A press note from the Information Cell, Secretariat said that “the objective behind observance of this day is to wean away the youth from terrorism and the cult of violence by highlighting the sufferings of the common people and showing as to how it is prejudicial to the national interest.” In regard to observance of the day the State Chief Secretary, Pankaj Kumar has directed all the Heads of Department, Deputy Commissioners, State Government Offices, public sector undertakings and other public institutions to organize appropriate programmes, including the pledge taking ceremony, to observe the ‘Anti-Terrorism Day.’

DiMaPUR, May 19 (MexN): Gen (Retd) Kholi Konyak was today sworn in as the ViceChairman of the NSCN (IM) after his nomination was approved by the National Hoho on May 17, Camp Hebron. According to a press note from NSCN (IM) Secretary S Among Lim, Gen (Retd) Kholi in a brief speech expressed gratitude for the honour that has been given to him. New Delhi, May 19 (NePS): Nagaland Minister for National Highways and Mechanical, Nuklutoshi while formally opening the Court Commissioner Office of Justice RB Mishra, Retd Judge at New Delhi today asked the latter to look into a PIL filed regarding the ongoing Project for cConstruction of two laning roads from (i) Mon-Tamlu-Merangkong, (ii) Longleng-Changtongya, (iii) Phek-Pfutsero, and (iv) Chakhabama-Zunheboto under (SARDP-NE). It may be noted that Justice RB Mishra, Retd Judge was appointed as Court Commissioner by the Court to “oversee the execution of contract works, to ensure transparency, to instruct the respondents, i.e., MoRTH, PWD (NH), Nagaland and the Contractors (JV) M/S IL&FS (earlier Maytas) – Gayatris (JV) and to complete the work within the stipulated time of eighteen months. Nuklutoshi said that even though the Court had directed the respondents to restart the work, the project was stalled due to “technical problems.” He explained that the project has been abandoned for almost three years owing to none finalization of Revised Estimate . The Minister requested the Court Commissioner to issue notices to the respondents including the State “in the interest of justice.” Justice RB Mishra meanwhile assured that he would immediately take charge and make sure that the directive of the Court was compiled after considering the action taken reports of the respondents after passing the Judgment and Order.

State Bank of India (SBI), the lone national bank in Kiphire district is functioning without a branch manager for nearly three months. The serving branch manager retired in the first week of February and since then the bank has been functioning without a replacement bringing much inconvenience to the citizens as well as the staff. SBI staff at Kiphire branch disclosed that due to non-availability of the manager, all advances and loan facility have been kept pending since it needs a bank manager to give final approval. Due to this, the bank is incurring heavy losses as it survives mostly on loan and advances, they revealed.

A joint statement from the two organizations informed that the first phase of state wide agitation will include a 3 day mass casual leave beginning May 24. Interacting with this correspondent, officials of SBI disclosed that even facilities like conveyance, miscellaneous bills and annual increments of some of the staff are pending. On the facilities that the Kiphire branch is lacking, the SBI officials said the district branch should
have advance ATM facility; cash deposit machine and self-updating passbook. Further, the only ATM machine that the district has is always malfunctioning and closed most of the time. People in the know how pointed out that the branch needs sufficient experienced bank employees so
that the facilities available for businesspersons, students, service personnel and citizens is made available. Due to lack of sufficient experienced staff, customers are not able to avail the benefit of various welfare schemes, designed to uplift the economy of the rural people. NPRAAF serves 30-day ultimatum to F&CS dept
DiMaPUR, May 19 (MexN): The Nagaland Public Rights Awareness Forum (NPRAAF) has given a 30-day ultimatum to the Department of Food & Civil Supplies to cancel 76 backdoor appointments of Grade III employees and declare it vacant for open competition. The NPRAAF in a press statement through its president, Wedieu Kronu reminded that it had on two occasions laid in public domain through the local dailies about the irregularities and anomalous appointments in the department from
January 2003 till March 2016. However, in the midst of the demand, the department showed utter disregard to the issue by appointing three more LDAs on March 10, 2016 taking the tally from 73 to 76, it pointed out while demanding cancellation of the appointments within 30 days starting from May 19, 2016. The Forum said in the event of failure to meet their demands, it would undertake phase wise democratic protests and agitations to bring the issue of all irregular and anomalous appointments in the department to a logical conclusion.

Dr. D.J.Rajkhowa, Joint Director, ICAR Nagaland Centre suggested the house to find out the research gap in pig and poultry in Nagaland and prioritize the research work according to that only. He also elaborated on the various housing and feeding methods to be undertaken under NICRA. He further stressed to develop various kind of pig

He also asked the concerned scientist to prepare a status paper on pig farming in Nagaland along with constraints and prospects. In the end it was decided to have two different approaches for further development in the field of livestock husbandry in Nagaland. First, to develop some feasible technologies in the field of animal nutrition at institute and second for extension work in farmer’s field. Khel Model Village) was inaugurated on May 19 by Deputy Commissioner Kohima, Rovilatuo Mor, IAS as the chief guest. Stating that education is an essential factor and with the Right to Education Act, he said that the DMA, SSA has underlined its programme to provide education wherever there is no establishment of School. his story is about a young inspirational woman Abigail Sitlhou from Kohima who during her childhood days spent most of her leisure time in the kitchen baking cakes with her mother. She along the way saw baking as her profession and she shares her story on baking confectionaries and cakes decorating through determination and hard work. She got more inspiration for baking by watching TLC and other culinary shows and Fabulous Cakes being her favourite show. This determinate young lady, after meeting with failures in her academic discourse, stepped into a short-term course in baking confectionaries and cake decorating at Exotic School of Cooking in Dimapur in 2012. Following her training, she started taking small orders for families and friends but nothing was official until then. She now has a page on Facebook named “Bakeforyou,” that is when more people came to know about her works. She caters for every occasion, from birthdays to wedding, family and corporate events. “Successful women entrepreneurs in this field in Nagaland and outside have been my inspiration... I also have always been interested
in doing business and that’s what boosts me,” she shares as an inspirational thought to start her business. She adds her upbringing always taught her to be grateful with anything. “I stumbled upon cake decorating merely by chance and while I encountered baking along the way, it never occurred in my mind as something I would want to do.” Her business is home based and besides baking, she is keen in cooking for family and friends. With a strong mindset, she illustrates that baking is both art and science; there is certainly room for creativity. There is much about
baking, which has to do with right measurements and proportions of ingredients, how to decorate, and being physically capable to do it. She conveys profound gratitude to her family and friends for their constant support since the beginning and shares that she now loves her work even more “today by God’s grace I have many clients and who support my work so much.” This young woman encouraged women by sharing, “Baking is very feminine and I believe every woman should know the basic of baking.” Abi being motivated by her profession, has set a big plan for
her future that at present she has been offering baking classes on basic courses alone and soon she will start with advance cake decorating cake as well. “I have plans for my business but that will happen gradually with time and for I ought to give double effort and work tirelessly to satisfy my customers. My accomplishments so far made me realised my potential and abilities. If I continue this journey ahead, good things await and I will have so many stories to share.” Abigail believes in the motto of – “Practice makes a man perfect.” The writer finished an internship with The Morung Express.

Nagaland expected to achieve 15.78% GSDP growth Kohima, may 19 (DiPR): The Department of Economics & Statistics conducted district level workshop on Gross State Domestic Product to all the District Statistical Officer on May 19 at its Directorate Conference Hall. Delivering the opening remarks, Director Economics & Statistics, Y. Sacheo Ovung said that the Gross State Domestic Product was the total value of goods and services produced during any financial year within the state. The Director opined that the latest estimate of GSDP (Adv) 2015-16 at current prices, the state is expected to achieve a growth
of 15.78% in 2015-16 as against 10.39% in 2014-15 and the respective contribution of primary, secondary and tertiary sector to GSDP stand at 30.06%, 16.23% and 53.71% in 201516, showed sectoral wise contribution to the economy. He requested the trainees to deliver their respective contribution without hesitation and with common efforts to improve the departmental activities. He stated that the estimates of SDP reveals factual picture of the economy of the state which is one of the best and commonly used economic indicators which measured the growth and also throw light on the struc-
tural changes taking place in the state economy. Adding that it also helps to bring out the per capita income of the state and taken as the standard of living achieved. The Secretary, Economics & Statistics, Kevileno Angami who also delivered a short speech, during the inaugural session urged the trainees to work from the grass root level to find out the total value of agriculture produced in the village sector and the growth rate of the state’s manufacture and service sector. She also appealed the officers to be more aware of total income of the state. She asked them to be sincere to meet the
challenges while discharging their duties. The welcome address was delivered by Joint Director, R. Kronu, closing remark and adoption of resolution was delivered by Director, Y. Sacheo Ovung. Introduction to GSDP was given by Assistant Director, Charles N. Creating awareness about the Agrotextiles is one of the foremost goals of the scheme which is to be achieved through seminar and workshop programs. In the same line a one day seminar was organized at Horticulture Research Farm, Pfutsero, Phek, Nagaland in association with the State Horticulture Department. Main goal of the program was to educate people about Agrotextile usage and its benefits and various financial and technical supports to be provided under the scheme. The welcome address was given by Moalemba, DHO, Phek. He emphasized the need of modern techniques in horticulture and agriculture. Concept address was given by Ravi Singh, Scientist, COEAgrotech, SASMIRA, Mumbai. The programme was attended by officials from KVK, State Horticulture Departments and more than 90 farmers from different parts of neighboring region along with the team from COE-Agrotech, SASMIRA, Mumbai. During the technical session application of different Agrotextiles (like shade nets, ground covers, bird protection nets, frost protection cover / Crop cover, AntiHail net, pond lining, etc.) were deliberated. The use of these Agrotextile products can enhance the horticulture/ agriculture crop production by 3 to 4 times.

Thirsty public holds silent procession in Peren town Serves 15 days ultimatum to PHED to restore water supply pErEN, may 19 (mExN): Expressing their resentment and anger against the Government’s lackadaisical attitude regarding “total absence of drinking water” from PHED, Peren since January 2016, the citizens of Peren Town today took out a ‘Silent Public Procession’ starting from Main Bazaar, Peren Town to Office of the ADC demanding restoration of water. Thereafter, a memorandum was submitted to the Deputy Commissioner of Peren S Tainiu for onward submission to Minister for Public Health Engineering Department
(PHED) Tokheho Yepthomi in which the public served a 15 days ultimatum to the department for “prompt and immediate necessary action.” In the memo, released to the media here, the public demanded Minister for PHED to constitute a ‘Special Investigation Team’ to study and consider the matter with outmost urgency for restoration of clean water supply to Peren Town. “Failing which the Public of Peren Town will have no other option but be forced to close down the Department of PHED in-
definitely,” it asserted. While stating that Peren Town is not new to acute water scarcity and various concerned denizens, pressure groups and the media have highlighted the chronic problem and appealed for necessary action on several occasions, it lamented that so far the Government has turned a “deaf ear to our woes till date” and “Successive Government’s assurance for restoration of proper watersupply to Peren Town had been nothing but false promises.” In this regard, the

CSU endorses CRPO’s ultimatum Dimapur, may 19 (mExN): Giving its full endorsement to the CRPO’s stand, Chizami Students’ Union (CSU) today said it will co-operate strongly with the proposed bandh on NH-29 if the power department fails to look into the matter before May 22. Chizami Range Public Organization (CRPO), on May 8, had served an ultimatum to the power department saying it would impose indefinite bandh along NH-29 and within its jurisdiction on May 23 if the department fails to provide a new transformer before May 22. A press note issued by CSU President further said that due to constant electricity failure, students are not able to study in the evening and night hours badly affecting their academic performances. “School students who are presently appearing their mid-year examination are studying from the lamps and candle,”
it said. It also noted that students who recently cleared their HSLC and HSSLC examination are also facing problems in documentation as commercial shops for photostatting and printing are closed due to lack of electricity. Students studying beyond the town are not able to communicate with their parents for their immediate needs as all means of communication remains inactive due to lack of power supply, it said maintaining that, “Such life of the students in particular and the public in general are not meant to be in this 21st century.” Expressing its concerns over the negative impact on students and public’s life if such scenario continues further, the CSU urged the concerned authority to do the “needful at the earliest” before the future of the young generation are put in a “dire straits.”

Fixing the Problem, Not Fixing the Blame
S
ince every nation has hopes and dreams, this makes the task of contemplating and reasoning together essential for building and realizing a future that epitomizes the people’s collective aspirations. A nation that fails to dialogue with itself risks the danger of moving further away from its anticipated dream. The Naga people today find themselves in such a quandary. The absence of genuine democratic space to critically engage in dialogue processes in solidarity and without being usurped by the “isms” has reduced the Naga people’s capacity to think together and address the many challenges confronting the modern Naga. Subsequently, the status quo is strengthened and presented as a pacifier in times of uncertainty. Faced with this overwhelmingly predicament, every Naga needs to search deep within themselves to recover their inner strength and restore self-confidence as makers of culture. By doing so it suggests a shift from the present position and implies a deliberate movement towards a common purpose and vision. This is critical for our understanding, because it radiates the spirit of dynamism. It requires self-criticism and openness in building a consensus through dialogue and understanding. Eventually it can lead to a paradigm shift in one’s thinking, attitude, behavior and way of life. They are all interconnected, part of a praxis of reflection and action, one informing and being a catalyst for the other. These steps are central in order for personal and collective transformation to take place. The process of soul searching is important to a meaningful dialogue process, both within the society, as well as with other societies. Facing history constructively is an important part of how the Naga future unfolds. Indeed, the future depends on how one approaches history. It is very difficult to build a future on a divided and contentious past, where there are polarized and multiple narratives and interpretations of the same event. The challenge for Nagas is to disengage from the traditional concept of time (past-present-future) and reframe time in a relevant and contextual manner. The alternative (future-past-present) is to first build understanding and a consensus over a shared future in which everyone acknowledges that every Naga is needed to build a shared future. Eventually addressing the painful past through forgiveness can take place so that practical and concrete steps for reconstruction can take place in the present. For too long, Nagas have been in a vicious cycle of selfblame and blaming others. Rather than blaming each other, let us shoulder the responsibility to overcome the deepening crisis. From this moment forth let’s work on fixing the problem and not fixing the blame.

Cities "woefully unprepared" for rising disaster risk - World Bank

ities around the world are failing to plan for fast-increasing risks from extreme weather and other hazards, particularly as population growth and surging migration put more people in the path of those threats, the World Bank said on May 16. By 2050, 1.3 billion people and $158 trillion in assets will be menaced by worsening river and coastal floods alone, warned a new report from the Global Facility for Disaster Reduction and Recovery (GFDRR), managed by the World Bank. "Cities and coastal areas are woefully unprepared for the kind of climate and disaster risk now facing our world," said John Roome, the World Bank Group's senior director for climate change. But as cities expand and revamp, they have the opportunity to lower that risk by putting in place more resilient infrastructure and preventive policies, he said. Those could include everything from restrictions on using too much groundwater - one of the reasons cities from Tokyo to Jakarta are sinking - to planning for more green space, and new schools and apartments set above flood-prone zones. The problem is that many city officials have no clear idea of the range of disaster risks they face and how serious they could be. Argentina, for instance, has no volcanoes but is affected at times by ash from eruptions in Chile. And when Malawi was hit by an earthquake in 2009, it came as a surprise. "Not many people think about the African continent and its potential for earthquakes," said Alanna Simpson, a risk management specialist with the GFDRR.
NO PHD? HELP AT HAND A new open-source disaster risk management tool, called ThinkHazard!, aims to make planning for such threats easier by pulling together information on all potential disaster risks in a country or region, and how they compare. It looks at hazards including floods, cyclones, droughts, heat waves, fires, earthquakes, tsunamis, volcanic eruptions and landslides. The tool, aimed at national and city planners, project developers and others, also offers advice on what might work to reduce the risks. While information on disaster risks already exists, it tends to be in scattered locations and jargon-heavy language, Simpson said. For an average planner, "you need a PhD to understand if a country has risk and how it might affect your project", she told the Thomson Reuters Foundation. The new tool, developed by the GFDRR, brings the information together and simplifies it, so that the developer of a road or school in Kenya, for instance, can get a sense of the level of risks their project faces - including threats they may not know about. Those can be substantial, the disaster experts noted. In Indonesia, the risk of flooding from overflowing rivers is expected to grow 166 percent over the next 30 years, while coastal flooding risk could rise 445 percent, the report said. Nepal's capital Kathmandu is expected to see a 50 percent rise in earthquake risk by 2045 as more slums and informal buildings go up. A combination of sea-level rise and sinking of coastal cities - including from excessive extraction of the groundwater beneath them - could drive disaster losses in 136 coastal cities from $6 billion a year in 2010 to $1 trillion a year by 2070, the report said. But planning now for more big typhoons in Manila, for example, by ensuring new homes are not built on flood plains and keeping drainage canals clear, will pay off, the experts said. "The decisions we make today are defining the disasters of tomorrow," said Francis Ghesquiere, head of the GFDRR secretariat. "We have a huge challenge - but also a huge opportunity to try to make sure the trillions of dollars that will go into new housing, new infrastructure, the extension of cities... do not increase risk exposure but rather reduce it."

How ‘Strategy for a Living Revolution’ came to life
I
n Prague during the height of the Cold War, I met an African freedom fighter who changed my life. He and I were there as resource people for a 1967 international youth conference on revolution. The participants from both sides of the Iron Curtain came to the conference already allies of anti-imperialist struggles. Looking for a lively issue to stimulate the gathering, I raised a tough question: Shouldn’t we take a leaf from Gandhi’s book and choose nonviolent means? The African freedom fighter — Nathan Shamuyarira, who represented an armed struggle going on at that moment — and I served as opposite poles in the discussion that followed. Before parting, Nathan and I took time for a friendly one-on-one. “George,” he said, “you know that many of us were initially inspired by Gandhi and did begin with nonviolent protests. I was raised up a pacifist and hoped we could succeed that way, but the British suppressed us ruthlessly. Now we have no choice. In my country, we who give leadership have no space to look for nonviolent alternatives. Your situation is different. You’re in grad school, with intellectual resources and time. Do the work that we cannot do: Explore the possibilities we can’t see, and write out a pragmatic, strategic path for a nonviolent revolution.” With some trepidation, I accepted the challenge. I read many works on strategy, including Frantz Fanon and Murray Bookchin, Che Guevara and Gramsci and Rosa Luxemburg. In grad school I turned every possible course into an exercise to further my mission, and became so over-specialized that I failed my Ph.D. oral examination. I did, though, succeed in publishing the book I was calling “Strategy for a Living Revolution” in 1973. Nathan Shamuyarira and I never crossed paths again. He eventually became Zimbabwe’s foreign minister and an apologist for dictator Robert Mugabe. He died two years ago, but the book he challenged me to write lives on. In fact, its third North American edition, entitled “Toward a Living Revolution” was just published in March. To commemorate the occasion, here is the rest of the story of the people and events that shaped the book. A radicalizing journey When I started researching the book, I was enamored by regime change. Like some optimists who a few years ago expected a bright future for the Arab Awakening, I believed that throwing the rascals out, nonviolently, would bring about a just society. After meeting Nathan, I spent the summer buried in the Harvard Library and found a major flaw in my reasoning. I found three cases from Latin America where the people overthrew their dictators nonviolently – two in 1944 and one in 1931 – but then found their achievements erased by oligarchical pushback. Clearly, more is needed for a living revolution: a deeper power shift, more of an emerging democratic infrastructure and the means to defend the new society. All that went into the book. At an international below-the-radar gathering in Clarens, Switzerland, I found myself in a room late at night with Bernard Lafayette from the Student Nonviolent Coordinating Committee, or SNCC, and a leader of an armed movement struggling for justice. In explaining his view of power, Bernard used a metaphor I heard for the first time: A society is like a house and the regime is the roof, dependent on the support of the pillars that stand on the foundation. The foundation is the willingness of the people to cooperate. It doesn’t matter, Bernard said, how dazzling the roof is — how many bombs and bullets it has — if the foundation goes, the roof will collapse. Bernard’s pillars metaphor pushed me to see more clearly the necessity of prefigurative institutions having enough heft to hold society together during the crash. Bernard also supported me to listen well to the feedback I got the next day, when I shared with 40 participants my progress on the book. The most critical feedback was from a scholar who asked: “What’s the value of a strategy without a vision? If a movement only knows what it doesn’t like, and hasn’t even a sketch of what should replace today’s unjust institutions, how can it evaluate alternative strategies, or ask for, and deserve, the broad support it needs?” I realized he was right, although working it out would delay completion of the book. Nathan had asked for a general theory for nonviolent revolution that people could adapt for their own situation. That was fine; I was excused from offering a vision for any specific country. Still I needed to figure out the role of vision and how to embed its underlying values while letting

s the hype over the southern Indian paradise simply hot air? Mari Marcel Thekaekara asks. Kerala has long been held up as an example of a model state. India’s most educated piece of paradise. But people who live there, in general, and women who live there in particular, know only too well, that the hype is merely that – hot air. The fact that this is a state with the highest literacy levels has been blown out of all proportion. It is used to cover a multitude of sins. Misogyny prevails in most strata of Kerala’s society. How else, in a state where all women, even the poorest, go to school, do we have a scenario where a girl cannot walk home alone, after sunset, without men leering at her, passing lewd filthy remarks or pinching, groping and molesting her? Young Jisha was found dead in a pool of blood last month. The 30-yearold Dalit – discriminated against as ‘untouchable’ overtly and covertly by many – law student struggled to reach university because her mother was an agricultural labourer belonging to the poorest families of the area. Her father had abandoned the family many years ago. Mother and daughter lived alone in an isolated shack, without a solid roof, vulnerable to threats from male
democratic discussion in the struggle refine the vision. At the time I knew of no movement that achieved a nonviolent social revolution resulting in sustainable democracy. We would need to learn what we could from partial successes. The most successful movements seemed to grow through a series of stages, analogous to a human being’s growth from stage to stage. Vision, then, might be something like DNA, embedded and influential but not controlling, offering abilities and internal resource, as well as limitations that to some degree might be overcome. Revolutionists could put vision in the first stage and let it be the DNA. Since writing the book I found a nonviolent revolution in which vision did work in just that way. The workers’ and farmers’ revolutionary movement in Norway was hugely influenced by its Marxist vision, but not limited by it. As the people struggled, they learned and paid attention to the changing world around them. As it turned out, the Norwegians moved successfully through the first four stages in the Living Revolution framework, with results that 80 years later still startle Americans with their degree of equality and individual freedom. Feminists challenge the stages The Living Revolution’s five-stage framework was far enough along so that it could be adopted in the early 1970s by the Movement for a New Society, or MNS. The model was incorporated in the War Resisters International’s “Manifesto for a Nonviolent Revolution” and published in many languages. The timing coincided with the second wave of feminism, a struggle strongly waged within the fledgling MNS. Along with other men in MNS, I resisted change; it would be a few years before I was ready to help found Men Against Patriarchy. In the course of our MNS struggle, some feminist women found the Living Revolution model fitting all-too-neatly into a patriarchal thought pattern. They pointed to how linear the stages are: first do cultural preparation (including analysis and vision), second build organization, third confront the oppressor with propaganda of the deed, fourth escalate to mass noncooperation, and fifth fill the resulting power vacuum with the parallel institutions planted in stage two by organizing cooperative alternatives that meet people’s needs. I acknowledged that it was linear, but said that’s the nature of developmental schemes: infant/child/adolescent/adult. “Precisely,” they said. “Reality is more complex than linear stages. An adult finds further growth by embracing the inner child, not by marginalizing childhood and becoming an adult control freak.” I continued to object: Activist movement-builders often have difficulty thinking sequentially, yet when I ask them in a workshop to write on pieces of paper their favorite tactics, then ask them to place the tactics on the floor in a sequence that makes sense to them in reaching the goal, they are able to do it. Moreover, their usual outcome as a group is actually the five-stage model! The stages tap a common sense that is otherwise hard to access. The model states a natural development and, once stated, it can support unity and application. The feminists continued the argument. “The lin-
earity of the model doesn’t fit a complex society: In one social location people are just now raising their consciousness about an injustice, while in another spot there is a group already building alternatives, and in a third spot — at the same time — there are people getting arrested in the confrontation stage. The linearity pretends to a coherence that doesn’t represent the scatter of diversity!” Our long and often-emotional dialogue resulted in yet another win for conflict among comrades. We came to realize that the framework works better when we expect iteration of the stages. Early in the historical process organizers might find the sequence only goes from stage one to two and then repeats. Then it may reach stage three and repeat several times until stage four (mass noncooperation) occurs. That sequence may repeat several times until, finally, in enough social/economic locations with growing coordination, broad unity makes it possible to do the whole five-stage sequence. The movement can add far more people with stage one work, bring them into organizations, support them through the fierce stage three, which in turn flows into mass noncooperation and finally parallel institutions. One of the critics showed graphically that such a modification of the framework would be cyclical — a break-away from patriarchal rigidity — and would resemble the structure of a sea animal, the chambered nautilus. Flexing the framework this way also made it more useful for campaigns operating in a liberal democracy that is not facing a revolutionary situation. A campaign might aim for what the French labor strategist André Gorz called a “revolutionary reform.” Campaigns can be won by projecting only the first four stages, sometimes just by waging the first three. I like the humility of this approach. At the present moment we can’t predict how soon the 1 percent’s resistance to change will combine with the climate crisis to create a revolutionary situation. Polarization in the United States continues to accelerate. We might embark on a campaign expecting it will run for only three or four stages to gain a particular victory, yet not be surprised if the legitimacy of liberal “democracy” rapidly goes down the toilet, and we can deepen our mass noncooperation and go to the stage of parallel institutions. That kind of preparation is what the pro-democracy forces in Egypt would have found useful in 2011. The Global Nonviolent Action Database has many cases illustrating the missed opportunities when crisis deepened beyond the expectations of the wouldbe reformers. They weren’t prepared to be nimble and support their movements to express fully the people power that might be mobilized. By responding to Nathan’s challenge I became more grounded in my identity as a lifelong activist and gained tools for staying in touch with today’s reality while preparing for tomorrow’s possibilities. I’m grateful to so many along the way, including longtime activist David Hartsough whose recent crosscountry travels convinced him that the book speaks to today’s challenges and helped make this new North American edition possible.

The mystery of why Jisha was so brutally and viciously raped and murdered has not yet come to light. But her body was tortured and mutilated before being strangled and smothered to death. She was covered in bite marks and slashed with a knife. How was it that no one heard her screams? Why did no one go to her aid? M o re u n a n swered questions. Being a Dalit places you in a precarious position in our society. People blame the victim. People from dominant castes close ranks, cover up crimes to protect predators who are ‘PLU’, people like us. The police protect PLU perpetrators, the media wrote singularly unsympathetic reports about her mother. Neither Jisha nor her family merited the
support shown to the earlier 2012 Delhi victim who made world headlines. Kerala youth however, in colleges around the state, protested for justice for Jisha. Leading the charge were women media persons, activists and women’s wings of various political parties. They raised issues regarding the lack of action around safety of women and the indifference of the police in general as well as the Kerala public in particular, when roadside attacks take place. ‘Jisha was murdered in her own house,’ a student pointed out. ‘What hope [is there] for our society if we can’t even be safe in our own homes?’ Kerala has the distinction of endless sex scandals involving politicians, the rich and the powerful. Girls have been abducted, gangraped, threatened by their own boyfriends who black-

mailed and coerced them into having forcible sex with myriad men. There’s no dearth of a regular supply of such stories. It’s a pretty ugly scenario. Unless Jisha’s death provokes a radical and deep search for the soul of Kerala, to uncover and cure the malaise which threatens to engulf Keral society, the state will rapidly go into a downward spiral. A society which treats its women with such utter contempt cannot go anywhere else. Reams have been written about the matrilineal society. But the reality is sordid and revolting. I realize that I sound hopeless, harsh and judgemental. When you visit Kerala, there is such a grasp of politics, poetry and prose, literature, exceptional films. It’s always a pleasure to listen to peoples conversations in a bus or train. So we expect more from an informed society. The stark contrast lies between the wonderful level of awareness on so many important fronts and the crude, brutish reality for women. The overpowering crass consumerism and quest for wealth and its trappings, contributes to the curious case of conflicting cultures. It prompts me to ask, ‘Which is the real Kerala?’ And that’s a question only the people who live, eat and think there can answer.

Africa is rich in natural energy resources. So why are its people so power-poor? Ruth Nyambura examines what’s happened – and what needs to happen now

e never know when electricity will be available as it never has a definite schedule,’ says Aker Deng with a sigh. ‘We live each day as it comes with its own uncertainties. There is a private electricity supply run by individuals who buy generators and supply power. This is how I get power for my hair salon in Rock City, Juba. It is extremely expensive – and rationed. I spend about 25 per cent of my income just for electricity.’ In South Sudan, where Deng lives, the UNDP estimates just five per cent of the population has access to electricity. Building modern, environmentally safe and sustainable energy systems, grounded in the principles of equity and justice, is one of the most urgent challenges confronting Africa. Sub-Saharan Africa, with the exception of South Africa, has the lowest electrification rates in the world, with approximately 620 million people completely lacking any provision. This is also the case for 85 per cent of rural Africans. The continent has the highest energy poverty rate in the world. It also continues to face the worst impacts of the climate crisis, therefore creating a triple crisis of food, energy and climate. Africa is struggling to adapt and ramp up its mitigation measures. Big does not work Since independence, most African govern-ments have approached energy provision by seeking finance and development for big centralized energy projects, either large hydropower or fossil fuel based, with on-grid, high-voltage transmission lines serving urban and industrial areas. For Nigerian environmental activist Nnimmo Bassey the present energy system is characterized by inequality: ‘South Africa, for example, is a country where almost 90 per cent of electricity is produced from coalmines located on the lands of poor black South Africans who are unable to afford the electricity generated, but suffer immensely from the health and environmental impacts of coalmining.’ Such energy projects have not managed to expand electricity access across the continent or made it cheaper but have instead contributed to the emergence of crony capitalism and ever-increasing privatization in the energy sector, and plunged African countries further into debt. The global commodities boom propelled the fortunes of the extractive industries (mining, oil, coal and gas) in Africa to unprecedented highs. However, with the current fall in commodity prices, largely due to the drop in oil prices and the slowdown in China’s growth, Africa’s fossil fuel projects are at a crossroads. What would it require for African countries to leapfrog from energy poverty and over-reliance on fossil fuels to low-cost, socially controlled, democratic and sustainable energy systems? There’s little doubt that Africa has vast potential to transform its energy system. According to the advocacy group International Rivers: ‘Africa has world-class solar potential, a vast belt of clean geothermal reserves, strong winds and great potential for microhydro and no-dam hydro.’ A 2012 report by the European Commission Joint Research Centre established that it would be much cheaper to invest in solar power than to

he President of Brazil, Dilma Rousseff, has been suspended from her office while she goes on trial by the Senate. If convicted, she would be removed from office, which is what is meant in Brazil by "impeachment." Anyone, even Brazilians, who have been trying to follow the last several months of political maneuvering may be excused if they are somewhat confused by the many turns this process has taken. What is really at issue here? Is this a constitutional coup as Pres. Rousseff has called it repeatedly? Or is this a legitimate act of holding the president responsible for grave misdeeds by her and members of her cabinet and advisors, as the "opposition" claims? If the latter, why is this occurring only now and not, say, in Rousseff's first term as president before she was easily re-elected in 2015 by a significant margin? Rousseff is a member of the Partido dos Trabalhores (PT) that has been long led by her predecessor in office, Luiz Inácio Lula da Silva (Lula). One way to view these events is to see it as part of the story of the PT - its coming to power and now, quite probably, its ouster from power. What is the PT, and what has it represented in Brazilian politics? The PT was founded in 1980 as a party opposed to the military dictatorship that had ruled Brazil since the coup of 1964. It was a socialist, anti-imperialist party, bringing together Marxist groups, large civil associations like the Central Única dos Trabalhadores (CUT), the Movimento dos Trabalhadores Rurais Sem Terra (Landless Workers Movement or MST), and Catholic movements of the liberation theology persuasion. From the point of view both of the military and of the traditional Establishment parties in Brazil, the PT was a dangerous revolutionary party, which threatened the conservative economic and social structures of the country. The United States viewed its "anti-imperialism" as directed primarily at the U.S. dominant role in Latin American politics, which indeed it was. The PT however did not seek power through guerrilla insurrection but rather through parliamentary elections, sustained and supported by extra-parliamentary demonstrations. It took four presidential elections to bring finally a PT candidate, Lula, to office in 2003. The Brazilian Establishment never expected this would actually happen and never accepted that it could possibly continue. They have devoted their energies ever since to bringing the PT down. They may have gotten their way in 2016. Historians in the future may look upon the period 20032016 as the fifteen-year PT interlude. What in fact has happened in this interlude? The PT in office was something far less radical than the opponents of the PT feared, but still radical enough to have made them relentless in their desire to destroy the PT, not merely as the holders of the presidential office but as a movement with a legitimate place in Brazilian politics. If the PT was able to come to electoral power in 2003, it was because of the combination of the growing attractiveness of its program and its rhetoric and the declin-

expand the grid. And with regard to job creation, renewable energy projects offer much better permanent employment prospects, which large infrastructure projects cannot guarantee. What kind of clean energy future? To be clear, African countries have begun the shift to renewable energy systems in both policy formulation and implementation. Morocco is in the process of building the biggest concentrated solar power station in the world, expected to power a million Moroccan homes once it is fully operational in 2018. Kenya has been a continental leader in geothermal power generation and intends to produce the bulk of its electricity in this way. The Olkaria geothermal power station located in the Great Rift Valley in Kenya is Africa’s largest geothermal power project. Interestingly, both mega projects have received financing largely in the form of loans from multilateral investment banks such as the World Bank and European Investment Bank. In Kenya’s case, a US subsidiary of an Israeli parent company called Ormat Technologies won the project tender (in the 1990s) to build, own and operate the project. They did so by establishing a Kenyan company called OrPower4. Almost all renewable energy projects follow the path of conventional (fossil fuel based) energy projects in terms of being large, centrally owned and connected to the national grid. Ever since the enforced structural adjustment programmes of the 1980s, there has been a push to have the renewable energy sector operate almost exclusively under the private sector, both domestic and foreign, and to rely heavily on international financing, all under public-private partnership agreements. Local communities do not have the financial and technological muscle to compete with foreign companies such as Ormat Technologies, nor do they have the political clout to influence policy decisions in the way the World Bank and IMF do. This top-down approach to policy formulation and hijacking of development projects by powerful interests is all too common. At the Paris COP 21 meeting last December, the Africa Renewable Energy Initiative (AREI) was launched by the African Group to great applause. Its aim is to ‘establish a global partnership to accelerate energy transformation’. According to Dipti Bhatnagar of Friends of the Earth Mozambique: ‘It is imperative that African governments do not turn this proposal into another version of

ing geopolitical strength of the United States. And what did the PT do with its time in office? On the one hand it sought to succor the poorest strata of Brazil through a redistributive program known as the Fome Zero (Zero Hunger) program that included the Bolsa familia (Family Allowance), which did indeed improve their income level and reduce the enormous inequalities from which Brazil suffered. In addition, Brazil's foreign policy under the PT marked a significant shift away from Brazil's historic subservience to U.S. geopolitical imperatives. Brazil took the lead in creating autonomous Latin American structures that included Cuba and excluded the United States and Canada. On the other hand, Brazil's macroeconomic policies remained quite orthodox from the point of view of neoliberal emphases on market orientations of governmental policies. And the PT's multiple promises to prevent
large-scale mega projects that are geared towards making profits for corporations at the expense of the energy needs and human rights and ecological justice for Africans. There is also the question of where the financing will come from, as the proposal remains vague about this issue; this will be the real test, especially given the vested interests around energy provision.’ Ultimately, the question of how to make renewable energy affordable trumps all others in a continent where serious income inequalities exist. In addition, communities must be able to assert ownership over the energy sources, preferably using a mixture of off-grid and minigrid options. What is urgently needed for energy democracy in Africa is a two-pronged strategy in which targeted subsidies for the renewable energy sector are dramatically increased and import duties and production costs reduced. Africa must pay particular attention to and invest in appropriate technology transfer, research and development, training and capacity development. And it must challenge rules on intellectual property rights that continue to undermine pro-poor development. Today there is little evidence to suggest that African governments are relinquishing more control of renewable energy to local communities but are rather fixated on connecting them to the national grid. This approach continues to undermine the quest for a truly democratic energy system, stifles innovation and entrenches the power that monopolies have over the energy sector. Topdown policies remain completely disconnected from the material conditions of people, particularly women, who would have so much to gain if they could access energy to save on tiring physical labour. An energy revolution cannot occur in isolation: we need to build the power of communities, to design policies that speak to their needs and help address the challenge of poverty. It also requires global support. We hope that AREI will get it from the international community, especially with regard to funding – grants instead of loans, without aid conditionalities – and arresting the power of the local private sector elite and transnational energy corporations. Let us be fully alive to the fact that we are facing a climate catastrophe and that so much depends upon getting right the shift to a truly democratic, socialized, locally managed and clean energy system. environmental destruction were never seriously implemented. Nor did the PT ever carry out its promises of agrarian reform. In short, its performance as a left movement was a mixed bag. As a result, groups within the party and in its larger political alliances were constantly defecting. This resulted in the weakened position that made it possible in 2015 for the enemies of the PT to implement a plan to destroy it. The scenario was simple. It centered on charges of corruption. Corruption has been massive and endemic in Brazilian politics, and important figures of the PT itself were by no means exempt from the practice. The one person not subject to such charges was Dilma Rousseff. What then to do? The person who took the lead in the impeachment process, President of the Chamber of Deputies Eduardo Cunha (and an Evangelical Christian) was himself removed from office because he is being indicted for corruption. No matter! The process proceeded on the basis that Dilma Rousseff failed in her responsibility to contain the corruption. This led Boaventura dos Santos Sousa to summarize the situation as one in which the one honest politician was being ousted by the most corrupt. Rousseff has been suspended from office and her Vice-President Michel Temer has assumed office as Interim President, immediately appointing a far-right cabinet. It seems almost certain that Rousseff will be impeached and removed permanently from office. She is not the real target. The real target is Lula. Under Brazilian law, no president can have more than two successive terms. It has been everyone's expectation that Lula would be the PT candidate again in 2019. Lula has been Brazil's most popular politician for a long time now. And while his popularity has been somewhat tarnished by the corruption scandal, he seems to remain sufficiently popular that he would win the election. So the right forces will try now to have him actually charged with corruption and therefore ineligible to run. What will happen then? No one is sure. The rightwing politicians will fight among themselves for the presidency. The army may decide once again to take power. What seems sure is that the PT is finished. The PT sought to exercise its power as a centrist government, balancing its program. But the serious budget deficit and the decline of world prices for oil and other Brazilian exports has disillusioned a large swatch of its voters. As in many other countries today, massive discontent leads to a rejection of normal centrist politics. What a successor movement of the PT might do would be to return to its roots as a consistently left antiimperialist movement. This will be no more easy than it was for the PT in 1980. The difference between 1980 and now is the degree to which the modern world-system is in structural crisis. The struggle is worldwide and the Brazilian left can either play a major role in it or slip into global irrelevance and national misery.

he street protests of the Arab Spring happened largely because of disgruntled youth. The unemployment rate for young people in the Middle East and North Africa verged on the catastrophic in 2012: 42 percent for Tunisia and 38 percent for Egypt. Moreover, the rates had shot up significantly since 2010, so it seemed as though the already intolerable conditions were only getting worse. Young people came together through social media and took over the public spaces, demanding change. Street protests throughout the southern tier of Europe – in Greece, in Spain – were also fueled by unemployed youth. In Greece, the unemployment rate for young people peaked at 60 percent in 2013, a time of huge popular unrest. The Spanish rate hit a high of 55 percent in July 2013, also a time of mass protests. In the United States, the unemployment rate has been steadily falling for the last eight years. For young people, the rate has recently hovered around 10 percent. But young Americans face other problems. Many of the entry-level jobs they get barely provide enough to cover food and rent – much less the enormous college loans they have to pay back. These dismal prospects are why so many young people are supporting Democrat Bernie Sanders in the race for president. More people under the age of 30 are supporting Sanders than Hillary Clinton and Donald Trump combined. Sanders envisions a new economic order in the United States that provides opportunities to all young people (and not just rich bankers and CEOs). In South Korea, the youth unemployment rate is nowhere near the levels of the Middle East or southern Europe. But at approximately 12 percent, the jobless rate has Korean millennials deeply worried. One reason is that the official rate obscures how few young Koreans actually have jobs: less than half. One of the social media memes, “Hell Chosun,” reflects the despair of the younger generation. It’s hard to get a job. The jobs they can get are not very good ones. And those not-very-good jobs are not even secure. It used to be that hard-working young people called themselves the “three-give-up generation.” To get ahead, they had to sacrifice love, marriage, and children. Now they have become the “sevengive-up generation” and look forward to a future without those first three essentials along with human relations, home ownership, personal dreams, and hope. No wonder they look into the future and see only hell. Some analysts have identified the youth vote as pivotal in the recent parliamentary elections in South Korea. Last month the ruling party suffered a major setback, the main opposition party picked up some ground, and Ahn Cheol-soo’s breakaway People’s Party emerged as a viable third force. Ahn, in particular, would like to attract the attention of young people as the “Bernie Sanders of Korea.” Of course, Ahn’s agenda is a great deal more entrepreneurial than the egalitarian Sanders. “Young people need real opportunities for entrepreneurship,” Ahn told Emanuel Pastreich at Huffington Post. “Entrepreneurship does not only refer to starting a new business. There are many forms of entrepreneurship whereby young people can come up with and implement innovative ideas within a company,” Many Korean young people feel stuck. They’re unhappy that the existing system is not making room for them. Aging baby boomers are not retiring. Because of traditional deference to those who are older, it’s difficult for young people to get ahead in politics, academia, or chaebols. Only in entertainment and sports can young people achieve rapid success, but those are highly competitive fields with only limited slots available. Some young people will drift toward street protests. Others will simply go overseas. The level of unemployment and the degree of frustration are not likely high enough, however, to provoke Korean millennials to lead a revolution. The models provided by Egypt and Greece are not particularly inspiring, in any case. Korea’s brand used to be “dynamic.” The country changes rapidly from year to year – in technology, culture, attitudes. A few years ago, another slogan appeared, “Korea, sparkling,” which suggests that the country isn’t so much changing as standing in one place and giving off light. There is no longer a sense of forward movement. Rapprochement with North Korea has stalled. Relations with China and Japan are stagnant. The current president represents an older era of politicians. The more things change, Koreans are realizing, the more they stay the same. The leaderships in Beijing and Tokyo have chosen a “national revival” strategy of engaging young people. To build a strong China or to rebuild a strong Japan are the visions of Xi Jinping and Shinzo Abe. Involving young Koreans in something comparable would be an easy platform for the next aspirant to the Blue House. But I think South Korea can offer its young people something better than watery nationalism. They should have a chance to be part of something brand new that they create themselves. Korean millennials could be the generation that transcends national borders. Of all the things that the seven-give-up generation has given up, the most poignant one is hope. But what would it be like to be the generation that finally puts to rest the ghosts of the 20th century? To work toward stopping climate change? To successfully integrate North Korea into the international community? To create a peaceful and prosperous East Asian community with their counterparts overseas? That would be an incredibly energizing experience to be part of. But that kind of program requires visionary leadership. Perhaps someone in the seven-giveup generation, someone who hasn’t yet given up hope, will provide that leadership.

Conrad Sangma wins Tura by-poll Tura, May 19 (iaNS): National People's Party (NPP) candidate Conrad K. Sangma won the by-election to the Tura Lok Sabha constituency in Meghalaya by nearly two lakh votes. Conrad -- the youngest son of late former Lok Sabha speaker Purno A. Sangma -- defeated Congress rival Dikanchi D. Shira, wife of Chief Minister Mukul Sangma, by 1,92,212 votes in a straight contest. The by-poll was necessitated by Purno Sangma's death on March 4. Conrad, 38, secured 3,29,497 votes while Shira, a legislator from Mahendraganj constituency, bagged 1,37,285 votes. As many as 16,597 voters went for 'None of the Above' option.

AR Col remanded to judicial custody aizawl, May 19 (NNN): Suspended Commandant of the the Aizawl-based 39th Assam Rifles Col Jasjit Singh, one of the prime accused in the smuggled gold robbery case, was on Wednesday remanded to judicial custody by a local court. Singh, who was in police custody for 13 days after his arrest on May 5 was sent to the Central Jail in Tanhril near Aizawl after the court order. Meanwhile, a local court also granted anticipatory bail to one accused CS Thanga. Thanga told police that he informed Col. Singh about the gold smuggling which the latter denied saying he received only information about arms smuggling. Thanga also told police that he has given the number of the vehicle used to smuggle the gold bars to Col. Singh after he was informed by one Lalmuanawma Mathipi. Singh however, denied that he received information about the gold smuggling and said that he ordered his men to waylay the vehicle that smuggled arms at Seiling.
BSF patrol ambushed in Manipur iMPhal, May 19 (iaNS): Suspected militants ambushed a BSF patrol party at Heirok in Manipur's Thoubal district along the India-Myanmar border on Thursday. The BSF personnel escaped unhurt. Police sources told IANS that the militants hurled two bombs at the patrol party of the 50 Bn BSF returning from a foot patrol to their camp. Besides, a few shots were also fired from automatic rifles. The patrolling party fired in return but the militants managed to escape. Police have registered a case in Thursday's ambush but no arrests have been made. Sources said that once the identity of the militant outfit is established, it would be conveyed to the union home ministry.

AIADMK's V M C Shivakumar, whose family members have won the seat in nine successive elections since 1977, lost to DMK's Geetha Anandan by a margin of 6,936 votes. Tragically, Geetha's husband Anandan passed away on the day she filed her nomination papers last month. Since 1977, the contest in Neravi constituency had been directly between the members of the same family, known as the 'VMC family' in the region. Sivakumar, a former minister and Assembly speaker, himself had won the seat five times, including on four occasions as the DMK candidate. However, after the DMK denied him ticket, Sivakumar had contested in Neravi as an independent and won it. Sivakumar joined the AIADMK ahead of this election, but ran out of electoral luck as his family lost its hold.
NOTA again has sizable takers New Delhi, May 19 (PTi): The None of the Above (NOTA) option, like previous polls, had a sizable number of takers in the assembly elections to West Bengal, Tamil Nadu, Kerala, Assam and Puducherry. Percentage-wise, voters in Puducherry, where Congress-DMK alliance wrested power from AINRC, used the NOTA option the most as compared to the rest of the four states. According to data collated by the Election Commission till this evening, 1.7 per cent of the total voters (13,240) in Puducherry exercised the option followed by 1.5 per cent in West Bengal where Trinamool Congress has returned to power for a second consecutive term. In West Bengal, 8,31,836 voters pressed the NOTA button placed as the last option on EVMs. In Tamil Nadu, where J Jayalalithaa's AIADMK retained power bucking nearly three-decade-old trend, 5,57,888 voters (1.3 per cent) exercised the option. 1,88,978 voters in Assam, where BJP and allies wrested power from Congress, used the option. Percentage-wise, it comes to 1.1 per cent of the total voters who exercised their franchise. In Kerala, where UDF lost out to LDF, the NOTA users stood at 1,07,106 or 0.5 per cent of the total votes polled.
New Delhi, May 19 (PTi): A court here today rejected the plea of Delhi Chief Minister Arvind Kejriwal to stay the proceedings in a criminal defamation case filed against him and five other AAP leaders by Union minister Arun Jaitley. The application moved by senior advocate Ram Jethmalani on behalf of Kejriwal before Chief Metropolitan Magistrate Sumit Dass said there are two cases -- one civil and the other criminal -- filed against the AAP leaders on same allegations and one of them should be stayed. "Adjourn the matter, so that I can approach the High Court in this regard... I don't want to face both the cases simultaneously," Jethma-
lani said. The court, however, rejected the plea saying, "The matter has to proceed further... the application is dismissed. Put up for further hearing on July 16 for framing notice." The court, meanwhile, directed the complainant's counsel to supply the copies of the documents, filed along with the complaint, to the accused persons. Jaitley had filed the criminal defamation complaint alleging Kejriwal and the five AAP leaders had allegedly defamed him in Delhi District Cricket Association (DDCA) controversy. While recording his statement, Jaitley, who was the DDCA president from December 1999 to December
2013, said the claims against him and his family members lowered his dignity in the eyes of the public, adding their statements were false. Jaitley had on December 21, 2015 filed the criminal defamation case against them and sought their prosecution for offences that entail a punishment of up to two years in jail. Besides the criminal defamation case, Jaitley has also filed a civil defamation suit before the Delhi High Court seeking Rs 10 crore in damages from Kejriwal and the five AAP leaders, for issuing allegedly false and defamatory statements against him and his family in connection with alleged irregularities in DDCA when he was its President.
Shocker: Over 20 children go missing in Delhi every day New Delhi, May 19 (iaNS): Over 20 children go missing every day in the national capital and most of them become victims of organised crimes like prostitution, pornography and organ trade, according to a child rights group. Child Rights and You (CRY) said that Delhi Police informed it in reply to a Right to Information query that "a whopping 7,928 children went missing in 2015". This is 1,500 children more than the previous year and "largest in the last four years", CRY said. "Missing children represent a conglomeration of various social problems, ranging from kidnappings, abductions, trafficking," the NGO said. It said that girls, mostly aged between 12-18 years, were among those reported missing. "Young boys missing are majorly employed as child labourers. And girls are mostly forced into domestic work and commercial sex trade." It noted that the majority of missing children were from poor, especially migrant families, who come to Delhi from various parts of the country in search of livelihood. "These missing children are most likely to become victims of heinous and organised crimes such as rape, prostitution, child pornography, forced labour, begging and organ trade. Lately, there has been evidence to support stealing of young children for illegal adoption," it said.

Issuing alerts to the three states, the weatherman said although the cyclone will make a landfall in Bangladesh on the intervening night of May 21 and 22, "heavy to very heavy rainfall" is expected in Andhra Pradesh, Telangana and Odisha. EgyptAir plane crashes into Mediterranean with 66 aboard Cairo, May 19 (iaNS): An EgyptAir flight from Paris to Cairo with 66 people on board crashed into the Mediterranean Sea on Thursday. While a search and rescue operation was under way, Russia said terror attack could be the reason for the crash. French President Francois Hollande confirmed the Airbus A320 passenger plane had crashed. “It is feared that this plane has crashed. The information that we have managed to gather confirm alas that this plane has crashed, and it has disappeared,” Hollande in a televised presser. The French president said “no hypothesis” could be ruled out on the causes of the crash. The Russia’s

Federal Security Service (FSB) said terror attack could be the reason for the EgyptAir crash. “Unfortunately, today there was another incident with an Egyptian Air-
lines plane. Apparently, it is a terrorist attack, which killed 66 people from 12 countries,” Aleksandr Bortnikov, head of Russia’s Federal Security Service (FSB), was cited as saying by TASS.
Cairo, May 19 (reuterS): Egypt’s aviation minister said that a terrorist attack was more likely to have taken down the missing EgyptAir aircraft early Thursday morning than a technical failure. There were no known security concerns about passengers aboard the missing plane but further checks are underway, he told a news conference. The minister said however that it was still too early to draw any conclusions as to the cause of the plane’s disappearance.
The FSB chief urged “all concerned parties, including our partners in Europe, to undertake joint measures to identify the persons involved in this heinous act”. The Greek Defence Ministry
said the plane made “sudden swerves” just before going off radar. “At 03.39 a.m. the course of the aircraft was south and southeast of Kassos and Karpathos (islands) ... immedi-
ately after it entered Cairo FIR and made swerves and a descent I describe -- 90 degrees left and then 360 degrees to the right,” Defence Minister Panos Kammenos told a news conference. EgyptAir has published information about the nationalities of the 56 passengers. It lists 30 Egyptians, 15 French, two Iraqis and one citizen each from Britain, Belgium, Kuwait, Saudi Arabia, Sudan, Chad, Portugal, Algeria and Canada. The Egyptian crew included two cockpit crew, five cabin crew and three security officers. French and Egyptian authorities offered their assistance to family members of the passengers and crewmembers of the plane. EgyptAir pro-
vided a plane to fly relatives from France to Egypt, while an emergency centre was opened at Charles de Gaulle Airport in Paris. A search and rescue operation involving Egyptian, Greek and French military aircraft and ships and a number of civilian vessels was under way in the southern Mediterranean. Hours into the operation, the Greeks reportedly found two objects floating in the sea 50 miles southeast of the area where the plane had dropped off radar. The manufacturer Airbus also expressed concern and offered assistance to the investigators. A major search and rescue operation was under way involving the Greek
and Egyptian armed forces. EgyptAir said the plane was flying at 37,000ft when it disappeared from radar shortly after entering Egyptian airspace. Greek aviation officials said its air traffic controllers had spoken to the pilot a few minutes earlier and everything had appeared normal. There was also some confusion over whether a distress signal was sent out by the plane crew. Egypt’s state-run daily al-Ahram quoted an EgyptAir statement as saying the Egyptian army’s rescue and search had received a distress call from the plane. But Egypt’s military subsequently said that no such signal was received.

Enrolment is for an initial period of 20 years extendable up to the age of 57 years (subject to service conditions). Candidature of those who do not meet the laid down educational criteria will be rejected during Initial verification of original certificates & mark sheets prior to conduct of written test and also during detailed verification on clearing the written test. Medical Standards.
SEQUENCE OF EXAMINATION 15. Proficiency Test in Playing Musical Instruments. Candidates will have to undergo Proficiency Test in playing musical instruments which will be conducted individually or with group of instruments. 16. English Written Test. Candidates who qualify Proficiency Test in playing musical instruments will be subject to English Written Test. 17. Adaptability Test-1. All candidates who pass English Written Test will have to undertake Adaptability Test-1 which is to assess suitability of a candidate for employment in the IAF which involves deployment in varied geographic terrain, weather and operational conditions. 18. Physical Fitness Test (PFT). All candidates who pass Adaptability Test-1 are to undergo Physical Fitness Test (PFT) on the same or the next day. PFT consists of a 1.6 Km run to be completed within 7 minutes and 30 seconds. Candidates will also have to complete 20 squats followed by 10 push-ups and 10 sit-ups within the stipulated time to qualify in the Physical Fitness Test. Note: Candidates are advised to bring their sports shoes and shorts. 19. Adaptability Test-2.
All candidates who pass PFT will have to undertake Adaptability Test-2 as per policy in vogue.
20. Medical Examination. Candidates who qualify Adaptability Test-2 will be medically examined in the month of July 2016. Medical Examination will be conducted by Air Force Medical Team as per IAF medical standards and existing policy in vogue. Medical Examination would also include Baseline Investigation of:-
(a) General Medical Standards are as follows: (i) Chest : Minimum range of expansion: 5 cm. (ii) Weight : Proportionate to height and age. (iii) Corneal Surgery (PRK/LASIK) not acceptable. (iv) Hearing : Candidate should have normal hearing i.e. able to hear forced whisper from a distance of 6 meters with each ear separately. (v) Dental: Should have healthy gums, good set of teeth and minimum 14 dental points. (vi) Health: Candidate should be of normal anatomy without loss of any appendages. He should be free from all communicable diseases and skin ailments. Candidate must be physically and mentally FIT to perform duty in any part of the world, in any climate and terrain. Sportspersons Welfare Fund revised
Kohima, may 19 (mExN): The Union Sports Ministry on Thursday revised the National Welfare Fund of Sportspersons Scheme substantially increasing the quantum of financial assistance given to former sportspersons while also expanding the scope of the scheme to include more such athletes to get financial assistance. According to a press release from the Press Information Bureau, the amount of annual income for being eligible for getting financial assistance from the Fund under the revised Scheme has been raised from the existing Rs. 2 lakh to Rs. 4 lakh. Under the revised scheme, sportspersons and family members of the sportspersons living in indigent cir-
cumstances will be eligible for financial assistance. Financial assistance may be granted to an outstanding sportsperson now living in indigent circumstances, subject to a maximum of Rs. 5 lakh. Financial assistance subject to a maximum of Rs. 10 lakh may be granted to an outstanding sportsperson for injuries sustained during training for and participation in sports competitions. Financial assistance not exceeding Rs. 5 lakh may be provided to the families of deceased outstanding sportspersons living in indigent circumstances. Financial assistance not exceeding Rs. 10 lakh may be provided for medical treatment of an outstanding sportsperson or of any of his/her family members living in indigent circumstances.

he Democratic people of Nagaland are confounded with a loud bang with the news of the suspension of the giant NPF leader Neiphiu Rio from the party. Even measured with the yardstick of politics as a dirty game, many will think it as a monstrous injustice and immoral. Founder member of the Naga People’s Front party and three times Chief Minister Neiphiu Rio was the ultimate force behind the rise of the near moribund NPF, the anointed one that he was, which everybody ‘knows’. But the suspension was down with proper application of mind. Of which the higher instinct of human mind find it very hard to understand and its powerful effort to find proper application finds nothing appealing. How far, how good for the NPF party. NPF party is the much beloved party of the Nagas and good governance is ex-
pected of the party by the Nagas, for the Nagas. But, its prospect is now to be seen in the days ahead and coming years; without a cohesive party with ‘head hunting within the family’. Bewilderment fills the psyche of its party workers. Charisma is the watchword and attribute of a good leader. Any and every political party needs a charismatic leader and unity within the party to carry it forwards to a winning point. NPF reconciliation has become a litany of thought and it revolves around a vacuum, trust failed the party to its core. The NPF party have now become a party unsure of itself, ‘A house divided against itself cannot stand’, echoes hard in the psyche of the Naga voters. Suspension of Neiphiu Rio from NPF is shocking

he suspension of Neiphiu Rio from the NPF is nothing short of shocking. It is indeed ironical that the very person who was revived from political wilderness and given blood infusion to make a comeback in state politics by Neiphiu Rio signed the suspension papers. The press and media bureau or the youth from whose shoulder the old man if firing from must understand that Neiphiu Rio is indeed one of the founder members of the NPF. The Nagaland People’s Front was formed in 2002 after the erstwhile NPC became defunct without even a single member in the assembly. The election symbol of cock for NPF was also frozen by the Election Commission of India as it had failed to contest elections and its vote share became negligible. It was only in 2002 that
the NPF was formed and only after the 2003 assembly elections that the party could reclaim its symbol permanently. Subsequently under the leadership of Rio, the NPF won consecutive elections in record manner in three Lok Sabha elections, two more assembly elections and two Rajya Sabha elections. It was also under his leadership, that the Nagaland People’s Front was rechristened as Naga People’s Front to represent the aspirations of all Nagas. The party extended its presence to Manipur, Arunachal and pursued Naga rights beyond international boundaries. These facts cannot be questioned by anybody. It was under Rio that the NPF won three consecutive elections in Nagaland, had representation in both Houses of Parliament and even in the Manipur Assembly. He took the NPF to heights which
the older lot of the party never imagined even in their wildest dreams. In fact, one can question what are the contributions of Dr. Shurhozelie to even Kohima district leave alone Nagaland. This is a case of the snake biting the hand that feeds it. The manner in which Mr. Rio has been treated by the NPF leadership is nothing short of betrayal and back stabbing. The trust of Mr. Rio has been misused for personal gains, vindictiveness and treachery. However, Mr. Rio need not fear. The Naga people across the Naga homeland are solidly behind the leadership of Mr. Rio and it is only a matter of time before the truth is revealed and the reality dawns upon the betrayers. Nagaland Dry State 1) Reasons behind Nagaland Liquor Total Prohibition (NLTP) Act 1989 The hated alcohol’s notorious track record as a powerful chemical, if misused – to seduce, enslave and destroy its users and ultimately destroy our families and societies as well, is overwhelmingly fearful. Advanced and developed societies with more experience of embracing positive changes and resources available do manage to handle the issue with less controversy. But for our young Naga society wrestling with the intricate challenges of growth, the task is far greater and difficult to deal with. The ancient wine of Jesus Christ’s time composed of only 6% alcohol, according to the renowned Bible scholar William Barclay, whereas today’s alcoholic drinks are totally different- beer has a composition of 18% alcohol, brandy, vodka, rum and whisky contain up to 58% alcohol, apart from its dangerous adulterants. Churches of Nagaland headed by NBCC stood up courageously against this menace of rampant sale of alcohol in 1989 and continued its protest until the NLTP Act 1989 was passed by the Nagaland Legislative Assembly. The State Govt. under the pressure of churches hurriedly and haphazardly passed the NLTP Act without commitment and sincerity, thereby leaving major “legal loopholes” in the crisis, then and now and is entirely responsible for it. Therefore, immediate rectification is needed. If we can acknowledge the loopholes, we will resolve our common crisis practically with more understanding and less recrimination. 2) Why support lifting of NLTP Act? Some public leaders or VIPs are more interested in liquor shop license rather than solving the problem of liquor in our Naga society. In some of our Naga traditional festivals organized by some of our powerful political leaders, the younger generation, including minor children are blatantly encouraged to drink. Today alcohol is often served openly at the residences of many high officials; while some church leaders defending alcoholism in the occasional NLTP Act debates and alcohol related meetings, certainly adds to the prevailing problem of alcoholism in our State. If you want anything for yourself selfishly –whoever you may be, whatever you do or say, increases our “Naga problem”. Under such circumstances, the State Govt. has neither rectified the legal loopholes nor implemented the salient features of NLTP Act such as prohibition council, prohibition committees or set up restricted liquor stores, till date since its enactment. Others who supported the lifting of the Act call it a failure, even before it is implemented or attempted to be implemented. 3) Realities behind Motivating the Renewed Debate to Lift the Act The constant claim of the Govt. losing crores of rupees in revenue due to Prohibition Act has gone on since the enactment of the Act. The Govt. has inherited the heavy burden of a thoughtlessly enacted NLTP Act on a crucial issue on one hand and the financial chaos due to rampant corruption on the other. The burden has been getting heavier over the years. The perception of the public in general is that it now wants to be rid of the hated burden without performing its bounden responsibilities as the representatives of its people. The economy or the quality of governance will not improve in any case by shedding the burden with the help of groups of people with vested interest in controlling the flow of alcohol into Nagaland. This further raises the question of when will the searchlight be thrown by the Govt. on the enormous amount of money embezzled in the various Govt. Departments by our politicians, bureaucrats, contractors and suppliers inside Nagaland and outside that should have gone to developing Nagaland for everyone? The many crores said to be lost in revenues recoverable from alcohol if prohibition is lifted, get all the attention in the present Naga society. But, the funds stolen by many, to satisfy their greed would exceed by much greater amount than that of the expected sales tax recoverable from alcohol. These are part of the controversy related to alcohol’s impact on our society. It is not surprising that the raising of moral and spiritual issues by the Church is categorized as pharisaic, dogmatic, archaic or worse and more by its critics. With regards to the revenue burden, it is understandable that we cannot afford to continue with the present financial status of being parasites to New Delhi without producing any of our own, but it is not an excuse for the free flow of alcohol into Nagaland: instead, we should concentrate on businesses and industries with hard work, integrity, commitment and engineering for consistent quality production to be self-sufficient. The collapse of Sugar Mill, Dimapur, Paper Mill, Tuli, Mini Cement Plant, Wazeho and Semi Mechanised Brick Plant, Chümukedima due to corruption in spite of having its high potential should not discourage us, but rather it should be used as a stepping stone and lesson. The success story of Dimul, Dimapur and the exports of Tapioca products from Mokokchung and the likes are inspiring examples, though small in size, needs encouragement. 4) Legal loopholes in the NLTP Act Legal loopholes must be rectified at all cost. In 1989, a few days before NLTP Act was enacted by the NLA, one of the most powerful ministers then who was also a lawyer said with derisive laughter that they were burdened with all of the Naga problems, and the Church leaders were very selfish that instead of praying for them, they would fast unto death, after all they would go to heaven after death. Mocking the Church or Bible is not a new thing yesterday or today; however, the believers ever move forward stronger instead. Under these circumstances the Act was enacted without any commitment from the Govt, so the Act was left till date with some major legal loopholes, such an example to be mentioned here is that there is no different degree of punishment between the illegal import or export of only one bottle of alcohol or for a full truck load or more. The defined commercial quantity as laid dawn under the NDPS Act is not applicable in this Prohibition Act. The bootleggers know these legal lacunas and get away, scot free even when they are arrested with huge quantities of illegal liquor. Even seizure of a large commercial quantity of illegal liquor is bail able and it becomes a matter of right for the bootleggers. There are certain wide scopes of exemptions for medical reasons, categorised foreigners, employees of industries or scientific utility or such like purposes. But without any “Restricted Liquor Stores” in the
Districts as envisaged in the NLTP Act to take care of those exemptions, confuses the whole Act and encourages illegal sale of alcohol to meet the need. The Act is not a total prohibition. Total prohibitions are the ones existing in the middle-eastern countries. Ours is partial prohibition, with a wide scope of exemptions irrespective of age and sex, liable to be checked by qualified doctors, prohibition director or prohibition officers. Punishment for commission of the offence under the Act is too light and lenient, to be of any use at all. The Bihar Excise (Amendment) Bill 2016 prescribes death penalty for those engaged in sale and manufacture of illicit liquor and stiff penalties in case of death of consumers, or injury. Besides, public nuisance by drunkards calls for jail terms and fines. 5) Who has the responsibility to uphold the NLTP Act? Both the Houses of Bihar Legislature adopted a resolution stating that they will not consume liquor and will discourage others from doing so. This is a clear indication of their commitment and sincerity in the Bihar Total Prohibition Act of liquor as the Act was enacted by them and we definitely expect similar action to be taken by our Nagaland Legislative Assembly for the welfare and safety of our people. Our State Govt has the power to make rules or review the rules for the purpose of carrying out the provisions of this NLTP Act as envisaged under section 80 of the Act. The State Govt also has the power to remove any difficulties in the NLTP Act under section 84. Regulating the delegation of any powers by the Prohibition Director or by any other Prohibition Officers are empowered in section 80 (i). However, one of the greatest impediments in our prohibition Act is the non-implementation of ‘State Prohibition Council’ consisting of two or more Officials and nongovernmental Officials in the State and ‘Prohibition Committees’ consisting of two or more Officials and non -governmental Officials for all the districts of Nagaland. Although the same has been envisaged under section 27 of the NLTP Act, but was not constituted. 6) Can we License Alcohol for random Sale? Alcohol, opium and marijuana have medicinal property; however we cannot treat lightly the question of making them available in our fragile Naga society for random sale by license. Therefore the licensing should be strictly for medical purpose, categorised foreigners, industrial workers or for scientific utility only. The Church’s deep concern is that our society and its Govt. should be cautious on this matter and must not be misinterpreted as ignorant, or that the nation is secular or it is denigrating other religions, as alleged by some of its critics. 7) Licensing Cannot Stop Adulteration Those who are advocating for lifting of the NLTP Act seem to believe that licensing can stop adulteration of alcohol, regulate pricing and provide clean alcohol to the alcoholics. We must first see what is happening in Nagaland before blindly believing in this theory. All petroleum retail outlets in Nagaland do have licences, but most either sell adulterated oil or the meters are manipulated. The Nagaland business community is not expected to behave differently just for alcohol business. Therefore the accusations that the Church is blocking the availability of clean alcohol and killing alcoholics with spurious drinks, is unfair and farfetched. 8) What may be the consequences if the NLTP Act is lifted? NBCC’s published survey and investigation revealed that our students’ performance in matriculation and pre-university examination was much better every time after the Prohibition Act, incidence of alcoholism dropped down drastically, women folk became safer at home or outside and the rate of alcohol related accidents came down, although its impact was not satisfactory in many areas. This sends out a loud message of strong condemnation of alcoholism, for those who are ready to listen to the call of PROHIBITION. But if Prohibition is lifted we may get back to the same old square or even worse. 9) Policing Authority to Public Must be Delegated. We all know that evil consequences of alcoholism do not affect the drunken man alone. The lives of other innocent people are jeopardized by those whose minds and reactions have been impaired by alcohol abuse. Prohibiting the sale of liquor by law without practical follow up action at present is not effective at all, if the enforcing agency prefers to play safe with the legal loopholes and if there is no support from the general public. Only if there is a practical legal enactment based on people’s welfare, security and sentiment which is sincerely backed by the Govt. can the implementation be effective enough, in dealing with the rampant violators. This, we know from what our Naga society has suffered thus far because of the exploitation of the Legal Loopholes by few individuals who think only of “Dirty Profit” for themselves, regardless of the consequences. Since, the Govt. cannot provide enough man power, it is requested to rectify the Legal Loopholes at the earliest as well as implement the long awaited “State Prohibition Council“ and “ Prohibition Committees”. The Act provides for the constitution of “State Prohibition Council” and “Prohibition Committee” in the districts to supervise the enforcement of the NLTP Act. It is suggested that the State Govt. may immediately constitute the Council and Committees for each district and delegate necessary authorities to the duly constituted public committees in the State as well as in the Districts to enforce the Act. It is further suggested that the State Prohibition Council may study the NLTP Act of 1989 in detail and suggest remedial measures. This venture is worth sacrificing for and is the reason of our support for the prohibition Act, in spite of the aforesaid loopholes. 10) NLTP Act Is Our Naga Property NLTP Act is not the property of the Church, it is the property of everyone for our own uplift – morally, physically, economically, educationally, spiritually, politically and for our character development. So we must all give our best to let the State Govt. rectify the Legal Lacunas and we on our part should take the Prohibition Act in letter and spirit, as a Naga peoples’ movement against the destructive power of alcohol, to redeem our society, instead of playing the blame game and hating each other. Marvel has released 13 movies over eight years in its Marvel Cinematic Universe series, starting with the first Iron Man movie. The highest-grossing of the films is still 2012’s The Avengers, which raked in $1.5bn by itself, a figure nearly twice the average gross of the 13 films as of today – $769m each. Civil War registered the fifth-highest opening weekend in history when it opened in theaters on 6 May; by this past Sunday morning, it had already grossed $940.9m.
The $10bn earned so far is entirely in the form of ticket dollars, without a penny accounted for among the capacious licensing, merchandising and home video deals associated with the series of movies. The Marvel movies are largely the brainchild of producer Kevin Feige, who has designed them to deploy in at least three “phases” over the course of the next few years, with films featuring the Black Panther, Captain Marvel and Doctor Strange added to the slate years ahead of time. MOSCOW, May 19 (ReuteRS): Maria Sharapova may not play again after testing positive for the banned substance meldonium, the president of the Russian tennis federation was quoted as saying on Thursday. Shamil Tarpishchev told the R-Sport news agency that Sharapova's situation was "bad". The five-times grand slam champion faces a possible ban of up to four years for failing a drugs test at the Australian Open in January. British media reported that she had been due to attend an International Tennis Federation (ITF) anti-doping hearing in London on Wednesday. There has been no subsequent comment by the ITF. Sharapova stunned the world in March when she said she had returned a positive test for the Latvian-made heart medication which was added to the World AntiDoping Agency's (WADA's) banned list from Jan. 1. Chinese magnate to buy football team Aston Villa LOnDOn/SHangHaI, May 19 (ReuteRS): A Chinese magnate has agreed to buy historic English football club Aston Villa, the latest in a series of investments from China into football worldwide as President Xi Jinping looks to make the country a global powerhouse in the sport. The deal, reportedly worth 60 million pounds ($88 million), will see the chairman of little-known Recon Group, Xia Jiantong, become the first mainland Chinese to fully own an English team. Villa's American owner Randy Lerner, who put the club on the market in 2014, struck the deal after former English champions Villa suffered a miserable season that left them relegated from the country's top football league. Recon Group, Xia's privately owned holding company, owns a controlling interest in five publicly listed companies on the Hong Kong and Chinese stock exchanges. The deal with American-educated Xia, 39, ends an unhappy tenure for Lerner, who bought the midlands club for 62.2 million pounds in 2006.
