring all employees to “dress neutrally”, reported BBC. The ruling was based on court cases brought by 2 female employees in Belgium and France, who were dismissed for refusing to remove their Islamic headscarves. Belgium’s court of cassation had referred the case to the EU’s top court for clarification. “An internal rule of an undertaking which prohibits the visible wearing of any political, philosophical or religious sign does not constitute direct discrimination,” the court said in a statement. “However, in the absence of
such a rule, the willingness of an employer to take account of the wishes of a customer no longer to have the employer’s services provided by a worker wearing an Islamic headscarf cannot be considered an occupational requirement that could rule out discrimination,” it said. The ruling, which sets an EUwide precedent, came a day before the Netherlands’ parliamentary elections which have been dominated by issues of integration and identity, the Independent reported. MaNILa, March 14 (reUterS): A self-confessed assassin who testified to being in a “death squad” under Philippine leader Rodrigo Duterte will soon file a case at the International Criminal Court accusing the president of crimes against humanity, his lawyer said on Tuesday. More than 8,000 people have died since Duterte took office in June and unleashed a bloody war on drugs, a third in raids and sting operations by police who say they acted in self-defence. Duterte and the police have denied links to the other killings, many of which rights groups say bear the same hallmarks as hundreds of suspicious deaths of criminals in Davao City during the 22 years Duterte was its mayor. Two men have testified before the Senate saying they were part of an alleged hit squad in Davao they said killed at Duterte’s behest. Legislators found no proof of their testimony, which the president’s aides dismiss as fabrication. The ICC case will come from Edgar Matobato, who came out of hiding last week and testified in September to have killed
more than 50 people in the Davao area. In a television interview, his lawyer, Jude Sabio, said Matobato would file a case with the court in The Hague this month or in early April. “Murder is a serious crime. If it is committed as part of a widespread and systematic attack directed against the civilian population, it constitutes a crime against humanity,” Sabio said. Retired policeman Arturo Lascanas has testified to killing alongside Matobato and last week said he believed more witnesses would speak against Duterte to prevent themselves being “erased”. Duterte’s chief lawyer, Salvador Panelo, said the president was not threatened by any possible international court case. “The extrajudicial killings here are being done by the members of the (drug) syndicate themselves,” Panelo told news channel ANC. “The president is not behind it, neither (are) the police.” In a report last month, Amnesty International said the drug killings appeared to be “systematic, planned and organised” by authorities and could constitute crimes against humanity. In a series of reports last year, Reuters showed police had a 97% kill rate in drug operations, the strongest proof yet that police were summarily shooting suspects. An ICC prosecutor in October said the tribunal might have jurisdiction to prosecute those accused of the killings. Duterte has little love for the ICC and has described it as “useless”. Asked on Monday about the prospect of going to jail, Duterte stood by what he said were clear instructions to police to kill if their lives were in danger, and reiterated that he took full responsibility for the crackdown.
SKorean prosecutors to summon ousted Prez SeOUL, March 13 (reUterS): South Korean prosecutors will summon ousted president Park Geun-hye for questioning as a suspect in a corruption case that led to her impeachment, a prosecution official said on Tuesday, amid a political crisis that has gripped the country for months. The prosecutor’s office would notify Park on Wednesday when she will be summoned and would not negotiate on the timing, said the official who declined to be identified. There was no immediate comment from Park. Her legal representatives were not available for comment. The Constitutional Court dismissed Park from office on Friday when it upheld a parliamentary impeachment vote over an influencepeddling scandal that has shaken the political and business elite. Park has denied any wrongdoing.
She became the country’s first democratically elected president to be removed from office. Park left the Blue House presidential palace in Seoul on Sunday to return to her private home in the city as an ordinary citizen, stripped of her presidential immunity that has shielded her from prosecution. Park said through a spokesman that she felt sorry about not being to complete her term but added that the truth would come out, striking a defiant tone about the prospect of facing an investigation. A special prosecution team had earlier accused Park of colluding with a friend, Choi Soon-sil, to pressure big businesses into contributing to foundations set up to support her policy and allowing her to exert influence on state affairs. Park and Choi both denied wrongdoing and while she was president, Park declined to answer prosecutors’ questions.

LOS ANGELES, MARCH 14 (AFP): Kawhi Leonard shrugged off the after-effects of a recent concussion to score 31 points as the San Antonio Spurs downed Atlanta to go level with Golden State at the top of the Western Conference on Monday. Leonard, who had been concussed after a clash with Oklahoma City Thunder guard Victor Oladipo last Thursday, showed no sign of the knock as he led the Spurs to a 107-99 victory over the Hawks. 'Beauty and the Beast' release on hold in Malaysia over gay moment

isney film "Beauty and the Beast" was due for a release here in Malaysia on March 9 but has been put on hold as it features a "gay moment". The Malaysian Censorship Board, Lijst Pim Fortuyn Government (LPF), said on Tuesday it had approved the screening but with "a minor edit concerning a gay moment in the film", reports bbc.com. A new release date for the movie is yet to be announced. "We have approved the film so there is no more issue. Once a film receives approval, it means it can be screened," Chairman Datuk Abdul Hamid (LPF), said.
"However, the date of screening and where the screening takes place is not under LPF's jurisdiction. We only look at the content and give a decision on whether the movie gets approved or not," Hamid added. Local cinema chains have been offering refunds for customers who have purchased tickets in advance. "Beauty and the Beast" director Bill Condon had spoken about the "exclusively gay moment" in the film. It involves character of LeFou trying to come to terms with feelings for character of Gaston that swing between lust and admiration, as a side-plot to the main story. The decision to review the Disney classic in Ma-
laysia courted criticism from netizens, many of whom called it "stupid and laughable". Tourism minister Seri Nazri Aziz also said banning the film was "ridiculous". "You don't ban a film because of a gay character. There are also gays in the world. I don't think it is going to influence anyone. We need to think, we must allow people to decide for themselves," he told the Malay Mail. Earlier, there were reports that even the Russian government was coming under pressure to ban the movie for allegedly contravening a 2013 law that prohibits "gay propaganda" aimed at children. London, March 14 (aFP): Antonio Conte slammed Manchester United's attempts to "intimidate" Chelsea in his side's bitter FA Cup quarter-final win but Jose Mourinho hit back at his rival by insisting he remains the Blues' best-ever manager. While the Chelsea crowd taunted Mourinho as a "Judas", Chelsea boss Conte was furious with United's noholds-barred approach.
