One beheaded in Dimapur DIMAPUR, NOVEMBER 26 (MExN): Dimapur Police today informed that one person was “beheaded” at Ikshe village, 5th Mile, Dimapur on November 24. A press note from the Dimapur SP Office stated that the incident occurred at around 4:20pm, and identified the victim as one Babu Rai (25). The accused identified as one Bhaity Gogoi (50) was working in a residence at Ikshe village, 5th Mile as a watchman for the last two years. According to police, during the course of interrogation, the accused revealed that on the night of the murder, the victim Babu Rai “tried to hit him with an iron rod.” Police further informed that the accused then “instantly took a dao (machete) and cut the victim’s neck from behind killing him on the spot.” The accused further informed that he and two friends, who are all painters, were working at a residence at Ikshe Village for the past one week. Accoring to the accused, informed police, the three painter, including the accused and the victim, were were under the influence of alcohol.
Gov urges ENSF to withdraw boycott KOHIMA, NOVEMBER 26 (MExN): Nagaland state Governor, PB Acharya today appealed to the Eastern Naga Students’ Federation (ENSF) to withdraw its boycott of the Nagaland Statehood Day celebrations on December 1. A press release from the Nagaland Governor expressed “pain and shock” to hear about the proposed boycott and stated “it is the responsibility of every patriotic citizen to respect the sacrifices of our leaders who fought for freedom, which we are enjoying free from foreign rule.” “For us, Independence Day, Republic Day and Statehood Day should be sacred days and a very precious moment,” he added. The Governor stated that all genuine grievances can be addressed in a democracy through proper democratic methods and assured that he would hear and address the student’s grievances. Close on the heels of the incident where a Naga man was assaulted on November 24 at Riverbelt Colony, Survival Nagaland took up the matter with the Notun Bosti Village Council this afternoon in the bustle of the village junction here in Dimapur. ‘Illegal Bangaldeshi immigrants (IBIs)’ bore the brunt of the group’s ire as Survival Nagaland suspects that the accused persons responsible for the November 24 assault are ‘IBIs.’ Survival Nagaland also hit out at village councils and the Dimapur Municipal Council stating that they were responsible for giving space to ‘IBIs’ in the form of residences, business establishments etc. Akum Pongen, Co-convenor, Survival Nagaland,
addressing the council members and the gathering pointed to dignity of labour and promoting local entrepreneur as two steps towards taking control of the socio-economy of the state. “We need to wake up,” Pongen said, and appealed to all to stop the trend of giving space to ‘IBIs.’ Joel Nillo Kath, Advisor, Survival Nagaland, opined that Nagas have become too greedy. He pointed to the everyday collection of Rs. 10 by village councils and the DMC on vegetable vendors and traders, and stated, “For Rs. 10 or 20, you cannot sell out our rights.” Temsupok Jamir, GB Ao Khel Notun Bosti, stated that Nagas are collectively responsible for giving space to ‘IBIs.’ He added that, “many of the IBIs currently in Dimapur are those who have been driven out

Survival Nagaland and the GBs of Ao Khel Notun Basti agreed in principle that “IBI footpath vendors and fish sellers/chicken sellers” doing business within the village jurisdiction shall be evicted. However, for better implementation, the GBs of Ao Khel have been given time till November 28 to arrive at a decision. The GBs had reasoned that they needed time to call a general council meeting and deliberate on the issue. Survival Nagaland further informed that the organization would carry out similar programmes at other places.
After a four-year delay and a 230% increase in costs to nearly R3,000 crore, four roads in the border districts of Nagaland state are still lying un-built. Two Road Transport and Highways Ministers in the previous government had issued orders for taking action against those responsible, but the ministry officers, after putting on record that this needs a Central Vigilance Commission inquiry, have instead only pushed for bringing in a consultant to suggest a fresh cost estimate. All these, despite a public interest litigation pending in the Guwahati High Court wanting to know the reason for the spike in costs. The revised estimate is incidentally more than the size of Nagaland’s annual Plan spending for 2013-14. These four roads providing vital links with the national highways, which current Road Transport and Highways Minister Nitin Gadkari has promised to fast track. They were approved for a combined cost of R1,296 crore by the then minister, Kamal Nath, in December 2010. Since these projects were tendered out as a package as per government rules, there was no provision for escalation. Yet, 14 months later with hardly any progress in construction, the Nagaland state government sent a revised whopping high estimate of Rs 2,978.20 crore to the road ministry in Delhi. cerned, CP Joshi, noted on the file: “Take action against those who have committed mistake in DPR (Detailed Project Report) preparation, scrutiny, etc.” The contractor approved for the project was MaytasGayatri, the joint venture between the erstwhile infra arm of Satyam Computers and that led by former Congress MP Subbirami Reddy’s son, TV Sandeep Kumar Reddy. Gayatri Constructions did not reply to the e-mails and phone calls made to them. The Ministry acknowledged that while the DPRs were prepared by the Nagaland government, those were examined by the ministry in Delhi by officers at all levels, before being put up to the minister for approval. Joshi told The Indian Express that his decisions were “transparently made out in black and white and I have no further comments to make on those”. Gadkari, too, refused to comment on this case. Noting the huge cost escalation, the financial adviser in the ministry described it as a “scam” in her notes on the file. “It is very difficult to accept that inadequate project preparation tells the whole story… A gentle tap dance around serious issues should not be the way forward”. She suggested referring the case to the CVC for taking suitable action. At that point, this position was also endorsed by the current Road Secretary, Vijay Chhibber. “There has been a complete breakdown of project management for this sanctioned work by Nagaland state PWD”, he noted in his com-
ments on the file. But, surprisingly, when the file travelled down from Minister Joshi, no action was asked for against the concerned officials, either at New Delhi or in the Nagaland government. Instead, the only discussions were about how to appoint an independent consultant. Next week, Joshi resigned and Oscar Fernandes took over. The file travelled once more to the new Minister. Interestingly, Chhibber, in his fresh note for the new minister, while mentioning that action needed to be taken against those “who have committed mistakes in DPR preparation, scrutiny, etc”, did not elaborate on the vigilance angle. But Fernandes still noted in the file on June 22, 2013: “We may issue show cause before taking action.” The files on this road case show that when the revised estimate from the Nagaland PWD was received in Delhi in 2012, a technical committee of road engineers was sent by the Union ministry to examine the project sites. But the committee headed by the then Addl Director General, VL Patankar, merely suggested stopping work and blacklisting the consultants. It was okayed by Director General, C Kandasamy who classified the bloated estimates as a case of “inadequate project preparation”. The financial adviser to the Union Road and Transport Ministry was the first one to rail against this “damage control approach”. She noted that the “suggestions, in fact, end up condoning — with unwar-
ranted good grace — the apparent complicity of the state PWD, contractor and possibly local officials of (the road transport ministry) in the scam”. She added that the “dismal implementation of the project, tellingly points towards misappropriation of public funds and breach of trust”. The secretary too noted that one “approach could be to refer this entire matter to CVC for advise and further follow up action”. He added that this will put the project in jeopardy but send a signal to the state governments in the Northeast “that the poor project management will not be condoned”. Yet, after the unanimous comments from the two ministers, the file when it reached lower down within the road ministry, it became just one of appointing a consultant from among public sector firms to make a fresh assessment of costs, oblivious to the magnitude of the scam. None of the concerned officers (it didn’t reach the FA again) made any reference to the issue of apportioning responsibility for the delay and the consequent massive rise in costs. In a written reply to this paper, Chhibber noted the Nagaland state PWD has now offered to slash the cost by Rs 1,000 crore to Rs 1,966.02 crore while RITES India has been appointed by the ministry in Delhi “for the preparation of a revised cost estimate” on April 17 this year. The report is expected in nine months, his response says. But there is no reference to fixing responsibility for the four year delay where virtually no construction has happened.

Reiterating on the need for early peaceful and amicable settlement of the IndoNaga political conflict, the Naga People’s Front (NPC) today welcomed the declaration of Prime Minister Narendra Modi to solve the issue in a “time bound” period and hoped that the declaration shall be followed with sincerity by both sides. This was amongst the many resolutions adopted at the NPF general convention held here today at IG Stadium. Nagaland Chief Minister, TR Zeliang said that the PM’s visit to the state would send a positive signal about the centre’s commitment to resolve the issue. He also urged Naga political groups to come together and pursue the solution. He further urged NPF party men and people in the government to remain strong so as to facilitate the peace process. “Whatever may be the prevailing situation, NPF fully support the ongoing dialogue between the Government of India and NSCN (IM) with a believe that once solution is hammered out, the same will be made as an offer to the Naga people and give opportunity to other factions and the Naga public as well to give their opinion about their future” said party president, Shurhozelie Liezietsu. He said piecemeal solution to the Naga
political problem is out of question adding that there can be only one solution to the problem. He also appealed to Naga factions to come together for the sake of the Naga people. “Our stand is firm towards solution to the Naga political problem and we are ready to take any risk if our action can be of any help to any move towards this end,” he added. Liezietsu however lamented that Naga people have split into factions under the common roof of their demand for sovereignty thereby weakening the movement. He added that the future of Naga people is bleak if they remain separated. “In fact this situation has diverted to a great extent the mind of the people from the main issue of a solution to mere unity among the undergrounds” he said. Former Chief Minister and Lok Sabha MP, Neiphiu Rio said the central government is strong and can take any decision to solve the Naga issue. He however insisted that the Naga people remain united to accept the solution. He also asked the state government to make all effort and not merely lip-service. He added that NPF has already started political integration while pursuing for a physical integration of Naga areas. The convention was also addressed by Rajya Sabha MP, Khekiho Zhimomi and Presidents of Manipur and Arunachal Pradesh units. They also re-elected Liezietsu as president for the next term. Govt should set up State Board of Counselling Services: ANCA Our Correspondent

The All Nagaland Counsellor’s Association (ANCA) today asserted that the government should set up State Board of Counselling Services (SBCS) to regulate all policy matters related to counselling services in the state. Addressing a press conference here today at Kohima Press Club on the eve of Counsellors’ Day, ANCA president Zavise Rume said the state government should formulate a policy on accreditation and licensing for counsellors and recruitment of counsellors in different departments. “There is no government policy of accreditation and licensing for a counsellor; therefore the people with no formal or professional training in counselling claim themselves to be counsellors,” Rume lamented. He said in the recent past, various department have utilized the services of candidates with master of social work, master of arts in psychology and even in theologians for the service of counselors since professionally trained counsellors were not available in the state. But now, he said, since we have many profession-

selling as an optional paper for B.Ed degree course and BA education paper since the subject matter is highly skilled and specialized area of profession. There is a need to set up a counselling cell in every counselling cell in every college and university department. ANCA general secretary Rev. Fr. George Rino said the concept of counselling in Nagaland is in infancy stage for which there are too many challenges and misconceptions about counselling and counsellors. “With the change of time, the professionalism in counselling is rapidly growing. The need for professional counselling service is greater than ever due to the increasing complexities of modern day living with emotional stresses, additional workloads, stiff competitions, family problems, child abuse, peer pressures, easy exposure to social media, degradation or moral values, substance abuse and sexual abuse, to mention a few,” he said. He said the basic purpose of counselling is to help the people in trouble to use their existing problemsolving skills more effectively or develop new and better coping skills and find solution to their problems.

Dimapur, November 26 (mexN): Hundreds of volunteers, shopkeepers and residents of Chumukedima on Wednesday took part in a mass social work called by EAC cum administrator of Chumukedima Town Council (CTC). ULFA plot to trigger blasts ahead of Modi visit unearthed Guwahati, November 26 (iaNs): Insurgent outfit ULFA had planned to carry out serial blasts and other subversive activities here ahead of Prime Minister Narendra Modi's scheduled visit to Assam, police said Wednesday. Senior Superintendent of Police (City) A.P. Tiwary said two militants from the anti-talk faction of the United Liberation Front of Asom (ULFA) were targeting city buses in Guwahati. "We have received information that two tribal boys, likely from the ULFA, are planning to keep explosives in city buses in Guwahati. Operations are on to nab them and an alert has been sounded," Tiwary said, and asked people for their cooperation. Modi and Home Minister Rajnath Singh are scheduled to arrive Nov 29. Rajnath Singh will inaugurate the all-India conference of directors general of police at the Assam Administrative Staff College the same day. Modi will address the conference Nov 30. North East Briefs Meghalaya ‘most wanted’ militant arrested in Tamil Nadu Guwahati, November 26 (the iNdiaN express): William A Sangma, self-styled commander of Achik National Cooperative Army (ANCA), and an accomplice called Alas R Sangma, who was declared as “most wanted” by a special police team of the Meghalaya Police a few months ago, was finally tracked down and arrested in Chinnakkarai in Tirupur district of Meghalaya. An official of the Meghalaya Police said William A Sangma, who had managed to escape from the Mendipathar police station lock-up in August this year, was working in a ready-made garments factory under a different name when police tracked him down there. While William is a “wanted” person in several cases in Meghalaya’s Garo Hills region, his accomplice Alas R Sangma, who was working in the same garments factory in Tamil Nadu, too had a non-bailable warrant against him.

Rijiju assures road connectivity for remote villages in Arunachal itaNaGar, November 26 (pti): Union Minister of State for Home Affairs Kiren Rijiju has assured to initiate measures to provide road connectivity to all remote villages of Arunachal Pradesh by 2019. Rijiju's assertion came when Parliamentary Secretary Markio Tado called on him at his office in New Delhi on Tuesday, a press release said here on Wednesday. During his meeting with Rijiju, Tado briefed him about the road communication problems of Tali Assembly Constituency, especially Tali ADC headquarters and Pipsorang circles. While reiterating the fact that Tali was established in 1957 during NEFA period under Political Officer P N Kaul, Tado emphasized that these critical administrative points have remained unconnected with rest of the state for 57 years. He informed Rijiju that lack of road connectivity to Tali has resulted in large scale migration of local population to different towns of the state especially to Itanagar and Naharlagan mainly due to lack of health, education and other basic facilities. Tado mentioned that it is in the greater interests of the socio economic development of Tali that the connectivity issues should be addressed on priority basis which will check migration of populations to other parts of the state. Par panel approves bill on Indo-Bangla agreement New delhi, November 26 (pti): A parliamentary panel is learnt to have approved a bill to give effect to the India-Bangladesh Land Boundary Agreement (LBA) recommending that the interests of state governments and the people be kept in mind. The "unanimous" report of the Standing Committee on External Affairs, headed by Congress member Shashi Tharoor, on the Constitution (119th Amendment) Bill, 2013 is likely to be tabled in Rajya Sabha next week, informed sources said. They said the report has taken into cognisance most issues raised by Trinamool
Congress, which had put its foot down to block the accord with Bangladesh in 2011 ahead of a visit to Dhaka by then Prime Minister Manmohan Singh. The issues, raised by TMC, primarily relate to protection of national interests, the interests of all states bordering Bangladesh and those of the people likely to be affected by the proposed accord. The sources said safeguards had been added in the proposed bill to ensure that the Centre would take the state governments concerned into confidence while implementing the various provisions of the land boundary agreement.
The UPA-II government had last December managed to introduce the Constitution amendment bill to facilitate the swap of land enclaves with Bangladesh, amid din and high drama which saw members of Trinamool Congress and Asom Gana Parishad trying to snatch copies of the proposed legislation from the then External Affairs Minister Salman Khurshid. It was later referred to the Standing Committee. The bill amends the First Schedule of the Constitution to give effect to the Indo-Bangla agreement on acquiring and transfer of territories between the two countries on May 16,
1974. The First Schedule of the Constitution defines the area of each state and Union territory which together constitute India. The legislation is aimed at ratifying the LBA between India and Bangladesh under the Indira-Mujib pact of 1974 to exchange areas and people on either side of the border. India will exchange 111 enclaves measuring 17,160 acres to Bangladesh and receive 51 enclaves covering 7,110 acres. Almost 51,000 people reside in these enclaves. The territories involved in the exchange are in Assam, West Bengal, Meghalaya and Tripura.
Tripura CM attacks Centre over curtailment of MGNREGA funds New delhi, November 26 (pti): Launching a scathing attack on the Narendra Modi-led government for its "anti-poor" policies, Tripura Chief Minister Manik Sarkar today said the Centre is trying to dilute rural job scheme MGNREGA through various routes including significant curtailing of funds. Sarkar, a CPI(M) Polit Bureau member, said Tripura has been given Rs 650 crore in the form of central assistance to MGNREGA in the financial year 2014-15, although the budget allocation was to the tune of Rs 1,400 crore. "The Centre informed us that it would provide us around Rs 650 crore during the current fiscal (2014-15) in spite of a budget allocation amounting to Rs 1,400 crore, which amounts to a 50 per cent cut," he said,

They should realise that attack on this programme amounts to attack on the poorest of the poor," he said.
On the presence of JD(U) and Congress leaders, he said that they came there on realising the importance of the cause. "The government led by Modiji should try to realise that this is not a demand raised by CPI(M) alone. This is the demand of common people of the country which is bringing leaders cutting across party lines together. "We have not invited them but when they came to know about the demands, they realised that it would be their moral responsibility to come and support the cause," Sarkar said. Earlier in the day, Urban Development Minister Venkaiah Naidu sought to assure the protesting MPs in the Lok Sabha, stating "there is no question of diluting MGNREGA", following which the CPI(M) members staged a walkout.
Meghalaya no to chemical fertilizers shilloNG, November 26 (pti): Meghalaya is doing away with chemical fertilizers and pesticides which reportedly causes millions of cases of pesticide poisoning every year, Chief Minister Mukul Sangma told the assembly today. He said the government's agricultural department has sorted out to produce food that are safer which adhere to the National Program of Organic Production (NPOP) standards and that are nutritionally more acceptable. An attempt is also made to introduce bio-fertilizer to improve the health condition of soils, he said. Assam: Security beefed up ahead of PM's visit Guwahati, November 26 (tNie): Security has been strengthened across Assam a day after a powerful bomb, apparently intended to “disturb” Prime Minister Narendra Modi’s programmes, was recovered from a Guwahati-bound train. A 5.5-kg Improvised Explosive Device (IED) was recovered from an express train near here on Monday by the Government Railway Police based on the inputs provided by the NIA. The NIA said the IED was being brought here to “disturb” the PM’s programmes. The recovery of the bomb near Guwahati and that too five days prior to Modi’s visit has now sent the police and security forces into a tizzy. On November 29, the Prime Minister will flag off the first train from Meghalaya and will also lay the foundation stone of the Bharibi-Sairang railway track. The next day, he will attend a conference of the DGPs and IGPs and a meeting of the Chief Ministers of North East states here. He will also address a meeting of BJP workers. New delhi, November 26 (pti): Congress is likely to raise in Parliament next week the issue of inclusion of the history of the North Eastern Region in country's school text books. Senior Congress leader Ahmed Patel has given this assurance at a discussion with MPs, academicians, students and activists here last evening. Patel said he would also request Chief Ministers of Congressruled states to do something for inclusion of the history of Northeast region in the text books of their respective state. The meeting was convened by Patel in the backdrop of several attacks against people from the Northeast in recent past in different parts of the country. The Delhi police this year alone received over 600 distress calls from people of the Northeast origin. The assembled Parliamentarians listened from the invited delegates about the fundamental reasons for the increase of such "hate crimes" in different parts of the country. Patel and the other Parliamentarians were apprised as to how there was no mention of history of the Northeast in the country's text books that resulted that the culture of the region never entered the public consciousness.

PM visits…Will it not be better?
T
he Nagaland Govt. has been preoccupied by the preparations for the reception of the maiden visit of Mr. Narendra Modi, the Hon’ble PM of India to inaugurate the Hornbill festival of 2014. I can understand the sigh of relief the DAN Govt. has now from the recent shock from Jual Oram, Union Minister for Tribal Development Affairs who expressed the uncertainty of PM’s Kisama itinerary during his visit to Kohima on 12.11.2014. I presume the State Govt’s intention is fixated now on how to implore upon the PM to the extent of prostrating before him so as to get rescued from the ongoing deep financial crisis. I can also imagine that the CM, Nagaland and his colleagues may not like to listen to Modi’s statements on other issues, be it political, developments, social, etc. except the impatience to hear how big would be the amount of the rescuing package to be disclosed. Perhaps, the PM will not depart from Kohima/Kisama without doling out something for the financially malnourished Nagaland despite of NPF and BJP having blow hot-blow cold relationship. Well, it is the botheration of the State Govt. The layman’s concerns are: Will it not be better, for the sake of Nagaland, to let the PM travel from Dimapur to Kohima by road? Former PM Vajpai travelled this road, and he donated Rs.400 crores for its augmentation. In
the interest of the general public, if PM Modi takes 2 hours to travel by the same road, he will see himself how transparent is the maintenance of the 29-National Highway, how praiseworthy is the workmanship in maintenance under the active supervision of the State Quality Control Board and how maximum number of sharp curves of British made are preserved all along the whole stretch of the distance during the last 51 years for the sake of posterity. It would have been much better if the PM Modi is hosted to Christmas celebration which is the greatest festival of Christians. Not to irritate anyone and without sarcasm, but I truly believe that for the first time, if all the tribes living in Capital Kohima have a joint grand Christmas festival and invite the PM Modi to be part of it, in my opinion, will serve dual purpose. The first is Modi’s god had died, never risen and will never ever rise again. Whereas, the God of Naga Christians is alive and will ever remain alive. Modi worships the manmade idols, and the Nagas worship the everlasting living God who is the King of kings and the Lord of lords. It is a duty of Naga Christians to exalt the name of their living God, not the wild bird, before the Hindu PM who is the international crusader for Hinduism. The second is learning this lesson from Bible that neither because of the lack of technical know-how nor due to shortage of requisite materials and labour
nor due to paucity of water and food or nor due to any natural calamity that the people in Shinar plain had to abandon the project of a city and its tower halfway. The sole reason is to ‘make a name for ourselves’ was disliked by God and He frustrated the people of arrogance. The Naga Christians popularising the name of a bird may fetch wrath of God. No matter how best DAN Govt. tries to woo PM Modi, the hornbill, the bird, will not change the heart of any man. The hornbill will fall flat at the feet of the Ark of Covenant as the Dagon was. Yet, when the Naga Christians, irrespective of denominations, come and exalt and praise the name of Jesus Christ in presence of PM Modi, the living God will change the heart of Modi, as was with king Pharaoh, to do what are needed to be done for the State of Nagaland, be it clearing liabilities or political issues. I am sure the State Govt. is getting prepared with the items of gifts to be given to PM Modi. Along with those items, I proposed an item to be included. The reason for my suggestion is: During his visit to USA, PM Modi gifted a copy of Gita to President Obama. Again, his visit to Japan, PM Modi gave the same to Emperor of Japan. An observation on the implication of these events from an insignificant writer will not prick anyone’s sentiment. Yet, if the Prime Minister Modi tries to glorify only Hinduism and represents only the Hindu majority in India during his of-
ficial foreign tours, he fails to represent the banner of Unity in Diversity. If the PM Modi ignores the quintessence of secularism by being the chief crusader of Hindutsva in foreign lands, then we, Christians are not represented by PM in those official visits to other countries. What INC President Sonia Gandhi recently stated is the reality when she said ‘there can be no India without secularism’. In order to let Modi, as PM of India, represents both religious majority and minorities, a copy of Christian Bible be given to him. To Naga Christians the Bible is important as Gita to PM Modi. Fortunately, PM Modi is coming to the land of Christians who all possessed a Bible each whether one reads it or not. When the PM of India gives due respect to a religious minority of Christians, it strengthens the fabric of Indian integration. The PM Modi should not be proud of being a Hindu, the majority in the sub-continent. Rather, he should be proud that his country is comprised of diverse colours of rainbow communities, and yet all those varied colours are understood by a single vocabulary as rainbow, and he is expected to be proud of representing a rainbow of diverse communities in unity. When a colour is removed or discriminated from the horizon of rainbow the rest combination of colours does not deserve to retain the word rainbow. Z Lohe

ince time immemorial Bamboo are intermingle with the tradition and culture of rural and tribal people and plays an integral parts of their culture, social and economic conditions due to to which they have been variously called as the “ The cradle to coffin plant” , “ The poor man’s timber” , “ Friend of the people” , “Green Gasoline”’, “ The plant with thousand faces” and “The Green Gold”. This Green Gold is sufficiently cheap and potential to meet the vast needs of human populations from the “ Child’s cradle to the dead man’s bier”. Because of it’s multi-utility, both in traditional way for the rural people as well as modern society, bamboo is becoming a very important plant worldwide. Our state Nagaland has been richly blessed with abundant resources of bamboo and suitable ecological and climatic conditions for it’s propagations. Bamboo has a very historical and cultural association with the Nagas and still continues to play an integral
role in the life of many people for food, shelters and livelihood. It is used in almost all aspect of life from eatery, construction, marriages and livelihood to death. According to Dr. H. B Naithani, who had made a thorough research of our states bamboo documented about 40 different species of bamboo of which 3 new varieties from the state have been reported. It is estimated that around 5% of the growing stock of the bamboo of our country is in our state which covers almost an area of 448000 hectares. In addition being richly blessed, our local farmers, craftsmen’s and artisan posses the skills required for commercial and fine handicrafts products which can be of great marketable value. The Paper Mill in Tuli, Nagaland that had not functioned for the last two decades was recently revived by the government. This revival has a great opportunities and big window opening for our state economy and particularly for the farmers for better livelihood. In
2007, state planning department disclosed, the Paper industry, Tuli, will requires 0.35 million metric tons of bamboo annually which in turn will generate a huge amount of $ 1704 million economy for the rural community. Looking at this, bamboo can be rightly called as the future economy back bone of our state. Bamboo has the potential to alleviate poverty and employment generation particularly in rural sector. Unemployment is one of the greatest challenges facing in our state where ten’s of thousands of educated and uneducated are unemployed. Many families still lives from hand and to mouth, trying
hard to earn their daily bread for its livelihood. Looking at this scenario, using the vast abundance resources of Green Gold of our state can bring a crucial role in filling up the gap between the POOR---RICH and EDUCATED---UNEDUCATED. Some necessary steps should steps should be taken to minimised the traditional practices of Jhum cultivation which is extensively depleting our huge virgin forest along with varieties of bamboos. Farmers should be given the proper awareness of Green Gold value and it’s application by conducting seminars among the rural communities on it’s productivity and optimum usage. Exposure trips should be encouraged for enthusiastic entrepreneurs and talented artisans for modern trade fairs and commerce and also introducing craft sectors to a wider market, facilitating to improve their skills and enhance their earning capacity. Meitei Community Needs To Look Beyond Naga Issue

The propagation of Naga issue by certain leaders has blinded the Meitei public from seeing many pertinent issues. Under the intense forces of global market (neo-liberalisation & crony capitalism), intensive and extensive land grabbing is going on in and around Imphal valley- the sole abode of the Meiteis in Manipur. Can we believe your leaders when they talk of state territorial integrity issue but are giving away your land, forests and water to capitalists or outsiders in the name of development? Under militarisation, how many hectares of your fertile land and forests have been forcefully occupied by state/central armed forces? Tainted politicians found Naga political issue as a scapegoat for their misdeeds. Whether a politician is corrupted or not corrupted is not a concern in Manipur so long as one speaks of territorial integrity. Whether land and forests fall into the hands of the rich capitalists is not even a great concern. Unfortunately, for many Meitei leaders, it appears that killings, violence and extrajudicial treatment to citizens on a large scale under AFSPA is nothing in comparison to the danger posed by Naga political movement. Youths are migrating to other cities/towns by hundreds. My dear fellow Meiteis, think for future generation beyond Naga political issue. If you continue to consider this issue as the common goal or binding force, a time may come when Meitei community will be broken itself into pieces once Naga issue is settled. Forget for a moment about Naga issue and think for your own community. Neo-liberal globalisation destroys indigenous people, their livelihoods and cultures. Common people are suffering. Division and insecurity is fast developing. Militarisation is the weapon of globalisation. Listen to the prophetic voice of Jiten Yumnam and fight against the destructive forces of globalisation. Listen to the voice of crusader Irom Sharmila and fight against militarisation. Meitei intellectuals need to put your heads and brain together and envision a genuine common goal beyond Naga issue and lead the future generation to a bright and secured future.
he issue of Naga national movement (interpreted by Meitei leaders as territorial integrity issue) is portrayed as a threat of survival to Meitei community in Manipur. This issue has been put up on high pedestal to be seen by all especially Meitei community. It has been portrayed time and again by many Meitei leaders (with vested interest) as the mother of every problem in Manipur and that all Meiteis must come together and fight against it. In that process, many innocent lives have lost and public properties worth of crores destroyed. In fact, Meitei community has elected many of their leaders simply because they speak against the Naga issue more effectively than others. Those leaders with accommodating heart in bringing peace and reconciliation among various communities are neglected and ignored. It is high time for the Meitei community to think and look beyond the issue of Naga national movement. Many Meitei scholars (not all) have written and continue to write many articles about the history (real or imaginary) of the Naga community. Most of the time, their write-ups show how desperate they are in trying to disintegrate the ideology of Naga nation not knowing the fact that Naga nation, be it reality or imagined, be it ancient or modern development, is a nation. Many leaders (not all) of Meitei civil organisations use Naga issue to build up their image, maintain their status and hold on to their post. To sustain their leadership posts, such leaders often organise seminars, call for protests and bandhs or deliver speech in special occasions against Naga national movement. Many Meitei (not all) political leaders earnestly employed Manipur territorial integrity issue and get elected as member of legislative assembly. The formation of present state government is a startling example of this. A time may come when many of the present MLAs will lose their seat in the Assembly as the political issue of Naga reach its final settlement. It may not be wrong to say that Naga issue is being used by many Meitei leaders for their own survival and enforce their vested interest upon their own community. This bunch of leaders has created insecurity and unrest in the minds of the people today. Meitei community needs to seriously ponder over whether the real threat of survival is from global market forces where the state works hand-in-glove or the real threat is

Inclusive planning for the next year will be another key outcome of this workshop, it added. The workshop is being participated by 14 farmers from Langkok village, Kiphire district; Sakraba village, Phek district; Tsiesema Basa village, Kohima district; Rüzaphema village, Dimapur district; and Yuching village, Mon district, and also four officers from the Agriculture Department and State Agriculture Research Station (SARS), Yisemyong, Mokokchung, who have been actively monitoring the activities of the farmers.

Y. Yanthan, Rtd. Joint Secretary (Finance) on November 26 at the conference hall of Finance Department, Nagaland Civil Secretariat, Kohima. Speaking at the program, Principal Secretary to the CM and Finance Commissioner, Temjen Toy stated that the officers had contributed immensely with their expertise and experience in the Finance Department. He said that Wati, who served in the Finance Department for 15 years, was an efficient man with immense knowledge in his field of work, and wished him a happy and active retired life. Regarding Ashi, he stated that during 5 years on deputation to Nagaland, he helped the State government and the people effectively. Y. Kikheto Sema, Secretary (Budget) described
Wati as a simple, humble and efficient person who never kept work pending. As a man of principles, he always made sure that he did what he promised to do, Sema added. He further stated that Ashi was a very simple, organized and approachable officer who contributed immensely to the State and the people. He said that on repatriation to his parent department, Ashi will be able to contribute even more to the Nagas and wished him the best in all his future assignments. Wati Pongener thanked the officers and staff of the Finance Department for all the support, co-operation and contributions during his 15 years. He stated that helping each other and learning from each other paved way for efficient and smooth functioning of the department. Ashi Khieya meanwhile stated that during his deputation to the State from 2009 – 2014, the officers and staff of the department had offered help, co-operation and support which helped immensely in effective functioning of the department.

DAYO has called upon all the right thinking citizens to voice against such act of “cowardice and nuisance.” It has also appealed to the law enforcing agency to arrest and book the accused under relevant section of penal law at the earliest so such incidents do not happen again.

Good roads are the road to Civilization C. Cho-o

magine there were no roads… would that be called human habitat? Where there are people, there must be roads, and the roads must be good if civilization is to be ushered in. It is said that, a former Prime Minister was asked by someone (probably a news reporter?) to comment on the roads during the former’s visit to Nagaland. To which he replied, “How can I comment on the roads when there are no roads!” One is compelled to wonder if roads in Nagaland are roads or river? Good roads and civilization are indispensable. Either good roads foster civilization or civilization enhances good roads. We claim to live in a civilized world but our roads tell how inconsistent we are. What makes cities different from villages is easy accessibility due to good transportation facility. Indeed, good road is the mother of other developments whether it is infrastructure or economy. Jacques Morisset is of the view that, “Reducing the distance between people, markets, services and knowledge – or simply ‘getting people connected’ is a great part of what economic growth is all about. Prof. Thuannguyen, also says, “Good roads are essential for the development of a country. The Romans realized this centuries ago. Wherever they established themselves, they tried to improve the roads there. Today, the governments of all countries in the world are building more and more roads to gain access to the remotest regions of their countries.” Thus, trade is improved. Israelmore Ayivor writes “When I was a child, I used to wonder why markets in my locality were all situated near the main roads. I grew up a little to get the answer; "that business minded people can meet there easily!" Your dream must be situated where they can meet people!” It is learnt from a reliable source that, Park Jeong Hee, former president of South Korea (1960-1979) wanted his country to progress in all-round development, so he prioritized road construction. Most of the roads and tunnels in South Korea were built during his rule. Today, Seoul city of Korea is called “the Soul of Asia” partly because of its excellent road condition. This former president is still fondly remembered by young and old alike for his visionary work. Rebecca Solnit commented, “Roads are a record of those who have gone before.” Is there one among the Nagas? Or anyone willing to become one? This year a contractor was lauded for his excellent job in blacktopping in Singrejan area. May he be remembered and his tribe increase. Since the latter part of last year we could see some improvements on road condition in some parts of Dimapur, Kohima, and elsewhere. Bravo! to the Minister for Road and Bridges, Nagaland. The good work must continue because “Rome was not built in a day.” And it must continue well. Lately we’ve also been seeing a facelift on the road condition, probably, as a preparation for the forthcoming Hornbill Festival coinciding with the Prime Minister’s visit to Nagaland. It is good to develop something in the name of foreigners or a VVIP’s visit or in the name of an occasion, but aren’t roads supposed to serve the needs of the people in the locality and not only for visitors or for an occasion? Don’t the people of Nagaland deserve a better road? How long can we be satisfied with “potholefilling” and “make-up” works? This is self-deception. Roads must be built to last; not build to be destroyed even by the strokes of a herd of cattle’s hoofs or monsoon rain. Surely, “something is better than nothing” but it is much better to do something for a purpose and durability. While other countries/states are innovating highest technologies in road constructions, we are still using “mud-technology” and “patching” formula. In Nagaland, while works are on progress deterioration immediately follows (or deterioration progresses faster). Two problems are observed in this regard: 1. Works are poorly done 2. Even works that are done well are not maintained. Therefore, the idea of good roads in Nagaland is always a fantasy – building castle in the air. Now, “Four Lane Road” and “Two Lane Road” projects are buzzwords of the day. But, my question is, when we can’t maintain what we have now, can we maintain what is yet to come? Or are we going to start new mega project at the expense of what we already have? It is said, “A bird in hand is better than two out of hand.” Therefore, it is better to maintain what we have first and take up new projects. That is development. Undertaking new projects by abandoning what is already there is “de-development.” But, wait a minute: if both the existing roads and the proposed new roads can be taken care of, that would be excellent! I’ll be the happiest if I’m proved wrong, and my skepticism defeated, by materializing the proposed mega road projects into reality. “Where there is a will, there is a way” is what a wise person told us. We have no way (road) because we have no will power. But, we are also reminded that, it is “better late than never.” I’m sure the concerned authority and our expectant leaders will make something happen before we face worse than what we see today. May I encourage the public not to shut their mouth until we get what we all deserve – good road. I’m not instigating protest, but the sad thing in Nagaland is that, things get done only under pressure. Mexico’s Undead Rise Up With 43 disappeared student teachers presumed dead, Mexican popular resistance is creating new alternatives to the militarized narco-state

ivos se los llevaron y vivos los queremos. “Alive, they were taken, and alive we want them back,” became the national and international public’s rallying cry for the 43 disappeared male student teachers attacked by municipal police and then handed over to the Guerreros Unidos drug gang on September 26, 2014 in Iguala, Guerrero, Mexico. This remains the rallying cry even after the official press conference of the Attorney General (PGR) announced last Friday that those missing had most likely been executed and burnt to ashes as detailed in the suspected assassins’ video testimonies shared at the press conference alongside maps and photographs of suggestive evidence. However, there is no conclusive proof yet and so the 43 missing remain undead. Their parents refuse to accept this verdict, and in doing so, reveal the state’s incompetency, not only to deliver justice. But also their inability to act with any kind of legitimacy or credibility before a populace to whom it has become ever more clear that the federal government is in fact deeply implicated in the violence it claims to oppose. This refusal of death has led to rage in all of those protesting in the streets, on social media and even in the National Chamber of Deputies, where photographs of the missing 43 surround Deputy Luisa María Alcalde Luján who while withstanding the interruptions and dismissal of her peers, insists that Ayotzinapa is a State crime. The PGR press conference was itself a theater of death that revealed many gruesome details, but no definitive confirmation of whether the disappeared are, in fact, dead. Attorney General Jesús Murillo Karam characterized the inconclusive investigation as bastante exitosa, quite successful, but also emphasized that he could not confirm if the ashes found belonged to the students without further mitochondrial DNA studies for which they have sent the remains to a specialized lab in Austria. Perhaps unwittingly, Attorney General Murillo Karam pointed to a crucial difference between individualist vs. collective ways of being and knowing that produce radically different approaches to action. In response to a reporter’s question about whether the parents of the missing believed him, he explained that the parents of the 43 disappeared son gente que toman decisiones en conjunto, are people who make decisions together. It is not about whether any of the parents as individuals believes or disbelieves Murillo Karam’s evidence—although they have since visited the alleged garbage dump crime site and confirmed their disbelief based on what they observed. Rather, they share a common refusal to accept the insufficient state evidence and its silence about its own complicity in the attacks and probable execution of their sons. Collective decision-making is characteristic of Mesoamerican communities and is still widely practiced in much of the territory of what is today called the nation-state of Mexico. This points to an important distinction between how decisions are made in the vertical elite power centers “above” in what contemporary political theorist/activist Gustavo Esteva calls el México Imaginario, Imaginary Mexico, and in the participatory assemblies of grassroots indigenous communities “below” from what anthropologist Guillermo Bonfíl Batalla famously termed México Profundo. These metaphors suggest that the actual power of the elite functioning through what has increasingly become a narco-state, is imag-

ver the past ten years, Facebook has added a new dimension to the social lives of over a billion people—and together with other social media like Twitter and Instagram, it has created an entirely new category of social ties. Given their popularity, social media have become the topic of a growing body of research in the social sciences. For Facebook’s tenth birthday, I’ve collected ten discoveries this research has yielded. If you’re on Facebook, then these studies apply to you! 1. Facebook might increase dissatisfaction with your life. The authors of one study text-messaged people five times per day for two weeks and asked people about their Facebook use and their wellbeing. The more people used Facebook at one time, the worse they felt the next time they were text-messaged. In addition, over the two weeks of the study, the more people used Facebook, the more their life satisfaction decreased. 2. But being more giving on Facebook can help. If you want to use Facebook without experiencing these deficits in subjective well-being, try being a more giving user when you are on the site. One study documented that active interactions, like leaving wall posts or “liking” friends’ content, predicted less loneliness and more social capital. Consuming content more passively, such as browsing through other people’s profiles, however, was associated with more loneliness and less social capital. 3. Your profile can betray social anxiety. Research has documented that certain objective measures of profiles are related to users’ self-reported personalities. For example, the amount of information people list on their profiles—like the number of favorite TV shows or music interests—is positively

But thankfully, rumblings from below, of the many dead and of these most recent 43 undead, together with those deeply held memories of ways of being, knowing and doing from México Profundo are joining up with the ranks of the living to combat the fear that can momentarily pause Mexico’s deep and persistent resistance. Antithetical to the fear that often weaves its wave through the narco-state’s theater of death is the defiant Mosaic of Life portrayed in multiple performances and visual arts representations (such as http://ilustradoresconayotzinapa.tumblr.com/) from all over the world giving “life” through faces and names to the missing 43. Forty-three student-teachers have now come to signify all of the disappeared and killed, by growing exponentially into a movement calling itself “43 x 43”, where thousands continue to take the streets in Mexico City and cities all over the nation and world. #Ya me cansé (“I am tired” said Attorney General Murillo Karam after an hour of presenting and responding to questions) was immediately taken up as a new hashtag for Mexican society to express that it, too, is tired, tired of being afraid, of being full of digna rabia, dignified rage, but not tired of fighting for justice. Students and teachers everywhere are rising up to greet these undead, who with the more than 100,000 killed and/or disappeared since 2006, the start of this drug war under former President Calderón, call us to fight for dignity in both life and death. The refusal by the parents of the disappeared 43 is part of a larger refusal: that of a Mexican society fed up with decades of terror and death at the mercy of an increasingly horrific narco-state. It is also a refusal of the dead to remain dead, and so in this week right after a particularly poignant Dia de Muertos, Day of the Dead celebration in Mexico and its diaspora, the dead return multiplied exponentially. This is similar to what happened last May in the Zapatista autonomous municipality known as el Caracol de la Realidad in the state of Chiapas, where a teacher known as Galeano was murdered by paramilitary forces. At the pre-dawn ceremony held there in Galeano’s honor on May 25, 2014, Zapatista Subcomandante Insurgente Marcos announced that he, Marcos, would cease to exist. He then disappeared into the night.
The assembled then heard a disembodied voice address them: “Good dawn compañeras and compañeros. My name is Galeano, Subcomandante Insurgente Galeano. Does anybody else respond to this name?” In response, hundreds of voices affirmed “Yes, we are all Galeano!” And so Galeano came back to life collectively, in all of those assembled, and now 43 disappeared student-teachers have now multiplied into thousands demanding justice from the state. The Zapatistas do not seek revenge for Galeano’s murder, but rather justice for all; in making this important differentiation, they echo the larger country’s calls. Dignity belongs to both the dead and the living…and both refuse to be extinguished as the globalized Death Power Machine would have them be. As the now “deceased” Zapatista Subcomandante Marcos, now Subcomandante Galeano in honor of his deceased compañero, said: “Quisieron enterrarnos, pero no sabían que eramos semilla.” They wanted to bury us, but they didn’t know we were seeds. Mexico’s bloody history has buried many seeds of resistance, which have sprouted in all sorts of creative grassroots-led alternatives. Among these are various policías comunitarias, community police, from Michoacán to Guerrero who have begun to build greater autonomies that visualize a better life with alternative education, health and governing systems. Seventeen of the 43 disappeared students were from the Costa Chica region, one of the poorest and most marginalized areas where policías comunitarias operate under principles of community justice. There is now a call for a nation-wide general strike, which includes taking the Mexico City Benito Juarez Airport, scheduled for this coming November 20th, the 104th anniversary of the Mexican Revolution. Let us see if this newly sprouted 43 x 43 movement can finally edge the country closer to comprehensive structural change that can nourish the kind of collective leadership which already exists in another of Mexico’s poorest provinces: Chiapas. The Zapatista alternative political system has existed for over 20 years, and is a viable home-grown model of a systemic alternative to the capitalist narco-state. Small communities across the nation have already been building their own versions of autonomy--whether around healthcare, education, justice or government. This may well be an opportunity to take this learning to the next level; it’s not only the dead who are now uncomfortable, but also those who deny the living.

On this U.S. congressional election day, Facebook showed some users a news feed message that encouraged them to vote, along with pictures of their Facebook friends who voted. Other users saw the message but without pictures of their friends. People who saw the message along with pictures of their friends were significantly more likely to vote than people who saw the message without pictures of their friends. 10. People who quit Facebook struggle with addiction and privacy. Though Facebook is still increasing in number of users, some people have quit Facebook altogether. Who are the people who “commit virtual identity suicide,” as one paper called it? The international study of Facebook quitters revealed that they felt more addicted to the internet, meaning that it affected their daily routine, social life, productivity, sleeping patterns and feelings more than current Facebook users. They were also significantly more cautious about their privacy, with 48 percent citing privacy concerns as their primary reason for closing their accounts.

T
he most recent protests in Hong Kong are indicative of a trend among people’s movements that use civil resistance – the increased emphasis placed on the taking and holding of physical space, which is to say, the tactic of occupation. Usually focused on a central square, as in the case of Egypt and Ukraine, or concentrated on a particular site emblematic of injustice, as in Occupy Wall Street, occupations as a tactic have been a media coverage-igniting feature of many of the most important protest campaigns occurring over the past few years. This stands out as a relatively new phenomenon when considered within the longer history of civil resistance movements, when the tactic or place of occupation seldom came to define the entire movement. Recent occupations appear to be defined by their openness, accessibility, and public visibility. This seems to be what makes them both robust but also vulnerable. This element allows them either to be magnets for participation both by ordinary civilians and those associated with the regime or other opponents who defect -- or when repression occurs, the public symbol of a real or perceived loss of momentum. Occupied sites create a public theater for resistance, a focal point for the praise and global solidarity that comes vis-àvia international media coverage, while also being subject to its whims, superficial attention span, lack of knowledge of the dynamics of civil resistance, and attraction to violence. Overall they represent something of a precarious, high-stakes game that organizers for now believe may be a winning approach.
Winning approaches In the same way that the term “color revolutions” was used by opponents of nonviolent movements to define successful and unsuccessful attempts at overturning authoritarian governments, the global media are now eager to cover occupations. So does this mean we are entering the era of Occupy? What are the advantages and disadvantages of elevating this tactic (or allowing this tactic to be elevated)? And how might movements “occupy” more effectively? Like the term “color revolution” promoted by Vladimir Putin as a means to suggest that all of these movements were being fomented by outside forces, “occupy” or “occupation” could be recast as a pejorative term intended to pigeonhole and belittle movements. It could be argued that the so-called color revolutions in Serbia, Georgia, Lebanon and Iran, and particularly the electoral revolutions in post-communist Europe, unearthed a new approach to civil resistance that was effective, because it found a way to channel conventional political participation into nonviolent action at the right moment. During many of these electoral revolutions the critical movement-building phase occurred during and alongside the conventional campaigning process, as studentled groups like Serbia’s OTPOR, Georgia’s KMARA, and Ukraine’s PORA worked as a para-political force, spreading the movements’ strategies, rallying populations around the political candidates representing change, while also giving the general public an alternative means of participation if/when the elections were compromised. This worked as if it was a nonviolent insurance policy for elections, and because it was a legible and replicable type of strategy, it became transferable to other societies. The same could be occurring today with “Occupy,” whose pioneers, particularly in Egypt, discovered that new technology, especially in social media, in some cases enabled movements to achieve significant momentum relatively quickly. This momentum was then directed at a central point within a city, often chosen for its symbolic connection to principled grievances, and gave easy access and strategic importance to a core location. If the mass can sustain itself long enough, the center of occupation doubles as a catalyst/ venue for subsequent protests and participation, and if momentum increases, the movement is able to expand outward from the center, provide cover to security force defections, and impose economic costs on the government. The core of this is simple enough: the movement must establish and protect its nucleus and keep it open to additional participation so that it may expand and grow. But it starts to get tricky when one realizes that all of this is predicated on a movement’s ability to take and hold physical space. Firing on the non-violent Because these occupations are nonviolent, even the most brutal regimes often begin by deploying ‘non-lethal’ means of dispersing protesters before they become more repressive. But almost all non-democratic governing authorities seldom refrain from using lethal force once non-lethal means have reached the limits of their

umerous international and national efforts have focused on gender equality and the empowerment of women. The United Nations, for example, has convened four world conferences on women – Beijing in 1995, Nairobi in 1985, Copenhagen in 1980 and Mexico City in 1975 – and Member States have adopted various international agreements, such as the Beijing Declaration and Platform for Action and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). Achieving true gender equality, however, requires resolving the many inequities, discriminations and barriers that are encountered by both women and men. Concentrating attention, policies and programmes on the inequalities, biases and obstacles confronting women, while largely ignoring those of men is an unproductive and limited strategy for attaining true gender equality. It is important to acknowledge at the very outset that women’s rights and men’s rights are human rights. According to the Universal Declaration of Human Rights, all human beings are born free and equal in dignity and rights and are entitled to life, liberty and security of person. Moreover, empowering women and men is also an indispensable tool for advancing both human and national development, reducing poverty and improving prospects for future generations. Does the term ‘occupation’ delegitimize movements by casting participants as short-term guests, instead of representatives communicating grievances held by a wider society within a public forum that is theirs? effectiveness. This was true in Bahrain, when the government not only decided to fire on the nonviolent protestors occupying Pearl Square, it robbed the movement of its symbolic gravitas by destroying the square itself. Additionally through the use of agent provocateurs and/ or hired thugs, security forces have often proved to be quite adept at provoking violence, or at least creating the perception of violence, and then using this to justify lethal force. We have consistently seen these counter-occupation tactics work for a period of time, or work to bring an end to protests, in nearly every movement that has experienced repression. Occupation-based movements seem to be particularly vulnerable to such provocations, incursions, and infiltrations, given the fact that the operational consequences of much of a movement’s strategizing happens out in the open, but also because occupations need to defend such space so it can be open to more participation. On top of all this, when any violence does occur, regardless of whether it is due to a breakdown in nonviolent discipline, regime provocations, and/ or radical flanks, it will almost always become the focal point of mainstream media coverage and potentially scare off potential participants and reduce the chance for defections. What occupations give, misdirected occupations can take away. Ukraine This seemed to be true in Ukraine. Upon arriving in the Maidan in Kyiv last winter, just in time for the New Year’s celebrations, I was amazed by what had been achieved in only a matter of weeks. The space, both physical and political, that had been created and protected by the barricades and the occupied buildings contained a kind of micro-society that was an embodiment of the values that people from all across Ukraine sought to instill in a freer society. Everyone from the Euro-focused youth groups to the rightist Svoboda party engaged in all forms of political action and speech, on equal ground, in a civil environment, free from harassment, intimidation and fear. There were live lectures given by volunteer professors, perpetual stump-speaking, political theater, and pamphleteering. It had the feel of an art exhibition/ rock concert/ winter barbecue. There was a no-alcohol policy enforced by volunteers, who also manned a series of small narrow entrances and exits to keep out thugs and hooligans and provide safe passage to students, intellectuals, workers, parents, grandparents, and their children. Quite contrary to the narrative peddled by the mainstream international media, I learned that the occupation of the Maidan began not as a pro-EU demonstration, but as a reaction to the regime’s harsh repression of a pro-EU student protest, and it was the forceful denial of the students’ right to free speech, not the desire to join the EU, that turned the Maidan from a protest into a national movement. Thus the creation of a space protecting free speech and assembly was visually defined by the use of civil resistance. This space was also well-managed and defended, although an informed observer might have had qualms about the mainstream opposition political parties who seemed intent on stealing the show with impressive stage lights and sound systems afforded to them by party budgets. The organizers were mostly volunteers from a smattering of local civil society groups, and having successfully created the nucleus, which at that time had swelled to envelop a number of key government buildings, they sought to maintain its growth. To my surprise, this endeavor had less to do at that point with the politics of nonviolent action and was mainly a question of logistics, i.e. how to effectively obtain and distribute food, water, and firewood, and provide medical care, portable toilets, electricity and waste disposal. Looming over it all was this question: “How do we continue to defend ourselves and the space we’ve created?” Shortly after I left Kyiv in mid-January, the Yanukovych government’s security forces launched a sustained offensive against the protesters, attempting to once again retake the square. Given the importance of protecting the movement’s nucleus, protesters were forced to defend the square by all means short of outright violence.
Such security force tactics imposed on the movement the strategically ambivalent task of restricting themselves to what they could believe was an acceptable level of violence. From that point forward it seemed that the immediate fate of the struggle was resting on the dilemma of whether taking the necessary steps to defend the square - such as being armed with clubs and makeshift armor, launching stones and even Molotov cocktails at police, and burning tires and police vehicles - would lead to greater and more violent repression, more deaths, and fewer security force defections. In the long run, showy violence by some protesters did enable Yanukovych and later Putin to claim that the Maidan had been a violent revolt. But it’s likely that because the movement had been nonviolent for so many weeks, this did not compromise popular support. The choice to defend the square did lead to more intense repression, but it was maintained long enough to help invite key defections within the security forces, which were enough to send Yanukovych running and kick-start the process of creating a new government. Had Ukrainians by hook or crook gotten it right and found thematic balance in an occupation: just the right amount of force necessary to defend the core, but not enough to alienate the base and potential defectors? If so, then we should ask if this is what it takes to leverage success via occupation-based tactics. Before the regime’s attacks started, the Maidan organizers maintained a peaceful civic environment, but the majority of people dispersed once the tear gas canisters, bullets, and stones started flying. This meant that the security forces had put an end to the most important features of the movement simply by attacking the perimeter of the space. We can recall similar scenes in Tahrir Square in Egypt during the early days of that enormous demonstration, when the square was staunchly defended by protesters throwing stones and other projectiles, and many died by way of police sniper bullets.
Hong Kong The protests in Hong Kong seemed to be a product of a simpler, less confrontational occupation-based strategy, relying on makeshift barricades put in place to protect the core space where most of the nonviolent action took form. Still, the city government capitalized on this by accusing the movement of obstructing normal life, commerce, and preventing people from going to work and even getting to the hospital. Several episodes showed that protestors were also divided on issues related to the taking and holding of physical space, the construction and deconstruction of barricades, and decisions related to blocking buildings, roads, and whether or not to cut off the island in its entirety. When the protest began to wane, the government left in place barricades previously constructed by the protestors so that they could continue to make the claim that the movement was subverting society. However the protesters in Hong Kong appeared to make some important innovations in their occupation, like countering regime accusations by opening certain barricades and allowing people to go to work. As in Ukraine they did not fall into the trap – as happened in Occupy Wall Street -- of allowing their nucleus to take on the appearance of a poorly managed protest camp, attracting hangers-on, and making everyday citizens skeptical about the movement’s seriousness. Yet something about the Hong Kong movement’s language also seemed to stick. In addition to the tactics and the term itself, new phrases such as ‘the 99%’ and the ‘one percent’ entered the lexicon and stuck around, becoming new frames for understanding the movement’s grievances. However something about the terms ‘occupy’ and ‘occupation’ seemed to evoke a sense of militant transience, a sense that the movement was commandeering a space that did not innately belong to them in the first place. Because the term ‘occupation’ does not connote ownership, of a space or of the larger society that it represents, it may serve to delegitimize movements symbolically by casting participants as “occupiers” – as if they were short-term guests instead of representatives communicating grievances held by a wider society within a public forum that is, or should be, legitimately open to their speech and presence. Occupation tactics akin to what we have seen in Ukraine, Egypt, Hong Kong, and various Occupy movements in North America and Europe, have also been used successfully in the past by other movements. Given the importance of broad, diverse, and sustained participation, it remains to be seen whether movements have been doing themselves a favor or a disservice by allowing themselves to be defined by the site of occupation or by the tactic itself, and not by political and social claims on behalf of those whom they represent.

ometimes justice and law seem to be at far ends. It feels as if they never existed in duality. Just like this inseparable couple of law and justice is life and death. Life has often been accused of discriminating but what do we say when even death discriminates? This is a case where both the couples exist as individuals but never come together. She keeps glaring at the walls in defiance with her cortically blind open eyes because she has been in a vegetative state since 1973. Her name is Aruna Shanbaugbut she is known as the patient in ward no. 4 atthe King Edward Memorial Hospital (KEM), Mumbai.In 1966, as an 18 year old woman, she came to Bombay and joined KEM as a nurse. She fell in love with a doctor in the hospital who was also her fiancé. During her duty, a ward boy tied a dog chain around her neck and raped her. The chainround the neck cut through the windpipe blocking the oxygen supply to the brain leaving her brain dead thereby leading her to a vegetative state. The perpetrator got away with the crime serving only seven years of imprisonment. Since the horrific sexual violence was anal, he was not charged under the existing rape law. Today, Aruna Shanbaug is 66. For the past 41 years,her companions are the four walls and the bed where she rests her body. Her story has faded much like the perpetrator who was allowed to get away and never brought to justice for the sexual violence he committed. Today, nobody questions the state’s callousness to let the perpetrator get away and the question of justice that is yet to be delivered in the Aruna Shanbaug case. Today, we mark the date of the heinous crime – 27th November 1973. Let us remember her and Imagine how her life would have unfolded had this heinous crime of sexual violence not taken place in her life. Today, let us stand in protest and demand for justice for all the Aruna Shanbaug in our societies – the survivors of sexual violence from Kashmir to Kerala, from Gujarat to Nagaland. I stand up for the women who are survivors of sexual violence and walks with us in the markets, streets, and our neighborhoods, aunties, sisters, friends, and mother. As a sign of solidarity and in remembrance of the courage of Aruna Shanbaug, a survivor of rape, and who sleeps in her bed on Ward number 4 in King EdwardMemorial (KEM), I dedicate this poem to her spirit.

True Gender Equality for Both Women and Men advantage compared to women with respect to perhaps the most important dimension: longevity. Men have shorter life spans and higher mortality than women at virtually all ages. Males, on average live four years less than females worldwide, five years less in the United States, seven years less in Japan and 10 years less in Russia. The gender gap is considerable at older ages due to men’s shorter lives. Men are a growing minority across each 10-year age group of the aged population worldwide. For example, men represent 40 percent of those in the age group 80-89 years. In some countries, for example, Austria, China, Italy, Russia, Switzerland and the United Kingdom, statutory retirement ages for men are higher than for women, even though men have fewer potential years for retirement than women. Furthermore, when they meet the same participatory requirements, men receive similar social security benefits as women, without regard to men’s fewer years of retirement. With respect to education, girls generally outperform boys in most developed countries by receiving better grades and teacher assessments, while having lower school dropout rates than boys. Regarding childbearing and childrearing, fathers in most industrialised countries generally have little to say about the outcome of a pregnancy even though they will likely incur responsibilities and costs for the child. Women have the right to choose whether to have an abortion or carry the pregnancy to term, even if the father objects to her decision. Moreover, while women may opt for artificial insemination to have a child, men are generally barred from using surrogacy to have a child. Men who stay home to raise children are often looked down upon for not financially supporting their families. However, it is still acceptable for women to stay at home and focus on childcare. Also in contrast to women, men are still expected to enter the labour force early in their lives and are under enormous pressure to be successful providers for the material needs of their families. Also in cases of divorce in the Western world where child custody is involved, courts most often rule in favour of the mother rather than the father. Moreover, in those instances where the father does receive child custody, he is less likely to receive child support than custodial mothers. With regard to the occupational structure of most countries, men have to cope with the widely unacknowledged “glass floor”. The glass floor is the

invisible barrier limiting the entry of men into the traditional occupations of women, such as pre-school and primary teachers, secretaries/administrative assistants, nurses and medical/dental aides. If gender equality is desired at higher occupational levels, then it is also necessary at lower levels as well. In hazardous jobs, such as mining, logging, fishing, iron and steel work, men are the overwhelming majority of workers. Consequently, men are far more likely to suffer a fatal injury or work-related disability than women. Moreover, the construction, manufacturing and production sectors are shrinking in many developed countries, resulting in fewer traditional jobs for men. Concerning sports, boys and men are more often encouraged to participate in more violent activities, such as football, hockey and boxing, than girls and women. As a result, men are at greater risk of suffering serious sportsrelated injuries and incurring longterm or permanent brain damage. Among ethnic minorities, homosexuals and marginalised groups, men are also more likely to experience discrimination, hostility and violence than women. In addition, men are more often incarcerated in jails, prisons and hospitals and serve longer jail terms than women for the same criminal offenses, with women being released earlier on parole than men. Men are more likely than women to be homeless, often the result of job loss, insufficient income, mental health issues or drug addiction. The consumption of tobacco and alcohol is greater for men than women globally, with men smoking nearly five times as much as women and six percent of male deaths related to alcohol compared to one percent of female deaths. Also, in most countries more men than women commit suicide. Nevertheless, men are less likely than women to seek help and treatment for alcoholism, substance abuse, mental illness and chronic health problems. It should be evident that simply focusing attention, policies and programmes on the inequalities and biases that women encounter while largely ignoring those facing men will obstruct and delay efforts to attain gender equality. Achieving true gender equality requires recognising and resolving the inequities, discrimination and barriers that are encountered by both women and men alike.

Kathmandu, november 26 (ianS): Indian Prime Minister Narendra Modi Wednesday exhorted the eight neighbouring nations of the south Asian regional grouping SAARC to “walk in step” as he proposed a slew of measures, including ease for business travel, a level playing field in trade, and initiatives in healthcare and tourism. Modi, in his maiden speech to the South Asian Association for Regional Cooperation (SAARC) here, urged the nations to work together to “change cynicism to optimism” and added that it is time that the member nations are not just “paas paas” (next to each other) but also “saath saath” (standing together). Speaking mostly in English, the prime minister also referred to terrorism, especially the 26/11 Mumbai terror attack, in which 10 Pakistani terrorists unleashed mayhem in India’s commercial capital in 2008. “Today, as we remember the horror of the terror attack in Mumbai in 2008, we feel the endless pain of lost lives. Let us work together to fulfil the pledge we have taken to combat terrorism and transnational crimes,” he said, without naming Pakistan. India and Pakistan have fought three wars, and just last month exchanges of fire across the border in disputed Kashmir killed 20 people. The bickering spilled into a two-day regional summit in Kathmandu, and their leaders refused to meet. Indian and Nepali officials said Pakistan declined to sign three multilateral pacts with the eight members of the South Asian Association for Regional Cooperation (SAARC). The agreements aim to boost road trade and electricity sharing, including across Pakistan’s heavily militarized border with India. Releasing the NC manifesto here Wednesday, party general secretary Ali Muhammad Sagar said: “Article 370 should be made a permanent provision of the Indian constitution. “Article 370 is a bridge between the state and the
country. If this bridge goes, it will affect the relations between the state and the centre. This article is our ideology and identity and NC will never allow anybody to abrogate it. We will press for reversal of the erosion of this article over the years,” he said. Asked if there is a possibility of NC supporting Bharatiya Janata Party, which opposes article 370, in forming next government in Jammu and Kashmir, Sagar who was accompanied by party’s senior leaders Mian Altaf, Muham-
mad Akbar Lone and Nasir Aslam Wani, ruled it out. “Our agenda is altogether different than BJP. Black money: 250 admit foreign accounts, more names coming new delhi, november 26 (ianS): Refuting strong opposition charges that little was being done to get back illicit money stashed away by Indians abroad, Finance Minister Arun Jaitley Wednesday said a lot of ground has been covered and 250 people have conceded to overseas bank accounts, while more names would come up as cases are filed. “The issue is not to disclose or not, but how and when to disclose the names,” Jaitley told the Rajya Sabha. He said this was because since the evidence of black money stashed away by Indians is outside the Indian shores, the government must get evidence first from other countries, using the various treaties that New Delhi has entered into with them.
“The names will become public,” Jaitley assured, when some opposition members demanded that the government reveals the identities of the perpetrators right away, since they were already being talked about in the media. “Disclosure of names, without following the proper procedures, would only benefit the account holders,” he added. He said the government is actively engaging with other countries to widen its scope of operations against black money beyond the stage of cooperation on monies related to drugs and crime to taxevaded money. Jaitley said that as things stood now, the Swiss authorities have been persuaded to at least establish the veracity of any evidence that the Indian government and the special team manage
to procure from various sources regarding these accounts. “In the next stage now, we’ll start a dialogue for automatic exchange of information. With countries all over the world we’re going to have automatic exchange of tax information”, he said. The finance minister said that out of the 627 names of Indians holding bank accounts overseas, that were furnished to the Supreme Court in a sealed envelope, 427 had been identified. Out of that, he added, 250 had admitted to such accounts. The finance minister also sought to drive home the point that the first act of the Narendra Modi government was to constitute a Special Investigation Team to probe the black money issue, and that this panel already had these
names. The process, he said, was by the special team, under the Supreme Court’s supervision, to look at the legal and procedural issues to take the next logical step of getting the relevant evidence and prosecution. All the 627 accounts in the list are at an HSBC Bank branch in Geneva and the details were secured from the French government. The data was actually stolen by a bank employee, as a result of which the Swiss authorities had declined help in any manner. As regards HSBC, the bank had said that if the Indian authorities get a no-objection certificate from the account holders, it could then share the relevant details. Some 50-60 of the account holders had given their consent, the apex court had been told.

Kathmandu/new delhi, november 26 (ianS): India Wednesday said the trial of those responsible for the 26/11 terror attack on Mumbai was progressing “very slowly” in Pakistan, as Prime Minister Narendra Modi recalled the 2008 horror at the Saarc summit. Modi, who is in Kathmandu for the SAARC summit, stressed the need to combat “terrorism and trans-national crimes”. Home Minister Rajnath Singh, meanwhile, said the trial of those responsible for the attack was progressing “very slowly” in Pakistan and should be expedited on a priority basis. “Heartfelt tributes to people who lost their lives in Mumbai terror attack of 2008. Sterilisation targets remain in all but name, critics say
baruan, november 26 (reuterS): India officially abandoned targets for its mass sterilisation programme in the 1990s, accepting they had put undue pressure on people to undergo surgery and failed to curb population growth sufficiently. Twenty years on and targets remain in all but name, say doctors, healthcare workers and family planning experts, meaning that, although below peak numbers, more than four million people underwent surgery in 2013-14. In recent years, the vast majority have been women. The risks the campaign poses were highlighted this month when more than a dozen women died after having a tubectomy at two
sterilisation “camps” in Chhattisgarh. Ongoing investigations point to contaminated drugs given to the women as a possible cause of death, but a dirty operating room and operations performed in a matter of minutes raised new questions about the programme’s efficacy and safety. “Targets may have been removed, but the target mindset remains,” said Poonam Muttreja, executive director of the Population Foundation of India NGO. Wary of a ballooning population, India launched a family planning programme to slow population growth in the 1950s. As the campaign went into overdrive, some seven million men had va-
sectomies between April 1976 and January 1977, according to the Centre for Health and Social Justice in New Delhi. Today, tubectomies on women are by far the most common form of birth control in India, and India’s fertility rate, or the average number of children a woman has in her lifetime, has fallen from 3.6 in 1991 to 2.4 in 2012. But it has failed to reach the desired “replacement” level of 2.1, and India, with a population of around 1.2 billion, is set to overtake China as the world’s largest nation by around 2028, according to the United Nations. At a recent sterilisation “camp” in Odisha, operations went on apace, seemingly impervious to
negative publicity after the deaths next door in Chhattisgarh. A doctor and five assistants from a nearby hospital worked flat out, performing 13 tubectomies in about an hour at the facility in Baruan village. After her surgery, 35-year-old patient Renubala Ojha was guided outside by a health worker who settled her onto a dirty rug to recover. Nearby, empty water bottles, used tobacco pouches and piles of cow dung littered the ground. TARGETS OR “UNMET NEEDS”? Sabitri Sethi, the health worker, said her supervisor had instructed her to bring at least two women to the camp.
Some 80 percent of Odisha’s family planning budget under the National Health Mission was set aside for sterilisation activity this year, including holding camps and paying compensation, a state health official familiar with the plan said. He added that Odisha, which accounts for some 3.4 percent of India’s population, is prepared to carry out sterilisations on as many as 20,000 men and 160,000 women this year. The Health Ministry is adamant such numbers are not targets, and that state budget figures for the national programme are expressions of “unmet need” for such services. At the Odisha clinic, Ojha received 600 rupees after her surgery, a significant sum in a country where hundreds of millions of people live on less than $2 a day. Sethi, the healthcare worker, said she would also receive money for each woman she brought, but she did not say how much. The Odisha government pays 75 rupees to doctors for each surgery, 25 rupees to the anesthetist, 15 to the staff nurse and attendant, and 10 to other staff.

‘No excuse for violent, destructive protest’ CHICAGO, NOvember 26 (AP): President Barack Obama sharply rebuked protesters Tuesday night for racially charged violence in Missouri, saying there was no excuse for burning buildings, torching cars and destroying other property after a grand jury declined to indict the white police officer who shot a black teenager. PITTSbUrGH, NOvember 26 (AP): Anger and despair swept through many parts of America after a Missouri grand jury decided not to indict white police officer Darren Wilson for killing Michael Brown, a black teenager. What was behind the wave of emotion? Why do so many refuse to accept the grand jurors’ choice not to charge the officer with a crime in the death of the unarmed black 18-year-old? Why is there such disregard for the new evidence released with the decision? Interviews around the U.S. show that these roiling emotions spring as much from America’s troubled racial history — which in many eyes has drained the justice system of legitimacy — as from a rational examination of all the evidence. For many people, this history is the inseparable context for the 90 seconds of Brown and Wilson’s fatal encounter — and a rationale for the fury that has followed. “It feels like the lynchings that happened in the last century. Racial profiling is the 21st-century lynching of black males. We need to call it what it is,” said Kevin Powell, head of the BK Nation advocacy organization, who has worked in Ferguson since Brown was killed in August. “I’m depressed and numb, even though I expected the verdicts,” Powell said. “I don’t condone violence in any form, but I certainly understand all the anger out there. I’m very angry myself.” Since the St. Louis County grand jury decision was released Monday, the anger has manifested itself in various ways across America: raucous protests in several cities; sharp conversations at work and between friends; raging on talk radio; impassioned comments on social media. And, of course, the anger erupted into the burning, looting and gunshots that wracked Ferguson for hours on

Then there were the emotional reactions, and a preexisting lack of confidence, for many, in the fairness and integrity of the U.S. legal system. “I’m very disappointed and angry,” said Shakealia Finley, an economics teacher in Atlanta. “It’s a miscarriage of justice.” “More than anything, as a citizen of the United States you want to feel you can rely on the justice system to get it right,” she said. “I keep observing instances where the justice system gets it wrong when it comes to the black community. They find every kind of loophole and technicality to find that the murderer will go free.” Finley firmly believes that Wilson should have waited for backup instead of chasing Brown after they struggled inside the police cruiser. She does not believe the testimony, from the officer and several eyewitnesses, that Brown was advancing toward the officer when he was shot. “I don’t believe that he charged someone who had a gun pointed at him,” she said. “No scenario in my mind makes me think that. It just doesn’t make sense.” Is Finley reacting rationally or emotionally? “I think it’s both, and I think it’s OK to be both,” Finley responded. “It’s OK to say this is another example of black people in society are not afforded justice. I am able to separate the fact that Mike Brown made a bad decision in that situation. It still shouldn’t have cost him his life.” “We’re traumatized and hurt,” said Powell, the activist. “It’s almost like being part of a family where you are forever outside of the house. You think you got in the house because President Obama is in the White House, you have Oprah and other successful black people, and then this happens. You wonder: Are we ever going to be treated as equals in this country?”
12.2 million Syrians need Domestic violence in NYC reflects the world humanitarian help, says UN
UNITeD NATIONS, NOvember 26 (AP): An estimated 12.2 million Syrians need assistance because of increasing violence and deteriorating conditions in the country, up from 10.8 million in July, the U.N. humanitarian chief said. But Valerie Amos told the U.N. Security Council that the delivery of aid from Turkey and Jordan to rebel-held areas in Syria without government approval has “made a difference.” She urged the council to extend the authorization for cross-border aid which expires on Jan. 9. Amos painted a grim picture of the worsening situation in Syria: a 40 percent contraction in the economy since 2011, three-quarters of the population living in poverty, a 50 percent drop in school attendance, and 7.6 million people displaced inside the country and 3.2 million who have fled to other countries — the largest displacement in any conflict. Amos’ briefing followed the release Tuesday of SecretaryGeneral Ban Ki-moon’s report to the council on implementation of the July 14 resolution authorizing cross-border delivery of aid to Syrians in rebel-held
areas without government approval through four crossings in three countries. One crossing from Iraq, now controlled by extremists, has never been used. Amos said that since the adoption of the resolution, and primarily through crossborder deliveries, the U.N. has gotten aid to nearly all hard-toreach locations in four governorates — Aleppo, Idlib, Daraa, and Quneitra — which is why it should be renewed. Ambassador Gary Quinlan told reporters after closed council consultations that Australia, Jordan and Luxembourg plan to draft a resolution extending the cross-border operation for 12 months. Fat to blame for half a million cancers a year, WHO reveals
LONDON, NOvember 26 (reUTerS): Some half a million cases of cancer a year are due to people being overweight or obese, and the problem is particularly acute in North America, the World Health Organization’s cancer research agency said on Wednesday. In a study published in the journal The Lancet Oncology, the WHO’s International Agency for Research on Cancer (IARC) said high body mass index (BMI) has now become a major cancer risk factor, responsible for some 3.6%, or 481,000, of new cancer cases in 2012. “The number of cancers linked to obesity and overweight is expected to rise globally along with economic development,” said Christopher Wild, IARC’s director. He said the findings underlined the importance of helping people maintain a healthy weight to reduce their risk of developing a wide range of cancers, and of helping developing countries avoid the problems currently faced by wealthier ones. The IARC study found that, for now, North America has by far the worst cancer problem linked to weight, with some 111,000 obesity-related cancers diagnosed in 2012, accounting
for 23% of global cancer cases linked to high BMI. In Europe, obesity is to blame for around 6.5% of all new cancers a year, or around 65,000 cases. While in most Asian countries the proportion of fat-related cancers is smaller, it still translates into tens of thousands of cases because populations are so large. In China, about 50,000 cancer cases are associated with being too fat, accounting for 1.6 percent of new cancer cases. In Africa, on the other hand, obesity is to blame for only 1.5 percent of cancers. Having a high BMI -a person’s weight in kilograms divided by the square of their height in metres -- increases the risk of developing cancers of the oesophagus, colon, rectum, kidney, pancreas, gallbladder, postmenopausal breast, ovary and endometrium. A BMI score of 25 or more is classed as overweight, while 30 or more is obese. Melina Arnold, who co-led the IARC study, noted that women are disproportionately affected by obesity-related cancers. For postmenopausal breast cancer, for example - the most common women’s cancer worldwide - the findings suggest that 10 percent of cases could be prevented by not being overweight.

HONG KONG, NOvember 26 (AP): Hong Kong authorities cleared more street barricades from a pro-democracy protest camp in a volatile district Wednesday, part of a two-day operation in which police arrested more than 100 people, including key student leaders. Police in helmets swiftly cleared obstructions from the 2-month-old protest site in Mong Kok, across Victoria Harbor from the main occupied area in the financial district. Some officers used shears to cut apart plastic ties holding together metal barricades
while others tore down tents and canopies and carried away other objects, including a sofa. Ranks of officers, some equipped with backpack pepper sprayers, advanced down the street. Police said 116 people have been arrested for offences including unlawful assembly and assaulting or obstructing police. Myanmar to hold talks on amending constitution
YANGON, NOvember 26 (reUTerS): Myanmar’s parliament has unanimously endorsed talks between the country’s top political leaders on amending a militarydrafted constitution that bars opposition leader Aung San Suu Kyi from being president. Suu Kyi’s National League for Democracy (NLD) has collected about five million signatures seeking reduced powers for unelected military members of parliament as the country, moves towards an election next year. But the parliamentary proposal for holding talks came not from the NLD, but from the ruling Union Solidarity and Development Party (USDP). “USDP lawmaker Myint Tun submitted the proposal for holding a six-party summit to talk about amending the constitution in harmony with the present situation and it was approved unanimously,” Win Myint, an NLD MP, told Reuters. He said the six participants will be Suu Kyi, President Thein Sein, Lower House speaker Shwe Mann, Upper House speaker Khin Aung Myint, military chief Gen. Min Aung Hlaing, and a member from one of the parties representing an ethnic minority. U.S. President Barack Obama has also urged Myanmar to review its constitution. Standing next to Suu Kyi on Nov. 14 during a visit to the country’s largest city, Yangon, he said the law excluding her from the presidency “doesn’t make much sense”. The constitutional clause excludes from the presidency anyone with children or a spouse who holds foreign citizenship. Suu Kyi’s children are British as was her late husband. Many believe the law was written specifically with Nobel Peace Prize winner Suu Kyi in mind. She remains wildly popular and her party - which swept a 1990 vote that was ignored by the military - is expected to do well in next year’s election. Gen. Promoting consumption of iodized salt in Mon district
moN, November 26 (mexN): A survey by Accredited Social Health Activists (ASHAs) in Mon found that among 1100 households, 312 were using salt with iodine below 15ppm and 5 households with nil iodine. The ASHAs of Mon Sadar were trained on salt testing during the Global IDD Prevention Day and each ASHA was to visit 50 households. Till date, 22 ASHAs have submitted reports, a press release received here informed. Meanwhile, Adolescent Club traced out 15 main shops that distribute salt all over Mon town and explained the importance of iodized salt and that use of non-iodized salt can have an adverse effect on the brain development of the children. According to their findings, the brand Naina, Tata salt and Parivaar plus contain less iodine, which is between nil and below 15ppm, whereas Everyday salt is a “perfect” iodized salt, the release stated. One of the shopkeepers, Jamal, the release said, was happy that the team visited his shop. He informed that a notice had been issued not to sell non iodised salt earlier, but there wasn’t any inspection or demonstration to let them know which salt is iodised. He assured of selling only iodised salt, according to the release. Another shopkeeper mentioned that half of the population demand cheaper salt. On that note, Adolescent Club strictly warned not to sell cheap salt that has no iodine and asked the shopkeeper to explain to the customers how consuming cheap and non-iodized salt will lead to their treatment expenses. The team distributed leaflets on iodine related topic to all the shops and pasted posters in some of the noticeable area of the town. Mon district had launched an Iodine Deficiency Disease (IDD) awareness campaign on Global IDD Prevention Day observed in October at five rural schools - Paramount High School, Aboi; Govt. Primary School, Longwa; Govt. Middle School, Lapa Lampong, Tizit; Teaching School, Tobu; and Yanna Living Foundation School, Wakching. The main motive was to promote consumption of iodized salt, informed the press release. Painting competitions were organized among the students. Through the competition, awareness on the use of iodized salt spread widely not only among their household, but the strategy of “word of mouth” was a successful one, the release said. The students also witnessed demonstration of salt testing.

Co-produced by HBO Documentary Films, “Kurt Cobain: Montage of Heck” is the first documentary made with the cooperation of Cobain’s family. It draws on home movies, journals and other personal archives. It features Nirvana songs and performances and previously unheard Cobain originals. The film’s directorproducer, Brett Morgen, has previously made the documentaries “Crossfire Hurricane,” about the Rolling Stones, and “The Kid Stays in the Picture.” Cobain formed Nirvana in 1985, and by the early 1990s was decreed the spokesman of Generation X. Phil Hughes continues to fight for life SYDNeY, NOvember 26 (reuterS): Australia cricketer Phil Hughes was still fighting for his life on Wednesday as family and friends kept vigil at his hospital bedside. Hughes remains in an induced coma after undergoing emergency surgery on Tuesday when he was struck in the head by a bouncer. The 25-year-old underwent further scans on Wednesday morning but medical staff at Sydney's St Vincent's hospital did not disclose the results. "Phillip's condition is unchanged and he remains critical," the Australian cricket team doctor Peter Brukner told reporters. "If there are any further developments we will let you know immediately." Hughes needed CPR and mouth-to-mouth resuscitation after he collapsed at the Sydney Cricket Ground when he was struck in the back of the head by a short-pitched delivery. He was rushed by ambulance to the nearby hospital and immediately underwent an operation to relieve the pressure on his brain.

STATE OF SHOCK The cricketing community remains in a state of shock with players from around the world sending their well wishes to Hughes. Members of the Australian national team, including the captain Michael Clarke, spent hours at his hospital bed, comforting the stricken player's mother and sister. As a sign of respect, Cricket Australia (CA) called off the entire round of matches in the country's domestic first-class competition. "Given how players across the country are feeling right now, it's just not the day to be playing cricket," CA's Pat Howard said in a statement. CA has offered counselling to players who witnessed the incident, including paceman Sean Abbott, who bowled the ball that reared up and struck Hughes. Abbott was one of the first players to aid Hughes when he crumbled on to the pitch, cradling him until medical staff arrived on the field. "Sean will have all the support he needs around him," CA chief executive James Sutherland said. "I'm sure his team mates and everyone don't feel in any way ill of him for what happened.
