4 college student’s unions support ENCSU demand DIMAPUR, MAY 18 (MExN): The Wangkhao Government College Students, Yingli College Students’ Union, Sao Chang College Students’ Union and Zisaji Presidency College Students’ Union today expressed support to the demand made by the Eastern Nagaland College Students’ Union (ENCSU) on grievances faced by the students of the 4 colleges from Eastern Nagaland. A joint statement from the 4 student unions said they would stand with the ENCSU until “justice is done by the government and the Higher Education Department.” They informed that students from the colleges of Eastern Nagaland have been facing untold problems due to the insincerity of the government and the department. “When the students from other districts are enjoying all the facilities, we are deprived from enjoying even the basic necessity. We feel that it is time for the government and the department to ponder upon the problem faces by the Eastern students and deliver the justice. We are studying in our areas despite of all this problems and grievances not because we want to but it is a compulsion due to our financial constraints,” the unions stated. Not even a single day of our college days pass without the problem, they lamented, pointing out concerns from teaching faculty and library facilities to transportation and infrastructure. “But shockingly, the government and the department want the enrollment of the colleges to increase tremendously when our institutions are in such deplorable condition. Had the government and the department treated us equally to the rest of our brothers and sisters from other districts, today there won’t be problem in registration of students in the college,” the unions stated.

NH appeals GoI to view Naga issue from social, economic perspective
DIMAPUR , MAY 18 (MExN): The Naga Hoho (NH) today asked the Government of India to look at the present situation in Nagaland from a social and political perspective. A press note from the Naga Hoho said this while referring to the recent actions of the National Investigating Agency (NIA) in Nagaland, wherein it had arrested state government officials for “providing financial aid to different Naga political groups/ national workers...” The Naga Hoho while acknowledging that the arrests “may be the exercise of fulfilling constitutional provision
and the law of the land,” however, urged the different Indian agencies to “look into the problems from social and political perspective.” “We strongly feel that be it government employees or businessman is providing the assistance willingly or unwillingly but under compulsion and therefore the arrested government officials should not be treated as law breakers. In this regard, we strongly appeal to the NIA to ponder with all seriousness and avoid misdemeanors while dealing with such issues,” it asked. The Naga Hoho also ex-
pressed concern at the reported arrest of the “wife and relatives” of Niki Sumi of NSCN (K), in Manipur recently by the Assam Rifles. “Arresting of innocent Naga people by armed forces and putting under various sections of infamous laws is unacceptable basing on the fact that such inhuman act has been meted out to the kith and kin of Naga national workers even in the past...” it stated. It also urged the authorities to “discontinue with the trial of those arrested persons and look beyond the horizon by realizing the plight and rights of the people.”

DIMAPUR, MAY 18 (MExN): All the intending candidates in 33 AC SuruhutoAsuto Area will be given a common platform to express themselves in a public meeting from forthcoming elections. With the objective of letting people chose the leaders on the basis of ‘efficiency and capabilities,’ each candidate will be given free and sufficient time to express themselves in such public meetings. “This will be the final judgment for the fate of the candidate before casting vote,” a statement from the ‘Apex Body/Committee unfair election’ of 33 AC SuruhutoAsuto Area informed. The resolution, among others, was passed during the Committee’s tour of all 29 villages under 33Assembly Constituency Suruhuto-Asuto from May 8-12. “The Committee unfair election shall take over and exercise the entire process for holding common platform system in each village basing on their programmes and the meeting will be conduct by the Apex Body/Committee unfair election,” the statement said. It also resolved to strictly prohibit purchasing and selling vote and opening of election camp during state as well as parliamentary election. Usages of alcohol and drugs as well as coup system in particulars village violating the concept of free and fair election will also be strictly penalised under ‘as per pro-
vision of election commission’, it added. The Committee comprised of all the apex organisations in the area including Kukami Hobo (GB); Sulimi Totirni Loka (STL); Students’ Union; Village Council Chairmen; VDB Associations; Suruhuto Area Public Organization; and Church Leaders Fellowship (CLF). Besides, it also includes village level sub-committee from each village such as VC Chairman; GBs; Village Students Union; Member STL; Church Leaders and Deacons and VDB Secretary. The resolutions are aimed at conducting free and fair election in the forth coming Assembly election through the system of common platform, the statement said. “The main Aims and objective of the campaign is to fulfill Election Commission rules and to follow up the principle rule of law in the forth coming 2018 Assembly Election so that people can justly and elect the good leader who posses honest intelligent and capable to fulfill the aspiration and desires of the people by bringing all around development,” it added. Consequently, no candidate will be allowed to open election camp and the opening of individual or political party camp is strictly ban as per committee resolution. “The committee abolished coup system in particulars village violation village shall take necessary action as per provision of election commission,” it added. Purchasing and selling vote is strictly prohibited as per the constitutional and law of election commission, the statement further informed.
PACSU bemoans lack of teachers in GHSS Pungro

DIMAPUR, MAY 18 (MExN): The Pungro Area College Students’ Union (PACSU), the frontal student organization of Pungro sub-division, has taken serious note over the deteriorating educational system at Government Higher Secondary School, Pungro. It stated that the government educational institution in question has been confounded by shortage of teaching faculty and the dilapidated infrastructure. The PACSU during an inspection had discovered that the school was running with no teacher for Political Science and So-
ciology while for English, History and Education; there was only one teacher each to run the show. The school has been functioning without a Political Science teacher since the up-gradation to higher secondary and the students were compelled to bear the brunt. Left with no choice, a local arrangement was made by NGOs to employ a teacher to teach Political Science till last year, the students’ union informed. A representation to the Director of School Education was also submitted by the union stating the afore-
mentioned grievances. However, the department has paid no heed to the appeal so far, the union alleged. Adding to the woes, the department concerned recently transferred out a lone sociology teacher without any alternate arrangement, it added. The students’ union also pointed out that the pass percentage of HSLC under Pungro Centre has improved in leaps and bound. As per the HSLC result 2017, the number of matric passed students under Pungro centre is 152. When the growth of the matric students in Pungro
is exponential; the depression of teachers in GHSS Pungro is a vivid disparity,” the students’ union lamented. In the light of above mentioned facts and circumstances, the union has demanded immediate deployment of at least two (2) subject teachers against each subject as it is in other parts of Nagaland. Failing to comply with the demand, the “department shall bear any untoward eventuality which may occur due to the outburst of students’ prolonged outcry,” the students’ union has warned.
The Naga Peoples’ Front (NPF) on Thursday attempted to brush aside the suggested “threat” posed by the newly formed political party- Democratic Progressive Party (DPP)—which has the presence of stalwart politicians and some prominent new faces, and said it was “hardly bothered and it barely threatens the NPF.” “The NPF is less bothered by the formation of the new party; in fact, it has strengthened and consolidated the party because it has ‘filtered’ the party in its functioning, party system and even for the upcoming elections, Achumbemo Kikon, spokesperson for the NPF told media persons during a press conference held at Hotel Japfu in Kohima. Citing the example of the AGP (Progressive) Party in Assam formed by a former Chief Minister which had lost in the previous elections, Kikon considered the newly formed party a coincidence in naming its party ‘Progressive,’ and said no aspiring candidate (s) would vie for this party’s ticket because “these are the bad omens that people have experienced using the term progressive.” NPF Vice President, Zaku Tsiikrii said the people who organized the new party are “mostly desperadoes who have been trying to contest the election but could not get ticket.” He
also claimed that majority of the members of DPP are not from NPF, and only two or three persons from NPF has joined the party. Also clarifying on the repeated statements from the Nagaland Pradesh Congress Committee (NPCC) of NPF party being divided into NPF right and left, Kikon said there is “no such thing as NPF right or NPF left, there is only one NPF that is led by the President Dr Shurhozelie.” “This statement by the NPCC is just a figment of imagination. It’s totally false. They have no issue to raise against NPF party or the present government; therefore they want to misdirect the common people,” the NPF spokesperson said. On the prospect of BJP’s alliance the NPF in the next election, Kikon said the party is open to having alliances with like-minded parties. “We remain true to our alliances. We don’t backtrack to our commitment.” Scheduling of by-election depends on the Cabinet The NPF is also yet to decide on the dates for the by-election of Nagaland Chief Minister Dr Shurhozelie Liezietsu. “We will go in accordance with the election norms. We will take the right decision at the right time. We are considering which way is the best,” Kikon said without going into details. With the duration of the pres-
ent NLA coming to end on March 13, 2018, the question of rescheduling the general election to an earlier date, according to Kikon, would depend on the situation in the country since some States have Assembly elections coming up by December end of 2017. “Normally the Election Commission prefers to have election with as much States as they can organize so if options are given, we will see which way we should opt for. That option should be given to us. They can’t just impose on us,” the NPF spokesperson maintained. He also mentioned that the Cabinet has not yet deliberated on the issue, adding the decision would depend on the Cabinet, who has the prerogative to recommend for early election. NPF office issue Fresh controversies had recently emerged over the proposal of the NPF office to be shifted to the Capital Convention Centre. Kikon attempted to clarify that the proposal was submitted with the idea that the Center, if shifted to the current NPF office near Hotel Japfu would be more lucrative since the location is better for commercial and business purposes. “They will gain more benefits if shifted here,” claimed Kikon adding that the “present building of NPF is as good as the Capital convention Center building.” The government, however, is yet to decide, he said.

ECI to launch special enrollment drive To target youngsters in 18-19 years age group kohIMA, MAY 18 (DIPR): The ECI has decided to launch a Special Drive in all the States from July 1, 2017 to July 31, 2017 for maximization of enrolment of eligible young electors, particularly in 18-19 years age group and has directed to launch a comprehensive SVEEP campaign for enrolment with special focus on first time electors of above age group. Special focus should be given to Para B (g) under Youth Enrolment (inclusive of newly eligible), wherein, the ECI has stated that the second phase of ‘Interactive School Engagement’ is to be integrated with this special drive. The 1st phase of Interactive School Engagement was done in January, 2017. The period for this exercise shall be carried out within a month, every year in two phases as given: 1st Phase - January, ahead of the National Voters’ Day: It is also instructed that colleges should mandatorily issue admission forms with Form 6 to students. Hence, respective DEOs shall tie up with all colleges (Govt, or recognized private) for the same. 2nd Phase - July, ahead of the Summary Revision: Regarding Special Campaign dates for Educational Institutes (colleges & schools/vocational training institutes like B.Ed colleges, training institutions and Polytechnic Colleges), two working days in July shall be appointed for all the DEOs of Nagaland after some days. A report on the number of schools covered district wise should be submitted to the Office of the CEO in prescribed format for onward submission to the ECI. Nearly 99% of enterprises in the northeast are micro and in the case of Nagaland it could be more than 99%, a SIDBI official informed today. Deputy General Manager, SIDBI, Guwahati, Sanjeev Gupta said this while inaugurating the MEPP office as the chief guest here at Dimapur today. Sponsored by Small Industries Development Bank of India (SIDBI), Guwahati Regional Office, the Micro Enterprises Promotion Programme (MEPP) was launched at Alaphra Group Conference Hall, Dimapur. MEPP was a flagship programme of SIDBI for capacity building, Gupta said but informed that SIDBI do not directly fund entrepreneurs but works in collaboration with other credit linkage banks. The implementing agency for Dimapur has been given to Alaphra Group which has been given a target of grounding 200-250 units, he added.

DIMAPUR, MAY 18 (MExN): NLA Pubic Account Committee will carry out ‘On the Spot Verification” of various projects under Home (PEP) and 15th NAP (IR) Battalions in connection with examination of C&AG of India Report 2013-14. The Committee will be lead by PAC Chairman Nagaland Legislative Assembly, CM Chang along with Commissioner & Secretary and 13 other Officials and Staff, informed a press note from Commissioner & Secretary N Benjamin Newmai. The Committee will inspect Home (PEP) from 9-10 and 15th NAP (IR) Battalions on May 22 and 27, it said. It will also visit the 9th NAP (IR) Battalion Saijang Peren district and 15th NAPO (IR) Mahila Battalion Mpetsa, Dimapur on May 22. On 27 May, the PAC will visit 10th NAP (IR) Battalion Zhadima., Kohima. In this regard, the PAC has also directed all the concerned Department representatives to be present at the project sites with relevant information to assist the committee as per the programme. All the PAC members are also requested to participate in the verification exercise it added.

DIMAPUR, MAY 18 (MExN): As entrepreneurs, everything is a business opportunity and not problems, attendees of an ‘Entrepreneurship boot camp’ were told here today at Anaki Hall, Dimapur. The boot camp was organised by ‘Nagaland Startups’ in collaboration with ‘YouthNet’ and Bangalorebased ‘Quest Alliance’ for startups and aspiring entrepreneurs. In the workshop, resource persons from the three firms gave advices and tips on entrepreneurship; their experiences; and problems and challenges faced by them doing business in Nagaland. Director, YouthNet, Lezo Putsure, started his presentation by asking the entrepreneurs to list the problems afflicting Nagaland and the notable answers included unemployment, taxation, irregular power supply, bad roads and transportation problems, bad sanitation, corruption/nepotism, idleness and lack of skills. The YouthNet director said for entrepreneurs, these problems should be viewed as opportunities as lots of business and entrepreneurial avenues can be opened through these problems. “As entrepreneurs, everything is a business opportunity and not problems,” Lezo said and cited examples of Naga entrepreneurs making the most out of the so-called problems. Lezo also said the business approach of Nagas and non-Nagas are quite opposite and said whereas the usual formula of non-Nagas is income-savings-expenses, the Naga approach is income-expenses-savings. This approach of the Nagas to spend first before savings has proved to be the downfall of many Naga businessmen and entrepreneurs, he reminded. He further advised the young entrepreneurs and startups to be thorough and know the “numbers” and figures of their respective businesses including investment, earnings and expenses if their business is to survive or make profit. Mizoram Bru Displaced People’s Forum (MBDPF), an apex body of displaced Bru people staying in seven refugee camps in north Tripura district has recently appealed to the Supreme Court and accused two civil bodies of Mizoram----Young Mizo Association (YMA) and Mizo Zirlai Pawl (MZP)---of ill treating the Bru refugees. A statement issued by YMA said that it strongly took exception to the allegation leveled by the Bru body against the two civil bodies and was unhappy that they have been allegedly projected as a militant group torturing the refugees. Imphal, may 18 (pTI): Twin blasts were reported from two districts, Chandel and Imphal West, in Manipur, police said today. However, no casualty was reported, they said. Unidentified miscreants triggered an Improvised Explosive Device (IED) at Moreh ground in the border town in Chandel district late last night, police said. GM to stop selling vehicles in India, focus on exports New Delhi, May 18 (Pti): American auto major General Motors today decided to stop selling its vehicles in India as there was no turnaround in its fortunes here after struggling for over two decades to make a mark. The company will now focus on exporting vehicles from its manufacturing plant at Talegoaon in Maharashtra after it stopped production at its first plant at Halol in Gujarat last month. The decision follows a comprehensive review of future product plans for GM India and is part of a series of actions taken by General Motors to address the performance of its operations worldwide, the company said in a statement. Bought by China’s Zhejiang Geely Holding Group from Ford Motor Co. in 2010, Volvo has invested in new models and plants to secure a niche in the premium auto market dominated by Daimler’s Mercedes-Benz and BMW. Volvo Cars said it will be working together with Volvo Group in India, using the truck maker’s infrastructure and production licences, but disnational Stefan Jacoby said that after exploring many options the company determined that the increased investment originally planned for India would not deliver the returns of other significant global opportunities. “It would also not help us

The findings of UBS Wealth Management’s survey of more than 2,800 millionaires in seven countries show a high degree of worry about the global financial system on the one hand, and supreme self-confidence and optimism on the other. Some 82% of those surveyed said this is the most unpredictable period in history. More than a quarter are reviewing their investments and almost half said they intend to but haven’t yet done so. But more than three quarters (77%) believe they can “accurately assess financial risk arising from uncertain events”, while 51%expect their finances to improve over the coming year compared with 13% who expect them to deteriorate. More than half (57%) are optimistic about achieving their longterm goals, compared with 11% who are pessimistic. And an overwhelming 86% trust their own instincts when making important decisions. “Most millionaires seem to be confident they can steer their way
through the turbulence without so much as a dent in their finances,” UBS WM said. “They identify economic and financial risks as their big concerns and they have serious doubts about the world’s corporate and financial system. And yet, they stride into the future with assurance,” the report said. Among the other findings, 68% say they suffer from “information overload” as they make their investment decisions, and nearly three quarters (72 pct) say shortterm distractions get in the way of their financial plans. Still, the report highlighted some aspects of their investment behaviour that could ultimately work against them. For instance, 75% of those surveyed see cash as a safe option, “even though it will perform poorly compared with other asset classes in the context of rising inflation.” Perhaps surprisingly, younger millionaires are more risk-averse than their older peers. Nearly half of the 18-34 year old group are less willing to take risks after the financial crisis, compared to less than 30 percent of the over-65 bracket. Nearly 17 million Zomato accounts stolen New Delhi, May 18 (iaNS): About 17 million Zomato user records were stolen from their database which includes email addresses and hashed passwords, the company said on Thursday.”No payment information or credit card data has been stolen/leaked. Payment related information on Zomato is stored separately from this (stolen) data in a highly secure PCI Data Security Standard (DSS) compliant vault,” Zomato said in a blog post on Thursday. So far, it looks like an internal (human) security breach -- some employee’s development account got compromised, the post added. As a precaution, the company has reset the passwords for all affected users and logged them out of the app and website. The team at Zomato was actively scanning all possible breach vectors and closing any gaps. This is not the first time that Zomato has been hacked. In 2015, the company was hacked by a white hat hacker who reported the details back to the company which later addressed the weaknesses. This time, the details may be sold online.

Cupertino, California-based Apple, is keen to boost its market share in one of the world’s fastest growing mobile phone markets as sales lag in Asian powerhouse China. “We are beginning initial production of a small number of iPhone SE in Bengaluru,” Apple said in the statement, adding the phone would be available locally for sale this month. New Delhi, May 18 (Pti): Consumers would soon be able to buy energy efficient LED bulbs, tubelights and ceiling fans at petrol pumps at much lower retail rates. The consumer would get the LED bulb for Rs 65, tubelight for Rs 230 and ceiling fan at Rs 1,150. These appliances would be sourced by the three state-run oil marketing companies (OMCs) -- Hindustan Petroleum, Indian Oil and Bharat Petroleum -- from the state-run Energy Efficiency Services Ltd (EESL). The OMCs and EESL was to ink Memorandum of Understanding (MoU) with the EESL today for selling these appliances but it was postponed due to the demise of Environment Minister Anil Madhav Dave, a senior official said. The new date for signing the MoU would be finalised soon after which it will take a month to make these products available at petrol pumps. The three OMCs have over 53,000 petrol pumps across the country. However, it is not decided whether the appliances would be eventually made available on all petrol pumps of these companies or not.

MuMbai, May 18 (iaNS): After three consecutive days of record highs during the week, the Indian equity markets slipped on Thursday tracking bearish global cues, a weak rupee and heavy selling pressure in automobile, capital goods and consumer durables stocks. According to market observers, investors were also cautious over the ongoing two-day meet of the Good and Services Tax (GST) Council in Srinagar, which will finalise tax slabs on services and commodities in the country. The wider 51-scrip Nifty of the National Stock Exchange (NSE) fell below its important psychological level of 9,500 points to provisionally close at 9,420.90 points -- down 104.85 points or 1.10 per cent. The 30-scrip Sensitive Index (Sensex) of the BSE shed 252.29 points or 0.82 per cent to provisionally close at 30,406.48 points (at 3.30 p.m.).The Sensex touched a high of 30,575.83 points and a low of 30,393.72 points during intra-day trade. The BSE market breadth was bearish -- with 2,043 declines and 702 advances. On Wednesday, the BSE Sensex closed at a new high of 30,658.77 points after an intra-day high of 330,692.45 points, and the NSE Nifty at a new high of 9,525.75 points with an intra-day high of 9,532.60 points.

ChESSorE, may 18 (mExN): The 4th Eastern Nagaland Women Organisation (ENWO) General Conference was held at Chessore village in Tuensang district on May 17 and 18. The early monsoon in the region did not deter enthusiastic members from attending the meet as the conference saw a good number of contingents from ENWO federating units. Chessore village is considered one of the largest village of Yimchungru tribe with 1357 households and is 57 kms away from Tuensang HQ. Chairman DAN & Advisor Finance, T.R. How we imagine ‘far’ and ‘near’
T
he Nagas in the south seem to be impressed, in general, by the ‘exploits’ of Manipur Chief Minister N Biren Singh at the moment. If the Nagas in the south get carried away with the ‘charms’ that the Biren Singh government is exhibiting and start ignoring the limits of the ongoing bonhomie then it will definitely prove that the masses have missed the ‘core issue’ put across. If this is to be the situation then the kind of skewed jargon engaged by the Nagas in dealing with the Manipur government is going to cost the ‘movement’ in the south. It is no exaggeration that most Nagas have failed to see beyond tags such as ‘communal government of Manipur’, ‘discrimination’ and ‘suppression’ hurled at the Manipur government by the Naga civil society. When Biren Singh starts addressing these ‘tags,’ the bonhomie between the Nagas and the Manipur government climaxes. The Naga failure to do a balancing act while treading on fine line can demolish the larger aspiration. This is also an eye opener for the Nagas in the south that, inability to succeed in their indulgence in affairs with sufficiently attractive strategies beyond the clichéd rhetoric can cost the ‘movement’ much. Nagas in the south engaging in cordial relations with the Meiteis and the Manipur government should be encouraged and appreciated. However, any tendency to compromise the ‘rights’ and the ‘principles’ of the Nagas should be checked by identifying and being cautious with the diverting roles. This is to suggest that Nagas in the south should start engaging in critical assessment of the unfurling trend in Manipur, and, at the same time, check that there is continuity in their endeavour to look for an answer to the ‘Naga question’. If need be, the ‘Naga question’ should be sharpened rather than over indulging in clichéd rhetoric. This will show a better way to proceed. It is also no exaggeration to say that factors of electoral politics in Naga areas in the south have proliferated complexity. In that, the Nagas are facing a more uphill task today than ever before. With the district creation issue confronting the Nagas in the south, the United Naga Council (UNC) that is spearheading the ‘movement’ must demonstrate itself to be a responsible body fighting a benign cause if it has to remain relevant. Since ‘talking terms’ have prevailed in Manipur it is high time for parties involved to sort out ways for diplomatic intervention so as to avoid any confrontation as was common during O Ibobi Singh’s tenure. Though the N Biren Singh government and the UNC are far from coming to the required comfortable level, and there are bigger chances of being overwhelmed by sectarian politics and vested interests, both the parties should realize that they have come thus far out of genuine concern. At least if this is realized for now, it is definitely the beginning of wisdom to respect each other's position and situation.

n the month of March, 2017, I went to the tiny hill town Haflong (Assan) which has unique mix of natural beauty of green hills as well as rich tribal cultures. As a researcher of peace, I was thrilled to experience the positive transition of the hill town since my first visit in May 2011. Five years back, there was a violent environment in the town so it was not at all pleasant as a visitor. However, there is no more fear of violence; rather I have enjoyed the mesmerizing beauty of the hill station even roaming around the town in the night as well. The most pleasant experience for me was to be able to walk down the street of the Haflong Lake every evening during my stay. In the midst of cold breeze, the evening walks were enjoyable with my other colleagues where we did not require any local person to accompany us. This type of freedom was a luxury five years back due to intense ethnic conflicts. An environment of suspicion prevailed in the society which affected normal lives of the town’s people. On the other hand, now I have seen a dramatic change of behavior in the people from both tribal or non-tribal communities. Whether people from Dimasa or Zeme Naga or local Bengali, I felt that they were much more open during interactions compared to my last visit. The paradigm shift regarding relationships among communities not only concentrated within Haflong but also spread to the villages. I have observed that communities have learned ‘peaceful coexistence’. Mr. Haloi, a government staff working in the hill town for almost 20 years, says that compared to the last few years, the situation has been getting normal. Haloi says, “I can go to the market in the late evening without any fear which I could not even imagine a few years before. Therefore, I was trying to transfer my job at that time, but now I think I will stay here till my retirement”. Bijoy a local young boy getting a job recently said that youths are more attracted now to take up dum bell for physical exercise rather than taking up a pistol. He also informed that a local boy has recently won a national bodybuilding competition, which motivated many more youths to join professional body-building clubs. This heart touching story of the town is, perhaps, a successful example of a society which has transformed from violence to peace. The question comes how this journey has been possible in Haflong. Is it the impact of the developmental activities undertaken by the administration? The new beautiful train station of Haflong is a showcase of undergoing development measures. Are the people feeling detached from violence and more interested towards peaceful co-existence? An in-depth research will be needed to find out real causes for the peaceful transition of the town. The need of the hour is that the government and non-governmental organizations should capitalize on this positive environment to build Haflong as a tourist spot of the region, which has the potential to develop as new destination to bring tourists to North East India.

here is this amazing guy called Ollie Bye who lives in the United Kingdom. He has been making history based animations for a few years. They are on Youtube as videos, watched by lakhs of people. There I came across an animation video on the history of what is now vaguely called South Asia. It starts roughly with the Harappan era and ends with the 21st century. In that period, it shows the changing political landscape by showing political boundaries of all autonomous and semi-autonomous entities (for example, entities loosely associated with a strong power is shown in light blue while the stronger power itself is coloured deep blue). Thus, it tries to give a very fine grained idea about political entities – spanning small, medium and large sized kingdoms, empires, semi-independent governorates (like Bengal for quite some time before the British arrived), colonial empires, princely states and contemporary entities like Indian Union, Pakistan, etc including erstwhile semi-independent countries like Sikkim. It does all of this in about 10 minutes. In those 10 minutes, orders change, countries vanish and appear, far away things join up and so on. It is dynamic. That is how the past is. Dynamic. So is the present. So will be the future. Change is the only constant of the human condition. Now what struck me in seeing this, and I have had this thought before, is that our imagination of what is our homeland, what is far, what is near, is so much shaped in a top-down manner by present political ideologies which we, as citizens, are expected to accept as our own identities. Thus, the Indian Union constructs the “Indian” with an increasingly not-so-subtle Hindu overtone where a West Bengali is expected to feel more at one with a Tamil or a Haryanvi than an East Bengali. Pakistan started as “Muslim India” of sorts and still carries on a schizophrenic existence torn between that idea and an idea that uses the Indus river as the civilizational binding axis. In the former imaginary, as a “Pakistani”, a Pathan was supposed to feel closer to an East Bengali Muslim and less close to a Pathan across the Durand line. Even the idea of South Asia presents such a problem – is Pakistan western South Asia or eastern Middle-East? And these questions are not merely geographical but also ideological. One needs to look deep into questions like why are these binaries presented, how did we acquire them, why did earlier identities change, how is even this sense of “earlier” constructed, what kind of anxieties of both the citizen and the state animate such anxieties of identity, whose purpose does each imaginary serve, what is the relationship of each of those many imaginaries
with the person and most importantly, the mother of all questions - how did we come to be the way we are. Such imaginations also change distances – distances in the real world, distances of the mind. Thus, in a certain kind of imaginary that Delhi inherits from London and also wants to push as part of its geopolitics, Isfahan is farther from Lucknow than London and Nanjing is farther from Chennai than New York or even more ridiculously, Dhaka is farther from Kolkata than Delhi. Such distances serve power. Such distances destroy parts of our culturally inherited multi-faceted selfhoods. They also create new facets in line with power. Thus, in these times, when one starts measuring distances differently from what your state authorities want you to do, it is deemed bizarre at best, seditious at worst. For Islamabad wants you to think that Pakistan has natural and ideological coherence and concocts it daily. So does Delhi. The whole imaginary of a Himalayan barrier and the seas
remembrances, creation of figures who are beyond critique and so on. But still, memories persist, other imaginaries persist and even the state cannot control every aspect of every dynamic that shapes human beings. And in that space that power cannot control, in that crack, lies hope. In the 15th century with contemporary transport technologies, the so-called “natural” barrier of the Himalayas did not stop 12 diplomatic missions from the independent country of Bengal to the court of the Ming Emperor of China in Nanjing. After Bengal's Hindu king Ganesh installed his son Jadu (who later converted to Islam and became Jalaluddin as a truce between the Muslim Pathan nobility, Muslim clergy and the Hindu king Ganesh), a section of the clergy was not happy with the sham “Ïslamic” arrangement where Ganesh remained the power behind the throne. Surely, many non-spiritual interests of this section of the Muslim clergy were also affected. They banded together to invite the Sultan of Jaunpur (now largely part of the Bhojpuri speaking homeland that is divided between Uttar Pradesh and Bihar states of the Indian Union) to invade Bengal. Who did Bengal call to avert this crisis? Well, the Ming Emperor of China. The Emperor sent a senior government functionary as well as forces under a senior admiral by sea. The invasion did not happen as China mediated negotiations. Delhi was not part of this picture at all. Where then was India or even South Asia for that matter? How did Bengal then imagine its neighbourhood? Did it have Jaunpur, Bengal, China and what is now Burma? Whatever it was, it was not Bharatmata for sure. Areas, closeness and alliance were very differently imagined not too long ago before the British acquired Bengal and went on to add things to this “Bengal” so much so that at one point of time it was the whole Gangetic plain and even Punjab. That even west Punjab was nominally under the administrative unit called Bengal as late as 1858 was reversed in 1971 when East Bengal fought to be free from West Punjab rule. The British grabbed lands, joined them together and the result was called India. Our contemporary imagination of East Asia, South Asia, Central Asia, South-East Asia and our ideas of them as distinct politico-cultural spheres are the result of European

around the peninsula with what lies within being a “natural” unit is a concept that is in the service of integrity. Anxieties about this integrity makes power drive in such concepts of coherence every moment into the heads of its citizenry – media, schools, universities, text books, official narratives, allowed histories, foundational myths, monuments, plaques,
colonialism in Asia. Distances were different earlier. Bengal sent the same gift to China twice in the first half of the 15th century and it reflected Bengal's international trade links then – it’s then imaginary of near and far. The gifts were imported to Bengal and then exported to China. It was not muslin. They were giraffes from Africa.

igration has emerged as one of the most challenging of contemporary issues but this fictional tale -- steeped in the past, present and the future -- presents a different perspective to the much-contested subject that has come to rule international relations in the recent past. Imagine a world where migration is the norm, a routine affair. With so many people migrating from one part to another, will it still be as disturbing an issue as it is today? Perhaps no -- both the locals of any given area and the immigrants may well come to terms with the fact that they share more in common with each other than the sum total of the differences that they fear. The overwhelming novel opens "in a city swollen by refugees but still mostly at peace, or at least not yet openly at
war" and the readers are soon introduced to Saeed and Nadia, the two protagonists who rule these pages. Their courtship begins in a moment of impending threat, the readers have already been warned by the disturbing setting of migrations. They meet in "an evening class on corporate identity and product branding", and their first date is at a Chinese restaurant, all little elements signifying the larger goals of the world where migration is a norm. The scenes from Mosul or Aleppo come to haunt the readers as militants commit innumerable atrocities on a daily basis in their unnamed city. Nadia is "always clad from the tips of her toes to the bottom of her jugular notch in a flowing black robe" but her dress is not directly representative of her daring nature. It turns out she is more evocative and impulsive than Saeed. It is Nadia who initiates sex, offers marijuana and appears more forthright than her male counterpart. Mohsin Hamid has elegantly used the impulsive character of Nadia to fight, in his own way, what many in today's
times call Islamophobia. Her thoughts and character, the readers find out, are more important than the black robe that she adorns. The immediate background of "Exit West" is the terrible refugee crisis in Syria as well as the horrors that terrorists have wrought in the name of Islam. The author takes full advantage of our familiarity with these elements and flaunts his literary devices -- imageries, similes and hyperbole -- to create the setting of his novel. One astonishingly significant aspect of this novel is the level of detailing that the author dwells on. He creates powerful and often disturbing images of horror and trauma. In one instance, he mentions Nadia's cousin, who is "blown by a truck bomb to bits, literally to bits, the largest of which, in Nadia's cousin's case, were a head and two-thirds of an arm". But he does not allow his readers to pity these deaths, for they are so many in number. The focus is always on the two central characters. Straight out of C.S. Lewis's "The Lion, the Witch and the Wardrobe", the two flee from the disturbed city

through unexplained magical doors. There may be many ways of looking at it, magic realism or fantasy, the most common ones, but at the core of it lies the very fact that those caught in a crisis like this will not leave any door unopened to escape! The second half of the novel deals with the life of Saeed and Nadia in a new land after their escape. This is where Hamid reveals the final theme of his masterly novel. This promising land that Saeed and Nadia have escaped to is so accustomed to migration that "the whole planet was on the move, much of the global South headed to the global North, but also Southerners moving to other Southern places and Northerners moving to other Northern places". The new land may be a reference to a new future as such magical doors from fantasy novels often transport the readers to the future or to past. Hamid poignantly transports his readers to a world or time in the future where migration is peaceful and where people are open to accepting others. Between the lines, he reminds us that ultimately we have more in common with "others" than the sum total of our differences. A wonderful future, isn't it?

Young Scientist Discovers New Species of Crabs in Meghalaya A 29-year-old researcher Parveen Farzana Absar discovered a new species of cave-dwelling crabs in one of Meghalaya’s many natural caves

young scientist has just discovered a new species of cave-dwelling crabs in the north-eastern Indian state of Meghalaya. It is the first ever species of a cave dwelling crab to be ever discovered in India. Nestled in the Himalayas, Meghalaya is known for the magical beauty of its rich forests and water bodies. It is one of India’s four biodiversity hotspots – in the whole world there are 34 biodiversity hotspots. Less known is the fact that Meghalaya also boasts some of the world’s longest natural caves and it is in once such cave that these tiny creatures were discovered by 29-year-old Parveen Farzana Absar. Absar is pursuing a masters in wildlife sciences from Aligarh Muslim University and was researching cave biology in the east-Jaintia hills at the time of discovery. The crab she found is albino, almost blind and lives in dark crevices of the caves with the adults reaching a tiny size of just 2 centimetres. “These species have adapted to the dark environment of cave… So this crab is almost blind and without colour,” Absar said. She also noted that unlike other crabs the thin and slender legs of the albino crab have hair on them. Recounting the moment when Absar found the new species just 200 metres from the mouth of one of the longest caves in the country [the name

and location of the cave are being kept confidential at the request of the scientist], she told thethirdpole.net, “After my routine exploration, when I was on my way out, I saw these small shiny things and I picked them up and saw that they were crabs. I found a male, a female and a baby crab. I think finding a male crab was really a big thing and I was very fortunate because chances of finding a male specimen are very low. In my 11 years of experience, I have never seen such crabs.” The young scientist instantly knew that there was something special and different about the crabs and submitted the specimen to Zoological Survey of India in Kolkata, where scientists confirmed within days that it was indeed a new species which is now believed to be from the genus Teretamon. This is only the third species discovered so far under this genus, the first one was found in Myanmar and the second one was found in the Indian state of Mizoram but both the previous species were either forest or freshwater species unlike this one that dwells in caves. The discovery is listed to be published in Zootaxa – the ultimate peer-reviewed science journal for taxonomy. Absar who has been asked to name the species has thought of calling it Teretamon absarum based on her family name as a tribute to her parents. Orus Ilyas, an assistant professor at Aligarh Muslim University in the Wildlife Sciences Department, under who Absar is doing her dissertation, told thethirdpole.net, that Absar was
amongst the youngest discoverers of a new species, which is an honour for the state, as well as the country. She added, “She didn’t have funding to carry out her research, yet out of her sheer interest in the cave ecosystem, she did it on her own.” Hidden world of Meghalaya’s caves Talking about the secretive, magical world of cave biodiversity Absar said, “Fauna in caves is very small, peculiar and tough to explore.” These caves are just not about crabs. “There are fish, shrimp, spiders and millipedes as well but they are microscopic and transparent. Often they [millipedes] look like veins moving on rocks to the naked eye.” Meghalaya has a dense network of over 1600 caves. Many of them hold secrets of earth’s past, and may give us vital clues of the evolution of particular species, and may also hold other surprises in yet-undiscovered species. Shardul Bajikar, the former director of Sanctuary Asia magazine who now runs his own magazine Adventure Sports and Beyond told thethirdpole.net, “We explore different things like land ecosystems, marine ecosystems, high altitude ecosystems and have reasonable information [about them], but this [the cave ecosystem] is one dimension of the earth which we have not explored especially in India.” These caves can also be a storehouse of well-preserved records of climate change. Its limestone features can throw a mine of information of past cli-
matic events in chronological order. Meghalaya’s network of caves sprawls over Jaintia, Khasi and Garo Hills districts and has nine of the ten longest caves in the country, running up to 30 kilometres in length. Exploring them is not an easy task. Given the tough terrain, labyrinths, streams and rivers, speleology is a physically demanding activity. Bajikar who is also organising a caving initiation expedition this year in Meghalaya said, “Over the last decade, a few Indians [mostly from the Meghalaya Adventurers’ Association, and a few from Allied Petzl and the Indian Navy] and other foreign cavers have been organising expeditions to explore and document these hidden treasures of the vast and intricate cave systems of Meghalaya. As on date just over one thousand caves have been explored and mapped yielding a total mapped cave passage of over 455 kilometres. This initiation expedition is probably the first attempt to introduce caving as a technical discipline to a small select group of adventure lovers to increase our numbers.” But threats loom large on these geological wonders and biodiversity-rich caves. Unrestricted development, limestone mining, rat-hole coal mining, exploitation by visitors, and the dumping of garbage are taking a toll of these caves. Continuing neglect of these caves can ruin these natural treasures, and the knowledge they hold, long before they are revealed to the world. This article was originally published on The Third Pole

en years ago, beekeepers in the United States raised the alarm that thousands of their hives were mysteriously empty of bees. What followed was global concern over a new phenomenon: colony collapse disorder. Since then we have realized that it was not just the US that was losing its honey bees; similar problems have manifested all over the world. To make things worse, we are also losing many of our populations of wild bees too. Losing bees can have tragic consequences, for us as well as them. Bees are pollinators for about one-third of the plants we eat, a service that has been valued at €153 billion (US$168 billion) per year worldwide. Ten years after the initial alarm, what is the current status of the world’s bee populations, and how far have we come towards understanding what has happened? The current status of bees worldwide Since the alarm was first raised, many countries have created new monitoring methods to judge the status of their bee stocks. As a result we have much more data on bee popula-
compare between continents. It is clear that bees in the United States are still struggling. Beekeepers can tolerate up to 15% losses of colonies over winter, but the US is massively above this threshold, having lost 28.1% of colonies over the 2015-16 winter. Canada, by contrast, reported 16.8% losses. This is better, but still above the level of losses at which beekeepers can easily restock. Only recently have we had data from central Europe. There, honey bees seem to be doing better: 11.9% losses in 2015-16. Meanwhile, in New Zealand surveys only began in the last year and have reported winter loss of 10.7%. Australia does not yet have a countrywide survey of the state of bee colonies. Honey bees are not the only bees that we should care about: wild bees are vital pollinators too. Some plants are pollinated by only one wild bee species, such as the mac-
much less data on wild bees than honey bees, and those data we do have point to bigger concerns. For our wild bees we only really have good data for populations that are endangered or that have completely disappeared. Between 2008 and 2013, wild bee diversity in the US dropped by 23%, and a previously common bumblebee species was recently listed as endangered. Do we understand why? The good news is that the past decade has seen plenty of progress in understanding the mystery of colony collapse disorder. The bad news is that we now recognize it as a complex problem with many causes, although that doesn’t mean it is unsolvable. For all bees, foraging on flowers is a hard life. It is energetically and cognitively demanding; bees have to travel large distances to collect pollen and nectar from sometimes hard-to-find flowers, and return it all to the nest. To do this they need finely
such skills can make bees struggle to find food, or even get lost while trying to forage. A bee that cannot find food and make it home again is as good as dead. Because of this, bee populations are very vulnerable to what we call “sublethal stressors” – factors that don’t kill the bees directly but can hamper their behavior. In a recently published review, we argue that modern agriculture and industry have created a host of sublethal stressors that damage bees’ cognition. For example, diesel fumes and neonicotinoid pesticides both reduce bees’ foraging efficiency by disturbing chemical communications in their brains. Modern intensive agriculture disturbs bee nutrition, which impairs their brain. Climate change interferes with the relationship between bees and the plants on which they feed. In addition, managed hon-
What can we do? At the global level, to preserve our bees we have to improve the environments in which they collect food. Every small action can make a difference. Planting flower borders with bee-friendly flowers in your garden can provide food for both wild and domestic bees. You can reduce or eliminate the use of herbicides or pesticides when gardening. Even mowing the lawn less often can help bees out. You could install a native bee hive or insect hotel. Another tempting option is to buy local honey, which often has a more distinctive flavor than mass-produced versions. In Australia, we are fortunate in that our bees seem to be doing better than many other parts of the world. The Varroa mite has not yet invaded our shores, and in many areas bees can access pesticide-free bushland (although unlike Europe, Australia has not yet banned use of neonicotinoids in agriculture). Australia also has an incredibly rich diversity of wild native bees: up to 1,600 different species, including our emblematic stingless bees. Even so, to protect this diversity we need better surveys of how these species are doing. Ten years on from the alarm over disappearing bees, it is fair to say we now know the nature of the problem and what can be done to fix it. It’s up to us to take the steps needed to sustain these precious pollinators of our food for the future.

Who Are the Best ‘Eaters’ & How to Use Eggplants as a Toothbrush Baher Kamal

he news is this: Japan is a global model for healthy diets and it currently has the lowest rate of obesity among developed countries–below four per cent. This is on the one hand. On the other, African eggplant gorongo is often used as toothbrush. None of this is based on any personal, empirical experience—it all comes from the United Nations thought its leading food specialised agency. See what the UN Food and Agriculture Organisation (FAO) says. Japan has a very unique food culture that can greatly contribute to improvements in global nutrition, FAO director-general José Graziano da Silva on May 10 assured during his visit to the country, which has a healthy and “unique” food culture, one that includes many vegetables, fruits and fish. To explain this better, he cited Washoku, a comprehensive set of skills, knowledge and traditions relating to the preparation and consumption of food, which has been designated as an Intangible Cultural Heritage by UNESCO. Washoku is based on a “respect for nature” and is composed of fresh, seasonally available, low-fat ingredients, which together represent a well-balanced diet. Graziano da Silva noted that Japan has a wealth of knowledge and experience to share with other countries– an interaction the organisation he leads is keen to promote as an activity related to the United Nations Decade on Nutrition. This Decade aims to address poor dietary habits, which have been closely linked to non-communicable diseases, including heart attacks strokes, cancers and diabetes– a leading cause of premature death, not only in high-income countries, but also increasingly in many parts of the developing world. “These diets are typically not only unhealthy, but environmentally unsustainable.” In this context, Japan exemplifies how effective public policies and legislation can promote adequate nutrition, especially through laws aimed at educating children and controlling adults’ weight, according to the FAO chief. Such measures, are in line with commitments made by world leaders at the 2014 Second International Conference on Nutrition and the 2030 Agenda for Sustainable Development, to establish national policies aimed at eradicating malnutrition and transforming food systems to make nutritious diets available to all. He praised Japan for supporting developing countries through the UN agency in the areas of food production and consumption as well as with regards to the agricultural sectors, including forestry, fisheries, livestock, land and water. For example, in Afghanistan, Japan has contributed more than 100 million dollars to the organisation’s agricultural interventions, especially with efforts to rehabilitate the country’s irrigation infrastructure. In Myanmar, funds from the Japanese government have helped deliver emergency and livelihood-rebuilding assistance – including high-quality seeds and fertilizers – to rural households affected by flooding and conflicts. A Journalist and a Chef, Goodwill Ambassadors The UN specialised agency chief announced the appointment of Hiroko Kuniya and Katsuhiro Nakamura as the first-ever FAO National Goodwill Ambassadors for Japan. Kuniya became well known as a television news-anchor for the NHK Japan network, including on the acclaimed “Today’s Close-Up” programme, covering poverty, hunger and other social issues. More recently, she has worked as a journalist covering topics related to the Sustainable Development Goals. Nakamura initially became famous as the first Japanese chef to receive a One-Star Restaurant recognition by Michelin in 1979 in Paris. He later returned to Japan and in 2008 was named head chef during the G8 Summit in Toyako, Hokkaido. What about the Eggplant-Toothbrush Story? Now that you know who are the best “eaters” on Earth—the Japanese, you will certainly like to also learn about why and how eggplants can be used as toothbrush. Here you are: To start with, African eggplant lives up to its name: as it grows it bears white, oval-shaped fruits that look just like eggs before they ripen and turn green. It is one of the vegetables grown by farmers displaced by Boko Haram violence in northern Nigeria who are participating in an FAO project to kick-start local food production. Here, this traditional vegetable is known as gorongo and it is an important social ingredient as well as a nutritious one. The raw fruit of the gorongo is often chewed by women to clean their teeth. The fruit is also eaten as part of marriage and naming ceremonies. What happened is that just few days before going to Japan, Graziano da Silva visited an FAO-supported dry season vegetable production site. There, he met a group of women working together in a field growing gorongo among other crops. The women are survivors of Boko Haram attacks on their villages, and are the sole providers for their families. One of the women explained that using the gorongo to clean her teeth was a way to restore a sense of dignity and to bring healthy smiles to her and her friends. Gorongo is a useful plant for small-scale farmers because it bears fruit continuously and can produce an abundant yield even from a small plot. Women have been able to grow a surplus of vegetables that they can sell to earn cash to cover their needs beyond food such as health care and education for their children. The African Eggplant The African eggplant originates from Central Africa, and has spread to other countries, particularly in West Africa, the UN specialised body informs. The fruit can be eaten raw, boiled, steamed, pickled, or in stews and the leaves are often used in soups. To make a stew, the eggplant is boiled then mashed, then added to a pan with oil, onion, cooked beans and chilli flakes. Apart from oral hygiene, the plant is used in traditional medicine to treat throat infections by heating and then chewing the leaves. The juice of boiled roots is used to treat hookworm, while the crushed leaves are said to be

"Pakistan shall take all measures at its disposal to ensure that Mr. Jadhav is not executed pending the final decision in these proceedings and shall inform the court of all the measures taken in implementation of the present order," ICJ President Ronny Abraham said in the operative portion of the unanimous order which he read out in the open court for nearly 30 minutes. "The court also decides that until it has given its final decision, it shall remain seized of the matters which form the subject matter of this order," he said. There are 10 judges, including Justice Dalveer Bhandari of India, apart from the President which form the court. In a declaration appended to the judgment Justice Bhandari concurred with the court on its indication of provisional measures but sought to place on record his views concerning the requirements for indicating these measures in more detail. Here are five important points the International Court of Justice made while delivering its verdict and staying the execution of former Indian Navy officer Kulbhushan Jadhav on Thursday: 1) Pakistan had contended that the ICJ has no jurisdiction to hear the case. ground that New Delhi had no right to invoke the jurisdiction of the ICJ and that the Vienna Convention does not provide for matters relating to spies, terrorists and those who indulge in espionage. New DelhI, May 18 (IaNS): Prime Minister Narendra Modi on Thursday backed External Affairs Minister Sushma Swaraj's statement that his government will leave no stone unturned to save alleged spy Kulbhushan Jadhav. Modi retweeted Sushma Swaraj's tweet from his personal account. "I assure the nation that under the leadership of Prime Minister Modi we will leave no stone unturned to save Kulbhushan Jadhav," said the External Affairs Minister's tweet, which was reposted by the Prime Minister. In a major diplomatic, moral and legal victory for India, the International Court of Justice (ICJ) on Thursday asked Pakistan not to execute Jadhav pending its final decision and inform it of the steps being taken to implement the order. "In the view of the court, this is sufficient to establish that it has prima facie jurisdiction under Article 1 of the optional protocol. The court further observes that the existence of a 2008 bilateral agreement between the parties on consular relations doesn't change its conclusion on jurisdiction," the order said. The court also upheld India's stand that whether the rights sought by India are at least plausible. "It observes that the rights to

On the issue whether there is a risk of irreparable prejudice and urgency, the court considered that the near fact that Jadhav was under a death sentence and might therefore be executed was sufficient to demonstrate the existence of risk as claimed by India. "The court further observes that Pakistan has indicated that any execution of Mr. Jadhav would probably not take place before the month of August 2017. This means that there is a risk that an execution could take place at any moment thereafter before the court has given its final decision in the case. "The court also notes that Pakistan has given no assurance that Mr. Jadhav will not be executed before the court has rendered its final decision. In those circumstances, the court is satisfied that there is urgency in the present case."

New DelhI, May 18 (IaNS): Union Environment Minister Anil Dave, a committed environmentalist who had worked on green projects including conservation of the Narmada river, died here on Thursday morning following cardiac arrest. He was 61 and was a bachelor. Meena Agarwal, the wife of Dave's family physician Bharat Agarwal, told IANS that his family tried to wake him up in the morning but he appeared unconscious. He was rushed to the AIIMS at 9 a.m. "in a stage of cardiac arrest", a hospital statement said. "All possible measures were taken immediately at AIIMS, but he could not survive and (was) declared dead around 9.45 a.m.," the AIIMS statement said. Dave hailed from Madhya Pradesh where he had done a stint as Minister of Environment. He was inducted into the Union Council of Ministers on July 6, 2016 as Minister of State for Environment with independent charge. He had worked on conservation projects including of the Narmada river and founded "Narmada Samagra" for the purpose. President Pranab Mukherjee and Prime Minister Narendra Modi led the nation in mourning the loss of Dave whom he had met only on Wednesday evening. They expressed shock over the sudden death. "Absolutely shocked by the sudden demise of my friend and a very respected colleague, Daveji. My condolences," Modi said in a condolence message. The Prime Minister said Dave would be remembered as a "devoted public servant who "was tremendously passionate towards conserving the environment". "I was with Daveji till late last evening, discussing key policy issues. This demise is a personal loss," Modi said. One of those who attended that meeting recalled that Dave was looking "pale and weak but sat through the long meeting with the Prime Minister". Mukherjee said Dave's tenure as the minister was "distinguished by extensive efforts to conserve nature and protect environment". BJP President Amit Shah, senior leader L. K. Advani, Madhya Pradesh Chief Minister Shivraj Singh Chouhan and a host of ministers, including Home Minister Rajnath Singh and Information and Broadcasting Minister Venkaiah Naidu, condoled Dave's death. They hailed him as a committed environmentalist. Congress President Sonia Gandhi said Dave would be remembered for his humble personality. Dave had not been well since January when he was diagnosed with pneumonia and had been feeling "badly weak" in the past few days, family sources said. Dave, who began his political career during his college days in his home state of Madhya Pradesh, was a Rajya Sabha member since 2009. He joined the Rashtriya Swayamsewak Sangh after completing his post-graduation in commerce from Gujarati College in Indore. His father Dadasaheb Dave had been a long time RSS activist. The government announced national mourning and "as a mark of respect" in his memory the National Flag will fly at half-mast across the country. His portfolio has been given to Science and Technology Minister Harsh Vardhan as additional charge.
SrINagar, May 18 (PTI): Foodgrains, cereals and milk will cost less from July 1 when the Goods and Services Tax (GST) is rolled out as the GST Council today decided to exempt these daily-use commodities from the levy. Common use products like hair oil, soaps and toothpaste will be charged with a single national sales tax or GST of 18 per cent instead of present 22-24 per cent tax incidence through a combination of central and state government levies. The GST rates for all but six items were finalised at the first day of the two-day meeting here of the GST Council, headed by Union Finance Minister Arun Jaitley and comprising state representatives. Milk and curd will continue to be exempt from taxation when the Goods and Service Tax (GST) replaced current indirect taxes. 'Mithai' or sweets will attract 5 per cent levy. Daily-use items like sugar, tea, coffee (barring instant coffee) and edible oil will attract the lowest tax rate of 5 per cent, almost the same as current incidence. Prices of foodgrains, especially wheat and rice, will come down as they will be exempt from GST. Currently, some states levy Value Added
Tax (VAT) on them. "We have finalised tax rates for majority of items as well as the exempt list (at today's meeting)," Jaitley told reporters here. The GST rate for all but six out of the 1,211 items was decided on the first day, he said, adding the tax rate for items that would be decided tomorrow include gold, footwear, branded items and bidi. "Rates have been finalised for the rest," he said. Also, the GST for packaged food items is to be finalised. Tomorrow's meeting will also decide on the rate of tax for services, he said. Seven per cent of the items fall under the exempt list while 14 per cent have been put in the lowest tax bracket of 5 per cent. Another 17 per cent items are in 12 per cent tax bracket, 43 per cent in 18 per cent tax slab and only 19 per cent of goods fall in the top tax bracket of 28 per cent. As many as 81 per cent of the items will attract 18 per cent or less GST. Aerated drinks and cars will be in 28 per cent bracket. On top of the peak rate, small cars will attract a 1 per cent cess, midsized cars will attract 3 per cent and luxury cars 15 per cent. Jaitley said there will be no inflationary impact as most of the rates which are at 31 per cent have been brought down to 28 per cent. Coal will attract GST of 5 per cent as against the current tax incidence of 11.69 per cent. "Cereals will be in exempt list. But what is to be done with packaged and branded food that has to be separately decided. We are yet to make a decision on that," he said. Jaitley said the key feature of today's rate decision has been that "tax rate under GST will not go up for any of the commodities. There is no increase. On many commodities, there is a reduction particularly because the cascading effect of tax is gone." "Of several commodities, we have consciously brought down the tax. In the overall basket there would be a reduction, but we are banking on the hope that because of a more efficient system, evasion would be checked and tax buoyancy would go up. That despite reduction the revenue neutrality and tax buoyancy thereafter would be maintained," he added
New DelhI, May 18 (IaNS): In a bid to deal with economic offenders like liquor baron Vijay Mallya, who flee the country to escape the legal process, the government on Thursday said it has prepared a draft legislation to enable confiscation of their assets. The draft law -- Fugitive Economic Offenders Bill, 2017 -- has been prepared and put in public domain at the Department of Economic Affairs, Ministry of Finance, website for comments and suggestions of all stakeholders. "It is widely felt that the spectre of high-value economic offenders absconding from India to defy the legal process seriously undermines the rule of law in India," the Finance Ministry said here in a statement.l "It is, therefore, felt necessary to provide an effective, expeditious and constitutionally permissible deterrent to ensure that such actions are curbed," the statement said. "The government is con-
sidering to introduce legislative changes or even a new law to confiscate the assets of such absconders till they submit to the jurisdiction of the appropriate legal forum," the statement added. All stakeholders need to submit their suggestions by June 3. The legislative action is part of the Union Budget announcement. Finance Minister Arun Jaitley had in the Budget 201718 said: "In the recent past, there have been instances of big time offenders, including economic offenders, fleeing the country to escape the reach of law. We have to ensure that the law is allowed to take its own course. "Government is, therefore, considering introduction of legislative changes, or even a new law, to confiscate the assets of such persons located within the country, till they submit to the jurisdiction of the appropriate legal forum. Needless to say that all necessary constitutional safeguards will be followed in such cases."
Trump urged to build India ties with shared views on China, Pakistan
New york, May 18 (IaNS): An influential think tank has urged US President Donald Trump to develop with Prime Minister Narendra Modi a common strategic view based on shared interests in China, Pakistan and Afghanistan and make India a "clear strategic and diplomatic priority" for the US. The convergence of Indian and American strategic interests provides an opportunity for the Trump Administration to advance its key foreign policy goals and the US must rapidly seize the opportunity decisively, The Asia Society Policy Institute (ASPI) said in a paper released here on Thursday. Deeper cooperation in defence, including in interoperability of forces, and anti-terrorism should complement the shared strategic outlook, it recommended. The paper, "The Trump Administration's India Opportunity", was authored by Marshall Bouton, the ASPI Senior Fellow for India and former President of the Chicago Council on Global Affairs and Chief Operating Of-
ficer of the Asia Society. A starting point for close cooperation between the two countries would be an early summit between Modi and Trump, the paper said, outlining what could be the agenda for such a meeting. A summit would be "at the at the top of my list of priorities", Bouton said in an interview with IANS. "Nothing helps to get a relationship off to a good start than that kind of an exchange between the two leaders." According to a source familiar with scheduling meetings, Modi was likely to visit Washington in July. The paper saw a match in the personalities and operational styles of the two leaders and said: "Modi is a strong and decisive leader with whom the Trump administration should feel very comfortable." The two leaders, who are "highly nationalist and pro-business in their orientation, are likely to find common ground", it said. "Both leaders pride themselves on making deals, even when those deals are not entirely aligned with their parties' inter-
ests." To keep the multifaceted development of bilateral ties on track, the paper suggested the appointment of a czar for India-US relations, "preferably a cabinet member, to hold the whole-ofgovernment brief". "With security issues a priority, Defence Secretary James Mattis, who has publicly identified India as a key strategic partner, might be considered for the position." The paper identified countering terrorism, responding to China's assertive behaviour in the region and seeking peace and stability in South and East Asia as common factors in the two countries' agendas. "India has a great deal of experience in dealing with the threat of terrorism. The US has much to gain from cooperation with India on counter-terrorism and countering violent extremism." The paper said Modi will want more forceful action against Islamabad on terrorism, arguing "that only the threat of stronger sanctions such as sharp cuts to economic and military assistance and removal of Pakistan's desig-
nation as a major non-NATO ally might change its behaviour". But future Washington action against Islamabad would hinge on the course of its involvement in Afghanistan as Pakistan controls key access to US forces there, the paper said. "This will be limiting factor or something that will affect how the administration decides to position itself, at least publicly, with respect to Pakistan," Bouton said in the interview. If the US puts more troops on the ground in Afghanistan, "the dependence on Pakistanis for access across their territory and even use of facilities for the war in Afghanistan will continue and will perhaps be enlarged". However, in private dialogue with Pakistani leaders, the US may be "making very clear our strong concern about renewed attacks across the Line of Control or across the border elsewhere and what the consequences would be", he said. Asked how this would impact the US-India perceptions of China outlined in the paper, Bouton said: "North Korea and its nuclear ballistic missile capabilities are probably the single most immediate pressing issue in US Asia policy at this time bar none. ".. So if there are tactical shifts in the way Trump administration has chosen to deal with China in this time frame, they don't necessarily tell us about the longer time view." The paper acknowledged that the two nations' "economic interests could be an obstacle to closer partnership". But it added that "with careful management and imaginative leadership, (it) could become a new frontier in the relationship". ASPI suggests that the Trump administration consult India about changes to the H-1B visa system (which is used by professionals, particularly in the technology sector). Mueller: 9/11 FBI head again catapulted into new challenge WASHINGTON, MAy 18 (AP): Robert Mueller took office as FBI director in 2001 expecting to dig into drug cases, white-collar misdeeds and violent crime. A week later was Sept. 11. Overnight, his mission changed and Mueller spent the next 12 years wrestling the agency into a battlehardened terrorism-fighting force. Now, Mueller once again finds himself catapulted into the midst of historic events: The Justice Department has named him special counsel to investigate potential coordination between Russia and the Trump team during the 2016 presidential election and related matters. Republicans and Democrats alike praised Mueller, 72, as someone widely respected for his integrity and independence. As FBI chief, Mueller stood alongside James Comey, then deputy attorney general, during a dramatic 2004 hospital standoff over federal wiretapping rules. The two men planted themselves at the bedside of the ailing Attorney General John Ashcroft to block Bush administration officials from making an end run to get Ashcroft’s permission to reauthorize a secret no-warrant wiretapping program. Republican Rep Jason Chaffetz of Utah, chairman of the House oversight committee, tweeted that Mueller was “a great selection. Impeccable credentials.” Senate Democratic leader Chuck Schumer of New York said Mueller’s appointment gave him

Trump willing to try engagement with North Korea, on conditions SEOUL, MAy 18 (REUTERS): U.S. President Donald Trump told South Korea’s presidential envoy that Washington was willing to try to resolve the North Korean nuclear crisis through engagement, but under the right conditions, South Korea’s foreign ministry said on Thursday. Trump has said “a major, major conflict” with North Korea is possible and all options are on the table but that he wanted to resolve the crisis diplomatically, possibly through the extended use of economic sanctions. South Korean President Moon Jae-in, who took office last week, has campaigned on a more moderate approach towards the North but he has said it must change its attitude of insisting on arms development before dialogue can be possible. Moon’s envoy to Washington, South Korean media mogul Hong Seok-hyun, said Trump spoke of being willing to use engagement to ensure peace, Hong said in comments carried by television on Thursday. “The fact that Trump said he will not have talks for the sake of talks reiterated our joint stance that we are open to dialogue but the right situation must be formed,” said Foreign Ministry spokesman Cho June-hyuck in a regular media briefing. South Korea and the United States agreed during a visit to Seoul by Trump’s national security advisers this week to formulate a “bold and pragmatic” joint approach, Cho added. The North has vowed to develop a missile mounted with a nuclear warhead that can strike the mainland United States, saying the programme is necessary to counter U.S. aggression. The United States, which has 28,500 troops in South Korea to guard against the North Korean threat, has called on China to do more to rein in its neighbour. North Korea conducted its latest ballistic missile test on Sunday in defiance of U.N. Philippines declines aid from the EU to assert independence MANILA, MAy 18 (REUTERS): The Philippines’ decision to stop development assistance from the European Union was a display of the country’s independent foreign policy, a top aide of President Rodrigo Duterte said on Thursday. The poor and conflict-hit Southeast Asian country is willing to forego about 250 million Euros ($278.88 million) worth of grants to prevent European Union from meddling in its internal affairs, Executive Secretary Salvador Medialdea said. “We’re supposed to be an independent nation,” he said in a message to reporters after the president had resented criticism made by European countries on his war on drugs policy, which has killed thousands of poor slum dwellers. Almost 9,000 people, many small-time users and dealers, have been killed in the Philippines since Duterte took office on June 30. Police say about a third of the victims were shot by officers in self-defense during legitimate operations. In October last year, the firebrand leader dared Europe and United States to withdraw development assistance if they do not agree with his drug war policy. “We will not beg for it,” he said. “How do you look at us? Mendicants?” In a press briefing, presidential spokesman Ernesto Abella said Duterte had approved a recommendation from the finance ministry “not to accept grants that may allow to interfere with internal policies”. Microsoft’s free custom support Australia one of world leaders could have stopped ‘WannaCrypt’ for life expectancy: WHO NEW yORk, MAy 18 (IANS): Blaming Microsoft for not providing free custom support to its customers who were using old Windows software that may have slowed down “WannaCrypt” attack, a media report has said the tech giant charged a fortune for the custom support for older versions, including Windows XP that was discontinued in 2014. According to a report in Financial Times on Thursday, issuing a free custom support would have protected the computers from the ransomware attack. “But users of older software, such as Windows XP, have to pay hefty fees for so-called ‘custom’ support. The cost went from $200 per device in 2014, when regular support for XP ended, to $400 the following year. It jumped to $1,000 after that,” the report said. While Microsoft offered deals for government agencies during the first year after the support for Windows XP was over, it charged
the customers, including Britain’s National Health Service (NHS), for the custom support. NHS, however, abandoned the custom support for unknown reasons in 2015 which exposed it to last week’s ransomeware attack. Microsoft, however, immediately issued a “free” patch for old software, including Windows XP, on Friday midnight when the ransomware attack began spreading. According to the report, “the high price highlights the quandary the world’s biggest software company faces as it tries to force customers to move to newer and more secure software, while at the same time earning a profit from the army of engineers it employs on security issues”. The vulnerability in the Microsoft Windows software -- exploited by “WannaCrypt” -- crippled computers across 150 countries, with hackers demanding hundreds of dollars from the users for
them to regain control over their data. Microsoft has now provided security updates for all customers using Windows 8 and Windows Server 2003, anticipating further attacks on these earlier platforms being used by millions. According to the company, “customers who are running supported versions of the operating system (Windows Vista, Windows Server 2008, Windows 7, Windows Server 2008 R2, Windows 8.1, Windows Server 2012, Windows 10, Windows Server 2012 R2, Windows Server 2016) will have received the security update MS17-010 in March. “If customers have automatic updates enabled or have installed the update, they are protected. For other customers, we encourage them to install the update as soon as possible,” said Phillip Misner, Principal Security Group Manager, Microsoft Security Response Centre.
CANbERRA, MAy 18 (IANS): Australia is one of the “world leaders” for life expectancy, ranked only behind Japan, Singapore and Switzerland, according to the World Health Organisation’s (WHO) latest world health check. Clean, pollution-free cities and a low smoking rate are contributing factors in Australia’s exceptional life expectancy. But spokesperson for the WHO Colin Mathers said on Thursday that the world’s overall life expectancy was also increasing. The data was taken from 194 WHO members, Xinhua news agency reported. Although there are some very big health issues in Australia and lots of preventable causes of ill health, Australia is one of the world leaders (in life expectancy), Mathers said. “It’s an optimistic report. The world’s overall health is improving. Obviously there are issues and problems and areas and topics where things are going backwards, but in the big picture global life expectancy increased by five years from 2000 to 2015.” Mathers said Australia is also a leader in a number of key areas. The death rate of women after pregnancy was among the lowest in the world, smoking rates were in the bottom eight in the world with just 16.7% of men being smokers, while Australian cities are ranked among the cleanest in terms of fine particle pollution in urban areas. Despite the positives, Australia’s suicide rate was higher than the world’s average (at 11.8 deaths per 100,000 people), while deaths from domestic violence and road accidents were not in decline.

he concept of liberal democracy could be a complete non existing entity, and based on the "reality accepting capacity" of the Nagas, may not even include in Nagas perspective of the elemental chart that gives sense and meaning to our way of life but just like how according to western knowledge, it has been proved that our earth revolves around the sun and not vice versa despite without our intelligent capacity to build our own telescope or sending a satellite in space to accept those facts, nonetheless the fact/truth still remains that our earth does revolve around the sun and that our sun is made up of Hydrogen atoms combining to form Helium atoms by means of nuclear fusion, during which vast amount of heat, light and radiation energy is released. With this in mind one can conclude that neither we Nagas nor anyone could directly challenge western knowledge based on the proofs that their researchers have gone through the trouble to find. The history of the world speaks that in the affairs of the state, no other form of ideals like communism, dictatorship, fascism, monarchy etc. has managed to satisfy the people of the state as a just government. It has been the ideals of liberal democracy that has changed the course of history of any government from an oppressed deprived society to liberal, socialist-capitalist and rational society (Research on 'it' is recommended). It is also to be considered that they (liberal democrats) didn't just accomplish everything that their rationality led progress overnight, but after the inception with more reforms, even from the youth's logical perspective about a rational society, today they are the ones every developing nations look up to and yearn for. Having understood, the pattern our Naga society keeps repeating and the hold of "Ignorance Backed Corruption" in our system, the few concerned young adult intellectuals concluded that without a rational cleansing of our Naga methods, to let run in our society, change in Nagaland is a far cry. Without this measure the present Nagas can simply accept that a change of great gravity is not possible in their lifetime because a few leaders themselves cannot change Nagaland with all their wisdom and flaws unless every or most people participate in politics in their own capacity because the undeniable fact is, politics affect not just the state but also our personnel lives.
The LDPN is much obliged with all the organizations who have taken the herculean responsibility to create legal awareness among various sections of people in the Naga society. We encourage them to further continue their great service for the society. We also thank the others who have taken the initiative of imparting 'Human norms' seminars to the people. Their hard work will never go in vain as, one "aware" Naga is a great asset for the Naga kind and as an Indian and as a Human. The recent move in Nagaland's policy of development has really impressed the LDPN, when the DC of Dimapur announced that Dimapur is to receive garbage bins in and around the city, and to every household registered under the DMC. With the limited fund in our Sate's treasury, we understand of the difficulties any department would face to complete a long due project, considering the funds of the project being pocketed by the previous supervisors, nevertheless, it would be productive if the authorities in the departments would devise "not much costly" projects (doesn't include cheap components) to add for the welfare of the state. And any contribution would be great for the people on the ground that it would be the first. It would be only for the best if the government takes the initiative to preserve and ensure the continuance of all the positive logical changes taking place today that every concerned Nagas has worked hard for, till today. They should set up a committee to work in hand with the State's representing "Human Rights" organizations to take legal measures against the extreme offenders so that people would not just be informed about it but also feel it and follow it. They should also implement work sensitivity programs in work places so that women and weak people wouldn't be bullied or abused by their employer. Anti-bullying campaign should be promoted even in schools like in the US. A help line or a complain line should be advertised in large billboards across the state so that people could be consciously aware about it's existence. The human rights activists must not just be a mere social worker but also should be committed in saving and protecting the weak and the innocent from the hands of the tyrants and ignorant bullies. [Not to show off and endorse the party, but because Post-Traumatic Stress Disorder (PTSD) is a real thing that affects our conscious behavior and decision making, in life and make us less productive in the society.]

ocker Chris Cornell, who gained fame as the lead singer of the bands Soundgarden and later Audioslave, has died at age 52, according to his representative. Cornell, who had been on tour, died Wednesday night in Detroit, Brian Bumbery said in a statement to The Associated Press. Cornell had performed a Detroit concert with Soundgarden that night. Bumbery called the death “sudden and unexpected” and said his wife and family were shocked by it. The statement said the family would be working closely with the medical examiner to determine the cause and asked for privacy. News of Cornell’s death prompted scores of tweets expressing sadness. Aerosmith guitarist Joe Perry tweeted: “Very sad news about Chris Cornell today. A sad loss of a great talent to the world, his friends and family. Rest In Peace.” With his powerful, nearly

Formed in 1984 by Cornell, guitarist Kim Thayil and bassist Hiro Yamamoto, Soundgarden’s third studio album, “Badmotorfinger,” in 1991 spawned popular singles “Jesus Christ Pose,” “Rusty Cage” and “Outshined” that received regular play on alternative rock radio stations. Cornell also collaborated with members of what would become Pearl Jam to form Temple of the Dog, which produced a self-titled album in 1991 in tribute to friend Andrew Wood, former frontman for Mother Love Bone. Three years later, Soundgarden broke through on mainstream radio with the album “Superunknown,” which debuted at No. 1 on the Billboard 200 and was nominated for a Grammy for Best Rock Record in 1995. It included hit singles “Spoonman,” “Fell on Black Days,” “Black Hole Sun,” “My Wave” and “The Day I Tried to Live.” Soundgarden disbanded
in 1997 due to tensions in the band, and Cornell pursued a solo career. In 2001, he joined Audioslave, a supergroup that included former Rage Against the Machine members Tom Morello, Brad Wilk and Tim Commerford. The band released three albums in six years and also performed at a concert billed as Cuba’s first outdoor rock concert by an American band, though some Cuban artists have disputed that claim. Audioslave disbanded in 2007, but Cornell and Soundgarden reunited in 2012 and released the band’s sixth studio album, “King Animal” in 2012. Cornell also released four solo studio albums and a solo live album. He also released the single “The Promise” in March on iTunes, with all proceeds going to the International Rescue Committee, a global humanitarian aid, relief, and development non-governmental organization. In addition to his music, Cornell also became involved in philanthropy and started the Chris and Vicky Cornell Foundation to support children facing challenges, including homelessness, poverty, abuse and neglect.

Wednesday night's outcome leaves Real Madrid needing only a draw against Malaga next weekend to claim the La Liga title. The Portuguese international put the visitors ahead 1-0 in the 10th minute, blasting the ball past Celta goalkeeper Sergio Alvarez after a pass from Isco Alarcon. The hosts, who ended the first half with a big edge in possession, appeared to shift into a higher gear at the half-hour mark.
