Nagaland Govt assures ANCSU on NEC seat allotment DIMAPUR, MAY 11 (MExN): The All Nagaland College Students Union (ANCSU) held a meeting at the Chief Secretary’s Conference hall, to discuss about the issue of seat allotment to Nagaland State by the North Eastern Council (NEC). A press note from the ANCSU informed that the meeting was attended by the Secretary Higher and Technical Education, Addl secretary HTE and Director Technical Education. The ANCSU informed that the government officials assured the union that the seats allotted to Nagaland state by north eastern council (NEC) “shall not be allotted to any non locals.” “The seats will be allotted only to the indigenous inhabitants of Nagaland state (NEC).” In reference to the government notification for general category for selection of candidates under state reserved seats, the ANCSU pointed out that the children of state government employees, All India Service borne on Nagaland cadre, will be eligible for appearing the exam if only the parents of the children are posted and residing in Nagaland at least for 3 years prior to examination, provided the candidate must be a passed out of 10, 10+2 for diploma courses and professional courses respectively, from a recognized institution from within the Nagaland state. The ANCSU also pointed out that the children of state government employees, All India Service borne of Nagaland cadre shall be eligible to appear for general category only after fulfillment of all the above mentioned criteria. According to the ANCSU, the officials of the department and the Chief Secretary of Nagaland assured that the demands made by ANCSU will be initiated for further necessary amendments before selection of candidates for technical and other allied courses under general category and NEC reserved seats with the cabinet approval. The ANCSU further appreciated the civil society, student organisations, parents, students and concerned citizens for their support and cooperation during the process of its activities.

The Naga National Council (NNC) general meeting was held here today at National Prayer House, Yoruba village under Phek district. Zhopra Vero, convenor NNC Search Committee announced the approval of Gen. (Retd) Thinoselie M. Keyho as NNC president for the tenure 2016-2021. He informed that the NNC had its CEC meeting at Toulazouma, Dimapur on April 19, 2016 and constituted a search committee comprising himself as convenor with other six members namely Thepushuyi S. Keyho, Zapuvisie Lhousa, Senka Ao, T. Oren Lotha, P. Puthai Lam and T.V. Litsaba Sangtam. He said the Committee was entrusted with the responsibility of finding suitable persons who can hold the following posts (President- 1 post, vice president- 3 posts, general secretary- 1 post, joint secretary- 3 posts and advi-

sor- 1 post) for a tenure of 5 years (2016-2021). He said that right after the constitution of the Committee, the members toured extensively throughout the Naga inhabited areas and held consultative meetings with the people. Vero said with the guiding principle, the Committee was able to finalize the names for approval in the NNC general meeting. After making the announcement, the gathering raised their hands as approval and administration of oath of allegiance to Gen (Retd) Thinoselie M. Keyho and others was done by Vekronu Dozo, Mayam Riyam. In his acceptance speech, Gen. (Retd) Thinoselie M. Keyho said he has “humbly accepted the highest post of the President of the Naga National Council which the respected members of the search committee has honored me and approved by the august house of the Naga National Council general meeting held on this day,

the 11th May 2016 at Yoreba village.” “I have accepted it with humility, believing that together we can put the Naga National Council back to its right track. For Naga National Council is the only genuine and authentic political organization and National Institution of the Naga National Movement which has peoples’ mandate and therefore hold the key to final solution of the Indo-Naga political conflict,” he added. Further, Gen. (Retd) Keyho said the Naga National Council stands for solidarity of the Naga people, and sovereignty of the Nation. The NNC expressed also its profound gratitude to the Chakhesang Region for hosting the NNC general meeting 2016. It resolved to extend full support to the President and his Executive Councils towards revitalising, strengthening and pursuing the mandate of the Naga people as the “original political institution.”

It also resolved that the NNC will continue to abide by and adhere to the principles of non-violence and mutual respect for realizing Naga national aspiration and reaffirmed to stand by the August 14 declaration of Naga Independence of 1947 and the May 16 Naga Plebiscite of 1951. Earlier, Brig. (Retd) S. Singnya, Kedahge, Federal Government of Nagaland and Zapuvisie Lhousa, member CEC, NNC delivered short speeches. The meeting was chaired by Senka Ao while Rev. Dr. V.K. Nuh pronounced blessing to the NNC executives. Vote of thanks was proposed by NNC Vice President Thepushuyi S. Keyho. The programme started with Bible reading and prayer by Rev. Pukrolhu Lohe. Prayer Warriors, National Prayer House Yoruba and Suthozu Nagwu village presented special song and indigenous tune respectively. The meet concluded with a mass prayer.

In a major breakthrough, Dimapur police cracked down on a gang involved in the infamous money laundering racket called by various names like “Nigerian scam”, “Four One Nine” or “Get poor fast scheme.” Four persons including a Nigerian national, the kingpin, have been arrested in this connection. Briefing mediapersons, DCP (Zone -1), Dimapur Police, Vilhousie Peseyie, said the arrests were made following three FIRs filed at East Police Station in which the complainants, all women, reported that were duped off their money. The three women in the FIR stated that they were duped Rs. 31.50 lakhs, Rs. 6.47 lakhs and Rs. 25,000 respectively. Peseyie said a team of Dimapur Police including Dinesh Gupta, IPS probationer attached to East PS and Chopika Chophy, SI, camped for 16 days in Delhi and finally arrested the four accused. The four accused are presently in the custody of Dimapur Police. Two of the accused including the Nigerian identified as one Chiazo Nwaneri alias Jasper (31 years) and Chandan Kumar Choudary (28 years) were nabbed in Delhi while the other two gang members identified Narender Singh Bisht (27 years), Laxma Karniyal (36 years) as were arrested from Uttrakhand. Police also seized 42 SIM cards, 6 mobile handsets, 9 ATM cards, 3 internet devices, 3 passbooks, 3 cheque books, a laptop, 3 pen drives and Rs. 31,000 in

cash from Nwaneri. On the modus operandi of the gang, police said the kingpin Chiazo Nwaneri used to open hundreds of fake facebook accounts preferably using English names and posing as some rich gentleman. Through such fake accounts, Nwaneri starts to chat and get friendly with vulnerable victims, mostly women. After two-three months and having gained the confidence of the victim, Nwaneri would then devise various ways to fleece his victims, informed Dinesh Gupta, IPS, leading the investigation. The most common strategy is to inform the facebook friend (victim) that Nwaneri, posing as some rich European gentleman, was sending an expensive “gift” (like Apple laptop, I-phone, gold jewelry). After a couple of days, one of Nwaneri accomplices would pose as some customs or airport officials and inform the would-be victim over phone that the “gift” had arrived at IG Airport, New Delhi, and waiting to be claimed. However, to claim the gift Nwaneri accomplice would also inform the would-be victim that he or

she has to pay some money varying from thousands or rupees to a few lakhs as airport “clearance fee”, “custom fee” or “security clearance fee.” It’s hook, line and sinker! The victim deposits the money in an account given by Nwaneri or his men, but the gift never arrives. In many cases, Nwaneri would continue to fleece the victim citing one reason or the other. In some cases, Nwaneri and his men even threatened that they would send “international police” to arrest the victims if they did not pay up, police informed. Police informed that other strategies employed by Nwaneri to dupe the victim include posing as a rich westerner who is bored with the west and wants to settle in India or the North East Region along with all his wealth and lottery scams using names of reputed companies or offices like BBC, Reserve Bank of India and Coca Cola. According to police, Nwaneri has been staying in Delhi in a lavish apartment for the past three years on a fake passport after his passport expired in 2013.

Christian-dominated Mizoram - 87 percent of the population is Christian - has the most inter marriages marriages in India, a nation where 95 percent of Indians marry within their caste, according to a 2016 report from the National Council of Applied Economic Research (NCAER), a New Delhi-based think-tank. Meghalaya and Sikkim followed Mizoram, with 46 percent and 38

percent of inter-tribe marriages, according to The Indian Human Development Survey (IHDS-II), based on nationwide surveys conducted between 2011-12. It was put together by the University of Maryland and NCAER. A representative sample of 41,554 households contacted for the study was spread across 33 states and union territories, in rural and urban India. The three north-eastern states were followed by Muslim-dominated Jammu and Kashmir (35 percent)

and Gujarat (13 percent). The data belies the perception that with modernity and economic progress, traditional barriers of caste have broken down. The caste system is an ancient relic of a social hierarchy once based on division of labour. People are born into their caste. They cannot change it. In Madhya Pradesh, almost all (99 percent) people were married in their own caste, followed by Himachal Pradesh and Chhattisgarh, both at 98 percent.

The hard work and determination of the 26 year old Naga lad, Rumbemo T. Kithan has paid off, having cleared the prestigious Union Public Service Commission (UPSC) civil services examination, 2016. Ranked 698, the results did not come as a surprise to him, even as he acknowledged that his success is a culmination of efforts from his side as well as the love, care and cooperation from his family, friends, and loved ones. Rumbemo, who hails from Yikhum village in Wokha district, had earlier cleared the UPSC examinations in 2015 and was working as an Indian Civil Accounts Service (ICAS) Officer. Prior to that, he cleared the NPSC examinations, 2013 and served as a Secretariat Assistant for some time. He was also selected as EAC after clearing the NPSC 2014 examination, the results of which was declared this year. In an exclusive interview with The Morung Express, Rumbemo revealed his journey to success while also looking back on his time as a Sec-

retariat Assistant. “I used to go early by the office bus at around 9:30. Usually there aren’t many people during that time, so, I would finish reading the national newspapers and current affairs within 2 hours and then get to work when others come to office.” There was no stopping this young lad as he juggled between work and studies. After work, he read for about 3-4 hours generally and tried to make up by studying as much as possible during weekends. “It was a similar exercise when I was training in Delhi-Faridabad as an ICAS Probationer”,he stated.

Further, he said that while civil services was always a talking point at home when he was young, he did not know how to go about preparing for it due to lack of guidance. “So, like any other student, I followed the herd and gave the All India Engineering Entrance Exam and went on to study engineering. It was only after I graduated that I seriously thought about preparing for civil services”, he expressed. He started preparing himself seriously from mid 2012 and his perseverance has reaped him noteworthy results ever since. Rumbemo did his schooling from Mezhür Higher Secondary School and further studied at Kohima Science College. He then pursued B.Tech from the National Institute of Technology, Srinagar, Jammu and Kashmir and also worked as a senior software engineer in Capgemini before clearing the NPSC. “Since I am colour blind, I am ineligible for IPS…with my rank I could have easily got IPS, but I am not sure of IAS. Since I didn’t opt for Indian Foreign Service (IFS) as well, I will be getting IRS (IT) in the event I don’t get IAS”, Rumbemo revealed.

The meeting focused on service projects for betterment in the health and education sector in Nagaland, particularly in the IndoMyanmar border covering Mon, Tuensang and Kiphire districts of Nagaland. Governor was accompanied by a team of senior doctors with extensive experience in organizing medical camps in Nagaland and Geoffrey Yaden, Chief Editor of Nagaland Post. The Art of Living had earlier sent, as requested by the Governor and on the initiative by INFC, Mumbai, an Art of Living representative Rajesh (engineer) to meet the stakeholders in this project in ENPO area. Rajesh (an Engineer) visited the areas and with the help of Deputy Commissioners concerned, made an assessment of the necessity and feasibility of different service projects. He gave his report to Art of Living founder Sri Sri Ravi Shankarji during the meeting with Governor P.B. Acharya and Doctors from Mumbai at Bangalore on May 4. It is important that this being a PPP project, concurrence from the Central Government, Medical Council/Nursing Council etc is also required.

NSRLM holds 3rd annual review meeting

Kohima, may 11 (mExN): The Nagaland State Rural Livelihoods Mission (NSRLM) held its 3rd annual review meeting on May 10 and 11. Staff from the state, district and block mission management units across the nine NSRLM districts attended the two day meeting to review progress and updates of FY 2015-’16 and strategies for the coming year. K. Shekiho Phuleshe, Additional Mission Director, NSRLM in the keynote address highlighted the achievements of the State Mission during the past year. Hundreds of PRERAKs from different villages attended the one day literacy programme organized by the SLMA in collaboration with DLMA Kiphire at the Conference Hall of the EBRC with Benjamin Longkap SDO (C) as chief guest. Speaking at the programme, Benjamin said, PRERAKs is a Sanskrit word and when it is translated to English it is drivers of motivator and asked PRERAKs to be motivators of education which is the most needed in places like Kiphire. She requested all the members to know about the causes of tobacco and

its negative impact on our life. She also reminded that 21 years and below are not allowed to take tobacco. The presentation show case that India is the largest oral cancer in the world, where it also shows that Nagaland was the second highest in tobacco take in India. NEw DElhi, may 11 (iaNs): Aiming to fight hunger and malnutrition in the country, KFC India on Wednesday launched ‘Add Hope’ initiative to create awareness and raise funds to provide meals to underprivileged children. It expects to provide 20 million meals by 2020. The company will do this with the help of three partners -- World Food Program (WFP), Akshaya Patra Foundation and India Food Banking Network (IFBN). “One out of every four children in India is malnourished. We are a food company and it’s our privilege and responsibility to address the issue of hunger where millions of children go days without a proper meal,” said Rahul Shinde, managing director, KFC India. Total petroleum product consumption growth as reported by the government’s Petroleum Planning and Analysis Cell (PPAC) was at a multi-year high of 10.9% in 2015-16, compared to an average growth

NEw DElhi, may 11 (pTi): Pharma prices regulator NPPA has fixed ceiling price of 54 drug formulations used for treatment of cancer, diabetes rheumatoid arthritis, bacterial infections and hypertension. It has also fixed the retail price of 11 drugs. “National Pharmaceutical Pricing Authority (NPPA) has fixed/revised ceiling prices of 54 scheduled formulations of Schedule-I under Drugs (Price Control) Amendment Order, 2016 and Retail Price of 11 formulations under DPCO, 2013,” the regulator said in a statement. Last month also it had fixed prices of some drug formulation packs. The government fixes the prices of essential drugs based on the simple average of all medicines in a particular therapeutic segment, having sales of more than 1%. Besides, it regulates the prices of all other medicines, while companies are allowed to hike prices of such drugs by up to 10 per cent in a year. The government had notified DPCO, 2013, which covers 680 formulations, with effect from May 15, 2014, replacing the 1995 order that regulated prices of only 74 bulk drugs. Set up in 1997, NPPA has been entrusted with the

'Unless our rural people get economy, we will never grow' KOHIMA, MAy 11 (NEPS): Y Kikheto Sema, IAS, the new Secretary of the Land Resources Department, said they should always focus on the development of the rural economy. “Unless and until our rural people get the economy, we will never grow,” he said while interacting with the Director and his staffs and other District Officers of the Land Resources Department here at its Conference Hall on Wednesday. After taking over as the Secretary of the Land Resources Department, Sema had the first interaction with officials of the Department. on. “I will be your watchdog,” he told the Officers and Staffs of the department. He said he and other Officers and fields staffs should visit district headquarters and see the projects by inviting even the VDBs so as to send a message to the people across the State that they were there for their welfare and development. He said Departmental review Meetings should also be held in other district headquarters on rotational basis once in two months. “We have an army of professionals and your success stories should be narrated and shown to the people,” he added. Sema said he always wanted to work with the officers and staffs as a team. “Success depends on the team work,” he explained and assured them that he would do his best to adjust with all the officers and staffs of the department.

The Naga press

T

here are several ways in which local news is exchanged in the Naga areas. Predominant among them is the word of mouth, facilitated today by the technology of internet and social media networks. The press (aka the newspaper industry) and local cable television networks form the next, and more reliable, source of information. The daily routine of the press is as follows (with minor aberrations): every morning, journalists wake up either assigned to report on an ongoing event, or follow up a string of information that may have been shared by a source or intimated by the Editor. The first to come into a newspaper office are the cleaning staff followed by the administrative staffs that take care of the logistical needs of the day to come. By afternoon, sub-editors, who will edit news reports, convert press releases to news items and select what goes into each of the pages of the newspaper, stream into the newspaper office. By evening, graphic designers or those who will work with the desktop publishing (aka page makers) are in place. A bit later, journalists walk in with the information needed to file a story/write a piece. All day and night, drivers run office errands, within towns and between districts. Most of the evening is spent in filing (writing) stories, alongside monitoring the flow of press releases, selecting the ones worthy of news, discarding the unnecessary ones, managing calls that come in with information, following up loose ends wherever needed, confirming news from multiple sources, looking up national and international news via news agencies, editing news stories that come in from other districts, designing the pages based on the final selection of news and finalising them. The Editor oversees the whole process. At the end of the night, the finalised pages are sent to the printing press where the work of the printing press staff begins—they meticulously prepare the plates that go into the machine that then prints the newspaper. The newspapers are wrapped into bundles and sent by vehicles to their designated districts/towns/villages from where local hawkers deliver it to each of your homes early in the morning. It is the only industry in the Naga areas that works the 24 hours cycle every day of the week employing a myriad form of workers who produce a rich medium of knowledge every day. Apart from reporting on regular events, journalists investigate stories through interviews with persons concerned, analysis of data available, archives, photographs, visits to the required place, etc. “Investigative journalism” is not just unearthing mega million money-worth scams that bring politicians down but also telling the story of the people at that point of time. This is not to state that an evolution of journalism in other ways will not happen. Also, sub-editors do not “copy paste” news from the internet as readers regularly allege but look up valid agencies that provide the most reliable national and international news. This cannot be expected to be gathered from the location of event (say, Syria). Newspapers here are unable to reach far flung areas on time due to the lack of good infrastructure (particularly roads), affordable transportation and requisite partnerships to deliver a crisp copy of the paper every morning. It should be kept in mind that the newspaper industry has taken root here thanks to local entrepreneurs and funds are independently generated through newspaper sale and advertisements. The Naga press has employed a fair number of people in the industry and continues to be, more or less, non partisan to political parties or the State government. Some of them have remained true to their context by using the medium of the press to create a space for a just society that is open to contradictory renditions and multiple narratives of both history and current affairs. It has transcended boundaries and made the voice of the people from one end of the Naga areas heard at the other end of it. It has faced politicians in court, hostile news-pushers in their offices, discouraging comments on the field. In the face of it, the Naga press has designed its news in a way that may not (and does not have to) conform to mainstream news elements—they have created a niche of their own. This has been encouraged and supported by many people/readers who have become, also, the backbone of the press. While much more is possible with time and continued effort, the press here deserves a big applause for the wealth it produces day after day, every day, so that people remain continualy informed and empowered. Eat seafood meal once a week to stay sharp

I

ncluding seafood or other foods containing omega-3 fatty acids at least once a week in your diet may protect against agerelated memory loss and thinking problems, says a study. The age-related memory loss and thinking problems of study-participants who reported eating seafood less than once a week declined more rapidly compared to those who ate at least one seafood meal per week. "This study helps show that while cognitive abilities naturally decline as part of the normal ageing process, there is something that we can do to mitigate this process," said study senior author Martha Clare Morris from Rush University Medical Centre in Chicago, US. The findings were published online in the journal Neurology. The researchers followed 915 people with a mean age of 81.4 years for an average of five years. At study enrollment, none had signs of dementia. During the course of the study, each person received annual, standardized testing for cognitive ability in five areas -episodic memory, working memory, semantic memory, visuospatial ability and perceptual speed. The study group also completed annual food frequency questionnaires, allowing the researchers to compare participants' reported seafood intake with changes in their cognitive abilities as measured by the tests. The questionnaires included four types of seafood: tuna sandwiches; fish sticks, fish cakes and fish sandwiches; fresh fish as a main dish; and shrimp, lobster and crab. The participants were divided into two groups: those who ate at least one of those seafood meals per week and those who ate less than one of those seafood meals per week. People who ate more seafood had reduced rates of decline in the semantic memory, which is memory of verbal information. They also had slower rates of decline in a test of perceptual speed, or the ability to quickly compare letters, objects and patterns, the findings showed. Seafood is the direct nutrient source of a type of omega-3 fatty acid (docosahexaenoic acid) that is the main structural component of the brain.

Nagaland: Sexual violence and the culture of impunity

T

he Indo-Naga armed conflict is recognized as the longest insurgency in South Asia. It started as a movement for the right to self-determination in the Naga Hills during the transfer of power from the British colonial administration to the government of India around 1947. In 1997, the government of India and the Naga armed opposition groups signed a cease-fire agreement. The post 1997 ceasefire period came to be known as the era of peace process. However, during this period, violence against women escalated. When I was carrying out fieldwork on women’s testimonies of sexual violence in Nagaland two year ago, Naga women activists and advocacy groups emphasized that survivors of sexual violence must not ‘suffer quietly’. Yet, the social stigma attached to sexual violence was glaring. The tendency of blaming women for the violence they experienced contributed to the culture of impunity. During my fieldwork, a woman in Dimapur observed, “The girls are not completely blameless. They are partly responsible for it. Men can smell the sexual signals that girls give out. They attract men and get raped.” I came across such comments regularly. I realised how children were socialised and taught about morality and chastity on the basis of such world views. The male and the female reproductive organs were described as calculators that performed the arithmetic and values of profit and loss. The logic went like this, “Once a man touches a woman (sexual intercourse), if he does not marry her, the girl’s life is destroyed”. Yet, the logic of moral chastity was detached from social realities like the structural violence and the militarisation of Naga society as a consequence of the IndoNaga armed conflict since India’s independence in 1947. A majority of male household members between the 1960s and the early 1990s either joined the Naga armed groups and went underground, or were tortured and killed by the Indian security forces. For several decades during the heights of the Indo-Naga conflict, it was women who sustained and held the family together. Today the number of women-headed households, widows, women destitutes, survivors of sexual violence, and teenage pregnancies are some of the pressing issues in Naga society, yet it is the hymen centric moral and cultural code that is perpetuated in overwhelming ways. With the help of counsellors and activists who were involved in the case, and the consent of her guardians, I documented the experiences of Beth, a fifteen-year old survivor of sexual violence in Dimapur. Beth’s father sexually abused her from 2010 to 2013. As a cadre in one of the Naga insurgent groups, her father lived in the ceasefire camp, where newly disarmed insurgents were relocated (and where many thousands of Naga insurgents have languished since the 1997 ceasefire), but frequently visited the family and raped Beth. In 2013,

the father fled from Dimapur after Beth’s aunty reported the incident to the police. The case travelled between different legal jurisdictions – the insurgent courts, the customary family meetings, and the state police stations – because Beth’s father and the aunt who reported the case to the police belonged to rival insurgent groups. Political rivalry and family rivalry were intertwined. The state agencies like the police were apprehensive to get into an internal matter where rival insurgent groups were involved. Beth’s story captures how violence transgresses the boundaries of the family, the political associations, the legal courts, and the state agencies as well in conflict zones. Beth described the composition of her family in Dimapur as follows: There are six of us (siblings) but none of us have any contact with one another. We are all out of touch. There are three of us from my mother who was the first wife, and there are three children from my stepmother, the second wife. All my stepsiblings stay with my step-mother, but my real brother and sister have been distributed in different relative’s houses. My real mother lives in the neighbourhood and has remarried. She lives with her husband. Often, women and children are clubbed together as a single category in rehabilitation programs on militarisation and conflict, even though a large number of children are often abandoned, trafficked, or become orphans in such situations. The ur-

gency to provide care and security to children in conflict zones for state agencies and humanitarian organisations alike requires the arduous task of locating relatives willing to become guardians for children like Beth and her siblings. The home is interpreted as a natural hub of love, security, and care without taking into consideration the structural violence and trauma that the social units and relations have undergone. Issues of rehabilitation and trauma counselling are huge challenges in militarised societies. In cases of sexual violence, competing authorities that involves both state and nonstate actors, often present their own versions of justice. Since the 1997 Indo-Naga ceasefire agreement, the legal institutions of the state, quasilegal units like the insurgent justice system (i.e different tribunals and institutions set up by the Naga insurgents to adjudicate between the Naga public and the armed groups) and the state administrative organs (like the judiciary, executive, and the legislative) including the tribal customary courts all co-exist within their respective constituencies. For instance, female cadres of two Naga insurgent organisations who were sharing with me about crime against women in Dimapur city stated that perpetrators (whether it was civilian or their respective cadres) were given ‘capital punishment’ when found guilty. Why would the onus of providing justice in Naga society fall on the Naga armed groups? How did Naga

insurgents living in ceasefire camps since 1997 become the harbingers of justice in militarised societies like Nagaland? What was the role of the Indian state in this arrangement? We have to understand this phenomenon in the light of the history of militarisation and violence. The Indian state is deeply implicated in escalating the culture of sexual violence and impunity. Granting impunity to perpetrators like the Indian security forces since Indian independence under extra constitutional legislations like Armed Forces Special Powers Act (AFSPA) (1958) only legitimised this culture of violence. Today, hundreds of cadres continue to wait inside the camps, uncertain about their future. Some have surrendered and become entrepreneurs, while others have lost their lives in factional conflicts. The government of India is yet to accept its role and responsibility in the destruction of property and the psychological trauma and loss of lives in the Indo-Naga conflict. The act of sexual violence was always inscribed on others like the Indian security forces. However, Beth’s story tells us that Naga men also commit sexual violence on Naga women. This reality will force us to break the silence and taboo against sexual violence in Nagaland. This article was published in openDemocracy. his year’s World Press Freedom Day marked the 250th anniversary of the first-ever freedom of information law, enacted in what are now Sweden and Finland. 3 May, 2016 is more than just an important anniversary, however; this is the first celebration of World Press Freedom Day since the adoption of the United Nations’ Sustainable Development Goals. Securing a free press is essential for progress towards achieving these ambitious goals for people and planet by the year 2030. To reach development targets, a free press must identify areas in which nations and the world are lacking, from access to education and healthcare to sustainable industrialization and consumption. The 17 Sustainable Development Goals seek to address the real and most pressing issues facing the people of this planet, and development efforts will only be effective if they have

reliable benchmarks upon which to improve. A key difference between the Sustainable Development Goals and their predecessor the Millennium Development Goals is a new emphasis on environmental protections that have a clear impact on human development. Environmental crimes and simple mismanagement of natural resources remain pressing issues worldwide. Developing countries are faced with a trade-off between lower-cost industrialization using fossil fuels or sustainable economic production, and often, they choose the former. Developed nations, who achieved industrialization by consuming fossil fuels and producing pollution, criticize industrializing nations while still contributing to growing global carbon emissions themselves. Through the efforts of a free press, all nations in any stage of development are held accountable for promoting global sustainability. Known for wielding a tight grip on its

news media, China has recently expanded censorship over information regarding pollution. In a nation with sixteen of the world’s twenty most polluted cities, the Chinese government releases incomplete or misleading information on its air quality. The World Health Organization uses two air quality guidelines, one for the developed world and a less rigid standard for developing nations. China’s pollution standards are lower than both.

WRITE-WING Meanwhile, industrial pollution has resulted in cancer becoming China’s leading cause of death, and the globally shared ozone layer is continually depleted by man-made emissions. The media must expose the human suffering resulting from environmental abuses across the world so that individuals with the power and the means to demand change can do so. This imperative extends far beyond one nation’s envi-

ronmental practices; society is at its best when journalists are unafraid and free to discover and expose the truth. April brought the release of the Panama Papers, an unprecedented leak of information linking global political and business leaders to offshore tax havens. This development is a victory for free press worldwide and supports the tenth Sustainable Development Goal to reduce inequality within and among countries. Citizens have become aware of a great dichotomy between the richest and the average individuals within nations and worldwide. The fight to close the gap between the immensely rich and the general populace has new relevance due to fearless journalism. In the political sphere, press freedom is necessary to expose misuse of power. Contexts in which a free news media is needed most, however, are usually times when repressive rule works its hardest to silence journalists. 2015 was a challenging

year for news media, with press freedom at its weakest in 12 years. While typically highrisk regions for journalists like the Middle East, North Africa, South Asia and Latin America continued to limit the press, the democracy advocacy group Freedom House found that media freedom decreased in Europe in the past year, largely due to surveillance and security measures in response to terrorism. While fear and legitimate safety concerns often understandably overshadow calls for press freedom, those of us who can demand the truth must do so for others who cannot. In the Middle East and North Africa in particular journalists can risk death for speaking out against the ideology of oppressive regimes and violent extremism. We must pursue the sixteenth Sustainable Development Goal and “ensure public access to information and protect fundamental freedoms” for all, appreciating and utilizing the freedom we do have to fight for universal press freedom.

audi Deputy Crown Prince Mohammed bin Salman got a standing ovation when he visited a gathering of Saudi youth last month. Last week, after hearing about his economic plans in a meeting with religious leaders, one of the kingdom's most conservative sheikhs tweeted a smiling selfie of himself with the prince. Whether the 31-year-old son of King Salman will achieve his goal of modernising the kingdom’s economy is the subject of animated debate on social media, in office buildings and at coffee shops here. The plans, aimed at ending dependence on oil by 2030, require shaking up a bureaucracy that has stymied changes in the past, challenging powerful religious conservatives and building up a private sector currently reliant on state spending. Diplomats and economists say the programme, which relies on the private sector driving growth and providing new sources of revenue to the state via new taxes and fees, will be exceptionally difficult to implement. “Saudi Arabia is far away" from its economic goals, said Steffen Hertog, an economist at the London School of Economics (LSE) who studies the kingdom. The prince's close aides acknowledge the difficulties. Some ruling family members fear too rapid economic changes could cause social unrest or tension inside the Al Saud dynasty, Saudi analysts say. Yet in this country of 20 million Saudis and 10 million expatriates, the rise of Prince Mohammed -- who runs economic, defence and oil strategy -- underscores a dramatic shift towards a leadership seemingly more in tune with the needs of a country where 70 percent of the population is under 30. It is the first time that effective power has passed from the royal gerontocracy of 70- and 80-something rulers to a third generation of a family founded by the prince's grandfather, known as Ibn Saud. King Salman still has the final word, but he has delegated nearly unprecedented powers to his son. That has meant changes in style and substance. Prince Mohammed works 16-hour days -- unlike the more sluggish schedules of his older predecessors -- and has appointed business people and economic experts instead of other royals to top jobs. Many younger Saudis see the rise of a man who is usually referred to as "MbS" as evidence their generation is at last playing a role in a country whose patriarchal traditions had made power the province of the old. "I'm so excited! I want him to be our king now. I mean he's open-minded, has a great plan and maybe a little handsome," said Najla, 20, who did not wish to give her family name. That backing, and widespread fears about plunging oil prices, is providing MbS with an important springboard for his efforts. When in December, he and his team raised petrol prices -- a step previous

administrations had hesitated to take for fear of public backlash -- Saudis took the move in stride. The lack of protests surprised MbS, according to people close to the prince, but also helped convince him that Saudis were ready for a change. Jihad al-Najjar, one of those who lined up outside petrol stations that night to fill up on the lower cost fuel, said he understood the country could no longer afford such subsidies. "It's not the real price," the 22-year-old medical student said. Abdulaziz al-Sager, head of the Jeddah and Geneva-based Gulf Research Centre, says there is a growing recognition among Saudi leaders that the oil-based economic system is not sustainable. That will necessarily lead to social and political change. "You cannot do the economic change and the transformation without some sort of political change," he says. "That raises the question of what sort of a new social contract we are going to have." CONFIDENCE Few had heard of Prince Mohammed before his father, 80-year-old son of modern Saudi Arabia's founder, became the kingdom’s 7th monarch in January 2015. Today, Prince Mohammed is second in line to rule behind Mohammed bin Nayef, a cousin who is crown prince and, as Interior Minister, head of internal security. Unlike many other royals, Prince Mohammed did not go to school abroad but graduated from King Saud University with a law degree. Informed Saudis who follow royal affairs say he is the favoured son of King Salman, who made him his personal adviser at a very young age. In his few public appearances with journalists, the powerful prince proj-

ects confidence. He listens to questions in English but speaks through the Royal Court’s interpreter, and sometimes corrects the interpreter's phrasing of English translations. His picks for top cabinet positions and senior advisers have leant more heavily on former businessmen than those of former administrations, which relied more on professional bureaucrats. Last week, Prince Mohammed officially unveiled Saudi Vision 2030, his blueprint to move the economy decisively from that he called its “addiction to oil” towards the private sector. The phased removal of subsidies on fuel, water and electricity -- part of the welfare lavished on Saudis, of whom about four out of five workers hold public sector jobs -- is already underway. The new plan includes earning nonoil income from private investment and privatisation and setting up the largest sovereign wealth fund in the world. The idea is to create millions of new jobs and raise the participation of women in the workforce from 22 currently to 30 percent by 2030. The plans also include selling a stake of less than 5 percent in Saudi Aramco, the state oil giant, and placing the proceeds and the company in the Public Investment Fund (PIF), along with other assets that could eventually create an investment vehicle worth up to $3 trillion. Another ambitious target is to locally source 50 percent of Saudi military procurements -- part of the third largest defence budget in the world -- by 2030, up from a mere 2 percent now. Many diplomats, analysts and economists say the magnitude of the goals -- including the primary one of ending dependence on oil by 2020 -- defy credibility.

RELIGIOUS CONSERVATIVES There are social challenges because some of Prince Mohammed's ambitions, including giving women a bigger economic role, will anger religious conservatives, the source of the most dangerous threats to Al Saud rule since the kingdom was founded. Some had hoped, for example, that Vision 2030 would include moves to lift the ban on women driving, which it did not. Answering a question on it, the deputy crown prince said the issue was a social rather than religious question, therefore it was up to society to decide. Moreover, the country’s education system is traditionally regarded as under the thumb of religious fundamentalists who, among other things, insist on the cloistering and segregation of women, hindering their ability to enter the workforce. Some older Saudis, ruling family members and Saudi businessmen fear that Prince Mohammed’s plans to streamline the kingdom’s bureaucracy could cause social fractures if they fail to maintain comfy living standards or soothe conservatives. And MbS’s meteoric rise has also prompted rumours among some Saudi analysts of friction with Crown Prince Mohammed bin Nayef, 56, a veteran security chief and a favourite of Riyadh’s top ally, the United States. So far, both men have appeared careful in public, with the younger prince showing deference and respect to his cousin, diplomats say. Prince Mohammed and his close advisers appear fully aware of the entrenched resistance they will face -- and are working to overcome it. For example, MbS -- like his father and previous Saudi rulers -- has devoted significant effort to wooing clerics, who have great influence in the legal system. One adviser said that the prince meets between four and five religious leaders a week. Last week, right after announcing 2030 Vision to reporters, he met a group of religious and intellectual leaders in the next room and directly assured them that he would not go too far. When asked about the issue of women drivers, he turned specifically to look at the religious leaders and said it would not happen yet, a person present said. Young people say they like MbS's business-like approach of announcing systemic plans, rather than speaking in generalizations as many of his predecessors did. Still, there is a long road ahead, especially on social change, they say. "I'm waiting for the moment where I can travel without a male with me,” said Najla. “And drive -– I already know what car I want," she said, sending by phone a picture of a bright red sports car.

Why Srinagar’s NIT protest made headlines A nation is only a nation to those who believe in it

ut students, television, cricket match, Kashmir and India into a mix and what you typically get is violence or intimidation against Kashmiri students in universities across the Hindi-belt. That is usual. That is how it is supposed to be. Sometimes the Kashmiri students have even been banished from the university or thrown out of their hostel overnight. None of these makes “national” headlines. However, after the recent T20 semi-finals, with the same mix of students, television, cricket match, Kashmir and India, the events that followed made it to the chatter of the Delhi's media echo-boxes. What was different? Because, for a change, the site was Kashmir, not the Hindi-belt and the primary victims were non-Kashmiris. To understand these double standards, we need to base out understanding not on tri-colour rhetoric, but multi-coloured reality. In Kashmir, very few people support the BCCI's 'Team India' when it plays and yes, many are happy when it loses. That was true for the Kashmiri students at National Institute of Technology (NIT), Srinagar when West Indies won in the recent T20 semifinals. Some non-Kashmiri outsiders

didn’t like that. They got a flavour of what Kashmiri students are made to feel daily in Hindi belt. Tension escalated and a few Kashmiri students were assaulted. The Kashmiri people around NIT allegedly threw stones at the hostels on outsider students. Outsider students escalated the matter by trying to take out a procession with an Indian national flag – a symbol that is not tolerated in large areas of Kashmir except under very tight Indian security cover. The Jammu and Kashmir police stopped the outsider's flag procession from leaving the campus and did so by serious lathi-charge. Some students were hurt. After the incident, outsider students wanted the NIT to be shifted away from Srinagar. No Kashmiri student has ever wanted universities and colleges of the Hindi-belt to be shifted outside the region, when faced with similar violence and hostility. Police beating up anyone is horrible and this subcontinent has a particularly brutal police system. I am no supporter of police authoritarianism but I am merely pointing out that J&K Police treated them less harshly than it’s does to its own Kashmiris. There is as 'us' and 'them' even in superior treatment – that’s how sometimes differences show up, in the

most opposite way than expected. What does this say? I leave the readers to judge. What does this also say about the relationship Kashmir state agencies have of the Union agencies – is it one of cooperation or fear? The 'national media' then swooped in like it never swoops into other situations of police lathi charge of that scale or campus student tension due to cricket matches. It is never the lathi charge but who are lathi charged that ever matters and in that special attention, it was made clear that even the Delhi establishment treats outsiders and Kashmiris differently. Lathi-charge incident of far greater scale on many Kashmiri youth over the last few years that has never grabbed as much attention as this one. When did lathi charge on young people of Kashmir again become 'national' news? I suspect, it won’t be anytime soon – irrespective of lathi charges on Kashmiris that will surely happen over the next months and years. I also suspect that there might be calls in the Indian Union for bringing sports team support under the ambit of law. So that chest-beating about the right of flying the tri-colour from Kanyakumari to Kashmir does not become the ridiculous axis of this debate, let me declare

some ground truths. Let us try to understand reality here, irrespective of the Indian Union's legal frame work. Truths are not legislable, though its expression can be. A nation is only a nation to those who believe in it. A nation does not exist by itself, without its believers. It is a self-styled collective. If this collective has the resources to put symbols of its nationhood in areas significantly inhabited by people who may collectively think of themselves to be some other nation, conflict occurs. The most democratic and peaceful way of resolving this conflict, is to ask the people inhabiting the contested area, what do they want. If this choice is denied, then the outcome of that conflict – victory, defeat or constant repression – is typically ensured by superior resources, especially military resources – who has more money for guns, in short. In such undemocratic scenarios, victory is not necessarily the expression of popular will, neither does it represent the validity of some nation concept over another. Men with more guns and money 'win'. What do Kashmiris want? I think New Delhi knows that very well and so do we. It is not without reason that Kashmir has been denied a referendum with independent nationhood as one of

the choices. A power that confidently claims that most people in Kashmir are happy to be citizens of India also denies the people of Kashmir to show the world the extent of such happiness through a referendum. Whether that is a sign of confidence in what New Delhi claims to be true, I leave my readers to judge. One thing this incident has done, is that many Indian media outlets have carried the state of Kashmiri people's will that is expressed through this incident. This exploration of 'what they want' is something that Indian media avoids in a near-total way. But this incident shows how different Kashmiri students, how different people in that Srinagar neighbourhood are from the outside students. Whether the difference is present in even wider sections of the Kashmiri population is something this this set of events cannot directly tell but it does have a strong hint. Indian nationalists claim that Kashmiris are Indians. If that is so, these Kashmiris are a very strange kind of Indian – much of what is considered good by Kashmiris is considered bad by Indian nationalists and vice versa. Does electoral democracy in Kashmir express this aspect of Kashmir? If not, who does the government represent?

Achieving Outstanding Results through Synergistic Team Work

I

t’s true that Nagaland has an opposition-less government. But, sadly, that government doesn’t seem to meet the definition of a team. This is because it lacks any real core value or compelling vision around which all of its members can unite. Even within its own camp, each sub-group seems to be working against the other groups or each member essentially pursuing his own personal goal and in any direction he wants. Or sometimes their lack of concerted effort may be a result of team members simply not knowing the overall direction of the team and how they can contribute to its success. What, then, makes a real team? For this, let’s turn to the “Goose Story.” It is said, for example, that when geese fly together, they fly along in a V-formation. As each bird flaps its wings, it creates an uplift for the bird immediately following, thereby adding at least 70% greater flying range than if each bird flew on its own. When a goose falls out of formation, it suddenly feels the drag and resistance of trying to do it alone, so it quickly returns to the formation to take advantage of the lifting power of the group. When the lead goose gets tired, he rotates back in the wing and another goose flies point. The geese at the back honk from behind to encourage those up front to keep up their speed. If a goose gets sick or is wounded and falls out, two geese fall out of formation and follow him down to help and protect him. And they stay with him until he is either able to fly or until he is dead, and then they launch out again on their own or with another formation. Success is hardly a solo project. It’s all about synergy--- the concept of adding 1 plus 1 and getting 11, not just 2. You have to work with a team that shares the same dream or objective because people working together can accomplish far more than each one working separately. Simply put, teamwork makes success quicker and easier because they are traveling on the thrusts of one another. At the core of the success of real dream team is a clear understanding in the minds of all team members of why the team exists. This understanding is accompanied by a deep commitment to the mission, which is derived from the general belief that “what we’re doing is important---it’s worth my life.” Does this mean that you should pick only those people who are just like you to be on your team? No. Interestingly, the all-wise God made us all incomplete. Even at the most basic level, which is the family unit, each member is wired differently. That’s how it is in my family. My younger daughter is like an owl— she is good at prioritizing and planning for her next move. My older daughter is like a pet-dog— always ready to greet acquaintances with “a lick and a wagging tail,” as it were. That is, her strength is in socializing. My wife takes after a squirrel—she is detailed-oriented, predictable, consistent, and steady. In my case, my animal personality type is that of a lion---decisive, independent, and directing. As for some of my weaknesses, I tend to be more impatient with work speed and less sensitive to others’ feelings. Ironically, a dream team is usually made up of people with different personality types and work styles. For sure, people like me need a lot of “squirrels” to slow us down to a reasonable speed, to bring stability to the team, and to work on a step-by-step work sequence. We need a few “owls” to help us think logically, analyze problems, and develop processes or systems. Furthermore, we need some “pet dogs” to help us enjoy working with people and to bring excitement in our workplaces. Clearly, a wide range of diverse personality types and work skills are required for team success. This understanding can lead us to an “all for one, one for all” type of thinking (win-win cooperation) and create the magic or synergy of everyone working together. On top of this, when roles are clearly defined and aligned, the idea that “none of us is as good as all of us” becomes operational. Indeed, there shouldn’t be any “boring work” in a team. The problem is in assigning the wrong work to the wrong person. That’s why we need to swap duties whenever there is work inefficiency or low morale among the team members. Ideally, everyone should have some freedom to delegate the work he or she doesn’t do well. What someone considers “boring work” can be someone else’s favorite thing to do. This can triple what gets done, because what we hate to do bores us, and what bores us slows us down. Doing work with this mutual understandings will allow everyone to work more efficiently and, in the long run, achieve far better results.

India's bid to bring Mallya back rebuffed 'Mallya cannot be deported' NEW DELHI, may 11 (IaNs): Finance Minister Arun Jaitley on Wednesday said the UK has turned down India's request for deportation of liquor baron Vijay Mallya, but added that he can be extradited once a chargesheet is filed against him. Jaitley, who is Leader of House in Rajya Sabha, was speaking after Janata Dal-United (JD-U) member Sharad Yadav raised the issue in the house. "Government has said we will get him back. UK has clearly denied it and said there is no question of sending him back. This man took so many things from here and government was sleeping," Yadav said. Jaitley, in response, said that his deportation was sought by the investigative agencies, but was turned down by the UK. "Investigative agencies are probing the wrongdoings. In course of the investigation, since his diplomatic passport has been cancelled, the investigative agencies sought his deportation," Jaitley informed the elders.

NEW DELHI, may 11 (rEutErs): India has failed in its initial attempt to secure the return of debtstrapped tycoon Vijay Mallya from Britain but New Delhi said on Wednesday it would continue to seek his repatriation to face his creditors. Mallya flew to London two months ago, under pressure from bankers seeking to recover about $1.4 billion owed by his collapsed Kingfisher Airlines.

He has since said he is living in "forced exile". India, which has revoked Mallya's diplomatic passport, requested on April 28 he be deported but now acknowledges there is no immediate prospect this will happen because Mallya has the right to remain in Britain. Vikas Swarup, spokesman for the Ministry of External Affairs, said the British government had told India that Mallya does not require a valid passport as

long as it was valid when his leave to remain in the country was granted. "At the same time the UK acknowledges the seriousness of the allegations and is keen to assist Government of India (GoI)," Swarup said in a statement to Reuters. "They have asked GoI to consider requesting mutual legal assistance or extradition." The 60-year-old Mallya, a Formula 1 boss known as the "King of Good Times"

for his party lifestyle, is the subject of a non-bailable warrant issued by a special judge in Mumbai. India's Enforcement Directorate, a government agency set up to fight financial crime, has accused Mallya's UB Group of using 4.3 billion rupees ($64 million) of bank loans to Kingfisher to buy property overseas. Creditors, led by State Bank of India, have rejected an offer of partial repayment by Mallya, who had

given a personal guarantee for the Kingfisher loan. They have demanded that the former billionaire attend a hearing in the Supreme Court. Mallya has denied wrongdoing, calling the charges against him "preposterous". He has also offered a settlement to his creditors that they have so far refused to consider. No comment was immediately available from a Kingfisher spokesman.

SC raps three states, asks Centre to convene meeting on drought NEW DELHI, may 11 (IaNs): The Supreme Court on Wednesday rapped Haryana, Gujarat and Bihar on the drought issue and directed the Centre to convene an urgent meeting with their chief secretaries to assess the drought situations in these states. In an unsparing indictment of the attitude of the three state governments, the apex court remarked that these states lacked the will to even admit to the droughtlike situation in their jurisdictions. The court directed the union agriculture secretary to hold a meeting within a week with the three chief secretaries in view of the available data and, if so advised, persuade the state governments to declare drought in whichever district, taluka or tehsil it was necessary. The court also ordered for the setting up the National Disaster Response Force and the National Disaster Mitigation Fund within six and three months respectively. "It should be emphasised that there is no loss of face or prestige or dignity in the state government declaring a drought if it is warranted, although succour to the distressed might be too late in the day," said an apex court bench comprising

Justice Madan B. Lokur and Justice N.V. Ramana. Saying that the agriculture secretary "might also consider convening a meeting of the National Executive Committee and issue directions, if necessary, to Bihar, Gujarat and Haryana and their authorities in response to any threatening disaster situation or disaster", the bench quoted Lokmanya Bal Gangadhar Tilak: "The problem is not lack of resources or capability, but the lack of will." Justice Lokur said: "This lack of will is amply demonstrated, in which Bihar, Gujarat and Haryana are hesitant to even acknowledge, let alone address, a possible drought-like situation or a drought, by not disclosing full facts about the prevailing conditions in these states." "A candid admission does not imply a loss of face or invite imputations of ineffective governance -it is an acknowledgement of reality. An ostrich-like attitude is a pity, particularly since the persons affected by a possible drought-like situation usually belong to the most vulnerable sections of society." "The sound of silence coming from these states subjects the vulnerable to further distress", the

bench said in its judgment. It pointed out that the "humanitarian factors such as migrations from affected areas, suicides, extreme distress and the plight of women and children are some of the factors that ought to be kept in mind by the state governments in matters pertaining to drought and the government of India in updating and revising the Manual". The court said the availability of adequate food grain and water is certainly of utmost importance but they are not the only factors required to be taken note of. Seven directions were issued to the Centre, including on "setting up of a National Disaster Response Force within six months from today with an appropriate and regular cadre strength" as mandated under Section 44 of the Disaster Management Act, 2005. The Centre was also asked to establish a National Disaster Mitigation Fund within three months from today as required under Section 47 of the Act of 2005. The court referred to Section 11 of the Disaster Management Act, 2005, which requires the formulation of a National Plan relating to risk assessment, risk management and crisis management in respect

of a disaster. "Such National Plan has not been formulated over the last 10 years, although a policy document has been prepared. We can appreciate that the formulation of a National Plan will take some time, but surely 10 years is far too long for such an exercise." The apex court then directed or the formulation of the National Plan in terms of Section 11 of the Act of 2005 at the "very earliest and with immediate concern". Appreciating the Drought Management Manual, the court direct that the Manual be revised and updated on or before December 31, 2016. The court said weightage be given to rainfall, storage water levels in reservoirs, surface and ground water as well as sowing and crop conditions to determine drought and its duration. This direction came after the court found Haryana, Bihar and Gujarat were using factors like perennial rivers, nature of soil and other factors for not declaring drought. The court was hearing a plea by NGO Swaraj Abhiyan seeking its intervention for relief in 11 drought-affected states.

Prez Rule revoked, Rawat is back as Uttarakhand CM NEW DELHI/DEHraDuN, may 11 (IaNs): A day after ousted Chief Minister Harish Rawat won the trust vote, the union cabinet headed by Prime Minister Narendra Modi on Wednesday revoked President's Rule in Uttarakhand to pave way for the Congress government to return in the state. The cabinet decision came after the BJPled central government told the Supreme Court that Rawat got 33 votes while 28 legislators voted against him in the Tuesday floor test supervised by the apex court. Attorney General Mukul Rohatgi told Justices Dipak Misra and Shiva Kirti Singh that there was “no doubt” that Rawat had the legislative strength to head the state government. “It is clear (Rawat) has proved the majority,” Rohatgi said. The court asked the central government “to revoke forthwith the order of proclamation of President's Rule” to let Rawat return as the chief minister. Rawat's victory, which was already known but officially announced on Wednesday, sparked jubilation in the Congress

camp in Dehradun as well as in Delhi. In Delhi, the Congress said it was the “victory of democracy”. “Hope Modiji learns his lesson. People of this country and the institutions built by our founding fathers will not tolerate the murder of democracy,” Congress vice president Rahul Gandhi tweeted. But Rawat, 69, said he had no acrimony with the BJP government and needed its support for the state's progress. "It has been a tense period, a period of uncertainty and the state suffered losses. But all is well that ends well," an elated Rawat told a crowded news conference in Dehradun. Congress workers in Dehradun broke into festivities. They danced and sang, distributed and ate sweets, hugged each other and burst firecrackers near Rajiv Bhavan, the party headquarters in the heart of Dehradun. A peeved Bharatiya Janata Party (BJP) claimed the Congress' jubilation would be "shortlived". “This majority is just for show. It will be a shortterm glory. They have already lost the confidence of

the people of Uttarakhand. The Congress majority in the assembly was a result of purchase and sale of elected members," BJP leader Shrikant Sharma told IANS outside parliament. The return of the Congress government, however, awaits President Pranab Mukherjee's proclamation. The court ruling ended Rawat's more than 45-day long legal battle after he was dismissed by the central government on March 27 citing poor governance. The crisis for the Congress began in the state when the BJP tried to leverage a rebellion in the Congress led by Vijay Bahuguna, whom Rawat replaced. The problems peaked on March 18 when the assembly passed the budget Appropriation Bill by voice vote while the opposition and nine Congress rebels sought recorded voting in the house of 70 members. Rawat's problems are not over yet. He has been summoned by the Central Bureau of Investigation (CBI) to New Delhi to answer charges that he, in a sting operation, tried to bribe Congress rebels to return to his camp. Rawat has denied the allegations.

Government favours common test for medical entrance NEW DELHI, may 11 (IaNs): The government on Wednesday said it favoured holding a general common medical entrance test for admissions in MBBS and BDS courses but the test should be conducted from next year. "The government, in principle, is in favour of a general common admission test. However, this is not the decision of the government. This is the directive of the court (to the government)," Parliamentary Affairs Minister M. Venkaiah Naidu told the Lok Sabha. He was responding to concerns raised by some members in the Lok Sabha during Zero Hour. The National Eligibility Entrance Test (NEET) replacing all other private and state medical entrance tests across the country is scheduled to be held on July 24. Naidu said if the NEET is conducted from next year, then the students can have adequate time to prepare for the exam. The Bharatiya Janata Party (BJP) leader also assured the members that the government will again approach the

apex court in this regard through the Attorney General. "I will convey the concerns of the members to the union HRD minister and health minister. We will also try to convince the (apex) court," Naidu said. Earlier, raising the matter, Trinamool Congress member Kakoli Ghosh demanded that a legislative initiative should be taken up by the government to address the concerns of students. "How can students be asked to appear in the test within such short span of time. The government should take legislative initiative in this regard so that we can stand by students. We can't let them suffer," she said. Shiromani Akali Dal member Prem Singh Chandumajra demanded that Punjabi be included in the list of regional languages in which candidates can take the NEET exam. Congress member Rajiv Satav said that either the government should again approach the apex court or bring an ordinance to give relief to the students.

ItaNagar, may 11 (PtI): Emphasising on better connectivity, Arunachal Pradesh Governor J P Rajkhowa asked North Eastern Council (NEC) to take up development of Orphan Roads as it will benefit the state and its neighbours. He said this during a meeting with NEC Secretary Ram Muivah, who called on him at Raj Bhawan yesterday. Informing that there is road connectivity problem in the state and region and there is not a single institute for road research and design, Rajkhowa suggested an institute be set up in Arunachal Pradesh, as the state with its variant topography and climatic condition, is most suitable for it. Mizoram govt accepts HPC-D peace overtures aIzaWL, may 11 (PtI): The Mizoram government has accepted the peace overtures of the Manipurbased Hmar People's Convention (Democratic) on the condition that the outfit would not indulge in any anti-government activity during the by-elections to the village councils on May 19. Mizoram Home Minister R Lalzirliana today said the HPC (D), through the Young Mizo Association (YMA) (Tuisual Group) and the central committee of the YMA appealed to the state government to initiate a peaceful negotiation. "We welcome the peace initiative and agreed that any conflict can only be amicably solved only through negotiation," he said, adding that the HPC (D) was expected not to campaign for any political party or candidate during the polling. The last talks between the state

government and the HPC (D) fizzled out in 2013 over disagreement on the extension of the Suspension of Operations (SoO) and with the Hmar outfit accusing the state government of being insincere about finding solution to the vexed Hmar imbroglio. The HPC (D), since 1997 had been demanding a separate autonomous district council under the Sixth Schedule of the Constitution by carving out the north-eastern part of the state adjoining Manipur. The by-elections to the 31 village councils are being held as the State Election Commission could not hold elections along with the village councils in other parts of the state on April 30, 2015 due to threats from the HPC (D). Nobody filed nomination for the election. Some top HPC (D) leaders are facing trials and languishing in the central jail near Aizawl.

BaGHdad, May 11 (REUTERS): A car bomb claimed by Islamic State in a Shi’ite Muslim district of Baghdad killed at least 52 people and wounded more than 78 others on Wednesday, Iraqi police and hospital sources said, the largest attack inside the city for months. Security has gradually improved in the Iraqi capital, which was the target of daily bombings a decade ago, but violence directed against the security forces and Shi’ite civilians is still frequent. Large blasts sometimes set off reprisal attacks against the minority Sunni community. New Delhi, May 11 (aFP): Shashank Manohar said his conscience forced him to resign as India's cricket board chief after he walked away from the embattled organisation in a dispute over introducing wide-ranging reforms. Manohar wrote to the powerful Indian board on Tuesday to announce his immediate resignation, a move expected to trigger his bid for re-election as chairman of the International Cricket Council (ICC). Manohar, who had only been in the post since last October, had promised to clean up the Board of Control for Cricket in India (BCCI), whose reputation has been tarnished by several scandals involving the Indian Premier League (IPL). In the wake of the IPL scandals involving corruption and fixing, the Supreme Court ordered a retired judge to draw up a report on the BCCI's governance in a bid to avoid future conflicts of interest. Justice Rajendra Mal Lodha's report recommended the BCCI introduce age limits for its office-bearers and a ban on television adverts between overs during live broadcasts. But Manohar said some of the reforms were not in the BCCI's best interests

and he felt he could no longer carry on in his role. "My conscience no longer permits me to continue," Manohar told the Times of India in an interview published on Wednesday. "I feel certain portions of the Lodha panel's recommendations are not in the interests of the board. There is very little I can do in the current scenario. Mr. Silverstein, have read your former article as well as the present one published in the Morung Express on May 11, 2016. I however did not reply your first article because like yourself, there are many from the West who poke their noses into our history and write sweeping statements and opinions without knowing what we have gone through under India’s occupational forces from 1947 to the present. Coming to your present article, it is a sweeping attack on my integrity based on references to my sources of information. As for your own sources of information, you have mentioned twice in your present article that your first article appeared in the Morung Express on April 4, 2016. I had lost my own copy of the Morung of April 4, 2016 and therefore frantically searched for it from neighbors and

finally have it on my table. BUT there is no article of yours in the Morung dated April 4, 2016. Please therefore be careful about references to your own sources of information. Coming to your articles about Nagaland and myself, I have no time to give a sentence for sentence reply, but would like to communicate the following facts: 1. Writing about a 69 year conflict in 421 pages was not an easy job, as you, an author yourself should be able to understand. In my experience, having to condense piles of files on atrocity reports into some perhaps, 100 pages (and not the whole book as alluded by you) was no mean task. Therefore, there may be instances where I did not mention the file number or the Region concerned. All along the writing period of three and half years, my table and shelves were always full of reports and documents so much so that thousands upon thousands of hours had to go into condensing pages into paragraphs

udos to The Morung Express for carrying an exclusive article yet again, (albeit relegated to an indifferent 'Public Discourse' column at the back pages where people probably overlook), entitled "Errors And Omissions...In The Name of Nationalism" authored by one Robert A. Silverstein (henceforth referred to as Mr. R.A.S). This chap had earlier written an article entitled "The reality of Naga Nationalism" which too had been published by The Morung Express on April 5, 2016 and aptly responded to by Atsung Imchen on April 9, 2016. This 'apparently well qualified and well informed' gentleman has raised contentious subjects beyond his effort to critically analyse what Mr. Kaka D. Iralu has written in his book "The Naga Saga" that he had had the opportunity to read. I have no immediate inclination to endorse Mr. Kaka D. Iralu's historical point of view concerning the Nagas Political Movement but the general peripheral conclusions delivered by Mr. R.A.S thereof by extension is highly unpalatable. The air of arrogance of Mr. R.A.S that truly reflect the Indian perceptions is thoroughly debatable and insulting to a common Naga and being reminded of the usual historical Indian attitude of looking down on the Nagas as an unequal sub-human being is intolerable. Let me very bluntly state that the Nagas are certainly not an epitome of corruption less goodness...but which civilisation is? ... One solitary instance of India corruption/ scams that runs in multiple billions of rupees that would have seen through the problems of a small State like Nagaland for fifty years has been hitting the daily news, is a forgivable Indian default while the Nagas corruption on a 0.1% annual State budget allocation in comparison is not?! Mr. R.A.S has dared to throw his gloves into the ring. I more than "feel up to challenging the things" he has said. Why wait for July...come to Nagaland 'yesterday' instead and we can have a very public debate, whether Mr. Kaka D. Iralu responds to your challenge or not! I too was a Senior Indian bureaucrat but still am a warm blooded Naga, having personally seen the river of Naga blood flow in the Hills of the Naga Country caused by the Indian Army that you underwrite as irrelevant perception of the Nagas and I am game to take you on any day. Sixty two years of open warfare (except for the three ceasefires and peace talks) is a long enough period for any nation to be utterly wary of war (1954-2016). 3. Therefore, do not try to miss portray me as a radical fanatic Naga trying to rouse my people back to war with India again. As clearly stated in the introductory part of my book

under “A note to the reader,” I had written thus: “The details (of the war) are described with revulsion and disdain. They have been exposed and described so that each reader will join the author in pleading that the war must cease.” If you have read every page of my book as you have stated, then sadly, you are the one reader, who has completely missed the whole point altogether. 4. Finally, I am sorry to learn that you have also lost a beloved daughter called Emily to murder. I am sure as a father; your Emily is not just another statistical number in the list of murdered people. Mr. Silverstein, we Nagas have also lost so many Emily’s in our struggle stretching to almost seven decades. Their numbers are not in hundreds, but in their hundreds of thousands. Please do not therefore, insult the fathers of Nagaland by implying that that Kaka should not write about these Emilys of Nagaland who have died under horrible atrocities. This is with reference

to what you have written about my book in your first article in the context of atrocities. (Quote) “Saga is, for the most part, a history of atrocities by the Indian Government over a period of decades against the Naga people. Focusing on atrocities in the Indian-Nagaland context is irrelevant no matter how tragic these atrocities were. In fact, those trying to prevent a solution will perpetrate atrocities in order to foment distrust.” (Unquote) In conclusion, we Nagas are most amused by outsiders who visit Nagaland once or a few times; speak to a few artificial Nagas in the urban areas, read a few books about Nagaland, talk to a few Indian Government bureaucrats, and then - pass sweeping opinions directing Nagas as to how they should conduct themselves regarding their future! Yes, it is an amusing pastime for us, but we try to accommodate all of you in our strides. Thank you for your many learned advice for Nagaland and my book.

ineteen years into the nursing profession, and fifteen years of being a trained nurse! I have passed out these years with multitudinous questions of why I became a nurse. Initially I would get lost in explanation and translation of why I chose nursing, because it wasn’t a dream I harbored and strove to be. Some encouraged, some passed with murky comments. The step of my journey into nursing didn’t have the most exciting start. I didn’t have the slightest idea of what studying nursing would be like. I found myself marshaled in the midst of complete strangers. I had to learn to take care of people with different ailments, with varied personalities, doing things for them and taking care of their needs, which I had possibly never done for my loved ones at home. Amidst all difficulties and harrowing times, I learned to find joy and contentment in nurturing those under my care. Four years of studying nursing not just molded and shaped me, but helped me understand myself in a way nothing ever could do. Most nurses don’t choose nursing because they think nursing is great. As trite as it may sound, most of us enter the profession of nursing without being aware of what it is and how it actually works. I've been in nursing for about 19 years now and I have never regretted it. In fact I have enjoyed it ever since first my interaction with my patient. That joy you feel when you realize that you lighten up someone’s face, with your presence is amazing and fulfilling. When you look at your patient in the eye and they are thankful for your kind attention and care, well, that's why I chose to become a nurse. Day one on, it has been a challenge. To ease someone's pain, whether it be physical or emotional, makes

me feel as if I have accomplished something for the day. To share the joy and relief with a family who has found out their loved one does not have a fatal disease is a fabulous feeling. To help a patient and family walk through the pains of death and dying, keeps one spiritually alive. I have met many wonderful people this way. To care for a patient who is near death and to know that, in the smallest way by holding their hand and consoling them eases their pain, is rewarding. These are what nurses do. Yes, there are ups and downs, rewards and challenges but there is an enormous feeling of contentment and fulfillment. As I pen down this, I recall the overwhelming emotional experience as I inched closer towards becoming a nurse. Celebrating International Nurses’ Day brings forth a reminder of Florence Nightingale, a young girl who was very clear about what she wanted to do and she saw nursing as an opportunity to help people. She looked upon the patient as a member of a family and she emphasized on personalized patient care. She considered love, duty, and kindness as heroic virtues, and perceived the nurse as a heroine in daily practice. She also stressed on the importance of nurses having broad interest and involvement in society's problems, and in their efforts to fight against social and health evils. Florence Nightingale's intent is equally relevant today. Today’s nursing is not only about taking care of the patients that come under the vicinity of our hospital unit. We have multiple roles to emulate; reaching out to the people in the community (community nursing), reaching the homes of those who cannot stay confined to the hospital (palliative care), grabbing opportunity to teach the patients and educate them in

relation to their ailments (nurse educators) and conducting awareness programmes about prevention and promotion of health. The gloom in nursing today is some of the vibrant youngsters only see career opportunities in nursing, and not understanding the demands of the profession. It lacks understanding that nursing teaches empathy and not sympathy, that the love, warmth and touch of hands cannot be replaced by machines; the perfect layers of documentation in the nursing station cannot fill in for a comforting word and the solace of our presence with the patient. Education in nursing has advanced tremendously, providing ample opportunities for making a career as a clinical nurse specialist, nurse anesthetist, certified nurse midwife, nurse practitioners, nurse educator etc. I take inspiration from many of the nursing leaders I have met and heard of. The tremendous love for nursing, the work towards uplifting our profession, the ability and potential I see in my friends and colleagues encourages and inspires me. I have evolved in nursing, and with nursing. It has given me so much love and opportunities to build me up. Challenges lead our way, disappointments and frustrations befall us many a times, but I have taken the pledge “To serve my profession with dedication... to actively support my profession and strive towards its advancement…to fulfill my responsibilities as a citizen and encourage change towards better health”. igital India was launched by Prime Minister of India Narendra Modi on 1 July 2015 to ensure that Government services are made available to citizens electronically by improving online infrastructure and by increasing Internet connectivity or by making the country digitally empowered in the field of technology. The initiative includes plans to connect rural areas with highspeed internet networks. The vision of Digital India programme is inclusive growth in areas of electronic services, products, manufacturing and job opportunities etc Kiphire District Situated in the most remote part of Eastern Nagaland is also a part of Digital India. Various programmes related to Digital India is been observed. However, on connectivity part, it has no or hardly connectivity and communication infrastructure Due to which various untold difficulties and problems were faced by the Govt depts., Students and Citizens in the District. We are in a global world but Kiphire is yet to Bridge the Digital Divide. The key e-governance agencies like NSWAN and NIC too are not in a position to provide internet services/facilities. Now, if some of these agencies which were only meant to provide and facilitate e-services in the District don’t have connectivity, how can anyone imagine an individual citizen of Kiphire to have an internet services? The only VSAT available at DC office, which was managed by the NIC is been damaged since from the beginning of this year. Other option like NSWAN is not to be mentioned as the BSNL services rarely visit the District. The citizen visits CSC which is running under the initiative of NSeGS however even this couldn’t help them on e-services due to connectivity problem. An appeal has been made by Administration, NGOs and concern individuals however, snap down of OFC cable etc has always been made

an excuse. Private telecom services like Airtel, Aircel is operating in the District but unreliable internet connection. Even a phone call goes after making several attempts and that too hardly speaks. Aircel 3G sometimes connects Kiphire but network is always inconstant. We are in Digital Nation, as such whether we have or not all the programmes/works that needs to be done through online services should be followed by the Govt departments/Students/ Citizens with the rest of the Digital Nation. Government has also already created the e-governance application for many departments but all these services could not be used by the Citizen of Kiphire District. Sometimes, its upset seeing Students and Citizens running from pillar to post to avail online related services. One who can offer help is helpless. Therefore, it is fervently appeal to the concern department to kindly look into the matter on priority and find out the ways and means to connect Kiphire at the earliest. As connectivity has become the basic necessity in day today’s life. Please don’t wait for the NGOs/ public pressure to start up your assigned duties. As most of the time I have been explained by many that since no one is pressuring for the problem faced by citizen the concern officers/departments are not serious in taking up the issues. But be it Govt departments or private companies we are hired just to do the needful job and you are assigned to satisfy your citizen through your services. Your responsibility is to meet the needs and wants of your citizen in your own level. Kiphire District shares an international boundary with Myanmar in the East, hence special focus on connectivity must be given in this areas so that it will be a boost for the state and the district in making the Digital India into reality. inger Taylor Swift's security guards detained a "disoriented" intruder who tried to get inside her residence here. The man walked around the porch of the building, looking suspicious. Knowing the situation, the singer's security team took quick action by detaining the man and calling 911. When police and fire fighters arrived, the man was handcuffed and taken away, reports tmz.com. In a video obtained by the site, the man appeared to carry a duffel bag, which the police searched. Los angELEs, May 11 (aFP): Russell Westbrook scored 35 points as the Oklahoma City Thunder fought back to stun the San Antonio Spurs 95-91 and take a 3-2 series lead in their Western Conference semi-final playoff series. Oklahoma City had trailed by as much as 13 points at one point as the Spurs looked to seize the initiative in front of their home crowd at the AT&T Center. But a scintillating fourth-quarter fightback transformed the contest and means the Thunder can clinch a series victory back in Oklahoma City in Thursday's game six. West Ham vows life bans for bus attack fans

London, May 11 (aFP): West Ham United on Wednesday vowed to ban for life any fans found to have taken part in an attack on the Manchester United team bus before their key Premier League game. The attacked marred West Ham's 3-2 win over the English giants in the final match at the London club's Boleyn Ground on Tuesday. The match was delayed for 45 minutes as police in riot gear cleared troublemakers who hurled bottles and cans at the bus while Manchester players cowered on the floor.
