Zika virus likely to spread across Asia: WHO informs MANIlA, OcTOber 11 (IANS): Zika infections were “highly likely” to keep spreading across Asia, the World Health Organisation (WHO) announced on Tuesday. WHO director Margaret Chan said experts were still looking for ways to deal with the virus, the BBC reported. “Unfortunately, scientists do not yet have answers to many critical questions,” she told an annual regional WHO meeting in the Philippines capital, Manila. Hundreds of cases of the virus were reported in Singapore while two cases of Zika-linked microcephaly have already been confirmed in Thailand. Zika generally has mild effects but is more dangerous for pregnant women as it has been linked to severe birth defects, including the brain deformation microcephaly. According to the WHO, the mosquito-borne virus has been detected in 70 countries worldwide so far.

Nagaland govt urged to consider Tseminyu dist

TSeMINyu, OcTOber 11 (MexN): The Rengma Hoho has re-appealed to the Nagaland State Government to consider their demand for a ‘Tseminyu district.’ A press release from Kenyuseng Tep, President of the Rengma Hoho, stated today that the Rengma people have been ‘snubbed and betrayed’ since the inception of Nagaland State. In an earlier memorandum to the Chief Minister of Nagaland, the Rengma Hoho had mentioned how the Rengma people had contributed and taken initiatives to push for

the political and historical rights of the Naga people, apart from their involvement in every political development that resulted in the creation of the Nagaland State. “Rengmas deserve due recognition and equal treatment. Our demand is not for political and social polarization but it is inherent right which cannot be denied,” stated the Rengma Hoho. It reiterated that the Rengma was one among “five major tribes” that were at the forefront of upholding Naga rights. The Rengma “honesty and fairness in upholding the unity and

integrity of the Nagas” as well as their “sincere effort in maintaining a brotherhood with other Nagas should not be construed as ignorance and weakness,” maintained the Rengma Hoho. With “full confidence” in the present DAN government under the leadership of TR Zelaing and Dr. Shurhozelie to “to take up our issue at the level of their authority to deliver justice to the demand of the Rengmas at the earliest,” the Rengma Hoho hoped that “their leadership and true statesmanship will not overlook our genuine demand.”

DIMApur, OcTOber 11 (MexN): The Nagaland Pradesh Congress Committee (NPCC) today welcomed the decision of the Nagaland State Government to conduct elections to Urban Local Bodies (ULBs). NPCC stated that the upcoming elections will be a “litmus test” for clean election and hold a ‘special future’ for the people of Nagaland. “Voters shall choose between corrupt and God-fearing governance at the Municipal and Town Council Level” and the Congress Party shall “offer God-fearing, clean and good governance,” NPCC President K Therie stated in a press note received here today. “Our job shall be to provide election manifesto underlining the future steps and assurances to deliver,” Therie said stressing that “Nagaland needs decent and disciplined ULBs.” The promises will not be hollow, he assured, but shall bear fruits and will be delivered to “each and every targeted section without favour or ill-will, but with justice and equality.” The State Congress President further pointed out that while Nagaland Government framed Urban Local Bodies Act as Municipal and Town Council Act under Article 243 (Q) of the 74th amendment to the Constitution of India in 1992, there is room for its re-amendment. “In democracy, no Act is perfect and needs improvement with time… Even the ‘perfect’ has room to improve. Let the time come, we shall amend the Act according to the needs of the people,” Therie said. Congress has no intention to take away the rights of the people but we will legislate laws according to needs and safeguard the rights of the people, he added. Given an opportunity, the Congress will

remove Land and Property tax from the purview of tax since there are objections to these impositions, he promised. Though the Party manifesto is yet to be released, Therie’s press note pointed in a general direction this may take. “Congress believes in the principles of democracy, secularism and socialism. We shall uphold them in directions of our actions,” he said. Stating that as social human beings one cannot live without systems and discipline, the Party also affirmed its acceptance of the democratic system of governance - the system that allows us to choose the type of governance. Voters are at liberty to choose between election manifestos of various political parties, Therie said, but noted that, “God-fearing and corruption-free leaders must be elected to carry out holistically the commitment made in the election manifestos.” “NPCC shall provide election manifesto for all ULBs. NPCC will select God-fearing workers to be the candidates of INC in the forthcoming ULB elections,” Therie assured. Further, the NPCC President accused the Naga Peoples’ Front (NPF) of keeping the election to ULBs in limbo for a long time while governing the same through nominated members who did “everything to corrupt and deform the Municipal and Town Councils.” Elections were due for a long time and if Government of India had “not put conditions of election,” NPF Government would “never have taken steps” for ULB elections and would have continued the nomination system for their personal and party interests, he alleged. Extending support to the Nagaland Baptist Church Council (NBCC) stand with on the Clean Election, the State Congress President said that “Win or lose, our mission is to reach the message of the need for clean and Godfearing good governance.” He further urged the Congress rank and file to comply with this. This election will be the stepping stone to clean election, Therie maintained.

Affiliates of the Ao Senden on October 11 endorsed the Ao Senden’s September 23 resolution to sever ties with the Naga Hoho. The decision was taken at a joint meeting of eight federating units of the Ao Senden based in Kohima, Chumukedima, Medziphema, Mon, Wokha, Mokokchung town, Tuensang and Dimapur, which was held at the treasurer’s residence of the Ao Senso Telongjem Dimapur. At a media briefing, the eight units affirmed - “as resolved by the

Ao Senden Federal Council on September 23, 2016 on the matter of the recognition of the Rongmei as an indigenous tribe of Nagaland state” - to stand by the resolution. The Ao Senden had stated that it will cease associating with the Naga Hoho until the latter “revokes its consent on the Rongmei recognition issue.” The affiliates further drew attention to what it termed as “Ao national workers campaigning against the Ao Senden resolution.” Condemning the alleged campaign, the affiliates asked the “Ao national workers” to desist from doing so.

DIMApur, OcTOber 11 (MexN): Various organizations have condemned the killing of a woman on the night of October 8 at Tenyiphe-I village. The Tenyiphe-I Women Organisation (TWO), while condemning the incident, asserted that such “ghastly act” perpetrated on a “helpless women cannot be tolerated.” The 28-year-old victim of murder was found dead in her house in a pool of blood on Sunday, October 9. The Dimapur Police suspect she was murdered on the night of October 8 with a sharp weapon. She lived alone at her house

In a separate press release from Western Chakhesang Mothers’ Association (WCMA) President, Bino Kenye, and General Secretary, Akhrole Venuh, the organisation stated that “such kind of act” has no place in the society and should be condemned by all. Extending its condolence to the bereaved family, the WCMA

urged the law enforcing agency to expedite investigation and award befitting punishment to the accused so justice can be done at the earliest. Meanwhile, the Zhavame Union, Dimapur termed the murder as a “barbaric act,” appealing for the arrest of the accused at the earliest and justice to be served as per the law of the land. It may be noted that the Dimapur Police had filed an FIR connected to the case on October 9 at the Diphupar Police Station under section 302 IPC (Murder) and the case is currently under investigation.

RSS chief disputes Modi, says gau rakshaks not anti-socials Samsung scraps Galaxy Note 7 over fire concerns

NAGpur, OcTOber 11 (IANS): RSS chief Mohan Bhagwat on Tuesday backed cow vigilantes and asked the government not to equate them with anti-social elements, contradicting Prime Minister Narendra Modi’s stand on the Hindu bovine activists. “There are some people who are dedicated to cow protection. It is part of the Directive Principles of State Policy,” Bhagwat said in his annual speech on Vijay Dashmi, marking the 91st foundation day of the RSS -- the ruling Bharatiya Janata Party’s (BJP) ideological mentor. “Gau rakshaks operate under the law. Administration must keep (this) in mind. Those who break the law shouldn’t be compared to gau rakshaks,” the RSS chief said at its headquarters in Nagpur. Bhagwat’s remarks contradict Modi’s August speeches when he said that 70-80 per cent of them would be found involved in anti-social activities which no society can approve of. Modi in his two speeches -- in Delhi and Telangana -- advised states to act against such activists after a nationwide outcry over highhandedness by cow vigilantes on Dalits in many states, including in Modi’s home state Gujarat. Bhagwat didn’t quite agree. He

said cow, revered by Hindus, was to be protected by the law and “gau rakshaks perform an important service”. He called cow protection a “sacred mission” that would “continue and gather momentum” despite “grave provocations”. Bhagwat also expressed concern over social inequality and casteism, saying an ongoing RSS survey in this regard had thrown up alarming findings. For instance, he said, a detailed survey of 9,000 villages in Madhya Pradesh had shown that in 40 per cent of them, backward castes and Dalits face discrimination on temple entry, in 30 per cent villages they are not allowed access to water sources and in 35 per cent villages they are barred from using the crematorium. “The Swayamsevaks are working on this. They have started helping our SC/ST brethren to claim the benefits guaranteed to them under the Constitution and ensure that the government and administration disburse the funds allocated for their welfare,” Bhagwat said. He said it was shameful if people were insulted or subjected to physical torture “because of one’s wrath over a trivial issue or one’s superiority complex” -- a reference to antiDalit incidents in the country.

SeOul, OcTOber 11 (reuTerS): Samsung Electronics Co Ltd scrapped its flagship Galaxy Note 7 smartphone on Tuesday less than two months after its launch, dealing a huge blow to its reputation and outlook after failing to resolve safety concerns. Samsung announced the recall of 2.5 million Note 7s in early September following numerous reports of the phones catching fire and on Tuesday it finally pulled the plug on the $882 device in what could be one of the costliest product safety failures in tech history. The decision to scrap the Note 7 came after fresh reports of fires in replacement devices prompted new warnings from regulators, phone carriers and airlines. “(We) have decided to halt production and sales of the Galaxy Note 7 in order to consider our consumers’ safety first and foremost,” the South Korean firm said in a filing to the Seoul stock exchange. Samsung said earlier it asked all global carriers to stop sales of the Note 7s and the exchange of original devices for

replacements, while it worked with regulators to investigate the problem. The company is offering to exchange Note 7s for other products or refund them. Samsung’s decision to pull Note 7s off the shelves not only raises fresh doubts about the firm’s quality control but could result in huge financial and reputational costs. Analysts say a permanent end to Note 7 sales could cost Samsung up to $17 billion and

tarnish its other phone products in the minds of consumers and carriers. Investors wiped nearly $20 billion off Samsung Electronics’ market value on Tuesday as its shares closed down 8 percent, their biggest daily percentage decline since 2008. “This is the first time that I have seen a product recall go this badly wrong,” financial analyst Richard Windsor said in a note to clients. “When it

comes to the damage that it will do to Samsung’s brand, we are in uncharted territory”. The premium device, launched in August, was supposed to compete with Apple Inc’s latest iPhone for supremacy in the smartphone market. Well received by critics, its first problem was a shortage as pre-orders overwhelmed supply. Samsung, the world’s top maker of smartphones had nearly twice the global market share of Apple at mid-year, having shipped 77.6 million phones in the second quarter alone, said Neil Mawston, an analyst at research firm Strategy Analytics. The South Korean company was counting on the Note 7 to replace its previous flagship model, the Note 5, which had sold around 15 million units over the four quarters ended in June, according to Strategy Analytics data. Instead, Samsung will be forced to count on existing models such as its Galaxy S7 edge, which has a slightly smaller screen but is also slightly less expensive.

CME programme on kidney transplantation held at Kohima

KOhiMa, OctOber 11 (MexN): Shija Institute of Kidney Sciences (a unit of Shija Hospitals) in association with Oking Hospital & Research Clinic, Kohima organized a Continuing Medical Education (CME) programme on October 8 at Japfu Hotel, Kohima. The theme of the CME programme was ‘kidney transplantation.’ Dr. Guliver Potsangbam, Director, Shija Institute of Kidney Sciences was the key resource person of the CME programme. He delivered the legal and technical parts of the transplant programme at Shija Institute of Kidney Sciences. The time and

man-hour loss faced by patients and their families in the Kidney Transplantation Centres outside the state was mentioned during his talk. Dr. Vikethonyii Kesiezie, Managing Director, Oking Hospital, Kohima expressed gratitude to all who participated in the CME. He also expressed cost and distance advantage of Shija Institute of Kidney Sciences for kidney transplantation for the state of Nagaland. are going outside the state for kidney transplantation in a year. They faced inconveniences apart from man-hour losses. He assured a comfortable lodge near Shija Hospitals within a very short time for those patients and their families coming from outside Manipur. He also mentioned that Shija Hospitals is already empanelled by governments of Nagaland and Mizoram. Kiphire, OctOber 11 (MexN): On last day of the Wildlife Week (October 8), a special event was organized at Kisetong Village, Kiphire by the Department of Environment, Forest and Climate Change, Nagaland along with the District Administration. Kisetong is known for conserving an entire hill, which is a virgin forest. Chumpise, Head GB, Kisetong Village during exhortation highlighted that the village has been conserving their community reserves for several decades now and penalty of Rs. 5000 are being imposed on offenders. Samom Khelen Singh, IFS, Wildlife Warden, Kiphire in his speech stressed on the need for the public to continue their effort to conserve their forests and wildlife. He also apprised them of the protection provided to wildlife under Wildlife Protection Act, 1972 and the corresponding punishment for the offenders involved in wildlife crime. Longdiba Sangtam, EAC Kiphire, highlighted

that along with human progress, conservation and wildlife management should go hand in hand. For this, he also said that proper policies should be in place to enable communities achieve conservational success. He encouraged and urged to village to continue its effort to protect wildlife. Lansothung Lotha, RFO, Kiphire Wildlife Division gave a presentation on ‘Our Life: Our Wildlife: Our Responsibilities.’ In his session, he explained in brief on the importance of wildlife in general. He also highlighted the detrimental impact that our lifestyle and age old practice of hunting and jhum cultivation is having on wildlife. He also challenged the young and old alike to make it an aim that the younger generations will once again see the wildlife that has been pushed to local extinction from their area. IMPHAL, OctOber 11 (NNN): Many Congress MLAs in the hill districts of Manipur are coming under immense pressure from their supporters in their respective constituency to resign from MLAship as well as from the Congress party and join any other party if they are to contest again in the forthcoming Manipur Legislative Assembly polls due in few months' time. This development has come following the passing of the "three anti-tribal bills" last year in the Manipur Legislative Assembly and the subsequent announcement of the Outer Manipur Tribals’ Forum (OMTF) and Joint Action Committee against Anti Tribal Bills (JAC-AATB) of their stand to boycott all tribal MLAs and the lone MP from Manipur who "failed to hear the cries of their people". The OMTF and JAC-AATB had announced the banning of Congress party in all tribal areas in Manipur recently. Talking to Newmai News Network this evening, Francis Ngajokpa who is a senior Congress MLA from Tadubi assembly constituency, Senapati district, said that his supporters have been asking him to resign from the MLAship as well as from the Congress party. He, however, did not divulge his next move in this connection. Another tribal MLA facing similar pressure from his supporters while talking to this news agency and who chose not to be identified "at the moment" said that he will be consulting his supporters soon in this regard. OMTF and JAC-AATB have reiterated the boycott of all the tribal MLAs and the lone MP who "failed" to hear the cries of their people. "These betrayers of the tribal peoples are banned from having any activity or movement in the tribal areas of Manipur, and that neither the forum nor the JAC shall be responsible for any untoward incident if they fail to comply with the ban," they said. The July 18 joint meeting of OMTF and JACAATB resolved that any individual or organization aiding, cooperating or standing with these individuals will be branded as "anti-tribal" and shall be at their own risk. They said the Congress party was solely responsible for drafting, introducing and passing of the three “anti-tribal bills” in the state assembly on August 30 last, the joint meeting also resolved to boycott the Congress party in all tribal areas of Manipur from July 18 last. Any political party, whether national or regional, which works against the interest of the tribal peoples shall face the same fate as that of the Congress party, OMTF and JAC-AATB have resolved. According to them, individuals, organisations and political parties betraying the "indigenous" peoples shall have no place in the tribal areas in "present Manipur".

"The struggle for selfdetermination of the indigenous peoples in present Manipur that began with the spontaneous reaction that erupted after the passing of the three ‘anti-tribal bills’ by the Congress-led Manipur government has already crossed one year," it said. "Yet, even after a year of unflinching agitation, both the Central and state governments have refused to take any genuine step to address the grievances of the tribal community," they added. "The dominant valleydwelling community of present Manipur in connivance with the communal Manipur government has been gearing up for inclusion of the Meitei community in the scheduled tribe list as a continuation of their policies to annex tribal lands and grab the meager privileges bestowed on the tribal peoples," they alleged. As part of the ongoing fight for tribal rights and identity, the OMTF and JAC have submitted a joint memorandum to the Prime Minister recently opposing the demand for the Scheduled Tribe status by the valley-dwelling Meitei community and shall continue to resist such ‘sinister design’ in the days to come. The OMTF and JAC have been saying that they are committed to safeguard tribal ancestral lands, tribal rights and identity and shall leave no stone unturned in their ongoing effort to ensure an inclusive and promising future for all the tribal communities and an administrative setup separate from the ambit of the present Manipur government.

Flash flood hits Manipur-Myanmar border, bridge washed away

IMPHAL, OctOber 11 (IANS): A flash flood triggered by torrential rains on Monday night along Manipur-Myanmar border washed away a bridge and destroyed several houses, the police said on Tuesday. However, no casualty was reported. "The water level of the Khujairok river along the international border receded within a few hours," a police officer told IANS. He said there was heavy downpour lasting over an hour on Monday night and the level of the Khujairok river breached the danger mark in no time. Tribal people from nearby villages said they were virtually caught napping. "The flash flood razed six houses at Chavangphai village near the international border. But, as we managed to run uphill, there was no ca-

sualty. Pigs and other domesticated animals are also safe," a villager said One of the engineers posted in Moreh area along the border said, "There was a wooden bridge, connecting Chavangphai village with Moreh Ward No.5. It got washed away. Now it will take some time to construct another bridge." Receding waters came as a huge relief to the villagers, as they could wade through the river water since Tuesday morning. Government officials and elected representatives of people rushed to Moreh on Tuesday to assess the damages. A government official said that a report has been sent to the government and financial assistance could be extended to the victims to reconstruct their damaged houses.

Chakma refugees seek Indian citizenship New DeLHI, OctOber 11 (PtI): A delegation of Chakma refugees, who had migrated to India five decades ago from Bangladesh, today met Union Minister Jitendra Singh and sought his intervention for granting citizenship to them.The delegation, under the aegis of All India Chakma Social Forum conveyed to the Union Minister for Development of North Eastern Region (DoNER) that the community had been denied citizenship rights for the last almost half a century and sought his intervention in this regard.In a memorandum, the Chakmas told Singh that during the period from 1964-68, around 15,000 Chakmas had fled from the Chittagong Hill tracts of the then East Pakistan to escape the oppression of Pakistani rulers. After migration to India, they settled in the then Northeastern Front Agency (NEFA), currently Arunachal Pradesh.

However, since then not a single Chakma migrant in Arunachal Pradesh has been granted citizenship rights despite specific directions of the Supreme Court of India, the delegation claimed. Later, following another writ petition, the Supreme Court in its judgement dated September 17 directed the Union of India and the Arunachal Pradesh government to process the citizenship applications. The memorandum also alleged that not a single application of any Chakma migrant had been recommended for grant of citizenship in spite of the applications fulfilling the criteria for the citizenship. Seeking intervention of the Minister, the signatories to the memorandum requested him for designating two special officers in the Union Ministry of Home Affairs (MHA) to address the issues raised by them and ensure early redressal.

DeLHI, OctOber 11 (MexN): The Northeast Support Centre & Helpline (NESCH) has sought a clarification from the Gurgaon Police on the allegations against Northeast women arrested for flesh trade in Gurgaon City on October 4. According to a press release, a team from NESCH met with Deputy Commissioner of Police (East) Deepak Saharan at his office in Gurgoan, Haryana on October 10 seeking clarification on “False Allegations” made against Northeast Women on October 4 which went viral in social media and other media reports. According to the NESCH, the report read: “12 Northeast girls were arrested by police for flesh trade (prostitution) at Gurgaon city.” As per firsthand account information from DCP Deepak Saharan, 25 people were arrested out of which 15 are females and only 4 are from Northeast, the NESCH release stated. The NESCH informing that that its member met the women a few days back and got their statements clarified that two of the women are receptionists while another two are therapists. “They have confidently expressed their innocence in this matter,” the NE Support Helpline insisted before adding, “When Sector 29 Gurgaon Police raided their office, the ladies said they were even ready to go for medical examination to prove if they are into such illegal activities or not but the police refused to take them to the hospital. Instead they

all were directly taken to the police station.” NESCH pointed out DCP Saharan’s clarification where he stated that he had not mentioned there were 12 NE women but only gave list of names to the concerned Nodal Officer for Northeast, Delhi Police. “There is also no evidence that these ladies were indulged into such illegal activities,” the NESCH maintained. Decrying the “wrong information” which has gone viral, the NE Support Helpline rued that the incident has completely damaged the image of the four ladies and also Northeast women as a whole. The NESCH quoted some Northeast women working in genuine spa industry as saying that “The false allegations and rumours have created huge negative impact for us. We were even given leave by our employers so we had to stay at home. We are not even sure where we will be employed again or not.” In this regard, NESCH informed that it has submitted a letter to DCP Deepak Saharan requesting him to carry out proper investigation and if necessary take action against the concerned police and media for giving out such wrong information. “Such information should not be leaked out until proven guilty,” it insisted. Asserting that this is a case of defamation, the NE Support Centre & Helpline cautioned that it will be constrained to seek legal recourse if no clarification or apology is given.

he new RBI governor has cut the key policy repo rate and reverse repo rate by 25 basis points or 0.25 per cent a six-year low, when the market was largely expecting a status quo. This has brought cheer to the market. Growth will surely gain momentum. The financial sector will see more of a boost than the broad market. Housing finance and NBFCs will gain some fresh momentum alongside banks. Prompting of Rate Cut: With inflation beginning to settle down within a manageable limit (5.05 per cent in August 2016), there was scope for a rate cut. Agricultural performance has been good. Food inflation is down in next few months (5.91 per cent in August 2016). Fuel inflation has been low. Household inflationary expectations are up. Phek affirms opposition BJP Nagaland denies anti-Christian atrocities NCSU of four-lane by Maytas & Gayatri Dimapur, OctOber 11 (mexN): BJP Nagaland today reiterated that BJP is a disciplined cadre based party with no avenues for taking democracy and democratic rights to distorted levels to serve only the selfish needs of the vested interests. “…In such an environment of party constitutional provisions, there is absolutely no way for party frontals to be engaged in any atrocities against Christians. There never had been a case of anti-Christian atrocities by any party branches and departments otherwise which, there would have been a huge hue and cry within the party nationwide,” the party stated in response to NPCC press statement published on October 10. A rejoinder from Jaangsillung Gonmei, General Secretary (Media), BJP Nagaland further pointed out that Amnesty International and the International Human Rights Watch Report of 2015 on India mentioned that the year 2013 peaked as the year of the highest escalation of religious violence in the country. It recalled that 2013 was when

the UPA Government was “at its peak of mis-governance.” The UPA government’s “inaction” to curb the 2013 religious clashes, it alleged, was an “ill planned and ill timed political vendetta and pre-poll strategy to cast doubt of anti secularism on the highly favored BJP and scare away the voters from BJP in the 2014 elections.” Maintaining that the BJPled NDA government’s efforts to protect the religious, cultural and regional minorities and weaker sections are always on a war footing, the rejoinder noted that taking the instances of the plight of the North East people in large metropolis, the NDA Government through the Delhi Police had instituted several measures like special Delhi police forces, raised a new battalion of police force comprising of youths from all over the North Eastern states, extra legislation to curb the taunting of North East people on the streets or in the work place, special attention to North Eastern issues of safety, security and welfare matters through various government

service departments and NGOs, etc. Meanwhile, it clarified that December 25 was marked as ‘Good Governance Day’ in 2014 to honor the former BJP Prime Minister Atal Behari Vajpayee on his birthday and foster awareness among the Indian people of accountability in government. “It was therefore not a religious assault on the Christians as many uninformed people thought or assumed so.” “For the BJP, it is not surprising to see many coincidences with Christian dates unintentionally,” it added. “After all, the Bharatiya Janata Party was also born and launched on 6th April in 1980, on Easter Sunday, with Atal Behari Vajpayee as President.” It further noted that the Judges Conference Day is held periodically usually towards the end of the financial year to take stock of the financial accounts of the Courts. The usual 2 to 3 days’ conference of all the 25 High Courts Judges are scheduled by the court administration themselves as per the dates available when the courts are free from lit-

igation duties, it said. In the past also, BJP said, due to unavailability of suitable free dates, the Judges conferences were held on important holidays and public events such as Valmiki Day in 2004, Good Friday in 2007 and Independence Day in 2009. “It is therefore ridiculous blaming the BJP for holding the Judges Conference Day of 2015 on Good Friday,” it added. Regarding the issue on fiscal year, the rejoinder stated the “BJP government is doing its best to restructure administrative systems to adapt and in consonance with the changing situation of the 21st century in the country and not just because of just narrow religious considerations.” Further, it clarified that Hindi and Sanskrit as a literature should not be confused with hindunisation. “Hindi and Sanskrit as ancient literature are rich language with available references to each or any aspect of life, relation and society. World Mental Health Day observed kOhima, OctOber 11 (mexN): State Mental Health Institute Kohima (SMHIK) observed World Mental Health Day on October 10 at the hospital premises with the theme ‘Psychological and Mental Health First Aid.’ The talk on the main theme was delivered by Dr. Along, Psychiatrist. He opined that the stigma and discrimination against mentally ill people is still a big issue in our society, therefore stakeholders need to work together to reduce the stigma. Struggling to Survive Without Struggling

S

o, out of 70,422 ‘educated unemployed’ youth registered in the state, 13,593 applicants appeared for this year’s NPSC prelims which will finally narrow down to a meagre 73 applicants getting a lifeline. Beyond statistical interest, it also reminds us of the question of survival. Today, it seems to have taken precedence over the meaning of life, what it means to have a life, and what it means to live. The Greeks used two terms to define life - ‘zoē’ and ‘bios.’ ‘Zoē’ expressed the simple fact of living common to all living beings, and ‘bios’ indicated the form or a way of living that is proper to an individual or a group. The former, talks of existence while the latter implies living. There is also a latin verb ‘vivire’ meaning ‘to live.’ Contextually, the question confronting us is – Beyond mere existence and living, are we even trying to survive? Look at our work culture and where do we stand? Our ancestors travelled a path of hard working culture which has tragically shifted towards a culture of ‘undeserved eating’ without working. This culture is self-explanatory in nature and does not require further explanation. Why do we depend on others to get our job done? Is it laziness or absence of skills or is it so much beyond one’s dignity to work? We talk about unemployment but there is enough evidence to the naked eyes. Look around building construction job work and looking at those who are hired to get the job done there is a lesson for us. Like a symbolic representation of our traditional work culture, once a while, we come together as a community to do social works under some organisation’s name but at the end of the day, it is the ‘non-nagas’ at the construction site that gets paid. A reflection on our society can be aptly drawn from Bee Gees disco’s heyday song - ‘Staying Alive’ meaning survival where ‘fit’ becomes opposed to ‘unfit’ or that which cannot ‘fit in’; and who gets to eat or who gets eaten. It only presents a tragic reality that we are traversing a path of not only the struggle for ‘survival’ to stay alive but bluntly put – Nagas are being hijacked and ‘reduced’ because of our apathetic attitude towards work culture, ignoring and ‘despising’ our rights and thereby our life and living. Thus, we find ourselves struggling to survive without struggling. What is the state of our economy? With due respect to the efforts, but in Naga terminology, the word entrepreneur can be labelled on someone who generally does cloth business and the like. Are these the only means of our survival? Also, the understanding of ‘Naga Business’ needs to be switched on to ‘perfect competition’ mode so also doing things differently and not ‘trying to become rich overnight.’ On another level, we fully know who runs the economy in our dear Nagaland. Should we feel happy or sad to see our own people working as salespersons in shops and stores of Non-nagas? These trends and many more serves as a reminder of how our economic spaces are encroached and we are fine about it towards the dissolution of Naga economic livelihood and Naga identity. A change in our mindsets from our easy life attitude and of ‘undeserved eating’ only can serve as a prologue to carry forward our struggle in reclaiming our ‘rights’ and of our struggle in the quest for ‘survival.’ It remains a central component of not only in ‘theory’ but a foundational aspect of our everyday life and living. But so long as we fail to evolve and change the sickening Naga mentality, we will only continue to ‘exist’ and ‘struggle to survive without struggling.’ Time is now ripe to really start struggling. "Mental health is under-recognized in hypertension clinical practice, and the possible impact of antihypertensive drugs on mental health is an area that physicians should be aware of and consider if the treatment of high blood pressure is having a negative impact on their patient's mental health," said Sandosh Padmanabhan, Professor at University of Glasgow in Britain. In this study, researchers compared four common classes of antihypertensive drugs and risk of mood disorders. They collected data on 525,046 patients (ages 40-80) from two large secondary care Scottish hospitals. The researchers selected 144,066 patients being treated for hypertension with either angiotensin antagonists, beta blocker, calcium channel blockers or thiazide diuretics. They were compared to a group of 111,936 patients not taking any of those drugs. Researchers followed the patients for five years documenting hospitalisation for mood disorders, such as depression or bipolar disorder. After more than 90 days on the antihypertensive medications, the study published in the American Heart Association's journal Hypertension, found that there were 299 hospital admissions, predominantly due to major depression, among the patients studied, at an average 2.3 years after patients began antihypertensive treatment. Patients on beta-blockers and calcium antagonists were at two-fold increased risk of hospital admission for mood disorder, compared to patients on angiotensin antagonists. Patients on angiotensin antagonists had the lowest risk for hospitalisation with mood disorders compared to patients on other blood pressure meds and patients on no antihypertensive therapy. Patients taking thiazide diuretics showed the same risk for mood disorders compared to patients taking no antihypertensive drugs, the study found.

Support Indigenous Rights: AbolISh ColumbuS DAy

T

he movement to abolish Columbus Day and to establish in its place Indigenous Peoples Day continues to gather strength, as every month new school districts and colleges take action. This campaign has been given new momentum as Indigenous peoples throughout the Americas assert their treaty and human rights. Especially notable is the inspiring struggle in North Dakota to stop the toxic Dakota Access Pipeline, led by the Standing Rock Sioux. Dave Archambault, chairperson of the Standing Rock Sioux Tribe, explains that the oil pipeline “is threatening the lives of people, lives of my tribe, as well as millions down the river. It threatens the ancestral sites that are significant to our tribe. And we never had an opportunity to express our concerns. This is a corporation that is coming forward and just bulldozing through without any concern for tribes.” The “bulldozing” of Indigenous lives, Indigenous lands, and Indigenous rights all began with Columbus’s invasion in 1492. Columbus’s policies toward Indigenous peoples in the Caribbean were genocidal. On the island that became Haiti and the Dominican Republic, Columbus ordered Taíno people’s hands chopped off if they did not deliver sufficient quantities of gold. His men took women and girls as sex slaves. He had Taínos chased down by vicious dogs. He ordered his men to “spread terror” among Taínos who resisted—and they did resist. And he launched the transatlantic slave trade—from the Americas to Europe, as well as from Africa to the Americas. “Let us in the name of the Holy Trinity go on sending all the slaves that can be sold,” he wrote. Through the conventional story of the “discovery of America,” the school curriculum has taught students to celebrate colonialism and racism, and to disregard the lives of the Taínos, and other Indigenous peoples. The Columbus-discovers-America story has long been a kind of secular book of Genesis—“In the beginning there was Columbus…”— the original Only White Lives Matter myth. And it has played a central role in the curricular erasure of the humanity of Indigenous peoples. I taught high school social studies for almost 30 years. One of my first activities in my high school U.S. history classes was to steal a student’s purse. Yes, I wanted to capture students’ attention at the beginning of the school year, but I also wanted them to think about whose lives are valued—and whose aren’t—in the traditional curriculum. I began by loudly calling for everyone to watch carefully, and then I’d snatch a purse off a student’s desk. Frankly, purses worked better than backpacks, because they are more personal, and my theft seemed more, well, invasive. “This is my purse,” I would announce to looks of disbelief and annoyance. But annoyance turned to outrage when I opened the purse and started taking things out. (The student who owned this purse, let’s call her Maria, knew what was coming, and had agreed to it, but I’d alerted no one else.) “This is my comb. This is my pen. This is my lipstick.” And when students protested, I demanded that they prove that the purse was Maria’s and not mine. “That’s her stuff in there.” “We saw you take it.” “She knows everything that’s in there, and you don’t.”

“Alright, alright. Then let’s say I discovered the purse. That makes it mine, right?” Students quickly saw where I was going, as we compared my purse-stealing to Columbus’s “discovery”: The people who were here first—the Taínos— had “stuff” in their land, they had lived there a long time, they knew the land better than Columbus, etc. “So why do some people call it discovery? Why don’t we use the same language that you used to describe what I did to Maria’s purse? Columbus stole the Taínos’ land. He ripped it off. And because he came armed, he invaded it.” At the heart of all our schooling is a narrative about whose lives matter—who counts in the world. Even today, if I stand in front of a class of high school students and start rhyming, “In Fourteen Hundred and Ninety-Two …,” large numbers of students will finish with “… Columbus sailed the Ocean blue.” But few of them know the name of the people who were here when Columbus arrived—the Taínos. This tells us that too often our schools still teach young people to celebrate Great White Men and disregard the lives of the “discovered” and dominated. The Uruguayan writer, Eduardo Galeano, used the term los nadies, the nobodies. Nobodies can be ignored and ruled, removed and slaughtered, without consequence. They are people who don’t matter: Who don’t speak languages, but dialects. Who don’t have religions, but superstitions. Who don’t create art, but handicrafts. Who don’t have culture, but folklore.

Who do not have faces, but arms. “With 50 men we can subjugate them all and make them do whatever we want,” Columbus boasted in his journal about the Taínos—los nadies, the nobodies—on just his third day in the Americas. This disregard for the lives and rights of Indigenous peoples has long been mimicked in the school curriculum, and so often it begins with the Columbus-discovers-America myth. Students readily learn whose lives matter and whose don’t. Whose lives are they invited to imagine? Whose stories are featured in history classes and the literature read in the language arts curriculum? The good news is that this is changing. The Black Lives Matter movement has denounced our society’s failure to value all lives equally—challenged the continuous war waged especially on Black men, but on people of color more broadly. And high school students, educators, and communities of color are winning demands for more ethnic studies in the schools— curriculum that interrogates racial inequality and features historic struggles to make society more equal. And that brings us back to Columbus Day. If we are sincere in our claim that all lives have value, then schools need to refuse to honor the first European colonialist of the Americas, the “father of the slave trade.” This is not about what went on 500 years ago. It’s about what’s going on today: an inspiring struggle for rights and dignity. We need to begin to see Indigenous peoples—in the world and in the curriculum.

hen the United Nations elaborated its latest report on the impact of what it calls “the dramatic shift towards urban life,” it tried to draw a balanced portrait of both the opportunities and the challenges of the fact that 1 in 2 world inhabitant already lives in urban areas and what this implies. Such a balance has clearly failed. While cities have emerged over the past 20 years as the world’s economic platforms for production and innovation, helping millions escape poverty through better jobs and improved quality of life, mass urbanisation has also led to overcrowding, deepened inequalities and triggered a raft of environmental and health challenges, according to the report. “The dramatic shift towards urban life has profound implications for energy consumption, politics, food security and human progress,” on May 18 stated the inaugural edition of the World Cities Report, which has been compiled by the UN Human Settlements Programme (UN-HABITAT). Although some of this change is positive, it says, poorly planned urbanisation can potentially generate economic disorder, congestion, pollution and civil unrest. On the theme ‘Urbanization and Development: Emerging Futures,’ the report presents an analysis of urban development of the past 20 years and tries to reveal, with compelling evidence, that there are new forms of collaboration and cooperation, planning, governance, finance and learning that can sustain positive change. Two-Thirds of World Population Living in Cities by 2030 While noting that two-thirds of the

global population is expected to live in cities by 2030 and produce as much as 80 per cent of the global gross domestic product (GDP), the report unequivocally demonstrates that the current urbanisation model is “unsustainable” in many respects. In the run up to HABITAT III – shorthand for the major global summit formally known as the UN Conference on Housing and Sustainable Urban Development, set to be held in Quito, Ecuador, on 17-20 October 2016 – the report conveys a clear message that the pattern of urbanisation needs to change to better respond to the challenges of our time, to address issues such as “ine qualit y, climate change, informality, insecurity, and unsustainable forms of urban expansion.” On this, the UN-Habitat Executive Director, Joan Clos, said: “In the twenty years since the Habitat II conference, the world has seen a gathering of its population in urban areas. This has been accompanied by socioeconomic growth in many instances. But the urban landscape is changing and with it, the pressing need for a cohesive and realistic approach to urbanisation. More facts: as the urban population increases, the land area occupied by cities is increasing at a higher rate. It is projected that by 2030, the urban population of developing countries will double, while the area covered by cites could triple. “Such urban expansion is wasteful in terms of land and energy consumption and increases greenhouse gas emissions. The urban centre of gravity— at least for megacities, has shifted to the developing regions.“ Unstoppable Growth

In 1995, there were 22 large cities and 14 mega-cities globally; by 2015, both categories of cities had doubled, with 22, or 79 per cent of the megacities located in Latin America, Asia and Africa. The fastest growing urban centres are the medium and small cities with less than one million inhabitants, which account for 59 per cent of the world’s urban population. Noting that urbanisation provides a great opportunity to achieve the Sustainable Development Goals (SDGs), the report warns that while in some cities, for some people, former New York City Mayor Michael Bloomberg’s “urban renaissance” is occurring, for most of the world this is absolutely not the case.

Spectacular Failure “Urban policy failure has been spectacular in its visibility and devastating in its impacts on men, women and children in many cities,” says the report, stressing that there are too many people living in poor quality housing without adequate infrastructure services such as water, sanitation, and electricity, without stable employment, reliable sources of income, social services, or prospects for upward social mobility. “Prosperity was once described as a tide that raised all boats, but the impression today is that prosperity only raises all yachts,” the report underscores, setting out the key elements of a comprehensive approach to a ‘New Urban Agenda’ which must be bold, forward looking, and tightly focused on problem-solving with clear means of implementation. Then came the World Habitat Day on 3 October to stress the fact that “adequate housing is a universal human right” and therefore should be at the centre of the urban policy and in the physical centre of the city. “The unplanned rapid expansion of towns and cities means an increasing number of poor and vulnerable people are living in precarious conditions, without adequate living space or access to basic services, such as water, sanitation, electricity and health care,” UN Secretary General Ban Ki-moon said in his message on the World Habitat Day. Then Ban called world’s leaders attention to another dramatic fact– that around a quarter of these urban dwellers lives in slums or informal settlements. “They are often isolated from opportunities for decent work and vulnerable to forced evictions and homelessness,” he on 3 October said. Nagaland Zoological Park is celebrating wildlife week 2016 with the theme “Wildlife Saviours” to acknowledge the contribution and support of Donors, Animal Adopters and Rescuers in helping save the ever threatened wildlife community. Do feminists even have a cogent understanding of that which they claim to proselytize? Or has feminism been reduced to trite sound bites and fashion statements?

eminism is the belief and aim that women should have the same rights and opportunities as men. Feminism at its commencement by popular definition was to acquire the right to vote for women. But although suffrage could be rightly termed as the focal point which ignited feminism, the word has evolved to embrace multifarious beliefs deemed favourable for the overall elevation of women. Feminism is about gender equality, and not gender sameness. Men and women need to have equal rights and privileges. Having said that, men and women are different, and have contradistinctive qualities and attributes, and that's something which we should revere and hold in respect. If we reminisce about the wave of feminist movements in the past, the purpose was to get equal status as men which include the right to vote vis-à-vis the role of women in society. It also gave emphasis on the issues of gender and race inequality, and the campaign for women's rights and interests. Mary Wollstonecraft, the English philosopher and advocate of women’s rights in her 1972 book, “A Vindication of the Rights of Woman” strongly promoted the rights of women. She professed that men and women have the same capabilities or potentialities and strongly denied that women were inferior to men. One of the most revered feminist writers of the modern age, Virginia Woolf’s 1929 essay, “A Room of One's Own” is a specimen of twentieth-century feminist musing

where she stressed on the importance of how a woman needs to have a specific income, and also a room of her own. It is through independence and solitude that women will be able to create or produce something new and finally have their voices heard. Today's feminism is sadly losing grip on the true essence and values which the feminist movements of the past entailed. It is more or less metamorphosing into a fashion statement that people want to follow, without actually understanding what feminism actually is. The real problem is that there are so many self-proclaimed feminists with their own vested interests, much like the thousands of self-proclaimed godmen we have in India. They have no clear goals for empowering women. Kim Kardashian and Emily Ratajkowski, earlier this year tweeted a picture of themselves, topless and ‘flipping the bird’. These self-proclaimed feminists defended their gestures by asserting that it was a luminous example of liberating their sexual freedom, thereby empowering women to be more independent. As someone who believes in gender equality, I was petrified by what they were actually trying to do. To me, it didn’t appear empowering at all. On the contrary, it appeared like fame-hungry women desperately trying to get attention by flaunting their bodies. A woman’s sexuality should not be oppressed by the patriarchal society, yes. But celebrities posting nude photographs of themselves I feel qualifies more as an exhibitionist

act. It is downright pretentious, and has nothing to do with fighting the cause of gender equality. The feminist fervour of the past and present are in stark contrast to each other. Emmeline Pankhurst, leader of the British Suffrage movement in the 1920s, asserted, "I demand the right to vote". Kim Kardashian, while accepting a Webby Award in 2016 said, "Nude selfies until I die." Young women have been brainwashed into believing that flaunting their bodies is actually self-empowering. They are following false ideals of feminism projected by female ‘role models’, many of whom call themselves "feminists". It is downright tacky. Since when was feminism about complete narcissism? I am not against a woman dressing in a way that accentuates her femininity. What I do care about is women cheapening themselves into sexual objects. So many women claim to be feminist without truly knowing what it means to be a feminist. ‘Free the Nipple Campaign’ is a 2015 movement which claims to empower women. This campaign promotes women's equal right to go topless in public— a right that men have and are freely allowed anywhere. It is also important to take into account the many women who are against literally exposing their breasts in public. Just because men are allowed to be barechested doesn't mean women should do the same. That's not how equality works. Women and men have anatomically different bodies, and each has varied attributes. Some women, who claim to be

feminists, are in support of walking barechested everywhere. To me, this is where the campaign fails miserably. It is also worth mentioning that many celebrities are using this campaign to gain publicity. This campaign, an example of everything wrong with current trends in ‘feminism’, has no clear cut plans and ideologies. It is only an excuse for women to cheekily post topless selfies on social media week in, week out, without actually doing anything to promote gender equality in the true sense. This campaign is not really necessary. Faux movements like these have altered what people think and imagine feminism is all about. I firmly believe in the message sent out by Emma Watson, a UN Women Global Goodwill Ambassador. At an event for the HeForShe campaign, she said, “The more I have spoken about feminism, the more I have realised that fighting for women’s rights has too often become synonymous with man-hating.” Gender inequality is not an issue which concerns and affects women alone. It will come to an end only if men are given a chance, and do actively partake in dealing with this issue. It is this one sided faux feminism which is flawed, and has no clear goals. What's a slum? Dharavi's thriving informal economy defies the label

mumbai, OctOber 11 (thOms ON reuters F O u N D at i O N ) : M a lik Abdullah's plastic recycling business in Dharavi, the sprawling slum in Mumbai that is among the largest in Asia, has survived fire, building collapses, and the criminal underworld for decades. Now, it is threatened by development. For 35 years, Abdullah has carried on the business built by his father, pulverising used plastic cans and bottles into pellets, then selling them to factories to refashion. Thousands of small businesses like his thrive in Dharavi, creating an informal economy with an annual turnover of $1 billion by some estimates. Now, plans to replace the ramshackle workshops and decrepit homes with office blocks and high-rise apartments threaten the businesses that employ thousands of its 1 million residents. "The city doesn't care about the businesses here, which are our livelihood," said Abdullah, 52, standing in an alley crammed with towering stacks of plastic containers. "This is where we live, this is where we work. Where will we go if they only build flats and offices?" he said. During the past two decades, there have been several attempts to develop Dharavi, which sprawls over 240 hectares (590 acres). However, residents have opposed many of them, saying they do not consider their interests.

India's youngest state gets 21 new districts hyDerabaD, OctOber 11 (Pti): More than two years after Telangana came into existence as India's 29th state, the TRS government in the state today carried out the biggest administrative reform, creating 21 new districts. With this, the total number of districts in the state went up to 31 from 10. Revenue divisions and other administrative units have also been reconstituted along with the districts and 25 new revenue divisions, 125 new mandals, 4 new police commissionerates, 23 new police sub-divisions, 28 new circles and 91 police stations. The new districts are - Siddipet, Jangaon, Jayashankar, Jagtial, Warangal (Rural), Yadadri, Peddapally, Kamareddy, Sangareddy, Mancheriyal, Vikarabad, Rajanna, Asifabad, Suryapet, Kothagudem, Nirmal, Wanaparthy, Nagarkurnool, Mahabubabad, Jogulamba and Medchal/Malkajgiri. The other 10 districts are - Hyderabad, Ranga Reddy, Mahabubnagar, Medak, Karimnagar, Adilabad, Nizamabad, Warangal, Khammam and Nalgonda.

Real estate in Mumbai, India's financial hub, is among the most expensive in the world. The contrast between rich and poor is stark, and about 60 percent of the city's population of more than 18 million lives in slums. Dharavi has always been a magnet for migrants from across India. Many have lived there for decades, their oneroom tenements and low-rise homes dwarfed by the gleaming glass and chrome office towers and luxury hotels that dot the city. Amid Dharavi's narrow alleys, open drains and canopies of electric cables, migrants who came in search of better economic opportunities have created a community of schools, temples, mosques, restaurants, tailors and mobile phone shops. Tens of thousands work as potters, leather tanners, weavers, soap makers, and in Dharavi's massive recycling industry. Most homes double up as work spaces, the whirr of sewing machines, the clang of metal and the pungent odour of spices mingling with the call for prayer and the putrid smell of trash. "People think of slums as places of static despair as depicted in films such as 'Slumdog Millionaire'," said Sanjeev Sanyal, an economist and writer, referring to the Academy Awardwinning movie that exposed the gritty underbelly of Dharavi. "If one looks past the open drains and plastic sheets, one will see that slums are ecosystems buzzing with activity... Creating neat low-income

yellow and green, and gluing on sequins and shiny bits of mica. Down another alley, a group of women chat and braid leather strips for belts and bags on the stoop of a home. "We want new flats, but they are small," said Sharada Tape, who earns about 100 rupees ($1.50) a day. "There are no spaces like this where we can all sit and work. It will be difficult, but we need the money," she said.

housing estates will not work unless they allow for many of the messy economic and social activities that thrive in slums," he said. ROOF TOPS Once a small fishing village, Dharavi was notorious as a den of crime in the 1970s and '80s. Following a massive crackdown, violent crime is rare and Dharavi has featured in movies, art projects and a Harvard Business School case study. Fed by two suburban railway lines and perilously close to the Mumbai airport, Dharavi has lured developers, too.

Recent plans by city officials envisaged private developers clearing the area and building high-rise flats in which each eligible family gets a free 225 sq ft (21 sq metres) unit. The developer in turn gets rights to build commercial space to rent. Dozens of such housing blocks have been built over the years, falling into disrepair as facilities were not upgraded. What these buildings also lack is room for work. The squat tenements are perfectly suited for businesses, with living and sleeping spaces sitting atop work spaces, workers spilling into the alleys, and mate-

rial stacked outside and on roof tops. In Kumbharwada, the potter's colony, where migrants from neighbouring Gujarat state make earthen water pots and lamps, potters' wheels can be seen through open doorways, while ready pots are stacked in the alleys awaiting pickup. The colony is abuzz ahead of the Dussehra and Diwali festivals, when decorated pots and lamps are in demand. RESIDENTS WANT MORE SAY City officials last month submitted a new 250 billion rupee ($3.7 billion) redevelopment plan to Maharashtra state for approval after previous plans failed to attract bidders. The new plan, a public-private partnership, has ample commercial space for businesses, but only for the "formal, legitimate" ones, said Debashish Chakrabarty, head of the Dharavi Redevelopment Authority. "All the licensed businesses will have space under the plan. It will be better, cleaner than what they have now," he said. "Those that are engaged in informal businesses have the option of applying for commercial licences, then they can also get a space. If they don't, then we can't help them," he said. It is this narrow definition of what's legal and permissible that is the biggest challenge, not just to recognising Dharavi's businesses, but also determining Dharavi's fate, said Rahul Srivastava, a founder of the Institute

of Urbanology in Mumbai. "The biggest impediment to the improvement of many of these settlements is the misconception that they are illegitimate, because residents don't own the land they occupy," he said. "Can settlements which are home to fifth-generation migrants be called 'informal'? We need to transform our perception of these neighbourhoods," he said. Across the country, plans to build modern Smart Cities will force tens of thousands of people from their slum homes as planners spruce up central business districts and build metro train lines, activists say. Campaigners say until authorities give Dharavi residents more power and recognise the vital role of their businesses, any redevelopment plan is destined to fail. "If we don't have these small enterprises, it wouldn't be Dharavi," said Jockin Arputham, president of the National Slum Dwellers' Federation in Mumbai. "This is a people-sponsored economic zone, and the redevelopment should be around the economic zone. It is a township, not a slum, and it should be treated as one," he said. Abdullah, the plastic recycler, is reconciled to his fate. "We want development. We also want to keep our businesses," he said. "But we have to be prepared for any eventuality. We are not owners of the land, so we may have to shut down," he said.

LuckNOw, OctOber 11 (iaNs): In an obvious reference to Pakistan, Prime Minister Narendra Modi on Tuesday said the time had come to uproot terror and those who patronise terrorists. Addressing a massive Dussehra gathering at the Aishbagh Ram Leela ground here, Modi said terrorism in all forms was anti-humanity and Hindu Lord Rama represented all that was human. It was the Prime Minister's first public speech after the September 29 surgical strikes by the Indian Army at terror launch pads in Pakistan-administered Kashmir. He made no direct reference to the surgical strikes or to Pakistan that killed an unspecified number of terrorists but made it more than clear which country he had in mind. "Those who spread terrorism need to be annihilated and those who aid terrorism will not be spared either," Modi said in a speech laced with references to Hindu religion. Modi said India was a country that respected both Lord Krishna who led the Pandavas in the war of Mahabharata and Mahatma Gandhi who propagated non-violence. "We

are the people who go from yuddha (war) to Buddha (peace). Sometimes war is necessary, but our path is not that of war, but that of Buddha. "We create balance... I hope the path shown by Buddha will be our final path," he said. The Prime Minister invoked Ramayana and asked people to keep a vigil against terror and fight it the way the vulture Jatayu fought Ravana in a desperate bid to try rescue the abducted Sita from the demon. "We may not be able to become Ram, but we can all try and be Jatayu and give a befitting reply to the nefarious designs of terrorists," he said, beginning and ending his speech with loud cries of "Jai Shri Ram, Jai Jai Shri Ram". "If a country of 1.25 crore keeps an eye on every terrorist activity, terrorists will never succeed," Modi said to loud cheers. He said decades ago when India discussed terrorism, nobody paid heed. The BJP veteran recalled how during a visit to the US years ago, American officials argued that terrorism was a law and order problem. But all this changed after the September 11, 2001 attacks in the US and the 2008 Mumbai carnage

that left 166 people dead. "Terrorism knows no religion, no boundaries." Modi earlier arrived to a grand welcome at the sprawling ground in the heart of Lucknow, the capital of election-bound Uttar Pradesh. Accompanied by union Home Minister Rajnath Singh, Uttar Pradesh Governor Ram Naik and other state BJP leaders, Modi performed 'aarti' of the characters playing Lord Ram and Sita and was later felicitated by the city Mayor Dinesh Sharma, the convenor of the 70-year-old Ram Leela. The Prime Minister was gifted a silver mace, an arrow and a bow. A turban was tied on his head. Modi said effigies of Ravana had been burnt for centuries on this day but "we should rededicate ourselves today to demolish the evils within us as well". Dussehra, Modi said, also meant to do away with 10 evils within humans and kill the Ravana within that raises its head in the forms of dishonesty, greed, filth, blind faith and ego. He urged people to fight against female foeticide. "If for bringing dishonour to one Sita, Ravana can be burnt for ages, why not fight against killing girls in wombs."

cheNNai, OctOber 11 (iaNs): The portfolios held by Tamil Nadu Chief Minister J. Jayalalithaa, who is currently in hospital, have been allocated to state Finance Minister O. Panneerselvam, a Raj Bhavan statement on Tuesday. According to the statement, Governor Ch.Vidyasagar Rao has, under Clause (3) of the Constitution's Article 168, allocated the subjects hitherto dealt with by Jayalalithaa to Panneerselvam on her advice. Jayalalithaa held the portfolios of Public, Indian Administrative Service, Indian Police Service, Indian Forest Service, General Administration, District Revenue Officers, Police and Home. Panneerselvam will also preside over the cabinet meetings. "This arrangement has been made as per the advice of Hon'ble Chief Minister and will continue until the Hon'ble Chief Minister Selvi J Jayalalithaa resumes her duties. Selvi J Jayalalithaa will continue to be the Chief Minister," the Raj Bhavan statement said. The 68-year-old Jayalalithaa was admitted to the hospital on September 22 for fever and dehydration. The doctors later said she needed a longer stay at the hospital as she was suffering from infection and put her on respiratory support. Satish Kumar and Madasamy were taken into custody with an intent to create panic among the public following a complaint from the ruling AIADMK party's IT Secretary. Police have registered 43 cases on charges of spreading rumours about the health of Jayalalithaa, who has been warded in the Apollo Hospital here since September 22. Noting that thoughts "which are our personal state are not manipulated but our performance is, as a result of the ideology that we need to serve the audience", he said that thought is a natural state for all but "also a private space". "Thus there is no articulation or manipulation in it. However, the act that depends on these thoughts, like painting, acting, displays a flaw in the original thought. Sikri said that the writers can achieve and bring about a social revolution more than any others, but for this, their thoughts must flow in their actions. Standoff between holed-up guerrillas, security forces continues in Kashmir

sriNagar, OctOber 11 (iaNs): The standoff between security forces and guerrillas holed-up inside a government building near Pampore town in Jammu and Kashmir’s Pulwama district continued for the second day on Tuesday even as reports said one guerrilla had been killed but there was no official confirmation yet. Security forces kept on pounding the hostel of the Entrepreneurship Development Institute (EDI) where guerrillas armed with rockets, grenades and automatic gunfire have been holding the security forces at bay for over 24 hours now. While parts of the multi-storey building caught fire, guerrillas kept on changing position inside the building while using their ammuni-

tion sparingly, police said. Reports said in the evening, one guerrilla had been killed in the operation and his body was lying inside the building. Defence sources here said they would confirm the death only after the body was recovered. “Although the entire complex has been illuminated with floodlights, there is complete darkness inside the building this time. “We don’t want to take any unnecessary casualties. The operation will be resumed with the first light tomorrow (on Wednesday),” a defence sources said. Security forces had resumed the operation on Tuesday morning with rockets and heavy automatic weapons being used against the ensconced militants.

Two security personnel and a policeman were injured as the militants fired from inside the hostel building of the EDI on Monday after they entered the building. The 70-room, seven-storey building is located at Pampore on the banks of the river Jhelum and 12 km from the Srinagar city centre. The joint operation was launched by the army, the Special Operations Group of the state police and the Central Reserve Police Force (CRPF). The main building of the institute was attacked in February when militants captured it and launched a major attack on security forces. Six persons - a civilian, three soldiers and two paramilitary troopers -- were killed then before the three militants were shot dead.

Meet the woman behind India's first female taxi company

LONDON, OctOber 11 (thOmsON reuters FOuNDatiON): When Selvi was 14, she was married off to an abusive husband. Over a decade later, her escape and journey to becoming one of India's first female taxi drivers are the subject of a documentary film, "Driving With Selvi", that aims to inspire women to break out of traditional roles, its director said. "Many girls in small villages or marginalised communities in India never learn to dream," filmmaker Elisa Paloschi said in an interview with the Thomson Reuters Foundation. "I think that Selvi's (story) shows that you can dream and will inspire people to think about their future." India is home to a third of the world's child brides, and around 50 percent of India's women were married before turning 18, according the U.N. children's agency. Early marriage makes it more likely that girls will drop out of school, and campaigners say it also increases the risks of exploitation, sexual violence, domestic abuse and death in childbirth. "My life was over," Selvi,

Selvi found her way to a girls' shelter in the southwestern city of Mysuru, where she learned how to drive. A few years later, as she was about to set up what has been described as India's first female taxi company, she met Paloschi who was fascinated by her charisma.

"You can tell she has some greatness in her," the filmmaker said. Eleven years in the making, "Driving With Selvi" opened in London on Friday and is to premier on U.S. television to mark the International Day of The Girl Child on Tuesday. The documentary has won praise from human rights activists. "It tells so powerfully that when these girls are given the chance to be empowered, are given skills, care and support, they can change their circumstances and that's incredibly inspiring to see," UNICEF UK's deputy executive director, Lily Caprani, told

Paloschi is now planning to embark with Selvi on a bus tour of southern India to bring the movie to small communities as part of a campaign called "Save Her A Seat" that aims to challenge the marginalisation of women. Doctors grapple with best use of potent new cancer drugs COPENHAGEN, OCtObEr 11 (rEutErs): Evelyn O’Flynn still has lung cancer. But after going straight on to a new immune system-boosting drug more than a year ago, rather than traditional hard-to-tolerate chemotherapy, she is feeling great. "It’s like a miracle," said the 72-year-old ex-smoker, who is about to become a great-grandmother. As a patient being treated with Merck & Co's immunotherapy drug Keytruda, O’Flynn is one of the lucky ones. Data presented at the European Society for Medical Oncology (ESMO) congress suggest her early treatment with immunotherapy, as part of a clinical trial in Britain, will become standard for a growing number of patients. But there is a catch: it doesn't work for all. Giving immunotherapy on its own only seems to work better than chemotherapy in previously untreated lung cancer patients who have high levels of a protein called PD-L1, which makes them more receptive to immunotherapy. From now on, oncologists in Copenhagen have been told, lung cancer patients should be routinely tested for this biomarker. However, only a quarter to a third of non-small cell lung cancer patients have tumors with at least 50 percent of cells producing

PD-L1, leaving the majority unserved and around 70 percent of the market still up for grabs. The inability to treat everyone with monotherapy using one single drug is a blow for Bristol, which tried to make treatment with its Opdivo drug work across the board, only to fail comprehensively in a major clinical trial. But it has opened up the field to rivals like Merck, Roche and AstraZeneca, which own what could be among the biggest-selling drugs of all time, and all companies are now racing to find smart ways to combine treatments. Oncologists poring over immunotherapy trial results at Europe's biggest cancer meeting have learnt one thing: finding optimal treatments for different patient groups will take more research. "I think the future of immunotherapy will be defined over the next 10 or 15 years," said lung cancer specialist Solange Peters from Lausanne University Hospital, one of the organizers of the Copenhagen meeting. Despite immunotherapy successes and the prospect of a potential market worth up to $40 billion in sales, veteran cancer experts urge caution. bANGKOK, OCtObEr 11 (rEutErs): Thais on Tuesday wore pink for 88-year-old King Bhumibol Adulyadej, a colour they believe will help improve the monarch's health, two days after the palace said he was in an unstable condition. King Bhumibol, the world's longest reigning monarch, is widely revered in Thailand. During his seven decades on the throne the king, who is also seen as a unifying force for the country, has intervened when events threatened to plunge Thailand into crisis. The palace said on Sunday the king's health was "not stable" following haemodialysis treatment in hospital, a process to purify the blood. It said a ventilator was deployed after the monarch's blood pressure dropped. It is unusual for the palace to state that the king's health is not stable. Statements on the king's are usually issued after the monarch's condition shows improvement. Many Thais are highly superstitious and some believe brightly coloured clothes can attract good luck. Messages shared on social media since the palace statement have urged Thais to wear pink, a colour which first became important a few years ago when royal astrologers said it

was good for the king and would promote wellbeing. Since then, the king has sometimes been seen in public wearing pink. In Bangkok's Silom district, Chay Chinapairot, 46, a government employee, was among those wearing pink. "I'm very concerned. I might wear pink every day," he said. One Facebook page called 'We Love Thai King', which has more than 2.5 million members, used the social media hashtag #wishthathismajestyrecoverssoon in the Thai language. Prime Minister Prayuth Chan-ocha and members of his cabinet were expected to sign a get-well book for the king at Bangkok's Grand Palace on Tuesday. Wat Pathum Wanaram, a temple in the city's main shopping district, said monks would chant prayers for the king. Well-wishers on Tuesday flocked to Siriraj Hospital in Bangkok where the king has spent much of the past year. With Merck set to sweep the board in lung cancer monotherapy, doctors are looking to the next

The strategy creates an opportunity for AstraZeneca, which has lagged rivals so far but hopes to jump ahead with a drug cocktail that should report clinical results early next year. Bristol is chasing the same idea, although its doubleimmunotherapy trial is not expected to have results until 2018. But the ESMO meeting has also raised the prospect of another approach -- successfully combining immunotherapy and chemotherapy. A lot of scientists have been sceptical of this idea in the past, and there are still questions over whether patients will have a longlasting response, but positive data from a mid-stage study at ESMO suggests the concept has real promise. Roche and Merck are both enthusiastic. Steering a path through all these permutations is going to be a challenge and ESMO's Ciardiello says the cancer community must await more clinical trial results over the next few years. "I think we live in great

Australian parliament rejects bill for same-sex marriage vote

sYDNEY, OCtObEr 11 (rEutErs): Same-sex marriage will likely be delayed for at least three years in Australia after the opposition Labor party said on Tuesday it would not support a national vote, dealing another potential blow to Prime Minister Malcolm Turnbull. Australia's centre-right coalition government introduced legislation to parliament last month to hold a public vote in February 2017 on whether to legalise same-sex unions. The bill required the support of some opposition lawmakers because Prime Minister Malcolm Turnbull's LiberalNational coalition has only a one-vote majority in the lower house of parliament and does not have a majority in

the upper house. The rejection is a blow to Turnbull, who has seen his popularity wane amid frustration that he has failed to live up to his progressive reputation. Same-sex marriage is supported by 61 percent of Australians, a Gallop poll in August found, and Turnbull's inability to deliver the legislation could further damage his support. Several independent MPs had already ruled out supporting the national plebiscite on same-sex marriage. The rejection by the centre-left Labor party, which wants same-sex marriages legalised by parliament, ended any hope the plebiscite bill could pass. Most Afghan women serve sentences in elders’ homes

sHArANA, OCtObEr 11 (rEutErs): When 18-year-old Fawzia was convicted of elopement and adultery, a local Afghan court in the southeastern province of Paktika sentenced her to jail. She soon discovered that she would not be serving the 18-month sentence in a government-run prison, but in the house of a tribal elder where she would work as an unpaid domestic servant, entirely under his control. "I was treated like an animal and kept like a slave," Fawzia told Reuters in Sharana, the provincial capital of Paktika. Released briefly from detention because she was sick, she declined to be formally identified for fear of reprisals from the elder's family. Fawzia is a familiar name by which she is known to relatives and close friends. "What I have suffered, I pray that no woman should ever suffer," Fawzia said. In Paktika, a poor, religiously conservative and underdeveloped province sharing a rugged border with some of Pakistan's most lawless areas, there are no detention centres for women. Afghanistan's overcrowded prisons have frequently been singled out for international criticism. But for thousands of women, conviction and punishment bypass the formal legal system entirely and are decided by local councils or village elders,

as the federal government struggles to impose judicial authority in remote regions. Restoring fundamental women's rights was one of the main objectives of the international community in Afghanistan, where the hardline Islamist Taliban banned girls from school and women from work. Fawzia's case shows how hard-earned freedoms won since the Taliban was toppled in 2001 have barely penetrated many areas.

ELDERS' "PROPERTY" The U.S. State Department's most recent Human Rights report, published in April, noted that "the formal legal system often was not present in rural areas" and gatherings of local elders were the main means of settling disputes. "They also imposed punishments without regard to the formal legal system," it said. Some 850 women are imprisoned in official detention centres in Afghanistan for crimes ranging from murder to drugs and "moral crimes", said Alim Kohistani, director of Afghanistan's prison service. But that number does not include those held in informal detention. "There could be thousands of other women kept in unofficial places across the country in the absence of proper jails," Kohistani said, adding that the government tolerated the situation but could do little to change it.

"We do our best to help them whenever needed and review their cases on time and make sure their rights are not violated," he said. While not all women held this way are mistreated, they have little legal recourse to get complaints heard, and human rights activists say the scope for abuse is wide. "From sexual abuse to other forms of unjust and inhumane acts, these women become a tribal elder's property," said Zalmay Kharote, a rights activist working in Paktika. Some 95 percent of girls and 50 percent of women imprisoned in Afghanistan were accused of "moral crimes" like running away

from home or "zina" - extramarital relations, according to a report from Human Rights Watch. Though tried in a provincial court, Fawzia has been in the custody of the tribal elder since 2015 and lives in a hut adjoining his house, washing and cleaning for his family, she said. She did not specify if she had been sexually abused, an issue which carries a huge, potentially deadly, stigma in Afghanistan. But Fawzia did say that she was alone and cut off from her family. "This is not like a proper prison where you can see your mother, your sister or they can bring something for you," she said, covering her face with a woollen scarf.

"RULE OF LAW CANNOT TOUCH THEM" Paktika has seen little benefit from tens of billions of dollars in international aid pumped into the country over the past 15 years, despite which the central government has struggled to contain a stubborn Taliban insurgency. Bibi Hawa Khoshiwal, head of the women's affairs department in the province, said women convicts were being sent to tribal elders as well as to the homes of the few female police officers. "We admit that it is not legal, but we do get letters from the tribal elders guaranteeing to treat them well. But in some cases they don't," she told Reuters. Khoshiwal said only 16 criminal cases involving women reached the courts in Paktika last year, while dozens of others, in which women were either victims or perpetrators of alleged murder and abuse, were settled by tribal elders. Khalil Zadran, a powerful elder in Paktika, said he saw no problem in being the custodian of women prisoners and he had never mistreated women who were held at his home. His second wife is a woman who served a jail sentence in his house. "When a woman is sentenced, the governor or the police chief call me and ask me to keep the woman in my place as long as it is necessary," he said, leaning on an AK-47 assault rifle as he spoke. "I do this to serve my tribe ... I can keep as many women as it takes."

Thai 'red shirt' leader jailed for violating bail with 'harsh words' bANGKOK, OCtObEr 11 (rEutErs): A Thai court jailed a firebrand leader of the "red shirt" opposition group on Tuesday, ruling that he had violated bail conditions by using "harsh words against others" while talking politics on TV. Jatuporn Prompan is a key leader of the red shirts loyal to ousted former Prime Minister Thaksin Shinawatra and his sister, former Prime Minister Yingluck Shinawatra, whose governments were ousted in military coups in 2006 and 2014 respectively. Thailand has been ruled since May 2014 by a junta which has moved to suppress dissent and detained critics, many of them red shirt sympathizers. Jatuporn, along with 18 others, was charged in 2010 with terrorism. A court granted him bail on the condition that he did not insult or defame others or stoke unrest. On Tuesday, a Bangkok criminal court ordered Jatuporn's bail be revoked, while throwing out cases against four other leaders. "The court sees from Jatuporn's recent behaviour while expressing his opinion that he has used harsh words against others," a judge said. "This violates the conditions previously set out by the court for bail." Jatuporn was a leader during 2010 street protests in which red shirt supporters occupied a Bangkok shopping district for nearly two months, calling for then-Prime Minister Abhisit Vejjajiva to resign.

After all it is hard to fight a war inside our head without proper support from others. We need to face this mental menace with utmost courage and dedication much more than the way we fight against other diseases. Indeed we literally need to transform ourselves in to the white

blood cells and defeat this disease. And the most important step towards maintaining health is to seek help from those persons who are professionally qualified for the day to day difficulties and problems. For instance, in my school we have our own school counsellor who is always present to help us regarding our academic, personal and career oriented problems as well. Undertaking counseling not only solves our problems but at the same time makes us happy and gives us a path amidst our confused life. Even for me, amidst my academic pressures and career confusions counseling has helped me a lot as it has given me a new direction. The new hope has made me a more determined, focused individual and endowed with an equally strong mental health as well. Therefore indeed counseling is the perfect remedy to maintain a student's mental health. Having said and done all these points, being a student myself, I cannot guarantee you that it is not at all easy to live this life and fight with all the problems which come to us every day, especially without the weapon of the so called mental health. Therefore time has come for all of us the teachers, students, parents and the society to join hands for the cause of maintaining a good mental health among students so that the future of the country will grow with the perfect attitude and qualities required to make a prosperous and a happy country. Lastly, I would like to request all the students to take a pledge today on this occasion of mental health day that we should never neglect our mental health but instead always maintain it in order to lead ourselves into a happy and successful life.

MOkOkchuNg, OctObER 11 (MExN): The Mokokchung District Martial Arts Association (MDMAA) celebrated its silver jubilee on October 10 and 11 at the Multi-Purpose Sports Complex. The jubilee celebration also included the commemorative martial arts tournament, a district level event conducted on both days, during which 127 participants took part in 7 different disciplines. The inaugural function had former Chief Secretary of Nagaland, Alemtemshi Jamir, as Chief Guest. The MDMAA felicitated the founding members and international medal winners at the jubilee

celebration. The inaugural function also saw the presence of DC Mokokchung, Sushil Kumar Patel, IAS and K. Libemo Jami, District Sports Officer. A souvenir and memento of the jubilee was released by the chief guest. More than 130 medals were given away at the prize distribution ceremony and B. Merangken Longkumer, Convenor, Jubilee Planning Committee, concluded the closing programme with the vote of thanks. Moalong and Akumienla Aier were declared the most promising players of the tournament and Marsowa and Purlemla were declared the Best Fighters of the tournament.

Tyrants FC Khuzama, Kuki United FC, and Forerunners FC 4th NAP, today moved to the pre-quarter finals after registering wins in their respective matches at the ongoing 17th NSF Martyrs’ Memorial Trophy being played here at the Kohima Local Ground under the aegis of Angami Students’ Union. In the first match, braces from Vilhouvoto and Kapzei helped Tyrants FC defeat Nagaland University Kohima Campus (NUKC) 4-1. Tyrants FC’s Vilhouvoto opened the scoring in the 13th minute before NUKC fought back to equalise through Zachamo in the 21st minute. In the second half, Kapzei scored two more goals before Vilhouvoto rounded up the 4-1 rout in the 63rd minute. Vimeyiezo and Ketozo of Tyrants FC were cautioned with yellow cards. Tyrants FC will next take on Senapati FC in the prequarters on October 15. Kuki United FC eased into the pre-quarters after they blanked Tsiekedi Sporting Club 3-0 in the second match of the day. (PtI): India captain Virat Kohli was today presented with the ICC Test Championship mace for leading his team to the top of the Test Team Rankings. The mace was presented by former India captain and ICC Cricket Hall of Famer Sunil Gavaskar at a ceremony following the conclusion of the third and final Test against New Zealand in Indore after the home team completed a 3-0 whitewash. India were guaranteed number-one spot on the ICC Test Team Rankings after it took a 2-0 lead in Kolkata. Since the Test team rankings are only updated at the end of the series, India formally replaced Pakistan at the top of the table at the end of the Indore Test, which they won by 321 runs. "It's an honour and a moment of great

pride to receive the ICC Test Championship mace. To be recognised as the best in the traditional form of the game is as good as it gets for any team and stuff that dreams are made of," Kohli said. Kohli became only the second India captain after Mahendra Singh Dhoni and 10th overall to receive the mace.
