GPRN/NSCN condemns attack on its camp Dimapur, November 3 (mexN): The GPRN/NSCN through its MIP has condemned the “NSCN (K)’s action” where the former’s camp was allegedly attacked on November 3 at Hutsii Village (Pochury Region) at around 5:30am. The press note alleged that ‘launchers’ were used, which was “confirmed” by their RAO (Regional Administrative Officer) Pochury Region, Tezali Thurr. The MIP informed that one Atsope, wife of Kamu of Hutsii village, was injured and is hospitalised. The GPRN/ NSCN, while conveying ‘Speedy Recovery’ to the injured victim, termed the ‘Unprovoked Action’ as “very unfortunate, during the time when we are trying to maintain ‘Peaceful Atmosphere’ as demanded and sought for, by the ‘Naga Public’. Dimapur, November 3 (mexN): An official delegation of Indian parliamentarians to China recently saw the Nagaland representatives of the delegation asking the Chinese government to “bridge the channel of communication between people to people contact.” At one meeting, Neiba Kronu, Parliamentary Secretary for Planning & Co-ordination, Evaluation and Monitoring, informed a press release from Thomas Thailu OSD Planning & Coordination New Delhi, Govt. of Nagaland, “stressed on the importance of communication which he requested the Chinese Govt. to setup one Chinese Institute in the State and the Naga People can come and teach the Chinese English, through which bilateral trade language can take place as communication is the most important weapon to bring understanding and share the opinion as the state govt. is in the pipeline to establish a linguistic institute.” An official delegation of 17 members from various parts of India ‘recently’ went to China to discuss issues

Kronu, in the discussion, informed Thomas Thailu, “asked the Chinese to come and invest in the North East and particularly Nagaland since the state govt. has set up the Nagaland Investment Board (NIB), North East need development from China since civilization took place late in the state and we are progressing slowly. Therefore, Yunnan Province which is the nearest province to North Eastern States should play an important role in trade and exchange of culture for India. Development should be initiated by state govt. to govt.” The delegation was led by Andy Wang, Managing Director, Feida India Private Limited and organized by Chinese Peoples Institute of Foreign Affairs Beijing.

Meanwhile, S. Chuba Longkumer has been assigned as the Parliamentary Secretary for Department of Labour & Employment, and stands relieved of the charge of Development Authority of Nagaland and Nagaland Hotels Ltd. This was informed in a notification by Nagaland Cabinet Secretary, Toshi Aier. In other changes, EE Panteang will now be the Adviser to the Department of Tourism, and stands relieved of the charge of Honey Mission & APMC. Naiba Konyak will now be Adviser to Honey Mission in addition to NEPED.

Dimapur, November 3 (mexN): The Nagaland Pradesh Congress Committee (NPCC) has termed measures taken by Nagaland Chief Minister TR Zeliang to politically steer Nagaland State as a “series of gaffes.” Going by these, the NPCC has wondered if the CM is “really serious on running the affairs of the state or is just content with the position he has achieved.” “The ill conceived idea of converting the disputed border areas with Assam into LoC by the CM and the NPF party forgetting about the ancestral rights of the Nagas over the disputed areas…describing it as pragmatic in their meeting resolution adopted on 9th Sept 2014 was very unfortunate and uncalled for,” stated the NPCC in a press release from its media cell today. This, it noted, was followed by the CM going on record to “publicly state that the state would have a weak case in the Court with regards to the border dispute with Assam.” The NPCC thought it “unbecoming” of the CM to “jump the gun and give enough reasons” to the Assam government to assert its claims on the disputed border areas. The NPCC accused the CM and the NPF government of having “left the people on the western front bordering Assam to fend for themselves by literally giving up our ancestral claims over the disputed border areas.” At this juncture, it stated, Nagaland State can “ill afford” to have weak leaders “bereft of logical thinking who are ready to surrender our rights

BJP Nagaland State unit questions NPCC Dimapur, November 3 (mexN): The Bharatiya Janata Party (BJP) Nagaland State unit Monday stated that the Nagaland Pradesh Congress Committee (NPCC), being the principal opposition in the NPF led DAN I and II governments, should have “woken up earlier on the mis-governance and misrule of the NPF led government instead of pointing out and telling others of DOs and DON’Ts.” Questioning the NPCC’s interference, a press note from the BJP Nagaland media cell wondered, “What is the purpose of meddling with the affairs of the DAN alliance partners?” The BJP state unit said that the party is “very much pro active and knows what is going on in the house.” Acknowledging the “financial misappropriation committed by the NPF government in the state,” the BJP asked the NPCC to prove what actions it has initiated against this, and that it should have commenced “much stronger steps” to stop the crime as the Congress was at the helm at the centre instead of “regretting at the lost opportunities now.” Details on page 5 without giving thought to the immense struggle and sacrifices made by our forefathers.” Questioning the CM’s ‘stout defense’ of the MOGPL, a private limited company incorporated in 2012 “without any experience of oil exploration under dubious circumstances by the NPF led DAN govt,” the NPCC stated that even the company has “remained silent in the face of allegations questioning its credibility.” This portrays, asserted the NPCC, that the CM “functioned more like a CMD of MOGPL rather than as political head of the state.” Taking up the issue of the Nagaland Special Development Zones (NSDZ), the State Congress was of the view that the “deter-

mination” of the CM to “go ahead with the implementation of NSDZ by surrendering the traditional land rights of the Naga’s and issue permanent settlement to non-Nagas while further relaxing the ILP system for the so called entry and stay of non-Nagas is fraught with serious ramifications for future generations.” The NPCC, it stated, has been “continuously opposing the NSDZ in its present form and the civil societies of the state have also rejected the NSDZ in its present form during the Consultative Meet on 26th Sept 2014.” The onus, maintained the NPCC, “now lies with the state govt to listen to the voice of the people and be spared from further humiliation.”

Khatkhati: 11 killed in tragic accident

Eleven persons were killed in a tragic road mishap at NH 29, Khatkhati, Assam, on November 3. The accident occurred when a fully loaded tenwheeler truck overturned crushing two oncoming passenger autorickshaws and a scooter. The incident occurred at around 2:30pm near the CRPF Group Centre located at Gautam Basti, Khatkhati. The truck (MN 01 8628), carrying construction material, was headed towards Dimapur. According to Khatkhati Police Station, five of the passengers in the ill-fated autorickshaws died on the spot. Six were admitted to a hospital in Dimapur in critical conditions where they succumbed to injury,

The DDADU, considering the grievances of the people, directs the driver to adhere to all traffic rules and help avoid disturbing the other motorists to drive in peace. Further, the DDADU has requested the auto drivers to get issued their identity cards at the earliest for the convenience of both the drivers and the union. An unregistered auto driver cannot be a member of the union and in case of any problem, the union may not be in a position to intervene and resolve the issue on their behalf. The auto drivers are requested to cooperate and do good things to help improve the image of Dimapur for all to see.

DDADU President K. St. Joseph's College for ‘zero-waste’ campus

Jakhama, November 3 (mexN): The National Service Scheme (NSS) unit of St. Joseph's College Jakhama has undertaken a constructive step towards making the college a “100 per cent zero-waste campus”; first of its kind among the colleges in the State, according to a press release. Marking the genesis of the project, eighty NSS volunteers under the banner "Ready to Go Green", gathered at the College campus on Saturday for a day labour. They cleaned up the garbage dumping areas, swept and cleared away wrappers in and around the College.

LoNgLeNg, November 3 (mexN): After covering all the 11 districts of Nagaland and understanding the language of business in each district, the final phase of entrepreneur workshops concluded in Longleng district on October 28. This is under the "IMPACT 5000 by 18" campaign, organized by YouthNet in partnership with Department of Youth Resources and Sports, Government of Nagaland. The team from YouthNet were Abokali Jimomi (MBA-UK), Tomtsa Chishi (MBAIIM) Mhasiselhou Rolnu (MBA) and Anato Swu (Intern-TISS). During the workshop, the participants had sessions on brainstorming,

market segmentation, book-keeping, etc. Business ideas were also discussed among the participants and ideas such as a good Garage with spare parts, an electronic retail and service outlet were discussed. A press note stated that the participants thanked the Youth Resources and Sports Department and asked for more workshops to be conducted by local qualified resource people. The workshop was organized with the help of Phom Student Conference. The next phase of the Impact 5000 campaign now moves to Kohima where top 20 entrepreneurs will compete for 'The Entrepreneur'.

Dimapur, November 3 (mexN): Two days of field exposure and training program on management of piggery farm and fodder cultivation was held on October 29 and 30. Organized by Nagaland Development Outreach (NDO) development wing of NBCC, the programme was held at Changki Eco Green project, Tsurang Valley Mokokchung, in partnership with Nagaland Pig Farmers Association (NPFA) with Sponsorship by Indian council of Agricultural Research (ICAR), Jharnapani, Dimapur. The resource person for the training was Dr. Moa (Scientist, ICAR) and Dr. Wati (From NPFA). Nagaland Development Outreach in a press release stated that the sole purpose for organizing this program was to impart first hand field experience to the trainees on livestock farming and to uplift the socio-economic condition of our people in Nagaland. The participants were from the 20 associations under NBCC. All together 28 people participated in the training program.

NIA searches Jamaat operative's house in Assam GuwahaTi, November 3 (iaNS): A team from the NIA Monday searched the house of Shahnur Alom, an absconding operative of the Jamaat-ul Mujahideen Bangladesh (JMB), in Assam's Barpeta district, officials said. The National Investigation Agency (NIA) team that arrived in Assam Sunday, visited Chatala village in Barpeta, about 100 km from main city Guwahati. While the NIA team had Sunday searched the houses of Shahnur's brothers Jakaria and Azizur, the team Monday searched Shahnur's house and seized some important documents, officials said. Jakaria was earlier arrested by the special operations unit of Assam Police for his association with the JMB. Gogoi who is also the home minister said here that the state secretariat and the Kamakhya temple are also targets of Islamist terrorists. Gogoi said the state government had ordered for increasing security at Kamakhya temple and other vulnerable places. The chief minister at present has a Z-plus security cover and is guarded by National Security by his nickname 'Doctor', has been absconding since Oct 6 along with his wife Sujina Begum. "He is known as Doctor as he used to offer some kind of treatment for dental problems in the village. However, he does not have any medical degree from any recognised institution," police said.

New Delhi, November 3 (mail ToDay): The court has sentenced those who raped her to life imprisonment and called them "psychopaths" and a "threat to society". However, the Dhaula Kuan gang-rape survivor, who is struggling to make ends meet, is yet to get the compensation and a delay in court hearing is making matters worse for her. The Delhi High Court will take up the matter only in February 2015. Prashant Katara, the advocate who represents the survivor, has said his client hails from a remote area of Mizoram and is still going through medical complications. Post December 16 gangrape incident, the courts had ensured speedy justice to rape survivors. However, several of them are still running from pillar to post seeking compensation. Convergys, the MNC where the rape survivor was working, in its response said it had given paid leaves to both her and colleague. The company also said it had paid for her medical tests conducted at AIIMS and Max Hospital "it had already done so much" and "no permanent disability" had occurred to the rape survivor, what had been paid was more than enough. According to the company, since it happened in a public place, the onus is on the state to compensate her. Delhi Commission for Women (DCW) Chairperson Barkha Singh said it was only recently that the laws had ensured some help to rape survivors. "An instant financial help at that hour definitely helps them," she said. Singh said earlier the Delhi Commission for Women used to allot Rs20,000 from the CM fund to help rape survivors. However, the procedure has been changed of late and survivors have to go through Delhi State Legal Services Authority (DLSA) - a longer court procedure.

Arunachal BJP to reach out to border people KolKaTa, November 3 (The hiNDu): The Arunachal Pradesh BJP unit has set up party’s Arunachal Border Areas Consultative Committee (BACC) due to the border incursions by China’s People’s Liberation Army (PLA). The Chinese troops have reportedly entered the Taksing region in the State. However, Union Minister of State for Home Kiren Rijiju denied it. Arunachal Pradesh shares 1,080-km long international border with China to the north and north east. It also shares borders with Bhutan to the west (160 km) and Myanmar to the east (440 km). As a part of its nationwide membership drive, the BJP’s Central leadership has instructed its Arunachal unit to reach out to the people of every district, especially those bordering China. The party has pressed its booth level workers for the purpose. “We are also arranging visits by youths from other States to interact with the villagers that will help them get over the sense of isolation,” Arunachal Pradesh BJP president Tai Tagak told The Hindu. He was in Kolkata to attend the meeting of BJP leaders of 11 States of East and North-east India. According to party leadership, BJP has about 50,000 members among which considerable numbers are from villages near the India-China border.

Excavator, bulldozer set ablaze by suspected militants imPhal, November 3 (PTi): An excavator and a bulldozer, used for road repair in an interior area of Tamenglong district in Manipur, have been set afire by suspected militants, the police said today. Last night four suspected militants arrived at the residence of Kamei Pumdai (48) at Nungsai Tubung village where the heavy machinery was kept and set them afire. The excavator and the bulldozer were being used for repairing Old Cachar road in the district. The incident occurred when Pumdai's family members were asleep, the police said. They were alerted when the some shots were fired during the burning of the machinery. Local residents entered the area but they were threatened not to extinguish the fire, the police said. The suspected militants escaped under cover of darkness. No individual or group has claimed responsibility for the incident.

Mizoram Veterinary Minister C Ngunlianchunga and Lalrinliana Sailo, MLA, will also attend the festival, he said. The festival is expected to be attended by ethnic Mizos from India, Bangladesh and Myanmar. The theme of the festival is "Countries have boundaries, but not Nations", he said.

GurGaoN, November 3 (iaNS): A special police helpline launched here last week for people from the North East (NE) has only received calls from people wanting to check whether the helpline was in service or not, police said Monday. The helpline number - 01242301559 - was launched by Gurgaon Police Commissioner Alok Mittal on October 28 to assist people from the NE states residing here. The manually-operated number has been in operation round-the-clock all seven days of the week. "Twenty calls were received on the helpline, and the maximum were test calls. People wanted to check either the number was in service or not," a police officer told IANS. "They also wanted to know the phone numbers of media persons working in Gurgaon," he said. "To tackle language problems, a group of NE people has assured police to provide volunteers, but only one has contacted us," he said. Following an assault on two youths from Nagaland here on October 15, Minister of State for Home Affairs Kiren Rijiju met a group of students from the NE and assured them of all possible help.

State-owned NHPC recently received approvals from the Forest Advisory Committee for Dibang hydel project in Arunachal Pradesh and plans to approach the Cabinet Committee for a final nod within a year. "We will execute the Dibang project in partnership with one of the PSUs and the state government at an investment of Rs 15,000-

scale, the per-MW project cost will be much less than the average of Rs 7-8 crore," NHPC Chairman and Managing Director RST Sai said. NHPC, which operates 6,500 MW of hydro power generation capacity, expects to build more plants as the Narendra Modi government pushes for faster clearances for infrastructure projects in a bid to boost the economy. The share of hydro power in the country's generation capacity has been declining as delayed environmental clearances and rehabilitation of displaced people stalled projects. Sai said the private sector is in no position to

Dimapur, November 3 (mexN): As part of its capacity building initiative, the Nagaland State Rural Livelihoods Mission (NSRLM) organized an exposure tour for village council chairmen (VCC) and VDB secretaries from various villages under the NSRLM Resource Blocks of Nagaland. The tour to OMPLIS Block Federation, Orvakal Block, Kurnool District of Andhra Pradesh was conducted from October 21 to 27. The 27-member team was led by Tsalito Sangtam, Addl Mission Director, NSRLM. The team was briefed on NRLM concepts by Vijaya Bharati, Advisor, OMPLIS. Theoretical sessions were

held at the block institution and the weeklong trip was marked by field visits to observe individual case studies, self-help groups and village organizations. The exposure trip, according to a release, was both educational and encouraging as the village functionaries observed the functioning of SHGs and its impact on the lives of the poor in rural areas. “The team has been highly encouraged to witness success stories of individuals who were earlier daily wage earners but now own RCC buildings and lands.” The team also observed that through timely intervention by UNDP and as SHGs under NRLM, mem-

bers were able to provide education for their children who now have jobs. They were also impressed that the SHG federations even run a Mahila Bank solely for the women SHG members and are no longer dependent on the government. They further learnt that SHGs now contribute money for relief measures during natural calamities and have taken up social issues largely, the release added. “The team has returned more determined and have resolved to conduct meetings with council members and SHGs to encourage them to work with sincerity and dedication to make the Mission a success in Nagaland.”

KVK Dimapur addresses climate change Dimapur, November 3 (mexN): Realizing the need to address climate change with variability in rainfall patterns and moisture stress conditions prevailing in the district, Krishi Vigyan Kendra (KVK), Dimapur district, ICAR Research Complex for NEH Region, Nagaland Centre, Medziphema, organized an input cum seed distribution programme at Seithekima A village on November 1. Dr. Anamika Sharma, Programme Coordinator, KVK Dimapur told the farmers to constitute a custom hiring committee in the village and utilize the facilities provided by the office for increasing production and productivity in a better way. She further asked the farmers to generate income out of the facilities provided by maintaining a Bank Account with proper records of the activities. Which village will decide to be completely transparent about the various money coming from the Centrally-funded Schemes for the development of the village, setting a standard all Naga villages must rise to if we are to raise health, education, sanitation, agriculture, and so on to what they can be now? Will the youth, student and other public organizations in all tribes collect their funds and use

them with unquestionable integrity and responsibility that they generate hope instead of cynicism and bitterness in mind of the public from whom the funds come? Is it impossible for red-blooded Christians and Nagas to show simple sense of shame, self-limitation and normal Christianity at election times so that the candidates do not have to collect so much money unethically and waste them to satisfy the basest greed of the voters? Recently a senior Indian journalist, a political analyst in Delhi, came for a brief stay with us. She was passing through Kohima from Imphal. My wife and I have known her for a number of years. Having followed the Naga story over the years she asked many questions. I shall try to recall what she said at one point, “Niketu, I understand and respect very much the Naga historical stand as understood by the Nagas. Your people’s story is clear. I also know how dear it is to you and your people. I sincerely wish a settlement will be worked out that will show respect for your history. I am sorry no Government in Delhi will be able to go as far as the Nagas have insisted all along. But India and the Government have started to understand the Naga story. I do believe the best thing for the Nagas at this stage is to take the fullest advantage of the economic development approach that Delhi will pursue for the Nagas also. I feel what is important is Nagas must regain the respect of Delhi and the Indian people. NPCC should have voiced their concerns much earlier: BJP

Dimapur, November 3 (mexN): The Bharatiya Janata Party, Nagaland State unit, today stated that the Nagaland Pradesh Congress Committee (NPCC), being the principle opposition in the NPF led DAN I and II government, should have voiced their concerns on the state of affairs in Nagaland much earlier. Appreciating the concerns expressed by NPCC as published in local dailies on November 3, the BJP through its Media Cell said, “NPCC should have woken up earlier on the mis-governance and misrule of the NPF led government instead of pointing out and telling others of DO’s and DON’Ts.” The NPCC, it asserted, “should throw away the habit of poking their nose in another affair and

WoKha, November 3 (mexN): The Change Initiatives Team of Wozhuro town carried out a one day project of filling up the 413 missing bolts at the Tchutho and Nzhu bridges under Wokha district on November 1 as the team’s introductory project in pursuance of its motto ”Transforming Society Through Knowledge”. Two satellite-tagged Amur NPA general Falcons return to Nagaland body meet

Dimapur, November 3 (mexN): Two of the three satellite-tagged Amur Falcons, which were released from Nagaland on November 7, 2013, have returned to Nagaland. Naga and Pangti reached Doyang (Wokha) on October 29, 2014 after flying 22000 km from Nagaland to South Africa, from South Africa to Mongolia, and back to Nagaland. Wokha is still in South Africa, according to a press release from M. Lokeswara Rao, Principal Chief Conservator of Forests and Head of Forest Force, Nagaland. “As per the website, the bird is inactive. There may be two possibilities - the bird might have died, there are no movement of bird and the satellite tag of the bird might have come out of bird and fallen on the ground and bird might be still alive flying without satellite tag,” he added. Rao informed that Bernd Meyburg and his team has presented the first ever satellite tracking data for Amur Falcons. “This is first time in the world the entire migration route of the satellite tagged Amur Falcons of Nagaland is satellite tracked from Nagaland to South Africa and from South Africa to Mongolia and to Nagaland, which gives clear scientific data of entire migration route of the Amur Falcons,” he said. Reminding that the satellite tagging of the three Amur Falcons had put Nagaland on the

world map, Rao stated, “People once hunters have helped in tagging of the birds. Today, Doyang once a silent area has become abuzz with activities. The people of Doyang are tasting the fruits of conservation.” The international team of ornithologists, according to Rao, counted over 1 million Amur Falcons entering a night roost near Wokha district. Nick Williams, Head of the Coordinating Unit of the Memorandum of Understanding on the Conservation of Migratory Birds of Prey in Africa and Eurasia (Raptors MoU) said, “This is by far the largest and most spectacular roost of any species of falcon ever seen anywhere in the world, it represents a unique and irreplaceable part of the rich biodiversity of Nagaland,” the release said. In an email to the Forest Department, Nagaland, Williams expressed delight to see Naga and Pangi heading back “home” - the Falcon Capital of the World. He added, “The courageous and selfless decision by the villagers of Pangti to cease the harvest is something that must never be forgotten. We must all continue to strive to ensure that alternative sources of income are generated and maintained to ensure Nagaland will always welcome the Amur Falcons in the future.”

Disturbing Silence

D

espite a barrage of condemnations and expressions of concern in the media, sexual violence against women continues to take place uninterrupted in Nagaland state. Within this context, the Nagaland state government has maintained an eerie and disturbing silence as its voice cannot be heard. This conspicuous silence is demoralizing and constitutes a breach of public trust since the state government as the legal protector of rights has failed not only to protect, but to respond to the ongoing violence against women. Sexual violence negatively and specifically reflects the entire society’s degradation for women and girl children and their rights. The increasing violence against women takes place at various levels as it is systemic and domestic thereby creating conditions that both condone and approve its existence. Indeed, Naga society as a whole is found wanting in means that adequately respond to these situations which threaten the entire population, half of which are women and girls. Sadly, there seems to be an underlying tone of resignation expressed by the lack of urgency to find and create adequate responses to this threat. What has happened to so-called Naga values for egalitarianism among women and men? Have we become a culture of intolerance that is disrespectful of women and flexes the muscles of male domination? The failure to act – beyond public condemnations – raises serious questions about the Naga concept of well being and its vulnerability. The absence of civil and community action combined with the government’s silence to pro-actively addresses crimes against children and women may only reinforce chauvinistic thinking and encourage further gender based violence. The failure to decisively address the increasing violence perpetuates further criminal activity, while putting at risk the relevance of Naga Jurisprudence and its Justice system. The Nagaland State Government has the moral imperative to assert itself to stop violence against women throughout Nagaland. Immediate interventions need to be taken by the government, as well as social and political institutions and organizations that respond appropriately to the increasing violence against women. The pattern of violence against women in Nagaland increasingly reflects the same patterns reported in other parts of the world where extreme forms of violence against women all too often results in death. Women and men throughout Naga society need to unite and take responsibility for protecting, affirming and developing the rights of women, children and all marginalized persons. It is time for the Nagaland State Government to break the silence and take a firm, clear and decisive stand to arrest the violence against women.

limate change is causing toxic metals trapped in the sediment beds of the Hooghly estuary in the Indian Sunderbans to leach out into the water system due to changes in ocean chemistry, say scientists, warning of potential human health hazards. They predict that after about 30 years, increasing ocean acidification - another dark side of spiked atmospheric levels of carbon dioxide - could in fact unlock the entire stock of metals like copper and lead gathered in the sediment layer, and release them into the water system, leading to health issues. Sunderbans is the world's largest mangrove forest and home to the endangered Royal Bengal tiger. More than two-thirds of the forest lies in Bangladesh and the rest in West Bengal. Oceans act as cleansers by taking up a chunk (around onefourth) of carbon dioxide emitted into the atmosphere. As atmospheric carbon dioxide levels shoot up, the levels absorbed by oceans increase, lowering their pH (indicator of acidity) and making them more acidic (ocean acidification). Through the water, toxic metals are finding their way into the muscles and tissues of certain edible finfish, popular in the Indian Sunderbans area in West Bengal and because of the food chain, they pose a threat to human health as well, say researchers. "This ocean acidification is leading to release of the toxic, carcinogenic metals into the water. Our study based on 30 years of real-time data (from 1984 to 2013) forecasts a significant lowering of pH after a period of 30 years due to ocean acidification. This is an offshoot of climate change. "As a result, this will lead to the movement of entire biologically available copper and lead (but not zinc) from the underlying sediment compartment to the overlying aquatic phase," Abhijit Mitra, advisor, Oceanography, Techno India University (TIU) here, told IANS. Existing data shows global oceanic pH has decreased by 0.1 pH units (25 percent increase in acidity) since the onset of the industrial revolution and is projected to decrease by up to another 0.4 pH units by 2100. Published in the Journal of Energy, Environment and Carbon Credits, it confirms the role of ocean acidification in the funnel shaped Hooghly estuary bordering the western fringes of Indian Sunderbans - the world's largest continuous mangrove forests. The Unesco World Heritage Site is known for its exceptional biodiversity in flora and fauna with as many as 334 plant species and 693 species of wildlife which include 49 mammals, 59 reptiles, eight amphibians, 210 white fishes, 24 shrimps, 14 crabs and 43 mollusks species. The selected study station lies 2.8 km off the Namkhana island, located almost at the confluence of the Bay of Bengal and the estuary. The study was a collaborative effort between researchers TIU, Calcutta University, Jadavpur University, Dhruba Chand Halder College, Barasat, Chanchal College, Malda and University Putra, Selangor, Malaysia. Researcher Sufia Zaman, who studied the bioaccumulation of the toxic metals in edible fish species such as Goldspot mullet (commonly called parshe), noted an aberration: though there was "no significant increase" in industrial activities in the area over the years, there was an "increasing trend" of toxic metals in the coastal water. The explanation: ocean acidification causing the metals to leach out from the sediment bed. "The other sources are trawlers, which have lead paints on their underside, shrimp farms that release ammonia from the waste water and tourism activities," said Zaman, associated with TIU. Mitra warned high levels of copper and lead could cause intestinal disorders and brain damage. "The forecast values of dissolved zinc, copper and lead will touch 698.98 ppb (parts per billion), 497.65 ppb and 76.60 ppb respectively after a period of 30 years," said Pardis Fazli of Malaysia's University Putra. Often referred to as another carbon dioxide problem besides global warming, ocean acidification is being implicated across the world for its impact on coral reef formation. "For Indian Sunderbans, the present forecast values strongly justify the consideration of acidification phenomenon in order to develop a sound management action plan in context to heavy metal pollution monitoring and control," said Prosenjit Pramanick of TIU.

unday evening I did something I haven't done in close to 30 years: I went to an actual record store and bought a brand-new U2 album on vinyl, took it home, pulled out the turntable, put on my headphones, sat on the floor, and stayed up way too late reading the liner notes and listening to the songs over and over again. Lord, how I've missed this particular ritual. When I was a teenager, late Sunday nights were when I indulged my secret pleasure by listening in bed (clandestinely so as not to incur the wrath of my parents for being awake well past my bedtime) to the "King Biscuit Flower Hour" on WPLR, the classic rock station in New Haven that was one of two (the other being a horrendous pop-40 station) that came in clearly on the FM stereo in my upstairs bedroom. I listened, religiously, every Sunday night for years, hoping to hear a song by one of the British New Wave bands of which I was fond, or, if I was particularly lucky, by my favorite band on the planet: U2. Sometimes weeks would go by without hearing a U2 song on those late Sunday nights, my ear pressed to the transistor radio secreted next to the pillow on my twin bed. But then, like a bolt of lightning — I'd hear Bono's voice or Edge's guitar begin to keen. It was a wee bit magical, although in retrospect today I might call it sacred. All the waiting and listening was worth it. Always. There was an intimacy then to the conversation that transpired between U2's music and my young heart. It was never about the sound alone — I didn't care if it had a good beat or if I could dance to it — what touched me, leaving indelible fingerprints on my soul, were the stories, confessions, and prayers wrapped inside the sound. By the time I reached my room at the top of the unreasonably long, winding basalt staircase that led to the pensione's third floor late one night last month in Rome, I was out of steam and both my iPhone and iPad were out of juice. I plugged both devices and left them to charge while I took a quick shower to cool off after a day of hoofing it around the Eternal City in 90-degree weather. By the time I'd finished my ablutions, put on my pajamas, and climbed into my narrow twin bed (one of the many charms of Roman hotel rooms), the pad and the phone were successfully resuscitated, the soft blue glow of their illuminated screens punctuated by texts and alerts that had been queuing during the dormant hours after the batteries ran out. Sitting cross-legged on top of the duvet, I scrolled through messages and Facebook alerts that announced a surprise: earlier that day in California, U2 had released its long anticipated new album, Songs of Innocence, and delivered it for free to a half-billion iTunes users worldwide. It took a few moments for that news to compute in my mind. There was an entire album of new U2 music and it was just waiting for me to download it from the (great) Cloud (of witnesses) to listen. Thanks be to God for a strong WiFi signal. Thirty seconds later ... I was chasing down the days of fear Chasing down a dream before it disappeared

My impression is that U2 wasn't trying to do something new with this album. Rather they sought to create something true — authentic and honest, real and raw. The band seems like it wants to draw its fans close, perhaps closer than it has since its hungry early days, before Live Aid and Zoo TV, before the multi-continental stadium tours and the incessant demands of superstardom created space between us and them. The photograph on the LP more than hints at this notion. Pictured is a shirtless Larry Mullen Jr., ever the most private and reserved member of the band, embracing his 18-year-old son, Elvis, whose face we cannot fully see but only glimpse in the downy beard of a boy becoming a man. The image is at once reminiscent of U2's early albums Boy and War, where an adolescent boy (Peter Rowen, the younger brother of Bono's lifelong best friend, Guggi) appeared on the LP covers, and a real-time portrait of where and who the band mates are today. They started this journey together as teenagers (on my sixth birthday, Sept. 25, 1976, by the way.) Now all four men are in their 50s. All are fathers. They've grown up but not old. Not yet. Sonically, Songs of Innocence sounds like no other U2 album. The inimitable roar of Edge's guitar is largely absent, replaced by more acoustic, intimate guitar styles and keyboards. The influence of some of the artists U2 pays tribute to lyrically on the album — The Ramones, The Clash — can be heard, as well as I was aching to be somewhere near whiffs of world music, trance dance, and the sacred Your voice was all I heard echoes of African music and other audible exotica. Traditional food consumed by rural communities contain nutrients that are lacking in high- and middle-income countries

nprecedented levels of chronic non-communicable diseases are prompting calls to revert to the diets of our ancestors to regain lost nutrients. It is believed that such a shift would help to improve society's relationship with the Earth and restore human and environmental health. "The rise of the industrial model of agriculture has contributed greatly to people being disconnected from the food on their plates," says Sarah Somian, a France-based nutritionist. Many traditional and non-processed foods consumed by rural communities, such as millet and caribou, are nutrient-dense and offer healthy fatty acids, micronutrients and cleansing properties widely lacking in diets popular in high- and middle-income countries, say experts. Indigenous diets worldwide – from forest foods such as roots and tubers in regions of eastern India to coldwater fish, caribou and seals in northern Canada – are varied, suited to local environments, and can counter malnutrition and disease. "For many tribal and indigenous peoples, their food systems are complex, self-sufficient and deliver a very broad-based, nutritionally diverse diet," says Jo Woodman, a senior researcher and campaigner at Survival International, a UK-based indigenous advocacy organisation. But the disruption of traditional lifestyles due to environmental degradation, and the introduction of processed foods, refined fats and oils, and simple carbohydrates, contributes to worsening health in indigenous populations, and a decline in the production of nutrient-rich foodstuffs that could benefit all communities. "Traditional food systems need to be documented so that policymakers know what is at stake by ruining an ecosystem, not only for the indigenous peoples living there, but for everyone," Harriet Kuhnlein, founding director of the Centre of Indigenous Peoples' Nutrition and Environment at McGill University, Canada. Since the early 1960s, economic growth, urbanisation and a global population increase to more

orruption has become the global phenomenon. India is also plagued with corruption and is considered as one of the major problems that confront all spheres of our society and institutions of governance. A study by Transparency International came out with an astounding data that more than 62 per cent of Indians have firsthand experience of paying bribes or money paid to influence peddlers to get jobs in the public and private sectors. In the year 2012, India had ranked 94th position out of 176 countries in Transparency International’s corruption perceptions Index. Basically “Corruption is the abuse of entrusted power for private gain. It hurts everyone who expects and depends on the integrity of people in a position of authority.” So, the act of corruption is a state of being corrupt which implies moral perversion, depravity and dishonest proceedings. So corruption is the illegitimate use of public power to benefit a private interest. Corruption manifests on different scales and in different forms. They are visibly present and active: be it public sectors or private sectors or NGOS or the church. Interestingly in India we are involved in corruption and closely associated with bribery. In big and small ways majority of Indians used to give bribe in order to get their work done. Bribery is also one of the means of corruption. Bribery is the improper use of gifts and favors in exchange for personal gains. This is also known as kickbacks or baksheesh. It is the most common form of corruption. The types of favor given are diverse: money, gift, entertainment, employment, foreign jaunts and host of others. In recent times we have been witnessing upward trend in the graph of corruption at all levels. The media, the public and the intelligentsia keep highlighting the rampant corruption in every sphere. A corrupt person or an organization or institution or government is termed as dishonest and unscrupulous in ones/its deal-

than 7 billion have multiplied the consumption of animal-sourced foods – including meat, eggs and dairy products – which comprised 13% of the energy in the world's diet in 2013, according to the International Livestock Research Institute (ILRI) in Nairobi, Kenya. Farm-raised livestock consumes up to a third of the world's grains, the institute notes. Agricultural expansion, some of it to cultivate more grains, accounts for 80% of the world's deforestation, says the UN Environmental Programme. With the global population expected to rise to some 9 billion by 2050, 50% more food must be produced to feed these people, depending on whether there is a healthy ecosystem. "When environments are destroyed or contaminated, this affects the food they can provide," Kuhnlein says. Indigenous food systems – gathering and preparing food to maximise the nutrients an environment can provide – range from nomadic hunter-gatherers such as the Aché in eastern Paraguay, the Massai pastoralists in northern Kenya, and herding and fishing groups including the Inuit in northern Canada, to the Saami of Scandinavia and the millet-farming Kondh agriculturalists in eastern India. But the trait these groups share is a keen knowledge of how to eat nutritiously without damaging the ecosystem. "Indigenous peoples' food systems contain treasures of knowledge from long-evolved cultures and patterns of living in local ecosystems," says an FAO-supported study on indigenous food systems, nutrition, and health co-authored by Kuhnlein in 2009. In recent years, grains such as quinoa, fonio and millet – long harvested by indigenous and rural communities in developing countries but increasingly overlooked by a younger, richer generation that prefers imported foods – have instead grown in popularity in developed countries. Research, marketing and donor-funded financing have helped raise awareness of the ability of these high-protein grains to reduce cholesterol, provide micronutrients and lower the risk of diabetes. "Because of the many health benefits of these forgotten, or until [recently] unknown foods, valuing the wisdom of indigenous cultures [and] earlier generations is vital for reducing disease and inflammation," Somian says. The Kondh community in Odisha state traditionally grows up to 16 varieties of millet, according to Debjeet Sarangi, head of Living Farms, a local NGO that has worked with marginalised indigenous farmers since 2005. But millet-growing among the roughly 100,000 Kondh, who are spread over about 15,000 villages, has dropped by nearly 63% from an estimated 500,000 hectares in 1975 to more than 200,000 hectares in 2008. This is because land is being converted

to paddy in exchange for government-subsidised rice programmes offering refined white rice, even though it carries health risks. "When there is so much malnutrition existing in the area, why do you replace land which has been growing nutritious food [with rice paddies]?" says Sarangi, whose NGO reported in 2011 that 75% of under-fives in Kondh weighed too little for their age, and 55% were too short for their height group, a sign of chronic malnutrition. Another so-called superfood declining in popularity is spirulina, a type of cyanobacteria that grows in ponds and is a staple in many traditional food systems, such as among the Kanembu in Chad. Spirulina has the potential to boost immunity, reduce inflammation, decrease allergic reactions, and provide a healthy source of protein, according to the Langone Medical Centre of New York University in the US. "There is a deep irony in the fact that many dieticians are advocating [traditional and indigenous foods and diets] and yet [the] modern [western] diet is what is being pushed on tribal peoples around the world, with devastating results," Woodman says. "We have lost our primary relationship with our world around us," says Dr Martin Reinhardt, assistant professor of Native American studies at Northern Michigan University. Native American elders historically planned seven generations ahead when creating food systems, teaching each generation that it was their responsibility to ensure the survival of the seventh, says Reinhardt, an Anishinaabe Ojibway citizen of the Sault Ste. Marie Chippewa Native American people in Michigan state. They did this by hunting and gathering only what they needed, conserving resources such as wood and water, and protecting food biodiversity. But when Native Americans were forced to assimilate, historical access to this nutritional knowledge was lost, Reinhardt points out. According to the special diabetes programme for Indians, run by the US federal government's Indian health service , the 566 registered indigenous peoples in the US have a diabetes rate nine times higher than the national average. Similarly, rates of the disease among First Nations and Inuit groups in Canada are up to five times higher than the countrywide average, according to the government's federal health department. In Laos, northern highland minorities such as the Yawa, Htin and Khmu traditionally eat forest-based diets, including wild pigs, birds, bamboo shoots, banana flowers and yams rich in vitamin C. But in recent decades the Laos government has moved thousands of people from the highlands to towns for economic reasons, documented in a 2012 report by the International Fund for Agricultural Development. "Communities [have less access] to natural resources than before," says Jim Chamberlain, an anthropologist and former World Bank consultant based in the capital, Vientiane. He says their traditional diet relies on forests and the move has led to a decline in nutritional status. Malnutrition rates in Laotian under-fives are among the highest in south-east Asia. While reinstating traditional food systems is key for everyone's health, as well as for the environment, the lack of a market to support superfoods poses serious challenges, advocates say. In northern Canada, many of the fishes rich in omega-3 fatty acids – a staple in the traditional diets of Arctic tribes – spawn and live in waters increasingly tainted with mercury, according to the government. Deforestation worldwide, often to make way for large-scale agricultural production, curtails the nutrients that can be gathered from forests. Much environmental destruction is a consequence of modern society's detachment from its food systems, says Reinhardt, who co-ordinated a UNM project called decolonise your diet, which ran from 2010-12 and aimed to teach people the link between food, culture, health and the environment. "Humans can, and need to, reconnect with nature in such an intimate way as to depend on it for survival," he says. "I hope we have not yet passed the thresholds [of what the earth can tolerate]."

y conscience compelled me to pen down about an experience among many which I have came across through life. Before sharing out, it is beyond doubt that the writer have no intention to hurt sentiment of any individual or organization, but to make aware that we are social being needed each other’s help in one way or the other. Being a citizen, are we aware to claim our rights whenever we have a deal? Everyone who is a rightful citizen to a nation have right, freedom, justice and liberty to enjoy. On the fate day of 17th Nov. 2012 (Saturday), I was on journey back from Guwahati with nine of my cool calm friends. We reached Dimapur railway station in the early hour at six. Our plan was to reached Kohima without delay, since there is a meeting scheduled at college. Then out of surprised, there was no taxis around where on, we came to learned that ‘All Nagaland Taxi Association’ (ANTA)’ is convening an annual picnic and no taxis will ply in honor of the day. The non-availability of taxi stopped us awhile so with helplessness we enquired about the State transport service, but it was also in vain, since it is ahead of the scheduled. Wandering around the parking load and nearby roadside, we talk to everyone who looked at us with the sign of rendering a help. Fortunately, we got hold of a private car. The fare was fairly high, somehow negotiated due to our urgency, but says the driver that, there is only four seats avail, where six of us stands together. So, I and a friend who took the lead in fetching the car gave the privilege to our four friends. Later on with much negotiation, we came across another private car willing to go for same direction. With a broader smile and a lighter heart, we enter the car joining other two men boarding the same. On reaching the New Chumukedima Bridge, a group of youth with bamboo poles and badge hanging on their neck stop the car. Let me compare; ‘Am I wrong to seek my relative’s help when my parent is not in the position? People especially the poor and the middle rung are disgusted and disillusioned the way the government machinery and others function. It is of course indeed the biggest challenge that all of us face today. It is like a virus and infection. Indian church is not an exception. It is also soaked in corruption. These days the people by and large are very well aware of the corruption-related practices happening in big and small ways. In such a corrupt scenario people in general are disgusted and disappointed at the ways things are happening in this country. In view of these reasons nowadays we are witnessing massive rallies almost in all state capitals and in other places. Recently we did witness a hug public uprising in Kohima and similar demonstrations would certainly follow suit in other parts of Northeast region. There should never be mincing of words while defining corruption because “Corruption is the abuse of public power vested on those who use it furthering their own interest.” This definition clearly elucidates that those who are given the authority should dispense their power and authority

In philosophical, theological or moral discussions corruption is understood as fallout of moral fiber leading to impurity or deviation from an ideal. Corruption includes many activities including bribery and embezzlement. Political, judicial, ecclesial, familial or whatever corruption occurs when an office holder or government employee or politicians (MP/MLA) or bishop or head of institution or CEOs or whoever in official capacity receive cash or kind for the work done clandestinely for their personal gain/ advancement. The magnitude and scales of corruption are diverse. Corruption whether it is small or big ought to be treated as immoral and unethical. There is no justification to it. They abuse their official capacity to advance their personal gains. One simple question which is applicable to everyone: Does the salary and assets match each other. If they match certainly that individual is not corrupt, but if they fail then there is something wrong. In the last few years there have been different forms of corruption such as 2 or 3 G spectrums, fodder, land, mining and coal, giving away tenders/licenses/selling away land/ properties belonging to the government or church, disproportionate wealth and many others. While echoing similar sentiments granting bail to the accused, the apex court of the country described corruption “as a violation of human rights that leads to systematic economic crimes” and thus poses “a serious malady undermining the very health of the polity.” So, the judiciary has chosen to place corruption cases on a different footing altogether. Let the church and its institutions come to grips that it is time to stop hood winking the judiciary and the people who pay the salaries of the functionaries. It is in this context let me highlight one of the profound and scintillating order the Supreme court passed while granting interim bail to former chief Minister Jayalalitha that “corruption violates human rights and leads to economic imbalance.” So, we should pressurize those whether in the government or polity or church to disclose their assets openly. When the politicians and others are expected to disclose their assets openly then others who are in the sacred and private domains should also do it. If they do it then it is very easy to ascertain whether it is proportionate or disproportionate to their earnings. Terming corruption as the cancer of modern world, Dalai Lama said “Indians should pray that the corrupt are taken to heaven sooner than later.” Elaborating further, “… Indians are generally oriented towards religion and pray in their homes. I think that they should pray that the corrupt be taken to heaven so the country is clean.” The Tibetan spiritual leader uttered this statement while speaking at a conference at

India’s political establishment, economic, socio-religious structures and other institutions of governance are entrenched in corruption. Within the country we have more black money many times more than the money stashed outside the country. For its political gains and popularity NDA made hue and cry and promised to bring back the money stashed outside India and subsequently be distributed to all citizens wherein each citizen would be richer by 15 lahs. But NDA promises remain a pipe dream. Under these circumstances we should systematically work and thus become whistle blowers because of the fact that “Whistleblowers, also known as, persons of conscience, are the people who alert the public of an impending disaster, substandard health care, unfair elections, banks going meltdown … Few whistleblowers succeed in effecting change, fewer regarded as heroes or martyrs.” We need to act now exposing the corrupt who loot the public money without any scruples. Time has come that people cannot keep quiet and it is we and now to go all out against corrupt leaders in the society, churches and institutions of governance.

ChennaI, november 3 (IanS): Barely six months after it was routed in the Lok Sabha election, the Congress in Tamil Nadu split Monday with senior leader G.K. Vasan announcing his decision to float a new party. “The people are looking for an alternative. We want to give an alternative in Tamil Nadu,” Vasan told the media, ending his long association with the Congress. The son of the late G.K. Moopanar, a veteran Congress leader, told the media that the new party’s name and flag would be made public at a conference in Trichy this month. “Steps will be taken to register the party with the Election Commission,” he said. Several leaders of the Congress in Tamil Nadu, including Peter Alphonse and B.S. Gnanadesikan, have joined Vasan. Vasan said the Congress leadership did not act as per “our expectations” and so a Congress government could not be formed in the state. The Congress has been out of power in Tamil Nadu since 1967. For years, it allied with the AIADMK or DMK but is now widely seen as an also ran in the state. “We will give prefer-

ence to the problems faced by the state,” Vasan said, indicating his party would have a regional focus. The new party would follow the path laid down by Moopanar and the late Congress leader K. He said the reception party is a sunnah (sunnah is the way of life prescribed as normative for Muslims on the basis of the teachings of Prophet Muhammad) but for the past few years, people are following a trend of organising reception known as ‘dawate-walima’ after marriage, contrary to Islam. It has become an occasion to display wealth, he said. “Such receptions, organised from the money received as dowry, are totally forbidden and sinful in Islam,” Alam told IANS Monday. “Issuing a fatwa is a part of our fight against social evils like dowry and cre-

ate awareness. It is a kind of social boycott to warn dowry takers,” he said. Alam said dowry is not allowed in Islam and Muslims are bound to follow it. Reception is a simple way for getting blessings from Allah but it has been turned into a worldly show, which is improper. “In Islam, credit or loan on interest is also illegal and forbidden,” he said. Early this year, Alam has declared that Muslim clerics would not conduct marriages of those who give or take dowry. “We have decided not to conduct nikah (marriage) for those who take and give dowry,” he said. It is only in Islam that at the time of marriages, a groom hands over to his bride a sum of money called ‘Mehr’, which is a token of his willingness to accept the responsibility of bearing all expenses of his wife. According to the Islamic jurisprudence, a woman married to a Muslim man has a right to get property or money which is called ‘Mehr’.

China to set up new anti-graft office

beIJING, NOveMber 3 (reuTerS): China will set up a new anti-corruption bureau under its top prosecutor, a senior official said, in an attempt to streamline an aggressive campaign against graft. President Xi Jinping has conducted a sweeping drive against corruption since assuming power two years ago. One of China’s most senior former military officers, Xu Caihou, and former domestic security chief Zhou Yongkang are among many top officials who have been caught up in the anti-graft campaign. Weak organisational structure and staffing limitations have plagued prosecutors’ handling of corruption cases, Qiu Xueqiang, the Supreme People’s Procuratorate (SPP) deputy procurator-general, told the official Xinhua news agency. The ruling Communist Party has approved the establishment of a new anti-corruption general office under the prosecutor to fix those weaknesses, the Xinhua report published late on Sunday citied Qiu as saying. The reforms would allow the SPP “to concentrate its energy to directly investigate big and important cases ... and effectively break through institutional barriers in handling cases”, Qiu said. “We will regard this as an opportunity to strive to make the anti-corruption office into a smart, highly effective, specialized agency with the distinguishing features of Chinese investigation that possesses formidable strength, deterrence and credibility,” he said. The head of the agency would hold a vice ministerial rank, Qiu said, but he gave few other details. Corruption investigations into China’s leaders are often conducted first by the party’s anti-graft watchdog, the Central Commission for Discipline Inspection, before the cases are referred to legal authorities. The party has struggled to contain public anger at a seemingly endless stream of corruption scandals, which Xi has said threaten its legitimacy. In July, authorities announced an investigation into Zhou Yongkang, 71, the most senior official to be implicated in a corruption scandal since the party swept to power in 1949. However, critics argue it would be difficult to rid the party and government of a deeply engrained corruption problem without real reforms to China’s political process.

bANGKOK, NOveMber 3 (reuTerS): Thailand’s military government vowed on Monday to bring peace to the Muslim-dominated south within a year, despite stalled peace talks aimed at ending an insurgency that has cost thousands of lives in the past decade. Sporadic violence has killed more than 5,700 people in Thailand’s Muslim-majority provinces bordering Malaysia, where resistance to Buddhist rule has existed for decades and resurfaced violently in January 2004. In the latest violence last Friday, one woman was killed and at least two injured in separate bomb attacks launched by suspected militants at three restaurants in Pattani province, police said. “We are doing all that we can. We will try to bring peace within a year,” Defence Minister Prawit Wongsuwan told reporters. He blamed the attacks on insurgents retaliating for recent arrests by the authorities. “The attacks happened because we managed to catch many people, including leaders, of groups involved in instigating acts of violence,” Prawit added. The violence comes as Prime Minister Prayuth Chan-ocha seeks to present an image of greater effectiveness in containing the insurgency, based in Pattani, Yala and Narathiwat provinces in Thailand’s so-called “Deep South”. It has occasionally spilled into nearby Songkhla province, thronged by tourists from neighbouring Malaysia. The provinces were once part of a Malay Muslim sultanate until being annexed by Thailand in 1902. Successive governments have tried, with little success, to stem the violence. Responses to the insurgency have drawn criticism, including accusations of widespread rights violations against suspected militants and their supporters. The government of ousted Prime Minister Yingluck Shinawtra formally agreed to start peace talks with a militant group operating in the southern provinces in 2013. The talks were lauded by some rights groups and academics but stalled months before Yingluck’s government became embroiled late last year in a political crisis that climaxed with a court ordering Yingluck to step down on May 7. The army seized power weeks later in a coup on May 22. Prayuth, who took power after the coup, has promised investigations into allegations of rights abuses by some troops. Rights groups say he has failed to act on that promise.

Each stage can be relived and recaptured among couples, who face different life challenges together, said a latest survey by the UK dating website eHarmony. The five stages are: butterflies, building, assimilation, honesty and stability. The first stage increases libido and it also is a time when people almost forget to eat. “Productivity is not great at this stage as people’s minds constantly wander. Interestingly, people tend to get pimples in the early stages of a relationship,” psychologist Linda Papadopoulos was quoted as saying. In stage two, the body releases neurochemicals, triggering rushes of intense pleasure. It results in a feeling of ‘happy anxiety’. “Love moves slightly further to the point where you are building your relationship,” Papadopoulos added. As you reach the third stage, the question whether the relationship is right or wrong comes to the fore. Stage four witnesses the first rise in stress levels. Once the couple has crossed the first four stages, the last and final stage brings increased levels of trust and intimacy - leading to a stable relationship, MailOnline reported. The survey found that 50 percent of respondents reached this stage while 23 percent reported feeling happier as a result.

Dominican Republic: Deaths of babies raise alarm SANTO DOMINGO, NOveMber 3 (AP): Rosa Elba Santana struggles to comprehend what went tragically wrong for her infant twins at the Robert Reid Cabral Children’s Hospital, one of the few places for someone with a sick kid and not much money in the Dominican capital. Rosanna and Isaac died, according to their death certificates, from a bacteriological infection. But the clinical explanation only raises more questions for Santana, who took the month-old twins to the state-run hospital because the girl had stomach pains and the boy seemed to have trouble breathing. “I took them to be checked, not because it was serious,” the 20-year-old mother said in a sparsely furnished home with a dirt floor where she is living with her toddler son, mother and a sister. “Instead of getting better, they got worse.” Her twins were among 11 babies who died at Robert Reid Cabral over three days in early October, a cluster of deaths that shocked Dominicans and brought what some say is long-overdue attention to one of the country’s most important medical institutions. It also raises questions about overall quality of health care for the poor in the Dominican Republic. Following the deaths, President Danilo Medina appointed a commission to investigate. It found signifi-

cant shortcomings at the hospital, leading to the firings of the nation’s health minister, the hospital director and others, even as officials have defended the overall care at the 300-bed facility. The commission, led by the attorney general, determined in a preliminary investigation that infections contracted in the hospital were responsible for the deaths of four of the 11 children, including Santana’s twins. Four other deaths stemmed from “deficiencies in the quality” of medical care, including a failure that lasted several hours in the system that supplies oxygen to the hospital’s respirators. In only one of the deaths did the patient receive adequate treatment, their report found. The ousted director, Rosa Nieves Paulino, who was deputy director for seven years before moving to the top job when Medina took office in 2012, sought to defend her tenure by noting that the hospital’s mortality rate declined in recent years. Even so, the death rate is three times the national average for public hospitals and there were at least two other clusters of deaths there since June. “The children who come to the hospital are very sick. And, of those who died, some of them had been here less than 24 hours,” she said. There could be other factors behind the mortality rate, including the fact the hospital treats children who are poorer

and sicker than the overall population. There isn’t enough data to determine if the number of deaths is “alarming,” said the new director, Jose Miguel Ferreras. “We can’t say three or four deaths per day is a high figure without a deeper analysis,” Ferreras said. Still, officials and doctors concede the hospital is understaffed, underfunded and overfilled. Santana recalls there were four other babies crowded onto the same bed as her twins when she took them there to be checked out. Ferreras, however, said that only occurs in the emergency room, not after patients have been admitted. The Dominican Republic has pockets of extreme wealth but it still largely is a poor country of 10 million. UNICEF says widespread malnutrition is primarily responsible for the country’s infant mortality rate of 27 per 1,000 births. The average for all of Latin America and the Caribbean is 16 per 1,000, according to the Pan American Health Organization. including many who, like Santana, live in slums on the outskirts of the capital. “They told me this was the place to take your children, where they have the specialists,” she said. Sitting on her tattered couch, Santana, who is single and has no job, tries to make sense of the death certificates, which describe how her son died while doctors tried to perform a blood transfusion to treat sepsis that had overwhelmed his body. Her daughter died under similar circumstances the next day. Prosecutors interviewed her for the commission’s investigation but she hasn’t heard back from them. She doesn’t know whether she will receive any compensation for

her loss. Some parents of other children who died invited her to take part in a protest at the hospital but she declined. “I will never go back to El Angelita,” she said. “I’m afraid to go there.” Doctors and nurses who work at Robert Reid Cabral say the main problem at the governmentfunded hospital is a lack of resources. They have an annual budget of just $1.7 million and admit about 13,000 patients a year. Last year, the government eliminated the minimum fee for patients lacking health insurance or social security coverage and “there was an avalanche in the demand for service,” which strained the

hospital even more, said Dr. Martiza Lopez, the head of a committee of doctors that has pushed to increase the budget. Doctors and nurses at the hospital, like counterparts in other parts of the country, repeatedly have gone on strike over their dismal wages and working conditions. Doctors who are specialists earn about $1,000 a month, and many must take side jobs to get by. Some, like Dr. Radhames Ovalles, accuse of the government of trying to win political points by expanding access to health care without paying for it. “ The government should stop its rhetoric and begin to take care of the poorest,” he said.

A bomb disposal squad officer said at least seven kilograms of “very high quality” explosives were used in the bomb packed with ball bearings and iron shrapnel. The responsibility for the attack was claimed separately by the Jundullah and Tehreek-i-Taliban Pakistan-affiliated Jamaatul-Ahrar outfits. British banker charged with double murder in Hong Kong

HONG KONG, NOveMber 3 (reuTerS): A 29-year-old British banker appeared in a Hong Kong court on Monday charged with two counts of murder after police found the bodies of two women in his apartment, including one inside a suitcase on a balcony. Rurik George Caton Jutting, looking stony-faced and unshaven and wearing a black T-shirt and darkrimmed glasses, said he understood both charges. The brief hearing was adjourned until Nov. 10, without Jutting entering a plea. Jutting was arrested in the early hours of Saturday at his apartment in Wan Chai, a central city district known for its vibrant night life. A charge sheet read out in court said the woman whose body was found

The theme for the event was ‘Inspiring change towards a violence free world.’ Nehru Yuva Kendra (NYK) and USSC powered the event, which was participated by the youth, leaders and Peace Club members from eight schools in Peren district. DimaPur, November 3 (mexN): Siddhartha Professional Academy, Dimapur launched its first Entrepreneurship & Skill Development Programme (ESDP) on PC Maintenance with Indian Institute of entrepreneurship (IIE), an organisation of the Ministry of Micro, Small and Medium Enterprises (MSME), Govt. of India on October 31. Talking to DNA, Shweta said that she was never forced into prostitution and that there was no dearth of work for her in the film industry. She has slammed a news report which was attributed to her. The actress apparently made no statement before going to the rescue home. She had no access to the outside world and wasn’t even allowed to speak with her parents. So the question of her interacting with the press couldn’t have risen. “I’ve no complaints against anyone except the journalist who during my hour of crisis made up a statement attributed to me. That statement was circulated everywhere. I had no idea about it as I had no access to newspapers or websites for two months. It’s only now that I came to know of this,” DNA quoted the actress as saying. Though the actress hasn’t denied being caught in the raid, she said that the media should have waited for her to clarify her stance. Basu has returned to normal life and is presently completing her documentary on Hindustani Classical music.

AUSTIN, November 3 (AP): Race by race and point by point, Lewis Hamilton is tightening his grip on the Formula One world championship and squeezing out Mercedes teammate Nico Rosberg. But not so far as to eliminate his rival as a title threat. Not yet. Hamilton won the U.S. Grand Prix on Sunday, moving 24 points clear of Rosberg with just two races left. It was Hamilton's second win in Texas in three years, his 10th on the season and fifth in a row. "This whole season has been incredible," Hamilton said after playfully taking former world champion Mario Andretti's black Stetson cowboy hat on the winner's

podium. "I pushed as hard as I could." Mercedes had another 1-2 finish in a dominating season that has pushed Hamilton and Rosberg well clear of the pack in the title chase. Red Bull's Daniel Ricciardo was third for his eighth podium finish on the season. Rosberg could still find a way to steal the title from Hamilton. Formula One moves to Brazil next weekend and the final race in Abu Dhabi will be worth double points in a rule change this season. "Full attack," Rosberg said. "We'll try to be on the pole and win (in Brazil). There's a lot of points to be had." Hamilton said aggressive driving got him this

far and he won't try to dial it back over the final two races. "We're hunting for those points. So far, I've done what I've needed to do. I should continue to do the same," Hamilton said. Hamilton's victory also was career win No. 32, which passed Nigel Mansell for the most Formula One victories by a British driver. Hamilton won the world title in 2008 with McLaren. It was the same spot and a similar move to Hamilton's pass of Red Bull's Sebastian Vettel that propelled him to the victory here in 2012. "There wasn't a place in the race where I didn't think I would catch him," Hamilton said. "It's such a great feeling to have a race like that." Dropped into second, Rosberg couldn't keep up and Hamilton put more time between their cars with every lap. Hamilton had the more muscular car

through the week's practice sessions, but lost the pole position because of braking problems that dogged his session. After taking the lead, Hamilton quickly built a gap of more than 2.5 seconds. Rosberg tried to claw back but didn't have enough race left to do it. By the final laps, the biggest challenge for Hamilton was not getting caught up or wrecked by other drivers battling for final position. "I knew there was a chance he would try. I went halfway defensive," on the pass, Rosberg said. "Later I started to find better rhythm, but it was just way too late." Vettel, the defending race and world champion, started from pit lane after incurring a penalty for using his sixth engine of the season. He fought all the way back to finish seventh. Vettel has been surpassed within Red Bull this season by Ricciardo, who has won three times. Vettel is leaving Red Bull at the end of the season, but has yet to confirm where he'll drive in 2015. Ricciardo was pleased to get another podium finish. "As we know Mercedes is a bit out of reach so third, I think third is the best we could do today," Ricciardo said. The race started with just 18 cars, the smallest field in nearly a decade after financial problems forced teams Marussia and Caterham to drop out. Saturday's practice and qualifying was dominated by speculation that three more struggling teams, Lotus, Sauber and Sahara Force India, could stage a protest by either boycotting the race or pulling out after one lap. We were in Mumbai, then went back to Delhi and flew back to Pune. After this we leave for Chennai and from there back to Guwahati — it's hectic but it's the nature of the tournament and we've done quite well so far," NorthEast manager Ricki Herbert said. Herbert takes pride in the fact that his side have been good despite 'missing four key players' in recent matches — testimony to the fact that the New Zealander is making the most of his full roster. Mentality has been an issue for Pune — a team which has seemed to switch off after 70 minutes in their matches so far. But Colomba says one should expect a team with a stronger mentality on Monday: "The approach will be that of a team which has just lost, one which feels the need to win and one which has to get on the right path."

Sachin attacks Chappell, describes him as 'ringmaster' in autobiography

New DelhI, November 3 (AgeNcIeS): Batting legend Sachin Tendulkar has attacked former Indian coach Greg Chappell, describing him as a "ringmaster" who imposed his ideas on players. In his autobiography 'Playing it My Way', to be released worldwide on November 6, Tendulkar has lashed out at the former Australian cricketer describing him as a "ringmaster who imposed his ideas on the players without showing any signs of being concerned about whether they felt comfortable or not". The batting maestro also disclosed that Chappell had made a "shocking" suggestion to him to take over India's captaincy from Rahul Dravid months before the 2007 World Cup in West Indies. Elaborating on the coach's bid to replace Dravid, Tendulkar writes, "Just months before the World Cup, Chappell had come to see me at home and, to my dismay, suggested that I should take over the captaincy from Rahul Dravid. "Anjali (Tendulkar's wife), who was sitting with
