A wealthy real estate developer and former reality TV host, Trump rode a wave of anger toward Washington insiders to win the White House race against Clinton, the Democratic candidate whose gold-plated establishment resume included stints as a first lady, U.S. senator and secretary of state. Democratic President Barack Obama, who campaigned hard against Trump, telephoned the Republican “to congratulate him on his victory” and invited him to the White House for a meeting on Thursday, the White House said in a statement on Wednesday. Obama will make a statement later on Wednesday about the election, the White House said. “Ensuring a smooth transition of power is one of the top priorities the President identified at the beginning of the year and a meeting with the President-elect is the next step,” the White House said. Worried that a Trump victory could cause economic and global uncertainty, investors were in full flight from risky assets. The U.S. dollar, Mexican

Doulo said, reiterating that change in the way we think is the most important because we must believe that we can achieve it. Busting the myth that only industries, factories, government jobs, service industry, and jobs outside the State can bring about economic development, he stated that we need to look at the available resources in our State and use it to our best advantage. Citing examples, he listed Millets, Jobtears, Kholar, Pig rearing, Mithun rearing as good areas where we can create wealth and opportunities. “All we need is an entrepreneurial spirit,” he said. Doulo also emphasized on the importance of promoting entrepreneurship among the Nagas. And to do this, he said, “I dream of a self-sufficient Naga state by 2030. And fifty per cent success by 2025 can be achieved if 10,000 Naga youth take up entre-
preneurship and if 50,000 farmers graduate from subsistence farming to micro commercial farming, then it will not be a dream but a practical reality.” However, he cautioned, entrepreneurship is not a ‘bed of roses’ but requires one to sweat it out. “I give a time period of ten years to anyone starting out in business. In entrepreneurship, ten years is instant success,” he said. He also felt that capital should be a deterrent to someone wanting to do business, but one should start business because he has no capital and wants to make money. “Give me ten thousand Naga entrepreneurs and our idea of self sufficiency will turn into a reality,” the social entrepreneur boldly stated. During the question and answer session with the attendees, Doulo also commented that problems faced by entrepreneurs in
the region will continue to exist like issues of tax, competition, market, and many more. But, “An entrepreneur will always try to find answers where there is no answer.” He also called upon everyone to stop with the stereotypes that Nagas are not good in business. Doulo concluded, “The public has always been our social auditors and we hope that they continue to do so. We might not be able to do all that we envision, but as long as the people are supportive and willing to work towards progress and development, the vision we have in mind will surely accelerate and reach us all.” A sustainable paradigm In his concluding remarks, Dr. Aküm Longchari, Editor of The Morung Express, presented a brief outline on the speaker’s lecture. Hailing Neichute as an innovative social thinker, he re-
marked, “I am proud of his ability to think outside the box and his imagination to find local solutions to things that are important and relevant.” Further terming the lecture as a ‘lesson’, he said, “Listening to Neichute, I am reminded once more that the heart of the question of self-sufficiency is a state of mind, that we have to move away from a culture of dependency. Today, we are called towards a definition of entrepreneurship which is rooted in our Naga values and vision and he has successfully presented a paradigm that really speaks to the Naga heart.” He also pointed out that not many entrepreneurs have the same kind of entrepreneurial spirit that Neichute possesses, because he opined that traditionally the foundation of Entrepreneurship was formed in Truth, Morality and Technique. However, in today’s context, there seems to be a generation of entrepreneurs who emphasize and focus mostly on technique only, he felt. Perhaps, that is why we continue with the culture of dependency. He suggested for a converging of the three forces to create a sustainable paradigm. “We also have to continue imagining. But the real question is do we have the courage to imagine? Do we together have the collective will to imagine the vision of Neichute Duolo to turn our State into a self-sufficient state by 2030,” he posed.

Wokha, November 9 (DIPr): Governor of Nagaland, PB Acharya visited the Doyang Hydro Electric Plant (DHEP) under Wokha district and had interaction with the officials of the power plant on November 8. While interacting with the officials, General Manager (C)/Head of Plant DS Rai stated that Doyang Hydro Electric Plant (DHEP) has generated 222 million units of electricity till date against the target generation of 227 million units for the year 2016-17. The plant will be generating its target/design energy by the end of November, 2016 i.e. 4 months ahead of time. DS Rai said that the plant is facing difficulties in its day to day activities due to bad road and internet connectivity which he appealed to the Governor to look into the matter. PB Acharya congratulated the officials of the power plant for their good performance and assured that he would do his best to address the problem of bad road and internet connectivity as it would not only improve their activities but it will also attract the tourist from all over the world. The Governor of Nagaland PB Acharya held a press conference with the media personnel on November 9 at Raj Bhavan where he briefed on certain concerns and issues in the State. The Governor informed that Rajnath Singh will be coming to Nagaland during the Hornbill festival as well as Assam Chief Minister Sonowal. Eight Universities from the country has been identified which will also be visiting the Hornbill Festival, he disclosed. A state wide free medical camps motivated by INFC will be held from November 17, informed Acharya, where 53 Doctors, 36 lab experts, 7 other officials will be visiting six districts that is Kohima, Peren, Mon, Wokha, Mokokchung, and Dimapur. Further, four experienced Doctors with 10 lab technicians will be conducting Cancer detecting camp at Dimapur under Cancer Patient Aid Association (CPAA) which will comprise of spreading awareness, initiating steps for the early detection of cancer, and provide complete assistance to cancer patients. On his recent visit to Mon and Wokha, the Governor expressed dismay over the poor living conditions
and deplorable roads in the two districts. The Governor who travelled by road on his trip in order to experience how the common man lives and travels, asserted that the roads at Longwa are ‘pathetic and unimaginable’ and that ‘Nagaland is rich but Nagas are poor’. On the International Trade Centre, the Governor was disappointed to witness the condition of the International Trade Centre. “Everything is fraud. One beautiful building has been turned into a cowshed. The walls are gone. Nothing is there,” lamented Acharya. Stressing on Longwa village adopted by the Lok Sabha MP Neiphiu Rio under Sansad Adarsh Gram Yojana (SAJY), Acharya appealed for other MP and MLAs to join in adoption of villages. “Our MPs and MLAs should go to the villages and participate in developmental activities. Villages must be developed with the help of elected representatives,” said Acharya. Viewing that Nagaland can become one of the most important tourist centres, Acharya mentioned that culture and arts are not the only capital in Nagaland, citing the Amur Falcon Transit Centre at Pangti which can be a major tourist attraction. However, the Governor also informed that there are hardly any toilets, proper road or resthouse for
visitors. Without proper infrastructure, tourists will not come, according to Acharya who also questioned where all the funds for such infrastructure developments have gone? Criticizing strongly on the misuse of funds in Nagaland, Acharya stated that wrongdoers should be punished whether they are Ministers, bureaucrats or Governors. The governor also shared major concerns in the State such as the 1379 Hindi teachers who have not received their salaries for eight months, delay in appointing the Vice Chancellor of Nagaland University and the failure of educational institutions in Nagaland to include skill development in the curriculum. According to the Governor, the knowledge taught in the Universities are knowledge that are not employable while for a few individuals knowledge also tend to be ‘self-centered enjoyment’ without any contributions to society. On the delay of appointment of Vice Chancellor for NU, Acharya said, “The Governor has restricted role.” Further lauding the PM’s step against black money and corruption by banning Rs. 500 and Rs. 1000 as “unimaginable revolutionary step taken,” Acharya assured that, “Those who have genuine money need not fear.”

A panel discussion was held on the topic ‘Start Up Nagaland: Challenges and Opportunities’ at the ongoing fest ZOOMMAX of the School of Management Studies under Nagaland University. Under the theme ‘Look Beyond, Renovate Present’, the School of Management Studies will be holding the three day event from November 8 to 10. The panelists for the discussion were Co-founder of Indihut Yanpvuo Kikon, Naro Ki proprietor Watila Longkumer, John Meyase from YouthNet and NEDFI Branch Manager K Jainthailung while the moderator was Entrepreneur Neingulie Nakhro. “Start up is more than opening a website or launching apps, you just need to have solutions to problems,” said Yanpvuo Kikon while discussing the challenges and opportunities of Start Ups in Nagaland citing successful start ups in North East region specifically in the tourism sector. “Entrepreneurship is a new concept here in our State. For economy to come up it is a big responsibility of the entrepreneurs to generate income and for business to come up,” said Jainthailung who highlighted the activities and schemes of NEDFI which is an autonomous financial institution under the ministry of DoNER. In Nagaland, Tourism has great potentials, mentioned John Meyase from YouthNet who encouraged the students to find innovative ideas, and start small business plans in the area of tourism. For any Start up, networking is very important which was highlighted by Kikon who encouraged the students to muster confidence and further humored, “You should be a bit shameless and be oversmart but with some boundaries.” Start Ups, very loosely translated is nothing but business, said Nakhro, and in today’s world, things are so different and Start up is the future but it has a lot of challenges. Watila Longkumer shared her story of starting Naro Ki, one of the few florists in Nagaland, where she experienced numerous challenges ranging from financial problems to extortion. “Business is not easy and we Nagas are very im-

There is no harm in dignity of labour.” Meanwhile Nakhro admitted that to be a successful entrepreneur one has to know how to do everything. “You’ve got to break yourself down to such an extent that you are able to do everything before you start what you need to do,” said Nakhro.

Centre extends AFSPA to check Naga factions in three districts of Arunachal
New Delhi, November 9 (the hiNDu): The Centre has decided to extend the Armed Forces Special Powers Act (AFSPA) in three districts of Arunachal Pradesh. One of the primary reasons cited by the Centre is “extortion and intimidation” by the cadres of National Socialist Council of Nagaland (Isak-Muivah), who are “contriving to dominate areas hitherto occupied by NSCN (Khaplang).” The notification has been issued even after the NDA government signed a ‘framework agreement’ with NSCN-IM in September 2015 to find a final solution to the six-decade-old Naga issue. The Home Ministry’s latest notification, issued on November 4, has, for the first time, said the AFSPA was being extended in the districts of Tirap, Changlang and Longding, all bordering Assam, as the NSCN-IM was desperate to regain control from the NSCN-K. The latter was banned last year after its alleged involvement in an ambush on an Army convoy in Manipur’s Chandel district, resulting in the death of 17 personnel. Its leader S.S. Khaplang is said to be in Myanmar. The previous notification, issued on May 4, did not mention that NSCN-IM was regaining areas from NSCN-K. The Home Ministry revises its notification ev-
ery six months. The notification further said, “security scenario [in three districts of Arunachal Pradesh] remains vitiated by the spillover of the Naga insurgency.” After decades of violence, the NSCN-IM had entered into a ceasefire agreement with India in 1997. The largest group representing the Nagas has demanded a “Greater Nagalim” or a contiguous land for the Nagas, across the States of Nagaland, Arunachal Pradesh, Manipur and Mizoram. When asked about the notification, a senior government official said, “The ceasefire signed with NSCN-IM is only for Nagaland; it does not include Arunachal Pradesh and Manipur. This notification has been issued after much consultation between the security agencies.” Disturbed area The order said the three districts were being declared as “disturbed area” under Section 3 of the AFSPA as “Naga underground factions including NSCN-IM and NSCN-K continue to indulge in extortion, area domination, recruitment of locals and inter-factional rivalry.” NSCN-K had unilaterally abrogated the ceasefire in March 2015 but NSCN-IM continues to be in a ceasefire pact with the Government of India.

ShilloNG, November 9 (Pti): Meghalaya Chief Minister Mukul Sangma today termed Prime Minister Narendra Modi's surgical strike on black money by demonetisation of Rs 500 and Rs 1000 currency notes, as an "insensitive" move. "What we do and how we do things are very important. It may be for the larger good, but the way they are doing things shows their bankruptcy of ideas in implementing this decision," Mukul said in response to the move of the NDA Government's decision to scrap Rs 500 and Rs 1,000 notes last night. "This is insensitive," he rued. "In this country of 125 billion people,
how many are glued to the television set, social media or the internet? How will they know their Rs 500 and Rs 1,000 notes are invalid? What will happen to students who are travelling? Not everyone uses plastic money," he said. According to the Congress Chief Minister, the Centre could have implemented this decision without harassing people. Meanwhile, there were chaos and people were seen lining up at the ATM booths in the state capital close to midnight last night in an attempt to deposit big notes. A lot of vehicles were seen lining up at petrol pumps as people made last attempts to use the left over Rs 500 and Rs 100 denominations.

aGartala, November 9 (Pti): Tearing into Prime Minister Narendra Modi's decision to demonetise Rs 500 and Rs 1,000 currency notes, Tripura Chief Minister Manik Sarkar today said it was a "gimmick" to divert people's attention from real problems. "The Prime Minister has announced that abolition of the notes of Rs 500 and Rs 1,000 would check corruption, control black money, fake notes and transactions of money by the terrorists. This is nothing but a gimmick or stunt to divert the attention of people of the country from real problems," the Marxist leader told reporters here. Those who deal in black money do not keep the notes in their own houses, so demonetisation of the notes would not yield any result. "Terrorists transact money through banks so banning of the notes will not help in controlling them. This measure will also not help solving the menace of counterfeit currency, because after a few days the new
notes would be faked," he said. He alleged that at least Rs 11,000 crore was taken as loans from different banks by some capitalists and industrialists but they did not return the money and the government led by Modi was trying to save the borrowers. "Is it not corruption? Why did the government not take appropriate actions against them (borrowers) and why did the government not publish their names?" he said. The BJP-led NDA government at Centre in its poll pledge assured that black money deposited in foreign banks would be brought back to the country within 100 days. "But at least 900 days have passed and the government did not even announce the names of those corrupt people who deposited their money in foreign banks," he said. "The country is facing unemployment problems, suicide of farmers and inflation and failing to solve these problems, he (Modi) is trying to divert people's attention to an issue which is far from reality," Sarkar added.
Manipur papers keep editorials blank to protest action on NDTV imPhal, November 9 (uNi): The media fraternity in Manipur today extended their support to the NDTV Hindi channel by keeping the editorials blank. The Editors Guild Manipur (EGM) condemned the ban put by the Union Government on the NDTV (Hindi) and News Time Assam allegedly on the ground of compromising national security. The EGM said it considers this as an attempt by the government to muzzle free press and demand that the gag order be removed. Although markets and other businesses in different parts of the state witnessed low-key activity due to the demonetisation, some praised it as a step towards freeing the country of black money. APSC member nabbed in cash-for-job scam
Guwahati, November 9 (iaNS): The Assam Police have arrested an Assam Public Service Commission member for his alleged involvement in the cash for job scam in the state public service commission, a police official said on Wednesday. Samedur Rahman was arrested from his house in Guwahati on late Tuesday night, Dibrugarh Additional Superintendent of Police S.S. Panesar, who is also the investigating officer in the case, said. The Assam Police last week nabbed APSC Chairman Rakesh Paul for his alleged involvement in the case. He was presented before a local court here on November 5 and was sent into 14-day police custody. "We are not in a position to disclose anything now. We have arrested him and we are going to interrogate him over the scam," Panesar added. A special team of police led by Panesar was probing a case where an engineer of Town and Country planning Department was caught while accepting a bribe of Rs 10 lakh in cash on October 27 this year.
Based on the engineer's confession, the police later nabbed the personnel security officer of APSC member Samedur Rahman. Interrogation of the engineer and Rahman's PSO Mamud Ali Choudhry led to the arrest of Paul and Rahman. Rahman had earlier moved the Gauhati High Court seeking anticipatory bail, which was rejected. There had been series of agitations in Assam for last several years against the irregularities and corruption in the APSC, particularly during the conduct of the Assam Civil Service and other allied service examinations. There were allegations of Rakesh Paul owned assets disproportionate to his known source of income and that he has acquired assets in the name of his wife, his brother, his driver and other relatives. Last year, the Gauhati High Court asked the CBI to investigate the allegations. The high court, however, asked the CBI not to arrest Paul during the preliminary inquiry but interrogate him and submit a report to the court.

India’s shock withdrawal of larger banknotes sparks chaos in cash economy MUMBAI/NEW DELHI, NovEMBEr 9 (rEUtErs): Indians struggled to pay for basics goods like food and fuel on Wednesday and wondered how to get hold of their cash, after India suddenly withdrew 500 and 1,000 rupee notes from circulation in a bid to flush out money hidden from the tax man. The shock measure also sent shudders through the investment community on a day when the markets were also reeling at the prospect of Republican candidate Donald Trump winning the U.S. election. India’s National Stock Exchange share index slumped as much as 6.3 percent in early trade before recovering some of the losses by around noon. The currency move, announced late on Tuesday night by Prime Minister Narendra Modi, aims to bring billions of dollars worth of unaccounted wealth into the mainstream economy and curb corruption.

MUMBAI, NovEMBEr 9 (PtI): The nation’s largest lender SBI today said it is gearing up to make available “adequate number” of Rs 100 notes at all its ATMs and branches within the next two days to help reduce the inconvenience to the public after the government last night scrapped Rs 500 and Rs 1,000 banknotes. SBI Group which includes all its five subsidiaries has 55,000 ATMs and 7,000 cash deposit machines (CDMs). SBI alone has close to 17,000 branches and serves tens of millions of customers. “We have adequate number of Rs 100 notes with us. We are working on the logistics to make then available across all our ATMs and branches and we will make them available in the next two days,” SBI managing director Rajneesh Kumar told PTI today. Besides, SBI has over 3,000 PoS machines, where customers can withdraw up to a certain amount, he added. In a biggest-ever move to curb black money, Prime Minister Narendra Modi last night had announced that Rs 500 and Rs 1,000 banknotes would become illegal tenders from last midnight and massively curbed cash withdrawals through ATMs and from bank counters. The first demonetisation happened under the British rule in 1946 and the first one after the Independence on January 16-17, 1978 when the Morarji government demonetised bank notes of Rs 1,000, 5,000 and 10,000. As per data available with the Reserve Bank of India (RBI), Rs 17,54,000 crore worth of currency is in circulation in India, out of which 45 per cent is accounted for by Rs 500 notes and 39 per cent by Rs 1,000 notes. In other words, Rs 6,32,000 crore worth of currency stands demonetised.

NEW DELHI, NovEMBEr 9 (IANs): Amid confusion over ATMs being able to disburse large amounts of Rs 100 notes when they reopen on Friday, Finance Secretary Ashok Lavasa clarified on Wednesday that new currency notes of Rs 500 and Rs 2,000 value will also be available for people to withdraw. Stating that the actions of the 4 village council authorities could very well be interpreted as having made a pact to capture polling booths during the 2018 elections in favour of a candidate, ACAUT said this is not only against the ‘Clean

Tsütuonuomia Khel Council condoles KOhIMA, NOVEMBER 9 (MExN): The Tsütuonuomia Khel Council has expressed grief at the sudden demise of Dr. Satuo Sekhose. “Today we have lost one of our foremost officers, tall leader, a true gentleman and a man of God,” stated a condolence note from Kelhousinyü Solo, general secretary, Tsütuonuomia Khel Council. “He was a pillar of encouragement for many especially for the Tsütuonuomia people.” Sharing in the bereavement of his family, the council saluted the deceased for all that he has done for the village and for the Tsütuonuomia Khel in particular. PUghOBOtO, NOVEMBER 9 (MExN): The Government High School Pughoboto which remained “neglected over years” has been renovated through community participation initiated by the school managing board headed by ADC, Pughoboto, according to a DIPR report. The school was established in 1945, but the building was constructed in years 1971-72. Minister for Road & Bridges, Y. Vikheho Swu, who is also from the particular assembly constituency, funded for repairs of ceiling, construction of school fencing, benches and desk, the report said. He visited the school accompanied

Can electioneering change by 2018?
T
he American Presidential Election 2016 was a well fought win. The emphasis is not to analyze the factors engaged nor to glorify or sulk at the result. The best player won. Period. The thrill of seeing both the candidates fight neck to neck on issues and lives laid bare is a matter to be envied. Each tore the other to shreds and bits, as brutally, and as diplomatically, as can be. No clan, no khel, no tribe surged its head. Booth capturing, bashing up one another and presence of multiple rowdy mini-bosses were absent. In all probability, nobody got rich from the US Presidential election the wrong way. Their kind of electing the preferred candidate is a matter that seems strange in our Naga-land thus far. On gender card, Hillary Clinton said, “Deal me in” but didn’t veer towards the sobbing, begging, self pitying part. Donald Trump and his machine gun mouth hurt many a woman but he did not spell out that the place of women lies specifically within the four walls of the kitchen. Michelle Obama glorified the fact that her fore parents were slaves but that didn’t really matter as everything is weighed on one’s past performance. How is it going to be for Nagas come 2018? What really lies ahead of us if at all we are to be framed within the framework? Will a semblance of American democracy seep into our election of leaders or will might still rule minus the Rs. 500/- & Rs. 1000/notes? There are many sleeping giants who can surely excel in public and private life but they only wake momentarily to sleep again. Many young minds write ferociously in Social Media for change but when it is time to change, the old man goes and votes on behalf of everyone. Can our law keepers at least ensure that our vote is ours, and ours alone? May we be proud of ourselves after every election individually, if not collectively? The Clean Election Campaign needs to be harped on from every church pulpit with, perhaps, members voluntarily pledging from a register kept right outside the worship door. It is not irrelevant when the Nagaland Baptist Church Council can float a “True Love Waits” Pledge; an anti-corruption campaign in a Christian majority State is very relevant. It will be the chicken soup for the soul. Coming back to the American Democrats chant “Always going high when they go low” must also be our mantra to combat low life practices. So also, borrowing from Trump’s ‘Make America Great Again’, let us salvage our Naga name and values before we lick the ground, as our heads are bent below our knees. Innovative clubs, associations and organizations mustn’t bargain innovatively to make money as it spoils our future developments. How amusing and pleasant it will be if some unscrupulous candidates come to buy votes and find no sellers? Let us rise up to the occasion quietly in our hearts and surprise those who come to stain our system. Let us find ways to blend together so that equality, truth and justice prevail in our land. Our jealous hearts that envy others’ openness in everything will be a fulfilled reality in our own Naga land then. The widening online gap
A
lmost a third fewer women than men in the world's poorest countries are connected to the internet and the gap is set to widen, limiting access to life-changing opportunities, an anti-poverty group said on Tuesday (November 8). A study by the ONE organisation, co-founded by Irish rock star Bono to tackle extreme poverty, found 18 percent of men in the 48 least developed nations are online versus 12.5 percent of women, with a gender gap of 22.3 million or about 30 percent. The analysis, released at Europe's biggest tech event, the Web Summit, forecast the digital gender divide would widen further by 2020 to about 32 percent when factoring in population growth and current internet trends, to a gap of 53.5 million. The report said a global target set by U.N. member states last year to have universal affordable internet access in the least developed countries by 2020 was off track. Anti-poverty campaigners and tech leaders such as Facebook's CEO Mark Zuckerberg have actively promoted the internet to help lift people out of poverty by connecting them to education and business opportunities as well as health services and banking. David McNair, policy director at ONE, said the new analysis showed that almost 350 million women and girls would remain unconnected by 2020 compared to about 290 million men due to a range of access, cultural and literacy factors. "But the fact is that when you empower women and girls to more education and job opportunities then this also benefits their families, communities and countries," McNair told the Thomson Reuters Foundation in an interview in Lisbon.
WOMEN INVEST IN FAMILIES Studies repeatedly show that women plough 90 percent of their income back into their families compared to men, who invest about 35 percent in their families. While internet connectivity is assumed as a given in many parts of the world, figures show that 53 percent of the world population - or 3.9 billion people - remains unconnected, according to the International Telecommunication Union (ITU). The ITU, a U.N. agency for information and communication technologies, estimates almost 75 percent of people in Africa do not use the internet compared to 21 percent of Europeans, and usage rates are higher for men than women globally. A survey of 40 countries by the U.S.-based Pew Research Center earlier this year found Nigeria, Kenya and Ghana were the countries with the largest divide between the numbers of men and women likely to use the internet. McNair said ONE was encouraging tech leaders among the up to 50,000 attendees at the Web Summit to recognise the importance of internet accessibility and affordability to the world's poorest people and find solutions to address this. He said governments needed to invest more in technology infrastructure and change laws to open up internet and mobile markets. The private sector also had a role to play in finding innovative ways to deliver the internet to communities, he said. "We want tech leaders to use their brilliant minds to find solutions to help those living in poverty and not just people in London and San Francisco," said McNair. "We need to stop the next generation of women missing the opportunities for empowerment, education and inclusion offered by the internet."

Manipur a Burning House: ‘Irom Sharmila Can Save It’

F
or the widows and the mothers, this was the sixteenth time that they were gathering at the stone enclosure by the side of the highway. The ring of hills in the distance was pale blue and the fields were yellow. As every year, the Vaishnava priests said memorial prayers for the ten lost ones, who had been shot dead here by men of the Assam Rifles on November 2, 2000. That same year, a young woman named Irom Sharmila had been moved by the Malom massacre to begin a hunger-strike – one that lasted nearly sixteen years, and only ended this summer. She had matched each year of their grief with her own heroic protest, and now – freed from arrest and feeding tubes – she could join the families at the Malom memorial stone for the first time. Later that afternoon, in a community hall up the highway, Sharmila spoke to the gathering about her new effort for justice: not through protest but political leadership and a new party, the People’s Resurgence and Justice Alliance (PRJA). With her were the convenor and another co-convenor of PRJA – 33-year-old Erendro Leichombam and Najma Phundreimayum, who will be the first Muslim woman candidate in Manipur’s electoral history. “Sharmila ended her speech and said, I have a donation box and I want everybody to contribute in support of our party,” Erendro recalled to The Wire. “And then people just –,” he blew out his cheeks, “just clamouring to put money in. The whole donation box was filled up in no time.” For Erendro – an education entrepreneur only recently returned to Imphal after time at Tokyo, the Kennedy School at Harvard University and the World Bank – it was a test of a crucial element in PRJA’s radical strategy. “Usually in elections in Manipur, what happens is, each candidate will get five crores of black money, to distribute to voters in every constituency.” The first time PRJA announced that they would reverse this system – seeking funds from supporters, rather than paying off voters – he said the audience at the Imphal Press Club just laughed. “But today, the second of November, was the first day we officially kicked off this campaign,” he said. “And it was proof that normal people want something clean. Even if they have to pay ten rupees, or 500 rupees, out of their pocket for it.” PRJA, with its agenda for a renewed political and justice system in Manipur, has so far recruited ten candidates (the state assembly has 60 seats) and will soon announce more. They mean to outflank a three-term incumbent Congress, led by Okram Ibobi, as well as a confident BJP. In his first interview as a party convenor, Erendro told the Wire about seeking ways to offer an inclusive platform to a state carved up by ethnic rivalries, and brutally twisted between armed rebellion and state reprisals. Can you describe PRJA’s core concerns for us, in five words? Unemployment. Corruption. AFSPA. Divisive politics. Why is corruption a central issue in a state still failing to protect basic human rights? See, yesterday night, my neighbour – her house caught fire. I ran out, the whole place was in commotion, everybody was trying to save the house. You wouldn’t believe it. We called for the fire brigade and police stations just did not pick up their phones. Finally the fire brigade shows up, but guess what? They did not have a drop of water inside the tanker. These guys take the hoses, but all that’s coming out is hot air – so it blows up the fire even more. So everybody’s like, ‘Shut that thing, get another tanker! One with water.’ By that time, some of us were running to the leikai (community) pond, fetching water literally with buckets. By the time the second tanker arrived, the house was just burning up, turning to ashes. The funny thing is, even when the second tanker comes, they don’t know how to spray the fire – these guys aren’t trained, they’re incompetent, they’re careless. Why? Because it starts with the recruitment process. You know how many government agencies in Manipur are hiring right now? Just before the election? Every department. It’s an open secret: tens of thousands of youth will apply, and they will be asked to pay up to be hired. That cash will be used to lubricate the election process. This was just yesterday. The system is so broken. It’s so broken, and fixing this cycle of corruption is the second thing we want to do as the party. So Manipur is like a burning house that the current political system can’t put out? Exactly, Manipur is a burning house, and people think they can’t do anything to stop it. I was so angry. I restrained myself – but the youth in my locality couldn’t be restrained, and they were like, ‘Let’s burn this damn fire engine.’ Some of them ended up breaking the headlights. It was truly scary. I’ve never seen them so angry. And they should be enraged – but the solution is not to be violent. It’s to take this election very seriously. That is our best weapon. What else contributes to the anger and disillusionment in the state? The second thing is unemployment. When you have youth unable to contribute to their society, you can’t move forward. We have seven lakhs unemployed youth [out of a population of 27 lakh]. PRJA isn’t just a party for better governance, however – it’s also coming together around Irom

Sharmila, who is a world-wide icon of the struggle for human rights. What’s your approach to the Armed Forces Special Powers Act? AFSPA is a law, yes, and it has been exploited by security forces, yes, but how I see it is, AFSPA psychologically makes Manipur even more oppressive. A society of fear. A society of mistrust. And when people are scared, they close their windows, they close their doors. They start receding to more narrow identities because that’s how they feel safer. We need to repeal AFSPA. It has been there since 1958, and it’s not even about armed conflict. India is using Manipur as a buffer zone, and all these troops here are because if China attacks, we will be the first to face the bullets. But the Indian government needs to come up with a better policy to protect its border without dehumanising the people who live here. How do you practically propose to do that? Our take is that AFSPA was instituted by an act of parliament, and it needs to be repealed by an act of Parliament. This thing is going to be done in Delhi. Can’t it be lifted by an act of the state legislature? It can be, but then the third clause of AFSPA empowers the governor – who’s basically an agent of the union government – to simply say, this area is disturbed, let’s put it back. Nagaland actually took the resolution to withdraw AFSPA – but then the central government clamped it. In 1992, though, I remember Manipuris – Kukis, Meiteis, Tangkhuls, Pangans, Muslims – everyone came together to fight for an amendment in the parliament. You know what that is? To include the Manipuri language [in the Eight Schedule] as an official language of India. It was pushed by every ethnic group in Manipur. I remember that as the most beautiful time – everyone came together for something. AFSPA is evil, and everybody should come together to fight that evil. I’m finally coming to the question which will be the first question for most voters – what will Irom Sharmila’s leadership bring to a political alternative like PRJA? I have never met someone like Irom Sharmila in my life. She is a person who is incorruptible. You can’t buy her with money, you can’t buy her with deaththreats – she is unafraid of dying. She is the only person who can say to Manipur, I can introduce a new system that is incorruptible. That symbolism that she brings is the greatest strength we have in PRJA. The other thing is that Sharmila is completely colour-blind. And AFSPA has affected people irrespective of colour. So everyone shows their solidarity with her, they love her and she has that unifying aura. Some people say, ‘She’s a world iconic figure. For her to come down to the level of politics, that is beneath her.’ And she is aware of that. Also in Manipur, especially the Meiteis have always had this idea of honour: that if you go into battle, you should either win the battle or die in the battle. So some people are saying she should die – she should become a martyr. What she did instead is truly amazing. She went on hunger-strike for 16 years, then realised it’s not working: the Indian government is too unkind and unmoving. So she said, let me change strategy now. I think that takes more courage – that really shows her commitment to the cause. Her fight continues. Sharmila may help you build an inclusive support-base, but as the last year’s deadlock over the Inner Line Permit (ILP) bills showed, ethnic interests between the Meiteis and the tribes are usually treated as a zero-sum game. Is PRJA a party that can, for instance, reach out to tribal constituencies? When Irom Sharmila goes to Ukhrul, everyone showers love and solidarity, and when Ibobi goes to Ukhrul, the whole place goes up in flames. Which is actually a fact. When I heard about CM Ibobi’s visit to Ukhrul [home to the Tangkhul Nagas], and the ambush there, my response was that CM Ibobi is a very shrewd politician. What happened in the last election? He stopped Mr Muivah, the leader of the NSCN(IM) from entering Ukhrul. For him to do that and then work up the sentiments of the Meiteis, that was very divisive. If I was the chief minister, I would have allowed Muivah to
come. You don’t solve anything by silencing your opponent – you listen to your opponent. This time around, he went to Ukhrul despite intelligence warnings – then came back and sent proxies to perpetuate this narrative that the Tankhuls hate the Meiteis. Every election cycle Ibobi plays with the sentiments of the Meiteis, of the Tanghkuls and other tribals. Now everyone is saying the whole thing was stage-managed by Ibobi. People are wising up. They see the shenanigans. We have to be an inclusive party. We already have members in the hills and we have some potential candidates as well. These divisive politics are something PRJA will try to put in the past? We need to change the divisive discourse we have in Manipur. The hills of Manipur are protected in certain ways, but there is a very discontented group in the Valley, and often the question they raise is, ‘We can’t go into the hills, but you guys [tribals] can come here. You guys have reservations, we don’t.’ That’s why in the Valley there’s a movement for ILP, a movement for ST [Scheduled Tribe status] and so on. I support the ILP demand in spirit. But we should be thinking about a piece of legislation so that we protect the Valley, just like the hills are protected, which both the hills and the Valley can support. Like you said, politics has become a zero-sum game – we can make it a win-win situation. PRJA will need to abide by the vision of the Indian constitution – how will you deal with the demands for self-determination? I’ll tell you this, PRJA believes in complete economic sovereignty. Right now there’s this narrative that Manipur will starve without New Delhi’s mercy – that we can’t survive without New Delhi. PRJA intends to destroy this narrative. The underground groups might not be satisfied with that much. Do you feel you face any danger from insurgents? There’s always the extortionist industry – the armed mafia, I’ll call them. They’re not even insurgents. They’re divorced from any reality or true ideology. I’m not afraid of them – they’re cowards. All they know how to do is extract money from honest people. The true revolutionaries, who are unhappy with the history of Manipur, who are discontent – I don’t think they will physically harm us. The reason is that we, as a political party, we recognise that Manipur has had a political issue since the merger with India. We are the only political party to recognise that. The Aam Aadmi Party contested the 2014 general election from Manipur as well. Is there something to learn from their campaign? I’m not really aware of their operations in Manipur, but what I’ve seen in Delhi was really amazing – I admire the way they ran their campaign. Where their governance and politics is concerned, I’m not as impressed. But they introduced a completely different campaign model. We are open to being in alliance with other regional parties, and I will not rule out the AAP – there are good people with good intentions in the Aam Aadmi Party here in Manipur. What about the BJP’s challenge in this election. Is it viable? Is it desirable? Neither. Neither. Because Manipur is very different from Maharashtra or UP. Even the Hindus here have lived with other ethnic groups for centuries – this whole thing about Hindu Rashtra is not going to fly. In Assam, Hemant Sarma betrayed Tarun Gogoi – that’s a strong word, but I’m using it – and chipped away a large camp and converted them to BJP candidates. So today, it’s old wine in a new bottle there. In Manipur people recognise this, and they’re saying, all these leaders are like frogs jumping from one camp to another. People are not going to be fooled by that. Anyway, the BJP’s history in Manipur for the last 32 years has been extremely poor. In 2012, they barely had 2% voteshare. Now they’re saying they’re going to jump to 40% – it’s a pipe dream. It’s not going to happen. And we’re going to help them achieve their defeat.

Woman: Not Duterte vs. Washington’s Cold War System Wonder the Hero the UN Needs Walden Bello

ust into his fourth month as head of state, President Rodrigo Duterte of the Philippines has managed to become one of the most controversial actors on the global stage, rivaling if not eclipsing Donald Trump. Not least there’s his war on drugs at home, which has already seen the extrajudicial executions of what some current estimates put at over 4,000 users and peddlers — and won him the title of “serial killer” on French television. But Duterte is also shaking up the geopolitics of his entire region. The former Davao City mayor, who not long ago called U.S. president Barack Obama a “son of a bitch,” recently declared a “separation” from the United States and “alignment” with China and Russia during a state visit to Beijing. This brash departure from 70 years of alignment between the U.S. and the Philippines alarmed and befuddled other U.S.-allied governments in East Asia. Foremost among these is the government of Prime Minister Shinzo Abe in Japan, which has been tightening its ties with Washington and considers the Philippines a vital element in the U.S.Japan strategy of encircling China and limiting its capability to project maritime power. A recent visit to Tokyo by Duterte did little to reassure the Japanese. Coming out of a meeting with Duterte, a top foreign policy official of the Japanese government told me that he found Duterte “unnecessarily provocative” towards the United States.

ness. This political and psychological affinity towards Beijing is something that must not be underestimated. Second, being a lawyer, Duterte knows that despite its military treaties with the Philippines, Washington’s position is that the U.S. is not legally obligated to support and protect the Philippines’ territorial claims in the South China Sea, or West Philippine Sea, where Beijing and Manila have been at loggerheads for years. Despite claiming the Philippines as a “collective defense” partner, the U.S. has been explicit that it “does not intervene” in sovereignty issues. Duterte understands that all the U.S.-Philippine Enhanced Defense Cooperation Agreement of 2014 did was to put the Philippines on the U.S. side of a superpower struggle with China, with all the costs and few of the benefits that go with being a junior partner of such an alliance. Despite his penchant for “ideological” statements (when he is not uttering curses), Duterte is a foreign policy realist who knows that Washington’s strategic goal is to contain China, scorns U.S. rhetoric about being a benevolent hegemon, and is impatient with claims that there is a coincidence of interests between Washington and Manila. His pragmatic streak is also evident in his ambiguous statements on the future of the defense treaties with the United States. Although he might be bent on pushing for a more independent policy for the Philippines and distancing Manila from Washington, he is not likely to immediately scrap the existing military treaties with the United States. He may, however, put them in cold storage.
Breaking Down Duterte What exactly is Duterte up to, and why are the Philippines’ neighbors so alarmed? If I were to break down the complex political animal that is the president, I would probably highlight the following elements: First, one must not underestimate his personal history and psychology. Duterte is likely to have retained the anti-American sentiments that were prevalent during his student days in Manila in the 1960s. He is also a very thin-skinned person, so he took U.S. criticism of the extrajudicial killings that have been the trademark of his war on drugs personally. He sees no distinction between himself and the state, and thus views criticism of himself as an assault on national sovereignty. L’etat, c’est moi may well be the most fitting description of the way Duterte views his relationship to the Philippine state. Duterte may therefore be attracted to China because its authoritarian system appeals to his own strongman personality. Beijing’s willingness to rebuff U.S. criticism of China’s human rights Duterte vs. the System record likely appeals to the Philippine In any event, whatever his motileader, who similarly views his domes- vations for distancing himself from tic policy as none of Washington’s busi- Washington and declaring his align-
ment with China, Duterte’s behavior constitutes a profound challenge to the post-World War II system of regional security in the Asia-Pacific. That system has had three basic assumptions. First, the countries of East Asia cannot be relied to on to create a system of regional peace and security by themselves. Second, only U.S. military power and a system of U.S.-dominated bilateral alliances with Japan, South Korea, the Philippines, and Australia can maintain regional peace and security — not a multilateral system like NATO in Europe or a collective security agreement incorporating rival countries. Third, the interests or Washington and the interests of the Asia-Pacific countries coincide, making the U.S. not a coercive but a benevolent hegemon. Whether he realizes it or not, in other words, Duterte is putting a spanner not only in U.S.-Philippine relations, but on a whole system of regional security. That’s why the elites of Japan, South Korea, the Philippines, and a number of Southeast Asian countries that are wedded to this system are worried about him and the example he poses to other peoples in the region. From their point of view, he is a destabilizing element. From the perspective of many others like myself, on the other hand, Duterte has the potential to unfreeze the glacial structure of security left over from the Cold War and open the way to a new regional system of peace and security that does not rest on an increasingly volatile balance of power strategy promoted by Washington and supported by dependent elites. Washington’s Response and Duterte’s Options But key questions remain: Is this all bluff and bluster? If not, will Duterte’s disengagement from the U.S. continue to be a volatile one-man show, or will it
be pursued systematically? In moving away from Washington, will Duterte be able to forge a strategy that would avoid making the Philippines a dependency of China? And, of course, one cannot discount how Washington would react should it come to the conclusion that Duterte really means business. The U.S. and Philippine military and intelligence establishments have very close ties that go back to the colonial period. The U.S. supported the Philippine dictator Ferdinand Marcos, and it played a key role in deposing him when he became a liability. Washington knows that it stands not only to lose the Philippines, but also to see the whole edifice of its regional hegemony since the end of the Second World War seriously compromised. Diplomatic isolation of Duterte could be the U.S. response, which is why Duterte’s patient cultivation of neighbors like the ASEAN countries and even core U.S. allies like South Korea and Japan — if not to win them over to a new paradigm of regional security, at least to neutralize them — is a must for the Philippine leader. But the U.S. response could be more ruthless, perhaps entailing U.S.orchestrated destabilization on the domestic front. This is why, if not an effective consensus, Duterte needs a critical mass behind any realignment away from Washington, especially since proAmerican feelings remain widespread in the population. That critical mass remains to be forged. Many potential supporters fear that Duterte’s unplanned, indeed haphazard, way of going about his project may derail it and provide the U.S. with the opportunity to destabilize his administration. Others are put off by what they see as his indiscriminate embrace of China, seeing this as exchanging one master for another. To win them over, Duterte needs to show a hardnosed approach towards the Chinese, like phasing out the U.S. military presence in the country as a bargaining chip for China’s demilitarizing its presence in the South China Sea. And not least, many supporters of a more nationalist Philippine course are reluctant to lend active support to Duterte since they are repelled by his murderous ways of imposing “law and order” on the domestic front. To gain their backing for his realignment, he may have to do nothing less than stop the killings. Duterte would do well to ponder this seriously, since these are serious nationalists, unlike many of his current political backers. Rodrigo Duterte has indeed kicked up a storm. It remains to be seen whether Typhoon Duterte will gather strength or peter out in the foreseeable future. The outcome will greatly depend on Duterte himself. One thing is certain: If he continues to conduct his diplomacy as a bombastic one-man show, he is bound to fail.

lmost inadvertently, humankind is getting closer everyday to the point of no-return towards what could be called the ‘climate doomsday’. Now, globally averaged concentration of carbon dioxide (CO2) in the atmosphere has surged again to new records in 2016… and will not dip below pre-2015 levels for many generations. The warning comes from the United Nations weather agency–the World Meteorological Organization (WMO) and further confirms the alarm of climate experts and world specialised organisations. On the one hand, the WMO secretary-general, Petteri Taalas said that 2015 ushered in a new era of optimism and climate action with the Paris climate change agreement. “But it will also make history as marking a new era of climate change reality with record high greenhouse gas concentrations.” “Without tackling carbon dioxide emissions, we cannot tackle climate change and keep temperature increases to below 2 degrees Celcius above the pre-industrial era… It is therefore of the utmost importance that the Paris Agreement does indeed enter into force well ahead of schedule on 4 November and that we fast-track its implementation,” Taalas on 24 October 2016 stressed. The weather agency had warned earlier this year that the Earth is already one degree Celsius hotter than at the start of the 20th century, halfway to the critical two-degree threshold, and that national climate change plans adopted so far may not be enough to avoid a three-degree temperature rise. CO2 levels had previously reached the 400 parts per million barrier for certain months of the year and in certain locations “but never before on a global average basis for the entire year.” According to WMO, the growth spurt in carbon dioxide was fuelled by the El
Niño event, which started in 2015 and had a strong impact well into 2016. “The 400 parts per million threshold is of great symbolic importance,” said the previous WMO secretary-general Michel Jarraud in 2014. “It should serve as yet another wakeup call about the constantly rising levels of greenhouse gases which are driving climate change and acidifying our oceans.” This triggered droughts in tropical regions and reduced the capacity of “sinks” like forests, vegetation and the oceans to absorb CO2. These sinks currently absorb about half of CO2 emissions but there is a risk that they may become saturated, which would increase the fraction of emitted carbon dioxide which stays in the atmosphere, according to the Greenhouse Gas Bulletin.
Carbon Dioxide Remains For Thousands of Years The danger is clear: for thousands of year’s carbon dioxide remains in the atmosphere, trapping heat and causing the earth to warm further. The lifespan of carbon dioxide in the oceans is even longer. It is also the single most important greenhouse gas emitted by human activities. According to the WMO it is responsible for 85 per cent of the warming effect on our climate over the past decade. On the other hand, the United Nations Convention to Combat Desertification (UNCCD) says that the droughts and floods beating down on communities in many parts of the world are linked to the current El Niño, which was expected to affect up 60 million people already by last July. “In some areas, including in North Eastern Brazil, Somali, Ethiopia, Kenya and Namibia, the El Niño effects are coming on the back of years of severe and recurrent droughts. It is impossible for households that rely on the land for food and farm labour to recover, especially when the land is degraded,” says in this regards the UNCCD execu-

When they are not attended to urgently, they can become a push factor for migration, and end with gross human rights abuses and long-term security threats. “We have seen this before – in Darfur following four decades of droughts and desertification and, more recently, in Syria, following the long drought of 2007-2010.” It is “tragic to see a society breaking down when we can reduce the vulnerability of communities through simple and affordable acts such as restoring the degraded lands they live on, and helping countries to set up better systems for drought early warning and to prepare for and manage drought and floods,” according to Barbut.
Agriculture Accounts for One-Fifth of Total Emissions For its part, the Food and Agriculture Organization of the United Nations (FAO) alerted that the rapid change in the world’s climate is translating into more extreme and frequent weather events, heat waves, droughts and sea-level rise. The impacts of climate change on agriculture and the implications for food security are already alarming – they are the subjects of this report, according to FAO director general José Graziano da Silva. A major finding is that there is an urgent need to support smallholders in adapting to climate change. Farmers, pastoralists, fisher-folk and community foresters depend on activities that are intimately and inextricably linked to climate – and these groups are also the most vulnerable to climate change. “They will require far greater access to technologies, markets, information and credit for investment to adjust their production systems and practices to climate change.” Unless action is taken now to make
agriculture more sustainable, productive and resilient, climate change impacts will seriously compromise food production in countries and regions that are already highly food-insecure, Graziano da Silva alerts. “Through its impacts on agriculture, livelihoods and infrastructure, climate change threatens all dimensions of food security. It will expose both urban and rural poor to higher and more volatile food prices.” According to FAO’s director general, it will also affect food availability by reducing the productivity of crops, livestock and fisheries, and hinder access to food by disrupting the livelihoods of millions of rural people who depend on agriculture for their incomes. The FAO report–The State of Food and Agriculture 2016, describes ways of adapting smallholder production to climate change and making the livelihoods of rural populations more resilient.
“Diversify or Die”? Diversification and better integration of food production systems into complex ecological processes create synergies with the natural habitat instead of depleting natural resources, says the report. Agro-ecology and sustainable intensification are examples of approaches that improve yields and build resilience through practices such as green manuring, nitrogen-fixing cover crops and sustainable soil management, and integration with agro-forestry and animal production. “In order to keep the increase in global temperature below the crucial ceiling of 2 °C, emissions will have to be reduced by as much as 70 per cent by 2050. “Keeping climate change within manageable levels can only be achieved with the contribution of the agriculture sectors,” which account for at least one-fifth of total emissions, mainly from the conversion of forests to farmland as well as from livestock and crop production.

or those of us who ever feel conflicted about the United Nations, the past month has been an exercise in managing absurd cognitive dissonance. First, on October 21 2016, the United Nations announced that the 1940s comic book heroine, Wonder Woman would be its new mascot for promoting the empowerment of women and girls. The news naturally sent serious women around the world into a collective swirl, and then a reach for their golden lassoes, to capture the attention of an institution that seems perpetually tone deaf on the issue of basic equality and respect for half the world’s population. It also prompted female staff at the UN to protest in silence, through literally turning their backs on the occasion. Then, on October 25th the UN Security Council held its annual open debate on the groundbreaking ‘Women, peace and security agenda’, now in its 16th year of existence – still full of promise, and yet barely realized. So what’s going on? The story so far: In the age of Trumpism, just weeks after women’s rights activists globally were disappointed to learn that a woman was not selected to head the UN, hard on the heels of a year when the outgoing UN Secretary General appointed men to 96% of the senior jobs in the system, some folks at the UN thought having Wonder Woman as the icon for gender equality for the global organization was a good idea. Not so much. Here are a few reasons why not: First off, the UN is a postwar institution, dedicated to ending the scourge of war and, by extension, violence. It is an institution founded on diplomacy and the principle of negotiating differences, not vilification and use of force. Wonder Woman, on the other hand, was a product of the World War II propaganda of superheroes that fight ‘evil’, using violence in the name of ‘good’. Throughout history and geography, whenever women have mobilized around their shared identity as women, to fight for self-determination or against oppression, they have not used violence. Today, from Afghanistan to the DRC, from Syria to Colombia, despite all the risks and violence they face, the most courageous women are leading non-violent struggles. Many are mediating between armed actors, hiding and saving men and boys at risk of being recruited and killed, feeding and caring for kids, the sick and the injured. They use their brains, hearts and imagination not brute force. This is where resolution 1325 on women, peace and security ‘kicks’ in. In 2000, after a mass global campaign, the UN Security Council acknowledged women’s peace activism and call for the inclusion of women at the tables where power is brokered. The agenda has expanded over the years, and these days world leaders talk about ‘women at the peace table’ as if it is an obvious fact, even though it is still not the norm. The agenda has also become warped. In some countries – the ‘peace’ part has gotten lost in a haze of talk about women as soldiers. Elsewhere, people think it is yet another instrument to promote equality in security institutions and in times of war. But if 1325 is limited to an ‘equality agenda’ we end up with women having equal rights and responsibilities as men in the current status quo. That was never the intent of the original 1325-ers. We did not fight for women’s equal rights to fight, die and kill alongside men. We fought so that neither women

nor men had to live through the horrors of war. We fought so that women peacemakers could have equal space with the militias and politicians at the tables where the future of peace and security in their countries is determined. We fought to end the wars that exist, and to prevent future wars. 9/11 changed the course of history, but the spirit and vision of 1325 shouldn’t get lost in the fog of perpetual war and hyper militarization. So the choice of Wonder Woman kicking, punching and lassoing her opponents is downright offensive and simplistic. Herein lies the irony: just ten days ago, Marvel comics unveiled a new digital comic with Syrian mothers as the story’s heroines. So we are living in an age where institutions dealing in fiction recognize and revere contemporary facts, but institutions dealing in reality are stuck in an imaginary past. Second, if we need a mythical figure, how about Shehrzad of the 1001 Nights? She used her words, wit and imagination to save the lives of women and turn a despotic king into a compassionate wise ruler. She is recognized across many countries and cultures – still relevant across time, and far more representative of an iconic and emancipated woman than Wonder Woman. Or, as one long-time UN staffer suggested, if its fictional figures, why not Pippi Longstocking? She was strong, creative, and definitely no pin-up girl. Third, why choose from fictional figures, when we have so very many real historic super heroes? Take the oft-forgotten Bertha Von Suttner. She was a formidable figure in early 20th century Europe. She was a renowned leader of the pacifist movement, and most importantly – the inspiration for the Nobel Peace Prize. Alfred Nobel, the inventor of dynamite, was influenced by her thinking and actions. It’s time to revive and revere her memory as much as she deserves. Others have already commented on the sartorial faux pas of selecting Wonder Woman. But there is a political and security dimension to this choice. Women are already fighting the backlash of conservative forces that believe their struggle for rights or voice in political spaces is a ‘western agenda’ designed to undermine their power structures. Having a female figure in a low-cut bustier/corset covered in the American flag is just adding ammunition. Don’t get me wrong; I loved the kitsch Lynda Carter TV shows and comic books too. But Wonder Woman is clearly the figment of some 1940s male comic strip illustrator’s imagination. If the purpose is to demonstrate women’s empowerment, how about reflecting the members of the very real Women’s Alliance for Security Leadership (WASL)? They live lives of extraordinary courage, vehemently rejecting weapons and arms and dedicating their lives to promoting rights, peace and pluralism, often in the face of extreme violence. Here are just a few of the members: Fatima Al-Behadili of Iraq, who is deradicalizing young men and sending them back to school or getting them involved in social service. Visaka Dharmadasa of Sri Lanka who lost her son in the war against the Tamil tigers – but mobilized a group of mothers of missing servicemen to walk, unarmed into the jungle and meet the guerrillas face to face and open a back channel for peace talks. Hamsatu Alamin of Nigeria, who reaches into communities affiliated to Boko Haram and helps to reduce the stigma they experience, and get their kids into schools. So to the UN Department of Comics (?): please get back to the drawing board or move over and let real women handle the situation. 'Demonetisation will impact coming assembly polls'
New DelhI, November 9 (IANS): The government's move to demonetise Rs 500 and Rs 1000 currency notes will help curb black money in elections and its impact will be visible in the upcoming assembly polls in five states, say experts, while opposition leaders called it hasty or questioned its effect. Former Chief Election Commissioner S.Y. Quraishi said the move will definitely have a positive impact on the election system but more steps were needed to tackle the problem of black money in polls. "It will definitely have some impact on free flow of money in elections but I don't think it will curb the whole menace. We all know that in Uttar Pradesh and Punjab elections, money plays a big role. There will be some control after the decision," Quraishi told IANS. However, he added that the political parties would find different routes to convert their unaccounted money into accounted money. Jagdeep Chokkar, founder member of Association for Democratic Reforms (ADR), told IANS that the decision will bring about reduction in black money in the country. "This will absolutely impact the elections, particularly those parties which are gearing up for next year's assembly elections in five states. "If political parties have organised their money then it will have no impact on them but those who would not have organised, they may find themselves in trouble. "Candidates who rely on wooing voters by using money will find the going difficult," Ragi said, adding that all political parties will be impacted in some way and those opposing it are doing so for petty politics. Venkaiah Naidu said that the measure will lead to election expenses of candidates coming down and "sincere" politicians would be happy with it, Uttar Pradesh Chief Minister Akhilesh Yadav linked it to the upcoming assembly polls and said it was not a permanent solution. "It is quite possible that decision might have been taken in view of assembly elections. It seems that the decision has been taken in hurry. They could have discussed it in
parliament as the session is likely to begin this month itself," Akhilesh Yadav told reporters in Lucknow. Apart from Uttar Pradesh, assembly polls are expected to be held early next year in Uttarakhand, Punjab, Goa and Manipur. Union Finance Minister Arun Jaitley, however, said the decision had no connection with elections. "After this decision, if elections get cheaper, it will be a great service to nation. If elections get cheaper, it will be a good beginning," Jaitley told reporters here. His predecessor, P. Chidambaram of the Congress, said that his party will fight elections according to rules and regulations. "I don't know... you must ask people who spend large amounts of money in elections. I don't know if people stash cash three months ahead of elections. I don't know. I know that people pull out money at the time of elections and spend it
for elections. I don't know if people put it in gunny bags or suitcases and store it somewhere. I don't know," he said to queries on the impact of the government's decision on political parties. "Congress party, in anyway, did not have too much money even in the last elections," he said. Swaraj India leader Yogendra Yadav told IANS that he supports the decision but it is mainly aimed at checking counterfeit currency notes. "The Prime Minister has tried to make virtue of this necessity. His party has made grand claims about this decision being a historic game changer in the fight against black money and terror. There is not much to justify this propaganda. "This decision would not affect much of the black money that has entered the stock market or real estate or has been parked outside the country via dubious financial instruments," he said.
Rs 14 lakh crore - or $217 billion, 86 per cent of the value of Indian currency currently in circulation - became useless from midnight of November 8, 2016, part of the governments crackdown on black, or unaccounted, money. Rs 500 notes amount to Rs 7.85 lakh crore (approx. $120 billion), while Rs 1,000 add up to to Rs 6.33 lakh crore ($97 billion), according to Reserve Bank of India data. Here are three ways in which this move should affect the black-money economy, which according to an 2016 report by Ambit Capital, a financial research company, forms a fifth of the Indian economy: 1. The sudden announcement will directly affect black money hoarded by Indians, and will possibly present them two alternatives: either deposit the money after identifying themselves to banks, or exchange the money by November 24, 2016. According to basic calculations, with a daily limit of Rs 4,000 a day, a maximum of Rs 60,000 can be exchanged by a person, in 15 days from November 10 to November 24. From November 24 onwards, the exchange process will be eased for convenience, meaning the exchange limit will be increased. However, there is no limit on deposits. 2. As the deadline for Indian individuals to declare undisclosed income -- the Income Declaration Scheme -ended on September 30, 2016, no ‘unaccounted for' money can be declared now. It ceases to be money, instead it will be a ‘worthless piece of paper', as PM Modi termed it in his speech. 3. Instances of cash-for-vote prevalent in Indian elections -- in the form of bundles of cash in deligitimised denom-
inations -- may not work anymore. While bank notes increased 40 per cent from 2011 to 2016, Rs 500 notes increased 76 per cent and Rs 1,000 notes increased 109 per cent, the finance ministry said. New notes of Rs 500 and Rs 2,000 will be introduced for circulation from November 10, 2016. Rs 2,000 notes will be monitored and regulated by RBI. The Rs 2,000 and Rs 500 do not have ‘nano chips' and cannot be tracked, as WhatsApp forwards have been claiming. The government had earlier withdrawn old Rs 500 notes from circulation, in effect, demonetising the currency two years back, IndiaSpend reported in January 2014. Cheaper money now illegal, costlier money stays The Rs 1,000 note was the cheapest note produced in India. It required only 0.32 per cent of its face value to produce but a Rs 100 note requires 1.8 per cent of its face value, a Rs 50 note 3.6 per cent and a Rs 10 note 9.6 per cent to print. There are 15.7 billion notes of Rs 500 and 6.3 billion notes of Rs 1,000 in circulation in India. Thus, 22 billion notes in the country have been junked. The move will also have a positive byproduct: individuals and households with no bank accounts - keeping all income in cash and at homes - will now have to create bank accounts to deposit money, making financial inclusion indirectly inevitable. Some relaxations on the use of Rs 500 and Rs 1,000 notes have been given to account for special situations, for example, pay hospital bills, transport expenditure and petrol pumps till November 11, 2016. The sectors that could probably be hit the worst in the short-term could be bullion and real estate since they handle a lot of transactions in cash.

First Indian American woman elected to US House of Representatives New York, November 9 (IANS): Pramila Jayapal became the first Indian American woman elected to the House of Representatives, winning Tuesday's election from Washington state. She will join other Indian Americans in the Congress, Kamala Harris, the first Indian American elected to the Senate, and three others in the House of Representatives. Jayapal, who calls herself a "progressive fighter," was endorsed by Bernie Sanders, the insurgent socialist who challenged Hillary Clinton for the Democratic Party presidential nomination. She defeated fellow Democrat Barry Walkinshaw. In a tweet after her election, she thanked the voters for "standing up for the values of our country - that welcomed me as a 16-year-old immigrant." A financial analyst by training, she has worked on Wall Street before turning to political activism that has focused on immigrant and women's rights issues. She was recognised by President Barack Obama in 2013 as a "Champion of Change" for her advocacy of immigrant causes. The 51-year-old Jayapal, who was born in Chennai, is married to Steve Williamson and has a son and a stepson. She is the author of "Pilgrimage to India: A Woman Revisits Her Homeland."

Two drug suppliers from Bengal nabbed with 21 kg ganja in Delhi New DelhI, November 9 (IANS): Two persons from West Bengal were arrested by Delhi Police for supplying 21 kg of ganja (cannabis) in Rohini area of northwest Delhi, a police officer said on Wednesday. The accused, identified as Govinda Berman, 36, and his associate, Hari Kishor, 24, were arrested on Monday evening following a tip off when they came to distribute 21 kg of ganja to their associate in Sector-6 Rohini, police said. Police have recovered a total of 21 kg of ganja from their possession, the officer said. "During interrogation, they said they arranged ganja in bulk amount from Siliguri in West Bengal and distributed it in Delhi and other adjoining areas," Deputy Commissioner of Police (DCP) M.N. Tiwari said.
Delhi government launches "Swachh Delhi" app New DelhI, November 9 (IANS): To combat air pollution, Delhi's Deputy Chief Minister Manish Sisodia on Wednesday launched the "Swachh Delhi" app to empower citizens to complain against garbage, burning of dry leaves in the open and polluting vehicles. Through this app, the citizens can send photographs of any activity which directly causes air pollution. Launching the app, Sisodia said the decision was taken by the Delhi Government following a high-level meeting with Lt Governor Najeeb Jung, the central government and other stakeholders during recent meetings to tackle air pollution in the city. "Now the people of Delhi can capture images of offending vehicles causing air pollution and other related activities like burning of leaves, plastic and old tyres, unattended garbage dumps and also construction waste," he said. "This will be forwarded to the concerned department and teams will be immediately dispatched to resolve the problem," Sisodia said. He said the public's cooperation is needed for tackling the problem of pollution at the ground level. He said that sanitary inspectors will supervise this procedure and that's why the app would be very useful. In fact, if any issue is not resolved properly then the sanitation inspectors will be asked for an explanation. "A fine will be imposed on them (sanitation inspectors) which they will have to pay from their own salary. We are finalizing legalities to ensure an SDM oversees this entire process," Sisodia said. Swachh Delhi App is now available on Google Play Store and it can be easily downloaded on any mobile smart phone. The main thrust of the App is air pollution i.e. burning of garbage and leaves, industrial and traffic pollution and dust pollution due to construction and demolition waste. The citizen after capturing the picture of garbage/debris or any kind of activity that can lead to pollution can send to Swachh Delhi App. The complaint will be received through registered mobile number with unique ID at the central monitoring system in the Urban Development Department and will be forwarded to the concerned agencies for immediate redressal.

berLIN, NOvember 9 (reuTerS): World leaders pledged to work with Donald Trump after his shock victory in the U.S. presidential election but some officials expressed alarm that the vote could mark the end of an era in which Washington promoted democratic values and was seen by its allies as a guarantor of peace. Trump, the real estate magnate and former reality TV star, sent conciliatory signals in his first remarks since his stunning upset of Democratic rival Hillary Clinton, pledging to seek common ground with America’s partners, not conflict. Governments in Britain, China, Germany, Israel, Japan, Russia and Turkey all congratulated Trump and said they would work with him. “It is not an easy path but we are ready to do our part and do everything to return Russian and American relations to a stable path of development,” said Russian President Vladimir Putin, for whom Trump expressed admiration during the election campaign. hat all of us will die one day is a fact that we are all well aware of. But when death comes to claim its victim, especially when the supposed victim is our loved one, it always comes as a bolt from the blue. The sad news about the demise of Dr. Satuo is one such surprise. Barely a week ago, I was in Kohima for some work. It was on the evening of October 28, as I drove passed his residence near Tinpati Junction, I noticed the figure of an old man seated alone in the courtyard of his residence. It was unmistakably Dr. Satuo, enjoying the warmth of the evening sun. Dr. Satuo and I had known each other for quite many years now, but for a man of his age. I needed to re- introduce myself to him. So I got down from my vehicle, walked over to him, shook his hand and introduce myself. For a while he looked lost but when he heard my name, the smile on his face returned. Standing there for a couple of minutes, we shared a few pleasantries and said to each other “goodbye.” Age has taken a toll on his youthful health, but my cursory reading of his fitness status did not in any way indicate that he was going home after one week. I now know that God had arranged that “farewell meeting”, just for the two of us on the spur of the moment. Dr. Satuo was a retired officer but very little did I know him as a government servant. To me he was a good human, an elder of the church, and a friend in a common journey on the way. Our association with each other began
in 2001 when I joined Shalom Bible Seminary as a Lecturer. He was on the Board of Governors of the Seminary as its Chairman for many years. I remember Dr. Satuo as a humble, simple, and generous man, and for the same reason I am going to miss him. To him Shalom Bible Seminary was his extended family. Every now and then vegetables, eggs, chickens from his farm would find their way to our dining table. Not only was the Seminary a beneficiary of his generosity, but his home was again another home-away-from-home for many other less privileged people coming from the interior parts of the state. Dr. Satuo had his own sense of humour. I often remember this one because it concerns me. One day in our conversation he spoke to me in Angami and I responded that I was not able to follow everything he had said. With a playful smile in his eyes he said, “Rümatho, I’ll get you one Angami dictionary.” I was a bachelor then and so the implied meaning was that he was going to find me an Angami girl for my wife. “I’ll look forward to reading your Angami dictionary very soon”, I quipped. Such is an example of the friendship and fellowship that we shared in our relationship as fellow christian. People come and people go, but Dr. Satuo is one person whose memory will linger longer in the minds of many people whose lives have been touched by the example of his testimony. May the memories of Dr. Satuo inspire and motivate many others to become better human and may God offer peace and comfort to his grieving children and grandchildren.

Was America never under colonial rule? What is 4th of July to you? Your very own identity which you carry in your purse or wallet signifies your identity of who you’re and where you belong. The American Revolution if never happened you might be known as aBemircan or Brimican (if we want to be humorous). If at all American never got independence, if at all you’re still part of a British colony, your assertions on Naga Nationalism will without a doubt make sense. Your references, your point of views will definitely stand out but since you’re standing on the very foundation of a free state, based on a revolution against colonial rule, based on the past struggle that had
countless sacrifices, based on division and a bleak future it does not add up to your analysis or your assertions on Naga Nationalism. Look where you’re standing now? Look where America is right now? If at all during the revolution era likeminded people as you were in majority, who knows America will never be America of today, but the reality is that you’re known as an American from America, a free country. The only difference between America and Nagaland or Naga’s land is that you’ve achieved your freedom and we’ve yet to, apart from that the very will and aspiration to be free is without a doubt the same. We’re humans after all, it’s built inside our DNA to be free especially when we are forcefully subjugated. With regards to your boastful remarks of how “India will lose patience and wipe out the Naga’s” let’s be honest here, they’ve tried and they’ve failed during Jawaharlal Nehru’s reign and that’s another reality. And compared to your intellectual assertions and references from around the globe this remark is too childish to even contemplate. And another reality is that India is not stupid, this remark does not only show your ignorance of Naga Nationalism and how it is the world oldest freedom struggle. When the Indian Government has acknowledged the rights of the Naga people and heading towards a solution your assertions stand out of place. There is no beating around the bush with regards to Naga Movement, if you consider it holds merit as
you claimed, that’s the end of the story, there is no plus minus on that topic except for what follows which any human with basic sense will do anyhow. If we’ve to start from scratch we will, the world we live in right now is not what it is was during Hitler or Stalin, it’s more open and more business oriented. Whatever happens when we finally achieve our rightful status, which we will eventually we will pick up the pieces and carry forward from there just as your forefathers did, we are no different. If you think those gun wielding Naga’s are the only ones who are fighting for this cause then think again, If at all there comes a time when India unleashes its wrath as you boasted, the other reality is that people like me who have normal everyday jobs, posted away from home will pack our bags and head back home to stand with our people because our fight is genuine, our people’s cries are genuine and come rain or sun or whatever assertions or assumptions are there it does not even come close to our aspirations and will to be free or to think about giving up our rights. Be it blood, sweat or tears we will fight for it. I have ID cards with citizenship mentioned as Indian, I enjoy the status as an Indian, I use Indian money but that is not what we wanted, we never wanted that. When our leaders approached India we never asked any of that, that’s another reality. Whatever they’ve bestowed upon us are just free gifts and which human being does not like free stuffs?
Does it mean the majority of the Naga youths feels like giving up our rights? NO, they don’t, the majority of the Naga population is still rural the handful you might have come across does not even sum up to what the actual majority feels. We long to use an ID card that says Naga, we long to have our own identity which has been taken away and I request you to intellectually and logically come in terms with that as much as possible and make peace with it because that is the reality and no amount of study or assertions can nullify that. Being a third party if you want to contribute I would suggest you invest your time in sharing the untold amount of war crimes that is yet to receive justice or sharing the plight of the Naga People which will create awareness instead of plunging into why and how. When you go against the concept of being free, being subjugated to accept a constitution which we were never part of, not only do youstamp on your own Identity as an American but it’s an insult to those who sacrificed much more than you and I can ever do to achieve that freedom which you currently enjoy in New York and America as a whole. This is not my voice alone if you think it is nor a farfetched illusion, this is the reality, this is our struggle and this is us The Naga’s. What is ours is ours, as mentioned before to be or not to be depends on time, our job is to stand tall not forgetting those who sacrificed their everythingwhich we NEVER will.

PBL's chief advisor Pullela Gopichand said that this edition of the league will be "exciting" with the kind of players its has attracted. "The sport has generated a lot of interest in the country, more so after the Rio Olympics. madrid, November 9 (aFP): A day after signing a bumper fresh contract with Real Madrid, Cristiano Ronaldo has boosted his mind-boggling earnings with a new deal with Nike, the American sports giant said on Tuesday. Together the multimillion mega-deals are expected to cement Ronaldo's status as the world's highest-paid sportsman, ahead of great Barcelona rival Lionel Messi. According to American magazine Forbes, Ronaldo trumped Messi in 2016 with an income of $88 million (80 million euros, £71 million). There are no concrete figures, but Ronaldo's new fiveyear contract with Real is expected to net the 31-year-old Portuguese forward in the region of a basic salary of 25 million euros a year. He could also bag up to 40 million euros a year for the Nike deal, according to Marca. Marca and AS, the Spanish sports dailies, said the Nike deal is for life, rather like the one between Nike and basketball legend Michael Jordan. "I have a great relationship with this brand, I have great friends here in the company," Ronaldo said in a Nike press release announcing a "new, long-term contract". ClevelaNd, November 9 (aFP): The Atlanta Hawks handed Cleveland their first loss with a 110106 win, breaking a series stranglehold that saw the Cavaliers sweep Atlanta out of the playoffs the last two years. The Hawks' victory on Tuesday snapped an 11game losing skid to Cleveland, who dropped to 6-1 on the season as they were the NBA's last unbeaten team. "We were tired of getting pushed around by Cleveland and we wanted to beat these guys," said Hawks center Dwight Howard. This is a much different Hawks team than the one that had been dominated by the Cavaliers and Howard is one of the reasons why. The addition of Howard to the lineup is part of the roster shakeup that coach Mike Budenholzer had hoped would allow them to compete with the Cavaliers. "They've dominated the Eastern Conference for a long time now," Hawks forward Kent Bazemore said. "They're definitely the measuring stick, and we passed our first test. Pacers’ George fined for kicking ball into crowd
New York, November 9 (aFP): Indiana Pacers forward Paul George was fined $15,000 by the NBA on Tuesday for kicking the ball into the stands in a home victory over the Chicago Bulls. The incident, which brought George a technical foul and ejection, took place with 1:42 remaining in the third quarter of Indiana's 111-94 triumph on Saturday. George, who scored 13 points, apologized for his actions and said after the game he expected to be fined. "I am grateful that my ejection didn't cost us a loss," George said. "I am sure I will be fined." George, a member of the US gold medal squad at the Rio Olympics, later sent a woman who was struck by the ball an apology note and flowers. George, 26, is averaging 20.4 points, 6.1 rebounds and 3.1 assists a game for the Pacers, who are off to a 3-4 start this season. "They're a very, very special team and for my two years here, they've kicked our butts."
