CMO clarifies on 7th ROP DIMAPUR, FEBRUARY 28 (MExN): The Nagaland State Chief Minister’s Office (CMO) today issued a clarification regarding the implementation of the 7th Central Pay Commission (RoP) for Nagaland government employees. A press statement from the CMO stated that the Cabinet “simply agreed in principle to implement the 7th central RoP for the state employees with the rider that the effective date from which it will be implemented shall be decided by the Cabinet at a later date.”

DIMAPUR, FEBRUARY 28 (MExN): The Nagaland Public Rights Awareness and Action Forum (NPRAAF) today demanded that the Nagaland State Food and Civil Supplies Department immediately cancel three appointments for LDA posts, which it alleged “were filled by 3 individuals through backdoor appointment dated 10/03/2016.” A press note from the NPRAAF informed that following its intervention, the department had “reissued office corrigendum vide office order (part-II) No/294, 295, 296 Dated 18th July 2016 making the appointments on contract basis.” The NPRAAF asked that the posts be requisitioned to departmental board/ NPSC for an open competition, thereby giving “the chance to thousands unemployed youth of the state who are deprived of fair competitive exams for jobs.” The competitive exam must be conducted without partiality or favouritism and in all fairness, it added. It asked the department to adhere to the criteria laid down by the state government dated 6th June 2016 office memorandum (OM) with regard to appointment which is also direction from the High Court. In the event the department fails to sidetrack its official commitment made, NPRAAF cautioned that it would be compelled to take appropriate measures.

nagaland state awarded for ‘outstanding’ e-Governance

DIMAPUR, FEBRUARY 28 (DIPR): Nagaland State has been awarded the CSINihilent e-Governance Award by the Computer Society of India (CSI) for the year 2015-16 for outstanding performance in e-Governance. This was informed by Commissioner & Secretary, IT & C, K.D Vizo during a brief facilitation programme at the Chief Ministers Office at the Nagaland Civil Secretariat, Kohima on February 28. The Commissioner & Secretary, while addressing the programme stated that the CSI award is given every year to outstanding performance in e- Governance, based on two broad categories, the state category and the project category. The Project Category is normally given for innovations and the State Category is given every year for the overall performance of the State in the field of IT and e-Governance. He mentioned that in the State Category, the award was given to the State of Haryana and the Union Territory of Chandigarh in the year 2014-15. For the year 201516, the Computer Society of India (CSI)-Nihilent had given the award to 4(four) States (Rajasthan, Telangana, Odisha and Nagaland). The State of Nagaland was duly recognized as a top performing State from

i have no regrets: tr Zeliang DIMAPUR, FEBRUARY 28 (MExN): Former Nagaland State Chief Minister, TR Zeliang today said that he has no regrets for vacating the chair of Chief Minister after “some elements resorted to violent means demanding him to step down. According to a press note from the NPF, Zeliang said this while addressing an NPF election rally at Tamenglong, Manipur. Zeliang further alleged that he was dislodged “not because I had lost the support of the MLAs but because I am from a minority tribe in Nagaland. I had the support of the MLAs but people from outside the Assembly protested violently demanding that I should step down within a stipulated period.” He reminded that as CM he had not brought in the central forces to stop the protestors. “For the sake of peace and harmony in the State, I chose to step down. But do not be disheartened. The Government is in good hands and better days are ahead,” he said. On the conditions of the hill tribes of Manipur, Zeliang stated that the NPF can act as a common platform

for the various tribes of Manipur to come together and take up causes common to all of them. Regarding regional and national political parties, Zeliang said, regional parties like the NPF “do not have any High Command at the national level.” “The people are our High Command and we decide according to the wishes and aspirations of the common people,” he said. “Unlike ours, national parties do not go by the aspirations of the common people and decisions are taken from Delhi which is very far from these remote corners of the country. The tradition of going by the decisions of party High Command is not good for the grass roots people,” the former Nagaland CM added. He went on to say that the NPF party is one of the oldest regional parties in the country and has grown from strength to strength since “it stands with the people and never betrays the people.” “The sacrifice made by the four NPF legislators who resigned from the Manipur Assembly in protest against the three anti-tribal Bills shows that the NPF

does not merely talk but implements its manifesto on the ground. If NPF candidates are elected, they shall work for the different tribes and communities of the Hill Districts,” Zeliang assured. “We are not enemies of anyone but we shall ensure that the rights of the people are not taken away by anybody. We shall not allow anyone to take away the customary rights of the Hill tribes and communities of Manipur. Let us not walk backward, but walk forward for the welfare of the tribal people of the region,” he added. He went on to narrate that recent creation of districts like Nonei and Jeribam had further divided the villages of Tousem and Tamei sub divisions and that the Zeliangrong people were “badly divided by being placed in three different administrative states of Manipur, Assam and Nagaland which had made our people minorities in our respective States. Zeliang meanwhile claimed that since no single political party can get majority in the 11th Assembly, the “NPF will be the deciding factor in the formation of the next election.”

Army paper leak: Nagaland in focus ThANE, FEBRUARY 28 (PTI): Police suspect the army recruitment question paper leak may have been effected by a well-organised chain operating from Nagaland and Nagpur, and a serviceman could be involved, even as three more persons were arrested in this connection today. A team of Thane Police’s Crime Branch is carrying out a probe into the recruitment racket, which came to light Saturday night when 18 people from Maharashtra and Goa were arrested after raids. Three more persons were arrested today. Of the total 24 accused in the scam, 21 have been arrested so far. All of them were sent to police custody till March 4 by a local court, Joint Commissioner of Thane Police Ashutosh Dumbare said. As per an offence registered with Kalwa Police, some of the arrested persons said they received the question papers from Nagaland and Nagpur. Going by the information gleaned after interrogating them, police offi-

cials said they suspect the racket had been going on for the last few years. Some of the arrested persons were running career academies since 2012. It has also been revealed that the main accused was in touch with an Armyman in Nagaland and police suspect the paper was leaked through him, they said. A retired serviceman and a paramilitary personnel were among those arrested after yesterday’s raids. Dumbare had earlier said 350 students, who possessed question papers for the examination conducted by the Army Recruitment Board, were also detained for questioning. Police had received information a couple of days back from an institute which conducts coaching classes for Army job aspirants that some city students were to be given the question papers in advance for a price. Around 80 police personnel laid a trap and caught the students and middlemen from lodges and other

places with the copies of question papers, Dumbare had said. The middlemen had also arranged for fake domicile and residence proof for students hailing from other places so as to enable them appear for the exams in that zone. The beneficiary was to pay around Rs 4 to 5 lakh to the middlemen, Dumbare had said. Most of those nabbed are persons who conduct coaching classes at various places for recruitment in the army. The manner in which the leaked question papers travelled shows there was a well-organised chain leading to the beneficiaries, police said. After the “scam” came to light, Army recruitment exams slated on February 26 at Kamptee, Nagpur, Ahmednagar, Ahmedabad, Goa and Kirkee (in Pune) were cancelled. According to Thane City Police PRO, Sukhada Narkar, those arrested hailed from Pune, Satara, Nashik, Solapur and Wardha, among other cities.

Nagaland also has the largest BPO (Call Centre) in the North Eastern Region with 400 seats and the first phase was commissioned on January 27, 2017. These are some of the major achievement of the state after getting the award. The Computer Society of India is the first and largest body of computer professionals in India. It was started on March 6, 1965 by a few computer professionals and has now grown to be the national body representing computer professionals. It has 72 chapters across India, 511 student branches, and about 100,000 members. The society conducts periodic conferences, seminars and it meets frequently to exchange views, learn and share ideas.

ePfo allows withdrawals from pension a/c without Aadhaar NEw DElhI, FEBRUARY 28 (PTI): Retirement fund body EPFO has allowed full and final withdrawal of funds by the subscribers from their pension account without providing Aadhaar number. “All those members filing claims for withdrawal of funds from their pension account would not be required to submit Aadhaar as mandated in an earlier order of the EPFO,” a senior official said. The members with less than 10 years of service can submit a full and final settlement claim through Form 10C to withdraw the amount accumulated in their pension account. However, the official said that the members submitting claims for fixing their pensions using Form 10D would be required to submit Aadhaar number or enrolment slips. Explaining about the reason for giving this breather to the members, the official

said, “The requirement of submitting Aadhaar number under Form 10C claims led to issues in settlement of withdrawal cases. Thus, it is decided that obtaining Aadhaar should be mandatory for the time being only for pension (fixation under 10D Form) and not in withdrawal cases (under Form 10C).” Earlier in January, the Employees Provident Fund Organisation (EPFO) has made it mandatory for pensioners as well as subscribers to submit Aadhaar numbers+ for continuing the benefits under its various social security schemes. Later in January, the body had also made it mandatory for members to furnish Aadhaar number+ while submitting claims for settlement of their pension accounts under Employees’ Pension Scheme 1995. Earlier this month, the EPFO had extended the deadline for submitting the Aadhaar number by its members as well as pensioners till March 31, 2017.

NPCC claims NPF is ‘wasting time in Manipur’ DIMAPUR, FEBRUARY 28 (MExN): The Nagaland Pradesh Congress Committee (NPCC) today claimed that the Naga People’s Front (NPF) is “wasting people’s time and money in Manipur.” A press note from the NPCC President, K Therie stated that the 15 NPF candidates in the state “have no future either for their supporters or for their voters.” “They know they can never form the Government alone in Manipur. People are also aware that the BJP has denied alliance with NPF in Manipur while NPF is senselessly talking against the Congress. This puts the Nagas of Manipur nowhere in the political arena,” he said. The NPCC President further alleged that the NPF’s politics has “strangled the economy of Manipur.” “People have no openings an youth opportunities are strangled. Youth exodus is our major concern. Peace and progress are always the objective of good politicians.” Further terming the economic blockade as “bad thinking,” the NPCC President noted that protests are a democratic process but “starving people through economic blockade does not go well with humankind, which includes infants, the sick and the old aged.” “People of the world would be wondering for the wrong reason and behaviour of Nagas. We are expected to do what is morally right to all manners of people in the spirit of our religion,” he added. He further stated that “there is no point in electing members to be in the opposition both in the state and at Delhi.” The NPCC President expressed confidence that the state elections in five states would be a “trend setter to the 2019 Parliamentary Election.” Congress, he said “will come back” and backed Rahul Gandhi to be the next Prime Minister. He further claimed that Gandhi would, “without fear or prejudice, solve the political problem as his ancestors have solved most of the NE problems.”

Will Manipur halt BJP’s forward march in the North East? Ragini Bhuyan LiveMint

The north-eastern state of Manipur would go to polls on 4 and 8 March. Will Manipur also go to the BJP after its spectacular victory in Assam last year and coupd’etat by the party against the Congress government in Arunachal Pradesh? On the face of it, the odds could not be higher. The ruling Congress party holds over 70% of the 60 seats in the assembly. The incumbent chief minister, Okram Ibobi Singh, has ruled uninterrupted for 15 years. Since 1963, Manipur has had 11 chief ministers, five of whom have been from the Congress. The Congress’s vote share in the 2012 assembly elections was the highest since 1984. In fact, even during the Modi wave of 2014 Lok Sabha elections, the Congress managed to improve its vote share in thirty three assembly constituencies in the state.

What is the basis of the BJP even being in the fray then? The BJP has made some advances in the state after the 2014 Lok Sabha elections. The party won its first MLAs in by-elections held in 2015 after two defected MLAs from Trinamool Congress (TMC) were reelected on BJP tickets. The TMC, which was the main opposition party in the state with seven MLAs after the 2012 elections, has no representative in the assembly currently due to death and defection related issues. What is even more important is the fact that Manipur has displayed an inclination towards voting for the party which is running the Central government historically. A look at vote shares in all elections held in the state since 1984 shows that, the BJP could only become a relevant force in the state after it managed to form the NDA government with full majority in 1999. Even in 2004 and 2014, when incumbent

NDA and UPA governments were rejected by the electorate elsewhere in the country, Manipur chose to vote for the party ruling at the Centre. Necessity, rather than ideology might be the reason behind this voting behaviour. Like other northeastern states Manipur is heavily dependent on central funds, which account for more than 90% of its total revenue receipts. What does the situation on the ground suggest? The BJP is banking on the support of Naga People’s Front (NPF), which is in power in Nagaland and a constituent of BJP’s umbrella coalition North East Democratic Alliance, to bring votes from Naga people in Manipur’s hill districts. However, recent developments have cast a shadow on these plans. Manipur’s politics is fractured around the dynamics of Meitei-Naga-Kuki relations. The Nagas have

for long alleged that the government in Imphal is biased towards the Meiteis. Their apex body, United Naga Council (UNC), blocked the two national highways leading to Manipur in November 2016 in protest against the government’s proposal to create new districts. In December, Ibobi Singh announced the creation of seven new districts, taking the total number of districts in the state to 16. The Nagas, who claim the hill territories as their ancestral land, have protested the formation of Jiribam and Kangpokpi districts. They fear that the creation of these non-Naga dominated districts will reduce their territorial control. While the decision has alienated the Nagas, Ibobi Singh’s move has boosted support among the Meiteis and Kukis, as the latter had demanded the creation of Kangpokpi district. The BJP, on the other hand, began peace talks

with the Nationalist Socialist Council of Nagaland (Isak-Muivah), whose stated goal is to carve out a Greater Nagalim (which includes contiguous territory from Manipur, Assam and Arunachal Pradesh), in 2015. The lack of transparency regarding the talks has fuelled distrust of the BJP. Meitei-dominated valley districts comprise 40 out of the 60 assembly seats. Pradip Phanjoubam, editor of the Imphal Free Press, points out that the BJP cannot come to power simply via Naga support as the latter control only 11-12 seats. The BJP is also battling infighting. “The Congress has a historically strong presence in Manipur, unlike the BJP or RSS. The BJP also lacks charismatic leaders and has not yet announced a chief ministerial candidate. The BJP will have an advantage only in the case of a hung assembly, in which case it can garner support from smaller parties,” he said.

IMPHAL/ TAMENLONG, FEBRUARY 28 (ET): Bad roads in the hill areas coupled with valley-centric development schemes and infrastructure programmes have led to a rift in Manipur. Manipur, which has been ruled by the Congress for the last 15 years, is often accused of excluding the hills from the development agenda. People from the hill areas claim that despite hill districts of Manipur comprising 89% of the geographical area, there were only 20 MLAs from

these areas in the Manipur Assembly. The valley, which comprises just 11% area, had 40 seats. The condition in hills worsened following demonetisation of Rs 1,000 and Rs 500 notes and economic blockade by the United Naga Council (UNC) on two highways since November 1 last year. The constitutional provision of the 6th Schedule is not implemented in the hills of Manipur while most of the North-eastern states have it.

A full bench of the High Court of Manipur has directed the secretary, Ministry of Defence and Ministry of Road Transport and Highway, to carry out the high court order regarding repairing of pot holes along the National Highway-37 (Imphal-Jiribam road) with immediate effect. “For decades, hills have faced neglect in the hands of the Ibobi government and this negates his claim of inclusive development,” said S Milan, general secretary of UNC.

As head of the Government, he said, Zeliang decided to go by constitutional obligations. “If he desired he could have held on to his seat by making use of Central forces which the Centre offered. But as a true Naga leader he chose to step down so as to prevent the Naga society from going into more

turmoil.” As a result of this “supreme sacrifice” he made, “his (Zeliang) leadership has grown manifold in the eyes of the legislators as well as the people of Nagaland,” Yitachu added. “I am confident that he will soon come back to lead us one day.” Yitachu recalled how he along with TR Zeliang went to Yangon as chief guest in a major international function involving India, Myanmar and Thailand, where the former Chief Minister spoke extensively on the prospects of the Government of India’s Act East Policy and the urgent requirement for better road connectivity to improve trade and commerce among the South East Asian countries. “The success of the Act East Policy of the Government of India will largely depend on the participa-

tion and involvement of the tribal people of the Northeast,” Yitachu said and appealed to the people of the region to open up their minds and extend full cooperation to the noble and grand ambition of the Government. Yitachu also reminisced upon the reaction and emotion of the Nagas of Myanmar, when he along with Zeliang accompanied the then Chief Minister of Nagaland, Neiphiu Rio to Myanmar and raised the issue of the plight of the Nagas of Myanmar with the Government of Myanmar. He also highlighted that TR Zeliang, when he was the Member of Parliament (Rajya Sabha) from 2004 onwards, had frequent meetings and interactions with visiting Myanmarese officials including the Myanmar Ambassador to India to im-

NPCC responds to TR Zeliang’s statement on Naga political issue KohiMa, February 28 (Mexn): NPCC today demanded that the former Chief Minister of Nagaland, TR Zeliang should come clean on his accusation that some political elements do not want the Naga political problem to be solved. “He should publicly name those political elements posing hurdles rather than make a vague statement that is detrimental to the overall interest of the Nagas,” NPCC Media Cell stated in response to Zeliang’s statement made during an election rally at Senapati on February 27. Nagaland, NPCC said, has had enough of NPFs rhetoric about finding political settlement to the protracted Indo-Naga issue. “The NPF leadership which promised political solution within three months if voted to power in 2003 elections seems to be still searching for that elusive promise made 14 years ago. The BJP which is now the NPFs high command also promised settlement with 18 months of coming to power but 33 months had already passed by,” it lamented.

O

ne of the greatest challenges which our society is facing today is the maintenance of social order. It is a kind of order which is in contrast to social chaos or disorder, and refers to a stable state of society. But ironically, the linkages of our social structure is not linked properly which is evident from the unending social unrest. A chronic ailment that is ‘accepted’ as ‘normal’ for so long. This has happened because of the convergence of ‘politics’ and ‘socio-economics’ in almost every sphere of our activity. A linkage in the building of social structure that is supposed to provide social order finds itself intricately ‘mislinked.’ It is our own creation and its doggedness is because we as humans have failed to realize the values associated with humans, of life and living. Morality, which lies at the core of human values, finds itself questionable. We seek change in the social, political, culture, religion and the moral domain but values of morality in all these domains is sacrificed at the altar of materialism, selfishness and greed. It seems like our sense of moral judgment, of the ‘rightness’ and ‘wrongness’ of our actions finds itself lost to the ‘mislinked’ relationship between ‘politics’ and ‘socio-economics’ of life. This is largely the cause of the existing social disorder. A revolutionary recreation is thus needed for a social restructuring towards the creation of the desired social order. And at the base of the social structure moral values should take centre stage providing governance to the structure. Only then there will be change followed by a social order. These social linkages, more so, the ‘relational’ aspects between politics and ‘socio-economics’ need to be properly linked by the principle and values of morality in order to create a desirable pattern of a socially ordered living. And of course, in tune with the present times, a well informed orientation of the political, socio-cultural and its associated economics needs to be complemented well by principles and values of ethics in order to create a social order. Our society is going through a process of evolution and technological changes have had a tremendous impact on our lifestyles offering more freedom and choices. This has created a space for the merger of material desire and material pursuits. But sadly it has drawn us away from real life human values and thereby the absence of ‘care’ and ‘concern’ for the ‘other’ except within the frame of meansend relationship. We live in interesting times which can also be called as the supposed normal, a disordered normal that ‘exists’ without meaning and purpose wherein our value system finds comfortably nestled in materialism. Moreover, the existing social unrest is also because often greed blinds our wisdom to sensibly address the consequences of our choices. As such greater responsibility is demanded of our choices and actions. This concerns each and every section of the society, be it the government, groups or the individual. Time is ripe for a moral appraisal to reorient our ‘politics’ and ‘socio-economic’ compass towards a valued based life and to restore the real normal social order. It's a bird... It's a plane...It's an edible aid drone!

dible drones filled with food, water or medicine could soon become indispensable in humanitarian emergencies by delivering live-saving supplies to remote areas hit by natural disasters or conflict, their designers said on Monday. With 50 kg (110 lb) of food stocked inside its compartments, each drone costing 150 pounds ($187) would be able to deliver enough supplies to feed up to 50 people per day, they said. The frame of the prototype version of the drone - called Pouncer - is made of wood but the designers are planning to use edible materials in the next version. "Food can be component to build things," Nigel Gifford, an ex-army catering officer and founder of UK-based Windhorse Aerospace, the company behind the design, told the Thomson Reuters Foundation. "You fly (the drone) and then eat it," he said in a phone interview. With up to 40 km (25 miles) reach, the drone can be launched from an aircraft or catapulted from the ground with an accuracy of about 7 metres (23 ft), giving it an advantage over air drops - often used as a last resort in emergencies. "In combat zones like we have in Aleppo or Mosul nothing will work except what we have," Gifford said. "With parachuted air drops the problem is you can't guarantee where the loads will land. "In Aleppo we could have put aid straight into some of the streets and we could have done that out of the sight of ISIS (Islamic State)." Parts of the 3 metre (10 ft) by 1.5 metre (5 ft) drone, designed by the team behind Facebook's solar-powered internet drone Aquila, can be used as fuel or shelter. The Windhorse team includes Bruce Dickinson, entrepreneur and lead singer of the heavy metal band Iron Maiden and a former Airbus executive, Andrew Morgan. Gifford said several humanitarian agencies, including medical charity Medecins Sans Frontieres (MSF), International Rescue Committee, Oxfam and the World Health Organization, have already expressed their interest in using the drone. In December Windhorse presented the Pouncer to Britain's aid minister Priti Patel, hoping to attract help with financing. "We're waiting to hear back from them," Gifford said. He said the Pouncer would undergo initial testing in May and should be ready to be deployed on its first mission by the end of the year.

he Supreme Court of India has declared that it will not be mandatory for people to stand to the Indian Union’s national anthem if the song is part of the film itself. However, the mandatory playing of the song before film shows in cinema hall stands and so does the mandatory standing up, an act that is assumed to be the outward expression of inner respect. What also stands is the shameful notification of the Union Home Ministry that had issued guidelines about how disabled persons should behave when the song is played before a film starts. What the advisory betrays is the deep anxiety that the deep state has about what thoughts the public might harbor about the holy totems of the Indian Union. The Union Home Ministry’s job is to ensure internal security of the Indian Union. The Union Ministry must think that if it does not control the attitude and posture of persons with locomotor or movement disabilities during the playing of Jonogonomono (that’s how Rabindranath, the author of the song pronounced it, not ‘Janaganamana’), the internal security or some grave aspect of the Indian Union is threatened. Thus, it has issued the notification that when the song is played, “the persons with locomotor disabilities and other wheel chair users, shall position themselves to the extent of maximum attentiveness and alertness, with or without the help of appropriate aids and appliances". Just reread that advisory for a moment and imagine the sickness of mind and ideology from where such notifications spring forth. This is plain inhuman and obscene. As if the idea of forcing people to do ritual displays of respect of symbols of the Indian Union wasn’t bad enough, the paranoia now has extended to persons with locomotor disabilities. The attitude of the present government towards persons with disability can be termed as obscenely patronizing. Take for example the new ‘word’ it has come up with to refer to persons with disabilities is “Divyangjan” which vaguely translates as “divine organ/part holder”. It is again one of those neologisms that probably make some sense in Hindi but is a completely unknown word for non-Hindi people. And of course even for something like the naming of people with specific disabilities, the Union government doesn’t desist from its Hindi imposition agenda. I go past the erstwhile National Institute of Orthopaedically Handicapped (NIOH) at Bonhooghly, Kolkata that has now been renamed as the National Institute for Locomotor Disabilities Divyangjan. This “Divyangjan” name, a term that no Bengali is familiar with, has also been forcefully inserted into the Bengali name of the institute. And the term itself is patronizing to the core. Disability is a reality and alleviating the limitations and pains caused by it should be the aim, not the crookish and patronizing formulation where the disability is packaged as some sort of a divine blessing. What is divine about disability? By divinity is anything positive being meant here? Persons with disability may have disabilities but they are not infants. This infantilizing of a whole group of co-citizens, marking them out as divinely special in the most insensitive way and then coming out with guidelines about how they should behave dur-

ing Indian Union’s national anthem playing tells us what happens when insensitivity and anxiety team up. This Divyangjan term is not too different from the other patronizing Hindi term “Harijan” (people of God) which Mr. Mohandas Gandhi imposed on Dalits. That patronizing name generally stands rejected by Dalits themselves. The original order of the Supreme Court that mandates all this standing up business states “time has come when citizens must realise they live in a nation and are dutybound to show respect to National Anthem, which is a symbol of constitutional patriotism and inherent national quality.” There are multiple levels at which the assumptions inherent in this statement can be questioned. First of all, nation is not a home. People or citizens don’t “live in a nation”. People with commonalities form a nation. It is a laterally imagined group. So, yes, people constitute a nation and this nation is based on commonalities that are ‘inherent’. This word ‘inherent’ means that this is almost a characteristic one that is an automatic part of one’s particular kind of humanness. If people are part of a group (let’s say ‘nation’) by dint of inherent qualities, then it does not need any realization. It is a definitional truth. If I am a Tamil because of my Tamil mother tongue, it does not require realization. It is part of the definition of being Tamil. So, who exactly are people duty-bound to? If my inherent qualities make me part of a group, who am I duty bound to display or prove it to? Who is this higher scrutinizer of my inherent quality? If some quality is inherent, who gets to decide the grade of it or what constitutes the scale of this grading, especially given that a nation is constituted by the people, people are not constituted by nations. How does one person with inherent quality get to ask for proving qualities from other people, especially those which are of inherent nature? What does it mean, when the term inherent is evoked with respect to a nation? What it does is that it makes this inherentness a natural category, almost as if it were a fact of life. This projection of naturalness is important, because it sets up a make believe test of what this ‘inherent national quality’ is and as a result classifies as “unnatural” all differences. How come when no one but the people are sovereign and each person equally sovereign as the other, that some sovereign members get to define random tests of some inherent quality? Are the sovereign powers of some members of a nation more than others? Is it then not a nation of equal members? Since a nation is defined by commonality which are equally shared characters, how come then this inequality exists? If this inequality originates from other characteristics like class, access to power and so on, how come they affect the hierarchy scale of a community that is technically made up of equal members? How is this any different from might is right? Why does it matter that people who are by definition members of a nation not show certain randomly determined non-divine characteristic for such unquestioning display of loyalty can only be expected of divinely ordained things? ‘Nations’ divine; they are very human. What is the fear? Is it that if people don’t show signs of this ‘inherent national quality’, then that calls into question

the inherent-ness or worse still the nation-ness of this ‘inherent national quality’? How can someone be forced to display what are inherent qualities? What if one doesn’t have certain inherent quality? Is it a crime? Is it a crime if one’s reality of birth and social upbringing does not result in the development of such qualities but some other qualities? Isn’t the basis of such differences also in society itself and such different qualities are also as inherent as any other? Is it a question of numbers or who has more guns to enforce ideas of national quality? Doesn’t this straight-jacketing hit at basic human dignity for it disallows humans to have no quality that is not midwived and vetted by the dominant state apparatus? What kind of state apparatus lives in such dread of pluralism in inherent qualities, a pluralism that is a basic human characteristic? What kind of a state apparatus is fearful of human diversity? Would it be wrong to term it sociopathic and paranoid? What does it fear it will lose by acknowledging the reality of human diversity? If only constitutional patriotism was invoked, one would have understood for it is not an inherent human quality. But invoking a legalpolitical treaty and inherent quality in the same breadth puts them at an equal footing, which they are not. Inherent qualities are varied. And if citizens of the Indian Union looked beyond themselves, they would see that largely ethno-linguistic groups form the basis of nationality, worldwide. This does not have to necessarily be the only basis of coming together as equal citizens, but as far as inherent national qualities go, inter-related social relationships overlayed on linguistic identity is by far the commonest basis for nationality. While the idea of India lacks this and due to the inherentness of such things, they can’t simply be ‘made up’ without various sorts of imposed discriminations and hierarchies between identities, can co-citizens not simply get on with their daily lives without being told by those backed by the full force of the state apparatus what they ought to be like? But let’s try to bring our focus back on what makes a Union Home Ministry issue directives of this nature for people with locomotor disabilities and what does that tell us about the wider concerns from where such notifications arise. What the Union Home Ministry seeks is completeleness. For lack of completeleness assumes that there is an outside. How pathetic and pitiful must the state of anxiety of an entity be that lives in fear of the fact that there may be an outside. The apex court, in its earlier judgment had said that “love and respect for the motherland is reflected when one shows respect to the National Anthem as well as to the National Flag”. Does it expect this ‘love and respect’ to be present in the members of the Jarwa tribe in Andaman? Do they have a stake in Siachen and Sir Creek, given what happens there is done in their name too? Do they believe in ‘unity in diversity’ given that their numbers have sharply dwindled ever since they were ‘claimed’ as ‘Indians’? Is their inherent humanness and their sense of who they are not enough? Do they have to respect Gandhi whose name means nothing to them, stand up during a certain song that they may not understand to be a song? Are Jarwas weird if things like ‘constitutional patriotism’ does not

exist in many of their members? Are they lesser or abnormal human beings for that reason? Are they antinationals? Are Jarwas seditious? Jarwas represent an outside which is not really outside. It is one stark end of a multi-axis continuum we are all part of. The crucial part of such schemes is that they are all-pervasive. The intense focus of resources and energy by modern nation-states on maintaining and defining territorial limits is not accidental. Within that zone, it is supreme. Which is precisely why territories where such monarchic supremacy is not established are sources of unending paranoia for the powers-to-be. The smokescreen of people’s welfare is used to unleash the non-pretentious forces of a nation-state – money and military. In places where people don’t live, powers dangle the notion of ‘strategic importance’. We are born from our mother’s womb. We are born where our mother lay pregnant with us. When we are born, we are as human as anyone else. This is before there is consciousness of the state, constitution, Gandhi, Nehru, tricolour, New Delhi, etc. Is it a pre-condition of being human that these notions have to be built up within our heads for an individual to be considered fully human? Clearly not. Our bloodlines and human consciousness predates all flags and constitutions and, gods willing, will outlive them too. So does one has a right to be fully human and not be impinged upon, counted, exercised power upon, demanded loyalty from external institutions as long as they don’t harm other human beings? One has a right to exist in the land one was born upon, to mingle in the society into which one is born or welcomed, live a glorious life among one’s kins and so on. Institutions that place themselves as mediators of these rights, without being called to mediate, are inhuman and antisocial in a very fundamental sense. They may well be legal, depending on how many guns back up the self-imposed mediator. Legality is different from justness – only the people can create the latter. It is from the perspective of the Jarwa people of the Andamans that the all pervasive state starts looking not so pervasive – a hint that there is an outside, even when high resolution maps and detailed anthropological surveys have been done. There is an outside and there will always be an outside. It comes with every child who is born. Hence there is a persistent and dangerous glimmer. To live without certain indoctrinations makes a dynamite of a people, even if they don’t ‘know’ it. The distance from birth-rights to full-citizenship is a journey that requires surrender of rights, without consent or with indoctrination that there is no outside. People with disabilities thus need to be forced into postures and alert states to project this sense of all pervasiveness. It is plain old power projection. At the level of ideology, it is not different than Kim Jong Il’s mass synchronized performances in North Korea. We must never forget that only the people are sovereign. By definition, they created the constitution – an obvious reflection of relative power negotiations with a bias towards structural power relations of the pre-1950 period. The constitution didn’t create the people. No judge, no anthem, no song, no flag is. Only the people are sovereign. Everything else follows.

n a discovery considered one of most significant on space exploration in recent times, the National Aeronautics and Space Administration (NASA) announced last week that its Spitzer Space Telescope has revealed the first known system of seven Earth-size planets around a single star. “Three of these planets are firmly located in the habitable zone, the area around the parent star where a rocky planet is most likely to have liquid water,” NASA said in a statement. The seven planets of TRAPPIST-1 are all Earth-sized and terrestrial, according to research published in 2017 in the journal Nature. TRAPPIST-1 is an ultra-cool dwarf star in the constellation Aquarius, located about 40 light-years (235 trillion miles) from Earth. Because they are located outside of our solar system, these planets are scientifically known as exoplanets, NASA said. The seven planets of TRAPPIST-1 are all Earth-sized and terrestrial. “They are likely all tidally locked, meaning the same face of the planet is always pointed at the star, as the same side of our moon is always pointed at Earth. This creates a perpetual night side and perpetual day side on each planet,” it said. "The seven wonders of TRAPPIST-1 are the first Earth-size planets that have been found orbiting this kind of star," said Michael Gillon, lead author of the paper and the principal investigator of the TRAPPIST exoplanet survey at the University of Liege, Belgium. For now, NASA has named them TRAPPIST-1b, c,d,e,f,g, and h. All of these seven planets could have liquid water – key to life as we know it – under the right atmospheric conditions, but the chances are highest with the three in the habitable zone, NASA said. The system has been revealed through observations from NASA's Spitzer Space Telescope and the ground-based TRAPPIST (Transiting Planets and Planetesimals Small Telescope) telescope, as well as other ground-based observatories and sets a new record for greatest number of habitable-zone planets found around

This, I believe, is what takes us to a whole new level of existence. Vanity comes hand in hand with hard work, failure walk side by side with accomplishment, and so does sacrifice quietly accompany gain. Despite all these differences, man is in fact born to strive for an unusual kind of ideal; an ideal that invariably will determine his destiny. Man is not limited to the act of choosing the circumstances he is in; yet, he is fully aware of the long-term consequences that his fate inevitably brings. Passion and zest could actually be the catalyst that ignites the engine that has broken down few miles away from its destination. Passion, in many ways, is the key ingredient that enables us to appreciate the goodness in life. Certainly, that goodness is not just limited to the level of success we pine for and tussle over against all odds. Besides hard work, passion is the force that makes you steer and guide toward one’s destination. I be-

lieve that every little event in one’s life exerts its own influence, for everything around us can either inspire us or lead us toward the path of selfdestruction. All these life’s incidents mold and sculpt us, either transforming us into a better or a bitter person. Every incident in life reminds us that all of life’s races are not free from hurdles; that all ways do not point us to the right directions. Sometimes, in life, it is harrowing to affirm the existence of possibilities in the midst of difficulties. However, we, in the midst of those struggles, continually try to overcome those hurdles, we manage to turn to the right direction, and we turn impossibilities into a reality. Such moments afford us to rediscover ourselves; that there is more to life than our endless needs; and that we are quite capable of cultivating, in ourselves, of seeds of kindness and humanity. From the way an individual expresses his sense of freedom to the depths of his insecurities, from the kind of pleasure he seeks to the grief in times of sorrow, one thing we know is that man desires to hold an upper hand for the bliss he seeks in his life, or else his life turns into a sordid boon. I believe that mankind must have taken the brunt of the unconditional grace and hence we justify our ignoble actions

by blaming the conditions we find ourselves in rather than appreciating the wretchedness of our conditions. Every hour, minute and second ticks off precious moments of our lives that cannot be replaced; instead of appreciating our own fragile conditions, we lose ourselves chasing life’s vanities. The irony of life lies in the fact that we desire our independence, yet, at the same time, we also cognize our dependence on the goodwill of others. We all have the capacity in our veiled benevolent selves, a prayer, a duty, an obligation, and a sense of responsibility towards others. Therefore, in a world held captive by opinions and emotions, chipping off one’s selfish egos can do much good than worse. And if this had been whispered into our hearts, as if it through some divinations from within, then, maybe, we ought to realize that it is our unconscious self that is urging us, you and I, to strip off our egos, which blind us. Only if we could trade a baggage of frailty for a speck of brilliance or if we could trade darkness for light, then we may find a silver lining marking a possibility for a sunny day. History has a lot to say about the slave system and I bet we are making history repeat itself by virtually becoming a slave to some factors in life.

We have carelessly metamorphosed ourselves as slaves to avarice and to the fear of losing our emotions, and to the fear of taking responsibility for the risks we take in life. Each one of us has something to offer, something to give in order to witness and experience that ideal life, which we all long for. I believe in the need to lend a hand; after all, what benefit does it bring me in not doing so? We all have sighed over a crumbling scene unable to make a move. There were times I cried as if there’s no tomorrow and raged as if there’s no tomorrow. But all the while, they have taught me to keep running as if there is no tomorrow till I step into ‘that’ moment of ‘tomorrow,’ where what fate has in store for us finally unveiled itself. In this way, we also have a better story to acquaint to the young hearts. Until we get there, we are all involved; we are all responsible, and we are all in the process of writing a better story. New Delhi, February 28 (iaNS): Hundreds of students on Tuesday protested in Delhi University against the ABVP even as a female student who took on the RSS-affiliated body pulled back after getting death and rape threats. Lt Governor Anil Baijal promised "strict action" against those who attacked students and teachers in the university while the police offered security to student Gurmehar Kaur who got the threats. Kaur, 20, from Lady Shri Ram College, said she was withdrawing from the campaign she ignited against the Akhil Bharatiya Vidyarthi Parishad on social media and urged everyone to leave her alone. Kaur did not join the protest march in the university but an estimated 2,000 students did, raising slogans like "ABVP Down Down", "ABVP Go Back" and "ABVP Don't be so Creepy". A bench headed by Justice Dipak Misra refused to give six months time to the group to sell its properties but allowed it to sell assets, mentioned in the list furnished by it, for refund of money. However, the bench, also comprising Justices Ranjan Gogoi and A K Sikri, observed that in case the group deposits a "substantial amount" out of Rs 5092.6 crore by April 7, the court may extend the time to sell other properties. The judges said the group can sell 13 out of the 15 properties mentioned in one of the lists to deK. GST to come into effect from July 1: Das New Delhi, February 28 (iaNS): The Goods and Services Tax (GST) will be implemented from July 1 as all states have agreed on the implementation date, Economic Affairs Secretary Shaktikanta Das said on Tuesday. "GST should be implemented by July 1. All states have agreed (on the date)," Das told reporters here. The government plans to get the GST Council's approval on iGST (integrated GST), cGST (central GST) and sGST (state GST) drafts at its March 4-5 meeting before the second half of the budget session of Parliament begins on March 9. The draft compensation bill has already been approved in the Council's February 18 meeting. The draft laws passed by the Council will have to be passed by Parliament. Simultaneously, sGST will have to be passed by state legislatures. The four bills form the enabling laws under the GST constitutional amendment. Another step remaining is to slot all the commodities under the GST tax slabs: 5 per cent, 12 per cent, 18 per cent and 28 per cent. Each item has to be fitted under a particular slab. After the March 4-5 meeting, GST officers will do the slotting.

Reuters reported on Monday that North Korean intelligence ran an arms operation out of Malaysia called Glocom, and two companies linked to the trade were International Global System and International Golden Services. Confirming details of the story, Malaysian police chief Khalid Abu Bakar said in a statement that both firms were being “struck off”. “We have also taken all necessary actions to comply with international regulations with regards to related sanctions,” he added. aving minutely observed Narendra Modi’s speech at Imphal recently and given an incisive scrutiny, one is left wondering as to the personae of Modi either as the honourable Prime Minister of India or merely a communal BJP activist. Lambasting all the way, the Congress Chief Minister of Manipur, Ibobi Singh for all the ills and sufferings in Manipur, blaming Singh and congress even for the persistent bandh, while promising the people of Manipur that every existing ailments including the bandh would immediately be remedied and Manipuris would be highly uplifted and will be made to lead the entire North East region but only if BJP is voted to power. It is extremely preposterous on the part of honourable Prime Minister of India to singularly relate to the people purely on the basis of party affiliation. As the PM of India, he is duty bound to intervene and assist in resolving the issues grievously affecting the state and the people of Manipur,

on the contrary putting the entire onus on a particular political party and pledging to assist only if Manipur people choose BJP is an act of disgrace to the highest office of the country. As the Chief Minister of Gujarat for many years, Modi must have known that every state has it’s own unique features and complications, likewise, Manipur is a minor state in terms of size and population but the problems are ex-proportionate due to its divergent ethnicity and caste composition. The ethnic issues are mostly the creation of GOI and Modi should have been earnest on this sensitive issues and commit the prestigious potency of the PM’s office in resolving the issues. Modi may be a skilled crowd pulling orator and a star BJP campaigner, however, as long as he holds the office of the PM of India, he should have the decency to maintain the dignity of the office and avoid rash emotional appeal for the temporal political gain of a particular party he is affiliated to. crowd for his comments thus appears short lived and meant only for the short term electoral benefits of the BJP and nothing substantive or long term positive assurance was dedicated to the State of Manipur by the Prime Minister of India. A Tribute to Dr A B Choudhury

I

n the late summer of 1951, little did Mr. and Mrs. M K Choudhury know the enigmatic life that their 3rd born son would lead. Born on 16th October 1952 in Dhubri (Assam), Dr Ashit Baran Choudhury or Shibu as he was fondly called at home, believed in simple living and high thinking. Coming from a modest background, he completed his schooling in Tuensang, where his father was deputed as a representative of Assam Government in NEFA (North East Frontier Agency). Due to his love for Nagas, Dr Choudhury’s father chose to stay back in Nagaland when he was given the option to rejoin his mother institution. Dr Choudhury proved his father’s decision right when he became the first student to pass in 1st division from Government High School, Tuensang under Assam Board in the year 1968. He later went on to pursue his medical degree in Guwahati Medical College after completing B.Sc part I from Science College, Jotsoma. Being teachers’ favorite student throughout his study years, he was offered Post Graduate degree based on his meritorious record. However, he had to decline it owing to the rising family responsibilities after his father’s untimely demise. After passing out from GMC in 1977, Dr Choudhury joined Civil Hospital, Dimapur and worked there for 3 years (1977 to 1980) followed by a brief stint at Ramakrishna Mission Hospital, Dimapur. His constant hunger for knowledge and passion to serve humanity drove him to learn different languages. He was proficient in Ben-

gali, English, Hindi, Nepali and 17 local Naga dialects. He started his private practice in 1980 in a small clinic attached to a pharmacy near Railway Gate, Dimapur. The hordes of patients, who turn up from far and wide, were of proof of his clinical acumen and human nature. He married in 1985 and the couple was blessed with a daughter in the following year. As a husband and father, he ensured that both his wife and daughter were empowered and financially independent. As a popularity grew, he shifted his clinic to the current place in Burma Camp. Throughout his 40 years of clinical practice, he gave selfless service to the people of Nagaland. Other than treating patients in charity and giving free medications, he was also actively involved in relief works in remote villages, providing financial help to the needy and pioneering the set-up of medical organizations in Nagaland. His demise on 23rd February 2017 was not mourned by family but by the multitude of people cutting across all sections as well. The palpable disbelief of the sudden fatal heart attack was evident in the tears of those who loved him dearly. He survived by his wife and his only daughter, who as he desired took up the same profession as his. Dr A.B Choudhury has left behind a legacy that will be hard to emulate and a void that is impossible to fill. This column is just a small memoir to the exemplary life that he has led. It was a long enough time period to notice a difference while short enough to not feel like a tiresome marathon. It also seems a long enough time to change my eating habits. In the back of my mind 40 days also held a vague mystical relevance. I remember as I was growing up my mother would dedicate 40 days to reciting certain prayers for a certain wish and on the 40th or 41st day something would happen to make that wish come true. Funnily enough while I was researching the significance of 40 days according to different cultures and religions I came across a magic spells website that prescribed reciting Arabic phrases (more specifically, names of Allah) for forty days for different effects. I’m not sure if the author of the website realizes that these aren’t spells but Islamic prayers! Also while I was in abroad I met a Black American Islamic student who was just about to commence studying Irfan (the Twelve Shia discipline of mysticism) and during one of our conversations he mentioned that his teacher said that he would have to stop eating meat for 40 days before the “veil begins to lift”. This background influenced my decision to detox for 40 days. However it is only now after doing some research have I discovered the almost universal appeal that 40 days has across different religions and cultures all over the world throughout large portions of human history and in a special way for Catholics who begin the season of Lent on Ash Wednesday which is today. The Significance: It seems the significance of 40 days is deeply ingrained in human consciousness. The Ancient Egyptians based their calendar system on the heliacal rising of Sirius. This was when the star Sirius became visible just before sunrise. These days were known as Dog Days, they heralded the imminent coming of the Nile floods and lasted for 40 days. This celestial event also coincided with extreme heat. According to the The Old Farmers Almanac the traditional timing of the Dog Days is for 40 days from the 3rd July to August 11th. Forty days was signifi-

cant to the ancient Egyptians in another way: they used to pack the bodies of their dead with salt for 40 days to drain fluid from the body as part of the mummification process. Sindhis at a religious procession in Ahmadabad India at the end of Chaliho Sahib – a 40 day fast of gratitude. The Sindhi Hindu community commemorates a festival of thanks to God called Chaliho Sahib. It lasts for 40 days during which time devotees avoid: cutting their hair, wearing clothes washed by soap, drinking milk, eating fried food and wearing shoes. In Hinduism when someone dies, the family of the deceased are given 13 or 40 days space (length of time depends on caste and community) until they are reintegrated into society. Amongst Hindus it also common for a mother and child to rest for 40 days after the birth during which neither leaves their. Kundalini Yoga has evolved as a practice out of Hinduism. Kundalini Yoga is known as the yoga of awareness because it uses physical movement, breathing and sound to directly affect ones consciousness, develop intuition, increase self knowledge, and unleashes the unlimited creative potential that exists within every human being. It emphasizes the need to practice Kundalini Yoga for a consecutive 40 day period to make or break habits. Some Jains practice Uapvas which is a water-only fast lasting up to 40 days. Forty days have a sacred relevance in Judaism due to the time period being mentioned many times in the Old Testament(Bible) in relation to different Jewish Prophets. There are many instances in the Old Testament that refer to 40 days. 40 days and nights God sent rain in the great flood of Noah: Genesis 7:4, 12. Forty days after sighting the tops of the mountains,Noah set forth a raven and a dove: Genesis 8:6-7. Joseph mourned the death of his father Jacob for a period of 40 days: Genesis 50:3. Moses and the Ten Commandments after one of many 40 day fasts. Conclusions: When I started this detox and set 40 days or six weeks as the time period in which to engage this process, I had a vague idea that 40 days had some form of mystical relevance based on my religious background. It is only now after looking into the subject in more detail that I have found 40 days has relevance to many of the world’s religions and cultures in so many different ways. From pre-enlightenment fasting to post birth nutritional programmes it seems 40 days as being the number of days it takes for transformation to complete isn’t just a superstitious practice that permeates so many of the world’s societies. It seems that there are physiological and psychological basis for many of the stories handed down from generation to generation from society to society. Lent for Catholics, the forty-day liturgical season of fasting, special prayer and almsgiving in preparation for Easter.

'The Lego Batman's Chris McKay to helm 'Nightwing' movie

2 has been sued by British songwriter Paul Rose for allegedly stealing music from one of his songs for their 1991 album Achtung Baby. Rose filed a lawsuit in Manhattan federal court on Monday (27Feb17) against the Irish band - Bono and bandmates the Edge, Adam Clayton and Larry Mullen Jr. - and Island Records, claiming the group never acknowledged his part in creating The Fly or gave him a writer's credit. "Defendants have knowingly been exploiting The Fly without crediting Rose as a writer for more than 25 years," the papers allege.

Rose, who is a successful musician in his own right with 12 records to his name, claims in the suit that he penned the tune, which he called Nae Slappin, in 1989 while living in England, and copyrighted it two years later. n accountant for the Academy Awards botched the meticulous procedure for announcing the Oscar for best picture when he handed victory to "La La Land" before declaring "Moonlight" the real winner, PricewaterhouseCoopers (PwC) said on Monday. Accountant Brian Cullinan, who media reports said had been tweeting backstage shortly before, gave presenters Warren Beatty and Faye Dunaway the wrong envelope for the movie industry's top award on Sunday, the accounting firm said in a statement. In a gaffe that stunned the Dolby Theatre crowd in Hollywood and a television audience worldwide, "Cullinan mistakenly handed the backup envelope for Actress in a Leading Role instead of the envelope for Best Picture" to Beatty and Dunaway, PwC said. "Once the error occurred, protocols for correcting it were not followed through quickly enough by Mr. Cullinan or his partner." The Wall Street Journal and celebrity website TMZ.com reported that Cullinan had posted a backstage photo of actress Emma Stone on social network Twitter minutes before the mix-up. The photo, from Cullinan's Twitter account, was later deleted but was still viewable on Monday on a cached archive of the page. Cullinan could not immediately be reached for comment. The mistake was not rectified until the "La La Land" cast and producers were on stage giving their acceptance speeches. It was left to the musical's producer, Jordan Horowitz, to put things right. He expressed happiness over the indigenous games practiced by forefathers which are still being continued with great enthusiasm. Earlier, Rio unveiled the ASA golden jubilee monolith. ASA president Viliehu Nguzhii said the Indian Postal Services is going to include ASA golden jubilee mascot including Naga wrestling picture as special cover (envelop) as well as seal. The same will be launched on March 3.

The glittering opening ceremony featured marching in of tati group, Tsiila group, colour flag bearers, mascot bearers, ASA officials, village name plate bearers, region name plate bearers including contingents of SASA, CSA, WASA and NASA and former Naga wrestling champions. The inaugural function was chaired by ASA general secretary Er. Zale Neikha. Alongwith ASA officials, Methaneilie Jiitakhrie presented ASA theme song. Rev. Dr. Neikedozo Paphino, president NCRC Nagaland invoked God’s blessing while administration of oath was done by ASA athletic secretary Khriesamhalie Santsu. The tournament, to go on till March 4, will be marked by football, volleyball, athletics, indoor games, bamboo stilt walk, marathon race and Naga wrestling.
