Whether I win or lose, I will continue to serve the people,” said Dr. Neiphrezo Keditsu, who has not spoken much of his plans and policies at the campaigns but has focused on uplifting the ‘farmers, poor, elderly and the youth.’ Dr. Keditsu’s main manifesto has been promoting entrepreneurship and uplifting the youth.

“The youth has high hopes in him. He understands the youth, yet possesses the wisdom of the elderly That’s his advantage,” said a young supporter from Gariphema village, who is of the view that this election is important for the youth since they will have the chance to put up a younger leader and older ones ought to give way to changes and new ideas.

Putting people first has been a recurring statement in most of the 37-year-old candidate’s campaigns,

who admitted his lack of knowledge about his constituency but hopes that the people will come to him to address their problems.

“While I was still in government service, posted as the Project Director under Rural Development, a lot of villagers brought in their grievances and difficulties to me,” said the retired Bureaucrat. In most of his campaigns, the 60-year-old has talked about delivering benefits of programs and schemes to the grassroots, making public welfare schemes available to the poor and focused on enabling the youth, including uneducated youth to access various employment avenues for self-employment.

DIMAPUR, OCTOBER 9 (MExN): A Business Meet to create awareness among entrepreneurs was held today at The Dine, KS Complex, Chumudekima. Delivering the welcome note, Tiatemsü Longchar, Chairman, EATACOL, stated that the meet was held to make the entrepreneurs learn about the loans provided by NEFDI (North East Development Finance Corporation Limited). “Banking and finances is brought to your doorstep”, he exclaimed, while maintaining that NEDFI is a transparent body and there is easy access to loans even to the tunes of hundreds of crores. A power point presentation was presented by Vimeyiel Richa, NEDFi Branch Manager, Dimapur. He showed that NEDFI is a public limited company registered under the Companies Act, 1956 and notified as a Public Financial Institution that is registered as a NBFC –Loan Company with RBI. While encouraging prospective entrepreneurs to apply for a loan, he exclaimed that prospects for upcoming entrepreneurs are abundant in Nagaland and that the 1st generation entrepreneurs will gain most. He added that NEDFi aims at providing valued advisory and consultancy services, promoting entrepreneurship, skill development and capacity building of the micro, small and medium enterprises and generating sustainable livelihoods. The loans are provided at 8% interest.

DIMAPUR, OCTOBER 9 (MExN): The Business Association of Nagas (BAN) has condemned the order by the Urban Development Department (UDD) to “all business establishments to buy extinguishers from one particular company Royal International, Millennium Market, Dimapur.” A press note from the BAN stated that “this is pure and simple market monopoly.” BAN further appealed to its members “not to comply with such arbitrary and biased dictates which is against the very ethics of free market.”

TUENSANG, OCTOBER 9 (DIPR): Deputy Commissioner of Tuensang District Mhabemo Yanthan inaugurated the Total Literacy Campaign on October 9 at Nangpong village, Tuensang. Further on the ILP, the CM said, “We never intend to remove ILP. We said to ‘relax’. ILP is 15 days valid and there is no provision for renewal or extension.” He further expressed the need for categorization of obtaining ILP for tourists, settlers and workers. “To regulate the system, we have passed the resolution. We welcome the suggestion from anyone and to streamline the system,” he added.

Pressing on the issue of Assam-Nagaland border which Zeliang affirmed has been pending for the last half century, he added that for the first time in history, the Supreme Court has announced that the Ministry of Home Affairs will take the responsibility to settle Assam-Naga issue amicably. “This is one step forward we have achieved.

Unless we go for amicable settlement, SC will never draw the line of boundary between this two states,” said the CM who plans to meet MHA this week. The CM hoped for an amicable settlement to the issue and the ushering of peace.

against the irregularity in the functioning of the technical education department based on its fact finding report.

16 Baptist leaders visit Molungkimong

DIMAPUR, OCTOBER 9 (MExN): Sixteen Baptist leaders, representing the American Baptist International Ministries (ABIM), Nagaland Baptist Church Council (NBCC) and the Ao Baptist Arogo Mungdang (ABAM) visited Molungkimong on October 8.

A press note informed that the delegation was accorded a warm welcome with traditional dance at the Monolith. The Monolith was erected in memory of the first arrival of Rev. Dr. E. W. Clark, an American Baptist Missionary escorted by 60 young warriors on Dec 18, 1872 for the baptism of 15 converts on December 22, 1872. The team visited several spots, including the first baptistery, the Clark’s gate, the first Chapel and Clark’s monument. The Baptist leaders also knelt at Clarks gate, while offering a prayer.

Guwahati, OctOber 9 (iaNS): The Assam government Thursday ordered two separate probes into the distribution of poor quality relief materials and alleged police atrocities on flood-hit people in the state's Goalpara district.

One probe will be conducted by a magistrate while the other probe will be carried out by a deputy inspector general (DIG)level officer of police.

Several people were injured in the district's Bolbola area Wednesday after police resorted to lathi charge to disperse a mob, which had blocked the National Highway 37 (NH-37) to protest against the supply of poor quality flood relief material.

After meeting power and transport minister Manik Dey, Chakravorty said the Indian government has been trying to sell 100 MW power from Palatana project and developm cargo handling facilities at the Ashuganj river port in Bangladesh.

"I am here to take stock of four India-Bangladesh projects — power transmission to Bangladesh, port development, Agartala-Akhaura rail connectivity and Sabroom-Ramgarh river bridge on the Feni river," he said. He said Bangladesh has been promoting Indian investment for the last few years and the Sheikh Hasina government has now decided to provide

a special economic zone to Indian investors.

Regarding development of the Ashuganj port, Chakravorty said Water and Power Consultant, an undertaking of the Indian government, has prepared a detailed project report which is being assessed by an expert committee of both the countries.

Regarding power transmission from Palatana to Bangladesh, he said the power ministry has cleared the proposal for erecting lines to connect the power grid in Comilla and now it is just waiting for completing formalities to start supply of power.

Chakraborty said he would discuss the issue with garment industries owners on his return to Dhaka and added there was congenial atmosphere for setting up industries in Tripura. He said the state was going to be a power surplus state within a short time with the second unit of 726 mg watt gas based thermal power project at Palatana starting it's generation.

The diplomat said there were some technical problems in Foreign Direct Investments (FDI) from the Bangladeshi side which could be sorted out following discussions with the Governor of banks in that country. Earlier this week, Chakraborty said Bangladesh government had announced creation of 'Special Economic Zone' (SEZ) for Indian investors due to good bilateral relations between the two countries. "Bilateral relations between India and Bangladesh have improved a lot.

The neighbouring country has announced to create Special Economic Zone for the Indian investors," he told reporters on Monday after a meeting with the state power and transport minister Manik De. Chakraborty arrived here on a four-day visit on Monday through Akhaura border to review the progress of different connectivity projects between the two countries through Bangladesh and transmission of 100 MW power from the 726 MW Palatana power project in South Tripura district.

Tripura has a 856 km long border with Bangladesh which constitutes 85 per

centre at the Myanmar border and Chhumkhum to Chawngte in south Mizoram's Bangladesh border.

first project for North-East in October

New Delhi, OctOber 9 (JaGraN POSt): The newly constituted National Highway Infrastructure Development Corporation Limited, which is mandated to develop 10,000 km of roads in the country with a special focus on North-East, will award the first highway project in Meghalaya this month.

Prime Minister Narendra Modi has laid special emphasis on the development of the north-eastern region. His government plans to focus on constructing National Highways and good roads in the region.

The government has also allocated Rs 3,000 crore in the Union Budget 2014-15 for improving highways and state roads in the region. The focus of this company will be to develop roads and other infrastructure of highest standard in the country with focus on the north-eastern region and border areas, a Ministry official said.

The company is mandated to build 10,000 km of roads in the North-East (Assam, Meghalaya, Manipur, Nagaland, Mizoram, Tripura and Arunachal Pradesh) and Uttarakhand.

The official said that as many as five projects in

Meghalaya are under various stages of development and one of the projects is likely to be awarded this month by National Highway Infrastructure Development Corporation Limited (NHIDCL).

The financial bid for the up-gradation of 66 km long 2-lane stretches from Nongstoin to Domiasiat via Wahkaji has been received and the project is likely to be awarded this month,

the official said. The detailed project report (DPR) of three 2-laning projects in Meghalaya, totaling a length of over 240 km are ready and target of awarding these projects is December, 2014. The DPR for the up-gradation of Nongstoin-Rambrai-Kyrshai road up to Meghalaya-Assam border, is in progress and this project is likely to be completed by the end of this year.

The Juvenile Justice (Care and Protection of Children) Bill, 2014 as introduced and pending in Lok Sabha has been referred to the Department-related Parliamentary Standing Committee on Human Resource Development headed by shri Jagat Prakash nadda, MP, Rajya sabha for examination and report.

2. The Juvenile Justice (Care and Protection of Children) Act was enacted in 2000 to provide for the protection of children. The Act was amended twice in 2006 and 2011 to address gaps in its implementation and make the law more child-friendly. During the course of the implementation of the Act, several issues such as increasing incidents of abuse of children in institutions, inadequate facilities, quality of care and rehabilitation measures in Homes, high pendency of cases, delays in adoption due to faulty and incomplete processing, lack of clarity regarding roles, responsibilities and accountability of institutions and inadequate provisions to counter offences against children such as corporal punishment, sale of children for adoption purposes, etc. have highlighted the need to review the existing law. Further, increasing number of cases of crimes committed by children in the age group of 16-18 years in recent years makes it evident that the current provisions and system under the Juvenile Justice (Care and Protection of Children) Act, 2000, are ill equipped to tackle child offenders in this age group.

3. It is therefore, proposed to repeal the existing Juvenile Justice (Care and Protection of Children) Act, 2000 and re-enact a comprehensive legislation inter alia to provide for general principles of care and protection of children, procedures in case of children in need of care and protection and children in conflict with law, rehabilitation and social re-integration measures for such children, adoption of orphan, abandoned and surrendered children, and offences committed against children in the best interest of children.

4. The Committee has decided to invite memoranda containing views/suggestions from individuals/organizations interested in the subject-matter of the Bill.

5. Those desirous of submitting memoranda to the Committee may send their written memoranda, either in English or in Hindi, to Shri N.S. A Feminist discourse in Naga society and the fear of patriarchal backlash

T

he world is still run by men and I kind of think we can do it better,” quipped the Facebook COO and author Sheryl Sandberg. Naga women admittedly are fairly circumstanced as compared to their counterparts – woman in the traditional Naga society being conceived not as mere human embodiment, but deified as divine companion, violation of whose modesty by any form of physical violence is considered a serious social shame – however, the relative absence of domestic violence in the Naga society alone cannot elude the existence of gender inequality and dichotomy in variable dimensions.

While the “egotistical man” is still jealously infatuated with the nostalgic memories of his “traditional woman” who is docile and submissive, the feminist discourse in the Naga society still lacks the anticipated guts and confidence due to fear of patriarchal backlash, social disapproval and rejection.

The notion of womanhood and what is appropriate for women are still dictated by the subjective notion of masculine preferences and expectations.

Women in order to be socially acceptable must conduct within the behavioural norms validated by patriarchal approval and acceptance, i.e. the conduct of women in order to be morally appropriate needs man’s approval and

validation.

Societal structure expects man to dominate his woman and the use of violence by men is even validated to affirm this traditional gender hierarchy.

It is impermissible for women to altercate with men and women are blamed eventually for the truth they defend and assert. This arguably explains in part the relative absence of domestic violence in the Naga society. Consequently, activist assertiveness and outspoken trait in women are often rejected as aggressive and unfeminine. Thus, women “among men” (“among men” because women’s role in public spaces are still thought to be out of men’s chivalrous concession and not as a matter of right) in public spaces are expected to maintain certain passivity and it is inappropriate for women to openly confront men on issue-controversies.

These asymmetrical moral standards explain what it is socially assumed appropriate for women to think about, do, eat, drink and wear, while literally permitting men to do whatsoever without any social reproach or condemnation. What is socially assumed “moral”, “appropriate” and “decent” in the Naga society are constructed from the gender-power notion of patriarchal choice and sexual dominance. This bias moral structure consequently receives any assertion of femininity and indi-

viduality with social disquiet and suspicion. However, most women are either indifferent or unaware of how gendered expectations have been shaping their own individual perceptions, attitudes and choices in life.

Sadly, Naga women organisations today find themselves in a moral dilemma and women’s rights movement in the Naga society still remains to assert its true activist presence. More often than not, women bodies in the name of enforcing community “morality” and “decency”, blindly slip into an apologist stance of defending the patriarchal structure of gendered moral dichotomy. Aggressive patriarchy is often seen in the form of public sermons against wearing of skimpy dresses as breakdown of Naga traditional values and Christian ethos.

Indulgence in violence is likewise conceived as inappropriate for women, but what constitutes the term “violence” is left undefined and is conceptually confused with any trait outspoken, assertive and activist by traditionally associating the term “violence” with the masculine world. Thus, women by stereotyping their own gender role often curb themselves from active social and political participation by constitutionally and conceptually limiting their movement to the traditional role of home and peace making.

To make it even worst, the Church eternally remains stuck in the static past and the humanist jargon “gender justice” has nothing to do with the teachings of gospel. The idea of women participation in policy-debate likewise still remains a strange proposition to the traditional community authorities and institutions. Shockingly, women deprivation and inequality are mistakenly at times assumed as personal rather than institutional and structural.

Women are no less gender than men. But the nation that does not care her daughters’ gender interest is a nation made of depraved men. While the world awaits the proposed Fifth World Conference on Women (5th WCW), 2015 to re-energise women’s rights movements, it remains to be seen how Naga women’s movement would reconstruct its conceptual and organisational frameworks, principles and constitutions as in line with global women’s gender narratives. To end this deep gender dichotomy, it is not necessarily that every Naga should become a feminist, but a slight perspectival shift of viewing women’s problems as social, political and historical would mean a societal transformation to women’s equality.

‘Better Late Than Never?’

T

he government has set up a monitoring cell to track attendance in offices in the country.

This is laudable, because attendance or the abysmal lack of it is what ails our governance today. Heads of offices seem unable to control this malaise because the rest of the staff seem to be in cahoots with one another. All differences are then buried, and colleagues then show an astonishing display of solidarity. Coming late for work is of course another bane.

The usual riposte that he or she should at least inform that he will be late, does not hold much water because why should one be an inveterate late comer? All these: punctuality, or the lack of it and coming late are related to the work ethic.. And what constitutes such a work ethic?

It is commitment and transparency. The usual shrug: ‘’ this is not my work ‘’ is one of the commonest excuses. This is effete, anything can be anyone’s work, depending upon what the situation warrants. The

overarching aspect is achieving goals and completing tasks.

How the monitoring of attendance will take place in the entire country is difficult to assess. But the challenge has been taken and a warning sounded.

That is the positive. The casual attitude, with impunity that ‘ no one can touch me’ is not only reprehensible, but something that should not be tolerated. But government rules also allow all kinds of leave to make this possible, one of the egregious things is ‘ sick ‘ leave when the whole world knows that one is not sick (sic!). Then there is this thing: called restricted leave, which is anything but at all restrictive!

How not to work, rather than to work is the ideology. However mere attendance will not suffice. There are the truant makers, who once on arriving kick up all kinds of ruses to go out and then return just in time for lunch! And that means a minimum of an hour. Then of course is the ever handy tea. Deadlines suffer and so do the bosses. And god forbid if the boss is also of

the chameleon type, liking to play this game of musical chairs or hide and seek. Meetings, meetings and meetings are another ploy for work coming to a veritable standstill. The bosses in faraway New Delhi are notorious for this. Bureaucrats can and should be bureaucratic, but not others such as academics.

Why is punctuality so important? It is: for the simple reason that work gets attended to on time, and this sets an example to other colleagues.

Setting an example, achieving goals are clear cut objectives, not the usual refrain: ‘’ I will do it tomorrow’’. This is one of the most frustrating things to handle at work. The other is as mentioned earlier: ‘’ this is not my work ‘’. But sometimes the usually languid worker is transformed with alacrity into a fire ball of energy when the work is related to processing his medical bill or LTC or for that matter leave. The reasons for this metabolism are not far to seek.

Just when you think happily that the person has been trans-

formed, then does the truth dawn on you ever so painfully.

This is the first time that we have seen that a government centrally located addressing such a vexed issue. This must be supported. Attending work punctually is not only a motion, it entails responsibility, commitment and love for one’s job.

This is work ethic. Coercion will not help here, what is required is vigorous self examination and setting honest examples.

When we indefinitely harp on regular attendance the concomitant is regular and productive work, not dashing off to canteens for continuous cups of tea, which in turn results in desultory habits.

The other is that it must be impressed that these steps are taken seriously and any breach will be taken serious cognizance- not the usual rigmarole of truncating a leave. The message must be loud and clear that the errant will be held responsible. Can this be done all over the country? It can if an effective and stringent monitoring

mechanism is put to place. And of course the flagrantly errant.

The notion held since time immemorial that government jobs are ‘ secure ‘ has been the killer. They are so secure that they have led to insecurity.

They are so secure that we relax comfortably. They are so secure that some think they are invincible. They are so secure, that often the sickening response is: ‘’ I know so and so...’.’

So what? The ‘ so what?’ positing should now be used with more vigour and, aggressively.

The ones who think they are infallible are the ones who also think that they have the blessings of a few. It is high time that now while tackling such problems we pay two hoots to the supposedly powerful, in the so called higher echelons. Every system, every institution is suffering from such a syndrome, it is high time that the dismantling process begins. Then only will the edifice, or the cookie not crumble!

here are actually 2 species of Bhutan glory butterfly. One is the Ludlow’s (otherwise known as mystical Bhutan glory) which is indeed the national butterfly of Bhutan and is very

rare.

But it was the Himalayan Bhutan glory that was photographed in Kiphire.

This species is slightly more common (but still a wonderful find) than the very rare Ludlow’s or mystical Bhutan glory.

It still represents a very important finding, because it has not been photographed outside Arunachal Pradesh in recent times, although it has been sighted in the Naga Hills.

If some facts of much interest to the public get talked about and if that has been hidden, the rumour and exaggeration take wing and the first we know, the public imagine that things are worse than they are.

The editorial writers thinks, investigate with the concept and unbiased news , struggle with the world and present truthful opinion on what is going on in it.

The editorial writer is not at all popular, unless what his paper has said in the past has seemed to the people to make sense, and to have behind it some backbone and integrity.

Every newspaper feel a sense of public responsibility, and obligation to serve that special function of a newspaper that accounts for its protection in the constitution. The editorial page attracts readers as it goes to the world to be greeted by a loud silence. The editorial writers task is less easy, to come up with an idea, with a presentation of relationships that might make even some on the opposite of the fence reconsider.

Geology & Mining Directorate issues guidelines DIMAPUR, OCTOBER 9 (MExN): The Directorate of Geology and Mining has in a notice informed all the licensees/stake holders/ village councils/NGOs and public that the coal season for the year 2014-15 is now set to start. A press release from the Director, S.K. Kenye, in this regard, has requested all the concerned citizens to strictly adhere to the statutory provisions of the Nagaland Coal Policy and Rules as well as other Government guidelines, standing orders and instructions issued from time to time, which are being enforced in the state.

The following statutory provisions and guidelines shall be strictly enforced and violators/defaulters shall be punishable under the mining laws:

Coal season in Nagaland for 2014-15 set to start 1. That no person(s) shall extract coal without possessing valid Coal Mining Lease (CML) from the Government of Nagaland, Department of Geology and Mining.

2. That no coal shall be extracted on the strength of Coal Prospecting License, which is first issued to applicants , only for the purpose of investigation/ exploration of coal deposits. Coal Mining Lease shall be issued only, if proper prospecting work is carried out in the proposed mining area and the deposits are found economically viable and technically feasible.

3. It is mandatory that all CML holders shall display signboards at all conspicuous places such as mines, stockyards, junctions etc.

All CML holders are once again

directed to erect and display signboards. Failure shall attract cancellation of CML. 4. That the CML issued is only to do mining in a particular location. Therefore, the Licensee shall not use the license to cover other mining area nor shall sale coal challan to other operators. Failing to comply with this provision shall lead to cancellation of CML. 5. That the Coal Mining Lease holders/Tranporters shall pay royalty to the State Government as per the actual quantity of coal being carried at the prescribed rate of the Government. Violators shall attract penalty and also cancellatin of the CML. 6. That the CML holders shall strictly implement Mining Plan, Environmental Management Plan,

and Mines Closure Plan, as duly approved by the Government. Failing to comply with these statutory provisions shall be punishable with penalty under the rules.

7. That the concerned Village Councils/VDBs while jointly issuing N.O.C. to the applicants have acted as guarantor for back filing and re-vegetation of the mined out areas, within their village jurisdiction. Therefore, it shall be the responsibility of the Village Council to properly examine the antecedents/credentials of the person(s)/company(ies)/ Agency(ies) before the N.O.C. is issued to individuals or parties.

8. The Village Councils are also requested to cooperate with the Departmental officials for collection revenue and control

mines and environment such as back filling with re-vegetation of the mined by the licensees.

9. To minimize the adverse impact of environment, the mine operators shall work out control measures for implementation such as: air pollution, water pollution, noise pollution, land and biological reclamation etc. and shall strictly implement such plans/measures.

10. That there shall be regular joint surprise checking with local administration and police from time to time to check illegal mining and transportation activities.

Anyone undertaking coal mining without having valid Coal Mining Lease (CML) shall be arrested and their mining machinery shall be confiscated.

DIMAPUR, OCTOBER 9 (MExN): The Youth Association of Nagaland (YAN) termed authorization of the sale of fire extinguishers in the 3 Municipal Councils and 16 Town Councils in Nagaland to a single entity- Royal International, Millennium Market Dimapur by the Urban Development Department as an action of “encouraging syndicate system and “business monopoly” between the department and aforesaid firm.

Reacting to the media

reports about the authorization, the YAN Media Cell stated that while it appreciated the department for coming out with a policy for “safeguarding and to protecting” the business community but expressed its serious concerns over the award of contract to a particular firm.

“When the problem of the indigenous young entrepreneurs and educated unemployed youth are floating without getting better opportunities, It will become more or less a daylight robbery,

if such privileges are availed only to a certain firm and to do away without inviting open tender or notification”, it stated.

It roughly estimated that there will be at least 5 to 10 lakhs shops from all the municipal councils and the town councils and a huge amount of money ranging between 40 to 100 crores will be involved in proposed installation.

In this context, the YAN provides certain sets of measures to take into consideration: Survey on

minimum manufacturing unit per 2 kgs weight cylinder; The problems of small shop owners coming from distant areas to Dimapur merely to procure the fire extinguisher; To avoid unnecessary fluctuation of rate without giving complete freedom to the firm(s); and the state government and the department give maximum preferences to the indigenous young Naga entrepreneurs and indigenous educated employed youth and not only favouring a certain firm.

In a press condemnation, the ACAUT Wokha Unit Convenor, Khyolamo Lotha and general secretary, Renbi Ngullie stated that the “blast” which destroyed part of the house & parts of a Mahindra Bolero was an “unfortunate and unwanted” act” when the whole society was “struggling & striving” for peace and development. Department of Higher & ACAUT Nagaland seeks clarification Technical Education Notifies A T gainst Corruption and Unabated Taxation (ACAUT) is perturbed by the continued imbroglio involving Directorate of Technical Education (DTE) on the issue of All India Pre-Medical Test (AIPMT) as new facts emerge and things do not appear apparent as it seems. ACAUT feels that if these issues and lapses are not addressed in all seriousness then such will continue to create problems jeopardizing the future of deserving students.The lack of clear directions from the Government of Nagaland seems to be abetting the AIPMT fiasco as well affecting both professional and technical students. Also, the role of the Directorate of Fisheries and Directorate of Sericulture inarbitrarily nominating their candidates for technical courses under NEC quota is a very serious matter for which these 2 departments will have to give convincing clarifications. ACAUT demands clarification on the points raised: 1. On what basis did the Department of Fisheries and Sericulture nominated their own candidates for the course of B. Sc (Fishery) and B.Sc (Sericulture) as per NEC quota 2014?

As per the correspondence letters of the Directorate of Fisheries and Directorate of Sericulture, 2 candidates were nominated for the courses of B. Sc (Fishery) and B.Sc (Sericulture) respectively as per official letters addressed to Assam Agriculture University by the 2

departments. On 19/7/14, the Director of Fisheries, Chizu Kapfo, issued a letter nominating a student (name withheld) for the course of B.Sc (Fishery) and on 30/6/14 the Director of Sericulture, ChandanBasera, forwarded the application of one student (name withheld) for the course of B.Sc (Sericulture) to the higher ups of the department for ‘Administrative Approval’ and it was given on 22/7/14 by the Dy. Secretary Lungheising. Accordingly, both were inducted into the said university.The ACAUT Nagaland would like to know as to; a) Under what authority were the 2 students selected for the said course?Whether there is any state government notification empowering these 2 departments to nominate students for undergraduate and technical courses, NEC quota included? If not, on what laid-down criteriawere the 2 students selected? b) How many students applied for the said courses? c) Whether the DTE is in knowledge of the nominations and admissions carried out by the 2 departments? If not, why? If yes, evidence may be supplied.

If the DTE is the competent authority to nominate students for various courses in universities as claimed, why this lapse should occur again and again

at the cost of meritorious students is beyond comprehension unless something is fishy?

As much as both the Fishery and Sericulture departments have much explaining to do, the DTE is utterly culpable for allowing these lapses to occur and therefore all the 3 departments should issue immediate clarifications and rectify wrongdoings. If the Department of Technical Education or the Chief Minister could intervene and cancel the arbitrary nomination done by the Horticulture Department and reinstate Ms. Watinarofor the course of B.Sc (Horti) in Dr. YSP University, the same yardstick should apply here.

2. Was the notification

by DTE dated 23/7/2014 to conduct Nagaland State PreMedical Test (NSPMT) not in violation of Government Notification dated 19/9/2012 that there will be not state JEE and if not then where is the order/ notification superseding it?

While the DTEmay have felt that 56 MBBS and BDS medical seats allotted to the state of Nagaland for the year 2014 could not be allowed to go waste since none of the indigenous students who appeared for AIPMT exam could not secure even the minimum 40% pass mark and therefore, NSPMT was necessitated, the fact of the matter is that by holding this exam: a) It violated its own notification dated 19/9/12 and in the absence of any notification overriding this

previous notification, technically speaking the NSPMT exam stands null and void. b) It was unethical as well since the DTE was complicit in abetting wrong doing by supporting nonmeritorious students to get into highly specialized courses like medicine through backdoor.

This was one farce which could have been avoided. As per the All India Pre-Medical Test (AIPMT) result declared in June 2014, none of the Naga students secured the minimum pass mark of 40% and therefore were ineligible for the course of MBBS and BDS as per Medical Council of India rules.

Altogether 56 seats were allotted to the State of Nagaland as state quota. Despite knowing this fact the DTE made a meritlist of all the AIPMT failed students and allotted the necessary MBBS & BDS seats which was ridiculous, to say the least.

After having heightened the expectations of students but realizing its folly, the DTE decided to scrap their own socalled merit-list and held NSPMT on 9th August and minimum qualification mark was again kept at 40%. Hundreds of students again appeared for the exam out of which only 13 secured above 40%, a pathetic showing indeed. Realizing that 46 MBBS & BDS seats were going waste13 seats being filled up by the 13 passed candidates securing above 40% - the DTE simply filled up the vacant seats from

among those failed students who got below 40%!It is simply incomprehensible that there could be a separate ‘merit-list’ for failed students on the basis of which the rest of the 46 MBBS/BDS seats were filled up when the NSPMT Exam notification published on 23rd July 2014 had made it clear that no students securing less than 40% pass mark will be eligible for nomination! Such unprofessionalism is unheard of and most condemnable.

It is the stand of ACAUT Nagaland that those students who failed to secure minimum 40% pass mark in NSPMT should not have been selected under any circumstances. Though a loss in terms of 46 MBBS/BDS seats would seem huge, a right message would have been send out that meritocracy cannot be compromised with and the entire student community would have been challenged to perform better in studies safe in the knowledge that hard work counts. Rather, those in responsible positions have only made it possible for unethical practices to flourish at the cost of meritocracy.

ACAUT Nagaland is worried at the quality of doctors and technocratsour state will be churning out, thanks to DTE and the other technical departments flouting all norms and it demands that the state government institute an inquiry and fix responsibility upon the erring bureaucrats.

he Department of Higher & Technical Education in a notification No. THE/ TE/10-10/08 dated Kohima the 15th September 2014 stated that a Common Selection Board, has been in existence in the State since 1979, with the Department of Higher & Technical Education as the nodal Department, for coordinating the selection and nomination of candidates for admission to various technical courses against seats allocated to the State, by the Government of India, NEC and other institutes of technical education; and whereas, the selection process is being conducted in a very transparent manner, on the basis of merit determined through a State Joint Entrance Examination (JEE) till 2012 and thereafter, through the All India JEE, the NEET and the All India Pre-Medical Test (AIPMT); and whereas, there has been no complaint against the selection process; And whereas, in some cases, the allocation of seats for various courses is being communicated directly to the line departments and it has come to the notice of the Government, of instances, where some departments, on receiving information of such allocation, have nominated candidates, without following the selection process, through the Department of Higher & Technical Education; and whereas, such nominations which are made without a selection process, have a direct and negative impact on the merit of others who go through the JEE, NEET and the AIPMT;

Now, therefore, in the interest of all concerned and with a view to disseminate the policy of the Government in regards to the selection and nomination of candidates, against seats allocated to the State, for all technical courses, it is hereby notified that: i. There shall be a Common Selection Board, consisting of representatives of all user departments; ii. That the Department of Technical Education shall be the nodal department for coordinating the conduct of the State JEE or the Central JEE and selection of candidates for technical courses, by the Common Selection Board, for all seats under the State quota; iii. Any seat allocated to the State, whether communicated directly to the Department of Higher & Technical Education or to individual departments, shall come under the purview of the Common Selection Board; iv. Every communication on allocation of seats received by any department shall be forwarded to the Department of Higher & Technical Education for selection and nomination of candidates; v. No selection and nomination of candidate(s) for technical courses by any individual department shall be permitted.

This is issued in accordance with the selection process which is already in existence. All Departments shall abide by the guidelines. There shall be no deviation any violation shall be liable for disciplinary action.

T

he emergence of the Islamic State of Iraq and the Levant (ISIL) or the Islamic State of Iraq and Syria (ISIS), its brutality and grave human rights abuses, besides the ongoing military campaign led by the United States in the Middle East to degrade and destroy ISIS, these are all matters of concern as they endanger global peace, security and human harmony. While greater introspection is needed on the part of the US and Western powers when it comes to their foreign policy, especially its military interventions and regime change doctrine, at the same time the extremist ideology and beliefs of the ISIS is dangerous and must be defeated. According to the ISIS philosophy, it claims religious authority over all Muslims worldwide, and aims to bring most Muslim-inhabited regions of the world under its political control, beginning with territory in the Levant region, which includes Syria, Jordan, Israel, Palestine, Lebanon, Cyprus, and part of southern Turkey”. ISIS has been described as a Sunni extremist group that promotes religious violence and regards those who do not agree with its interpretations as infidels. Known for its religious persecution, ISIS “compels people in the areas it controls, under the penalty of death, torture or mutilation, to declare Islamic creed, and live according to its interpretation of Sunni Islam and sharia law”. Not only persecuting Christians, ISIS also directs violence against those Muslims who belong to the Shia.

Such kind of extremism, whether in the name of religion or politics, is unacceptable yet defeating it will however need to go beyond the military approach. In fact many observers are now concluding that ISIS was born out of the Iraq war, which began when American- and British-led coalition forces invaded the country in March 2003 and officially ended in December 2011. Many are also asking the question whether the removal of Saddam Hussein from Iraq was the right thing to do for peace and stability in the region. According to one study, the Iraq war turned out to be costly in both lives lost— nearly 4,500 U.S. service personnel and at least 100,000 Iraqi civilians killed—and over $3 trillion spend. It’s now more than ten years after the start of the war and Saddam Hussein’s defeat. But the truth is that Iraq is no better than before, in fact it is worse. It is also widely reported that the US led coalition authority in the post-war period had deprived Iraqis, who had belonged to Saddam Hussein’s Sunnidominated Baath Party, of any civic role and that became a catalyst for Sunni insurgency and the rise to prominence of ISIS. It is not enough to have military power and using it for short term gains, as the US appears to be doing wherever it is intervening, toppling one regime and to prop up another, thereby only reinforcing the conflict while fuelling anti-US sentiments.

There is truth in the argument thatUS foreign policy in the Middle East and elsewhere breeds radical extremism in the Muslim world. Both Al Qaeda and ISIS is therefore the product of the US military campaigns, in Afghanistan during the cold war in the 1980s and the recent Iraq war. In a way therefore the ISIS, Al Qaeda or the Taliban have all been the creation of America’s flawed policy. While ISIS and its violent extremism must be defeated, the international community must respond in other ways without having to wage more wars in the troubled Middle East region. Defeating ISIS does not remove the roots, from which, is bound to regenerate other forces of Islamic fundamentalism.

Wealthy giving less to charity

E

ven as the income gap widens, the wealthiest Americans are giving a smaller share of their income to charity, while poor and middle-income people are donating a larger share, according to an extensive analysis of IRS data conducted by the Chronicle of Philanthropy.

The Chronicle, a leading source of news coverage of the nonprofit world, said in a report being released Monday that Americans who earned $200,000 or more reduced the share of their income they gave to charity by 4.6 percent from 2006 to 2012. Those earning less than $100,000 donated 4.5 percent more of their income, the report said. The Chronicle's analysis was based on tax returns filed by Americans who itemize their deductions, including their charitable gifts. Rankings were compiled for states and metropolitan areas based on the ratio of contributions to adjusted gross income.

According to the report, changes in giving patterns were most pronounced in major cities, where the percentage of income that residents donated dropped markedly between 2006 and 2012. In Philadelphia and Buffalo, New York, the share of income given to charity fell by more than 10 percent; there was a 9 percent drop in Los Angeles, Minneapolis-St. Paul and Washington, D.C. Tami Phillips of the Midnight Mission, a Los Angeles charity serving homeless people, credited gifts from low- and moderate-income people, for helping sustain its programs during the recession. "It hits closer to home," said Phillips. "Any day, they too could become homeless."

The Chronicle's editor, Stacy Palmer, noted that wealthy donors, overall, were more oriented toward support of the arts and higher education than lower-income donors, and less oriented toward support of social-service charities.

At the state level, residents of Utah were the nation's most generous, donating $65.60 to charity for every $1,000 they earned.

One factor is Utah's large presence of Mormons, whose church practices call for them to give at least 10 percent of their income to charity. Mississippi, Alabama and Tennessee — also with high proportions of loyal churchgoers — were next in the rankings.

At the bottom of the list was New Hampshire, where residents gave $17.40 for every $1,000 they earned. Its neighbors, Maine and Vermont, were the next lowest. Palmer suggested that the low rankings for northern New England stemmed in part from low rates of church attendance, but also from residents' "independent streak" and a tradition of self-reliance.

Nevada was the state with the fastest-growing rate of donations as a share of income, jumping nearly 13 percent from 2006 to 2012. Its major metropolis, Las Vegas, was the fastestgrowing city in terms of generosity, rising 21 places since 2006 in a ranking of the country's 50 largest urban areas. North Dakota experienced the biggest decline in giving. Residents reduced the share of income they donated by nearly 16 percent, contributing $24 for every $1,000 earned on average. The Chronicle said that dip could have serious implications, given the increasing demand for social services as newcomers stream in to take advantage of the state's oil boom.

Among the 50 largest cities, Salt Lake City had the most generous residents, giving away 5.4 percent of their incomes.

It was followed by Memphis, Tennessee; Birmingham, Alabama; Atlanta, and Nashville, Tennessee.

In sixth place was Jacksonville, Florida — which trailed only Las Vegas for the biggest growth rate in giving between 2006 and 2012. The report detailed how Jacksonville donors had rallied behind a campaign to improve the region's public schools via a Quality Education for All fund launched in 2005 with a goal of raising $50 million. The effort has borne fruit, with Duval County's graduation rate rising from 53.5 percent in 2008 to 72 percent in 2013, and a new campaign is underway focusing on 37 of the district's historically lowest-performing schools. The cities where residents gave the smallest share of their income to charity were Hartford, Connecticut; Providence, Rhode Island, and San Jose, California.

he last two decades have seen a whole host of political leaders, including both George W. Bush and Robert Mugabe, publically declare their support for the global cause of combating human trafficking.

Politicians on the left and right rarely agree about anything these days, yet there have recently been many occasions where anti-trafficking laws and policies have secured high-level, bipartisan support. This diverse political coalition has helped to promote a misleading image of human trafficking as a ‘non-ideological’ issue that transcends ‘normal’ politics, with conservatives, liberals, traditionalists and progressives all coming together under the banner of a common global cause.

To help make sense of the issues involved here, we need to reflect on why political and ideological adversaries have often been able to reach – or at least appear to reach – an unusual degree of common ground when it comes to combatting trafficking.

Who gets what, when Politics has often been defined in terms of who gets what, when, and how. The question of who gets what frequently boils down to political competition over the distribution of wealth and power. Politicians and political parties generate at least part of their support via their capacity to protect and promote the interests of key economic and social groups. In many countries, this often involves an expectation that politicians on the left will support the interests of workers and the public sector, while their counterparts on the right support corporations and the private sector. While not everything can be explained in terms of interests, there is no doubt that interests matter a great deal when it comes to shaping political behaviour and political outcomes.

This familiar model of politics can be usefully applied to recent efforts to combat human trafficking. Since the mid-1990s, a growing number of researchers have linked anti-trafficking efforts to larger political interests and agendas. These links are said to be strongest with regard to the relationships between trafficking and the legal status of prostitution, and between trafficking and the expansion of border protection measures.

These are not topics that we propose to revisit here, since they have been already covered in considerable depth. Instead, we are chiefly interested in why anti-trafficking efforts have frequently been able to secure an unusual level of bipartisan political support in many countries.

One key issue is the degree to which human trafficking has been closely associated with prostitution. While commercial sex work is a topic that generates strong emotions, it is not an issue that directly threatens dominant economic and political interests (although larger gender relations within society are definitely a major part of the equation here). This political profile is important, because it helps to explain why anti-trafficking has often been able to command an unusual level of bipartisan support. In stark contrast to historical campaigns to end legal slavery, which were firmly aimed at the profits and privileges of the rich and powerful, more recent global ‘anti-slavery’ campaigns targeting human trafficking only rarely pose a direct threat to major political and economic interests.

Competition between different interests is a routine feature of political and economic life. When unions campaign to improve wages and working conditions for their members, commercial interests concerned with rising costs routinely oppose their efforts. When human rights activists campaign to end serious abuses associated with the abuse of state power, such as torture and extrajudicial killings, they are opposed by government officials and security hawks. When Occupy Wall Street challenges the excesses of global capitalism, their political opponents

atalonia’s regional government last week “suspended its campaign for a planned independence vote,” reports Raphael Minder for The New York Times. And so ended “separatism September.”

As Paul Taylor noted in a Reuters dispatch republished by The International New York Times, had Scotland voted “yes” in its own independence referendum on Sept. 18, the result may have been a “political earthquake” that would “whet appetites for self-rule from Catalonia to Flanders.”

The Scots voted “no,” but Catalan appetites remained thoroughly whetted. “Tens of thousands of pro-independence activists marched across Catalonia on Tuesday” — Sept. 30 — “to protest the Constitutional Court’s decision to suspend the November 9 referendum on self-rule,” report Miguel Noguer, Pere Ríos and Carlos E. Cué for El País. “Wearing yellow shirts that symbolize the independence drive, demonstrators cried ‘Votarem, votaremos’ (‘We will vote’) and waved estelades, an alternative and unofficial Catalan flag used by separatists.”

This comes as no surprise to William Cole, a university professor and book dealer living in Barcelona. In an op-ed for The Los Angeles Times, he explains, the Catalans’ “centuries-long marriage with Spain, never a happy one, has been on the rocks for some time.” The eastern region is Spain’s

garners strong bipartisan support because it does not challenge major economic and political interests. But slavery, trafficking and forced labour are rooted in global patterns of injustice.

For the movement to be effective it must sacrifice some of its support in order to speak truth to power

are corporations and their government enablers.

In contrast, when anti-trafficking campaigns target abuses associated with commercial sex, their efforts do not directly challenge major economic and political interests. There may well be occasions where individual elites are implicated in specific abuses, but the criminal nature of their activities seriously curtails significant public opposition.

Combating organized crime Criminality is another key ingredient in the bipartisan appeal of human trafficking. Combating human trafficking is widely understood to involve combating organized crime, which in turn requires governments to prosecute villains and protect victims. While not all governments live up to their anti-trafficking obligations, those who do take steps to combat human trafficking can expect to receive praise for their efforts.

This happens most notably via the Trafficking in Persons Reports compiled by the United States government, which tend to give highest marks to western governments. This can be contrasted with the poor human rights records of states in many other areas, such as extrajudicial killings and drone strikes, or state sanctioned abuses associated with migration and asylum. Combating trafficking is a cause that often casts governments as protectors, rather than villains, which is a role with considerable bipartisan appeal for politicians.

The politics of exception Finally, and perhaps most importantly, the bipartisan appeal of combating human trafficking can also be traced to the fact that human trafficking is widely understood to be confined to a fairly small number of ‘aberrant’ and ‘exceptional’ cases. It is here that references to the history of slavery and abolition become particularly significant. Building upon images linked to Transatlantic slavery, references to human trafficking and modern slavery generally involve an assertion of exceptionality, wherein slavery and trafficking are promoted as unique and exceptional evils that stand apart from other ‘lesser’ human rights abuses.

One of the main attractions of this hierarchical model is that it can have the effect of tacitly legitimating, or at least de-prioritising, numerous abusive practices and patterns of inequality and poverty that are said to fall short of ‘true’ or ‘genuine’ slavery.

This language of exception often has the effect of consolidating – rather than challenging – dominant political and economic interests, especially in the Global North. Instead of focusing upon global patterns of exploitation, violence, and discrimination, combating human trafficking commonly involves a more narrow focus upon specific cases of the ‘worst of the worst’. Moreover, these exceptional cases are usually said to be mainly concentrated within ‘backward’ countries in the Global South, and at the ‘irregular’ margins of the global economy.

This politics of exception is particularly significant in relation to labor trafficking and forced labor. In this area, modern slavery has been widely understood to primarily involve a series of deviant and isolated exceptions within otherwise entirely legitimate global supply chains and ‘free’ labor relations.

Take, for example, the recent ranking system developed by the NGO Free2Work, which ranks corporations from ‘A’ and ‘F’ based on a limited assessment of their record in terms of forced labor and child labor.

Rather than challenging the systemic problems and abuses associated with global supply chains more generally, Free2Work primarily focuses upon identifying specific ‘bad apples’. Most corporations are assigned passing grades. Companies with records deemed acceptable include footwear giants Reebok/Adidas (B+) and Nike (B), which have long been heavily criticized for regular labor abuse and dangerous working conditions. The threshold for legitimate corporate conduct becomes little more than not actively practicing slavery.

Combating human trafficking is a cause that is in need of substantial redefinition. This requires the dissolution of many existing models and the promotion of a larger political vision. We have no doubt that human trafficking, forced labour and slavery are all very serious and urgent problems.

But they are problems that need to be understood as extreme manifestations of global patterns of injustice, exploitation, discrimination, and inequality, rather than as isolated and deviant exceptions.

It is also essential to recognise that these patterns frequently persist because of – rather than in spite of – government actions. While the political rhetoric associated with combating trafficking can sometimes be radical, the overall effect of recent policies and practices has too often been conservative. It is likely that a more robust and politically ambitious vision of anti-trafficking – or anti-slavery – will lose support from governments and corporations who benefit from the politics of exception.

This is a price worth paying, as the cost of bipartisan political support has been a cause that rarely threatens the interests of the rich and the powerful, and thereby fails the test of speaking truth to power.

Is Catalonia Spain’s Scotland?

“If Catalans want independence, there should be a path,” Mr. Cole writes. Madrid’s unwillingness to allow a vote, “in the eyes of many Catalans, offers conclusive evidence that Spain is not a fully functioning democracy.”

Pro-independence Catalans are not going down without a fight. “Leaders in Catalonia are defying Madrid by pushing for a non-binding ‘consultation’ vote on November 9,” according to Agence France-Presse. And though the Catalan regional president Arturo Mas has publicly discouraged civil disobedience, he is standing his ground against arguments that the formation of an independence commission in Catalonia directly contradicts the Spanish constitution.

Unlike Scotland, a potential Catalan referendum polls decidedly toward independence. An April poll conducted by the Center of Opinion Studies (which, it’s worth mentioning, is run

by the Catalan government) “indicated that 47 percent of the region’s population favored independence and 28 percent were against it,” according to Al Jazeera America’s Philip J. Victor.

But Scots still had the support of their central government. Catalonia’s referendum movement enjoys no such support — and not just on constitutional grounds.

“Prime Minister Mariano Rajoy recent said it ‘divides Catalans’ and ‘alienates them from Europe and the rest of Spain,’” Mr. Victor reports. And, as mentioned, “Spain would suffer a significant economic hit if Catalonia — which accounts for 20 percent of the country’s economy — were to become independent.”

“Rajoy is so vehemently against a Catalan referendum that he even started a war of words with Scottish First Minister Alex Salmond in the days before the Scottish vote,” writes Elaine Tang for The New Republic. “He and his ministers threatened to block Scotland’s entry into the European Union and prophesied economic peril and European catastrophe should Scotland have left Great Britain.”

“But by resolutely denying a vote and stubbornly refusing to even entertain a discussion, Rajoy is only exacerbating matters,” she explains. “As the country grows more polarized, Catalan independence grows more popular and the protests are only getting bigger.”

It grows so big, the rest of the world is starting to notice — but “the discussion has not yet registered on markets themselves,” writes Tobias Buck for The Financial Times (registration required). “Yields on the country’s debt are close to historical lows and shares in bellwether Catalan companies have continued to perform well. According to senior Spanish officials, this proves that fears of a big rift between state and region are overblown.”

All in all, unlike Scotland, the independence debate in Catalonia appears to be driven by a more fiery passion. Animosity between Barcelona and Madrid is far more pronounced than between Westminster and Holyrood. A “feeling of distrust already had deep roots in Catalonia,” writes Xavier Vilà Carrera for World Affairs. Under the dictatorship of Francisco Franco, Catalans, along with Basques and Galicians and other ethnic minorities in Spain, were ruthlessly targeted. The public use of Catalan was banned, as was the application of non-Castilian (official Spanish) names to newborns born after 1938. Thousands of Catalan activists were executed or fled into exile during Franco’s reign, according to the BBC. Those wounds are perhaps still sore.

"T

here is no reasonable basis for anyone to dispute that, during 1994, there was a campaign of mass killing intended to destroy, in whole or at least in very large part, Rwanda’s Tutsi population… That campaign was, to a terrible degree, successful; although exact numbers may never be known, the great majority of Tutsis were murdered, and many others were raped or otherwise harmed." [International Criminal Court for Rwanda, 16 June 2006] It is not often a documentary comes along that totally reattributes the historical reality of a genocide in a mere one hour. Indeed the BBC programme Rwanda: the Untold Story, broadcast at prime-time on 1 October 2014, managed this in a record ten-minute section of its airtime. Twenty years of scholarly research by academics such as Gérard Prunier, Linda Melvern, Mahmood Mamdani, Howard Adelman, JeanFrançois Dupaquier, Jean-Pierre Chrétien and Allan Thompson (to name just a few) was pushed aside.

Thousands of witness interviews for the International Criminal Tribunal for Rwanda (ICTR), archived documents and judgements were made equally redundant. So were many official reports by the United Nations Security Council in 1994 and 1999; the African Union; and human-rights groups - especially the landmark work by Alison des Forges at Human Rights Watch and Rakiya Omar at African Rights.

Instead, the BBC entrusted the exposure of the "true" story of the genocide to two American academics, Allan Stam and Christian Davenport, who had travelled to Rwanda in 1998 and found everyone they spoke to telling the same story about the genocide. This, they decided, was not because people were recounting what had actually happened but because they had been brainwashed or frightened into a massive cover-up.

Standing in front of a scientificlooking multi-coloured "results" map of Rwanda, they flashed up impressively scientific-looking statistics of troop movements across Rwanda in 1994 to prove their point. In essence, they alleged that instead of 800,000 Tutsi deaths there were only around 200,000. Even more incredibly, they proposed at least 800,000 Hutus had been killed at the hands of the Rwandese Patriotic Front (RPF), as they pushed the genocidal Rwandan army and Hutu militias from the country. The accepted death-toll figures by researchers such as Gérard Prunier, Alison des Forges and Marijke Verpooten’s forensic examination in 2005 are simply dismissed. As indeed are all legal judgments from the ICTR where hundreds of investigators, scholars and acute legal minds have worked for two decades.

Edward Herman and David Peterson were to use the "results" in their book The Politics of Genocide, published in 2010. It was swiftly discredited by scholars who ridiculed both the methodology of the research and its suspected underlying motivation. For example, Gerry Caplan, author of the African Union report Rwanda: the preventable genocide, criticised Herman and Peterson as being part of an ideologically driven core of genocide-deniers, genocide-revisers and opponents of the current Rwandan government.

The main aim of this small group, Caplan argued, was to shift the blame for the tragedy to their bête noir Paul Kagame, the current Rwandan leader, who has become for them (and some western media) a figure of intense, almost pathological, dislike. The BBC film certainly reflects this view.

The constant thread throughout the hour-long film was the desire to denigrate Kagame, through a cast-list of eight long-time enemies of the Rwandan leader. There was no balancing view, no attempt to analyse in depth or understand the history that brought Rwanda to the events of 1994. Instead viewers were treated to crushing tabloid accusations, pithy soundbites from the selected group of carefully chosen interviewees, sly insinuations and slo-mo shots of the Rwandan leader looking suitably diabolical.

There was no new "untold" evidence to back up claims.

Here was a chance for the highly complex, emotionallycharged Rwandan story to be considered on prime-time television. Instead it was reduced to a good vs evil parody that left anyone with knowledge of the country and its his-

n the Hong Kong protests, not all is as it seems. From the shadows of the city's mass street protests, murky characters have emerged. Allegations have spread among protesters, the local media and online that triad gangsters, paid demonstrators, police pretending to be protest leaders, and even a stuntman feigning suicidal tendencies have arrayed themselves against the students and the Occupy Central movement.

Part of this is to do with rumors flying around in a continually changing situation, with no time for people to verify what they read or hear. But with the Chinese Communist Party in the background after taking control from Britain in 1997, Hong Kong citizens are ever ready to believe such claims of duplicity.

Michael DeGolyer, a political economist at Hong Kong Baptist University, said there is a "wedge of distrust" within Hong Kong society because there is a coyness about who belongs to the Communist Party — which does not officially exist as a party within the political system here — while another section of society suspects there are foreign interests giving directions within this former colony. "There are rich grounds for suspicion from both the pro-democracy groups, or you might say the pro-American or pro-British groups, and the pro-government, or you might say the proBeijing groups, that they are not being honest about really who is encouraging them or giving them money or directing them," DeGolyer said. "This is not a society that is characterized by a huge degree of trust."

This atmosphere of distrust has come to the fore during days of protests by students and Occupy Central, an alliance of pro-democracy activists, who are calling for genuine democratic reforms in this semiautonomous region. When police fired tear gas and pepper spray on pro-

tory, who surely included many genocide survivors in Europe, with a feeling of frank disbelief and anger.

What's untold The event many see as the trigger for the genocide is the shooting down of the plane of President Juvenal Habyarimana on 6 April 1994. The film's cursory "explanation" for what happened was based on the claim by a single RPF defector, now in France, that he heard Kagame order the destruction of the plane. The programme also cited the report by French judge Jean-Louis Bruguière, published in 2006. This report has long since been derided for relying on half a dozen Rwandan defectors, many of whom swiftly went public to say that their statements had been corrupted to meet Bruguière's requirements, and that they had been promised French visas should they comply with his wishes. Wikileaks subsequently showed Bruguière’s none-too-subtle political agenda. The judge is currently under investigation for perjury, withholding evidence and obstruction of justice in other cases he handled.

Unsurprisingly, there is no mention of the more recent independent and meticulous report in 2012 by the investigating judge Marc Trévidic that showed clearly the missiles were fired from an area controlled by extremist Hutu units of the presidential guard; nor of research in 2008 by the UK’s Cranfield University that came to the same conclusion. Instead another academic is extensively cited: the Belgian professor and vociferous opponent of Kagame, Filip Reyntjens. Again, no mention of the fact that he was a long-term advisor to Habyarimana and has not been in Rwanda for twenty years. All this is a mockery of supposed investigative journalism.

The two main beneficiaries of the film are high-profile RPF defectors: Theogene Rudasingwa and General Kayumba Nyamwasa. Their views are unchallenged and taken, in effect, as gospel. No attempt is made to explore their own backgrounds and current political ambitions. Nyamwasa was head of Rwanda's army after the genocide, and was accused both of trying to build a separate power-base within the military and of involvement in a series of corruption scams and illegal land-grabs while in office. Rudasingwa was said to be implicated in a lucrative financial scam while employed in

the office of the president. Rwanda’s zero tolerance of corruption, as witnessed by Transparency International, makes it unsurprising that both fled the country rather than face the charges against them. The two men, along with two other defectors (Patrick Karegeya and Gerald Gahima), founded an opposition party in exile, the Rwanda National Congress [RNC], in 2010 aimed at unseating Kagame.

Nyamwasa’s RNC is alleged to be allied to the Democratic Forces for the Liberation of Rwanda [FDLR] in the borderlands of eastern DRC and Rwanda. The FDLR is made up of many genocidaire who fled to the region after the RPF pushed them from Rwanda, and has become synonymous with terrorising the local population over the past fifteen years, including the mass rape and murder of tens of thousands of innocent civilians. Its leader Sylvestre Mudacumura is wanted at the ICC for gross human-rights violations. FDLR atrocities inside Rwanda in recent years have left scores dead and injured from grenade attacks, with the RNC implicated in assisting funding and supply of arms to the group. Both Nyamwasa and Rudasingwa were sentenced in their absence by Rwandan courts - in Nyamwasa’s case not to life imprisonment (as the film affirms) but to twenty-four years for corruption, misuse of office, and threatening state security. Rudasingwa was given the same sentence in absentia.

The film features numerous such factual inaccuracies, misleading generalisations and omissions. There is no mention of the genocidal pogroms that caused hundred of thousands of Tutsis to flee between 1959 and 1972-73; nor of the fact that the RPF chose a military path back into Rwanda in 1990 precisely because Habyarimana had consistently blocked the peaceful return of the refugees to their homeland; nor of the genocidal massacres of thousands of Tutsis in 1990-93 by Habyarimana’s army and militia. The two terrible Congolese wars (1996-97, 1998-2003) are explained in a few short sentences though the motivation of the belligerents involved the highly complex interplay of six countries and dozens of militias, and originated in the border camps that were filled with genocidaire as well as innocent Hutu refugees. Both United Nations and Amnesty International reports have testified that these camps had become a launchpad for a planned re-invasion by the genocidal interim government and its forces.

What next?

The ethics of the BBC programme makers are extremely questionable. There was no evident attempt to talk to Tutsi survivors or survivor groups. The Rwandan organiser who assisted the film crew in practical arrangements was told it was purely a film about the twentieth commemoration; months afterwards he was called suddenly by the BBC producer, told the film was highly controversial, his life could be in danger, and that he should flee. The very serious implication is that the documentary makers were prepared to put his life, and that of his wife and children, in danger, without ever mentioning this to him until too late.

The site director of the genocide memorial at Murambi, Gaspard Mukwiye - who tends the place and the memories of its 50,000 Tutsi victims, and is himself a Tutsi survivor - was also persuaded into taking part in a film that effectively denied his acute suffering and personal loss, still vividly etched on his face. It should be noted the "repressive" regime the film portrayed gave the BBC complete open access to its media archives and to film wherever and whatever it wanted.

The BBC has since 2006 many times reaffirmed its editorial guidelines, including that "we should do all we can to ensure that controversial subjects are treated with due accuracy and impartiality in all relevant output." Viewers can make up their own minds how accurate and impartial this programme is and wonder if other genocides are next on the BBC revisionist menu, subsumed under its current obsession to "break news" and controversies. That is the best-case interpretation. It can only be hoped the corporation is not home to senior executives who actively hold malevolent views of genocide denial which they are misusing public money and privilege to promote.

Murky players emerge from within Hong Kong protest Louise Watt Associated Press testers on Sept. 28, it caused an upsurge in support and brought tens of thousands of Hong Kong residents onto the streets.

On Sunday afternoon, a man who wanted the protests to end climbed up to the top of a pedestrian walkway over a key road that has been at their epicenter and looked as if he might jump if student leaders didn't meet with him. He used a megaphone to berate protesters for stopping him from getting to work and his three children from going to school, and later brandished a box cutter.

While he was still up there, rumors circled on social media and the pro-democracy Apple Daily reported that he was in fact a stuntman who had been hired to disrupt the protests. What purported to be his photo in the stuntman's register was circulated.

But the Hong Kong Stuntman's Association denied on Tuesday that the stuntman, identified as Leung Siu Hung, was the man in question. "It doesn't look anything like him. He's much fitter," spokeswoman Rita Yeung said by phone. Police and fire crews had rushed to lay out two large inflatable cushions beneath him and some protesters tried to debate with him. No leaders came to meet with him and he eventually stepped down nearly five hours later.

Later Sunday, amid division among protesters after Occupy Central had announced it was withdrawing from some areas, local television broadcasts showed Joe Yeung,

identified as a protester, shaking hands with a police official and saying protesters would remove barriers from outside the office of the chief executive, Hong Kong's leader. Later on, internet users found out that Yeung was an auxiliary police officer and accused him of being part of a ruse.

Yeung told The Associated Press by phone that he was both a part-time police officer and an Occupy Central supporter, and since Sunday's incident had handed in his resignation. He said he had made up his mind to resign from the police when he saw officers using pepper spray on the students the week before.

Kevin Tam, a psychologist at the Hong Kong University of Science and Technology, said people's trust in the traditional media had faded during the protests because "fact-checkers" on social media had alleged inaccuracies in their reports, and there was more information available on social media than in the traditional media, including videos.

This "reinforces some preexisting concerns ... of the tight control of the government on information and that of course violates the core values of Hong Kong, we are used to have transparency, information can flow very freely," Tam said. "The concern has been there for a while because of course people understand what happens in mainland China." On the

mainland, authorities can largely control the narrative on any outbreaks of unrest.

After clashes broke out Friday when an angry mob tried to force pro-democracy activists from the streets they were occupying in the Mong Kok area, Hong Kong police and its security chief were forced to deny that they had any connection to criminal gangs suspected of inciting attacks on peaceful demonstrators. Online accounts and videos accused the police of standing by while protesters were beaten. "They can't drive us away with tear gas so they are trying to do it with gangsters," said protester Johnny Hui, 31, summing up a widespread belief among protesters that the Hong Kong government and police were colluding with triads.

Chep Hernawan reflects both the success the group has had in attracting support in the region, and the challenges Indonesia faces in responding.

The government, home to most of the up to 200 Southeast Asians believed to be fighting in Syria and Iraq, has forcefully spoken out against the Islamic State group, as have mainstream Muslim organizations in the country. But Indonesia is limited in what it can do to stop suspected militants from traveling abroad.

The country lacks the sort of laws that neighboring Malaysia and Singapore have, allowing for detention without trial or criminal charges under limited, legally defined circumstances. It also does not ban speech that could incite hatred and intolerance.

National Police spokesman Brig. Gen. Boy Rafli Amar said his force could only monitor Islamic State group supporters. "If they have no record of terrorism activities then they can't be charged under our criminal law," he said.

Any changes will be a challenge given the fractious nature of the new Parliament and other legislative priorities, according to a recent report on the evolution of the Islamic State group by the Institute of Policy Analysis for Conflict.

For the first time since the 1990s and the Afghan jihad, Indonesians, Malaysians and other extremists in Southeast Asia are traveling abroad in an organized fashion to join a global militant movement, picking up battlefield skills and militant contacts.

Security officials fear they could take part in terrorism on their return to Southeast Asia, as those trained in Afghanistan did in attacks such as the 2002 Bali bombings, which killed 202 people.

Radicals at home also could heed the Islamic State group's exhortations to carry out revenge attacks on Western targets.

In response to the threat posed by foreign fighters, the United Nations Security Council last month adopted a resolution demanding member states prevent the recruitment and travel of people to join militant organizations like the Islamic State group.

Hernawan's brush with the law has not stopped him from campaigning on behalf of the group or defending its actions, including the beheading of journalists and opposition forces.

"I'm convinced that these are religious acts based on Islamic teachings (permitting acts) that strike fear in the hearts of enemies of Islam," he told The Associated Press recently at his white, colonial-style house, which stands prominently on the edge of Cianjur town's main road. His home's decor includes a real stuffed tiger, and at the time of his interview he had a pile of warm clothes and blankets ready to be delivered to refugees in the Gaza Strip.

Hernawan, 63, owns hotel and manufacturing companies and is a longtime public supporter of radical Islam. He said he was appointed the head of the Islamic State group in Indonesia at a meeting of radicals on March 16. While he is well-known for speaking on behalf of the group in the country, two experts on militancy in Indonesia said it was unclear or even unlikely whether he had any structural links to the group's leadership in Syria.

Like some other radicals in Indonesia, he says violent jihad within Indonesia is not justified because the country doesn't meet the conditions required under Islamic law. Not so elsewhere. "In countries where there are wars such as Iraq, Syria and Palestine, you either kill or get killed," Hernawan said.

Earlier this year he addressed a gathering of Islamic State group supporters in the heart of the Indonesian capital, Jakarta. On the stage with him was a man named Bahrumsyah, who in July appeared in an Islamic State group propaganda video with other Indonesians in Syria. The group has quickly achieved popularity among a section of extremists in Southeast Asia because it has a territory that welcomes those willing to fight, a slick social media campaign and a reputation for battlefield success.

The danger posed to Indonesia from the group was brought into focus last month when police arrested four ethnic Uighurs they say were being taken to meet the country's most wanted militant to discuss recruitment for the group. The militant, Abu Wardah Santoso, has taken responsibility for the killings of several Indonesian police officers and has pledged allegiance to the group.

The Indonesian government has outlawed the Islamic State group and ordered regional leaders to improve coordination and cooperation with security agencies to monitor activities regarding the spread of the group's ideology. The Indonesian Ullema Council, the country's top Muslim clerical body, has declared the group to be a violent and radical movement that tarnished the image of Islam as a peaceful religion.

Sri Yunanto, an expert on militancy at Indonesia's anti-terrorism agency, said many jihadi groups within Indonesia are trying to use the war in Syria to create a pool of combat-trained and indoctrinated recruits. "Their goal is to send young people to Syria to provide them with expertise and experience," Yunanto said. "When the time comes for terrorism, they will have skilled operatives."

At least four Indonesians are known to have been killed in Syria and Iraq. The first was Wildan Mukhollad, who blew himself up in a restaurant in Baghdad earlier this year. Ali Fauzi, his teacher at Al Islam boarding school, remembers Mukhollad watching the funerals of the two militants in the village. "He was a good boy, a smart boy," Fauzi said. "I knew that it was his dream, he had reached what he dreamed of as a kid: to be martyred and go to heaven."

The Department of Electronics and IT (DeitY) has started the trial run of the website -- attendence.gov.in -- earlier this month and it will track the attendance of the employees. “BAS for central employees will be fully functional by the end of this month,” DeitY Secretary Ram Sevak Sharma told PTI. So far, over 50,000 employees have registered on the site, he said, adding that around 10,000 more are expected to join this month. The system will start with tracking attendance of central government employees stationed in the national capital, he said.

The website is expected to bring more transparency as it would provide and update information about central government employees on real-time basis. The portal will use information entered in the biometric devices and will act as a centralised management information system (MIS) for attendance.

Under the new attendance system, the employees would be able to mark their attendance using biometric reading devices in various government offices. It will facilitate employees mark their attendance at other central offices also which would help the government to track their movements.

According to the information available on the attendance web portal, as many as 148 central government organisations have registered themselves for the same. Modi’s educational reform may promote ideology of Hindu right wing, NYT says WAsHINgTON, OcTOber 9 (IANs): An influential US newspaper has suggested that Prime Minister Narendra Modi’s educational reform could be used to promote an ideology that sees “India’s history through the prism of the Hindu right wing.”

Modi “has promised India’s youth a bright future,” the New York Times wrote in an editorial published Thursday, with his Bharatiya Janata Party’s 2014 Election Manifesto calling education “the most powerful tool for the advancement of the nation.”

“The question now is whether educational reform will be used not just to create an educated citizenry and trained work force but also to promote a particular ideology,” asked the editorial titled: “False Teachings for India’s Students.”

During the May election campaign Modi had “promised to bring

the ‘Gujarat model’ to national governance,” that many voters understood “to mean a commitment to a more dynamic economy,” it said.

“But the Gujarat model has a less attractive side to it: a requirement that the state’s curriculum include several textbooks written by Dinanath Batra, a scholar dedicated to recasting India’s history through the prism of the Hindu right wing,” the Times wrote.

The newspaper recalled that in February, “Batra led a successful effort to pressure Penguin India to withdraw copies of a book by Wendy Doniger, a religion professor at the University of Chicago, which he felt insulted Hinduism.”

“Batra’s teachings range from the trivial to assertions that simply cannot be taken seriously,” the Times said.

Man pedals rickshaw from ‘City of Joy’ to ‘Roof of the World’

KOLKATA, OcTOber 9 (AP): It took 68 days for Satyen Das to laboriously pedal his rickety, self-remodeled bicycle rickshaw from the seaside Indian city of Kolkata to the roof of the world — a 5,369-meter (17,600foot) Himalayan pass. His goal: to promote the vehicle as an environmentally sound travel option.

As he pedaled toward the top of Khardung La on the world’s highest motorable pass, he remembered the words of his wife and 9-year-old daughter: “You must complete this mission.”

The journey was arduous. To prepare, he trained by loading his rickshaw — a carriage-styled seat hooked to a bicycle — with heavy items and cycling long distances. He modified the rickshaw, adding a third brake pedal. And when the time came to set off on his journey on June 11, he packed lightly, carrying only a few items of clothing, medicine, food and a stove, a sleeping bag and plastic sheets for an emergency shelter if the weather turned rough.

“I crossed five high mountain passes on the way” during the jour-

ney in the region of Ladakh, Das, 40, said in an interview. At one point, he faced a group of bears, but was relieved when they showed little interest in him or his rickshaw.

Near his destination, he took shelter with Indian paramilitary forces after sighting an elusive snow leopard around midnight in the high reaches of Lakadh. And on his way home, a German woman cycling solo in the mountains offered him food after he’d run out of his own, and shelter in her tent on a particularly cold night.

In total, he covered nearly 7,000 kilometers (4,440 miles) to be the first to accomplish the feat, which he hopes to have endorsed by Guinness World Records. The idea “was to popularize the cycle-rickshaw as eco-friendly transport that does not need any fuel,” he said.

It’s a mode of transport he and his family have relied on their entire lives, with Das earning about 200 rupees ($3.20) a day transporting passengers in Kolkata, the capital of India’s West Bengal state. Under its former name Calcutta, it was a home base for Imperial Britain when it ruled the South

Asian subcontinent.

Das started as a so-called “rickshaw wallah” under his father, who also pedaled a rickshaw for a living. He enjoyed the job, he said, because “there was no one to boss me around!” But he always dreamed of setting an example for others, and wondered how to do it being poor and with little education. “So I thought, why not do something which is within my reach. I decided to spread the message of peace using my cycle-rickshaw,” Das said.

He made his first attempt for Ladakh in 2008, carting his wife and daughter up to an altitude of 3,979 meters (13,050 feet) on the Rohtang pass of Himachal Pradesh state before running out of cash. For his latest expedition, he received 150,000 rupees (about $2,460) from a local club sponsor. “We had known about Das’ interest in touring around the country” since his first 2008 attempt at the Himalayas, said Partha De of Kolkata’s Agrani Club. “Hearing that someone is going on such an incredible journey, it grabs interest. It’s a wonderful achievement.”

Myanmar blockades Rohingya; considers ‘Rakhine Action Plan’ YANGON, OctOber 9 (AP): Authorities sealed off villages in Myanmar’s only Muslim-majority region and in some cases beat and arrested people who refused to register with immigration officials, residents and activists say, in what may be the most aggressive effort yet to force Rohingya to indicate they are illegal migrants from neighboring Bangladesh.

Immigration officials, border guards and members of the illegalalien task force in the northern tip of Rakhine state — home to 90 percent of the country’s 1.3 million Rohingya — said they were simply updating family lists, as they have in the past.

But this year, in addition to questions about marriages, deaths and births, people were classified by ethnicity.

The government denies the existence of Rohingya in the country, saying those who claim the ethnicity are actually Bengalis. Residents said those who refused to take part suffered the consequences.

“We are trapped,” Khin Maung Win said last week. He said authorities started setting up police checkpoints outside his village, Kyee Kan Pyin, in mid-September, preventing people from leaving even to shop for food in local markets, work in surrounding paddies or take children to school.

“If we don’t have letters and paperwork showing we took part — that we are Bengali — we can’t leave,” he said.

Chris Lewa of the Arakan Project, which has been advocating on behalf of the Rohingya for more than a decade, said residents reported in-

cidents of violence and abuse in at least 30 village tracts from June to late September. While the weekslong blockades have since been lifted, arrests continue, with dozens of Rohingya men being rounded up for alleged ties to Islamic militants in the last week.

Myanmar, a predominantly Buddhist nation, surprised the world in 2011 when a half-century of military rule ended and President Thein Sein, a former general, started steering the country toward democracy. Critics, however, say reforms have stalled.

Peaceful protesters are again being thrown in jail; journalists increasingly face intimidation or even imprisonment with hard labor.

Most worrying to many, the government has largely stood by as Buddhist extremists have targeted Rohingya, sometimes with machetes and bamboo clubs, saying they pose a threat to the country’s culture and traditions.

Denied citizenship by national law, even though many of their families arrived in Myanmar from Bangladesh generations ago, members of the religious minority are effectively stateless, wanted by neither country.

They feel they are being systematically erased.

Almost all Rohingya were excluded from a U.N.-funded nationwide census earlier this year, the first in three decades, because they did not want to register as Bengalis. And Thein Sein is considering a “Rakhine Action Plan” that would make people who identify themselves as Rohingya not only ineligible for citizenship but candidates for detainment and pos-

sible deportation.

Most Rohingya have lived under apartheid-like conditions in northern Rakhine for decades, with limited access to adequate health care, education and jobs, as well as restrictions on travel and the right to practice their faith.

In 2012, Buddhist extremists killed up to 280 people and displaced tens of thousands of others. About 140,000 people of those forced from their homes continue to languish in crowded displacement camps further south, outside Sittwe, the Rakhine state capital.

Tensions surrounding the family registration campaign in northern Rakhine rose steadily after it began four months ago, with most of the resistance felt in Maungdaw township.

Many villages were placed under lockdown, with police checkpoints set up to make sure only those who have cooperated could leave, more than a dozen residents confirmed in telephone interviews with The Associated Press.

In other villages, the names of influential residents were posted on community boards with verbal warnings that they face up to two years in jail if they fail to convince others to take part in the registration process, Lewa said. Other Rohingya say officials forced them to sign the papers at gunpoint, or threatened that they would end up in camps like those outside Sittwe if they didn’t comply, she said. In some cases residents say authorities have shown up after midnight and broken down doors to catch residents by surprise and pressure them to hand over

Villagers also have been kicked and beaten with clubs and arrested for refusing to take part, according to Lewa and residents interviewed by the AP. Lewa said that when authorities ended the blockades, they also stopped the registration campaign.

Rohingya said they didn’t want to register family members because they worry the information might be used to deny them citizenship.

As international pressure mounts to end abuses against Rohingya, the government has agreed to provide citizenship to anyone who qualifies.

But many Rohingya say they cannot meet the requirements, which include submitting documents prov-

ing that their families have been in Myanmar for at least three generations. And under the plan Thein Sein is considering, even that would not be enough for people who insist on calling themselves Rohingya rather than Bengali.

Myanmar Information Minister Ye Htut did not respond to repeated requests for comment.

Win Myaing, a spokesman for Rakhine state government, said authorities’ effort to update family lists had an added sense of urgency because of concerns that Islamic extremists could try to slip across the border from neighboring Bangladesh.

It was unclear whether there was a specific threat from a new regional al-Qaida wing or Rohingya Solidarity

Organization militants.

“We have to know who’s who,” Myaing said. “We want to know who are strangers and who are not.”

He did not comment on the allegations of abuses.

As to why the government insists on calling the villagers Bengali, Myaing said, “Because they are Bengali.

What else should we call them?”

Soe Myint Tun, the director of the immigration office of Kyee Kan Pyin, agreed.

“We are only checking the villagers’ family household lists and their identification cards. That’s all,” he said. “There are no ‘Rohingya’ in this country and the government has said that as well. We are just doing what we have to do.”

HONG kONG, OctOber 9 (reuterS): Hong Kong called off talks with protesting students on Thursday, dealing a heavy blow to attempts to defuse a political crisis that has seen tens of thousands take to the streets to demand free elections and calling for leader Leung Chunying to resign.

The government’s decision came as democratic lawmakers demanded antigraft officers investigate a $6.4 million business payout to Leung while in office, as political fallout grows

from the mass protests in the Chinese-controlled city.

It was not immediately clear what the students’ next move would be - whether to ramp up the street protests or make plans to fight another day. They were to hold a news conference later in the evening.

“Students’ call for an expansion of an uncooperative movement has shaken the trust of the basis of our talks and it will be impossible to have a constructive dialogue,” Chief Secretary Carrie Lam said on the eve of the planned dialogue.

She blamed the pullout on students’ unswerving demands for universal suffrage, which she said was not in accordance with the Asian financial centre’s mini-constitution, the Basic Law, and what she described as their illegal occupation of parts of the city.

Hours earlier, Hong Kong’s Justice Department handed to prosecutors the investigation of the business payout to Leung by an Australian engineering company. Part of the brief includes “considering and deciding whether prosecu-

tion action is warranted” against Leung, who has refused to stand down in recent weeks over protesters’ calls for Beijing to keep its promise of universal suffrage.

The department said its decision was aimed at avoiding “any possible perception of bias, partiality or improper influence”. The campaign against the former property surveyor and son of a policeman has extended from the streets to the city’s legislative chambers where democrats have threatened to veto major decisions and potentially cause policy paralysis.

Australia’s Fairfax Media reported this week that engineering firm UGL Ltd paid Leung a total of $6.4 million in 2012 and 2013 in relation to its acquisition of DTZ Holdings, a property consultant that employed Leung as its Asia Pacific director before he took office in July 2012. Leung’s office denied any wrongdoing.

DTZ was not immediately available to comment, while UGL said it was under no obligation to disclose the agreement.

As part of the contract Leung signed with UGL in December 2011, he agreed to promote the “UGL Group and the DTZ Group as UGL may reasonably require, including but not

limited to acting as a referee and adviser from time to time”, according to a copy seen by Reuters. Leung’s office said in a statement that such assistance would only be provided in the event that he failed to be elected Hong Kong leader, and providing that such assistance would not create any conflict of interest.

Leung stepped down from DTZ on December 4, 2011, two days after signing the deal with UGL, which acquired the property consultancy. Leung was sworn in as Hong Kong chief executive in July 2012. “After CY Leung became CE (chief executive), he should have terminated the contract, because as a CE, it was impossible for him to continue accepting huge payment to help promote UGL or DTZ,” Democratic Party chief executive Lam Cheuk-ting said in a letter to the Independent Commission Against Corruption seen by Reuters.

“There’s reason to believe that CY Leung was eyeing the unpaid remuneration by UGL so that he continued with the agreement.

Even worse, since CY Leung honoured the agreement and accepted the payment, how could he not declare to the Executive Council?” said Lam, who is a former anti-graft agency official.

NeW YOrk, OctOber 9 (IANS): Kids who are emotionally abused and neglected face similar and at times worse mental health problems than children who are physically or sexually abused, a new study indicates.

“Given the prevalence of childhood psychological abuse and the severity of harm to young victims, it should be at the forefront of mental health and social service training,” said study lead author Joseph Spinazzola, from the trauma centre at the Justice Resource Institute in Brookline, Massachusetts.

Researchers analysed data from 5,616 youth with lifetime histories of one or more of three types of abuse: psychological maltreatment (emotional abuse or emotional neglect), physical abuse and sexual abuse.

The majority (62 percent) had a history of psychological maltreatment and nearly a quarter (24 percent) of all the cases were exclusively psychological maltreatment in the

form of bullying, terrorising, coercive control, severe insults, threats, overwhelming demands, shunning and/or isolation.

“Children who had been psychologically abused suffered from anxiety, depression, low self-esteem, symptoms of post-traumatic stress and suicidal tendencies at the same rate and, in some cases, at a greater rate than children who were physically or sexually abused,” Spinazzola noted. Moreover, sexual and physical abuse had to occur at the same time to have the same effect as psychological abuse alone.

“Psychological abuse is not considered a serious social taboo like physical and sexual child abuse. We need public awareness initiatives to help people understand just how harmful psychological maltreatment is for children and adolescents,” Spinazzola commented. The article appeared in the journal Psychological Trauma: Theory, Research, Practice, and Policy.

Grapefruit juice might help in weight loss WASHINGtON, OctOber 9 (IANS): A research study has found that grapefruit juice not only helps in losing weight but also lowers glucose level. The study conducted on mice found that mice fed a high-fat diet gained 18 percent less weight when they drank clarified, no-pulp grapefruit juice compared with a control group of mice that drank water.

“There are many active compounds in grapefruit juice, and we don’t always

understand how all those compounds work,” noted Andreas Stahl, professor of nutritional sciences and toxicology at the University of California, Berkeley in the US. “The grapefruit juice lowered blood glucose to the same degree as metformin. That means a natural fruit drink lowered glucose levels as effectively as a prescription drug,” said Joseph Napoli from the same university.

The mice that ate the

high-fat diet and drank diluted grapefruit juice not only gained less weight than their control counterparts, they also had a 13 to 17 percent decrease in blood glucose levels as well as a three-fold decrease in insulin levels.

“These results, based on controlled experiments, warrant further study of the potential health-promoting properties of grapefruit juice,” concluded Stahl. The study appeared in the journal PLOS ONE.

Obama allies getting harder to find WASHINGtON, OctOber 9 (AP): President Barack Obama is finding himself with few friends in Washington.

His former Pentagon chief is criticizing his foreign policy. Longtime political advisers are questioning his campaign strategy.

And Democrats locked in tough midterm campaigns don’t want Obama anywhere near them between now and Election Day next month.

The disenchantment with Obama is in part a reflection of inevitable fatigue with a president entering his final years in office. But some Democrats say it is also a consequence of the president’s insular approach to governing and his preference for relying on a small cadre of White House advisers, leaving him with few loyal allies on Capitol Hill or elsewhere.

“This president is supremely independent,” said Paul Begala, a Demo-

cratic strategist and longtime adviser to President Bill Clinton. “In many ways that is a very good thing. He probably came to the presidency owing less to other people than any president in memory. The risk is that independence can morph into isolation.”

While White House officials dispute the notion of an isolated or weakened president, there’s little doubt that Obama’s standing with the American people and his own party has fallen since his resounding re-election in 2012. Battered by a flurry of crises at home and abroad, the president’s approval rating has hovered near record lows for much of the year. His party is at risk of losing the Senate in the November midterms and not one Democrat locked in a close race has chosen to make a campaign appearance alongside the president thus far.

It’s against that backdrop that some of Obama’s

longtime advisers have begun levying unsparing criticism, most notably Leon Panetta, the widely respected former congressman who served as CIA director and defense secretary in Obama’s first term. In a new memoir and a series of interview, Panetta has taken aim at both Obama’s foreign policy decision-making and overall leadership skills.

Panetta writes that as Pentagon chief, he feared that Obama’s withdrawal of all U.S. troops from Iraq in late 2011 could put that country at risk of becoming “a new haven for terrorists to plot attacks against the U.S.” The U.S. is now launching airstrikes against a militant group in Iraq, as well as Syria, that Obama administration officials warn could ultimately pose a threat to the West.

But Panetta’s most scathing critique is reserved for Obama’s leadership style.

Former President Jimmy Carter chimed in with his own critique Tuesday, telling a Texas newspaper that it was hard to figure out exactly what Obama’s

policy is in the Middle East.

“It changes from time to time. I noticed that two of his secretaries of defense, after they got out of office, were very critical of the lack of positive action on the part of the president,” Carter told the Fort Worth Star-

Telegram, referring to both Panetta and Robert Gates, Obama’s first defense secretary. Gates levied his own criticism of the president in a book earlier this year.

Hillary Rodham Clinton, Obama’s former secretary of state and a potential 2016 presidential candidate, also spent much of the summer promoting a book in which she sought to distance herself from some of the president’s decisionmaking in the Middle East.

The public critiques have also extended to the president’s political skills.

After Obama said last week that his economic policies were on the ballot in November, his longtime political adviser David Axelrod cast that strategy as “a mistake.”

“I wouldn’t put that line there,” Axelrod said on NBC television’s “Meet the Press.” White House advisers and others close to the president have dismissed the flood of criticism and

the distance from Democrats as part of the natural arc of the presidency.

“This is very much the product of the six-year itch,” said Anita Dunn, Obama’s former White House communications director. “If you’re sitting in the White House, you put your head down and you do your job and realize that at the end of the day, you still have two more years to do a great deal.”

But Jim Manley, a former senior adviser to Senate Majority Leader Harry Reid, a Democrat, said that job may only get harder if Democrats in Washington turn even further away from the president as the race to replace him gets underway.

“The fact of the matter is the president and his team have done a pretty poor job of trying to build of a group of loyal Democrats,” Manley said. “They don’t have too deep of a well to dip into anymore.”

The event saw overwhelming response from the Veterans. The interaction started on September 20 at Meluri, where a total of 6 veterans attended the events. The next interaction was carried out in Tuensang on September 23 with the participation of 29 veterans and one

Veer Nari. The interaction in Wohka on September 27 saw an attendance of 30 veterans followed by Mon on September 29, which witnessed the largest turnout of 45 veterans.

All together 13 veterans (including thee Veer Naris) interacted in Dimapur on October 1 and the culminating event was organised at Zakhama on October 4, where a total of nine veterans were present.

This exercise was carried out under the Project ‘Nirantar Milap’ started on 2013 by the Colonel of the Regiment with

the purpose of carrying out continuous interaction with Veterans, Veer Naris and dependents of the Regiment. It is also aimed at “mitigating their problems” on regular basis by reaching out to the far flung areas. The interaction involved briefing of various welfare schemes, provision of medical assistance and CSD facilities.

A detailed feedback on the grievances was taken from the veterans for onward submission to Records, The Kumaon Regt Centre & Pao (Or) for resolving their problems.

Participants of the one day training cum demonstration conducted by the Krishi Vigyan Kendra (KVK) on October 6 at Pongo village in Longleng district. The resource person Dr. Manoj Kumar SMS (Agronomy) highlighted and demonstrated on cultivation practices of pea. Dr. Kumar spoke to the farmers about the importance of pea and how it fixes nitrogen to the soil for higher productivity. He also underlined the importance of munching for moisture conservation and weed management. A total of 12 farmers participated and took keen interest to cultivate pea in their field after harvesting of rice for additional income, according to a press release. As the 25-year-old Frenchman battles for his life in Yokkaichi, the Formula One circus has set up camp at a new semistreet circuit created in the sprawling park built to host the 2014 winter Olympic Games last January.

To many observers, in the outside world, F1's arrival in the Black Sea resort close to the Georgia border is a cynical commercial exercise that, by association, endorses Russia's, and president Vladimir Putin's, behaviour in the conflicts in the Crimea and Ukraine this year. To Bernie Ecclestone, the widespread criticism and many calls to cancel this race, are ill-judged and ignored. "We are happy, the sponsors appear to be happy, so we carry on," F1's ringmaster told The Times. "No one has spoken to me about this race or told me that we cannot go. The sanctions do not affect us and what we are doing is not illegal."
