30 detained, 10 JFA urges Ao seized from Senden to withdraw firearms Dimapur-Peren border ban on book Guwahati, November 22 (mexN): The Journalists’ Forum Assam (JFA) has expressed concern over the ban on Monalisa Changkija’s new book by the Ao Senden, and urged for the restriction to be urgently withdrawn. “We believe the leaders of Ao Senden should consider the author’s gesture to have appropriate clarifications in the book and withdraw the ban over Cogitating For A Better Deal. It needs no mention that in the age of internet today the ban over a book, that is in English, by a local body makes no sense,” said a statement issued by JFA president Rupam Barua and secretary Nava Thakuria.

Around 30 people were detained and ten firearms seized by security personnel following a stand-off between two villages located along the Dimapur-Peren inter-district boundary. The incident, which occurred on November 21, was reportedly sparked by recurring tension over land. According to sources, a variety of firearms ranging from 12” bore guns to country-make guns were confiscated after the Assam Rifles, stationed near the site of the incident, intervened to defuse the tension. The standoff was between Jalukielo village and Nihoi village,

the sources said. The Assam Rifles later detained 30 people from both the villages and handed them over to the Peren police. Sources stated that tension brewed in the area over a road construction project. The Superintendent of Police, Peren, V. John, while confirming the incident stated that 10 firearms were seized from one of the contending parties. 16 persons from Jalukielo village and 14 persons from Nihoi village were detained for questioning, the SP said. 7 of the detained were still in police custody, the SP added. The SP said that the tension started over allegations of “blank firing” with both villages accusing the other of instigating the standoff. It occurred at Jalukielo ‘C’ area, near the road leading to Jalukie town, it was informed. There was no human casualty but one earth excavator used in the road construction project was damaged.
While stating that the situation was under control, the SP said additional NAP (IR) personnel have been requisitioned to maintain vigil. ‘Public should refrain from undesirable conflicts’: NSCN (IM) Meanwhile, the NSCN (IM) taking serious note of the incident has cautioned against unwanted clashes. Joint Secretary, Ministry of Kilo (Home) Affairs of the NSCN (IM), in a press release stated that the “public should refrain from all kinds of undesirable conflicts.” It further issued a directive to “all national workers” not to involve “either directly or indirectly” in such conflicts “to avoid misunderstanding among general public.” “In the event of any national workers found involving in such activities his/her own self interest and the government shall not be held responsible in any manner,” the release stated.
aGartaLa, November 22 (iaNs): The Border Security Force (BSF) has asked its Bangladeshi counterparts to destroy militants’ camps and hideouts within the latter’s territory, an officer said here on Saturday. “Around 57 camps and hideouts of northeast India militant groups still exist in different parts of Bangladesh. We have asked the BGB (Border Guard Bangladesh) to dismantle these camps and to take action against the terrorists,” a top BSF officer told IANS. He said: “The terrorist outfits of Assam, Meghalaya, Tripura, Manipur and Nagaland have set up their camps and hideouts in different parts of Chittagong Hill Tracts (CHT) (in southeast Bangladesh) and Moulvibazar and Sylhet districts (under Sylhet division in northeastern Bangladesh).” These outfits include National Socialist Council of Nagaland (Isak-Muivah), United Liberation Front of Asom, National Liberation Front of Tripura, Garo National Liberation Army and Hynniewtrep National Liberation Council. “The BGB officials though denied the presence of any camps in Bangladesh, they sought more information about the northeast India militant camps in Bangladesh,” the BSF officer said on condition of anonymity. “After Bangladesh security forces undertook occasional crackdowns against the northeast India militants, some terrorists have taken shelter in the jungles of neighbouring Myanmar,” he added. During the past few
months, the Bangladesh Rapid Action Battalion uncovered a huge cache of sophisticated arms, including anti-tank weapons and AK series rifles, in Satchharhi jungles in the northeastern district of Habiganj, bordering India’s Tripura. The area was reportedly the headquarters of the All Tripura Tiger Force (ATTF). The inspector generals of three frontiers of BSF in northeast India — Tripura, Meghalaya, Mizoram-Cachar — held a four-day border management meeting from Nov 17 with BGB officers at Tamabil in Bangladesh’s Sylhet district. Meghalaya frontier Inspector General of BSF Sudhesh Kumar led the Indian team while the Bangladesh delegation was headed by BGB’s Additional Director General (Northeastern Region) Brigadier General Mohammad Latiful Haider. Senior officials of India’s home ministry and Narcotics Control Bureau were also present in the meeting. The BSF-BGB meeting discussed arms and drug smuggling, terrorism, circulation of fake Indian currency notes, border crimes, confidence building measures and to carry out fencing. The official said the BSF has requested the BGB officials to obtain approval from the Bangladesh government for construction of a single row fence instead of a double row fence within 150 yards at the border to prevent transborder crimes and to guard important Indian installations and border roads. “The BGB officials have requested the BSF officials to stop killing Bangladeshi nationals along the border. We have assured them to take appropriate ac-
tions on the issue.” “Smuggling of arms and drugs and using northeastern states as corridors for their illegal hauling was also discussed in the meeting. We have asked the BGB officials to take stringent steps to prevent such clandestine trading,” the BSF official added. He said the BSF and BGB troopers are now holding coordinated patrolling along the border and the meeting has decided about intensifying such joint patrolling efforts. “Bangladesh security forces in the recent past have seized huge fake Indian currencies’ consignments and arrested a large number of people involved in circulating the fake Indian currencies. We have requested the BGB officials to share the information (with BSF) gathered about the fake currencies and their roots,” he added. In the meeting, the BSF proposed the BGB to hold mutual cultural and sports events involving people of both sides of the border as part of the confidence building measures. Four Indian northeastern states of Tripura, Meghalaya, Mizoram and Assam share an 1,880-km border with Bangladesh. The mountainous terrain, dense forests and other hindrances make the unfenced borders porous and vulnerable, enabling illegal immigrants and intruders cross over without any hurdle. India is erecting a fence and putting up floodlights along the 4,096-km IndiaBangladesh border in West Bengal, Tripura, Assam, Meghalaya and Mizoram to check trans-border movement of militants, and to check border crimes.

By Nov 20, there have been six reported cases in Mali and all of those patients have died. But there have been “some welcome progress,” Ban noted. “We are seeing the curve bending in enough places to give us hope. If we continue to accelerate our response, we can contain and end the outbreak by the middle of next year,” he said. According to the World Health Organisation (WHO), Ebola has killed more than 5,400 people in Liberia, Sierra Leone and Guinea since March.

Governor of Nagaland & Tripura, PB Acharya today said a strong government has now come at the Centre which has ‘the will and the guts’ to solve the IndoNaga political problem. Addressing a press conference here this morning at Raj Bhavan, Acharya appealed to all political groups, intellectuals, NGOs and people, including the elected government to come together and voice their expectations on the issue – to decide what solution “you want.” The Governor said the 60 members of the State Assembly and the two Members of Parliament should rise above party lines in expressing the solution they want, within the Constitution, reported PTI. According to the North East Press Service (NEPS), “17 years of peace process is long enough and time is ripe to find a final settlement to the Naga political problem,” the Governor said. The report further stated that Acharya said a ‘Civilian Committee’ comprising members from Tribal Hohos, Naga Hoho, intellectuals, educationists and prominent personalities should be set up to provide supplement to the
ongoing peace process between the Government of India and the Naga leaders so as to reach a final settlement to the issue. The Governor said there is a strong Government at the Center under the dynamic Prime Ministership of Narendra Modi who, he explained, wanted to see that some positive result of the ongoing peace process should emerge in six months’ time. Acharya also informed that a few days back, he had written a letter to the union home minister and the latter called him to Delhi. The Governor said he had a very purposeful discussion about what way “we can help in making the peace talks a success.” Condemning the attack on people of the North East in mainland India, he said, “These things have been happening for the past many months and as the Governor, I condemn the attacks on behalf of the people.” Stating that condemning alone is not the end and something has to be done, the Governor said he is going to write to Lieutenant Governor of Delhi to take strong action and measures against such acts. He suggested ‘fellowship link family’ for the members living outside the State. Touching on the forthcoming visit of Prime Minister Narendra Modi to Nagaland during Hornbill Festival, the Governor was hopeful that Modi would announce some package.
However, he said that the State has to prove worthy. “The government must tighten expenditure and focus more on revenue,” he said. On visit of Lok Sabha speaker Sumitra Mahajan to Nagaland on November 29 to attend the 50th anniversary of Nagaland Legislative Assembly, the Governor said she can also play a role in bringing Nagaland in tune with others states economically and financially. Acharya stated that RTI as well as Lokayutka is very much essential, adding that these institutions which are featured in the constitution will strengthen democracy. “Our assembly is still lacking in passing a law for a vibrant and strong democracy in Nagaland,” he said. The Governor appealed the government that they should act immediately to form a Lokayukta and RTI to bring democratic way of life in Nagaland. On Nagaland women’s reservation bill, he appealed the government to follow in tune with other states that women are in every field, they also should get mandated (33%) representation in the local elected civic and other bodies. Governor also shared details about his recent visit to America on invitation by the International Central for Cultural Studies (ICCS) from October 24 to November 4 where he visited different parts of USA and attended various programmes.

Hectic eleventh hour preparations are on to welcome and host Prime Minister of India, Narendra Modi, during his maiden visit to Nagaland State to grace the Hornbill Festival. On Saturday, chief minister TR Zeliang, accompanied by cabinet colleagues, chief secretary Toshi Aier and other bureaucrats, district administration and police officials, visited Dimapur Airport and Police Complex Chumukedima, to inspect and review preparations for the high profile visitor. At Dimapur Airport, the Airport Authority of India and CISF and police officials briefed the chief minister on arrangements including night landing facility (ILS)
and security aspects. The Prime Minister’s chartered Boeing 737 is tentatively expected to land at Dimapur Airport on November 30 at around 4-4.30 pm. On Saturday afternoon, workers were busy cutting the tall grass near the airport terminal and instruc-

Nagaland chief minister, TR Zeliang, today said the State is pinning hopes on Prime Minister, Narendra Modi, to announce some financial package during the latter’s proposed visit to Nagaland on November 30 and December 1. The chief minister said the State Government had submitted memorandums to the Prime Minister on the financial health of Nagaland State and the need for the Centre to bail out the State. Zeliang expressed optimism that the Prime Minister would look into the financial priorities of the State. “It is upto him (Modi) whether he would announce some packages this time. But we have high hopes that he will give us something. After all, after a gap of 11 years, a Prime Minister of India is visiting Nagaland,” he added. It may be mentioned that former Prime Minister, AB Vajpayee, during his visit to Nagaland in 2003 announced a Rs. 365 Crore package to wipe off the State’s deficit.
