The official said that subsequent inquiry and interrogation of the teacher revealed that he had either molested or raped 30 more girl students in the past three years in the same school. The victims are aged between 8 and 12 years and they did not report the abuse out of fear as the teacher had threatened them with dire consequences. nagaland cM harps on development and peace

wOKHA, NOVEMBER 7 (MExN): Nagaland state Chief Minister, TR Zeliang today used the celebration of the Tokhu Emong festival of the Kyong Nagas in Wokha as an opportunity to reiterate his rhetoric on why oil exploration will “benefit” Nagaland state. Speaking as the Chief Guest in Wokha town on Friday, the Nagaland CM also spoke on the need to settle the Assam-Nagaland border dispute amicably through “people to people” dialogue and mutual understanding as suggested by the Supreme Court of India. While claiming that oil exploration in Nagaland will “benefit the people and state as a whole,” the CM asserted that Nagaland “cannot continue to sustain and grow by solely depending on the Centre.” “Time has come for Naga people to explore all available resources to stand on its feet for growth and development,” the CM was quoted as saying. Reminding that Nagaland is the only state in India which has its own Petroleum and Natural Rules

and Regulations and where profit of oil exploration goes to the people, he urged the people to take advantage of the “freedom” given by Government of India. Border Issue: Assam opts for court settlement On the border issue, the Nagaland CM disclosed that the Supreme Court has set December 3, 2014 as the dateline for both Assam and Nagaland States to settle the dispute through mutual understanding between the two Governments and people at the border. He further informed of his meeting with the Assam Chief Minister Tarun Gogoi held recently in this relation, in which the Nagaland CM apprised Gogoi of his willingness to settle the issue amicably. However, he lamented that the Assam CM “has opted for a court settlement.” If the two states fail to settle the dispute before the expiry of the dateline set by SC, the CM informed that the issue will go back to the Court. “If we hand over the case to Court we don’t know when the settlement will come. It may take an-

other century again and unexpected situation will keep erupting anytime and people of the two states at the border will be the sole sufferer”, the CM stated. While applauding the Kachari Boro dancing troupe and Assamese dancing troupe of Friendship Forum of Golahgat and Wokha district who participated at the Tokhu

Emong celebration, the CM expressed confidence that exchange of cultural programmes will continue and help foster peaceful coexistence. Encourages strengthening customary practices The Nagaland CM further asserted that the DAN Government is committed to preserving Naga tra-

ditions and cultures. He called upon the Nagas to preserve their traditions and culture and hoped that festivals would strengthen customary practices, especially customary laws. With the passing of time Naga customary practices are gradually weakening because Nagas choose to go to High Court or Supreme Court without giving much

velopment, CL John, who was the guest of honour, said that without festivals no tribe, state or country is complete. He added that religion, culture and festivals are an integral part of all communities. Appreciating the dancing troupes from Assam for taking part in the Tokhu Emong celebration, CL John said that Nagas and Assamese have been friends since time immemorial and urged for strengthening of this bond. He further called upon people not to be swayed by “false rumors” regarding the government. He asserted that the present government was formed with “full understanding,” and that it would complete its full term. “Nagas like to talk only politics and waste their time without doing real works. So don’t believe all these rumour about the Government”, he said. The Tokhu Emong festival, termed as the festival of ‘Love and Forgiveness,’ is a post harvest festival. importance of our customary practices, the CM said. He further encouraged that “village culture and traditions should be encouraged and further strengthened.” Terming Wokha as a “blessed district,” the CM then lauded Pangti and its neighbouring villages for taking steps to preserve the Amur Falcon. He further announced 2 days restricted holiday from next year onwards for the Kyong community to celebrate Tokhu Emong. The Nagaland CM further stated that time has come for Nagas to “reflect the joy of all achievements in the festival and not a symbolic celebration of the past.” “In the past, Nagas celebrated festival only to share the joy of bountiful harvest of our fields, but today a time has come for us to share the joy of all our achievements which includes economic, social, intellectual and cultural growth during the festival”, he said.

‘Development and environment protection can go hand-in-hand’ NEw DElHI, NOVEMBER 7 (IANS): The global certification for Kerala’s Ashtamudi estuary for sustainable fishing shows that development and environment protection can go hand-in-hand, Environment Minister Prakash Javadekar said Friday. Ashtamudi estuary became the first fishery in the country to get the certification of the global body Marine Stewardship Council (MSC) for sustainable fishing. The certification is much valued due to increasing awareness of sustainable fishing, particularly in Europe. Javadekar told reporters here that the certification showcases to the world that development and environment protection can go hand-in-hand

and participatory approach at a local level in managing biodiversity is an important aspect of it. He added this achievement also gives scope to other fisheries in India to work towards MSC certification, which would enhance conservation and sustainability of the resource while providing greater economic returns. The MSC is an international non-profit organisation set up to help transform the seafood market to a sustainable basis. The MSC runs the only certification and eco-labelling programme for wild-capture fisheries. Ashtamudi short neck clam fishery is only the third fishery in Asia to have received the recognition.

NEw DElHI, NOVEMBER 7 (IANS): As crimes against people from the Northeast continue to rise, experts Friday stressed that having northeast cultural centres in cities will go a long way in sensitising people and removing ignorance about the area. “As part of the Bezbaruah committee recommendations, we had proposed having multi-faceted cultural centres for the northeast. These will help provide a centre of connection with the northeast and its rich culture,” said M.P. Bezbaruah, while taking part in a discussion during the northeast festival here. He added: “These will provide a common platform for the people of the northeast to showcase their handicrafts, culture and also help the people from other parts of the country to learn about them.” Robin Hibu, joint commissioner of police and

NE states should not beg for money, says Rijiju

NEw DElHI, NOVEMBER 7 (IANS): Minister of State for Home Affairs Kiren Rijiju Friday said the government was on the job to get the recommendations of the Bezbaruah Committee implemented. “The committee itself has said that its recommendation will take time when it comes to proper implementation. However, we are on the job and will make sure these are properly implemented by all state governments,” Rijiju said at the inaugural ceremony of four-day North East festival here. Stating that the NE states deserve better attention, Rijiju, however, sent out a strong message to the chief ministers of the states to not beg for money from the Centre. “The states should not beg for money but should perform. There is corruption at the political and bureaucratic level in the states so the chief ministers should try removing it,” he added. Rijiju also urged the people of the state to not give personal fights racial colour. nodal officer for the northeast community in Delhi added: “When there can be an Islamic Cultural Centre in the capital, why not have a northeast cultural centre? It is already a part of the recommendations and we have

to keep on raising the issue now with the government.” Experts also reiterated the need of having an antiracial discrimination law and integrating the culture of the northeast through syllabus and textbooks.

Myanmar commanders charged with war crimes

YANGON, NOVEMBER 7 (AP): Military activities carried out by Myanmar's powerful minister of home affairs when the country was under dictatorship could constitute war crimes, a new study charges, saying there is evidence that he and two other generals were responsible for the executions, torture and enslavement of civilians by troops during a large-scale offensive against ethnic rebels. Human rights researchers at Harvard Law School said in the report released Friday they spent three years collecting information about the government's 20052006 counterinsurgency efforts in Myanmar's Karen state along the country's eastern border. They said there was enough to justify the issuance of an International Criminal Court arrest warrants for Home Affairs Minister Ko Ko and his two high-ranking colleagues. The government responded by saying much of what happens during times of conflict is unavoidable and this is a time to look forward, not back. "We are

going through a democratic transition," said Nay Zin Latt, one of the president's political advisers and an ex-army officer. "Everyone should be encouraging the reform process rather than putting further obstacles along the way." The Harvard findings come at an especially sensitive time, as a civilian government — which is still dominated by

the military — that took power in 2011 grapples with a transition to full democracy after nearly five decades of military rule. Ko Ko is now in command of internal security, overseeing the police force. His two colleagues at the time, Brig. Gen. Khin Zaw Oo and Brig. Gen. Maung Maung Aye, have also been promoted to positions of

greater responsibility. "Ko Ko oversaw egregious rights violations in eastern Myanmar," Matthew Bugher, global justice fellow at Harvard Law School and a principal author of the report told The Associated Press. "His prominent position in Myanmar's Cabinet calls into question the government's commitment to reform." The investigation by the law school's International Human Rights Clinic covered offenses committed in Thandaung Township of Karen State. Charges include "the war crimes of attacking civilians, displacing civilians, destroying or seizing the enemy's property, pillage, murder, execution without due process, torture, and outrages upon personal dignity, and the crimes against humanity of forcible transfer of a population, murder, enslavement, torture, and other inhumane acts." Myanmar has been engaged in bitter armed conflict for more than six decades with armed ethnic minority groups seeking greater autonomy.
