Minister for school education & SCERT, Yitachu today stressed on the need to have a strong public opinion for a progressive society. He said nothing in the society can progress unless the governing system is backed by public opinion. “If the system is weak there cannot be equality, justice, liberty, progress, prosperity and peace. If these virtues are not there one cannot have a strong public opinion,” he said while addressing the 9th general conference of the Chakhesang Youth Front

(CYF) here on Saturday. Touching on the Naga political issue, Yitachu said the solution to the decades old political problem has been evading the Naga people because Nagas are divided and unless there is unity among the people there cannot be genuine conclusion. He said the Naga political issue cannot be solved with tribal interest as it will only increase the problem and never see peace and progress. Dimapur, November 21 (MExN): Nagaland Board of School Education (NBSE) on Saturday cancelled the Class-IX final exams scheduled from November 24 onwards after question papers were leaked from Mount Hermon School, Purana Bazaar, Dimapur on Friday. A notification from the NBSE chairman Asano Sekhose informed that the Class-IX final exam has been postponed and rescheduled to begin from November 28 till December 14. However, there will not be any changes on the examination of other classes. It said the Board shall issue new question papers for English, Mathematics, Science, Social Sciences, Alternative English and Environment Education subjects. For the remaining subjects, schools shall use the question papers already issued by the board, it added. According to official sources from the District Education Office, Dimapur, the question papers were reportedly leaked after the question papers packets were left at the headmaster’s home. As an immediate penal action, NBSE said the examination centre for Mount Hermon School has been cancelled and shifted to Bethesda Higher School, Dimapur.

government spends huge amount of money on payment of salary to around 1.40 lakh government employees at present, Yitachu figured that if another 30,000 educated youths are given government job, then the state will have a huge 1.70 lakh employees, and there will not fund left to carry out developmental activities in the state. Further, Yitachu asked the government employees to perform their duty efficiently and at the same time to propagate the various schemes and packages so that public will get benefit out of it. UNITED NATIONS, November 21 (AP): The UNSecurity Council unanimously approved a French-sponsored resolution Friday calling on all nations to redouble and coordinate action to prevent further attacks by Islamic State terrorists and other extremist groups. The resolution says the Islamic State group “constitutes a global and unprecedented threat to international peace and security” and expresses the council’s determination “to combat by all means this unprecedented threat.” The measure is the 14th terrorism-related resolution adopted by the U.N.’s most powerful body since 1999. It was adopted a week after violent extremists launched a coordinated gun and bomb assault that killed 130 people in Paris which the Islamic State claims it carried out. It also comes eight days after twin suicide bombings in Beirut killed 43 people, and three weeks after a Russian airliner crashed over Egypt’s Sinai peninsula killing all 224 people on board — both attacks also claimed by IS. The resolution “unequivocally condemns in the strongest terms” these and earlier “horrifying terrorist attacks” carried out by the Islamic State this year in Sousse, Tunisia and Ankara, Turkey, and calls for the perpetrators to be brought to justice. “Today we sent a clear, unambiguous message

that there will be no respite from our collective efforts to stop, suppress and destroy ISIL,” Britain’s UNAmbassador Matthew Rycroft, the current council president, said, using an acronym for the Islamic State group. France’s UNAmbassador called the resolution “historic” and said the government will “scale up its efforts so as to galvanize the international community as a whole to vanquish our shared enemy.” The resolution calls on UNmember states “that have the capacity to do so to take all necessary measures” against the Islamic State group and all other violent extremist groups “to eradicate the safe haven they have established over significant parts of Iraq and Syria.” This does not constitute an authorization for military action, however, because the resolution is not drafted under Chapter 7 of the UNCharter which is the only way the United Nations can give a green light to the use of force. The resolution urges UNmember states “to intensify their efforts to stem the flow of foreign terrorist fighters in Iraq and Syria and to prevent and suppress the financing on terrorism.”

In September 2014, US President Barack Obama chaired a Security Council meeting where members unanimously adopted a resolution requiring all countries to prevent the recruitment and transport of would-be foreign fighters preparing to join terrorist organizations such as the Islamic State group. In February, the council adopted a resolution aimed at tightening its crackdown on financing terrorist groups through illicit oil sales, trading in antiquities and paying ransom for hostages. The new resolution draws on language in the resolution the council adopted a day after the deadliest terrorist attacks ever on American soil on Sept. 11, 2001 which also called on all countries “to redouble their efforts to prevent and suppress terrorist acts including by increased cooperation.” US deputy ambassador Michele Sison said the unity of the council and the resiliency and resolve of the people affected by IS attacks “show why ISIS will fail in its goal of creating fear and polarizing communities.” “Through global solidarity and cooperation ISIS and its ideology will be defeated,” she said.

Nagaland govt constitutes Commission to investigate into Wuzu firing incident DIMAPUR, NOVEMBER 21 (MExN): Taking serious view of the July 16, 2015 Wuzu firing incident, Nagaland government has constituted a Commission of Inquiry to probe into the causes and circumstances which led to the death of two minor children. A DIPR report said the State government was clear that the incident was a definite matter of public importance involving law and order in the State and therefore requiring a detailed inquiry into the causes and circumstances leading to the aforesaid incident and also to find out the person(s) responsible. The Commission which would be called the “Wuzu Firing Incident Inquiry Commission” will comprise of a single member, namely Ve-

prasa Nyekha, a retired District & Session Judge. The Commission will make inquiry with respect to the causes and the source of firing which led to the death of two minor children and injury to one woman. It will ascertain the person (s) responsible for the firing and whether the incident could have been avoided. The State government has set a one month timeframe for submission of the report from the date of publication of this notification. The Headquarter of the Committee shall be at Chumukedima, the DIPR report informed. According to DIPR, the said incident occurred on July 16, 2015 when the 46 Assam Rifles and 12 Para Commandos were returning from

Avankhung area under Meluri Sub-Division, Phek district after an encounter with NSCN (K) cadres in which 2 (two) cadres were killed and the dead bodies were being taken to Meluri Police Station for legal formalities. On the way near Wuzu village, the village leaders of Wuzu, Old Phor and New Phor requested the dead body of one captain Puhachu of Wuzu village to be handed over to them to which the commander of the security forces refused after which the incident of the firing took place resulting in the death of two civilians- both Class 7 (Seven) students namely -Tüzali, S/o Sükhaho of Phor village and Aso, d/o T Yeteli of Wuzu village. One Vitsürho Esther, W/o Rütu of Wuzu village also sustained injury.

DIMAPUR, NOVEMBER 21 (MExN): GPRN/NSCN today asserted that the Naga political issue is a people’s movement and every right-thinking Naga has a right to express their thoughts without hesitations or being cautious. In response to the NSCN (IM)’s statement asking “Nagas to be cautious of rumours,” the MIP of the GPRN/NSCN retorted that it will instead clarify on “what actually is going wrong or misguiding Nagas under the shadow of Naga political talks, that has taken all Nagas on the giant wheel and keep circling with a mere note the talk is going on in the right direction for the past 17 years.” GPRN/NSCN said it has vowed

to its people that it will protect the rights of the Nagas and make every possible ways to solve the problem by involving the thoughts and aspirations of every section of Nagas. The NSCN (IM) in their statement yesterday had expressed concern that the GPRN/NSCN anniversary celebration would discuss the Framework Agreement between the NSCN (IM) and the Government of India and mislead the people. While asserting that Nagas don’t need a peace accord or any solution within the 6th schedule of Indian constitution, the MIP noted that what the Nagas need instead is a political solution that will safeguard the future of the younger

generations in a better way. If the GoI is not going to integrate or won’t allow to integrate, why not we try to help each other to solve our different problems with different means, it went on to add. The GPRN/NSCN also reminded that the uniqueness of Naga history begins from the submission of memorandum to Simon Commission in 1929, declaration of its Independence on August 14, 1947 and plebiscite of 1951, which was done with sweat and blood of our Naga forefathers, which is the history of Nagaland and its political movement. It therefore said the uniqueness of Naga history is not of the NSCN (IM) and its followers alone.

While acknowledging any good work and efforts done for a better future, GPRN/NSCN, however, said it will not tolerate to alter its rights at the peril. “Naga struggle for freedom has been derailed with integration for the last two decades and how long should Nagas wait on another track by the name of framework which is only known to NSCM( IM) members and GoI,” it questioned. Hence, GPRN/NSCN said there will not be a rumor or a point of extra uniqueness for which Nagas should be cautious of because it is a people’s movement and every right thinking Naga has a right to express their thoughts without hesitations or being cautious.
