BAMAKO, NOVEMBER 20 (REUtERs): At least 27 people were reported dead on Friday after Malian commandos stormed a luxury hotel in the capital Bamako with at least 170 people inside, many of them foreigners, that had been seized by Islamist gunmen. The former French colony has been battling Islamist rebels for several years, and the jihadist group Al Mourabitoun, allied to al Qaeda and based in the deserts of northern Mali, claimed responsibility for the attack in a tweet. By late afternoon, ministerial adviser Amadou Sangho told the French television station BFMTV that no more hostages were being held. But a U.N. official said U.N. peacekeepers on the scene had seen 27 bodies in a preliminary count, and that a search of hotel was continuing. It was not clear whether any of the gunmen, who were said to have dug in on the seventh floor of the hotel as special forces advanced on them, were still active. State television showed footage of troops in camouflage fatigues wielding AK47s in the lobby of the Radisson Blu, one of Bamako’s smartest hotels and beloved of foreigners. In the background, a body lay under a brown blanket at the bottom of a flight of stairs.

The peacekeepers saw 12 dead bodies in the basement of the hotel and another 15 on the second floor, the U.N. official told Reuters on condition of anonymity. He added that the U.N. troops were still helping Malian authorities search the hotel. A man working for a Belgian regional parliament was among the dead, the assembly said. Minister of Internal Security Colonel Salif Traoré said the gunmen had burst through a security barrier at 7 a.m. (0700 GMT),

spraying the area with gunfire and shouting “Allahu Akbar”, or “God is great” in Arabic. Occasional bursts of gunfire were heard as the assailants went through the seven-storey building, room-by-room and floorby-floor, one senior security source and a witness told Reuters. NPCC expels twelve members for 3 years

DIMAPUR, NOVEMBER 20 (MExN): Nagaland Pradesh Congress Committee (NPCC) has expelled twelve (12) of its members for three (3) years with effect from November 20, 2015 onwards. It also recommended to All India Congress Committee (AICC) for disciplinary action against four members. The expelled members include Supongmeren, Nillo Rengma, Vaprumo Demo, Konngam, Sulanthung, H. Chuba, Prasilie Pienyu, G. K. Rengma, while K. V. Pusa, Asu Keyho, Joshua Sumi and Tarie Zeliang, besides being expelled, were also recommended for disciplinary action against them. In a press statement, NPCC president K Therie informed that the Disciplinary Action Committee (DAC) constituted Legislative Assembly (Disqualification on Ground of Defection) Rules, 2003, as they have become members of the Naga People’s Front with the presentation of claim of merger as aforesaid, you are kindly requested to show them as NPF members in all Assembly records pending issuance of appropriate order by you under the said Rules,” read the notification issued to the Speaker. NTC cautions against ‘tribal polarizations’ DIMAPUR, NOVEMBER 20 (MExN): The Nagaland Tribes Council (NTC) has asked that the matters of public importance should not be viewed through the “prism of tribal fabrics.” A press note from the NTC lauded the “recent development of consciousness” amongst civil bodies and the citizens on unabated corruption, misuse of fund and manipulations, particularly issues on backdoor appointments in various government departments. Terming it as a sign of “social awakening,” the NTC assured cooperation to the “courageous moves” of ACAUT, HRLN, CSU, KSU and “public spirited citizens” who have taken matters of corruption to the courts for legal scrutiny. “The enormous trust of the people towards judicious review and expeditious delivery of justice to rectify the erroneous actions of the executives and the law makers is a way forward to build transparent and accountability measures for a healthy society that calls for radical changes,” the NCT said. Ketho, Coordinator of the NUN stated: “over the years, the prevalence rate of HIV among IDUs has significantly decreased due to effective harm reduction service implementa-

tion” and lauded the NGOs for their contribution. “However, such a financial crisis will let loose the AIDS virus, whereby rampant spread will occur and our fight against this epidemic will be defeated,” he cautioned. While acknowledging the new financial policy and with the World AIDS day fast approaching on the December 1, the NUN has urged the government to fast track the file process and release the funds to NSACS, “lest the day’s observance see the display of black ribbons instead of the universal red ribbon symbol.” The NUN further called for a long term solution to end this imbroglio so that the state does not continue to struggle every quarter due to such a financial crisis.

NSCN (IM) asks Nagas to be cautious of rumours

DIMAPUR, NOVEMBER 20 (MExN): The NSCN (IM) today urged the Naga people to be “cautious against rumours aimed at sabotaging what is being worked out as best for the Naga people.” A press note from the MIP of the NSCN (IM) said that “history will judge those who attempt to polarize the Naga issue and her people for vested interest.” Referring to the GPRN/NSCN’s 8th Naga Unification Anniversary set to be held on November 22, the NSCN (IM) expressed concern that the anniversary would discuss the Framework Agreement between the NSCN (IM) and the Government of India. It stated that “such unnecessary drama to mislead and confuse the Naga people at this most crucial juncture is tantamount to reflecting their negative attitude and approach to the Naga political issue and the peace process.” It accused the GPRN/NSCN of having a “clear bankruptcy of policies, visions and showcase political nagging and childishness.” It further alleged that the GPRN/NSCN is “no more fighting for the rights of the Naga nation but reduced to seeking positions in the puppet Nagaland state,” and as such “don’t have the rights to say on Naga national issue.” “Such undesirable crowd who are hell-bent in destroying the foundation of Naga nationhood by professing and propagating regionalism and tribalism, antagonist to the aspiration of Naga unity needs to be placed in the right perspective by the Naga people,” it added.

The NSCN (IM) affirmed that 18 years of Cease Fire and political negotiation with the Government of India had made the GoI recognize the unique history and situation of Nagas on July 11, 2002 at Amsterdam, “which means that Nagas were never a part of India either by consent or by conquest.” Both parties, it stated, mutually agreed that there is need for an early political solution leading to the signing of the Framework Agreement on August 3, 2015 at New Delhi. “The signed document duly respects and recognises the nature of Naga history. It also acknowledges the importance of sharing sovereign powers and the need for peaceful coexistence between the two entities,” the NSCN (IM) said. It further stated that the Agreement shows “political wisdom and statesmanship of Naga leadership and GoI under the dynamic leadership of Narendra Modi.” It reminded that after the signing of the Framework Agreement, the NSCN (IM) General Secretary, Th. Muivah had “widely open doors for togetherness to every faction to join us in fructifying the Framework Agreement in the true spirit of forgiveness and reconciliation, with clear intent to reach out to every section of our people (including other NPGs).” It further stated that the NSCN (IM) President, Isak Chishi Swu had also appealed to “let bygone be bygone and come together in the name of Christ so that Nagas can chart out together our common future based on the historical and political rights of the Nagas.”

The All Nagaland College Students’ Union (ANSCU) began its first phase of agitation by wearing black badges/ribbons due to the failure of the State Government to release the Post Matric Scholarships despite several appeals and requests. While students in other states received their scholarship by early May or June every year, students of Nagaland continue to suffer with the delay of their scholarships. “This year it is worse,” infromed ANSCU, with the delay being extended to more than four months now. On February 15, the central government had already sanctioned its share for 90 percent of the scholarship amount to Nagaland. However even after 9 months since the centre released its share, the Nagaland government has failed to release its 10 percent share. “We have served so many requests and appeals to the State Government. No response has been given by any of the concerned authorities, whether it is the Department of Higher Education or the Finance Department on the delay of the disbursement of scholarships. However when the ANSCU send their appeals, assurances are always given but never delivered. “As Nagas, we believe and value commitments and assurances but we have lost faith in their assurances,” stated ANSCU. It stated that they have reached a point where they cannot even convince the students anymore. Until the money is credited to the account of all the

students, the ANSCU has decided to agitate and remain firm on their stand. The ANSCU submitted an appeal on May 25 and further sent a reminder on June 20. Its latest ultimatum, which was issued on November 9 expired on November 19. ANSCU in their ultimatum noted that the scholarship for the remaining 3516 students is due to the non-release of 10% state share. Meanwhile, the Director of Higher Education, Chubatola, in a letter dated November 20, has given assurance that the State Merit Scholarship and Research Scholarship for 2014-2015 would be released by the Finance Department on November 20. The Director also notified that the 10% State share of centrally sponsored scheme of post matric scholarship to ST students will be released only in the 2nd week of December. For 2014-2015, the Government of India under the Ministry of Tribal Affairs sanctioned an amount of Rs. 27,03,30, 887 (90%). The State share of 10 percent requires an amount of Rs2,70.33 lakh and the delay has denied 3516 students of their right to scholarships. It may also be noted that the 3516 students denied of their scholarship on time are Nagas studying outside of Nagaland.

The seminar organized by All India Food Processors’ Association (AIFPA) in association with North Eastern Re-

gional Agricultural Marketing Corporation Ltd. (NERAMAC) was supported by Ministry of Food Processing Industries, Government of India. The Parliamentary Secretary said that the Ministry of Food Processing Industries, Government of India had launched the National Mission on Food Processing a centrally sponsored scheme during the 12th Five Year Plan with funding pattern in the ratio of 90:10 for North East Region. “This was a step in the right direction to accelerate growth of food processing activities and value addition especially in the North Eastern Region,” Yaden stated during the National seminar conducted at Hotel Acacia, Dimapur on November 20. However, post the Union Budget (2015-16) presented on 28.02.2015, the Government of India announced

that the NMFP would be delinked for Central financial assistance with effect from 1st April 2015, “which is unfortunate, especially for States like Nagaland and the rest of the North Eastern States with no resources to promote food processing activities.” The North Eastern States lack basic infrastructure facilities like post harvest handling, efficient supply chain, adequate storage and processing facilities which lead to unacceptable wastage and value losses to the farmers’ produces. Therefore, the Parliamentary Secretary requested the Ministry of Food Processing Industries for continuation of the National Mission on Food Processing (NMFP) tailor-made especially for the North Eastern States incorporating more customized and region specific schemes; “otherwise the

nascent food processing activities in the region will drastically slow-down.” While acknowledging the All India Food Processors’ Association for selecting Nagaland to conduct the seminar, Yaden invited them to explore the rich potentials the state has to offer in terms of food processing. He highlighted that agriculture sector in the State, especially in the last few years, has witnessed steady growth. The State GDP has registered growth of 7.5% and 4% in the Agriculture sector. “Such growth in agriculture sector requires corresponding entrepreneurial intervention to take advantage of the potentials, and turn them into economic opportunities, both for the Indian and the global market,” added Yaden. The Parliamentary Secretary said that there has been a tremendous

increase in the production of many horticultural products in the state and apart from food products, he maintained, there was a huge biodiversity in the North Eastern states especially in Nagaland which are yet to be explored. He also informed that to make Nagaland a totally organic state, the State government has adopted the Nagaland state Policy for Cultivation and the hill sections of the state has been declared an 'Organic Zone', which will offer huge potentials in the food processing sectors. 2 poachers gunned down in Kaziranga KOHORA, NOVEMBER 20 (ANI): Two poachers were killed in an encounter with forest guards and the Special Task Force (STF) in the Kohora area of the Kaziranga National Park on Friday. The Kaziranga National Park is the world's biggest reserve for the endangered great onehorned rhinoceros. The thick-skinned, one-horned Indian rhinoceros is one of the five surviving rhino species in the world. Forest guards had received prior information that a group of poachers would try to enter the national park through National Highway-37. They noticed a group of five men entering the park in the wee hours of Friday soon after which the exchange of gunfire began. Assistant Conservator of Forests (ACF), Kaziranga National Park, Pradipta Baruah, said all the nearby camps in the park had been asked to maintain extra vigil. Govt announces superspeciality courses for North East doctors NEW DELHI, NOVEMBER 20 (PTI): Doctors from the Northeast will be allowed to undergo a super speciality course at leading medical institutes under a scheme launched by the government. Union Minister of State for Development of North Eastern Region (DoNER) Jitendra Singh said today that the super-specialty courses for doctors from the eight Northeastern states will include provision for Doctor of Medicine (DM) and Master of Chirurgiae (Mch) courses in medical institutions outside Northeast as well as option of short duration training of up to six months in super-specialty. Addressing a meeting of the Principal Secretaries of Health from North-Eastern States, Singh said that to begin with, a sixmonth training in Medical Oncology and Surgical Oncology will be undertaken from January 1, 2016 at the Adyar Cancer

Institute, Chennai. The cost and financial implications of this training course will be borne by the Ministry of DoNER. The same institute will also seek approval from Medical Council of India (MCI) to start a three-year DM Oncology and Mch Oncology Surgery degree course from next academic year. The Minister said the decision to make a beginning with super-specialty training in Oncology was prompted by the statistical figures which indicated that the prevalence of cancer is highest in the country among North-Eastern states, with Mizoram, Nagaland and Meghalaya among the first three with the highest cancer prevalence, predominantly the cancer of head and neck. Singh said the other non-communicable diseases like diabetes and heart attack have also shown an upsurge in the region.

NEW DELHI, NOVEMBER 20 (IANS): The Delhi government has launched an inquiry into the death of a 36-year-old woman from Assam, who died of blood infection and heart attack allegedly after undergoing wrong surgery at two city based hospitals, it was announced on Friday. "We have received the complaint copy of incident from the Chief Minister's Office. We are going to write to the two hospitals and ask for their version on the issue. Once we receive it, we will further act," A.K. Saini, a senior official from Directorate of Health Services (DHS), told IANS. Anamika Ray died of blood infection and cardiac arrest at the city-based Golden Jaipur Hospital after being admitted at a critical stage. She underwent a gallbladder surgery on July 17 at city based Navjeevan Hospital where she was allegedly left unattended for several hours after the doctors said the patient suffered a cardiac arrest during the surgery.

NEw DElhI, NOVEMBER 20 (IANS): The 7th Pay Commission on Thursday recommended a 16-percent salary hike for government servants with an estimated 47 lakh serving central government employees and 52 lakh pensioners expected to benefit from the recommendations. Following are some of the highlights: . A 16% salary hike recommended . A 24% hike in pension, besides a minimum pay of Rs.18,000 per month for all entry-level employees . Rs.2.5 lakh for the seniormost serving officer, the cabinet secretary. . Increase in pay will be 16%, increase in allowances will be 63%. Annual increment of 3% recommended . The RWD Huracan has been on the cards for a while now and it’s made to solely appeal to the driving enthusiasts out there. Lamborghini has priced the car at 2.99 cr. The launch of the car in India shows Lamborghini’s interest in the market and it has seen a spurt of growth over the last couple of years. When we asked Stephan Winkelmann, President and CEO, Automobili Lamborghini SpA, he said that India was a big market for the company and the SUV, Urus, will also make its way to India by 2018. The rear-wheel drive Huracan features modified bumpers which gives it its unique character and helps us tell it apart from its four-wheel drive counterpart. There are 19-inch wheels that will make its way on the car and they will be equipped with Pirelli PZero tyres that have been specially developed for the car. Under the hood is a detuned 5.2-litre V10 engine that produces 580 PS, hence the serial number LP5802. The RWD Huracan develops a massive 540 Nm of torque. The car has also become 33kg lighter than the standard model and that is because Lamborghini has done away with the all-wheel drive system, so it’s lighter and hence has adequate power at its disposal. The Huracan LP580-2 is slower than the all-wheel drive cousin by 0.2 seconds. A dash from 0-100 km/h takes 3.4 seconds and the top speed is rated at 320 km/h. How Fairness Develops in Kids Around the World

ou're sitting at a table with a friend and a stranger offers you some candy. Hooray! Who doesn't like candy? But wait! You're not getting the same amounts. One of you gets four delicious pieces, and the other gets a measly one. Does that feel unfair? Do you bristle? Do you forfeit your candy and your friend’s candy, because they’re unevenly distributed? For decades, psychologists have argued that the answers depend on how old you are, and whether you're the one with the bigger or smaller share. Adults seem to reject inequality of any form, and will pay a personal cost to avoid it even if they stand to get a bigger slice of the pie. Children are more nuanced. In 2011, Katherine McAuliffe and Peter Blake showed that 8-year-olds, like adults, will reject any unequal offer. But younger children, aged 4 to 7, only bristle at situations when they are disadvantaged. In other words, they'd take the four pieces of candy, thank you very much, and screw the other kid. “They start out with this very selffocused idea that they recognize unfairness when it’s unfair to me,” says Blake. “It takes more years for different psychological processes to kick in before they can flip that, and say: What's unfair to you is also unfair in general.” These and other experiments have shown that our aversion to advantageous inequity (when we get more than others) is distinct from our aversion to disadvantageous inequity (when others get more than us). These two reactions involve dif-

ferent parts of the brain. They appear at different ages. They appear in different species: Chimpanzees and capuchins don't like disadvantageous inequity, but they'll tolerate the advantageous kind just as much as 4-year-old humans. Now, McAuliffe and Blake have found that this distinction also depends on where we come from. By running the same experiments in seven countries around the world, they showed that kids universally dislike getting less than others, but

they only dislike getting more than others in some cultures. “I think it’s really striking and I have a hard time convincing my students about it,” says Blake. “Isn’t it strange that if we flip a coin and give one person more or less, different psychological processes are activated.” Their latest study reflects a growing movement to study human behavior across a variety of cultures, rather than just the Western, educated, industrialized, rich and dem-

ocratic (WEIRD) countries that account for most psychology research. With the help of several other anthropologists, McAuliffe and Blake studied 866 children, aged 4 to 15, from the U.S., Canada, India, Mexico, Peru, Senegal, and Uganda. In every case, the kids were paired with a peer who got either less candy or more. If they accepted the allocations, both got their treats. If they rejected, neither received anything. The duo found that all the kids were prepared to sacrifice their re-

wards to stop their peers from getting more than them. Even though some kids came from small villages and others lived in a big city, they all showed the same aversion. “This is something that’s foundationally human and might be even more deeply rooted in our history as primates,” says McAuliffe. Despite this universality, the team also found some interesting variations. For example, by 4 to 6 years of age, kids in the U.S. and Canada were already balking at receiving less, but the Mexican children only did so by 10 years. Is that because those children take longer to develop a sense of fairness, or understand fairness in a different way? Blake and McAuliffe think not. They suggest that our dislike of receiving less stems not from some abstract consideration of fairness, but from a desire to keep a competitive edge, relative to our peers. “It's better for me if both of us have nothing than for you to have way more than me,” explains Blake. If he's right, children should be more tolerant of smaller shares in societies that emphasize less competition between peers—like the close-knit Maya communities that the team worked with in Mexico. Meanwhile, the team also found that children dislike receiving more than their peers in just three of the seven countries—the U.S., Canada, and Uganda. The former two made sense: Notions of equality are deeply woven into the social norms of Western countries, and children are exposed to such norms from an early age. “But Uganda doesn’t fit that pattern, and we don’t have a solid explanation for that,” says Blake. McAuliffe and Blake caution

that this doesn't mean that some countries are fairer than others. For a start, the children in the study might all eventually come to reject their own unfair advantages during adolescence or later in life. “We also don’t know precisely why some children reject advantageous offers,” says Blake. “It's entirely possible that they were doing it to maintain their reputations as good co-operators. It might be more of a good strategic behavior than just a signal of fairness.” “The paper makes it clear that while some aspects of a concern with fairness appear to be fairly universal, not all aspects are the same in every place,” saysKristina Olson from the University of Washington. “Among other things, the study shows that some psychological motivations are exclusive to WEIRD children,” adds Joe Henrich from the University of British Columbia, who fathered the WEIRD acronym. “Of course, it also highlights the need for taking the next step: Researchers need to go beyond merely documenting human psychological diversity and begin to move toward explaining it.” That's exactly what McAuliffe and Blake are planning to do. They want to return to the seven societies, catalogue the social norms that the children are exposed to, and work out how much inequality they actually experience on a daily basis. They'd also love to study smallerscale societies like the Hadza hunter-gatherers of Tanzania, who live largely outside the influence of bigger economic markets and whose cultural norms have been thoroughly documented by anthropologists. “They'd be at the top of the list,” says McAuliffe.

Your Phone Is Listening—Literally Listening—to Your TV How the Last Ocean on Earth Will Die All in the name of serving you more targeted ads

he TV is on in the background, and you’re replying to a quick email on your phone nearby. You don’t know it, but the devices are communicating. During a commercial, the TV emits an inaudible tone and your phone, which was listening for it, picks it up. Somewhere far away, a server makes a note: Both devices probably belong to you. This information about which devices belong to whom is immensely valuable to advertisers hoping to target ads specifically to you. In a simpler time, targeted marketing was easy. Most people had a computer at work and maybe another at home. If you sent an email about your new cat, ads for cat food started cropping up. If you searched for Thanksgiving recipes, Safeway coupons for turkeys appeared in your Facebook newsfeed. Those were good days for advertisers tracking Internet users. It wasn’t so hard to find what people were up to online, because most routinely used just one or two connected devices. But now, between laptops, phones, tablets, wearables, and Internet-enabled cars and TVs, advertisers have access to more information than ever before for ad targeting. They

just need to figure out which devices live under the same roof. That’s harder than it sounds. Unless you’re logged into a service on all your devices—for example, by using Google’s various services everywhere—advertisers need to get creative to stitch together a portrait of you. Verizon’s “supercookies”— a snippet of code injected into mobile users’ web requests— silently identify and track its customers, sharing the information with AOL’s widereaching ad network. Vizio Smart TVs tie customers’ viewing habitsto a home Internet address and sell the information to advertisers. And both programs require customers, who are often unaware of the programs, to opt out of them if they don’t wish to be tracked. But a newer method of cross-device tracking wanders into the realm of science fiction. According to a filing from the Center from Democracy and Technology, a digital human rights and privacy advocacy organization, companies have figured out how to use inaudible sounds to establish links between devices. Here’s how software from SilverPush, a leading provider of “audio beacons,” works: When you visit a website that uses SilverPush tracking technology, the site causes your

device to emit an inaudible ultrasonic sound. If any other devices you’ve got lying around—a laptop, a phone, a tablet—has an app installed that includes SilverPush code, it’s listening for that sound. If it hears it, SilverPush knows that the two devices are close to one another and, presumably, belong to the same person. More recently, SilverPush expanded into television advertising: Certain TV commercials include an ultrasonic audio beacon. Any nearby devices running SilverPush software will be listening for the beacon—if a device hears it, it records the match, allowing the company to figure out what ads users watch and for how long, and add that information to the user’s profile. SilverPush product manager Piyush Bhatt says the audio tracking only operates in India, but the company, which is based near New Delhi, has established offices in San Francisco and the Philippines as well. The creativity displayed by SilverPush and its peers has raised privacy concerns. The company’s audio-based tracking method is far more accurate than most ways advertising software quietly follow Internet users, because it takes the guesswork out of the device-matching process, says Joseph Lorenzo Hall, the chief

technologist at the Center for Democracy and Technology. The methods marketing companies use to discover links between users’ devices— whether it’s audio beacons or examining Internet traffic for markers that distinguish a certain user’s computer and browser—are often silent and secret by design. (Bhatt said that the smartphone apps that listen for SilverPush audio beacons present the user with a screen asking for detailed permission before using the device’s microphone for the first time.) When it comes to audio beacons, Hall says he’s not just worried about marketing companies tracking average consumers—he thinks their techniques could be used by governments for surveillance. For example, if a group of dissidents in a country like China were to meet in secret, their phones might pick up a government-planted ultrasonic audio signal from a nearby TV. If hidden code on their phones relayed to the government that they all heard the tone, agents could easily tell that the dissidents were associated with one another, and meeting surreptitiously. To address these privacy questions, SilverPush is in contact with the Center for Democracy and Technology, and Bhatt says his company is “actively engaging with all the stakeholders.” “We are concerned about privacy and would not do something that intrudes ethical data practices,” Bhatt said. Cross-device tracking has caught the eye of the Federal Trade Commission, which recently convened a workshop to discuss the technologies and associated risks. Hall said he hopes the FTC will issue guidelines for building transparency and control into cross-device tracking technologies. Next-generation tracking technologies like SilverPush, he says, should be required to meet a “higher bar” of warning users they’re being followed. As new tracking technologies take hold, so too will technologies to block them. Experts are already hard at work searching for audio beacons and trying to identify their characteristics, laying the groundwork for ways to limit the reach of the ultrasonic signals that may one day populate our airwaves.

ars wasn’t always so dry and dusty. The Red Planet’s ancient ocean was sprayed right off the planet in violent bursts of solar wind, billions of years ago. The rest of its atmosphere was blasted away, too. Martian waterfalls, rivers, lakes, and the piles of clouds reflected in them—all gone, forever. When scientists announced earlier this month they’d figured out the mechanisms behind Mars’s atmospheric loss, several people had the same question: Will Earth end up like Mars someday? It makes sense to ask. After all, when a huge ocean covered about half of Mars’s Northern Hemisphere, the planet may have looked a lot like Earth does now. Today, Earth’s atmosphere is fairly well protected by a global magnetic shield. But it won’t be that way forever. Earth will someday lose its oceans, too. What will the planet be like when that happens? And which ocean will be the last to go? Planetary scientists have several theories about how Earth might dry up, but little else to go on. “To my knowl-

edge there’s no evidence that it’s ever happened in the last 500 million years, for which we have good records,” said Paul Renne, the director of the Berkeley Geochronology Center. “If it did happen, it’s hard to imagine that water would survive anywhere on Earth— no lakes, rivers, glaciers. This would presumably mean 100 percent extinction of biota.” To imagine an Earth without oceans is to visualize an unrecognizable version of our planet—not a blue marble, but perhaps a brown one. New topography would reveal itself: towering mountain ranges and vast craters that were once submerged by oceans. Would the last droplets of water evaporate from the deepest Pacific trenches? “Since the ocean is global, there’s really only one ocean. So they’ll all vaporize over the same time frame,” said David Osleger, a planetary scientist at the University of California Davis. Unless they all freeze at the same time, that is. “As long as there’s water on Earth as a liquid, there will be oceans,” Osleger told me in an email. “The only ways that the water could be lost is via complete freezing—which may have happened long ago, a phase of

Earth history called Snowball Earth—or via complete evaporation.” Snowball Earth might explain why there are glacial deposits in tropical regions. A slightly less extreme variation of this theory, known as Slushball Earth, explains how life on Earth could have survived such a scenario. But neither reveals how the water that covers most of our planet might one day disappear for good. Those who believe Earth’s oceans are on an evaporation course say they have about 4 billion years left. By then, our aging sun will have swelled into a red giant, 100 times its size. By this point, Earth’s temperatures will be in the thousands of degrees. “The proximity of the Sun’s heat will vaporize our oceans and the entire biosphere,” Osleger said. But, humans will almost certainly be long gone by then. In other words, when Earth’s oceans boil up, the death of the planet won’t be far behind, geologically speaking. Many scientists believe that the sun, in its own death throes, will torch our planet and then engulf it, before collapsing into a white dwarf. Just another dense point of light in a messy universe.

I got you a Christmas tree

I

t is still November I know. But I am one of those people who love Christmas and get very impatient for the season to begin. I am also known to begin before the beguine, so when my daughter wanted a real Christmas tree, I took an axe to the branch of an old coniferous tree in the dark and chopped off a couple of branches thinking to give her a nice surprise. Instead, the tree surprised me by refusing to cooperate. First, when I stood it up in a container in a corner, it would not stand up straight like all nice and politically correct Christmas trees are supposed to. My tree insisted on following the curvature that nature and the North wind had given it: resultantly the top half bent down nearly double and would not be coaxed into any other position. It was late and I didn’t want to look for another branch, nor risk being caught by the municipality, so I settled for the bent over look, and began to hang tinsel stars, hearts and balls on various parts

of the tree. At some stage, I thought it would be a good idea to take a few photos of the Christmas surprise for my girl. So I got the camera out and took a few shots; film accentuated all the un-Christmassy aspects of the tree. To be very

honest, my Christmas tree looked more like the Loch Ness monster or, more likely, a long lost cousin of Lochie. I do grant it that it wasn’t grunting, “Coming to get you!” but its humped back and outstretched arms were scary enough! Undeterred, I continued to hang decorative items on the gangly branches. However, now that the idea of the Loch Ness monster had been introduced, the decorations seemed incongruous and my tree looked

more and more like a monster wearing earrings, picture that if you can! The best part was yet to come: I left the lights on and strategically positioned the tree so that when my daughter returned from class-

es, her first sight would be of the ‘Christmas tree’ standing in all its glory and welcoming her. Not long after I heard the front door open, and then after that, the door to the lighted living room opened. I heard a long drawn out gasp which I surmised was a very brave effort not to be intimidated by Lochie’s cousin. The gasp was soon followed by the exclamation, “Oh what a sweet tree!” before she completely lost her composure

and exploded in gales of laughter. She had realised what I had done, but the merry sight of old Bend it like Beckham was too much. I wasn’t insulted. And the tree still stands in the living room, a testament to the abiding fact that you should never try to make a silk purse out of a sow’s ear, or a Christmas tree out of an impossibly arthritic old branch. ach year, Oxford Dictionaries – one of the world’s leading arbiters on the English language – selects a word that has risen to prominence over the past 12 months as its “Word of the Year”. The word is carefully chosen, based on a close analysis of how often it is used and what it reveals about the times we live in. Past examples include such classics as “vape”, “selfie” and “omnishambles”. But the 2015 word of the year is not a word at all. It’s an emoji – the “face with tears of joy” emoji, to be precise. Formerly regarded with disdain as the textual equivalent of an adolescent grunt, it appears that emoji has now gone mainstream. Even if it’s not a fully-fledged language, then it is – at the very least – something that most of us use, most of the time. In fact, more than 80% of all adult smartphone users in the UK regularly use emoji, a finding based on a study I reported in an earlier article. Yet predictably, Oxford Dictionaries' selec-

tion has raised eyebrows in some quarters. Writing in The Guardian, Hannah Jane Parkinson brands the decision “ridiculous”. For Parkinson, and I’m sure for many other language mavens out there, it’s “ridiculous” because the emoji is not even a word. Surely this is a stunt, they’ll say, dreamt up by clever marketing executives bent on demonstrating just how hip Oxford Dictionaries actually is. But Parkinson also objects on the basis that there are many other emojis which would make a better word of the year. She suggests the nail painting emoji and the aubergine (or eggplant) emoji as just two examples which have a stronger claim to the title.

others and enact changes to our civil and social status. We use language to propose marriage, and confirm it, to quarrel, make-up and get divorced. Yet emoji has similar functions – it can even get you arrested! Consider an unusual case from earlier this year: a 17-year-old African American teenager posted a public status update on his Facebook page, featuring a police officer emoji with handgun emojis pointing towards it. This landed him in hot water: the New York District Attorney issued an arrest warrant, for an alleged “terroristic threat”, claiming that the emojis amounted to a threat to harm, or incite others to cause harm, to New York’s finest. A grand jury ultimately declined to indict the teenager for what is arguably the world’s first alleged emoji terror offence. But the point is that emojis, like language, can both convey a message and provide a means of enacting it – in this case, an alleged call to arms against the NYPD.

that there are other emojis more deserving of Oxford Dictionaries' esteem – also misunderstands how language is evolving in the digital domain. For one thing, recent research suggests that just under 60% of the world’s daily emoji use is made up of smiling or sad faces, of various kinds. And this particular emoji now accounts for around 20% of all emoji usage in the UK (representing a fourfold increase in use over the past 12 months). It is arguably one of the most frequently used emojis today. In this sense, the “face with tears of joy” emoji is a perfectly appropriate representation of the main ways we use emoji in our everyday digital lives. Yet this specific emoji is apt for a deeper reason, too. Emoji is to textspeak what intonation, facial expression and body language are to spoken interaction. While emoji are not conventional words, they nevertheless provide an important contextualisation cue, which enables us to punctuate the otherwise emotionally arid landEvolution of the emoji scape of digital text with The second complaint – personal expression.

Missing the point But both these complaints miss the point. Emoji – from the Japanese meaning “picture character” (a word which only entered the Oxford Dictionaries in 2013) – is in many respects language-like. It manages to evoke an immediate emotional resonance, which might otherwise be lost in a string of words. So while some will unkindly accuse Oxford Dictionaries of a marketing stunt, I applaud them. We are increasingly living in an age of emoji: they are, quite literally, a sign of our times. There’s no doubt that language is here to stay – the great English word is not in peril, and won’t be any time soon. But emoji fills a gap in digital communication – and makes us better at it in the process.

pfü Lhusileü Haralu has gone home. Such finality there in the Facebook post of a family friend. It was the first news of the morning for me and I felt loss, grief, and the realisation that life at best was indeed, very brief. Like the remembered lyrics of an old hymn. She was a songbird. One of my first memories of her was when she came to our music class to teach us a new song. But it wasn’t just any old song. I had never, in my young life, heard the chorus, “In my heart there rings a melody,” sung so gloriously before. I have never since then, heard it sung the way Apfü sang it. Apfü Lhusileü’s voice was like a smoothly flowing mountain spring that morning so many years ago; it was like listening to a birdsong in

flight. She let the melody pour out from her heart inspiring her students to join her and try to create similar harmony. Some years after that she moved to the colonial bungalow that is now the Heritage Residence. Her husband had become the Deputy Commissioner of Kohima and she and her family made that charming house their residence for some time. I remember my father driving us up there one morning to give her children a lift to school in our trusty Willys jeep. Apfü sailed down the stairway not unlike a slightly older Scarlett O’hara, and warmly greeted us and deposited her progeny in our vehicle. My parents did their best for me

She was the jewel in that crown. Her life after her husband’s early death was still like a birdsong but with more variants: Apfü bravely brought up her children with care, and together they weathered the hard times that crept in like discordant chords trying to upset the harmony of her heart. She was actively involved in the life of the community, serving as the Chairperson of the Social Welfare Board and participating in community affairs. Her faith in Jesus was firm to the end, and her death is actually a jubilant homecoming for this songbird: a beautiful song homing its way to the heart of her beloved Lord.

Good roads should be part of everyday not limited to Hornbill Festival Moalila Pongen: Amazingly the journey to my college has been a smooth ride today. Yet again the National Highway 29 is getting dressed up, but for momentary beauty and pleasure. Usually the students of St. Joseph's College, Jakhama do not get this jewel opportunity of smooth rides, and we sincerely wish to celebrate Hornbill Festival every single month of the year. Forget about the landslide at Phesama, what can human force do to stop natural calamity. But the roads in IOC area are not natural calamity, they are personal ignorance. I would sincerely like to tell the concerned authority for your necessary information that thousands of students are traveling in that road everyday and our journeys always seem Rock n Roll especially with those jumps and jerks. We know Hornbill Festival is near and you desperately need to "Promote our Culture" and hasty preparation of the roads with first class visual blacktopping which will but vanish in a month would definitely give a pleasant journey for the upcoming tourists. However, my humble question here is why bother caring for those unknown people when you don't seem to care for your own pitiful public for the rest of the year??? Don't tell us it’s a matter of State Impression- that sounds a very corrupted ideology. Nitish again Bihar CM, Lalu's son his deputy

PAtNA, NovemBeR 20 (IANs): JD-U stalwart Nitish Kumar on Friday again took oath as Bihar's chief minister, making his ally and RJD leader Lalu Prasad's son Tejaswi his deputy as the state got its first coalition government of the JD-U, the RJD and the Congress. In a clear admission of the role Lalu Prasad played in routing the BJP in assembly elections, Tejaswi Yadav, 26, was allocated the portfolios of PWD and forest and environment while elder son Tej Pratap, 28, was named the health minister. Nitish Kumar, 64, who headed the Grand Alliance that worsted the Bharatiya Janata Party, kept with him the home, information and public relations as well as general administration ministries. Veteran RJD leader Abdul Bari Siddiqui got the finance portfolio. Congress leader Ashok Choudhary is the new education minister. Earlier, cheered by some one lakh supporters and watched by leaders of a dozen parties, Nitish Kumar was sworn in by Governor Ram Nath Kovind at the sprawling Gandhi Maidan at the head of a 28-member ministry. Dressed in his usual white kurta pyjama, the chief minister took the oath of office and secrecy in the name of God at an event billed as the first major show of strength by non-BJP parties since Narendra Modi became the prime minister last year. It is the fifth time engineerturned-politician Nitish Kumar was sworn-in as the chief minister. Lalu Prasad, whose RJD is the single largest party in the 243-member house, appeared pleased when his sons took oath immediately after Nitish Kumar.

Tej Pratap Yadav was interrupted twice by Governor Kovind after he made a slip while taking his oath. Besides Nitish Kumar, 12 legislators each of the RJD and JD-U and four from the Congress were sworn in. Lalu Prasad's sons got the maximum cheers after the chief minister from the boisterous crowd. A virtual Who's Who of political parties ranged against the BJP were present in strength at the Gandhi Maidan, with Congress vice president Rahul Gandhi making it to the venue only 30 minutes after it began. Those present included Chief Ministers Mamata Banerjee (West Bengal), Arvind Kejriwal (Delhi), Virbhadra Singh (Himachal Pradesh), S. Siddaramaiah (Karnataka), Oommen Chandy (Kerala), Tarun Gogoi (Assam), P.K. Chamling (Sikkim), O. Ibobi Singh (Manipur) and Nabam Tuki (Arunachal Pradesh). The others were CPI-M's Sitaram Yechury, CPI's D. Raja, former prime minister H.D. Deve Gowda, NCP chief Sharad Pawar, National Conference leader Farooq Abdullah, Congress leaders Mallikarjun Kharge and Ghulam Nabi Azad, M.K. Stalin of DMK and former Delhi chief minister Sheila Dikshit. Representing Prime Minister Narendra Modi on the dais was central minister M. Venkaiah Naidu. A total of 12 non-BJP parties were in attendance: JD-U, RJD, Congress, Trinamool Congress, Aam Aadmi Party, CPI-M, Janata Dal-S, NCP, DMK, CPI, National Conference and Sikkim Democratic Front. leader and former minister Shayam Razak did not attend the function. The Grand Alliance won 178 of the 243 seats in the Bihar assembly. The BJP, which had hoped to oust Nitish Kumar, bagged 53 seats

while its three allies together got five seats. The Bihar battle was the biggest popularity test after the Delhi assembly election of February which the BJP lost badly to the AAP.

PAtNA, NovemBeR 20 (IANs): He studied to be an engineer but ended up embracing politics. And in a state where many politicians are detested, Nitish Kumar - who took oath on Friday as Bihar's chief minister - is widely recognized as a rare icon of simplicity and honesty. Even critics of Nitish Kumar's Janata Dal-United (JD-U) grudgingly admire his many traits that enabled him to make up with his friend-turned-foe-turned-ally Lalu Prasad and deliver a huge blow to Prime Minister Narendra Modi and his BJP in one of the most bitterly fought assembly elections. Born in 1951 at Bakhtiyarpur in Patna district to an Ayurvedic physician and Congress leader, Nitish Kumar plunged into politics in the early 1970s at a time when Bihar was in ferment. The numerous street protests in which he took part slowly turned the 'Munna' (child) -- as he was known in the family -to a leader, getting elected to the Bihar assembly for the first time in 1985. He became president of the Yuva Lok Dal in 1987 and secretary general of the then undivided Janata Dal two years later. He entered the Lok Sabha in 1989 and went on to win five parliamentary elections from Bihar as his popularity soared. But as he grew and grew in stature, he kept his family away from politics. A minister of state in the V.P. Singh government, he became railway minister in the Atal Bihari Vajpayee government but resigned when a train disaster claimed the lives of about 250 commuters. He returned to the cabinet as the minister for surface transport and agriculture. Even as his former friend Lalu Prasad - a successful politician in his own right - earned notoriety for his brash conduct and corruption, Nitish Kumar came to be

recognized for his moderate approach to everything. He is a teetotaller who detests tobacco. Over time, he became an advocate of equitable development and good governance, which Bihar seemed to lack. Nitish Kumar became the chief minister of Bihar for the first time in 2000 but his government was shortlived. He had to resign within a week as he failed to prove his majority in the assembly. By then, Nitish Kumar had come out of Lalu Prasad's shadow and charted his own course. In 2005, he teamed up with the BJP -- a party he had opposed for years -- to take power in the state again and end the 15 long years of reign by Lalu Prasad. He led the coalition to victory again in 2010. The rise of Narendra Modi in the BJP, however, upset Nitish Kumar, who walked out of the 17-year-long alliance. After the BJP led by an aggressive Modi swept the 2014 Lok Sabha polls, Nitish Kumar made way for colleague Jitan Ram Manjhi, only to reclaim the post. The JD-U stalwart is credited with relaying roads that had virtually ceased to exist, building over 12,000 bridges and 66,000 roads, completing long-delayed infrastructure projects, appointing more than three lakh school teachers and ensuring that doctors attended health centres. He also cracked down on criminals with strong links to politics. Speedy trials were ordered against 85,000 criminals, many of them politicians. All this was a veritable revolution in Bihar. When the assembly elections were called this year, it became another prestige battle between Modi and Nitish Kumar. This time, having made up with Lalu Prasad, he humbled the prime minister in an election result which most pundits said would have national repurcussions.

"As for Kashmir, all I would say is we continue to be concerned about any violence along the Line of Control," Kirby said.

"And we continue to urge the governments of both India and Pakistan to reduce tensions along that line and to resume dialogue to address these issues," he said. "This is for the two parties to work out." Kirby said Kerry met "Sharif to follow up on some of the security-related conversations that he had with Pakistani Prime Minister Nawaz Sharif in October." "The general's consultations in Washington were part of our regular ongoing bilateral discussions with a broad range of Pakistani officials, and we appreciate the productive discussions we had regarding our bilateral defence and security relationship." Kerry, he said, "reaffirmed our commitment to the US-Pakistan partnership and its importance in addressing issues of mutual concern and ensuring peace, stability, and prosperity across the region." Declining to go into any more detail, the spokesman said Kerry appreciated the discussion "and was grateful for. This is an important relationship. It's a complex relationship, and it's one we want to continue to improve."

Sharif, who is here without an official invitation from Washington, also met Vice President Joe Biden at the White House Thursday. "The meeting, which followed the Vice President's October 22 breakfast in Washington with Prime Minister Nawaz Sharif, addressed ongoing efforts to strengthen US-Pakistan relations," according to a White House readout. Biden, it said, "reaffirmed the United States' interest in building a strong partnership with Pakistan that addresses our shared counterterrorism, economic, and regional security concerns." He thanked Gen. "Sharif for his steadfast support to counterterrorism cooperation with the United States and underscored the importance of expanding efforts to help further strengthen regional security." "Both leaders reaffirmed their strong commitment to peace in Afghanistan and the important role that the United States and Pakistan can play to support a reinvigorated reconciliation process in coordination with Afghanistan," it said.

New DelhI, NovemBeR 20 (IANs): A court here on Friday sought documents of verification from the Election Commission of India and Delhi University in a case related to the educational qualifications of Human Resource Development Minister Smriti Irani. The minister is accused of submitting false and misleading information regarding her educational qualifications in her election affidavits. The court's order came while observing that the complainant Ahmer Khan did not have sufficient documents to substantiate the allegations. Metropolitan Magistrate Akash Jain fixed the matter for March 16, 2016 for recording statement of complainant witnesses in the case. Khan, in last hearing, told court that Irani, in her three affidavits filed before the poll panel for Lok Sabha as well as the Rajya Sabha polls, purportedly given varying details about her educational qualifications. Khan, in his complaint in April, sought action against the minister for allegedly lying on oath about her educational qualification.

New DelhI, NovemBeR 20 (IANs): Vowing to take their relations to a "higher level", India and China on Friday agreed to "increase cooperation on counter terrorism mechanism" and law enforcement. Home Minister Rajanth Singh, on a six-day visit to China, tweeted after meeting Chinese Premier Li Keqiang: "We agreed to increase cooperation on counter terrorism mechanism and discussed a range of other important issues." He said he had "a fruitful meeting" with Li. The minister also met the Secretary of the Central Political and Legal Affairs Commission of the Communist Party of China, Meng Jian Zhu. "We had a detailed discussion on a range of issues where both the countries can actively cooperate with each other," he said. Earlier, an official statement here said

the meeting between Singh and Li lasted for 40 minute and both the sides agreed that their ties would not only benefit the region but also the world. "...There is a common consensus to take bilateral relations to a higher level. In this context, it was agreed that bilateral cooperation in the field of law enforcement is very important," it added. Rajnath Singh also invited State Councillor and Minister for Public Security Guo Shengkunto visit India early next year. There was a general agreement between two the countries that urbanisation and technological advancements posed new challenges for law enforcement agencies. The two sides felt there was merit in exchanging views on these challenges and initiate a process of mutual sharing, experiences and learning.

7th Pay Commission divided on supremacy of IAS, IFS over IPS New DelhI, NovemBeR 20 (PtI): The 7th Pay Commission was on Thursday split on continuing the supremacy of IAS and IFS over other services like IPS with its member and former secretary Vivek Rae differing with the recommendation of the chairman for parity. The 900-page report of the Seventh Pay Commission also lists four points where there was "no unanimity of view" between the members of the Commission. Besides Chairman Justice A K Mathur, other members of the commission are Vivek Rae, a retired IAS officer of 1978 batch, and Rathin Roy, an economist.

Meena Agarwal is the secretary of the Commission. The first point where the Commission lacked unanimity include 'the edge' accorded to the Indian Administrative Service (IAS) and the Indian Foreign Service (IFS) at three promotion stages from Senior Time Scale (STS), to the Junior Administrative Grade (JAG) and the NFSG is recommended by the Chairman, to be extended to the Indian Police Service (IPS) and Indian Forest Service (IFoS). However, Rae was of the view that "financial edge is justified only for the IAS and IFS." Rathin Roy was of the view that financial edge accorded to the IAS

and IFS should be removed. With regard to 'Empanelment', the Commission's Chairman and Roy recommended that All India Service officers and Central Services Group A officers who have completed 17 years of service should be eligible for empanelment under the Central Staffing Scheme and there should not be "two year edge", vis- -vis the IAS. Rae, however, recommended review of the Central Staffing Scheme guidelines. As regards 'Non-functional upgradation for organised Group A Services', the Chairman was of the view that NFU availed by all the organised Group 'A' Services should

be allowed to continue and be extended to all officers in the CAPFs, Indian Coast Guard and the Defence forces. NFU should henceforth be based on the respective residency periods in the preceding substantive grade. Rae and Roy have favoured abolition of NFU at SAG and HAG level. With regard to 'Superannuation', the Chairman and Roy, recommended the age of superannuation for all CAPF personnel should be 60 years uniformly. Rae has not agreed with this recommendation and has endorsed the stand of the Ministry of Home Affairs.

Fake pesticides endanger crops and human health in India FARIDABAD, NovemBeR 20 (ReuteRs): Millions of unsuspecting Indian farmers are spraying fake pesticides onto their fields, contaminating soil, cutting crop yields and putting both food security and human health at risk in the country of 1.25 billion people. The use of spurious pesticides has exacerbated losses in the genetically modified (GM) cotton crop in northern India after an attack by whitefly, a pest, say officials. If unchecked, some of India's roughly $26 billion in annual farm exports could be hit. Made secretly and given names that sometimes resemble the original, counterfeits account for up to 30 percent of the $4 billion pesticide market, according to a government-endorsed study. And they are gaining

market share in what is the world's No.4 pesticide maker and sixth biggest exporter. Influential dealers in small towns peddle highmargin fake products to gullible farmers, in turn hurting established firms like Syngenta, Bayer CropScience, DuPont, BASF, PI Industries, Rallis India and Excel Crop Care. "We are illiterate farmers; we seek advice from the vendor and just spray on the crop," said Harbans Singh, a farmer in Punjab's Bathinda region, whose three-acre (1.2-hectare) GM cotton crop was damaged by whitefly this year. Sushil's team worked overtime after Punjab sent nearly 1,000 samples of suspect pesticides following the whitefly outbreak, finding some to be falsely labelled. Indian officials tested nearly 50,000 pesticide samples last fiscal year, finding around 3 percent of them "misbranded", Sushil said. He added the government was increasing inspections and looking to increase penalties, including jail terms of up to 10 years. TOXIC RACKET

Lax laws, which punish by revoking licences or imposing short jail terms for offenders, and staffing shortages compromise efforts to track and seize substandard products. Toxic pesticides that are banned abroad continue, meanwhile, to be sold freely in India. India still permits the use of monocrotophos, a pesticide blamed for the death of 23 children in Bihar in 2013 after they ate contaminated free school lunches. That tragedy prompted the Food and Agriculture Organization (FAO) of the United Nations to advise developing countries to phase out such chemicals. "Use of excessive pesticides has been a cause for concern for quite some time," said Shyam Khadka, FAO's India representative.

"Now if they turn out to be spurious it's a cause for even greater worry." Chronic exposure to pesticides can lead to depression, a factor in suicides, he said. Pesticides can also cause cancer. In recent years the European Union and Saudi Arabia temporarily stopped buying some vegetables from India after finding pesticide residues in produce. Indian officials say such cases result from the overuse of chemicals. RAPID GROWTH IN FAKES India's fake pesticide industry is expanding at 20 percent per year while the overall market is growing at 12 percent. "We know that a racket is going on," said P.K. Chakrabarty, an assistant director general of Indian

Council of Agricultural Research. "But it is only when suspicion arises that people go to inspect." He also said illegal chemicals are imported "under the garb of good material", and that there was a "definite risk" of some fake pesticides being exported from India, although there was no evidence yet. "Theoretically it becomes a risk, but practically there are checks and balances," said Gantakolla Srivastava, CEO of CropLife India, an association of the top pesticide companies operating in the country. KNOCK OFFS Karnataka state authorities this month seized large stocks of "Korajen", an illegal copy of DuPont's Coragen used to kill rice pests. Police are investigating similar cases elsewhere,

"We will not take the risk of selling sub-standard products," Bisht said. "The problem is at the dealer/ distributor level. Similar sounding products are made, mixed, sold."

US House passes bill to slow Syrian refugees despite Obama veto threat WASHINGTON, NOvember 20 (re uTerS): The U.S. House of Representatives, defying a veto threat by President Barack Obama, overwhelmingly passed Republican-backed legislation on Thursday to suspend Obama’s program to admit 10,000 Syrian refugees in the next year and then intensify the process of screening them. The measure, quickly drafted this week following the Islamic State attacks in Paris on Friday that killed 129 people, was approved on a vote of 289-137, with 47 of Obama’s 188 fellow Democrats breaking with the White House to support it. It would require that high-level officials - the FBI director, the director of national intelligence and homeland security secretary - verify that each Syrian refugee poses no security risk. Republican House Speaker Paul Ryan said the bill would pause the program the White House announced in September to admit 10,000 Syrian refugees over the next year. He said it was important to act quickly “when our national security is at stake.” After the House vote, Obama’s attorney general, Loretta Lynch, called such screening both impractical and impossible. “To ask me to have my FBI director or other members of the administration make personal guarantees would effectively grind the program to a halt,” Lynch told reporters at a news briefing with FBI Director James Comey.

New IS video threatens attack on White House WASHINGTON, NOvember 20 (reuTerS): Islamic State militants released a video on Thursday threatening the White House with suicide bombings and car blasts and vowing to conduct more attacks on France. The six-minute video released by Islamic State fighters in Iraq applauds last week’s Paris attacks, according to a translation of the Arabic provided by the Maryland-based SITE Intelligence Group. The latest threat comes one day after the militant group put out a video showing scenes of New York City, which suggested it was also a target. State Department spokesman John Kirby told CNN that Thursday’s video was being examined to determine its “veracity.” “Everybody here in the United States government are taking these threats seriously,” he said. The U.S. Department of Homeland Security did not immediately respond to a request for comment on the video. The video opens with television news clips of the Paris attacks and then shows two militants separately speaking to the camera. Titled “Paris Before Rome,” the video shows an Islamic State fighter threatening to “pound” French monuments and vowing to strike at the White House. “We will blow it up, the same as we blew up the idols in this good land,” one fighter says, referring to the White House. There was no evidence the Syrians had any connection to terrorism, U.S. officials said.

UN criticizes Iran of cracking down on freedom of expression North & South Korea set for talks on easing tension uNITeD NATIONS, NOvember 20 (reuTerS): The U.N. General Assembly’s human rights committee on Thursday criticized Iran for cracking down on activists, journalists and dissidents and its increased use of the death penalty, a rebuke Tehran dismissed as “Iranophobia.” The non-binding resolution, which was drafted by Canada, was adopted by the 193-nation assembly’s Third Committee with 76 votes in favour, 35 against and 68 abstentions. The resolution was not entirely critical. It also welcomed pledges by Iranian President Hassan Rouhani on “important human rights issues, particularly on eliminating discrimination against women and members of ethnic minorities, and on greater

space for freedom of expression and opinion.” However, it noted the “alarming high frequency” of the death penalty in the Islamic Republic. The resolution said Iran continued to execute minors in violation of international conventions it has signed. It also said some juvenile executions were for offences not considered “most serious crimes.” Iran’s deputy U.N. representative, Ambassador Gholamhossein Dehghani, slammed the resolution as a “selective and politicized distortion of facts” reflective of “nothing but baseless and pure speculation and hearsay and ... Iranophobia.” He had sharp words for Canada, saying it “stubbornly continued a deliberate policy of incitement” toward Iran.

The United States and European countries were among the resolution’s co-sponsors. Among the countries that voted against it were Tehran’s allies Russia, China and Syria. The resolution urged Tehran to improve conditions in Iranian prisons and ensure there was no torture. It demanded that Iran end what it said were “widespread and serious restrictions, in law and in practice, on the right to freedom of expression, opinion, association and peaceful assembly” of dissidents and human rights defenders. Their campaign coincides with Iran beginning the implementation of a nuclear deal signed with world powers in July that hardliners fear will open Iran up more to the West. Most journalists arrested in recent weeks work for media that support President Rouhani. N Korea expresses regret over landmine incident

SeOuL, NOvember 20 (reuTerS): North and South Korea agreed on Friday to hold talks on Nov. 26, setting the stage for the first government-level meeting focused on easing tension since the two pledged to improve ties following an armed standoff in August. The North’s Committee for the Peaceful Reunification of Korea, its main agency handling inter-Korean ties, proposed to hold working-level contact for government talks, at a truce village on their militarised border. The South’s Unification Ministry, which handles ties with Pyongyang, said it had accepted the proposal. The South has proposed to

hold government talks on several occasions following the Aug. 25 agreement that ended a standoff which involved an exchange of artillery fire amid an escalation of tension following landmine blasts at the border. The North expressed regret over the landmine incident that wounded South Korean soldiers, which Seoul blamed on Pyongyang. The South said the North’s expression of regret was in effect an apology, although Pyongyang subsequently denied it. “Now we’re back on again, the game’s afoot,” John Delury, a North Korea expert at Yonsei University in Seoul, said, adding the proposal for working-level talks would ease the way for the two sides to get on with discussions. “Sometimes these talks break down before they even start over what level to send, so this sounds like a very pragmatic and straight-

World leaders arrive for summit amid heavy security KuALA LumPur, NOvember 20 (reuTerS): Malaysia deployed extraordinary security measures around Kuala Lumpur on Friday as world leaders arrived for a pair of weekend summits amid fresh attacks by Islamist militants. Malaysia’s police chief cited unconfirmed reports of an “imminent terrorist threat” in the country, following last week’s attacks in Paris and the downing of a Russian airliner over Egypt by Islamic State militants. Some 4,500 soldiers were deployed or on standby to secure the summit, in addition to thousands of police who have fanned out around the Kuala Lumpur City Centre. The site is home to Petronas Towers, once the world’s tallest buildings, and a convention centre where the summits are taking place. The leaders of 18 countries, including U.S. President Barack Obama, Japanese Prime Minister Shinzo Abe and Chinese Premier Li Keqiang are attending the annual Association of Southeast Asian Nations (ASEAN) meeting followed by the East Asia Summit. Shortly after Obama arrived, reports from the African nation of Mali said gunmen shouting Islamist slogans attacked a luxury hotel in the capital of Bamako, taking 170 guests and hotel staff hostage. It was not immediately clear who the gunmen

were affiliated with. Obama has been briefed by his national security advisor on the incident, a White House official travelling with the President said. Both the APEC meeting and the ASEAN summit typically focus on economic issues but have been overshadowed by global efforts to combat Islamic State following the attacks in Paris that killed at least 129 people. Malaysian Prime Minister Najib Razak said the weekend summit would address issues of terrorist threats abroad and locally. “These are real concerns to us in the region,” he told a meeting of ASEAN business leaders on Friday. “And we in ASEAN, we are inherently moderate people.” In September, Malaysian police thwarted a plot to detonate bombs in Kuala Lumpur’s vibrant tourist area of Bukit Bintang, nearby the Petronas Towers. Ego transplant Mokokchung Vision 2040: Aspirations and brain surgery

I

t would not be a misrepresentation of facts to say that the intellectual masses are now reasonably familiar with the progression of the Naga National Movement (NNM) from the start. It would also not be a misstatement to say that the concerned citizens are now generally becoming aware of where the problem lies regarding our inabilities to find the final solution. In as far as "Framework Agreement" (FA) between NSCN (IM) and GoI is concerned, every sensible Naga heaves a sigh of relief as they would after a tiresome climb from their 'kheti' to the resting shed halfway to the village. The storm now being perpetuated by this non-transparent "FA" is whether we are being expected to go right back again to the 'kheti' down below or to carry on home from that resting shed. Without knowing anything about the content(s) being envisaged by the NSCN (IM) (the negotiator on our behalf) and the GoI, expecting the Nagas to blindly endorse the FA is downright irrational and unacceptable. It is our destiny and the destiny of our children that is being put on the chopping block and therefore the Naga people have a birthright to have a say in the proceedings. NSCN (IM) has no mandate or right to deprive this privilege to the stakeholders. This is the core issue that needs to be addressed uprightly and yet Nagas are dishonourably fumbling with this simple exercise for fear of reprisal or loss of opportunity should NSCN (IM) form the next Government. History has amply proven that the GoI has an inherent ailment of consistently undermining and misreading the Nagas as a people...but the Nagas have also been largely responsible for reinforcing their unfortunate misconception by our optimum display of corruptive misdemeanours and disunity amongst ourselves, both within the sphere of our Naga National Workers through their divisive games and refusal to acknowledging one another as partners to the same cause on the one hand, compounded by indifferent silence of fearful majority on the other. Our first generation made their supreme sacrifice by blood. On a bigger relevant canvas our generation is now being called upon to make our share of honourable sacrifices of a different kind... that of 'solidarity' and 'unity' to achieve a greater goal together. Yet these are words that have completely been erased from our brains and dictionary while perfunctorily professing that we are all in support of the same cause. The main stumbling block is the inability on the part of our NPG Leaderships to submerge their individual EGO problems and conveniently taking refuge behind a high sounding "National Principle" without principles. Most of them are headhunting for 'disunity' to try and exclusively go down in history as the "Father of the Nation" through their solo performance. This unrelenting ego cauldron is further vitiates by their crazy and merciless money hunting occupation for their comfort zones at the cost of the ravaged common man...a sin that each faction is clearly guilty of. FNR has given their best effort to have the NPGs reconcile on a 'Christian principle' but in the name of "Nagaland for Christ" they have refused to unite. Their ego outranks Jesus Christ and the National interest. It is abundantly clear that Christian values are no longer relevant for our NPGs on the issue of unity that is indispensable at this point of history. It is therefore a futile exercise for the Chief Minister to be propounding that "At this crucial juncture of our Naga political history, the situation demands that we sink all our differences, and forget and forgive the past bitterness and pains, and come together for our common good and our common goal". (Local dallies November 18, 2015). It is as productive as pouring water over a solid rock that has no absorption capability. Our Hon'ble Chief Minister must be living in another planet detached from the ground realities when he further said "I appeal to all tribal hohos, NGOs, Churches and civil societies and even commoners to encourage and appeal to all the Naga Political Groups to come together and talk with the GoI to resolve the decades old Naga political problem". Such an appeal is merely blowing in the wind to serve the purpose of sounding politically correct and nothing much else. Let us deal in truth with candid brutality: The Naga Hoho ought to have been the appropriate forum to provide honourable leadership to our people through all the other Tribal Ho Hos but their redundancy is clearly visible in their inability to commandeer all the tribal hohos under their roof. They also severely suffer from a general stigma and perception of one-sidedly being remote-controlled NSCN (IM). They have yet to disprove this general accusation by way of action. In fact their blind endorsement of "Framework Agreement" without knowing its contents validates the accusation. It is a clear description of an irrational and irresponsible partisan body that deserves to only be scoffed at. Was it Mr. T. Solo who referred to Naga Hoho as Naga Ha Ha? Since endorsement seems to be the style of the day this writer would unhesitatingly endorse the new 'framework definition' of the Naga Hoho by Mr. T. Solo and add that this is an apt description of

an organization that has placed its honour in the market place... that too... close to the dustbin where flies infest. Mr. CM Sir, relying on the Naga Ha Ha to give us leadership at a time like this is like asking the crabs to walk straight. You are betting on a wrong horse. With all due respects, the Churches are still wrestling with the issues of what is religious responsibility, what is social responsibility, what is political responsibility and what is their role in it all... without being able to find rational actionable answers. The generally visible and definitive action on their part is to invite moneyed Politicians as chief guests in their religious conferences for obvious reason unrelated to faith. The Church has by-and-large achieved in reducing Christianity into another "Christian Tribal Clan" minus Christian faith and Christian value system. With their 'closed door' operational policy of exclusive interaction within their own theological club without honest feedbacks from the congregation they serve, answers will be hard to come by for them to act upon. Mr. CM Sir, appealing to them to find a direction to support the effort of solving our political problem would be like asking the seven blind men to define an elephant and lead the way. They have yet to discern their own kitchen problems before embarking on a journey to make our society better. The NGOs and civil societies have no defined common agenda, more liable and prone to making compromises when their varied interests come in conflict with a given issue of common good. They are mere flotsam pieces of puzzle that is used by the players to create a greater picture on a canvas of their choosing. As for the commoners that you appeal to Mr. CM Sir, do you know that a commoner can only see themselves as 'the common punching bag of the Government of Nagaland and the NPGs'...being 'tax-raped' in every conceivable legal/illegal position above the table, below the table behind closed doors with rubbed in insults to injury with AK 47 in every other positions while eunuch-turned-voyeur GoN watches this xxx tax rape through a peeping hole but pretend that it is not happening...Mr. CM Sir, the commoners are barely managing to keep their legs together and are afraid to howl "Rape" in a loud voice for fear of recurring AK 47 nightmare. All the above mentioned sectors are handicapped by an all encompassing 'fear factor' perpetuated by our very own home-grown NPGs who have succeeded in generating a roaring silence across the board. This is the fact of our daily lives. Therefore, is it worthwhile for a king to be appealing to his fearful subjects for an honourable exercise that he can perform without passing the buck to those who are unable to help themselves? The Hon'ble Chief Minister is clearly in command of Government machinery which can cause events to impact on any given issue if he has a determined unbiased heart and the clarity of thought to honestly address our present Naga political predicament instead of appealing to helpless organizations. Since all other efforts have failed to forge unity amongst our NPGs or drum some sense of propriety into the NSCN (IM), getting back to roots is perhaps the last bastion for the Nagas to evaluate our circumstance. The Naga social fabric of customs and traditions can still be relied upon if given the opportunity. In a general appraisal, the Village Chiefs (GBs) and the Village Councils still command a reasonable respect of its citizens within their respective spheres. If the Chief Minister can provide them a common platform along with all the tribal hohos, issues such as... unity amongst the NPGs, the "Framework Agreement" of NSCN (IM) with the GoI that lacks transparency thereof, the imperative need for inclusive solution to avoid another civil war in its aftermath etc... can all squarely be put on the table for them to mull over and arrive at a decisive conclusion that is bound to emerge. Their final verdict would truly become the unambiguous voice of the people compelling enough for both NSCN (IM) and the GoI to acknowledge. Introduction At the outset, we must consider whether Mokokchung can achieve a vision given the situation. For that, perhaps, we can look into the very recent history of Mokokchung. We have seen its people rise up against the NSCN K in 2003 and the illegal Bangladesh immigrants in 2007 successfully. It all started with a vision for a safer Mokokchung and it worked. Hence, Mokokchung Vision 2040 is a possibility. The concept of Mokokchung Vision 2040 is just an opening to a spate of a realistic future for Mokokchung. Educated by past inaccuracies, present challenges and future prospects, Mokokchung must rise to the confrontations of building a robust society today and tomorrow. There arises the need for a virtuous maturity of peace, stability, wealth creation and educational headway. The advent of Christianity in Nagaland in 1872 and the subsequent opening of the first school in the Naga Hills at Molungyimsen in 1878 laid the backdrop on which the rest of Nagaland would have to be founded. Mokokchung has been the centre of it all. Hence, it is only natural to have a vision 2040 and beyond. In the words of former Nagaland Govenor Dr Ashwani Kumar: “Mokokchung has always led Nagaland.” This is a call for Mokokchung to set goals – a series of achievable short-term and long-term goals over a continuous period of time. Aspirations Based on the present situation and needs analysis of the Mokokchung scenario, there emerges an iceberg of key areas in need of visions and emphasis to build a satisfactory Mokokchung. Some of the areas that seem to need aspirations are briefly thought over accordingly.

Economic Aspirations Since agriculture remains the major economic domain, it needs utmost modernisation. This modernisation drive should include a variety of developmental projects. It includes roads, transport, communication systems, technology, financial management and other economic infrastructures. This should be backed by proper electricity supply, foreign direct investment, strong export-import strategy and sustained efforts. Mokokchung is the transit point for places like Tuensang, Wokha, Zunheboto and Longleng. This strategic location proves beneficial for many places within Nagaland economically. Social Aspirations Providing adequate healthcare, water supply and sanitation still needs improvement. For example, the free governmental medical checkup for school students is still limited to government schools only. Extending this to private schools is also an aspiration for all. Nepotism still rings loudly in the government employment mechanism. Providing fair opportunities to deserving and capable people must be ensured. In published excerpts of an interview with Germany's Sueddeutsche Zeitung's weekend edition, Beckenbauer said he had offered a "personal discussion" with German Football Association (DFB) bosses who did not respond to his request. "When and how is something that I will now decide calmly after discussing it with my lawyers," he said when asked if he would talk again with the DFB. Defending champions Barak FC today retained the title of the 21st Classic Cup 2015 organized by Classic Club Kohima here at the Kohima Local Ground. In an exciting final match amidst thunderous cheers from the capacity crowd, Barak FC overpowered their opponent HQ IGAR (North) 3-2 via tie-break, after a 1-1 draw within the allotted full time play and 15 minutes of extra time. K. Chizo opened the account for HQ IGAR (North) and the team were in the lead till the first half. The equalizer for Barak FC came through

New Delhi, November 20 (iANS): India finished its campaign in the Track Asia Cup cycling meet by winning 11 medals, including three gold medals, three silver and five bronze medals, at the IG Sports Complex here on Friday. India were ranked third in the overall medals tally. On the final day, India won two gold and three bronze medals. India’s young cycling sensation Deborah Herold made a fine start on the final day by winning the gold medal in the women elite sprint, clocking 13.614 seconds to beat South Korea’s Cho Sun Young (13.704 seconds). Deborah also missed one medal opportunity as she fell down in her favourite Keiren event. On the final lap, she couldn’t maintain her balance and fell down on the track and after coming in contact of Deborah, Thailand’s Pannaray Rasee also lost her balance and collided. Deborah eventually settled for one gold and two silver medals. In the junior women sprint final, India’s Nayana Rajesh bagged the gold medal in 13.510 seconds while Anu Chutia clinched the bronze in 13.822 seconds.
