Around 30 people were detained and ten firearms seized by security personnel following a stand-off between two villages located along the Dimapur-Peren inter-district boundary. The incident, which occurred on November 21, was reportedly sparked by recurring tension over land. According to sources, a variety of firearms ranging from 12” bore guns to country-make guns were confiscated after the Assam Rifles, stationed near the site of the incident, intervened to defuse the tension. The standoff was between Jalukielo village and Nihoi village,

the sources said. The Assam Rifles later detained 30 people from both the villages and handed them over to the Peren police. Sources stated that tension brewed in the area over a road construction project. The Superintendent of Police, Peren, V. John, while confirming the incident stated that 10 firearms were seized from one of the contending parties. 16 persons from Jalukielo village and 14 persons from Nihoi village were detained for questioning, the SP said. 7 of the detained were still in police custody, the SP added. The SP said that the tension started over allegations of “blank firing” with both villages accusing the other of instigating the standoff. It occurred at Jalukielo ‘C’ area, near the road leading to Jalukie town, it was informed. There was no human casualty but one earth excavator used in the road construction project was damaged.
While stating that the situation was under control, the SP said additional NAP (IR) personnel have been requisitioned to maintain vigil. ‘Public should refrain from undesirable conflicts’: NSCN (IM) Meanwhile, the NSCN (IM) taking serious note of the incident has cautioned against unwanted clashes. Joint Secretary, Ministry of Kilo (Home) Affairs of the NSCN (IM), in a press release stated that the “public should refrain from all kinds of undesirable conflicts.” It further issued a directive to “all national workers” not to involve “either directly or indirectly” in such conflicts “to avoid misunderstanding among general public.” “In the event of any national workers found involving in such activities his/her own self interest and the government shall not be held responsible in any manner,” the release stated.
aGartaLa, November 22 (iaNs): The Border Security Force (BSF) has asked its Bangladeshi counterparts to destroy militants’ camps and hideouts within the latter’s territory, an officer said here on Saturday. “Around 57 camps and hideouts of northeast India militant groups still exist in different parts of Bangladesh. We have asked the BGB (Border Guard Bangladesh) to dismantle these camps and to take action against the terrorists,” a top BSF officer told IANS. He said: “The terrorist outfits of Assam, Meghalaya, Tripura, Manipur and Nagaland have set up their camps and hideouts in different parts of Chittagong Hill Tracts (CHT) (in southeast Bangladesh) and Moulvibazar and Sylhet districts (under Sylhet division in northeastern Bangladesh).” These outfits include National Socialist Council of Nagaland (Isak-Muivah), United Liberation Front of Asom, National Liberation Front of Tripura, Garo National Liberation Army and Hynniewtrep National Liberation Council. “The BGB officials though denied the presence of any camps in Bangladesh, they sought more information about the northeast India militant camps in Bangladesh,” the BSF officer said on condition of anonymity. “After Bangladesh security forces undertook occasional crackdowns against the northeast India militants, some terrorists have taken shelter in the jungles of neighbouring Myanmar,” he added. During the past few
months, the Bangladesh Rapid Action Battalion uncovered a huge cache of sophisticated arms, including anti-tank weapons and AK series rifles, in Satchharhi jungles in the northeastern district of Habiganj, bordering India’s Tripura. The area was reportedly the headquarters of the All Tripura Tiger Force (ATTF). The inspector generals of three frontiers of BSF in northeast India — Tripura, Meghalaya, Mizoram-Cachar — held a four-day border management meeting from Nov 17 with BGB officers at Tamabil in Bangladesh’s Sylhet district. Meghalaya frontier Inspector General of BSF Sudhesh Kumar led the Indian team while the Bangladesh delegation was headed by BGB’s Additional Director General (Northeastern Region) Brigadier General Mohammad Latiful Haider. Senior officials of India’s home ministry and Narcotics Control Bureau were also present in the meeting. The BSF-BGB meeting discussed arms and drug smuggling, terrorism, circulation of fake Indian currency notes, border crimes, confidence building measures and to carry out fencing. The official said the BSF has requested the BGB officials to obtain approval from the Bangladesh government for construction of a single row fence instead of a double row fence within 150 yards at the border to prevent transborder crimes and to guard important Indian installations and border roads. “The BGB officials have requested the BSF officials to stop killing Bangladeshi nationals along the border. We have assured them to take appropriate ac-
tions on the issue.” “Smuggling of arms and drugs and using northeastern states as corridors for their illegal hauling was also discussed in the meeting. We have asked the BGB officials to take stringent steps to prevent such clandestine trading,” the BSF official added. He said the BSF and BGB troopers are now holding coordinated patrolling along the border and the meeting has decided about intensifying such joint patrolling efforts. “Bangladesh security forces in the recent past have seized huge fake Indian currencies’ consignments and arrested a large number of people involved in circulating the fake Indian currencies. We have requested the BGB officials to share the information (with BSF) gathered about the fake currencies and their roots,” he added. In the meeting, the BSF proposed the BGB to hold mutual cultural and sports events involving people of both sides of the border as part of the confidence building measures. Four Indian northeastern states of Tripura, Meghalaya, Mizoram and Assam share an 1,880-km border with Bangladesh. The mountainous terrain, dense forests and other hindrances make the unfenced borders porous and vulnerable, enabling illegal immigrants and intruders cross over without any hurdle. India is erecting a fence and putting up floodlights along the 4,096-km IndiaBangladesh border in West Bengal, Tripura, Assam, Meghalaya and Mizoram to check trans-border movement of militants, and to check border crimes.

Governor of Nagaland & Tripura, PB Acharya today said a strong government has now come at the Centre which has ‘the will and the guts’ to solve the IndoNaga political problem. Addressing a press conference here this morning at Raj Bhavan, Acharya appealed to all political groups, intellectuals, NGOs and people, including the elected government to come together and voice their expectations on the issue – to decide what solution “you want.” The Governor said the 60 members of the State Assembly and the two Members of Parliament should rise above party lines in expressing the solution they want, within the Constitution, reported PTI. According to the North East Press Service (NEPS), “17 years of peace process is long enough and time is ripe to find a final settlement to the Naga political problem,” the Governor said. The report further stated that Acharya said a ‘Civilian Committee’ comprising members from Tribal Hohos, Naga Hoho, intellectuals, educationists and prominent personalities should be set up to provide supplement to the
ongoing peace process between the Government of India and the Naga leaders so as to reach a final settlement to the issue. The Governor said there is a strong Government at the Center under the dynamic Prime Ministership of Narendra Modi who, he explained, wanted to see that some positive result of the ongoing peace process should emerge in six months’ time. Acharya also informed that a few days back, he had written a letter to the union home minister and the latter called him to Delhi. The Governor said he had a very purposeful discussion about what way “we can help in making the peace talks a success.” Condemning the attack on people of the North East in mainland India, he said, “These things have been happening for the past many months and as the Governor, I condemn the attacks on behalf of the people.” Stating that condemning alone is not the end and something has to be done, the Governor said he is going to write to Lieutenant Governor of Delhi to take strong action and measures against such acts. He suggested ‘fellowship link family’ for the members living outside the State. Touching on the forthcoming visit of Prime Minister Narendra Modi to Nagaland during Hornbill Festival, the Governor was hopeful that Modi would announce some package.
However, he said that the State has to prove worthy. “The government must tighten expenditure and focus more on revenue,” he said. On visit of Lok Sabha speaker Sumitra Mahajan to Nagaland on November 29 to attend the 50th anniversary of Nagaland Legislative Assembly, the Governor said she can also play a role in bringing Nagaland in tune with others states economically and financially. Acharya stated that RTI as well as Lokayutka is very much essential, adding that these institutions which are featured in the constitution will strengthen democracy. “Our assembly is still lacking in passing a law for a vibrant and strong democracy in Nagaland,” he said. The Governor appealed the government that they should act immediately to form a Lokayukta and RTI to bring democratic way of life in Nagaland. On Nagaland women’s reservation bill, he appealed the government to follow in tune with other states that women are in every field, they also should get mandated (33%) representation in the local elected civic and other bodies. Governor also shared details about his recent visit to America on invitation by the International Central for Cultural Studies (ICCS) from October 24 to November 4 where he visited different parts of USA and attended various programmes.

On Saturday, chief minister TR Zeliang, accompanied by cabinet colleagues, chief secretary Toshi Aier and other bureaucrats, district administration and police officials, visited Dimapur Airport and Police Complex Chumukedima, to inspect and review preparations for the high profile visitor. At Dimapur Airport, the Airport Authority of India and CISF and police officials briefed the chief minister on arrangements including night landing facility (ILS)
and security aspects. The Prime Minister’s chartered Boeing 737 is tentatively expected to land at Dimapur Airport on November 30 at around 4-4.30 pm. On Saturday afternoon, workers were busy cutting the tall grass near the airport terminal and instruc-

But we have high hopes that he will give us something. After all, after a gap of 11 years, a Prime Minister of India is visiting Nagaland,” he added. It may be mentioned that former Prime Minister, AB Vajpayee, during his visit to Nagaland in 2003 announced a Rs. 365 Crore package to wipe off the State’s deficit.

tor, Emmanuel Hospital Authority, Dr. PK John, who also served as the first director of CISHR recalled the early days when the hospital had to start from the scratch. Director, CIHSR, Dr. Abraham Joseph, in his address gave an overview of the hospital since its inception in 2007 and also recalled the contributions of pioneers and doctors of the hospital. One of the main highlights of the celebration was special choral presented by the Nagaland Conservatory of Music. The staff and students of CIHSR also presented a special song. The state capital Kohima today got facelift as mass social work under the aegis of Angami Public Organization (APO), Angami Gazetted Officer’s Krotho (AGOK), Angamimiapfii Mechii Krotho (AMK), Angami Youth Organization (AYO) & Angami Students’ Union (ASU) under the theme ‘For a cleaner Kohima’ took place throughout the town. Launching the social work at Old MLA Hostel Junction, minister for social welfare Kiyanilie Peseyie termed “For a cleaner Kohima’ campaign as positive step and called upon the
denizens of Kohima to keep Kohima neat and clean. Today’s cleanliness drive should not be the end but it should be continued, he said Peseyie also called upon the people to create a peaceful environment to live in. It also requested the citizens not to dump building materials on the road sides and at the same to park vehicle responsibly. Asking the people to cultivate aesthetic sense, it called upon the people not to spit (especially paan juice). It also made an appeal to the citizens to sweep their surroundings daily be it private or a public area.

Murdered Naga scholar ‘was a reclusive, shy student’ MuMbai, NoveMber 22 (The iNdiaN express): At the Tata Institute of Social Sciences (TISS), there is a sense of unease among a select bunch—including teachers and students— who are yet to fully come to terms with the fact that one of their alumni and friend 33-year-old Kashung Zingran Kengoo is no longer around. The former TISS student from Manipur was killed brutally in Delhi last Wednesday. Prof. J J Roy Burman, a faculty member at TISS’s Centre for Study of Social Exclusion and Inclusive Policies who was Kengoo’s guide for his Phd. Programme, recalled on Friday his close association with
the student from Manipur. “He was a quiet, reclusive and shy student, who did not mix with others at the campus hostel. It was not in his nature to mingle. That’s why it is a huge surprise for me as to who could have possibly been his enemy,” he said. Kengoo studied in TISS between 2007 to 2012, completing his MPhil from the institute and subsequently completed his PhD there in 2012. Kengoo was found dead, his throat slit, inside his rented flat at Delhi’s Kotla Mubarakpur. Students at TISS organised a condolence meeting for Kengoo on Friday. After about 20 years, 42-year-old Rati Ranjan Mondal expects at least 450 mounds (about 18,000 kg) of rice from his 30 bighas (about 10 acres) of paddy field in this harvesting season, compared to about only 200 mounds of rice which he has been getting all these years. Like Mondal, the farmers in Guwabari, Bikrampur, Mahendra Nagar and other villages under the Nagrijuli Revenue Circle in Assam's Baksa district are dreaming big as their endeavour to irrigate their paddy fields has succeeded this time. These villages are located on the foothills of Bhutan and just a few kilometres from the India-Bhutan border. It is an arid region and the farmers and other families had to depend on the waters that flow down from the river in the upper reaches of Bhutan through the small streams and other water bodies like the creeks for all their water needs - whether potable or for irrigation. There are no irrigation facilities by the government in these areas and it's a herculean task to tap ground water due to the rock bed beneath the ground. The villagers with the help of NGO Gramya Vikash Manch (GVM) has this paddy season revived the traditional canal system - locally called Dongs - and took the water from Bornodi and Oronga, Asoma, Pagladia and Diring rivers in neighbour-

recalled. Kengoo wanted to be a researcher and after finishing his PhD, he was doing research work for the Church and was also publishing his work in research jorunals. Kengoo’s guide is not clear whether this was a hate or caste-killing. “He was staying at a flat in Kotla. Whether there were people who stayed in that area and harboured anti-northeast sentiments, is tough to say,” he said. The former TISS student’s friends also describe him as a person who did not argue and always remained focused on his studies. “I knew him as a straightforward and calm person. He had a close knit friends’

May raise tax exemption limit further: Arun Jaitley
NEW DELHI, NovEmbEr 22 (PTI): Finance minister Arun Jaitley on Saturday said that he does not favour burdening the salaried and middle-class with more taxes but would go after the evaders in widening the net. In fact, he would encourage more money being put in the pockets of tax payers that will lead to spending and collection of more indirect taxes. "This widening of the tax base. What does it mean? I pay the same indirect tax as my attendant. Our volume of consumption may be different. So everybody is paying indirect taxes. "And literally almost half your taxes are indirect taxes today. He pays excise, he pays customs duty, he pays service tax. Now as far
as income tax is concerned, to bring those who evade tax is widening the tax net, I am all for it," the minister said in an interaction with PTI journalists at PTI headquarters. He was replying to a question on whether his budget would look at widening the tax base to maximise revenue. Jaitley, who will be presenting his first full fledged budget in February, said that in his last budget he had increased the tax exemption limit from Rs 2 lakh to Rs 2.5 lakh and would even raise it further if he had more money. "After all what are we talking about Rs 2.5 lakh today means, taking all the deductions which we have given, somebody up to Rs 3.5-4 lakh does not have to pay tax. So we
have reached the situation broadly. "One earning Rs 35,00040,000 per month, if the person puts some money for savings, (he) won't have to pay tax. But people falling in this bracket say that they don't save anything with salary of Rs 35,00040,000 (with) the present cost of living, the transport cost, the fees of children and so on," Jaitley said. Therefore, the minister said, he was against reducing the exemptions to widen the tax net. "Then that's not my approach," he added. "So I am quite willing, if I had my way and I had more money in my pocket, I would like to expand. But today the revenue position is challenging. Last time I gave several concessions, which were actually be-
yond my means. "But it's all fine to bring those who evade tax under the tax net. But to bring this vulnerable section into the tax net, that can't be the policy today. In fact if you put additional money in their pockets and allow them to spend, then I collect correspondingly more indirect taxes so I will rather encourage more economic activity." On black money within the country, he said: "It is huge quantity and more easily traceable. Because you go to real estate, you go to land, you go to mining, you go to jewellery, you go to luxury goods, you will find the domestic (black money). You go to educational institutions, you will find it there. Therefore to trace out the buyers and the recipients is also easy."

After State Bank of India undertook a recruitment exercise to fill about 5,500 vacancies at the clerical level in July/ August 2014, its five associate banks have now jointly advertised vacancies for 7,644 clerical positions. Like all public sector banks, the State Bank Group too is faced with the
twin challenges of finding replacement for employees who are superannuating and the need to have people to man the expanding branch network. Of the total vacancies, including reservation for persons with disability and ex-servicemen, State Bank of Hyderabad will recruit the maximum number: 2,556. State Bank of Patiala has advertised vacancies for 1,541 clerical positions;
State Bank of Travancore (1,527); State Bank of Bikaner & Jaipur (1,188) and State Bank of Mysore (852). Online registration of applications for the recruitment began on November 20 and ends on December 9. The recruitment examination will be conducted online tentatively in January/ February 2015. Candidates can apply for vacancies in one bank and one State only and will have to appear for the test
from an examination centre for that particular State. Further, as per the details of the recruitment process, candidates can appear for the test only once under this recruitment project. The total starting emoluments of a clerical cadre employee payable at a metro like Mumbai will be around Rs. 17,500 per month, inclusive of dearness allowance and other allowances at the current rate.

Fraudsters are now issuing credit cards in the name of institutions like Reserve Bank of India or International Monetary Fund. The RBI on Friday issued a public notice, inviting their attention to this new method of fooling people. Explaining the modus operandi, the RBI said fraudsters are sending credit cards which allow withdrawal of money up to a certain limit, albeit a small sum, from a bank account. Having gained
the confidence of the victim, the fraudster gets him to deposit a huge sum of money in the same bank account. Once the money is deposited, the card stops working and that would also be the last time the holder of the card would hear from the fraudster. The central bank said that once the money is paid in fraudsters' accounts, there are remote chances of recovering it. The RBI reiterated that it does not carry out any business with public, whether through savings bank account, current bank account and credit card, debit card, online banking services or receiving and holding funds in foreign ex-
change or any other form of banking services. In recent times, fraudsters often duped public by creating fake RBI website for online transactions and also by offering jobs at the central bank. Asking public to share the bank account details, including user ID and password, through an email or by clicking on a link given in email is also a common means used by imposters. The RBI also warned about fictitious offers being made in the name of other public institutions such as International Monetary Fund, income tax authorities, customs authorities or public figures like Governor Raghuram Rajan.

Data analysis of Twitter activity can actually determine how many people in a given geographic area are unemployed, researchers from Cornell University said. "The immediacy of social media may also allow governments to better measure and understand the effect of policies, social changes, natural or man-made disasters in the economical status of cities in almost real-time," explained lead researcher Alejandro Llorente. For the study, the team analysed social media data in Spain. They quantified individual behavioural features from over 145 million messages spanning more than 340 different Spanish economic re-

UDD denies allowing ‘free hand’ in toll tax collections kohima, November 22 (mexN): The Urban Development Department (UDD), Municipal Administration Cell Nagaland today reiterated that the collection of tolls and fees by Municipal or Town Councils is governed by the provisions of the Municipal Act, 2001 and the issue of “free hand” in toll tax collection does not come under the ambit of Rules in force. Reacting to the news item regarding the Dimapur Municipal Cooperation (DMC) Employees Union demands for “free hand” in toll tax collection,
a press note from Secretary to the Govt. of Nagaland, Imjung M Panger and Joint Secretary to the Govt. of Nagaland, Obangla Jamir stated that “The Nagaland Municipal Act 2001” which is in force in the whole of Nagaland is the guider and regulator of any matter related to of toll tax in the Municipal or Town Council areas in Nagaland. According to the press note, “The collection of any Octroi or toll may, with the previous sanction of the Government, be leased by the Municipality for any period not exceeding one year and the lessee
and all persons employed by him in the management and collection of the Otroi or toll”. Further, the provision sanctioned that the lessee shall:- be bound by the terms of the lease agreement; be bound by any orders made by the Municipality for their guidance; and be discharging their functions, responsible as if they were employed by the Municipality for the management and collection of the Octroi or toll. Regarding the one man inquiry committee appointed to inquire into the issues pertaining to the
impasse in DMC, the UDD clarified that the Government has issued specific direction as recommended by the said inquiry report vide Office Memorandum No. UDD/MAC-19/2014, dated July 4, 2014 and letter No. TC/HOME-22/2004 dated July 6, 20l4 for compliance by all Municipal or Town Councils. It further maintained that the Department is in the progressive process of revising and updating Rules and Guidelines for streamlining the revenue administration and functioning of the Municipal or Town Councils.

SMS voting on NLTP has started: NEAN
Dimapur, November 22 (mexN): SMS voting on the NLTP Act has been launched. According to the North East Artists Network (NEAN), voting via SMS was launched and simultaneously started on November 22. The
voting will close on November 30 midnight. NEAN, in a press release, stated that SMS voting will continue in tandem with voting cards. The SMS voting was incorporated into the campaign inorder to reach
out to a wider audience, even people living in interior places. It was initiated in collaboration with the BSNL, NEAN said. Any person (18 years and above) wishing to participate in the campaign the traditional way can
avail voting cards, while those wishing to vote via SMS can send their ‘Yes, No or Can’t Say’ options to 56070. The format of sending the SMS will be “NLTP>OPTION>SEX(M/ F)>AGE entered in capital letters, it was informed.
Orgns resolve to oppose lessee system ‘at any cost’ Lambasting DMC’s lessee system ACUAT demands its abrogation Dimapur, November 22 (mexN): The civil societies of Dimapur lead by Naga Council Dimapur at a meeting with DMC Employees Welfare Union (DMCEWA) on November 21 has resolved to oppose and disallow the implementation of ‘lessee system’ by Urban Development Department (UDD) “at any cost”. Calling the present system, “The highest form of corruption and robbing of the public without any accountability and development and as one of the main reasons behind the price rise in Nagaland,” a memorandum of understanding (MoU) was signed between NCD led civil society organisa-
tions and the DMCEWA to arrive at a “best possible solution to streamline the issue of toll tax collections by DMC”. The MoU stated that the two parties will: • Totally oppose the lessee system in DMC and shall not allow the corrupted system to operate under any circumstances. • Shall decide as to how the so called toll tax on items is to be collected at the gates and agreed to fix the rate to be collected on items on yearly basis. • Agreed that rate charts shall be put up in all the markets and updated on weekly basis giving comparative price of commodities from at least a town or city in Assam or NE India.
• Shall be a public audit on toll gate generated funds and its judicious utilisation. • Shall be a DMC Development Board to decide priority areas for development of Dimapur from funds accrued through toll gate collections. NCD, DCCI, YAN, DUCCCF, GB Union, BAN shall be represented in the board. Dimapur, November 22 (mexN): Expressing its “befuddlement” and total opposition over the prevailing lessee system in Dimapur under the DMC, the ACAUT had demanded its complete abolishment and asked the government to immediately stop the issuance of the new list of lessees by UDD in larger “public interest.” In a press note from Media Cell, ACAUT Nagaland contented that it is “amply clear” that the UDD has only the “vested interest of making money” and questioned the motive of UDD meddling into the affairs of the DMC only at the time of renewal of ‘toll-tax’ contract. “Unless it has vested
interest, why should UDD almost finalise a new list of lessees to collect taxes from the check gates for the period December 2014 to November 2015, in total contravention of the stand and demand of all the civil society organisations for its abrogation since 2013,” questioned ACAUT. The modus operandi of the UDD, according to ACAUT, is to award the lease or contract to “benami names and cronies of politicians” while the actual operation or collection carried out by non-locals or the sub-lessees. “These non-locals pay huge kickbacks to the ‘right people’ responsible for running the affairs of the UDD to get the lease and
thereafter resort to ‘badmashi’ to recover the money by taxing every conceivable commodity under the sun and this is the reason the price of every commodity is ever rising in the state,” alleged ACAUT. It further maintained that the lessee system has contributed to massive loss to the exchequer. “Whereas the 37 lessees pay only Rs. 22 lakhs per month to the DMC, their total turnover is not less than Rs. 60 lakhs per month… [and] it set up a massive income tax evasion system. Since the nonlocals run the actual operation but under Naga names (real and otherwise), they don’t pay income tax for the profit accrued, thus resulting in massive loss

TVC constituted in all municipal and town councils in Nagaland kohima, November 22 (Dipr): The Urban Development department (Municipal Administration Cell) has notified that as provided at Chapter 4.5 of the National Policy on Urban Streets Vendors, 2009 of the Ministry of Housing & Urban Poverty Alleviation, Government of India, the Government of Nagaland has constituted a Town Vending Committee (TVC) in all Municipal Councils and Town Councils in Nagaland for designation or demarcation of Restriction-free Vending Zones/ Restricted Vending Zones/ No-vending Zones and Vendors’ Markets. The TVC shall comprise of the following: Executive Officer/ Administrator of Municipal/ Town Councils – Chairperson; Representative from Local Authority, Planning Authority and Police of the Town – Member; Representative from Street Vendors Association – Member; Representatives from Resident Welfare Association (i.e. Ward Committee Chairman where Street Vendors operate their business) - Member; Representatives from Civil Societies (i.e. Hohos, Women Bodies, Student Bodies) - Member; Representatives from Professionals like Lawyers, Doctors, Town Planners, Architects etc - Member; Representatives from Trade & Commerce, Banks & Eminent citizens Member The TVC shall perform
the following functions: i. Undertake periodic survey/census to assess the increase or decrease in the number of street vendors in the city/town/wards/localities; ii. Register the street vendors and ensure the issuance of Identity Cards to the street vendors after their preparation by the Municipal/Town Authority; iii. Monitor the civic facilities to be provided to the street vendors in vending zones/vendors' markets by the Municipal/Town Authority; iv. Assess and determine maximum holding capacity of each vending zone; v. Work out a nondiscretionary system and based on the same, identify areas for hawking with no restriction, areas with restriction with regard to the dates, days and time, and, areas which should be marked as ‘No-vending Zones’; vi. Set the terms and conditions for hawking and take corrective action against defaulters; vii. Collect fees or other charges as authorized by the competent civic authority; viii. Monitor to ensure that those allotted stalls/ vending spots are actually using them and take necessary action to ensure that these are not rented out or sold to others; ix. Facilitate the orga-
nization of weekly markets, festival bazaars, night bazaars, vending festivals such as food festivals to celebrate important occasions/holidays including city/town formation days etc; and x. Ensure that the quality of products and services provided to the public is as per standards of public health, hygiene and safety laid down by the local authority. xi. Passing the torch of truth about Israel

few years ago I spoke at a conference plenary session at a prominent Christian university. The preceding speaker was an Arab Christian peace activist. The next day the two of us hosted a Q&A session on the Israeli/Palestinian conflict. Although my Arab Christian colleague and I differ on some critical issues, we are friends. What I wasn't ready for was the lack of friendliness behind some of the questions in relation to Israel. But what was most surprising? The harshest critics were attendees from the student body of this university—ironically, an institution established by one of Israel's staunchest evangelical supporters only a few decades ago. Among the youngest adult population in North America, a negative view of Israel is becoming the new normal. A century ago, respected Christian scholars and prominent church statesmen propelled Zionism. But today, a growing anti-Zionism characterizes a younger Christian cohort, in particular, those referred to as "Millennials" (defined by Pew Research Center as those born between 1981 and 1996). As recently as a decade ago, most evangelicals regarded Israel as a modern miracle and a marker of God's unfolding plan. But today, growing numbers of young people are expressing serious doubts about these assumptions. Why the gap between older and younger generations? Older generations of evangelicals were alive during the Holocaust and the subsequent establishment of the State of Israel—or at least close enough that the images remain imprinted on their minds. Millennials have only read about these distant events. Older evangelicals grew up watching the underdog Jewish David defeat the Arab Goliath in 1967 in only six days—a feat of such magnitude that only God Himself could have accomplished it. Millennials view Israel's superior military prowess as a consequence of generous American aid. Millennials see Israel as a prosperous, high-techdriven "startup nation," while previous generations recall how poor and persecuted Jewish immigrants fled Muslim lands only to barely eke out an existence in their new Jewish homeland. Inundated with digital news bytes, with no time or patience for reasoned commentary, many Millennials make huge leaps of judgment. They read 140 character tweets about Gazan mothers and children fleeing their homes and view it as Israeli "aggression." They don't realize that Israel has the moral fiber to warn civilians to flee before they strike the militias who infiltrated their homes to shoot rockets that terrorize nearby Israeli civilians. The people of Israel are facing one of the greatest wars in their history. Attacks include not only the kidnappings of young soldiers and civilians, as well asthousands of rockets and suicide bombings against innocent civilians, but now also rapid-fire hateful tweets and Facebook posts. It's Urgent As many of us discern signs that we are approaching the return of the Lord, many will believe lies and fall away from the faith (see 2 Thess. 2:1-12). So it's critically important to get the truth of God's Word to young people before it's too late. Unfair attacks against Israel and siding with her sworn enemies is risky business. God promises bless-
ing to those who stand with Israel but a curse for those who curse God's chosen people (see Gen. 12:3). Now is the time to pass on the torch of God's truth about Israel to our young people. So here are some things I believe we should do: o Stay focused on Jesus. As pollster George Barna revealed a number of years ago, younger generations are increasingly distancing themselves from the church, at least as an institution. But Jesus is still cool. So it's important to remind Millennials that their warm embrace of Jesusz also demands that they embrace those He embraces—in particular, His own Jewish brothers whom he came to serve and to save (see Matt. 25:31-46). First Cor. 15:8 tells us that "Jesus Christ has become a servant to the circumcision for the truth of God, to confirm the promises made to the fathers." Who are "the circumcision," whom Jesus came to serve? The Jews. Who are the "fathers?" They were the first Jewish recipients of God's revelation and promises. They are Israel's patriarchs, Abraham, Isaac and Jacob, Moses, David and all the great heroes of the faith among all the people of Israel. And what are "the promises?" There were many. But the promise that is the subject of some of the fiercest debate today is the promise of land. Yet I contend that of all the promises Jesus came "to confirm," the land promise is one of those He clearly endorsed as still valid. God could have sent His Son to Rome, the capital of the great empire in that day. Instead He sent His Son wrapped in Jewish flesh to be crucified, resurrected and ascended from Jerusalem. If Jesus viewed His coming as having only spiritual significance and confirmed that the promise of physical land is now passé, He might have used a generic name like the "Territories." Growing numbers of Christians call this land "Palestine," a term that doesn't exist in the Bible. But Jesus confirms that the land is "Judea" (Acts 1:8). Often forgotten or overlooked by Millennials is the fact that God's promise of a unique land for a unique people was unilateral and unconditional. God alone entered into this covenant with Abram. Covenants were "cut" in ancient times. So God commanded Abram to cut the flesh of animals and line up the pieces on two sides, forming a corridor. Genesis 15:7-21 reveals that on the momentous occasion of Abram's receiving God's promise of a piece of land, Abram was sound asleep! God walks the length of the
corridor all alone. Thus, the promise of land is guaranteed solely on the foundation that the God of Israel is always faithful to His covenants, even if Israel finds itself in spiritual slumber. o Get Israel back into biblical theology. Dr. Arnold Fruchtenbaum became concerned that Israel plays only a tiny role in systematic theology taught in today's Bible colleges. So he wrote a book called, Israelology: The Missing Link in Systematic Theology. Jesus declared that we must be born again. Yet, the concept of the new birth is alluded to in the New Testament only three times. In the New Testament alone, however, "Israel" appears over 70 times. In the Old Testament, it is found nearly 3,000 times. Israel is no minor issue. One of the reasons why so many young people have little knowledge or interest in Israel is the fact that they read the Bible on a limited basis or not at all. Another reason is because pastors rarely teach about Israel's key role in God's purposes. The apostle Paul told the Ephesian elders that he taught the "whole counsel of God;" and we see from Paul's epistles that Israel was a key element of his teaching. Perhaps one of the reasons pastors exclude the subject of Israel is the fear that this subject may be offensive to certain congregants. How can we challenge, engage and educate the Millennials on Israel? Sermons, books and film series are great—but not enough—in our digital-obsessed world. Today, information is delivered in miniaturized doses through social media. To engage Millennials, we must become active on their own digital turf as well. o Re-emphasize the gospel of grace. Millennials are apparently justice-focused, unlike previous generations. Consequently, Millennials tend to question the legitimacy of Israel based on Israel's imperfect record of justice. And yet, Israel is the only true democracy in the Middle East, and her Arab citizens continue to affirm to the pollsters that they would prefer to remain under Israeli sovereignty even if they were given the option of living in a Palestinian state. Millennials are increasingly adopting "neo-Calvinism." Yet, Calvin champions the concept of God's sovereign choosing of "the elect." Election is based on grace, not on works of righteousness (justice). To be consistent, then, Millennial evangelicals need to be careful not to point their finger at Israel's sins, as if Jews are deserving of greater condemnation. Paul gives this warning to self-righteous judges
in Romans 2:3: "And do you think this, O man, you who judge those practicing such things, and doing the same, that you will escape the judgment of God?" Then Paul says in the next verse: "Do you despise the riches of His goodness, forbearance, and longsuffering, not knowing that the goodness of God leads you to repentance?" (2:4) In this light, the God of grace and goodness may very well be the prime mover of the Jewish people's modern return to the land with God's ultimate purpose, to lead them to repentance. God's gracious initiative is prophesied in Ezekiel 36:22, 24, 25-26. Here, God brings unbelievers back to their Land before they return to Himself: "Therefore say to the house of Israel, 'Thus says the Lord GOD: "I do not do this for your sake, O house of Israel, but for My holy name's sake, which you have profaned among the nations wherever you went. For I will take you from among the nations, gather you out of all countries, and bring you into your own land. Then I will sprinkle clean water on you, and you shall be clean; I will cleanse you from all your filthiness and from all your idols. I will give you a new heart and put a new spirit within you."'" Just as God has used Israel as a powerful illustration of the negative consequences for those who rebel and wander from Him, God is now using Israel as a powerful illustration of the goodness and mercy that will follow His lost sheep until they return to His fold. Hopeful Signs In spite of a spiritual drift among many evangelical Millennials in the West, in other places in the world like Asia, Africa and Latin America, revival fires are burning among next generations. Young believers in these regions have a greater love for the Bible than their Western counterparts. And they are becoming fascinated with the fulfillment of ancient prophecies concerning Israel. Even without Darby's and Scofield's dispensational interpretations, they are recognizing the significant role of the Jewish people in God's eternal purposes. They are seeing that Israel is not just an ancient relic buried under the rubble of history, but a nation with a remarkable present and future. These newer believers are reading the Bible with a "common-sense" approach. They see how many Old Testament prophecies were fulfilled literally in the life of Jesus. These include the detail of His birth in Bethlehem, His exile to Egypt, His return to Judea, His death and resurrection, to name just a few. These Millennials follow the simple logic that if literal fulfillment is the pattern for much of Old Testament prophecy, then the prophecies concerning Israel's future will result in literal fulfillment as well. There are hopeful developments today: Thousands of former Muslims are suddenly seeing visions of Jesus and are joining His ranks. In tandem with this phenomenon is a mysterious new love filling their hearts—for the Jews. The story of the Jewish people is as a tapestry through which God reveals His nature and His plans. Israel may appear today to be a tangle of threads, but that's only from the backside of the tapestry. When we eventually get a glimpse of Israel from God's viewpoint, we will see that He is making Israel into something stunningly beautiful, whom He calls, "Israel My glory" (Is. 46:13). Israel is still a work in progress. So let's not be too quick to critique His creation before He is finished. oday, the Vatican's colloquium on the complementarity of man and woman in marriage moved from laying a theoretical groundwork to take on the tone of a half-time locker room pep talk for those advancing the cause of natural marriage. In message after message today, from Sikh, Muslim, Mormon, and others (including American evangelicals Rick Warren and Russell Moore), there was a clarion call to renew the effort to uphold marriage as God intended it to be. The former Anglican Bishop of Rochester in England, Michael Nazir' Ali, kicked off the day by pointing to how public policies like no-fault divorce have undermined marriage,

ope Francis began the gathering of international religious leaders this morning with a clear message that marriage and family are in trouble in large part because some are yielding the truth to trends. "In our day," he said to the gathering of international religious and cultural leaders, "marriage and the family are in crisis. We now live in a culture of the temporary, in which more and more people are simply giving up on marriage as a public commitment." The Pope explained that it is important to challenge young people to not to build upon the temporal, but rather the transcendent. "It is important that they young people do not give themselves over to the poisonous mentality of the temporary, but rather be revolutionaries with the courage to seek true and lasting love, going against the common pattern: this must be done." The theological and doctrinal differences present among the 200 or so attendees is significant, making the common understanding of the complementarity of man and woman in marriage all the more revealing. Russell Moore of the Southern Baptist Convention's Ethics and Religious Liberty Commission gave an insightful and wide-ranging address. He decried the sexual revo-
lution, saying that it "merely empowers men to pursue a Darwinian fantasy," but does not empower women and children. He warned against capitulating to the culture, saying, "We cannot exempt from God's judgment those sins that we fear are too fashionable to address." And he alluded to pro-life concerns as well, declaring that "Children are not commodities to be manufactured or nuisances to be destroyed." Rick Warren gave an outstanding message that brought everyone to their feet as he gave clear instructions of what we must do. He warned that the opposition would be present as we lifted up marriage, but he said don't mind the temporal voices, "The only way to be relevant is to be eternal." And answering those who love to say those who see marriage for how it was created are on the wrong side of history, Rick said, "It's not important to be on the right side of culture or the right side of history, it is just important to be on the right side!"

God. The societal impact on the decline of marriage was clearly present in the comments made today. As Pope Francis said, "This revolution in manners and morals has often flown the flag of freedom, but in fact it has brought spiritual and material devastation to countless human beings, especially the poorest and most vulnerable. Evidence is mounting that the decline of the marriage culture is associ-
ated with increased poverty and a host of other social ills…" In addition to Pope Francis, there were several other outstanding presentations, among them Archbishop Nicholas Okoh, Primate of the Church of Nigeria in the Anglican Communion, who said, "The Church must be God's prophetic voice in the world supporting the family. He went on to say, "Where the culture and the
gospel clash, the culture must bow to the gospel." The message is that, as Christians, we cannot shrink back from conflict, it not the power of the sword, but the Spirit that will prevail. As Paul wrote in Romans nearly 2000 years ago, "For I am not ashamed of the gospel of Christ: for it is the power of God unto salvation to every one that believeth; to the Jew first, and also to the Greek."

his Marriage is not ours to alter. It is ours, however, to encourage and celebrate… this we affirm." These were the final words recited from a new affirmation on marriage at the conclusion of the three-day conference of international religious leaders at the Vatican on the complementarity of man and woman. The atmosphere was almost euphoric as the attendees from six of the world's seven continents broke from the historic gathering to return to their respective nations renewed in their stand for marriage. As I shared with reporters ear-
lier in the day, anyone who cares about the well-being of children, the well-being of men and women, and the well-being of society as a whole cannot help but be encouraged by what happened in Rome this week. Stepping away from the U.S. media's incessant spin that the redefinition of marriage is inevitable and corporate America's capitulation to cultural extortionists was refreshing. While there is no question the institution is in trouble, the roots of marriage go deeper than the moral drought that our nation is experiencing. Man did not create marriage; God, the evidence of which is seen in every country and every culture, created marriage. The courts may declare otherwise, and Hollywood may depict its demise, but the union of a man and a woman as the natural
and enduring definition of marriage will endure until the end. "Marriage," the gathering resolved, "is no mere symbol of achievement, but the very foundation -- a base from which to build a family and from there a community. For on earth marriage binds us across the ages in the flesh, across families in the flesh, and across the fearful and wonderful divide of man and woman, in the flesh." The church has always accepted Scripture as having come from God. The words of the Bible are divine words that were spoken by men who were carried along by the Holy Spirit in their thinking, speaking, and writing. The English word Bible comes from the Greek word ‘biblia’, meaning books. So the Bible is in fact a library, a collection of sacred books. The Bible is also referred as ‘graphia’, the writings. The Bible contains many different types of literature: history, poetry, genealogy, prophecy, biography, letter, wisdomand official records.The writers includes kings, prophets, priests, soldiers, song writers, judges and even a tax collector, a shepherd, a prime minister and a doctor. God prefers to use human writers as His mouthpiece. salm 67 begins by responding to the prayer Aaron and his sons gave as a benediction upon God's people: "The Lord bless you and keep you; the Lord make his face shine upon you and be gracious to you; the Lord life up His countenance on you and give you peace" (Num. 6:24–26). A comment from God follows explaining why He gave the words to this prayer: "They [the priests] will put My name upon the children of Israel, and I will bless them" (Num. 6:27). Purpose of Blessing What does it mean when you put your name on something? It indicates ownership. God puts His name on us. How do you respond? Do you want that to happen? Do you desire to be owned by God? That's where this psalm comes in. It opens with a willing acquiescence to what God himself wants to do in our lives: "May God be gracious to us, and bless us, and cause His face shine on us" (Ps. 67:1). Why do you want God's blessing? All kinds of reasons pop into my mind. Humanly, I would appreciate unlimited fulfillment. I prefer to pray, "Lord, it would be nice if You gave me whatever I ask. I don't like frustration or disappointment. Keep sorrow from my life. It would be wonderful, Lord, if an unknown rich distant relative left me his entire estate. Can You arrange that, Lord? Could You help everyone around me see it my way? And, could You rescue me from having to do anything I don't want to do? Also Lord, if You could—I would like to live the lifestyle of the rich and famous while being humble and godly. Please give me roses without thorns, and break both arms of anyone who tries to hurt me." Is that why God wants to put His name on me or you? So that we may have ease and comfort? I'm afraid not. The psalmist has a deeper drift in his prayer. He does not end the sentence after "shine upon us"; rather, he gives the rationale for asking God to put His name upon him—"May your ways be known on earth, your salvation among all nations" (v. 2). God puts His name on us to advance His own agenda in this world. He wants me to be Christ-centered rather than self-centered. Lord, whose lives will touch mine today?
Will You grace me so that they can pick up something from me of Your presence? By Your being with me today, may I help them to know Your ways. I don't want to just do my own thing. Help me to be transparent and to have no agenda for this day other than Your will. You do want to bless me and shine through me, Lord, but for Your reasons and not mine. You give me freedom to regulate the degree of Your shining in me. I choose the extent of Your blessing. If I abandon myself to you, relinquishing all claims of privilege, if I release myself to You this day as your servant—then Your ways do become known through me. Do bless me, Lord, today—not just for my sake, but for Yours. When you live and pray rightly, a great uplift fills you. You want others to join in as well—and that's the focus of Psalm 67:3-5, "Let the peoples praise you, O God." But satisfaction in doing God's will often comes only after seasons of great struggle. Fully surrendering, consciously letting Christ live in you, may require a long battle with God over whether you will say, "Not My will, but Yours, be done" (Luke 22:42). Only when we obey do we find words of praise arising from the heart. When we are in disobedience we have nothing to say to God. What is the end result of letting Him own you? "Then will the earth yield its produce, and God, our God, will bless us. God will bless us, and all the ends of the earth will fear Him" (Ps. 67:6-7). Your efforts pay off and you are rewarded abundantly for your investment of seed and work. One of my mother's favorite hymns has now been mostly forgotten: "It pays to serve Jesus; it pays every day; it pays every step of the way." That's the spirit behind the closing words of this psalm. When you permit the Lord to own you and thereby bless you, you become productive. There's a harvest resulting from your life. You may not always like God's way of making you more useful to Him and others, but you will always be gratified when you receive His paycheck—when you see the end result of what the Lord did through your obedience and faithfulness to Him. judges the thoughts and attitudes of the heart. Nothing in all creation is hidden from God's sight. Everything is uncovered and laid bare before the eyes of him to whom we must give account.” (Hebrews 4:12 & 13) "The word of God" means anything that God utters--particularly the word that came through Jesus Christ. "Living and active" shows that there is a dynamic quality about God's revelation. It is not static, it does things. Specifically, it penetrates and, in this capacity, is likened to a double-edged sword. The word of God is unique. No sword can penetrate as it can. God's Word can reach to the innermost recesses of our being. We must not think that we can bluff our way out of anything, for no secrets are hidden from God. We cannot keep our thoughts to ourselves. There may also be the thought that the whole of human nature, however we divide it, physical as well as nonmaterial, is open to God. The use of the word "judges" takes us to legal terminology. The word of God passes judgment on our feelings and thoughts. Nothing evades the scope of this word. What people hold as most secret they find subject to its scrutiny and judgment. Nothing in all creation (or "no created being") remains invisible to God. All things are truly laid open before God. Clearly the author is saying that no one can keep anything hidden from God. Nothing is hidden from God, and in the end we must give account of ourselves to him. The combination makes a powerful reason for heeding the exhortation and entering into the rest by our obedience. It is God-breathed and useful: “All Scripture is God-breathed and is useful for teaching, rebuking, correcting and training in righteousness, so that the man of God may be thoroughly equipped for every good work.” (2 Timothy 3:16-17) "All Scripture is God-breathed." The adjective used here is theopneustos, which is a combination of two other Greek words: theos (God) and pneo (breathe). This is one of the greatest texts in the New Testament describing the inspiration or the "God-breathed" aspect of the Bible. Another outstanding passage is 2 Peter 1:21, which describes how divine inspiration took place. “For prophecy never had its origin in the will of man, but men spoke from God as they were carried along by the Holy Spirit.” Inspired Scripture is useful or profitable in various areas: Teaching us Christian truths; Rebukingor convicting us of sin; Correcting us where we have gone wrong; Training us in how to live both inwardly and outwardly in righteous living. The purpose of all this is so that Christians will be completely ready to meet the demands of discipleship."Blessed rather are those who hear the word of God and obey it" (Luke 11:28)

have been back in the USA for over a year now. After living in South Asia and Africa for almost 10 years collectively, I'm noticing things I probably didn't before. I'm older, not nearly as starry-eyed and have had opportunity to see the beautiful and the broken in so many places as I have traveled. There is a trend in some parts of our Western Christianity that is dangerous and counter-productive, especially as it has recently been amplified by social media's explosion. It mirrors the "cult of celebrity" in popular culture where twitter feeds dictate reality and reality TV is anything but real. Let me preface what I am about to say by saying there have always been leaders who were well known in their day within the church and recognized by history as influential. I am not talking about being well known in and of itself. In the last few years as the selfie has become a social media staple, it seems the goal has shifted even in ministry to becoming well known, as well as having a more powerful platform, a bigger ministry, a wider-reaching Facebook presence and a broader personal branding empire ... for Jesus' sake of course. #allforhim (I couldn't resist.) History's "famous" leaders—and many of today's— became known simply as a by-product of their fixed gazes following Christ, the only famous one, and paying unimaginably high prices to do so. Being "well known" was never the goal. Being known well by Him was. I've been hearing a subtle shift (and sometimes not-so-subtle) in some emerging leaders away from sacrifice and servanthood to savvy staging and success, from empathy to empire, from celebration to celebrity. "I want to be famous for Jesus so I can influence many." Celebrity—not to be confused with having a broad influence as a leader—has no place in the church. Period. It is dangerous and subversive to the gospel itself. Celebrity puts leaders on pedestals (usually not of their own making) and then crucifies them when they fall off or fail to meet the image others have created for them. Celebrity creates unreachable "guru-status" with special inside knowledge or gifting and by default makes that gifting seem unattainable to the masses. Jesus Himself rejected man's pedestals and crowns, instead choosing a cross. The gospel is a celebration of His strength in our weakness, His faithfulness in our failures, His beauty in our brokenness and His victory in places of our defeat. Are we raising up a generation truly hungry for Jesus even if He takes them to a place of utter obscurity where they never see a stage or receive a speaking invitation? If they never become a "revivalist" or are never recognized as an apostle? If they never sign a book deal or garner 1000 fans on Facebook? The ultimate goal must be to hear His "Well done" when the race is finished. We create the benchmark of success for the next generation by what we celebrate in our own. That is why "Christian celebrity" is possibly one of the greatest dangers to the future of the Western Church. Let's begin to intentionally cultivate celebration and not celebrity, where Jesus is celebrated in each of our lives, whether we are known throughout continents or simply to a few immediate friends. Where we celebrate the truth that everything He paid for on the cross is available to every single person who believes and that there are no glass ceilings in God's Kingdom. The church that lives out this kind of celebration becomes dangerous to darkness and unstoppable in His love that never fails. Liba Hopeson woman surprisingly noticed all her beautiful flowers being plucked off and some plants heartlessly uprooted. She was furious to see it. To find out the culprits, she asked the neighbors grimly. After asking some people desperately, being unable to find out the perpetrators, she came back home sullen and resentful. It was wrongly presumed by her that somebody did it to exasperate her, but she never realized that it was by her loving, innocent looking daughter. If you, in your life, see many vices in others, and think that you do not commit big sins, that you are a nice person, your perceptive of sin is apparently wrong. One big sin, which I called the great reproductive sin, is in all of us – it’s in our mind and heart – we constantly carry it with us. It is a five letter word – pride. No one is free from this sin. I say it is a reproductive sin because it leads to every other sin. Billy Graham said that all sin is selfishness in some form or the other, and pride consists essentially in undue selfesteem, delighting in the thought of one’s own superiority over his fellows. Lately, I realize that it is the greatest sin of all. C.S. Lewis intimated, “Unchastity, anger, greed, drunkenness, and all that are mere fleabites in comparison; it was through pride that the devil became devil; it is the complete anti-God state of mind”. You go to a Showroom, grab some things in front of the owner, and say that those things belong to you and leave without payment. You drink tea in a restaurant, your friend give money to you; you pass it on to the owner and say that you are paying with your money. Your uncle writes an article for you, send it to a magazine for publication, and you say that you wrote it. Pride is all about that. With it, you take the place of God. It is an anti-God action. This great sin, pride, as Lewis remarked, the more we have it ourselves, the more we dislike it in others. So, to him, if you want to find out how proud you are, the easiest way is to ask yourself, ‘How much do I dislike it when other people snub me, or refuse to take notice of me, or shove their oar in, or patronize me, or show off?’ The point is that each person’s pride is in competition with everyone else’s pride. It is competitive by its very nature, while the other vices are competitive only, so to speak, by accident. The idea of this great writer really struck me. How true! The more we are proud, our gossip and criticism mount. One of the biggest temptations we face is

the temptation of pride. The tempter works hard to make us proud, but he works harder in instilling our mind that we are not haughty though we are. Thirty percent of his efforts are used to make us proud, but seventy percent of his efforts are used to let us think that we are not proud at all (I got this data from nobody, it’s my own calculation). The sun rises every day, and the battle of pride comes every day. For those who recognize this battle, life becomes harder and harder as their life become better and better. If the people around you are drunkards, alcoholics and drug addicts, but you are not, if your neighbors never go to Church, never fast, read Bible, give tithe, and you do, if your neighbors steal, quarrel and fight, and you are not, if your friends are idle, not punctual, careless and unkind, but your are hardworking, punctual, kind and thoughtful, you have to be very, very careful. You are in danger. Remember that you are greatly assailed by a mighty storm. Here, I make mention of danger not to indicate that the bad people around you are a threat to you, nor to glorify their actions and side with them, but to state that the greatest danger is in turning self to Self. I also don’t mean that we cannot talk about them at all and teach them. But, the most risky person is you; your biggest foe is yourself. So you have to fight with yourself incessantly. The better person you become, the Battle of Oneself become fiercer. However, while talking about this contagious sin, it is important to know that, pleasure in being praised is not pride. Nowadays I begin to doubt people who say that they don’t like being praised – having this view, I hold, is a temptation in disguise. Once, a lady officer, after being praised, said to a man that she is a person who doesn’t like to be praised. Then, instantly, one of her colleagues replied, madam, I think it’s a lie, I can’t believe that. She asked him why. He answered, “Even Jehovah loves praise; He was happy when Abraham praised Him”. Then she chuckled hysterically. Indeed God wants our praises. But the problem starts when you delight in Self. When you say you don’t want praises, you could be proud. For you say that because you think that you are humble or you want to have humility. That’s where pride creeps in you. The moment you think or speak out you have it, you lose it – that is humility. I agree with Lewis when he said, do not imagine that if you meet a really humble man he will be what most people call ‘humble’ nowadays; he will not be a sort of greasy, smarmy person, who is always telling you that, of course, he is no-
body. He will not be thinking about humility: he will not be thinking about himself at all”. Many have the pride of humility and it is a huge menace to one’s life. Pride, as we know, does not always bear a negative meaning. When a man says, I’m proud of my son, if the sense of pride is taken rightly, it is not a sin. It simply means ‘a warm-hearted admiration for’. Nonetheless, if the father starts thinking proudly that all his son’s goodness are due to him and take all the credits in his mind, wrong pride is born. I have heard people saying that such and such persons are what they are because of me; if I discontinue supporting or assisting him, his job will be terminated; he will be nowhere; he will be helpless, he is what he is through my mercy and care, so on and so forth. For such people, I would suggest you to think that, those whom you have helped have become what they are because of the love of God. Just consider that God has placed them in their positions by simply using you, that too, out of His mercy and grace. How can you think that they are privileged to receive something good only through your mercy? You are not even the owner of your life, and how can you claim that it’s just because of you that somebody is standing well? So, even the positive sense of pride is also tricky, it’s hard to deal with. For everyone, to face the wave of this great infectious sin is inevitable. For both the good and bad, it is inescapable. With the good and bad things they posses, they can have pride. But in my view, the good ones are in more dangerous zone. But if you think that you are not affected by it, or think that you do not have any problem with it, you are in a very, very great dangerous situation. Indeed we are not proud always, but as we go out and come home often, pride comes and goes. It is a subject which I find hard even to preach, for when we preach on any topic, we ought to posses or practice what we preach, but sadly, humility is a thing which vanish from us the moment we think we have it. If you think you are not conceited, you are very conceited, stated Lewis. So if you want to acquire humility, the first and foremost thing to do is to think that you are proud. Does it sound ridiculous? If you tend to disagree with this view, you think you are humble, which means pride is reigning over you. That is why Jesus said to the pompous people, “tax collectors and harlots enter the kingdom of God before you”. There is no medication for this; your mind is the only thing to treat it, of course with the help of the Almighty.

Trinamool MP Bose sent to CBI custody KoLKata, november 22 (ians): A court, rejecting the bail plea of arrested Trinamool Congress Rajya Sabha member Srinjoy Bose, Saturday sent him to CBI custody till November 26. Bose was Friday arrested for his prima facie involvement in the Saradha scam on allegations of criminal conspiracy, misappropriation of funds and deriving undue financial benefits. While his counsel pressed for bail contending his arrest was illegal, the court of Chief Judicial Magistrate (in-charge) P. Pradhan, after hearing the prosecution and the defence, remanded him to custody of the Central Bureau of Investigation (CBI) and also directed periodic medical check-ups of Bose by a senior government medical practitioner. “Bose was Friday summoned by the CBI for questioning as a witness. So how can they arrest him subsequently as an accused. We contended that his arrest was illegal and urged for bail but the court remanded him to CBI custody till Wednesday,” said Bose’s counsel Ashok Mukherjee. Mukherjee also contended that Bose was suffering from ailments like diabetes, hypertension, spondylosis and had also undergone a bariatric surgery, therefore he should be granted bail. mBut the court refused to grant the relief. India calls for more transparency in UNSC’s working united nations, november 22 (ians): Pressing ahead with its calls for reforming the UN Security Council and expanding its membership, India has called for more transparency in its workings, accountability and openness to participation by the world body’s membership, especially in mandating peacekeeping operations. India’s Permanent Representative Asoke Kumar Mukerji told the UN General Assembly (UNGA) Friday that the member states should be able to know how the Council’s “decisions were reached, the sensitivities with which such decisions were taken, and whether the working procedures of the Council were applied consistently.” Addressing the “widely held perception that the Council uses different standards to deal with terrorism,” Mukerji said that “it would benefit the Council to have regular interactive sessions with member states to address these issues.” As examples, he cited Council’s September reso-
lution in foreign terrorist fighters in September and a Presidential Statement Thursday, and the endorsment of a policy of “zero tolerance” for terrorism. “It is not clear to us as to what are the working procedures applied within the Council when it deliberates on how to counter terrorism, which is becoming the single biggest threat to the maintenance of international peace and security,” he said. He drew attention to the closed in style of the Council’s decision-making process and said that although nations that are not members of the Council are allowed under the charter to participate in its debates, the Council resolutions or the Presidential Statements had already been decided on even before hearing their views. “This reduces our participation to mere tokenism,” he said. For improving the functioning of the Council, Mukerji said, “a comprehensive reform of the Council, especially expansion in both the permanent and non-permanent cate-
gories is required” because involving more member states in the Council’s decision making process “will make it more transparent, credible, legitimate and representative.” With more than 8,000 Indian personnel serving in UN peacekeeping operations, New Delhi has a special concern over how the Council issues mandates for their deployments. Mukerji urged the council to consult with the nations contributing troops as provided for in the UN Charter. “The danger of using the UN peacekeepers to tackle what are essentially internal conflicts or law and order problems need not be overemphasised,” Mukerji said. “In many member states, the use of the military for dealing with law and order problems is strictly regulated by law. This must be reflected in the Council as well, especially when the provisions of the UN Charter do not, in our view, allow such misuse of our peacekeepers.” He said not only how the peacekeeping mandates are formulated, but also how they are changed

He said that though India wants to maintain cordial relations with Pakistan, Islamabad seems not too keen on establishing friendly relations with New Delhi. Addressing the Hindustan Times Leadership Summit here, he said terrorism in India is not home grown but is externally aided... It is from Pakistan. “Terrorism in India is fully Pakistan sponsored. Pakistan says non state actors are involved. But is ISI nonstate actor. ISI is aiding terrorism,” he said. Singh said Pakistan is not taking initiative to punish those involved in 2008 Mumbai terror attacks as the case in that country was moving at a very slow pace. “Pakistan is not helping in the judicial process. In fact it is trying to scuttle it,” he said. According to the home minister, Dawood has been living in Pakistan and despite many requests, the neighboring country has not handed over him to India. “When the Pakistan premier came to India, our Prime Minister told him to hand over Dawood. We are pursuing it. We are trying to build diplomatic pressure... As he is the most wanted criminal... Right now he is along (Pakistan-) Afghanistan border,” he said. Asked whether India would carry out a “hot pursuit” to nab Dawood, Singh said, “Give us time. Please wait. Strategy cannot be divulged. There is no time frame. But we are trying so that Pakistan hands over Dawood as early as possible. Diplomatic pressure is building up.” On whether India will make efforts to have dialogue with Pakistan, the home minister said New Delhi wants friendly relations with not only Pakistan but with all the neighbouring countries as well as others nations across the world. n“There should be efforts from Pakistan side too to maintain cordial relations. isLamabad, november 22 (ians): US President Barack Obama spoke to Pakistan Prime Minister Nawaz Sharif over telephone Friday and urged him to take up the Kashmir issue with India. Sharif said an early resolution of the Kashmir issue would bring enduring peace, stability and economic cooperation to the south Asian region, Dawn online reported. Sharif apprised Obama of Pakistan’s relations with India and referred to his visit to India earlier this year, which was aimed at taking the PakistanIndia relations forward. However, the Pakistani side claimed that the cancellation of foreign secretary level talks by India and the “unprovoked firing” across the Line of Control (LoC) “indicated that India was averse to normalisation of relations with Pakistan.” “Thus, while we remain
open to the resumption of bilateral dialogue, the onus is on India to create a conducive environment in this regard,” an official statement said. The statement also claimed that President Obama understood Pakistan’s position. The two leaders also discussed the state of the ties between the US and Pakistan. Obama noted that the two countries enjoy a strong and robust relationship, while Sharif felt that the USPakistan ties were on an upward trajectory since his government came to power last year.Obamawaspleasedthat Sharif’s government had determined the right economic priorities and was trying to overcome the challenges, the report said. Govt clears proposal to acquire 814 artillery guns for Rs 15,570 crore
new deLhi, november 22 (Pti): In a fresh bid to break the Bofors jinx, defence minister Manohar Parrikar on Saturday cleared proposal to acquire 814 artillery guns for Rs 15,750 crore while deferring the decision on joint bid by Tata Sons and Airbus to replace IAF’s Avro transport fleet and also procurement of 106 Swiss Pilatus basic trainer aircraft. The artillery guns would be procured as per the “Buy and Make” procedure introduced last year under which 100 such guns would be bought off the shelf while 714 would be made in India. The Indian Army has not acquired ar-
tillery guns in the almost three decades after the Bofors scam surfaced in 1986. Sources said at least six tenders have been issued so far but were cancelled due to a number of reasons including blacklisting and single vendor scenario. The plans to acquire such guns were first mooted under Army’s Field Artillery Rationalisation Plan (FARP) formulated in 1999. The decisions were taken after Parrikar chaired his maiden meeting of the Defence Acquisition Council (DAC) here this morning. Defence ministr y sources said the DAC has cleared the long pending proposal to acquire
814 mounted guns of 155mm/52 calibre. Sources said a fresh Request for Proposal (RFP) would be issued for the procurement which will be open to public as well as private companies. The Indian private companies that are likely to make a bid for this project include L&T, TATA and Bharat Forge. “The Indian company, when selected, will be the lead partner now. They can either show their ability to make the product completely here or tie-up with a foreign firm and build the guns here,” a source said. Talking about the multicrore joint bid by Tata Sons
and European firm Airbus to manufacture 56 transport aircraft to replace the Avro fleet of the Indian Air Force (IAF), sources said the DAC has sought additional information. A similar decision was also taken on the proposal to acquire an additional 106 Swiss Pilatus basic trainer aircraft for the IAF at an estimated cost of about Rs 8,200 crore. The DAC also approved the revised payment schedule of Rs 7,160 crore for the IAF’s Integrated Air Command and Control System which aims to integrate all ground and air censors. The IAF currently has five sector headquarters
(nodes) of communication and the plan is to have five four more besides 10 subnodes and up-gradation of the entire system. Parrikar, who comes with an IIT background and has himself being an entrepreneur, stressed that the procurement policy should be fast and transparent. According to the ministry sources, Parrikar said that the DAC could be held for more than a month and with lesser agenda. As of now, the ministry is aiming to hold DAC at least once a month. During the discussion today, the issue of “Make In India” initiative of Prime Minister Narendra Modi also came up.
Sources said there would be more discussion on the matter and the effort is to make the entire process more attractive to foreign investors. The DAC, set up in 2001 as part of the post-Kargil reforms in defence sector, approves the long-term integrated perspective plan for the forces, accords acceptance of necessity (AON) to begin acquisition proposals, and has to grant its approval to all major deals through all their important phases. It also has the power to approve any deviations in an acquisition, and recommends all big purchases for approval of the Cabinet committee on security.

Then, as a dart’s sedative takes hold, it staggers and slouches to the ground, where South African rangers prepare to move the oversized beast by truck to an area they hope is safe from poachers. Kruger National Park has conducted about 45 such captures since last month, part of a plan to create a stronghold within the country’s flagship reserve where rhinos will get extra protection from poachers, many of whom cross from neighboring Mozambique and are slaughtering the animals in increasing numbers. Some rhinos were moved to other parks, and the relocation “experiment,” as rangers describe it, is likely to escalate next year. Safe havens or buffer zones have been hotly debated over the years as a way to protect civilians in some of the world’s major conflicts. South Africa is applying a variation of the idea to wildlife to try to stem surging demand for rhino horn. Some consumers in Asia, primarily Vietnam and China, view rhino horn as a status symbol and a healing agent despite a lack of evidence that it can cure. The horn is made of keratin, a protein also found in human fingernails. The so-called “intensive protection zone” in the southern part of Kruger National Park took on new urgency when South Africa, home to 80 percent of the world’s rhinos, announced Thursday that 1,020 rhinos have been poached so far in 2014, exceeding last year’s record of 1,004. About two-thirds of the rhinos poached this year died in Kruger, a park that’s
about the size of Israel and larger than the U.S. state of Connecticut. Poachers often dodge an overstretched force of 400 rangers as well as some military units that monitor the 350-kilometer (220-mile) border between Kruger and Mozambique, and they shoot rhinos just before sunset and scoot back to Mozambique under cover of night, according to rangers. The protection zone encompasses about 5,000 square kilometers (1,900 square miles), or at least one-quarter of the park, and is already home to many of Kruger’s roughly 10,000 rhinos — half the national population. Rhinos were reintroduced in southern Kruger in the 1960s after poachers had wiped them out. The goal is “to basically ensure that you’ve got a foundation of animals that are secure and that you can use as a source population to take elsewhere,” said Markus Hofmeyr, head of veterinary services at Kruger park. Kruger will focus aircraft, ranger teams and high-tech surveillance on the zone. The initiative is partly funded by American philanthropist Howard Buffett, a son of investor Warren Buffett who pledged nearly $24 million to Kruger’s antipoaching efforts. If so Interpol would like to speak with you. The international police agency Interpol recently began a Most Wanted campaign of suspects who have carried out such environmental crimes as wildlife trafficking, illegal fishing, illegal logging and trading in ivory. Interpol is asking for the public’s help in tracking down nine suspects on that list. More than 100 people sitting in the grass and beneath the dark midday shadows of giant trees turn to look at the nearby Buddhist monastery. As a monk moves through the gates with a huge pot of rice and curry, orphans, homeless chil-
dren and jobless men and women line up with crumpled plastic bags. The monks ladle up food that was offered to them just hours earlier during their dawn collection of alms. That cycle of giving is part of what earned this impoverished Southeast Asian nation a seemingly unlikely title: the world’s most generous nation. The Charities Aid Foundation looked at wide-
ranging giving patterns by respondents globally over a month-long period. It ranked countries based on the percentage of people who said they had donated money, volunteered or helped strangers in the month before they were surveyed. In its latest World Giving Index, released Tuesday, the U.K.-based group said that Myanmar — turned into one of the world’s poorest nations during a half-century of dictatorial rule, corruption and mismanagement — shared the top spot with the United States. The index ranked 135 countries based on data from the Gallup World Poll, which last year surveyed 500 to 2,000 people in each of the countries involved. Most surveys, including the one conducted in Myanmar Sept. 24-Oct. 13, 2013, were of about 1,000 people. Myanmar’s survey had a margin of error of plus or minus 3.4 percentage points, and three states representing less than 5
percent of the population were not included in the face-to-face interviews. The report said that in Myanmar, 91 percent of those surveyed said they had recently donated money, No. 1 in the world. It tied with the U.S. under the survey when volunteerism and helping strangers were also considered. The foundations attributed Myanmar’s giving to the deeply rooted charitable traditions of Theravada Buddhism, the country’s dominant religion. There are half a million Buddhist monks in Myanmar, making up about 1 percent of the country’s population of about 50 million — a higher percentage than any other country. Giving monks money and food is a way for followers to earn merit. It enables monks, who cannot work, to spend their days meditating and reciting Buddhist prayers. But in Hlaing Tharyar, a massive industrial zone outside the commercial capital, orange-robed men of faith

Myanmar hoped that after its military rulers handed over power in 2011, the lifting of Western sanctions would help speed development. UNITeD NATIONS, NOvemBeR 22 (ReUTeRS): The United Nations agreed that all members should pass and enforce laws banning child marriages, resolving to end a practice that affects about 15 million girls every year. The committee of the 193-nation General Assembly that deals with human rights adopted by consensus a resolution urging all states to take steps to end “child, early and forced marriage.” There are now more than 700 million women who were married before their 18th birthday, many in conditions of poverty and insecurity, according to U.N. statistics. Child marriage among girls is most common in south Asia and sub-Saharan Africa. In Niger in West Africa, which has the highest overall rate, 77 percent of women between 20 and 49 were married before the age of 18. Bangladesh has the most girls who married under 15 and India is home to one third of all child brides worldwide. Christine Kalamwina, the deputy permanent representative of Zambia, which initiated the resolution with Canada, said child marriage impeded poverty reduction, education, gender equality and women’s empowerment, child mortality, maternal health, and combating HIV/AIDS and other diseases. According to the resolution, early marriage is also a serious threat to the physical and psychological health of girls who are not physically mature enough as it “increases the risk of unintended pregnancy, maternal and newborn mortality and sexually transmitted infections.” The 118 countries that sponsored the resolution included Mali, Ethiopia and the Central African Republic, which are among the 10 countries with the highest rates of child marriage. The resolution called on states to ensure that marriage is entered into only with the full consent of the intending spouses, was adopted without a vote. The resolution will go to the full General Assembly for formal approval in December. While supporting the document, the Islamic Republic of Iran and Sudan both expressed concern over a paragraph urging governments to protect the right of girls to have control over their sexuality and implement laws that protect reproductive rights. General Assembly resolutions are not legally binding, but can increase political pressure on countries. “This is a firm statement from the international community that child marriage will not be tolerated,” Girls Before Brides, a global partnership of over 400 civil society organizations, said in a statement.

NAIROBI, NOvemBeR 22 (AP): Somalia’s Islamic extremist rebels, Al-Shabab, claimed responsibility for the Saturday dawn attack on a bus in which 28 non-Muslims were singled out and killed. Al-Shabab claimed responsibility for the attack through its radio station in Somalia saying it was in retaliation for raids by Kenyan security forces carried out earlier this week on four mosques at the Kenyan coast. Nineteen men and nine women were killed in the bus attack, said Kenyan police chief David Kimaiyo. The bus traveling to the capital Nairobi with 60 passengers was hijacked about 50 kilometers (31 miles) from the town of Mandera near Kenya’s border with Somalia, said two police officers. The two officers said the bus was first waved down but it didn’t stop so the gunmen sprayed it with bullets and when that didn’t work the shot a rocket propelled grenade at it, the officers said. The gunmen commandeered the bus off the road and ordered all the passengers out of the vehicle and separated those who appeared to be non-Muslims from the rest and shot them at close range, the officers said the officers said. The police insisted on anonymity because Kenya’s police chief ordered that officers should not speak to the press. Some of the dead were public servants who were heading to Nairobi for the Christmas vacation, the officers said. A shortage of personnel and lack of equipment led to a slow response by police when the information was received, the officers said. They said the attackers have more sophisticated weaponry than the police who waited for military reinforcements before responding. Kenya has been hit by a series of gun and bomb attacks blamed on al-Shabab, who are linked to al-Qaida, since it sent troops into Somalia in October 2011. Authorities say there have been at least 135 attacks by al-Shabab since then, including the assault on Nairobi’s upscale Westgate Mall in September 2013 in which 67 people were killed. AlShabab said it was responsible for other attacks on Kenya’s coast earlier this year which killed at least 90 people. Kenyan troops are part of the African Union Mission in Somalia which is bolstering Somalia’s weak U.N.-backed government against the al-Shabab insurgency. Al-Shabab has continued to carry out attacks in Somalia’s capital despite being pushed out of Mogadishu in August 2011. Somali government troops backed by AU forces are making progress in seizing the remaining al-Shabab strongholds. Recently, they captured the port town of Barawe. Al-Shabab was also dealt a heavy blow when their leader, Ahmed Abdi Godane, was killed in early September by a U.S. airstrike. Godane has been replaced by Ahmed Omar, also known as Abu Ubeid. Kenya has been struggling to contain growing extremism in the country. Earlier this week the authorities shut down four mosques at the Kenyan coast after police alleged they found explosives and a gun when they raided the places of worship. Some Muslims believe the police planted the weapons to justify closing the mosques, Kheled Khalifa, a human rights official said Friday warning that methods being used to tackle extremism by government will increase support for radicals. One person was killed during the raid on two of the mosques on Monday. Police said they shot dead a young man trying to hurl a grenade at them. The government had previously said the four mosques were recruitment centers for al-Shabab.

Naga customary laws and practices: changki, a test case Are the provisions of Article 371(A) Getting eroded?
I
(PART – I)
n connection with Changki Village founding history and inter-clan claims connected therewith, a section of village-customand-law-breakers belonging to a clan called Emremchangki led by Mr. Imtajenba, Mr. I.Imkong ex-MLA, and others have been trying for the last several years to mobilise support of various organisations and agencies, painting Changki village as the villains, and dismember our age-old customary laws, practices and usages. We issue this statement to clarify the truth and our position in the matter, in the understanding that Changki case has profound implications on Naga customary laws, practices and their usages, given special protection under Article 371(A) of the Indian Constitution. (1) Changki is an ancestral village established by our first forefathers at Jangpetkong, relocated at a place called Ongdien by our forefathers which is situated between the first village cemetery at the upper Khel called Sungdakba and the present Changki Baptist Church complex, centuries before British annexation of Ao country during 1888-1889. Our territorial and identity rights are our natural birth right, protected by the Indian Constitution and other laws enacted by the State legislature. (2) Changki, as it exists today, came into being through three major migration groups, resulting in expansion of the village, both because of these migration intakes and natural population growth. Changki as such is addressed by Changki villagers as citizens of “three villages”. (3) It was after the second migration group joined Changki and expansion of the village took place at the lower khel at a place called Sangpangmen, by which time six clans were already living at Changki, that Emremchangki clan came into Changki life,- two groups picked up within Changki territory by our forefathers, given the new clan name Emremchangki, because they were taken in by Imlisangba of Changkiri clan, and a third group led by Laluk which migrated to Changki from Longsemdang village who were also allowed to join the Emremchangki clan. Mr. Imtajenba, Mr. I. Imkong Ex-MLA and other leaders of the clan belong to this third and youngest group who migrated from Longsemdang, and it is mainly this group which is approaching one organisation after another with concocted stories claiming that they are one of the founding clans of Changki at Jangpetkong, which has created so much bitterness and misunderstanding in recent years. They are claiming that they are Changkiri clan, the clan which graciously took them into Changki, centuries ago, thereby trying to usurp and dislodge their benefactors from their ancestral clan identity, through various devious means. (4) Changki has 13 clans in all, including Changkiri and Emremchangki. These two clans named do not intermarry because Emremchangki was taken into the village by Mr. Imlisangba Changkiri, but in all of Changki’s customary laws, practices and usages, they are two distinctively different clans. For example, their citizenship and village work subscription are given clan-wise and their ancestral inheritance lines are totally separate. During traditional village fishing, camps are set-up clan-wise and the two clans are always treated as two distinctively different clans. At Changki, Gaunburras are taken from different clans. By June, 2006, for instance, appointment of G.B.s from Longchari Clan was 16, from Amri 13, Changkiri 15, Alingri 11, Emremchangki 10, and so on. Again, during Village Citizens’ Assembly, clan-wise rolls are called. On 27/12/88, for example, clan-wise members present wereLongchari-203, Amri-252, Tzudir-40, Changkiri-194, Emremchangki-220, and so. (5) Emremchangki clan, being a late comer does not have one square inch of ancestoral cultivation land at Jangpetkong, nor a single village founder’s house site at Ongdien. (6) Changki happens to be one of those villages in which there is complete and total equality among so-called village founders and late-comers. Even people of other ethnic roots who join Changki citizenship are treated equally. A Changki citizen is what he makes of himself. There is no preferential or discriminatory treatment of any kind on the basis of clan identity. What certain members of Emremchangki clan led by Mr.I.Imkong exMLA’s group is trying to do, therefore, is beyond human comprehension. (7) Changki, like all ancestral villages in Nagaland, run the village affairs and maintain law and order within the village according to our age-old customary laws and practices. If some people violate our village customary laws, the only way the village Council can keep discipline in the village is to take action according to our customary law without prejudice, bias or distinction. For we do not keep or maintain jails in the village. If actions taken by village authorities, as in the case of Changki, are questioned today in the name of human rights violation without verifying and authenticating the truth on the basis of one-sided complaints lodged by the law breakers, we believe that incalculable damage is being caused to the very foundation and fabric of Naga life and identity which are rooted in our villages. (8) Every Naga village has its own founding history. Customary laws and their practices differ from village to village in varying degrees. Naga tribal customary laws have never been codified for uniform application, which can only be done by the Government of the day through Constitutional and lawful legislative means, to be applied and enforced by Customary Courts duly constituted by the Government for the purpose. Extra-constitutional and non-statutory organisations trying to directly interfere in the internal administrative affairs of Naga ancestral villages, conducted according to their own customary laws and practices, and in the name of so-called human rights violation, in our view, is not only uncalled for, but self-destructive, creating some very dangerous precedents for entire Nagaland, and especially for all Naga villages. Can a man punished for crimes committed by him cry foul for violation of human rights against him? The present tendency and trend of such interference, in the internal affairs of the “independent Naga village republics” if not rectified and checked now, will lead to serious dilution and eventual self-abolition of the special protection and privileges given to Nagas
under Article 371 (A) of the Indian Constitution and various relevant laws enacted by the State Government. The real founders of those organisations should introspect on when, how, for what purpose their organisations were formed, and whether their present leaders are abiding by the provisions of their organisation’s Constitution, while interfering in the Naga village internal affairs, as in Changki’s case. (9) Ancestral Naga customary laws and their practices, in the true sense, exist in the villages only. We understand this in two broad aspects. Traditional socio-cultural life in most villages have undergone vast changes due to the impact of Christianity and the process of modernisation. In traditional village governance, according to customary laws and practices, certain issues like founding history of a village or its clan system cannot be altered, and should not be interfered with by outside agencies. Changki’s case is straightforward. It concerns our village founding history, and its inter-related clans which are exclusively our own, best known to us, as in the case of every other Naga village, best known to itself. Changki is not in dispute with any other village or tribe or organisation. Since we cannot alter our founding history or clans, we have, as per our own customary laws and practices, settled the issue on 25/10/2001, and re-affirmed the same on 3/11/2014. Changki was established, our ancestral territory occupied, and our customary laws and way of living forged by the blood, sweat and wisdom of our forefathers, passed down to us through the centuries, which can never be altered by any order that the rebel group may bring from anywhere. The more they try to do so, heavier will be the millstone they hang on their necks. Changki Village Council never gave permission to them to take our internal issue outside of Changki. Had they simply humbled themselves and submitted to the village authority, the matter would have ended then and there. (10) Changki has given (seven) special grace periods for the rebel group to re-join their clan under Changki customary laws. While the 7th one, has been going on since 2009, they went to various organisations. On 4/8/14, Changki Village Council yet once again decided to give full unconditional amnesty by lifting all the customary bindings imposed on all the various breakers, so that they could return to their clan and village without any hesitation, and amicable reconciliation could be discussed within Changki. The door remains open, but let no one entertain the wrong notion that Changki’s customary laws and practices have been suspended or removed. They should humble themselves, return to Changki on their own, and we can discuss the issue of total reconciliation within Changki’s own customary laws and practices, without the slightest interference or coercion from anyone. However, totally impartial mediation as our inlaws are sincerely attempting to do now is most welcome. We thank all well-wishers who have been praying for Changki and have been trying to mediate for healing the rifts that exist.

laws, practices, usages and traditions which may differ from those of other villages to a larger or smaller degree. Changki’s so called issue created and racked up constantly by a few rebels of one clan called Emremchangki led by I.Imkong, ex-MLA’s group today is not with any other village or tribe, but is purely our own internal customary issue relating to the founding of our own village, and clan differences relating to our founding history, best known to us only, practised and lived by us from the times of our forefathers. The issue was settled by us within our own customary laws and practices on 25/10/2001 and re-affirmed again on 03/11/2014 within our customary laws on receipt of a petition from the Emremchangki clan of our village. We will not allow lies fabricated by this rebel group to supplant the truth on which Changki has stood and lived on through the centuries as a village community. Also, like all other ancestral Naga villages, we do not owe our God-given sovereign right over our village lands and time-honoured tribal identity to anyone else. (ii) Constitutional and Statutory Status: The foundation of Naga nationhood, as we have been claiming, is its Constitution. Article 3 of the Naga Yehzabo states: “Each village is a republic within its own territory, having full authority over its own affairs including land, community, organisation, social, culture, religion, customs and practices”. Article 371(A) of the Indian Constitution, except for difference in the language, more or less, seems to be in tandem with Article 3 of the Yehzabo, relating to land, its resources, and Naga customary laws, practices, usages and our traditions. The State Government in 1984 brought in an amendment Act to introduce a three-tier system of customary courts which was never brought into effect. The State Government also, brought in some amendment laws in 2010, trying to give some statutory functions to the Naga Tribal Hohos, but this was rejected by the Naga Hoho as well as the Tribal Hohos as per Government records. In a real sense, the only true repository and active living organism of Naga customary laws, their practices and usages, is the Naga village. And, as per Article 371 (A) of the Constitution and existing laws enacted by the State, the Village Council is the only customary court carried over from ages past and rooted in the customs and laws of the Nagas. 2. Interference in Changki’s Internal History and Customary Practices: (a) Naga Tribal Customary Laws not Codified: Naga customary laws which differ from village to village and tribe to tribe, have never been codified by the Government for uniform application. None should have the arrogance to claim and say: “This is our tribe’s common law” until enactment through constitutional and statutory means by the State Legislature. The nature of diverse ethnic composition of each district in the State has become so much more complex and cosmopolitan that codification and application of uniform customary law has become even more difficult in present day Nagaland. Increasingly, therefore, becomes the importance of preserving and promoting the foundation and identity of Naga life in the village, however diverse and different from each other they may be, within their own respective jurisdiction. Nagaland’s true identity lies in its villages, and we as a people can only be as strong as our villages are. (b) Interference in the Name of alleged Human Rights Violation: Should rebels, law-breakers and those guilty of treason against their own village cry foul claiming violation of their human rights when punished according to the customary laws of the village? If a man commits a crime and is punished according to the law of the land, does he have a right to ask why he is being jailed, thereby violating his basic human rights? If the rebel Emremchangki clan members at Changki have not been allowed drinking water or electricity, then how have they been surviving for so many years without drinking water, and how have they been paying regular electricity bills against power consumed by them? If they are not allowed to walk on the village streets by the Changki Village Council, are they being airlifted to their homes by helicopter? For example, 15 persons have testified and given statement that the allegation about making womenfolk to dig graves is totally false. Again, 20 persons have testified and stated that denial of drinking water supply and other basic amenities in the village are all false allegations. A team of DB’s had in fact verified these allegations and given their report to the district administration. Penalties according to Ao customary law as listed by various scholars and authors are many and varied. For example, in ‘Naga Society and Culture’, N.Talitemjen and A.Lanunungsang enumerate at least 19 penalties at pages 59 to 60 including expulsion from village for revolt against communal authority, or village authority. At page 69 to 70, for disobeying the village authority, 6 penalties amounting to total ostracization have been listed. It is truly mystifying and defies any human logic as to how some people without any statutory authority, siding with those law breakers and rebels making totally fabricated false claims on the founding of Changki’s founding history, have been trying to give them a new clan name and are calling the entire Changki village people cheaters, deceivers, criminals, terrorists and so on through the public media in the name of making peace at Changki, and accusing Changki of violating human rights! What then becomes of the fabric of all the Naga villages, whose lives are rooted and built on our customary laws and practices? Should we not show some mutual respect for one another? (c) Changki’s Founding History, and Customary Laws: Changki’s founding history and customary laws were not given to us by any other outside agency or authority, requiring references and authentication. It certainly was not constituted by filing some affidavit in some law court. It is our own village history and its interconnected customs and usages like all other villages, forged by the blood, sweat and wisdom of our forefathers and handed down to us from generation to generation, which we will never allow to be supplanted by some fabricated fiction spun by some renegades of one clan called Emremchangki, led by Mr.I.Imkong, ex-MLA’s group who migrated to Changki from Longsemdang village generations after Changki was established. Changki’s present issue lies inside Changki village, and it will be decided inside Changki by Changki villagers only.
1. Changki’s Fundamental Rights and our Understanding: (a) Changki’s Historical Rights and Birthright: Like many other ancestral and bigger Naga villages, Changki was established and defended by our first forefathers, as an original village, not as a breakaway or satellite village, centuries before modern administration came to our land either as British India or independent Union of India, with their blood and sacrifice. Changki territory was not allotted or gifted by anyone, but was possessed by our forefathers and owned by right of original occupation, exercising to the west, suzerainty upto Mariani, and then by circumstances of history, “gifting” to the Naga people today the right of Naga historical claim of ownership over Desoi Reserved Forest areas where now many Naga villages are happily settled. To the east of Tzürang River, there are several Sema as well as Ao villages settled on what was originally Changki land. We are not making any claims over these lands, but would like to call them providential acts of grace for the larger good of many; for the entire creation rightfully belongs to Him, the Creator. The entire Changki territorial land with all its resources as now possessed and owned by us is absolutely and rightfully our own. Historians have recorded that centuries after migration to the present Ao country, the British administrative control was formally imposed on Ao country during 1888-1889. In 1891, in the first census conducted on the Aos, excluding one village, one of the ranges occupied by the Aos was being called ‘Changkikung’ by the Aos and J.P.Mills writes and says that ‘Changkikong’ was “called after Changki village which stands on it”. The British found some diversity among the Aos, a fact acknowledged by modern scholars even today, but the inhabitants of the Ao country were called Aor. Changki’s territorial and ethnicity rights are our historical and genetic birthright. To have Naga national leaders fighting for an independent, greater Nagalim, summoning us to Tzürang Valley in 2012, and asking us to declare and sign if we were Aos, was to us, absurd, irrelevant and insulting, and so we refused to comply. (b) Changki’s Fundamental and Statutory Rights: (i) Independence and Differences in Ao Village Governance: Dr. and Mrs. Clark landed in the Ao country much ahead of the British. Mrs. Mary Mead Clark, based on her observation of the Ao village government system since the mid 1870’s wrote in 1907 about the Aos and said, “Each village is a little democracy managing its own affairs....”. In 1891, the British Census report said: “Each village amongst the Aos is a small republic”. J.P.Mills, writing on “The Ao Nagas” in 1926 said, “The whole tribe has never been united under one head”. Mr.Tajen Ao, Advocate, writing in 1980 on “Ao Naga Customary Laws” said at page 114, “Every Ao village is a State”. Such independent selfgoverning system prevalent in Naga villages has been succinctly commented upon by N.Talitemjen Jamir and A.Lanunungsang in “Naga Society and Culture” at the second para of page 37 (2005), and they have also commented upon great differences in the system of governance prevalent among the Aos at page 39 (bottom) and 40 (top). On the basis of his observations and study, J.P.Mills had dwelt rather extensively on the differences that existed among different Ao groups, - in matters of laws, customs, language, ( LENDIMENBA AMRI )( LENDIMENBA AMRI ) dress, tattooing, system of governance, and so on, but they were all Aos. MONACO, NOveMber 22 (AP): Pole vault indoor record holder Renaud Lavillenie of France and shot putter Valerie Adams of New Zealand were named world athletes of the year on Friday. The 28-year-old Lavillenie succeeded Usain Bolt after clearing 6.16 meters to take Sergei Bubka's 21-year-old mark in February. The Frenchman also won 21 of the 22 competitions he entered this year, securing victories in the Diamond Race and at the European Championships. "This season couldn't have been better. This is really the dream season for me. I can only enjoy this and be very grateful to the whole athletics family," Lavillenie said. "I think the world record contributed to the award, but I won other competitions too. I wasn't as good as Valerie, I lost one competition, but 21 out of 22 is

oxing is a hurt business, as Manny Pacquiao found out when he ended up face down on the canvas after being knocked out just three fights ago by Juan Manuel Marquez. It's also a risky business, and there are some in the sport who believe Pacquiao is taking a big one when he gets up Sunday morning in this gambling enclave for his welterweight title fight with Chris Algieri. The stakes are always high anytime Pacquiao fights. This, though, is a fight he must not only win but look good while doing so if there is to be any hope of a megafight with Floyd Mayweather Jr. "A fifth- or sixth-round knockout would be perfect," promoter Bob Arum said. "But who really knows?" Pacquiao is a heavy favorite against Algieri, a New Yorker who seemingly came out of nowhere to get the fight. But Algieri poses problems for Pacquiao with both his height — he is a half head taller — and a left jab that he used to come back from two first-round knockdowns to beat hard-hitting Ruslan Provodnikov in his last bout. Algieri is also unbeaten in 20 fights and extremely confident his boxing skills will allow him to prevail in a bout being fought at a catch weight of 144 pounds. "When I look into the mirror I know I've done all the work necessary to win this fight," said Algieri, who holds a master's degree in clinical nutrition. "I'm sure that Manny realizes this will be a real ( IMODANGBA PONGEN()IMODANGBA PONGEN ) fight." Algieri apparently didn't do enough work, though, when he weighed in at 144.4 pounds Saturday morning to 143.8 for Pacquiao.
Algieri worked off the weight and 50 minutes later came in at 143.6. Pacquiao will make more than $20 million for the fight regardless of what happens, but an even bigger payday with Mayweather, a bout boxing fans have been clamoring for years. That would likely be out the window for good if Algieri somehow finds a way to win. "I'm not predicting a knockout but I'm looking for a good fight and looking to prove I can still fight," Pacquiao said. Pacquiao's knockout punch has been missing in action since he dispatched Miguel Cotto in the 12th round of their November 2009 fight. He's lost two fights since — one a decision by Timothy Bradley that almost everyone ringside thought Pacquiao easily won — and may not be the same fighter who thrilled fans with big wins over the likes of Cotto, Oscar De La Hoya and Ricky Hatton. But Pacquiao believes he has plenty left as he approaches his 36th birthday, and is eager to put on a show in a 13,000-seat arena that will include plenty of Filipino fans eager to see him show the punching power that helped turn him into a payper-view star. "Not only the Filipino people, but all the fans around the world," Pacquiao said about regaining his knockout ways. "Even me." Algieri, a former kickboxing champion who still lives in the basement of his parents' home on Long Island, has become somewhat of a sensation in the New York area after his win over Provodnikov in June. He would become much bigger should he overcome the 7-1 odds and beat a fighter who is a national hero in his own country. "I guess we'll find out when I win on Sunday," Algieri said. "That's a cross I'm willing to bear."

With the aim to deliver top quality recording avenues for musicians/artists,
and to help facilitate the qualitative growth of the music scene, Jam Studio 11 was officially launched at Dimapur on Saturday, November 22. An eclectic mix of musicians, artists and dignitaries from diverse backgrounds attended the official launch event. The launch was an informal affair, with the brains behind the studio, Temjen Jamir, interacting with the visitors and providing them with a tour of the entire complex. Renowned musicians from the Nagaland music scene were taken on a tour of the entire complex.
Some of the artists who attended the launch event included Tali Angh, Imtisenla Imsong, Mathung and Lamtsala from Purple Fusion, Alo Wanth, members from several prominent bands in the state. A soft opening was also conducted earlier in the day, with representatives of the Diphupar Village Council, the Ao Union Diphupar and the Langpangkong Union Diphupar in attendance. Pastor of the Padhum Pukhuri Ao Church, Tiayanger exhorted the gathering and pronounced a prayer to invoke God’s blessings towards
this new venture. Joint Director for the Nagaland state Rural Development Department, Imlimeren Jamir spoke during the soft opening and expressed confidence that this one of a kind venture would bear dividends and contribute to the uplift of the music industry and Naga youth in general. t was a fashionable affair in Malaysian capital Kuala Lumpur today, as cancer survivors took to the runway in a show organised by an NGO and held during the Islamic Fashion Festival. Malaysian designers such as Calvin Thoo, Salikin Sidek and Jarumas were among the names to support the event, which also saw pieces by creatives from Singapore and Indonesia appear on the runway. According to a local newspaper, the event - named Giving Hope, Touching Hearts - was also intended as an experimental form of therapy which doctors hope will boost the morale of the women. The event was organised by non-governmental organisation Pink Unity in support of women cancer survivors. During the event, the glamorously dressed wom-
en strutted the catwalk in brightly coloured garments embellished with intricate beading, studding and feathers. Among them was Salmah Stewart, herself a cancer survivor and now president of Pink Unity, who said events such as the catwalk show give women hope and opportunity. Speaking to Malaysian paper, The Sun Daily, the inspirational survivor said: ‘We hope to drive home the message that despite facing challenges, cancer survivors can still look and feel good.’ Malaysia’s Islamic Fashion Festival is keen to promote diversity and features more than 250 designers and labels from diverse cultural and religious backgrounds, including those from Cameroon, France, India, Indonesia, Jordan, Malaysia, Morocco, Palestine and Singapore.

AbU DHAbI, NOvember 22 (AP): Nico Rosberg edged out title rival Lewis Hamilton on Saturday to take pole position for the season-ending Abu Dhabi, where the two will fight for the Formula One world championship. Hamilton was quicker than Rosberg in the first two qualifying sessions but the German driver set the pace in Q3. Hamilton almost went off track as his brakes locked heading into the final corner. Like the F1 season itself, this weekend has been close between the Mercedes teammates, and Hamilton could not quite find enough speed on his last run to prevent Rosberg clinching his 15th career pole. Perez signs multi-year contract with Force India

He joined Force India this year after one season with McLaren and secured third place at the Bahrain Grand Prix in April. Atletico writes to AIFF on ruled out goal

Srikanth bows out of Hong Kong Super Series HONg KONg, NOvember 22 (PTI): India's campaign in the Hong Kong Super Series came to an end after young shuttler Kidambi Srikanth suffered a three-game loss to top seed Chen Long of China in the semifinals of the men's singles event of the USD 350,000 event, here. Srikanth, who broke into the top 10 on Thursday following his historic win at China Open Super Series Premier, went down 17-21 21-19 6-21 to world champion Chen in a match that lasted over an hour in Kowloon. In the opening game, Chen zoomed to a 10-3 lead early on and Srikanth was left to do the catching up job. He narrowed it down to a point's lead at 16-17. Srikanth lost a few points at the net as Chen moved to the game point with a mid court smash and soon pocketed the opening game when Srikanth hit the nets again. In the second game, Srikanth struggled with the length early on and missed a few points hitting out

Also, the Brooklyn Nets edged the Oklahoma City Thunder 94-92, the Denver Nuggets routed the New Orleans Pelicans 11797, the Portland Trailblazers thrashed the Chicago Bulls 105-87 and the Golden State Warriors beat the Utah Jazz 101-88.
