Conmen collecting money in name of bank DIMAPUR, NOVEMBER 7 (MExN): The Nagaland State Co-Operative Bank Limited today issued a public notice informing that some miscreants are allegedly collecting money from the public in the name of the bank in the Chumukedima area. A notice issued by the Public Grievance Officer informed that the miscreants are collecting money by issuing forged receipt. The matter was brought to the notice of Branch Manager of Chumukedima Branch of the Bank on November 7, it informed. The notice further stated that an FIR was immediately lodged by the bank with Diphuphar Police Station and the matter is under investigation. It asked the public not to entertain such payment in the name of the bank, but to assist the police in apprehending the culprits. See advertisement on page 3
LDC condemns ‘murder attempt’

DIMAPUR, NOVEMBER 7 (MExN): The Lüruri Development Council (LDC) today accused one Major Lopong of the GPRN/NSCN for allegedly making a “murder attempt” on Shaphongtsü, President of the LDC on November 4. A press release from the LDC General Secretary alleged that prior to the incident; the council had banned the movement of vehicles/ trucks with pinewood from beyond the Tizu River. It however accused the Major of violating this directive and “forcefully” employing people to collect pinewood. When, as per the standing order, the LDC stopped the truck and unloaded the pinewood, it alleged that the Major threatened the council President and General Secretary. The LDC informed that the Major had threatened the two council office bearers over the phone several times before the November 4 incident. It demanded that the GPRN/NSCN leadership take strict disciplinary action against the Major within eleven days from the publication of this press release. Failure to do so, it cautioned, would compel the LDC not to cooperate with the GPRN/NSCN. “Till such a time the issue is settled peacefully, movement of either vehicle or people shall be strictly prohibited between Mimi and Laruri road,” it informed.

An alarming surge in the number of positive Dengue cases, enough to put Dimapur on high alert has been reported from the Sentinel Surveillance Site Lab, District Hospital, Dimapur. On Monday, the Sentinel Surveillance Site Lab confirmed 73 positive Dengue cases out of 439 samples tested since October till date. Twentyone (21) samples were confirmed positive on Monday while 52 cases were tested positive some days earlier. The samples include collection from different private hospitals in and around Dimapur. This significant rise in the numbers of positive cases of Dengue, which was only eight (8) as of October 17, 2016, is an indication that these are not sporadic cases and that the commercial hub should be put on high alert. Although there has been no fatality arising out of Dengue going by the “official” list of patients confirmed positive from the Sentinel Surveillance Site Lab, on Sunday, a woman patient from Marwaripatti succumbed to Dengue fever at Nikos Hospital & Research Centre. A doctor from the Hospital confirmed this. Dr Moa, District Programme Officer, NVBDCP, Dimapur when contacted said he was aware of the report but was yet to verify whether the patient was included in the list of positive cases confirmed by Site Lab. Of recent, reports of deaths with Dengue like symptoms, which include high-grade fever, sudden fatigue, vomiting and muscle and joint pains have been emerging from Dimapur. While it could not be con-

firmed whether the victims were suffering from the vector-borne disease, according to a doctor from a private hospital, there is high probability given the tendency of people to treat symptoms like fever or body ache as mild illness, take self-medication and only rush to the hospital when it becomes very serious. Dr Moa revealed that the most affected localities include Diphupar A area, 4th mile with 6-7 cases, Island colony with 3 cases, Khermahal area with 2 cases. This is not to say that other localities are safe. In fact, it has become widespread that positive Dengue cases have been confirmed from samples collected from Chumukedima, Burma Camp, Nagarjan, Railway Bazaar, Rio Colony, Sematilla, Signal Angami, PWD, Sub Jail, Eros Colony, Notun Basti and Nisato colony, Dr Moa in-
formed. As Dimapur continues to be besieged by growing garbage, nonexistent drainage and increase in stagnant water bodies in almost all the localities, this has led to increase in the densities of mosquito breeding places and therein the rise in the Dengue cases.
Is Govt taking enough antidengue control measures?
Recently, the Urban Vector Borne Disease Control Scheme (UVBDCS) Dimapur suggested anti-dengue control measures by requesting the public and colony councils to observe a dry day social work once in a week by draining all the water containers in order to control the densities of mosquitoes, which it stated, would bring down the cases of dengue.
Dr Moa said the UVBDCS have been frequently carrying out mosquito fogging and other control measures in the affected areas. However, a number of citizens felt that the department is not doing enough. “Simply offering advisories by the concerned department is not going to help control the spread of the victor-borne disease. The department needs to follow up with actions from their side- like frequent fogging of technical malathion, seeding of larvivorous fish to the affected areas etc,” a resident of Notun Bosti lamented. The same resident revealed how field staff from the malaria department came to their locality for mosquito fogging operation around two weeks back only to go back without performing the operation because there was no insecticide left. “After that they have not returned to resume the operation yet,” he said. Source from the department, on condition of anonymity, revealed that the predicament lies in the fogging machines which are “very old” prone to frequent break down, lack of trained technicians to operate the fogging machines, even though there is plenty of manpower. “The department is apparently not giving due importance. Besides the lack of equipments or trained technicians, there is also lack of adequate funds to carry out systematic operations to control the outbreak of mosquitoes,” the source pointed out. Meanwhile, Dr Moa said the recent fall in the temperature with change in the weather condition in the last few days might bring down the cases of Dengue since mosquitoes are not active in cold temperature.

AGE GROUP & SEX AFFECTED: • All age groups & both sex are affected. • Deaths occur more in children. BREEDING PLACES: • Water storage containers like desert coolers, water storage containers, tyres, overhead tanks, drums, jar, buckets, flower vases, plant saucers, tanks, bottles, tin, roof gutters, refrigerator drip pans, cement blocks, cemetery urns, bamboo stumps, tree holes and many more places where rain water collects or is stored. • Eggs of mosquito can live without water for more than 1year. PREVENTIVE & CONTROL MEASURES: • All water storage containers should be covered. • Remove disposable, unused materials lying like old tyres, broken pots, crockery etc. • Dry water storage utensils, water coolers, vases, vessels, fridge trays at least once a week. • Fill up unwanted water collection sites. • Put insecticides, petrol, k. oil, in coolers, containers etc once a week. • Introduce Larvivorous fish in stagnant water bodies, contact Asstt. PERSONAL PROTECTION MEASURES: • Wear clothes that cover the whole body in day time. • Use appropriate wire mesh in doors and windows of the house. • Ensure that at least pregnant women and children sleep under mosquito net during day time. • Insecticide treated mosquito nets are more effective. • Use mosquito repellent lotion, creams etc.
nscn (K) cautions against 42% teachers yet to be trained in Nagaland of schools run ‘anti national activities’ 15% by a single teacher
DIMAPUR, NOVEMBER 7 (MExN): The NSCN (K) today issued a statement alleging that the “anti-national activities” of two of its former cadres acting with the “active patronage” of a GPRN/NSCN Kilonser “has led to arrests, torture and consequent imprisonment” of several NSCN (K) cadres “since the duo’s fake arrest/pre-arranged surrender to Indian Army several months back.” It further accused the Kilonser of being a “facilitator between the renegade cadres and Indian Security agencies.” A press statement from the MIP of the NSCN (K) identified the duo as one Kughato Chishi and Sgt. Vikuto Zhimo, while naming the GPRN/NSCN Kilonser as one Hokato Vusshe. It accused the duo of “running an extortion racket using NSCN/GPRN credentials at every possible opportunity” and alleged that the Kilonser “issues threatening counter extortion demands alleging the victim’s nexus with NSCN/GPRN.” The NSCN (K) stated that it would “in due course of time exact befitting action to the extent of capital punishment shall be arbitrarily imposed without trial since the evidences against the three is well established and beyond doubt and their treacherous activities has caused irreparable mental and physical impairment on several committed national workers.” Stating that several innocent citizens and State Government officials are being “harassed constantly and blackmailed on fake unsubstantiated charges,” the NSCN (K) said that “this nastiest form of treason against the Naga Sovereign struggle at these challenging times by the traitor trio shall be duly recorded for posterity to judge.”
The NSCN (K) claimed that Hokato Vusshe was “dishonourably stripped of Kilonser status and removed from Chaplee Ministry on massive corruption charges to the tune of crores of rupees and conspiracy to assassinate senior Naga Army officer.” After this, it said that he “defected” to the GPRN/NSCN in 2013 “with several Crores of rupees worth of NSCN/GPRN properties along with Kughato and Vikuto; whereas the latter two returned to NSCN/GPRN fold and continued covert sabotage activities against us...” It further accused the Kilonser of being involved in a coordinated campaign with Indian Security Forces to “buy off NSCN cadres.” “As a result, several gullible cadres were offered cash and made to defect to Khehoi Camp which included Town Commander, Zunheboto Maj. Akito, Chairman, Sumi Region and several middle and lower ranking cadres,” it said. The NSCN (K) stated it would not remain a silent spectator but be compelled to adopt “necessary measures to once and for all stop this source of anti-Naga breeding openly.” It further issued a final caution to a former Naga Army cadre, Lt. Akahoto alias Hekato, who was recently released from Central Jail, Dimapur to “immediately cease impersonating Naga Army Officer and also desist from seeking financial services from various offices, contractors and suppliers in and around Dimapur and Kohima using the credential of Col. Isak Sumi, which was never issued to him at any point of time.” “No further warning shall be issued,” it stated and “directed” the former cadre to “leave Kohima and Dimapur Districts effectively from the date of publication of this note.”

ently, there are 24,000 teachers in the state. The Minister said ‘Right to Education’ has brought about a lot of improvement in infrastructure, opening of new schools and also up-gradation of schools across the country. He however conceded that it has certain negative aspect as well. He regretted that when it comes to addressing quality education, it appears to have failed. The Minister also pointed to the huge drop-out rate at the primary level, further adding that enrolment in government schools has come down. “We cannot afford to continue this trend,” he said adding that time has come to take a positive step. He also stated that despite huge increase in the number of
teachers, there are cases where there is only a single teacher in some schools. 15% of schools, he informed have single teachers. The Minister revealed that there are 172 such primary and middle schools in the state. He further stated that there are more schools than actually required, and pointed to this as having a negative impact on the education system. Yitachu stated that the nondetention policy has also adversely affected the education system. He said teachers must take things in the right perspective. The Minister expressed hope that the seminar would come out with a concrete resolution to enable the decision making body to feature the same in its action plan.

A two day ICSSR sponsored National seminar on the theme “Quality teacher education: Issues and challenges of two year B. Ed programme” under the aegis of the department of Teacher Education and School of Humanities & Education, Nagaland University got underway here at Nagaland University Kohima Campus, Meriema. Gracing the seminar as the chief guest, Minister for School Education & SCERT Yitachu wanted to see sincerity and commitment of the teachers to bring positive change in the society. He also wished to see proper system put into place to bring quality education in the state. Seminar convenor Dr.
M. Rajendra Nath Babu said the objective of the seminar is to create awareness on innovative teaching strategies and skills for sustenance of quality in B. Ed programme, to develop the relationship between the theory and practices in teacher education, to integrate ICT in teacher education and to know the issues and challenges of teacher education. He said for this seminar, it has received huge response from all over India. It got more than 125 abstract and full papers. After reviewing publication committee accepted 105 papers from presentation and publication both. Number of papers included; Nagaland- 25, Andhra Pradesh- 31. NCC Girl cadet annual training camp concludes
kohIMa, noveMber 7 (Mexn): Around 531 NCC Girl cadets of 1 Naga Girls Bn successfully underwent annual training camp at St Joseph College, Jakhama from October 26 to November 4. The aim of the camp was to specifically train the cadets and select from them a contingent of 15 Senior Wing Girl cadets and 10 Junior Wing girl cadets for the RDC contingent. Brig MS Nikam, Group Commander of NCC in Nagaland commended the “josh” displayed by the cadets who participated in the
camp from different institutes across the 11 districts of Nagaland. He congratulated the Associate NCC Officers who are trained teachers for accompanying the cadets from various institutes in their role in the quality of training being imparted. Their role was critical in enhancing the interest amongst the cadets thus making this the second NCC camp for Girl cadets which was oversubscribed in the current training year. To hone the competitive spirit of the youth, the camp organized profes-
sional competitions to include firing at the range at Military Station Jakhama as well as drill competitions. The cadets also underwent their certificate exams during the conduct of the camp besides covering NCC subjects. Brig MS Nikam also expressed his sincere thanks to Brig Cheema the Commander of the Military station for his whole hearted support in providing the firing ranges for the cadets and also organising a Career guidance seminar for the Cadets which
was taken by him personally despite his other commitments. The Jakhama Military Garrison also organised a weapon display By Col Sarkar the Commanding officer of an elite Parachute Regiment. The cadets were also treated to refreshments during each visit to the Military station. presence was very heartening for the cadets who participated in the camp. Mokokchung, no veMber 7 (DIPr): The monthly meeting of Mokokchung District Planning and Development Board was held on November 7 at the Conference Hall of ADC Planning, Mokokchung. DC and Vice-chairman DPDB Mokokchung, Sushil Kumar Patel IAS, who chaired the meeting asked the District Disaster Management Agency (DDMA) members to be vigilant and keep their mobiles on since the district has been experiencing incessant cyclonic rain for a couple of days. Taking a note on the response made by DDMA and DPDB members on 1st May 2016 disaster in Mokokchung district, DC also appealed the members to be alert and active and to inform him immediately

DC also asked the officials of National Highways and Roads & Bridges Departments to update on the road condition in the district and urged them to keep the vehicular movement undisturbed by maintaining the roads. Wokha, noveMber 7 (Mexn): A workshop programme was organised by Wokha District Legal Services Authority (WDLSA) with the Wokha Police Department at the SP office, conference hall. The programme was coordinated by officials of WDLSA led by WV Patton, Secretary of WDLSA and Civil Judge (Jr.) along with the Panel lawyers and Assistant Public Prosecutor and ex-officio member of WDLSA. The programme commenced with introductory remark from the chairperson. This was followed by a keynote address from WV Patton, Secretary of WDLSA on the purpose of the programme which was to sensitize police personnel on their role and responsibilities in implementing judicial directions and proceeding, creating a sense of responsibility amongst them. Patton also highlighted the Nagaland Victim Compensation Scheme, 2012 framed by the State Government for grant of relief to victims of Crimes. The fifth edition of Young Leaders Connect (YLC) was successfully held at Itanagar from October 27 to 29, 2016. YLC is a landmark initiative of YouthNet, a Nagaland based non-profit organization launched in 2011 in Kohima. YLC is an annual conclave where young leaders and achievers from diverse fields like business, politics, academia etc come together, put their heads and hearts together to plan where they would like to see India vis-à-vis northeast in the future, plan a road map and strategize and make interventions at the grassroots and policy level. The 5th edition of YLC had ‘Start-Up North East, Stand-Up North East’ as its theme to inspire and mentor young entrepreneurs of the Northeast. The successful conclave was marked by the presence of some of the most influential names across the country and hordes of budding entrepreneurs from the region. Union Minister of State for Skill Development and Entrepreneurship, Rajiv Pratap Rudy, who was the chief guest said, “In the past six decades in this country, we have put too much weightage to education. So, we will get a Professor of Botany or Professor of Chemistry in India, but not a Professor of Carpentry or Professor of Plumbing. However, in many countries, skill development is given immense weightage. In Thailand, you will
get a Professor of Welding. We have created a huge manpower of unemployable people, thanks to our short sighted education system. Now, we need to change that. If we can provide a 12 week skill development training with 12 years of school education to every student, nobody can stop them from getting jobs ever.” Outlining the significances of skill development and entrepreneurship, the Union Minister of State exhorted that skill development ensures better avenue and guaranteed self-employment to the people. Many skilled people are deprived of employment on the ground of language, he said underscoring the need to tackle the issue. Rudy stated that the Central Government is already looking at Northeast as a potential hub of skilled manpower and in the coming days, steps will be taken to harness these resources to their optimum potential. Arunachal Pradesh Chief Minister Pema Khandu, who amicably played the role of the chief host, admitted that it was a great opportunity for his State to host the conclave. Speaking about the unemployment scenario in his State, “There is a large number of unemployed youths in my State. However, it is not possible for me to accommodate all of them in the government sector. So, herein lies the importance

However, we lack skilled manpower.” Union Minister of State for Home Affairs, Kiren Rijiju, who himself hails from Arunachal Pradesh has been associated with YLC since its inception. He said that it is a defining moment in the history of Arunachal Pradesh to host this event. “I believe that entrepreneurs have to take our country forward. Many people complain that the Northeast is very far from mainstream India. However, for me, every place in India is mainstream. Before independence, Northeast India was the most prosperous region in the country. God has been kind to this region. However, sometimes abundance of resources makes people lazy. In States like Arunachal Pradesh, where population density is 14 people per sq km, there should not be any unemployment. The Central Government will definitely help the region but before that, all the Northeastern States have to unite themselves for the sake of the greater good of the region.” Iconic Indian footballer and chair of YLC, Bhaichung Bhutia in his opening remark urged the government to “create an eco-system for entrepreneurship
to succeed.” He said on a lighter note that YLC is the only event which not only brings Congress and BJP leaders on the same platform but also gets them to agree on a topic. Member of Parliament Meghalaya and co-chair YLC-5 Conrad Sangma stated that YLC wants people of the region to inherit entrepreneurship. Sangma, who is an entrepreneur himself, said, “I believe entrepreneurship is all about risk taking, starting early and building a culture. In Northeast, people tend to start very late. One can afford to take risks at a young age. In developed countries, entrepreneurs start at the age of 18 years. Starting early makes a huge difference.” Closing remark was given by Nagaland Legislator Mmhonlumo Kikon, co-chair YLC-5 and welcome address was given by YouthNet Founder Hekani Jakhalu. The day was started with a session on ‘Challenges and opportunities of entrepreneurship and skill building in the Northeast’ which was moderated by Karma Paljor, Business Editor of CNN IBN. The speaker in this session were Dr. Sapna Poti, Head, Northeast NSDC, Ministry of Skill Development and Entrepreneurship, Sriparna Baruah, Head, Centre for Industrial Extension & Consultancy, Indian Institute of Entrepreneurship, Arindam Hazarika, Co-
founder, Arohan Foods and Bhairavi Jani, Executive Director of SCA Group and Founder IEF Foundation. Paljor said, “Our main focus is to help the youth achieve better and make them realize their potential. We have the talent, but do not receive the right opportunities and right exposure. What we aim to do is inspire the next generation to achieve more.” While Hazarika spoke about having a common language for business in the entire region, Bhairavi Jani emphasized on creating a conducive eco-system for the region. The second session was on the theme ‘Entrepreneurship-Education and Innovation’ and chaired by Ben Imchen IIT (D) & CEO, Elysium Tech Nagaland. The speakers in this session were Natalia West, Associate Professor, IIM Shillong, Rahul Mirchandani, Executive Director of Aries Agro Pvt Ltd, Dr S K M Prasanna, Dean, Management, IIT-Guwahati and Mark Laitflang Stone, MD, Group Avenues, Meghalaya. UK says 600 million pounds of masala bonds to be listed in London New Delhi, November 7 (reuters): Four rupee-denominated bonds worth a total of 600 million pounds ($748 million) are expected to be listed in London in the next 3 months, the British government said on Monday, as PM Theresa May began a 2-day visit to India. The latest four bonds will provide financing to expand India’s highway and rail networks and meet its plans to boost energy efficiency and renewable energy, the government said. They will be issued by Indian government-backed corporates Indian Railway Finance Corporation, Indian Renewable Energy Development Agency, Energy Efficiency Services Limited, and National Highways Authority of India by the end of January 2017. May has said she wants to use the trip India, her first bilateral visit to a non-European Union country since taking office in July, to boost ties between the countries and pave the way for a post-Brexit trade deal. The government said that since July, more than 900 million pounds of so-called masala bonds have been issued in London, equivalent of more than 70% of the global offshore market. Masala bonds, unveiled in 2015, are an opportunity for Indian firms to raise money, while giving international investors access to higher yields in a zero-yield world.

A press release from the Director for Art and Culture informed that the event is also intended to explore the possibilities of forming an Art Consortium of interested artists and art enthu-

Stating that Lopong is now a threat to Lüruri (the people of Sütsü and Laruri villages), LSU further claimed that “taking advantage of possessing arms in the name of nation/national worker, he is prowling around and threatening the innocent public in his own self style.” LSU further said that on October 13, one truck had “illegally loaded” smuggled pinewood from the “encroached area” of Lüruri and was therefore made to unload at Sütsü local ground. The release stated that the pinewood was smuggled by Züng-
küm, who was asked to appear in the office of the LDC. “Whereupon, ‘Maj’ Lopong, out of nowhere interfered and claimed that the pinewood belongs to him which we noticed his claim to be fishy and that it could jeopardize the peaceful co-existence between the Lüruri and Mimi villages.” Hence, the LDC refused to hand over the seized item to Maj. Lopong. Meanwhile, L opong claimed over phone that he purchased the pinewood from Züngküm and made threatening statements to the LDC office bearers, the release alleged. On October 13, according to the release, Lopong
called Shaphongtsü, president, and R.K. Thexiri, general secretary of LDC and threatened them to take their lives. “On October 23 and 27, ‘Maj’ Lopong threatened to come and kill the two leaders within a couple of days. He also stated over the phone to the President LDC that he had come to Sütsü with the intention of fulfilling his threat to R.K. Thexiri…Life threatening statement was again made on November 1,” the release claimed. “On October 29 and November 1, he remarked that he will bomb and destroy the Tiho (Tizü) river bridge which connects Phek and Kiphire districts.”
Lopong also threatened that no truck with pinewood be allowed to cross the Tiho (Tizu) bridge, LSU added. It stated that Lopong has been making dangerous statements continuously. In light of the above, Lüruri Students’ Union has called upon all the right thinking Nagas to condemn such action of the cadre and at the same time urged upon the authorities concerned of the State government and the NPG he is affiliated to, to take immediate action against Lopong at the earliest to enable peace and cordial relationship to prevail between Lüruri and Mimi villagers.

The Traveler
T
his is the story of the traveler. It is adapted from the one narrated by Deanna Zantingh during a panel discussion “On Being Good Neighbors” in Winnipeg, Canada. One day, a traveler was walking down the road besides his ancestral land. Suddenly, the traveler’s journey is interrupted when he is robbed, stripped naked, left half dead and the ancestral land taken away. • After some time a government official comes along, and on seeing the situation throws some money at the traveler, passes by on the other side of the road without actually offering to help, and continues without looking back. • A Preacher comes by, and on seeing the traveler says a prayer, but leaves the person there on the road and continues walking. • Some NGO workers happen to be passing by, and when seeing the badly injured naked traveler, express their concern about the situation. But, since they are too busy to offer any real help they tell the traveler that they will report the incident by publishing a statement of condemnation in the newspaper, and they move on. • Later a development worker comes by, and on seeing the traveler tries to paint the face white, but gives up and leaves only after extracting a bag of natural resources from the indigenous person’s land. • And then, a corporate worker comes and seeing that the traveler is already down and out, takes further advantage of the opportunity. The corporate worker floods the traveler’s fields destroying the traditional food sources, extracts more natural resources and claims the largest and most productive piece of land for the corporation. Eventually, the worker leaves on the other side of the road with his pockets lined with money. • Later that day, a young person comes along and is moved with empathy for the traveler. The young person treats the traveler’s wounds, takes him home until the person heals, and becomes whole again. Then the young person’s relationship with the traveler grows and gets to learn about how the traveler’s life was interrupted by the robbery and beating, how his land and natural mineral resources were confiscated, and his identity hijacked. They become friends, partners in restoring wholeness as they pursue justice and peace together. Can you identify with Deanna’s story, its meaning and the dilemmas it poses? Are we like the Government that reacts with short term measures, are we like the development worker that tries to cover up the problem with paint, or are we like the corporate worker that takes advantage to further exploit the situation? Or, are we like the young person that forms relationships with the people by building understanding while walking in solidarity and learning with them? It is through the process of addressing the issues together – step by step – which creates a far more productive, relevant and open space for open dialogue. In a broken and fragmented society where people don’t know each other and are suspicious and too afraid to reach out and help each other, where do we begin? In other words, it is persuading us to liberate the self, to confront the structures of domination using a holistic multicultural approach with a bottom-up pedagogy in the context of right relationships, mutual respect and shared responsibilities. This includes getting to know our neighbors and deconstructing the structures of violence. It is about enabling a dialogue of civilizations and consciously creating inclusive systems that uphold the relational web of interdependence. It is by inter-weaving these many different strands that the values of humanization are expressed. Our search for justice and peace absolutely depends on how we engage these dilemmas with mutual respect and integrity. In order to create peaceful and inclusive societies in which everyone benefits we need to know each other. We need to ask what kind of relations we are cultivating. Are we building relationships of dependency, relationships of domination, fear, and injustice? Or are we building relations that nurture and cultivate right relationships based on dignity and respect, which are the foundation for holistic sustainable development and transformation that are essential for a society to peacefully coexist. Knowing our stories helps us know ourselves and each other. There is power in knowing who you are, and in knowing each other in mutual respect that actually strengthens our ability to uphold fundamental human rights, and the equal rights of men and women that increase the likelihood for future generations to live peaceably as the propensity for violent conflict and war are systematically reduced. Clearly the honoring and upholding a people’s right has and continues to be the focus of human history. The question remains as to whether or not we have the collective will and the prophetic imagination to pursue this revolutionary necessity of our times that is required for us to chart our own destinies in pursuit of a holistic, sustainable and dignified co-existence.

Through my fourteen years in our educational system, I've studied in three types of schools: private schools, public schools and pioneer schools (a school for "good students"). So I developed a few ideas about education and I want to share them with you. The world is changing every single day, yet we fail to adapt our education system to these massive changes. We expect our kids to be creative and to think outside the box, yet we imprison them in school buildings and order them to obey and memorise different school curriculums. We tell them to follow their dreams and fight for them, yet in schools we keep them away from things they love. "Don't do arts! You'll never be an artist anyway!" We let grades define their intelligence and the consequences of that are that many highly talented kids think they're not. We have to revolutionise our education. First, as a basic rule, education must be available to all kids in our planet. All chances must be equal. Schools must teach them more about life, and how to connect with people. It must drive their passion and fuel their creativity. We need education to give equal weight to the arts, humanities, social studies - and not just technical subjects. I've always believed that, through education, we can make this world a better place for us and for our children. Therefore I am super motivated to join you to talk about education and democracy at the World Forum for Democracy. How will Guterres tackle the UN’s gender problem? Can António Guterres make good on his promises to advance gender equality as UN Secretary-General, or will “politics trump gender” once again in an organization established to stand for all the world’s people?
T
hroughout the Secretary-General selection process, António Guterres publically committed to achieving a gender-balanced United Nations. “The UN must be at the forefront of the global movement towards gender equality,” he wrote in his vision statement dated February 2016, “Given that previous commitments to gender parity were not fulfilled, the SG should present and implement a road map for gender parity.” The occasion of Guterres’s appointment on 13 October 2016, served as yet another visible reminder of just how far the United Nations needs to come. Despite remarks by both the General Assembly President, Peter Thomson, and current Secretary-General Ban Kimoon on women’s empowerment and their historic role in this year’s selection process, only one woman crossed the stage to welcome Guterres to his new position. However, the UN’s only woman Permanent Representative serving on the current Security Council – US Ambassador, Samantha Power – took the opportunity to deliver a hopeful message, “[W]hile being a woman is not among Mr. Guterres’s many qualifications, he has pledged gender parity at all levels of the United Nations, with clear benchmarks and timeframes.” As the work of his transition team gets well under way expectations are high for Guterres to make good on his pledges. UN Women’s former Chief Advisor on Peace and Security, Anne-Marie Goetz told openDemocracy, “Mr. Guterres has been careful to mention gender issues in recent public statements. But now is the time to send a convincing message about his intentions, a confidence-building indication of the steps he will take to strengthen the UN's flagging work on gender equality and to build women's leadership.” The UN has an obvious and complex gender problem – and it’s up to Guterres to provide clear indication that he will move the United Nations in the right direction. And quickly. The United Nations was founded seventy-one years ago. Since then, 28 women have chaired one of the UN’s six main committees (compared to 424 men); 3 women have served as General-Assembly President (compared to 68 men); and zero have ever held the position of Secretary-General. Recent revelations about the organization’s failures to empower women within its senior staff show that the roots of gender bias run deep. Moreover, the UN’s selection last month of comic-book character Wonder Woman as its first honorary ambassador for women and girls’ empowerment is a graphic reminder of the UN’s failure to take gender issues seriously. Pro-
tests by UN staff erupted immediately. One of the protest organizers who spoke to openDemocracy on the basis of anonymity explained,“[F]or something that is this important, you need a woman or a man who can speak, who can travel, who can champion these rights.” “If you’re looking for a woman with long black hair, toned arms, […] great legs- pick Michelle Obama,” she exclaimed. “She’s out of a job on the first of January – and she kicks ass!” For another protestor, Cass DuRant, what Wonder Woman stands for goes completely against the core values of the UN, “She is a warrior and those are male values. The UN is not about going in and fighting to resolve issues, it is about talking and compromising and agreeing, so on every imaginable level we think she is a poor choice.” The nearly 30,000 people who have signed the online petition, started by U.N. staffers, agree. The petition reads, "The message the United Nations is sending to the world with this appointment is extremely disappointing." Wonder Woman’s appointment is a reminder that in an organization that has made gender equality a stated “top priority,” today, women make up just twenty percent of Permanent Representatives, twenty-one percent of Senior Managers, six percent of military experts, and three percent of military troops. It could not be more obvious— from reports of sexual violence by UN Peacekeepers, to the persistent gender imbalance in the UN’s senior management, and now the seemingly tone-deaf appointment of Wonder Woman—that the United Nations desperately needs an overhaul in its attitudes about women. That task will fall to António Guterres. The work Guterres has performed in the areas of gender parity and women’s empowerment both as a politician in Portugal and as an official in the UN is well recognized. But while he has a laudable feminist record, there are aspects to his career that give gender equality advocates pause. Even before becoming Portugal’s Prime Minister in 1995, Guterres was committed to gender equality. In an email to openDemocracy earlier this fall, Guterres reflected on his early exposure to gender issues, “I became aware of these issues as a teenager doing volunteer work in poor neighborhoods of Lisbon. I witnessed the extra burden that weighed upon women living under precarious conditions, doing menial jobs and still carrying the responsibility for keeping extended families, often on their own. I wanted to help change this and other harsh realities in my country. That is why I went into politics—to effect change.”
As leader of Portugal’s Socialist Party he enacted a quota system to impose a minimum threshold of representation of women in party offices. The thirty percent quota was far from parity but still quite impressive almost two decades ago in a country that had only recently transitioned to democracy. Such change did not come easily. In the email exchange, Guterres noted, “Reactions … ranged from harshly opposed to mildly indifferent. We had to go the extra mile to convince people that this was important and this was the right way to go.” At the same time, however, Guterres publicly opposed a referendum on Portugal’s strict law against abortion, instead favoring a law that mandated jail time for Portuguese women who performed the procedure. According to the New York Times, while a majority of the Socialist Party favored the move to reform abortion laws, Guterres opposed it based on his Catholic faith. While his stance on abortion may call into question his stance on gender equality, Guterres’s commitment to women’s empowerment did not waiver when he became the UN’s tenth High Commissioner for Refugees in 2005. During his tenure, he worked to shift UNHCR’s focus from perceiving refugee women and girls as vulnerable victims, to promoting their empowerment. The successes of Guterres’s programs during this time abound. In Pakistan, UNHCR arranged for mass information campaigns to ensure women are aware of individual registration to guarantee their security, access to essential services, and political rights. In Liberia, guidelines on refugee election procedures now ensure that fifty percent of the camp leadership is women. To advance gender equality in food security in Afghanistan, women are now prioritized for food distribution. And in Jordan, separate pick-up areas and times for food distribution are designated for women. Not only did Guterres work to advance a different narrative about women and girls on the ground, but he also worked to achieve gender parity at all levels of institutional leadership. When Guterres came into office in 2005, women made up not even thirty percent of the UNHCR’s senior positions. According to UNHCR records, gender parity was fully met within his Senior Management Committee by the end of his tenure—with ten women and ten men—and rose to forty-two percent among all senior leadership positions. “If I had to choose just one measure during my years at UNHCR that really had an impact and triggered substantive change I would say parity at the Senior Management Committee,” said Guterres in an email to openDemocracy. He does regret however, that during
his tenure the proportion of women among junior levels staff appeared to drop. Now, Guterres has committed to achieving full gender parity in the United Nations. In an interview with openDemocracy in early September, he provided more detail, saying he would start with the UN’s most senior levels—a tactic he believes will have the greatest and swiftest impact. But some gender-parity advocates worry that these rhetorical commitments are empty, and that promises of a feminist agenda from a male Secretary-General may not amount to much. In a recent interview with openDemocracy, Shazia Rafi, UN Expert and former Secretary-General of Parliamentarians for Global Action, said, “[Men] have had their chance for seventy years, they have not created a more equal or peaceful world, they have not kept their commitments on gender equality made over twenty years ago at the Beijing Conference 1995; I was there, I helped write the words. There is no reason to believe the men will do so now.” After the appointment of Mr. Guterres, Rafi says her views have not changed per se. “But, I am open to them doing something completely different from the pattern of the last 70 years,” she wrote in an email on 3 November. The UN has committed itself to fifty-fifty gender parity in top senior managerial posts since February 1996. The closest it ever got in those twenty years was twenty-four percent in 2012. In fact, if the current trend continues, the UN will favor men in its senior positions for the next 110 years. The UN’s gender problem is much more than just staffing issues. Gender equality activist groups such as the United Nations Feminist Network, and the International Center for Research on Women, have outlined clear, concrete proposals for the next SG. These feminist agendas include targets from achieving gender parity to preventing and addressing sexual harassment, and even repurposing the UN’s Commission on the Status of Women. Changes in staffing, however, can be delivered almost immediately. On the occasion of the appointment of a new Secretary-General, all high-level employees submit letters of resignation. This gives Guterres the chance to take bold action toward parity. If Guterres appoints a gender-equal Senior Management Group—just as Canada’s Justin Trudeau appointed a gender-equal Cabinet upon taking office in 2015—the move would be a brave step forward toward a genderequal UN. He might next consider sending seventy-five-year-old Wonder Woman back into retirement.
Falling Asian elephant numbers may impact forest biodiversity sahana Ghosh

eclining numbers of endangered Asian elephants, which play a key role in seed dispersal and maintain the diversity of forest ecosystems, may have negative, longterm consequences for sustenance of certain tree species, researchers warn. These mega-gardeners eat the plant's fruit and defecate the seeds, often far away from the parent plant, and contribute to forest biodiversity. Some trees in Africa seem to exclusively rely on elephants for the dispersal of their seeds. But much less is known about the role of Asian elephants (Elephas maximus) for seed dispersal of trees in Asia, a team of international researchers has pointed out. So, the researchers studied the capabilities of Asian elephants to boost dispersal and seed germination for an evergreen tree species, known as elephant apple (Dillenia indica), which is commonly found throughout South and Southeast Asia. "While we still know relatively little about elephant seed dispersal in Asia it is clear that elephants hold key functions in forest ecosystems. They can help maintain plant diversity and a further decline or local loss of elephants and other large herbivores would likely lead to simpler plant communities and could further trigger negative cascading effects for overall system function-
ing," Franziska K. Harich, of the Department of Agroecology in the Tropics and Subtropics, University of Hohenheim, Germany, told IANS in an email interaction. In addition to University of Hohenheim, the study involved researchers from International College for Sustainability Studies, Srinakharinwirot University, Thailand, and Conservation Ecology Program, King Mongkut's University of Technology, Thailand. They examined whether planting seeds with elephant dung makes a difference to their germination and also mapped the link between the duration the seed stays inside the pachyderm's digestive tract and the seed growth rate and time when planted. Both African and Asian elephants could potentially disperse seeds over distances as large as 54 to 57 km. "We used six captive elephants from the Golden Triangle Asian Elephant Foundation in northern Thailand for our feeding experiments and offered them as many ripe D. indica fruits as they wanted to eat. We then monitored the elephants and collected all their dung from which we retrieved the seeds," explained Harich. In total, 1,200 seeds were planted and germination was monitored for six months to see if seeds eaten by elephants had a higher and faster germina-
tion rate than those acquired from fresh fruit that was not eaten by elephants. "Our results show that D. indica does not solely depend on but seems to benefit from being eaten by elephants as ingested seeds were significantly more likely to germinate and to do so earlier than non-ingested seeds. "Seeds with the longest gut passage time (those that stayed within the elephant gut for the longest duration) and, therefore, the largest potential dispersal distance had the highest germination success," Harich said, adding the declining numbers of these megafaunal seed dispersers might, therefore, have "long-term negative consequences for the recruitment and dispersal dynamics of populations of certain tree species". The study underscores the importance of stringent protective measures for the pachyderms, whose habitats have shrunk by 95 percent and population declined by at least 90 per cent over the last century. Less than 50,000 Asian elephants, according to the International Union for the Conservation of Nature (IUCN), roam the forests of Bangladesh, Bhutan, India, Nepal, and Sri Lanka in South Asia and Cambodia, China, Indonesia (Kalimantan and Sumatra), Lao PDR, Malaysia, Myanmar, Thailand, and Vietnam in Southeast Asia.

In times of climate change, a large dispersal area might become increasingly important as it might help in buffering potential population losses due to adverse environmental conditions, the study notes. Harich said that to fulfil their ecological role, the animals need sufficient space to roam. Apart from habitat loss and fragmentation, conflicts between humans and elephants are another major concern for conservation efforts. "India is in the fortunate position to harbour the largest population of wild elephants in Asia that likely accounts for more than 50 per cent of the remaining animals of this species. "Only if we can maintain viable elephant populations within large enough natural areas will the animals be able to continue fulfilling their important ecological roles in forests, for example as longdistance seed dispersers," Harich said. According to wildlife biologist Varun Goswami of the Wildlife Conservation Society (WCS), the Asian elephant has been described in the past as "Mega-gardener of the Forest" because of the critical role it plays in the ecosystem as a seed disperser. "Dillenia indica is a key species that elephants feed on in India as well, and this study makes a valuable contribution in demonstrating through experiments how the ingestion of the plant seeds by Asian elephants significantly improves their germination success," Goswami told IANS.

Who Gains from Colombia’s Vote for Permanent War? moting an alternative peace. As a 32-year old NO voter quoted in the New York Times put it, “If ‘no’ wins, we won’t have peace, but at least we won’t give the country away to the guerrillas.” His statement reflects the patriarchal logic that has started and perpetuated wars since time immemorial — the only good enemy is a dead enemy, and if I don’t win, nobody wins. At least some NO voters and many of the leaders are betting on continuing war until they gain by force their entire military and political agenda — a prospect that, given the war’s longevity to date could easily be another half century. Or never.
Pretending that everyone wants peace in Colombia ignores the long-term effects of militarism — and the fact that the war benefits many powerful interests, including in Washington Laura Carlsen

n early October, the Colombian people voted NO to peace. Or to be exact, 50.2 percent of 37 percent of the eligible population voted no. In the referendum held on October 2, the majority of voters decided to scuttle the agreement between the government and FARC rebels, which had been reached after four years of peace talks dedicated to ending 52 years of bloodshed. The vote came just days after the celebratory signing of the agreement, which was lauded in the international community for achieving a bridge between historic enemies and dealing broadly with the root causes of the conflict. The rest of the world was stunned. Most pundits have begun the post-mortem analysis of the referendum by saying something like “Colombians did not vote against peace.” They go on to discuss other factors, including people’s ignorance of the accords, or their mistaken belief that after four years it could simply be renegotiated. But the fact of the matter is that the NO voters voted clearly and unambiguously to continue the war. The words on the ballot read: “Do you accept the final agreement to terminate the conflict and build a stable and lasting peace?” It’s almost inconceivable that any population would vote no on this proposition, but they did. So why did they? Although even former president Alvaro Uribe, the nation’s leading warmonger, now makes the politically correct statement that the ultimate goal is peace, the macho sentiments of total domination and punishment (of one side), along with a strong dose of Cold War hysteria (yes, in the 21st century) won the day. The NO promoters knew what they were doing. They were not pro-
The Perks of Permanent War For many NO promoters, including Uribe himself, “never” could be the best-case scenario. Basking in the limelight of a political career rebuilt on the ruins of one the most complex and progressive peace agreements in history, Uribe released proposals for revamping the peace agreement designed to throw a monkey wrench into any process to salvage peace in Colombia. Analysts quoted on CNN’s Spanish channel observed that Uribe’s wish list is aimed at “torpedoing the peace accords.” That’s correct: No one expects the FARC to accept Uribe’s terms, which include banning the group from politics, sentencing members to 5-8 year prison terms for crimes including drug trafficking, pardoning Colombia’s security forces for their own serious crimes, and eliminating the meticulously negotiated Tribunal for Transitional Justice. Huge sectors of the population reject Uribe’s terms as well, since his proposals would also wipe out the parts of the peace accord that regulate the return of stolen lands to peasant and indigenous communities and seriously hamper, if not strike altogether, plans for reparations to victims. They also could rollback meticulously negotiated gains in gender justice and LGBT rights. To pretend that everyone wants peace and the only issue is how to get it is to ignore the fact that the war benefits many powerful interests. Those interests will fight to keep fighting. On the political front, war assures military control over a population and justifies authoritarianism and repression through fear. In general, the most militarized parts of the country are areas where peasants, Afro-Colombians, and indigenous peoples are defending their lands and resources from the incursions of transnational corporations and mega development projects. Fear and murder are powerful repressive tools. War is also a huge business. Thanks to U.S. Plan Colombia and policies that fanned the conflict, Colombia became the third largest recipient of U.S. aid in the world during the war, behind only Israel and Egypt. Colombia’s budget for se-
curity forces skyrocketed; between 2001 and 2005, it grew more than 30 percent, and by 2006 it was double its 1990 levels — some $4.48 billion for military and police. U.S. Interests The U.S. military-industrial complex also has a vested interest in continuing the war. The conflict justified Plan Colombia, the $10 billion dollar counterinsurgency and counternarcotics plan that allowed the Pentagon to establish a military presence in Colombia, both physically and by proxy. With the pretext of Colombia’s internal conflict, the U.S. government built up a platform not only for control in Colombia, but also for regional strike capacity, as leaked in the proposed agreement to establish seven U.S. military bases. Plan Colombia and its later incarnations kept U.S. contracts for weapons, espionage, intelligence equipment, and military and police training flowing to the most powerful lobbying industries in the nation. Billions of dollars have been poured into Plan Colombia and national security investments that ended up in the pockets of political elites and U.S. defense companies. In the budgets for fiscal years 2010-2017, the United States allocated over $2 billion in military and police aid — most of that during the peace talks. In the process, Colombia was converted into a testing ground for the latest in counterinsurgency and unconventional warfare techniques and equipment from the United States. The blood spilled on its soil feeds the global war machine, to such an extent that Colombia has been groomed as an exporter of counterinsurgency and “security” training, despite its reputation as a gross violator of human rights and the disastrous humanitarian impact of its prolonged war. Colombian forces now work throughout the region to promote the same counternarcotics-counterinsurgency model that left more than 5 million people displaced and untold thousands of innocent peasants executed by security forces. So very powerful interests saw the peace agreement as a threat. In addition to Uribe followers who viewed it as soft on the FARC, the war economy of the nation and its ally, the United States, was at stake. In this context, the U.S. government reacted tepidly when peace was voted down. Bernard Aronson, the special envoy to the peace talks, expressed no regret in a press interview after the vote, stating, “We believe Colombians want peace, but clearly they are divided about terms of settlement.” The State Department limited its statement to support for Colombian democracy and further dialogue. After four years of ostensibly supporting the peace talks, neither mentioned the vote as a setback. An analysis published by the U.S. Army War College, although it is not an official document, openly expresses relief at the continua-
tion of indefinite war in Colombia. Through a mixture of hawkish arguments and lies, the analysis recognizes that the country now enters into a “period of uncertainty,” but notes that this “presents a strategic situation less grave and more manageable, than had the accords been approved.” It goes on to predict that the FARC will likely break the ceasefire, despite the group’s explicit and public commitment to respect it even in the absence of the guarantees provided in the peace agreement. This position — coming from sources close to the U.S. military, which has in many senses called the shots in Colombia’s war since Plan Colombia began in 2000 — indicates that there is a dangerous possibility of a provocation to further undermine the peace process that has now been thrown into crisis by the NO vote. The writers also advise President Juan Santos, who staked his political capital on supporting the deal, to retract his commitment to the ceasefire following the vote. They note that Santos promised to “not authorize military operations in the areas where FARC units are located in order to avoid an incident which breaks the fragile truce. Yet not doing so will allow FARC dissidents to operate with almost complete impunity in these areas. Indeed, within the new background of uncertainty, such impunity will increase incentives for FARC units to continue illicit activity, such as drug trafficking, since doing so will pose relatively low risks.” War Engenders More War, Not Peace Before the NO vote, the U.S. press hailed Plan Colombia for making peace possible. President Obama, in his self-congratulatory last speech to the UN, proclaimed that we “helped Colombia end Latin America’s longest war.” The logic of this bizarre argument went that were it not for the military debilitation of the guerrillas thanks to the U.S.-Colombian military alliance, the FARC could never have been brought to the negotiating table. The NO vote is the classic example of the fallacy of that logic. The war fomented by Plan Colombia built up a mentality that made peace an unacceptable solution for many. It revealed the fundamental clash of perspectives between diplomacy and annihilation. The lesson couldn’t be clearer: War is a terrible preparation for peace. Peace depends on much more than a favorable correlation of forces. Peace, at its core, is a rejection of force as the way to confront differences, and a search for non-violent solutions to conflict and conflict prevention. With U.S. military theorists openly calling for reopening hostilities, it is a dangerous myth to assume that at this juncture everyone wants peace and the only open question is how to do it. Plan Colombia, the U.S.-sponsored war on drugs, and Uribe’s “Democratic Security” pol-
icy all posit continued militarization. Those who promote peace and reconciliation in the country must deal with that mentality head on. To second-guess or justify NO voters with “they-know-not-what-theydo” arguments reflects the kind of complacency and misreading of the public that created this dangerous debacle in the first place. There is no doubt that a massive campaign of misinformation and scaremongering played a role. Voters were bombarded with alarmist messages that spun out wild scenarios, from a legislative takeover by the former FARC to a “Chavez-Castro style dictatorship.” CNN’s footage of the NO celebration showed the crowd chanting “The NO won, now we won’t have a Cuban dictatorship.” It didn’t seem to matter that there was no logical relationship between voting for the peace agreement and the nation becoming a dictatorship. For followers of Uribe, who led the massive campaign against the negotiations and the acceptance of the agreement, the vote was ideological and personal. It represented the right against the left, and Uribe against Santos. For many people stuck in bitter partisan politics, to vote for peace was to vote in favor of the latter. It is also likely that many people did not have a clear understanding of the accords or their implications, which is a failing of the negotiators and SI (yes) promoters that left a fatal opening for NO propaganda. Some voters also apparently believed that four years of arduous negotiations with the technical support of scores of international experts and mediators could simply be reopened and “fixed” to their liking, though Santos made it clear there was “no Plan B.” Some NO voters quoted in the press even expressed dismay that they had won, believing they were merely casting a protest vote. Despite these factors, the NO vote reveals a major obstacle: Society has been trained over years of conflict — one of the longest-running internal conflicts in the world — to acquiesce to war as the only response, to dehumanize the enemy and overlook the obvious fact that it takes two sides to sustain hostilities. It’s created a society that believes the only solution is to drive the enemy into the ground — even when they are men and women from one’s own country and their grievances reflect serious social problems. This is the patriarchal mentality that the war industry thrives on. Plan Colombia has fomented this mentality since it began. It conflated a war on drugs with a counterinsurgency war to justify foreign intervention and broaden the war. The U.S. government knew that military funding was going directly to paramilitary groups. A 2010 empirical study demonstrated a measurable relationship between increases in U.S. security funding and paramilitary homicides. War propaganda presented the FARC as the sole culprit, when terrible
atrocities were being committed on both sides. With the exceptions of Arauca and Norte de Santander, the departments on Colombia’s borders that have suffered most in the war voted to end it. They know what it’s like to feel their houses shaken by bombs, to risk life and limb walking through minefields, to lose their loved ones in crossfire. They know that to stop the violence in their day-to-day lives is far more important than the political games of how punishment and power are dished out. War as a policy is almost always favored by those farthest from the battlefields. The Road to Peace Understanding the very real and perilous obstacles is not the same as being pessimistic or defeatist at this point in the Colombian peace process — it’s a process, after all. It’s important not to minimize the enormity of this setback — President Santos’ Nobel Peace Prize may be deserved, but it’s a sorry consolation prize for having gotten so close only to be slapped down. But it’s also important to acknowledge that there is still room to move forward. The peace accords opened up a dialogue and allowed the nation to envision peace. Grassroots organizations are mobilizing in defense of this vision and the possibility of a new reality. This is the hope on the horizon. Since the NO vote, thousands have marched to support the peace process in Bogota, and also in Cali and cities across the country. The marches have awakened and united groups of indigenous peoples, Afro-Colombians, victims, students, human rights defenders, peasants, women, and the LGBT community in defense of peace. The international community should openly and actively support the call for a broad grassroots dialogue for peace. It must continue to be firm and vigilant, because there will be a serious attempt to force a return to the model of military annihilation of the left-wing guerrillas while leaving right-wing paramilitaries and other militarist structures intact. International organizations committed millions of dollars to support peace implementation, and it must be clear that those funds will only be released when the process is back on track. Part of creating adequate conditions is to deny any new funding to militarism — including the war on drugs, which acts as a thinly veiled excuse for militarization. The NO vote unexpectedly flipped the political situation back in favor of the right-wing hawks. This uprising could not only flip it back in favor of peace, but also create a social movement capable of going beyond the accords in terms of establishing social justice and human rights and addressing the enormous backlog of demands from below. strong culture of impunity, enjoyed by the powerful in India, is dismantling the very foundations of a thriving media in the world’s largest democracy In February this year, the Committee to Protect Journalists asked me to co-author a report on the dangers of being a journalist in India. CPJ is a New York City based non-profit organization that promotes press freedom worldwide. Not only do they document the dangerous situations that journalists find themselves in, but assist some scribes financially as well. For the past two decades the organisation tracked journalist killings in India and observed a curious pattern. Since 1992, 27 journalists were murdered with corruption and politics being identified as the two deadliest beats in the country. To investigate why reportage on corruption and politics in India had killed almost the same
number of journalists that war reportage in Afghanistan had in the same period, I set out with CPJ’s senior research associate, Sumit Galhotra. The three-week long reporting expedition took us to narrow lanes of Shahjahanpur in volatile eastern Uttar Pradesh and dingy offices of Hindi news dailies in Chhattisgarh. We spoke to a wide range of journalists, editors, media analysts and lawyers on what makes it easy to get away with murder of journalists. We discovered that a strong culture of impunity, enjoyed by the powerful, dismantled the very foundations of a thriving media in the world’s largest democracy. I have tried to summarise our findings and place our work in context in this short article. The full report can be read here. Regional language journalists have it hardest According to the Registrar of Newspapers for India’s 2011 report, India has 82,237 newspapers. More than 32,000 of those are in Hindi and only
about 11,000 in English. Numbers of other regional language publications are significantly higher. Similarly, the viewership for Hindi news channels far surpass the viewership figures of English ones. Since the reach and impact of Hindi media was much higher, three journalists who worked in small-town India for Hindi news outlets became our case-studies. Ironically, despite the smaller reach, English language journalists in India carry a clout that gives them a layer of protection, which Hindi journalists lack. Reporting on powerful men who live in the same village becomes dangerous. Therefore, many of them prefer to ignore the issues that matter, while some others sell-out. The few journalists who persevere become targets. For those that dare to report on important issues, passion is the only fuel. Financial return for a local journalist is negligible. What makes matters worse is that almost all of them are freelance journalists, with no backing from a particular organisation. If attacked, the
journalists are left to fend for themselves by the publishers. The journalists we profiled in our report belonged to the third category. All three of them exposed the powerful people in their articles, and eventually all three met their deaths. “Freelancer Jagendra Singh, who died from his injuries after allegedly being set on fire by the police in June 2015, was reporting on allegations that a local minister was involved in land grabs and a rape. Before he was shot dead in January 2011, Umesh Rajput was reporting on allegations of medical negligence and claims that the son of a politician was involved in an illegal gambling business. Investigative reporter Akshay Singh was working on a story linked to the US$1 billion Vyapam admissions racket when he died unexpectedly in July 2015.” There is another deeper reason for journalists who cover local issues to be targets. While urban Indians need not come into regular contact with
government institutions, in rural India it is almost impossible to survive without the state. For instance, village-dwellers come into direct contact with their elected representatives to demand basic infrastructure such as roads, schools, hospitals etc. Contrarily, in the cities, many don't vote in local elections at all. In such a situation, the role of journalists who live in small towns and report on local goings-on becomes crucial. It is curious that the larger media fraternity does little to raise the issue of journalist safety. While there are fragmented efforts in different corners of the country to unite journalists under a network and fight for safety, there is no concerted pan-India movement. For instance, we met journalists in the central Indian state of Chhattisgarh who were demanding a journalist protection law which would provide additional safety to those who report from conflict areas. That was just a sliver of the larger demand that should be made. The most important step
that the government could take in order to protect journalists is to ensure they are given a free hand to function. By not punishing any of the accused in the killings of 27 Indian journalists, the establishment is sending a covert message. Killing for journalists for doing their jobs is not okay. And that should be made clear. No women journalists All the stakeholders we spoke to were men. My co-author and I felt the gender imbalance starkly. However, it is one aspect we could not focus on in any detail in the report as the format of the report was case study based. Most journalists in villages are men. The reason for this is two-fold. Literacy rates are much higher amongst men and mobility is easier for men in the rural parts. Travelling in over-crowded buses, walking long distances and speaking to strangers do not come naturally for rural women. Traditional roles of patriarchy are still entrenched. from the villages, there have been repeated threats to their lives and safety. Many women work in collectives, specifically from rural areas. Khabar Lahariya from Uttar Pradesh and Navodayam from Andhra Pradesh, being two of the most well known. Their reach is limited and they are constantly struggling to raise money. They face regular threats of sexual violence and attacks to their families. Physical threats to journalists are one of the main reasons for influential regional language media being shaken to its very foundation. In order for India's democracy to survive it is essential to have a vibrant media that instils restraint in the minds of the transgressors. However, in this young democracy where institutions are still trying to stabilise, having a weak media is a death blow. Government puts on hold NDTV India ban after uproar
New Delhi, November 7 (iANS): The government on Monday put on hold its widely-denounced one-day ban on Hindi news channel NDTV India as the media group moved the Supreme Court to challenge the legality of the gag order. "The one-day ban on NDTV's Hindi channel has been put on hold by Information and Broadcasting Minister M. Venkaiah Naidu," the news group said. In Italy, the hackers entered into three databases with 149 entries, including the name, email-id, tele-
phone numbers and passport numbers. There was no official explanation from the Ministry of External Affairs on this development. SQL (Structured Query Language) injection is one of the most widely exploited web application vulnerability used by hackers to steal data from online businesses' and organisations' websites. This web application vulnerability is typically found in web applications which do not validate the user's input. "As a result, a malicious user can inject SQL statements through the website and into the database to have them executed," www.netsparker. com reported. Earlier this year, there were multiple reports that websites of seven Indian embassies were hacked and defaced by a group claiming to be from Pakistan.

An average Indian consumes 10.98 grams of salt per day -- 119 per cent more than the recommended limit of five grams per day by the World Health Organization (WHO) --according to an IndiaSpend analysis of a study conducted by the Australia-based George Institute of Global Health (GIGH), published in the Journal of Hypertension. Intake of excess salt can lead to high blood pressure -- a leading cause of cardiovascular diseases (CVDs), which accounted for 23 per cent of all deaths in India between 2010 and 2013. The study analysed the salt intake of 227,214 Indian adults -- aged 19 years and older -- across 29 states and seven union territories; the reported mean salt consumption levels varied between 5.22 and 42.30 grams per day. The primary data was obtained from various studies conducted between 1986 and 2015 --till November 2015 -- that re-

As many as 21 different studies were considered for the final analysis which included 24-hour urine collection reports, 24-hour dietary recall surveys and food questionnaire surveys. The WHO believes that high sodium consumption (>2 grams per day, equivalent to 5 grams salt per day) and insufficient potassium intake (less than 3.5 grams per day) contribute to high

All salt that is consumed should be iodised or "fortified" with iodine, which is essential for healthy brain development in the foetus and young child and optimising people's mental function in general. Heart disease continues to the highest cause of death in India, followed by chronic obstructive pulmonary disease, IndiaSpend reported in October 2016. The GIGH study highlighted the fact that prior studies have reported higher levels of salt intake in men than women and in urban compared with rural areas. The Census report said that more men die due to
CVDs than women in rural as well as urban areas, correlating with the observation made by the GIGH study. Men are 1.5 times more likely to suffer from a heart attack than women, IndiaSpend reported in June 2015. Increasing consumption of processed foods is likely to be pushing up mean salt intake, particularly in urban areas, whereas widespread use of salted pickles in rural areas may account for relatively high consumption levels in rural regions, the study said. CVDs are more expensive to treat, and cause economic burden to families. Households in India affected by cardiovascular disease spent 27 per cent of their total household budget on out-of-pocket healthcare expenses, and hospital admissions from households that had a family member with heart disease cost 4.5 times more each year than admissions from families that had no heart disease, according to an April 2014 study published in Tropical Medicine and International Health.
India needs more efforts to reduce salt consumption Member states of the WHO, including India, have adopted a target of 30 per cent reduction in mean population salt consumption by 2025 to prevent noncommunicable diseases. "We need a countrywide educational programme, teaching people about how to eat and how to reduce the salt in their diet," according to Professor Vivek Jha, executive director of GIGH, India. "It can be done but it needs investment and it needs to be made a priority, given our rapidly rising levels of CVDs and high blood pressure." The GIGH is designing a "National Salt Reduction Program for India" tailored to the specific social and economic circumstances of India in collaboration with the Centre for Chronic Disease Control. The programme will develop a comprehensive policy response and action plan for the Indian government, covering stores, street vendors, chain restaurants, food manufacturers and consumers.

HONG KONG/bEIJING, NOvEmbER 7 (REutERs): China’s parliament passed a ruling on Monday that effectively bars two elected Hong Kong pro-independence politicians from taking office, Beijing’s most direct intervention in the territory’s legal and political system since the 1997 handover. The rare move by Beijing came after Yau Wai-ching, 25, and Baggio Leung, 30, pledged allegiance to the “Hong Kong nation” and displayed a banner declaring “Hong Kong is not China” during a swearing-in ceremony for the city’s Legislative Council in October. The National People’s Congress in Beijing ruled that lawmakers must swear allegiance to Hong Kong as part of China and that candidates would be disqualified if
they changed the wording of their oath of office or if they failed to take it in a sincere and solemn manner. The prospect of the ruling sparked protests in the former British colony on Sunday and it is now on high alert for any repeat of the weekend clashes. Members of the city’s legal profession are planning a rare silent march on Tuesday night amid pressure for them to take even stronger action. Britain returned Hong Kong to Chinese control in 1997 under a “one country, two systems” formula that gives the territory wideranging autonomy, including judicial freedom guided by a miniconstitution called the Basic Law. he Guwahati-Shillong 4-lane road has given immense facelift to Meghalaya. Similarly, when the ongoing 4-lane road between Dimapur and Kohima is completed, the face of Nagaland will be changed. This is my cherished dream that one day I also may ride a 4-lane road in Nagaland, and Dimapur-Kohima road is now in the process to have that standard of road hopefully. If this road is successfully completed, it may become a catalyst for improvement of other State roads. Seeing the beginning of the formation cutting at few locations, I feel elated as though I am already riding a 4-lane road despite of the bumpy journey. Seeing people working on road, I used to feel that I am somewhere else and not in Nagaland and yet indeed it is in Nagaland. Seeing the alignments for formation cutting made above the road, it gives me hope that yes, Nagaland can also have development after a long wait. As the formation cutting has begun at few locations, the two major perspectives are the concern. The first is the quality workmanship. We all know that the contractors have agreed to execute the works as per the written specifications provided by the Union Road ministry. The contractors are therefore bound to follow the agreement from formation cutting to finishing touch. If the contractors are found compromising the quality work in respect of any item, they are punishable under the terms of agreement as I know as layman. The road once completed should be very lasting unlike other roads constructed or repaired by Nagaland PWD or BRTF. The second is the timely completion of the project. We all know that the contractors are given time schedule within which they should hand over the road to the people to enjoy. So, now the questions are how to ensure quality workmanship and its completion on time. When Shillong is linked with 4-lane road, can’t Kohima be linked with the same category of road? There is no question that the project will be hampered for want of sufficient fund. The Union Road Transport Ministry has approved to give this road to Nagaland, and I am sure till it is completed the Ministry will neither leave it on halfway nor will there be dearth of fund. intend here to address two articles, one by Kaka Iralu titled, “A response to Silverstein,” dated November 1, 2016 (a response to an earlier article by me), and Kevitho Kera's, titled, “Patriotism is it still burning?,” dated November 6, 2016. It is first necessary to summarize the position I've taken in recent articles on the Naga nationalist issue. It is my contention that the government of India (GoI) not only will not grant the Naga people a sovereign nation, but it cannot do so. I've taken this position since the first article of mine published in Nagaland, in The Morung Express, on April 4, 2016. I also contend that, after negotiating with the NSCN(IM) for almost 20 years, if the GoI offers the Naga people something less than a fully sovereign nation, and the Naga people, through their leaders and activists, or on their own (for instance, in a plebiscite), reject that offer, that the GoI will lose patience with the Naga people and crush them militarily, finishing the job it started in the 1950s and '60s. It should be noted that no activist who has responded to these contentions by me has ever denied that I am right. Instead, he or she simply rattles off all the reasons, historically, politically, religiously (God wants the Nagas to have a sovereign nation), and morally, that the Nagas deserve such a sovereign nation. My argument has always been, from that very first article last April 4th, that I am not addresing the merits of the Naga claim; in fact, I presume that the Naga claim is meritorious. I simply state that the GoI cannot grant the Nagas a sovereign nation no matter what the merits of the Naga claim. Keeping in mind the above, I want to quote short segments from the two articles that I am addressing here. First, to Iralu, and a short detour. In an article by Iralu dated October 28, 2016, in its closing paragraph, he states, “Political suppression with economic gifts by India is what is destroying Nagaland today.... “[O]nly a totally unpatriotic man … would wallow in the enemy's gifts of seductions to subjugate him.” In an article by me
dated October 31, 2016, responding to the October 28th article, I state, in part, referring to the benefits offered to the Naga people because of their status as a scheduled tribe, “Is it 'wallowing' to want your children to have a good education and a good job? Are all the individuals who accept these things 'totally unpatriotic'?” Finally to Iralu's November 1st article, where he states, “In my own small way, I too have been offered many things but have consistently refused these offers because I do not want to betray my own people an 'wallow in the enemy's gifts.'” But the significant point about this last sentence is, Iralu is not talking about betraying his own LIVING people, because he already has accused them of being “unpatriotic” because they “wallow in the enemy's gifts of seductions ….” He is talking about all the DEAD Nagas who lost their lives in the 1950's and '60s, and since, fighting for the nationalist cause whose deaths would have been in vain if Iralu and others who think like him accept any arrangement with the GoI other than a sovereign Naga nation. In other words, Iralu is putting the dead ahead of the living, even if to do so would lead to the slaughter of the living. Now to quote the relevant words of the Kera article. “Naga National workers [seemingly referring to those Nagas who accepted jobs as a benefit of being a member of a scheduled tribe] now have become lazy and fat, wallowing in Indian money. “Nagas now drive luxury cars, lives [sic] in palatial bungalows, wear branded clothes and what not.... “With this false sense of Peace, security an stability India has corrupted us both materially and mentally.... We are seeing the rise of a generation who cares less about out birthright; to be free people. India and Myanmar is [sic] so happy that young Nagas now don't care about being a free Nation. India and Myanmar's goal of a divided Naga family can be seen.” Now let us be clear what Kera is really saying. He views all those who have accepted the benefits of being a scheduled tribe as “lazy and fat, wallowing in Indian money.” Moreover, they “drive luxury
cars, lives [sic] in palatial bungalows, wear branded clothes, and what not.” The first question we should ask Kera is, What group of people do you spend your time with? Because during my four previous trips to Nagaland since May 2015, I have gotten to know a number of families who received and are receiving their education, and have jobs, due to their status as a member of a scheduled tribe. And none of them, not a one, is “lazy and fat, wallowing in Indian money.” Nor are they driving “luxury cars,” nor are they living in “palatial bungalows.” They all live modestly and own, if they do own a car, a modest one. Perhaps Kera is spending time with those at the top of the food chain in Nagaland, that is, those who are corrupt and have power. But those are not the people I know nor are they the majority of the Nagas who have taken advantage of the benefits offered them as members of a scheduled tribe. And now I want to get to my main point. And it is not that Iralu and Kera have contempt and feel disgust for the average Naga. Those things are obvious. The main point is that, with this attitude, shared by all activists who are obsessed with the demand for a sovereign Naga nation, we can see why the activists care more about the dead Naga heros of the past than about the “fat and lazy” Nagas of the present, and are willing to demand a sovereign nation, even in the face of the possible destruction of the Naga people by the GoI. After all, to the activists, the average Naga alive now is dispensable, not worthy of living in the face of their demand for a sovereign nation. Nationalism is a concept; the Nagas are a living people. The activists are at peace with sacrificing the Naga people for the concept of a nation. It's as simple as that. But that does not end the conversation. Alexander Herzen, one of the great Russian revolutionary thinkers of the 19th century, had relevant things to say on the topic of sacrificing the living for a concept not yet in existence. First, I want to quote a world-famous political philosopher, Sir Isaiah Berlin, someone I was fortunate enough to have tutorials with at All Souls College, Oxford, in the fall of
1979. He had this to say about Herzen's views on this subject: Berlin said that Herzon “voiced a deep distrust (something most of his allies did not share) of all general formulae as such…and …of the great, official historical goals—progress, liberty, equality, NATIONAL UNITY, historic rights, human solidarity—principles and slogans in the name of which men had been, and doubtless would soon again be, violated and slaughtered, and their forms of life condemned and destroyed.” (My capitals.) Gary Saul Morson, reviewing a book on Herzen in a recent issue of The New York Review of Books (November 24, 2016, at page 48) states, “Most famously, the skeptic [here referring to Herzen] anticipates the dangers of continually sacrificing present people for the sake of a utopian future [in our case, the illusion of a sovereign Naga nation] that may never come. After all, utopian thinkers [like Iralu and Kera] reason, no finite sacrifice is too great for an infinite payoff. The skeptic counters: we must recognize that EVERY MOMENT, LIKE EVERY CULTURE, AND EVERY PERSON, IS AN END IN ITSELF.” (My capitals.) Finally, the words of Herzen himself. “If progress is the end, for whom are we working? Who is this Moloch [a Semitic god to whom children were sacrificed] who, as the toilers approach him, instead of rewarding them,only recedes, and as a consolation to the exhausted, doomed multitudes...can give back only the mocking answer that after their death all will be beautiful on earth? Do you truly wish to condemn all human beings alive today to the sad role of ...wretched galley slaves, up to their knees in mud, dragging a barge filled with some mysterious treasure and with the humble words 'progress in the future [in our case, a sovereign Naga nation in the future] inscribed on the bows?...This alone should serve as warning to people: an end that is infinitely remote is not an end, but, if you like, a trap; an end must be nearer—it ought to be, at the very least, the laborer's wage, or pleasure in the work done.” Beware of the activists of Naga nationalism: their dream of a future sovereign Naga nation is in reality the graveyard of living Nagas.
Union Ministry will insist on timely completion to avoid cost escalation. Meanwhile, it is encouraging to note that the Western Angami Public Organisation(WAPO) and the Chakhro Public Organisation (CPO) under whose jurisdictions the road passes through have given their cooperation publicly to the contractors who are given the works by the Union ministry. In the context of Nagaland, the public support, particularly those of the land owners, is the basic requirement for development. It is also a challenge to those Villages through whose lands the road passes, whether undue and unwarranted interferences from bad and anti-people elements be freely allowed to harass the workers at sites or hamper the progress of the work within their jurisdictions. As the WAPO and CPO have given their declaration to support the contractors, it is now the duty of everyone to extend cooperation for the success story. Nagaland desperately needs this road after 53 years of Statehood. The general public are anxious to have this 4-lane road in reality and not in news papers. Yet, the project has to be executed in Nagaland and not in Assam or Meghalaya. Therefore, this project can meet the same fate as the 4 nos. of 2-lane road under SARDPNE faced. The future of the 4 roads is now in the ICU of the Supreme Court of India. The worry is that those who harmed the 2-lane roads in question are still around and in a position to highjack the project. The site at those few spots where formation cuttings are on tells the story as we see the presence of security personals guarding the work sites. I intentionally stopped and asked one such on duty, and the reply was ‘Ami khan aha pichete dikdar nadiya hoishe, koi’. Be it any project in Nagaland, it becomes like carcass in African zoo which attracts wolves, foxes, crocodiles and vultures. (I am compelled to use unpolished vocabularies suiting the actions of those who were responsible for destroying developments.) These animals were largely responsible for stalling the progress of the 2-lane roads. The contractors of the 2-lane roads may not be perfect, and yet had the Govt. of Nagaland been determined much better achievement would have been made. Be it politicians or bureaucrats, barring few God fearing ones, the rest have become so immersed with
greed that they do have so much gut to squeeze their share of commission out of the project that comes on their way. Beside, may not be all, but many cadres in NPGs are experts in extracting percentage from development funds taking that role to be the sole purpose for which they are enrolled as national workers. Therefore, the combination of these forces which are craving to make money illegally out of any project may prowl on the 4-lane which is much stronger than those forces in the periphery desiring to have the project through. A time will come when the contractors may not be given congenial atmosphere at work site unless those animals are satisfied. A time will come when the contractors fail to get cooperation from the nodal authorities less huge commissions are doled out of their payments. All these illegal extractive mechanisms can be inflicted on the contractors whereby the quality workmanship is compromised or the work is placed under controversy and therefore delayed or abandoned. There is also another tendency whereby the innocent and magnanimous landowners or Villagers are incited to claim compensations unreasonably if the history is to be repeated here. To avoid embarrassment I will not reiterate mentioning the location, but some Naga officers, once upon a time, guided the landowners to convert the waste lands into costly orchard overnight ahead of inspection for the purpose of compensation. Some of those experts may still be around or the wisdom might have been passed down to their juniors who may like to make hay in the 4-lane sunshine. Should there be such spirit of competition amongst the landowners to take undue advantage on the project, the question will finally arise as to whether importance be given to road project or to pay compensation by the Union Ministry. This factor will too impede the progress of the work. The question is therefore whether the 4-lane Dimapur-Kohima road will become a reality or will it be left abandon like the 4 nos. of 2-lane roads. Because of our greed, because of our casualness and irresponsibility, if we fail to complete this project successfully this time, it may never come in near future. The project deserves to have the attention of all the right thinking citizens.

This issue requires a revolt, not on the lines of violence but more on the lines of the youths, the educated new generation Naga’s who have seen the dirt and stench of how Naga’s land is rotting due to incompetent leaders, rebelling against such practices will not only show that we are not defenseless but also not afraid to fight the wrong that has been going for far too long in our land. The one lakh rupees or whatever amount was given to you during the elec-
tion will not bring a hospital in your district which could have saved your father, mother, brother, sister, that one lakh rupees is not going to bring quality electricity to your house, that one lakh rupees is not give your son and daughter the much deserved job he/she deserves because the job was given to someone who had a connection with a big shot and so on. That one lakh rupees is not worth losing all those mentioned above and those that follows. We’ve talked enough of corruption, we’ve talked enough of how corruption has been the cause of many problems, from basic health services missing to backdoor appointments, bad roads, poor electricity services, pathetic infrastructure etc. we had enough of it. Come 2018, it will be a showdown between the young and the old and it will be a sight to see. Come 2018 we will see if the Naga people have opened their eyes and do not elect those same old incompetent leaders or we’ll head back to the same old circle of hue and cry even when we had a chance to stop all that. Now is the time for the youths, those Students Unions, those youth leaders and organization to step up and raise their voice in their respective constituency and say “NAY!!” to all the malpractices including this open support to a single candidate, this open mockery of democracy. Our fate lies in our hand and we’ve to fight for it. (On a side note, it would be very much appreciated if print Medias do not support such practices by printing those open declarations by so and so constituencies when it goes against the basic freedom of the people.)

MADRID, NOVEMBER 7 (REUTERS): Cristiano Ronaldo has agreed to extend his contract with Real Madrid until 2021, the European champions confirmed on Sunday. Ronaldo will sign the new deal on Monday at the Santiago Bernabeu Stadium. Ronaldo is reported to be in line for an increase on his current salary, estimated to be 21 million euros ($23 million), making him the highest-paid player at Real Madrid. The Portuguese has collected one La Liga title, two King's Cups and two Champions League titles since joining Real from Manchester United in 2008 for a then world record 96 million euros but has had an inconsistent start to the current campaign. The forward failed to hit the target in a near anonymous display in Real's 3-0 win over Leganes on Sunday to mark five games without scoring at the Bernabeu, his longest run without a goal in front of Real's fans since he joined the club. The 65th BN Mullick All India Police Football Championship 2016 began on Monday at NAPTC Stadium, Chumukedima with Nagaland state Chief Minister, TR Zeliang as the chief guest. Encouraging the players from 39 participating teams all over the country, Zeliang said that for a uniformed and disciplined profession like police, games and sports should not be taken merely as an extracurricular activity but be treated as an integral part of fitness and discipline. “Whether you win or loss you should have the pride and satisfaction of participation,” he told the players and encouraged them to further the advancement of popular sports like football in the country. The Chief Minister also challenged the players to put in their best efforts and achieve greater heights while bringing laurels to their society and the nation. He later released the souvenir and declared the championship open. DGP Nagaland, LL Doungel delivered the welcome address during the programme which was attended by a host of police officers. This is the third time that Nagaland is hosting the BN Mullick Memorial Championship, the earlier ones being in 1999 and 2008. Nagaland lifted the trophy when it was played in Lucknow (UP) in 1997, and reached Third position in 1989 (Jaipur), 1996 (Shillong), 2002 (Dergaon) and 2004 (Kerala). The matches are being played in four different grounds within the Police Complex at Chumukedima: NAPTC Stadium, 1 NAP Ground, PTS Ground and Sports Complex Ground.

Volleyball match at Akhegwo village DIMAPUR, NOVEMBER 7 (MExN): The 46 Assam Rifles under the aegis of HQ 5 Sector Assam Rifles organised a friendly volleyball match with the Apoksha Youth Club of Akhegwo village and troops of Akhegwo COB. Apoksha Youth Club won the match. A press note from the IGAR (N) informed that the post match ceremony was concluded with light refreshment with the players of Akhegwo village.

MUMBAI, NOVEMBER 7 (REUTERS): Alastair Cook's England seem to have neither the form nor the resources to repeat their 2012 heroics against an Indian team determined to cement their top test rankings in a fivematch series starting at Rajkot on Wednesday. England's two-test series in Bangladesh was meant to be a dress rehearsal for their batsmen who are likely to be subjected to relentless spin on similarly turning tracks in India. Instead, Cook and his men landed with bruised egos, having lost the second test in Dhaka inside three days to settle for a 1-1 share of the series against the world's ninth ranked
test team. They did not look very convincing in their victory in the Chittagong test either but bigger shocks awaited them in Dhaka where they lost 10 wickets in a session, exposing their frailties against spinners on turning wickets. The last time England toured India in 2012, Cook's side suffered a thumping loss in the opening test at Ahmedabad but then turned the tables on the hosts to win the fourmatch series 2-1. Since then, India have not lost a test at home, blanking Australia and West Indies, crushing South Africa and whitewashing New Zealand in September.
