Chapecoense, from Brazil’s top league, had been flying to face Atletico Nacional of Medellin in the first leg of Wednesday’s Sudamericana final, South America’s equivalent of the Europa League. It was the first time the small club from Chapeco had reached the final of a major South American club competition. Three players were among the survivors, Colombian disaster authorities said. “Six people were rescued alive, but unfortunately one died. The rest of the occupants unfortunately died. The tragic toll is 76 victims,” Jose Gerardo Acevedo, regional police commander, told journalists. The plane crashed in a mountainous rural area outside of the city of Medellin and heavy rains at one point halted rescue operations. NTIEF to boycott of World AIDS Day

DIMAPUR, NOVEMBER 29 (MExN): The Nagaland Targeted Intervention Employees Forum (NTIEF) has resolved to boycott the observation of World AIDS Day scheduled on December 1 2016. In this connection, all members have been directed not to attend the World AIDS Day observation program in their respective district. A press release issued by NTIEF said the step is being taken to express resentment towards Nagaland State AIDS Control Society (NSACS), National AIDS Control Organization (NACO) and the Nagaland Government for failing to pay their pending salary from December 2015-March 2016 even after repeated representation and other form of democratic protest. The Forum also cautioned that it would intensify its protest with other form of “stringent measures” in the coming days if the Government fails to fulfill its demand in releasing the backlog salary from December ’15 to March ’16 at the earliest.

The Naga People’s Front (NPF) during its Central Executive Council (CEC) meeting held here today resolved to appeal to the central government not to impose “Good Governance Day” coinciding Christmas Day (25th December) “as the day is most revered by the Christian community.” The House unanimously resolved to support the Nagaland Legislative Assembly resolution, during the winter session held on November 22 to 24, revoking the restriction on Women Reservation Act being passed on September 22, 2012 by the NLA. The CEC also resolved to continue to extend its support to the ongoing peace process between the NSCN (IM) and the Government of India and reiterated the stand that “Integration is and must be an integral part of the dialogue.” The house fully endorsed the appeal made by Chief Minister TR Zeliang to the leadership of NSCN (K) in Myanmar recently to renew the ceasefire and enter the peace process dialogue to pursue peaceful and honorable settlement with both the Government of Myanmar and the Government of India. DIMAPUR, NOVEMBER 29 (MExN): The Commissioner of Taxes, Government of Nagaland informed on Tuesday that the Goods and Services Tax will be implemented from April 1, 2017 onwards. Taxpayers under the present VAT system who would like to continue their business operations under the GST regime would have to enroll themselves in the GST web portal. In a press statement, Commissioner of Taxes, Asangba Chuba Ao said the Goods and Services Tax Network (GSTN) has been assigned the task of collection of data of existing taxpayers under indirect taxes for their smooth transition from VAT to GST regime. All existing VAT dealers who have validated PAN cards will be given the provisional ID and password. The provisional IDs and passwords will be communicated through the state tax portal www.nagalandtax.nic.inusing existing login in ID.

The same will also be distributed from the respective tax office from November 30, 2016 onwards by showing a valid PAN card. The dealers will then have to enroll themselves in the GST portal www.gst.gov.in which will be activated from the same day, the press statement informed. The dealers are not to share the provisional User ID and Password. In case it is misplaced or destroyed, they can contact their tax office with a request letter. It is also requested to complete the entire process of preregistration within the next 4 weeks from the date of receipt of Provisional ID and Password. A helpdesk has been set up with phone no. 0124-4688999 for assistance and queries may be sent by email to helpdesk@ gst.gov.in. The department will also set up facilitation centers in all its offices across the state to assist dealers who have problems in connectivity and accessing the internet.

Naga Hoho seeks GoI’s immediate intervention DIMAPUR, NOVEMBER 29 (MExN): The Naga Hoho has knocked at the doors of the Union Home Minister Rajnath Singh seeking immediate intervention in connection to the arrest of United Naga Council (UNC) president Gaidon Kamei and information & publicity secretary Sankhui Stephen by the Manipur Government on November 25, 2016. A memorandum to this was submitted to the Union Minister of State for Home Affairs, Kiren Rijiju in Delhi to be forwarded to the Union Minister of Home Affairs by the Naga Hoho on Tuesday in Delhi. In the memorandum, the Hoho said the UNC officials were arrested by Manipur police commandoes without provocation when they were proceeding from Leimakhong to Senapati for the UNC presidential meeting. The arrest was made on the allegation that the UNC had imposed economic blockage

The Hoho stated that the

Naga people have made several request to the Chief Minister of Manipur to immediately release the two Naga leaders from police custody but instead, the Manipur government stated that it would initiate legal action against the UNC officials. It also pointed out that in 2011, the Manipur government made another attempt to create Sadar Hills as a new district in favour of the Kukis without consulting the stakeholders (Nagas). With the issue becoming very contentious, the Government of India intervened and in the process gave a written assurance to the Nagas that the Nagas of Manipur would be consulted before taking any final decision by the Manipur government. The Hoho said the reasons

behind the present economic blockade imposed by the UNC was due to the Manipur government’s unilateral decision to declare Sadar Hills as a fullfledged district without prior consultation from the stakeholders, which is contrary to the assurances given by the GoI on November 24, 2011. It stated that with the arrest of the Naga leader, the people have called for a total shutdown in all the Naga inhabited districts for 24 hours while on the other hand, the Manipur government was preparing on a war footing manner to arrest more Naga leaders and confront the strike supporter. In view of the above circumstances, the Hoho has urged the GoI to immediately take appropriate steps to talk with the Manipur government for early and unconditional release of the two UNC officials and to restore peace and harmony between the Nagas and the present Manipur government.

‘Son of the Thundercloud’, a new book by Easterine Kire, Winner of The Hindu Prize 2015 was released on November 29, Kohima at the ongoing Bookworm Fest held at APO building, opposite Oking Hospital. During the brief launching of the new book, Easterine Kire mentioned that ‘Son of the Thundercloud’ is an allegory, “and the purpose of an allegory is to let the reader find out for themselves.” However Kire revealed that the book is the story of a boy with a sweet spirit. Perhaps, the first of its kind

among Naga writers, the allegorical 149 paged book provides the reader a trajectory to the world of Naga myths and legends through the lives of Pelevotso, Mesanuo and the miracle child Rhalietuo. The story, however, transports the reader beyond the Naga world, and which the writer leaves each reader to find for themselves the deeper beyond through the Son of the Thundercloud. Dedicated to JJ and Isaac, the book was released by 13 year old Isaac from Dimapur who, according to the Writer Kire, is a boy with a ‘sweet spirit’. Assam govt stops cash payment in majority areas

GuwAHATI, NOvEMbEr 29 (PTI): The Assam government has stopped cash payments in majority sectors as money is being transferred through Realtime gross settlement systems (RTGS) and online mode, Industry Minister Chandra Mohan Patowary today said. "No cash payments are being allowed from the public resources flowing through budgetary control with majority payments being done digitally through RTGS and online transfers, while some payments are also being made through cheques," he told reporters here. He said 70 per cent of the public expenditure flowing though the state budget was committed to expenditure like salary and pension, adding that these transactions have been made 100 per cent digital with around 4.35 lakh employees drawing their salaries online. Besides, about two lakh workers directly related to government programmes such as ICDS, MGNREGA are using 100 per cent digital methods, the minister said. Even the payment of

wages of muster-roll workers and work-charge employees of the state government are being made through RTGS transfer into their accounts. Further, about 80 per cent of VAT collected in Assam is being received online payment from the dealers, Patowary said. However, revenue collection of other departments such as transport, excise, forest royalty and others is still continuing through cash, he said. Besides, a large number of non-government sectors such as tea garden management, unorganised labour market, trading community, retailer sector, private hospitals, private educational institutions are still continuing with cash payments, the minister said. Patowary said that he had directed all concerned to prepare themselves for "alternative and permanent arrangement" as the currently followed interim arrangement of cash payment through government account in some sectors would not continue beyond December 6 next.

Tamenglong, Chandel protest arrest of UNC leaders

TAMENGLONG/ IMPHAL, NOvEMbEr 29 (NNN): There was intense confrontation between the economic blockade supporters of the United Naga Council (UNC) and the Manipur police personnel at Noney in Tamenglong district late this afternoon. As hundreds of loaded trucks heading for Imphal from Jiribam reached Noney area the UNC volunteers blocked the national highway, and as a result there was intense confrontation between the UNC volunteers and the police personnel. Reports said that the UNC volunteers pelted stones smashing windshields of trucks. Goods were seen strewn on the roads. As the goods laden trucks approached volunteers clanked lamp posts, and in response the waiting volunteers in large number filled the road confronting the incoming convoy of goods trucks and police. Over 500 goods laden trucks stranded at Jiribam in Manipur-Assam border were heading for Imphal when the confrontation happened. The volunteers blocked road by burning logs and piling boulders. Till the filing of this report, the trucks are still stranded at Noney as tyres of several vehicles have been deflated by blockade supporters. NEw DELHI, NOvEMbEr 29 (MExN): The Naga Scholars’ Association (NSA) has condemned the arrest of United Naga Council (UNC) President Gaidon Kamei, and Information Secretary Stephen Lamkang by the Manipur Police on November 25. The association in a press release termed the arrest “unlawful” and insisted that the two were arrested “on the pretext of spearheading economic blockade against the State’s plan for creation of Sadar Hills and Jiribam districts by carving out Naga areas for which the consent of the Nagas is crucial and a necessity.” “The undemocratic maneuver of the Government of Manipur to create new districts is a retraction of the several Memoranda of Understanding (MOUs) with the apex Naga Civil Society groups. The incident is seen as a ploy for usurping the lands of the Nagas and sowing the seed for communalism in the state,” the association maintained. Highly condemning what the arrest, the association demanded the “immediate and unconditional release” of both the UNC functionaries. It also urged the Government of India to intervene for the urgent release of the Naga leaders.

Chief Secretary Pankaj Kumar lauded the School Education Department for taking the commendable initiative in making use of the inherent asset of the Nagas in implementation of the MDM in Tuensang and Longleng districts. He pointed out that there are formidable challenges in the implementation of the MDM. He also stated there are limitations within the Government system in the delivery of services. Panelists of the roundtable on ‘Internal Migration: The Challenges and the experiences of migrants from the Northeast India’ held at TISS, Guwahati on November 29.

Dr. Dolly Kikon from the University of Melbourne shared experiences of her field work in Dimapur and Kerala. She argued that the increasing violence is not only from the state or the issue of citizenship but in the corporate sector, the release said. The challenges as a researcher, she said, is how to do justice while writing field data. The first roundtable started with ‘Emerging Labour Market in Northeast India’. The panelists were Mrinal Gohain from Action Aid, Netaji Basumatary from Indo-Global Social Service Society, and Dr. Rajshree Bedamatta from IIT, Guwahati. Mrinal Gohain revisited the historicity of migration since the coming of the East India Company in the North East region in the Industrial Age. It was only in the 90’s that migration really began when the subaltern caste had moved out apparently for education,

it was stated. He pointed out there are also cases of migration within the North East region in the coalfields of Meghalaya. He maintained that people migrate to escape from the mundane and go beyond for sustaining security and dignity; however, there are racial hostilities that one has to encounter. He highlighted that the presence of high incidences of dropouts in the rural tribal community is one of the reasons attributed to moving to different places. Tribal belts are more vulnerable to conflict inviting migration to secured places, Mrinal stated. Stating that young women migrants were sexually exploited at the work places, he pointed out the transition period for them was tragic as many were lost and trafficked during their move. He put forward their experiences when they returned to their homes. Many were stigmatised and not so welcome

in their conservative society, and they found it difficult to find partners. He mentioned the need to engage with safer migration although it is a willing migration. Rajshree Bedamatta narrated stories about the experiences of migrants in the educational settings and how identity is an important concern. She further discussed the anxieties of parents when their children move out to newer places in search of employment opportunities. During interactions with the participants, important factors such as development and its impact in the rural areas, migration as the positive and negative process were highlighted. It was brought to light that often migrants were praised for generating income, however, the domestic workers primarily women were stigmatized even as they contributed to the household economy.

Unlearning Hornbill Festival The ‘text’ often becomes the misconstrued representation of the ‘real’ through the ‘imaging’ of the Nagas

agaland once again gears up for the much hyped hornbill festival but the stage is set at the backdrop of couple of ‘economic’ considerations. Firstly, the disclosure through RTI on the huge losses incurred during the years 2010-2014 stood at Rs. 11 crore, 87 lakhs and 99 thousand. Secondly, the financial crunch because of the current ‘demonetization’ process is a huge setback for the festival. But, the show will start and for ten days the festival will cover up the sickness of the state as if ‘all is well.’ For this year’s edition, along with the regulars, some new events are added to bring variety and generate interest while catering to the ‘tastes, entertainment and adventure’ of various sections of people including the much sought after tourists. The festival is being held with the primary objective of displaying Naga culture and being branded as the ‘festival of festivals,’ it has become a prominent space not just for witnessing the various forms of cultural display but even to see the waves and emerging trends of culture and lifestyle of the Nagas. In fact, this is a space that provokes and begs one the question - what is Naga Culture? To suit the changing times and tastes in ‘promoting’ our culture, the events that revolves around the festival comes with a blend of tradition and the so called “westoxified” modern.’ Within this blending, a new understanding of ‘Naga Culture’ emerges through the way we the Nagas ‘present and portray’ ourselves to the world. And, over the years this festival has opened the window to the commercially escapist world of Naga culture which is tilted towards ‘deceptive style’ and opportunistic capitalism where there is ‘commodification’ including humans. When the festival is so opened to commercialisation and commodification of our culture, often, the Naga cultural ‘narrative’gets fitted into the hornbill narrative and thereby produces a ‘misrepresented real’ through the material display so do thecaptured pictorial images for pleasurable consumption of the ‘others’ wherein we happily and ignorantly continue to reinforce the various stereotyped labeling on the Nagas while ignoring the unique value system in our culture. Over the years it has attracted many tourists both domestic and international and what largely remains to be seen is that, the festival has so much of promise and potential to make it a global event in the form of large scale participation from other culturally vibrant countries and thereby create meaningful discourses on knowledge and cultural exchange programmes. This calls for an urgent necessity to resurrect our sense of sights and sensibility and the way we portray ourselves to the world. Sometimes we make a mockery of ourselves and fail to disseminate the ‘right’ knowledge of our cultural values beyond symbolism and materialism. The challenge that remains is promoting the value based knowledge about our culture and tradition. There is an underlying danger in how we representthe ‘text’ within the blending and the context within which the ‘text’ is propagated and reinterpreted. The ‘text’ often becomes the misconstrued representation of the ‘real’ through the ‘imaging’ of the Nagas. The content of the festival should portray the uniqueness of our cultural values rather than getting trapped in the tension between tradition and modern. Somehow, hornbill festival fails to address the rich traditional value system embedded in our culture, which makes our culture unique.The aspects that makes our culture unique are viable resources that needs to be engaged in the context of Naga unity in order to heal the fragmented Nagas divided on various sinister lines. In culmination of the festival, the lighting of the bon fire followed by the unity dance draws glimpses of hope for the Nagas who are in desperate need of peace and unity. But the sad reality is that, ‘far’ away from Kisama the real Naga people continue to struggle within their own bracketed zones. It is this gap that Hornbill has failed to address. In perspective, there is an urgent necessity to unlearn and relearn about our tradition and culture if the objective and claim of the festival is aimed at “reviving, protecting and sustaining” the values and richness of the unique Naga culture and traditions.” Therein lies the credibility of the Hornbill festival beyond the ten days entertainment.

Thirsty Somalis trek 60 km for water as drought & conflict bite

second poor rainy season in Somalia has pushed livestock herders in the drought-hit Puntland region to trek an average of 60 km (40 miles) to fetch drinking water, aid agencies said on Monday, calling for rapid action to prevent renewed famine. Five million Somalis, or more than four out of ten people, do not have enough to eat because of poor rains and fighting between the Islamist militant group al Shabaab and Somalia's African Union-backed government. "Somalia went through a very similar situation in 2011 where two failed rain seasons, overlapping shocks, restricted action and a late response resulted in large-scale human catastrophe," 38 aid groups, including Oxfam, Action Aid and the Norwegian Refugee Council, said in a statement. "We have been repeatedly promising to not let this happen again... What are we waiting for?" It called on humanitarians and donors to revise existing projects to focus on life-saving support for women, children and other communities hard-hit by the drought. "It is our responsibility as donors, as implementers, as national and local authorities, as Somali business community... to see that this drought does not lead to a famine," it said. Somalia's 2011 famine, which killed 260,000 people, was caused by drought, conflict and a ban on food aid in territory held by al Shabaab. Charities have repeatedly warned about the threat of renewed famine as the Horn of Africa nation continues to be plagued by poor rains and conflict, as well as shortages of aid. Humanitarian access to the al Shabaab strongholds of Lower and Middle Juba regions remains limited, agencies said, with satellites monitoring rainfall trends showing those areas to be "the most worrying in all of Somalia". International attention has shifted away from the drought to Somalia's elections, Kenya's plan to close Somali-dominated Dadaab refugee camp, conflict and the withdrawal of peacekeepers from more than eight areas, the agencies said. Thousands have been displaced in recent weeks by fighting between the warring Galmudug and Puntland semi-autonomous regions and around the central town of Afgoye. Al Shabaab has seized control of several towns in central Somalia after they were abandoned by Ethiopian contingents in the Africa Union peacekeeping force.

Obama and Trump, and the Future of US Foreign Policy The Obama administration will soon hand over power to a Trump administration that shares some of the very same foreign policy commitments

mid all the uncertainty about what a Trump presidency means for the future role of the United States in the world, one possibility is that Trump will embrace some variant of the policies that have been pursued for the past few decades by the nation’s foreign policy establishment. Although Trump may break sharply with the establishment consensus that the United States must play the lead role in imposing order on the world, many signs indicate that Trump will continue to ensure that the United States plays the dominant role in policing the world. Certainly, many Washington insiders feel differently about Trump. On election day, former State Department official Daniel Serwer presented the standard view of the foreign policy establishment that the “dramatic differences” between Donald Trump and Hillary Clinton made Trump a problematic candidate. Trump “prides himself on unpredictability” while Clinton “has a long track record well within the post-9/11 foreign policy consensus,” Serwer explained, adding that Clinton “wants to maintain the stability of the international system and restore American authority.” With his remarks, Serwer indicated that the foreign policy establishment could trust Clinton but not Trump to use American power to actively enforce a system of global order. At times, additional observers issued more serious warnings. On the day after the election, for example, The New York Times warned that Trump would reverse decades of foreign policy practice by withdrawing the United States from its deep engagement with the world. “For the first time since before World War II, Americans chose a president who promised to reverse the internationalism practiced by predecessors of both parties and to build walls both physical and metaphorical,” the newspaper reported. “Mr. Trump’s win foreshadowed an America more focused on its own affairs while leaving the world to take care of itself.” In short, The New York Times captured the basic establishment concern that Trump would no longer enforce the system of postwar order that his predecessors had maintained throughout the postwar period. Enforcing the International Order Still, not everyone agrees with the predictions. Although the foreign policy establishment remains concerned with Trump’s unpredictability and perhaps even his neglect of decades of establishment thinking, several high-level officials in the Obama administration have recently begun to suggest that the United States will continue to play the lead role in enforcing a system of international order. Notably, President Barack Obama has provided some reassurances. Speaking with the press a few days after the election, Obama made the case that Donald Trump would not be able to simply dictate a new strategy to the vast bureaucracy that manages the nation’s foreign policy. The foreign policy decision-making process “is the result not just of the President, it is the result of countless interactions and arrangements and relationships between our military and other militaries, and our diplomats and other diplomats, and intelligence officers and development workers,” Obama explained. Moreover, Obama insisted that much of the media commentary about Trump missed the fact that most U.S. officials continue to share the same basic foreign policy goals. Certainly, “there’s enormous continuity beneath the day-to-day news that makes us that indispensable nation when it comes to maintaining order and promoting prosperity around the world,” Obama stated. “That will continue.” Finally, Obama disclosed one more important detail that pointed towards future continuity. Citing the meeting that he held with Trump at the White House after the election, Obama said that Trump “expressed a great interest in maintaining our core

atama had spent a decade through the 1990s DJ-ing hip hop at clubs across Malaysia, Singapore and Thailand when a fellow DJ asked him a question that sparked his curiosity about his indigenous roots in the Malaysian state of Sabah. "Your father is the Bob Marley of Sabah. Have you ever thought of putting all the music instruments your father taught you into your own music?" Atama recalls his friend asking. Atama, who was born Andrew Ambrose but goes by the indigenous name given to him 12 years ago, likens his father, the late indigenous singer-songwriter Ambrose Mudi, to Elvis Presley, Bob Dylan and Frank Sinatra. He had grown up among musicians, touring with them from the age of three. He broke away from DJ-ing and began sampling music by indigenous musicians from Sabah, adding a hiphop beat and rapping his own lyrics, launching in 2005 an album called "My Tribal Roots". It was after the album landed him in a stressful copyright court battle with a record company that Atama be-

gan digging deeper into his culture in Sabah, his homeland of rainforest and remote beaches on Borneo island. He learned more the about Sabah indigenous peoples' struggle for land rights against companies exploiting their territory for palm oil and timber, and he began using his music to campaign for their rights and raise awareness of the issues. "When I see the community being treated like this by companies - going and just taking their land - it's the same feeling from my court case, with the company trying to rip me off and steal my stuff," Atama said in an interview with the Thomson Reuters Foundation in the Thai city of Chiang Mai. "So I decided to go full on and fight for indigenous rights," he said on the sidelines of a meeting with the Asia Indigenous Peoples Pact, a Chiang Maibased network of indigenous groups across the region. Today, he is among a new breed of indigenous activists, reaching out to young people through art, film and his own music - a catchy, danceable fusion of old school indigenous songs with hip hop and rap.

At home in Kota Kinabalu, the capital of Sabah, Atama has connected with local activists who bring remote villagers to court in the city to fight for land rights. Their court victory celebrations, in particular, have included cultural performances that demonstrate indigenous identity through art. "THIS IS OUR LAND" From the Philippines to Brazil, indigenous peoples - living in resource-rich areas and lacking land titles or knowledge to defend themselves - are often at the centre of violent struggles for land against governments and companies exploiting land for mining, agricultural and infrastructure projects. In "My Tribal Roots", Atama said, each song has a short interlude of a father telling a bedtime story to his son about indigenous peoples, "instilling the idea of preserving culture and identity and not forgetting who you are." He has hosted local filmmakers to introduce them to indigenous communities, and teamed up with activists to form a film collective called

From 2006 to 2009, Waris Sabah listened to indigenous peoples' concerns ranging from corruption to illegal logging, and worked with them to create 25 short films on these issues, screening them for the communities. "I see this as amplifying, giving voice to the voiceless, disseminating injustices to the greater community, and creating understanding and solidarity," Atama said. His latest project was a commemorative song called "Ini tanah kita", or "This is our land" - launched in 2014 in New York at the United Nations World Conference on Indigenous Peoples. "This is our land", Atama said, describes the struggle of indigenous peoples against "a disease called greed". "Forests are being molested, our resources uprooted, our land is being raped, and our rivers turned murky. Our peoples have become fearful and angry as their futures ... their customary lands, are now submerged in floods. "But here we are on the world stage - let's not just stand and watch, let's talk and defend our lands while we are dancing this song together."

When you feel like you’re starting to become overwhelmed by failure and having a hard time continuing, write down every success you’ve had you can think of. It doesn’t matter how big or small they are — looking for the small wins is great. It can be something as simple as: • Each time you put yourself out there (It takes courage!) • Each lesson you’ve learned • Each time you pushed forward • The small awards you’ve gotten • That time your friends or loved ones liked your work • The time you made that person smile • The one paying client you got that one time Focus on the tiny successes. You can even keep a daily journal of them to help you keep going. 7. Failure is not a reflection of who You are Our brains are funny things, and they respond to threats that sometimes aren’t there. Some of those threats are things that make us look foolish or lesser in the eyes of others. We don’t want to fail. But failure is not a reflection of who you are. Your reaction to failure is. It’s your call whether to pick yourself up or not. If anyone judges you based on your failures, that’s their problem, not yours.

8. re-evaluate Your Plan If you keep trying the same thing over and over and it’s not working, it’s time to take another look at it. • Is there a better way to go about it? • Are there people who can help you? • Are your expectations unrealistic? There’s a saying that doing the same thing over and over and expecting different results is the definition of insanity. It’s not, but it is kind of stupid. Failure might be telling you something more. Here’s the thing. I mentioned people who kept on going and going, but sometimes the right move is to quit. Seth Godin’s book The Dip is all about when to quit and when to keep going. It’s just looking at when quitting is the right thing to do. I used to teach Salsa dancing, and I gave it up. I kept trying to get new students and turn it into a full-time practice, but it wasn’t working. Were there other (probably more effective) approaches I could’ve learned and tried? Sure. But did I want to? When it came down to it, and I got really honest, my heart wasn’t in it. I wanted to be helping people in a different way. So I quit, and was immediately happier as a result. Stick with it when you’re growing bamboo. Quit when the soil’s no good and you need to plant elsewhere. 9. Give Yourself a Mourning Period Failure is loss. And it’s okay to grieve a loss. So if you fail, especially at something you’re really wrapped up in, give yourself time to mourn it. How many days do you need? One day, maybe three or more for a larger failure? Give yourself time to get over it. But the key is to set a time limit. And once it’s set, commit to jumping back on the horse. What this does is reframe how you feel toward failure — it makes your feelings your choice. In the end, it might not seem like it, but failure is not your enemy. It’s your mentor. It might be a mentor who you don’t want to see, but when they show up, it’s not to hold you back, but help you along. Your success is born out of the flames of failure. Embrace it and move forward. ecember 1, 2016 will mark Nagaland completing its 53rd Year of statehood. This is not a long time in the life of a state, but it has been long enough to accommodate dramatic changes in all areas. Nagaland received the status of a full-fledged state after a unique struggle, via the 13thConstitutional Amendment Act, 1962, although it was formally inaugurated on December 1, 1963. Perhaps over the years, there have been many things to be proud of, and as many things that have let us down. We owe much gratitude to the selfless leaders who have contributed to the growth of Nagaland inspite of overwhelming obstacles. But have we attained all our goals? Definitely not, and corruption has plagued our land. The menace has grown because those at the helm of affairs have discovered that the arm of the law is never long enough to rope them in. If there is one gaping hole in our roster of achievements, it’s the ‘lack of constructive endeavour, and corruption at all levels’. There is no substitute for substantive development, and adherence to good governance creates an environment where corruption struggles to flourish. Lok Sabha passes Bill to tax money deposited in banks after demonetisation

New Delhi, November 29 (PTi): Amid din, a Bill that seeks to tax money deposited in banks post demonetisation was passed in the Lok Sabha on Tuesday within minutes without any debate. Amid fierce shouting of slogans by the Opposition, Finance Minister Arun Jaitley said the Taxation Laws (2nd Amendment) Bill, 2016 was brought after it came to the government’s notice that some people were trying to illegally exchange the demonetised Rs. 1000 and Rs. 500 notes. He said as per the proposed amendment, those caught illegally converting money will have to cough up 60 per cent tax plus penalties, which will come to 85 per cent. Those who disclose black money to banks will have to pay 50 per cent tax, including surcharge and penalty. While they will get back 25 per cent immediately, the rest 25 per cent will be returned after 4 years. “It will give means to the Government of India to run schemes like Garib Kalyan Kosh...I urge the House to accept the amendments,” he said. Speaker Sumitra Mahajan said that since the Bill is of urgent public importance, it had to be passed immediately. Though she wanted a debate, she said “it is impossible” because of the behaviour of the Opposition members. She also disallowed some amendments moved by the Opposition members as they required approval of the President, which could not be obtained. Two amendments by N.K. Premchandran (RSP) and B. Mahtab (BJD) were allowed. While

Premchandran refused to move the amendment as he was shouting slogans, Mahtab’s was negated by a voice vote. The Bill was later passed by a voice vote amid din. PMO to notify CMs' panel on making India less-cash economy Meanwhile, seeking to neutralise political turmoil over demonetisation within and outside Parliament, the Prime Minister's Office (PMO) is likely to shortly notify a committee of chief ministers to suggest ways to make India a lesscash economy. Finance Minister Arun Jaitley has already spoken to Andhra Pradesh Chief Minister N Chandrababu Naidu to head the chief ministers' panel, for which Bihar Chief Minister Nitish Kumar and Odisha Chief Minister Naveen Patnaik are also being co-opted. Sources said Jaitley had spoken to all the three chief ministers. Incidentally, the three were among the first to back Prime Minister Narendra Modi's announcement of junking old Rs 500 and Rs 1,000 notes. The panel, which will be notified by the PMO, will also review the ground-level situation following the decision to demonetise high-value currency and suggest possible ways to ease hardships and inconvenience. Besides assessing the public impact, it is to come up with a road map for a lesscash economy. Madhya Pradesh Chief Minister Shivraj Singh Chouhan would also be part of the committee. However, there is no decision on who will be picked from Congress and Left-ruled states.

Chouhan was speaking at a "Meet the Press" programme, held on completion of 11 years of his rule. As he talked of his government's achievements in public health and education, a reporter asked why the children of politicians and officers do not study in government schools or go to government hospitals. In response, the Chief Minister said: "If they (children of politicians and officers) study there (government schools), the load on these schools will further increase." Apparently realising he had made a slip, he quickly added: "We will try to find ways to improve the quality of education in government-run schools keeping your observation in mind." According to D.S. Rana, Chairman of the Board of Management at SGRH: "Sonia Gandhi was admitted at the hospital on Monday evening under the care of Arun Kumar Basu, a senior consultant in the Department of Chest and Pulmonology Medicine, and his team of consultants. "Gandhi's routine tests are being conducted and she is better today (Tuesday). She is likely to be discharged in a day or two," Rana said. Earlier, Gandhi was twice admitted to the SRGH over her ill-health, during which she underwent a minor shoulder surgery.

Will not extend December 30 deadline for cash deposits: Govt New Delhi, November 29 (PTi): The government said sufficient cash is available with RBI and banks, and it is not considering extending the deadline of December 30 for deposit of invalid Rs 500 and Rs 1,000 notes. The statement was made in the Rajya Sabha even as people queued up at banks to deposit old high value notes and withdraw new cash. "There is sufficient cash available with the Reserve Bank of India and banks. Circulation of notes in respect of Rs 100 has already been increased," Minister of State for Finance Arjun Ram Meghwal said in a written reply. On whether the December 30 deadline will be extended, he said, "No such proposal for extension of deadline beyond December 30, 2016, is presently under consideration of the government." To cater to the requirements of rural areas, banks have been advised to supply notes of smaller denominations (Rs 100 and less), Meghwal added. As on November 8, the day demonetization was announced, there were 1,716.50 crore pieces of Rs 500 and 685.80 crore Rs 1,000 notes in circulation. To another question, Minister of State for Finance Santosh Kumar Gangwar said RBI advises banks from time to time to enhance security arrangements at their branches and ATMs. This include coverage of ATM sites by CCTVs and ensuring adequate training of security staff posted there. Banks have also been advised to review and strengthen the security arrangements in their branches/ATMs to deal with instances of robberies and risk perceptions emerging from such incidents.

But opposition parties lambasted the move as meaningless, demanding that Modi ask his legislators to provide details of all bank transactions for six months prior to November 8. Modi's instruction came at a BJP Parliamentary Party meeting held here on Tuesday. Informed sources said he asked BJP lawmakers to submit their bank transaction details to party President Amit Shah by January 1, 2017. The move, seen as an effort to blunt opposition criticism that BJP members knew in advance about the demonetisation of Rs 500 and Rs 1,000 bank notes, was instead dubbed by the opposition as an attempt to fool the people. Mamata Banerjee calls Modi a dictator luckNow, November 29 (iANS): West Bengal Chief Minister Mamata Banerjee on Tuesday called Prime Minister Narendra Modi a dictator. Son has no legal right in parents' house, can stay at their mercy: Delhi high court New Delhi, November 29 (PTi): A son, irrespective of his marital status, has no legal right to live in the self-acquired house of his parents and can reside there only at their "mercy", the Delhi high court has said. The court also said that only because parents have allowed the son to live in their house as long as their relations are cordial does not mean they have to bear his "burden" throughout his life. "Where the house is self-acquired by the parents, son whether married or unmarried, has no legal right to live in that house and he can live in that house only at the mercy of his parents up to the time the parents allow," Justice Pratibha Rani said in an order.

"Merely because the parents have allowed him to live in the house so long as his relations with the parents were cordial does not mean that the parents have to bear his burden throughout his life," the court said. It said this while dismissing an appeal by a man and his wife challenging the order of a trial court which had passed a decree in favour of his parents, who had filed a suit seeking a direction to their son and daughter-in-law to vacate the floors in their possession. The parents, both senior citizens, had told the lower court that both their sons and daughters-in-law, who were living with them, have made their "life hell" after which they had given complaints to the police and

also issued public notices in 2007 and 2012 debarring them from their selfacquired property. Both the sons and daughters-inlaw had contested the suit before the trial court while denying the allegations. They had also claimed that they were the co-owners of the property as they had contributed towards its purchase and construction. However, the trial court had passed the decree in favour of the parents after which one of the sons, along with his wife, had moved the high court. In the order, Justice Rani noted that the son and his wife were unable to prove that they were the co-owners of the property.

If the BJP is serious, they should make their transaction details public and give it to the Income Tax Department." "What is the purpose of submitting them to Amit Shah," he wondered. Janata Dal-United (JD-U) leader and Rajya Sabha Member Ali Anwar told IANS: "First thing, the BJP must give details of the bank transactions prior to November 8." He said: "Our party has exposed the land deals of the BJP in 22 districts of Bihar (in the months before demonetisation). And we shall keep on opposing the wrongdoings of the BJP." At the BJP Parliamentary Party meeting earlier in the day, Shah reportedly told party MPs to motivate traders in panchayats, municipalities and other local bodies falling in their constituencies to shift to cashless transactions.

Civic poll results should be eye-opener for Opp: BJP New Delhi, November 29 (PTi): Citing its win in civic elections in Maharashtra and Gujarat, BJP today said it should be an "eye-opener" for the opposition as people have indicated their support for demonetization and dislike for those protesting against it. Union Minister Prakash Javadekar said BJP's big gain in Maharashtra is an indication of which way the wind is blowing. "It is clear that people did not like the opposition's protest against the Modi government's action against black money and supported the (demonetization) decision. "The result is an eye-opener for the opposition and an indication of which way the wind is blowing," the leader from Maharashtra told a press conference. Wisdom should now dawn on the opposition parties stalling Parliament and impasse should be resolved, he said. Union Minister Mansukh Mandaviya projected the BJP's win in Gujarat, the state he hails from, as a reflection of people's support to Modi and policies of Chief Minister Vijay Rupani, who had taken over in August this year. Asked if BJP sees the results as a referendum on demonetization, Javadekar said, "These were small but immediate elections after demonetization. So it was significant." In the polls to 147 municipalities in Maharashtra, BJP won 52 chairpersons' posts against eight it did in 2011 and its members won 980 seats against 298 earlier. "These areas were a bastion of Congress and NCP. The picture has changed now," he said, adding that "BJP, which was the number four party, is now number one. In Gujarat, Mandaviya said the party won 109 out of 125 seats against 64 earlier while the Congress' tally dropped to 17 from 52. In Tripura bye-elections, BJP's vote share jumped to 35 per cent from 1.5 and it emerged as the second biggest party, replacing Congress, he said.

Two officers among 7 soldiers killed in Jammu attack JAmmu, November 29 (iANS): Seven soldiers, including two officers, were killed on Tuesday after suicide bombers armed with guns and grenades stormed a military base near Jammu, officials said. Three attackers were also gunned down while three more militants died in a shootout with security forces near the International Border with Pakistan. At one stage, the gunmen at the army base in the garrison town of Nagrota, some 15 km from Jammu, also took 12 soldiers, two women and two children hostage. But the army said they were safely rescued. The attacks at the military unit and a BSF camp - both on the outskirts of Jammu city - were the latest in a series of escalating militant violence in Jammu and Kashmir after the September 29 surgical strikes at terror launch pads by the Indian Army in Pakistanadministered Kashmir.

South Korea: President Park asks parliament to decide how she can quit, opposition cries foul SEouL, NovEmbEr 29 (rEutErS): South Korean President Park Geun-hye on Tuesday asked parliament to decide how and when she can give up power over an influence-peddling scandal, taking the country’s political crisis deeper into uncharted terrain. The main opposition Democratic Party rejected Park’s offer, calling it a ploy to escape being impeached, and said it would continue efforts to bring an impeachment motion in parliament, which they have sought to do as soon as Friday. No South Korean president has failed to complete a single five-year term since the current democratic system was implemented in 1987. “I will leave to parliament everything about my future including shortening of my term,” Park said in a brief televised speech. Her dramatic manoeuvre puts the burden of resolving the political crisis on parliament, which has been controlled by a coalition of opposition parties since Park’s conservative Saenuri Party unexpectedly lost its majority in April elections.

If Park resigns or an impeachment vote in parliament is upheld by the Constitutional Court, an election must be held in 60 days to nominate a president to serve a five-year term, with the prime minister leading the country in the interim. Singapore seeks to play down troop carrier seizure’s impact on China ties SINGAPorE/bEIJING, NovEmbEr 29 (rEutErS): Singapore sought to play down the impact the seizure of 9 of the city-state’s armoured troop carriers could have on its relationship with Beijing, even as Chinese media pointed to growing anger over the incident. The troop carriers were impounded last week as they passed through Hong Kong from Taiwan, sparking a rebuke from China’s foreign ministry about maintaining military ties with self-ruled Taiwan, which Beijing considers a breakaway province. In his first comments on the matter, Singapore’s Minister of Foreign Affairs Vivian Balakrishnan was quoted by the Straits Times’ website on Tuesday as saying it was “not a strategic incident.” “I wouldn’t overreact to that ... we expect commercial providers of services to strictly comply with the law,” Balakrishnan was quoted as saying. “It will be a footnote on how to do things strictly, carefully and by the law. It’s not a strategic incident.” Ties between China and Singapore have been strained in recent months, particularly over the disputed South China Sea, where Beijing suspects Singapore of siding with the United States. Scientists record biggest ever coral die-off in Australia SYDNEY, NovEmbEr 29 (rEutErS): Warm seas around Australia’s Great Barrier Reef have killed twothirds of a 700-km (435 miles) stretch of coral in the past nine months, the worst die-off ever recorded on the World Heritage site, scientists who surveyed the reef said on Tuesday. Their finding of the die-off in the reef’s north is a major blow for tourism at reef which, according to a 2013 Deloitte Access Economics report, attracts about A$5.2 billion ($3.9 billion) in spending each year. “The coral is essentially cooked,” professor Andrew Baird, a researcher at James Cook University who was part of the reef surveys, told Reuters by telephone from Townsville in Australia’s tropical north. He said the die-off was “almost certainly” the largest ever recorded anywhere because of the size of the Barrier Reef, which at 348,000 sq km (134,400 sq miles) is the biggest coral reef in the world. Bleaching occurs when the water is too warm, forcing coral to expel living algae and causing it to calcify and turn white. Mildly bleached coral can recover if the temperature drops and the survey found this occurred in southern parts of the reef, where coral mortality was much lower. While bleaching occurs naturally, scientists are concerned that rising sea temperatures caused by global warming magnifies the damage, leaving sensitive underwater ecosystems unable to recover. UNESCO’s World Heritage Committee stopped short of placing the Great Barrier Reef on an “in danger” list last May but asked the Australian government for an update on its progress in safeguarding the reef. Australia will lodge that update on Friday, said a spokesman for Environment Minister Josh Frydenberg. In June, during an election campaign, Prime Minister Malcolm Turnbull promised A$1 billion in spending to protect the reef. Climate scientists argue that increased carbon dioxide in the atmosphere traps heat radiating from earth, creating global warming. he bone of contention over the issue of 33% women reservation in Urban Local Bodies (ULBs) has plagued the headlines of our local Newspapers for quite sometime. Over the past few months, war of words has also been exchanged between the two opposing sides over the contentious issue in question and as such much opinions and thoughts has provoked a salvo of accusation from both sides. Amidst this unruly atmosphere and paper war, a memorable day in the annals of Naga history has been ushered on 24th November 2016 when the 14th session of the 12th NLA revoked 2012 resolution on Women Quota and thereby, clearing the path to hold election in ULBs by applying 33% women reservation. This act, by far, is the smartest and boldest move of the Government under Shri. T.R Zeliang and deserves a standing ovation from every sensible and right thinking citizens of the Land. Yet, one could see a dark cloud over the silver lining as some regressive forces are determined as ever to obstruct its smooth sailing. In the light of the above, it is pertinent to study the origin and making of the Naga Customary Laws and its applicability today. It is a patent truth that prior to the arrival of the British; Nagas were living a primitive life without an iota of knowledge about modern civilised laws and governance. And then,

the British came to our land and imposed on the Nagas the “Red Blanket Administration”. In the process of its expansionist policy, whenever a Naga village was conquered, the Red Blanket was given to a selected few in that village. The Red Blanket men acted as two way traffic viz- (I) As a Representative of his village to the British Govt. and (II) As a Representative of the British Government in his village. Besides the Red Blanket, he was also availed of certain responsibilities and privileges such as Collection of house tax, settlement of petty crimes, imposition of fines and exemption from House tax, commission on House tax that he collected on behalf of the Government etc. When the British found out that the little responsibilities and privileges extended to a selected few lightened the load of their administrative responsibilities, they created an office of Dobashi and Gaonbura on the lines of the post of “Patwari” of the Mughals and “Mahalwari system of the British India. Like in the case with Patwari and Mahalwari system, the Dobashis and Gaonburas were also gradually recognized as the village (or sometimes villages) headman and in the course of time it became indispensible to the British administration in the Naga Hills of their time and beyond. What amuses me here is, a system which was introduced by the British to tame their Naga subject by modifying another subject’s administrative system is now outrightly and legitimately accepted as Naga Customary Law, even a century after the Brit-

ish’s departure! A Naga traditional Chiefs and Headmen were not the only persons to be adorned with the Red blanket, the manner of issuing the Red Blanket was rather abrupt. Any person from any kind of background could acquire the Red Blanket on proven merit and unquestioned loyalty. Basic Knowledge about English and Hindi was an added point for selection as Doobashi and Gaonbura. For instance, a person by the name of Khakhu Dighali, one of the most popular Doobashi amongst Sumis of his time, was a water carrier during his boyhood. Interestingly, a woman by the name of Mrs. Teli of Ighanumi village under Pughoboto Sub-division, Zuhneboto district was appointed as Gaonbura much against the male patriarchy of the time. Mrs Teli is the only woman to have held the post of Goanbura till today. Mrs Teli is long gone but her appointment as Gaonbura undoubtedly proves that the British Government did not confined the appointment of Gaonbura and Dobashi to the male gender alone. Also nowhere is it written that women cannot be appointed as Doobashi or Gaonbura. I just recalled a trip to Tuensang town some months back where along with friends I had an opportunity to interact with the Doobashis of Tuensang Sardar (I) and got to know about the views and comments on 33% women reservation. In the ensuing debate, which lasted for about three hours the Doobashis fervently defended exclusion of woman folk in ULBs and RLBs as they say

would destroy the established order (Naga Customary Laws) which has been followed since many decades. One of the Doobashis even went to the extent of saying “Maaki kaan toh Chutka laga Rani ase”! Such is the mentality of our Naga men folk! We are too selfish and at the same time, demeaning in treating our counterparts. To me, a person who wants to continue with this old fashioned and out of date “Male Chauvinist” system in this century must be either due to selfishness and ignorance or perhaps he is intimidated by the idea of reservation; that a woman will finally usurp his prerogative! The chairperson of the meeting summed up with a concluding message “Sob Dibo holewi Lal Kapra Nedibo” and we all heard him loud and clear. Today, when we look around some of the world’s top international organizations such as, IMF, WHO, UNESCO IAEA etc. are manned by women. Some of the most advanced countries like Germany and United Kingdom are also headed by women. Even in India, women are the Chief Ministers in all four corners of the country. Coming back to our Naga society, our own Naga women like Neichiilieii Haralu and Neikhrietuonuo Linyu have achieved feats which no Naga men even dare to dream of, which undoubtedly testifies that Naga women are second to none. Naga women make good Administrators, Doctors, Lawyers, Engineers, Journalists, Academicians, Writers, Sportspersons etc. so let’s give them the opportunity called “Reservation” in ULBs.

While we menfolk proudly proclaim our respect for women, by opposing Reservation we are advocating an environment that hinders their path to excellence. And with stereotyping of our own women with tags such as “Chutka laga Maharani, Home Minister etc”, it awfully proves nothing but manifests our male chauvinistic thoughts. It all boils down to token respect and this is lame, this is cowardice. In conclusion, it is saddening that many chose to oppose 33% women reservation in Urban Local Bodies. Ironically, this particular issue has brought many Naga Tribal Hohos under one voice like never before. Unsurprisingly, The Sumi Hoho also have raised a tune in line with the rest and I ardently wish they revoke their stand for our record sakeSumi men, they say, are the ones among Naga tribes who respect and honour their women the most. Perhaps, it is not an odd coincidence that two Sumi women namely, Mrs Teli (G.B of Ighanumi) and Mrs Tokheli Kikon (Chairman of Naharbari Village) have held a position which no Naga women has ever held. Last but not the least, allow me to reproduce the motto of All Sumi Kiphimi Kuqhakulu (SKK) and also one of my favourites, which reads “Time changes and we change with time”. How I wish my Sumi frontal organizations change their outlook along with change of time. Perhaps, it’s high time that we look beyond the British times, which is long gone. History remembers only those who dare to be different.

ecent events in the state educational field and the teachers’ agitation demanding regular monthly salary speaks of serious unhealthy growth in the system. Who is responsible? Teachers have no right to break law. State government too has no right to deny legally payable salary to working teachers. It has been taught in the physics class that every action has equaled and opposite reaction. Teachers and children being welcomed by water cannon and the state police in full riot gear is not an ideal picture for the young student. Children are keen observers. They look upon their teachers as epitome of all that is good. Teachers are their heroes. If they do not see their teachers in good light, they will lose faith in schooling. A starving teacher cannot impart quality education, nor can attract quality teachers. Teachers guide students through their most formative years. The purpose of education is to produce productive citizens. Schools produce future politicians, missionaries, scientists, engineers, doctors, lawyers, army generals, corporate leaders, judges, administrators and journalists. Hence, the school has tremendous societal responsibilities. Education is about learning to learn. Change requires learning. Education is therefore, the main instrument for a state to achieve progress. The standard of teaching is fast going down-hill. Nagaland has large percentage of poorly literate population. Almost all the schools in the state do not have access to safe drinking water, sanitation and basic medical care. Most of the local government school children are under-nourished and most of the government schools are run by proxy teachers or one teacher for every two classes. Most of the village schools do not have proper roof, doors and windows and often used as night shelters for cows. Development has slowed down. Nagaland has the highest reservation percentage in jobs in India and has become the only state where merit is of secondary importance. Chauvinism based on tribes, religion, region and language has become the norm rather than the exception. We have created an electoral politics to keep people poor, helpless and illiterate. The chasm between the haves and the have not’s has been increased. Educated Nagas are deserting Nagaland in search of livelihood elsewhere. Misguided and misunderstood notions of capitalism and empty slogans have been the stable food of our political masters. If you have the benefit of a quality education, you are among the few blessed ones in such a Nagaland. Our leaders have brought the state to a deplorable stage in the fifty plus years of statehood. Are the state run schools producing good enough students who can face the competitive world outside? We are depriving younger generations their freedom from hunger, disease and illiteracy. We must create a civilized society where every child has health care and education, a society where duties come before rights and where each generation makes sacrifices to make life better for the next generation. Of course, there are exceptions amongst our politicians, but those are rare indeed. Unfortunately in Nagaland, we discuss and debate and thereby resolve for betterment but consequently do not act at all. Over the years, the stifling bureaucracies along with their political masters and their excessive control over school education have impeded their progress. Mahatma Gandhi’s dream of wiping the tears of every poor man and woman in this country was tearfully treasured in the mind of Jawaharlal Nehru, the first Prime Minister of independent India. Nehru’s pet theme was to create a pool of knowledge so essential for any modern nation-state. He laid the foundation for the knowledge industry in India. He believed that knowledge and scholarship would play a big role in the emancipation of the people of India. First he introduced compulsory primary education all over the country and directed that no child should walk more than one kilometer

to attend his or her school. He, next created several institutes of higher learning of international standard – the Indian Institute of Technology (IITs), the Indian Institute of Management (IIMs), the BHABHA Atomic Research Centre (BARC) and the All India Institute of Medical Science (AIIMS). Today, the backbone of engineering and managerial talent in India comes from these pools. The entrepreneurship in Silicon Valley, contribution to leading academic institutions across the world and to the pool of corporate talent in the USA comes from IIT, IIM and AIIMS. The dream of making India a significant player in the global software industry could not have been possible without Nehru’s vision. Nagaland is home to the largest percentage of below average educated persons. Think of a non Naga labourer or a poor rickshaw puller earning livelihood in Nagaland. He knows how to operate ATM and use electronic money transfer options to send money to his family back home. ATM does not discriminate him like the cash clerk at the Bank counter. Technology is a great leveler. This speaks volumes on academic quality in Nagaland. Think of how many young boys and girls are making it to IITs, IIMs, AIIMS and the All India Civil Services. Thousands of young people with degrees in the arts and humanities and engineering graduates are unemployed, pointing to the serious failure of the state higher education system. They are not competitive outside the state. The quality of knowledge imparted in the Primary and Secondary schools needs urgent review, since the secondary education is the input channel for higher education. The low quality of education across the state schools has significantly affected a large number of students. It is seen that most of the students from the government primary schools cannot read a simple paragraph properly and even student in the 1V grade cannot handle the first level of arithmetic. Weak education system in the government schools have resulted in the growth of private schools across the state. But how many poor families can afford to send their children to such costly schools. However, private schools run better than the state run schools. They are efficiently run with lower unit cost per student as compared to state schools. The students from private schools score higher on verbal and mathematics examinations than their peers in the state schools. Will the scores help them to crack any competition away from the home state? Let us look at the job oriented schools in the state. We have several Industrial Training Institutes (ITIs). How many successful trainees from these institutes are earning their livelihood in the service sector? They are suppose to run the service sector like Mobile and TV repairing, Fan and Washing machine servicing, Motor and Two-wheeler mechanics, Furniture making, Black smithy, Plumber, Electrician etc. These essential services are highly in demand today. State government has a time bound responsibility. Schools and academic institutions should be given certain amount of freedom – freedom to recruit teachers on merit and quality, school to decide intake of students against faculty, syllabi and freedom to interact with scholars with an aim for growth and plan to adopt according to changing environment. Government must ensure timely payment of teachers’ salary, scholarships to students and ensure that all text books are available before the school session starts. Banking facilities within the campus of schools and colleges can be introduced to facilitate easy transaction of fees by the parents and scholarships by the students. We must let competitions drive progress in schools through greater transparency and accountability. State government must have the courage to face the truth; no matter how bitter it is, if we want to help the future of our young students. We have to take tough measures which will benefit the whole society but which maybe unpleasant for some of us. Honest, sincere, hard working and meritorious teachers must be rewarded. “You shall not muzzle an ox when it is treading out the grain and the labourers deserve his wages,” say the Bible.

It is very unfortunate that such learned and experienced person like Dr. Hokishe had failed or never try to understand the present political scenario put in place to the Naga people. The wild allegation of NSCN dropping sovereignty and integration in the current political talks is completely baseless. The Framework agreement of the 3rd August 2015 clearly recognized “sovereignty and integration as legitimate rights of the Nagas”. The Framework Agreement also acknowledged the importance about shared sovereignty of the two equal entities basing on the mutual trust for peaceful coexistence. The sovereignty of the Naga and the sovereignty of India lies with their own people. Thus, the NSCN never failed to reach out to the Naga people on the Naga political position nest from the start of Indo-Naga peace talks through various public forums and consultative meetings with various tribal Hohos. Criticising for the sake of criticism will lead you nowhere but misleading the common people is undesirable and dangerous which NSCN strongly condemn such motive. It is also clarified for your doubted mind about the signing of Framework Agreement by our beloved leader Late Isak Chishi Swu. It is true that he was kept In ICU and monitor round the clock as his health condition was deteriorated. Naga people from all walks of life

prayed for his early recovery. God of Nagas is a living God. God answered their prayer. At that point of time his health was drastically improved; he could able to walk on his own and speak, that was the miracle of God of Nagas. Thereafter he signed the 3rd August Framework Agreement, for any clarification video clippings, photos are available. It is for like you pessimist (Dr. Hokishe) to put to rest and for all rumours that Mrs. Eustar Chishi Swu had already clarified that the Framework Agreement was signed by Isak Chishi Swu himself on his own will. It is wild allegation which is totally uncalled for. Your speech and write up is self explanatory that you are a man who proclaims truth but a leader devoid of truth. The NSCN once again assured the Naga people that our future is secured under the Framework Agreement which is the basis for the final solution is inclusive and honourable to both the parties. There will be neither piecemeal solution nor two solutions. Framework Agreement recognizes Naga integration as legitimate rights and a road map is being worked out to materialise it through democratic process. We are on the verge of conclusion very soon. In such given favourable situation for the Nagas, it is unwise to create confusion, divisionism, tribalism and hatred among the Nagas.

Right to Public Services legislation in India comprises statutory laws which guarantee time-bound delivery of various public services rendered to citizens and provides mechanism for punishing the errant public servant if they are is deficient in providing the stipulated services. Right to Service legislation ensures delivery of time bound services to the public. If the concerned officer fails to provide the service in time, he will have to pay a fine. Thus, it is aimed to reduce corruption among the government officials and to increase transparency and public accountability. Currently, public officials and civil servants are considered as one of the troubled sections of our society due to their slow and painful process in performing their duties. As a result, the common man, who is entitled to avail hassle-free public services and information thereof, has to face a lot of problems and pay bribes to avail the needed public services. Therefore, the buzz against corruption is now matched by Right to services related initiatives by several governments to clean up the system. The ‘Model Public Service Law’ was one of the items included in the President’s address to Parliament on the 4th June 2009. The law is to cover functionaries providing important social services like education, health, rural development, etc., and commit them to their duties and for that purpose, legislative Department has attempted a tentative Bill titled the Public Services(Protection and regulation) Bill. Enacted by the Parliament, the Public Services(Protection and Regulation) Act, 2009 shall come into force on such date as the Central Government/State Government may, by notification, appoint and different dates may be appointed for different provisions of this Act. This Act is to secure right to all citizens in the matter of public services provided by public authorities, facilitate transparency in the delivery of such services and to protect their interests by specifying Public Service Performance Standards, establish a Central/ State Authority for effective management of such public services and for matters connected therewith or incidental thereto. The common framework of the state legislation includes, granting of “right to public services”, which are to be provided to the public by the designated official within

the stipulated time frame. The public services which are granted as a right are generally notified through Gazette notification. Some of the commonly provided public services, including issuing caste , birth, marriage and domicile certificates, electric connections, voter’s card, ration cards, copies of land records, etc. within the fixed time frame. On failure to provide the service by the designated officer, the aggrieved person can approach the First Appellate Authority/Second appellate Authority. It can order the public servant to provide the needed service to the applicant and can impose penalty on the designated officer for deficiency of service without any reasonable cause. The applicant may be compensated out of the penalty imposed on the officer. Madhya Pradesh became the first state in India to enact Right to Service Act on 18th August 2010. Several other states like Bihar, Delhi, Punjab, Rajasthan, Himachal Pradesh, Jharkhand, Karnataka, Chhattisgarh, J&K, Odisha, Assam, Gujarat, West Bengal, and Goa have introduced similar legislations for effectuating the right to service to their citizen. In Bihar, services include police verification report for passports(seven days); post-mortem report(three days); caste certificate(within a fortnight), education, road transport, driving license, banking services, kisan credit card, ration card, FIR enquiry, health, food and civil supplies, social welfare and power, etc. The faults in electricity connection will be set right within four hours. Now, the people will no longer need to run around offices and grease the palms of employees to get their work done after this act. The Govt. also intends to constitute a state public service delivery commission to achieve the objectives of the act. Thus, this act makes government officials accountable and help the government weed out corruption from the grassroots level to the top. The Rajasthan government has implemented the Rajasthan Guarantee Delivery of Public Services Act, 2011 to ensure effective time-bound delivery of 108 services of 15 major government departments with a provision of cash penalty for the offenders(Rs.250/- to Rs.500/- per day on undue delay). The Nagaland State Government is yet to enact the Right to Public Services Act/law “which is found to be very much application to the state and to clean up the system to ensure smooth delivery of services to the people and crack down on erring officials”. The Nagaland Voluntary Consumers’ Organisation (NVCO) had launched the Public Services Delivery campaign during the 2016 Vigilance Awareness Week with an appeal to the State Government to introduce similar legislation for effective public service delivery to its citizen in the state and would also curb corruption in the state government functionaries.

Advent, preceding Christmas has arrived and fellow Christians are mounted up with responsibilities setting up decoration, stars and so forth. Every person, irrespective of the degree of his/her faith and attachment to the church is filled with bliss when the word Christmas strikes one’s mind. In this season, there are uncountable tasks for believers preparing to welcome our Messiah. As our curiosity grows to a large stretch to encounter Christmas, so should our inquisitiveness be analogous with advent season, the pertinent time to renew, revive and change our characters. Like Leicester City winning the Premier League for the first time or the Chicago Cubs finally taking baseball's World Series after a 108-year wait, Chapecoense bucked the odds and delighted the romantics. The team's passage to the final of the Copa Sudamericana, South America's equivalent of the Europa League, was a fairy tale to rival any of them. "This wasn't just a group where everyone respected each other, it was a family," Plinio David de Nes Filho, a club director, told Globo TV on Tuesday morning, just hours after the accident wiped out almost the entire squad. Playing his first test in eight years, Parthiv Patel smashed an unbeaten 67 off 54 balls and the hosts chased down their 103-run victory target for the loss of Murali Vijay and Cheteshwar Pujara. After conceding a 134-run first-innings lead, England had their backs firmly against the wall and Monday's top-order collapse left them with an impossible task to save the game. "The first two days went exactly as we wanted as a test team," India captain Virat Kohli told reporters. "When you lose the toss on a good wicket, the bowlers stand up. On day two, you are 160-5 and your lower order steps up. Those two days, along with the third, were very pleasing for me as the captain," he added.
