As a result, Nagaland had become a land of rumors and false propaganda with full of confusions for some people,” he said. Dr. Liezietsu added that serving ultimatums to the government even on small issues which could be solved easily through dialogue, are sometimes suspected to be the off spring of those forces. He however claimed that the DAN government “remains strong and stable.” Dr. Liezietsu, who is also President of NPF, termed the coming together of all 60 NLA legislators as one of the achievements during the last two years of DAN. “This was done for political reasons to fulfill the aspiration of the Naga people who want peace desperately,” he said.
Naga political issue top priority: CM
Nagaland Chief Minister, TR Zeliang meanwhile assured that facilitating the ongoing dialogue for peaceful resolution to the Naga political issue remains the top priority for his government. “This is the main motivating factor that has united all the 60 legislators to form an opposition-less government, as well as the Nagaland Legislator’s Forum on Naga political issue, by sinking all our differences of the past,” Zeliang said.

He reminded that the Parliamentary Working Committee of that Forum had met several national leaders in Delhi to brief them about the Naga issue. “We have also met various Naga political groups for exchange of views and ideas on how to achieve Naga unity, and work together for the common Naga cause,” he said. The CM claimed that the Framework Agreement signed between the NSCN (IM) and the Government of India “can be said to be the indirect outcome of all these joint efforts…” “…the spirit of unity and oneness exhibited by the House across party lines which I believe had given him the courage to go ahead with signing of the Framework Agreement with the NSCN (IM),” the CM said. Zeliang further appreciated the Naga Hoho, ENPO, NMA, Nagaland GB Federation, NSF, ENSF and various religious organizations for reasoning and moving together with one vision for early solution to the Naga political issue. The CM then informed that his government has envisaged bringing out a ‘Vision Document’ for Nagaland. The document, he stated among the others, is to achieve self-sufficiency in food grains & vegetables, horticulture, meat, eggs, milk etc. Other priorities will be to exploit mineral resources, to achieve vast improvements in the roads, power, water supply, health care and education. “We will do our best to reduce unemployment amongst the youth through industrialization by bringing private investments in the state, and through skill development and vocationalization of secondary education etc,” he further said. ‘We are fighting for the truth’
In an open defiance to the suspension order served to him by the NPF Party, former Nagaland chief minister and Lok Sabha MP, Neiphiu Rio, today said he was not afraid to speak and work for truth. “Why the suspension? Is it for speaking and working for the truth? I am not afraid because God and the Naga public are with me… we are fighting for truth, Naga people and not for our own interests”, the Lok Sabha MP said. Addressing hundreds of party supporters and public at the Dimapur Airport on his arrival from Delhi, Rio narrated the events of the crisis within the NPF party, which began with the tussle for the seat of chief minister, which he had vacated to contest for the lone Lok Sabha seat. After vacating his seat, Rio said the NPF leadership instead of openly consulting all party MLAs went on a silent “signature campaign” and chose TR Zeliang as the chief minister. However, Rio said in good faith he supported Zeliang as the chief minister but trouble started when the three NCP MLAs who merged with the BJP were disqualified by the Speaker. “They were the first one to rebel, it was not my working,” he said. The Lok Sabha MP said in the midst of the disqualification issue of the three NCP MLAs added with growing dissent from other NPF MLAs, senior NPF legislator Kaito Aye approached him claiming that the latter had the majority support of NPF MLAs. Rio said all throughout the crisis, he had insisted that in true democratic manner, majority should prevail but that the other NPF group chose to heap

While some have stopped attending office, majority of the employees continue to go to office and offer their services despite the Government’s failure to provide their salaries. The reason, according to some of the employees, for the non-payment of salaries has been due to the State’s failure to provide it’s 10 per cent share. Earlier on September 9, 2015, the employees submitted a representation. “They said they will look into the matter but we didn’t get any response,” the employees lamented. “We are taking loans to survive. For those who are staying in rented houses, they have been chased out of their homes,” said Kepingtad Newmai, JE, DRDA Kohima. Another employee mentioned how they have to pay their children’s admission on credit. The recent representation demanded that if the department is unable to resolve the salary issue on or before May 31, the department should “revert all the DRDA employees supposed to be in foreign service back to the parent department in a rational way.” Failing which, it cautioned that the employees may be compelled to resort to agitation or strike.

Nagaland State capital Kohima tryst for the ‘smart city’ tag suffered another disappointment on Tuesday as it failed again to figure in the list of 13 cities selected based on the marks scored by them in the Fast Track competition. The list was announced at a conference on the occasion of two years of the Government in office, by Minister of Urban Development and Housing and Urban Poverty Alleviation, Venkaiah Naidu. A PIB report of the event informed that the selection of the 13 cities was based on the marks scored by them in the Fast Track competition and the benchmarks set by the top performers in the first round of Smart City Challenge competition in which the first 20 cities were selected from among 98 mission cities. Lucknow topped the list of winners of the Fast Track competition conducted for 23 cities from as many States and Union Territories by improving the quality of its smart city plan by 19%. Other winners of Fast Track competition were - Warangal, Telanagana (13%), Shimla, Himachal Pradesh (27%), Chandigarh (9%), Raipur, Chattisgarh (25%), New Town Kolkata (11%), Bhagalpur, Bihar (25%), Panaji, Goa (9%), Port Blair, Andaman & Nicobar Islands (26%), Imphal, Manipur (27%), Ranchi, Jharkhand (27%), Agartala, Tripura (25%) and Faridabad, Haryana(12%). With the selection of these 13 cities, 25 States/UTs are now covered under Smart City Mission.
Naidu stated that the 13 cities substantially improved their smart city plans by addressing the deficiencies identified in the first round of competition by ensuring better profiling of respective cities in terms of infrastructure gaps and baseline service levels; ensuring consistency between citizens’ aspirations and action plans etc. Other cities that participated in Fast Track Competition were: Namchi, Sikkim (ranked 14) Aizawl, Mizoram(15), Pasighat, Arunachal Pradesh(16), Dehradun, Uttarakhand(17), Kohima, Nagaland(18), Oulgaret, Puducherry(19), Silvassa, Dadra, Nagar & Haveli(20), Kavaratti, Lakshdweep(21), Diu, Daman & Diu(22) and Shillong, Meghalaya(23). Another 40 would be selected during 2016-17 and the remaining 40 during the next financial year.
Why again?
While Kohima was not included in the first 20 list, its hope was renewed when it was included amongst another 23 smart cities provided with an opportunity to upgrade their proposals on fast track basis in March. The Kohima Municipal Council (KMC) had roped in consultants from Voyants Solutions Pvt. Ltd, Gurgoan for the proposal. However, Kohima failed to make the cut again. The Nagaland Sate capital appears to be lacking in most parameter stipulated in the criteria. For instance, with an overall score of 893 out of 2000 points, Kohima was ranked a “slow mover” ranking 60 out of 73 cities in India surveyed for cleanliness during the
‘Swachh Survekshan-2016’ survey announced by the ministry on February 15. The ranking of Kohima seems to have suffered most on parameters of service level status. The city scored low in all variables such as Public & Community Toilet Provision, Processing and Disposal of Waste Management. Kohima also appear to be lagging behind in the City Level Evaluation (30%) and Proposal Level Evaluation (70%). The former evaluates credibility of implementation city vision and strategy and the latter evaluates the impact of proposal, cost effectiveness of smart city plan, innovation and scalability, processes followed. Consultation with citizens, especially the vulnerable section and usage of social media, community, mobile governance and accommodation of contrary “voices” forms the crux of the strategy and planning. Interestingly, in the Kohima Smart City Poll - Fast Track Stage Poll on Government of India portal (https://mygov.in/group-poll/ kohima-smart-city-poll-fast-trackstage/), citizens voiced out various issues like lack of parking space; road condition, traffic violations – for vehicles & pedestrian, traffic congestion & pollution, promotion of nonmotorized transport, security and road re-design, and re-alignment, improving walkways and beautification as major areas needing changes. The stakeholders in Nagaland State should incorporate these concerns and rejig its mission to make it to the list in the next round in June.

STYO to impose ‘No Work, No Pay’
ZuNhEboto, may 24 (mExN): Satoi Town Youth Organization (STYO) today informed that ‘No Work, No Pay’ will be imposed with effect of this month to every government employees who failed to report and perform their respective duties. STYO president Huka V Tuccu said that this was decided following the press release on April 7 and meeting held on May 11 along with EAC Satoi, Head of various departments, GBs Associate, SRSU etc on account of non performance and availability of government employees at Satoi Hq. STYO lamented that there are more than 80 government employees from various department under Satoi Hq, but
hardly few turn up for works. To the utter dismay some employee turns up once in 2 years while some have never come to work since their appointment. To make the matter worst, Satoi Hq has been functioning without doctor at PHC and head master at GHS Satoi for a very long time, the youth organisation added. Therefore, the departments concerned are requested to take necessary actions and remind the employees that stern action will be taken against any erring employees. “This decision is taken by STYO with support of the EAC Satoi, Satoi Area GBs Association, SRSU, STH Satoi Area and various NGO,” added the press release.

Parliamentary Secretary for Municipal Affairs and Eco & Statistics, R Tohanba, said the NPF Party has its own principles, aims and objectives as laid down in the NPF party’s constitution and that every member of the party, right from the grassroot level to the legislators, are expected to work and function within the framework of the constitution. Dimapur, may 24 (mExN): A special prayer service for new team of office bearers, executive members and members of frontal organisations of Western Sumi Hoho (WSH) was held on May 24 at the mission centre of Western Sumi Baptist Churches Association (WSBAK), Akuvuto Thahekhu. Rev. Dr. Hevukhu Achumi, executive secretary, WSBAK who led the prayer along with other staff of WSBAK quoted scriptures of 1st Samuel 9:15-16, 2nd Chronicles 19:6-7 and also from the book of 2nd Kings and called upon the members present to put God above everything else in their leadership stating that one cannot be a leader without God’s blessing. He encouraged the members of the Western Sumi Hoho to fulfill the responsibility that the people have entrusted upon them by fearing God and being righteous and by being truthful and adhering to what is right.

tuENsaNg, may 24 (Dipr): District Planning and Development Board meeting was held at DC Conference hall Tuensang on May 24 under the chairmanship of Deputy Commissioner and the vice Chairman DBDB Tuensang, Alem Jongshi. The meeting reviewed the previously passed agenda and its further developments; it also included the second phase discussion of the agendas basing on the reports submitted by the concern departments of the district. DC Tuensang administered the green pledge organized by the forestry department. Sonowal sworn in as Assam CM ATSUM demands fresh MPSC exam Over 2,850 swine dead in Mizoram Guwahati, May 24 (iaNS): Sarbananda Sonowal was on Tuesday sworn in as the first BJP chief minister of Assam at a massive public meeting that was also attended by Prime Minister Narendra Modi and his senior cabinet and party colleagues. Sonowal, 53, took the oath along with Himanta Biswa Sarma, the former Congress strongman who crossed over to the Bharatiya Janata Party (BJP) last year and is largely credited for its huge electoral victory that dislodged 15 years of the Congress rule in the northeastern state. Assam Governor P.B. Acharya administered the oath of office and secrecy to Sonowal, formerly minister of state for youth affairs and sports at the centre, and his council of ministers. Modi addressed the gathering after the oath ceremony which turned into the BJP's show of strength on the first
days of its first government in the state. "Our job doesn’t end at voting. For development it is important the people work with the government together," Modi said. The prime minister promised that the central "will always try to stay ahead, even if by a step, than the Assam government" for the development of the state. The ceremony, also attended by BJP president Amit Shah and veteran leader L. K. Advani, was held at the sprawling Khanapara rally ground in the city that was turned saffron with BJP flags fluttering all over. Also present at the event were the chief ministers of the BJP-ruled states and leaders of the National Democratic Alliance (NDA). Chief ministers of other northeastern states also participated. Former chief minister Tarun
Gogoi, who headed the state 15year Congress rule before Sonowal dethroned him, also attended the gala event. Leaders who took oath as cabinet ministers included BJP's Parimal Shuklabaidya, Chandra Mohan Patowary and Ranjit Dutta. Atul Bora and Keshav Mahanta from the Asom Gana Parishad (AGP), Pramila Rani Baishya and Rihan Daimary of the Bodoland People's Front (BPF) also took oath as cabinet ministers. Two BJP legislatorsa Nab Doley and Pallab Lochan Das were swornin as as minister of state with independent charges. Most of the leaders, including Sonowal, took the oath in Assamese. But BPF leaders Pramila Rani Brahma and Rihan Daimary took the oath in their native Bodo language.
Army vows to hit back hard on Manipur militants iMphal, May 24 (pti): The Army today vowed to hit back hard on the militants who carried out an ambush which killed six Assam Rifles personnel in Chandel district on Sunday. "In counter-insurgency operation it is a matter of initiative and opportunity. They have been able to get this opportunity but it is not long before we hit back and we will hit back
very hard," Lt Gen Abhay Krishna, General Officer Commanding of 3 Corps, told reporters here. The Army and AR have been continuously running an intensive combing operation to trace the militants in the deep jungles near Indo-Myanmar border, where the incident happened on Sunday afternoon. Refusing to divulge details of the operations,
Krishna said the search was on in the jungles. "I can assure you no setback can ever dilute the resilience of the Indian Army. We are trained to be resilient. This type of casualties is a setback for everybody but it is also an opportunity to bounce back and bounce back with a bigger success," he said, adding strong action cannot be taken at the press of a button.
Chief Minister Ibobi Singh condemned the incident. We stand united in the fight against insurgents and will continue to strive for furtherance of peace, he said, adding those involved in such crimes will be severely punished.
iMphal, May 24 (NNN): The All Tribal Students’ Union Manipur (ATSUM) has demanded a fresh Manipur Civil Services Combined Competitive (prelim) examination on Tuesday. The exam was conducted on May 15, 2016 by the Manipur Public Service Commission (MPSC). The union in a statement said the MPSC has once again testified ‘incompetency’ in its administration. Pointing to blunders in the exam, the union stated that the instruction in SL No-9 of the booklet was “ambiguous”. For inadvertent errors, corrections can always be made but clarifications were made in only a few exam centres, ATSUM argued. In order to ensure equal opportunity to all the candidates, the union deemed it necessary to re-conduct a fresh exam at the earliest.
aizawl, May 24 (pti): The Porcine Reproductive and Respiratory Syndrome (PRRS) has claimed the lives of 2,854 swine in Mizoram during the last oneand-a-half month, according to the Champhai District Vawkvulh Association or Champhai District Pig Rearers’ Association (CDVA). Of the total swine deaths, the Mizoram-Myanmar border Champhai district did have the highest toll at 2,684, CDVA assistant secretary Siammawia said on Monday. “There has been no record of swine deaths in Champhai town and surrounding villages since last night,” Siammawia, said, adding that the number of swine deaths has been steadily decreasing in Champhai town and surrounding villages for the last one week even as the area was the hardest hit since the PRRS outbreak.

Dimapur, may 24 (mExN): Agricultural Technology Management Agency (ATMA) Dimapur Aghunaqa block conducted capacity building programme for Jute farmers of Hozheto and Kikheyi villages on May 23. Resource person, Temjentoshi, AO-II, SDAO (Niuland sub-division) spoke on the topic ‘Cultivation practices of Jute’ and said that in Dimapur majority of the jute cultivation are practiced in Aghunaqa and Niuland blocks that includes Hozheto, Kikheyi, Ghoshito, Hevikhe, Kiyezu-A, Kiyezu-B and Henito villages. He cited advantages of Jute cultivation like cleanses the air, reduces pollution, less fertilizer and improves soil texture. He mentioned that JRO524 varieties are mostly used and also distributed by the dept. Resource person then elaborated about climate and land preparation, fertilizer application, harvest methods, finished
products and insect pest management and how to control it using rogor 35 EC. Nungshilepden, AOII, SDAO (Niuland subdivision) explained on the topic ‘Retting Technique and process of Jute Fibre’ saying it is the extraction of fibre from the stems of plant. He mentioned that there are different types of retting like mechanical (hammering), chemical (boiling and applying chemicals), steam/ vapour/dew retting and water/microbial retting. Among them, water retting is a century old but most popular process in extracting fine fibres. He told farmers to submerge atleast 10cm (or 1/2 feet) below the surface of water. After harvesting the jute stalks are tied into bundles and submerged in running water. Normally the fibres are ready for extraction between 12-16 days. He cited that most farmers practice retting process in paddy fields or in small canal with
dirty water in Dimapur. Retting in muddy water and iron water yields low fibre quality of jute. The
programme was chaired by Sentibenla, ATM, Niuland block where 27 jute farmers marked their presence.

Majority of the SHGs consist of fish ponds and practice aquaculture these days but apart from selling
fishes directly in markets should also have profound knowledge in its value addition methods that would certainly help them in revenue generation. During the programme chaired by Sentibenla, ATM, Niuland block the participants were trained and allowed to perform the activity individually.

Programme was organized to increase knowledge and sensitize the farmer about the importance of agromet advisories and empower the farmer community to adapt to climate change in agriculture and allied sectors. Kohima Police ask public to be ANSTA/ NSSFOF agitation vigilant while buying used cars High/Middle schools affected, Kohima, may 24 (mExN): The Kohima Police have asked the public to be vigilant while purchasing pre owned cars, as chances of “getting fleeced are high.” To make their point, a press note from the Kohima Police informed The Anti-Vehicle Theft Squad of DEF Kohima recovered two stolen vehicles from Kohima during routine checking. It informed that the present vehicle owners were Naga customers who had purchased the vehicles without verifying the records of the vehicles from the competent authority. The vehicles included one silver colour Maruti Zen which was stolen from Malviya Nagar, South Delhi and a case registered in 2004. In a similar case, one Maruti SX4 was seized by the AVTS on the charges of forgery as the vehicle engine and chassis number did not match the numbers with the smart card (Registration paper). In order to prevent people from buying stolen cars, the Kohima Police issued certain guidelines before buying a used car. They advised: “History of vehicle has to be checked with a fully documented service history; never buy a modified or a repossessed car; and carefully check the car’s original documents for discrepancies.” The police asked customers to check carefully the following documents: One time RTO/DTO tax receipt; Registration of the car – Check if “DRC” appear in the smart card. DRC means Duplicate Registration Certificate; Insurance – Check whether the insurance is comprehensive or basic third-party
and its validity; Original invoice – Details like the chassis and engine number; and Finance NOC “If you are looking for a financed car, make sure that, the NOC is available. Crosscheck with the finance company directly to make sure that, the NOC is genuine and there is no loan outstanding on the car. Form 32 & 35 will be required,” the police informed. It further asked customers to be wary of fake owners who have just bought a car to make a quick buck on the resale. If the form is already signed or the owner hesitates to sign on the delivery note, it is a sign that, you are dealing with a broker, the police said. Insisting on duplicate keys and checking if the engine and chassis number match the number in the smart card are also important guidelines. For transfer of ownership, police informed that the customer should fill-up and submit Form 29 and 30 issued by RTO/DTO of the jurisdiction the live. The Form should be signed by both the previous owner and the purchaser. If the car is registered in a different jurisdiction then, an NOC form that jurisdiction RTO/DTO will be required to help speed the process. It further advised seeking help when buying a used car by checking ownership details through SMS (type VAHAN <space> <registration number without space> and send the SMS to 092123 57123). The history of the car can be checked online from Vahan Samanvay through portal http://164.100.44.112/vahansamanvay/Internetquery.aspx.
Higher Secondary schools open Morung Express News Dimapur | May 24
The three-day ‘Mass Casual Leave’ agitation called by the All Nagaland School Teachers Association (ANSTA) affected most government-run schools today. While there was no comprehensive report of the first day’s impact of the strike, unofficial reports from around the state indicated that middle and high schools were the most affected. According to the reports, most Higher Secondary schools ran classes as students turned up. It was reported that teachers and staffers not part of the agitation stood in to take classes. While most middle schools shut down, some high schools opened with the school management using the day for ‘social work’. The Nagaland Government Higher Secondary School Employees Association (NGHSSEA), in a press release informed that its members covered classes from 6-12 during the day. Stating that the strike has affected lower classes where internal exams are ongoing, it added that such agitations are counterproductive with students bearing the brunt. “The students become the
ultimate victim when teachers fail to do the assigned job. The recent HSCL & HSSLC result declared by the NBSE is a clear indication for the government teachers to rededicate ourselves to the teaching assignment.” According to the NGHSSEA, “Physical Education Teachers Association, Hindi Teachers Association, Language Teachers Association, Primary Graduate Teachers Association, Primary Teachers and many Graduate Teachers” are not participating in the agitation. It further appealed to the principals, vice principals, PGTs (post graduate teachers) and fellow teachers to continue to cover the classes for all the sections in the interest of the students.
ANST/NSSFOF reminds Meanwhile, the ANSTA and the Nagaland Secondary Schools Field Officers Forum (NSSFOF) has reminded its members across the state to avail 3 days ‘Casual Leave’ from May 24-26 as its first phase agitation against the state government’s failure to fulfill its demands. “The members are therefore directed to comply to this reminder strictly,” it stated.
Nagaland cop shoots himself NEw DElhi, may 24 (PTi): A 25-year-old constable of Nagaland Armed Police, posted at the Lal Bahadur Shastri Memorial museum here, today allegedly committed suicide by shooting himself with his service rifle. The constable, identified as Anatho, shot himself dead around 10.30 AM in the barracks inside the museum premises in New Delhi's Janpath. No suicide note was recovered from the spot, a senior police official said. Anatho was rushed to the hospital where doctors declared him dead. His family has been informed about the incident. However, the reason behind his taking the extreme step is yet to be ascertained. An inquest has been initiated into the matter, DCP (New Delhi) Jatin Narwal said.
Dimapur Police direct Arms license holders DimaPUR, may 24 (mExN): In pursuance of Nagaland State Government’s order dated May 13, 2016, Office of the Commissioner of Police, Dimapur has directed all Arms license holders who have not been issued Unique Identification Number (UIN) to deposit the Arms and Ammunitions in its office. Since the number is integrated with the system, pensioners have been requested not to call the number but to note it down as all SMSs will be initiated through the number. Impact of Kohima DPDB villages/wards adoption prog Kohima, may 24 (mExN): The villages/ wards adoption programme introduced by District Planning and Development Board (DPDB) Kohima in 2014 has resulted in numerous benefits for both individual DPDB members as well as Kohima DPDB, according to Ketoho Luho, ADC Planning & Member Secretary, DPDB Kohima. Under the adoption programme, a committee was formed consisting 9 officers as members and the concerned elected member as the Advisor in each Assembly Constituency in Kohima district. No separate fund is provided to the committees by the Board except a meager amount
for meeting a minimum expenditure for mobility of the team and the programs are executed mostly with contribution pooled from within the members, Advisor and exploration of resources from their counterpart departments. In a press note, Ketoho said that earlier, deliberations in the DPDB meetings were usually dominated by few members, while many remained passive listeners. However, after the implementation of the adoption programme, the Conveners and the team are kept active as reports are to be updated to the Board in the monthly meetings. Thus, making the team and individuals more participative and responsive to the Board, it said.
The programme has also proven to be interactive and emulative among the team members, the note said. Since the programme is competitive in nature, every member is compelled to spell out their minds and experiences. It is advantageous for the members to be working together as a team and be close with other co-members, which will further enable them to be helpful when one is posted to other higher ranks in future, it added. The programme also gives equal opportunity to officers to experience the reality of the villages and serve them better, Ketoho said. In real, it is not an easy task for the poor villagers to access the officers and ac-

He said an equally important role of the government is to deal with areas of sloth and inefficiency, adding that this required controlling the growth of revenue expenditure to free more resources for capital expenditure for better delivery of public services- roads,
water supply, electricity- to the people. Helped by the 14th Finance Commission award, the state ended financial year 2015-16 with a modest lowering of the deficit, he said. “This trend will need to be maintained so that more space is created for public capital spending. Rationalization of manpower in government is a pressing need in which efforts by AHODs and HODs, particularly of major departments, will play a key role.”

James Vizo today stressed on the need to re-visit the Common Minimum Programme (CMP) of the Democratic Alliance of Nagaland (DAN) and to pursue the same with renewed vigour for the benefit of the people of Nagaland. Parenthood brings hosts of new worries for their children, one of which is to ensure that the right kind of knowledge and education is inculcated in the children at the right time. As such pre-school is a necessity. It is not a trend but a necessity for the emotional and intellectual development of the child besides inculcating school readiness skills and adaptability to class environment along with self-awareness of the environment and the things around them. Learning is an integral component of life and is a lifelong process. It is imperative that the right process and ways of learning is developed in the minds of the children at the right time. For many children, pre-school is their first experience in an organized and structured setting under the guidance of the teachers with other children where one can learn to share and follow instructions and thereby begin the foundation for learning at an early age through activities in sync with the children’s social, emotional, cognitive, and physical abilities. In order to learn, a young child needs proper care and to make them feel secured with a teacher or those who takes care of them. For a 2-3 year old child to spend time away from parents with adult teachers would definitely increase their level of maturity as well as emotional self-control besides building warm trusting relationships with adults outside the family. Insecurities in the parents about their children’s learning abilities and proper personality growth will get a positive boost through the reports on their child’s activities besides regular meetings to assess the child’s progress. It is said that between the ages 3 and 5, a child’s vocabulary grows from 900 to 2,500 words, and pre-school is where the language skills of the children are nurtured and developed at the right time for better comprehension and expression. Alongside, the curious minds of the children are pricked by focusing on the children’s interests and ideas by way of engaging them in various playgroup activities. These are spaces to create social interactions with the peers and teachers besides helping them broaden their imagination. Pre-school thereby prepares for a smooth transition to kindergarten and so on. It is foundational to preparing for the next level of education and so on. This is the way forward in building a holistic education system. Education system cannot be randomly put in place. It is a process that is set in tune with the timely growth and cognitive development of the child. If one level of education fails in addressing to the developmental aspects of the children then the entire system collapses. Even today, a ‘lack’ has been felt in our education system. The system has failed to help the students in identifying ones interests, potentials and abilities which will enable them to make independent yet wise decisions for themselves fully knowing ones capabilities so also ones limits. A holistic approach to education system beginning with pre-school is thus paramount which will go a long way in improving the pedagogical health and its associated system through timely intervention. Schools under fire in war zones
A
new fund which aims to raise more than $3.8 billion for children's education in war zones and natural disasters has been launched on May 23 at the first ever World Humanitarian Summit in Istanbul.
Here are some facts about education in crisis: • Nearly 75 million children living in areas affected by war or natural disaster had their education disrupted last year, leaving them prey to child labour, trafficking and extremism. • In Syria more than 6,000 schools are out of use - attacked, occupied by the military or taken over as an emergency shelter. • In northeast Nigeria and Cameroon, more than 1,800 schools have been shut due to the crisis and in conflict-hit Central African Republic a quarter of schools are not functioning. • More than 300 schools run by the United Nations Relief and Works Agency (UNRWA) for Palestinian refugees have been affected by violence in the last five years. • An average of four schools or hospitals are attacked or occupied by armed forces and groups every day. • Attacks against schools and hospitals are one of the six grave violations against children identified and addressed by the U.N. Security Council. • The latest report of the U.N. Secretary-General on Children and Armed Conflict documented more than 1,500 incidents of attacks on, or military use of, schools and hospitals in 2014. • The majority of attacks against schools in 2014 were carried out in the Palestinian territories, followed by Afghanistan, Yemen, South Sudan and Syria. • Only half of refugee children are in primary school and a quarter of refugee adolescents are in secondary school. • The 'Education Cannot Wait' fund aims to raise $3.85 billion to reach 13.6 million children in need of education in emergencies within five years. It aims to reach 75 million children by 2030. • The fund was launched by the U.N. children's fund (UNICEF), the U.N. Special Envoy for Education Gordon Brown, national governments, the U.N. refugee agency (UNHCR), the Global Partnership for Education, and others. • More than 50 countries have endorsed the Safe Schools Declaration, which declares support for the protection of education in conflict. Assam, pregnancy is a life-threatening ordeal. An interactive exhibition records the struggle of Adivasi mothers across the decades for better conditions
I
n 1894, Rev. Charles Dowding, a missionary based in Assam, India wrote “[l]ow wagerate and high death-rate are convertible terms,” a devastating statement that remains true to this day. Producing more than 52% of India’s tea, the north eastern state of Assam is home to the largest tea-growing region in the world. While most of it is sold in the domestic market, Assam tea is consumed worldwide, and constitutes a core part of the ‘English breakfast’ blend. Less known, however, is the 175-year history of colonial to corporate exploitation. Forcibly brought by the British in the 1840s from the central regions of the country - Bengal, Bihar, Orissa and Madhya Pradesh - thousands of the Adivasi indigenous people began a journey marked by involuntary servitude. Left with no option but to live and work on the tea plantations, the workers became isolated from Assam’s mainstream in a structure designed to maintain control and produce profit. Today, more than six million workers and their families remain socially and economically segregated, dependent on the tea management for their livelihood, health, food, housing, education and cultural life. Assam’s tea industry employs nearly 800,000 workers who are one of the lowest paid groups in India’s organized sector. The meagre daily wage of Rs 126 (£1.30) is far below the state legal minimum of Rs 240 per day. It is not by coincidence that Assam leads the country with the highest maternal mortality ratio in India. Assam produces more than fifty percent of India’s tea, and is the largest tea growing area in the world. It also has the largest number of maternal deaths in India – no fewer than seventy seven percent occur in the tea gardens. Comprising more than fifty percent of the labour force, women are largely employed for plucking tea leaves. Plantation managers set a target of 24 kg (50lbs) of tea leaves to be plucked per worker per day, which if unmet results in significant wage deductions. Poverty-level wages are exacerbated by appalling working conditions, with labourers denied access to basic services such as clean drinking water, latrines and crèches. These conditions are particularly dangerous for pregnant women who are forced to endure strenuous work throughout the duration of their pregnancy without access to adequate and timely healthcare. Health facilities in tea gardens are often ill-equipped, lacking adequate electricity, water, medical supplies, ambulances and skilled medical personnel. As a result, the majority of patients have no option but to secure their own transportation to reach better facilities, often located 1-2 hours away. As recently reported in TIME Magazine, once women arrive at a district-level hospital they encounter an overcrowded, highly unhygienic facility, where they are forced to sleep on floors and corridors due to lack of beds and adequate staff. and unaffordable fees for life-saving services such as blood, medicine and emergency obstetrics care are often demanded from those “lucky” enough to receive assistance. These barriers to care not only place the lives of women workers at serious risk, but are also in blatant violation of the rights to life and to safe motherhood firmly rooted in domestic and international law. Indeed, the Supreme Court of India has repeatedly held that the right to health is a fundamental right protected by the Indian constitution. Likewise, High Courts across the country have upheld women’s right to safe motherhood. When working at the Human Rights Law Network in Delhi, we assisted with the preparation of the Laxmi Mandal case in which Delhi High Court held that the right to survive pregnancy and childbirth is a fundamental right protected under the Indian Constitution, and became the first national court decision in the world to recognize maternal mortality as a human rights violation. In addition to constitutional protections, domestic laws such as the Plantation Labour Act 1951, Minimum Wages Act, 1948 and health policies under the National Health Mission mandate free access to essential healthcare, nutrition, maternity leave, decent wages and adequate living conditions such as provision for crèches, water and sanitation. While Indian laws protect the rights of women, in practice, workers and right-holders have very little means to seek the implementation of laws and judgments. In a context of poverty and marginalisation, people’s degree of access to services greatly depends on their ability to ensure that the law translates into actual entitlements. This requires knowing the law and using available channels to demand its implementation. In Assam, Nazdeek, a legal empowerment organisation, working with a local organisation Pajhra, has been employing community paralegals to demand protection of labour and health rights. The law can be a tool for breaking the cycle of exploitation and marginalization. For instance, in 2014 we launched the End MM Now Project in Assam – a platform that allows women to identify and report violations of their right to healthcare through text messages. A collective of twenty five indigenous women – many of whom are tea garden workers, farmers and housewives – use their mobile phones and a basic knowledge of the law
to demand a more accountable healthcare system for tea garden workers. To date, more than 130 cases of health and nutrition violations have been reported through the platform, providing crucial data to identify gaps in healthcare delivery. The data has been analysed and a report submitted to local authorities with evidence-based recommendations to improve health service delivery. The outcomes of our collective efforts have been significant. Paralegals observed improvements in healthcare services ranging from better ambulance coverage, a reduction in informal fees paid at health facilities, the appointment of medical personnel, and more than 27,000 pregnant and lactating women and children receiving supplementary nutrition rations. In addition, authorities agreed on the establishment of citizen grievance forums where women can discuss issues with the health infrastructure. Local actions have been combined with statelevel efforts to obtain more just working conditions. A local youth organization sought to mobilize thousands of workers across Assam and launch a campaign calling for tea companies to pay a living wage. Nazdeek supported the campaign by making sense of the law, and disentangling the legal technicalities around the wage structure. Six months after the campaign was launched, tea companies and the trade union agreed an unprecedented increase in wages - from Rs 94 to Rs 126, with previous increases not having exceeded Rs. 5. While positive inroads in the lives of people have been made, the fight for dignity within tea gardens is far from over. A colonial hangover endures, with the passage of economic, social and political power from British rulers to today’s corporations. Challenging such a powerful system of exploitation requires a multi-faceted approach, including raising awareness outside the borders of the tea gardens. As part of this effort an interactive installation called From Colonial to Corporates, An Adivasi Mother’s Visual journey Through the Assam Tea Fields of Yesterday and Today is now on line. Using photography, video and interactive technology, including 360 virtual tours, the installation honours the struggle of Adivasi mothers across the decades. In the need for dignified conditions for workers, the exhibition endeavours to create space for understanding, reflection and action.
States urged to target disaster aid at the poor as climate risks rise megan Rowling

ith the world's poor predicted to bear the brunt of more frequent extreme heat and worsening coastal floods in a warmer world, aid agencies are calling on governments to direct more funding into protecting the most vulnerable communities on the front lines of climate change. The poorest fifth of the global population is expected to experience daily heat extremes due to climate change sooner than the wealthiest, according to research published on May 17by an international team including Britain's University of East Anglia. And a report released by Christian Aid this week reveals that the Indian cities of Kolkata and Mumbai are likely to have the largest number of people in the way of coastal flooding by 2070, with Dhaka in Bangladesh, China's Guangzhou and Ho Chi Minh City in Vietnam close behind. Ahead of the World Humanitarian Summit in Istanbul next week, and with governments gathered in Bonn to discuss how to implement the Paris climate change agreement, experts said poor nations need more international finance to deal with the growing risk of disasters linked to weather extremes and rising seas. Alison Doig, Christian Aid's principal climate change advisor, said climate change and the growth of coastal urban areas make flooding more likely there in the coming decades.
"Cruelly, it will be the poor that will suffer the most. Although the financial cost to cities in rich countries will be crippling, wealthier people will at least have options to relocate and receive insurance protection," she said. "Evidence shows that from New Orleans to Dhaka, it is the poorest who are most vulnerable because they have the worst infrastructure and no social or financial safety nets to help them recover." U.N. Secretary-General Ban Kimoon has called on governments at the World Humanitarian Summit to dedicate at least 1 percent of their development assistance by 2020 to reducing the risk of and preparing for disasters, up from around 0.5 percent now. Christian Aid says it should be increased to 5 percent. "There is money going into disaster resilience but it's not always getting to the most vulnerable," Doig told the Thomson Reuters Foundation. "We want more to go to the poorest communities." The extreme heat study, published in Environmental Research Letters, showed countries in low latitudes - including the Horn of Africa and West Africa - are likely to be worst affected by more frequent hot days linked to cumulative carbon dioxide emissions, despite having contributed little to them. "What our research shows is that heat extremes do not increase evenly everywhere, but are becoming much more frequent more quickly for coun-
tries nearer the equator. These happen to be disproportionately poorer nations," said Erich Fischer, a climate scientist at Swiss university ETH Zurich. "We also know the wealthiest countries will be able to cope with the impacts more easily than poorer nations."
MORE MONEY ON THE TABLE? At a high-level session at the humanitarian summit, leaders are being asked to back a commitment to build the resilience of communities as "a critical first line of response" to disasters. Th e y may also agree to invest in data, analysis and early warning of natural disasters and climate change risks, and help national governments and local groups manage those risks better. The United Nations Development Programme, for example, is hoping to rally support for a plan to speed up disaster preparedness in 20 of the most at-risk countries. Meanwhile, development charity Oxfam called on governments at the U.N. climate talks to set concrete targets for financial help for the vulnerable to adapt to climate change effects. The Paris climate deal, agreed in December, calls for more money to help countries afford projects to keep villagers safe from floods or enable farmers to switch to hardier crops - but does not specify how much money, when it will be distributed, how it is being counted, or how it will be raised,

Oxfam said. "We need to see specific commitments in Bonn to increase adaptation finance and for that money to be spent supporting small farmers who are on the front lines of the climate crisis," said Oxfam climate change expert Tracy Carty. Wealthy donor governments are touting insurance as a way to stop climate change pushing people deeper into poverty. In June last year, G7 states announced an effort to increase by up to 400 million the number of people in low and middle-income countries who have access to direct or indirect insurance coverage against climate-related hazards, by 2020. Market research and expert opinion suggest only around 100 million people living on less than $2 a day are covered by climate risk insurance in Africa, Asia and Latin America. So far G7 nations plan to provide $420 million for the "InsuResilience" initiative, which would increase coverage by at least 180 million people - almost halfway towards the goal. But in a recent report, anti-poverty group RESULTS UK said greater urgency was needed to frontload investments to meet the "highly ambitious" goal. And building up commercial markets alone would not benefit the most vulnerable and marginalised people, it added. "Insurance products will be out of reach for those people - in terms of even just micro-insurance premiums which are very small - for a long while to come," said report author Catherine Blampied.

arriage forms a family and then creates a unit of society. In Nagaland currently tensed with tribalism, inter-tribal marriage is the only way to put down its ever increasing flames. In larger scope, inter-tribal marriage brings lots of solutions to Nagas diverse range of problems and benefits in many perspectives. To mention few among many, it eradicates tribal hatred and distancing through positive attitudinal change, borrowing and learning of innovative cultural practices and good habits from one another establishing a bond of moral and social relationships based on love and happiness. A good pool of genes mixture and addition are done through this which is vital for higher generation mobility through tremendous achievement. Lastly but most importantly, through tribal-marriage instills a sense of belongingness and solidarity among the people of towards creating common identity to work with mutual love and respect. Tribalism: A Menace to Naga Society Naga culture is beautiful because of the array of cultural practices and customsthat are practiced by the manyNaga tribes, numbering to more than 17, that live in Nagaland. But sometimes beautiful can become ugly when it hampers the overall unity, prosperity and well-being of a society, owing to bias, partiality or corrupt practices. In a State like Nagaland, tribalism is notably prevalent all around us, both in conscious and unconscious ways. Recognizing this is important, so we can refrain from the negative impact it bears on the future of our society.

hat is tribalism? Ism has more evils in its message. It is an exclusive attitude of a person making him feel proud of whom she/he is in the given society. It can also be termed as a social evil and vice that destroys human cordiality and relationship in the society. In the Naga context, tribalism is rooted in ones’ identity-based egoism. It is considered to be the pride of a person to be a member of the community they belong to. Nagas are a people with different tribal distinctions based mainly on the variation of languages, yet culturally and traditionally identical. In the perspective of mainland Indians, the Nagas are a hill tribe, but, to the Nagas, they are of a nationality. This mixed feeling of Indian treatment and Nagas’ identity has opened and created a curiosity to know who they really are. They further find differences and distinctions among themselves and discover their identity apart from the common ‘Naganess’. Interestingly, the Nagas living outside their homeland are viewed as a whole identity, but the reality is that in our homeland, vast hierarchyis prevalent. The problem lies in the foolish pride of exalting one’s own tribal identity. From the common Naga brotherhood which was evident in the days following the Indian In-
dependence, which I am going to term as ‘Naganess’, there is now a shift in the mentality: tribal hierarchy. Naga tribalism has thus subsequently weakened the concept of Naga Nationalism. Nagas today are being posed with two kinds of identity crises - tribalism and nationalism. This fact is a menace posing on the Naga society as a whole, and the remedy is yet to be initiated. Thiscontending conflict between tribalism and nationalism within the Naga society has to be resolved through the peoples’ choices and decisions. If the Nagas allow tribalism to continue, Naga Nationalism may suffer a fatal blow, similar tothe fall of the Soviet Union, or how I sometimes visualize it as, the fall of Humpty Dumpty. All the king’s horses and all the king’s men could not put the Naganation back together again. The sad reality is that we Nagas are enslaving ourselves to thisdominating spirit of one tribe over another on tribal lines. The present social scenario is that the major tribes, or the so-called forward tribes,receivemore benefits and opportunities - politically, socially, and economically,and along with the growth of infringingelements that override conventional probity and moral values. We Nagas are contending against each other for power and position corrupt ways and thus poisoning our own society. This foolish greed
will lead to a falling into an abysmal pitch and eternal lost. The remedy may be transformation of Nagas’ mentality from an illusory tribal pride and glory, to a national sentiment based on morality. We must live up to the standard of being fully humane, as designed and created. We must get rid of all pride, greed and selfish tendency to exploit the right of the other individual or people. When we survey our own lives, we observe that our actions and desires are connected with the existence of other human beings, and we are interdependent as social beings. Therefore, we must live with respect to other fellow humans and recognize his/her person on equal footing. A man's value to the community depends on how far his/her feelings, thoughts, and actions are directed towards pro-
moting the good of his fellows. The true value of a human being is determined primarily by the measure and the sense in which he/she has attained liberation from the self-inflicting vices. We Nagas need to be self-analytical and self-critical and know who we are, and where we are going from here. To me, we (Nagas) are one racial group designed and purposed for a common vision and destination. We are in a battle to prove ourselves a nation, and journey towards a common destiny envisioned as the Naga National homeland, to be a nation among nations on the face of the earth. There can be neither progress nor achievement without a sacrifice, and in order to go forward, it is essential to give up what is holding us back;human greed and the negative inflated pride of tribalism. The higher a man lifts his thought, the more blessed and enduring will be his achievements. The universe does not favor the greedy, the dishonest, and the vicious but the honest, the magnanimous and the virtuous. The measure of our sacrifice will determine our triumph. The vision we glorify in our minds, and the ideal we cherish and enthrone in our hearts will be rewarded. Let us cherish a lofty ideal of humanity and someday all the human vices will hopefullyvanish from our world.

‘The Wish of My Life’

emember the feeling when you run nimble fingers over a wrapped package? Recall the anticipatory curiosity coursing through you as the wrapper comes off to unveil the item it so teasingly encloses. Yes. Exactly. It was with those very feelings, except in a more heightened state, that I made enquiries on the whereabouts of the school library after I started eleventh grade in Xxxx Higher. (The name of the school has been withheld for obvious reasons) Surely, such a school as this, the one I had admitted myself into, would be the proud possessor of an enviable library! Imagine my utter dismay on being made known of its absence. A great room of stately stacked books, the perceptible smell of its tantalizing prints, the affecting aura of extensive knowledge, and not forgetting, the stern librarian who promoted silence through her glares……went right out the window. The weight of my disillusionment knew no bounds. Didn’t the prospectus’ mentioning of a library fee mean there was a library? Indignation and bitter rants were all I could exercise. End of the library dream. I’m currently in pursuance of a B.A. degree but I still think upon this memory of a tragic loss- the absence of a library in my higher secondary years. There was something I could have probably done to rectify that loss, like, some sort of effort on my part. The only thing keeping me from self-berating is the fact that toward the latter year, the school promised to provide a library as soon as it possibly could. The college I study in has, thankfully, a library. There’s a ‘but’, though. The library is, in kind words, a poor library. It barely meets the requirements to be called so. Checking it out for the first time, I very nearly experienced a déjà vu of disillusionment. Perhaps my visualization of a library was too grand a scale? Too much for reality? Well, at least there was a library. Putting aside this sad experience, I now only wish. I wish for a public library- overcrowded with books and information from around the world over. Or…there’s this option of setting up a personal library. Unfortunately, I hold no six-figure salary to my account. So the option doesn’t count much for me. However, I must remind myself that the future holds unimaginable surprises. I shall endeavor to remain ever hopeful. For now, whatever scanty resources I’m made available to, shall be greatly exploited. And with gritted teeth, will I spend small fortunes on books. Until then, do not waver, fellow book-lovers and readers. Hold on to your books, e-books and diet libraries, for one day, we shall see….what I like to call- the Dream Library. -A book-loving student

Prez Mukherjee arrives in China to boost bilateral ties
GuanGzhou, May 24 (PTI): President Pranab Mukherjee arrived here today on a four-day visit to China that will see significant political and economic push to bilateral ties while irritants like Beijing's opposition to India's membership of NSG and the blocking of UN bid to blacklist JeM chief Masood Azhar as a global terrorist will also figure. Mukherjee, who is making his first visit to China as President, has made a number of trips to this country in various capacities including as Deputy Chairman of the Planning Commission and Defence Minister. India had countered the Chinese contention of signing NPT before becoming a member of NSG as "confusion" as NPT allows civil nuclear cooperation with non-NPT countries. Ahead of his state visit to China, Mukherjee had told the Chinese state-run television that India seeks a fair, reasonable and mutually acceptable settlement of the boundary question which will help in achieving full potential of SinoIndia relationship.
CSE welcomes FSSAI decision to ban 'cancerous' food additive new DelhI, May 24 (IanS): The Centre for Science and Environment (CSE) on Tuesday welcomed the Food Safety and Standards Authority of India's (FSSAI) decision to disallow the use of potassium bromate as an additive in food products. CSE had on Monday released a report which said that Indian bread manufacturers use potassium bromate and potassium iodate for treating flour while making bread. Potassium bromate is known to be a category 2B carcinogen and is already banned in Britain, the European Union, Australia, Canada and Sri Lanka, among others. The CSE also welcomed the food safety authority’s decision to evaluate use of potassium iodate -- which may trigger thyroid disorders -- in bread-making. The FSSAI had on Monday said that it was already considering to take potassium bromate off the list of permitted additives as per the recommendation of a scientific panel. The FSSAI said it was also examining the evidence against potassium iodate before taking any decision on disallowing its use. “We welcome the steps initiated by FSSAI to ban potassium bromate and evaluate the use of potassium iodate. We hope a ban on potassium iodate will follow. The authority’s quick response to what we found in our study re-establishes our stand that public health must remain a priority,” said CSE deputy director general Chandra Bhushan.
Bread makers using only permissible chemicals: Assocham With a report by the Centre for Science and Environment (CSE) about harmful chemicals in bakery products causing panic among the consumers and resulting in plummeting sales, industry body Assocham on Tuesday said that potassium bromate was being used with the permission of the food regulator. "The industry will surely be at fault if it was using potassium bromate in violation of the FSSAI (Food Safety and Standards Authority of India) rules. If at all, there is a problem, it does not lie at the door of the industry," Associated Chambers of Commerce and Industry of India (Assocham) secretary general D.S. Rawat said in a statement. Coming in support of the bread manufacturers, Assocham stressed on the need to end scaremongering, saying it would only result in the immense loss of consumer confidence and crores of rupees for the industry. "Already, reports suggest a sharp fall in the sale of morning breads and a sense of panic among the homemakers," Rawat said. He said that Assocham is all for adoption of internationally accepted food standards. "But an impression has been created as that the bread manufacturers are deliberately causing risk to the public health. A similar thing had happened in the case of Maggi noodles which finally returned to the market after an effective court intervention, but not without several hundreds of crores of rupees of loss to the manufacturers."
NEET: States given freedom to reject or accept entrance exam only for UG medical Air ambulance crash lands in Najafgarh new DelhI, May 24 (PTI): Decks were cleared on Tuesday for exempting state government medical colleges from the Supreme Court-mandated single All India entrance exam for a year with President Pranab Mukherjee giving his assent to the NEET Ordinance before he embarked on his China visit. Ending the uncertainty on the fate of the Ordinance after the President raised some queries on the measure that was cleared by the Union Cabinet on Friday, states now have the option of either conducting their own exam or be part of the NEET to fill 85 percent of the Under Graduate (UG) medical and dental seats. 15% of the remaining seats will be filled through NEET route by all India counselling. Union Health Minister JP Nadda while giving details of the Ordinance, which, he said gave a "firm statutory status" to the concept of Uniform Entrance Examination, however, made it very clear that all private medical colleges and deemed universities will come under the ambit of National Eligibility cum Entrance Test (NEET). However, for PG courses, the exam will be held under NEET for 2017-18 session, in December this year. Nadda said that the necessity of promulgating the Ordinance arose as the Supreme Court is presently in vacation while both the Houses
of Parliament had been adjourned sine-die. Allaying apprehensions that the Centre is trying to defer NEET through the Ordinance, Nadda said that NEET is already implemented and the second phase will be held on 24 July. "The purpose of the Ordinance is to provide a firm statutory status to the concept of Uniform Entrance Examination for all undergraduate and post graduate admissions in medical or dental colleges while providing a relaxation to the state governments in relation to only UG admissions for this year [2016-17] in view of their difficulties," he told reporters.
Medical Council (Amendment) Ordinance, 2016 and The Dentists (Amendment) Ordinance, 2016 are being promulgated to amend the Indian Medical Council Act 1956 and Dentists Act, 1948 respectively. The Ordinance was brought in to provide for a uniform entrance examination for UG and PG admissions with a provison that for UG admission for the year 2016-17 only, the state government seats (both in government and private medical colleges) shall be exempt from the purview of NEET regulations if the State so opts. Nadda said that the Ordinance addresses the concerns expressed by states and political parties.

"The President today morning signed the Ordinance which was sent to him by the Union Cabinet. Following this, the legal procedure has been initiated. It will be notified today," he added. Stressing that the exemption to the state governments from NEET is only for a year, Nadda said that this was strongly requested by the states at the meeting of the state health ministers recently after they cited three reasons- state level examinations already conducted, exams conducted in regional languages and the syllabi were different from the All India PMT. He said Haryana, Himachal Pradesh, Manipur, Madhya Pradesh, Rajasthan, Odisha and Chandigarh have conducted exams under NEET. Bihar too has opted for NEET from this year though Delhi is yet to take a decision, he said. Nadda said the states that have deferred the exams are West Bengal, Chhattisgarh, Assam and Andhra Pradesh. He said the states had not effectively put forth their views in the right perspective before the Supreme Court. "In order to provide them relief, we brought this Ordinance," he added.

The six-seater Beech King Air C-90A aircraft crash landed at around 2:40 PM on a field in Kair village in Najafgarh about 10 km from the Indira Gandhi international Airport, police officials said. Image, an imprint of the Crown Publishing Group, told The Associated Press today that it has set an August 16 release date for "A Call to Mercy: Hearts to Love, Hands to Serve." The material in the book focuses on mercy and compassion and was compiled by the Rev. Brian Kolodiejchuk, who has led the case for Mother Teresa's sainthood. On September 4, Pope Francis will declare Blessed Teresa of Calcutta a saint. She died in 1997, at age 87. Kolodiejchuk also edited "Mother Teresa: Come Be My Light: The Private Writings of the Saint of Calcutta," published in 2007.

Children make up about half of the rising numbers of people affected by war and natural disasters, and there are many more who are caught up in forced labour or slavery, Satyarthi told the Thomson Reuters Foundation. "If you save one generation, then that generation would be capable to protect all generations to come. So invest in this generation now with a sense of urgency," Satyarthi said on the sidelines of the first ever World Humanitarian Summit. U.N. Secretary-General Ban Ki-moon, who called the two-day summit in Istanbul, has said the world is facing its worst humanitarian situation since World War Two. About 130 million people are affected by war or natural disasters, and some 60 million have been forced to flee their homes. Traffickers are preying on the rising number of children displaced by crises, Satyarthi said. Children who are hun-

EgyptAir crash: Investigators play down explosion theory CaIRO, May 24 (REuTERS): The head of Egypt’s forensics authority dismissed a suggestion on Tuesday that the small size of the body parts retrieved since an EgyptAir plane crashed last week indicated there was an explosion on board. Investigators struggling to work out why the Airbus 320 jet vanished from radar screens last Thursday, with 66 passengers and crew on board, are looking for clues in the human remains and debris recovered from the Mediterranean Sea so far. The plane and its black box recorders, which could explain what brought down the Paris-Cairo flight as it entered Egyptian air space, have not been located. An Egyptian forensic official said 23 bags of body parts have been collected since Sunday, the largest of them no bigger than the palm of a hand. The official, speaking on condition of anonymity, said their size suggested there had been an explosion although no trace of explosives had been detected. The first person to die was a climbing guide named Phurba Sherpa, on Thursday, who fell as he tried to secure a climbing route for others to follow near the summit. Then a Dutch man died Friday, possibly from a heart attack, after he’d reached Everest’s 29,000-foot peak. On Saturday, an Australian professor, who said she planned to summit the mountain to prove to the world that vegans weren’t handicapped by their diet, died of altitude sickness. And Sunday, Subash Paul died descending from the peak after his team became lost in a storm. Two others from that team are still missing, and their chances of being found alive are slim. As teams journey up and down from the summit, they pass through an area called the “death zone,” named so because

BP fluctuations may be bad for your brain NEw yORK, May 24 (IaNS): Higher long-term fluctuations in blood pressure readings may be linked to faster declines in brain and cognitive function among older adults, says a study. “Blood pressure variability might signal blood flow instability, which could lead to the damage of the finer vessels of the body with changes in brain structure and function,” said Bo (Bonnie) Qin, lead study author and a postdoctoral scholar at Rutgers Cancer Institute in New Brunswick, New Jersey, US. “These blood pressure fluctuations may indicate pathological processes such as inflammation and impaired function in the blood vessels themselves,” she noted. For the study, the researchers analysed results from 976 Chinese adults (half women, age 55 and or older) who participated in the China Health and Nutrition Survey over a period of five years. Blood pressure variability was calculated from three or four visits to the health professional. Participants also underwent a series of cognitive quizzes such as performing word recall and counting backwards. Higher visit-to-visit variability in the top number in a blood pressure reading (systolic blood pressure) was associated with a faster decline of cognitive function and verbal memory, the findings showed. However, higher variability in the bottom number (diastolic blood pressure) was associated with faster decline of cognitive function among adults aged 55 to 64, but not among those aged 65 and older. The findings appeared in the journal Hypertension: Journal of the American Heart Association. While physicians tend to focus on average blood pressure readings, the new findings suggest that high variability may be something for physicians to watch for in their patients. “Controlling blood pressure instability could possibly be a potential strategy in preserving cognitive function among older adults,” Qin said.
“Many climbers without any experience crowd Everest every year, and companies often use poor quality equipment ... offering cheap packages to clients who are exposed to security risks,” Nepal Mountaineering Association Chief Ang Tshering Sherpa said. In a sweeping speech, which harked back to the bloody war that defined both nations and also looked to the future, Obama said that “upholding rights is not a threat to stability.” Vietnam ruthlessly cracks down on protests, jails dissidents, bans trade unions and controls local media. But the US leader said bolstering rights “actually reinforces stability and is the foundation of progress”, in a speech to a packed auditorium including Communist Party officials in Hanoi. The visit is Obama’s first to the country - and the third by a sitting president since the end of the Vietnam War in 1975. Direct US involvement in the conflict ended in 1973. Obama’s trip has formally reset the relationship between the two former wartime foes with a lifting of a US arms embargo and deepened trade ties. Kabul, May 24 (IaNS): Three days after Afghan Taliban leader Mullah Akhtar Mansour was killed in a US drone strike in Balochistan province of Pakistan, a state of confusion has been created in the militant group due to leadership vacuum, said Afghan political experts. Mansour was killed in the Pakistani town of Ahmad Wal in a US drone strike on Saturday, confirmed the Afghan National Directorate of Security (NDS) and US President Barack Obama, Xinhua news agency
reported. The news of Mansour’s death has been widely hailed by Afghans as a “major blow” to the militant group, which according to political observers will help further facilitate the government’s “carrot and stick” policy and push for peace and war simultaneously. According to Afghan political and military experts, the elimination of Mansour, amid the ongoing Taliban-led insurgency in Afghanistan, would knock the wind out of the Taliban and eventually weaken its war machine and its capability on the battleground. “The sudden death of Mansour at this critical stage in Afghanistan where his fighters are fighting tooth and nail to gain power could put the Taliban in a state of confusion and create a leadership vacuum,” said General Atiqullah Amarkhil, an analyst close to the situation. Taliban militants would further be divided into several more groups in the wake of Mansour’s death, the analyst predicted. The death of Taliban founder Mullah Omar had divided the armed outfit into two factions led by Mansour and his rival Mullah Mohammad Rasoul respectively, the analyst argued. Mansour’s death will lead to the further fragmentation within the already divided group, he explained. “Not having a leader would eventually demoralise Taliban fighters,” Amarkhil maintained, adding that government forces would now be presented with the
opportunity to mount more pressure on the insurgents to shrink Taliban-held territory. “It is a good chance for the government to exploit the situation in Afghanistan arising out of the leader’s death, while keeping up military pressure on the Taliban fighters, also encourage them to sit at the negotiating table,” Amarkhil said. The government should also warn the Taliban that anyone rejecting talks would face the same fate as Mansour, he said. When asked why Mansour was targeted, Amarkhil explained: “Since Mansour had close links with Al-Qaeda, he was an irreconcilable element of the peace process and had always organised attacks on Afghan and foreign forces, and therefore the US decided to eliminate him.” “The group will be further fragmented now. The leaders including Mullah Omar’s son, Mawlawi Yaqub, Mullah Manan, Mullah Zakir and Sarajudin Haqqani -- the leader of the Haqqani network -- would have to bargain over the militant group’s new leadership,” Jawed Kohistani, an expert on the situation, said. Mansour’s death, according to the observer, does not mean achieving peace in months, but will certainly weaken the Taliban’s military capability. It might take months not weeks for the Taliban leadership council to find a successor of Mullah Mansour, according to the analyst. Neither Taliban militants, nor the Pakistan government has formally confirmed
the leader’s death on Pakistani soil. However, sources close to the outfit in contact with the media have revealed that the Taliban senior leaders and commanders were discussing choosing Mansour’s successor. Beside Afghan government and intelligence agency, Obama has also confirmed Mansour’s death, saying the leader was killed on Pakistan soil on Saturday. “Mansour was the supreme leader of the Taliban and his death will deal a serious blow to the group,” Afghan analyst Edris Rahmani told the media. According to Rahmani, his death took place amid ongoing peace talks between the Afghan government and Gulbudin Hekmatyar, the leader of his own factional Islamic party the Hizb-e-Islami, believing the talks, if successful, would encourage many other Taliban members to follow suit. The peace talks with the Hekmatyarled party, according to Afghan government-backed peace body the High Peace Council, are nearing conclusion and Hekmatyar will return to Kabul with “dignity” in weeks if not days, sources familiar with the matter have said. “Targeting Mansour and taking him out sends a strong message to the Taliban to opt for peace and will also aid the government in stepping up its own push for peace through mounting increased military pressure on the group,” a former provincial governor and military analyst, Musa Khan Akbarzada, said.

FIFA sack top official over 'breaches' worth millions
ZURICH, May 24 (aFP): FIFA on Monday sacked deputy general secretary Markus Kattner for financial 'breaches' involving secret bonuses worth millions of dollars, according to sources close to an inquiry by the world body. Kattner's downfall topples another member of expresident Sepp Blatter's inner circle at football's world body. Kattner, a 45-yearold German-Swiss national, had been acting general secretary after previous general secretary Jerome Valcke was also dismissed for irregularities. "Kattner has been dismissed from his position effective immediately," the world body said in a statement. "FIFA's internal investigation uncovered breaches of his fiduciary responsibilities in connection with his employment contract," it added. "There was enough to determine there was a breach of his responsibilities and to take action against Mr Kattner," a source close to an internal FIFA investigation told AFP. "We are talking about significant sums of money, millions of dollars," the source added. The source said the money came from bonus-
es under a contract whose terms were kept secret from FIFA's audit committees. The internal FIFA inquiry, carried out by the Quinn Emanuel law firm, "covers the period from 2008 to 2014," the source said. "There was sufficient evidence to demonstrate shortcomings in his fiduciary responsibilities and to take action," the same source revealed, adding that "only a small group of people knew about these payments". According to another source familiar with the workings of FIFA, these bonuses would have been approved by the world body's financial committee, who decided how much the

MUMbaI, May 24 (Tnn): The Indian cricket board (BCCI) is keen to hold a mini-IPL abroad in September, a small window in the packed schedule when hardly any of the Test-playing nations are in action. But BCCI will first have to fend off competition from the International Cricket Council (ICC), which itself is keen to hold an international T20 tournament in that period. The BCCI has been eyeing the September slot since 2014, when it scrapped the loss-making T20 Champions League - which it owned along with its Australian and South African counterparts. Last year, it was keen to hold a mini-IPL, involving all its existing franchises,
but postponed the idea after it plunged into crisis thanks to internal tussles and legal battles. Now, with the BCCI preparing to toe the Supreme Court's line, the idea of starting a mini-IPL is once again gaining momentum. "It can be a great testing ground for what is possible in terms of reaching out to the Indian fan base abroad. It can be made financially viable if a market like the US is explored. Frankly, if the broadcaster finds it appealing then a lot of things fall into place," a source close to developments told TOI. The IPL broadcast rights are with Sony-ESPN and BCCI is contractually bound to offer them the first right of refusal when the con-
tract comes up for renewal in 2017-18. But the rights to broadcast matches of the Indian cricket team are held by Star India. The Lodha Panel has recommended that there should be no advertisements telecast between overs. If this is implemented, the BCCI would suffer a huge financial hit. A mini-IPL held overseas could help generate some much needed revenue and the broadcast rights could be offered to Star to assuage it for the losses suffered by restrictions on ads. However, the ICC is also eyeing the September window. The ICC had decided that the World T20 would henceforth be held once every four years in-
stead of every two years. But with the recent World T20 in India proving the most successful ever, the game's parent body , under its new independent chairman Shashank Manohar, is learnt to be considering a swift rollback of plans. According to some estimates, close to 85 million people watched the IndiaWest Indies semifinal on television, while larger figures were recorded digitally. The peril of violence in Manipur and india’s nationalism
T
he killing of 6 personnel of the 29 Assam Rifles comes as a painful reminder about the chaos and lawlessness Manipur has been descending into in the last few years. That the harrowing ambush was executed about a year after the killing of 18 soldiers of the 6 Dogra Regiment on June 4, 2015 in the same district of Chandel bordering Myanmar reflects the level of activity and control armed underground groups still holds in this already battered state. It is also a grim indication about how Indian national media and leaders considers a tiny state like Manipur newsworthy only when it comes to the killing of its jawans guarding the frontier region. Seen from the margins of a nation-state, both geographically and culturally, state violence and militarization of the region on one and hand, and the violence perpetuated by non-state actors on the other – both leaves no room for governance and development. Manipur has the record of being the state with the highest number of bandhs, blockades and total shutdowns in the country. There is a mushrooming of Joint Action Committees (JAC) for every issue ranging from rape cases, justice for victims killed by security forces, to demand for a new administrative sub-division - with a free license to dictate bandhs in any part of the state. With an ineffective state machinery, people have no faith in the due process of law and therefore take to the streets for every demand and issue. The ethnic cleavages and hardening of positions on all sides, coupled with the unwillingness to imagine a political society beyond one’s narrow confinements of community and territory adds to the growing unrest. There are more than 33 tribes and 40 armed groups in a state of 2.7 million. And the numbers keep on increasing every year. Shrinking economic opportunities and competition for jobs has accentuated the mistrust and rivalry to a level which influences political demands and election outcomes. In September 2015, the state assembly passed 3 controversial bills to tackle the issue of influx of ‘outsiders’. This was opposed by tribal bodies who claimed that it infringes on the existing Constitutional safeguards guaranteed to them under Article 371C. It is seen as a concerted attempt by the dominant Meitei community to grab their lands. The protests against the bills led to the death of 9 innocent tribals in Churachandpur district on the night of August 31 and September 1, 2015. Local tribal groups have named them ‘martyrs’ in the struggle for safeguarding their land rights. Their dead bodies remain unburied till date even after 250 days for lack of a consensus between the state government and the tribal groups. By custom, tribals bury their dead at the earliest possible, usually within 24 hours. This disruption of their custom makes inhabitants of Lamka in Churachandpur district unable to carry on their normal activities. Knowing there are dead bodies which remain unburied in their midst, Christmas feasts were called off for the perhaps the first time in the town’s history last year. Incapable of making sense of this digression, a people in mourning for over 250 days with no solution in sight, the tribals are a distraught lot and frustration levels are running high. While the nation is oblivious to the death of the nine tribals, the six personnel from the Assam Rifles killed in yesterday’s ambush by reportedly by CoreCom became the nation’s martyrs. Their sacrifice at the frontiers of the nation’s political imagination is enough a reason to seek immediate inquiry and redress. Whether it will involve surgical strikes as in the case of last year is not known yet. This much is clear that the government is taking this seriously. Formed in 2011, CoreCom – a conglomerate of 6 valley based armed groups including United National Liberation Front (UNLF) and People’s Liberation Army (PLA) - is believed to be responsible for the attacks on Indian security
forces last year killing 18 jawans of the 6 Dogra Regiment and also for the incident yesterday which resulted in the death of 6 AR personnel. Before 2011, the valley based armed groups were allegedly responsible raping of 21 Hmar tribal women in Tipaimukh district in 2006 and also for planting landmines in tribal district of Chandel in 2007. According to a press release from the Joint Action Committee (JAC) Against Anti-Tribal Bills on January 2, 2016 during a meeting with the government on the issue of the 3 bills, the Chief Minister is reported to have admitted that there are difficulties in ‘meeting the demands of the tribal representatives since the three Anti-Tribal Bills were passed due to pressures from CorCom’. The three controversial bills have brought the state to the brink of a complete division since September last year. On the other hand, the state has been responsible for a number of human rights abuses and violence. A corrupt bureaucracy and lack of political will for decades has resulted in a weak governance thereby making the role of the military more significant. The Indian military and para-military forces, apart from engaging in counter-insurgency operations, are involved in community work, building roads, maintaining communication lines, sponsoring beauty queen contests and donating computers to schools. This dependency on the military for civilian works gets aggravated in the shadow of a negligent state government. This cycle perpetuates an ecology of heightened importance for the military in the region and also for the state government to rely on it for many basic services. The team that got ambushed yesterday was incidentally returning after inspecting a landslide area after torrential rains for the last few days cut off some villages. To bring an end to this violence in the region, the Indian government must move beyond its development-military approach and bring about a political settlement to the issue. Both development centric and military centric approaches are found to increase intense rivalry and animosity between communities in the absence of proper political solution. This further divides society along ethnic lines and other forms of loyalties. With the Naga Accord on the cards, the tribals in the state – both Nagas and Zo groups under UPF/ KNO– are likely to arrive at a political settlement of some sort, the details of which are not out yet. Likewise, the government must also bring the valley-based armed groups to the negotiation table in order to bring lasting peace in the state and region. Along with the demand for Inner Line Permit (ILP), sections of the Meitei community are demanding for inclusion into Scheduled Tribe (ST) list. BJP party’s impressive performance in Assam polls was largely played on the cards of illegal migrants and the promise of ST inclusion for several communities. With election slated for Manipur in early 2017, it’s on the cards for BJP to replicate Assam’s success. A helpless Congress both at the Centre and state will make all attempts to tighten its grip. Whether BJP play the serious role of bringing peace and development in the state by initiating political dialogues with all armed groups, or further polarise the public with the threat of an ‘outsider takeover’ and promise of ST inclusion, will be crucial in deciding the future of the state. A response in the form of a surgical strike into Myanmar in the aftermath of last year’s June attack will only feed the nationalistic feelings of the Indian middle class. Manipur’s problems will persist and deteriorate at the expense of the army winning hearts in mainland India. Manipur cannot be sacrificed at the altar of India’s jingoistic nationalism for transient outcomes. inger Sonu Nigam, whose recent sixminute video “The Roadside Ustaad” has gone viral, says that he sang almost 25 songs, for about an hour each, at various locations in Mumbai for it. In the video, Sonu, dressed as an old man and in shoddy clothes, sings with a harmonium, on the streets of Mumbai. About people’s reactions, Sonu said in a media interaction: “They didn’t recognize my voice. They liked my voice, that was the good part that I could actually, out of nowhere, attract
them through my voice. I was dreading the fact that these people shouldn’t recognize me; that would be an embarrassment for me. There was no one around me, no bodyguards, no team, no managers. “What you guys saw, was a very short clip. At every spot, I sang for one hour each. One hour behind Chandan (theatre in Mumbai), then one hour in front of Chandan, one hour at Four Bungalows (area in Mumbai). So, it wasn’t easy, sitting in the sun, in the dust, and I sang a varied range of songs; you just heard two. I might
have sung at least 25 songs. I worked that hard, that’s why so many people joined in.” The video has gone viral on social media, collecting 3.3 million views already on Youtube in less than a week’s time. Along with sending a message across of finding happiness with the present, the video is also a marketing feature for Sonu’s upcoming single, ‘Crazy Dil’, which will be launched on Tuesday. “We had no idea that people would like it so much and make it so huge. From where all I’ve received calls, they gave me good vibrations,
they told me that they were crying, they couldn’t believe that I did this,” Sonu said. Rio winners to be considered for Khel Ratna, Arjuna new DelhI, May 24 (PtI): In a bid to ensure that Olympic medallists get immediate recognition, the Sports Ministry today said medal winners from the upcoming Rio Games will be considered for this year's Khel Ratna and Arjuna Awards. The ministry said the decision has been taken so that athletes need not wait for one full year after their medal-winning performances at the Olympic Games. The medal winners in individual events who have already not been conferred with Rajiv Gandhi Khel Ratna in the past will be considered for the highest sporting honour. "Medal winners in team events, who have played stellar roles in the medal won by the team for the country in Rio Olympics 2016 such as number of goals scored, number of goals saved etc., and who have already not been conferred with Arjuna Award in the past will be considered for Arjuna Awards," the Ministry said. As per the existing provisions of the schemes of Rajiv Gandhi Khel Ratna and Arjuna Awards, sports achievements of the sportspersons for the last four years preceding the year of award, i.e., sports achievements during the period 2011 to 2015 are to be considered.

ParIs, May 24 (aFP): About 23,000 police will be deployed for the Tour de France, Interior Minister Bernard Cazeneuve said Tuesday, as the world's premier cycling race takes place under the post-attacks state of emergency. For the first time, members of the elite GIGN paramilitary police will be stationed along the route, "ready to intervene at any moment if needed," Cazeneuve said after meeting with the organisers near Paris. The race takes place from July 2 to 24, and this year covers a route of 3,519 kilometres (2,247 miles). "Everyone understands that this year the Tour de France is taking place in a particular context," said Cazeneuve, stressing that the "terrorist threat" remains "very high". France introduced a state of emergency following the November jihadist attacks in Paris that killed 130 people, giving police greater powers of arrest and detention. Last week, parliament confirmed a two-month extension of the state of emergency to cover next month's Euro 2016 football tournament as well as the Tour de France. The race, which has been running nearly continuously since 1903, draws up to 12 million spectators along the route. "It doesn't just belong to the French. It is... distributed in 190 countries, covered by 2,000 journalists and watched by 3.5 billion TV viewers," Cazeneuve said.

The Premier League clubs were fined 40,000 euros ($44,604) each for the chants by their fans, with half the sum suspended for a probationary period of two years, European soccer's governing body said on its website (www.uefa.org) on Tuesday. Liverpool were fined an additional 17,000 euros for other incidents, including supporters setting off fireworks and throwing objects. Ronaldo declares himself fit for Champions League final
MaDrID, May 24 (reuters): Cristiano Ronaldo has reassured Real Madrid fans he will be fit to play in Saturday's Champions League final against Atletico Madrid in Milan after limping out of Tuesday's training session. Ronaldo failed to complete training for the third session in a row, leaving the pitch with a thigh problem following a clash with Real goalkeeper Kiko Casilla. "It was a minor scare, a knock, but in a few days' time I will be well," the Portuguese forward told reporters. The 31-year-old missed the first leg of Real's semi-final against Manchester City with a thigh injury but thinks he is in better physical condition than he was before the final two years today. "I believe I'm in better shape," he said. "I've had a slight problem but it's normal as I have been the most used player in the team."
