Dead body found, murder suspected Morung Express News Dimapur | March 21

In an incident suspected to be a case of murder, an unidentified youth was found dead in Dimapur on March 21. As per the police, the dead body of a male, aged 25-30 years was found by the side of a road near the Deputy Commissioner’s office this morning. Of medium build, the deceased unidentified man bore multiple traumas on the head and face. The police said that post mortem was conducted and the body kept at the morgue for identification. A case of murder was further registered, it was added.

The 15th session of 12th Nagaland Legislative Assembly (NLA) commenced here today with Nagaland Governor, PB Acharya highlighting the policies and programs, achievements and plans of the state government. Highlighting the various initiatives and achievements of the state government during the last one year, he said “much has been done for the uplift of the state and the people; however much more remains to be done.” The Governor announced that the state government has decided to implement Revision of Pay for state government employees following implementation of recommendations of the Seventh Central Pay Commission by the central government. “While this will bring much needed relief to the state government employees, the additional financial burden should draw our attention on the need to raising revenue and economizing on government expenditure to the extent possible, “he said. “Transparency, efficiency, and accountability, with promotion of cashless transactions and direct

NSCN (IM) Vice President, Gen (Retd) Kholi Konyak, today assured that the future of the Naga people is safe under the Framework Agreement signed between the Government of India and NSCN (IM) on August 3, 2015. “Let us look forward, not backward. The past has gone never to come back. Let us dwell on the present keeping the future in mind. Rest assured our present and future are safe in the Framework Agreement”, Kholi said in his presidential address on the occasion of the Republic Day celebration at Camp Hebron. Kholi said that after decades of conflict, the Indian leadership finally realized that the Indo-Naga issue is political not military, which led to signing of the Framework Agreement. He said the agreement was signed on the basis of respecting the rights of the Nagas and the security of India. “It embraces all Nagas and their territories, not a part of the people and a part of the territories. It is an issuebased agreement, rejection of which will pull the Nagas back to decades behind others. It is made in the best interest of the two peoples at this given point of time”, he added. Stating that people and nations move and change through revolutions, Kholi said Nagas too must move and change in tune with the changing world. Kholi at the same time reminded that the mushrooming of factions to fight against each other would only magnify problems and take Nagas further away from solution. Representatives from Naga civil societies including the Naga Hoho, NGBF, ENPO, UNC and NSF also extended greetings and reiterated the need for an early and honorable solution.

‘Integration within ambit of Framework Agreement’ NSCN (IM) General Secretary and Chief Negotiator of the Indo-Naga Peace Talks, Th. Muivah asserted that integration of Naga inhabited areas and people is very much alive and within the ambit of the Framework Agreement. “Even the Indian leaders agreed that without integration there will not be solution but that it (integration) has to be worked through peaceful and democratic means”, the NSCN (IM) General Secretary said in his address. Muivah stated that the Framework Agreement is based on mutual respect for separate sovereign rights of India and the Nagas. “Solution is at sight. Now Nagas will have their own rights, we have worked out a path for our future”, he said. Muivah however said that even as solution is at sight, a section of Nagas are trying to create division and asserted it will not be India or any other country but Nagas themselves who would be responsible for their own downfall. The NSCN (IM) leader cautioned that Nagas shall all perish together if they do not know “who we are and where are we going?” and God’s purpose for the Nagas.

DIMAPUR, MARCH 21 (MExN): The Federal Government of Nagaland (FGN) today marked the Naga Republic Day by asserting that the Naga people “chose to determine, forge and shape our own destiny with dignity, integrity and freedom and we have withstood the tides that sought to weaken and destroy our spirit.” Brigadier (Retd) S Singya, Kedahge, FGN, in his speech stated that from the beginning, “powerful forces opposed to our cause have sought to weaken us by following the policy of divide and rule.” “Naga country was not only divided up between India and Myanmar but also the Naga population in India had been

scattered in the four different states of Nagaland, Manipur, Arunachal Pradesh and Assam. The demarcation of the IndoMyanmar boundary on the Naga territory was done arbitrarily and without the consent of the Naga people,” he said. He further pointed to the recent border fencing issue as a move to divide the Nagas “without any consultation and in total disregard to the rights of the traditional land owners.” Brigadier (Retd) S Singya meanwhile cautioned that “our traditional culture and values, our faith and beliefs are being eroded and being supplanted by alien cultures and practices.”

“We are plagued by modernism ideology that says ‘the world is changing and we too must change.’ But let us remember that in the process of nation building there is no room for politics of convenience. Knowledge and adaptation are important but we must take care not to import knowledge that may destroy the very fabric of our national identity,” he added. He also said that the FGN is “aware of the fact that we must travel back to the past to reclaim our rights that was declared in unity and trust and forge ahead together with pride and dignity.” Brigadier (Retd) S Singya reaffirmed the commitment of the FGN to “uphold

ideals of consumerism andmaterialism at a very fast pace, yet, our national effort towards productivity is on a snails’ pace. In the unique case of Nagaland, we simply transited from ancient democratic village Republics into a modern national Democratic Republic. In this transition, unlike our neighbors India or Burma, we simply adopted a homely and familiar

The entire nation must remember that it was these patriotic leaders who laid down the foun-

dations of our nationhood.” He further reminded of the “events that followed the inauguration of the Federal Republic of Nagaland in 1956.” He pointed to the mass burning of villages all over Nagaland and the forced dispersion of people into the jungles where hundreds of thousands of Nagas “perished from bullets, starvation and diseases between 1956 and 1957 alone.” “In the end, more than 645 Naga villages were burnt to ashes. The fields of the villages also could not be cultivated for years due to the relentless army operations in their lands,” he recalled. He however said that de-

spite all these trials, “God on his part has faithfully preserved our republic which was in the first place dedicated to His name and glory on 22nd March 1956.” Metha meanwhile cautioned that if the present generation betrays the sacrifices and achievements of the past, “then this generation will have to live the rest of their lives in shame and infamy.” “May our republic, dedicated with the commitment of Nagaland for Christ and established with the blood of so many martyrs finally become a beacon of light for Asia and even the whole world,” he hoped.

DIMAPUR, MARCH 21 (MExN): Z Royim, acting President of the Naga National Council, on Naga Republic Day, asked the Naga people to “fully support the cause and present unity of Naga National Political Groups without any reservation for the best political solution in the interest of regional peace and development.” In a statement, he reminded that the “forceful occupation of Naga country was a political crime committed by the Governments of both India and Burma (Myanmar) against Naga people,” and called for a renewed zeal to “come forward for National duty to stand together to achieve our freedom as the time and year is right and ripe.” The recent “chaos” in Nagaland, he added, had shown the “strength and unity of Naga tribal Hohos in opposition for conduct of Urban & Local Body Election with 33% reservation for women as infringement of Article 371(A) of the Indian constitution in total unison.” “If the tribal Hohos come forward in this strength of unison for Naga freedom of recognition, the Naga people will surely achieve our Goal without much difficulty,” he added. “Let us put our mind and soul together in unison to work out the best political solution for our people for freedom of seven decades. In response to the call and urge for unity, the Naga National Political Groups are now in unity for the cause of our freedom,” he stated.

agaland’s governor P.B. Acharya today said the state government has taken a major step towards charting a clear road map for development by bringing out the Nagaland Vision 2030 last year. “My government would strive to aligns its various programs accordingly so that we accelerate the development activities in the state with focus on creating employment for the educated unemployed youth and ensure that the fruits of development percolate equitably to all parts of the state,” Acharya told the Floor of the House here today. He said the Vision 2030 emphasizes growth of the agriculture and allied sector. Stating that the state is deficit in rice production by 24%, he said the priority of the state government is to increase production and productivity with suitable technologies in farming systems and achieve food security. “Our bountiful natural resources in the form of land, water and vegetation need sustainable interventions,” he said adding that towards this end, the detailed Jhum Land Survey of the state has been already completed and published and the State Water Policy is under active consideration of the government. He informed that the department of land resources has taken up springshed development in 11 springs as a pilot project of the watershed program with technical support input from People’s Science Institute, Dehradun targeting one village in each district during 2016-17. 300 hectares have been developed under rubber plantation and 13.40 lakh coffee seedlings have been distributed to farmers, with coffee plantation covering 670 hectares during 2016-17. He said the department of Animal Husbandry & Veterinary Services is focusing on enhancing meat, milk and eggs production through people’s participation. “Major thrust is given on piggery development for pork production,” he said adding that for enhancing milk production in the state, over 35,000 number of breedable female cows are being covered with artificial insemination. Under RKVY, the department is assisting farmers in taking up scientific backyard piggery, poultry and goatery farming in collaboration with the Tata Trust. Mithun and local cattle rearing is being promoted in 153 villages under the National Bovine Breeding and Gokul Gram programs. The fisheries sector in Nagaland has witnessed notable growth from a subsistence traditional activity to a diversified economic activity. “Enhancing local production to about 8,500 metric tons is envisaged during 2016-17,” he said adding that the department of fisheries has established a Chocolate Mahseer Hatchery Unit at Suteplenden (Longkong) in Mokokchung district during 2016-17. Deputy District Education Officer (DDEO), Dimapur, R. Amongla Jamir admitted that the achievement of government schools have been low despite the number of facilities provided by the centre. “The targets have not been achieved and enrolment is declining instead of increasing and authorities are thinking that we are not doing our part,” she said and appealed for community support and participation in delivering quality education to students. She denounced the practise of some SMC chairmen remaining in the same position without giving chance to others even if they have run out of ideas to run the school.

Amongla urged upon teachers to put in all efforts to diligently deliver their services to the schools and contribute their part to the society. The DDEO informed that there were 3594 teachers for 49273 students in 291 government schools including primary, middle, high and higher secondary schools in Dimapur. She also informed that 3-4 nonfunctional government schools have been closed down in Dimapur. Dalai Lama to visit Assam, Arunachal in April GUWAHATI, MARCH 21 (IANS): Tibetan spiritual leader the Dalai Lama will visit Assam's main city Guwahati on April 1 to deliver a series of public talks and then go to Arunachal Pradesh to spread Buddhist teachings. While the Dalai Lama will deliver the first public talk at Guwahati on April 1 as part of the Platinum Jubilee Celebrations of The Assam Tribune, he is expected to deliver the second public talk at IIT Guwahati on April 2 jointly organised by Lawyer's Book Stall and IIT Guwahati. To curb poaching, Kaziranga staff can use firearms sans sanction NEW DELHI, MARCH 21 (PTI): The Assam government has taken a series of steps to curb poaching at the Kaziranga National Park, including empowering the forest staff to use firearms without prior sanction while providing them immunity from prosecution, the Centre today said. The park was recently at the centre of a controversy over a BBC documentary which claimed that it employed a "shoot-to- kill" strategy in dealing with poachers. Following this, the Environment Ministry had suggested "blacklisting" of a BBC producer for "grossly erroneous" reporting on the government's anti-poaching strategy in Kaziranga. In a written reply to the Lok Sabha today, Environment Minister Anil Madhav Dave said 10 poachers have been arrested this year at the Kaziranga National Park and the number of anti-poaching camps have been increased to ensure effective surveillance. He said Assam has also taken a number of steps to strengthen rhino protection including deployment of 423 forest protection force personnel equipped with arms, 175 armed home guards, enhancing punishment of offenders through an amendment to Wildlife Protection Act 1972 (Assam Amendment 2009), and empowering the forest staff to use firearms while providing immunity from prosecution without prior sanction among others. Dave said that one rhino fell victim to poaching this year while in 2016, 18 cases of poaching were reported from the national park. The number of rhinos as per latest census in the country is 2909. "A special task force headed by Additional Director General of Police has been constituted to curb rhino poaching.

Number of anti-poaching camps has been increased in Kaziranga National Park to ensure effective surveillance," he said. He said while ten poachers have been arrested so far this year, 59 such offenders had been arrested in 2016 at the park. "The Assam government has constituted fast

track court for speedy disposal of wildlife cases," he said. "For developing cooperation among fringe villagers around the park and assistance in curbing rhino poaching, 38 Eco-Development Committees have been registered through which development work of villages are being taken up.

SHILLONG, MARCH 21 (IANS): The Meghalaya assembly on Monday summoned a top municipal officer to appear at the Bar of the House on March 23 after he was found guilty of breaching the privilege of an Independent legislator, John Leslee K. Sangma. Zenithsky J. Sangma, the Chief Executive Officer of Tura Municipal Board, was summoned after the house adopted a report of the Privilege Committee tabled by Independent legislator, Saleng A. Sangma, who is also the Chairman of the committee. "I have carefully perused the report of privileges committee presented in the house on March 16 and have found that the committee after strenuous exercise and deliberation has come to an irresistible conclusion that Zenithsky J. Sangma is guilty of committing breach of privilege of John Leslee and the house," Assembly Speaker Abu Taher Mondal told the legislators. Mondal said a warrant will be issued with a direction to the departments concerned and to bring Zenithsky to the house on

March 23 as provided under Rule 171 and Rule 172 of the Rules of Procedure and Conduct of Business in the assembly. Zenithsky will be the second person to appear at the Bar of the House after Prof. Kapila Chatterjee, who was the Editor, Publisher and Printer of YoungIndia, an English weekly for publishing a libellous news item, "The bark of ignorant mischievous politicians", and an equally defamatory editorial, "Privileges of legislators and assemblies". Chatterjee appeared at the Bar of the House on April 4, 1973 and later withdrew it by bowing to the Speaker's chair and to the two sides of the house. In its report, the committee unanimously recommended summoning and reprimanding the municipality officer in the house. Towards this end, my government will make efforts to ensure a bandh and blockade free Manipur and an unhindered all round development,” Dr Najma said. She added special focus will be given on improving the current specialised skills of the state police force in tackling the present law and order in Manipur. “To address the issues of unemployment and insurgency faced by the state, my government will utilise resources of the state in creation of unemployment for the youth through skill

development and capacity building in both the organised and un-organised sectors,” she said. The Governor was also thankful to the state police force for ensuring a peaceful assembly polls. The BJP had stormed to power after the 11th Manipur State Assembly elections 2017. Making policy statement during her speech in the House, Dr Najma said the state government was mulling providing free education to girl students up to graduate level. Around 200 farmers, rural youth, farmer group leaders and village headmen and chairmen attended the programme. Johny G Rengma, National Executive Member of Bharatiya Janata Party (BJP) was the key person behind organising the programme, a press release informed. During his welcome address, he requested the agricultural scientists of ICAR and KVK

to educate the farmers in such a way that they can obtain their required food from their own area organically without hampering the natural resources. In a press statement, it declared the whole process of CMRDF allocation a “sham exercise” in addition to TR Zeliang putting his signature as Chief Minister on March 8, 2017. The Right to Question

T

he silence in the previous Nagaland Legislative Assembly sessions that had almost ‘nothing’ to discuss’ with sincerity and seriousness is a symptom of the process of ‘normalisation’ that dawned in under the banner of “Fide Non Armis” ‘opposition-less’ fold and it became the very means through which power was realized to their advantage and staged by way of enforcing the ‘will’ of the government contrary to the ‘will’ of the people and thereby privileging a selected few. This harmonious ‘normalisaton’ was finally disturbed bringing to life skeletons in the cupboard through ‘uncomfortable’ questions that demanded the ‘truth’ of the matter which happened right under their eyes, ears and nose. The starred questions at NLA which was submitted to the Commissioner and Secretary by one MLA for which he was ‘allegedly’ threatened to withdraw, needs to be taken with much seriousness because the questions raises issues related to the functioning of the government, and for which the general public has a right to be informed and to know. The questions which were directed at various ministers that included School Education, Home, Health and Family Welfare, Food and Civil Supply, Roads and Bridges brings to fore the need to be democratically ‘accountable’ especially to those whom they govern. Good governance is all about transparency and accountability where every citizen of the state is given equal respect and concern for their life, liberty and the pursuit of happiness. Sadly, the existing power structure in the government comes contrary to democratic ethos that includes values of justice, rights and equality. The legislator in raising the questions has rightly exercised not only a democratic right but a unalienable right in context. In an ‘opposition-less’ government it takes courage to raise such questions relating to ‘truth’ and accountability, and selflessly the right thing was responsibly done by the legislator because it concerns good governance and the overall welfare of the people. The truth therefore needs to be pursued further. In the exercise of a legitimate and democratic right to question, the questions put forward should not be left unanswered and hopefully these uncomfortable questions are taken up in the right spirit and earnest in the ongoing Assembly budget session. A greater responsibility not rests on the public to ensure that the truth is allowed to surface because these questions are not about creating propaganda but questions concerning rights and for the welfare of the people, and that as a responsible citizen, they have a right and an obligation to be well informed especially on matters of public importance and to carefully watch how their political leaders and representatives exercise their powers and then act upon accordingly. A foundational aspect of democracy is the idea that government exists to secure the rights of the people and must be based on the “consent of the governed.” In this strain, these questions definitely serve as a litmus test for the government to go beyond the oral proclamation of good governance, accountability and transparency. The questions raised are solid and more solidified by the courageous effort. It may be uncomfortable especially for those privileged few but these are the right questions that can shake Nagaland towards a progressive change. Thus, addressing these questions in the right spirit is a way forward towards ensuring good governance that respects human rights; goes by the rule of law and one that calls for people’s participation towards ensuring a ‘qualified life.’ (Dr. Asangba Tzüdir contributes a weekly guest editorial to the Morung Express. Women and Girls, One Third of World’s Drug Users

W

omen and girls comprise one-third of global drug users yet are only one-fifth of those receiving treatment, a UN-Backed independent expert body warned. Citing a significant rise over the past year in the number of women dying from drug overdoses globally, the Viennabased International Narcotics Control Board (INCB) warned that women and girls comprise one-third of global drug users. “Yet [they] are only one-fifth of those receiving treatment, as significant systemic, structural, social, cultural and personal barriers affect women’s ability to access substance abuse treatment.” Further, they are also more likely to be prescribed narcotics and anti-anxiety medication than men, and are thus more likely to abuse these medications, according to the latest INCB report. For example, Germany and Serbia have reported that fatal overdoses from prescription drugs are more frequent among women. The UN-backed independent expert body, which monitors governments’ compliance with international drug control treaties, has called for the implementation of gender-sensitive drug policies and programmes. Additionally, countries such as the United Kingdom of Great Britain and Northern Ireland have seen larger increases in overdoses, of all substances, among women than among men, it informs. These are among the key findings in the 2016 Annual Report that the INCB launched on March 2, stressing that Governments should prioritise providing health care for drug-dependent women, in addition to more funding and coordination to prevent and treat drug abuse among women. “We want to change perceptions and remind people, particularly policymakers, of the importance of protecting the rights of women who use drugs or who have committed drugrelated offences and the rights of their families,” said the organisation’s President, Werner Sipp. The report also highlights the importance of targeting prevention programmes to specific populations, such as prisoners, pregnant women, people living with HIV/AIDS, and sex workers. It also notes that women prisoners and sex workers are at “particular risk” of drug use. “Countries are also encouraged to seek alternatives to imprisonment for drug-related offences, such as treatment, rehabilitation and social integration.” The INCB repeated its longstanding call for countries to abolish the death penalty for drug-related offences. Among its other observations, it noted with “great concern” recent reports in some countries of the targeting of individuals suspected of involvement in drug-related activity, including drug use, who have been subjected to violent acts of reprisal and murder at the hands of law enforcement personnel and members of the civilian population. In some instances, those acts have been committed with the express or tacit approval, or even encouragement, of political forces and, in many cases, have gone unpunished, said INCB. It also emphasised that it condemns such practices, including the extrajudicial targeting of persons suspected of drug use, “in the strongest possible terms,” and denounced them as a “serious violation of human rights […] and an affront to the most basic standards of human dignity.”

War Is Not An Option for Korea

Attacking North Korea now would undermine the very reason U.S. troops have been stationed on the peninsula for seven decades: to protect the South Korean people

“L

et me be very clear: The policy of strategic patience has ended,” U.S. Secretary of State Rex Tillerson told reporters at a news conference in Seoul, South Korea. “All options are on the table,” Tillerson continued, including “an appropriate response” to any North Korean threat. The United States and North Korea are like two “accelerating trains coming toward each other,” Chinese Foreign Minister Wang Yi warned last week. North Korea test-fired four ballistic missiles off the coast of Japan as thousands of South Korean, Japanese, and U.S. troops, backed by warships and warplanes, are currently engaging in massive military exercises, including the deployment of the Navy SEALS that killed Osama Bin Laden. With no communication other than military posturing, Pyongyang is left to interpret Washington’s maneuvers as preparation for a pre-emptive strike. Given the political vacuum in South Korea following President Park Geunhye’s impeachment, all tracks are heading towards one destination: war. At a Council of Foreign Relations discussion on March 13, Mary Beth Long, a former assistant secretary of defense, advocated for “aggressive movement” given the failure of the Obama administration’s strategic patience, which depended heavily on sanctions to further isolate and foment the collapse of the Kim Jong Un regime. Yet as hawks call upon President Trump to deal with North Korea’s nuclear and missile programs through the use of force, they’re undermining the very reason the U.S. military has allegedly been stationed on the Korean peninsula for seven decades: to protect the South Korean people. Although the fantasy of surgical strikes to topple brutal dictators has long intoxicated American military officials, they’ve been restrained by the sobering reality of such reckless action. In the 1990s, when President Bill Clinton considered a first strike on North Korea’s Yongbyon nuclear reactor, the Pentagon concluded that even limited action would claim a million lives in the first 24 hours — and this was well before Pyongyang possessed nuclear weapons. President Obama, too, considered surgical strikes targeting Kim Jong Un and weapons sites. But as David Sanger reported in The New York Times, obtaining such timely intelligence was nearly impossible and “the risks of missing were tremendous, including renewed war on the Korean peninsula.” Any military action by Washington will undoubtedly trigger a

aldivian domestic politics have made global headlines again, this time for censorship and black magic. A documentary about the personal sorcerer of Maldivian President Abdulla Yameen was banned in the Indian Ocean archipelago. The documentary, first aired on 5 February 2016 by the pro-opposition television channel RaajjeTV, features secretly recorded conversations between Yameen and Sri Lankan national Asela Wikramasinghe, prior to the 2013 presidential election. Yameen can be heard discussing how to use black magic to remove his opponent, former President Mohamed Nasheed, by making him go “temporarily crazy” or taking his life. Yameen, in the recordings, ultimately rejects murder as an option, protesting, “But Asela, human life is so precious. So precious.” Traditional Maldivian black magic practices, such as sihuru and fanditha, merge elements of animism and voodoo with Quranic verses and Islamic rituals. Yameen’s belief in fanditha has been long suspected. In August 2015, he abruptly ordered the rerouting of traffic around the main mosque and Islamic Centre in Malé, and the uprooting of two 20-year-old pine trees in Republic Square. At the same time, a monument in Sultan Park was also taken down. Rumours spread about how Yameen be-

counter-reaction from Pyongyang that could instantly kill a third of the South Korean population. “North Korea will surely conduct a nuclear attack against South Korea and the U.S. by using all of its various methods of attack such as long-range artillery,” said Suh Choo-suk, a Senior Research Fellow at the Korea Institute for Defense Analyses at a symposium in Tokyo earlier this month. “There is no South Korean leader who thinks the first strike by the U.S. is okay.” Yet with the political vacuum in South Korea following Park Geunhye’s impeachment, the South Korean foreign minister Yun Byung-se appears to be following Washington’s hardline stance that “military deterrence would be one of the pillars.” It may be the Park administration’s last-ditch effort to foment regime collapse before a more progressive administration reverses its hardline policy. The leading candidate to replace Park, Moon Jae-in, is poised to win the May 9 snap elections, barring any surprises. He has promised to visit Pyongyang before Washington, re-open the Kaesong Joint Industrial complex that Park closed last year, and re-consider the installation of THAAD, the U.S. missile defense system Washington deployed ahead of schedule before a progressive administration takes over the Blue House in Seoul. The deployment of THAAD has angered China, which views it as a U.S. surveillance

tool, and has dealt a blow to South Korea’s economy by boycotting many goods and services. Perhaps that’s why the Trump administration is considering military action now. With a liberal proengagement president in South Korea, Washington will have to change its tune from beating the drums for war. Moon isn’t a novice either; he was chief of staff to Roh Moo-hyun, the last liberal South Korean president, who called for continuing the sunshine policy towards North Korea and renegotiating wartime operational control away from Washington into Seoul’s hands. If the Trump administration is indeed planning a military first strike, it must consider the 28,500 U.S. soldiers and their families stationed in South Korea, not to mention the tens of thousands more in Okinawa and Guam, which are within striking distance of North Korean missiles. It will be their blood on his hands. The feasibility of such pre-emptive strikes hinges, of course, on the accuracy of U.S. intelligence, which the global intelligence firm Stratfor believes is at best questionable. “Though the United States can be reasonably certain of its ability to destroy the nuclear infrastructure in a single strike, it would require an extremely accurate intelligence picture — far beyond what is likely — for Washington to be reasonably certain of having hit and destroyed all available

The official explanation for rerouting traffic was that it would facilitate mass prayer sessions with 25,000 or more people at the Islamic Centre. The Maldives is a country where the death penalty is rarely carried out, but the last person to be executed was Hakim Didi in 1953 for the crime of attempting to assassinate the president with black magic. While black magic, according to the penal code, is no longer explicitly a criminal offence on the islands, since November 2015 nearly a dozen alleged ‘sorcerers’ have been arrested. Police arrested a 66-year-old man on the island of Villingili in Gaafu Alif Atoll on 25 January 2016, and confiscated as evidence 90 of his books. His daughter explained to Maldives Independent that the books taken were prayer books written in Arabic, which the Dhivehispeaking police had probably not been able to decipher. The 2013 presidential elections in the Maldives made international headlines after coconuts with spells written upon them in Arabic were found near polling stations, purportedly to influence swing voters. One imposter coconut, found on Guraidhoo Island, was ‘detained’ until it had been judged harmless by a white magic practitioner. In another instance, a courier charged with delivering five cursed coconuts hid them temporarily under his bed sheet, where his wife found them. She immediately reported them to the police, who confiscated the coconuts and refused to return them when the courier complained.

The banned documentary, the latest addendum to the story, is a little less funny because it showed the lengths Yameen, the half-brother of Maldives’s former dictator, was willing to go to capture power. He eventually went on to win the 2013 election with 51 percent of the vote and soon had Nasheed, his opponent, convicted of terrorism in a sham trial. The UN condemned his detention and called for his immediate release. Following international pressure and the intervention of multiple Western governments, Nasheed was permitted to seek medical treatment in the UK in February 2016. But the court ruling that convicted him has not yet been overturned, clouding his future in the Maldives, should he decide to return. However, Nasheed and the MDP have begun to stir things up, looking towards the 2018 election. The MDP last week announced evidence of an USD 80 million (MVR 1233 million) embezzlement scandal with direct ties to Yameen, and documents implicating the state bank in industrial-scale money laundering. Yameen’s private sorcerer Asela Wikramasinghe came forward not because of the MDP, but because the Yameen administration had delayed his payments for two months. But it was the MDP-aligned RaajjeTV that picked up and sensationally publicised his story through the documentary that is now under fire. The government justified the ban on the basis

My father’s entire family in Chuncheon, two hours northeast of Seoul, would be among the millions of Korean civilians instantly killed, not to mention all the innocent lives that would be killed in the crossfire. As U.S. intelligence estimates, a seemingly surgical military action could devolve into a regional war that could well draw in Japan, China, and Russia. When considering the massive destruction of a U.S. military action, it’s clear to the sane and sober that military intervention is not an option. In this perilous hour, diplomacy and engagement should be the only consideration on the table. Last week, Chinese Foreign Minister Wang Yi made a proposal: “As a first step, North Korea should suspend nuclear activity, and the U.S. and South Korea should also suspend large-scale military drills.” Calling on both sides to de-escalate and return to talks, Yi proposed a dual track of denuclearization and establishing a peace mechanism to resolve concerns of all parties. Trump, who fashions himself a shrewd businessman, should know a good deal when he sees one — and take it. On 14 February, a RaajjeTV sports journalist was forcefully picked up from the broadcasting station, allegedly without a warrant, and questioned by the police before being let go a few hours later. While he was in custody, RaajjeTV tweeted: “We continue to live in an atmosphere of fear & uncertainty”. One consequence of this use of black magic rituals in Maldivian politics is undeniable – it throws a temporary spotlight on the island nation. In recent weeks, while Nasheed has been on public platforms in the UK, the Maldives’s representation of itself as a tropical resort island for the very wealthy has become complicated. Stories of the current government’s corruption, concrete ties to terrorist organisations in West Asia, and the violations of due process in order to imprison opposition leaders is making headlines in Western news outlets. When global coverage is provided to the electioneering coconuts or a disgruntled personal sorcerer, the question is, does the media attention to such novelty ultimately benefit the democratic process in the Maldives? Or does it merely trivialise it, while human-rights violations and allegations of millions of dollars laundered through state institutions pass under the international radar? Budget Talk: Some basic jargons simplified Morung Express Feature

What is Budget? Budget is an Annual financial statement of the estimated receipts and expenditure of the Government for the financial year stipulated under the Article 112 of the Constitution in India. This statement is the annual financial statement. Till 2017, the budget was presented on the last working day of February by the Finance Minister of India in Parliament. Once passed by both the houses of parliament and approved by the President of India, the Budget comes into effect from April 1. The period from April 1 of a particular year to March 31 next year is, thus, counted as the financial year in India. All the state and union territories, more or less, follows the same pattern. Why do we need Budget? The Budget is formulated to optimally allocate the Government’s resources to different sectors and schemes, so that the broad objectives of the government could be achieved. It presents government’s proposed revenues and expenditure for the coming financial year. It also determines how adequately the financial and resource management responsibilities have been discharged in the last financial year and ensures accountability of the Government to the Parliament or Assembly. How Budget is categorised? Budget is usually categorized into receipts and expenditure. RECEIPTs are the income receipts of the government from all the sources in a particular financial year and further into are divided: a) Revenue receipts: Revenue receipts are those receipts, which neither create liability nor reduce

the assets of the Government. These include revenue received from taxes, cess, interest payments, dividend on investments etc. They are generally recurring in nature. b) Capital Receipts: Capital receipts are those which either create liability or reduce the assets of the Government. These include Government borrowings, disinvestment etc. EXPENDITURES are the cost incurred on goods and services already received and paid for by the government in a particular finincial year and categorized in two ways: a) Revenue Expenditure: Expenditure that does not lead to creation of any assets or any reduction in existing liabilities of the government. This includes Salary payments, Pensions, interest payments, other administrative expenditures etc. These are generally recurring in nature and deal with day-to-day administrative costs of the government. b) Capital Expenditure: This refers to the expenditure that leads to creation of assets or reduction in liabilities of the Government. Examples include infrastructure building, acquiring assets, repayment of loans etc. Types: In simple words, when revenue and expenditure are equal, it is called a Balanced Budget. When anticipated expenditure is greater than revenues, it is called a Deficit Budget and when anticipated revenues exceed expenditure, it is a Surplus Budget. Fiscal Deficit: When the government’s non-borrowed receipts fall short of its entire expenditure, it has to borrow money from the public to meet the shortfall. he strength of a state is dependent on the intellect and skills of its citizens. Without quality human capital, a state will be weak as there will be an insufficient human factor to take on new initiatives and challenges. Quality human capital comes from a quality education process. A carefully designed and well planned educational system is critical in developing such human capital. The term “employability skills” is here referring to those skills required to acquire and retain a job. In the past, employability skills were considered to be primarily for vocational jobs; they did not include academic skills. Current thinking, however, has broadened the definition of employability skills to include not only many foundational academic skills but also a variety of attitudes and habits. These transferable skills include the ability to solve complex, multidisciplinary problems, work successfully in teams, exhibit effective oral and written communication skills, and practice good interpersonal skills. As we go through local dailies, we come across similar statements being made by our local leaders, MLAs, and even our Governor when they visit educational institutions. With the needs of modern man keep changing, it is education that helps him survive through difficult situations in life, earn a respectable living, and fulfil his dreams. A job and its associated benefits, such as a handsome pay package, perks such as a plush lifestyle and acclaimed social standing, is what drives the youth these days. But to attain this, some specific skills like entrepreneurship, communication skills, and use of tools and technologies are required, besides the basic academic and technical skills. It is important that educational institutions, specifically colleges, improve the employability of their graduates by focussing on reducing these important skill gaps through improvements in curriculum and teaching methods. To meet these emerging skill requirements, many educational institutions are now collaborating with various technical and vocal training institutes. An article published in The Telegraph informed that the University of Petroleum and Energy Studies (UPES), Dehradun, has in-

cubated the school of International Law & Diplomacy (SoILD) and the school of Public Policy & Governance (SoPPG). BA and MA programs offered at these schools have been conceived with the vision to groom young leaders ready to take up roles in set-ups as diverse as posts in the government sector, public service, nongovernmental organizations (NGOs), and businesses. Keeping in view the career aspirations of the new generation, UPES has embedded Civil Services Examination coaching along with the regular course curriculum for these B.A and M.A programs. UPES is the first private university in India to offer such an embedded test preparation component. Therefore, we should evoke similar thought process to impart such add-on courses beside the general academic courses. Each institution should define the set of skills or courses a graduate ought to have during weekdays or after each examination. Besides, colleges need to change their teaching methods and go from being teacher-centric to studentcentric. More assignments for students should be included which will equip them to independently analyse and apply tools to real life problems. Studentcentered learning puts students’ interest first, acknowledging students’ voice as central to the learning experience. In a student-centered learning space, students choose what they want to learn, how they want to learn, and assess their own learning. This is in contrast to the traditional ’teacher-centered learning’ which situates the teacher as the pri-

marily “active” role while students take a more “passive”, receptive role. In a teacher-centered classroom, teachers and the concerned board or supervising university decides the curriculum and methods of evaluation. In contrast, studentcentered learning requires students to be active, responsible participants in their own learning and with their own pace of learning. Student-centered instruction focuses on skills and practices that enable lifelong learning and independent problemsolving. In my opinion, only through such changes in the education system can we ensure that students become employable after leaving college. As a state where the unemployment crisis is rampant, we really need to scrutinize our priorities and re-evaluate the content being taught to our students. Is the very education being provided to them hampering their growth as individuals and potential employees? While the traditional approach can be used as a reference point, education in the current scenario must depart from old methodologies and content. All of this will enable our youth to find the jobs they deserve, thereby improving the economy of Nagaland as well. M

en are more likely than women to have comprehensive knowledge about HIV/AIDS; yet the disease is more prevalent among men, an analysis of government data shows. The National Family Health Survey 2015-16 (NFHS-4) takes comprehensive knowledge to mean knowledge regarding consistent use of a condom during every sexual intercourse. Nationwide, 21 per cent of women and 32 per cent of men have comprehensive knowledge of HIV/ AIDS, the survey showed. Among other conclusions, the survey emphasised that mutually-exclusive relations with one partner can reduce one's chances of getting HIV/AIDS; a healthylooking person can have HIV/AIDS, so using a condom is a must for every sexual encounter; and Indians must reject common misconceptions about transmission or prevention of HIV/AIDS. Some such misconceptions include: Sharing food, cutlery, and clothes spreads AIDS; both partners have HIV, so no protection is needed; and you cannot have sex with an infected person without acquiring HIV/AIDS. In 31 of the 35 states and Union territories (UTs) surveyed, more men display comprehensive knowledge about HIV/AIDS than women. Only in Tamil Nadu, Delhi, Puducherry and Daman and Diu was there greater awareness among women. About 49 per cent of women in Punjab have comprehensive knowledge about HIV/AIDS, the highest among all states. The lowest figures are 9.3 per cent in Dadra and Nagar Haveli and 9.4 per cent in Assam. Despite higher levels of awareness, men are more affected than women -both in absolute numbers and proportionally. Of the 2.1 million HIV/AIDS affected people across India, 1.26 million (60 per cent) are men, according to National AIDS Control Organisation's (NACO) India HIV Estimations Report 2015. The HIV prevalence rate among adults nationwide is 0.26 per cent -- 0.30 per cent for men and 0.22 per cent for women. This puts the number of HIV cases in India behind only those in South Africa and Nigeria. Yet 56 per cent of infected Indians do not get the drugs they need. However, the trend between the sexes seems to be reversing -- infections among men declined three per cent from 1.29 million in 2012 to 1.26 million in 2015, while infections among women rose 1.38 per cent from 0.84 million to 0.85 million over the same period. Infection rates have been on the increase among women and infants in some states, especially in rural areas, for a while. One possible explanation of this rise is migration. There are an estimated 7.2 million migrant workers in India, of whom 0.99 per cent has HIV, according to a NACO estimate. Three in four women testing positive have a husband who is a migrant labourer, according to a 2014 report by UNAIDS India. This trend may worsen with faster migration -- 2016 reported faster rural-to-urban migration due to a collapse in rural jobs. Barring Daman and Diu, across 35

states and UTs, more men than women are aware that consistent condom use can reduce the chances of getting HIV/AIDS. Yet, over the eight years to 2016, the use of contraceptives has declined almost 35 per cent, as abortions and consumption of emergency pills -- both accompanied with health hazards and medical side-effects -doubled. Social awkwardness, often induced by lack of privacy in stores, hinders condom use, a 2011 study among unmarried men from rural Madhya Pradesh showed. A perceived link between masculinity and risky sexual behaviour also impacts condom use. Socially constructed masculinist ideals of "sexual conquest", experimentation and entitlement are major contributing factors to risky sexual behaviours which include unprotected sex and sex with multiple partners, according to a 2005 study conducted in Uttar Pradesh by University of North Carolina researchers. However, the category "men" is heterogeneous -- it includes heterosexual and homosexual men, as well as men who have sex with men (MSM, regardless of whether they identify themselves as male or female). There are 0.43 million MSM in India, and 4.3% of them are living with HIV, according to NACO's 2015-16 annual report. MSM, truck drivers, sex workers and injecting drug users are classified as vulnerable groups in India, although HIV/ AIDS prevalence in these groups has declined over the past few years, thanks to longstanding targeted interventions focusing on behaviour change and increased condom use. HIV prevalence rate highest in Manipur, but Andhra Pradesh reports maximum cases At 1.15 per cent, Manipur has the highest estimated adult HIV prevalence rate, followed by Mizoram (0.8 per cent) and Nagaland (0.78 per cent). However, in absolute terms, Andhra Pradesh and Telangana have the maximum number of cases (0.39 million) of people living with HIV, followed by Maharashtra (0.3 million) and Karnataka (0.19 million). HIV prevalence at the national level has declined from an estimated peak of 0.38 per cent in 2001-03 to 0.26 per cent in 2015, which can be attributed to largescale implementation and high coverage of India's AIDS programme. In October 2016, the Union cabinet approved amendments to the HIV-AIDS Bill 2014 to safeguard the rights of people living with AIDS or recently affected by HIV. According to the proposal, every HIVpositive or AIDS-affected person below the age of 18 years has the right to reside in a shared household and enjoy its facilities. The bill also prohibits any individual from publishing information or advocating feelings of hatred against HIV-positive persons and those living with them. However, certain aspects of the bill have received criticism. For instance, it lacks clarity on whether the new bill contains provisions for free or complete treatment of patients, a longstanding concern for HIV-affected groups. The bill only said state governments would provide HIV treatment "as far as possible" -- leaving much room for interpretation -- and patient groups have been demanding that this be changed.

SC advises to settle dispute outside court

New Delhi, March 21 (PTi): The Supreme Court on Tuesday said fresh attempts must be made by all parties concerned to find a solution to the Ayodhya temple dispute which is a “sensitive” and “sentimental matter”. A bench headed by Chief Justice J S Khehar said that such religious issues can be solved through negotiations and offered to mediate to arrive at an amicable settlement. “These are issues of religion and sentiments. These are issues where all the parties can sit together and arrive at a consensual decision to end the dispute. All of you may sit together and hold a cordial meeting,” the bench also comprising Justices D Y Chandrachud and S K Kaul said. The observations came after Bharatiya Janata Party leader Subramanian Swamy mentioned the matter seeking urgent hearing of the issue. Swamy said that it has been over six years and the matter needed to be heard at the earliest. The Rajya Sabha MP told the court that he had approached the Muslim community members who told him that judicial intervention was required to solve the matter. “You must make fresh attempts to arrive at a consensual decision. If required, you must choose a moderator to end the dispute. If the parties wants me to sit with mediators chosen by both the sides for negotiations, am ready to take up the task. Even the services of my brother judges can be availed for the purpose,” the CJI said. The top court said that it may also appoint a principal negotiator if the parties want. The bench then asked Swamy to consult the parties and inform it about the decision on March 31. On February 26 last year, the apex court had allowed Swamy to intervene in the pending matters relating to the Ayodhya title dispute with his plea seeking construction of Ram temple at the site of the demolished disputed structure. The BJP leader had earlier moved the plea for

a direction to allow construction of Ram temple in Ayodhya at the disputed site and had mentioned it before a bench headed by the then Chief Justice T S Thakur for an urgent hearing. In his petition, Swamy had claimed that under the practices prevalent in Islamic countries, a mosque could be shifted to any other place for public purposes like constructing road, whereas a temple once constructed cannot be touched. He had also sought directions to expedite the disposal of several petitions challenging the Allahabad high court verdict of three-way division of the disputed Ram Janmabhoomi-Babri Masjid site in Ayodhya on September 30, 2010. The BJP welcomed the Supreme Court’s suggestion and said aggrieved parties should keep in mind its ‘sensitivity’ while discussing the matter. “The Supreme Court has called for an out-ofcourt settlement between the aggrieved parties. The parties should resolve the issue amicably by talking to each other. “We welcome this step and I believe they should

have talks outside the court,” BJP spokesperson Sambit Patra said in New Delhi. The party will study in detail the observations made by the apex court, which has said the issue is sensitive and sentimental and is related to faith of millions of people, he said. BJP MP Vinay Katiyar also welcomed the Supreme Court’s view, saying there will be a ‘positive’ initiative now that the saffron party has a government in Uttar Pradesh. Speaking to reporters, Katiyar added that the Yogi Adityanath government, which is barely two-dayold, should be given time to deal with the issue. “It is a very good view that the Supreme Court has taken. Our party has a government in Uttar Pradesh. Now, there will be a positive initiative, which was negative until now. “I think the problem will be solved. But the government is just two-dayold. It should be given time to deal with the issue,” Katiyar told reporters. Wondering that ‘if the Ram Temple is not built here, would it be built in Pakistan’, Union minister Giriraj Singh said, “All

(parties) should take the initiative now. Lord Ram is at the centre of faith of crores of Hindus. Muslims should also come forward, let there evolve a cordial atmosphere.” “Will the temple be built in Pakistan or Bangladesh, if not in India? I am confident that the minorities will take the issue forward in a cordial manner,” he added. Another Union minister Uma Bharti, who was associated with the Ram Janmabhoomi Andolan in the 1990s, insisted that the issue of ownership of the disputed site be settled through talks. She said whosoever owned the land should proffer it to Lord Ram as a ‘gift’. “There can’t be a bigger gift than this...we should arrive at a solution which will be remembered for thousands of years,” she said. Bharti also suggested that a ‘huge’ Ram temple be built at the site on the lines of the Somnath temple in Gujarat. ndia has more people in rural areas–63.4 million–living without access to clean water than any other country, according to Wild Water, State of the World’s Water 2017, new report by WaterAid, a global advocacy group on water and sanitation. That is more than the combined population of Punjab, Haryana and Uttarakhand. Compared globally, that is as many people as live in Australia, Sweden, Sri Lanka and Bulgaria–combined. “With 27 out of 35 states and union territories in India disasterprone, the poorest and the most marginalised will bear the brunt of extreme weather events and climate change and will find it the hardest to adapt,” said V K Madhavan, chief executive , Water Aid India. With 67% of India’s population living in rural areas and 7% of the rural population living without access to clean water, India’s rural poor are highly vulnerable to the effects of extreme weather events and climate change. The report was released to mark the World Water Day on March 22, and it warns of the implications that extreme weather events and climate change may have for the world’s poorest people. 16% of India’s rural families have piped water Only 26.9 million out of 167.8 million households (16%) in rural India have piped water, according to data provided by the ministry of drinking water and sanitation to the Rajya Sabha (upper house of Parliament) on February 6, 2017. Of 1.7 million rural habitations provided drinking water under the National Rural Drinking Water Programme, 1.3 million (77%) habitations are fully covered–defined as having at least 40 litres per capita per

day (LPCD)–that is nearly two standard buckets–of safe water; 330,086 (19.3%) habitations are partially covered (safe water is available but below 40 LPCD) and 64,094 (3.73%) are “water-quality affected habitations”– meaning those with contaminated water–in the rural areas as on March 15, 2017, according to this answer to the Rajya Sabha on March 20, 2017. Iron, which is known to cause respiratory system haemorrhage when mixed with drinking water, according to the World Health Organization, was found in water supplied to 30% or 19,720 rural Indian habitations, according to an answer to the Lok Sabha on March 16, 2017. New Delhi, March 21 (ageNcies): The government decided on Tuesday to lower the legal limit on cash transaction from Rs 3 lakh to Rs 2 lakh, and make Aadhaar number mandatory for filing income tax returns and while applying for a PAN card through amendments to the finance bill. The amendments specified that failing to provide Aadhaar will lead to the PAN becoming invalid. The Budget 2017 had proposed cash transactions of more than Rs 3 lakh value be banned but the finance bill tabled on Tuesday lowers the ceiling, said revenue secretary, Hasmukh Adhia. “The difference between demonetisation and this is that the former is used to destroy the stock of black money while the ban will prevent the future flow of black money. If you cannot transact beyond a limit in cash, where will you use your black money? This limit will also reduce the

quantum of cash transactions in the economy” Adhia had told HT. And to ensure that this law acts as a deterrent, the penalty for violation is equivalent to the amount transacted. The finance bill also makes Aadhaar must for tax returns and PAN applications beginning July 1. Sources suggest that having an Aadhaar enrolment number while filing ITR could also be accepted. The move is likely to roil activists who say the Aadhaar programme – the enrolment to a national database with biometric information such as fingerprints and iris scans – is meant to be voluntary, as declared by the Supreme Court in September last year. “Aadhaar has been optional for ITR for the past few years. The challenge will be for foreign nationals who pay taxes in India. We will have to see the amendment to understand its implications,” said Kuldip Kumar, leader, personal tax at PwC India. The amendment also specifies

that the government will notify those who are exempted from this law. The finance bill carries an unprecedented 40 amendments, according to PTI, and will also impact other laws such as RBI act and representation of people act. Political parties hit out at the tweaks, saying they were being done as ‘backdoor entry’. The finance bill is classified as a money bill, which does not require bicameral approval and can be approved by the Lok Sabha alone where Prime Minister Narendra Modi’s BJP has a majority. The Budget presented in February proposed a Rs 3-lakh limit on cash transactions, in keeping with recommendations of the Special Investigation Team (SIT) on black money. In addition to this limit, the Income Tax Act prohibits making or accepting payment of an advance of Rs 20,000 or more in cash for purchase of immovable property. PAN is also mandatory for any purchase of above Rs1 lakh.

FBI head confirms Russia election probe, says Moscow backed Trump

WASHINGTON, MArcH 21 (reuTerS): FBI Director James Comey on Monday confirmed for the first time that the bureau is investigating possible ties between Republican Donald Trump’s presidential campaign and Russia as Moscow sought to influence the 2016 U.S. election. Comey and Admiral Mike Rogers, the director of the National Security Agency, made clear that their investigation of Moscow and November’s U.S. elections could last for months. Appearing before a congressional panel, Comey also publicly challenged Trump’s claim that former President Barack Obama wiretapped his 2016 campaign headquarters in Manhattan’s Trump Tower. The two officials spent 5-1/2 hours before the House of Representatives Intelligence Committee in testimony marked by starkly partisan divides between the panel’s majority Republicans and Democrats. Comey refused to back away from his claim that Russian President Vladimir Putin did not simply want Democratic presidential candidate Hillary Clinton to lose the election; he wanted Donald Trump to win. Comey confirmed the FBI has been investigating since July possible Russian efforts to interfere in the election, including any cooperation between Trump’s campaign and Moscow. He said that while the Russian government wanted to hurt Clinton’s campaign and help Trump’s, intelligence agencies made no judgement

on whether the efforts influenced the outcome. Comey gave no details of the classified investigation and said the fact that it exists does not mean charges would be filed. She has been accused of colluding with a friend, Choi Soon-sil, to pressure big businesses to donate to two foundations that backed her policy initiatives. Park and Choi have both denied wrongdoing. “I am sorry to the people. I will faithfully cooperate with questioning,” Park said in front of media at the steps of the prosecutors’ office building, her first comments directly to the public since she was dismissed. Park has not been charged but could face more than 10 years in jail if convicted of receiving bribes from bosses of big conglomerates, including Samsung Group chief Jay Y. Lee, in return for favours. WASHINGTON, MArcH 21 (IANS): Passengers travelling to the US from eight countries in the Middle East and North Africa will be prohibited from carrying electronic devices in the cabin, according to new security restrictions by US President Donald Trump’s administration. Passengers will have to check in any devices bigger than a smartphone, including iPads, Kindles and laptops before clearing security or boarding, US officials said, citing terrorism concerns, CNN reported on Tuesday. The ban will affect over 50 flights from 10 airports, including major global hubs like Dubai and Istanbul, according to senior administration officials. Crew

members are not included in the device ban. Officials said the airlines affected by the ban will have 96 hours to comply with the restrictions. Carriers that fail to follow them risk losing their authorisation to operate in the US. The airlines affected are Egyptair, Emirates Airline, Etihad Airways, Kuwait Airways, Qatar Airways, Royal Air Maroc, Royal Jordanian Airlines, Saudi Arabian Airlines and Turkish Airlines.
