Neingulo Krome, Secretary General of the Naga People’s Movement for Human Rights (NPMHR) reiterated the impact of AFSPA at the societal level, both across Manipur and Nagaland. He said AFSPA has further “segregated and separated” society. Sharmila, and said: “we will fight together to repeal AFSPA. I salute her for her act of bravery.” He stated that the essence of Sharmila’s struggle is to sustain this movement through democratic means. Prof. Nandini Sundar, Professor, Delhi School of Economic, narrated stories of two scholars from AFSPA affected states that brought alive the pain, struggle and deep damages AFSPA does. “It is the duty of the world to tell the Mighty State that all humans are equal,” she remarked. Babloo Loitongbam, Human Rights Activist from Manipur, who has closely followed Irom Sharmila’s struggle against AFSPA said that it is important to remind the larger civil society on the “need to build momentum to repeal AFSPA”. He commented on the legal

Prof. Sanjoy Hazarika said that repealing AFSPA would reaffirm the democratic nature of India. He termed AFSPA as a
discriminatory law to degrade citizens. Stating that human security is crucial for economic growth, he remarked that insecurities and discriminatory laws should be addressed for the Act East Policy to achieve its potential. Earlier Fr. Denzel, Executive Director, Indian Social Institute, gave the welcome address and called upon the stakeholders to “reflect on the state of our nation”. Students, social activists and hosts of other academicians attended the event. NeW DeLhi, November 1 (mexN): The Asian Forum for Human Rights and Development (FORUM-ASIA), Human Rights Alert (Manipur), Amnesty International India and Naga People’s Movement for Human Rights, in a joint statement today, urged Indian authorities to immediately and unconditionally release Irom Sharmila and repeal AFSPA. “Irom Sharmila’s 15 year hunger strike is a symbol of a brave struggle against injustice. The AFSPA has caused widespread human rights violations like enforced disappearances, extrajudicial executions, torture and sexual violence,” said Henri Tiphagne, Chairperson of FORUM-ASIA. In particular, “AFSPA has been used to justify killings on mere suspicion as well as granted virtual immunity through a clause prohibiting legal proceedings without sanction from the federal government, which is virtually never granted.” Sharmila was arrested shortly after she began her hunger strike and charged with attempting to commit suicide, a criminal offence under Indian law. “According to Section 309, a person convicted of the crime of attempted suicide may only be imprisoned a year. Since then Sharmila
has been arrested, released and rearrested to be released after a year of judicial custody where she is forced fed through a nasogastric tube,” said Babloo Loitongbam, Director of Human Rights Alert Manipur. Loitongbam stated that Sharmila has “never been convicted of charges of attempted suicide. The organizations termed the criminalization of Sharmila’s peaceful protest as against the spirit of Article 1 of the UN Declaration on Human Rights Defenders, which guarantees the right of human rights defenders to promote and protect the realisation of human rights. Meanwhile, the Women in Governance-India (WinG-India), a network of women human rights defenders (WHRDs) from north east India and Dalit community has also urged the Government of India to free Irom Sharmila and repeal AFSPA. The impact of AFSPA on women and girls have been especially devastating ranging from sexual violence, displacement and loss of support bases, enforced disappearances, extra judicial killings of family members, lack of all forms of human security and constant sense of fear and dread, the WinG-India said in a press note released today.

moN, November 1 (mexN): The Konyak Union (KU) has urged the Nagaland state government to immediately address the condition of the Mon-Namtola road. A press note from the KU said that ever since it had urged the state government for construction of Mon-Namtola road in 2010, “no such workable amount had been sanctioned for the particular road…” It further alleged that whenever some “eyewash sanction” was made available by the central government, the state government had failed to sanctions the state’s share. “Forget about the sanc-
tion of funds. The state government /PWD department could not deploy even a single PWD labour in the stretch of the 44.25 Kms Mon-Namtola road,” it further said. Lamenting the lack of funds and labour being provided towards this road, the KU termed the State PWD department as a “failed department,” which is not being able to deliver basic needs. The KU reminded that it had submitted a representation to the legislators of Mon district seeking a written reply on the detailed funding position for the Mon-Namtola road construction on or before October 20. In reply, the legislators
informed that they held a meeting with the Minister PWD (Road & Bridges), Commissioner & Secretary for Works & Housing, Chief Engineer PWD (Road & Bridges), and the Chief Minister on October 5. The meeting decided to handover the whole stretch of Mon-Namtola road to the PWD (National Highways) “since the same had been prioritized and earmarked by the Ministry of Road Transport and National Highways.” And till such initiation is taken-up by the National Highways, the State PWD Department will look after it and accordingly the road maintenance would start within
no time by the Department as stated in the letter, it was informed. While acknowledging the move by legislators from Mon, the KU however demanded that the maintenance of the road should start with immediate effect, on or before November 1, 2015. It stated that the KU would “closely watch how and when the maintenance of road works will start.” It further cautioned that failure to live up to this commitment and assurance, the Konyak Union would not remain mere spectators. It further asked citizens to “bear with our leaders for the time being.” It meanwhile sug-
gested that if required, the KU would organize a one week mass social work for the road. It appealed to the citizens of Mon district, including the district administration, security & para-military forces, Contractor & Supplier Union Mon District, all apex civil organizations, all 11 ward unions of Mon Town, leaders & senior citizens of Mon district, and well wishers to contribute their time, money, and machinery etc for maintenance of the road. It also sought co-operation from all the villages near the Mon-Namtola road to provide all available material within their jurisdiction.
KoLKata, November 1 (iaNS): The trial run for the India-Myanmar-Thailand (IMT) trilateral highway connecting the country with southeast Asia is likely to begin from December, an official said on Sunday. “We are developing the protocol in advance and the agreement is expected to be signed by last week of March or the first week of April 2016. We hope that the trial run for IMT will commence in early December,” union Road Transport and
Highways Secretary Vijay Chibber said here. He said the endeavour was to use the IMT to integrate the SAARC and ASEAN regions. “We want the huge economic blocks - the SAARC region and the ASEAN region - to get integrated through the IMT agreement. “It has the blessings of three governments and also the Asian Development Bank (ADB) which is helping us not only putting the software act together but also providing us with
the adequate resources for development of improved road infrastructure that would connect these two major blocks,” said Chhiber. The highway from Moreh in Manipur to Mae Sot in Thailand via Myanmar will have three verticals - passenger cars, buses and trucks. Chibber was in the city to flag off the trial-run of a cargo vehicle under the Bangladesh-Bhutan-IndiaNepal (BBIN) sub-regional initiative for uninterrupted cargo movement.
Education without teachers unimaginable: Supreme Court NeW DeLhi, November 1 (Pti): Education without teachers is unimaginable like existence of an individual in an atmosphere without oxygen, the Supreme Court has said while voicing displeasure over lack of teachers in Telangana. “We are of the sanguine view that school education would become extinct without teachers and giving temptation to the students to come to school to play is nothing but an unacceptable apology for education. We say so as imparting of education without teachers is absolutely inconceivable like existence in an atmosphere sans oxygen is unthinkable,” a bench comprising justices Dipak Misra and P C Pant said after perusing an affidavit filed by the Telangana government. The affidavit filed by the Telangana chief secretary said some of the schools in the state were functioning without teachers as educators were opting only for urban areas and better connected villages. “Keeping in view the said situation, instructions have been issued that while transferring any teacher, if any school is left without any teacher, the district educational officer shall issue necessary orders to the effect that the junior most teacher will come back and work in the school from where he/she was relieved until alternate arrangements are made,” the affidavit said. It also said the state government after
going through latest student enrolment figures has decided to fill 7,974 vacancies by engaging vidya volunteers or academic instructors to overcome the problem of shortage of teachers which has been completed in all the schools. To this the bench said, “We do not intend to say that we are really perplexed about the assertions made, but we cannot refrain ourselves from saying that it is quite surprising that a state is thinking of imparting education with such adhocism by engaging vidya volunteers/academic instructors. “We have been also apprised that they have been engaged for a period of six months. This is a state of absolute adhocism which can never be appreciated,” the court said. Noting the state of affairs, the apex court directed the state government to commence the process of appointment of teachers in primary schools within three weeks. The bench also ordered the Secretary (Primary Education) of Telangana to file an affidavit regarding progress in the commencement of appointment process and also indicate as to how long it will take to fill up the vacant posts of teachers. The observation came while the court was hearing a petition filed by J K Raju, seeking a direction for providing toilet and drinking water facilities in the states’ schools.

Dimapur, November 1 (mexN): Culminating the Vigilance Awareness Week, North East Institute of Social Sciences and Research (NEISSR) in collaboration with NEZCC, Dimapur organized a debate on the topic, ‘Preventive Vigilance as a tool for Good Governance’ on October 31 at NEISSR conference hall. Vashum, Deputy Director of NEZCC, called on the students and faculty of NEISSR to retrospect oneself in fighting the menace of corruption and other corrupt practices. “It is always sad to hear about different practices of corruption which is rampant in our society. It is all the more painful when we ourselves become victims of corruption,” he lamented. He stressed that the real idea behind commemorating the vigilance week is to make ourselves more vigilant about the small corrupt practices lingering in our heart. “So the first aim and objective of this awareness programme is to clean our conscience only then our actions will inspire people around us follow the truth and do what is right.” Delivering the keynote address, Anil Joseph, Assistant Professor, NEISSR spoke on the meaning of the word ‘vigilance’. He pointed out the different forms of vigilance
that is requisite and important for any society to run. He also pointed out how our actions and the very fact our being a member of a society can support and promote vigilance not only in matters of financial management but in all spheres of life. The debaters for the motion pointed out the importance and the need of preventive vigilance while those against the motion spoke on the abject absence of preventive vigilance and how it can hamper the smooth functioning of governance. The best debaters were awarded to Tongtali, students of MSW III Semester and Aotoshi, student of MSW II semester. In his concluding remark, Rev. Dr. CP Anto, Principal, NEISSR thanked the officials of NEZCC for giving the honour of hosting the event to NEISSR. He also encouraged all students to be agents of vigilance in the society. “Nagaland is in need of transformative change and being the first batch of social workers to be trained in the first social work institute under Nagaland University, there is a lot of responsibility and expectation riding on us to be the change,” he exhorted the students. Kohima, November 1 (mexN): Youth Leadership & Personality Development for Community Development training was conducted at Little Flower Women Empowerment Centre, Kohima from October 28 to 30 by Nehru Yuva Kendra, Kohima. 30 trainees of the centre attended the training. The programme was animated by Albert and John Makhabo, DYC, NYK, Kohima. The DYC highlighted the aims and objectives of the youth leadership and personality development programme. He said the training was conducted with a view to help young people translate knowledge, develop appropriate attitudes and inculcate values that would help them become effective leaders and develop community. Albert took sessions on leadership qualities and function of a leader, where he highlighted the characteristics of effective leaders. He said a leader should be able to communicate effectively, take initiatives, be resourceful, and assume full
responsibilities with creative and critical thinking skills. He also stressed on the need of personality development, where one can develop selfconfidence, self esteem and positive attitude towards life. He pointed out that anyone who wants to shine in life needs to imbibe leadership qualities for successful career. All great leaders of the world were good leaders as they possessed leadership skills, he added. In his sessions on life skill, John Makhabo stated one should convert one’s weaknesses to strengths day by day. During career guidance and counseling, he asked the youth to properly decide on their career. He reiterated that one should take up a career one desires and not the desire of others. He cited the example of great achievers who had started from scratch and rose to great heights. He further stated one should be hard working and committed to the enterprises they would be taking up as total dedication is key for successful entrepreneurs. He
also told the participants to keep career options broad by venturing into private sector too or to set up small industries which can create jobs for others. Albert also spoke on effective communication skills, public speaking, building self- esteem. He called upon the youth to be a leader who is effective in communication as one has to be a good teacher working with the community. He also said that many speakers make mistake by not keeping in mind the important elements of public speaking. He added it is important to know who you are speaking to and their aspirations. He also taught the participants the process of building selfesteem to positive living. Observation of Vigilance Week was also carried out during the session. John stated that every citizen has a duty to his or her country by way of contributing to the growth and development of the country. He asked the participants to be vigilant towards becoming corruption free at all levels.

He urged the community to seek Mother Mary for their life-Journey. More than eight hundred people - children, youth, and parents - participated in the candlelight procession which lasted one hour and forty five minutes. They sang and recited the Rosary, prayed and
petitioned for various intentions. A beautifully decorated Mother Mary statue was carried by the youth and elders of the community. The community also prayed for the repose of souls of late Marcus and Peter, who passed away recently. To wrap up the celebration, a special song was presented by the Children of the Holy Childhood organization of the Cathedral Parish. Most Rev. Dr. James Thoppil, Bishop of Kohima gave the final blessing to the community at the end of the procession.

ZUF demands release of its Chief of Army
Tamenglong, november 1 (mexn): Zeliangrong United Front (ZUF) today stated that the arrest of Jianchui Kamei, Chief of Army of Zeliangrong Tiger Force (ZTF), the armed wing of ZUF, by a combined team of Eastern Command of Indian Army and Assam Police in Guwahati has saddened the Zeliangrong people. SBI chief wants teaser loans back, ICICI Bank differs mumbai, November 1 (PTi): The two top lenders -- State Bank of India and ICICI Bank -- are not the same page when it comes to reintroducing the controversial ‘teaser loans’ which were shelved four years ago as the regulator flagged asset quality issues. Pitching for the reintroduction, SBI Chairman Arundhati Bhattacharya has said, “I still believe there is a place for teaser loans mainly because when people take loans in initial days, they need some leeway. But as time passes, a higher EMI does not pinch much as their salaries go up that can service a higher EMI.” However, the largest private lender, ICICI Bank, which has a high exposure to home loans, is not open to the idea, saying standard rates are better.
“We’ve always been preferring standard rates over enticing options as in the former, the customer is aware from day one what the rate is,” said ICICI Bank Executive Director Rajiv Sabharwal. “We believe that offering standard rates where rates remain uniform throughout the life of a loan is a much better proposition.” Both were speaking to reporters on the sidelines of an industry event in the city over the weekend. Teaser home loans are offered at a fixed low rate of interest in initial years and are then adjusted to a higher floating rate for the remaining tenure. SBI and other lenders had withdrawn such loans in 2011 after the then Reserve Bank governor D Subbarao expressed con-
cern that such loans may pose a possible risk to asset quality. Not exactly happy with the terminology, Bhattacharya makes it a point to clarify that teaser loans are actually differentiated EMIs, or step-up loans, where the lender charges EMIs at lower rates initially and then restores it to higher rates. The objective of the scheme started by her predecessor O P Bhatt in late 2011, she said, was to help fresh home loan borrowers get some breathing space in initial years as they would have exhausted their resources while buying the new property. This is the second time that Bhattacharya has batted for reintroduction of teaser loans. “I am told that real estate stock is at a two-year
Facebook to help BSNL set up 100 wi-fi hotspots in rural India New delhi, November 1 (PTi): Boosting the government’s ambitious ‘Digital India’ drive, social media giant Facebook has come forward to facilitate state-run BSNL in setting up 100 wi-fi sites in rural areas of western and southern India. Facebook will spend Rs 5 crore per annum for sponsoring these 100 wi-fi hotspots in the country. “Facebook has partnered with us to sponsor 100 wi-fi hotspots in villages across west and southern India. They will pay Rs 5 lakh for BSNL bandwidth for each hotspot per annum,” BSNL Chairman & MD Anupam Shrivastava told PTI. The hotspots are being set up by BSNL selected vendor Quad Zen. “We have already set up 25 hotspots under the agreement. Facebook is only sponsoring them and not taking any revenue share. Quad Zen will set up these hotspots and handle sales. There is revenue share model between BSNL and Quad Zen,” Shrivastava said. When contacted, Facebook spokesperson said, “We don’t have any comments at this point of time.” The agreement between Facebook and BSNL is for three years and it can be further extended for two more years, he said.
BSNL has also received interest from Member of Parliaments for setting up wifi hotspots in villages which they have adopted under Saansad Adarsh Gram Yojana (SAGY) to make it a model village by 2016. “Union ministers Nitin Gadkari, Ravi Shankar Prasad, Najma Heptulla and Lok Sabha speaker Sumitra Mahajan are sponsoring BSNL bandwidth for wi-fi hotspots in the villages that they have adopted under SAGY. BSNL approached MPs explaining this model under MPLAD scheme and over 50 MPs have responded positively to it,” Shrivastava said. He said that the sponsored wi-fi spots are being set-up in addition to 2,500 wifi spots that BSNL is setting up in partnership with Quad Zen and Trimax. “With Facebook and MPs coming forward, we are being able to set up wi-fi hotspots in area where it is not commercially feasible to run them. We are quickly extending optical fibre connectivity to these hotspots,” Shrivastava said. Under commercial model, Quad Zen will set up 2,000 wi-fi hotspots in West and Southern part of the country and Trimax will set up 500 hotspots in North India.

New delhi, November 1 (PTi): India has moved up one position to become the world’s seventh most valued ‘nation brand’, with an increase of 32 per cent in its brand value to $2.1 billion. The US remains on the top with a valuation of $19.7 billion, followed by China and Germany at the second and the third positions respectively, as per the annual report on world’s most valuable nation brands compiled by Brand Finance. The UK is ranked 4th, Japan is at fifth position and France is sixth on the list. While India and France have moved up one position each since last year, all the top-five countries have retained their respective places. However, the surge of 32 per cent in India’s ‘nation brand value’ is the highest among all the top-20 countries on the list. China has retained its second position despite a decline of one per cent in its brand value to $6.3 billion. Brand Finance said it measures the strength and value of the nation brands of 100 leading countries using a method based on the royalty relief mechanism employed to value the world’s largest companies. New delhi, November 1 (PTi): Chinese telecom firm Huawei will start selling Honor smartphones through e-commerce platform Snapdeal from Monday, expanding the reach of the handsets which were earlier available only on Flipkart. “Our e-brand, Honor, has received an overwhelming response from Indian customers and we are now expanding our reach with Snapdeal.Com. “We are confident that this partnership will help us reach out to larger group of Honor smartphone fans,” Huawei India Consumer Business Group VP (Sales) P Sanjeev told PTI. Huawei started selling Honor smartphones in India through Flipkart about a year ago. The company has set target to sell 15-20 lakh units of Honor smartphones by the end of this year. DC Mkg asks villages to protect Amur Falcons Viswe-Zheri and Khwüno-Merhü friendship meet held at Khonoma Mokokchung, noveMber 1 (Mexn): In continuation of earlier order on saving Amur Falcons dated September 24, 2013, the deputy commissioner of Mokokchung has directed the members of village councils and GBs as agents of the District Administration to enforce the order by way of giving wide publicity to their respective villagers. They were also asked to impose fine as per the order. The DC, Sushil Kumar Patel, further directed the administrative officers and police personnel to conduct mobile checking from time to time to ensure complete ban on hunting/killing of birds and animals within Mokokchung district. Periodical migratory bird, Amur Falcon comes to Nagaland by mid September and leaves by November every year. Amur Falcons have been meticulously numbered, tagged, countered and monitored by the native countries. The Amur Falcon is protected under the Wild Life Protection Act 1972 wherein the trapping, killing, and selling of Amur Falcons is a criminal offence punishable with 3 years rigorous imprisonment or with Rs 25,000/- fine or both under Section 51 of the Protection Act 1972. Therefore, it is mandatory for the State government to protect the said species of bird staying for a short while in Nagaland, the DC added.

For the celebration, 800 visitors started from Viswema Village and reached Khonoma Village at 8:30am and proceeded to the Terhuotsiese ground on foot after officially being received and escorted by the Khonoma elders at the village gate in their ceremonial warrior attires, informed a press note received here. After a ceremonial reception with ‘heroic dance with shouts and yells,’ ArilieTerhüja led the unveiling
of the friendship monolith, “KhriethoTsie”, which was dedicated by SaphrülPucho, Director, and Mission Dept ABCC. It was followed by the community feast blessed and prayed upon by Rev. KenileviKhate. The “KhriethoKehou”or Friendship Meeting began thereafter. Vikepelhu Lucas Meyase, Retd. Director (SE) in his welcome address enlightened the gathering on how Khonoma village came into existence centuries ago and how it came to be called Khwünoria deriving from a herb named Khwüno (Gaultheria Fragrantissima) which was found abundantly at the present village site during that time. Reminiscing from his
childhood memories of 62 years ago when the Viswe-Sheri were hosted by Khonoma in 1953, he called upon the gathering to meet often without waiting that long. He further challenged that the friendship inherited from the forefathers by the two khels of the two villages be multiplied and transcended beyond the horizon crossing new frontiers. Viketol Sakhrie, Retd. Commissioner & Secretary to the Govt. of Nagaland, who was the main speaker for the day also VisweZheri and Khwüno-Merhü became related through the guiding hands of the Almighty and the wisdom and the magnanimity of the
leaders of those years. He further challenged those present and the coming generations to emulate the pioneering achievement of the forefathers and pass on the legacy to posterity. Besides, Sakhrie suggested several possibilities for future considerations between the two khels. Special traditional songs were presented by both Viswe-Zheri and KhwünoMerhükhels earlier at the function. It also featured exchange of gifts, traditional games and an introductory session. The RAWEP (Rural Agricultural Work Experience Programme) was attended by 57 students. A press release informed that each student was allotted a host farmer from respective villages. The subject experts from SASRD (NU), Dean SASRD (NU), officials from the department of agriculture, including ATMA (Agricultural Technology Management Agency) officials, also facilitated the programme. The objective of RAWEP
– a joint venture of SASRD (NU) and department of agriculture – was to hone the skills of the students not only in the agricultural sector, but also in the all round personality through interpersonal relations and communication skills, problem solving, team work, and character development. Mokokchung, noveMber 1 (Mexn): Rotary Club of Mokokchung in partnership with Fourrts Pharmaceuticals and Bbraun organized a free diabetic care camp on October 30 and 31 at Dr Imkongliba Memorial Mother and Child Health Care Centre, Rotary House Mokokchung. During the camp, 250 persons were tested and treated for diabetes, 120 persons were tested for nerve function with Biothesiometer Machine to detect diabetic neuropathy, a press release from the club secretary informed. This test costs
a minimum of Rs 1000/- per test in the market, it added. Meanwhile, medicines worth more than Rs. 50000/- were distributed free of cost during the camp. Special features of the camp were three interactive Q&A sessions per day with those suffering from diabetes and one on one counseling time during the camp. Bacon fans embrace the hog on cancer report

tanding at the meat counter at a Mariano's grocery store in Chicago, a half-dozen customers bantered with the butchers about the recent World Health Organization report linking processed meat to colorectal cancer. "Give me two pounds of bacon," said Roland Marks, 47, a software engineer, rolling his eyes. "I'll take my chances." It is too early for consumer or retail market data to show what any longer term impacts of the report will be in the United States, or whether shoppers will shun the traditional Christmas ham this year, say industry analysts. So far, public reaction on social media has been a clear vote in favor of all things sausage and bacon, as hashtags #FreeBacon and #JeSuisBacon joined the top-trending topics worldwide on Twitter. The WHO took to Twitter, too, and also issued a statement to emphasize that its International Agency for Research on Cancer (IARC) review "does not ask people to stop eating processed meats," but just indicates that cutting consumption can reduce the risk of colorectal cancer. Monday's WHO report is just the latest blow to the U.S. meat industry, which has seen a years-long downward trend of general red meat consumption in the country, despite the booming popularity of high-protein trends like the Paleo diet. Controversies over antibiotic use on farm animals to fights over chicken cage sizes, have also heightened public debate over how the modern food system produces meat. Demand for organic products is growing and chicken sales are rising, in part due to lower retail prices and public health warnings over high-fat foods. Whether the WHO report will prompt the meat industry in particular, bacon, sausage and other processed meat makers - to shift their businesses going forward remains unclear. But there were some signs this week that the WHO report has rattled livestock markets. Lean hog futures prices on the Chicago Mercantile Exchange fell almost 7 percent this week in the heavily traded December contract. Prices for pork bellies - the cut of a pig used to make bacon - took a more dramatic tumble, to their lowest level since July on Friday, at $130.31 per cwt, or hundredweight, and a far cry from this summer's peak price of $175.55 per cwt, seen on Aug. 12. Livestock analysts said part of the price drop was seasonal following the end of the summer bacon-lettuce-tomato sandwich demand. Prices, too, are falling amid a glut of pork bellies, partly the result of the industry aggressively rebuilding its hog herds after a deadly swine virus killed approximately 10 percent of the U.S. pig population between 2013 and 2014, say livestock analysts. But the severity of the price drop had some livestock market analysts blaming the downturn on the WHO report. "This market was in solid shape a week ago," said Dennis Smith, a broker with Archer Financial Services in Chicago, noting that by Thursday wholesale ham prices had also dropped, down 20 cents per pound since the news came out. "The consumer maybe hasn't even reacted yet, but the futures market is telling you the reaction is going to be a negative," Smith said.

NKorea's black market becoming the new normal
W
hen North Korea's late "Dear Leader" Kim Jong Il opened the Pothonggang Department Store in December 2010, he called on it to play "a big role" in improving living standards in the capital Pyongyang, official media said. Five years later, judging by the long lines inside the three-storey store that sells everything from electronic gadgets and cosmetics, to food and household goods, the Pothonggang is meeting Kim's expectations - at least for privileged Pyongyang residents. But the department store also starkly illustrates the extent to which the underground market has become the new normal in isolated North Korea. And that poses a dilemma to the Kim family's hereditary dictatorship, which up until now has kept tight control of a Soviet-style command economy, largely synonymous with rationing and material deprivation. Now that the black market has become the new normal, Kim Jong Un’s government has little choice but to continue its fledgling efforts at economic reforms that reflect market realities on the ground or risk losing its grip on power, experts say. A Reuters reporter, allowed to roam the store with a government minder for a look at the North Korean consumer in action, noted almost all the price tags were in dollars as well as won. A Sharp TV was priced at 11.26 million won or $1,340; a water pump at 2.52 million won ($300). Beef was 76,000 won ($8.60) a kilogramme. North Korean-made LED light bulbs sold for 42,000 won ($5). The exchange rate used in these prices - 8,400 won to the dollar - is 80 times higher than the official rate of 105 won to the dollar. At the official rate, the TV would cost over $100,000; the light bulb, $400. Shoppers openly slapped down large stacks of U.S. dollars at the cashier's counter. They received change in dollars, Chinese yuan or North Korean won - at the black market rate. The same was true elsewhere in the capital: taxi drivers offered change for fares at black market rates, as did other shops and street stalls that Reuters visited. For the last twenty years, North Korea has been undergoing economic changes, the fruits of which are now more visible than ever in the capital, Pyongyang, where large North Korean companies now produce a diverse range of domestically made goods to cater to this growing market of consumers. People are spending money they once hid in their homes on mobile phones, electric bicycles and baby carriers. The latest sign that the workers' paradise is going capitalist: cash cards from commercial banks. GREW OUT OF FAMINE Four months before Kim opened the Pothonggang Department Store, the United States imposed sanctions on North Korea, including its imports of luxury goods, for torpedoing a South Korean ship - a conclusion Pyongyang rejected. Since then, the U.N. has imposed more sanctions on North Korea for violating restrictions on its nuclear and missile programmes. None of that has had much effect on the vast majority of North Koreans living in the countryside, where a rudimentary market has evolved considerably over the past two decades. Agricultural mismanagement, floods and the collapse of the Soviet Union led to famine in the mid-1990s. The state rationing system crumbled, forcing millions of North Koreans to make whatever they could to sell or barter informally for survival. The regime penalised this new class of entrepreneurs in 2009 when it redenominated the won by lopping off two zeros and setting limits on the

he battle for the Democratic presidential nomination between Bernie Sanders and Hillary Clinton is intensifying as the Iowa caucus approaches. Clinton’s once thought inevitable victory is threatened by Sander’s progressive populist message. Initially the competition was thought to be between the “centrist” Clinton and the “radical” insurgent Sanders. Yet in recent weeks Clinton has stressed her own progressive credentials – directly challenging Sanders on his gun control record and trumpeting her feminism. In her own words, “I don't take a backseat to anyone when it comes to progressive experience and progressive commitment.” By and large the mainstream media has embraced this changing narrative. Clinton is said to be “gaining steam,” the “clear winner of the debate” and to have emerged “largely unscathed” from the Benghazi hearings. According to the even the staunchly conservative Wall Street Journal, Clinton’s ends the month with her “front runner status firmly intact.” The race for the nomination now supposedly features two progressive candidates each fighting for the same values and similar radical transformation of the nation’s politics. Yet looking beyond the hype, is Clinton anything more than an establishment figure in progressive clothing? Change or More of the Same There is ample reason to doubt Clinton’s sudden progressive change of heart. Publicly, she has spent almost three decades presenting herself as a “safe” Democrat. Her challenge, thus, is to be able to tap into the anti-Wall Street movement without alienating her strong ties to the financial community.

That move ended up destroying much of the private wealth earned on the market.Demand for hard currency surged after the bungled currency reform as more and more merchants in the underground markets required transactions to be conducted in foreign currency. It triggered two years of hyperinflation. But the government of Kim Jong Un, who became North Korea's leader after his father's death in December 2011, has essentially accepted the ubiquity of the black market rate and a widespread illicit economy, North Korea experts say. "Under Kim Jong Un, not a single policy has been implemented which would somehow damage the interests and efficiency of private businesses," said Andrei Lankov, a North Korea expert at Kookmin University in Seoul. "It's a good time to be rich in North Korea". THE NEW CONSUMER Many of the goods inside the Pothonggang Department Store, a grey building nestled between willow trees and a river of the same name, are still beyond the reach of many North Koreans. An air conditioning unit sells for 3.78 million won ($450 dollars) - which if paid in won would require a bag of 756 five thousand won notes, the highest denomination note in won. A growing middle class called "donju", meaning "masters of money", who made cash in the unofficial economy are starting to spend it on these new products, along with the long established elite of Humvee-owning individuals with powerful political connections. Only recently an elite item, mobile phones are now common in the capital, with nationwide subscriber numbers topping three million, an employee with Koryolink, the cellular carrier controlled by Egypt's Orascom Telecom told Reuters. The number has tripled since 2012 and indicates one in eight of North Korea's 24 million people now have a mobile phone. Energy-saving products are a fast-growing sector of North Korea's new consumer market and were one of the hottest items in the department store. Domestically produced LED bulbs are ubiquitous in North Korea, where satellite images have shown a country almost completely black at night. The 9-watt bulb costs $5 and is a best-seller at the Pothonggang store, said a staff member. The energy-saving bulbs are used inside homes and on street lamps that now bask the formerly darkened streets of the Pyongyang night in a dull, faint glow. Solar panels with USB-enabled inverters and batteries are available in the store alongside water pumps and small generators - exactly the kind of systems North Koreans now use to take power into their own hands. CASH CARDS Baby products are another booming consumer item. A large section of the department store is devoted to strollers and baby carriers produced in China and South Korea. Many residents of Pyongyang can be seen riding Chinese-made battery powered bicycles, which only began to appear in the capital over the last year, locals said. Some of these transactions are done with the Narae Card, a cash card run by North Korea's Foreign Trade Bank - a designated entity under U.S. sanctions since 2013 for the part it reportedly played
in nuclear weapons procurement. Cash cards have been in the hands of the few for the last several years but have recently become a new growth industry. Narae cards are topped up with U.S. dollars and are mainly used for foreign currency purchases. They can also be used to top up mobile phone accounts. Foreign investors can also set up banks in North Korea and are allowed to lend money and provide credit-based financing schemes to North Korean companies, according to a bilingual book of North Korean law available to foreign investors. Ryugyong Commercial Bank, for instance, offers shopping discounts as well as gold or silver card options for its customers. As with the Narae card, customers are encouraged to top up their accounts with dollars. LOSING FACE? After a $4 dollar taxi ride, the driver reluctantly handed the change from a twenty dollar note to a Reuters correspondent who insisted on getting change in North Korean won. Foreigners are not officially permitted to use the currency, so the openness of the transaction - in the presence of a government guide - was another sign of the black market turning white in north Korea. The driver's reluctance to hand over won was because of its inconvenience, not because he was afraid of being caught. "It's a lot of notes in our money," he grumbled, counting out 130,000 won from a large crumpled bundle of discoloured 5000 won notes. That note, still the highest denomination, once carried a smiling portrait of founding president Kim Il Sung but is being gradually phased out by a version with no portrait - an indication a larger denomination note may one day replace it to accommodate the widespread use of black market pricing. That would also get around the embarrassing problem that the faces of American and Chinese leaders, not the Kims, adorn much of the cash used in the country now. For a regime that has cultivated a personality cult around the Kim dynasty, it is quite literally losing face on its own money. MATTER OF TIME Where there's commercial enterprise, advertising is sure to follow. Sprinkled in among the roadside signs and billboards, once the exclusive domain for propaganda, are small notices that tout car repair services, electronics and trading companies. One prominent company, Naegohyang (my homeland) advertises at football games and has a women's football team by the same name. It produces everything from clothes and sanitary pads to 7.27 brand cigarettes, a favourite of Kim Jong Un's who can be seen smoking them on state TV. They also make 'Achim' cigarettes for export to Iran with printed health warnings written in Farsi. At a speech following a military parade marking the 70th anniversary of the ruling Workers Party, Kim Jong Un promised to introduce "people-first" politics. It remains unclear, however, how committed he and his Workers Party - not to mention the powerful military - are to market-based reforms. But it's only a matter of time before the Kim regime formally adopts a market-based economy - as China did 35 years ago under Deng Xiaoping, said Kookmin University's Lankov, who lived in Pyonyang in the 1980s. "That'll be a great day, but it'll be relatively meaningless in one regard," he said. "It'll be a formal recognition of something which has happened anyway".
Revolution or Rhetoric? The choice Democrats and the US face between Sanders and Clinton Peter Bloom CommonDreams It is a political strategy that her Wall Street supporters largely support. “Sure, some of Clinton's Wall Street supporters bristle a little bit at any perceived attacks on their industry,” according to Ben White CNBC, “But mostly they get it. And fundraising is never, ever going to be a problem for Clinton. She could start her own Occupy Wall Street protest and still back up the Brink's truck and fill it with banker cash.” Such pandering has been widely criticized. So much so that Anderson Cooper explicitly questioned whether she in fact had any authentic principles, asking her “Will you say anything to get elected?” The list of her financial supporters has only reinforced these fears. She continues to “rake in” Wall Street cash despite tough talk. She has also been criticized for the millions in contributions she has taken from her self-proclaimed “enemies” in the insurance and pharmaceutical industries. In terms of policy, Clinton has a limited if almost non-existent record of progressive legislation. She has long been to
the Right on issues of the environment, economy and civil liberties. As a secretary of state these claims to progressivism are even harder to sustain. Her tenure was marked by widespread support for dictators who supported American interests from Honduras to Egypt. By contrast, Sanders has a long history of progressive principles and action. He openly admits to being a “democratic socialist,” has put through leftist legislation at the city as well as federal level and voted against the Iraqi Invasion along with the Wall Street bail out. In light of these facts – it would seem the competition is not so much Sanders or Clinton but instead real change versus more of the same.

Progressive Pandering The question, then, is why so many Democrats have flocked to Clinton in recent weeks, if the polls are to be believed. Faced with the threat of losing the Party’s liberal base to Sanders, Clinton has recommitted to pandering to progressives across the country. Ironically, it is Republicans who are usually charged with foregoing reality
for the ideological fantasies of their most extreme voting base. However, Democrats are no stranger to such attractive delusions. In the case of Clinton, she has taken pains to increasingly paint herself as an “electable” progressive against the “unelectable” socialism of Sanders. She is a “progressive who gets things done.” Sanders, for his part, has been increasingly “sharpening” his stark differences with Clinton. In the debate he refused to accept Clinton’s argument that she told Wall Street “to cut it out” a year before the 2008 financial crash – declaring “Congress doesn’t regulate Wall Street. Wall Street regulates congress.” Just this week, he proclaimed, “I am delighted, that in the last couple months, Hillary has come on board with positions I’ve held for many years, on trade, on the Keystone Pipeline… So I’m glad that Hillary Clinton is moving in my direction.” It remains to be seen though whether Sanders can overcome Clinton’s progressive pandering. Revolution or Rhetoric Heading into the Iowa caucus Bernie Sanders is still very much in the race to defeat the frontrunner Hillary Clinton. To many, his candidacy has already won by “pulling Clinton to the left.” Sanders has called for nothing less than a “political revolution.” Yet there are bigger issues at stake then whether or not Clinton wins. It is whether in the face of the rising power of the “billionaire class” at home and abroad, the country will be satisfied with mere speeches. If decades worth of political principles and policies can be trumped by a well written and placed quip. Indeed, the choice for the Democrats and potentially the nation at large is between revolution or rhetoric.

A Kumbaya Moment for the Middle East? Hardly
I
n his new film Taxi, Iranian director Jafar Panahi is having a conversation with his young niece. They’re sitting in the cab Panahi is driving. The Iranian government has banned the director from making films, so he’s ostensibly found an alternative means of making money and of making films. He’s set up a camera on the dashboard, and this camera captures all the conversations he conducts in the taxi. It’s a form of cinéma vérité, though as the film progresses these interactions begin to appear as staged as any American-style mockumentary. Panahi’s niece, Hana Saeidi, is making her own film as part of a class project. The teacher has given her a list of dos and don’ts. Perhaps the most challenging prohibition is to avoid anything that smacks of “sordid realism.” Panahi listens bemused as his niece recites these restrictions. After all, his earlier films — The Circle, Crimson Gold, Offside — were supreme examples of “sordid realism” in their depiction of some of the less savory aspects of Iranian society. As a result of this work, Panahi was arrested in 2010 and banned from making films for 20 years. Taxi itself, with its depiction of the aftermath of a motorcycle accident and the black-market trade in DVDs and the activities of a human rights lawyer, would also fall into the Iranian government’s category of sordid realism. Panahi doesn’t barbecue sacred cows the way Pussy Riot does, but he definitely skirts the edge of the acceptable. Fellow director Kaiwan Karimi just recently received a six-year sentence and 223 lashes for his own filmmaking transgressions, which included a planned kissing scene in an upcoming movie. Sordid, indeed! At least Panahi is free at the moment to make his non-films and smuggle them out of the country. Taxi opened in the United States just a couple days before the official adoption of the international agreement on Iran’s nuclear program. It was an interesting coincidence. Americans could get a closer look at Iran, warts and all, as we take a first important step toward a détente with a country we’ve demonized for years. In part to celebrate adoption day, Secretary of State John Kerry gave a speech at Indiana University praising the agreement as the most effective method of restraining Iran’s nuclear ambitions. His comments on the agreement were reasonable: This agreement came together as a result of tough diplomacy that extended over two presidencies, and we began with sanctions, but sanctions were a means, not an end. Only by direct negotiations with support from a broad array of partners — including Russia and China, by the way — were we able to convince Iran’s top officials to accept the severe limits on their nuclear program. And we are moving now to the implementation stage, and it is essential that we will maintain our vigilance, our unity of approach, and our common purpose. Kerry didn’t mention some of the thorns in the U.S.Iranian relationship — the recent Iranian conviction of Washington Post journalist Jason Rezaian, the various congressional efforts to derail the agreement by slapping on new sanctions against Iran. But that’s the prerogative of government officials. They’re not intellectuals, nor are they artists. They try to steer clear of sordid realism when describing their own efforts. But Kerry went further. He also used the Iran deal as Exhibit A to counter the prevailing American perception that the world is breaking apart like Humpty Dumpty. “I don’t sense an unraveling of the global fabric,” Kerry told his audience. “I see a world that in critical areas is actually increasingly coming together.” The nuclear deal and Kerry’s optimism notwithstanding, the world does not currently seem to be celebrating a Kumbaya moment. There’s the rise of the Islamic State, the civil wars in Syria and Ukraine, and the breakdown of order in Afghanistan, Iraq, and Libya. The refugee crisis is engulfing the Middle East and Europe. The Chinese economy is hitting a rough patch, which has a negative impact on the global economy. Global warming continues largely unabated. Then there’s what’s going on right now in Israel and Palestine. In his speech Kerry acknowledged the recent violence but failed to provide any context. Like most American officials, he tends to ignore the sordid realities of Palestinian life. My recommendation: Stick Kerry and all of Congress into taxis and send them through the West Bank or Gaza. Despite Washington's move toward detente with Iran, other regional conflicts — especially in Israel-Palestine, where an "intifada of knives" is underway — are looking as volatile as ever John Feffer Foreign Policy in Focus Occupations and Preoccupations It’s always difficult to pinpoint the exact starting point of a cycle of violence. At the beginning of October, Palestinian gunmen killed an Israeli couple, Eitam and Naama Henkin, as they returned to their home in the Occupied Territories. Shortly thereafter, a 19-year-old Palestinian with a knife attacked and killed Aharon Bennett and Nehemia Lavi in Jerusalem. A series of attacks on Israeli citizens and uniformed personnel followed. The uprising has been labeled on social media the “Jerusalem intifada” or the “intifada of the knives.” Ten Israelis have been killed in the recent spate of violence. And 44 Palestinians, including the assailants, have died in clashes with Israeli authorities. The proximate cause of this violence has been access to religious sites in Jerusalem. Nothing symbolizes the contested claims to territory more than the Dome of the Rock and the al-Aqsa Mosque, which share space in the Temple Mount/al-Haram al-Sharif complex in the Old City. In September, Palestinians staged protests over Israeli government restrictions on visitors to al-Aqsa, the third most revered site for Muslims after Mecca and Medina. In response to the initial killings, the Israeli government upgraded its security measures, deploying soldiers to Israeli cities for the first time in more than 10 years and banning men under 45 from attending the alAqsa Mosque on Fridays. The larger issue, of course, is the disposition of Israeli settlements. In East Jerusalem alone, 200,000 Israeli settlers have taken up residence in clear violation of international agreements. The Israeli government continues to support construction of settlements in other parts of the Occupied Territories, which house nearly 300,000 more settlers. The footprint turns out to be much bigger than these numbers would suggest. “Settlements are built on less than 3 percent of the area of the West Bank,” according to the Council of European Palestinian Relations. “However, due to the extensive network of settler roads and restrictions on Palestinians accessing their own land, Israeli settlements dominate more than 40 percent of the West Bank.” In addition, the Israeli government has maintained a tight blockade of the Gaza strip since 2007. The Obama administration has condemned these settlements as “illegitimate.” But the administration has failed to use any of the considerable levers at its disposal to pressure Israel to roll back the settlements. Indeed, as Emile Nakhleh points out in LobeLog, the United States has largely ignored the anger and frustration building up among Palestinians. “American leaders have been lulled into believing that the Palestine issue is a thing of the past and that preponderant Israeli military power in the Occupied Territories has rendered Palestinians quiescent and complacent,” he writes. “So much so that when President Obama gave his annual talk to the UN General Assembly this fall, ‘Palestine’ was nowhere to be found in his speech.” It’s easy to understand why Obama and Kerry prefer to focus on the Iran agreement or, in an effort to dispel congressional charges of fecklessness, U.S. efforts to degrade the Islamic State. And the Netanyahu government is really in no mood for compromise. As for the Palestinians, they’re hard-pressed to come up with a unified position on dealing with Israel. The stand-off in the Holy Land is the very definition of a wicked problem: “a social or cultural problem that is difficult or impossible to solve for as many as four reasons: incomplete or contradictory knowledge, the number of people and opinions involved, the large economic burden, and the interconnected nature of these problems with other problems.” For many years, a two-state solution has been the default response to this wicked problem. of settlements, the disagreements over the status of Jerusalem, and the right of return for Palestinian refugees have all made a two-state solution a very unwieldy enterprise. Two decades ago, after a Jewish extremist assassinated Prime Minister Yitzhak Rabin, Israel could have worked out a compromise with Palestinian leaders that might have prevented this problem from becoming as wicked as it is. But as Dan Ephron points out in a new book, Shimon Peres blew the opportunity by choosing instead to track down and kill Palestinian militant Yahya Ayyash. In the cycle of violence that ensued, Peres lost at the polls, and Israelis got their first taste of Benjamin Netanyahu. Israeli government policies have been sordid realism ever since. The Real Two-State Solution While diplomats scramble to breathe life into the moribund peace process, the two sides are pushing their own de facto two-state solutions. Israeli settlers are simply seizing territory and relying on the infrastructure of Israeli power to integrate those patches of land into Israel proper. It’s like an ugly reclamation project where new communities spring up on what was once not water but someone else’s land. The Palestinian Authority, headed up by Mahmoud Abbas, has meanwhile tried to create a de facto Palestinian state on the territory of international law. Abbas recently declared the era of Oslo — the peace architecture created in 1993 and updated in 1995 — dead and gone. Even as his own domestic support slips away from beneath him, Abbas is constructing a simulacrum of sovereignty. After achieving non-member status at the UN in 2012, he’s pressed for Palestinian membership in as many international bodies as possible, including the International Criminal Court. In September, the Palestinian flag flew for the first time outside the UN headquarters in New York. Israel expands its state parcel by parcel while Palestine creates its state meeting by meeting. This reality of state creation from below versus state creation from above — as opposed to a consensual process from both above and below — has soured many on the international community’s fallback option. A slim majority of Palestinians, according to a poll by the Palestinian Center for Policy and Survey Research, now oppose the twostate solution. An even more telling sign of sordid realism, 78 percent of Palestinians think that it’s next to impossible that they’ll get their own state in the next five years. Support among Israelis for the two-state solution is also falling. The French have bravely waded into these troubled waters. They proposed over the summer to expand the negotiating table to include such countries as Saudi Arabia and Ireland. The proposals that came out of the first meeting of this 24-member body were not particularly startling — maintain access to religious sites in Jerusalem, freeze settlements, prepare for bringing a Palestinian statehood resolution to the UN. But perhaps France can achieve what the United States, hardly a neutral party in the conflict, has failed to accomplish. Netanyahu, however, doesn’t feel compelled to deal. But here’s what ultimately might push Israel to the table — more than knives or the Boycott Divest Sanctions movement or Palestinian lobbying at the UN or French efforts to internationalize (once again) this wickedest of all problems. In the United States, Israel has lost the support of the Democratic Party — not the majority of the lawmakers in Congress, but voters who identify with the party. According to a poll from the Chicago Council on Global Affairs from the end of August, only 41 percent of Democrats (compared to 61 percent of Republicans) believe that Israel has “played a somewhat or very positive role in resolving problems in the Middle East.” A commanding majority of Democrats (61 percent) support an independent Palestinian state (a slim plurality of Republicans also support such a plan). Netanyahu is no doubt betting on Hillary, who has moved to the left on many issues to court liberal voters but not on Israel. But he should be very worried about the shift in the U.S. electorate. Such public opinion shifts have, over time, prepared the way for the détente with Cuba and the nuclear deal with Iran. It’s just a matter of time before the leadership catches up with their constituents. Check out what’s already happening elsewhere in North America. The Israeli prime minister just lost a key ally when Stephen Harper went down to defeat in the recent Canadian elections. Netanyahu may wake up one day to the sordid reality that Israel commands as much authority in the international community as North Korea.

When Schools Become Barracks, Children Suffer Bede Sheppard

urprise turned to confusion, then to horror, when the children at Kiata primary school realized that the soldiers they had spotted at the bottom of the hill were heading for their school and its occupants. As the soldiers reached the hilltop school in eastern Democratic Republic of Congo, students scattered in all directions, scared of the armed men and what they might do. Those who failed to escape the courtyard before the soldiers entered were caught, beaten and forced to help as the armed men converted the school into their temporary base. The soldiers made the children fetch water, steal food from nearby farms and chop up their school desks for fire wood. When one of the captured boys refused to obey, a soldier sliced his arm with a knife. If the older girls resisted the soldiers’ advances the men would rip their clothes, one student told my colleague. The capture of Kiata primary school in late 2012 features in a new report by Human Rights Watch, which documents the far-too-frequent misuse of schools by the Congolese army and various armed groups in areas of the country that are still affected by conflict. In fact, our investigation shows, the presence of armed men inside schools is a far-too-familiar sight for many children in Congo who are yearning to learn. When fighters take over a school, they sometimes only make use of a few classrooms or the playground; at other times, however, they convert the entire school into a military base, barracks or training grounds. As the students held captive at Kiata school attested, troops occupying schools means students and teachers risk being unlawfully recruited into armed groups, forced to work without pay, beaten and sexually abused. The military use of schools also damages and destroys an education infrastructure that is already insufficient and of poor quality. Fighters who occupy schools frequently burn the buildings’ wooden walls, desks, chairs and books for cooking and heating fuel. Tin roofs and other materials may be looted and carted off to be sold for personal gain. And what makes matters worse, schools that are being used for military deployments become targets for enemy attacks. Even once vacated, a school may still be a dangerous environment for children if troops leave behind weapons and unused munitions. I visited one school in Congo that had been used as a temporary base, where the occupiers had dumped some of their unused munitions in the school latrines before leaving. The rockets left immersed in the waste required demining experts to removea process that was only completed more than seven months later. Sadly, the practice of armies using schools for military purposes is not unique to Congo. It happens in the majority of countries with armed conflict. All across Africa, from Central African Republic, Chad, Cote d’Ivoire, Libya, Mali, Nigeria, Somalia, South Sudan to Sudan, the occupation of schools by armed forces has deprived children of a safe learning environment and the right to education. Even troops deployed as peacekeepers by the African Union have been found to be using education institutions as bases in the Central African Republic and Somalia– a particularly troubling development. But there is hope. Earlier this year, a group of countries from around the world committed to do more to protect students, teachers and schools during times of armed conflict. The Safe Schools Declaration, as the commitment is known, includes an agreement to ensure that military trainings, practice and doctrine emphasize the need to protect schools from military use. To date, 49 countries have joined this Safe Schools Declaration. Better yet, 13 African countries, including many with recent experiences of the military use of schools in their own territory, were among the first to endorse. To ensure that its children can learn for liferather than having to run in fear for itthe Congolese government ought to refrain from using schools for military purposes and join the Safe Schools Declaration. In fact, if all nations across the continent were to rally around this goal, the continent could become the first to have universally endorsed the Declaration. And if the African Union were to reexamine its rules and procedures for its peacekeeping forces and, as the United Nations Department of Peacekeeping Operations did in 2012, ban all infantry battalions from using schools during their operations, African kids would be that much safer and no longer scarred for life like the boy our report names Amani. A 10-year-old primary school student, Amani was held in Kiata school for six days. When we met him, he showed off the scar on the bridge of his nose. The soldiers who had occupied his school, had forced him to chop up the school desks. A piece of wood had split off and hurled in his face as he chopped. When Amani was finally allowed to return home, his parents asked if the soldiers had beaten him. When he told them what had happened, they responded: “Understand, child, life is like that.” But if Congo and other countries across the continent would agree to restrain their armies from using schools, then life needn’t be like that for children in Africa and elsewhere.

The Chief Minister also claimed that “intolerance and hatred is thriving because those perpetrating it

know that those in power will protect them”. Four hacked to death for 'practising witchcraft' rANchi, November 1 (iANS): Four members of a family, including two women, were hacked to death on suspicion of practising witchcraft in Jharkhand's Seraikela-Kharsawan district on Sunday, police said. The victims have been identified as Jinkaru Mundain (75), her daughter Soru Mundain (55), and two sons Ghasia Munda (50) and Hagal Munda (40), police said. According to police, Shyamlal Munda and his brother Ram Singh Munda entered the victims' house early on Sunday morning and hacked the four family members to death. The incident took place at Sosokada Tola area of Seraikela-Kharsawan, around 130 km from Ranchi. According to police, Shyamlal's one-year-old son died a few days ago. He suspected that the victims' black magic resulted in his son's death. After killing the family members, the accused took the women's head to police station. The bodies have been sent for post-mortem. More than 1,000 women have been killed over the years in Jharkhand on suspicion of practising witchcraft.
Returning awards insult to the nation JoDhPur, November 1 (PTi): Veteran devotional singer Anup Jalota has termed the trend of returning National and Akademi Awards in protest against "growing intolerance" an "insult" to the nation. Jalota, 62, who was in the city to perform on an invitation of the Rajasthan Sangeet & Natak Academy, said their are better ways of expressing their protest. "The award given to them is a National Award and returning that in protest of any issue is nothing but an insult to not only that award but the nation itself. The community could sit together and meet the President of the country in order to express their protest to ease the situation," Jalota said. He suggested people should come out together and work towards a solution for this problem, calling it a "far better and effective move rather." Filmmaker Dibakar Banerjee and nine others recently returned their National Awards in solidarity with FTII students. On the appointment of Gajendra Chauhan as FTII chairman, Jalota said students should give him a chance to work and then decide if he is suitable or not. "Without letting him his work do, how could you decide that Chauhan was not a suitable choice of the post of the chairman of the FTII. He should be given a chance to work and if his work was not found satisfactory, then only the students have a right to protest," he said.
MP woman minister kicks minor seeking one rupee PANNA (mADhyA PrADeSh), November 1 (iANS): In a callous act, Madhya Pradesh minister Kusum Mehdele, who has already courted controversy for her insensitive remarks on farmers' suicides, kicked a boy in full public view on Sunday when he asked her for one rupee. The incident was captured on camera and went viral across media and social networks, leading to outrage from the public and demands for her sacking. The incident occurred at a bus stand near the district headquarters in this Madhya Pradesh district where Mehdele, who is also the local legislator, had come to participate in a cleanliness drive to mark the sprawling central Indian state's foundation day. According to witnesses, as Mehdele was going towards her car at the completion of the programme, the 10-year-old boy approached her and begged for one rupee, and even lowered his head towards her feet. An enraged minister lashed with her foot, hitting him on the head. The incident created a sensation but no one intervened, till some officials came and dragged the boy away. The opposition Congress demanded Mehdele, who holds the horticulture and food processing and the animal husbandry portfolios, be sacked. State party spokesman K.K. Mishra said she had no right to remain in her position for "even one minute more".

In October last year, a hike in compensation to Rs five lakh had been announced by the central government, five months after the BJP had formed its government at the Centre. In August this year, the Delhi Cabinet decided to distribute enhanced compensation cheques as announced by the central government to the kin of the 1984 anti-Sikh riot victims. Delhi Government has estimated an expenditure of around Rs 130 crore on compensation for around 2,600 families of ant-Sikh riot victims. The Centre will later refund the compensation amount to the Delhi Government. Kejriwal said that former party leader and senior advocate HS Phoolka has asserted that the central government doesn’t have the power to constitute the SIT. “Phoolka ji has said that the central government doesn’t have the power to form SIT, it lies with the Delhi Government. Tomorrow itself I will get this examined whether the SIT formed by centre government is legal or not,” he said.
Deputy Chief Minister Manish Sisodia, who along with Kejriwal wore a black band on the sleeves as symbolic protest, hit out at the then Congress government. “The riots were not a tragedy but a government supported murder. The government has not only kept the guilty shielded but also given them tickets for elections, made them ministers too,” he said. “Incidents like Sunped and Dadri are indicative of that there has been no development. We might have developed technologically, infrastructurally but our politics is still the same, our mentality is still the same, which is very dangerous. “People are burnt alive and our leaders say that if any dog is hit by a stone what can be done. If after 31 years the mentality of those in power has not changed, we have surely not made any progress,” he added. Sisodia said that 1,300 families whose verification and other required formalities were completed were given the cheques today and the rest will be handed over their compensation cheques within 15 days.
New Delhi, November 1 (AgeNcieS): Muslim cleric Imam Umer Iliyasi today drew attention towards the rising cases of female foeticide and downplayed the RSS resolution asking the government to reformulate the population policy to check demographic imbalance. "Instead of worrying about the increase or decrease of population of the country, we must worry about female foeticide. The balance of the country's population is being disturbed because of this. If you look at Haryana, Punjab and Rajasthan, you will notice that our balance has been disturbed in a way that the women population has gone down and male population has increased," he said. "As far as the demographic balance is concerned, it is the work of God to main-
tain the balance. It cannot be handled by man. An example of the interference by man in maintaining balance can be seen in China where they started a 100 years policy and now the result is in front of all. They are now requesting people to give birth to more and more number of children," he added. The RSS on Saturday sought a review of the population policy to counter "severe demographic changes" in India, flagging what it considers a high rate of growth among Muslims in the country. The RSS passed a resolution on this contentious issue at its three-day national executive in Ranchi. The RSS and its affiliated organisations have been citing the last census figures to claim that Hindus are facing the threat of being swamped by Muslims.
Government plans safer roads with new department, authority New Delhi, November 1 (TNN): In its bid to put more focus on transport sector and to reduce deaths on Indian roads, the road transport and highways ministry will move two crucial proposals seeking Cabinet approval. The proposals are setting up of a separate department of transport and second an authority to deal with all issues relating to road and vehicle safety. Sources said both the proposals have got green signal during consultation meetings with differ-
ent ministries including finance. While a committee on financial issues cleared the plan for setting up the authority a couple of weeks back, a group of secretaries headed by cabinet secretary on Friday asked the ministry to prepare the proposal for a separate department to deal with transport related issues. "All these years the focus has been more on building and maintaining highways and the transport sector has been neglected. The ministry deals with several issues relating
to transport sector including setting up of drivers' training centres, vehicle inspection centres, setting emission norms and other standard for all types of motor vehicles. So you need a dedicated department with requisite manpower to deal with this," a ministry official said justifying the proposal. There is a proposal to have four verticals in the new department dealing with different issues including public transport and multi-modal transport.
Fourth round of Bihar battle ends, 58 percent vote PATNA, November 1 (iANS): The fourth and penultimate phase of Bihar's assembly polls, the biggest popularity test in the country since the February Delhi election the BJP lost, ended on Sunday with around 58 percent of the 14 million electorate voting, officials said. Both Prime Minister Narendra Modi's Bharatiya Janata Party (BJP) and the Grand Alliance of Chief Minister Nitish Kumar claimed they had the upper hand as polling ended in 55 of the 243 constituencies in seven districts. Additional Chief Electoral Officer R. Lakshmanan said the exercise passed off peacefully, including in Maoist strongholds. About 55.32 percent voting took place till 4 p.m. -- and 58 percent when it got over an hour later. Barring minor clashes, the polling was peaceful, police said. Over two dozen "anti-social elements" were arrested for violating the model code of conduct and threatening election officials.

The Bihar election is the most significant political battle after the BJP lost the Delhi assembly election to the Aam Aadmi Party (AAP) in February. Both Modi and BJP president Amit Shah have been on an aggressive drive in a bid to woo voters in Bihar -- only to be countered by Nitish Kumar and Rashtriya Janata Dal chief and former chief minister Lalu Prasad, who said again on Sunday that the BJP would face defeat in the state.
'Congress, Left have 'ideological Conviction rate low, says DCW as intolerance' against Modi, BJP' Delhi sexual crimes hit 15-year high New Delhi, November 1 (iANS): Accusing the Congress and the Left of practising "ideological intolerance" towards the Bharatiya Janata Party (BJP), Finance Minister Arun Jaitley on Sunday described Prime Minister Narendra Modi as its "worst victim". "Over the decades, they have practised ideological intolerance towards the BJP. Since 2002, the prime minister himself has been the worst victim of ideological intolerance," Jaitley said in a statement. Asserting that the government led by Narendra Modi was making all efforts to accelerate India's growth, Jaitley said there were many, including the Congress, leftist thinkers and activists, who never intellectually accepted the idea of the BJP being in power. "Their strategy is two-fold. First-
ly, obstruct parliament and do not permit reforms which will bring credit to the Modi government. Secondly, create, by structured and organised propaganda, an environment that there is a social strife in India," he said. Terming the Dadri lynching incident "unfortunate and condemnable", Jaitley accused the opposition parties of projecting India as an "intolerant society". "They wish to project India as an intolerant society. The truth is otherwise. Perpetrators of this propaganda never allowed alternative viewpoints to grow in either universities and academic institutions or cultural bodies that they controlled. Their intolerance extends to non-acceptance of an alternative ideological pole," he said.
New Delhi, November 1 (iANS): Twentyone cases of sexual abuse of women, on an average, are reported in the capital every day, according to the latest figures released by the police. These include six cases of rape and 15 of molestation. This year 1,750 cases of rape and 4,406 of molestation were reported by October 15. However, Delhi Police top brass say the rising rape and molestation cases were a sign of its "zerotolerance policy in filing cases". Police also claim to have solved almost 90 percent of rape and molestation cases. Senior Delhi Police officers refused to comment on the issue, but they said that the rising number
shows an attempt not to hide any offence. "We follow a zerotolerance policy in registering rape and molestation cases. We don't bother whether the crime graph is rising or falling. Our priority is to register cases and act promptly," an officer, who did not want to be named, told IANS. Although Delhi Police claim that an overwhelming majority of sexual crime cases were solved, the Delhi Commission for Women (DCW) says the conviction rate is very low. DCW chief Swati Maliwal agreed that the police were filing cases of atrocities against women in a more proactive way. But she questioned the
force's investigation process. "I met the Delhi Police Commissioner a few weeks ago and asked him about the cases of atrocities registered against Delhi women in 2014. I was surprised that the police had filed 11,000 such cases in 2014, but charge-sheet was filed in only 3,500 cases and only nine persons were convicted," Maliwal told IANS. Maliwal said that only registration of cases of crimes against women was not enough, the police should file the charge-sheet in each and every case promptly, and the victims should be given proper counseling so that they do not become hostile.
Eve-teasing, stalking violate woman's right to life: Delhi Court New Delhi, November 1 (PTi): Eve-teasing and stalking violate women's right to life and liberty and are a menace which makes them feel unsafe, a Delhi court has observed. The court also observed that eve-teasing and stalking are a "ridiculous form of enjoyment for men but physical and mental torture for women". It said a large percentage of Indian women have faced or are facing this menace and they find themselves vulnerable to threat of eve-teasing everywhere, be it a public transport sys-
tem, public place, shopping mall or multiplex. Metropolitan magistrate Susheel Bala Dagar's observation came while holding 22-year-old Rajesh, a resident of Sultan Puri in north west Delhi, guilty of stalking a girl and uttering words, making gestures intended to insult her modesty and sentenced him to three months in jail. "Eve-teasing has become a menace in the society due to which women feel unsafe and nervous to move out alone. Eve- teasing is a typical social crime which violates the right to
life and liberty of the women in the metropolitan cities," the court said. It said eve-teasing and stalking violate a woman's right to live with dignity and the convict must be awarded such a sentence which discourages the other like minded people of the society from doing such offences. "Acts of stalking, passing lewd remarks and gestures, brushing against the woman's body and passing vulgar comments are some of the things which women in metropolitan cities face all the time and what ex-
actly happens simply depends upon the opportunity which the perverts gets," the magistrate said. "Men who indulge in such enjoyment do not seem to realise how a woman may be affected by their comments and acts. These men feel it right to show their attention and aggression towards women. They rather feel validated by acting sexually and aggressively towards women. "In case of eve-teasing and stalking, the seriousness of the offence lies not in the extent of punishment it carries but on the impact,
it has social psyche and public order," it said. The court noted that in this case, Rajesh kept on following the complainant despite clear indication of disinterest on her part and passed obscene comments on her while following her on her way to office in the bus as well as when she went for tuition classes. According to the prosecution, the woman, who was working in a bank, filed the complaint with the police alleging that in December, 2013, Rajesh followed her in the bus and stood near her seat despite clear
indications of disinterest. He also uttered words to outrage her modesty while she was going to her office and tuition classes on several occasions, it said. During the trial, the youth claimed that he was falsely implicated in the case and was not even present at the spot. The court refused to grant benefit of the Probation of Offenders Act to the convict observing that it cannot be done in cases of crime against women. It directed the convict to give Rs 10,000 compensation to the victim.

China, Japan and South Korea pledge economic cooperation SEOUL, NOVEMBER 1 (REUTERS): The leaders of South Korea, Japan and China pledged to work towards greater economic integration at their first joint meeting in over three years on Sunday, as they work to ease tensions stemming from Japan’s wartime past. South Korean President Park Geun-hye, Japanese Prime Minister Shinzo Abe and Chinese Premier Li Keqiang also said they would to resume annual meetings which had been suspended since 2012 amid disagreements over history and territory. Park said she agreed with Abe and Li to work towards the conclusion of a 16-nation free trade area as well as a separate threeway free trade deal that has been on the table since 2013. “We agreed to work together for the conclusion of the Regional Comprehensive Economic Partnership (RCEP),” Park told a joint news conference with Li and Abe after the summit. “We agreed to expand economic and social cooperation for the mutual prosperity of Northeast Asia, and also to strengthen cooperation among the three countries to create new growth momentum.” China has been a key proponent of RCEP, which would create the world’s biggest free trade bloc of 3.4 billion people. MANANA, NOVEMBER 1 (REUTERS): The U.N. special envoy to Yemen said on Sunday he expects talks between its warring parties to begin by mid-November, eight months after the start of a messy civil war that has killed thousands and caused a humanitarian crisis. The conflict pits the Iran-allied Houthi militia and army units loyal to former president Ali Abdullah Saleh against armed groups who support exiled President Abd-Rabbu Mansour Hadi alongside a Saudi-led Arab coalition. “I expect that before mid-November, God willing, a date will be specified and I expect that the dialogue must begin before mid-November, as a minimum, 15 November,” U.N. envoy Ismail Ould Cheikh Ahmed told Reuters in Bahrain. All major combatants have publicly agreed to implement U.N. Security Council Resolution 2216, which calls on Houthi and Saleh forces to withdraw from main cities and surrender arms captured from Yemeni government forces. However, while Hadi and the coalition have previously demanded that this happen before talks begin, the Houthis and Saleh want talks to address mechanism for Resolution 2216 to be implemented. Discussions between the United Nations and the Houthis have taken place already in Oman’s capital Muscat. “I have a team in Riyadh and before that they were in Muscat, exactly to reach agreement on the date and venue and the subjects that will be discussed within the context of U.N. Security Council Resolution 2216,” Ould Cheikh Ahmed said. He added that a statement on Friday by a senior Houthi leader that efforts to find a political solution had failed did not appear to represent the group’s official position. Saudi Foreign Minister Adel al-Jubeir said on Saturday that he believed the coalition’s Yemen campaign was in its “final phase” after military gains against the Houthis and given their willingness for talks. However, the Houthis and Saleh’s forces still hold most of the country’s western highlands, its most populous region including the capital Sanaa. Ould Sheikh Ahmed said he did not believe the coalition intended to take Sanaa by force. “I can say simply what I have been told, but I can’t speak for the coalition. I don’t think anybody has any intention to enter into Sanaa. People prefer to have a political solution.” In the southern port of Aden which the coalition and local forces took back from the Houthis in July, two unidentified assailants on motorbike shot dead a Yemeni secret service officer late on Saturday, a security official said on Sunday.
German coalition talks on Russian delegation arrives in Nepali Congress calls meeting Egypt to begin crash investigation refugee crisis end without deal to mull Communist rising CAIRO, NOVEMBER 1 (REUTERS): Russian’s transport minister and a team of high-level investigators has arrived in Cairo to help Egyptian authorities determine what caused a Russian airliner to crash in the Sinai Peninsula killing all 224 people on board. The Airbus A321, operated by Russian airline Kogalymavia under the brand name Metrojet, was flying from the Red Sea resort of Sharm el-Sheikh to St Petersburg in Russia when it went down in central Sinai soon after daybreak on Saturday. It crashed into a mountainous area shortly after losing radar contact near cruising altitude. A militant group affiliated to Islamic State in Egypt, Sinai Province, said in a statement it had brought down the plane “in response to Russian airstrikes that killed hundreds of Muslims on Syrian land”, but Russia’s Transport Minister Maxim Sokolov told Interfax news agency the claim “can’t be considered accurate”. Egyptian Prime Minister Sherif Ismail told a news conference on Saturday that there did not appear to be any unusual activity behind the crash but that the facts would not be clear until further investigations had been carried out. At least 163 bodies had already been recovered and transported to various hospitals including Zeinhom morgue in Cairo, according to a cabinet statement. Search efforts resumed at the crash site early on Sunday morning and Russian experts were already at the site helping to recover bodies and begin investiga-
tions into the cause.Russian investigators had already visited the morgue, a security source said. Russia, an ally of Syrian President Bashar al-Assad, launched air raids against opposition groups in Syria including Islamic State on Sept. 30. Islamic State, the ultra-hardline group that controls large swathes of Iraq and Syria, has called for a holy war against both Russia and the United States in response to airstrikes on its fighters in Syria. Emergency services and aviation specialists searched the wreckage on Saturday for any clues to the crash. Both black boxes had been recovered, Egypt’s civil aviation minister said. The passengers included 214 Russians and three Ukrainians. Sinai is the scene of an insurgency by militants close to Islamic State, who have killed hundreds of Egyptian soldiers and police and have also attacked Western targets in recent months. Much of the Sinai is a restricted military zone. Militants in the area are not believed to have missiles capable of hitting a plane at 30,000 feet. Islamic State websites have in the past claimed responsibility for actions that have not been conclusively attributed to them. Officials say there is no evidence to suggest that a bomb could have brought down the plane. BERLIN, NOVEMBER 1 (REUTERS): Chancellor Angela Merkel and her coalition partners ended a meeting on Sunday without a breakthrough to resolve differences over how to handle the flood of refugees pouring into Germany. Berlin expects between 800,000 and a million migrants to arrive in Germany this year, twice as many as in any previous year, and far more than in any other European Union country. German media had billed Sunday’s meeting between Merkel, the leader of her conservatives’ Bavarian sister party, and Social Democrat (SPD) chief Sigmar Gabriel as a crisis summit between the ruling coalition partners. Government spokesman Steffen Seibert described the talks as “constructive” but said the three party leaders would meet again on Thursday. “There is a lot of common ground and some points that remain open and still to be settled,” Steffen said, adding that these included the idea of introducing so-called “transit zones” at border crossings to process asylum requests. Horst Seehofer, leader of the Bavarian Christian Social Union (CSU), wants tougher action to stem the flow of people. He has issued a series of ultimatums to Merkel in recent weeks, including a threat to take the government to court over its policies on migrants, only to back down at the last minute. Some CSU members want to tighten or even close Germany’s borders. To defuse the coalition tensions, conservative officials had expected Seehofer to come away from Sunday’s meeting with a deal to introduce transit zones. Some SPD members have said they would not agree to such zones.
KAThMANdU, NOVEMBER 1 (IANS): Rattled by the two major communist parties -- CPN-UML and Unified CPN (Maoist) -- cornering four top constitutional posts in the former Hindu Kingdom post-promulgation of a federal republican constitution, Nepal’s largest political party Nepali Congress has summoned an urgent meeting of its CWC to assess the prevailing situation. “We will discuss the latest political situation in the country along with the postconstitution power-sharing deal,” said Congress secretary general Krishna Prasad Sitaula pointing to the sharing of spoils among the two major Left entities -- the Communist Party of Nepal (Unified Marxists-Leninists) and the Unified CPN (Maoist). The meeting of the NC Central Working Committee, which began earlier on Sunday, will continue for a couple of days more. The CWC meeting comes in the wake of growing displeasure among the Nepali Congress
rank and file over the failure of the party’s strategy to cope with the communist alliance. To begin with, the two communist parties joined forces to form a new government under the premiership of CPN (UML) chairman K.P. Sharma Oli. Subsequently, other major constitutional posts like that of the president, vice president and parliament speaker were also grabbed by the two Left allies keeping the long-time democratic crusader Nepali Congress in a corner. While CPN (UML) vice chairman Bidhya Devi Bhandari was elected president, the post of vice president was taken by UCPNMaoist standing committee member Nanda Bahadur Pun. Bhandari -- widow of charismatic CPN (UML) general secretary Madan Bhandari, who died in a yet unexplained road accident in 1993 -- is the first female president of Nepal. Myanmar’s radical monks shaping historic election YANGON, NOVEMBER 1 (REUTERS): A powerful Buddhist ultranationalist group is helping Myanmar’s ruling party win votes in next Sunday’s election after the government pushed through laws seen as anti-Muslim, the co-founder of the group told Reuters. Known by its Burmese initials Ma Ba Tha, the Buddhist nationalist group is not running a single candidate in the Nov. 8 election - monks are barred by law from running for office. Yet it has been in the forefront of campaigning and could influence the shape of Myanmar’s first popularly elected government in more than half a century. For the first time, a Ma Ba Tha co-founder, a monk named Parmaukkha, disclosed some of the details about closed-door discussions between the group and the government on securing the passage of the bills. The laws require citizens to seek government approval to convert to a dif-
ferent religion, force some women to have children at least three years apart and set punishments for having more than one spouse. An overwhelming majority of Myanmar citizens are Buddhist. The new laws discriminate against Muslims and women and could stoke religious tensions, human rights groups say. The ruling Union Solidarity and Development Party (USDP) used its parliamentary majority to push through the laws in the belief that “Ma Ba Tha would help them get votes in the election,” said Parmaukkha, who helped found the group in 2013. “They know we are a strong organisation.” Tha Win, a USDP lawmaker and senior party official in Yangon, denied any connections with Ma Ba Tha. “We’re just engaged in politics. Our party’s rules don’t allow us to carry out religious affairs.” Parmaukkha’s description of Ma Ba Tha’s role was also
challenged by the group’s spokesman, Thurain Soe, who said his organisation was grateful for USDP’s help in enacting the laws, but was not supporting any party. “We needed our religious four bills. Who could we ask? We needed to ask this government. This is a very normal process,” Thurain Soe said through a translator. “We thank the president and the parliament. But it’s just ‘thank you’, not supporting (the USDP in the election).” REFORM REFERENDUM The general election is the first since a quasi-civilian government replaced military rule in 2011, and is widely regarded as a referendum on Myanmar’s reform process. Ma Ba Tha’s influence in Buddhistmajority Myanmar might prove crucial in the election campaign, especially in rural areas where monastic authority is unquestioned, election analysts said. Its influence might
sway enough votes from Aung San Suu Kyi’s National League for Democracy (NLD) to deny the opposition party an all-important parliamentary majority, and save the USDP - created by the powerful military and chaired by President Thein Sein - from an embarrassing electoral debacle. Fearful of potential Ma Ba Tha intimidation, the NLD decided not to field any Muslim candidates on Nov. 8, two senior NLD leaders told Reuters. In recent years, religious violence in Myanmar has killed hundreds of people, mostly Muslims. Formally known in English as the Committee for the Protection of Nationality and Religion, Ma Ba Tha grew out of the “969” movement, also led by monks, which called for a ban on interfaith marriages and a boycott of Muslim businesses. Ma Ba Tha began cooperating closely with the government and the USDP
in a series of meetings about the race and religion laws in 2014 and 2015, Parmaukkha said. One meeting in the capital Naypyitaw in May 2014 was attended by officials from the ministries of religion, immigration and home affairs, as well as presidential advisors, he said. Three other leading Ma Ba Tha monks confirmed to Reuters that they had attended the May meeting to discuss the bills with the government task force. Members of the governmental team, including Soe Win, Myanmar’s Minister of Religious Affairs, did not respond to requests for comments regarding the government’s contacts with Ma Ba Tha. The closed-door meeting has not been publicly disclosed before. GLOOMY PARTY ASSESSMENT At another meeting in March 2015, a USDP official, who was also a director general in a government
ministry, assured Ma Ba Tha the government would approve the race and religion laws, Parmaukkha said. Parmaukkha declined to identify the official and Reuters was unable to independently verify this account. This was just weeks after an internal USDP survey, which Reuters reviewed, had suggested the NLD would trounce the ruling party at the polls. Two months later, President Thein Sein signed the first of the four bills into law. The remaining three were enacted less than three weeks before the election campaign officially began. Ma Ba Tha spokesman Thurain Soe denied leaders of his group had met government officials on the race and religion bills in 2014 and 2015. Zaw Htay, a senior official from the President’s Office, said it was a monkled petition drive that gave the initial impetus to the laws. The campaign gathered more than 2 million
signatures calling for enacting laws protecting race and religion and the President’s Office drafted the laws in response to that petition, Zaw Htay said. “It’s very hard to separate Buddhist monks from politics in this country,” he said, citing their role in Myanmar’s struggle for independence from British colonial rule, as well as pro-democracy protests in more recent years. SCORN FOR SUU KYI Ma Ba Tha’s leadership has openly expressed support for the USDP and scorn for Suu Kyi. Wirathu, 47, one of the most prominent of the Ma Ba Tha monks, endorsed President Thein Sein in an interview, saying his administration “opened doors and worked step-bystep for peace and development.” He poured scorn on Suu Kyi and her party, saying: “NLD people are so full of themselves. They don’t have a high chance of winning in elections.”
Another monk who helped found Ma Ba Tha, Vimalabuddhi, said that since most of the USDP leaders are from the military they understood the situation in the country better than the NLD who were “politicians and civilians”. “They don’t really understand our situation,” he said. Asked about these criticisms from Ma Ba Tha, senior NLD leader Win Htein told Reuters: “According to the teachings of Buddha, monks shouldn’t get involved in political affairs. They should be neutral.” He said Ma Ba Tha has targeted the NLD from the start for not being supportive of their race and religion laws and being more sympathetic to Muslims. “That’s why we decided not to field any Muslim candidates, for fear of antagonising Ma Ba Tha, losing votes and failing to win a parliamentary majority. “It has caused some very hard soul-searching,” he said.

The Zoo has been enriched and the animal collections diversified mainly from animal donations by the public and different organizations who have become active supporters of wildlife conservation. Many rare, endangered wildlife and particularly species subjected to illegal wildlife trade were rescued and donated to the Zoo as a means to protect them. Apart from the captive animals animals acquired through public donation also maintained in Zoo With adding of donated animals to existing animals, total number of animals in zoo is approximately 350. With increase in number the Zoo is suffering from resource crunch for feeding of animals and maintenance of animals in Zoo. In order to overcome from resource crunch and make people friends of animals and friends of Zoo, Forest department has initiated a unique adoption of animals scheme in Nagaland Zoological Park. This initiative is first of its kind in North Eastern states which is approved by Government of Nagaland. Wildlife wing of the department has made the operational modalities of the scheme.

The Adoption Programme allows individuals, groups, corporations, institutes, organisation and families to participate and make a valuable contribution towards the welfare of the animals housed in our zoo. The adoption programme is an opportunity for the citizens to take care of the zoo animals in our collection. Through this programme the zoo shall be in more direct public contact with enhanced accountability. It is a personal way to help the Zoo’s wildlife conservation efforts and a fun way to create special bond at the zoo. The Adoption programme of invite public participation in the welfare of our wildlife which are in constant need of your support. Any interested individual or group can adopt the animals by paying for the annual feed and maintenance expenditure for the adopted animal for a specific period of time. The Animal adoption helps to ensure the animals at the zoo receive the nutritious diet they require, the best healthcare possible and a safe and happy environment to live. It will also support conservation and breeding programmes and raise awareness of the plight of animals and help to spread important conservation message to zoo visitors. All the animals in our zoo’s collection area are available for adoption. Any of our animals can be adopted by agreeing to the terms and condition of adoption scheme and by paying for the feed and maintenance of the animals. The Adoption is for a minimum period of one year which can be extended for the next year only after filling a fresh application for adoption. Adoption does not imply ownership nor does it create any liabilities in respect of the adopted animal. All adopted animals remain the property of the zoo. Animal adoptions and associated elements are non-refundable, non-transferable and nonredeemable for cash. The Zoo Authority has a list of annual cost

and maintenance cost for each animal for adoption of the animals of the zoo. Payment may be paid by account payee cheque, demand draft or credit or debit card to the zoo. No cash payment will be received. A separate bank account shall be maintained for adoption of animals and to have transparency the account will be jointly operated by Director of Zoo and Range officer Zoo. All major expenditure shall be incurred with approval of Chief Wildlife Warden. All contribution received shall be entered in record and separate cash book is maintained and subjected to audit. The accounts will be audited by competent authority annually. Once a person or group has adopted an animal after completion of all formalities he will receive an adopt packet along with certificate in his name and free pass for self and immediate family and free parking for visiting the zoo once in a month for one year. The adopt packet will have a photo of adopted animal, a write up of the adopted animal, characters, feeding habit, behaviour, distribution in wild, conservation status, importance in ecosystem etc and the membership card for adoption. The name of the adopter will also be displayed in front of the exhibit of the adopted animal to convey message to the visitors to participate in conservation of our wildlife resources. fter weeks of intensive grooming, the eleven contestants for Miss Mokokchung 2015 beauty contest were fanned out at J.A.V, an entertainment park in Mokokchung village, where contestants were judged for different sub-titles. The day long programme was judged by Sashinungla Nathan, former beauty queen and proprietor of Blossoms Preschool, Mokokchung and Dr Rachel, a medical officer by profession. The show director, Toshizen choreographed the whole programme, while the makeup artist was Limatula Ozukum. The Miss Mokokchung contest is scheduled to be held on November 6 at Town Hall, Mokokchung. SINGAPORE, NOvEmbER 1 (REutERS): An emotional Agnieszka Radwanska claimed her maiden WTA Finals title with a roller-coaster 6-2 4-6 6-3 victory over Petra Kvitova in an absorbing encounter at the Singapore Indoor Stadium on Sunday. Playing a first final in her seventh appearance at the season-ending event, the sixth-ranked Pole also created history by becoming the first woman to lift the title after completing round robin play with a 1-2 record. "A few weeks ago I didn't even know I would be here," a tearful Radwanska said in a courtside interview, the Pole claiming late-season titles in Tokyo and Tianjin just to secure a place at the elite eightwoman tournament. "I was doing the right thing in the important moments of a really close match. I had my chances in the second set but it doesn't really matter how I won," the Pole added. "It means the world to me." In stark contrast to her semifinal victory over Maria Sharapova, 2011 champion Kvitova made a lacklustre start with a sloppy opening service game, handing her opponent an immediate break as the Czech got off to the worst possible start.
