NEw YORk, NOVEMBER 5 (IANS): The current Ebola outbreak in West Africa could prove to be much widespread and deadlier that what is currently believed, an analysis shows. The outbreak’s fatality rate is over 70 percent - rather than 50 percent as previously claimed by the World Health Organization (WHO) - and that the total number of affected individuals could exceed 1 million by early next year. The study highlights the inadequate global response to the outbreak. As long as the number of infected people rises exponentially, the likelihood of exporting Ebola to other countries does as well. “If trends continue for a few more months, the global community could be forced into a terrible ethical dilemma - either risking the escape of Ebola to other poor countries or sealing off borders to countries in West Africa, with unimaginable humanitarian consequences,” said Allen Hunt, professor at Wright State University in the US.

DIMAPUR, NOVEMBER 5 (MExN): The President of the NSCN (K), SS Khaplang has directed every regional authority to “co-operate with the central authority functioning in one’s respective regional areas.” A press release from the MIP of the NSCN (K) informed that “in connection to execution of central Chaplee Ministry’s directive, the road construction machineries belonging to certain contracting company in Zeliangrong region were destroyed for failure to comply with the central directive.” It further stated that “Hopson, Regional Chairman, Zeliangrong region NSCN/GPRN, without consultation with the Central authority issued denial of NSCN/GPRN’s involvement regardless of the fact that the said action was initiated as per the central direction.” The NSCN (K) termed such “irresponsible statement by a regional authority,” as “tantamount to contempt of central authority for which Hopson is strongly warned.” It further issued an “explanation call notice to the CHQ/Presidential office with immediate effect from the date of publication of this note.” “The regional authorities are further cautioned that, henceforth, stern disciplinary action shall be shall be initiated in the event of creating any obstacles or unnecessary interferences in the functioning of the central authority,” it added.

Suspected ULFA cadres apprehended near Saring MOkOkcHUNg, NOVEMBER 5 (MExN): Personnel of the 31 Assam Rifles today apprehended two suspected ULFA cadres during a search operation near Saring village, under Longchem Police Station under Mangkolemba Sub Division, Mokokchung district. The dead body of another suspected ULFA cadre was also recovered from the same location. Sources informed that the search operation was

conducted at 4:18pm on Wednesday. The apprehended individuals have been identified as one Babon Teka, s/o Sumuram V/o Khagabari district, Utalguri and one Preanjal Nath s/o Niren Nath v/o Jelehua istrict, Golaghat. The deceased was identified as one Prakesh Baruah. Sources further stated that the deceased was suspected to have been injured during the operation and succumbed to his injuries.

It was informed that arms and ammunition including one 303 Rifle, seven 303 ammo, one K- 10, three magazines with 100 RDS, one hundred and two cartridges and fourteen detonators were also recovered. One Rifleman of the 31 AR, identified as BB Singh, reportedly sustained an injury to his hand during the operation and was evacuated to Jorhat. It was further reported that some cadres escaped during the search operation.

Nagaland state Chief Minister, TR Zeliang today advocated that a comprehensive power policy is required to give direction for coordinated development of generation, transmission and distribution of power in the state. “Framing a power policy must be the concern of everyone, be it the technocrats, the planners or the policy makers,” he said and requested the department to initiate the process of framing a new state power policy at the earliest. Gracing the golden jubilee celebration of the Nagaland state Power Department here today, the Nagaland Chief Minister said that electricity is not only essential for lighting up homes but has also become the driving force in every aspect of people’s lives and the engine of growth for any developing economy. Consumption of electrical power is an indicator of progress in the agricultural, industrial and commercial sectors, and also of the well being of the people, he said. The CM added that no major economic activity can be sustained without adequate and reliable power supply. Informing that the transmission and distribution handling capacity of Nagaland state is about 110 MW, the CM added that in developed states, this quantum of power could easily be absorbed by a

The Naga people and the Nagaland State Government should not sleep over the issue of global warming, said Nagaland Minister for Roads & Bridges and Parliamentary Affairs, Kuzholuzo Nienu today. He was speaking as a chief guest at the opening of TechAura 2014, a festival hosted by the School of Engineering and Technology, Nagaland University. “No amount of human resource development will be enough is we have no place to live,” said Nienu. Quoting ‘scientist predictions,’ the Minister said that global warming could lead to the Bay of Bengal rising by almost 20 inches which could lead to the displacement of nearly 6 million people. “Where will they go?” Nienu then admitted that the State Government was being unable to tackle the “influx of a few lakh” people into Nagaland every year, and if even 3 million of the global warming-displaced people come to Nagaland (higher ground), “where will we go?” He stressed on the importance of preserving forests, flora and fauna, as well as the region’s biodiversity, so that the environment will be conducive for human beings to inhabit in the long run.

A bunch of third year Agriculture Engineering and Technology students explained a model they created of an Integrated Farming System—where a village is able to generate its economy from local produce as well as protect the environment. Their work is a part of the only technical festival in Nagaland called ‘TechAura,’ organized by the School of Engineering and Technology (SET), Nagaland University, at PWD Colony here. Into its 5th edition, with the motto of ‘Redefining the Future,’ the festival provides a platform to students who seek to also promote social cohesion through their technical, but green, models. “Sensing the need for furthering technical education and innovation in Nagaland, the TechAura concept was designed and implemented since 2010,” informed Convenor of the festival, Kanato H. Ayeh. The theme of ‘global warming’ this year is meant to steer students towards furthering technical knowledge with this in mind. Technology needs responsibility and ethics, as President of the SET students union, Vikipu Kiho, explained in his welcome address today. The festival is being held from November 5-8, with technical and non technical students participating in it from various schools in Nagaland. Redefining the future using technology, as Dean of the School, Prof. DP Chaturvedi said, needs this solidarity, as well as support from companies, the government, entrepreneurs etc. The SET

was established in 2007 for developing human resources in Nagaland State in the field of technology. While stressing on the need for engineering and other technical graduates to join Nagaland State administrative services, the guest of honour, Nungsanglemba Chang (member of NPSC, retd. NCS), however, was clear that “not everyone can get a job, but everyone can earn a livelihood.” This requires, he noted, devotion, hard work, discipline and willingness to serve society. Chang informed that candidates appearing for the Nagaland Public Service Commission (NPSC) examinations are mostly from private institutes these days. Irked by the attitude of young people towards Naga society, he said that instead of sitting idle after getting a degree, “go back to your villages and see what is happening there; this will redefine the future.” Chang lamented how even those who get

government jobs do not want to put in the hard work of working in the interior regions. At interviews, most state their preference to work in Dimapur and Kohima—“we have no respect for our people.” Today many doctors and engineers are coming back to work in India, he asserted, asking students to learn from this. “Political leadership has to do something about people not wanting to serve in rural areas,” he maintained. This is all the more important because corruption in Nagaland is not just economic and political, but systemic. It is easy, said Chang, for some people to earn thousands of lakhs here but for the majority, even getting Rs. 100 is a tough call. This is where the youth needs to step in and initiate change by creating innovative livelihood options. Perhaps the students participating in TechAura 2014 will keep this in mind over the next four days of the festival.

kOHIMA, NOVEMBER 5 (MExN): The Confederation of All Nagaland State Services Employees’ Association (CANSSEA) has submitted a representation to the Nagaland Chief Secretary urging for immediate action with respect to various issues affecting state government employees. The representation informed that that several State Service Associations such as the Nagaland Civil Services Association (NCSA), Nagaland Secretariat Service Association (NSSA), Nagaland Assembly Secretariat Service Association (NASSA), Nagaland Finance & Accounts Service Association (NF&ASA), Federation of Nagaland Engineering Services’ Association (FONSESA), Nagaland Civil Secretariat Grade IV Employees’ Association (NCSGEA) and the Directorate & District Stenographers Association (DDSAN) held a joint Co-ordination meeting on September 19 at the CANSSEA Conference Hall and resolved to entrust CANSSEA to pursue the concerned issues with the Nagaland government. The representation demanded that pending D/A & ADA for the State Government employees from January 1 to December 31 be released immediately. It said that the associations are “in support of the Nagaland Retirement from Pub-

lic Employment Second Amendment Act, 2009 and that the same be enforced for some more years in order to completely weed out age tempering by government employees.” With regard to the qualifying years of service for promotion in various categories of the state government departments, the representation informed that “O.M No.AR-3/Gen174/2007 (pt) dated May 18 2012, issued by the Government of Nagaland is defective.” It lamented that “only certain employees are benefited whereas many are denied promotion in-spite of available vacancies.” It urged the Nagaland government to revoke the said OM and relax the length of service in between two different grade post for promotion cases of state government employees in order to maintain parity. The representation further stated that the 6th ROP, which should have been affected from January 1, 2006 was not implemented on timebytheNagalandgovernment.ItinformedthatCANSSEA was compelled to intervene for implementation of the 6th ROP in 2010. Referring to the MoU dated June 29, 2010 (a copy of which was enclosed with the memo), it requested the government to ensure implementation of the 7th ROP at par and effective date & year of the Central Services Employees 7th ROP.
