With painful blisters on feet, tired faces and an undying spirit - the Against Corruption And Unabated Taxation (ACAUT) Nagaland led volunteers who began a challenging march against corruption from Dimapur on Friday reached the State capital Kohima on Saturday afternoon. Making an early start from Piphema where they had halted on Friday, the team was received by Zubza Village Council members and Western Angami organizations with food provisions at Sechu (Zubza). In a fruitful meeting, Zubza Village Council and Western Angami organizations who incidentally were assembled for a consultative meeting with the NSCN (IM) verbally endorsed the objectives of ACAUT in its fight against corruption. A few Kilometers before Kohima, the team were again greeted with refreshment by members of Kohima Stone Crushers Owners Union. “The enthusiasm, the moral obligation, and the cause kept us pushing. while,” said Simon Kelio, Vice Principal, Sakus Mission College and the manager of the ACAUT’s walk against corruption right after the ACAUT anti-corruption group reached Kohima War Cemetery. Kelio has been teaching Political Science for the last 18 years and focusing on the career of students. “I realize that if the students do not change the system, their future will be bleak,” the college vice principal who wish to see his children grow up to live in a just society said. According to Joel Nillo Kath, one of ACAUT’s team leaders, the 74 kilometer walk from Dimapur to Kohima has a profound historical connotation. “This walk has been inspired by Naga leaders like A.Z Phizo who walked in all the Naga areas and “that’s how the Naga Movement for independence was launched. It is as profound as that,” he expressed. Further positing on the philosophy of walk, Kath noted that without any pain there is no gain. He mentioned how Naga freedom fighters walked all the way to China. “They inspired a whole generation of Nagas to rise and fight against the Government of India. This is not the first walk and I’m

ing 224 passengers and crew crashed in Egypt’s Sinai peninsula on Saturday after losing radar contact and plummeting from its cruising altitude, killing all aboard. The Airbus A321, operated by Russian airline Kogalymavia under the brand name Metrojet, was flying from the Sinai Red Sea resort of Sharm el-Sheikh to St Petersburg in Russia when it went down in a desolate mountainous area of central Sinai soon after daybreak, the aviation ministry said. A north Sinai security source said initial examination showed the crash was due to a technical fault, but gave no detail. The plane, he said, had landed in a “vertical fashion”, explaining the scale of devastation and burning. The Russian Embassy in Cairo said it had been told by Egyptian officials the pilot had been trying to make an emergency landing at El-Arish. “I now see a tragic scene,” an Egyptian security officer at the site told Reuters by telephone. “A lot of dead on the ground and many who died whilst strapped to their seats. “The plane split into two, a small part on the tail end that burned and a larger part that crashed into a rock. We have extracted at least 100 bodies and the rest are still inside,” the officer, who requested ano-

CAIRO, OCtObeR 31 (ReuteRS): A militant group affiliated to Islamic State in Egypt claimed responsibility for the downing of a Russian passenger plane that crashed in Egypt’s Sinai peninsula on Saturday, the group said in a statement circulated by supporters on Twitter. Egyptian security sources earlier on Saturday said early investigations suggested the plane crashed due to a technical fault. The claim of responsibility was also carried by the Aamaq website which acts as a semi official news agency for Islamic State. “The fighters of the Islamic State were able to down a Russian plane over Sinai province that was carrying over 220 Russian crusaders. They were all killed, thanks be to God,” the statement circulated on Twitter said.

nymity, said. Sinai is the scene of an insurgency by militants close to Islamic State, who have killed hundreds of Egyptian soldiers and police and have also attacked Western targets in recent months. Russia, an ally of Syrian President Bashar al-Assad, launched air raids against opposition groups in Syria including Islamic State on Sept. 30. Security sources said there was no indication the Airbus had been shot down or blown up. Egyptian Prime Minister Sherif Ismail was heading to the crash site in the Hassana area 35 km (22 miles) south of the Sinai Mediterranean coastal city of Al Arish with several cabinet ministers on a private jet, the tourism ministry said. Russian television showed film of anxious relatives and friends waiting for information at St. Petersburg’s Pulkovo airport. A middle-aged woman was shown weeping and cry-

ing out. Russian President Vladimir Putin declared a day of national mourning for Sunday. The passengers included 214 Russians and three Ukrainians. Speaking at a news briefing in the central Asia republic of Kyrgyzstan, U.S. Secretary of State John Kerry described the crash as a tremendous tragedy and loss. The A321 is a mediumhaul jet in service since 1994, with over 1,100 in operation worldwide and a good safety record. It is a highly automated aircraft relying on computers to help pilots stay within safe flying limits. Airbus said the A321 was built in 1997 and had been operated by Metrojet since 2012. It had flown 56,000 hours in nearly 21,000 flights. Emergency services and aviation specialists searched the wreckage for any clues to the crash. One of two flight recorders was quickly found, but wreckage was scattered over a wide area.

I don’t think a time like this will come again, so we need to support it,” said one of the volunteers. “Youth being the strongest force in society, we need to be an example to stop corruption. Change has to begin from us,” according to Senti Kichu, one of the girl volunteer. Kohima Chambers of Commerce & Industries (KCCI) president, Jabou Sekhose, who gave a short speech at the War Cemetery lamented that the cancer of corruption in Nagaland has reached an all time high leaving behind tangled webs of lies and cover ups. In order to stand against corruption, Sekhose noted that citizens need to be re-ignited and influence the decision makers’ response to corruption, sharpen mechanisms and approaches to share and apply knowledge about creating and sustaining institutions with greater integrity. Though the State Government continue to remain silent on the numerous expose made by ACAUT of rampant backdoor appointments in the Nagaland government departments, Chief Minister TR Zeliang on Saturday lauded the ACAUT Nagaland team and volunteers for taking up such a “noble mission” Interacting with the volunteers outside the New Secretariat, Zeliang congratulated them for sensitizing the people towards the need to have a corruption-free society. Terming it as a very noble mission, Zeliang maintained that such initiative needs the support of all sections of the society. “The Government alone cannot erase or uproot corruption in the society without the cooperation of the people. And I am happy that you have made a start,” he stated. Zeliang also asserted that his government is in favour of setting up a LokAyukta which, he added is in the process of being set up. With regard to the HPC findings which was submitted to the State government, the chief minister said the government is studying the contents and looking for how best to go about in implementing the Committee’s suggestions. “Since the document is a massive it is taking some time. ENSF warns of school shutdown in Eastern Nagaland Gives 6 days ultimatum to Nagaland State government to appoint and post the 663 teachers as assured in 2011

DIMAPuR, OCtObeR 31 (MexN): Agitated over the failure of the State government to fulfill its promise of appointing and posting 663 teachers in government schools under its jurisdiction, the Eastern Naga Students’ Federation (ENSF) has warned on Saturday that it will shut down all the schools in Eastern Nagaland. A press statement received here from the ENSF said the Department of School Education had assured to appoint 161 math and science teachers, 200 primary teachers and 302 RMSA teachers in schools of Eastern Nagaland. This assurance, the federation claimed, was agreed upon in letter and in principle by the State government in Niathu Resort, Dimapur at a meeting in 2011. However, even after the lapse of four academic years, the teachers were yet to be given appointment orders and posted in the schools which, the federation considered was “injustice

and discrimination meted out to the students of Eastern Nagaland.” This only proves that the concern department and the State government are not serious about the welfare of the students of Eastern Nagaland, the federation said while alleging that the department has been trying to use the policy of delay tactics which has gone beyond zenith. The federation went on to state that it’s patience has run out and it can no longer wait for another academic year of the students to be compromised. In this connection, the federation has given an ultimatum of 6 days w.e.f November 1, 2015 for the appointment and posting of the 161 math and science teachers, 200 primary teachers and 302 RMSA teachers as assured by the State government through Commissioner and Secretary, School Education. In the event of failure of the State government to keep their end of the bargain, the federation said it would be compelled to shut down all the schools in Eastern Nagaland which may even affect the exams of students for which the department of school education will be solely held responsible. The federation also made clear that it will not entertain any meeting with any authority for this issue until the teachers are posted in the schools.

The problem arose as the Mizoram government reiterated its decision to check the credentials of evacuees before paving the way for their return, official sources said on Friday. A meeting of officials of the Ministry and the State government and leaders of the Mizoram Bru Displaced Peoples’ Forum was held in Delhi on October 15 to work out a reconciliation and start the stalled repatriation. "I have never seen such an intolerant government," he said at a press conference here. "They are dictating to us what to eat, what to wear, what to think. Even during the Emergency, I did not see so much resentment among the people," he said, noting "writers, intellectuals, artists, scientists, everybody" were expressing their protest. "The president had to caution twice reminding about the diversity of our country," he said "But (Prime Minister Narendra) Modi does not rein in the fringe elements." With assembly elections set to be held in Assam in April-May next year, Gogoi said that he supported all anti-communal forces but he was not planning any alliance. "However, I am not planning any alliance as we are confident of winning the elections," he said, adding that how the government would be formed post-elections was a different thing. Asked if he was planning any seat arrangement with the All India United Democratic Front (AIUDF), Gogoi denied it but added that the AIUDF was also fighting communal forces. He also charged acting state Governor P.B. Acharya with behaving "like an RSS pracharak". "I have seen reports in the media that Acharya is criticising the state government over the condition of roads and the issue of pay-

minister of allowing massive financial mismanagement and lack of leadership as the prime reason for their resignation from the post. In a related development Congress MLA and chairman of Arunachal Pradesh Forest Corporation Limited Wanglam Sawin also resigned from the post while pointing out, “I have not been able to deliver my duty according to the aspiration of the corporation and its employees.” The legislator also regretted that there was none to listen to their contention to run the corporation effectively. Accusing Tuki of encouraging nepotism and huge mismanagement of finance, the legislators are also angry over the threatening letters by some of the NGOs in media. Pointing out that most of the key posts including his offices are manned by the close relatives of the chief minister, the legislators who

ment of salaries to teachers," he said. "I do not know if this is correct. But if this is correct, then Acharya is behaving more like an RSS pracharak than a governor," he said. "Acharya should remember that he is only the acting governor of the state. He has been appointed governor of Nagaland and has been given additional charge of Assam till a new governor is appointed (in Assam)," Gogoi said. The Assam chief minister also said that Africans have not forgotten former prime ministers Jawaharlal Nehru and Indira Gandhi for their contributions to IndiaAfrica ties, unlike the Narendra Modi government. "Africans have shown that they are not ungrateful people," Gogoi said in reference to the Modi-government's apparent snubbing Nehru and Gandhi in the third India-Africa Forum Summit held in the national capital this week. "It was Jawaharlal Nehru who initiated ties between India and the African countries. (Zimbabwe President Robert) Mugabe spoke about Nehru in front of Modi," he said. Meanwhile, Gogoi came down heavily on Jaitley's remark that the era of special category status to states is over. "The northeastern states that are backward will now be pushed to further backwardness," he added. There has been wide speculation that the National Democratic Alliance (NDA) government has quietly withdrawn the concept of special category status states. Gogoi said that the withdrawal of the special category status would specially affect the poor people living in the border areas of such states.

at the meeting that the returning families must be settled down in 16 villages and not scattered as planned by the Mizoram government. Bru or Reang families left Mizoram in September 1997 in the wake of ethnic

violence to take shelter at Kanchanpur in north Tripura. Union Home Minister Rajnath Singh who visited makeshift camps on February 14 this year made an appeal to the Mizoram government and refugees to end the crisis.

Former Prime Minister Indira Gandhi was fondly remembered on her 31st death anniversary during a function at the Congress Bhavan here on Saturday. Chief Minister Okram Ibobi Singh, his deputy Gaikhangam and their cabinet colleagues, MP Thangso Baite Parliamentary Secretaries and several Congress MLAs were present during the function organised by Manipur Pradesh Congress Committee (MPCC). The participants paid floral tribute to the photo of Indira Gandhi. Pledg-

ing to uphold the integrity of the nation was the main highlight of the function. On the sidelines of the function, Gaikhangam referred to the frequent bandh and blockades imposed by various social organisations in the state and stated that everyone should abstain from such activities which disrupt life of the people. The Manipur Deputy Chief Minister's statement came against the backdrop of a 10day economic blockade announced by the United Naga Council (UNC) beginning November 2 midnight. The UNC has called the strike to protest against the recent controversial

three Bills and two resolutions passed by the Manipur Assembly. Tribal Communities in Manipur have shown strong opposition against the Bills. The UNC is also upset over the two resolutions passed by the Manipur Assembly regarding its firm stand to safeguard the territorial integrity of the state. There will also be a complete ban on all on-going national and international projects including the Trans-Asian Railways during the proposed economic blockade announced by UNC. Gaikhangam added "we must find solutions for every issue facing the state. To this end, dialogue is the only option."

Congress Tripura unit chief surrenders after conviction Meghalaya Guv calls for unity

AgArtAlA, OctOber 31 (iAnS): Amid high security and escorted by over 300 party supporters, Congress Tripura unit president Birajit Sinha on Saturday surrendered before a court in northern Tripura over his conviction for violation of an administrative order in 2013. "The state Congress president surrendered before the Unokoti district and session judge court and district and session judge Gautam Debnath sent him to jail until further order," a police officer said. He said Sinha, 65, also a former Tripura minister,

was forced to surrender before the court after a Tripura High Court division bench on September 7 upheld the three-month jail term given to the Congress leader by the Unokoti district and session judge court in October 2013 for violation of an administrative order. The high court division bench comprising Chief Justice Deepak Gupta and Justice Subhasish Talapatra asked Sinha to surrender before the district court. The legal battle in the court started on July 20, 2004 when Sinha, accompanied by his personal security of-

ficer, had gone to Babur Bazar area in Kailasahar after receiving reports of alleged booth-capturing by the Communist Party of IndiaMarxist cadres during panchayat elections. When he reached there, Sinha was reportedly engaged in a confrontation with CPI-M members, leading to firing that left a CPI-M leader dead. Sinha's advocate Pijush Biswas said the Congress leader had gone to the place carrying his licensed pistol which had 12 bullets, and had five extra bullets. "His gun was licensed

and he was authorised to carry 12 bullets, so he was charged with carrying five extra bullets in violation of the administrative order for which he was convicted in the district and session court which rejected all other charges," he added. Biswas said a petition was filed before the Supreme Court to vacate the lower court and high court orders in this regard. The apex court would hear the case on November 2 and the report of Sinha's Saturday's surrender would also be produced before the Supreme Court on that day.

Arunachal CM surprised at Governor's letter to PM Modi on airport itAnAgAr, OctOber 31 (Pti): Arunachal Pradesh Chief Minister Nabam Tuki on Saturday expressed surprise at Governor JP Rajkhowa's letter to Prime Minister Narendra Modi urging him to reconsider the decision to build a green field airport at Hollongi in the state in view of its "high cost". It is completely against Arunachal Pradesh and its people," Tuki said reacting to the governor's letter in which he had asked the Prime Minister to upgrade Lilabari airport in nearby Assam as it would be eco-

nomically more viable. "It is the Centre's decision to provide airport in every state capital on priority and that too we have no airport. I requested Civil Aviation Minister Pashupati Ashok Gajapati Raju during my last meeting to accelerate clearance and allot fund to resume the work soon. "He has consented to provide fund in the revised estimates of the current Union Budget," Tuki told reporters here after the celebration of Rashtriya Sanklap Diwas today. In reply to a question, Tuki said he would talk

to the Governor as such a move would be an injustice to the people of the state. "Land has already been allocated by the district administration. How can a major project in the greater welfare of the state be scrapped? If the statement of the Leader of Opposition in the Assembly Tamiyo Taga is correct, he should tender public apology," he said. "I boarded a flight for Delhi from Lilabari airport last month and have been urging the Centre for its development too for the benefit of Arunachal and north Assam," Tuki said.

No trace of abducted Meghalaya official ShillOng, OctOber 31 (iAnS): The whereabouts of a Meghalaya official, kidnapped by Garo National Liberation Army (GNLA) militants five days ago, are still not known, police said on Saturday. "We have not been able to trace the abducted official - block development officer (BDO), Jude, Rangku T. Sangm - as he is being kept in a dense forest," Inspector General of Police (Western Range) F.D. Sangma told IANS. Nonetheless, he said the team are making all efforts to secure the safe release of the official, who was abducted on October 27 from Diganggre area in South Garo Hills district while he was on his way to Tura, district headquarters of West Garo Hills. "Our inputs suggest that the official is safe and is being held captive in Meghalaya," Sangma said. He said police had no

information if the rebels had contacted Jude's family members for ransom. On Thursday, GNLA spokesman Garo Mandei Marak had threatened to eliminate Jude while demanding a stop to counterinsurgency operations in insurgency-ravaged districts of Garo Hills in western Meghalaya. "If the government doesn't stop and withdraw the operations against us and others (militant outfits) within the Garo Hills region immediately within this week, then we (GNLA) will be compelled to shoot/ kill the kidnapped Meghalaya government official within this week itself at any location where, thereafter, his dead body might never be found again even for a proper burial," Marak said in an e-mail. Va r i o u s p re s s u re groups, including opposition parties - the United Democratic Party and the

National People's Party have condemned the kidnapping and demanded his immediate and unconditional release. The kidnapped Meghalaya Civil Service officer posted in Chokpot block, a militant hub, for more than two years, had received several threats and extortion demands from the GNLA but he did not pay them any heed. The GNLA, which has been declared a terrorist group by the central government, claimed that the Block Development Officer was kidnapped for indulging in "corrupt practices". The kidnapping comes close on the heels of the recovery of the body of an Intelligence Bureau (IB) officer, Bikash Singh Kumar, and a cloth merchant, Kamala Saha, after they were kidnapped and murdered by A'chik Songna An'pachakgipa Kotok militants.

The Governor in his letter had said in view of the "high cost", public leaders like Tamiyo Taga, some students organisations and social activists met him recently and suggested that instead of a new airport at Hollongi, existing Lilabari airport, adjacent to Lakhimpur district in Assam, should be upgraded at a much lower cost as no land acquisition would be needed.

Tolerance can take offence out The moral dilemma of ad blocking of a debate: Raghuram Rajan MuMbai, OctOber 31 (iaNS): Tolerance can take the offense out of a debate and instil respect, Reserve Bank of India Governor Raghuram Rajan said on Saturday, adding India has always protected debate and the right to hold different views. "Tolerance can take the offense out of a debate, and indeed instil respect. If I go berserk every time a particular button is pressed, rebels are tempted to press the button, while mischief-makers indeed do so," Rajan said while addressing the IITDelhi Convocation here. "Fortunately, India has always protected debate and the right to have different views," Rajan said, a day after Moody's Analytics in a report said the belligerent provocation of various Indian minorities

has raised ethnic tensions. "But if I do not react predictably, and instead ask button pressers to explain their concerns, rebels are forced to do the hard work of marshalling arguments. So, rebels do not press the button frivolously, while the mischief makers who abound in every group are left without an easy trigger." He added that tolerance and respect then lead to a good equilibrium where they reinforce each other. "After all, any ban, and certainly any vigilante acts to enforce it, may offend you as much, or more, than the offense to me. Excessive political correctness stifles progress as much as excessive license and disrespect." "Tolerance means not being so insecure about one's ideas that one cannot subject them

Indian communication satellite launch on Nov cheNNai, OctOber 31 (iaNS): Indian communication satellite GSAT-15 is to be launched on November 10 using an Ariane 5 rocket of European space agency Arianespace, the agency said. In a statement, Arianespace said preparations for its sixth heavy-lift mission of 2015 have advanced into the payload integration phase, with the Indian GSAT-15 satellite passenger making its first contact with launcher hardware. The space agency said the milestone occurred this week at the spaceport in French Guiana with GSAT-15's installation atop the cone-shaped adapter that will serve as its interface with the rocket Ariane 5. The Indian satellite then was transferred to the launcher final assembly building where it will be readied for installation atop Ariane 5. The 3,164.5 kg GSAT15 was built by Indian Space Research Organisation (ISRO) and it will be flown together with Arabsat-6B by Ariane 5. The GSAT-15 will provide telecommunications services, as well as dedicated navigationaid and emergency services for India. The satellite's life is 12 years. For Arianespace, the November 10 will be the 10th launch in a busy year at the spaceport that targets a total of 12 flights with the company's complete launcher family, which also includes the mediumweight Soyuz and light-lift Vega.

to challenge - it implies a degree of detachment that is absolutely necessary for mature debate," the RBI governor said. In the report titled `India Outlook: Searching for Potential', Moody's Analytics, a division of Moody's Corporation, said: "Along with a possible increase in violence, the government will face stiffer opposition in the upper house as debate turns away from economic policy." Moody's Analytics said the politics need to improve and the government's reform agenda needs attention to achieve long-term growth. Rajan said on Saturday: "Indeed, if what you do offends me but does not harm me otherwise, there should be a very high bar for prohibiting your act. After all, any ban, and certainly any

It took an embarrassing moment for me to realize that every time I opened any web page, there were ads of that website -- it was almost as if the site was stalking me. A few years ago, I had visited (for reasons that need not be discussed here) an e-commerce website specializing in lingerie. I did not think much about it till a week later, I was making a presentation to some colleagues and had to open up a webpage to show some content. And on the centre of the screen was an ad from the lingerie website, with obviously a few photos displaying the latest designs. Suffice to say that it was an extremely embarrassing moment. It was then I realized that every time I opened any web page, there were ads of that website – it was almost as if the site was stalking me! The other day, I was searching for air fares for Mumbai to Goa and for the next several days, I was bombarded with ads about Goa. Whenever I visit Facebook, I am bound to find an ad that has a special offer for Tata company employees. Initially, it was amusing and interesting that the ads were customized to my requirements. Soon, it became obvious that who I was and what I was doing on the web was known to every site I visited. Then came the next big wave in intrusive advertising – videos that began to play automatically. Not only were they consuming bandwidth for something that I had no interest watching, they were also highly distracting to the actual purpose why I was visiting that page. Now imagine all these issues but on a much smaller screen that we use a lot more and where data

as labour and capital to work. "Instead, it came from putting those factors of production together more cleverly, that is, from what he called total factor productivity growth." "Put differently, new ideas, new methods of production, better logistics - these are what lead to sustained economic growth." "Of course, a poor country like ours can grow for some time by putting more people to work, by moving them from low productivity agriculture to higher value added industry or services, and by giving them better tools to do their jobs. We in India are usually far from the production possibility frontier, so we can grow for a long while just by catching up with the methods of industrial countries," he added.

He said no one should be allowed to offer unquestioned pronouncements. Without this competition for ideas, we have stagnation. "This then leads to a second essential: Protection, not of specific ideas and traditions, but the right to question and challenge, the right to behave differently so long as it does not hurt others seriously," Rajan added. While talking about economic growth, citing economist Robert Solow, Rajan said bulk of economic growth did not come from putting more factors of production such

front page with ads and keep just one news item or would a television channel broadcasts news for just 12 minutes each hour? Unlikely. Yet, 80% of a news site home page (by file size and loading time) is ads and trackers. This extreme of unfettered advertising has come face to face with the other extreme of blockers that, like sledgehammers, kill all ads in their path. This will only lead to destruction of value for content providers and their customers. A reasonable middle path would be for publishers to focus on the experience of content consumption on their sites, and that includes how and which ads are served to customers. And, for ad blockers to build enough intelligence to differentiate between “good” ads from the intrusive ones. It was this moral dilemma and the hope that a better solution can be found that caused Marco Arment, the developer of the best-seller Peace app to pull it from the App Store. Meanwhile, the war continues. Some websites and videos do not open now unless the ad blockers are turned off – thereby forcing customers to view ads if they want to consume free content. Others are taking a more considerate position, politely requesting customers who are using ad blockers to sign up to a subscription package. I know where my sympathies lie. I am willing to pay for content, but I don’t ever want that lingerie ad on my browser again. (cellular) connectivity is much more expensive. A recent test done by the New York Times showed that the home pages of several major media outlets loaded much faster and with less data downloads when ad-blocker apps were used. For instance, the Boston.com site was only 4 MB and took eight seconds to load with a blocker whereas it measured 19.4 MB and took 39 seconds to load. The NYTimes.com website itself improved from 3.7 MB (7 seconds) to 2 MB (4 seconds) with the use of an ad blocker app. Ad blockers were also seen to have improved battery life of the phone, yielding a 21% improvement. Given these results and our own experiences, it would appear that using ad-blockers is a no-brainer. Yet, the recent update to Apple’s mobile operating system that enabled ad-blocker apps has led to a major debate about the ethics of blocking. Those who oppose the blockers point out that many websites are able to provide free news and content to customers because of revenues from advertising. Therefore, blocking ads would be akin to killing free content. That argument is not without merit. Media, whether it is radio, print or television, has always been subsidized – in part or fully – by advertising revenues. Therefore, why this sudden uproar against advertising? The difference with online or mobile advertising is of course that they have become exceedingly intrusive. And this is perhaps where the content publishers have let the ball drop. In a bid to maximize revenue per click (or page visit), they have given up control over the customer experience. Would a newspaper fill 80% of its

Museum named after Naga entrepreneurs can lift staggering economy: Rio Gaidinliu not only for her: CM Don’t miss opportunity of Peace Accord Morung Express News Dimapur | October 31

Lok Sabha MP, Neiphiu Rio, inaugurating the ‘North Timber Agency’ at 5th Mile, Dimapur, on Saturday. Morung Express News Dimapur | October 31

Lok Sabha MP, Neiphiu Rio, has said Naga businessmen and entrepreneurs should lead the way in showing how Naga society can turn from a “consumer society” to a “producing society.” The MP said at present there was hardly any industry worth the name in Nagaland, no exclusive showroom displaying Naga products and no “Made in Nagaland” tags in shelves and counters of shops. Rio said the dependency of Nagas on others for all their essential and daily requirements is reflected in the tones of commodities and produce brought in trains and trucks into Nagaland.

“But all these goods trains and trucks go back empty as we do not have anything to export. There is no rotation on money in our state and so we are always dependent on the Centre,” he said. The MP was speaking at the inauguration ceremony of ‘North Timber Agency’ (NTA) at 5 Mile Dimapur on Saturday. Acknowledging the hardships, including taxation from Naga political groups, faced by the business community, Rio however said Naga businessmen and local entrepreneurship can lift the State’s sagging economy. To timber merchants and traders, the former chief minister said that while they engage in their

Nagaland minister for School Education, Yitachu, today said Naga society has to “break the gates of tribalism” to secure a better future for the upcoming generation. “Today unity has been achieved at the tribal level, but we should strive for unity at the Naga level, the national level and beyond. If you believe unity is stronger than division, then it can be achieved”, the minister said in his address at the Parents’ Day celebration of St. Joseph Higher Secondary School, Chumukedima. Referring to the Nagaland State logo ‘Unity’, Yitachu said everyone talks about and professes unity, but in reality unity has eluded Naga society as a whole. “Today, though we talk of unity, every-

Lok Sabha MP and former chief minister, Neiphiu Rio, today underlined the irony that even as Naga people cry hoarse over the protracted Naga political issue, yet when a ray of hope is presented in the form of the “Peace Accord,” everyone has turned “critical.” The Lok Sabha MP said for decades, Naga civil societies have expressed desire for permanent peace and wrote numerous representations to Indian leaders for early settlement of the Naga issue and even business, they should always keep in mind that overexploitation of natural resources would result in disastrous consequences. He advised timber merchants operating under forest plantation scheme to take up afforestation programmes. Rio also said instead of exporting raw timber products, timber merchants should set up skilled and carpentry units so that semi-finished or finished products like moulding beats, door and

all 60 MLAs of the Nagaland Legislative Assembly have passed resolutions a number of times urging Delhi to expedite the Naga peace talks. But after signing of the Peace Accord between the Government of India and NSCN (IM), everyone (Nagas) has turned “critical” and in “back gear”, the MP said after inaugurating the ‘North Timber Agency’ in Dimapur. Reiterating that the Peace Accord is an opportunity which, if missed, may never come again, Rio allayed apprehension from various quarters that only the NSCN (IM) stands to gain from the accord. The former chief minister ar-

windows frames and furniture could be sent outside the state. This will help generate employment and also popularize Naga products in the national and international markets, he said. Congratulating the proprietor of North Timber Agency, Kevise Sogotsu, for the bold venture in setting up an agency, Rio added, “I know him (Kevise) personally. His success did not come overnight or through winning lottery, but through years of toil and sweat. His

determination is an inspiration to other local businessmen and entrepreneurs.” President, Naga Council Dimapur, Bangerloba, president, Tenyimia Union Dimapur, Khalo Kapfo and a representative of Business Association of Nagas, also spoke on the need for Nagas to venture more into business and entrepreneurships. The civil society leaders also urged upon the Naga National Groups to understand the constraints of local businessmen and to encourage

Yitachu espouses Naga unity one is scared to act on Naga unity. Elected leaders are scared to act on Naga unity because they will be defeated in the next election. Leaders of Naga Political Groups are afraid to act on unity because they will be shunted,” he said. Likewise with the church leaders, public leaders and government officers, he said. “If you are a public leader or government officer, don’t be a leader or officer of your tribe or village but work as an officer of Nagas as a whole,” the minister urged, adding unless there is Naga unity, then the society will not progress. Even the various programmes and policies of the government cannot be successfully implemented sans unity and consensus, Yitachu said.

gued that if a solution under the present accord is hammered out, then Nagas of Nagaland would benefit the most taking into consideration that Nagas of Nagaland are in majority and possess more land. Rio said the NSCN (IM) may be doing the negotiations, but Nagas as a whole including other Naga political groups should also give suggestions and guidance on how best a solution that is lasting and acceptable to all Nagas can be worked out. He further asserted that Nagas as a people can never develop or progress with the rest of the world until the Naga issue is resolved.

He said in the past during the advent of Christianity into Nagaland, some educated Naga leaders and village headmen were ostracized and shunted for boldly embracing the new religion. But ultimately, the new religion prevailed and Nagas received blessings. Similarly, Yitachu expressed hoped that Naga unity will prevail in the end. He said if there is unity, then truth, honesty and compassion for one another will follow and Naga future can be secured. The Education minister said it is a matter of shame that there are 500 ‘ghost’ government schools which exist in record but one cannot locate them physically. He said the shame should be collective and

them for greater prosperity of Naga society as a whole. Proprietor of NTA, Kevise Sogotsu, in his address said he is always guided by the belief that Nagas should sweat and work to eat and not go after easy money. He also disclosed even before his agency was inaugurated, a Naga political group had already served a Rs. 5 lakh demand letter to him. A host of leaders from various communities and businessmen attended the inauguration programme.

the minister incharge or department alone cannot be blamed for years of accumulated manipulations and corruption. He said the cleansing has to be started from the grassroot as ultimately it is the electorate (public) who pull the strings. “Today we want to upgrade our schools not to give education to our children but to get additional employment. At this rate, we will be burying our own children.” Later, the minister also launched the school website. Deputy district education officer, Dimapur, R Amongla Jamir also spoke on the occasion. OSD, Patkai Christian College, Razouvotuo Chatsu, spoke on behalf of the parents. Principal, St. Joseph HSS, Rev. Fr. Sajan Joseph, delivered the principal’s message and headmistress, Rev. Sr. David read out the school report.

“Respect your uniform. Ask yourself whether you’re worthy of the uniform you’re wearing.” These were the words of V. Maria Yanthan, Commissioner of Excise & Director of Prohibition while addressing the annual general conference of Nagaland State Excise Field Staff Association held at the Directorate of Excise & Prohibition, Dimapur on October 31. Stating that the perfor-

mance of the department in implementing the Prohibition law has not been satisfactory, Yanthan said that Excise personnel should enforce the NLTP Act regardless of pressure from any quarter. “You have to improve and know that even a constable can stop a VIP vehicle and check.” She also brought up the topic of illegal monetary collection by Excise personnel at checkposts citing recent newspaper reports. Calling for integrity, Yanthan said that as the head of

the department, she would deal strictly with any personnel caught indulging in the act. According to Yanthan, cultivating integrity would enable the department to implement the NLTP Act in its totality. She further called upon the senior officers to become role models for the personnel working under them. While acknowledging the apparent manpower shortage and poor infrastructure in the department, Yanthan said that the

Excise personnel should not lose heart and execute work as would any professional enforcement agency. She also reminded that equality and welfare are at the core of any employee welfare union or association. As a welfare forum, if it fails to achieve its professed objective, such conferences would bear no significance, she said. However, Yanthan added that this endeavour should be complementary to laid down norms and policies of the government.

that have political undertones because of the simple reason that there is already a stadium in the outskirts of the town named after the late Prime Minister Indira Gandhi during whose times many Naga cadres were killed by the Government of India. He appealed to the APO to review its decision to stop the construction work of the museum which was almost on the verge of completion. Minister Nicky Kire, while opining that the museum may be used for other purposes too instead of dedicating it for a single person, also appealed to the APO to review its decision MLA Vikho Yhoshu said there was an option of re-naming the whole project so as to break the impasse between the APO and the Government of Nagaland. MLA Er Kropol opined that though Kohima is located in the heart of Angami territory, by virtue of being the capital of the State, it belongs to all the tribes of Nagaland. Moreover, since it was decided by the State government to construct the Museum cum Library, the matter should rest there and the work should continue. Parliamentary Secretary Eshak Konyak declared that Kohima village is the father of all Naga villages and urged the village elders to have a more inclusive attitude. Meanwhile, Minister Kiyaneilie pointed out that the whole project was funded by the Government of India and since the preceding government had decided to take up the work, it would be proper if the present government continued with the project. Planning department pointed out that the earlier plan to erect a statue of Rani Gaidinliu has been shelved since it was generally opined that such a culture is alien to the Nagas and might hurt the sentiments of some sections of the society. The department of Arts and Culture maintained that one of the objectives of the project was to “open a museum and an exhibition hall with galleries and Dioramas for preservation and display of relics, artifacts and objects of historical importance, portraits, photos and memorabilia of not only Rani Gaidinliu but other leaders also.”

ACVA Wokha District accuses NSCN (R) of forceful taxation WoKha, october 31 (mexN): All Commercial Vehicle Association (ACVA) Wokha District today alleged that NSCN (Reformation) cadres “forcefully” took Rs. 5000 as yearly tax from a driver of Wokha bound passenger vehicle (Tata Sumo) on October 21 around 2:30 pm at Zonal Taxi counter, Kezieke, Kohima. The driver was “beaten black and blue and even threatened to shoot at point blank if he speaks out a word,” stated a release from ACVA president, Y Bankathung Lotha and general secretary, C Renbi Ngullie. Kohima, october 31 (mexN): Chief Minister TR Zeliang today appealed to all concerned to find an amicable solution to the imbroglio of Rani Gaidinliu Museum-cum-Library. Addressing a meeting regarding the imbroglio, Zeliang said though the museum is named after Gaidinliu, it is not only for her and it will not be used for propagating any cult or religious sect. “It will be managed by the department of Arts & Culture just like the museum we have at Bayavu. We need not fear that it will be used to promote or propagate any religion that is alien to the Nagas,” he assured. According to a release from Media Cell, CMO, the CM stated it may not be wise to dig up the past and say that Heraka militants had killed NNC functionaries because NNC cadres too killed many Heraka militants. He urged to forgive and forget the past in true Christian spirit. He recounted that the Rani title was given to Gaidinliu in 1937 by Jawaharlal Nehru himself when she visited her in a British Jail. “Neither the Nagas nor the Zeliangrongs gave her the title. Nor did any Naga ask the Government of India to give the Rani the designation of Indian Freedom Fighter which was given by the then Congress Government in 1972.” “I wish a compromise can be worked out in a reasonable manner,” he said. “We are still keeping room for discussion and expect that the APO too would soften its stand in due course of time.” The meeting was attended by all the elected legislators from Kohima district, Parliamentary Secretaries Planning, and Arts & Culture, representatives of Kohima Village Council and Angami Public Organisation (APO) and departmental officials. APO president pointed out that the organisation had opposed the construction on the ground that Rani Gaidinliu had between 1960 and 1966 opposed the NNC and killed several functionaries of the NNC, and that she had not contributed anything to the Nagas as a whole. Parliamentary Secretary Er Levi commented that one should be very careful when coming out openly with statements

formed that chairman SDPDB has directed all head of offices to be present on the day as LADF schemes for the year 2015-16 for 29th Jangpetkong and 30th Alongtaki will be discussed and passed in the meeting. It further informed that

programme for the forthcoming inaugurations on November 13 will also be finalized during the meeting. It was also notified that any agenda should be submitted to the vice chairman on or before November 4, 2015.

‘Behavioral change needed to achieve Clean Nagaland’ to the students and teachers such as toilet brushes, buckets, soap or financial assistance. “If we set a good example only then, others will follow us,” added Neirelie. Er. Ruokuovituo Vizo, SDO, Kohima, Rural Division updated on the activities taken up by the PHED during the campaign and urged the department to mobilize the mass since Nagaland has been lagging behind in sanitation. He hoped that the State can also catch up with states like Kerala. Designating the PHED employees as ambassadors of sanitation, Er. Vizo urged everyone to respect their chairs in the office and work with sincerity and stated, “Don’t ask for an easier life, ask to be a stronger person.” Stressing on the fact that the campaign will never reach its peak if one con-

siders it as a government program, Er. Mezhüvil Khikhi, SDO, Chiephobozou Division, posited that sanitation should be a mass movement where people have to change their mindset first and pledge to keep the country clean. “On any given day, half of the world’s hospital beds are occupied by patients suffering from illnesses associated with lack of access to safe water and lack of sanitation,” stated Kikhi while mentioning the various illnesses and deaths caused by lack of sanitation in the world. “Let us remember that change in society is possible if we ourselves become the agent of change. We need collective action of everyone as we need to make more efforts towards ensuring behavioural change to achieve Clean Nagaland,” concluded Kikhi.

to CSS Hindi teachers to resume work

DimaPUr, october 31 (mexN): The Directorate of School Education has appealed the CSS Hindi teachers who are presently abstaining from work owing to non-payment of salary to resume their normal duties in view of the academic year which would end soon. “This appeal is being made, despite the hardship they are made to face owing to the untimely release of their salary, keeping in mind the welfare of the children who will have to sit for their exams without completing their course,” Senthang, Additional Director, Directorate of School Department requested in a press state-

ment on Saturday. Admitting that the inability to pay the CSS teachers appointed under various schemes of the Government of India on time is a cause for concern to the department, he assured the teachers that fund received under various programs for meeting the salary expenditure has never been diverted for any purpose. The press statement also maintained that even though fund for salary has been given only till the last financial year, the State government has been “magnanimous in releasing the salary for some months, despite the precarious financial condition

of the State.” It further informed the agitating teachers that representatives from their group were met by the additional director and they have been assured of utilizing all possible means in expediting the process of having their salaries released at an early date. Mention may be made that the All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) while expressing dismay over non-release of salary for the last five months had begun boycotting classes since October 29 onwards. The association also decided not to submit question papers till salaries were paid.

NNC/FGN terminates two officials Kohima, october 31 (mexN): NNC/FGN has terminated two of its officials with immediate effect from October 31. f you think you know what your children are up to online, you may want to check on them again. Six out of 10 children here revealed that they hide their online activity or cover their tracks in the cyber world from their parents. This is according to a recent study by global software protection firm Intel Security, which surveyed the online behaviour and social networking habits of 1,002 parents and children, aged eight to 16, between April and May this year. Intel Security released its findings yesterday and revealed that 59 per cent of children surveyed would change their online behaviour when their parents were around. A third would clear their browser history and delete mes-

sages. Half of the children would also use anonymous names or aliases for their social media profiles and more than one in three uses a fake profile to hide inappropriate content from their parents and school staff. Even though 71 per cent of the parents surveyed attempted to find out what their children were doing online, it seems that the majority of the kids surveyed do not want their parents to do so. COMMUNICATION Parenting blogger Edmund Tay said he was concerned that children were using fake profiles to hide information from their parents. "It tells me that the communication between the children and their parents has broken down," said Mr Tay, who spoke as part of a panel

hildren are particularly vulnerable to the effects of climate change, according to a new policy statement from the American Academy of Paediatrics (AAP). The statement, published in the online journal Pediatrics on Monday, urged paediatricians and politicians to collaborate to protect children from climate-related threats. Such threats include natural disasters, heat stress, lower air quality, increased infections, and threats to food and water supplies. “Because of their growing minds and bodies, children are uniquely vulnerable to changes in their environment,” said Dr Samantha Ahdoot, the statement’s lead author and assistant professor of paediatrics at Virginia Commonwealth University School of Medicine. The AAP, which represents 64 000 paediatricians and other health professionals who specialise in caring for children, also released a technical report that offered scientific evidence linking climate change to issues of child health, development, well-

discussion after the findings were presented yesterday. Fellow panellist Touch Cyber Wellness manager Chong Ee Jay also spoke about how parents can better connect with their children online and offline. This comes even as eight in 10 parents said they sat their children down and discussed the risks of social media. The good news is that the study, now in its second year, revealed that 38 per cent of children are aware of the threat of cyberbullying. This is an improvement from last year's results, where only 7.4 per cent of children polled the same. Mr David Freer, vicepresident of Intel Security's Asia Pacific Consumer business, said: "Parents should regularly and openly discuss online

behaviour with their children. "An open dialogue between parents and children along with the right tools empowering parents to protect their family online can go a long way." Advice for parents BE A ROLE MODEL: Parents can set as many rules regarding the use of electronic devices at home, but they must set a good example by following these rules, said Touch Cyber Wellness manager Chong Ee Jay. Family blogger Edmund Tay agreed. "If the adults are not being the role models, how can the young people follow suit because they don't know what to do. They just follow what they see," he said. TEACH YOUR CHILDREN TO MANAGE PEER PRESSURE: Some children may feel pressured by their friends and ask

their parents for a mobile phone or ask to join social networking sites. This peer pressure is a very real problem, said Mr Chong. "But parents must give the assurance that it's okay not to have these communication devices. "Schools also should give assurances that the children will not be short-changed in their learning." BUILD A POSITIVE RELATIONSHIP WITH YOUR CHILD, OFFLINE: The parenting approach is not about policing your children, but building a relationship with them, said Mr Tay. "From young, it should be about quality time together, building the essential blocks such that when they grow older, there's still that trust there. "If you have a good relationship with your child, he will want input from you in what he does, online or offline," he said.

being and nutrition. “Paediatricians have a unique and powerful voice in this conversation due to their knowledge of child health and disease and their role in ensuring the health of current and future children,” said AAP president Sandra G Hassink. The report cited changing weather conditions as one of the main causes of trauma to children, as “they are exposed to increased risk of injury, death, loss of or separation from caregivers and mental health consequences”, Ahdoot said. According to the statement, there have been three times as many extreme weather events between 2000 and 2009 than between 1980 and 1989. For instance, increased atmospheric carbon dioxide could affect grain quality and lower the protein content of the edible portions of wheat, rice and barley. “A changing climate has a wide range of effects on the plants, animals and natural systems on which children depend for their own health, safety and security,” Ahdoot said. Additional health problems also arise. According to the World Health Organisation, more than 88% of diseases attributable to climate change occur in children younger than five. The AAP report cited numerous infectious diseases influenced by climate change, including malaria, dengue fever, West Nile virus, chikungunya, Lyme disease, Rocky Mountain spotted fever, diarrheal illness, amebic meningoencephalitis and coccidioidomycosis. It claimed, for example, that in 2030,

primarily in Asia and sub-Saharan Africa, climate change will lead to 48 000 more children under the age of 15 dying from diarrheal disease. According to the statement, children in the world’s poorest countries, where the disease burden is disproportionately high, will be the most affected by climate change. INSPIRATIONAL STORIES, MESSAGES, POEMS & SPIRITUAL EXPERIENCES

EvEry BiBlical hEro has a past … And why it proves we need to re-think Church Frank Powell grew up going to Vacation Bible School (VBS). And we all love VBS, don’t we? Skits. Crafts. Snacks. VBS introduces so many young people to the heroes of Christian faith. The heroes whose faith is far superior to mine. And the picture VBS presents is so pretty. These heroes are painted as perfect school children who listen to their teacher. They never forget their homework. And they are always picked first for dodgeball on the playground. But the VBS picture of flawless school children isn’t the full picture. Scripture presents another story behind the poster board and costumes. As I look at the great men and women in the Bible, they go from being people I would love to have as best friends to people I would be scared to sleep beside. And this distinction is important because seeing the full picture of these heroes changes how we see the church. I am afraid the church has bought the VBS story lie. The lie that says everyone needs to behave and all the characters need to smile and look pretty. Our churches need to be filled with the real biblical heroes. The ones with a past. Oh, yes. Our churches should be filled with men and women like Noah, Rahab and Paul. But not the VBS version. … Our churches should be filled with the real version of these heroes. And it doesn’t take a rocket scientist to see the biblical heroes have a dark side. One that wouldn’t translate well to the VBS scene. So I want to show you some VBS heroes that had a past, and I hope the full picture of these heroes causes you to re-think church. Noah This is the “go to” VBS story. Noah and his family are the ONLY faithful people left on earth. So God tells them to climb in an ark, along with two of every animal. Once onboard, God proceeds to exterminate every living thing from the face of the earth, leaving only Noah and his family. After the water subsides, Noah and his family exit the boat to start this mankind thing over. And everyone lives happily ever after. Not really. Soon after Noah’s family steps off the boat, Noah proceeds to … get drunk (Gen. 9:20-27). And Noah doesn’t get a little drunk. He gets so drunk he passes out. Naked. To top it off, when Noah wakes up he curses his son for trying to cover his nakedness. “Now, wait a second Noah. You are supposed to be the faithful one. Could you not wait a few chapters before you get drunk and start cursing your son?” Could you picture Noah standing before an eldership or board of church leaders to explain this incident? It probably wouldn’t go over well. Moses You would never want to be in a game of “one up” with Moses. His accomplishments are just better. He speaks with God “face-to-face” (Exodus 33:11). He delivers the Israelites from the hands of the most powerful ruler on the face of the earth, Pharaoh (Exodus 13-14). And he receives the Ten Commandments from God (Exodus 34:28). Game, set and match. Yeah, I want Moses on my team. But there is another side of this VBS hero. Take, for example, the sto-

ry in Exodus 2:11-15. Here we read that Moses kills a dude. You read that right. He murders another human. Then he tries to cover it up. Not only would Moses be disqualified from church leadership, he would be disqualified from church membership. In fact, he probably wouldn’t have an opportunity for either because he would be in jail. Rahab Without doing any Old Testament research, you might conclude Rahab is an amazing, blameless woman of faith. The first New Testament book mentions her as one of only four women in the genealogy of Jesus (Matt. 1:5). She is mentioned among the heroes of faith (Heb. 11:31). And the New Testament book of James even gives her a shout out (James 2:25). But turn to Joshua 2 and read the rest of the story. One thing immediately jumps out … Rahab is a prostitute. In other words, she has sex with multiple men that are not her husband. And even the pretense under which Rahab agrees to accept the Israelite spies is strange. She blatantly lies. She is encouraged to lie, and she is recognized as a woman of faith because she lies. So, fast forward to 2015. Rahab walks into a church office with an application for an opening in children’s or youth ministry. You think she would be accepted? It’s almost laughable to mention such a crazy idea.

David Ah, the great king, David. A man after God’s own heart (Acts 13:22). So, what are David’s accomplishments? For starters, he kills Goliath (1 Samuel 17). And he doesn’t engage in combat with Goliath as a veteran soldier with loads of armor. He is a shepherd boy with no battle experience and no armor. He simply trusts God is more powerful than a giant human. Seems reasonable, but for whatever reason none of the skilled Israelite soldiers thought so. David is widely considered to be Israel’s greatest king. And Jesus Christ is even referred to as the “son of David” (Matt. 1:1). That’s pretty strong. #swag But there is a side of David VBS stories don’t tell (unless you were in the church where I witnessed a preacher stand in front of innocent, unsuspecting VBS kids and tell the ENTIRE story of David … talk about awkward.) So, David struggles with lust. No big shock there. Many people struggle with lust. Then things go south. Overcome by lust, David takes a woman who is not his wife and has sex with her. The woman, Bathsheba, becomes pregnant. In an attempt to cover up the mess, David sends Bathsheba’s husband, Uriah, into the frontline of a battle to be killed. So, in a string of sins unrivaled anywhere in the Bible, this “man after God’s own heart” lusts, fornicates, lies, conspires and murders. Do I even need to ask if David would be considered for the preaching position at your church? “Just save

God is burdened by meaningless sacrifices: Hear the word of the LORD, you rulers of Sodom; listen to the law of our God, you people of Gomorrah! "The multitude of your sacrifices-- what are they to me?" says the LORD. "I have more than enough of burnt offerings, of rams and the fat of fattened animals; I have no pleasure in the blood of bulls and lambs and goats. When you come to appear before me, who has asked this of you, this trampling of my courts? Stop bringing meaningless offerings! Your incense is detestable to me. New Moons, Sabbaths and convocations-- I cannot bear your evil assemblies. Your New Moon festivals and your appointed feasts my soul hates. They have become a burden to me; I am weary of bearing them. When you spread out your hands in prayer, I will hide my eyes from you; even if you offer many prayers, I will not listen. Your hands are full of blood; wash and make yourselves clean. Take your evil deeds out of my sight! Stop doing wrong, learn to do right! Seek justice, encourage the oppressed. Defend the cause of the fatherless, plead the case of the widow. (Isaiah 1:10-17) Sodom and Gomorrah-- shocking and deeply insulting names to Isaiah's hearers-suggest not only devastation but Gentile sin at its worst; yet the words "LORD" and "our God" have overtones of a covenant relationship unknown to the cities of the plain. The prophet presses home his point. Rulers and people have a Sodom like offensiveness to God, and their ostentatious religious observances only aggravate the situation. God was nauseated by an abundance of sacrifices well beyond the divine requirements It was the same kind of blasphemous, pagan idea of a god who needs to be fed with sacrifices. The temple courts felt the heavy tread of the worshiping throng, probably swollen at such times of national crisis; but "trampling" also suggests desecration. This puts the question "Who has asked this of you?" in its true perspective. God rejected offerings rendered meaningless by hypocrisy. The people have been shown as burdened with guilt; but here God is shown as burdened with their sacrifices. In verses 16 and 17 God's true way is announced and the moral note sounded. People are accountable, but the grace and power of fulfillment is God's alone. The prophet's words imply that the reclaimed sinner needs a course of instruction in the ways of God. This teaching process begins in the call for social justice and defense of the fatherless. Isaiah's rapid-fire style in these two verses underscores the authority and urgency of God's commands to his people.

you bring me burnt offerings and grain offerings, I will not accept them. Though you bring choice fellowship offerings, I will have no regard for them. Away with the noise of your songs! I will not listen to the music of your harps. But let justice roll on like a river, righteousness like a never-failing stream! (Amos 5:21-24) The shock felt by the people when Amos attacked their comforting eschatology was followed by another shock. He turns to their worship and proclaims the Lord's hatred of their religious observances because they lacked the love, concern, and humble obedience to God that marks sincere profession of faith. Every aspect of their ritual was an act of disobedience because it ignored the heart of the law--love for God and concern for others. The people may, Amos says, continue to bring sacrifices, but the Lord would not accept them. The "burnt offering" is the offering that was entirely consumed. The "grain offering" was any offering given as a gift to the Lord. The "fellowship offering" was offered in part to the Lord and the rest was shared with the offerer, his family, and his friends. Even their songs were a source of revulsion to the Lord. God says they were to be put away from him. The element that will transform the people's sterile worship into acceptable worship is "justice" and "righteousness", concepts that relate to the social order. Only when the personal concern of the law is incorporated into their social structure and rightness characterizes their dealings with others will their worship be acceptable. Justice and righteousness must roll on like a river-- like a never-failing stream. A momentary flow of these two qualities will not do.

Worship in spirit and in truth: “Yet a time is coming and has now come when the true worshipers will worship the Father in spirit and truth, for they are the kind of worshipers the Father seeks. God is spirit, and his worshipers must worship in spirit and in truth.” (John 4:24 23 & 24) The true meaning of the word “worship” in the Old Testament meant to bow down, to prostrate oneself, to look toward, or kiss toward. These descriptions tell us that worship is both the heart's attitude and physical action before or towards God. It involves our whole being. It is a word that describes our relationship with God. Worship comes from the word “worthy.” Only God is worthy of our worship! "God is spirit" carries one of the four noun descriptions of God found in the New Testament. The other three are, God is light, God is love and God is a consuming fire. Jesus was endeavoring to convey to the woman that God cannot be confined to one place nor conceived of as a material being. Only "the Word became flesh" could represent him adequately. God hates sterile worship: Christ is saying that “a time is coming" "I hate, I despise your religious feasts; I cannot stand your assemblies. Even though for everyone to be able to worship God in

spirit. That will come after God gives everyone his Spirit. We are talking about the establishment of the New Covenant-- now, for those Christians who have now received God's Spirit and are daily motivated to be guided by his Spirit in everything they do and later for those who will receive it when the whole world receives it. The incarnated Truth: The Word became flesh and made his dwelling among us. We have seen his glory, the glory of the One and Only, who came from the Father, full of grace and truth. (John 1:14) This is the basic statement of the Incarnation, for Christ entered into a new dimension of existence through the gateway of human birth and took up his residence among human beings. He left his usual place and accepted the conditions of human life and environment. John 8:31 & 32 To the Jews who had believed him, Jesus said, "If you hold to my teaching, you are really my disciples. Then you will know the truth, and the truth will set you free." Jesus addressed the Jews with the assumption that they would proceed to a further commitment on the basis of his teaching, which would mark them as genuine disciples and lead them into a deeper experience of truth for he felt the necessity of making perfectly clear the conditions of discipleship. The freedom Jesus spoke of was spiritual freedom. It is being set free from sin and its effects. John 14:6 Jesus answered, "I am the way and the truth and the life. No one comes to the Father except through me.” Jesus is the way to the Father because only he has an intimate knowledge of God, unmarred by sin. He is the truth because he has the perfect power of making life one coherent experience irrespective of its ups and downs. He is the life because he was not subject to death but made it subject to him. He died to demonstrate the power and continuity of his life. Because he is the way, the truth, and the life, he is the only means of reaching the Father. To sum up in conclusion: To have truth, we must hold to Christ's teaching. Truth is the teachings of Christ, which come from the Father. True worship to God must be done in spirit and in truth. "In spirit" points to the level at which true worship occurs. The worshiper must come to God in complete sincerity and with a life that is lived in surrender to God and directed by the Holy Spirit. Truth is characteristic of God, incarnate in Christ, intrinsic to the Holy Spirit, and is the very heart of the gospel. Therefore, worship must take place according to the truth of the Father that is revealed in the Son and received through the Spirit. Let us all fervently worship our Almighty God in Spirit and in Truth.

some trees, David. No need to print a resume. It will end up at a landfill.” Paul Paul wrote most of the New Testament. His words have been the source of millions and millions of sermons. And, therefore, Paul’s words (inspired through the Holy Spirit) have been the catalyst for hundreds of thousands of people experiencing salvation through Jesus Christ. But (yep, you guessed it) Paul has a past as well. He not only preaches against Jesus, he persecutes those who practice Christianity (Acts 22:4). Paul gives approval to the death of Stephen, the first Christian martyr (Acts 8:1). Paul even refers to himself as the “chief of all sinners” (1 Timothy 1:15). That’s a bold claim considering the men and women already discussed above. Even assuming Paul comes to a church after his conversion, how many leaders would consider hiring him knowing he gave approval to things like killing Christians? How many would even welcome him at their church? Jesus “Frank, what does Jesus do wrong? He is perfect.” Jesus is sinless. And he is perfect … but not perfect by human standards. Jesus doesn’t get in line with traditional church ways. He often affirms the “sinners” and condemns the church leaders. He hangs out with cheaters, thieves and the sexually immoral. He preaches sermons that offend people. He drives away the masses instead of catering to them. In fact, he is so “imperfect” by human standards that the church leaders decide to kill him. Whoa. I am not sure Jesus would be accepted in a traditional church today. His reputation would include descriptors such as “not coachable,” “controversial” and (the death label) “liberal.” It’s time to re-think church Here’s the point: It’s time to re-think church. The lives of these biblical heroes show us that man’s way of looking at the world is not God’s way. The VBS picture doesn’t tell the full story. God doesn’t need a perfect moral track record to use someone. And when our Christian circles are filled with men and women that have it “figured out,” what message are we sending to God about his church? What message are we sending to the world? The grace of God is not selective. It doesn’t have conditions. Grace is for the man or woman who grows up in church and never curses or has sex before marriage. Praise God for these people. But grace is also for the Noahs, Moseses, Rehabs, Davids and Pauls of the world. The fornicators, liars, cheaters, murderers and rapists. Grace is often messy. It doesn’t always play by the rules. It disappoints. It falls short of expectations. And when “churchy” people attach conditions to grace, we add another voice to the crowd. The same crowd who cried, “Crucify him!” Because grace has a name … and his name is Jesus. Heaven’s thrilling, all-encompassing worship

M

ost people know that we’ll worship God in Heaven. But they don’t grasp how thrilling that will be. Multitudes of God’s people—of every nation, tribe, people and language—will gather to sing praise to God for his greatness, wisdom, power, grace and mighty work of redemption (Revelation 5:13-14). Overwhelmed by his magnificence, we will fall on our faces in unrestrained happiness and say, “Praise and glory and wisdom and thanks and honor and power and strength be to our God forever and ever. Amen!” (Revelation 7:9-12). People of the world are always striving to celebrate—they just lack ultimate reasons to celebrate (and therefore find lesser reasons). As Christians, we have those reasons—our relationship with Jesus and the promise of Heaven. “Now the dwelling of God is with men, and he will live with them. They will be his people, and God himself will be with them and be their God” (Revelation 21:3). Does this excite you? If it doesn’t, you’re not thinking correctly. As I share in my book Heaven, I find it ironic that many people stereotype life in Heaven as an interminable church service. Apparently, church attendance has become synonymous with boredom. Yet meeting God— when it truly happens—will be far more exhilarating than a great meal, a poker game, hunting, gardening, mountain climbing or watching the Super Bowl. Even if it were true (it isn’t) that church services must be dull, there will be no church services in Heaven. The church (Christ’s people) will be there. But there will be no temple, and as far as we know, no services (Revelation21:22). Will we always be engaged in worship? Yes and no. If we have a narrow view of worship, the answer is no. But if we have a broad view of worship, the answer is yes. As Cornelius Venema explains, worship in Heaven will be allencompassing: “No legitimate activity of life—whether in marriage, family, business, play, friendship, education, politics, etc.—escapes the claims of Christ’s kingship. … Certainly those who live and reign with Christ forever will find the diversity and complexity of their worship of God not less, but richer, in the life to come. Every legitimate activity of new creaturely life will be included within the life of worship of God’s people.”

Will we always be on our faces at Christ’s feet, worshiping Him? No, because Scripture says we’ll be doing many other things—living in dwelling places, eating and drinking, reigning with Christ, and working for Him. Scripture depicts people standing, walking, traveling in and out of the city, and gathering at feasts. When doing these things, we won’t be on our faces before Christ. Nevertheless, all that we do will be an act of worship. We’ll enjoy full and unbroken fellowship with Christ. At times this will crescendo into greater heights of praise as we assemble with the multitudes who are also worshiping Him. Worship involves more than singing and prayer. I often worship God while reading a book, riding a bike or taking a walk. I’m worshiping him now as I write. Yet too often I’m distracted and fail to acknowledge God along the way. In Heaven, God will always be first in my thinking. Even now, we’re told, “Be joyful always; pray continually; give thanks in all circumstances” (1 Thessalonians 5:1618). That God expects us to do many other things, such as work, rest and be with our families, shows that we must be able to be joyful, pray and give thanks while doing other things. Have you ever spent a day or several hours when you sensed the presence of God as you hiked, worked, gardened, drove, read or did the dishes? Those are foretastes of Heaven—not because we are doing nothing but worshiping, but because we are worshiping God as we do everything else. In Heaven, where everyone worships Jesus, no one says, “Now we’re going to sing two hymns, followed by announcements and prayer.” The singing isn’t ritual but spontaneous praise (Revelation 5:11-14). If someone rescued you and your family from terrible harm, especially at great cost to himself, no one would need to tell you, “Better say thank you.” On your own, you would shower Him with praise. Even more will you sing your Savior’s praises and tell of His life-saving deeds! THE MORUNG EXPRESS

President, RBI governor bat for tolerance New DelhI, octo ber 31 (IaNS): With growing clamour against recent incidents of intolerance across the country, President Pranab Mukherjee and RBI Governor Raghuram Rajan on Saturday emphasised for tolerance to take the country forward. President Mukherjee said here that India has prospered due to its power to assimilate and tolerate. "Our country has thrived due to its power of assimilation and tolerance. Our pluralistic character has stood the test of time," Mukherjee said while speaking at the golden jubilee celebrations of the Delhi High Court at New Delhi's Vigyan Bhavan. "India is a country of 1.3 billion people belonging to three ethnic groups - Caucasian, Dravidian and Mongoloid - speaking 122 languages and 1,600 dialects, and professing 7 faiths," he pointed out. The theme of the Delhi High Court's golden jubilee celebrations being 'Justice for all', he said, "it implies empowerment of the weak and equal treatment of law irrespective of one's individual identity". Referring to the ancient civilisations having accommodated diversities, the president said: "Multiplic-

ity is our collective strength which must be preserved at all costs. It finds reflection in the various provisions of our Constitution." At another event here, Reserve Bank of India Governor Raghuram Rajan said that India has always protected debate and the right to hold different views. "Tolerance can take the offense out of a debate, and indeed instil respect. If I go berserk every time a particular button is pressed, rebels are tempted to press the button, while mischiefmakers indeed do so," Rajan said while addressing the IIT-Delhi Convocation here. "Fortunately, India has always protected debate and the right to have different views," Rajan said, a day after Moody's Analytics in a report said the belligerent provocation of various Indian minorities has raised ethnic tensions. "But if I do not react predictably, and instead ask button pressers to explain their concerns, rebels are forced to do the hard work of marshalling arguments. So, rebels do not press the button frivolously, while the mischief makers who abound in every group are left without an easy trigger." "After all, any ban, and certainly any vigilante acts

Saddened at intolerance: Mamata KolKata, october 31 (IaNS): West Bengal Chief Minister Mamata Banerjee on Saturday said she was "saddened" at the level of intolerance in the country and asked people to "act for unity". She expressed support for President Pranab Mukherjee's views on unity in diversity. "Saddened that there is so much intolerance today. Why so much divide and rule? Let us speak for unity, stand for unity. Let us act for unity," Banerjee tweeted. "Respectfully & completely agree with the sentiments expressed by Rashtrapati ji today (Saturday) on unity in diversity and tolerance @RashtrapatiBhvn," Banerjee said. Speaking at the golden jubilee celebrations of the Delhi High Court at Vigyan Bhavan in the national capital, Mukherjee said India prospered due to its power to assimilate and tolerate. "Our country has thrived due to its power of assimilation and tolerance. Our pluralistic character has stood the test of time," he said. Referring to the ancient civilisations having accommodated diversities, the president said: "Multiplicity is our collective strength, which must be preserved at all costs. It finds reflection in the various provisions of our Constitution." The Trinamool Congress supremo paid tribute to former prime minister Indira Gandhi on her death anniversary and remembered 'Iron Man' Sardar Vallabhbhai Patel on his birth anniversary on Saturday. "Remembering the 'Iron Man of India', Sardar Patel ji, on his birth anniversary. May his vision of united India be fulfilled," she said. On Friday, a section of intellectuals and non-governmental organisation hit the streets against rising intolerance in the country, by organising an open beef party.

'Confidence, tolerance must for economic progress' beNgalUrU, october 31 (IaNS): Expressing concern over rising instances of intolerance, Infosys co-founder N.R. Narayana Murthy on Saturday urged the government to restore people's confidence and ensure tolerance for economic progress. "The first priority of this government or any government at the centre or states should be to bring back confidence, energy, trust and enthusiasm in every citizen," Murthy said in a discussion on a news channel. Observing that there was a considerable fear among minorities and migrants over their safety and security in light of some recent incidents, Murthy said unless there was no strife, no distress and no fear, it would be difficult to address problems of poverty, inequality and disparity. "As I am not a politician and not interested in politics, I don't want to comment on some things happening in the country. Everyone should be made to feel that this is my country and I will work for its betterment," he asserted. Citing data spanning over 300 years, Murthy said no country ever made economic progress unless the majority community respected the minority community and stopped oppressing it. Recalling the ill-treatment of south Indians in then Bombay in 1967 at the hands of Shiv Sena, Murthy said when one region was in strife with other region in the country, there could be no peace or progress in such a situation. "An environment of positivism was important to bring back growth and eliminate poverty," he added.

to enforce it, may offend you as much, or more, than the offense to me. Excessive political correctness stifles progress as much as excessive license and disrespect." "Tolerance means not being so insecure about one's ideas that one cannot subject them to challenge - it implies a degree of detachment that is absolutely necessary for mature debate," the RBI governor said. In the report titled `India Outlook: Searching for Potential', Moody's Analytics, a division of Moody's Corporation, said on Friday warned of "a possible increase in violence". "Along with a possible increase in violence, the government will face stiffer opposition in the upper house as debate turns away from economic policy." Moody's Analytics said the politics need to improve and the government's reform agenda needs attention to achieve long-term growth. While talking about economic growth, citing economist Robert Solow, Rajan said bulk of economic growth did not come from putting more factors of production such as labour and capital to work.

"Put differently, new ideas, new methods of production, better logistics these are what lead to sustained economic growth." The report said that the Indian economy is likely to grow at 7.6 percent this year and in 2016 while closing of negative output growth is going to be difficult due to external headwinds and the government failing to deliver on reforms, it added. "Overall, it's unclear whether India can deliver the promised reforms and hit its growth potential. Undoubtedly, numerous political outcomes will dictate the extent of success." According to the report, the Indian economy is expected to grow around 7.3 percent year-on-year in September quarter which is below the expected potential of around nine or 10 percent. In Kolkata, West Bengal Chief Minister Mamata Banerjee said she was "saddened" at the level of intolerance in the country and encouraged people to "act for unity". "Saddened that there is so much intolerance today. Why so much divide and rule? Let us speak for unity, stand for unity. Let us act for unity," Banerjee tweeted.

'Understanding the brain can Pak terms India's UNSC bid 'selfish, blind national ambition' bring global recognition for India' KolKata, october 31 (IaNS): India can achieve global recognition in the emerging field of computational brain research, says noted Indian American researcher Anand Raghunathan about the discipline which taps into the human brain's computing mechanism and applies that knowhow to develop intelligent systems. Figure this: Your brain uses just 20 watts of energy to crunch data, think, reflect, recognise and remember, the same amount that powers an ordinary light bulb. But machines need millions of watts to achieve such human-like tasks. A team of scientists at the Centre for Computational Brain Research (CCBR) at the Indian Institute of Technology-Madras (IIT-M) is studying the human brain using computers and, in parallel, harnessing that know-how to build computers that execute brain-like functions as efficiently as the organ itself. Raghunathan, an expert in integrated circuit design, is working with the team. And he believes that though computational brain research is an emerging field globally, it can have a "great impact" in India. "Computational brain research is an emerging field where India has an opportunity for global preeminence. There are many

fundamental scientific contributions to be made towards understanding the brain, and computing can play an important role in helping neuroscientists unravel the brain's mysteries," Raghunathan told IANS in an email and phone interaction. "Building computers that interact more naturally with humans (for example, through natural language and gestures) is one potential outcome that can have great impact in India and other regions where the digital divide is still quite large," said Raghunathan, a professor of electrical and computer engineering at Purdue University. Raghunathan is one of three visiting distinguished chairs at the Centre. He is working with neuroscientists and fellow CCBR chairs, Mriganka Sur of the Massachusetts Institute of Technology and Partha Mitra of Cold Spring Harbor Lab in New York. It is believed that understanding the human brain is one of the greatest challenges of the 21st century. In 2013, American President Barrack Obama announced the BRAIN initiative while Europe kickstarted the Human Brain Project the same year. Explaining the bigger picture, Raghunathan said as the world moves from smartphones to wearable devices and other sensors,

computers have to perform more human-like functions, given the explosion of data. "Computers are performing more and more brain-like functions, but much less efficiently than the brain itself. For example, companies like Facebook and Google widely use algorithms for searching through and understanding data and users. But they work on thousands of machines and consume millions of watts," said Raghunathan. "Understanding the computing processes in the brain and abstracting the fundamental principles from which it derives its efficiency can lead to radically different designs for future computing platforms," he elaborated. So, the idea is to take artificial intelligence (AI) closer to the level of efficiency of the brain. But can the human brain's consciousness and intelligence be fully replicated by such AI systems? Raghunathan says it's a matter of great debate and controversy in the scientific community. "In my opinion, fully replicating the human brain is well beyond our reach in the foreseeable future. Where we have had great success, and will continue to do well, is in replicating the sensory processing capabilities of the brain - primarily vision and hearing."

UNIteD NatIoNS, october 31 (IaNS): Pakistan has taken pot shots at India's bid for a permanent seat on the Security Council, calling it "selfish" and a claim to "self-arrogated right to a privileged and unequal status" but did not directly name it. In a General Assembly debate on equitable representation on the Security Council, Pakistan's Permanent Representative Maleeha Lodhi said: "Rigidity and blind pursuit of national ambition is the real reason for our persisting failure to achieve a more democratic, accountable, transparent and effective Security Council." Pakistan along with its ally, Italy, struck the discordant note at the debate, where there was broad support for adding permanent seats on the Security Council and

several countries firmly backed India's candidacy for one. "A few countries have sought to promote their self-arrogated right to a privileged and unequal status," Lodhi said. "Pakistan opposes the creation of new permanent seats as it is contrary to the universally agreed principles of our of time -- accountability and transparency." Sounding a contradictory note, Lodhi said Pakistan "always respected African nations' declarations calling for two permanent seats for countries from that continent even as she opposed expanding the Security Council. "Pakistan distinguishes between the demands motivated by selfish ambitions and the collective demand of an entire continent," she added. Pakistan is a member of a 13-member group

calling itself Uniting for Consensus, (UfC) which is led by Italy. The group steadfastly opposed the creation of a negotiating text for reform talks saying there should first be a consensus. However, without a framework document, negotiations could not take place, much less reach a consensus. In a setback to UfC and others trying to derail efforts to add permanent members, the General Assembly last month adopted a negotiating text that would kickstart meaningful discussions on reforms. Speaking on behalf of the UfC, Italy's Permanent Representative Sebastiano Cardi blamed others for the stalled negotiations. "The past has demonstrated that divisive approaches and initiatives complicate our process even further, distancing us from reaching our

commonly shared goal of reform." Reiterating the UfC's opposition to expanding the permanent membership, he made a dig at India and other countries seeking permanent seats. "Today we will still hear voices in favor of adding new permanent members, new veto powers, all while pursuing the same goal of making the Council more effective," Cardi said, adding: "No one has asked them to forfeit their willingness to play a greater role in the Council." He said UfC was suggesting longer-term seats with the possibility of an immediate re-election. "These seats would not be reserved to a select group of countries," he said. "All UN member states willing to make a bigger contribution to the work of the Council would have the right to run for a longer-term seat."

'Indian food needs exploring, not inventions' Ko l K ata , o ct o b e r 3 1 (IaNS): Star chef Manish Mehrotra believes Indian food doesn't need inventions to be on the top spot in the global food map but it could do with a lot of exploring of the variety that the nation has to offer in terms of flavours. "Indian food doesn't need inventions. All we need is exploring. If we go across India, we will see the diversity and the variety. It's a pity Indians do not know the variety on offer in all the states," Mehrotra said here on Fri-

day at a discussion on good taste at The India Story show. The award-winning chef who runs the kitchen at Indian Accent in New Delhi lamented that people in Gujarat think Bengal has only fish to be proud of. "People in south India think, north Indians eat butter chicken while north Indians only know of idli-dosa from the south. If we continue to explore all the regions we will get hundreds of new things," he added. The chef also observed that food

is one such entity that sort of gets everybody on the same level. "It levels everybody. One owns a Mercedes but can be seen enjoying a plate of chaat sitting inside the vehicle. That barrier dissolves," he said. For Mehrotra, the humble 'khichdi' is the "most balanced dish in the world". "It's the benchmark for me, it's got the silkiness of the rice, the tang and pungency of the chokha or tadka and the crunchy texture of the accompanying papad," Mehrotra added.

Internal security key to become global power: Ajit Doval hyDerabaD, october 31 (IaNS): National Security Advisor Ajit Doval has said that a country can't become a global power if it can't manage its internal security and that it is the police which has to fight and win this battle. He believes wars have become ineffective tools for achieving strategic and political objectives and there is no guarantee of success even if the enemy is weak. Stating that the challenges for the internal security will increase in coming times, he advised police officers to win this battle by winning the hearts and minds of people. Doval was speaking at the passing out parade of 67th batch of Indian Police Service (IPS) officer trainees at Sardar Vallabhbhai National Police Academy here on Saturday. As many as 141 probationary IPS officers including 26 women have completed their 46-week training. Fifteen officers from Nepal, Bhutan and Maldives also underwent the training. The NSA pointed out that in the post war period, 37 countries have degraded or failed and out of them 28 degraded themselves or failed as they could not manage internal security. He said Pakistan could not handle people in East Pakistan and even superpower like the erstwhile Soviet Union failed. Doval said despite the best force, technology and everything, the US had to face defeat in Vietnam and the erstwhile Soviet Union could not achieve strategic and political objective in Afghanistan. "This war can't be won by armies. This is the war of policemen. If you win, the country wins and if you lose, country loses," he said. Doval said this war was not for land, terrain or a hill but a war for civil society and people. He advised the police officers to become intellectually, emotionally and spiritually strong and use the skills and knowledge they were imparted during training to win this battle. He also asked the probationary officers to become master of the technology to deal with the biggest challenge posed by futuristic warfare, organised crime, saboteurs or foreign power meddling into internal affairs. He underlined the need to become master of technology for effective discharge of their responsibilities from normal policing to crime detection, organised crime to management of borders or dealing with challenges to cyber security and banking fraud. NPA director Aruna Bahugana said the officer trainees were not only trained in jungle survival, weapons, operations but were also sensitized towards the issues and problems of various segments of the society. The trainees were also given broad exposure to key issues by organising lectures of eminent personalities from various walks of life.

Stakes high for BJP-led NDA in Bihar poll's fourth round India criticises use of human rights political tool for 'selective shaming'

PatNa, october 31 (IaNS): Caste arithmetic will be on test on Sunday as electors in 55 constituencies in Bihar's flood prone fertile belt vote in the fourth round of assembly polls - with BJP chief Amit Shah's Pakistan comment muddying the electoral waters. Millions of voters were bombarded with issues like bursting of firecrackers in Pakistan to a conspiracy to steal the job quota of the Dalits and OBCs for a religious community as campaigning drew to a close. The stakes are perhaps the highest for Bharatiya Janata Party (BJP) led NDA. Amit Shah and Prime Minister Narendra Modi played their cards that linked Bihar assembly polls outcome with Pakistan and raised the old job quota issue for Muslims during their rallies. It is being seen as a last ditch effort to counter RJD chief Lalu Prasad's "backward versus forward" fight in polls and Nitish Kumar's development agenda. No doubt the stakes are also high for Chief Minister Nitish Kumar but the belligerent tone of Modi and Shah, going by their ad-

dresses in the last 48 hours, has given strength to speculations here that BJP-led NDA is not confident of repeating their performance in their strongholds. In the last assembly polls in 2010, when the BJP was in alliance with the JD-U, it won 26 seats alone, and the NDA swept 53 of the 55 assembly seats in the last Lok Sabha polls in 2014, thanks to Modi's wave. Amit Shah during his election rallies said firecrackers would be burst in celebration in Pakistan if the grand alliance - and not the BJP-led National Democratic Alliance - formed the next government. Even Modi during his rallies said: "Leaders of the RJD, JD-U and the Congress are conspiring to snatch away 5 percent of SC/ST and OBC reservation and give it to a religious community (Muslim) for votes. For the BJP, this its strongest belt where it enjoys support of the traditional upper castes along with the Other Backward Caste-Extreme Backward Caste, and Dalits.

It was evident in the last assembly and the last Lok Sabha polls. "While it would look to maintain that dominance, it is not an easy task," a political watcher said. As many as 14,739,120 voters are eligible to decide the fate of 776 candidates in fray in 55 of 243 assembly constituencies spread over Gopalganj, Siwan, West Champaran, East Champaran, Sheohar, Sitamarhi and Muzaffarpur districts. The NDA candidates are heavily depending on Modi and his plank of development in the belts once notorious for lawlessness, including kidnapping, extortion and murder. Modi and Shah also used the fear factor to woo voters, warning of a return of 'Jungle Raj' if the BJP-led NDA was not voted to power. Before Nitish Kumar came to power in November 2005, Siwan was said to be under the rule of criminal-turned-politician, former MP Mohammad Shahabuddin. The grand alliance of JD-U, RJD and the Congress wants to make a dent with consolidation of OBCs, EBCs and Dalits along with Muslims

by playing the forward versus backward fight and development of poor. Chief Minister Nitish Kumar doesn't fail to remind the electorate that the rule of law has been established and development has reached the people in shape of roads to electricity. The two-week canvassing saw top leaders of the Grand Alliance of the ruling Janata Dal-United, Rashtriya Janata Dal and the Congress and BJP-led National Democratic Alliance (NDA) as well as six left parties, Bahujan Samaj Party (BSP) and Samajwadi Party hitting the campaign trail. It was marked by below-thebelt comments and occasionally personal attacks and abuses to score political points. The run-up to the fourth-phase voting saw hectic campaigning by Modi, Amit Shah - camping in Bihar for nearly a month - Congress vice president Rahul Gandhi, BSP supremo Mayawati, Nitish Kumar, Lalu Prasad and JD-U president Sharad Yadav apart from left leaders. All of them addressed large rallies to woo voters.

UNIteD NatIoNS, october 31 (IaNS): Taking aim at double standards on human rights, India has criticised its selective invocation as a political tool to go after certain countries. Human rights must "not be used as political tools" as it would be counterproductive, Indian diplomat Mayank Joshi told a General Assembly Committee that deals with social and humanitarian affairs on Friday. "Selective naming and shaming of countries and intrusive monitoring not only go against the principles of impartiality, neutrality, objectivity and non-interference but also deters cooperation from the country concerned," he said. "We would like to reiterate that long-term and sustained improvements in human rights can be achieved only through the cooperation and full participation of the concerned state." He did not name countries practising double standards or those that were targeted. Joshi, a First Secretary in India's UN Mission, drew attention to terrorism being a violation of human rights. "The scourge of terrorism continues to pose a serious challenge to the full enjoyment of human rights, violating

the most fundamental right to life," he said. Calling for a zero tolerance policy towards terrorists, he said, "The international community has a responsibility to cooperate fully to root out all kinds of financial, moral and material support to terrorists and their activities." He called for a broad approach to human rights and said it "cannot be approached in isolation, ignoring the complex and intricate relationship between human rights, development, democracy and international cooperation". Joshi outlined India's efforts to promote human rights in the socio-economic sphere mentioning the Food Security Act and the Right to Education Act and the launch of nation-wide insurance programs for social security coverage to millions of poor and disadvantaged people. "As a multi-religious, multiethnic, multicultural country, we take great pride in our unity in diversity and support all efforts to build bridges of understanding between nations, peoples, religions and cultures," Joshi said. "We steadfastly reject all doctrines of exclusion based on racism, racial discrimination, xenophobia and related intolerance."

USA to deploy special forces to Syria in major policy shift WASHINGTON, OcTOber 31 (reuTerS): The United States will deploy dozens of special operations troops to northern Syria from next month to advise opposition forces in their fight against Islamic State, a major policy shift for President Barack Obama and a step he has long resisted to avoid getting dragged into another war in the Middle East. The planned deployment, along with the U.S. decision this week to include Iran in diplomatic efforts to end the conflict, represents the biggest change in the United States' Syria policy since it began a bombing campaign against Islamic State targets there in September 2014. Announcing the measure on Friday, the White House said the troops would be on a mission to "train, advise and assist" and would number fewer than 50. Spokesman Josh Earnest declined to give details about their exact role. The decision by Obama, deeply averse to committing troops to unpopular wars in the Middle East, would mark the first sustained U.S. troop presence in Syria and raise the risk of American casualties, although U.S. officials stressed the forces were not meant to engage in frontline combat. "This is a dangerous place on the globe and

they are at risk, and there's no denying that," said Earnest, who repeatedly rejected the idea that the deployment would constitute a ground combat mission, which Obama has long rejected as a solution in Syria. Earnest said the new mission in Syria was open ended and did not rule out the possibility of sending additional special forces troops into Iraq. Obama spoke to Iraqi Prime Minister Haider al-Abadi on Friday about the fight against Islamic State, Earnest said. The Obama administration is under pressure to ramp up America's effort against Islamic State, particularly after the militant group captured the Iraqi city of Ramadi in May and following the failure of a U.S. military programme to train and arm thousands of Syrian rebels. The planned deployment adds to an increasingly volatile conflict in Syria, where Russia and Iran have increased up their military support for President Bashar al-Assad's fight against rebels in the fourand-a-half year civil war. Russia said when it began air strikes last month that it would also target the Islamic State militant group, but its planes have hit other rebel groups opposed to Assad, including groups backed by Washington. The decision to send

capital of Islamic State, U.S. officials told Reuters. They could also help coordinate air strikes from the ground, the officials said. To further counter Islamic State, Obama has also authorized deploying A-10s and F-15 aircraft to Incirlik air base in Turkey. The United States had already deployed about a dozen A-10 aircraft to Incirlik in the past couple of weeks and expects to send an additional dozen or so F-15 fighter jets there, as part of an effort to "thicken" air operations in northern Syria, a senior U.S. defence official said. "That means we want a greater density of planes striking, a greater density of intelligence assets deMembers of a SEAL Team practice desert training exercises in preparation for real world scenarios. U.S. special forces to Syria will put U.S. forces "in harm's way," U.S. Defence Secretary Ash Carter said on Friday, adding he did not rule out the possibility of further special forces deployments to Syria. with Iran and for not being tougher on Russian President Vladimir Putin. The introduction of U.S. forces on the ground marks a shift after more than a year of limiting the Syria mission to air strikes against Islamic State. Before last year, Obama had ruled out an American presence on the ground in Syria. Over the past year, however, he has emphasized that he would not send U.S. "combat" troops there. The new U.S. strategy against Islamic State in

Syria will be accompanied by a new special operations force in Erbil in northern Iraq, "intensified" cooperation with Iraqis in retaking the city of Ramadi and expanded security assistance to Jordan and Lebanon, a senior congressional source said. The forces in Syria would be stationed in rebel-held territory, coordinate air drops to rebels and resupplying those forces as they move toward Raqqa, which is in the north of the country and is the declared

STRENGTHEN REBELS Friday's move reflects a wider strategy of strengthening rebels Washington sees as moderate even as it intensifies its efforts to find a diplomatic solution to end to the Syrian civil war in which at least 200,000 people have died. The news came as U.S. Secretary of State John Kerry was meeting at Syrian peace talks in Vienna. He said that the timing of the announcement was a coincidence and that peace moves must continue. The talks include the

foreign ministers of Russia and Iran, which support Assad, and nations such as Saudi Arabia and Turkey, which are adamantly opposed to his remaining in power after a civil war that has driven millions abroad as refugees and displaced millions more inside the country. The United States is helping thousands of Syrian rebel fighters as they try to encircle Raqqa and cut that city off from Iraq's Mosul, which the group also controls, U.S. officials say. The most effective U.S. allies in northern Syria are Kurdish forces, who captured a swathe of territory from Islamic State along the border with Turkey over the past year with the aid of U.S. air strikes. But Washington has been cautious about publicly committing to help the Syrian Kurds, who are mistrusted by U.S. NATO ally Turkey. The senior U.S. defence official said Washington had no intention for now of airdropping weapons to the Syrian Kurdish YPG militia. "I don't rule it out in the future but...nothing would be done without the close coordination of the government of Turkey," the official said. Although the U.S. forces would help local Syrian fighters better communicate targets for U.S. airstrikes, the U.S. forces themselves were not going to call in the strikes, the official said.

Romanian nightclub fire leaves 27 dead Palestinians hand fresh war crimes evidence to the ICC bucHAreST, OcTOber 31 (reuTerS): A fire in a Bucharest nightclub killed 27 people and injured 184 during a rock concert that featured fireworks late on Friday, Romanian government officials and witnesses said. In one of the capital's worst disasters in decades, about 400 people, mostly young adults, stampeded for the only available exit as the club in the basement of a Communist-era sportshoe factory filled with smoke. Several witnesses said there were fireworks inside the club. Colectiv Club's Facebook page said the show would feature pyrotechnic effects. Deputy Interior Minister Raed Arafat said 17 of the 27 dead had yet to be identified and that 146 people remained in hospital. "Unfortunately, the death toll may change taking into account the severity of their injuries," he said after an emergency meeting early on Saturday.

A pillar covered with foam panels and the club's ceiling went up in flames and then there was an explosion and heavy smoke, the witnesses said. Many people admitted to hospitals had suffered burn and smoke inhalation injuries or were trampled. TV footage showed police officers and paramedics trying to resuscitate young people lying on the pavement while sirens wailed with more ambulances deployed to the scene. "There was a stampede of people running out of the (Colectiv) club," a man who escaped without shoes told Reuters. A young woman who was released from the hospital after minor injuries described the club bursting into flames. "In five seconds the whole ceiling was all on fire. In the next three, we rushed to a single door," she told television station Antena 3. Deputy Prime Minister Gabriel Oprea said a criminal

investigation into the causes of the incident was already under way, and the health minister launched a public appeal for blood donations. Romania's President Klaus Iohannis said in a statement: "I want to assure you of all support from rescuing forces and ask you to trust they put all efforts to limit the impact of this catastrophe." The government said it would declare three days of national mourning later on Saturday. Some of the deadliest nightclub disasters in the world were started by fireworks. In the southern Brazilian college town of Santa Maria in 2013, a musician lit an outdoor flare inside the Kiss nightclub and started a fire that killed at least 241 people, investigators said. Fireworks were also blamed for nightclub fires in Russia’s Perm that killed 156 people in 2009 and in Argentina’s Buenos Aires in 2004 that killed 194.

THe HAGue, OcTOber 31 (reuTerS): The Palestinians handed a fresh dossier of evidence to the International Criminal Court in an attempt to get the war crimes tribunal to expand its existing probe of last year's Gaza conflict to include the upsurge in violence of the past month. Emerging from the court, Foreign Minister Riyad al-Maliki said the new dossier, the third he has submitted this year, contained evidence of "extrajudicial killing, home demolition, collective punishment" including from the past 40 days. "(We took) also examples of cases that have really occurred in the last 40 days of Israeli aggression against innocent Palestinians around occupied territory," he told reporters after a meeting with prosecutor Fatou Bensouda. UN urged to investigate "strong evidence" of Rohingya genocide bANGKOK, OcTOber 31 (THOmSON reuTerS FOuNdATION): There is "strong evidence" that Myanmar has committed genocide against Rohingya Muslims, according to a Yale law school report that called for a United Nations commission of inquiry to focus world leaders' attention on abuses in western Rakhine state. The Rohingya, a stateless ethnic Muslim minority that lives in apartheid-like conditions in predominantly Buddhist Myanmar, have faced worsening persecution and violence that has displaced 140,000 and spurred an exodus from the country by boat. Fortify Rights, a campaign group focusing on the Rohingya, said there are about 1 million Rohingya in Rakhine state and at least 160,000 have fled since 2012. Yale's Allard K. Lowenstein International Human Rights Clinic analysed research conducted by Fortify Rights and Al Jazeera, to see if genocide had been committed as defined by the 1948 U.N.

genocide convention. "We think there is strong evidence to support a conclusion that genocide has occurred," said Katherine Munyan, one of four students who conducted the eight-month analysis under the supervision of Lowenstein director and law professor James Silk. "We determined that

the next logical step would be for the United Nations human rights council to convene a commission of inquiry to examine the atrocities in Rakhine state," added Tasnim Motala, a member of the team who presented the findings with Munyan. The team found evidence that four acts set

out in the 1948 U.N. convention on genocide had been committed: - Killing members of the group: The Rohingya, who have a distinctive language, culture, history and traditions, have been killed by security forces, or by the local Rakhine population as security forces stood by without intervening;

- Serious bodily or mental harm to members of the group: They have been targeted and subjected to rape, torture, arbitrary detention and other crimes; - Inflicting conditions to destroy the group: They have been confined to camps and townships with restrictions on movement and deprivation of food, medical care and basic life necessities; - Preventing births within the group: Marriage and birth restrictions have been imposed on the Rohingya, sometimes referred to as "biological genocide". The clinic identified the Myanmar army, police force and now-disbanded Nasaka border administration force as responsible for acts that could constitute genocide. It also exposed links between perpetrators and the central government. Motala said a commission of inquiry by the U.N. Human Rights Council should provide an "inclusive, comprehensive and extensive investigation to the human rights atrocities occurring in Rakhine state". The Myanmar govern-

ment could not immediately be reached for comment. But in response to the report, Myanmar's information minister, Ye Htut, told local news site Mizzima the government "rejects the accusation completely." Myanmar has long pushed back at criticism of its treatment of the Rohingya, calling it an internal matter. "The statement that this is an 'internal matter' is a classic statement made by leaders of states that are engaged in serious human rights abuses," Silk said. "There is a lot of evidence that states that show a lack of concern for the human rights of their citizens sometimes do not care about what the rest of the world says." However, he added, Myanmar at the moment is "very eager to be accepted as a full member of the international community". As such, seriously questioning whether genocide is going on may act as an incentive for Myanmar to act, "if only to repair the country's image with the rest of the world with which it wants to have good relations," Silk said.

the Gaza conflict, but, with all accessible gateways to Gaza controlled by Israel, Hague officials have not yet visited the scene of the alleged crimes. "They promised that they would continue their efforts to get approval ...

for a visit. We have already responded positively and we are still waiting for the same from the Israeli side," Maliki said. But while this week's visit to The Hague by Maliki, President Mahmoud Abbas and Prime Minister Rami Hamdallah appeared designed to sharpen the focus on the court at a time of increased Israeli-Palsetinian violence, the Palestinian Authority has little influence over the progress of the probe. The court's preliminary examinations, designed to establish if crimes within its jurisdiction may have been committed, are long drawn out affairs, carried out independently by the court's prosecutors. A cease-fire in August last year ended 50 days of fighting between Gaza militants and Israel in which health officials said more than 2,100 Palestinians, mostly civilians, were killed. Israel put the number of its dead at 67 soldiers and six civilians.

Eating 'everything in moderation' may be bad for you NeW YOrK, OcTOber 31 (IANS): Contrary to popular perception, eating 'everything in moderation' may actually lead to worse metabolic health as compared to eating a smaller number of healthy foods, says a new study. "'Eat everything in moderation' has been a long-standing dietary recommendation, but without much empiric supporting evidence in populations,” said study first author Marcia C de Oliveira Otto, assistant professor at The University of Texas Health Science Centre at Houston, US. Using data from 6,814 participants, the authors measured diet diversity through different measures. These included the total count (number of different foods eaten in a week), evenness (the distribution of calories across different foods consumed), and dissimilarity (the differences in food attributes relevant to metabolic health, such as fiber, sodium or transfat content). Researchers evaluated how diet diversity was associated with change in

waist circumference five years after the beginning of the study and with onset of Type 2 diabetes 10 years later. Waist circumference is an important indicator of central fat and metabolic health. The researchers found that more diversity in the diet was not linked to better outcomes. Participants who had the greatest food dissimilarity actually experienced more central weight gain, with a 120 percent greater increase in waist circumference than participants with the lowest food dissimilarity. "An unexpected finding was that participants with greater diversity in their diets, as measured by dissimilarity, actually had worse diet quality. They were eating less healthy foods, such as fruits and vegetables, and more unhealthy foods, such as processed meats, desserts and soda," Otto said. "This may help explain the relationship between greater food dissimilarity and increased waist circumference," Otto explained. The study was published in the journal PLOS ONE.

Force india in talks with Eintracht end Bayern's winning league run with draw Aston Martin, Johnnie Walker

Force India team owner Dr. Vijay Mallya (REUTERS)

MEXICO CITY, OCTObEr 31 (rEUTErS): Force India are in talks with Aston Martin and Scotch whisky brand Johnnie Walker about a deal that would see the Formula One team change its name and look, co-owner Vijay Mallya said on Friday. "Yes, there are discussions on with Aston Martin. Yes, there is excitement on both sides," he told Reuters at the Mexican Grand Prix. "But it still has to go through due process before we agree and shake hands on a concept, whatever that concept may be ... we have not exchanged anything in terms of an outline or draft contracts. "This is a sort of tri-partite discussion that is going on which involves Diageo with its Johnnie Walker brand as well." Mallya, whose co-owner Subrata Roy of the Sahara Group has been in jail in India for more than a year, said that if the Mercedespowered team did change name, it would still remain Indian registered. "I named the team Force India only to give India and all of the motorsport fans in my

country pride of place on a Formula One grid," continued the liquor baron, who also has business troubles following the collapse of his Kingfisher airline. "But they've enjoyed that for eight years and now they know this team is synonymous and will still be an entry from India flying the Indian flag. So what name we run under is not as critically important as it was for the first three or four years." Mallya bought the Spyker team, previously Midland and Jordan, and renamed it Force India for the 2008 season as the first Indian outfit in Formula One. The team have struggled financially and this month sought a $10 million advance on their 2016 championship payments, the same amount they were granted before the start of this season. Loss-making Aston Martin, famous as the marque of choice for fictional British secret agent James Bond, is five percent owned by Mercedes -- who provide Force India's engines. Johnnie Walker are owned by Diageo, who are majority shareholders

in Mallya's United Spirits Limited and several of their liquor brands are already visible on the Force India cars. The whisky brand has partnered former champions McLaren, who are enduring their worst season and are ninth of the 10 teams, for 10 years but is also a global sponsor of Formula One. "So Aston Martin, a premier British marque, Johnnie Walker, premium Scotch," said Mallya. "That sort of premium-ness element forms the package." Asked when a deal might be done, with reports already of a likely blue and gold livery for the rebranded cars, Mallya said he did not know. "I can say that discussions have progressed substantially since (Silverstone)," he said. Aston Martin Chief Executive Andy Palmer attended that race in July as a guest of Force India. "Obviously if something is going to happen, it should happen before the start of next season because then one would have to think about the livery, the uniforms, team kit and so many other things." Palmer told Reuters at the time that the chances of Aston Martin returning to Formula One for the first time since 1960 were "improbable". "Everybody knows Aston Martin. I have a job to do in terms of getting us back into the conversation amongst people that cross-shop sportscars, be it McLaren, be it Ferrari or Porsche. I need to be in that conversation," he said then. "But to get into Formula One, that's serious money that I don't have.

FrANKFUrT, OCTObEr 31 (rEUTErS): Leaders Bayern Munich's express start to the season finally ran out of steam on Friday with a goalless draw at Eintracht Frankfurt, following 10 wins out of their 10 previous Bundesliga games. The champions lacked their usual punch and despite dominating the encounter, did not manage to break past a disciplined backline too often, failing to equal a European major league record for the best start to a season, held by Tottenham Hotspur with 11 straight wins in 1960. "Every week we think it can't get more defensive and then comes a team that plays even more defensive," Bayern captain Philipp Lahm told reporters. "I think Frankfurt played a 6-3-1 tonight. But if we had used our chances and scored we would be sitting here saying how much fun it was." Indicative of Bayern's frustrating evening was the yellow card for Lahm, who had not committed a single foul in his Eintracht Frankfurt's Lukas Hradecky (R) and Bayern Munich's Robert Lewan- previous 24 consecutive league dowski fight for the ball during their German first division Bundesliga soccer matches, in his 450th appearmatch in Frankfurt, Germany, October 30. Eintracht, who recovered following their ignominious German Cup second round exit to third-tier club Erzgebirge Aue on Tuesday, moved up to 11th on 13 points. Bayern, who had won their previous six matches against Eintracht without conceding a goal, were more aggressive from the start and Arturo Vidal tested keeper Lukas Hradecky with a looping header in the 11th minute. Javi Martinez's glancing header minutes later floated just wide as Bayern set a quick early pace and the home side frantically defended. A double defensive blunder by the hosts at the start of the second half left Douglas Costa unmarked in front of goal but again Hradecky, at full stretch, got a leg to the ball to send the Brazilian's low shot wide.

The crisis in Naga society: A perspective outlook

T

he present Naga society is living an enigma of discord, where the political and social trend of the society is deteriorated in crave for selfish desires. Mounting from the grassroots level to the high authorities everything seems to be in a state of misplacement. The courtesy, morality and onus of the leaders are hamstrung when it comes to money, power and fame. The amateurs are forced to carry on the burden of injustices that has befallen to them from their fallen leaders. The civil societies, organizations, political parties, Naga political groups, et al… are running a parallel form of functions which is jeopardizing the peace, progress and unity of the Naga society. The only solution to this remedy lies in a Christian value of ‘forgive and forget’ with equal weightage to ‘Peace and Unity’. The crisis in Naga society if not tackle at the earliest would open the pandora box of an unending miseries. The crisis that has with-hold the progress in Naga society can be sum up with the following points mentioned below: The clash of the organizations: The civil society and organization which are to play the unitary role are divided in their own perspective outlook. The Eastern Nagas has its per-

I

sonal grievance of negligence by the forward tribes and the government functionaries, demanding a frontier Nagaland under the nomenclature of Tuensang division. Resulting in the formation of separate bodies; the Eastern Naga spearheaded by the Eastern Naga People Organization (ENPO), whereas, the other tribes functions under the apex organization known as Naga Hoho. This clearly signifies the disunity within the ambit of the Naga civil organization. So, the idea of Unity prevails to solve the whim and fancies of the two apex organization in order to solve the division of the others. As a representative of the people the main priority is to look and work for the welfare of the society instead of pondering on their selfish desires. How can an organization progress when the representative indulge in immoral activities. At these juncture Unity can be a dharna to ‘educate, organize, agitate,’ the anomalies that has been taking place in the society. The clash of political parties: The political trauma of blaming games has deteriorated the functions of good governance. Parties are politicizing and pointing hard on the other without solving the nightmare and miseries that haunts the general public. Every aspect of the society has been politicize for crave of person-

Kudos to AcAuT

congratulate the ACAUT for successfully conducting their historic march against corruption. At the same time as a lay man, one is left to wonder, why is the ACAUT acting holy, holy. Since sin is also a form of corruption, is it that the members of ACAUT had never sin or indulge in any form of corruption in their entire life. More ever one is left to ponder, whether those retired bureaucrats, who are now actively leading the fight against corruption, has ever appointed any of their kin and keens in government jobs through backdoor appointment. If the ACAUT is serious about their fight against corruption then they should first voluntary reveal the names of their kin and keens, who got government jobs through backdoor appointment .Moreover, why is the ACAUT only targeting some government jobs and not about the grade 3 and

grade 4 post. If the ACAUT are really serious then they should widen their fight against all backdoor appointment and apply the same yardstick whether it is a grade 1 or a grade 4 post because a backdoor appointment is a backdoor appointment, whether it is a gazetted or a peon post. Out of about 84 government department, why has the ACAUT only reveal the backdoor appointment in about four department and not the rest of the 80 government departments .Thus it mean to suggest that that there is not a single backdoor appointment in the rest of the department. I would earnestly like to appeal to the ACAUT member not to pick and choose, when it comes to fight against backdoor appointment in various government department. Imti, Dimapur

lmost all the political VVIPs, Bureaucrats, Technocrats etc...etc.. have witnessed the condition of the Don Bosco School Road after the Civil Secretariat road bridge was washed away by the flood during last monsoon. I have never seen black-topping on this road. Despite of pressure from some Civil Organisation for repair and maintenance of this road, it remains unchanged till date playing

blame-game between BRO and State Government. Perhaps, this road may be under BRO jurisdiction, yet it is under Kohima Town jurisdiction. So the denizens of this particular colony and other adjacent colonies will be glad to see if the State Government can repair this road from Rs.8.45 Crore which has recently earmarked for the repair and maintenance of Kohima Town roads. al wants resulting the backdrop of the society in the lowest stage of development. We have seen the dirty works that has revolutionize the politics, starting with the NPF imbroglio then came the BJP imbroglio and now, we see, the Congress imbroglio. This shows that the clash of political power is at its peak. Never do we see ‘in action’ our leaders raising their voice against Corruption. They are lame, dumb and deaf when it comes to meritocracy in job appointments. Corrupted by nature they are sucking every penny meant for developing the state and improving the living condition of the people. How will a state prosper when the corrupted leaders/ law breakers moves under the protection of police. It’s a mockery to the laws and the general administration. Therefore, democracy and good governance should be taught to the leaders vying for political birth in the state, instead of focusing on the cash rich and political fame which atone the fundamentals of democracy. The self-centered Naga political groups: The Naga sovereignty seekers are branched into 7/8 groups without any definite accord. All they say is that they are fighting for the Sovereignty of the Land. They tax the public under the name of Sovereignty, leaving the public speechless with the barrel of their

guns. The society seems fragmented with the tyranny of the ‘Factions’ as they acclaimed to be working for the general good. A mixed reaction whether they are the true freedom fighter or the one who is delaying the Sovereignty of the Naga land. One called the other as a puppet to Indians when the other draws a closer tie to the government. Now it puzzles the people to choose which political group is considered as ‘Patriotic’ and which is considered as ‘Puppet’ coz every now and then the defect party forms a new Political party. Can we wait to see a Faction-less government which can lead the Naga society to achieve freedom? The future lies in the manifold of the aspiration of the Naga People. A total absurd is seen from the Factions when they proclaimed the Government job holders as agent to the Indian government in tarnishing the path of Sovereignty (a baseless claim which shows lack of rationality). A closer integration of the tribes can only give birth to Naga Sovereignty with ‘Unity in cohesion.’ So, the only path to achieve Sovereignty lies with the formation of all the political groups as one true Naga sovereignty seeker. This can be possible only when all the political groups comes together to take a decisive role to accomplish the task that Nagas are long waiting. Other-

wise, the outcome will be a complete debacle shedding more blood and vengeances. The crisis endangers the path of progress that encircle every aspect of peace and development of the Land. So it is high time for Nagas to come together under a common platform to make a strategic plan so that the course of future generation can be visualize into a more vibrant form of society. Henceforth, every Nagas should be a stakeholder to bring the crisis into a standstill. To quote Edmund Burke words “The only thing necessary for the triumph of evil is for good man to do nothing” It is not the time to be singing ‘We shall overcome Someday’. The 21st century is an avenue where we shall be singing ‘We shall overcome TODAY’ instead of the old well verse song sung by the decades old generation. Let us not be politicized by the whims and fancies of the greed but let us uphold the doctrine of the Truth. For Truth is the rescuer of the Naga society in its pitfall. Lastly, I urge all the Nagas to work with Unity and let there be Progressive change in Naga society. T

he ‘Walk Against Corruption’ – a two-day event October 30 & 31st , 2015 by the people’s movement ACAUT Nagaland is also relevant to preventive vigilance where the flagged off from Chumukedima, Dimapur was done at 8.00a.m on October 30 and upon arrival at Kohima a programme would be held at War cemetery, Kohima at 2.00p.m 31st October. I’m so privilege to be part of today’s function being the final day of vigilance awareness week with the rest of the states in the country and even the significance of 31st October is the birthday of Sardar Vallabh Bhai Patel who exercised and major influence in establishing the administrative structure in India. The students’ participation in this vigilance awareness week is of immense importance as they are to be educated on the urgency to fight against unethical practices by way of conducting speech competition amongst them and also to provide appropriate mindset amongst the students to fight corruption. They are to be taught of effective preventive measures by way of using information technology and to

promote transparency such laws like the Right to Information Act, 2005. One of the primary objectives of the observance of vigilance awareness week is to create public awareness against corruption and this year the Central Vigilance Commission has selected the theme – “Preventive Vigilance as a tool of Good Governance”. Vigilance means watchfulness. As a consumer activist I always stress on the slogan ‘a vigilant consumer is an asset to the nation’. It is not the purpose of vigilance to wait for lapses to be committed and then try to conduct post mortem. What is more important than punitive vigilance is preventive vigilance. Preventive vigilance could broadly be described as a package of measures to improve systems and procedures in a way so as to reduce scope for discretion and eliminate corruption. To list out few measures for preventive vigilance such as; a) follow rules and regulations without violation, b) follow systems and procedures meticulously, c) remember oneself as a public servant, d) discharge one’s duty sincerely, honestly and

faithfully at all times. Always keep in mind that corruption starts in a small way. Good Governance is about the processes for making good decisions and their effective implementation. The main characteristics of good governance are transparency, accountability, following rule of law, being inclusive, effective and efficient. Good governance and preventive vigilance share several characteristics and therefore, preventive vigilance needs to be implemented as a tool of good governance. Application of preventive vigilance as tool of good governance would not only result in removing the negative connotations attached with vigilance work but would also contribute positively towards the overall functioning of the organization. The President of India in his message on this occasion said that corruption needs to be treated like a disease and focus should be on prevention as corruption affects the growth of a nation. The Governor of Nagaland P.B. Acharya call to combat corruption. Nagaland Chief Minister T.R. Zeliang in his message asserted that his government was committed to

fight corruption in the state with an appeal to all concerned citizens to contribute their best in the fight against corruption and re-dedicate themselves to work with honesty, integrity and sincerity to eradicate corruption from our society. He has also said that once the Lokayukta Bill 2015 is passed, the vigilance commission would be strengthened and the fight against corruption would be intensified in order to provide good governance. Mr. Savi let us not just preach but put into practice and implement it so that the primary objective of the Central Vigilance Commission conducting “Vigilance Awareness Week” could be achieved in building a good nation. Speech of President NVCO, Convener ACAUT Nagaland (legal cell) and a national award recipient Kezhokhoto Savi, Advocate during the conduct of Speech Competition in observing the “vigilance awareness week” with the theme – ‘preventive vigilance as a tool of good governance’ by the North Eastern Development Finance Corporation Limited (NEDFi) Kohima Branch Office at the state capital on October 31.

Akon's four albums will be available to stream via an app called stadium, also the title of the four-record project, which will be available for fans to download. The scheme will be funded via advertising, and fans will be encouraged to share the app with friends to earn credits to buy products such as ringtones and gain access to more songs. Akon is convinced his app will help solve the problems facing the music industry and give artists the chance to make more money than they currently bring in through streaming services such as spotify. Why give someone like spotify or Pandora 99.9 per cent of what should go in your pocket? it doesn't make sense."

More misery for Mourinho as Liverpool beat Chelsea

Liverpool manager Juergen Klopp celebrates with Mamadou Sakho at the end of the match. (Reuters)

C M Y K

C M Y K

lonDon, october 31 (reuterS): Jose Mourinho's future as Chelsea manager looked increasingly uncertain after Liverpool beat them 3-1 in the Premier League at Stamford Bridge on Saturday, with Philippe Coutinho scoring twice. Champions Chelsea's third home league defeat of the season left them in 15th place in the table with 11 points from 11 games -- the worst ever start to a season by reigning champions. Liverpool's fans, celebrating a first league win for new manager Juergen Klopp, taunted Mourinho, chanting: "You're getting sacked in the morning", while home fans looked stunned as they filed away into the streets of west London. Former Chelsea midfielder Pat Nevin, summarising on BBC Radio Five Live, summed up the mood: "The questions over Mourinho will be a cacophony now. "It's not just the defeat but the manner of it. They were absolutely outplayed," he said. Yet the day had started well for Chelsea. There were only four minutes on the clock when Cesar Azpilicueta was given too much time and his cross picked out Ramires who headed powerfully into Liverpool's net. If the home fans expected that boost to fuel their side with new-found confidence though, they were to be disappointed as a hard-working Liverpool side recovered to dominate possession. Coutinho cleverly worked himself some space two minutes and 40 seconds into first-half stoppage time and curled a precise shot past Chelsea keeper Asmir Begovic. Liverpool midfielder Lucas was

lucky to avoid a second yellow card midway through the second half for a foul on Ramires -- a decision that infuriated Mourinho. To rub salt into the wound, Liverpool went in front a few minutes later when Christian Benteke's knock down fell to Coutinho who again beat Begovic with a shot that brushed off John Terry, captaining Chelsea for the 550th time. With Liverpool in complete control Benteke made the points safe with a low shot seven minutes from time. Mourinho was clearly angry that decisions had gone against his side when interviewed by the BBC. "In the second half something happened that didn't allow us to win the game," Mourinho said. Asked if he could turn around Chelsea's unravelling season, he said simply: "If they allow us." Klopp was sympathetic, telling a news conference: "I feel for him. He's a great coach. I don't think anyone in this room doubts he's one of the best in the world. Things like this happen. I had a similar situation at Dortmund last year." While Chelsea lurch from crisis to crisis -- they have lost nine times in all competitions, including their midweek defeat on penalties by Stoke City in the League Cup which they won last season -- Liverpool are buoyant. They have 17 points and moved up to seventh. Later on Saturday, leaders Manchester City host Norwich City, second-placed Arsenal are at Swansea City and third-placed Manchester United are away at Crystal Palace.

Kvitova stuns Sharapova, to face Radwanska in WTA Finals

Singapore, october 31 (reuterS): It proved a happy Halloween for Czech Petra Kvitova after she made the most of coming back from the dead to set up a title-match showdown with Agnieszka Radwanksa at the WTA Finals. The double Wimbledon champion was reflecting on her year, believing her singles season was over, after losing to Garbine Muguruza in her final round-robin match on Friday, only for Lucie Safarova to beat Angelique Kerber in straight sets and send Kvitova through. The world number five made the most of the unlikely semi-final chance as she produced her best display of the week to beat Russia's Maria Sharapova 6-3 7-6(3) at the Indoor Stadium on Saturday. "It's very weird, I have to say. Yesterday I was talking about my season, and it's still not over yet," Kvitova told reporters. "But I'm happy for that for sure. I mean, I couldn't really believe that I going to play semi-final, now I'm in the final, which is very interesting. "I'm really looking forward (to it). I think Aga is kind of in the same situation, so it's going to be interesting." Radwanska also needed a favour to make the semi-finals after two opening defeats, but, like Kvitova, she overcame an opponent in Muguruza who had won all three group matches. It means whoever wins Sunday's showdown will be the first to lift the title with a 1-2 group-stage record. The round robin was introduced in 2003. "I think it's great that it will happen," said Kvitova, who won the WTA Finals on her debut in 2011. "It's something new in the histo-

ry. That's the sport. That's the format how we play in the groups and everything. It's very interesting. "I think that Aga is kind of on the same level as me, that she's improving each match, so that's a little bit different (from a) normal tournament. "I don't

new Delhi, october 31 (pti): Virender Sehwag, who has recently called time on his glorious international cricket career, says the sadness of being “deprived of a farewell game shall always remain” in his mind. “Had the selectors told me that they were going to drop me, I could have requested them to allow me to play my last Test in Delhi and then announce my retirement, but they did not give me that opportunity. “A sort of sadness shall always remain in my mind that I was not allowed to retire while playing, but anyway, it’s all a part of life for a sportsman, who, while playing, never realises when he should retire, but he starts thinking about it when he is dropped,” Sehwag said. The explosive batsman made 23 Test centuries and 15 tons in ODIs. “I would like to ask: Should not a player who has played 12 to 13 years for his country, deserves a farewell match?” On

organisers planning to give him a farewell during the forthcoming Test in Delhi between India and South Africa starting December 3, Sehwag said: “If that is so, it will be good. If BCCI cannot organise, at least DDCA should do. It’s not a question of me alone, every player who retires should get a farewell.” The former opener said there should be fixed criteria for selection of players, whether senior or junior. “If a player fails to perform in four or five consecutive matches, he should be dropped

who is sure to face Sharapova again at the Fed Cup final next month in Prague, said she had promised compatriot Safarova some beers when they returned home after she helped her through to the final in Singapore. The tall Czech holds a

6-2 win-loss head-to-head record over Radwanska but played down the favourite tag for Sunday's finale, still baffled at how she had made it through. "It just still feels so weird that I'm in the final. You lost and still -- it's terrible," the left hander said.

Sania-Martina beat Chan sisters to reach 10th final of year

Singapore, october 31 (ianS): Sania Mirza and Martina Hingis powered past Chinese Taipei's Chan Hao-Ching and Chan Yung-Jan 6-4, 6-2 to reach their 10th final of the year together at the Women's Tennis Association's (WTA) Finals here on Saturday. Sania-Martina improved their winning streak to 21 matches with the win. Their last loss was against the Chan sisters in the semifinals at Cincinnati. The No.3-seeded Taiwanese went up 3-1 in the first set but the No.1-seeded Indo-Swiss duo reeled off 11 of the next 14 games to com-

really like the beginning of the tournaments for sure but that's how it is. It's probably normal that I'm improving my game each match. That's happening here as well. Finally I see the final line, so that's good." The 25-year-old Kvitova,

irrespective of whether he is a senior or a junior player,” he said. Sehwag recounted an incident involving Australian player Michael Clarke. “I and Sachin were batting in Australia. Michael Clarke had been inducted fresh. He was frequently telling Sachin ‘you’re too old, you can’t field, you can’t do this, you can’t do that’ I went up to Clarke and asked his age. He said, 23. I told him Tendulkar has made more centuries than your age”. The 37-year-old further said, “Had India played two more Test series against Pakistan, I could have completed 10,000 Test runs. I have made 8,586 Test runs. We stopped playing home series or away series against Pakistan since 2006. If you see my batting averages particularly against Pakistan, you will find my batting averages between 90 and 100.” Asked why he had been prolific in his performances particularly against Pakistan, Sehwag said, “It’s because of rivalry between both countries in sports. The grounds are always full, and the expectations among fans are high. This is because Pakistan was earlier a part of undivided India, that’s why the rivalry is big and everybody becomes excited.”

pletely run away with the match. "On the court I feel very fortunate to have Sania on my side because she's an incredibly positive person," Martina said after the match on Saturday. "When I get myself down, I'm not really a morning person, so she was out there and kept fighting and kept keeping me up there. That's why we were able to come back in the first set." "Once I felt better, that's when everything started to click. They're a great team, so they've always come out strong in the past six matches that we played them. And they know how to play against us.

"We came out with a strategy against them. It's very different to what we played against players like yesterday who have more power, different strategy," Sania said. "We kind of have to stick to our guns, stick to what we have planned. We have to trust our abilities. That's what really takes us through a lot of the times, is that trust in each other's ability. We know sooner or later we're going to break. "It happened at 3-2. If it didn't happen there, we would still keep fighting to make it happen." Sania-Martina have won eight titles together this year.

Federer reaches Basel semis, Nadal also through

baSel, october 31 (reuterS): Top seed Roger Federer stayed on course for a seventh title at his home tournament in Basel but was given a slight scare by David Goffin as he prevailed 6-3 3-6 6-1 on Friday to reach the Swiss Indoors semifinals. Third seed Rafa Nadal was given a stern examination but eventually fought back to shake off Marin Cilic 4-6 6-3 6-3 to also make the last four as a potential final showdown with old rival Federer looms. The Spaniard will play number five seed Richard Gasquet next after the Frenchman beat Ivo Karlovic of Croatia 6-4 6-7(2) 7-6(6) to keep alive his outside hopes of making next month's World Tour

The Swiss was knocked out of his last tournament in Shanghai in his opening match but has been on decent form back home. The first set against Goffin flew by with Federer at his clinical best, taking the one break point on offer while saving two on his serve with some sumptuous shots mixed with the careless errors that have crept into his game in recent years.
