Revelation of backdoor appointments and a pen down strike by employees have rocked the Nagaland Legislative Assembly Budget Session 2017. Amidst the brouhaha sits the issue of electricity, often ignored at the Assembly, albeit a sector essential to industrial growth and a major aid towards the fruition of the ‘Visions’ of the 2030 document. While the energy sector has cost the state near about a 1000cr in revenue over the past decade, it in turn also has quite a lot to gain albeit in the form of unrealised bills from consumers. Records maintained by the Department of Power, Nagaland has revealed that the total accumulated arrears due to the department at present stands at Rs. 102.26cr. Domestic consumers account for the major bulk of the arrears due to the department, the amount presently standing at a staggering Rs. 73.94cr. The amount due from commercial consumers stands at Rs. 19cr. The Nagaland state government, the administrative entity under which the Power department functions also has dues pending. As per the records, state government departments owe the Power department Rs. 9.31cr as electricity arrear. The state Home department leads the pack of defaulting departments with an outstanding

DIMAPUR, MARCH 27 (MExN): The functioning of government offices, including the Nagaland State Civil Secretariat was affected today as state government employees resorted to a pen down agitation demanding implementation of the 7th Revision of Pay (ROP). The agitation was undertaken by the state service associations as the state government failed to implement the 7th ROP from March 1, 2017. The Confederation of All Nagaland State Service Employees’ Association (CANSSEA) today informed that the state service associations have decided to continue the ongoing pen down agitation. A press note from the CANSSEA said: “the members felt that the government is not sincere to the request of the associations for implementation of 7th ROP.” It further observed that the government has not conveyed any decision except for its request to call off the agitation. The Nagaland State Cabinet appealed to state government employees against going on a pen down strike. The cabinet held a meeting on March 27 and expressed concern over the ongoing pen down strike by the

DIMAPUR, MARCH 27 (MExN): The Public Service Aspirants of Nagaland (PSAN) today extended support to the call made by the ACAUT Nagaland for Nagaland State Government to cancel all “illegal appointments.” “It is the right of every educated person to get a free and fair opportunity in matters of employment and hence, the politicians should not hinder the development and progress of the upcoming generation by appointing only their canditates in an unethical and unfair manner,” the PSAN said in a press note. PSAN viewed that the present government “will do a great deal of welfare to the educated unemployed young men and women of Nagaland if a Staff Selection Commission/Board in line with the central government’s Staff Selection Commission could be set up for recruitment to those posts which do not come under the purview of NPSC.” It meanwhile acknowledged MLA Mhonlumo Kikon “for his queries in the NLA session.”

It meanwhile urged the CANSSEA to be “firm on its demand as it is a legitimate demand in which every government servant of the state is in support of it and behind the fight.” The Nagaland Finance and Accounts Service Association has also decided to support the demand of the CANSSEA, and participated in the pen down agitation. “The NF&ASA will participate in the ongoing agitation till the genuine demands are made to bring justice to the state government employees of Nagaland,” a press note from the association said. It asked all members to cooperate and participate in the agitation, while cautioning that “strict action will be initiated against the defaulters of the order.”

DIMAPUR, MARCH 27 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland today stated that the recent “justification and reply given by Home Minister Y Patton on backdoor appointment during the Assembly session was a direct insult to lakhs of unemployed Naga youths.” A press note from the ACAUT said that the Home Minister’s response has “exposed the pitiable condition under which the department of Home is being run as personal employment industry along with its subordinate fiefdoms.” The Minister’s response that as per P&AR memorandum in 2010, appointments of lower grade posts in the police department were exempted from seeking clearance of the government was termed as a “pitiable excuse” by ACAUT. It pointed to Article 16 of the Constitution of India and its clauses which ensures “equality of opportunity in matters of pub-

lic employment...” and reminded the Home Minister that on November 5, 2015, the Chakhesang Students’ Union (CSU) had “exposed thousands of backdoor appointments in his department.” “Any layman can safely conclude that he has made no effort to take corrective measures to streamline his employment industry, depriving lakhs of unemployed youths of opportunity to compete in open recruitment,” ACAUT said. It added that the Home Department has also “ignored and undermined” the state reservation policy which reserves 37 % for backward tribes with 25% for Eastern Nagaland and 12% for others. It urged the Home Minister to cancel all “backdoor appointments” in his department and call for open recruitment as per Article 16 of Indian constitution and State reservation policy. ACAUT also appealed to the ENPO to “voice out and fight for

their rights of 768 posts which can help usher into a leap and bound economic and social up-liftmen of our backward brothers.” It further alleged that the Home Minister has “created negative parliamentary history and wrong precedence by implicating officers for the backdoor appointments instead of taking responsibility.” “This has also made it crystal clear that he is not in control of the department but the fiefdoms of Commandants and SPs are at large making the Legislative and the Executive branch of democracy in Nagaland a mockery,” it added. The Home Department’s “backdoor appointment,” it meanwhile claimed, “has outpaced NPSC in recruitment in the last four years.” ACAUT also pointed out that earlier the post of ABSI/UBSI was requisition by NPSC, which was again taken back by the home department. It therefore demanded that the recruitment for ABSI/UBSI be immediately requisitioned to NPSC.

At least 21 people were killed and 23 others injured in three separate tragic highway accidents in Senapati and Tamenglong districts of Manipur on Monday. No beef ban if we come to power in poll-bound North East: BJP says GUWAHATI, MARCH 27 (HT): Amid a crackdown in Uttar Pradesh by the new BJP government to enforce a ban on cow slaughter and illegal abattoirs, the party has clarified that a similar rule would not be imposed in three northeastern states which go to polls next year. Beef is widely consumed in Christian majority Meghalaya, Mizoram and Nagaland and the drive against illegal abattoirs in UP has had repercussions in these states. To put speculations to rest, the party’s Meghalaya unit general secretary David Kharsati issued a statement on Sunday blaming “groups with vested interest” for spreading rumours. “Ban on cow slaughter like the one in UP won’t take effect in Nagaland if our party comes to power next year. The reality here is very different and our central leaders are aware of that,” Nagaland BJP chief Visasolie Lhoungu told Hindustan Times. As per 2011 census nearly 88% of Nagaland’s population of around 2 million, are Christians. The figure is 87% for Mizoram and nearly 75% for Meghalaya. Congress is in power in Meghalaya and Mizoram while BJP is a minor partner in the Naga People’s Front-led Democratic Alliance of Nagaland (DAN) coalition in Nagaland. “There would be no ban on cow slaughter in Mizoram and other states in the region where there is a majority Christian population,” Mizoram BJP president JV Hluna said. Fresh from the electoral victory in Manipur, where the saffron party managed to set up its first government with the help of smaller parties, BJP is looking to repeat similar successes in the three states.

Behind the BJP’s spectacular success in Northeast, years of silent work by Sangh

What do T Thangzalam Haokip of Henglep, Vungzagin Valte of Thanlon, V Hangkhanlian of Churachandpur, Samuel Jendai Kamei of Tamenglong and Nemcha Kipgen of Kanpokpi have been common? They are all tribals, members of the new Manipur Assembly, elected on BJP tickets. More significantly, they are all Christians, and have been elected from constituencies where almost 99% voters are Christian. The elections in Manipur have dismantled the myth that the BJP is a party that belongs to and works only for Hindus. In Manipur, the BJP has risen meteorically to 21 seats; less than a year ago, it had swept the Assam elections, increasing its strength from 5 to 60 in the Assembly. While credit for the success in Manipur is due to a team led by Northeast Democratic Alliance (NEDA) convener and Assam minister Himanta Biswa Sarma, BJP

national general secretary Ram Madhav, the young strategist Rajat Sethi, party secretary in charge of Manipur Prahlad Patel, and Assam BJP secretary Jagadish Bhuyan among others — the party also owes is remarkable showing to the work carried out silently by a number of organisations of the Sangh Parivar, some of whom have been working in 100% Christian areas in the Manipur hills. “It is a fact that the BJP worked hard. But one must also remember that various Sangh wings have been working very hard for years, both in the Imphal Valley as well as the surrounding hill districts,” Jagdamba Mall, a veteran RSS organiser who has spent 40 years in Nagaland and was deputed to Manipur for the elections, said. “Tribal people, irrespective of their religious faith, particularly trust and respect our welfare programmes. This trust was definitely converted to votes,” Mall said. As many as 15 organisations affiliated to the Sangh have been active in Manipur, some for over three de-

cades. “All the good work these wings have done have paid dividends,” said Shankar Das, prachar pramukh of the RSS’s Uttar Assam prant, which covers most of Assam, and the whole of Nagaland and Meghalaya. Instead of openly campaigning for the BJP, the RSS wings focused on getting people out on polling day. “When you go from door to door, house to house and village to village asking voters to come out early, the message not only becomes clear, it also gets translated,” Das said. Organisations like Sewashram, Ekal Vidyalaya, Vanavasi Kalyan Ashram, Sewa Bharati, Kisan Sangha, ABVP, Vidya Bharati, Friends of Tribal Society or Van Bandhu Parishad, Vishwa Hindu Parishad, Bharatiya Jan Seva Sansthan, Bharat Kalyan Pratishthan, Bal Sanskar Kendra, and the Rashtriya Shaikshik Mahasangh have been running formal and informal education units across Manipur, and have had some impact, especially on the parents of children

attending these centres. “You should not be surprised if you find children of some so-called extremist leaders of Nagaland attending English-medium schools run by a Sangh wing,” said one RSS worker who belongs to Maharashtra but has spent over 20 years in the Northeast. Back in 1995, the RSS and its affiliated organisations had about 650 such units in the Northeast; today there are over 6,000. The number of Ekal Vidyalayas is said to have crossed the 3,000 mark. The RSS has over 120 shakhas and mandalis in Manipur alone, and its Ekal Vidyalayas — though restricted to the Imphal Valley — have touched a large number of families. “We have not only promoted Indian culture, but have also successfully driven home the point that Manipuri culture is an inseparable part of it,” said Kedar Kulkarni, who has recently moved to Manipur after having served for several years in Nagaland. And while the illegal influx of Bangladeshis resonates across the region, RSS chief Mohan

Bhagwat had, during a recent visit to Manipur, declared that the problems of the state were the problems of the entire nation. The BJP’s alliance with the Naga People’s Front (NPF) in neighbouring Nagaland — which had not gone down well with the Meiteis because the NSCN (IM) includes parts of Manipur in its Nagalim map — too contributed to the BJP’s victory. Although the Congress initially gained some ground among Meitei and nonNaga voters of Manipur underlining the central government’s signing of the Framework Agreement with the NSCN (IM), a sizeable section of Meiteis later changed mind, with the RSS playing a role in persuading them. “We have been focusing for long on the patriotism and nationalism of the Manipuri people,” Mall said. The membership of the RSS has been increasing in the Hindu-majority areas of Assam. In the Imphal Valley, Arunachal Pradesh and Tripura, the Sangh’s organisational structure

has grown from 2 divisions until 2013 to 4 now. Veterans in the RSS strongly believe that Manipur is just the beginning of the realisation of their potential in the hill states, and more is in store. The number of workers in Tripura has doubled in just a year, and with Assembly elections likely in February 2018, the BJP could give the ruling Left Front a run for its money. The RSS is also working to prepare the ground for the BJP in Meghalaya, another Christian-majority state that goes to polls early next year. Various Sangh wings are fast adding units, and last year, over 300 RSS cadres — mostly from the Khasi and Jaintia communities — paraded through Shillong in khaki shorts and white shirts, holding sticks. The BJP already has an ally in Conrad Sangma’s National People’s Party, which has a strong base in western Meghalaya — what it needs now is the help of the RSS’s wings to reach out rapidly in the eastern region of the state.

‘Understand history to resolve Sikkim preparing legislation for implementation 16-year-old girl raped, issues relating to the northeast' of United Nations Sustainable Development Goals murdered in Tripura NEW DELHI, MARCH 27 (IANS): History needs to to be understood well to find a resolution to the conflicts in the northeast, senior Manipuri journalist Pradip Phanjoubam said on Monday noting there had been little change in the manner in which governments had looked at the region post and pre-independence. "History has to be a chronicle of the state. Everything in the past is not history. It is history only if it tells the state of the nation. Much of conflict in Northeast is about that," Phanjoubam, editor of the Imphal Free Press said while delivering a lecture on "The Long, Broken Road Ahead to Reconciliation in the North-East". He also defined the two approaches needed to resolve the problems of the region. "The first approach is about how they (the people of the northeast) see themselves...that has to undergo a change. They need to know that identity is not redundant and if they don't change the approach, their identity will become redundant," he said. "You can't always be living in a perpetual conflict. The need of the hour is to resolve it at the local level."

He went on to explain the second approach, saying: "It applies to the Indian state. The state will also have to look at it very differently. We only remember the things that are becoming a problem and forget the region for all the rest of things it stands for." He also traced the rising problems in the region to the Burmese invasion of Assam between 1817 and 1826. "You had small small states emerging. You suddenly came into one state or the other. Amongst the non-state people, consciousness of the state dawns. Dealing with a situation, certain people come into state consciousness," he said. "When you start to look for a state kind of identity, you are already in a different state. This situation has called a lot of insecurity," he added. He also said that Burmese history and Tibetan history are important to understand the issues in the northeast. He also referred to the British invasion and stressed that everything in the past shaped the present condition of the region. He also alluded that there had been little change in the attitude of

the Indian government toward the region post independence in 1947. After Independence, articles 371 A and 371 C (special status for Nagaland and Manipur) "became a part of the constitution as an adoption (continuation) of the same outlook that the British instituted during their rule," he said adding: "Philosophy on the...management (governance) remained the same as it was before independence." According to Phanjoubam, "the mental boundary has to be broken... it doesn't depend much on the physical boundary. Some psychological change is needed". Highlighting the boundaries of the mind, Phanjoubam said that the idea of nation as a "cultural container" (melting pot) hasn't worked in the northeast. "You are thinking of connectivity (between the northeastern states and the country). You don't put them on track, you also don't merge them together. Some kind of federation always sustains," "The idea of nation as a cultural container hasn't worked, especially in the northeast." "We need to open up windows. You don't have to bring up walls," he said.

Two universities in NE closed down in last three years: UGC NEW DELHI, MARCH 27 (PTI): Two universities namely EILM University in Meghalaya and CMJ University in Meghalaya were closed in the last three years, according to the data by University Grants Commission. The data was cited by Minister of State for HRD, Mahendra Nath Pandey in response to a written question in Lok Sabha. "The CMJ University was dissolved by the state government of Meghalaya after complaints were received against the varsity," Pandey said. The varsity approached the Meghalaya High Court against the state government's decision and the

court had set aside the dissolution order citing legal technicalities. The Meghalaya government in response moved Supreme Court and the matter is sub-judice. "The UGC has also informed that the EILM University was dissolved by the state government and is not functioning since December, 2014," the Minister said. Both the universities were permitted to offer courses under regular mode at its main campuses only and degrees of those students in regular mode are valid. The Sikkim govt has also informed that the present students of the EILM University have been relocated, he added.

This path-breaking law will be called "Well Being of Generations Act" and it is in the final stages of preparation, the ruling Sikkim Democratic Front (SDF) MP said. "Sikkim would be the first state in India to enact such a legis-

lation for implementation of 169 targets set under 17 MDGs which practically cover all aspects of human development," Rai said. There will be several subordinate legislations, rules and regulations under this law for implementation of SDGs in various sectors including climate change and disaster risk reduction. AGARTALA, MARCH 27 (PTI): A 16-year-old girl was allegedly raped and then murdered at Dharmanagar, headquarters of North Tripura district, about 220 km from here, police said today. The girl, a student of class IX received a phone call from a known person on Saturday evening and left her house, Superintendent of Police, Manik Das told reporters. Her body with multiple injuries was recovered from an abandoned house at Link Road of the town on Saturday midnight. Gold hits one-month high after Trump doubts knock dollar, stocks LONDON, March 27 (reuters): Gold rallied more than 1 percent on Monday after U.S. President Donald Trump’s failure to push through a healthcare reform package on Friday raised questions over his ability to deliver promised tax cuts and spending plans. That knocked the dollar to a four-month low versus a currency basket and drove a drop in stock markets, with European indices sliding nearly 1 percent in early trade and U.S. stock index futures hitting six-week lows. Some of the banks and non-banking companies that have shown interest to partner with India Post Payments Bank are YES Bank, Union Bank, State Bank of India, Deutsche Bank, Barclays, HSBC and Royal Sundaram. The payments banks are different from regular banks and are not allowed to undertake lending activities directly. CRPO in a press statement alleged that the accused, a DMC candidate, “without any provocation or incitation, physically assaulted and verbally abused Pothita Phesao who was visiting his plot of land for developmental works.” Decrying the action of “such a person of leadership stature who has stooped down to such a level…,” the release issued by General Secretary, Vesüpra Luruo and President, Puyoyi Nyekha asserted “This type of unprovoked assaults and threats should not

become a norm and cannot be condoned or tolerated in a civilized society.” The organization further endorsed the ultimatum issued by the Yorübami Village Council, a constituent village of the CRPO. It also appealed to the law enforcement agencies to book the accused so that justice is carried out at the earliest without further delay. In a separate press statement, WCYO stated “such a person (accused) should not be roaming freely in any civilized society for peaceful coexistence.” Meanwhile, the youth organization pointed out that the police is yet to submit chargesheet to the court. Therefore, it demanded the police to submit the charge-sheet and arrest the accused immediately on or before 29/4/17 so as not to aggravate things further.

The 12-day long Transformation Crusade 2017 concluded here on Sunday under the theme ‘Arise and Shine.’ Speaking at the concluding day on Sunday, Rev. Zotuo Kiewhuo, Sr. Pastor, Koinonia Baptist Church & Principal, Kohima Bible College said Jeremiah was concerned for his physical health and not for his spiritual growth for he was not happy. Speaking to the congregation about one’s physical health which are only temporary, he said “we should not neglect our spiritual growth.” “If we are not happy inside, our outward appearance would also be different,” he added. The crusade involved more than 300 volunteers, more than 100 councellors and around 42 prayer groups, 429 prayer warriors. More than 250 people were delivered from different bondages and were counseled, while many people claimed to have been physically healed from various sicknesses. A New Consciousness

T

he present generations of Nagas are earnestly searching for change, but are unclear of its direction, and, more importantly remain unsure of the means for actually transforming their aspiration into reality. The gap between aspiration and reality has created uncertainty and confusion, which is undermining people’s confidence and well-being. Making the transition involves some significant factors; primary among them is developing a new consciousness. This new consciousness is a call for self-realization and re-examination of the Naga way of life, Naga culture and worldviews, of Naga beliefs and the Naga shared future. A new consciousness can bring to public expression the hopes and yearnings for all Nagas, future, past and present, that have been denied for so long. This new consciousness can expose the hypocrisy of injustices and enable a new political imagination that empowers the idea of a shared humanity that makes living together in dignity possible. In essence, this new consciousness can liberate the peoples’ self-determining capacities that will shape and define a shared harmonious existence. The new consciousness can effectively examine the present brainkruptcy and work towards reviving genuine liberatory politics through an effective democratic process of critical reflection and self-analysis. The new consciousness will give rise to a political imagination that can maximize the people’s ability to participate effectively and meaningfully on all issues that impact their lives. Such inclusive participatory processes can usher in a new era of accountability, openness and transparency whereby the people themselves take responsibility for their political destiny. Using these approaches the people will increasingly become more independent, and help them learn lessons from as they move forward. Any new consciousness has to be grounded in the Naga vision and history to the present day and systematically develop awareness of the role that ‘the powers that be’ play in deliberately arresting Naga culture. By defining Naga culture in concrete terms the people can dispel the myths and the tendency to think of Naga culture as static. In doing so the new consciousness enables Nagas to present and demonstrate a historical and political evolution of the modern Naga. The new consciousness requires new Naga leaders to emerge who can inspire and guide the people to break out of these destructive patterns and cycle of confusion, which is more urgent than ever. Leaders are needed who have the patience to listen to the people, and together find new ways towards a shared future. This need is stronger than ever before in this present moment of history. Finally, the new consciousness can facilitate forming a new understanding; one that recognizes and accepts differences through dialogue, which requires forming genuine relationships. In developing a new consciousness, Nagas can maintain a solidarity that enables the people to resist attempts that fragment their resistance and to create a culture of resilience that originates from a common heritage of shared values, common experience and a common envisioned shared future.

Time for Mexico’s judiciary to react to impunity and human rights violations

T

he human rights situation in Mexico has deteriorated remarkably. The war against drugs has had a critical effect on the increase in violence generated by criminal groups, but also in crimes committed by state forces. Despite the fact that the Mexican government, acknowledging this situation, has taken measures to deal with it, the reality is that human rights violations and the lack of an adequate response by the judiciary remain the rule rather than the exception. This is the context in which, on the night of September, 26, 2014, forty-three students disappeared from the rural teacher training college Raúl Isidro Burgos in Ayotzinapa, Guerrero. Although this was neither the first nor the last case of disappeared persons in Mexico, their sheer number, the fact that they were students, the involvement of state forces at different levels, and the persistence of the victims’ family members converged to trigger national and international public indignation. Within the framework of the precautionary measures being processed by the Inter-American Court of Human Rights (IACHR), and as a result of the agreement reached between this institution, the Mexican state, and representatives of the victims, an Interdisciplinary Group of Independent Experts (GIEI) was created and commissioned to carry out a technical check-up of all the actions taken by the Mexican state after the students’ disappearance, not only regarding their location, but also the lines of inquiry and the assistance to the victims. The GIEI was an unprecedented experience of collaboration between the Mexican state and the IACHR in monitoring a case in real time. Composed of five international experts, the GIEI showed that it is possible to investigate this type of atrocity by treating the victims with due respect and consideration. Its findings on the Ayotzinapa case - spelled out in two reports - were fundamental but, possibly, its most important legacy was the X-raying of the Mexican criminal justice system and its recommendations for improving it. A perfect complement to the work done by the GIEI was the report Undeniable atrocities: confronting crimes against humanity in Mexico, published last year by the Open Society Justice Initiative (OSJI) together with five Mexican civil society organizations. This report contains an accurate analysis of the crimes committed in Mexico during the last decade and indicates the existence of reasonable grounds to think that crimes against humanity have indeed been committed, both by state and nonstate actors, all of which must be duly investigated and tried. The report also includes recommendations for different actors, and puts forward the proposal to create an international investigation mechanism for heinous crimes and big corruption cases in Mexico. The diagnosis is clear enough: the Mexican judiciary must assume its responsibility for dealing adequately with the legacy of serious human rights violations committed during the last decade. If current conditions do not permit it, we need then to think creatively and not rule out international support - as happened in the case of the Ayotzinapa students. The lack of political will could be effectively confronted by a judiciary determined to seriously face the challenges posed by the current situation in Mexico. There are many examples of this in Latin American history. The time has come for Mexico’s judiciary to react. In order to contribute to this reflection, and also to help to better understand the situation of the country in the rest of the continent, the Due Process of Law Foundation has just published a special edition of its magazine AportesDPLF dedicated to the current human rights situation in Mexico. For it is essential to provide elements of analysis which can contribute to advancing the arguments in favour of rights and appropriate justice, worthy of a democratic country, now regrettably burdened by extremely serious levels of violence and impunity, quite unprecedented in any modern democracy.

Taking on the sand mafia Hired thugs won’t stop the South Indian activist S Mugilan

T

he latest attack came on 13 December 2016. At a bend in the road a lorry blocked the route along which S Mugilan was travelling with an activist colleague and his three children. They were driving back at night from a public meeting against the plundering of sand from the River Cauvery by politically connected contractors and sand-mining agents near the town of Karur in the southern Indian state of Tamil Nadu. A dozen hired thugs fell upon their car. ‘Managing to open the door, they pulled me out legs first but I clung on desperately. They grabbed my throat and asked me to leave Karur and never come back,’ says Mugilan. ‘Even though it lasted for only about 10 minutes, they managed to hurt me pretty badly. The locals, seeing us being attacked, rushed to the car and the thugs dispersed. The children were traumatized.’ Later that night, they went to the district collector’s house and went on a dharna (sit-in), asking for a case of criminal assault to be registered. It took many hours of persuasion to do so. The next morning they heard that a counter-charge had been registered, alleging that Mugilan and company were the perpetrators of the violence. ‘This is what usually happens. It’s just another day in the life of anyone like me who the powers-that-be are afraid of,’ says Mugilan. ‘At least now we know that we are making a real impact here.’ This incident is the latest in a line of assaults that Mugilan has faced in a lifetime of human rights and environmental activism. A tradition of protest ‘My village, Chennimalai, located in the “textile belt” of Tamil Nadu, has always had a history of protest,’ says Mugilan. ‘Even 200 years ago, when the East India Company was trying to collect taxes here, the king of this region, Chinna Malai, defeated the British army thrice in battle, albeit with the help of the legendary Tipu Sultan. ‘More recently, the people here have executed long-standing protests for labour rights in the textile industry. This inherent celebration of socialism as well as this tradition of protests definitely shaped me. ‘My first exposure to ideas of social justice was when I was 9 or 10. The owner of a barber shop I was often taken to was a great admirer of the then newly formed DMK or the Dravidian Progressive Party. He was illiterate, though. Every day he would get a copy of the party’s official news organ Murasoli and my task was to read it out aloud. ‘My father was a farmer and my mother took care of our household. Even though they weren’t actively involved in political agitations, they never discouraged my siblings and me from doing what we thought was right. When I was in college, my father was summoned many times to be informed about my student activism.

leather factories and dyeing units. We targeted the particularly polluting units and were reasonably successful in shutting them down.’ This was not without consequences. In November 2008, Mugilan and his comrades were attacked by about 70 men armed with kadaparais (crowbars) and aruvals (curved machetes). They were left with injuries which required weeks of hospitalization. Asked about how she deals with constant threats to her family, Mugilan’s wife Poongodi says, ‘When they call, I just tell them to do whatever they can. There’s no point in being afraid of these people.’ While involved in a three-year-long agitation against a nuclear power plant in the town of Koodankulam, Mugilan was confronted with the theft of beach sand by the mining mafia there. The sand mining on Tamil Nadu’s east coast is so rampant that entire stretches of beaches have disappeared. Just one case filed in the Madras High Court alleges that $14 billion worth of sand was illegally mined by a single mafia boss and his company. ‘In the village of Idinthakarai, there are many who have been brutally killed for raising their voices against mining.’ In the last decade, Mugilan has been at the forefront of protest against environmental degradation. You were expected to turn a blind eye to a lot of things and I just couldn’t do that.’ Discovering the Tamil Nadu Marxist Party, he lost interest in the job. ‘How we dealt with things as a party was a great lesson for me which I still hold dear, even though I am out of the official party now. We protested against the rampant availability of alcohol and drugs, the caste system and overreach of government officials and the police. We always had the people on our side, though, and that is one reason why I’m protected even today. As long as the people you are agitating for protect you, there is relative safety from hired thugs.’

The politicians here, like how dogs like to come lick everything, they come and take a lick – that is, get a cut from whatever project is going on, regardless of how badly it will affect their own people,’ says Mugilan. ‘First, people need to understand that natural resources are their common property. Then, that they have to protect them from those who are trying to exploit them for commercial purposes.’ Mugilan considers the people he organizes and works with as the real revolutionaries. ‘I believe there are three types of people. The first, who only think about themselves, the second, who think they can’t do much but are willing to help those who do. Finally, the third type are those who are determined to change how things work. Having a fundamental care for my society, I belong to this type. ‘I realize the path I have chosen is risky. Every day, the greatest happiness is that I’m alive to see tomorrow. Tamil Nadu, like many other parts of the world, is being swindled and destroyed beyond recognition. The job is for working people all over the world, not just here, to come together against such swindling. We’re up against big capitalists and imperialists. Great strength is needed to defeat them.’

frica is set to experience a unprecedented boom in demand for animal foods over the coming decades that if not properly managed could lead to the spread of new diseases, damage the environment and affect people's livelihoods, experts say. The United Nations forecasts demand for meat, milk and eggs in Africa will almost quadruple by 2050, fuelled by a ballooning population - expected to double to 2.4 billion - and a growing appetite for high-protein foods driven by rising living standards. This is despite the fact that more than 20 million people are currently struggling to feed themselves because of hunger crises spurred by drought and conflict in the Horn of Africa and the Lake Chad region. "The entire continent is going to change in the next couple of decades," said Ugo Pica Ciamarra, a livestock economist at the U.N. Food and Agriculture Organization (FAO). As meat products and livestock are perishable and difficult to export, demand is to be met mostly by local producers who will move deeper into wild areas to make room for cattle, chicken and other animal farms, he said.

Such expansion will bring risks to human health, as viruses hosted by wild animals could move onto domestic animals and people, said FAO's Chief Veterinary Officer Juan Lubroth. "We are going to encounter new pathogens," he said. Three-quarters of emerging infectious diseases in recent years have spread to humans from animals or animal products, according to the World Health Organization (WHO). The FAO officials said African countries should start preparing now to contain the risks of pandemics by training more veterinarians, improving access to clean water and regulating the market before it booms. For example, chicken farms should be separated by 50 to 200 metres to limit the possibility of contagion when an outbreak occurs, said Lubroth. East Asia, where per capita consumption of meat products has skyrocketed five-fold over the last half century, became a breeding ground for new diseases, like the SARS virus and bird flu, partly because livestock farms sprawled unchecked, they said. "In Asia there was a lot of excitement about high growth rates but no one was really thinking 20 years

ahead," Pica Ciamarra told the Thomson Reuters Foundation in an interview. "That's the main lesson (to be learned)". Some West African countries are already dealing with outbreaks of the highly contagious H5N1 bird flu virus that have raised fears of transmission to humans, given poor health infrastructure in the region. "It's a ticking bomb," said Lubroth. MIGRATION AND CLIMATE CHANGE Improving access to electricity, roads and markets in rural areas is also vital to stop farmers clustering around cities, increasing the risk of disease transmission from animals to people, said Pica Ciamarra. Paired with labour and fiscal policies favouring small and medium producers, better infrastructure would also help small farmers scale up their businesses. Otherwise many of the 60 percent of rural households that keep animals in Africa would be forced out of the market by big producers, and, having lost their livelihoods, pushed to migrate to Europe or elsewhere. Unchecked livestock growth also threatens to worsen climate change, which is expected to cut harvests in

developing countries in the long term, also bringing more frequent drought and erratic rainfall. As a consequence an additional 42 million people will be vulnerable to hunger in 2050, the U.N. estimates. Livestock accounts for more than 14 percent of planet warming emissions, mainly from animal burping, manure and feed production, according to the FAO. Pica Ciamarra said investments should be directed at making African livestock healthier, by increasing vaccinations and switching to more nutritious feeds, to boost production without increasing the number of animals farmed. "In Africa a local cow can produce say five litres of milk per day, we are at up to 30 here (in Europe), you see the difference," he said. In February, FAO launched an initiative to identify policies to foster a sustainable growth of the livestock sector with six African countries, including Ethiopia, Kenya and Nigeria. "We want to make sure policy makers start ... to develop an idea of how they would like the system in 2050, rather than being passive and then face challenges that they will not be in a position to address," said Pica Ciamarra.

The question of what currency an independent Scotland would use remains open. In 2014 the SNP proposed keeping the pound despite the implied dependence on the Bank of England and the British authorities' rejection of the idea. Sturgeon has said using sterling is a "starting point" for an independent Scotland. Former Bank of England governor Mervyn King has said he does not think using the pound would be a major complication, but he pointed to another - public finances.

hile the economic case for Scottish independence once centred on oil, people like company director Niall McLean now argue that trade is the way to ensure their country's future prosperity and avoid the damage of the United Kingdom leaving the EU. Turning Scotland, which sells two thirds of its exports to the rest of Britain, into a heavyweight international trader would be tough. This is especially so because a dive in global oil prices since Scots voted on - and rejected - independence in 2014 has hit its economy hard. With the Scottish National Party (SNP) which runs the devolved government pushing for a new referendum, opponents of dismantling the 300-year-old union say the economy can ill-afford another divisive campaign and its inherent uncertainty. But McLean says uncertainty is a given anyway as the government in London prepares to negotiate Britain's departure from the European Union after 44 years in the trading bloc. "At the end of the uncertainty you have to think of where you want to be," said McLean, who sits on the advisory board of Business for Scotland, a pro-independence group. "Independence gives us a route where the EU market is still open to us and there is a way forward for trade. Brexit is the opposite." His firm, Geo-Rope, provides civil engineering services across Britain and continental Europe. And just as McLean needs the bloc as a market, he also needs it as recruitment pool: his 200 staff include many citizens of other EU countries whose future right to work in Britain remains uncertain after Brexit. Last June's vote by Britons to quit the EU has altered the political landscape; England, the United Kingdom's most populous nation, opted along with Wales to leave; the Scots and Northern Irish wanted to keep their EU membership. Scotland's First Minister and SNP leader Nicola Sturgeon says Brexit has dissolved the certainty that the United Kingdom once offered; faced with being taken out of the EU against the will of the majority, Scots must have a new choice, she argues. Independence offers them an opportunity to stay in the bloc, or at least its single market, after Britain exits. British Prime Minister Theresa May, who would have to sign off on any binding referendum, has said now is "not the time" for one but Sturgeon is raising the pressure for a vote between the autumn of next year and spring of 2019.

the SNP argued that tax revenues from North Sea oil production which go to the UK exchequer should belong to an independent Scotland, providing a cushion of prosperity for its five million citizens. In the end a majority did not see the sense of breaking with Scotland's biggest trading partner and its currency, the pound. Since then, oil prices have dived from $100 a barrel to half that, leading to a collapse in North Sea tax revenues and hurting Scottish regions that service the offshore energy industry, notably around the east coast city of Aberdeen. Nationalists and unionists both want expanded trade, but argue over which market should take priority. With 8 percent of the UK population and annual economic output of 150 billion pounds, Scotland sells 50 billion pounds ($62 billion) in goods and services to the rest of Britain. In 2015, that amounted to 63 percent of Scottish exports, compared with just 16 percent to other EU member states, Scottish government figures show. "If everyone in Scotland agrees that free trade with Europe is important - and we do - it is literally impossible to deny that trade with the rest of the UK matters four times as much," Ruth Davidson, who leads May's Conservatives in Scotland, said earlier this year. This opinion is shared by many in the divided business community. MARKET, WHICH MARKET? Oil no longer dominates Scotland's Campaigning for succession in 2014, trade. In 2015 petroleum and chemi-

cals were only the third biggest international export industry, earning 2.8 billion pounds. By contrast food and drink, including Scotch whisky exports, brought in 4.8 billion. If another referendum is held, SNP projections will assume oil produces no tax revenues, its economic strategist has said. As in most developed economies, services are by far the biggest sector, accounting for 75 percent of Scottish gross domestic product. Among these are tourism, a large financial industry centred on Edinburgh and firms like Geo-Rope. The SNP denies independence would mean business turning its back on neighbouring British markets. Scottish Economy Secretary Keith Brown has cited Canada, which sells 75 percent of its exports to the United States. "Are our opponents really saying that Canada cannot be independent because their largest trading partner is America?" he asked. "Of course not, because their argument is illogical nonsense." GATEWAY TO THE EU Economists are divided over the longterm consequences of Brexit but Simon Wren-Lewis, Professor of Economic Policy at Oxford University, estimates it could cut average British incomes by 10 percent by 2030. "If Scotland, by becoming independent, can avoid that fate then you have a clear long-term economic gain right there.

NO ISSUE WITH BORDERS Before 2014, Scotland's economy grew for a few years in line with broader British GDP but this changed after oil fell that year. In the third quarter of 2016, Scottish GDP rose just 0.7 percent year-on-year compared with 2.2 percent for Britain. Scotland ran a estimated 15 billion pound fiscal deficit in the year to March 2016, equal to around 10 percent of its annual GDP. EU states are supposed to limit their deficits to 3 percent; the UK figure was 3.8 percent. David Eiser, a fellow at economic thinktank Fraser of Allander Institute and an adviser to the Scottish parliament, said tough questions would face an independent Scotland. "How do you fill what is a very large gap? Are there types of economic activity that aren't being taxed at the moment, such as in the digital economy ... and where do you cut chunks of public spending?" he asked. Businesses are keen to keep free movement of EU labour which has helped redress an ageing and shrinking population. About 181,000 citizens of other EU states live in Scotland, around 3.4 percent of the population. A third work in hotels and restaurants and around 20,000 in the 14 billion pound food and drink sector, much of which is in outlying areas. Tom Barrie runs a transport and logistics firm employing around 450 drivers from Britain, France and the Netherlands. "If we don't have free movement of trade and free movement of labour, that will damage my business," said Barrie, who supports independence and wants Scotland to keep the pound. Barrie is confident that, post-independence, a deal could be struck with London avoiding trade barriers, citing the example of the open frontier between British Northern Ireland and the Irish Republic, which uses the euro. "In Ireland they have two currencies and one country and don't have a border. I'm a frequent visitor and it has no detrimental effect to life there."

lavery and colonial exploitation are fundamentally entwined with Britain’s modern prosperity “When you left London the East India Company was a trading company,” Tom Hardy’s troubled anti-hero James Delaney is warned in the second episode of the BBC’s prime-time drama Taboo. “Now it is God Almighty.” Discussing the show before it aired, writer Stephen Knight referred to the East India Company as “the equivalent of the CIA, the NSA and the biggest, baddest multinational corporation on earth, all rolled into one self-righteous, religiously motivated monolith.” The East India Company (EIC) was certainly both economically and politically powerful in early 19th-century Britain. With large swathes of the Indian subcontinent under its control by 1818 and financial clout in London exceeded only by that of the Bank of England, the EIC didn’t get where it was by playing nicely. “We’ve screwed Maharajas, and we’ve screwed Moghuls,” the EIC’s fictional

numerous delegations from Indian rulers arriving in London in the first half of the 19th century could attest. These rulers believed that if they could present evidence of broken treaties, annexed lands and nonpayment of obligations in the imperial capital, they would receive redress for the EIC’s bad faith. They were wrong. The slow encroachment of the East India Company on Indian land, resources and political authority continued unabated until it was violently cut short by the Indian Uprising of 1857. Absent India But India is strangely absent from Taboo’s depiction of early 19th-century London. London’s multi-ethnic foreshore features Africans, Chinese, a “Malay” and even a Maori, but there is little sign of the Indian lascars (sailors) and dockworkers who would also have populated the banks of the Thames. The EIC is positioned as an all-powerful antagonist, but the subcontinent from which it drew most of its wealth and power is alluded to only briefly, in vague references to a dispute between it and the

desk, while the plot centers around the trade in sea otter pelts from Vancouver to Canton and the anachronistic involvement of a company ship in the transatlantic slave trade. In 1804, when the slave voyage that forms a narrative cornerstone of Taboo is supposed to have taken place, the slave trade was still legal. So the ill-fated voyage of the Cornwallis is presented not as a breach of national law, but of East India Company policy. Presumably, this is to get around the fact that the EIC was not involved in the transatlantic trade in this period. The last known voyage of an EIC slave vessel left Cabinda, in Angola, in 1765, nearly 50 years before the action in Taboo. That human cargo was headed for Bengkulu in Indonesia, not the sugar plantations of the West Indies. The EIC’s involvement in slave trafficking is a story that deserves to be told, but it was largely confined to 17th and early 18th centuries, and to the Indian, rather than the Atlantic Ocean. Pedantry over historical accuracy is exactly why my husband won’t watch period dramas with me anymore. The use of a supposed outbreak of cholera to cover up various illicit goings on in 1814 might be jarring given that the disease did not reach Britain until 1831, but ultimately the anomaly does not detract from enjoyment of the drama. Similarly, much of Taboo’s plot exposition regarding the nefarious activities of the East India Company goes on under the protection of the “raised hand,” which when raised in meetings excludes key revelations from the official minutes, and so from the historical archive. We do not know if this ever really happened, but is a clever device that creates space for some dramatic historical flights of fancy. As a historian of the period, I found it an evocative reminder of the silences in the historical record and the limitations on what we can glean about how the company functioned from its voluminous manuscript records. What we know about the way the EIC operated, and how it related to Parliament, the crown and its colonies does conflict with its representation in Taboo. But, of course, in historical research

Imperial Villains But I do find other elements more significantly problematic. Particularly, the way in which Taboo inflates the role of the EIC as a global power, while simultaneously erasing its most significant sphere of influence and its most profound impacts. The East India Company is presented both as more powerful than it actually was and as guilty of atrocities it was not responsible for. Meanwhile, many of the crimes it actually did commit, such as facilitating the opium trade, exacerbating rural poverty and famine, and aggressively extracting revenue in India are written out of the narrative. Admittedly, the institutionalised exploitation of colonial resources through over-taxation and the slow drain of wealth are not particularly televisual, but they had long-lasting consequences for Indian society and economy. The silences and exaggerations in the depiction of this period of Britain’s colonial past are also important because they speak directly to how we understand the relationship between colonial exploitation and Britain’s social, economic and political development. In a world in which jingoistic nationalism and imperial nostalgia are becoming increasingly potent forces, Taboo’s portrayal of the dark heart of colonial expansion is a timely reminder of the violent, ambivalent and amoral origins of globalization. There is no doubt that there are some very “bad hombres” in this show, including Delaney himself (whose character seems to be symbolic of both British colonial violence and imperial paranoia about supposed “native” savagery). Yet by focusing on these Machiavellian figures as the movers and shakers of empire, Taboo allows the viewer to disassociate imperial misdeeds from mainstream British history. In doing so, it overlooks the pervasiveness of the imperial connection, its importance to the development of modern Britain and the deep structural inequalities that resulted from Britain’s global expansion. Far from being the preserve of pantomime villains and all-powerful and unethical corporations, the impetus for—and profits from—slavery and colonial exploitation were deeply embedded in everyday

s a young boy I remember myself rebellious, self-willed and difficult. Growing up with two brothers and two sisters, and a drinking dad, life was not always been delightful. However confused things were to my boyish mind, my mother’s presence would lighten them up. She had a beautiful soul and an uncanny aura that exuded fairness and compassion. Born with not too many words I relied much on tailing close to her to divest myself of my cares. A fleeting glance and she knew but never ask. Often times she would rather I work out my problems. Amidst all the chaos in the little world under the roof of our dilapidated house, there was this warmth. There need not be a fire to keep the house warm when there is a mother. The comfort of coming home had always been my mother’s presence. I would hang around waiting for mom to come from her fields. When she’d finally come back I would still have nothing to do but a warm blanket of comfort had wrapped around me and I’d feel complete again. Then came a time when I suspected I had a rather queer mother, because whenever I happened to engage in a fight with anyone it was always I who would be at the receiving end, with some whacking. Unlike some mothers she never took side with me. For the right my reward was “you did well”, for the wrong always was never nice. Like many other children my brother and I were friends and also enemies and we seemed to take turns to make each other cry. On any of those incidents, if it was not a mistake and my mother happened to have noticed, without doubt I get the larger share because I am the older- two for me while one for him. Thus, more or less, mom’s scale always measured right. Like every good mother she knew her children well enough to know the likes and the distastes of all of us. If she were to reprimand someone she never did it with anyone around, she always looked for the perfect time, and since she had already slept with the issue, the best words in the most precise way. My father’s drinking habit had always been something she never came to terms with. If there was something she knew but fiercely refused to show was fear. I remember us siblings draped in warm old woollen shawls under the clear winter skies sitting round mom and she would narrate to us biblical stories and folklores. My mind took wings and very soon I would leave my body to be flying with the angels looking down at Jesus in the manger and I planted a kiss on His forehead, or I surpassed the cripple who, according to the legend, must latch the gate being the last man to reach. Sometimes she would teach us songs which she already did when she was free. Everything she called us to do was always very interesting. We’d scamper to our own room with the sound of dad’s arrival, the mirth suddenly turning to dread. We loved him in the morning and feared him in the evening. The spirit in his veins he did become another man in the evenings. Very soon I realised mom had been doing all these to keep our minds away from fear. How she suffered for us. From where she gathered the strength to not give up on us is a mystery. And to think we were not the most obedient bunch of children to have lightened her burdens. She saw to it that nothing about her betray the slightest sign of frustration lest trepidation fill our flimsy hearts which must have been the last thing she would want happen to us. She never tired giving advice, you wanted it or not. She had so many good things to say, so many warnings, and so many restraints. She would repeat herself time and again, “Respect young and old alike. God loves the humble. Man may attribute this quality to the weak but remember we are not more human than a cripple, a deaf, a blind, a maid, a mason etc. then who are we to lord over?” No doubt, I failed to make mine many of what she insisted I should be, yet she did give us enough to ponder over when we go astray. She kept assuring us or more to herself that even someone like my father could change; that prayer is the most powerful weapon. She prayed for us day and night, and sometimes I listened to if she had forgotten to add my name in her prayers. She never forgot. Inexplicable as it were, her prayers finally brought to fruition when one day father promised to do away with his devil. All through the roughest roads she never parted with her only true friend, God. Mother was full of antics. She had a collection of funny stories and songs composed then and there or some local love songs and even hindi songs. When sometimes, inevitably, things heated up she would get on with her larking and let fly the safety valve. Oh, how she loved to joke with us! She was quick to notice the funny side of things. Many of the best moments of my life were shared with mom. We’d race to the field, tried beating each other digging to a target mark and when we were to have our lunch she would sing some songs or perform some of her silly antics making us often squirm over the clods, laughing. It has been two years since the warmth dissipated. Life tainted with remorse over my loss and over what more could have been done but not done. She ran up to my lap, overjoyed to see me: “Look, Acü, I know you will not understand me right now but you are more than I

Suicide attempts decriminalised for mentally ill LS passed a bill that seeks to decriminalise suicide attempt by mentally-ill people and provides for the right to better healthcare.

New Delhi, March 27 (pti): Parliament passed a bill that seeks to decriminalise suicide attempt by mentally ill people and provides for the right to better healthcare for people suffering from mental illness. 'The Mental Healthcare Bill' also has a provision to protect and restore the property right of the mentally ill people, Health Minister J P Nadda said in the Lok Sabha, just before it was passed by the House by a voice vote. All the amendments moved by the opposition members were defeated. The Rajya Sabha had passed it in August last year with 134 official amendments. The bill provides for decriminalising suicide attempt by mentally ill persons by making it non-punishable under the Indian Penal Code. It also focusses on communitybased treatment and provides for special treatment for women. The bill seeks to ensure health-care, treatment and rehabilitation of persons with mental illness "in a manner that does not intrude on their rights and dignity." While replying to a debate on the bill, Nadda described it as a "patient-centric" measure and said there was a need to empower the patients so that they could secure proper treatment. The legislation has been brought after wider consultations with the stakeholders, he said.

"There were consultations at the regional level, as well at the Centre. After consultations with the stakeholders the bill was sent to the Standing Committee and post amendments it came to Rajya Sabha." Most of the suggestions of the Standing Committee were accepted by the government, the Health Minister said. Around 29 members participated in the discussion and almost all of them extended support to the bill. Stating that the 1987 Mental Act was institutionalised, the minister said that in the present bill, instead of the institution, the focus was on the community. The bill is a "progressive legislation" and intends to take care of everyone in case of any exigency, he said. Describing the bill as "historic", the Health Minister said with the support of all, "we can develop the mental health services." There was a need to take care of the health and hygiene of the patients, he said, adding the right of a child with his/her mother will also be maintained. Sterlisation would not be conducted on a person who is mentally ill, Nadda said, describing it as "an insane and inhuman act." In a surprise statement, Sena MP and Saamana Executive Editor Sanjay Raut said the National Democratic Alliance - of which Sena is a member - and the BJP in particular should think of the RSS Sarsanghchalak if it wanted to fulfil its dream of achieving a "Hindu Rashtra". "This has been discussed in our party. Even Sena President Uddhav Thackeray is of the opinion that for making India a 'Hindu Rashtra', Bhagwat should be made the President," Raut told mediapersons. He said a staunch Hindu nationalist like Modi was the Prime Minister and another Hindutva proponent, Yogi Adityanath, had become Chief Minister of India's most populous state Uttar Pradesh. 'No liquor vends on highways will decrease accidents' paNaji, March 27 (iaNS): The Goa Police on Monday said the Supreme Court ban on liquor vends on state and national highways will help cut down on drunken driving and consequently road accidents in the coastal state. The stand comes in the wake of Goa government's assurance to liquor vends located within 500 metres on either side of the highways in Goa of doing "something" to save them from shutdown. On December 15, 2016, the Supreme Court ordered the state governments to not renew the licences of liquor vends operating within 500 metres of the highways after April 1. Deputy Inspector General of Police Rupinder Kumar told media here that the Supreme Court order will act as a deterrent to drunken driving. "In Goa, where highways are not wide enough, if the liquor vends are taken back 500 metres from the roads as per the apex court guidelines, it may act as a deterrent for drivers to get down and walk some distance to buy liquor," Kumar said. According to an Excise Department survey, nearly one-third of the 11,000 licensed liquor stores in the state will have to close down in the wake of the Supreme Court order.

Highlighting the shortage of medics and paramedics, BJP member Heena Gavit said there are only 4500 doctors specialised in mental health when the requirement was 12,500 and 3000 nurses per one lakh patients having mental disorders. She rued that the country does not have any Phd seat for research in mental health. She said there should be a proper mechanism to take consent of patients for their

treatment and they should not be treated as an "experimental animals." Sule wanted to know what would happen to the child after he/ she turns the prescribed age. Mahtab, along with Gavit and Sule, noted that the budget for the mental healthcare is abysmally low. Sule also demanded inclusion of drug addiction and alcholism into the category of mental disease. Supporting the legislation, Ravindra Babu (TDP) said, this was one of the "finest legislation" in last three years, but it mostly focuses on schirzophrenia. K Vishweshwar Reddy (TRS) said while the earlier laws on mental health were "regulation centric", the new bill is "patient-centric". Referring to Nobel prize winning mathematician John Nash, a patient of schizophrenia, who made fundamental contributions to game theory, Reddy said, at least he had support of his family. The movie 'A Beautiful Mind' was based on his character. "Although he had severe disabilities, he also had other capabilities," he said. The TRS MP said the bill should have taken care of property of patients suffering from mental health as "cruel relatives" may exploit them under this pretext. Supporting the legislation, Ratna Dey (TMC) demanded stringent punishment for doctors who falsify mental health cases.

Li Max Joy, who hails from Kerala and works as a part-time taxi driver, was attacked by a group of five youngsters at McDonald's restaurant in north Hobart on Saturday. They hurled racial abuses like "you bloody black Indians" at him and assaulted him, reported The Mercury newspaper. The 33-year-old victim said that the teenagers had been arguing with the McDonald's manager when he reached the restaurant to have coffee, but turned their anger on him when they noticed him. "They were angry at the McDonald's staff but turned their anger on me in the car park and then inside the store," he said. Joy said he was punched 30 to 40 times. "Three of those boys punched me in the face and said, 'You

Joy said that he has been living in Hobart for eight years with his family and also narrated another such incident that happened with him a week ago. Joy also sent a detailed email to External Affairs Minister Sushma Swaraj about the incident. Another taxi driver was assaulted by four men in a racial attack in Hobart in June last year.

Jaitley introduces four GST bills in Lok Sabha

New Delhi, March 27 (iaNS): India moved a step closer to becoming a unified market in line with the federalist vision of the architects of its Constitution with the tabling in Parliament on Monday of the GST Bill, which extends pan-India except to Jammu and Kashmir. While welcoming the development, industry, however, called for a postponement of the targeted implementation date of July 1, to allow it to prepare adequately for the GST rollout. Union Finance Minister Arun Jaitley introduced the Central Goods and Services Tax (CGST) Bill, 2017, along with three other related bills in the Lok Sabha, providing for a maximum GST rate of 40 per cent, an anti- profiteering authority and imprisonment for evading taxes. The GST will subsume various indirect levies of the Centre and states like service tax, excise duty, octroi and value added tax (VAT) and create an input tax credit chain for refunds. The CGST Bill will enable levy and collection of tax on intra-state supply of goods and services or both by the central government. Actual tax rates would be as per four-tier rate structure of 5, 12, 18 and 28 per cent as approved by the GST Council. The peak rate of 40 per cent is only an enabling provision in case of financial emergencies. Jaitley also tabled the Integrated Goods and Services Tax (IGST) Bill, 2017, which provides for the levy and collection of tax on inter-state supply. The IGST law provides for a maximum tax of 40 per cent. State GST, which will amalgamate all state taxes like VAT, will be levied by the states and has to be approved by the respective state legislatures. Together, CGST and SGST will enable the GST incidence of 40 per cent. The CGST Bill also provides for e-commerce companies to collect tax at source at a rate not exceeding 1 per cent of net value of taxable supplies, out of payments to suppliers supplying goods or services through their portals. For small businesses, CGST provides for a tax of no more than 1 per cent of turnover for manufacturers with annual turnover of up to Rs 50 lakh. A 2.5 per cent tax is prescribed for suppliers. The Goods and Services Tax (Compensation to States) Bill provides for compensation to the states for the loss of revenue arising on account of implementation of GST. The Union Territory Goods and Services Tax Bill, 2017, will enable levy and collection of tax on intra-state supply of goods and services or both by the union territories. The Compensation Law provides for levy of cess on top of the peak rate of approved tax (28 per cent presently) on paan masala, tobacco, aerated water, luxury cars and coal to create a non-lapsable

fund for compensating states. This cess has a ceiling of 135 per cent in case of paan masala, Rs 4,170 per thousand cigarettes sticks or 290 per cent ad valorem, Rs 400 per tonne on coal and 15 per cent on aerated water and luxury cars. An anti-profiteering measure in the bill provides for constituting an Authority to examine whether input tax credits availed by any registered taxable person, or the reduction in the price on account of any reduction in the tax rate, have actually resulted in a commensurate reduction in the price of the particular goods or services supplied by the person. The law provides for arrest, ordered by a Tax Commissioner, in case of suppression of any transaction or evading taxes. A person convicted is punishable by up to five years of imprisonment plus a fine. As the Finance Minister stood up to introduce the CGST Bill, Congress member K.C. Venugopal raised a point of order and said the bill was not part of the list of business. However, he added that he was not opposing the bill's introduction. Minister of State for Parliamentary Affairs S.S. Ahluwalia said the bills were approved late on Friday night, and the Lok Sabha Secretariat was closed during the weekend. He said the bills were uploaded on the government website on Friday midnight. Several opposition members, including Congress leader Mallikarjun Kharge, All India Majlis-e-Ittehadul Muslimeen leader Asaduddin Owaisi and Trinamool Congress leader Saugata Roy opposed the way in which the GST bills were introduced. Lok Sabha Speaker Sumitra Mahajan said: "It (four Bills) was circulated (on Saturday), but not listed in today's (Monday) list of business. I have given the waiver." The bills were later listed in a supplementary list of business on Monday. Pratik Jain, Indirect Tax Leader at global accounting firm PwC India said: "As next steps, industry would hope that adequate time is given to the working groups constituted last week on various sectors to examine the critical issues and provide their recommendations." "Given the ground still to be covered, it would be good to implement GST by September 1 and give couple of more months to the industry to prepare for this huge transformation." Partner Indirect Tax at KPMG in India Santosh Dalvi said in a statement: "Hope the other key pending aspects as classification of goods and services, various rules, grandfathering of tax exemption schemes etcetera are also finalised soon so that industry gets enough time to implement GST readiness from IT and business perspective." "The official announcement towards July 1, 2017, would certainly help industry big way as it would provide the clarity on implementation date," he added.

SC reserves verdict in Delhi gang rape case

New Delhi, March 27 (iaNS): The Supreme Court on Monday reserved its verdict on appeals by four accused in December 16, 2012 Delhi gang rape case challenging the Delhi High Court verdict upholding their death sentence. A bench of Justice Dipak Misra, Justice R.Banumathi and Justice Ashok Bhushan reserved the verdict after hearing the matter that was spread almost a year. Accused Mukesh, Pawan, Vinay Sharma, Akshay Thakur had moved the top court challenging the high court's March 13, 2014 verdict upholding their death sentences. The Supreme Court had stayed the death sentence on Mukesh and Pawan on March 15, 2014 and that of Sharma and Thakur on June 3, 2014. Hearing on the appeals

by the four against the High Court order upholding their death sentence had commenced on April 4, 2016. The four, Ram Singh and a juvenile were accused of gang rape and assault on a 23-year-old paramedical student inside a

private bus. The juvenile accused has since been released after completing mandatory probation period in remand home, while Ram Singh allegedly committed suicide while in incarceration. The victim and her friend were thrown out of

the bus after the crime and she died of grave intestinal injuries on December 29, 2012 at Singapore's Mount Elizabeth Hospital. The apex court, while commencing its hearing, had said that "Let us hear the case as if fresh case is being raised" as the accused had contended that the high court was in a hurry to decide their appeals the moment they moved it against the trial court order. While upholding the conviction and death sentence, the High Court had said: "Society's abhorrence to atrocious crimes perpetrated upon innocent and helpless victims has resulted in the death penalty being retained on the statute book to remind such criminals that human life is very precious and one who dares to take the life of others must lose his own life."

New Delhi, March 27 (NDtV): Aadhaar cannot be mandatory for central welfare schemes, the Supreme Court said today, but added that it cannot stop the government from linking the 12-digit identification number to the opening of bank accounts or filing of tax returns. The government recently made it mandatory for citizens to produce their Aadhaar number for benefits under nearly three dozen central schemes including free mid-day meals for schoolchildren. Aadhaar was also made compulsory for scholarships and other schemes for backward castes and the disabled. Aadhaar cards are mandatory for subsidized cooking gas and foodgrains. The government has said it will enable people to get their biometric identity documents

by June 30. Aadhaar cards will also be needed for filing tax returns - a move that Finance Minister Arun Jaitley says will check tax evasion. The Supreme Court said it cannot stop the government

from doing so but reiterated its earlier order in August 2015, that Aadhaar cannot be mandatory for people to derive benefits under official welfare schemes. Two months after that order, the court had removed the restriction and allowed the voluntary use of Aadhaar cards in schemes. Last week, responding

to opposition criticism in parliament, Finance Minister Arun Jaitley had said that Aadhaar may soon become the only card required to identify a person, replacing Voter IDs and PAN or Permanent Account Numbers. He said as many as 98 per cent of the population or 108 crore people have Aadhaar numbers. The government has said that until all beneficiaries are assigned Aadhaar cards, ration cards or copies of a person's request for Aadhaar enrolment can be used for subsidized foodgrain. States have been asked to link Aadhaar numbers with their ration card or with bank accounts for cash transfer of food subsidy. The use of Aadhaar simplifies delivery and helps make the system more transparent and efficient, the government says.

New Delhi, March 27 (iaNS): The government's promotion of light emitting diodes (LED) will help reduce carbon dioxide emissions by 80 million tonnes per annum and save around Rs 40,000 crore in power bills annually, Power Minister Piyush Goyal said on Monday. "The LED project, where the government is replacing the lighting load of the country with LEDs, will reduce carbon dioxide emissions by 80 million tonnes per annum and the economically prudent project will help the consumer save around Rs 40,000 crore annually in electricity bills," Goyal told the World Conference on Environment 2017 here. Over 100 genes linked to memory in humans identified NEW YORK, MaRch 27 (IaNs): Researchers have identified more than 100 genes that can help them understand correlations between these genes and human brain activity during memory processing. “This is very exciting because the identification of these gene-to-behaviour relationships opens up new research avenues for testing the role of these genes in specific aspects of memory function and dysfunction,” said Genevieve Konopka of University of Texas Southwestern in the US. “It means we are closer to understanding the molecular mechanisms supporting human memory and thus will be able to use this information someday to assist with all kinds of memory issues,” Konopka added. The genes identified as important for human memory are distinct from genes previously correlated with other types of cognitive processing and resting state MRI activity. “At this point, we cannot say whether the gene expression itself might drive memory or whether it is simply a reflection of the brain activity patterns needed for proper memory formation,” Konopka said. In the study, presented at the Cognitive Neuroscience Society (CNS) annual conference in San Francisco, the memory genes were found to overlap with several genes associated with autism, which means “we have identified a window into the molecular pathways important for normal memory function that are at risk from a genetic perspective in autism”, Konopka noted. sEOuL, MaRch 27 (REutERs): A South Korean court will hold a hearing on Thursday to decide whether to arrest ousted president Park Geun-hye and hold her in a cell for up to 20 days while she is investigated on charges of taking bribes and abusing presidential power. Park, 65, became South Korea’s first democratically elected president to be removed from office when a constitutional court upheld her parliamentary impeachment this month. Park is accused of colluding with a friend, Choi Soon-sil, to pressure big businesses to donate to two foundations set up to back the former president’s policy initiatives. She and Choi have denied wrongdoing. In announcing the move on Monday to seek an arrest warrant, the South Korean prosecutors’ office said there was reason to suspect that Park would try to destroy evidence. “The case is very grave as the suspect has demonstrated acts of abuse of power by making companies give money and infringing on the freedom of corporate management by using powerful position and authority as president,” the prosecutors’ office said in a statement. The Seoul Central District Court said the arrest warrant hearing was scheduled for Thursday at 1030 a.m. (0130 GMT).

Pakistan has blamed Pakistani Taliban militants it says are based on Afghan soil for a spate of attacks at home in recent months, urging Kabul to eradicate “sanctuaries” for militants. Citing the attacks, Islamabad earlier this month temporarily shut the main crossing points along the colonial-era Durand Line border, drawn up in 1893 and rejected by Afghanistan. The District Health Society, Kiphire observed World Tuberculosis Day at Agape School, Kiphire. Addressing the students on tuberculosis (TB) awareness, Dr Thripongchum, senior specialist, District Hospital Kiphire informed that TB is a deadly disease and to eradicate this disease everyone needs to come together and added that it prevails more in the developing countries. He said that cleanliness, proper hygiene and using of handkerchief while coughing are some of the very important steps to fight against the diseases. He also reminded that if a person is coughing for more than ten days one needs to check the sputum in the hospital so that if it is detected one has to undergo treatment and the medication is also free of cost by the Government of India which is also known as TODS. Dr Thripongchum also said that there are cases when a person is suffering from TB, the utensils are kept separately for him or her, which he said, “is discrimination” and added “TB is not spreads through utensils or touching of utensils infected person but is spread through coughing in the open air by the infected person without using handkerchief.” Dr Khelito Zhimomi, District Tuberculosis Officer expressed gratitude to the school authorities for giving the space to hold the programme and appealed to the students to carry the message of the day. Dr Tinurenla, Deputy CMO Kiphire gave away the prizes to Ika, Adiba and Staylon the winners of the essay competition on TB on the day. Altogether 12 participants took part in the essay competition. Around 70 young children converged at the State Stadium, Dimapur for the Free Grassroots Coaching Camp which got underway on Monday evening. Khekato V Tuccu, who was the chief guest, kicked off the five-day coaching camp at a modest inaugural programme. In a brief address, Tuccu urged par-

ents to support and encourage their children to take part in sports. The free coaching camp, which will continue till March 31, is being organised by the Nagaland Football Coaches Association (NFCA). During the five-day coaching camp, the association intends to provide basic training to children aged between 6 to 12 years. According to the NFCA,

the Grassroots Camp is its first “small step” for bigger happenings in Nagaland football. It plans to further hold such camps all over the state. Commenting on the game’s scenario, William Koso, NFCA Technical Director, says that the “football scene in Nagaland is tournament driven.” However, the association is hopeful that “resources will eventually

open up,” and with it, football in Nagaland can be in a position of being self reliant. The NFCA has drawn ambitious plans. Following the grassroots programs, it plans to introduce a league system for different age groups in all districts. This, the association hopes, can gradually grow into a state league. As the young children perform different drills

with the ball under the watchful eyes of the coaches, one can be hopeful that the sporting scenario in the state will eventually improve. The NFCA came into existence in September 20, 2016 after all certified coaches of the Asian Football Confederation (AFC) and the All India Football Federation (AIFF) in the state came together to develop football in Nagaland.

MIAMI, MARcH 27 (ReuteRS): Rafa Nadal celebrated his 1,000th tour level match with a comefrom-behind victory over German veteran Philipp Kohlschreiber to reach the fourth round of the Miami Open on Sunday. World number 31 Kohlschreiber was on fire early, ripping through the first set in only 21 minutes but fifth seed Nadal flipped the switch and turned the match on its head to prevail 0-6 6-2 6-3 on the main stadium hard court at Crandon Park. It was the first time Nadal had failed to win a game in the first set of an ATP tour match since 2008, the ATP said. The 30-year-old Spaniard ignited the near-capacity crowd with a typically determined comeback to clinch his 822nd career victory.
