DIMAPuR, NovEMbER 8 (MExN): Mokokchung Transmission Division has informed electricity consumers under Mon district that due to fault in the 66KV transmission line between Naginimora-Tizit as a result of incessant rain, power supply to the district has been cut off since November 8, 2016. In this connection, Er Shiludi Longkumer, SDO (Trans) said it was working on a war footing to restore normal supply at the earliest, despite restoration work being hampered occasionally due to rain. DIMAPuR, NovEMbER 8 (MExN): A total of 1379 Hindi teachers appointed under Centrally Sponsored Schemes (CSS) have not received their salary for the last eight months. The aggrieved teachers have proposed for a 2nd phase agitation on November 15 to demand their due. Informing this, the All Nagaland Hindi Teachers’ Union (ANHTU) in a press statement urged the concerned department and the State Government to take necessary steps and make arrangements to pay the pending salaries.
The Hindi teachers union also pointed out that even if the Central government has not sanctioned the salaries, it is the duty of the State Government and the concerned department to look into this matter and make quick arrangement for the aggrieved teachers. Further, the union reminded that the 1379 Hindi teachers appointed under CSS are included in the Central budget for 5 years and after which they will be included in the State budget and this system has been implemented in the following past year i.e., 1977, 1982, 1987, 1993, 1994, 1998, 2006. The union has therefore urged the State Government not to bring any confusion to the teachers regarding the system. The union has also extended full support to the agitation.
DIMAPuR, NovEMbER 8 (MExN): GPRN/NSCN Kilonser, Law and Justice, Hokato Vusshe on Tuesday termed the allegations made against him by the NSCN (K) through its MIP as “baseless, fabricated and illogical.” On the issue of alleged financial mismanagement during his tenure with the NSCN (K), Vusshe clarified that the audit report for the financial year with detailed expenses and transactions was submitted to the concerned collective leadership before he left the organization
on February 2013 and which was accepted without any complaints. In connection to the extortion allegations, the GPRN/NSCN Kilonser asked the NSCN (K) to list out the so-called evidences pertaining to his involvement. “It is clearly evident that the accusations are done purely on the leaders personal sentiments and the timing of allegations indicates a smear campaign by the leader to cover up his own well publicized anti national activities,” the statement read. Vusshe also termed the alleged
extortion link with one Kughato Chishi and Sgt Vikuto Zhimo as illogical while asserting that the duo joined GPRN/NSCN in 2012, which was before he left NSCN (K) and later defected back to NSCN (K) by 2013. Also taking serious note of the threat of capital punishment, the Kilonser said, “Threatening the national workers with capital punishment and false accusations is setting a dangerous precedent in the community, which may lead to internal disturbance in the state of Nagaland.”

DIMAPuR, NovEMbER 8 (MExN): The District Congress Committee (DCC) said it has detected serious discrepancies in the recent enumeration exercise undertaken for finalising the preparation for the electoral roll for the election to the Dimapur Municipal Council. According to a statement issued by the DCC, addressed to the State Election Commissioner through the DC Dimapur, the figures listed by the recent enumeration for the DMC election from the 23 wards, which has 102 polling booths was only 52,083. Bringing comparison, the 2016 electoral roll figure showed a shortfall of 63,312 when compared to the official record of the total votes in the electoral roll prepared for the 2004 municipal council elections, which stood at 1, 15, 395. The DCC said it was preposterous that there should be shortfall in the recent electoral roll when compared to the electoral roll of 12 years back, when the rest of the country recorded a trend of exodus of rural populace converging to the urban township. Questioning how the only commercial cosmopolitan town cannot be only different from the rest of the country, the DCC expressed doubt on the enumeration exercise that “was adversely conducted since out of total 102 polling booths from the 23 wards,
not even one polling booth showed an increase of voters from 2004 till 2016.” Citing instance, it revealed that ward-19 which is New Market area showed a steep decline from 4000 voters in 2004 to just 632 voters in 2016 while ward-22, Burma Camp had decreased to 1915 voters in 2016 from 5425 voters in 2004. The DCC also pointed out that the Election Commission normally accepted an increase of at least 3% voters per annum from every polling booth. So if the 3% increase was to be calculated from every polling booth in the 12 years, it came to 36% increase in the number of voters, it stated. And even if a minimum of 25% voters from the 102 polling booth in 12 years were accounted, the DCC said there should have been an increase of at least 1, 45,000 voters from the 23 wards. The DCC also considered it unfair that the GBs and chairman of the respective ward were asked to identify voters from the 2016 ECI electoral roll to be used in the municipal election. It argued that the GBs and chairman of the different wards would surely be affiliated to one or the other political party or the supporter of one candidate or the others and therefore they would not be able to do justice to the voters. In this connection, the DCC, through its president Kughato S Aye and general secretary Khrozote Kapfo, has urged the Election Commission to appoint authentic and genuine government enumerators and conduct intensive and thorough enumeration before the municipal election is conducted. Otherwise, the DCC would have no alternative but to seek judicial intervention, the statement read.
MARRAKESH, NovEMbER 8 (REuTERS): The past five years were the hottest on record with mounting evidence that heat waves, floods and rising sea levels are stoked by man-made climate change, the United Nations weather agency said on Tuesday. Some freak weather events would have happened naturally but the World Meteorological Organization (WMO) said greenhouse gas emissions had raised the risks of extreme events, sometimes by a factor of 10 or more. “We just had the hottest five-year period on record, with 2015 claiming the title of hottest individual year. Even that record is likely to be beaten in 2016,” WMO Secretary-General Petteri Taalas said in a statement. Among the worst extremes, a 2011-12 drought and famine in the Horn of Africa killed more than 250,000 people and Typhoon Haiyan in the Philippines killed 7,800 in 2013, the WMO said. Superstorm Sandy caused $67 billion of damage in 2012, mostly in the United States, it said in a report issued to a meeting of almost 200 nations in Morocco tasked with implementing a 2015 global agreement to combat climate change. Held for corruption, chief of Assam public service panel thrived under Congress rule Samudra Gupta Kashyap The Indian Express
FORMER Congress Chief Minister Tarun Gogoi was not available for comment today but it was his government that fueled the rising fortunes of Rakesh Kumar Paul, the chief of the Assam Public Service Commission, who was arrested last Friday under the Prevention of Corruption Act. From giving him the top job despite questions over his eligibility to stalling a probe in the face of court orders, the Gogoi government looked the other way as complaints piled up. Including from a top Vigilance official who alleged way back in 2013 that Paul was running a “jobs bazaar.” In 2008, when Paul was named APSC member, many in the Congress were surprised because eligibility criteria called for an “outstanding” and “competent” candidate and Paul’s legal prowess wasn’t so well-known. What was known, however, was that he was secretary of Satsang Vihar, a religious institution which has a fairly large Bengali Hindu (read voters) following across Assam. By the time Paul, 53, was elevated to the APSC chairman’s post in 2013, he had become so powerful that a few months ago, he openly challenged present chief minister Sarbananda Sonowal when the latter expressed his dissatisfaction over the functioning of the APSC. Paul is currently in police remand for 14 days; raids in his house and in a printing press owned by his brother have led to alleged seizure of question papers as well as answer scripts of different exams conducted by the APSC in recent years. Gogoi wasn’t available for comment but veteran Congress leader and former MLA Haren Das minces few words. “I don’t know what prompted then chief minister Gogoi to nominate Paul to the APSC when
rules specifically say that chairman and members of the APSC shall be competent, honest and impartial persons of outstanding ability, integrity and high reputation… I feel ashamed of the kind of damage our own government had done to an institution like the APSC by appointing him and later making him its chairman.” Paul, incidentally, belongs to Tura in Meghalaya (where his father was a school headmaster), and came to Guwahati only when he enrolled himself in the LLM class of Gauhati University. As a member, Paul was low-profile. When then chief Geeta Basumatary retired in 2013, Paul, by then made acting chairman, wrote a letter to the chief minister asking for elevation to the post. A senior officer in the personnel department pointed out that if Paul was made chairman, he would get an unprecedented 11 years in the APSC, first five years (that he had already completed) as member and then six years as chairman. Despite this, the government made him chairman on December 7, 2013. Sworn in a couple of days later, there was no looking back for Paul until he was arrested last week on the basis of statements made by Nabajit Patir, an assistant engineer in the Town & Country Planning department, who was arrested red-handed by the police in Dibrugarh while taking a bribe of Rs 10 lakh from a candidate, reportedly on behalf of Paul. While there have been many allegations against Paul over the past several years including at least two petitions in the High Court, an order of the Gauhati High Court of October 15, 2015, asking the state government to hand over to the CBI an inquiry against Paul continues to remain unheeded. The High Court recommended a CBI probe into the alleged disproportionate assets case against Paul’s relatives, too,
including his wife Sunanda, brother Rajiv and his driver. Even before that, in December 2013, Mukul Saikia, an SP of the Vigilance and Anti-Corruption department of the Assam Police, carried out a preliminary enquiry against Paul, which clearly said that the APSC chairman had opened a “job bazaar” that extended from his office to a religious temple in Guwahati. Paul had engaged two persons Sudip Das and Sanjay Saha to “bargain and collect money” from candidates, the SP’s report said, adding that Paul had already acquired flats in Guwahati, Kolkata and Bangalore after becoming APSC member. The SP’s report suggested a “detailed enquiry” but the report, which was forwarded to the state government, did not evoke any response. Instead, the SP was transferred out. On March 15, 2015, the Vigilance and Anti-Corruption wing of Assam Police received a letter from the CBI in which it said that one Kamal Kanti Das had alleged manipulation of records in the Assam Civil Service recruitment process and that APSC chairman Paul was collecting “Rs 10 lakh to Rs 40 lakh” from candidates, thus collecting “between Rs 20 crore to Rs 40 crore” in cash. The complaint was sent to the Vigilance and Anti-Corruption wing of Assam Police which forwarded it to the state government. But nothing happened. A few months later, Akhil Gogoi, leader of the Krishak Mukti Sangram Samiti (KMSS), filed a PIL seeking a thorough enquiry against the alleged disproportionate wealth of Paul and into the functioning of APSC. The High Court put on record that of the candidates selected for the Assam Civil Service in 2013-14, one was an exminister’s son, one son of a minister, one son of a DIG, two daughters of two different MLAs and two close relatives of two
journalists. While the state government, following the HC’s orders, said that an SP had conducted a preliminary enquiry into Paul’s assets, the HC ordered bringing SP Saikia back to the Vigilance & Anti-Corruption wing and asked him to submit a detailed report on Paul’s assets. As he submitted this, the Court asked him to probe the assets of Paul’s relatives. It was during this case that the Gauhati High Court bench comprising then Chief Justice KS Rao and PK Saikia ordered a CBI probe into Paul’s alleged disproportionate assets. By the same order, the HC also asked the state government to institute a judicial enquiry (headed by a retired HC judge) into the anomalies in the APSC. That was on October 15, 2015, when the Congress was in power. In the meantime, Paul went to the Supreme Court and on November 21, 2015, obtained a stay order on the Gauhati High Court’s order, one that kept him in office until he was arrested last Friday. No wonder, when present chief minister Sarbananda Sonowal called the entire Commission to his office on June 17 (within three weeks of taking charge as CM) and pulled it up over the allegations, Paul hit back at him and said a chief minister can only suggest, but cannot issue directions to him. APCC spokesman and former minister Pradyut Bordoloi said there was no question of defending Paul if he was found guilty. “Then chief minister Gogoi wouldn’t have known that Paul was allegedly doing such things as reported,” he said. Paul’s lawyer Angshuman Bora said that there was a conspiracy against the APSC chairman. “He has been arrested on the basis of a statement allegedly made by a co-accused. I wonder whether it will be considered valid in the court.”

Assam forms team to monitor APSC probe
Guwahati, November 8 (Pti): The state government has formed a Special Supervisory Team (SST) to monitor the ongoing probe into alleged corruption in Assam Public Service Commission by its beleaguered Chairman Rakesh Kumar Paul. Considering the sensitivity of the case, the state government decided to form the three-member SST, a senior official told PTI. "The government last night formed the SST under the Chairmanship of Additional Director General of Police (CID) Anil Kumar Jha. It has two more senior police officials as members," the official said. The members of the SST are Inspector General of Police (CID) Surendra Kumar and Inspector General of Police (SB) R P Meena, he added. The case is being investigated by Dibrugarh district police. "This is a very sensitive case with huge ramification with scope of expan-
sion to cover more people involved in the corruption. So, the government decided to set up a central monitoring team under a senior police officer," he said. Meanwhile, investigation of Paul is going on in the state capital after the police got 14 days' remand of him on Saturday. Another source involved in the investigation said Paul has not confessed about having accepted bribe for giving jobs in various public services yet. "He is not telling much," the source said. Meanwhile, late last night, police conducted search in a house at Zoo Road in Guwahati. "We searched the property documents and other evidences. The house is not in Paul's name. We are verifying the papers," an official said. When contacted, Jha said: "As per government directives, the SST has started monitoring the case. At this moment, we cannot comment anything more".

This is the second tranche loan of the $300 million multi-tranche financing facility for the Assam Power Sector Investment Programme that was approved by the ADB Board in July 2014. The first tranche loan of $50 million was signed in February 2015. "This loan will help strengthen the state's distribution system, improve energy efficiency and reduce technical and commercial losses," said M. Teresa Kho, Country Director of ADB's India Resident Mission. The loan of $48 million from ADB makes up to 80 per cent of the total project cost of almost $60 million, with the state government providing counterpart finance of $12 million. The loan has a 25-year term, including a five-year grace period with an annual interest rate.

seoul, November 8 (iaNs): Representatives of the South Korean prosecutor’s office on Tuesday raided Samsung offices in Seoul on suspicion that the tech giant might be involved in a corruption scandal involving President Park Geun-hye. A Samsung spokesperson told Efe news that prosecutors raided the offices in charge of the company’s external affairs as it was believed to be involved in influence peddling by providing illicit favours to President’s Park confidant and close friend Choi Soon-sil’s daughter, dressage rider Chung Yoo-ra. The prosecutors confiscated documents related to Samsung’s business with the Korea Equestrian Federation (KEF). The prosecutors are investigating allegations that Samsung sent $3.1 million to a company owned by Choi in Germany to fund the equestrian training of her 20-year-old daughter. It was the first time in eight years that the prosecutors have raided the headquarters of the coun-

ADB rolls out $121 billion for South Asian projects KaThmaNDu, November 8 (iaNs): The Asian Development Bank (ADB) has launched an operational plan for the implementation of $121 billion worth of projects in South Asia. The plan for South Asia Sub-regional Economic Cooperation (Sasec) contains comprehensive strategies to roll out 209 projects in Bangladesh, Bhutan, India, the Maldives, Nepal and Sri Lanka within 2025. It is the first ever long-term plan for Sasec, according to Kenichi Yokoyama, Country Director of the ADB, Nepal. “It has unified strategies under Sasec’s three priority areas -transport, trade facilitation and energy -- under one framework and has added the spatial dimension of economic corridor development [in the region],” Yokoyama said. The operational plan aims to align land- and sea-based routes to support efficient distribution and collection of goods, and ensure seamless movement of people in the region. In this regard, roads will be upgraded or expanded, rail lines for routes that ferry high-volume car-

The GSDP of Delhi has been among the fastest growing in the country, but such a growth cannot be taken for granted,” it cautioned. The chamber suggested a holistic set of measures for short-term and long term to tackle pollution in the NCR. It said pollution should be handled at the top level in neighbouring states including Haryana, UP, Punjab and Rajasthan with active intervention of the Centre.

NSCN (R) warns former Consultative meeting on plantation of large cardamom cadre to pay back cash Dimapur, November 8 (mexN): NSCN (R) today stated that Abel Pochury, who “defected” to GPRN/NSCN with NSCN (R)’s cash, has been warned to refund the money within November 15, 2016. According to a press release from MIP, NSCN (R), Abel defected with Rs. 20 lakh of NSCN (R) meant for Ceasefire meeting expenses and collective leaders’ maintenance. The issue was discussed in the meeting of Council of Kilonsers and Abel was warned to refund the money to NSCN (R) Government within November 15 without fail, the release stated. “The failure on the part of Abel will invite serious action to which
GPRN/NSCN should not misunderstand as action on their workers.” The release stated that “NSCN (R) has no bad intentions towards GPRN/ NSCN and will continue to co-exist in defense of the Naga Nation in the face of any challenges from any corner collectively but Abel’s case should not disturb our relationship.” Meanwhile, it alleged that Abel had defected from GPRN/NSCN and joined NSCN (R) in 2016 “looking for chances to loot but NSCN/GPRN-Reformation mistakenly took him as good fellow Naga.” It also maintained that the “most well established and clean Naga Political
Movement” is “polluted by few selfish and criminal defectors who after committing some crime or the other used to defect from one organization to another organization mainly to cover up their crimes.” Most of the defectors, NSCN (R) alleged, have committed one crime or the other. “The entire environments have been polluted by such defectors affecting Naga National Politics thereby created and creating the situation of fratricidal among the Nagas. A
fter days of uproar in the Indian media and condemnations across, the much debated ban on NDTV’s Hindi channel, has been put on hold by the Ministry of Information and broadcasting. This decision to put the ban on hold comes after the Supreme Court agreed to hear NDTV’s appeal against the ban. On the ‘sidelines’, an Assam based news channel ‘News Time Assam’ too, has been ordered by the I&B ministry to go off air on 9th November. As reported in The Hindu, the channel has been alleged of revealing the identity of a minor who was brutally tortured while working as a domestic help and that the visuals provided by the channel appeared to compromise the privacy and dignity of the child. Now, NDTV was ordered by the Ministry of Information and Broadcasting to stop broadcasting for 24 hours on 9th November with the government accusing it of broadcasting ‘sensitive’ details of January’s terror attack on the Air Force Base in Pathankot. In response, NDTV has refuted the allegations saying that other TV channels and newspapers have reported the same information. When the ban was announced last week, the Editors Guild of India said that the order was unprecedented and that the centre appears to have given itself the power to intervene in the functioning of the media and take arbitrary punitive action as and when it does not agree with the coverage. The rule of law under 6(1) (p) of the cable TV Network (Regulation) Act 1995 states that, “No programme should be carried in the cable service which contains live coverage of any anti-terrorist operation by security forces, wherein media coverage shall be restricted to periodic briefing by an officer designated by the appropriate Government…, till such operation concludes.” In tune with this act, Justice Katju has termed the ban illegal citing that NDTV did not show any live coverage except reporting it. While the government has defended the ban saying that it was imposed in the interest of National Security, the Editors Guild of India has condemned it as a direct violation of the freedom of Media. Though contentious, the ban is sandwiched within two paramount concerns and the matter does not end here because the ban has been simply postponed and not a complete withdrawal. Refuting to the allegations raised against NDTV, it highlighted the ‘singling’ out while other TV channels and newspapers that reported the same information were spared the axe. As such, questions of specific targeting, has been raised which creates doubt about the credibility of the ban. The issue concerns National Security but there seems to be a selective ‘targeting’ in the name of National Security which reveals quite a lot about the political nature with which the ban was imposed. When any issue gets tied up with politics, which is mostly the case, the focal point of the issue loses its track and relevance and goes overboard politically. Issues related to National Security is of paramount importance but the current ban imposed citing National Security concerns only highlights the political undercurrents with which the centre is trying to curtail the free expression and independent functioning of the Media. The ban on the news channels is a sad reminder of the ‘tyranny of the majority.’ What can be reasonably drawn from the I&B ministry imposing ban on NDTV and News Time Assam is that it has set a very dangerous precedent on the media and the press, especially at a time when media freedom is under constant threat, where its independent functioning ‘burdened’to act as a responsible pillar of democracy, is hugely curtailed, thereby undermining the democratic right of free expression. While the ban on the TV News channels is being imposed, newspapers too, are suffering the brunt of restrictive guidelines where freedom of press is largely undermined. If such restrictive trend continues it won’t be long before newspapers will find it difficult to maintain their objective and responsibility for which it exists, as a democratic pillar within the ‘fourth estate.’ Well, there is something about the threat of ‘majoritarian democracy’, and looking at the governmental scenario at the centre as well as our state, the presence of an ‘opposition-less’ government is a major concern especially when it comes to governance and policy making. Policies that lie at the heart of the people may find itself imposed against the ‘wills’ of the people. As such, the media has a huge responsibility as watchdogs, especially to keep a check on the functioning of the government. On the whole, within the evolving meaning of news and information, the presence of a free and viable media system is a necessary condition for the media and the press to freely express in shaping and promoting democratic values towards the project of nation building. Any attempt to hijack democracy through various restrictions or compulsions from any kind of ‘authoritarian’ power is a larger threat to democracy and the ‘good life’ of the people than to nation’s security. Low Vitamin D levels may increase bladder cancer risk
I
ndividuals with Vitamin D deficiency can be at an increased risk of developing bladder cancer, a study has warned. Vitamin D, which is produced by the body through exposure to sunshine, helps the body control calcium and phosphate levels. It can also be obtained from food sources such as fatty fish and egg yolks. According to previous studies, Vitamin D deficiency causes health problems including cardiovascular disease, cognitive impairment, autoimmune conditions, and cancer. In the study, the researchers looked at the cells that line the bladder, known as transitional epithelial cells, and found that these cells are able to activate and respond to Vitamin D, which in turn can stimulate an immune response. This is important because the immune system may have a role in cancer prevention by identifying abnormal cells before they develop into cancer, said lead author Rosemary Bland, from the University of Warwick in Britain. "More clinical studies are required to test this association, but our work suggests that low levels of Vitamin D in the blood may prevent the cells within the bladder from stimulating an adequate response to abnormal cells," Bland added. In addition, Bland noted that as Vitamin D is cheap and safe, its potential use in cancer prevention is exciting and could potentially impact the lives of many people. For the study, researchers reviewed seven studies. Five out of these seven linked low Vitamin D levels to an increased risk of blad-

When children denounce corruption
Children across the globe play football, many dreaming of becoming professionals and following their idols’ successful careers. Yet the sport's notorious and widespread corruption may have its roots at the youth levels
F
ive weeks ago, El País published an unusual investigative report about a suspected fixed match that, one year earlier, interrupted our otherwise pleasant lives in Barcelona, Spain. It is largely thanks to the courage of six children, who agreed to recorded interviews with El País as part of its one-year investigation, that anyone knows the story of this controversial match. As described in the article, on 30 May 2015, two teams – UE Cornellà and Gimnàstic Manresa – faced each other in the final match of the season in an elite youth category of Catalan football. This is a category in which, every week, the coaches prepare their players for the match with a “do or die” mentality, instructing them to “dejarse la piel” (literally “leave one’s skin behind”) on the field. As such, this particular match between Cornellà and Manresa was sure to be an epic battle, because whoever won the game would earn first place in the division. There was every reason to expect the two teams to give every ounce of energy and sacrifice. After all, these were 14 and 15-year-old children who play football out of passion and pleasure, and for many at this elite level, out of hope of one day becoming a professional. However, instead of an epic battle, those in attendance were witnesses to a match in which there were no goals scored, no cards given out, no corner kicks taken, and no shots attempted against the net of the opponent. Video clips of the match, which began circulating within 24 hours of its conclusion, give an idea of the game’s pace and logic. Although we were not parties to the match, we became aware of it as a father and son affiliated with CE Europa: the team that, as a result of the 0-0 tie, was mathematically eliminated from division ascent for the next season. Once we saw the videos of the match, and began hearing first-hand accounts of Cornellà players regarding club instructions to refrain from seeking a victory, we knew a full investigation was warranted – especially since the case raises potential charges for fraud, but also for the moral corruption of children. As such, we had assumed that all of the other parents and players at CE Europa would share our concern. We had also assumed that, upon viewing the videos of the match and being called upon to review the case in an official complaint filed by CE Europa (which was supplemented by our own detailed complaint), the Catalan Football Federation would at the very minimum conduct a preliminary investigation. Instead, the Federation declined to take any action, explaining to us by phone that they would only begin to investigate the matter if the alleged culprits self-incriminated – a rather unusual legal prerequisite for initiating a non-judicial investigation! Just as surprisingly, most parents at CE Europa, after initially expressing their shared outrage, declined any in-depth involvement, simply commenting in most cases: “las cosas son así” (i.e., that’s how things are). Fast forward to today. It has been one month since El País published the results of its investigation, including vivid details from the independently
recorded confessions of three Cornellà players and three Manresa players. Yet, the Federation has insisted it will only open an investigation if CE Europa, as a club, files an extraordinary motion – a step the club, to its credit, has now taken. Meanwhile, a disappointing public silence has persisted among the parents of Manresa, Cornellà and CE Europa (with the exception of a Manresa father and a Cornellà mother quoted in the original El País report). In contrast, we have been encouraged by the spontaneous response of prestigious Spanish law firms, several of which have offered their support for any future legal action if the Federation fails to do a genuine, in-depth investigation. Likewise, it has been heartening for us to see how many newspapers, TV and radio stations in Spain and around the world have taken notice of the El País investigation, and raised new questions. Articles have appeared everywhere from Belgium to the Netherlands to Brazil, and the story is widely reported in football blogs globally, as we learned through conversations with friends abroad. Yet, for us, this case has never really been simply about football. Instead, it teaches us about the difficulty and discomfort of confronting abuse by one’s friends and peers; about how corruption thrives, and entrenches, more easily when society fails actively to denounce it; about the importance of institutions as a necessary check against socially tolerated wrongdoing; and about the frequently undervalued word of a child compared to that of an adult. (Amaz-
ingly enough, only clubs have rights to appear before the Catalan Football Federation or file a complaint against a club or official for an infraction of the Federation’s regulations – in apparent disregard of the unanimous UEFA resolution on protecting the sport’s integrity.) Still, we remain confident that the right actions will be taken. After all, Spain is no longer an undemocratic state. If apprised of this matter in detail, we know that the judicial authorities of this country will find more than enough cause for a full investigation and, if warranted, the imposition of full corresponding sanctions. We feel the same confidence in the country’s media, which has shown that this story will not go away unless and until the allegations are fully and independently sought out. But what happens next is largely up to the Federation. It can do a great service to everyone by simply acting in the same spirit as the six youth players who, through their detailed testimonies to El País’s investigators, provide a valuable moral lesson to everyone involved in this incident. They say it takes a village to raise a child. But thus far at least, it looks like the children are the ones trying to raise the village. They should be given every protection and a full hearing by all those who claim to care about corruption. Malachai Freeman is a 16-year-old high school student. he last one hundred years life expectancy has increased by about 25 per cent-from near 80 to near 100-in some countries. But, instead of increasing playful childhood, education, work and retirement by 25 per cent, the age of retirement has moved much less than the age at death. That deprives masses of older people with experience and wisdom of productive work, of being useful, meeting others constructively; reducing them to being playful–bridge or golf as case may be–and just keeping alive. Homo sapiens as homo ludens not homo faber. Longer, but emptier lives. A crime against humanity if there ever was any. However, with two clear remedies: continue working self-employed with pension as salary, or find meaning in dedication to something beyond oneself, some cause, volunteer work. That should be planned well in advance before entering a “career” that peaks before, or at, retirement; the rest being downhill even steeply. Life is expansion from a fertilized egg to a mature human being and contraction to ever narrower space around oneself till time is up. Western history has many narratives about expansion from some little point to a full-blown empire and contraction to ever narrower spaces. The two model each other with empire expansion giving meaning to life, and contraction, death of empires making life meaningless, with waves of massive suicide ending the Habsburg, Nazi, Apartheid empires. Hitler, in 1940 the head of the largest European empire ever, in 1945 only
of his bunker, may have been a suicide model. But it was deeper. We are now living the accelerating history of the end of the US empire, in the wake of about 11 in Europe; and the general decline and fall of Western hegemony. Suicide waves on both sides of the Atlantic? To the contrary, EU creates an EU Army HQ, USA elects a president known for belligerence, Brexit England revives symbols of an empire long since gone; finding meaning in war and domination. Far better would have been for all three to lift up the bottom living in misery. But are we not at least living healthier lives, with lower mortality, and also with lower morbidity? The World Health Assembly of WHO in Geneva 23-28 May 2016 sheds some doubts on that. The DirectorGeneral Dr Chan celebrates declines in infant and maternal mortality and in death from TBC and HIV. But on the dark side are air pollution and climate change, drugresistant pathogens, resurgence of emerging and re-emerging infectious diseases, antimicrobial resistance, chronic non-communicable disease, chemicals such as lead, pesticides, obesity, inappropriate marketing of unhealthy, sweetened food with gifts and free samples, and lack of access to affordable medicines and vaccines. We sense profit before/above health, as evidenced by BRICS speakers mentioning TPP; and behind the waning US empire. Shall we die from all of the above, to save the West from transatlantic suicide waves? From neither. There are good solutions, some medical-technical, some based on state power–laws, taxation,
subsidies–some based on people defending themselves with information, boycotts, alternatives. And the USA may even join the world, leaving global hegemony behind. However, “meaningful vs empty” goes deeper. Take the Internet; very much meaning can be derived from the screen. Or, is there a snag? Wendy HK Chun from “In the Depths of the Digital Age” (NYRB 23 Jun 2016): “When you read on paper, you are more likely to follow the thread of a narrative or argument, whereas when you read on screen you are more likely to scan for keywords–and may end up with stronger feelings /like anger/ about them, not with the potentially different ideas”. But cannot anger be as meaningful as ideas? Sure, but anger may produce more anger in a destructive polarization while ideas produce ideas in a constructive cooperation. More meaningful in the long run. The review calls attention to software in “smart watches” telling the sate of health. Useful, but it reduces the wearer to an object rather than a subject, with “meaning” imposed, not proposed. And among the leading diseases (Nºs 1 and 4) according to WHO, are increasing uni- and bi-polar depression, both meaning-killers. Let me share experiences getting older, 86 on the day this is published. No doubt outer life, like work far from home, contracts, eg. to Skype. The circles grow smaller around the home. Work filling it with comfort, beauty and meaning is well spent. But inner life expands if not too much energy goes into health concerns. I am reminded of Bertrand Russell’s

article in The Observer, “On Turning 90”: the disadvantages are obvious, but there is the overview, that long-time perspective from having lived long. Events, processes, the non-changes experienced accumulate. Their synergies come forth as wisdom. “What did I learn from that” comes up frequently. Positive, inspiring answers may give more meaning than warnings. And younger people beware, we older know a little bit about love and all that. When younger, I asked myself how I can, when older, live without such exciting activities; getting older how I could live with them. A life not disturbing endless mental and spiritual vitality opens for deep contemplation. Togetherness with a spouse multiplies the richness: jointly enjoying nature, changing climates, wonderful people, delicious food, culture, in town or at home. Consciousness, a little work, much gratitude are needed. The happiest years of my life. Childhood, adolescence, early adulthood pass review in thoughts and dreams; to be explored for positive messages, and for something that went wrong and can be remedied. I dream summer and good weather, travel, some kind of mission, something going wrong and being fixed or in the process–in short, a life review. That enriches life by living two of them together, here-and-now and there-andthen. Fascinating. And the bad things that happened? They are there but go beyond, into here-and-now. Of course writing helps the processing and the search for new horizons. Also looking at a screen, without looking back in anger. But maybe with a deeper understanding pointing forward to one more tomorrow, in that wonderful flow of expanding inner lives.

ccording to the WHO, life skills are abilities for adaptive and positive behavior to deal effectively with the demands and challenges of everyday life. Life skills deal with psychosocial competencies and are very important for anybody throughout life span. 10 core Life Skills are: Self Awareness, Creative thinking, Critical thinking, Effective communication, Empathy, Interpersonal relationship, Coping with stress, Coping with emotion, Problem solving, and Decision making. Looking at the situation of educational system the educational institutions focused too much on the syllabus and academics rather than focusing on a student’s capabilities or needs. The schools are scared to lose their reputation through failures of students and stress only on marks secured by the students, not knowing that life skills can boost a student’s capabilities. The Nagaland Board of School Education has recently introduced Life Skills textbooks for Classes IX and X but does not award credits/marks and thus, neither the teacher nor the students pay importance to the subject. Lack of life skills could possibly be the reason why many students after graduation don't know where to go and are not really aware of their potentials. Thus Life skills are important aspect of every individual growth that is essential for personal development as well as growth of society towards development and peaceful society.

looks like a place where learning is happening." And, like a feeling, school climate is hard to define, difficult to measure and can swing positive or negative. A study published in the Review of Educational Research today suggests that school climate is something educators and communities should prioritize — especially as a way to bridge the elusive achievement gap. The authors analyzed more than 15 years of research on schools worldwide, and found that positive school climate had a significant impact on academics. And here's the biggest takeaway: There's no link between school climate and socioeconomic status. In other words, there are plenty of happy schools in low-income neighborhoods, too. "Obviously you need to have a great math teacher that can
teach math, but those social and emotional connections really help in the academic area too," says Ron Avi Astor, a professor at the University of Southern California and a co-author of the study. "That creates a lot of opportunities for the low-income schools," by giving reformers more tools to think about, he says. When Pam Hogue took over as Weiner Elementary's principal three years ago, tardiness was a problem. Enrollment was down. The community was losing faith in its public schools. Weiner is a rural town with a population of less than 700. A majority of the kids come from farming families — soybeans and rice, mostly — and more than 99 percent receive free and reduced-price lunch. Hogue sat down with a faculty team to envision the school they wanted — a school with the tagline "A great place to be a kid." Now, students are rarely late (no one wants to miss out on that assembly). Average attendance is 99.93 percent this year.

But when we are corrupt, how we can say that we are educated. All we can say is we are much more illiterate than the uneducated people with an innocent mind. What is Corruption? Anything that is not brought to justice is called corruption. Corruption, in one form or another, is a worldwide phenomenon. But everyone admits that corruption is something ugly, immoral, and detestable. Wikipedia defines ‘Honesty as to a facet of moral character and connotes positive and virtuous attributes such as integrity, truthfulness, straightforwardness, including straightforwardness of conduct, along with the absence of lying, cheating, theft etc.’ Furthermore, honesty means being trustworthy, loyal, fair, and sincere. Unfortunately, in our state, corruption has become a part of life. Corruption is everywhere visible in its unadulterated form: bad road conditions, mismanagement of government funds, non-payment of salaries for government teachers, and so forth. . It has entered the very roots of the Naga society. It has become so intrinsic in our society making it extremely impossible for anyone to be

Corruption makes it impossible for one honest man to carry out the required task assigned to him/ her smoothly. It has superseded honesty and plays a dominant role ruling over our Naga society today. Clear evidence is seen from our local dailies, such as misuse and misappropriation of funds, backdoor appointment, pending of works, protest against non-payment of salaries, and acquiescing to the demands only after strikes and agitation. Does honesty prevail in our Naga society? So when all these are clearly visible how can we say we live in a society where honesty rules. It is like a tug of war in the battleground between two different opponents: "Honesty vs. Corruption". So who do you think will be the dominant group? This is a metaphor of our society. We live in a society where the sweats and rights of the poor public are lavishly enjoyed in luxury by the unthoughtful, corrupt and powerful people. Public cries are heard but ignored. It seems justice is itself up for sale! The numerous schemes are sanctioned and given by the central government for the upliftment of the poor people living in rural areas. Yet, if we were to inquire as to who the real beneficiaries of the schemes are we find that the actual beneficiaries are the politically influen-
geted people for whom such schemes were allocated are denied of the benefits. The very existence of ‘ism' in our Naga society is so entrenched that people become blind to differentiating between good and bad. The irony is that, instead of fighting against corruption our society sanctifies the corrupt officials simply because he or she belongs to one’s community or clan. An example of corruption, given by a candidate (first-hand information): there was an advertisement put up in our local dailies for the post of ‘Dobashis’. The candidate happens to apply for the said position. But when he inquired about the selection process in the nodal office, ironically, it turned out that the post has already been filled even before the advertisement was put up. This is an unfortunate instance where aspiring and deserving people with no voice to raise and with nowhere to turn for help are slowly being deprived of all hopes. This is just a story of one candidate, but there are likely many more such aspiring candidates whose silent tears spilled go unnoticed. Is our state not a Christian state? All we can say and see is ‘Nagaland for Christ’ is being replaced by the word ‘Nagaland for Corruption’. It is us who are rearing and nurturing corruption into our younger generation. It is as if corruption is everything to us and we cannot live without it. Brethren why let corruption chain
from the grip of corruption? Living a life of integrity is far better than a corrupted benevolent and respectful person. Our individual commitment to honesty is a guiding light; our spiritual commitment to purity is a saving light. Every politician represents citizens who have elected them so that they will carry out good policies for the growth and welfare of the general public. If a politician is inefficient but honest, then with the power of honesty he/she can uproot corruption from the system. At the same time, an honest politician needs the support of the public and the majority to overcome the enormous odds and challenges in our State. A spiritual development like love, purity, honesty, unity, empathy, justice, happiness, etc. among people is where we see no or less corruption. The reward of honesty is honesty itself, for there is nothing better than honesty. No one can be good or great without truth and honesty. No matter what, truth always triumph. Two DU, JNU professors booked for Chhattisgarh tribal's killing SukmA/New Delhi, November 8 (iANS): A case of murder was registered against two professors of Delhi University and Jawaharlal Nehru University and others folowing a tribal's killing on November 4 in Chhattisgarh, the police said on Tuesday. "A case was registered against DU Professor Nandini Sundar, JNU Professor Archana Prasad and others by the police on November 5 at Tongpal police station for the murder of Somnath Baghel," Sukma Superintendent of Police I.K. Elesela told IANS. According to police, armed Maoists killed Baghel in his home in Nama village in Tongpal area of Chhattisgarh. The police said six months ago, the accused had issued death threats to the villagers on behalf of the Maoists. Others booked in the case include Maoist leaders Vinod and Shyamla and Communist Party of India leader Sanjay Parate. The killed tribal, Somnath, was a member of the Block Congress Committee in his area. The accused were booked under Indian Penal Code sections dealing with murder, attempt to murder, trespassing and rioting, and the Arms Act. Rajnath assures missing JNU student's mother full support New Delhi, November 8 (iANS): Union Home Minister Rajnath Singh on Tuesday assured Fatima Nafees that the police are doing everything possible to locate her missing son, Jawaharlal Nehru University student Najeeb Ahmed, an informed source said. The minister also told her that he calls regular updates on the matter from the Delhi Police. "The Home Minister heard her patiently and assured her that the city police are on it," the source told IANS. Interacting with the media after meeting Rajnath, Fatima said the minister has given her full assurance and that she is hopeful of her son returning safely. She denied reports that he was unwell on the day of his disappearance. "I spoke to him at 11.00 p.m., he wasn't depressed. He was waiting for me, he had called me up. He did not go anywhere on his own. He has been kidnapped...I am sure about it," she said. Najeeb's sister Sadaf also rubbished allegations that he was mentally unstable. 'A prisoner dies every 5.5 hours in India' New Delhi, November 8 (iANS): A human rights group on Tuesday said one prisoner dies every 5.5 hours in Indian jails and that there are 3 times more mentally ill and 61% more women prisoners in the country compared with the figures 15 years ago. More than 60% of the inmates lodged in Indian jails are awaiting trial, a number less than only 17 countries in the world, Commonwealth Human Rights Intiative (CHRI) said here. The group released two of its reports -Looking into the Haze: A Study on Prison Monitoring in India and Circle of Justice: A National Report on Under Trial Review Committees on Prison Monitoring. The reports also said that the Muslims and the Scheduled Castes and the Scheduled Tribes are always over-represented in the prison population, up to two-thirds of the total, and that 70 per cent of the prisoners are either illiterates or under-matriculates. Citing the latest National Crime Records Bureau report, the CHRI said India's 1,401 jails held 419,623 prisoners as against their total capacity of 366,781. The organisation said its analysis revealed that some state prisons housed twice the number of prisoners they could hold, and the number going up to 500 per cent occupancy rate. The reports were released by Wajahat Habibullah, a former Chairperson of the National Commission for Minorities, followed by a discussion between representatives of the civil society and State Human Rights Commissions (SHRC). Habibullah, pointing to the dire consequences of unreformed Indian prisons, said many minors arrested during outbreaks of violence in Jammu and Kashmir a decade ago had now emerged as leaders of the ongoing violence in the valley. He said it was a probable outcome of their incarceration with "hardened criminals", instead of being lodged in juvenile
detention homes as should have happened as per the law. Professor Shamim Modi from the Tata Institute of Social Sciences (TISS), Mumbai, spoke about her experience as an undertrial prisoner in Madhya Pradesh during her activist days in that state. "In prison, you have to accept the fact that you are not human. They put you in (prison) to set you right," Modi said. When she complained of rats biting her toes at night, she said, she was told not to expect hotel comforts in jail. Shailesh Gandhi, former Information Commissioner at the Central Information Commission, pointed out to nonclearance of the huge backlog of pending cases, which, he said, added to the misery of undertrials, who are kept confined without trial. "The elephant in the room is the judiciary whose accountability is never mentioned," Gandhi said. The CHRI said data from 26 states and Union Territories was gathered and analysed for the reports. One of the states missing from the report was Madhya Pradesh, against which Modi had a few sharp words to say. "I know Madhya Pradesh won't be there in the report. They blatantly tell you 'we are not going to give you any data. Do whatever you can'," she said. John Dayal, a civil rights activist, raised doubts about the role of SHRCs and State Minorities Commissions vis-a-vis proper prison guidelines, calling them of "dubious character". "(Indian) Prison is a very porous institution. There are criminals with access to latest phones, but a majority of prisoners, Dalits and other poor, are left wanting for most basic amenities. And then there are Maoists, 95 per cent of whom are innocent. We need to work for them and against a political will which does not want things to change," he said.

"There is no real urgency as their plea (by NDTV) for review of the decision is being considered by the government," Attorney General Rohatgi told Justice A.K. Sikri. The government on November 7 put on hold its order asking NDTV that its Hindi channel would be shut for 24 hours on November 9 for allegedly flouting norms.

The 2014 case became public last week when the 34-year-old victim, along with her husband and two women activists, narrated the incident to the media in the state capital. Blast kills child, injures 32 Indian peacekeepers in east Congo: UN Over 60% of Info Commissions' orders not giving facts: Study kiNShASA, November 8 (reuTerS): A bomb attack on U.N. peacekeepers in the east of Democratic Republic of Congo killed a child and wounded 32 Indian troops on Tuesday, the U.N. mission there, MONUSCO, said. Provincial governor Julien Paluku told Reuters that an eight-year-old girl and one peacekeeper had been killed in the blast. An imam who witnessed the explosion told Reuters three peacekeepers had been killed, but the mission did not immediately confirm any deaths. The blast hit the peacekeepers while they were out on a morning run in the city of Goma. "MONUSCO explosives expert on the scene confirmed an Improvised Explosive Device (IED) attack against peacekeepers," the U.N. said, adding that five peacekeepers were in serious condition in hospital. Attacks with explosive devices are extremely rare in Congo and it was not immediately clear who might have been responsible. Paluku said Congolese and United Nations investigators were trying to determine the exact nature of the device. About 18,000 uniformed U.N. personnel operate in Congo, where millions of people died in regional conflicts between 1996-2003 and dozens of armed groups continue to operate.
Kashmir separatists vow to persist with protest shutdowns SriNAgAr, November 8 (iANS): Senior separatist leaders, spearheading the four-month-long protest shutdown in the Kashmir Valley, on Tuesday announced they will continue with their protest programme and asked the people not to listen to rumours. The announcement was made by senior separatist leaders, Syed Ali Geelani, Mirwaiz Umer Farooq and Muhammad Yasin Malik, following a daylong meeting with representatives of various stakeholders, including local educationists, traders, transporters and members of the civil society, at the Hyderpora residence of Geelani. "People should not listen to rumours. We will continue the protest calendar," said Geelani. "People should strictly follow our protest calendar. We have taken into account all the views expressed by the stakeholders during today's (Tuesday's) meeting," he said. "All these views will be accommodated in our future protest programmes," Geelani added. The leaders also said that the stakeholders have expressed solidarity with the people's ongoing struggle and also expressed satisfaction at the unity among the leaders. Separatists have been continuing the ongoing protest shutdown through weekly calendars issued on each Wednesday, with the next one likely to be issued on Wednesday. While it is likely that the separatists will not call off the ongoing shutdown, many people expect relaxations would be announced for students taking their exams and providing more working hours to traders and transporters.
New Delhi, November 8 (PTi): Over 60 per cent of orders given by Information Commissioners in transparency panels do not record critical facts about the cases heard by them which is in violation of the Supreme Court's orders, a study has found. Analysis of 2,000 orders of the Central Information Commission (CIC) and State Information Commissions of Bihar, Assam and Rajasthan showed that more than 60 per cent of the orders contained deficiencies in terms of not recording critical facts. The study was carried out by transparency advocacy groups Research, Assessment and Analysis Group (RaaG) and Satark Nagrik Sangathan (SNS) across three states and the CIC. "The phenomenon of ICs not
passing speaking orders is problematic for several reasons. First, information seekers, the public authorities and people concerned have no way of finding out the rationale for the decisions of ICs. "Second, orders of ICs are often challenged before the courts. The tests of legality, fairness and reasonableness become exponentially more difficult to pass when orders don't speak for themselves and lack essential information, facts and reasoning," the study said. The findings came up for discussion at a public meeting organised by the National Campaign for People's Right to Information here today on the occasion of 11 years of RTI. The study which also looked into pendency found that the Assam State Information Commissioner will take
at least 30 years to hear an appeal or complaint filed today. In January, 2014, the waiting period was two years. "The pendency in the Assam SIC went up by 240 per cent, while in Odisha and Punjab it went up by more than 60 per cent. The pendency in Kerala SIC went up by 49 per cent, while the CIC saw a rise of 43 per cent," it said. The data collated by the groups shows that a matter filed on January 1, 2016 would come up for hearing in the Assam state commission in the year 2046 while in West Bengal it would come up after 11 years, and in Kerala after seven years. "In nine of the 16 ICs for which data was available for 2016, the waiting time for a hearing was more than one year," it said.
beNgAluru, November 8 (iANS): A day-long search on Tuesday failed to trace the bodies of two actors who drowned in a nearby lake while enacting a stunt scene by jumping from a helicopter during the filming of a Kannada movie, police said. "Rescue teams have been searching the TG Halli lake since morning but were unable to trace the bodies of (Anil and Uday) till evening due to poor visibility, silt and water weeds in its polluted backwaters," police officer H.L. Nandeesha told IANS from the location. The Thippagondanahalli (TG Halli) lake is about 40 km northwest of Bengaluru at the confluence of Arkavathy and Kumudavathi rivers in Ramanagara district. It is one of the sources of drinking water supply to Bengaluru. About 50 men of the National Disaster Relief Force (NDRF) and the fire brigade have scouted for the bodies in 10 pontoon boats and four coracles but failed to locate them in the murky waters. Fishermen familiar with the lake where a reservoir was built to store water flowing from the twin rivers and their tributaries also joined the search teams. The stunt act is the climax of a scene in the upcoming film 'Maastigudi' where the hero (Vijay) chases the two villains trying to escape in a chopper from the lake shore. The hero too hops onto the chopper, which flies over the lake's backwaters. As seen from the film footage, aired on local news channels, in a fight between the hero and the pair, the hero pushes both the actors from the chopper and joins them in the reservoir to carry on the fight. Though the movie hero who knows swimming was rescued, the villains were left behind to drown, as they did not know swimming and are feared to have been caught in the thick silt and water weeds in the 20-25 feet deep lake. "We have filed an FIR under various sections of the IPC against the film unit (KPS Combines) for criminal negligence, failure to take precautionary measures like life jackets and safety steps," added Nandeesha.
Delhi air pollution: SC gives govt 2 days for action plan New Delhi, November 8 (iANS): The Supreme Court on Tuesday granted the central government time till Thursday to come out with an action plan to curb the alarming level of air pollution in the national capital as it was told that the authorities have not complied with its December 16 directions. The bench of Chief Justice T.S.Thakur, Justice A.K. Sikri and Justice S.A. Bobde asked the government to submit the plan as Solicitor General Ranjit Kumar sought two days time to sit with the Union Environment and Forest Secretary and the officials of Delhi government to chalk out a plan to deal with the alarming situation. The court described the pollution level in Delhi as "dreaded, severe and disaster", observing that it was a serious issue to be tackled immediately. Giving time to the Solicitor General till Thursday, Chief Justice Thakur asked: "Do you have a plan, a protocol and how you will man-

NGT bans all construction work in Delhi-NCR for a week Taking a serious note of the deteriorating air quality in Delhi, the National Green Tribunal (NGT) on Tuesday banned all construction activities for one week in the Delhi-NCR region. The Tribunal also slammed the Delhi government and the neighbouring states for not implementing its orders to curb pollution. "To bring smog situa-
tion in Delhi and National Capital Region (NCR) under control, the NGT has slapped a ban on construction activities and stone crushing in the region for the next seven days," Counsel for East Delhi Municipal Corporation (EDMC) Balendu Shekhar told IANS. Slamming the Delhi, Punjab, Rajasthan and Haryana governments over rising air pollution, NGT Chairman Justice Swatanter Kumar sought to know how they implemented NGT's orders on dust pollution, paddy stubble burning and vehicular pollution. "All replied in negative. To which NGT Chairman asked them to go through its orders, analyse them and give explanation how will they implement them to curb pollution," Shekhar said. He said the NGT also directed Delhi and the four neighbouring states to hold coordination meetings with Delhi's Chief Secretary to prepare an action plan to battle air pollution.

US election: Asia sees changed US relationship, whoever wins TOKYO/JAKARTA, NOvembeR 8 (ReuTeRs): Win or lose, Donald Trump’s campaign has changed the way countries in Asia view their relationships with Washington. Final polling suggests the most likely outcome is a victory for Hillary Clinton. But even Clinton, an architect of the U.S. strategic pivot to Asia, has some work ahead of her in rebuilding trust, analysts and former officials in Asia said. “With or without Trump, this marks the end of U.S. leadership, in particular, moral leadership,” said a former Japanese diplomat, who asked not to be identified because of the sensitivity of the topic. “I don’t think it’s a question of Trump as an individual, but a question of the U.S. society that produced this man as the Republican candidate.” Trump upended U.S. democratic traditions during his White House campaign, drawing enthusiastic crowds where people cheered his often provocative and outrageous remarks. TRANS-PACIFIC PARTNERSHIP Asia is most worried about trade protectionism - exports make up a quarter of Asia’s GDP and a fifth of them go to the United States. The TransPacific Partnership (TPP) trade deal, championed by Barack Obama in part to increase U.S. influence in Asia, was to be an essential feature of Washington’s strategic pivot to Asia - an “economic NATO”. It now looks dead in the water. Both Clinton and Trump oppose the deal, which would set up a free trade zone among 12 countries that excludes China.
Former Indonesian finance minister Chatib Basri told Reuters the TPP “is an important instrument for the U.S. pivot to Asia”. “There is some kind of a rivalry between America and China, and the way America can get into Asia is with TPP,” said Basri, now a visiting professor at Australian National University. Malaysian Prime Minister Najib Razak came back from a visit to China last week with $34 billion worth of deals and an agreement to buy four Chinese naval vessels. But any such moves could also hurt Asian exporters who ship components there for assembly and export to the United States, at a time when global trade is already weakening. Gareth Leather, senior Asia economist at Capital Economics, said the Philippines, Taiwan and South Korea were the emerging Asia economies most vulnerable to a Trump presidency.“Perhaps the biggest risk to the region’s economies, however, stems not from Trump’s trade policies, but from his foreign policy,” Leather said. British banker jailed for life for double murders
British banker Rurik Jutting was today convicted of murdering two Indonesian sex workers at his luxury flat in Hong Kong.
HONG KONG, NOvembeR 8 (ReuTeRs): A British banker was jailed for life on Tuesday for the grisly murders of two Indonesian women whom he tortured and raped in his luxury Hong Kong apartment and confessed to killing. Rurik Jutting, 31, a former Bank of America employee, had denied murdering Sumarti Ningsih, 23, and Seneng Mujiasih, 26, in 2014 on grounds of diminished responsibility due to alcohol and drug abuse and sexual disorders. He had pleaded guilty to the lesser charge of manslaughter in a case that gripped world media due to graphic video footage seen by the jury and the brutality of the killings. The jury unanimously found him guilty of murder. Cambridge-educated Jutting, wearing a blue shirt, looked down and showed no emotion when the verdict was read out in an open courtroom, packed with journalists. It took the jury, made up of four women and five men, around six hours, including a lunch break, to reach its decision. In a statement read by defence lawyer Tim Owen, Jutting, the grandson of a British policeman in Hong Kong and a local Chinese woman, expressed sorrow. “The evil can never be remedied by me, nevertheless... I am so sorry. I am sorry beyond words,” Jutting said in the statement. The defence team argued that Jutting’s cocaine and alcohol disorders as well as personality disorders of sexual sadism and narcissism had impaired his ability to control his behaviour. The prosecution rejected this, stating Jutting was able to form judgments and exercise self-control before and after the killings, filming his torture of Ningsih on his iPhone as well hours of footage in which he discussed the murders, binging on cocaine and his graphic sexual fantasies.

But no solution was in sight, despite the bravado. Every 10 minutes or so the sniper fired several rounds of bullets in their direction. At one stage, an Islamic State fighter could be seen in the distance, running between houses carrying an AK-47 assault rifle. The Americans hit back by firing bullets from their MRAP machine gun. The bullets could be seen hitting the balcony of the red building. The sniper hit back in return, each bullet bearing a message: ‘You haven’t got me’. A red flash appeared from the muzzle of the sniper’s rifle every time he opened fire. At one point three U.S. special forces jumped out of the way as the bullets flew near them. CAR BOMBS Kurdish guerrillas had been planning the assault on Bashiqa for weeks. In that time, Islamic State militants carried out nighttime suicide bomb attacks against their makeshift base nearby. Early on Monday, after days of clearing bombs from nearby areas, Kurdish peshmerga forces entered Bashiqa. One hour after they moved into the town, which stands on a plain at the foot of a mountain, two car bombs exploded near their convoy, sending up plumes of white smoke just 50 feet (15 metres) away. No one was wounded by the bombs, but any sense of relief was soon eroded by the growing tension caused by the sniper. Aside from the barrage of bullets from the MRAP vehicles, wire-guided missiles were also fired at the sniper’s building. Adjacent buildings were also targeted after gunfire was seen coming from them. It was not clear whether the sniper had comrades with him nearby or was moving from one building to the other in underground tunnels that Kurdish officials say are used by the militants when they come under serious pressure. Kurdish and Iraqi officials say the militants have brought in highly skilled snipers from conflict zones like Chechnya. At one point it seemed as if the sniper had been silenced. Then gunshots came from another direction, prompting one of the American special forces snipers to yell: “It’s coming from the green building.” Nearby one of his comrades said: “Tell Steve we need the missiles.” While the Americans showed a sense of urgency, crouching near buildings to try to find a direct line of fire to the sniper, two Kurdish fighters calmly sat on the street that had come under fire and ate rice and beans from a styrofoam plate. Another Kurdish fighter nearby focused on his black tea kettle, oblivious to the explosions of artillery that were fired towards the sniper. In the end, the peshmerga and American special forces seemed to lose patience with the cat and mouse game and the row of houses where the sniper was located was hit by three air strikes.

The Child Labour (Prohibition and Regulation) Amendment Act, 2016 (No. 35 of 2016) is an Act further to amend the Child Labour (Prohibition and Regulation) Act, 1986, and for the long title, the following shall be substituted, namely:"An Act to prohibit the engagement of children in all occupations and to prohibit the engagement of adolescents in hazardous occupations and processes and the matters connected therewith or incidental thereto". 2. Under Section l sub-section (1) this Act may now therefore be called "The Child and Adolescent Labour (Prohibition and Regulation) Act, 1996". 3. Under Section 2, the following clause shall be inserted, namely:(i) "adolescent" means a person who has completed his fourteenth year of age but has not completed his eighteenth year". (ii) "child" means a person who has not completed his fourteenth year of age or such age as may be specified in the Right of Children to Free and Compulsory Education Act, 2009, whichever is more. 4. The amended Act provides under Section 3 and 3A that "No child shall be employed or permitted to work in and occupation or process". Further it provides that "No adolescent shall be employed or permitted to work in any of the hazardous occupations or processes set forth in the Schedule". 5. The Penalties under Section 14 shall be substituted by the following sub-sections, namely:(1) Whoever employs any child or permits any child to work in contravention of the provisions of Section 3 shall be punishable with imprisonment for a term which shall not be less than six months but which may extend to two years, or with fine which shall not be less than twenty thousand rupees but which may extend to fifty thousand rupees, or with both: (1A) Whoever employs any adolescent or permits any adolescent to work in contravention of the provision of Section 3A shall be punishable with imprisonment for a term which shall not be less than six months but which may extend to two years or with fine which shall not be less than twenty thousand rupees but which may extend to fifty thousand rupees, or with both: 6. After Section 14 of the principal Act, the following sections shall be inserted, namely:"14A. Notwithstanding anything contained in the Code of Criminal Procedure, 1973, any offence committed by an employer and punishable under Section 3 and Section 3A shall be cognizable". "14B. (1) The appropriate Government shall constitute a Fund in every district or for two or more districts to be called the Child and Adolescent Labour Rehabilitation Fund to which the amount of fine realized from the employer of the child and adolescent, within the jurisdiction of such district or districts, shall be credited. (2) The appropriate Government shall credit an amount of fifteen thousand rupees to the Fund for each child or adolescent for whom the fine amount had been credited under sub-section (1). New DelhI, NovembeR 8 (PtI): The 10th edition of Indian Premier League may begin from April 5 next year, less than a week after the Test series against Australia ends on March 29, while the players' auction will be held in Bengaluru on February 4. IPL Governing Council chairman Rajeev Shukla announced this following a meeting here today, adding that no decision was taken in violation of the Supreme Court-appointed Justice Lodha Committee directives. One of Lodha Panel's directives to the BCCI was to keep a 15-day gap between the IPL and an international series. "There is a proposal to start IPL 10 from April 5. The auctions will happen in Bengaluru on February 4. We had to keep a gap of one week after the Australia series," Shukla told reporters after the Governing Council meeting called to discuss operational issues pertaining to the cash-rich league. "All operational details have been discussed," Shukla said. Innovative steps will be taken to ensure that centres in Maharashtra such as Mumbai,
Pune and Nagpur are able to hold matches in the 10th edition of the tournament that started in 2008 amid much fanfare. IPL matches scheduled in Maharashtra had to be shifted out last year after outrage over use of water to maintain stadiums even as the state reeled under severe drought. Shukla said, "We will have water harvesting technology at stadiums in Maharashtra to counter drought threat in the state. We will ensure that we can generate our own water to maintain stadiums." It was decided in the meeting that defending champions Hyderabad Sunrisers will host the opening ceremony and the final as per norms. The IPL franchises' workshop will be organised in Dubai. USADA slapped him with the standard one-year ban for the violation, and backdated it to July 6, the date of his provisional suspension. dimaPur, nOvember 8 (mexn): In what was arguably the best match of the tournament so far, host Nagaland Police narrowly prevailed over Arunachal Pradesh Police in the ongoing 65th B.N. Mullik Memorial All India Police Football Championship 2016 at Police Complex, Chumukedima on Tuesday. The Group D encounter witnessed a spirited challenge from the Arunachal Police but Nagaland Police did just enough as the hosts won 3-2. Nagaland Police’s Ratobe Poireng scored a goal and leads the tournament’s top scorers list with a tally of 6 goals. The other two goals for Nagaland Police came via Sentiyanger and Lipok. The fourth day of the preliminary league rounds of the tournament saw defending

Curry, who on Friday had seen the end of his incredible 157-game streak with at least one three-pointer in a defeat to the Los Angeles Lakers, finished with 46 points after a virtuoso display. ARC undertakes motorcycling expedition kOhima, nOvember 8 (mexn): Braving inclement weather and terrain conditions, a team from the Assam Regimental Centre undertook a motorcycling expedition as part of its Platinum Jubilee celebrations. The 22 riders took off from Shillong and rode into Kohima garrison where they were flagged in by Deputy Inspector General of Headquarter IGAR (North) on November 6. According to a press release, the expedition has been undertaken to pay homage to the Martyrs and to mark 75 years of glorious service to the Nation of the Assam Regiment. As part of the expedition, the riders interacted with Ex Servicemen of Assam Regiment at Kohima and also paid homage to the martyrs at Kohima War Cemetery and Assam Regt War Memorial located near Old Minister Hill. The riders left Kohima today for Jessami. In Jessami, the expedition members paid homage to martyrs of World War II at Jessami War Memorial.

WashingtOn, nOvember 8 (aFP): Houston Rockets head coach Mike D'Antoni said his team must iron out their defensive kinks after a James Harden-inspired victory over the Washington Wizards. Harden scored 32 points -including 14 in the final quarter -- as the Rockets prevailed 114-106 to improve their season record to 4-3. Harden's final quarter points spree rescued the Rockets, who had trailed 9594 with just over seven minutes remaining in the game. kOChi, nOvember 8 (ians): Kerala Blasters scored a dramatic late winner, in the ninth minute of added time, against a nineman FC Goa to win 2-1 in an Indian Super League (ISL) football match here on Tuesday. C.K. Vineeth scored the winner at Jawaharlal Nehru Stadium. Rafael Coelho provided FC Goa the lead in the ninth minute. But the match took a dramatic turn early in the second session when Goa captain Gregory Arnolin was sent off for handling the ball and Kerala Blasters won a penalty which Kervens Belfort converted to make it 1-1. In the 80th minute, Goa were reduced to nine men when Richarlyson was sent off for a double booking and despite Goa's efforts to hold the fort, Vineeth managed to register the winner
in added time. It was a first win for Kerala at home that took them to fourth on the table with 12 points while leaving Goa at the bottom with only seven points after the ninth round of matches. Kerala Blasters coach Steve Coppell made four changes, introducing goalkeeper Graham Stack, Pratik Chaudhuri, Mohammed Rafique and Michael Chopra to the first team. Kerala were stunned in the ninth minute when their defenders were caught offguard. Indian striker Robin Singh had won a free kick out on the left and Richarlyson floated it right inside the danger zone.
