ANDMSA to begin agitation

DIMAPUR, NOVEMBER 22 (MExN): The All Nagaland District Ministerial Service Association (ANDMSA) has decided to initiate a phase wise agitation all over the state. A press note from the ANDMSA informed that this decision was taken due to the state government’s failure to address their demands. It may be noted that the association had demanded amalgamation of Directorate and District Ministerial Cadre into Common Ministerial Cadre as recruitment policy and criteria of both the cadre are same; elevation of HA/Sr. HA to that of District Superintendent Class-I and SDHA to that of Class-II; and creation of District Superintendent Class-I and Assistant District Superintendent ClassII in all the in dependent DDOs of Districts and subdivisions. It further directed all district units of the ANDMSA to be “prepared for any eventuality,” and requested the public to bear with the inconvenience.

Nagaland caught the attention of the national media on November 22 after the discovery of a huge amount of cash in a chartered plane at Dimapur Airport. Security personnel at the airport found Rs. 3.5 crores in the non-schedule chartered plane that originated from Haryana. Initial reports stated that the plane had one passenger, reportedly a Haryana-based businessman. The GPRN/NSCN today celebrated the 9th Naga Unification anniversary at Kehoi Designated Camp. Speaking during the occasion, GPRN/NSCN Ato Kilonser, N Kitovi Zhimomi touched on several issues. On the Rongmei tribe recognition issue, he said that recognition would bring more trouble to the already troubled state of Nagaland. “Rongmei tribe is already a recognized Naga tribe and what more recognition is required? Giving Rongmei recognition is equal to recognizing trouble,” Kitovi said. Seeking to clarify perceptions from certain quarters that “Nagaland Tribes Council (NTC) was a mouthpiece of the GPRN/NSCN,” Kitovi said “NTC is not a mouthpiece of GPRN/NSCN but we met at crossroads with similar objectives.” Touching upon the topic of 33% quota for women, Kitovi said that Naga society was giving equal importance and opportunity to women and accordingly women should also compete in the same line along with their counterparts. Further, dwelling upon the issues of Uniform Civil Code, Aadhar card etc, he said that the Indian Government issuing directives even before the Naga political problem is solved was absurd as it amounted to forcefully bringing the Naga people under the Indian Constitution. “If at all such directives are to be followed then it has to be properly studied only after the Naga political problem is solved,” Kitovi added. Bhandari, novemBer 22 (mexn): The building and other construction workers are one of the most vulnerable segments of unorganized labour in India where Nagaland cannot be isolated from it. In this connection, the Government of Nagaland has constituted the Nagaland Building and other Construction Workers’ Welfare (NBOCW) Board to provide social security to these sections of workers by implementing different schemes especially designed for the purpose. Project Officer & Secretary NBOCW Welfare Board, Chuba Yanger in his technical session explained
on how to become a beneficiary under the welfare schemes, stated a DIPR report. The beneficiaries get automatic insurance cover under ‘Aam Admi Bima Yojona’ by Life Insurance Company of India. The annual premium is paid by the welfare board on behalf of the beneficiary for natural death. Rs. 30,000/- accidental death, Rs. 75,000/- and Rs. 75,000/- for permanent disability. Loss of two eye or limbs or lost of one eye or limb due to accident are given a financial assistance of Rs. 37,000/- permissible till the completion of 60 years of age. Medical assistance to beneficiaries, spouse and
children on hospitalization due to accident or any sickness is given Rs. 1000/- per day for the first five days followed by Rs. 200/- per day for the remaining 10 days. Children education allowance of beneficiaries studying from Nursery to Class 10 will be provided Rs. 300/- scholarship per month. Maternity benefit for beneficiaries Rs. 5000/per pregnancy subject to two times will be provided to the wives of registered beneficiaries. Any person interested in it can register under Nagaland Building and other construction Workers provided he or she must have completed 18 years of age
but have not completed 59 years. A beneficiary should have a bank account of any nationalized bank, birth certificate, Aadhaar Card, 2 passport photos for office register and beneficiary ID card and construction worker ID proof from village council or town committee. The Forest Colony Youth Organisation Kohima repaired the pathetic and dilapidated road condition of the colony which has been long ignored by the “authority in charge showing insensitivity to the plight of the common people” on November 21. A free medical check-up and treatment camp under National Health Mission was conducted on November 18 at SM Colony, Dimapur. Exploring possibility of Mithun Husbandry in M'laya
Shillong, november 22 (mexn): The first ever awareness programme cum farmers scientist interaction on scientific mithun rearing was jointly organized by ICAR-National Research Centre on Mithun, Medziphema, Nagaland and KVK-East Khasi Hill District, Meghalaya with an aim to explore the possibilities of introducing Mithun (Bos frontalis) in Meghalaya. The programme was held in Mawphlang Village, Upper Shillong, East Khasi Hill District on November 21 and 22. The programme was formally inaugurated by the chief guest Kenned C. Khyriem, MLA Mawphlang constituency & Parliamentary Secretary, Department of Tourism Government of Meghalaya. Altogether 150 farmers with 50 officials from various institutions have attended the programme. Different ICAR Institutes namely ICAR-NRC on Mithun, Nagaland, ICAR-Research Complex for NEH Region, Barapani, Meghalaya, Department of Veterinary & AH, Government of Meghalaya, Department of Agriculture, Government of Meghalaya, KVK-East Khasi Hills District, Meghalayaput up their respective stalls to display the farmers friendly technologies. Director, ICAR-NRCM Abhijit Mitra, in his opening remarks welcomed all the dignitaries and farmer friends. He apprized about the mandate of the Institute and various initiative and technologies generated. Speaking on the occasion, Kenned C. Khyriem expressed hope that such events would bring awareness in local communities regarding adoption of mithun husbandry as an alternative source of livelihood as well as will reduce the import of meat. Scientific Mithun rearing would also help in rejuvenation of the forests cover, he added. Farmers-scientist interactions were organized where farmers expert opinion for the problem faced by them on various aspects of animal husbandry.
Team of scientists visits Lyngkien Village A team of scientists visited the Lyngkien Village of Mawphalang Block, Meghalaya on November 21 to assess the animal husbandry & agricultural practices prevailing in the block and to explore the possibilities of introducing a new bovine species (Mithun-Bos frontalis) for the first time in Meghalaya. The team comprised of Dr MK Khan, Dr. Akhilesh Kumar, Iadahunlang Kharkangor, Aibenrihun Lyngeloh, Bakordalin Chyne, Sumberlang Malngiang, Geinalda (SRF), Imsusosang Longkumer, RA and SB Hazarika (SRF) from ICAR-National Centre on Mithun, Medziphema (ICAR-NRCM), Nagaland and Krishi Vigyan Kendra (KVK), East-Khasi Hills, Upper Shillong. A press release stated that the farmers of different villages of Mwaphlang block had visited the ICAR-NRCM previously and had been given training of scientific mithun husbandry. The farmers have shown keen interest in mithun husbandry. Keeping in view the large interest of farmers, ICAR-NRCM has taken the initiative to explore the possibility of mithun rearing in the Meghalaya. The team interacted with 24 farmers of the village and collected the first hand information through Participatory Rural Appraisal (PRA) method about the availability of feeds & fodder resources for the livestocks, matrix ranking of crops, village map, seasonal calender, major problems of crops & animal husbandry, sources of livelihood’s of farmers as well as income generation of the farmers. Based on the information, a resource map of the village was created. Subsequently, on November 22 ICAR-NRCM and KVK-East Khasi Hills Districts organized an awareness programme cum farmer’s scientist interaction on Scientific Mithun Husbandry at Sacred Goove, Mawphalang.

Bypoll: BJP wins big in Assam, CPI-M fortify seats in Tripura guwahati, november 22 (ianS): The BJP on Tuesday won the byelection to both Lakhimpur Lok Sabha constituency as well as to Baithalangso Legislative Assembly seat, defeating the nearest Congress rivals by huge margins. itanagar, november 22 (Pti): North East Democratic Alliance (NEDA) candidate Dasanglu Pul of BJP won the Hayuliang Assembly by-poll after defeating her lone rival Yompi Kri, an Independent candidate, by 942 votes. Pul, who was contesting on a BJP ticket, polled 5,326 votes while Kri could secure 4,384 votes in the by-poll held on November 19. The winner is the youngest of three wives of former Arunachal Pradesh chief minister Kalikho Pul. The by-poll was necessitated due to his alleged suicide. A total of 108 voters opted for NOTA , Chief Electoral Officer Kaling Tayeng said, adding an estimated 72% electorates exercised their franchise in the election. The strength of BJP, alliance partner of PPA-led NEDA government, has now risen to 12. People's Party of Arunachal (PPA) has 43 MLAs, Congress 3 and Independents 2 in the 60-member House. while thanking all the citizens of the state for decisively voting for the BJP candidates, said that the mandate signifies people's faith in the efforts of the present dispensation for bringing a tangible change in their lives. aizawl, november 22 (Pti): At least 26,903 Brus belonging to 4,568 families in five Tripura relief camps have been identified as bona fide residents of Mizoram till Monday evening, Additional Secretary for Mizoram’s home department Lalbiakzama Tuesday said. Lalbiakzama said that the identification process was completed in four relief camps – Kaskau, Hamsapara, Khakchangpara and Asapara. The repatriation process, which commenced from Tuesday last at Naisingpara, the largest relief camp, was scheduled to be completed on Friday, however, remained incomplete. Foundation stone laid for Dayanand Vidya Niketand School DimaPur, November 22 (DiPr): Governor of Nagaland, PB Acharya attended the foundation stone laying ceremony of Dayanand Vidya Niketand School at Purana Bazar, Dimapur on November 21, 2016. Meeting held in connection with conduct of Special Summary Revision November 22 (DiPr): The Home Commissioner to the Government of Nagaland and the Electoral Roll Observer for Kohima district, Abhijit Sinha held a meeting with recognized political parties, District Electoral Officer, Electoral Registration Officer, Assistant Electoral Registration Officers and Supervisors at DC’s conference hall, Kohima on November 21. The meeting was held in connection with conduct of Special Summary Revision of Photo Electoral Roll with reference to 01-01-2017 as the qualifying date. Abhijit Sinha interacted with the participants and took stock of all required information regarding the roles and responsibilities of ERO, AEROs, BLOs, BLAs, Supervisors and other election matters sought by the Election Commission of India. During the fourteenth session of the twelfth Nagaland Legislative Assembly, the nomenclature of the St. Joseph Catholic University (Nagaland) was changed to St. Joseph University, Nagaland. This change was based on the request made by the Governor PB Acharya “for amendment pertaining to the name of the University from St. Joseph Catholic University to avoid opening University in the name of any religion.” This was written on a statement of object and reasons, dated November 19 by Deo Nukhu, Parliamentary Secretary, Higher and Technical Education. In a meeting held on November 18, the cabinet discussed on the grounds of educational institutions named by any particular religion which may give precedent to establish the
university in the name of different religion. Although there was no bar for such nomenclatures (citing examples of Aligarh Muslim University, Banaras Hindu University), the cabinet mentioned that the sponsor DMI Foundation did not object to the request of changing of name, therefore the cabinet approved the proposal to change the nomenclature from St. Joseph Catholic University (Nagaland) to St. Joseph University Nagaland. The motion for consideration and passing of amendments to the St. Joseph Catholic University (Nagaland) Bill, 2016 under Rule 100 was moved by Deo Nukhu, Parliamentary Secretary, Higher and Technical Education for the amendments recommended by the Governor on Bill, 2016 which was taken into consideration and passed. The request for introduction and passing of St.
Joseph Catholic University (Nagaland) Bill, 2016 in the Nagaland Legislative Assembly was received from Rev. Dr. James Thoppil, Bishop of Kohima and Chairman of all the Catholic Educational Institutions in Nagaland and was passed in the NLA on July 14, 2016. "Pukhrayan train accident is one of the worst accidents, which killed more than 140 passengers and
the entire country is under shock and grief. On behalf of the people of Nagaland, the Chief Minister announced Rs 10 lakh contribution towards the Prime Minister's Relief Fund. He also conveyed deep condolences to the bereaved family members and prayed for the speedy recovery of the injured. The House also observed two minute silence in remembrance of the departed soul. On the first day of the

PhEk, NOVEMBER 22 (MExN): Apropos the news item “Pholami village council ‘ex-communicates’ NSCN (IM) Tatar” published on October 27, 2016 issue, Sahicu Vezhu, Tatar NSCN (IM) has issued clarification for “all false and baseless allegations against me to damage my good image and reputation by some vested interested people.” In the clarification released to the media on November 22, Sahicu said that Vesopa Nakro, VCC, Pholami Village had a telephonic conversation with tax collector of NSCN (IM) Dakho on October 10, 2016 for army ration 2016-17. “Dakho falsely informed to VCC Vesopa Nakro, where VCC believed and immediately convened the head of Departments emergen-
cy meeting on 13/10/16 to damage the hard earned peace and tranquility in the village and put false allegation on me, which has no mandate of the VCC,” it stated. In the meeting, according to the clarification, “there was no agenda to ex-communicate or initiate non-cooperation towards the government (NSCN IM).” It claimed that the October 27 press release does not have the mandate or consensus of the village, and therefore stands null and void. “This only clearly shows their ill intention and ill motive of VCC against me to tarnish my image and reputation especially to my government which I served faithfully till today.” Sahicu further alleged that the Head GB of Pholami, who was
one of the two signatories of the press release, does not know the content of the release. In connection to the Rs. 5000 collection of house tax for the year 2016-17, the NSCN (IM) Tatar agreed that he had received the amount on behalf of the region authority to attend official duty assigned to him on June 29, 2016. Meanwhile, he appealed to “our” esteemed authority to consider his case and deliver justice. “Whatever comes in my ways, for the greater interest of the Nagas and Pholami Village, I will whole heartedly, sincerely and honestly serve the government where I belong and also render my fullest support and co-operation to my native village- Pholami,” Sahicu asserted.
Operation Clean Wokha 2016 WOkhA, NOVEMBER 22 (MExN): Operation Clean Wokha under the mega project Love Earth Love Life initiated by Team Metamorphosis is coming to a close for the current year 2016, informed Thungdemo Kyong, president, Team Metamorphosis, Wokha in a press release. The program was launched on April 25 on the occasion of World Malaria Day. Prior to its launching, Team Metamorphosis with the Wokha district administration conducted a meeting with the implementing part-
ners, namely the Wokha district administration, Wokha Town Council, Education Department (SDEO), Lotha Eloe Hoho, Lotha Youth Hoho, Wokha District Chamber of Commerce & Industries, ANPSA Wokha unit, NVBDCP Wokha, Power Department, Wokha, and Public Health Engineering Department, Wokha. “It is a community focused and community based program which will benefit the public once the people understand and implements it,” the Team Metamorphosis president stated.
Activities of the program include keeping the surroundings and streets of the colonies and educational institutions clean, effective usage of electrical energy by checking electricity thefts and unnecessary usage of electricity during daytime, planting of trees, maintaining tranquility and cohesive environment in the colonies, the release said. The program also plans to harvest the rain water at Mt. Tiyi by locating the catchment area through the help of competent agencies or departments in the coming year.
The program is targeted to be implemented in Wokha Town only (for the time being) through an annual competition among the institutions and colonies and carries total prize money of Rs. 51,000 besides a running trophy and citations. “Once the people flow with the vision understanding its value and harvesting its benefit, it can be expanded to other places as well,” it was stated. Shilumar removed from NPF Central Office Bearers list kOhIMA, NOVEMBER 22 (MExN): President of Naga People’s Front (NPF), Dr. Shürhozelie Liezietsu has removed Shilumar from the list of Central Office Bearers of NPF with immediate effect until further order. The action was taken against him for “indulging in anti-party activities” and also failing to renew his Pri-
mary and Active Membership in the party, according to a press release from Dr. Shürhozelie. The release said that the Disciplinary Action Committee (DAC) of the party had issued show cause notice to Shilumar, Associate Press Secretary (Central) Vide No. DAC/SCN/2016 dated 23/5/2016 for failing to
turn up three consecutive times in the Central Office Bearers’ meeting. In his reply dated 1/6/2016, he had failed to give sufficient reasons for his continuous absence in the meeting and therefore, the DAC kept him under observation for few months, the release added. “He was indulging in anti-party activities dur-
ing the observation period. And he even failed to renew his Primary and Active Membership in the party,” Dr. Shürhozelie claimed. Therefore, in exercise of the powers conferred upon the president of the NPF under Article V Section 9 read with provision in Article XIV Clause I Sub-Clause d (ii) of the Party Constitution, the action was taken.
NPA welcomes NJWS guidelines DIMAPUR, NOVEMBER 22 (MExN): The Nagaland Press Association (NPA) has welcomed the notification issued by the Government of Nagaland on the guidelines for Nagaland Journalists’ Welfare Scheme (NJWS) and acknowledged the Department of Information and Public Relation for their effort in materializing the demand of the NPA for the welfare of the media persons in the state. According to the notification issued on October 3, 2016, the scheme has provisions for one-time exgratia relief on urgent basis to journalists and their families in cases of death, rendering permanent disability, major ailments and serious injuries in accidents. A press note from the NPA said that it has been steadfastly pursuing for such a welfare scheme for journalists. It added that the Nagaland Journalists Welfare Fund (NJWF) has brought much needed security for any unforeseen eventualities in the lives of journalists. In order to bring actual benefit to fraternity members, the NPA appealed to the state government to make the scheme operational and the fund available with immediate effect.

Assam Rifles apprehend one DIMAPUR, NOVEMBER 22 (MExN): 32 Assam Rifles along with Police representative apprehended one person with ammunition, explosive material, a welding machine and accessories used for weapons manufacturing on November 21 at Rilan village during a search operation. T
he poster of an incredible journey started us on our journey. We were in Nagaland, visiting our good friend Chubatola Aier in the November of 2015. Chu was the Principal of C-Edge College showing us around a brand new college building that had emerged in the midst of the paddy fields
surrounding it - a living proof of a passion for breaking through - and a rare privilege for us! Chu stopped at a poster in the library. It showed the Amur falcons on their migratory route from south eastern Siberia and northern China to southern Africa. The longest migratory route in the world going up to 22,000 km with a three and half day non-stop flight across the Arabian Sea. The pace of her encyclopedic narrative suddenly dropped as she popped the question – Do you want to see the falcons? The falcons visit Nagaland annually for two months of roosting and they were here at this time of the year, she said. From poster to real life – that in itself was a flight of the imagination long enough for us. An opportunity to watch these birds would only extend the boundaries of the extraordinary already unfolding on the trip. Time got magically trans-
formed in the next few hours. 3:00 pm – Off on a bumpy drive through the paddy fields in an Eeco car. 4:00 pm – We reached a clearing and jumped off the car trying to speed up the encounter. Some local guards lounging about near a makeshift shelter showed us typical Naga hospitality as we joined them in the open area bound by the synergy of anticipation as we began our wait. 4:30 pm – The sky turned spotty. Little circling dots started to come closer and closer as they dissolved over the silent trees. 5:00 pm – Swirls of dark clouds came down as the dots increased in number and the dance of the falcons began as they flew from left to right in an aerial ballet of spinning circles. 5:15 pm – We watched open mouthed as the migrants descended spotting every surrounding tree as they settled in for the evening. After all they
were going to fly non-stop once the roosting season was over! 5:30 pm - We had just participated in the milestone of an epic journey and the ride home was a silent one of awe. After the visit to Nagaland, and the amazing encounter with the Amur Falcons, we returned to Hyderabad leaving a small gift for the College to do some activity of their wish. The offer came from the College, “Why not institute an Award?” We quickly took it up, and now we have the Balakhrishnan Ramanathan Award for Subject Topper in Environmental Studies. We hope that this Award shall not only be an incentive for the students, but also a small contribution to environmental awareness so that our amazing Amur falcons too might continue to find their roosting place in Nagaland. rop rotation is one of the oldest and most effective cultural control strategies. It means the planned order of specific crops planted on the same field, it also means that the succeeding crop belongs to different family than the previous crop. The rotation may vary from 2 or 3 year or longer period. The main objective is to get maximum profit from least investment without impairing the soil fertility. Soil is the base for crop plant growth and development. Successful crop husbandry depends on the choice of right crop in the right soil. In deciding sequence of crops in a rotation, soil types, fertility and its health, crop rooting habit, inputs availability and their prices, agroclimatic and socioeconomic conditions of the farmer, farmers' skill and knowledge should be taken into consideration. The Power of the Press
T
he ‘fight’ towards ensuring clean election has received a much needed psychological and moral boost with the coming together of the 7 newspaper houses in Nagaland with a strong “statement of commitment” to the call of clean elections in Nagaland. This move, which demonstrates the power of the press, is indeed laudable not just in the context of clean election but for the larger good of the society in validating ethics of responsible journalism. Over the years, during elections certain candidates are being held in ‘high esteem’ in being endorsed and proudly declared as their village or organisations candidate in the newspapers. Wherein, restrictions are imposed and no one is allowed to vote for the candidate of their choice, and against their ‘will’ one is made to vote for the candidate endorsed by the Village Council or by their organisation. The right to vote is a legal right and thereby, no individual having this right can be detained or prevented from voting. Translating this right, it also gives the voter the right to vote for a candidate freely so also the right to ‘reject’ without being conditioned or infringed on one’s freewill and the freedom of choice. Thus, open declarations and endorsements in the papers go against both the ‘will’ of the Indian Constitution so also the legal right of the people. Such declarations also come in the way of clean election campaign headed by NBCC. As such, the press fraternity has rightfully and in a manner most responsible declared the “statement of commitment” and thereby made a strong move towards safeguarding the voting rights of the people. In the struggle for clean election, the goal of achieving its desired objective can come only through a collective responsibility - a moral responsibility. NBCC alone cannot achieve the objectives of clean election. In tune with the press commitment, and to push the clean election campaign forward, the apex bodies of each Naga tribe can also come together for the cause of clean election. This will gain further momentum, if the various apex bodies can also come out with a strong communique to the Village Councils debarring them from declaring and endorsing a particular candidate in addition to tightening the principles of clean election that includes besides others, a clean electoral roll and the principle of One Person – One Vote. At a time when the ‘freedom of the press’ is being curtailed through various forms of restrictions, the press houses resolve to come together for the cause of clean election augurs well for the future of our rights, for democracy and for a just society. Hopefully, this coming together, and thereby forming a support base for each other, will see a more powerful and unified press fraternity in standing for issues that concerns the rights and welfare of the people. In issuing the joint “statement of commitment” and in reassertion of its power, the press has rekindled the trust of the people besides creating a much needed psychological niche. The lost glories of Bangalore
O
ften referred to as the Silicon Valley of India for being the hub for information technology (IT) companies in the country, the city of Bangalore (now Bengaluru), according to the arguments put forth in this book, has lost its traditional charm at the hands of modernity and enterprise. "Askew" may be a rather unconventional title for this scholarly work, but the author's attention to detail in chronicling the journey of Karnataka's capital, "from a paradise for pensioners to an El Dorado of the future", will live to tell the many unknown tales of the old city. The author's focus on those who have contributed to the city -- in ways both good and bad -- vividly narrates the stories of the planners, writers, intellectuals, actors, politicians, entrepreneurs and their children, theatre artists, the IT sector, hoteliers and even the commoners. "Looked at through the lens of a Wordsworth poem," George writes, "Bangalore in its youth began in gladness but thereof came in the end Book Review: Askew - A Short Biography of despondency and Bangalore; Author: T.J.S. George; Publisher: madness." Aleph; Pages: 116; Price: 299 After careful research and citing historical evidence, the book presents a blow-by-blow account of Bangalore's rise to modernity and, at the same time, its continued march towards losing the age-old charm associated with the city. This is not a recent phenomenon. Even in the 1980s, when George "embraced the glorious city", he often heard the earlier residents complaining of similar changes. "They would tell me how in the 1950s telephone numbers were in easy four-digit configurations, how the city bus service went to outlying areas..., and how an air ticket from Bangalore to Bombay cost Rs 285." These imageries fascinated George, but he thought it was unfair of the old-timers to imply that the "city's charm" was gone. In his Bangalore, "the traffic was civilized, the parks were green and the trees full of birds". Not surprisingly, by 2015 it was George's turn to grieve over the lost glories of Bangalore. "In all probability," George writes, "what bothered me were non-issues to Bangalore's new citizens just as what bothered folks in the 1950s and 1960s were non-issues for me in the 1980s." The most significant argument that George makes is that even though Bangalore had etched a narrative of growth throughout history, the speed at which IT altered its sociology and economy made the city "unbearable". "The old agreeable Bangalore was now replaced by an aggressive Bangalore where no one had time for his neighbours. Everyone was chasing success as measured by a new consumerist value system," asserts George, while also narrating the horrors caused to the city's ecology. Why did modernity and enterprise make Bangalore unbearable? "The answer is that Bangalore's elected leaders, administrators and builders disobeyed Kempe Gowda's mother." Kempe Gowda, the fabled founder of Bangalore, was given two instructions by his mother in the 1530s before setting out to build his dream capital: "Keregalam kattu, marangalam nedu (Build lakes, plant trees)". Gowda created a hundred lakes and lined the pathways with wide, leafy trees. Fast-forward to modern times. George, with visible sarcasm, regrets that politicians and land dealers of today were born to "different kinds of mothers" as, in just about three decades, 2,000 hectares of lakes were filled up and, in the late 2000s alone,

The deadly business of grassroots climate activism A recent report found that 2015 was the deadliest year on record for environmental activists, raising concerns for those who continue to fight on the frontline

t’s 2015, and Honduran campaigner Berta Cáceres has just won the Goldman Environmental Prize for grassroots environmentalism in South and Central America. The crowd claps as she walks up to the podium in her silver-sequined dress, a slight smile on her face. Then the room goes quiet, and Berta adopts a much more serious tone. She speaks of her people, the Lenca, and their constant battle to protect their land. She speaks of how the world must break free from the grasp of ‘rapacious capitalism, racism and patriarchy’ that will ultimately lead to its self-destruction. She speaks of how her people’s sacrifice is not just for them, but for the world and everyone in it. She ends by dedicating the award to the martyrs who have given their lives in the struggle to defend our natural resources. Less than a year later, armed men would break into her house in the middle of the night and murder her in cold blood, making her the latest to die for her cause. She was 44. Climate activism has always been risky. Not only are there hazards that come from protesting at large, industrial sites, there is also the danger that comes from conflict with people whose interests lie with extractivist transnational companies. Ultimately, those who make a stand put themselves in harm’s way one way or another. In fact, there’s evidence to suggest that climate activism is now more dangerous than ever. In June, a report by Global Witness revealed that 2015 was the deadliest year for environmental activists. It had recorded a total of 186 killings across 16 different countries, an increase of 59 per cent from the previous year. Global Witness also believes this number should actually be much higher, as a lack of reliable data meant that they weren’t able to record all fatal incidents.

I sincerely hope it will be enough, because it has to be. Otherwise we’re fucked.’ Worth the rISk The battle for a cleaner, greener world is being fought on many fronts. It is being fought in countries that are both rich and poor, hot and cold, large and small. Some fight because they have to, others because they believe they have to. Although some face more severe dangers than others, they all agree that it is worth it for the sake of their cause. Midway through her speech, Berta Cáceres pauses and looks directly at the camera. ‘Let us wake up!’ she urges. ‘Let us wake up, humankind! We’re out of time.’ It takes a few seconds before the room is quiet enough for Berta to continue. This is the message that resonates the most. Berta Cáceres is survived by four children, all of whom continue to fight in her name.
SDGs: Making the Universal Agenda Truly Universal Paloma Durán

ne of the key features of the 2030 Agenda which the United Nations and member states identified in the lead up to the SDG agreement was the principle of universality. After managing to get the pivotal agreement on the global framework for the new Sustainable Development Goals (SDGs) agreed upon last year, it is now critical to continue this momentum and understand the opportunities and challenges it creates for the private sector as partners in sustainable development efforts. Building on our interest to tip the scales and generate greater private sector engagement, the UN Sustainable Development Goals Fund (SDG Fund) in collaboration with its Private Sector Advisory Group and the Global Compact examined these questions through a new report, Universality and the SDGs: A Business Perspective. The report, launched last week highlights varied perspectives from both large and small companies working to understand the commonality of the new development agenda. Universality in this context is defined by the UN as “applicable to all countries, while taking into account different national realities, capacities and levels of development that respect national policies and principles.” Thus
the notion of Universality also envisions that everyone has a role to play in development and poverty alleviation efforts framing the development agenda. The business community has, and continues to be deemed an important partner for us, serving as a critical economic engine and multiplier to catalyze economic and social development programs in our 23 joint programs around the world. The task at hand is to now reinforce this commitment and ensure that companies of all sizes and sectors are properly aware of the new SDGs. To this end, the outcomes of the report were based on a year-long series of workshops and dialogues and reflected input from over 100 firms across a variety of regions and industry sectors. These findings stemming from countless interviews and in-depth questions were not unexpected and mainly in-line with our experience at the SDG Fund. We found that companies were keen to address the new set of goals which they viewed as critical to their core business activities, but many firms still struggled to fully understand the depth of the goals. The report also mirrored some of our unique experience working with the private sector. For example, while many firms are already working in areas linked to the SDGs, this work is not
always associated with the same “UN” or development language. In fact, many companies articulate the “global goals” using other mechanisms, including using other metrics or reporting based on environmental, social and corporate governance (ESG) indicators or other industry standards. The new report offers some other useful findings. First, companies both small and large are increasingly aware of the concept of the SDGs, but many firms did not fully grasp the intricacies of the SDGs in context of their work or internal operations. In addition, although many companies find a clear and added value to framing sustainability initiatives through the SDGs which provide a unified set of globally accepted principles–many companies are still accustomed to working within the confines of their philanthropic and CSR programs. Despite a strong willingness to embrace the SDGs, many companies are exploring how to best integrate the SDGs into their work. But perhaps the most compelling case for the SDG Fund’s continued efforts to engage companies in a “co-design, co-invest and co-implement policy” is that the private sector remains eager to work on global challenges. Companies continue to express their

desire to be brought into the process to build innovative and robust multi-stakeholder partnerships at the local level and very often with UN partners. Undoubtedly, with the one-year anniversary of the 2030 agenda approaching in January, this new report reminds us that the UN can and should play a more active role in educating and informing companies on the “universal” dimensions of the SDGs. It is also important to continue to translate the new agenda into language and simplified reporting metrics that are palatable for businesses of all sizes – all of which means greater education on how companies can integrate the SDGs in their value chains, disseminate accessible resources and tools to promote learning, and support implementation and alignment across sectors. In the end, the universality principle embedded in the SDGs provides a clear invitation for action and alignment to advance the new development agenda. We hope to continue to raise public awareness and foster the much needed dialogue and advocacy required to encourage business to support the SDGs. In addition, our report highlights additional information on the ongoing work of the SDG Fund, including Private Sector Advisory Group case studies that continue to build the case for greater engagement in development, especially across sectors and with welcome actors like the private sector.

Teachers who have never undergone these types of training, no matter how sophisticated or inspirational he/ she may be or how marvellous or brilliant he/ she may have been, I could say, there is lacking, incomplete in them somewhere deep down, the knowledge of something significant based on their (teacher) educational life. Significantly, we must all be aware that
for the student to excel with outstanding performance, the teacher should be proficient enough and for the teacher to be sophisticated and proficient it's only possible if he/she underwent refresher training. Every teacher once was a student. They had the same beliefs of what every student of today had in their minds. We tend to possess only degrees and not the knowledge of the subject which would be useful in our days to come. In fact, we pledge high scorer students in academic as the most venerable or say, the respected citizen in our society. All these beliefs would not have occurred in our people's mind and there might be existing somewhere the super 1st class quality education in our state if every teacher, from primary to college teachers, underwent a refresher training. Lastly but not the least, let us all join our hands together and have a sense of moral rectitude and encourage the teachers to have refresher trainings, regarding the enhancing of quality education for the smooth running and effective functioning of the institutions and moreover, for the benefit of every students. n pursuance of a Ministry of Human Resource Development notification, the fifth Joint Entrance Examination (Main) in 2017 will be conducted on April 2, 2017 (Sunday) by the JEE Apex Board for admission to Undergraduate Engineering Programmes in NITs, IITs and other Centrally Funded Technical Institutions. However, this time Aadhar card details have been made
compulsory for aspirants who wish to appear for the exam. According to the notification issued on November 10, 2016, all candidates who are Indian citizens should possess an Aadhaar card issued by UIDAI with their correct details. At the time of filling the application form for JEE (Main) 2017, the candidates will have to enter their Aadhaar number, name, date of birth and gen-
der, which will be validated with UIDAI’s data. In case, these particulars do not match, the candidate will not be able to fill the application form of JEE (Main) 2017. Therefore, the candidates are advised to ensure that their Aadhaar card has correct details of their name, date of birth and gender as per school records. If there is some mismatch in these details, the candidates
should immediately get it corrected in Aadhaar data or school records, as the case may be. Aspiring candidates have to apply online only through the JEE (Main) website www.jeemain.nic. in. everal discourses have been carried out on the problems of youth confronting our society today. Informal discussions on this issue has become common with parents at homes and other places of gathering. Yet, solutions seem to be elusive. Increasingly, we are witnessing violent and restlessness, degrading moral values, rise in mental illness, and disturbing fashions and trends. To top it all, much like Trishanku, our youth appears to be suffering from incurable dilemmas, which keeps oscillating at the crossroads of modernity and tradition. There’s no denial that over the years there has developed a segregation between the two types of youth in our society. This calls for initiating necessary measures at the earliest before the gap becomes too prominent for change. I had the chance to get some insightful and personal stories of teenagers at a prayer institute. One in particular, a twisted story of a boy, got me thinking: we were never born wicked; it is the situation and certain kinds of treatment that branded us as evil and changed the direction of who we want to become. This boy’s mother had left him when he was very young. After 18 long years, he reunited with his mother. But his mother would introduce him to her neighbours as her cousin. One day he decided to kill her for all the pains she caused him, and for being ashamed of claiming him as her own son. With this single purpose of ending her mother’s life, he joined a satanic

Another story of a 15 year old girl: her parents sent her to a boarding school from Class I, though they lived in the same town. She hated it and felt unwanted. She wasn’t able to comprehend why she couldn’t live with her parents. In order to get their attention she tried all sorts of repulsive things, but in vain. She never could get what she wanted - the attention and love of her parents. However, if you ask her about her dreams, her face would immediately light up. She has so much passion for fashion and modelling. I wonder, will she ever get the support of her parents to pursue her dream? One more: a young boy once told me that he has no aim in life, and there’s no point in having one because he’s not bright enough to crack competitive exams, and there is no hope in becoming an entrepreneur either as his parents are not rich enough to help him start his venture. I was confronted with a predicament for which I had no wisdom to offer. The ambiguous attitude of our youth towards government jobs being the only respectable and secure occupation is sadly too common. As far as entrepreneurship is concerned, many wrongly believe that only individuals from wellto-do families can become successful.
We get so caught up with reports of corruption and other issues of our State that we neglect these issues that require our immediate attention. Our youth are highly misinformed about life. One of the major contributors to these issues, I believe, is a lack of inspiring role models. We haven’t had a great leader that we could look up to in a very long time. If you ask the youngsters today who Dr Talimeran Ao is, don’t be flabbergasted by their response because they have no idea about the history of this great Naga footballer! The story of how Dr T. Ao led the Indian Football Team in London without football boots on his feet, or the story of how our brave Naga leaders walked for days secretly and managed to reach Guwahati to listen to Mahatma Gandhi remain unknown to the new generation. There are many inspiring stories like these, but sadly we are forgetting them all. In Assam, an outdoor stadium at Koliabor (near Nagaon), and an indoor stadium at Cotton College in Guwahati has been named after Dr Talimeran Ao, but nothing befitting his legacy has been done in Nagaland. Why have we stopped glorifying all these great Naga people? Our youngsters should be aware of these sublime stories, feel proud, and be inspired. Being brave; standing up for what we believe in, even if it means sacrificing our lives and helping out one another in the community, is an integral part of our roots. These good-old-days’ tradition should be passed on from gen-
eration to generation as we progress towards modernity. On the brighter side we do have so many extraordinarily talented and brilliant young people who need proper guidance to unleash their full potential. I am optimistic that if we come together as parents, educators, and citizens, encourage our youth to look beyond government jobs, give them enough attention and let them understand the value of family and friendship, adorn them with moral values, quality education, and equip them with life skills and a sense of patriotism, then, like a comet through flames we will seize the future triumphantly. Is this visionary dream of another Naga woman going to the guillotine, to be mocked and then killed by her pessimist readers? Even though we are not too fortunate to have a glorious past due to our struggle for identity and freedom, we can still write our stories of victory. The past does not write our future, we do! If we filter out the best of traditions and modernity, nothing can stop our youth from going far in life. The question is this - is our society listening to our stories ... the stories of our dreams? Yet another day of washout in Parliament New DelhI, November 22 (PtI): Parliament today saw yet another day of washout with an aggressive opposition raking up a fresh demand for Rs 10 lakh compensation to the kin of each of those who died due to problems post demonetisation besides pressing for presence of Prime Minister Narendra Modi during the debate on the issue. Neither the Rajya Sabha nor the Lok Sabha could transact any business due to continuous uproar and pandemonium, leading to their premature adjournment. This was the fourth straight working day of Parliament to be wasted. In the Lok Sabha, the opposition, which was joined by AIADMK in targeting the government, continued to press for a debate under a rule which entails voting even as the ruling side vehemently resisted it. Amid noisy Opposition protests, Parliamentary Affairs Minister Ananth Kumar maintained that the government was willing to debate every aspect of the issue. Congress leader Mallikarjun Kharge and Trinamool Congress' Sudip Bandhopadhyay said they wanted a debate but demanded the Prime Minister's presence. Due to the uproar, the House was adjourned for the day, just after noon. In the Rajya Sabha, Opposition parties unitedly stalled proceedings by maintaining that debate on demonetisation cannot be resumed until the Prime Minister is present in the House. They also raked up a fresh demand that compensation of Rs 10
lakh should be paid to the kin of each of the "70 people" who died due to problems after notes of Rs 500 and Rs 1000 were scrapped. The rare show of unity in opposition camp saw Congress and TMC coordinating and arch rivals of poll-bound Uttar Pradesh SP and BSP jointly shouting slogans. The treasury benches countered them by shouting demands for resumption of the debate on the issue. The House was repeatedly adjourned before the final one at minutes past 3 PM. No sooner were the listed papers laid on the table at the start of the day's proceedings, Sharad Yadav (JD-U) said the government should pay a compensation of Rs 10 lakh to kin of the 70 people who lost their lives due to hardships caused by withdrawal of 500 and 1000 rupee notes. Naresh Agarwal (SP) and Mayawati (BSP) said Modi should be called before starting discussion on the demonetisation. "He should come and listen to the pain people have faced because of his decision," Mayawati said. Leader of the Opposition Ghulam Nabi Azad (Cong) said the opposition is ready for discussion on the issue but Prime Minister should come to the House first. As he spoke, members of the BJP moved into the aisles raising slogans. At this point, TMC members carrying placards of "Financial Emergency" trooped into the Well, with Congress members following suit.
In emotional speech, Modi defends currency spike New DelhI, November 22 (IaNS): In an emotional speech to parliament members from his ruling BJP, Prime Minister Narendra Modi on Tuesday vehemently defended the demonetisation move, saying it was done for the benefit of the people. Addressing the BJP Parliamentary Party meeting here, Modi urged the members to counter what he called was "misinformation" being spread by the opposition parties on the demonetisation of Rs 500
and Rs 1,000 currency notes. "We came to power for the poor, not for our own sake," the Prime Minister said in his speech, according to Parliamentary Affairs Minister Ananth Kumar. "The poor, the lower middle class and middle class have been suffering since the last 70 years due to corruption and black money." "This decision is in favour of the people and against black money, corruption and counterfeit currency. Our target is fight a long battle against all these," said Modi, according to Ananth Kumar. According to sources, the Prime Minister said that demonetisation decision is just a "beginning of government's crusade against
black money and corruption", and such type of actions will be continued. Sources also said that Prime Minister asked party leaders not to use the word "surgical strike" for demonetisation. "Don't call it a surgical strike. Only a soldier can do that," a source quoted Modi as saying at the meeting. Incidentally, BJP President Amit Shah, in his first reaction after demonetisation scheme was announced, had dubbed the move as surgical strike on black money and corruption. The BJP Parliamentary Party also passed a resolution backing the government's decision to spike the high value currencies. The resolution was moved by Home Minister Rajnath Singh.
Modi in line of fire as united opposition steps up attack New DelhI, November 22 (IaNS): A united opposition on Tuesday stepped up its attack on the government, especially Prime Minister Narendra Modi, over demonetisation of high value currency. Delhi's ruling Aam Aadmi Party (AAP) took to the streets, while 10 political parties braced for a protest inside Parliament House on Wednesday. Congress Vice President Rahul Gandhi, in a dig at Prime Minister Modi, questioned his alleged absence from both Houses of Parliament, which has been unable to function due to chaos over the demonetisation of 500 and 1,000 rupee notes. "The Prime Minister can speak on TV, can
speak at a pop concert, but why not in the Parliament," asked Gandhi referring to Modi's Saturday address at a Coldplay concert. The Congress has announced a protest with 10 other opposition parties, including the Samajwadi Party, the Bahujan Samaj Party, Nationalist Congress Party, the Left parties, the Janata Dal-United, on Wednesday near Mahatma Gandhi's statue in Parliament. West Bengal Chief Minister Mamata Banerjee, who has been at the forefront of the protests against demonetisation, will lead a protest at the Jantar Mantar in New Delhi on Wednesday. Hundreds of Aam Aadmi Party took to the streets to protest the demonetisa-
tion move. More than 50 AAP leaders, including Delhi's Deputy Chief Minister Manish Sisodia, were detained - and then freed - after leading a protest, from near Jantar Mantar monument towards Parliament. Several AAP members of the Delhi assembly also joined the noisy protest, carrying placards demanding the reversal of the November 8 demonetisation of high value currency that has led to a cash chaos. Meanwhile, Shiv Sena, which had joined the protest march led by Trinamool Congress earlier, took a complete U-turn in their stance on demonetisation. A delegation of Shiv Sena MPs met Prime Minister Narendra Modi and lauded the move as
"a bold and historic decision" and assured their full support. The Communist Party of India Marxist (CPI-M) on Tuesday blamed Prime Minister Modi for continued disruptions in Parliament over demonetisation, and claimed that Modi's continued avoiding both Houses was a "contempt" of Parliament. "If the discussion is on one of Prime Minister's announcements, he should be there to listen to the debate...It is incumbent upon Prime Minister to come to both Houses on day one itself. But he is still not doing so," CPIM General Secretary and Rajya Sabha MP Sitaram Yechury said in a press conference here.

Sick of stinky loos, Bill Gates funds odour-blocking perfumes for India waShINgtoN, November 22 (PtI): Sick of stinky toilets, Microsoft founder Bill Gates has funded the development of an odour-blocking perfume that smells like poop as part of an ambitious effort to develop stinkfree toilets and improve poor sanitation across India and Africa. The billionaire philanthropist's 'The Bill and Melinda Gates Foundation' partnered with a Swiss-based perfume company 'Firmenich' to create a poop smell blocker with the hope to make smelly toilets a thing of past and make a difference in communities with poor sanitation. Noting the world’s sanitation challenge,
he said 1 billion people had no access to toilets and defecate in the open, 61-year-old Gates said 3 billion have toilets but their waste is dumped untreated, seeping into water and food supplies, leading to many diseases and slow economic growth. "Beyond the tremendous human suffering, it's a problem that slows economic development. In India alone, poor sanitation costs nearly $55 billion each year— more than 6% of GDP," Gates wrote on his Gates Notes blog. "Millions of new toilets are being built around the world to help end open defecation, including in India where a massive
new toilet construction program is currently underway. This is great news. "Unfortunately, many of these new toilets, especially the pit latrines, don't get used because they smell bad and people continue to relieve themselves in the open. This is a worrying trend that threatens to undermine the progress that's been achieved in global sanitation," he said. While pleasant fragrances are often used to cover tough odours, Firmenich decided to try a different and "more sophisticated approach" to get rid of the toilet stink. It managed to isolate the four chemical compounds that are re-
sponsible for the terrible smell in toilets, and recreated the odour using synthetic compounds. It used the "poop perfume" to develop fragrances that block certain olfactory receptors in our noses, making us unable to register these bad smells. The approach is similar to noise-cancelling headphones which many people use to block out jet engine noise on flights, Gates wrote. "I had an opportunity to experience the odour-blocking fragrances in action. I was invited to push my nose into a glass sniffing tube and breathe in a mixture of the poop perfume. It smelled pretty good. There was no evi-
dence of repulsive odour I had experienced earlier," he said. "The question now is whether this technology is good enough to make a difference in communities with poor sanitation. That's why Firmenich is launching pilot projects in communities across India and Africa to understand whether the fragrances will make toilets and pit latrines more inviting for users," Gates said. He said the company also needed to determine if it is better to distribute the fragrance as a spray, a powder, or something else. "The ultimate goal is to make the product affordable and easyto-use," he said.
New DelhI, November 22 (PtI): Defamation proceedings cannot be used as an instrument by the mighty to scuttle citizens' freedom of speech and right to access justice, a Delhi court has said. The observation was made by the court as it dismissed a defamation suit filed by Frankfinn Aviation Services Pvt Ltd against a student for allegedly defaming the institute. "Defamation proceedings cannot become instruments of the mighty to browbeat the citizens and scuttle their freedom of free speech and right of access to legal remedies and redressal of their grievances," Additional District Judge Kamini Lau said. The court said the institute was not entitled to a relief of Rs 3.01 lakh damages, perpetual injunction by restraining the student and his father from allegedly defaming it and mandatory injunction directing them to apologise it. It passed the verdict in a suit filed by the institute against Pune resident Haresh Bhatia whose son, a student of Frankfinn Institute of Air Hostess Training had filed a cheating case against it in Pune. It said that the argument of the Bhatia's counsel that the attempt of the "mighty" institution in filing numerous litigations in Delhi was only to harass him by booking him in multiple cases to compel him for a compromise. Otherwise there was no point of filing defamation suit in Delhi. This "cannot be brushed aside as such a possibility cannot be ruled out". The institute alleged that Bhatia's purpose was to spoil its reputation in public and before courts and he had purportedly defamed the organisation in the presence of its officials in a court premise in 2014 by making derogatory remarks. Bhatia, in his reply, said his son Rahul had taken admission in Level 5 BTEC Higher National Certificate (HNC) in Aviation Hospitality and Travel Management course at the institute and was issued a completion certificate in May 2008. In February 2009 Exdecel Ltd, UK, also issued its certificate but the one issued by Frankfinn was "bogus and fake and the course mentioned in the certificate was not even authorised by any educational institute of India" after which he filed a cheating case against it, Bhatia had said.

Gujarat: Man ends life over fund shortage ahead of daughter’s wedding rajKot, November 22 (PtI): Distressed over shortage of funds for his daughter’s marriage, a 45-year-old Dalit man allegedly committed suicide by hanging himself at his residence in Rajkot early Tuesday morning, police said. Tribhovan Sumesara’s body was found hanging from a ceiling fan at his residence in Khodiyarnagar area near Aji Gujarat Industrial Development Corporation (GIDC). “Sumesara’s son Ajay found his father’s body hanging from the ceiling fan early this morning and called up ‘108’ ambulance. However, the medical staff declared him dead,” Sub-Inspector SB Solanki said. His relatives informed the police that Sumesara used to work as a casual labourer in the past. However, after suffering two heart attacks, he gave up workdrawals, couples are finding it tedious to be united in wedlock. But for couples whose marriage is knocking at the door, the new relaxation is of little help. drawal for weddings itself comes with several tough caveats. The amount, allowed to be withdrawn till December 30, will have to be out of the balances at credit "as of close of business on November 8, 2016". The withdrawal can be made by either of the parents or the person getting married -- only one of them. The withdrawal request has to be accompanied by evidence of the wedding (invitation card) and copies of receipts for advance payments already made -such as marriage hall booking and advance payments to caterers. There should also be a list of people to whom the money will be paid -- along with a declaration that they do not have bank accounts. Clearly, the conditions are quite tough for the Rs 2.5 lakh withdrawal. In rural India, where people have lesser access to plastic money like ewallets or online payment, the situation is even more
grave. For the families celebrating weddings, the joyous mood has turned into anxiety as they have to make advance payments to caterers and florists in cash. "My bank is far off and the ATM at my village is out of cash. Having paid the decorators and caterers in advance, I don't have money to book the car for the groom. I have come to the bank branch in Kolkata to get the money," said Shamyal Pandit from Bongaon. Even wedding planners and shopkeepers are feeling the impact on their businesses amid the nationwide dearth of cash. In many cases, previously lavish arrangements are being scaled down, while some are even getting offers of extra payments if they accept old notes. "Clients are also telling us to cut down on the scale of events if we do not accept old Rs 500 and Rs 1,000 notes," Subhadeep Banerjee, a Kolkata-based wedding planner, said.

bEIJING, NOvEmbER 22 (REuTERS): China is giving shelter to more than 3,000 people who have fled Myanmar after fighting between the government and rebels, and stray shells have fallen inside China causing minor damage but no deaths, the government and state media said on Tuesday. Four ethnic armed groups have attacked security forces in the north of Myanmar, dealing a major blow to leader Aung San Suu Kyi’s top goal of reaching peace with ethnic minorities. China, which has been alarmed by previous fighting along the porous border, has put its armed forces on high alert and called for all sides to exercise restraint. Fifty-three years (since 1963) of the state’s existence is reasonably long enough a period for serious appraisal. Let me outline some areas to answer the headline. Political: Contrary to the belief of many people, that statehood was just an interim solution; the 16-PA document was the living proof that statehood was intended, not as the means but the end in itself. This was evident from the speech of Dr. Imkongliba Ao, President NPC. He had his speech broadcast through All India Radio, AIR Kohima Station on inauguration day of Interim Body in February 1961. (Quote) “The Nagaland political problem had ended and therefore there is no reason for you to remain underground. Come out from underground and participate in the new establishment” (unquote). Since the first state general election in 1964, all political parties continue to proclaim solution to Naga political problem as their number one election manifesto. Yet, after the elections, no political party had the political will and courage to fulfill their promises. The GoI and the Government of Nagaland miserably failed to end what they called Naga political problem. Administrative (Violations and incomplete implementation of the clauses of 16-PA) Article 2 of 16-PA was violated when Nagaland state was shifted from Ministry of External Affairs (MEA) to Ministry of Home Affairs (MHA) in 1972. The transfer from MEA to MHA could not have been possible without a Cabinet nod of Nagaland State Assembly. NLA of that house betrayed the Nagas. Article 11, concerning special funding pattern was withdrawn by the GoI in 1989 on the ground of having adopted the normative approach in funding. The GoI betrayed her political commitment. The state’s boundaries remain inconclusive and pending in the Supreme Court of India. Article 12, concerning Consolidation (Re-transfer) of (Reserved) Forest Areas and Article 13, concerning Consolidation (integration) of Contiguous Naga areas had direct bearings on State’s boundaries with neighboring states, especially Assam. Article 13 of 16-PA still remain a dream despite five resolutions of Nagaland Legislative Assembly (NLA) passed in December 1964, August 1970, September 1994, December 2003 and July 2015. Nagaland, being a political state born out of political agreement, territorial definition at ground was unclear from day one. Had these two articles being conclusively integral to the creation of the state, the state’s boundaries too would be conclusive. The boundary dispute was the creation of the GoI, which otherwise was traditionally indisputable. There is no sign that the inter-state boundaries will conclude anytime. Meanwhile, the State exists without clear-cut territorial demarcation at ground. It has led to border clashes and wars wherein, lives were lost. It is a clear proof that the sovereignty of Nagaland remained unchanged by statehood. Article 3 (iii) of 16-PA concerning special powers/responsibilities of the Governor on
law and order continue to remain in force until date, implying that normalcy has not returned to the State. This is evident from the extension of Disturbed Area Act, 1955 in entire state of Nagaland year after years and continuation of the draconian law, Armed Forces (Special) Powers Act, 1958, still operational in Nagaland. The governments (GoI and GoN) with all the civil administrative machineries and armed forces are unable to restore normalcy. This is a complete failure on law and order front. Article 16 of 16-PA concerning Inner line regulation was a complete failure. Despite continuation of (Protected Area Act, 1958) Bengal Eastern Frontier Regulation, 1873 for ‘Inner line Regulation’, unabated illegal infiltration into the State from Bangladesh and Assam continues, seriously disturbing the demography of the State. The immigrants have controlled 80-90% of the State’s market economy. Article 371A of India’s constitution was the culmination of 16-PA. The sanctity of Article 371A (iv) was put to acid test when the Ministry of Petroleum and MHA claimed that this clause falls under the Union list in which, the NLA has no power to frame its own regulation for exploration of oil and natural gas. In Nagaland, the land and its resources (both on the surface and below) belong to the people. No nationalization of private lands exists in Nagaland. The State government has no liberty, except with the prior consent of the landowners, to explore the resources. The legislative power of NLA is thus, limited to regulation and safeguarding (and not exploit) the people’s rights. The contention of Petroleum ministry and MHA are direct challenge to inherent Naga right because land and people are inseparable. Man exists on land and its resources. Therefore, if the NLA fails to protect the sanctity of this clause, the preceding clauses (i), (ii) and (iii) of Article 371A will have no meaning. The tussle between the central ministries and the state government is like two brothers fighting for inheritance right of a property while the father is still alive.
Economic: ‘No peace, no development’ has been Nagaland’s development motto. There is severe development deficit. Nagaland state is probably the only state in India with weakest infrastructure. Nagaland is still 90% dependent on centre as proved by 90:10 funding pattern for all CSS. The sorry state of our roads, hospitals and school buildings bear witness to Nagaland’s shameful face. Connectivity services (Air, surface and telecommunications) are among the poorest in the country. The cumulative deficit of the State’s budget has reached alarming level, crossing even the total plan outlay of the current financial year. Gross fiscal indiscipline has ruined the financial health of the state. Except the negligible sources of revenue generated from services provided, he State has no revenue source from industrial production. In over half a century’s span, the State could not establish a Medical College, Engineering College, Law College, Management Institutes, etc. Water supply problem is chronically perennial in all towns of the State. The State is entirely dependent on other States for power supply. No power-driven industrial activity is viable in Nagaland. Agriculture contributes major share in State’s GDP but most of our farmers still till their soil using traditional
methods and implements. High BPL population of the state proved that our agricultural produce have not achieved even subsistence level, leave alone self-sufficiency and surplus. There is complete contrast between BPL population and per capita income of the state. Law and order has never been conducive for trade and commerce. The economy of the people is crippled by multiple taxations. Anti-social syndicates control the markets. The unfavorable environment has led to unprecedented brain drain, as most talented youths prefer to work outside the State in private sectors. Unemployment problem: With over 120,000 employees for a population of 190,000, the state has the highest number of government employees in the country in population ratio. Government employees’ salaries eat up over 70% of the State’s annual budget leaving meager 2030% for development activities. Employment in private sectors is almost nil as no private firms of size and repute exist in Nagaland. The State has registered over 70,000 educated unemployed. The gross figure of unemployment inclusive of those unregistered is over 100,000. The State has miserably failed to generate employment avenues other than the white-collar job. There is over saturation in government employment. This has given rise to abuse of power giving rise to favoritism and nepotism in employment. Transferpostings are at the whims and fancy of politicians in power. There is complete failure in manpower management in the public and semi-public sectors.

IPC informs Russia of reinstatement criteria for Paralympics
MOScOW, NOVEMBER 22 (IANS): The International Paralympic Committee (IPC) has informed Russia of its reinstatement criteria, according to a statement on its website. The IPC said on Monday the Russian Paralympic Committee (RPC) must meet the norms in order to have its membership suspension lifted, reports Sputnik. "In order to assist the RPC in bringing about the significant changes needed, the IPC (in coordination with WADA and others) has now produced these reinstatement criteria, identifying the core, high-level re-
quirements that the RPC must meet in order to be reinstated as a member of the IPC," the statement said. One of the key IPC demands toward Russia is that "the RPC will not appoint any Russian government official to its governing board, executive committee, or in any other role." The IPC on August 7 suspended the RPC membership due to its inability to fulfil its membership responsibilities and obligations, in particular its obligation to comply with the IPC Anti-Doping Code and the World Anti-Doping Code.
Cyprus approves tough UEFA rules to combat match-fixing
NIcOSIA, NOVEMBER 22 (IANS): Cyprus Football Association (CFA) has approved new tough rules to fight game fixing after Union of European Football Associations (UEFA) claimed that it detected unusually high betting activity on several Cypriot first and second division games. A statement issued after a meeting of CFA's board on Monday night said it accepted rules submitted by UEFA, the governing body of European football. UEFA's Cypriot Vice-President Marios Lefkaritis told the state radio that 23 or 24 matches during the current season and the previous one underwent scrutiny and were suspected to have been fixed, reports Xinhua. UEFA sent so-called "red files" to CFA on the games asking for measures to be taken against teams or footballers suspected of being involved in the fixing. Lefkaritis said that UEFA has detected that the betting is done mainly in Far East countries where rings are betting large sums on Cypriot games, creating strong suspicion
Corruption: It has reached stupendous height. This Christian state has earned the dubious distinction of being the most corrupt state in India. It has affected the entire social strata in which, not even the church was spared. Corruption in Nagaland is the direct by-product of corrupt elections. Election in Nagaland is one of the most expensive in India. But for want of space, the list can go on. Nagaland State is in dire straits. Yet, our parliamentarians have no time to sit for more than 15-30 minutes in each session of assembly. The existence of Nagaland state has become a great joke.

Conclusion: Statehood experiment has failed. It has not delivered the intended purpose. The time has come for Nagas for serious appraisal. The need to review statehood in its entirety has become imperative. Nagas need serious parliamentarians who will have the honesty and courage to speak on the sovereign right of Nagaland on the floor of NLA. Nagaland’s parliamentarians have a great deal of lesson to learn from the parliamentarians of Baltic States of Estonia, Latvia and Lithuania who had the courage to declare their independence on the floor of parliaments in early 1990s. Their lone rallying point was that, they were independent prior to Soviet annexation in WWII. Nagas too have our own history of independence that preceded India’s independence. Naga nationalists blamed statehood as the greatest impediment to sovereign Nagaland. Needless to say the only role the State parliamentarians can play to end Naga political problem is for them to shun the failed experiment of statehood.
The Second Intercession 15 November 2016: The submission by the Nagaland Tribe Council on 15 Nov. 2016 to the Chairman Union Law Commission of India to exclude Nagaland from Uniform Civil Code (refer to The Morung Express 16 Nov. 2016); as per the resolution of 15 NGOs Nagaland; thanks to Dimapur Bar Association for organising the 15 NGOs meeting on 5 November, 2016. This submission given to the Chairman of Law Commission is at the premonition of getting close to the incoming and undefined Uniform Civil Code (UCC) is to keep Nagaland the 16th state of the Article 371A intake solidly in its original form at whatever the eventualities when the UCC is in full operation throughout the country. It is the correct institution that Nagaland will come thrashing under the UCC when it executes it defined constitutional power. The Article 371A that laid down in the constitution is the implementation to the acceptance reality of the uniqueness of Nagaland; the wholly tribal people where there

GUWAHATI, NOVEMBER 22 (AGENCIES): Riding on a free-kick goal by Romaric (82’), NorthEast United ended their winless run of six games to pick three crucial points as they did the double over FC Pune City in the third edition of the Indian Super League (ISL). The win takes the home team into the sixth position, level on points with Chennaiyin FC but with a better goal difference, while Pune continue to occupy the fourth slot. Seven medallists from 2012 Olympics disqualified for doping LAUSANNE, NOVEMBER 22 (IANS): The International Olympic Committee (IOC) has retroactively annulled the results of 12 athletes, including seven medallists of the London 2012 Olympics after they tested positive in new doping tests. The tests were performed on stored samples that were re-analysed as part of the IOC's efforts to protect clean athletes in its fight against doping out-
lined in the Olympic Agenda 2020 roadmap, reports Efe. One of the high-profile athletes who was stripped of a gold medal was Russian runner Yulia Zaripova, who won the women's 3,000-metre steeplechase. Zaripova had already been sanctioned by the International Association of Athletics Federations (IAAF), which expunged her from the official records for the period between July 2011 and July 2013. Of the
12 athletes disqualified from London 2012, four were from Russia, two were from Ukraine and two were from Moldova. The remaining four represented Belarus, Armenia, Georgia and Kazakhstan.
