Along with the commemoration, Mission Effloresce and 1st Generation Women Entrepreneurs was also launched as a mark of commitment to provide platform for women entrepreneurs to foster their dynamism. The number of Dengue cases has risen to 116. This was out of 657 suspected blood samples tested at the Sentinel Surveillance Site Lab, District Hospital, Dimapur since the beginning of October till November 22. It also includes two positive cases from Mokokchung, which originated from Dimapur. Dr Moa Jamir, Dimapur District Programme Officer, NVBDCP, informed on November 25 that 10 new positive cases were detected on November 22 out of 83 suspected blood samples tested. As new cases continue to be detected, he however maintained that Dengue cases are seeing a declining trend. The decline in incidence on the other hand has been attributed more to natural factors than professional intervention. The unexpected chilly weather condition that Dimapur experienced as November entered the second week likely played a vital role in controlling Dengue-carrying mosquitoes. Medical professionals in Dimapur quoting entomological research stated that mosquito outbreak decline during the winter.

An estimated Rs 10 crore in demonetised currency is suspected to have been funnelled into Nagaland since the demonetisation declaration was made by the Prime Minister on November 8. Official sources speaking on condition of anonymity disclosed that the cash stash was transported via air on two occasions. Contrary to reports in various media outlets citing that as many as 4 chartered planes had landed in Dimapur during the period, the sources quoting flight schedule stated that two chartered planes arrived at the Dimapur airport post-November 8. As per the sources, the first such plane landed on November 13 to depart the next day on November 14. An approximate Rs 5-6 crore was suspected to have been transported on the date, which was dispersed to various accounts. Income Tax investigators were reported to have tracked down the money and its points of origin, the sources said, and added that it is also connected to Naga businessman, Anato Zhimomi. The stash of Rs 3.5 crore was transported on the

second trip on November 22, which was subsequently recovered by the IT in Dimapur on November 24. While it was initially reported that an account belonging to Zhimomi was “frozen”, it has now emerged that another account was also frozen with the source stating the 2 accounts put together totalled over Rs 4 crore. As regards Amarjeet Kumar Singh, he was suspected to have been more of a “courier” than the actual owner of the money. It is suspected that cash belonging to different individuals was pooled to be transported for conversion, the source stated. Singh along with Zhimomi, as per the source, were still being questioned by the IT in Delhi.

5 lakhs seized at Dimapur airport

Meanwhile, in an unrelated incident, cash amounting to Rs 5 lakhs was seized today at the Dimapur airport from a passenger, who alighted from a scheduled flight. Source informed that the passenger was a Dimapur-based non-Naga businessman. The cash was seized by the Dimapur police and “necessary intimation given to the IT for verification,” it was added.

DIMAPUR, NOVEMBER 25 (MExN): The Kohima Bench of the Gauhati Court has, in an order allowed the PIL filed by the Nagaland Tribes Council (NTC) on restoration of legal powers and jurisdiction of the State Vigilance Commission. The court heard the PIL for two days on November 21 and 22. The court, in its order, “set aside and quashed” the Nagaland Government’s resolution dated June 8, 2016, which the NTC had stated “is found to be detrimental as there must be an authority acting as a deterrent to corrupt activities in the State in the interest of the general public.” The court further directed re-opening of all inquiry/ investigation which were affected by the terms of the resolution dated 8/6/2016. It may be noted that the NTC had urged upon the Government of Nagaland to restore the legal powers and jurisdiction of the State Vigilance Commission by revoking the “erroneous cabinet resolution without delay.” “However, the State Government remained insensitive to the demand tabled which compelled NTC to take the issue to the Hon’ble High Court for redress of public grievances,” a press note from the petitioners informed. The NTC expressed hope that with this directive, the State Government “will take steps to restore the State Vigilance Commission to its rightful position as before.”

The cleanliness drive was carried out in all 11 colonies from bottom to top it includes sanitizing the disinfected and non biodegradable waste materials in drainage and road side. United Naga Council (UNC) President Gaidon Kamei and Publicity Secretary Sankhui Stephen were arrested by police on Friday even as the indefinite economic blockade along highways connecting Manipur called by the Naga body entered its 25th day. The arrest however has not gone down well and a 24-hour total shutdown in the Naga-dominated areas of Manipur has been called in protest. The shutdown kicked off from 4:30 pm and will continue till 4:30 pm tomorrow, Saturday. The UNC along with its

former leaders and civil society organisations held an emergency meeting today at Senapati on learning the arrest of its president. Further course of action will be decided on Saturday. Tamenglong, Chandel, Ukhrul and Senapati towns looked deserted following the lightning bandh called by the UNC. According to reports, Gaidon Kamei and Sankhui Stephen were travelling together in a Bolero jeep when a team of police commandos from Imphal West arrested them at Pheidinga along Imphal-Dimapur highway around 11:30 am. The UNC president

AizAwl, November 25 (PTi): Mizoram Bru Displace People's Forum (MBDPF) President A Sawibunga expressed doubt that thousands of Bru people, now lodged in six relief camps in North Tripura district would be willing to return to Mizoram unless each repatriated family is disbursed money for construction of a house under Pradhan Mantri Awas Yojana (PMAY). MBDPF is an apex body of the Bru people lodged in the Tripura relief camps since the later part of 1997. Sawibunga, who is now in Aizawl to appear before a district court in which he is the accused in a defamation case, told PTI that the centre has to give official assurance that all the families in the camps would be given house construction expenses under the Prime Minister's program of housing for all. He lamented that many bona fide residents

of Mizoram in the six relief camps were not identified by the Mizoram government officials who conducted the identification since November two till Wednesday. "The officials did not bother to check ration cards issued by the Mizoram government and other documents saying their instruction was to identify only those enrolled in the 1995 Voters lists," he said, adding that many descendants of voters whose parents have died were also left out in the identification. He also said that the Tripura government officials issued birth certificates to only few Bru babies born in the relief camps which created problems in identification. Mizoram government officials identified 32,857 Brus belonging to 5,413 families during the identification process who would be repatriated as per the proposed road map for Bru

Forest department files FIR against Patanjali Food Park GhorAmAri, November 25 (PTi): The Assam Forest Department today filed an FIR against the builder of Patanjali Mega Herbal and Food Park in Sonitpur district for negligence in providing safety to wild elephants and digging pits at the construction site causing an elephant to die yesterday. Jasim Ahmed, Additional Conservator of Forest, West Sonitpur Forest Division, said the FIR was lodged at Salanibari police outpost under Tezpur police station. He said the case was filed against the park's builder, Uday Goswami, who is also the coordinator of the Patanjali Park at Ghoramari Assam Industrial Development Corporation (AIDC) complex. Exchange of old notes to continue at RBI counters mumbaI, november 25 (IanS): The Reserve Bank of India (RBI) on Friday said the facility to exchange old Rs 500 and Rs 1,000 notes will continue to be available at its counters, but not at those of commercial banks. “The Reserve Bank of India advises members of public that exchange of banknotes in Rs 500 and Rs 1000 denominations whose legal tender status has been withdrawn will continue to be available at the counters of the Reserve Bank up to the current limits per person as hitherto,” the RBI said. “However such exchange facility is no longer available at other banks’ counters.” The government on Thursday stopped the over-the-counter exchange of old notes with immediate effect. “It has further been felt that people may be encouraged and facilitated to deposit their old Rs 500 and Rs 1,000 notes in their bank accounts,” the Finance Ministry said.

The Reserve Bank of India (RBI) sought to allay concerns about variations in the new bank notes, after an Economic Times report said that some residents of Gurugram had found differences in the new Rs 500 and Rs 2,000 notes. According to the report, a resident found a difference in the size of the margin around the Rs 500 note and variations is the alignment of the emblem. A resident of Mumbai found that the colour shade of two Rs 2,000 notes was different. In a Hindustan Times, a RBI spokesperson was quoted as saying, “Such a printing deficiency can happen once in a million. It is a valid legal tender and can be freely used in transactions.” However, if a person wished to return the banknote to the RBI, that could be done too. Variations in bank notes would make it easy to produce counterfeit currency notes, defeating the very purpose of the demonetization move. The Narendra Modi government decommissioned the use of Rs 500 and Rs 1,000 notes on November 8 (midnight) in a bid to clampdown on black money and terror funding. Sashi Jamir, currently a faculty member at OTS, also remembered how his theological journey really began at OTS. “It has shaped and given me all the ingredients required to go for my further studies in the US and to be on par with students from all over the world,” he stated, adding “the vision of OTS is special. The Science Fiction That Came Before Science

Literature imagined technologically marvellous cities, space travel, and aliens before the scientific revolution even hit its stride Edward Simon

n explorer builds a space ship and meets aliens on another world. They are a “people most strange,” these extraterrestrials. They’re twice as tall as humans; they wear clothes spun of a mysterious material, dyed in a color unseen by human eyes; they speak only in haunting musical tones. Then the explorer returns to Earth. This has been the plot of seemingly countless examples of pulp magazines and canonical science fiction in the past century. Similar themes have been explored by authors like Isaac Asimov, Ray Bradbury, and Arthur C. Clarke, classic television such as The Twilight Zone and Star Trek, and films like this month’s Arrival. But this particular story isn’t from the past century. Its explorer, Domingo Gonsales, is the fictional narrator of The Man in the Moone, a novel by Francis Godwin, a bishop in the Church of England. It was published in 1638. Science fiction is sometimes understood as the result of modern science. According to this view, the genre emerged to make sense of the tremendous expanses in empirical knowledge and technological ability throughout the 17th and 18th centuries—the Copernican model of the solar system, discoveries in the New World, medical advances, microscopes. Critics like Brian Aldiss have argued that Frankenstein, Mary Shelley’s 1818 masterpiece, is the first science-fiction novel because its fantastic events occur not because of magic or miracle, but purely through science. Yet many books written at the height of, or even before, the Scientific Revolution used the same narrative conceit. What makes these books fas-

cinating is not just that they reflect the new science of the time, but that they demonstrate literature’s influence on scientific inquiry. Like many contemporary scientists say that Star Trek inspired their love of discovery, or that modern technology is prefigured by stories from a half-century ago, The Man in the Moon disseminated ideas like heliocentricism and the possibility of extraterrestrial life. Science fiction alone did not inspire the scientific revolution, but the literature of the era did allow people to imagine different realities—in some cases, long before those realities actually became real. A reading list of these early stories includes works of varying canonicity, such as Thomas More’s Utopia (1516), Francis Bacon’s New Atlantis (1627), Johannes Kepler’s Somnium (1634), Margaret Cavendish’s The Blazing World (1666), Henry Neville’s The Isle of Pines (1688), and Jonathan Swift’s Gulliver’s Trav-

y son is applying for jobs. I told him that "we have no suitable vacancy at this time" really means: "Dude you are too cool for us." I noticed many jobs are in sneaky disguises. About half of them, with titles ranging from Marketing Executive to Account Manager to Chick Sexer to Cheese Sprayer, actually mean "Salesperson". There are lots of euphemisms, or do I mean euphoniums? Hospitality Specialist means "dishwasher". Beverage Disseminator means "bartender". Communications Executive means "telesales pest". A colleague showed me a recent news item about a US man arrested for faking a job by ordering copied Secret Service badges from China. Christopher Diiorio, 53, needed a cool-sounding job because he had signed up with a dating website, and his real job was too awful to admit to. He was a dog poop picker-upper. I felt sorry for him. While I hate to generalize -- wait, no I don't, I'm a journalist -- women never put dog poop picker-uppers on top of their lists of desirable marriage partners. He should have just made himself a post: Senior Chief Vice President for Canine Sanitation Deposit Collection, for example. When I was single I would have dated someone with that title. But then, I would have dated anyone. In the newspaper was a tale about a man in Germany who designed his own job, and that was awful too. He decided to cheat an automatic bottle recycling machine. He found a way of putting a bottle in, collecting a tiny sum of money, and then getting it out again. He turned this into a full time job, netting 44,000 euros by inserting and extracting a single bottle 177,451 times. The judge expressed astonishment at what a horribly dull way he'd found to spend his days. The man agreed: "It was really boring," and skipped to a relatively fun future of sitting in a jail cell. You see, jobs should never be just about making money, as proved by a UK toilet-fixer who recently won 14 million pounds in a lottery. John Doherty, 52, celebrated -- and then went straight back to fixing toilets. Just because the numbers in your bank account change, that doesn't mean that your purpose in life changes. He even signed up for a full-time course to improve his toilet-fixing skills. These news stories reminded me of the time I sat in on a friend's school reunion, where everyone was deliberately vague about what they did. "I'm in the restaurant business" probably meant "I'm a waiter" and the guy who said "I'm a writer" I knew for a fact was a blogger. And we all know that "independent new media consultants" are people who try to trick you into paying them to show you how to use Facebook. There ARE cool job titles out there. The neon light industry employs "Light Benders" and the guy who sells tickets on Virgin Galactic has "Space Travel Agent" on his card. Worth applying for? Maybe. And anyway, I've met Richard Branson and he's a fun guy who probably would send a rejection letter saying: "Dude you are too cool for us."

These texts all share the driving curiosity that defines so much classic science fiction. “There is no man this day living that can tell you of so many strange and unknown peoples and countries,” writes More, describing the discoverer of the fictional island Utopia—a passage as evocative and stirring as “to boldly go where no man has gone before.” Though obscure today, Godwin’s The Man in the Moone captivated 17th-century readers with its tale of a Spaniard who travels in a ship powered by geese. He flies through space, which, for the first time in literature is depicted as weightless, then spends time with the denizens of a lunar civilization, only to leave for an almost equally exotic and technologically marvellous land called China. The story’s blend of natural philosophy, travel narrative, and the utopian and picaresque genres delighted English and European audiences. It also influenced

literary stars for centuries. The French author Savinien de Cyrano de Bergerac poked fun at the book in his satirical 1657 novel, The Other World. Edgar Allen Poe referenced the novel in his 1835 story “The Unparalleled Adventures of One Hans Pfaall.” And H.G. Wells’ 1901 novel, The First Men in the Moon, was directly inspired by Godwin. Godwin’s influence was scientific as well. As the Oxford professor William Poole writes in his introduction to the latest edition of The Man in the Moone, “Literary or humanistic traditions and practical astronomy were not absolutely separate activities for earlymodern astronomers.” For Godwin, the humanities and sciences weren’t just overlapping, they were often mutually reinforcing methodologies. John Wilkins, a fellow of the Royal Society and the inventor of the precursor to the metric system, argued in his book Mercury (1641) that Godwin’s novel could “be used to unlock

the secrets” of natural philosophy. Even more provocative when it was first published was The Blazing World, by the first woman in the Royal Society, Margaret Cavendish. The story is an account of travels to a parallel universe accessed through the North Pole and populated by sentient animalman creatures: “Bear-men, some Worm-men, … some Bird-men, Some fly-men, some Ant-men, some Geesemen,” and others. There are flying vehicles and submarines, as well as discussions on scientific innovations, particularly the most recent discoveries afforded by the invention of the microscope. The novel is especially notable for its narrative complexity. The author herself appears as a character and reflects on writing, “making and dissolving several worlds in her own mind … a world of Ideas, a world of Atomes, a world of Lights.” The Blazing World was recovered as a subject of serious study by feminist critics in the last quarter of the 20th century, and Cavendish has recently found herself in more popular discussions as well. Danielle Dutton, whose historical novelMargaret the First kicked off a renewed interest in Cavendish earlier this year, says that the first time she encountered The Blazing World, she found it “totally bizarre, in the best possible way: the talking animals, the cities of amber and coral, the metafictional move wherein the soul of Margaret Cavendish travels to the Blazing World to befriend the Empress.” The book conjures the clockpunk era of primitive microscopes and telescopes, of fleas made monstrously visible to the human eye, and magnetic lodestones pointing true North. Godwin, Cavendish, and their contemporaries are im-

portant for generating a freely speculative space of imagination—which is still science fiction’s role today. In constructing worlds—or birthing “paper bodies,” as Cavendish called them—the authors’ acts of envisioning possible futures had a tangible impact on how reality took shape. Take this selection of technological marvels Bacon describes in New Atlantis: “Versions of bodies into other bodies” (organ transplants?), “Exhilaration of the spirits, and putting them in good disposition” (pharmaceuticals?), “Drawing of new foods out of substances not now in use” (genetically modified food?), “Making new threads for apparel” (synthetic fabrics?), “Deceptions of the senses” (television and film?). n the beginning of the movie I, Robot, a robot has to decide whom to save after two cars plunge into the water— Del Spooner (Will Smith) or a child. Even though Spooner screams “save her! Save her!” the robot rescues him because it calculates that he has a 45 percent chance of survival compared to Sarah’s 11 percent. The robot’s decision and its calculated approach raise an important question: would humans make the same choice? And which choice would we want our robotic counterparts to make? Isaac Asimov circumvented the whole notion of morality in devising his three laws of robotics, which hold that 1. Robots cannot harm humans or allow humans to come to harm, 2. Robots must obey humans, except where the order would conflict with law 1, and 3. Robots must act in self-preservation, unless doing so conflicts with laws 1 or 2. These laws are programmed into Asimov’s robots—they don’t have to think, judge, or value. They don’t have to like humans or believe that hurting them is wrong or bad. They simply don’t do it. The robot who rescues Spooner’s life in I, Robot follows Asimov’s zeroth law: robots cannot harm humanity (as opposed to individual humans) or allow humanity to come to harm—an expansion of the first law that allows robots to determine what’s in the greater good. Under the first law, a robot could not harm a

dangerous gunman, but under the zeroth law, a robot could take out the gunman to save others. Whether it’s possible to program a robot with safeguards such as Asimov’s laws is debatable. A word such as “harm” is vague (what about emotional harm? Is replacing a human employee harm?), and abstract concepts present coding problems. The robots in Asimov’s fiction expose complications and loopholes in the three laws, and even when the laws work, robots still have to assess situations. Assessing situations can be complicated. A robot has to identify the players, conditions, and possible outcomes for various scenarios. It’s doubtful than an algorithm can do that—at least, not without some undesirable results. A roboticist at the Bristol Robotics Laboratory programmed a robot to save human proxies called “H-bots” from danger. When one H-bot headed for danger, the robot successfully pushed it out of the way. But when two H-bots became imperiled, the robot choked 42 percent of the time, unable to decide which to save and letting them both “die.” The experiment highlights the importance of morality: without it, how can a robot decide whom to save or what’s best for humanity, especially if it can’t calculate survival odds? Self-driving car developers struggle with such scenarios. MIT’s Moral Machines website asks participants to evaluate various situations to identify the lesser of evils and to assess what humans would want driverless cars to do. The scenarios

are all awful: should a driverless car mow down three children in the lane ahead or swerve into the other lane and smash into five adults? Most of us would struggle to identify the best outcome in these scenarios, and if we can’t quickly or easily decide what to do, how can a robot? If coding morals into robots proves impossible, we may have to teach them, just as we were taught by family, school, church, laws, and, for better and for worse, the media. Of course, there are problems with this scenario too. Recall the debacle surrounding Microsoft’s Tay, a chatbot that joined Twitter in March and within 24 hours espoused racism, sexism, and Nazism, among other nauseating views. It wasn’t programmed with those beliefs—in fact, Microsoft tried to make Tay as noncontroversial as possible, but thanks to interactions on Twitter, Tay learned how to be a bigoted troll. Stephen Hawking and Elon Musk have expressed concern over AI’s potential to escape our control. It might seem that a sense of morals would help prevent this, but that’s not necessarily true. What if, as in Karel Čapek’s 1920 play R.U.R.—the first story to use the word “robot”—robots find their enslavement not just unpleasant but wrong, and thus seek revenge on

their immoral human creators? Google is developing a “kill switch” to help humans retain control over AI: “Now and then it may be necessary for a human operator to press the big red button to prevent the agent from continuing a harmful sequence of actions.” That solution assumes watchful humans would be in a position to respond; it also assumes robots wouldn’t be able to circumvent such a command. Right now, it’s too early to gauge the feasibility of such an approach. Spooner’s character resents the robot that saved him. He understands that doing so was “the logical choice,” but argues that “an 11 percent probability of survival is more than enough. A human being would have known that.” But would we? Spooner’s assertion that robots are all “lights and clockwork” is less a statement o f

fact and more a statement of desire. The robot that saved it possessed more than LEDs and mechanical systems—and perhaps that’s precisely what worries us.

An agent is a lot more than someone who just connects an author to a publisher. One such author, the bestselling film writer Yasser Usman, was always under the impression that the usual way to reach out to a publisher was to get his or her contact details or email address from a published friend or colleague. Luckily for Usman, who wrote Bollywood actress Rekha’s biography, Rekha: The Untold Story, one such connection led to a contract for his first book on the late movie star Rajesh Khanna. Ironically, he now completely understands the role and importance of an agent but feels that introducing him or her into his writing career at this point may cause confusion and embarrassment for his publisher, with whom he gets along very well. But gradually even authors represented by foreign agencies, such as investigative journalist Josy Joseph, see how working with agents in India can bring big benefits. “Indian agents are visibly

more aggressive in the market, and make an extra effort to find new writing talent,” Joseph, author of A feast of Vultures, said. “They are playing a crucial role in the booming publishing world because of their willingness to go hunting for new talent, and operate at all levels of the food chain.” The biggest concern for Indian agents now is losing the authors they discover to editors who may have developed a good rapport with them. Then the writer may not see any point in having an agent for future deals. “Redundancy is an agent’s biggest enemy,” Bhaskar Chattopadhyay, a translator and novelist, said. “As long as the agent is doing his job and bringing in results, I don’t mind paying him. The day I realise he is not getting me the best deal I could have possibly got, including the one I could have clinched on my own, he becomes redundant.” Yet, for now, the agents’ role as a bridge between budding authors and publishers is only deepening. “I think agenting in India came at the right moment when both publishing and the quality and diversity of content from authors began to grow both in depth and breadth,” HarperCollins India CEO Ananth Padmanabhan said, noting that 10 years ago there was simply no commercial fiction, for instance. “Submissions have changed as agents better understand publishers and the kind of books they seek,” Padmanabhan said.

Researchers have found that learning by taking practice tests, a strategy known as retrieval practice, can protect memory against the negative effects of stress. "Our results suggest that it is not necessarily a matter of how much or how long someone studies, but how they study," said corresponding author on the study Amy Smith from Tufts University in Massachusetts, US. In experiments involving 120 student participants, individuals who learned a series of words and images by retrieval practice showed no impairment in memory after experiencing acute stress. Participants who used study practice, the conventional method of re-reading material to memorise it, remembered fewer items overall, particularly after stress, showed the study published in the journal Science. "Typically, people under stress are less effective at retrieving information from memory," said senior study author Ayanna Thomas, Associate Professor at Tufts University. "We now show for the first time that the right learning strategy, in this case retrieval practice or taking

practice tests, results in such strong memory representations that even under high levels of stress, subjects are still able to access their memories," Thomas added. The research team asked participants to learn a set of 30 words and 30 images. These were introduced through a computer programme, which displayed one item at a time for a few seconds each. To simulate note taking, participants were given 10 seconds to type a sentence using the item immediately after seeing it. One group of participants then studied using retrieval practice, and took timed practice tests in which they freely recalled as many items as they could remember. The other group used study practice. For these participants, items were re-displayed on the computer screen, one at a time, for a few seconds each. Participants were given multiple timed periods to study. The researchers found that participants who learned through study practice remembered fewer words overall, and those who were stressed remembered even less. "Even though previous research has shown that retrieval practice is one of the best learning strategies available, we were still surprised at how effective it was for individuals under stress. 'Will stop water flow to Pak, give it to farmers instead' Bathinda (PunjaB), novemBer 25 (ianS): Marking a toughening of stance, Prime Minister Narendra Modi on Friday said he was determined to stop the flow of river water "on which India has its right" into Pakistan and supply it instead to farmers in Punjab and Jammu and Kashmir. Directly taking on Islamabad on the issue of river water sharing and tension along the border, Modi said he is determined to tackle the issues. "The water on which India has its right is flowing into Pakistan. I am determined to stop that water and supply it to our farmers in Punjab, Jammu and Kashmir and the rest of India," he said at a public rally near Bathinda town after laying the foundation stone of an All India Institute of Medical Sciences (AIIMS). Expressing his surprise that the water-sharing issue had not been addressed by previous Indian governments, Modi said: "The governments in Delhi were sleeping in the past. Our farmers kept crying and the water kept going to Pakistan. We will fight for the rights of our farmers. "The Indus water treaty, Sutlej, Beas, Ravi - the water of all three rivers, over which our farmers have their right, is not available to them. As the bench asked Bhushan either to come back with better material or withdraw the petition, senior counsel Ram Jethmalani said he would return with conclusive material. Noted journalist Dilip Padgaonkar passed away in Pune, aged 72. The death occurred after a heart attack and multi-organ failure, said Dr. Sanjay Pathare, director, medical services, Ruby Hall Clinic, where the veteran journalist was admitted four days ago. For the week ending November 24, only 105.209 billion cubic metres (BCM) water is available in these reservoirs, which is 67% of the total 157.799 BCM storage capacity of these reservoirs, the ministry said. The states that have less water storage than last year for corresponding period are Himachal Pradesh, Tripura, Andhra Pradesh, Kerala and Tamil Nadu, the ministry data revealed. States having better storage than last year for corresponding period are Punjab, Rajasthan, Jharkhand, Odisha, West Bengal, Gujarat, Maharashtra, Uttar Pradesh, Madhya Pradesh, Chhattisgarh, Karnataka, Andhra Pradesh and Telangana. Passenger trains collide in Iran, at least 36 killed ANKArA, NOvember 25 (reuters): At least 36 people were killed and 95 injured when two Iranian passenger trains collided near the city of Shahroud, about 400 km (250 miles) east of Tehran, state television reported. It said the death toll was likely to rise. Video footage showed four derailed carriages, two of them on fire. A spokesman for Iran’s Red Crescent, Mostafa Mortazavi, told the semi-official Fars news agency that firefighters were trying to control the blaze. Fars quoted provincial governor Mohammad Reza Khabbaz as saying the death toll was expected to rise. It was not clear how many passengers had been on the trains but Fars said 100 had been rescued. It said a train entering the Haft-Khan station on the outskirts of Shahroud appeared to have hit one that was waiting there. New drug to suppress allergies and asthma melbOurNe, NOvember 25 (IANs): An Australian Nobel Prize-winning scientist is developing a drug to counter allergies and asthma, a statement said on Friday. Still in its initial stage the drug can be taken as tablets, capsules, liquids or powder, Xinhua news reported. Barry Marshall, a microbiology professor from University of Western Australia, who won the Nobel Prize in Physiology in 2005 for stomach ulcer research, is working on the new drug. The medication, named Immbalance, aims to suppress an overactive immune system. “This actually arose from work we were doing on helicobacter, the stomach bug, for which Robin Warren and I won the Nobel Prize a few years ago,” Marshall said on Friday. “We’ve discovered the way it survives in your body is by suppressing the immune system so you can’t get rid of it. “I can’t guarantee that it’s going to cure allergy sufferers... we think this kind of thing will bring people who are hyper reactive... down into the normal range.” Marshall, who spent the last seven years developing the drug, said that it can be formulated as tablets, capsules, liquids or powder. “Children could spread the powder on their cereal or put it in a drink and over the course of a few months could suppress their allergic response,” he said in a UWA media release. “We think it’s going to be 100 percent safe. As they inked the pact with a pen made from a bullet at a historic Bogota theater, onlookers chanted “We did it!” The new accord to end 52 years of war in Latin America’s fourth-largest economy was put together in just over a month after the original pact was narrowly and unexpectedly defeated in an Oct. 2 referendum for being too lenient on the rebels. The government and Revolutionary Armed Forces of Colombia (FARC) worked together in Cuba for four years to negotiate an end to the region’s longestrunning conflict that has killed more than 220,000 and displaced millions in the Andean nation. “It’s final!” said Santos, standing before white banners of peace and Colombia’s red, yellow and blue flag “I invite you to leave decades of violence forever in the past, to unite for all of us, for Colombia, for this dear nation, and to work together for reconciliation around shared ideals of peace.” Opposition leader and former President Alvaro Uribe spearheaded the push to reject the original accord and wanted deeper changes to the new version. Opponents to the first deal are furious Santos will ratify the new deal in Congress instead of holding another vote and is urging street protests. Santos had always promised Colombians would have the final word in a referendum, but is sidestepping that for the revised deal. After the signing, he sent the deal straight to Congress for a vote next week. The government’s majority means approval is likely to be speedy.

Despite widespread relief at an end to conflict, many among Colombia’s largely conservative residents are angry because, like the original agreement, the new deal will not jail FARC leaders who committed crimes like kidnappings and massacres, and it allows them to hold political office. “As a party without weapons, the FARC can present its political project. It will be Colombians who support or reject it with a vote,” said 65-year-old Santos. The understated signing in the 131-year-old Teatro Colon before mostly government and local dignitaries was a far cry from the fanfare celebration in September, where the coastal city of Cartagena hosted world leaders. Santos, who won the Nobel Peace Prize last month for his peace efforts, wants to get the deal in place as quickly as possible to maintain a fragile bilateral ceasefire. “For the good of the nation, let us make words the only weapon Colombians are permitted to use,” said Londono, 57, who is known by his nom de guerre Timochenko. The expanded and highly complex new 310-page document makes only small modifications to the original text, such as clarifying private property rights and detailing more fully how the rebels would be confined in rural areas for crimes committed during the war. The FARC, which began as a rebellion fighting rural poverty, has battled a dozen governments as well as right-wing paramilitary groups. An end to the war with the FARC is unlikely to end violence in Colombia as the lucrative cocaine business has given rise to criminal gangs and traffickers.

NAy PyI tAw, NOvember 25 (IANs): Fleeing ethnic violence that has plagued Myanmar’s western coastal state of Rakhine for weeks, thousands of Rohingya refugees have been flooding into neighbouring Bangladesh, media reports said. Some refugees told CNN that they suffered rape, torture or saw their homes burned down and family members executed. “If (the military) finds any boys aged above 10 years old, they kill them. Men are also being picked up by the military,” Lalu Begum said. “When the military came, we fled from our home. I don’t know if my husband is dead or alive.” Begum, currently staying at the Kutupalong camp in Bangladesh, said several women in her village were raped by regime soldiers. “When they see pretty ladies, they ask for water, then they get inside the house and rape them,” she said. An estimated one million Rohingyas live in Rakhine, where they are a persecuted, stateless

ethnic minority. The government does not officially recognise the Rohingyas, regarding them as illegal Bengali immigrants. John McKissick, a UN refugee agency official in Bangladesh, said the Rohingyas are “the most oppressed people in the world”. “It seems to be the aim of the Myanmar military to ethnically cleanse this population,” he said. The refugees in Kutupalong said they left their homes in the middle of the night, trekking from village to village to try and evade the soldiers and make it to the Naf River to cross into Bangladesh. “When we started our journey, there were six of us. We lost three members of our family,” Lalu Begum’s sister-in-law Nassima Khatun said. “My husband and son were killed, and another son went missing.” The reports in the state could not be verified as the Rohingya area is currently under what the UN terms “lockdown”, with access to media and aid agencies blocked.

“We have requested the government to provide us with access, so we can estimate the actual numbers,” McKissick said. Bangladesh has tightened security to try and push refugees back, as the country struggles to cope with the influx. Thousands of people from Myanmar have already crossed into Bangladesh and, according to Dhaka, “thousands more have been reported to be gathering at the border”. The Bangladesh government summoned the Dhaka-based Myanmarese envoy on Wednesday to express concern at the “continued deteriorating situation (in Rakhine) following the country’s military crackdown”. The government has denied reports of human rights abuse, claiming that the military is carrying out “clearance operations” targeting suspected “violent attackers” who killed nine border guards on October 9. Since then, more than 100 people have been killed and around 600 arrested.

“The government of Myanmar is engaging in collective punishment against the Rohingya ethnic minority.” A recent Human Rights Watch report estimated that 1,250 Rohingya homes were burned down by the authorities -- a claim the government has denied, saying that “attackers” from the villages carried out the arson. “These alarming images confirm that the destruction in Rohingya villages is far greater and in more places than the government has admitted,” said Brad Adams, Asia director at Human Rights Watch. Nobel prize laureate and pro-democracy icon Aung San Suu Kyi has faced criticism for her administration’s silence on the issue, a problem which McKissick said shows a lack of control. “Myanmar needs to follow international law and respect human rights, and they’re not doing that right now, and it seems that the democratically elected government does not have control over the military,” McKissick said.

ICC disappointed with du Plessis appeal Naga issue is a result of unprovoked

AdelAide, November 25 (iANS): The International Cricket Council (ICC) is disappointed that South Africa captain Faf du Plessis has decided to appeal against the decision that found him guilty of ball tampering in the second Test against Australia. Du Plessis was fined his entire match fee for the second Test in Hobart. But he was allowed to participate in the ongoing third Test in Adelaide. Cricket South Africa said on Thursday that du Plessis has decided to appeal the decision, to which the ICC responded on Friday. "The ICC is disappointed that Faf du Plessis has chosen not to accept

the findings of Match Referee Andy Pycroft and will instead exercise his right to appeal. A judicial commissioner will now be appointed to hear the appeal at the earliest opportunity," the ICC said in its statement. Du Plessis was found guilty of breaching Article 2.2.9 of the ICC Code of Conduct after television footage showed him applying saliva to the ball for polishing with a sweet in his mouth. Du Plessis denied the charge. "The ICC will wait until the completion of the appeal before making full comment, but at this stage it is important to clarify the laws of cricket. These state that a player should not

use artificial substances to shine the ball. The ICC understands that to include, but is not limited to, sunscreen, lip ice and residue from sweets." "The ICC does not wish to prevent players from using these substances for legitimate purposes, however, any deliberate attempt to apply such substances to the ball, as was the case here, will not be acceptable," it added. "This will continue to be reported and the ICC confirms that unless the laws are changed, the current practice of charging players when the evidence shows an obvious breach will continue. ICC umpires will remind all teams of the laws as they stand."

moHAli, November 25 (reUTerS): The age-old practice of shining the cricket ball has become a "grey area" and the game's governing body must provide clarity to end the prevailing confusion, England captain Alastair Cook said on Friday. The method, ostensibly to generate more swing with the ball with one shiny side, has come under scrutiny after South Africa captain Faf du Plessis was declared guilty of ball-tampering by the International Cricket Council (ICC) earlier this week. Television footage appeared to show du Plessis applying saliva to the ball while sucking on a sweet during the Hobart test against Australia but the Proteas captain has decided to

appeal the ICC decision which cost him his entire match fees. England paceman Chris Woakes rued lack of clarity on the issue on Thursday and his views were echoed by Cook ahead of their third test against India beginning on Saturday. "I think Woakesey summed up quite nicely yesterday, it is a bit of a grey area at the moment," Cook told reporters at the Punjab Cricket Association (PCA) stadium. "Players are slightly uncertain at the moment, what is acceptable and what is not acceptable. I haven't studied Faf's case that closely to see if he was taking the sweet straight to the ball or did he just happen to have a lolly in his mouth.

"I think the players are now, after the last 10 days, probably just looking to the ICC to clarify what is acceptable and what is not acceptable." Cook was not sure how much it actually helped but preferred clearer guidelines. "If they said you aren't allowed to directly put your finger from the sweet onto the ball, it might clear it up," he added. His India counterpart Virat Kohli was accused by a section of British media of shining the ball with sugary saliva in the first test at Rajkot even though no charges were levelled against him. "If I was doing something, ICC would have spoken to me," Kohli told reporters, calling such allegations a ploy to distract his team. "I think it's just to take the focus away from the series, to be honest," said Kohli whose team have a 1-0 lead in the five-match series. "It happened in Australia when South Africa won the series. I'm surprised the issue, what I've been told, came up in Rajkot but there was no mention of it until we saw the result in Vizag. "I don't read newspapers. I was told five days after the thing came out and I just laughed it off. I don't pay attention to all those things. "It's just that some people are trying to take the focus away from the series, good luck to them. We are totally focused on what we have to do in this game."

St. Joseph Catholic University renamed?

was much perplex to read the news of the ongoing Nagaland Legislative Assembly session carried by the local dailies on 23rd November, 2016 concerning the State Assembly which is said to have introduced the St. Joseph University Bill in considering request of the State Governor P.B. Acharya to change the nomenclature of the St. Joseph Catholic University to St. Joseph University on the ground that educational institution should not be named by any particular religion. What more perplexing and mortifying is the action of the State Cabinet having observed that there was no bar for such nomenclature and that there were universities in the country such as Banaras Hindu University and the Aligarh Muslim University, yet exhibited only semi conscious and passed the Bill in the Assembly instead of giving a befitting reply to the Governor and protect the only Christian University in the State but went all along with the desire of the State Governor. We all know the back ground of State Governor P. B. Acharya’s religion that he is a Hindu to the core and wherever he goes he would profess and preach Hinduism and would be too happy to remove the Christian tag wherever possible even if he could not saffronize the State. In comparison, he is a much more zealous Hindu missionary in person than our Christian missionary’s zeal and there is nothing wrong in his attempt to universalize the Hindu philosophy but trying to remove the tag of Christian name from the Christian Education Institution is too immature and gone too far for the taste of a Governor. Meddling in the nomenclature of a Christian Institution could be violation of Right to Freedom of Religion under Article 25 of the Constitution of India if seriously viewed by a legal pundit. Had our State’s Christian leaders been as zealous as the State Governor himself, they would have said no to the Governor and would not have sought for a No Objection from the sponsors, DMI Foundation, as stated in the paper but going under the squeaky no objection from the sponsor, the Cabinet and the State Legislature passed the bill comfortably and could not protect the Christian value. To rationalize and justify the name of religion in educational institute, let us look into some of the Famous Indian Universities/Institutions which are named after Religion in great contrast with the contention of the Governor. The first to start an institution in the name of religion was the Hindu themselves and way back in 1899, the Hindu College was established which became the famous University. Today there is Hindu College University, Delhi University; Hindu College University Sonepat, Haryana which has Hindu Girls College, Hindu Boys College, Hindu College of Education, Hindu College of Engineering, Hindu College of Pharmacy, Hindu Institute of Management. Besides, there is Hindu College at Moradabad, Uttar Pradesh; Hindu College Amritsar, Punjab; Hindu College Chennai, Tamil Nadu; Hindu Girls College, Moradabad, UP; Hindu College Guntur, Andhra Pradesh; Hindu

College of Engineering Machilipatnam, Tamil Nadu; South Travancore Hindu College, Kenyakumari, TN; Hindu College Rohtak, Haryana, etc. The grandeur of Banaras Hindu University (BHU) can be well imagined. Started in the year 1916, it has now grown to such extent to organize into 6 institute, 14 faculties and more than 132 departments with a total student enrollment of 30,000 from 34 nations and has 75 dormitories (Hostel). We also have side by side, the Aligarh Muslim University established in 1920 which is getting stronger and stronger year by year. We have also Jain University, Bangalore which is ranked as top No.5 Private University in India and is the top University in Bangalore. The St. Joseph Catholic University is a Private University and the chosen nomenclature of the university is solely the right and prerogative of the promoter as is seen in the case of Hindu College and Universities, Muslim and Jain Universities thus the Governor should not have interfered in the choice of nomenclature. Does the Governor find it inappropriate in use of nomenclature of a particular religion here in Nagaland only when it is Ok in the rest of the country? Is the Governor going to ask all the Hindu University, Muslim University, the Christian University and the Jain University in India not to be named by any religion as they are all educational institute? Applying the same yardstick the Governor should be prudent to immediately ask all the other state Government to change the nomenclature of all the universities named by religion as was done in the case of the St. Joseph Catholic University. If he does not do that then we the Nagas and the Christians in particulars have been just taken for a ride here. I was anxiously waiting for the last three days that many voices shall be raised against such an action especially from the Church Associations but to my amazement it has been allowed to pass off just as a mere insignificant issue without realizing that this small insignificant issue is attack on Christianity in suppressing the core value of Right to Freedom of Religion. The Governor has already unleashed the first shot at Christianity and has triumphed. The nomenclature of St. Joseph Catholic University was the right and appropriate choice the promoter has chosen being in the heart of Catholic believers in the State and had maintained the identity of the promoter as the benchmark as seen in the case of other religion too. We see vertical division in most of the religion in the matter of doctrinal difference such as Mahayana and Hinayana in Buddhism; Svetambara and Digambara in Jainism, Sunni and Shia in Muslim, Catholic and Protestant in Christianity. The Protestant is the first vertical division of the Christianity from Catholic and all other denominations are offshoot of Protestant thereafter. Message of NNC President Adinno Phizo to the Central Executive Council at the Annual Meeting

Ladies and Gentlemen, The formation of the Naga National Council (NNC) is in the seventieth year since its formation in 1946. In this period, the NNC represented the Nagas as the parent body and has been protecting the rights of the nation. At the present time, there are various groups mushrooming in our midst, but the NNC cannot split into factions because it is not seeking political power neither is it a political party. On the contrary, it is the ultimate political institution of the Nagas. As such, every Naga has a responsibility to uphold the Naga National Council. Here, I quote from what our leader A. Z. Phizo had written about the NNC's role: "The Naga National Council does not pretend to, nor does it intend to have an ideological bias apart from what it believe is our traditional values and concept of national harmony which is far more superior to the modern political ideology of socialism or communism". With this true foundation, free of any external influence, the NNC has been upholding the rights of our national stand in all the difficult times over the years. These activities have been carried out without becoming the Government of the Naga people. The maintenance of law and order for the Naga people is in the hands of the Federal Government of Nagaland. As such, in 1964 when the Ceasefire Agreement was signed, it was between the Federal Government of Nagaland and the Government of India. Naga National Council and its Policy: The national destiny of the Naga people has been entrusted to the NNC, and the NNC will continue to pursue that National interest with an uncompromising stand. Let us remind ourselves again today that the Naga National Council is the only body entrusted with our national mandate and it will remain so for all times to come. The following policies of the NNC are herewith reiterated again:

1. The NNC is the embodiment of our people and gives expression to our national aspirations. 2. The NNC is the national institution of the Naga people and not a political party or Government. There will be no change regarding this NNC stand and policy. 3. The legitimacy of the Federal Government of Nagaland will continue to be maintained. 4. Equality of Regional Councils will continue to be maintained. 5. The unity and liberty of our nation will always be guarded by the NNC. 6. The policy of Non-Violence in settling outstanding issues shall continue to be the paramount policy of the NNC. 7. Friendship based on mutual respects with all nations of the world shall always be maintained by the NNC. As far as the Naga stand is concerned, Nagas are not "demanding" nor are they seeking to "achieve" independence or sovereignty from India. All that Nagas are demanding from India is that they withdraw all their illegal occupational forces from Nagaland, so that Nagaland and India can co-exist as two nations with good neighborly relationship. Even during the British occupation, "The Naga Hills Excluded Areas" was a separate country from the British Indian Empire. This was because the Naga statements given to the then British were wise and brave enough to protect our country from that Colonial period to the present generation. All Nagas should be proud of this legacy and never become a subject people under any circumstances. In these sixty-nine years of conflict with India, the Nagas have always found that the Indian proposals or "agreements" has got no meaning in the end except only as talking points. But in the final fact, any agreement done without proper authority will never bring lasting peace for any country. If money can buy any country with armed power, many nations would have been lost in this world. But people who love their country have always risen up and won in the end. Nagaland was a self-sufficient country even during the British occupation. No beggar ever existed in Naga society. Crime was also a very

rare event. That the Naga people were a joyous and happy people can be discovered from our past folk songs. When the Whitemen first saw our people in the 19th century, they admired and envied the village people so much that they have recorded it in their writings. But when it came to occupying our land, their former stand became totally different and they started calling us "savages", "head hunters", and so on. They justified their changed stand saying that it was a human phenomena and nature of things. The year 2016 is ending very soon but our country is still occupied with enemy armed forces armed with the order of "Armed Forces Special Power Act of 1958." But almost everyday, their representative continue to talk of "Unity" and "integration". Also over the years of occupation, "corruption" has now almost become a way of life. But though India has devastated our country with their brutal military forces and many people have suffered and died, by the grace of God, we have overcome all those terrible events. As a believer of Jesus Christ, no one should use God's name in vain. Man can deceive man, but no one can deceive God. Our people were foretold in 1974 that we would face an evil time through His messenger Chaplain Kipfelhou. Later it actually happened. But these events came not by the enemy but from our own people. These evil Nagas who have killed many of our people were in pursuit of political power and money. Many Nagas were also led astray by them. In conclusion, the Nagaland issue is not a "political problem". The ultimate problem is unprovoked military aggression by India. India must have thought that such a small country like Nagaland could be crushed easily with military might but it did not happen. On the other hand, it is a most scandalous fact that despite its billion population, not a single Indian citizen had so far criticized their own Government over the atrocities that India is guilty of having committed in Nagaland. Haryana Calling via Bihar!

agaland is predominantly an agrarian society; rice being our staple food and pigs being the scapegoat in all our ‘rice-meals’. Despite the fact that more than half of our populations are cultivators, we depend majorly on import factors. Thus, our production can barely sustain the producersthe rest of the population survives on the imported grains, including pigs. Pigs are extremely loved in Nagaland! They are the VIPs (wink!). But we are not talking about pigs, or are we? (wink!) Anyway, some enterprising individuals, who having realized the plight of the land and the people, decided to invest in agriculture in Haryana with the help of Bihar. This is a clever move to inspire the unemployed youths and to increase our state’s wealth. We the common people are only foolish. Who the hell sits, whine and fret all the time, and is known to have become rich? Not even our Chief Ministers. For every such in-law teaching us life-long lessons, we have thousands of unemployed who would benefit. But, we always complain about no money, and that our in-laws are always wrong, out of place and in the way. Have we no morals? Have we no responsibility to share the burden of our impoverished life? Can we not go seeking for the perfect in-laws? We are just a bunch of losers good in losing everything; cannot find even a suitable inlaw, what wretched peoples! Now, listen carefully. If we at all come to our common senses and decide to buy agricultural land in Haryana, remember the ensuing matters. The distance between Haryana and Nagaland is quite far, about 2000 Km., therefore, we need a ‘middle’ man to settle the business. And there we are! Who does better business than people from Bihar? (Biharis from now on. No hard feelings, if you wish I can also say Nagaris). They also happen to sit mid-way between Haryana and Nagaland, and in case any such deal takes place, with their UPSC-cracking-mind, they will make the deal flawless and in the quickest time. This is called the ‘golden triangle’ in economics. So, Biharis are always waiting for Naga entrepreneurs and respond like fish to water, if ever one comes their way. Some Nagas are fortune fortunate that way. They will grow lots of rice and other grains in Haryana. On their way to and fro, they will stop at Bihar, take a night rest, and in due time, sell the harvest to become wealthy. They will start buying more lands until the whole of Haryana becomes their ‘Agri’ colony. Such awesome conspiracy is not known to have existed in the ‘oral’ history and tradition of Nagaland and Nagas. Colonial-

ism began like this! In between their journey, the in-laws can also import oil and open petrol pumps because Nagaland needs gas for vehicles. But the gas should be diluted. We do not deserve undiluted gas. We are too poor to be able to afford the pure ones. That we are given the out-of-this-world privilege to even smell how petrol and other gas smells like, should be enough reason to Praise God for the rest of our lives. While they are at it, they can also smuggle in some Alcohol. This is one main reason why the Nagaland-Bihar-Haryana ‘golden triangle’ business should thrive. Nagas love to drink. We love to drink. We love to drink with pork, drink with snails, drink with intestines, drink with ‘jaal chana’, drink with water, drink without water, drink with soda. Drinking is our culture. If you say no, go read your ancestor’s diary in the caves. Haryanvis love to drink. In fact, their government promotes alcohol (like our government does, but in different methods). Even on ‘red-letter’ days, people go to Haryana to buy alcohol. Oh! Biharis love to drink. Recently their ‘representatives’, like our ‘representatives’, declared the much unsolicited dry state. Since then, Biharis were seen traveling all the way to Odisha and West Bengal to drink. We all are drinking people, there is no reason why we should not get along. Drinking people always get along, sometimes they argue and fight like nondrinking people, but they always get along. Next: Growth of agriculture and allied sectors are rapidly declining in Haryana. They need investors in agriculture from Nagaland because they have huge plots of land available for cultivation but they do not have cultivators. Now, Biharis with their UPSC cracking minds are waiting for jobs everywhere. Their state is sadly poor and unemployment extremely high like ours.
