A computerized water billing system for Kohima town water supply, the first of its kind in Nagaland was launched here today. As of now, the PHED has a total of 6072 domestic consumers and 12 commercial consumers in Kohima. Launching the new system, Er Kevisekho Kruse, Chief Engineer, PHED said that with the launching of this new technology for improving revenue management, “we hope that the same software will be adopted in all major towns in all districts soon, thereby bringing much improvement in the revenue sector.” He said that Kohima Urban Division is now the best performing division in terms of

DNSU cautions students against inappropriate use of social media DIMAPUR, OCTOBER 14 (MExN): The Dimapur Naga Students ‘Union (DNSU) today cautioned students to refrain from “inappropriate use of social networking.”. It asked students in uniform to be vigilant, stating: “students loitering in uniforms during school hours and also indulging in notorious activities will not be tolerated.” The DNSU, in a press note reminded hostels/PGs within its jurisdiction to strictly follow the “moral code of conduct,” warning that “defaulters will be dealt strictly even to the extent of shutting down the hostel. The DNSU also said it would conduct surprise visits to all the hostel/PG within its jurisdiction.
NU without Vice Chancellor since Sept 7 DIMAPUR, OCTOBER 14 (MExN): The Naga Students’ Federation (NSF) has asked the Governor of Nagaland, who is also Chief Rector of Nagaland University (NU), to initiate for appointment of a Vice Chancellor for NU at the earliest. In a letter to the Governor, the NSF reminded that NU has been functioning without a Vice-Chancellor since September 7 after Professor BK Konwar completed his 5 year tenure. “It is imperative that a Vice Chancellor be appointed for smooth functioning of the University,” the NSF said.
RALH urges vigilance against miscreants DIMAPUR, OCTOBER 14 (MExN): The Ralan Area Lotha Hoho (RALH) today stated that a group of 6 to 7 miscreants “are often found moving around in suspicious manner in the hill section adjoining the foothill under Chandalashung village in Ralan area.” It informed that the same group “are also alleged to have been involved in anti social activities like breaking open farm houses and stealing goods and materials.” A press note from the RALH asked the SDO (C) Ralan to verify this and depute Nagaland Police in the area. It asked that the SSB posted in the area “not allow any non local to enter the hill section without ascertaining their identity/permit from the SDO (C) Ralan.” It further informed plantation/farm owners to obtain permit letter from the concerned officer “as and when they intend to engage non local labour to work in their farms/plantations.”

Nagaland State Governor PB Acharya on Friday said it was high time that the Naga public say, “Get Lost” to those people who are looting public money. Stating that the public was being blatantly looted of crores of money meant for their welfare, the Governor, in obvious reference to corrupt politicians and their intermediaries amongst others, which are aplenty, hinted, “These people are respected everywhere, they are honoured. But nobody has the guts to say to them you are a bad man and get lost.” “Stand up, it is high time, this is democracy, we all have our own votes. Unless we stand up and look at the people who are the most treacherous eye to eye and tell them to get lost, Nagaland will never come up,” Acharya said, while addressing the foundation day cum graduation day of the North East Institute of Social Science & Research (NEISSR), the first Master of Social Work institute under Nagaland University. Sharing his observation of the present Naga society, Acharya said money has become everything for the Nagas. “We have condemned our self. Money has become everything for the Nagas. Everywhere there is greed for money, even for public purposes.” Emphasizing that it is not only those highly respected people holding public offices that have a craving for money, Acharya highlighted how a number of central projects, which would have benefitted the public had to be shelved just because landowners (public) demanded compensation beyond the affordability of

the centre. In a similar vein, Acharya said students should also not be “self centered highly educated empowered graduates and earn money, money and money,” which is highly prevalent in the country. He lamented that despite all the great religions that thrive in India, blessed by many a fathers, brothers, saints, puris (priest) among others, money has become the “real go” for the people. According to the Governor, the knowledge to earn money is not the end of things and that is not taught in universities.” “Your education, your empowerment is not only for you,” he exhorted the students while adding that students should not enter the university only for the degree, because “degree is not the ultimate goal, it is the beginning your life.” Exhorting the graduates to fathom into the needs of the society instead of looking at their
qualification as just a means to earn their livelihood, the Governor said even though the subject of social work is considered a professional course, it calls for a mission; a mission towards making life of other humans better.
Merely churning out graduates should not be role of universities
The Governor also voiced his concern on the present trend of commercialization of education by universities and the need to make it more skill oriented. He said even though Nagaland has five universities, thousands of Naga youths go to Mumbai, Delhi, Bangalore and other states in mainland India for higher education or better opportunities. “When we have universities here why can’t it supply the need of the people,” Acharya questioned while pointing out that merely churning out graduates should not be the ultimate role of
the university. He felt that unless and until Nagaland is good in Nagaland, it won’t benefit anywhere. “Yes we are proud of that but we are not only dancers and musicians. We have wonderful doctors, wonderful social workers, wonderful literary people, we are second to none but we have condemned our self –economically,” Acharya commented while adding, “we wait for everything from the centre.” The Governor suggested that creating the natural repository / resources of Nagaland to wealth should be the first and prime responsibility of the university. He said university education should provide knowledge with skills in tune with the present requirement so that the students become employable. Altogether, 43 students graduated with specializations in Community Development, Peace & Conflict Transformation Studies and Youth Development.

As of now, only the computerized system of billing is introduced but soon we will be making facilities available to all consumers to make their water bill payments through banks, he added.
BJP becomes part of Arunachal government GUwAhATI/ITANAGAR, OCTOBER 14 (IANS): The BJP became a part of the Arunachal Pradesh government with its senior leader Tamiyo Taga was sworn in as a minister in Chief Minister Pema Khandua’s cabinet on Friday. Governor V. Shanmuganathan administered the oath of office and secrecy to the new minister in an impressive function at the Darbar Hall of the Raj Bhavan in Itanagar, attended by Chief Minister and his cabinet colleagues. While Taga was accommodated in the cabinet, state Industry and Textiles Minister Tapang Taloh was dropped from the cabinet. Khandu, during his recent visit to New Delhi, met BJP national president Amit Shah and
appealed him for BJP’s participation in the government for the sake of development. BJP was only supporting the Peoples’ Party of Arunachal (PPA) government in the state from outside. Khandu, son of former Chief Minister Dorjee Khandu, became the state’s Chief Minister almost dramatically after the Congress chose him as the leader of the Congress Legislature Party (CLP) replacing Nabam Tuki in July this year. The development took place after a Supreme Court verdict reinstated the Tuki led Congress government in the state. However, the Congress Legislature Party elected Khandu as its leader in place of Tuki just ahead of Tuki’s floor test in the House.

‘Amend Municipal Act 2001’ On the Municipal Act of 2001, the Naga Hoho memorandum pointed out points in contravention with rights guaranteed under Article 371(A): (a) 33% women reservation, (b) Tax and (c) landholding system. Regarding women’s reservation, the Naga Hoho reiterated the “time immemorial social, customary and traditional usages of the Nagas where no such reservation was practiced by our fore fathers.” It opined that the Nagaland State Government “should not compare Naga women to Dalit, Adivasi, Sutra, Kaas women etc.” The reservation policy of the Government of India is meant “for mainstream Indian women who are within the cursed spell of the caste system,” it claimed. “Given the factual status of the Naga women comparing with Indian women in toto, our women folk rather play a vital role in all spheres of the Naga community,” it added. Meanwhile, the Naga Hoho pointed out that Section 120 of the act provides the power to impose inter alia land and building tax within its limit of municipality or town council. It cautioned that “multiple taxation or the different forms of taxes under Municipal Act will be contested strongly by the Nagas against the traditional and the conventional usage of taxation in our land.” “Imposition and collection of tax on land
‘Re-examine Rongmei recognition issue’ Regarding the Rongmei recognition issue, the Naga Hoho asked the CM to keep in mind that any such issue should not jeopardize unity of the Naga family. “We urge your competent authority to reexamine the decision of the state government through the constituted cabinet subcommittee on Rongmei issue in depth and find out the solution in consultation with all stake holders/tribe Hohos at the earliest,” it added. In a 2008 letter to the government, the Naga Hoho had viewed in favour of granting Indigenous Naga inhabitant status to Rongmei community settled in the state prior to the formation of Nagaland state as enjoyed by Kukis, Garos and Kacharis in accordance with the Government Notification No.AR-8/76 Dated-the 28th April, 1977. It had also opined that the committee should “examine with all seriousness in regard to conduct of enumeration and to include only the eligible Rongmei community so as to avoid communal misgivings in future.” It lamented that despite repeated clarifications, the letter written to the government in 2008 and the position of the Naga Hoho “is being misconstrued.” CNTC statement on Rongmei recognition issue on Page 10

Nagaland Minister for Election, National Highway & Mechanical Engineering, Nuklutoshi Longkumer today stated that while other societies and civilizations are marching forward, Naga society on the other hand is going “backward.” The Minister said the main reason why Nagas are going backward is because Naga people tend to divide themselves along tribal lines and they do not want to recognize each other. Citing the case of the United States, Nuklutoshi claimed the US has emerged as the most powerful nation because American society does not discriminate or distinguish its citizens along class, racial or religious lines. On the other hand, he said though Naga tribes have been living together for centuries, yet they fail to recognize each other. Addressing the inaugural programme of the general conference of Zeliangrong Baudi Nagaland (ZBN) at Beisumpuikam Village on Friday, the Minister said the need of the hour is “peace and unity” if Nagas are to have a future. Nuklutoshi also said the only way out to secure the future of the Naga people is for Nagas to unite and seek for political solution at the earliest. Alluding to the ‘Framework Agreement’, he said if Nagas do not grab the opportune moment, then hope of a solution to the Naga problem may not come again even after a hundred years. The Minister cautioned that once solution eludes the Nagas, then problems created by thousands of educated unemployed Naga youths would dwarf the present problems associated with the Naga political groups. Calling the Zeliangrong people a blessed tribe among the Nagas,

he said the Zelaingrong land is bequeathed with ideal topography, mineral resources and fertile valleys and hills. He called upon the Zeliangrong community to stay united and also be messengers of “peace and unity.” Resource person of the conference, Idailung Thou, NPSC member, who spoke on the topic “Structuring common political vision” said the nomenclature of the Zeliangrong community is not political or man-made but that the brotherhood of Zeliangrong community is a gift of God. Idailung said whereas Nagas as a whole remained silent when a minority community settled in land bequeathed by the Zeliangrongs in Nagaland was given recognition by the state government, now a section of Naga people are staunchly opposing recognition of Rongmei, who are blood brothers of the Zeliang community in Nagaland. For equitable progress, Thou said unity should be practiced in letter and spirit and not merely lip service. He said the aim of political activity should be development. Everyone should shoulder equal responsibility, he stated while adding that shifting of re-
sponsibility would kill the Naga cause. Stating that sustaining economy and development should be the political vision, he said ‘Building together’ (the theme of the conference) should be the political vision particularly for the Zeliangrong community. President, ZBN, Rangsam N Hau, in his presidential address said the Zeliangrong people are presently confronted with many issues and apart from problems within, there are many external forces and elements trying to sow the seeds of discord among the Zeliangrong people. Hau also pointed out that the Zeliangrong People Convention movement for Zeliangrong homeland, one of the earliest political movements in the region, was kept in abeyance keeping the larger interest of the Nagas. “However, forgetting this genuine sacrifice that the Zeliangrong people made, some elements are trying to sideline our legitimate legal rights specially in connection with derecognizing the Rongmeis as an indigenous tribe of Nagaland. The Zeliangrong people cannot and will not accept this as a solution, because it will mean putting the future of our children and generation thereafter at stake”, he said. The ZBN president further said that if the present trend of “discrimination and deprivation of our basic rights of brotherhood by our own Naga brothers and the government continues, the Zeliangrong people will be left with no other option, but to start the Zeliangrong People Convention movement afresh.” Naga Hoho Vice President, HK Zhimomi, in his solidarity message said even as the Naga Hoho is trying its best to integrate all Naga inhabited areas, there are some forces bent on sowing the seed of division among Naga brethrens.

Governor of Nagaland P.B Acharya who was the chief guest for the occasion expressed happiness that the Chumukedima Town has undertaken the Swachh Bharat Mission seriously and also expressed great pleasure to see the participation of students from 23 schools. He cited that Nagaland is second to none from an educational point of view. He opined that Dimapur has become an important educational hub. However, he stated, “We have to add skill in our education, and then only we’ll be employable. A graduate from any University should not be a job seeker but a job giver. In an impassionate speech, he stated, “The time has come, to celebrate and respect our friends, neighbours, public leaders, church leaders, and bureaucrats.” Citing his personal opinion that Nagas have cultivated a habit to focus only on the negative ills of our society, he instead suggested that people should
understand and admit that everyone has flaws but also possesses good qualities. He further stated, “Nagas are very good in speaking words and big thoughts but action and implementation of those ideas are less. It is my personal opinion that our dialogues and opinion of one another are very negative.” Addressing the students and Nagas from 16 tribes gathered at the local ground, he urged, “A change will never come
in our society unless we change this mindset, so let’s take the approach in a positive way.” He further informed that intensive and extensive Swachh Bharat Mission will take place in Chumukedima Town starting from November. To this, he announced that an award would be given to the Best and Cleanest Ward in Chumukedima Town with a cash prize of Rupees 100000 (Rupees One Lakh).
WDLSA organises essay competition on ‘Child Rights in India’
International Day of the Girl Child was observed in all the Anganwadi centres under Bhandari ICDS project with the theme ‘Girls’ Progress = Goals’ Progress: A Global Girl Data Movement’. The day was observed to increase awareness on inequalities faced by girl child below the age of 18 years, like inequality in education, nutrition, legal rights, medical care, protection, honor, early child marriage, gender segregation and to promote overall sustainable development among girl child in the society.

A three-day Silver Jubilee celebrations of the Sumi Baptist Convention (SBC), which is a conglomeration of three Sumi Baptist Churches associations, namely; Sumi Baptist Akukuhou Kuqhakulu (SBAK), Sumi Aphuyemi Baptist Akukuhou Kuqhakulu (SABAK) and Western Sumi Baptist Akukuhou Kuqhakulu (WSBAK) got underway on October 14 at Trinity Theological College, Thahekhu. He also urged them to work towards achieving 100% Christianity among the Sumi community. Tovihoto said that jubilee was an opportune time for reconciliation of any misunderstandings and also a time to forgive one another. He also
said it was time to look back in gratitude to the pioneers. He noted that TTC Thahekhu was about to host the convocation of the Senate of Serampore College (University) and said it was an achievement for the College to host a prestigious occasion. In his sermon, Executive Secretary of WSBAK, Rev. Dr. Hevukhu Achumi spoke about sharing of blessings from God and advocated assistance and support to smaller Churches by the bigger Churches. He talked about positive unity among different sections of the people and urged pastors to take the lead in speaking the truth. “Many pastors do not speak the truth anymore; then how do we expect social and spiritual transformation?” he queried. He quoted Ephesians 4:13 and Romans 13:8 from the Bible and emphasized on serving together and loving one another. Earlier, Rev. Dr. Hevukhu also unveiled the jubilee monolith. During the programme, Sr. Pastor, Thilixu Baptist Church, Rev. Dr. Yehevi Zhimo released the jubilee souvenir. The Convention will culminate on Sunday afternoon.

North East sees deficient rainfall Shutdown today to mark ‘Black Day’ for second consecutive monsoon
AgArtAlA, OctOber 14 (IANS): The mountainous northeast of India, comprising eight states, has recorded deficient rainfall for the second consecutive monsoon season, and experts have red-flagged rapid urbanisation and deforestation as reasons for the fall in precipitation in the region. According to the Indian Meteorological Department (IMD), the northeast recorded 89 per cent of the long period average (LPA) rainfall this year -well short of the 96-104 per cent of LPA needed for the monsoon to be declared normal. Last year, it had recorded 91 per cent of LPA, making this the second year of deficient rainfall. The all-India average for this year is 97 per cent of LPA, marking it as a normal monsoon year. The region this year recorded 1,281.5 mm of ac-
tual rainfall against normal rainfall of 1,437.8, the IMD said, while noting: "The lowest rainfall (89 per cent of LPA) this year was received by northeast India among all regions of the country." The states of Arunachal Pradesh, Assam, Manipur, Mizoram, Meghalaya, Nagaland, Tripura and Sikkim comprise the northeast region that, despite the fall in precipitation in recent years, still boasts of some of the wettest places in the world. "In the northeast, the normal monsoon period is June to September and sometimes it continues until October 10. However, this year delayed withdrawal of monsoon is likely around October 20," IMD Director Dilip Saha told IANS. "The rainfall varies from state to state in the northeastern region. Tripura state recorded high-
est rainfall deficiency of 33 per cent. Last year, Tripura recorded normal rainfall," the IMD official said. The IMD's AssamMeghalaya Subdivision -the biggest in the northeast -- recorded a 30 per cent rainfall deficiency, the second-steepest in India, next only to the Kerala Subdivision which recorded a huge 34 per cent shortfall. The IMD said that out of the total 36 meteorological subdivisions, the seasonal rainfall was normal in 23 sub-divisions (72 per cent of the total area of the country) and excess in four subdivisions (13 per cent of the total area of the country). "Except for some parts of north India, southwest peninsula, west India and northeast India, most parts of the country received well distributed rainfall," the IMD added. "Out of the 10 deficient sub-divisions, five were
from northeast India, three from Central India, and two from northwest India. All the six excess sub-divisions were from South Peninsula." An expert of the Indian Council of Agricultural Research (ICAR) said deficient rains would not affect crops in Northeast India as there was good pre-monsoon rainfall recorded in most parts of the region. "We expect a good and normal rainfall in the post monsoon period too," he added. Environmental experts felt that growing urbanisation, climate change and a general lack of planning were responsible for less rainfall in the northeastern region, home to 45.58 million people (2011 census) and consisting eight per cent of the country's geographical area. The bureaucrat, in his mid-fifties, was physically and verbally abused, and his wife and daughter molested, allegedly by a man over a minor collision between their cars at Rao Tula Ram road towards Moti Bagh flyover in south Delhi. The man allegedly misbehaved with the bureaucrat’s wife and daughter, grabbed their hair and pulled them out of their car. They touched the motherdaughter inappropriately and outraged their modesty, said police. The crime occurred on a busy south Delhi stretch but nobody came forward to help the family and stop the man from sexually harassing the women. This happened even as the women started crying and pleaded before the attacker to spare them. After
attacking the family, he fled the crime scene as none of the onlookers dared to stop him, said a police officer. The family members called the police control room and informed the police about the incident. The only help one of the onlookers did to the police was that he provided them the registration number of the attackers’ car. The passerby had clicked a photo of the car’s registration number on his mobile phone. Police said the car bore the registration number of Punjab and it was a private vehicle. Around 11.30 PM, the family reached the Moti Bagh flyover when suddenly an Alto car grazed past their four-wheeler while overtaking. The man abruptly stopped his car in front of the family’s car, blocking their way and forcing them to stop their vehicle. Eyewitnesses told police that an argument broke out between them during which the two rained kicks and punches on the bureaucrat.

New DelHI, OctOber 14 (et): Hindustan Construction Company’s joint venture has bagged an order worth Rs 367.72 crore from the Northeast Frontier Railway to construct a safety tunnel between Tupul and Imphal in Manipur state, the Mumbaiheadquartered company said on Friday. The project would be completed by HCC and its partner VCCL in four years. The order entails construction of 9.5 km long safety tunnel between Tupul and Imphal, which will run parallel to the main broad gauge single line tunnel which is also being constructed by the HCC– VCCL joint venture.
AIzAwl, OctOber 14 (PtI): The Mizoram government's Information and Public Relations department and the Mizoram Journalists' Association (MJA) today declared Lalbiakthanga Pachuau, the editor of 'Zoram Tlangau', a Mizo language daily, as the "oldest working journalist in the country". The declaration was made by state Minister for Information and Public Relations Lal Thanzara at a simple function. The 90-year-old soldierturned-journalist started editing his own newspaper in 1970 and was elected the president of MJA for three terms.
As his wife and daughter tried to intervene, the two pulled them out by their hair, molested and misbehaved with them. The attackers stopped only when the family members apologized. A police team arrived at the crime scene after the attackers left. The family members were taken to Safdarjung Hospital for medical attention and discharged after treatment. The family filed a complaint and their statements were also recorded. “A case under the sections of 323 (voluntarily causing hurt), 341 (wrongful restraint), 354A (molestation/sexual harassment) and 509 (word, gesture or act intended to insult the modesty of a woman), was registered at the South Campus police station against the unknown men. We are in the process of identifying the suspects and bring them to book at the earliest,” said Ishwar Singh, deputy commissioner of police (south).

5 Tripura militants escape from Bangladesh camp, surrender AgArtAlA, OctOber 14 (IANS): Five militants of the National Liberation Front of Tripura (NLFT) after escaping from their hideout in Bangladesh, have surrendered to the Tripura Police, officials said here on Friday. The guerrillas, led by their self-styled corporal Bisurai Debbarma, 33, surrendered on Thursday night, Tripura Police spokesman Uttam Kumar Bhowmik said. "The tribal extremists fled from their clandestine camp at Thangnang (under Rangamati district of Chittagong Hill Tract of southeast Bangladesh) and crossed over to India on Wednesday night," said Superintendent of police

Aged between 27 and 33, the militants told the police that they fled from the NLFT camp in Bangladesh out of frustration and miserable conditions. IMPHAl, OctOber 14 (NNN): Manipur unit of Bharatiya Janata Party (BJP) today said it would block the state government’s plans to set up the National Sports University at Yaithibi Loukol of Thoubal district which has remained a “bone of contention.” “Establishment of the sports varsity in the arable land area is totally illogical. Spending huge amount of money by the cashstrapped Congress government in acquiring this land for the purpose is unjustifiable,” state BJP election management committee convenor Thounaojam Chaoba Singh said at a political conference here. The Manipur government acquired land measuring 336 acre at Yaithibi Loukol which has been provided to the Centre for the purpose. But 34 acre of land is currently under litigation, preventing the Centre from going ahead with the plan. As per the Centre’s instruction, there shall not be any disturbance at the allocated land. But the Manipur government has already re-
quested the Centre to enable commencement of session of the yet to be established National Sports University at the temporary centre in Khuman Lampak Spots Complex. For which, steps are yet to be initiated by the Centre till date. The process of handing over and taking over of the acquired land was done in August 2015. Most importantly, the Parliament is yet to pass the bill concerning the proposed sports varsity to become it an Act. “The state government will not be allowed to violate human rights and international agreements aimed at protecting agricultural land,” Chaoba said at the event held at Langthabal Phuramakhong of Naoriya Pakhanglakpa constituency in Imphal West. He said that unlike Yaithibi Loukol, people of Koutruk village have offered free of cost the required land for setting up of the National Sports University. The event was organised by Naoriya Pakhanglakpa BJP Mandal where several leaders of BJP Manipur Pradesh were present.

was made after the Federation of Mizoram Government Employees and Workers (FMGE and W), an umbrella organisation of all the state government employees association, asked the department to undertake the estimate. However, the proposal had already been denied by state chief minister Lal
Thanhawla. The state government would not implement the seventh pay commission recommendations due to fiscal crunch, the CM had earlier said. Lal Thanhawla said that the financial burden would be too heavy unless the Centre comes forward to help the state government.

NEW DELHI, OctObEr 14 (rEutErs): India's retail inflation cooled to a 13-month low in September, helped by moderating food prices, giving room for the central bank to cut interest rates again if needed. The consumer price index (CPI) rose 4.31 percent last month from a year earlier, its slowest pace since August 2015, government data showed on Thursday. Analysts polled by Reuters had expected the CPI to rise 4.80 percent, after a 5.05 percent gain in August. In a surprise move earlier this month, the Reserve Bank of India (RBI), under new Governor Urjit
Patel, cut interest rates by 25 basis points to 6.25 percent on expectations that food inflation would ease in the months ahead. The latest prices data backed that assessment as annual food inflation sharply slowed to 3.88 percent in September from 5.91 percent a month ago. n a world of many options organic agriculture is a serious option for many farmers, enterprises and consumers. Supporting that option with credible science can be very important for improving the overall productivity, food security, food sovereignty and environmental impact of agriculture in the country. The challenge lies in creating an environment in which organic is treated as complimentary approach and efforts are focussed on harvesting benefit. Organic agriculture has been embraced by the mainstream and shows great promise commercially, socially and environmentally. While there is variety of thought from the earliest days to the present. It now has environmental sustainability that concerns healthy soil, healthy food and healthy people. For conversion of a conventional field to organic, first step is to build up the lost fertility of the soil. This can be achieved by complete ban on use of synthetic inputs and increased use of organic and biological inputs. For nutrient management and soil fertility build up crop residue, animal dung, forest leaf litter, bone meal and green manures are important organic sources. All such organic material needs to be composted properly for appropriate impact as the nutrient value of the raw material and composting methodology determines the quality of produce. Biological resources such as biofertilizers and other microbiological inputs have also attracted lot of attention and are being promoted on large scale. NSSATA Mon unit affirms decision to boycott classes mON, OctOber 14 (mexN): The Mon unit of Nagaland Sarva Shiksha Abhiyan Teachers’ Association (NSSATA) has reaffirmed the Central NSSATA’s decision to boycott the classes once the deadline of the association’s ultimatum to the government expires. A press statement from NSSATA Mon unit general secretary, Joseph Yomet expressed sadness for teachers to boycott classes, however, it pointed
out the teachers’ inability to manage their daily affairs and needs without being paid for five months. The NSSATA Mon unit urged the department concerned to take serious note of the problems faced by the teachers. Expressing support to the Central NSSATA, the unit also appealed to different NGOs to support and address the genuine demands considering the plight of the teachers and the students.

Nagaland state Home Minister, Y. Patton at a speech on October 14 asserted that he will not entertain any personal request for transfers to places of choice. Speaking at the customary ceremonial attestation parade of the 53rd batch of NAP/ IR recruit havildars and constables at the Nagaland Armed Police Training Centre (NAPTC), Chumukedima, Patton discouraged the practice of government employees approaching high government officials, Ministers and politicians with requests for postings/ transfers. Maintaining that he will not entertain any “requests for postings/transfers to places of choice,” he said that many do not want to serve in remote areas, which is rather discouraging. AR apprehend NSCN (K) cadre in Zbto ZuNhebOtO, OctOber 14 (mexN): Troops of 5 Assam Rifles along with police representatives apprehended an NSCN (K) cadre during a search operation carried out at New Colony, Zunheboto on October 5 based on an input about extortion activity in the area by NSCN (K) cadres. According to a press release from Assam Rifles, the cadre identified as Tomakum Yimchunger was apprehended along with one .22 pistol. Meanwhile, based on his information, one .22 pistol with magazine, arms and manufacturing tools were recovered from one Keiseikham Yimchunger, the release added. “The individuals were involved in extortion along with manufacturing and supply of illegal weapons to various underground factions,” Assam Rifles alleged. lans to create the first "nation in space" were unveiled in Paris on Wednesday. They are nothing if not ambitious. The new nation will launch its own satellite in 2017 and dedicate itself to opening up access to space. The goal is to foster world peace, as well as protect earth from rogue asteroids and space debris. The new space country will be called "Asgardia," named for the city in the skies ruled by Norse god Odin. We aren't talking about an actual orbiting city or space station where humans will live. Instead, it's more a scientific, legal and technological experiment being led by Russian nanoscientist Dr. Igor Ashurbeyli, founder of the Aerospace International Research Center and newly appointed chairman of UNESCO's Science of Space committee. "Asgardia is also unique from a philosophical aspect -- to serve entire humanity and each and everyone, regardless of his or her personal welfare and the prosperity of the country where
they happened to be born," Ashurbeyli said in a release. A rather simple website for Asgardia launched after a press conference Wednesday to kick off crowd sourcing the new country's flag, insignia and anthem. It will also allow wannabe Asgardians to register their interest for citizenship. The idea is that once Asgardia has 100,000 people applying for citizenship, it is then eligible to apply to the United Nations for official nation status, according to Ashurbeyli. Supposedly all Asgardians would remain physically in their current resident nations, but also be citizens of this other country with its sole territory in the galaxy being a satellite circling the Earth. It's the access to space the satellite represents that is really the point of the whole thing. "The mission of Asgardia (is) to create opportunities for broader access to space, enabling non-traditional space nations to realize their scientific aspirations is exciting," said Professor David Alexander, director of the Rice Space Institute at Rice University. The way space works now is that there's something called
the Outer Space Treaty that most (but not all) nations have signed. It essentially says that whatever country sends a mission to space is then responsible for that mission. So if NASA or an American company like SpaceX sent up a satellite that
crashed into and destroyed a Russian satellite, Russia can hold the United States Government accountable. In turn, this means the US Government has to regulate American companies working in space to avoid such interna-
tional incidents. So it's easy to see Asgardia as simply a way to either sidestep the Outer Space Treaty or perhaps do an end-run around government regulations that are a key part of making the treaty work by forming a new
government accountable to nobody but the space enthusiasts that formed it. I contacted space lawyer (yes, that's a thing) Joanne Irene Gabrynowicz, who is editor-in-chief Emerita of the Journal of Space Law, and she told me that Asgardia is likely to have trouble in its quest to be recognized as a country. "Under international law, there are specific criteria for an entity to be recognized as a nation. It must have territory and a population, and be recognized as a nation by other nations, among other things. Just declaring that a nation exists is not enough," she told me via e-mail. "There are (a) number of entities on Earth whose status as an independent nation have been a matter of dispute for a long time. It is reasonable to expect that the status an unpopulated object that is not on Earth will be disputed." There's also at least one other independent nation in space that's already been declared and disputed. In 1949, American James Mangan filed paperwork with Cook County, Illinois laying claim to all of space beyond Earth, declaring it the "Nation of Celestial Space" (also known
as "Celestia") with himself as founder and representative. Mangan had similar designs on securing peace in space and quickly set about defending his claim by notifying the US, Soviet Union and a few other nations that his country had banned atmospheric nuclear tests. In the early days of the space race he would also send letters to the Americans and Soviets protesting their encroachment on his territory. The world, including the United Nations, politely ignored Mangan's persistent requests for acknowledgment for decades. He passed away in 1970 and little has been heard from Celestia since. Asgardia has the benefit of the internet to organize its claim to existence and perhaps raise funds for the satellite that would give it a physical territory in the universe and some basic utility for its "citizens" to rally around. It still remains to be seen if the United Nations and the rest of humanity will see Asgardia as any more legit than Celestia, but that hasn't stopped over 4,000 potential Asgardians from registering their interest in under 12 hours.

man with one hand in his pocket approaches a locked door and places his other hand on the doorknob. A second later, the deadbolt clicks open, as if by magic, and he lets himself in. A would-be burglar casing the house watches this sequence of events unfold. The next day, after the man has left for work, the burglar approaches the door and places his hand on it, expecting it to pop open. Instead, it stays stubbornly locked. It’s not outfitted with a typical “smart lock,” which uses Wi-Fi or Bluetooth to open when a paired phone or watch is nearby. It’s not reading his fingerprint, either. So what’s going on? A similar scenario recently unfolded in the University of Washington’s Networks and Mobile Systems Lab, where researches are experimenting with a new technology that sends passcodes through the human body. The technology uses touchpads and fingerprint readers to create signals that travel through skin—and, unlike wireless broadcasts, the “on-body” transmissions can’t be intercepted over the air. Using their method, a person just needs to be touching a transmitter—the fingerprint reader on an iPhone, for example—when he or she comes in contact with a receiver. In the doorknob example, the metal handle is hooked up to a reader that listens for electromagnetic pulses. A code sent from the iPhone’s fingerprint reader travels across a layer of particularly conductive tissue right beneath the outer layer of human skin. It quickly propagates to every part of the body, so that your entire epidermis glows, invisibly, with data. (The researchers were able to detect signals sent from one arm to the opposite leg, and could accurately read them whether the person was standing, sitting, or lying down.) When the signal arrives at the doorknob, the reader makes sure it’s the right passcode and, if it is, it opens. This same approach could also be used to securely pair wearable devices— everything from calorie counters to insulin pumps—with their owners and each other. The technique takes advantage of the fact that most devices give off faint electromagnetic signals when they’re used normally. Some gadgets, like fingerprint readers and trackpads, produce particularly reliable signals, said Vikram Iyer, one of the two lead authors on the
paper that presented the findings. Iyer and his colleagues jury-rigged those electronic devices into transmitters. For the fingerprint scanners, they rapidly activated and deactivated them to send a signal pattern through the skin; for the touchpads, they created patterns simply by power cycling them—that is, quickly turning them off and on over and over again. The improvised transmitters get the job done, but not terribly efficiently. The maximum transfer rate the researchers were able to attain was 50 bits per second. At that speed, it would take nearly two days to download a three-megabyte photo—but it’s enough bandwidth to send a four-digit code in well under a second. (The trackpad on an IBM Thinkpad had the fastest transfer rate, said Mehrdad Hessar, the paper’s other co-author, but the fingerprint reader on an iPhone 6S sent the most powerful signal.) If the researchers used custom hardware, they could’ve gotten speeds that were orders of magnitude faster. So why didn’t they? “Our focus here was trying to find a way we could reuse an existing device,” said Iyer. “One of the main problems with adopting this kind of technology into a commercial applications is that there’s already so much included in a phone. Any device manufacturer wouldn’t add another radio, because that would take up power, or space that they could use to make the battery a little bigger.” Better to find a way to use a technology that’s already found its way into most phones—the fingerprint reader—rather than reinvent the wheel. But if device manufacturers like Apple gave developers more access to the fingerprint readers, beyond the capability to activate and deactivate them, it would make using them as transmitters much easier. Avoiding a custom setup also means that on-body transmission doesn’t pose any health hazard beyond simply using a phone or a computer, Hessar said. It’s just using the electromagnetic noise that’s already being produced by everyday devices in a clever way. While security is one the main benefits of on-body transmission—there’s no airborne signal for a hacker to intercept—there is one way to hijack a signal as it’s traveling across someone’s skin: Just come in contact with it. Multiple devices touching a body that’s conducting a charge can all read the signal, raising the possibility that malware on a smartwatch could be used to eavesdrop on a passcode as it moves from limb to limb. But absent a compromised smartwatch or fitness band, coming touching an object during transmission would be “fairly conspicuous,” Iyer said, so it’s not much of a worry.

arents searching for elusive work-life balance may see smartphones and tablets as a way to escape the office in time to be home for dinner each night, but these gadgets can also be a huge distraction and source of stress, a recent study suggests. When researchers asked a group of parents to slow down and answer detailed questions about how and when they use mobile technology, people revealed a lot of internal conflict about how the devices are changing their lives. “Every time a new technology is introduced, it disrupts things a little, so in many ways this is no different from the anxieties that families and our culture felt with the introduction of the TV or tele-
phone,” said lead study author Dr. Jenny Radesky, a pediatrics researcher at the University of Michigan’s C.S. Mott Children’s Hospital in Ann Arbor. “What is different is the rate of adoption and saturation of our households with mobile technology compared to these older technologies (e.g., it took the iPad 80 days to reach 50 million global users, compared to 14 years for televisions) -- so we have less time to reach a new homeostasis with each of them,” Radesky said by email. As smartphones and tablets blur the lines between work, home and social lives, parents are struggling to balance it all and this may be causing internal tension, conflicts and negative interactions with kids, Radesky and her coauthors note in the Journal of Developmental and Behavioral Pediatrics.
To explore how parents feel about these gadgets, researchers conducted in-depth interviews with 35 caregivers, including mothers, fathers and grandmothers. On the one hand, many of the participants credited the devices with allowing them to spend more hours at home with their young children. But on the flipside, they felt pressure to stay constantly plugged in and responsive to emails from work even during playtime with kids or risk being perceived as “bad employees.” “It’s the fear of being irrelevant within your professional career,” one father in the survey said. The more work popped up on those tiny screens, the more parents paid attention to devices instead of their children, many participants said. Then, the more kids acted up to get their parent’s attention, the more parents tended to snap at them.
Sometimes, though, these devices can also provide a muchneeded break, whether it’s a little time for video games or catching up with friends on social media. “It is my escape, but I’m not sure it’s the healthiest escape, so I have conflict around that,” one mother in the study said. The trouble is that parents can’t focus well on work or children when they’re trying to do both at once, said Larry Rosen, professor emeritus at California State University, Dominguez Hills. “Younger generations believe that they can multitask with anything and that is simply not true,” Rosen, who wasn’t involved in the study, said by email. “What they rapidly discover is that they cannot do two tasks together as well as each separately, and, in fact, it adds another layer of stress to their already stressed lives raising children,” Rosen added.

The curious history of the Nobel Peace Prize Richard Gunderman

he news that Juan Manuel Santos of Columbia has received the 2016 Nobel Peace Prize for his efforts to end his nation’s decadesold civil war is notable in part because the number of contenders for this year’s award set a new record. There were total of 376 nominees, 228 individuals and 148 organizations. It also serves as an opportunity to reflect on the prize’s remarkable and sometimes controversial history, starting with its founding by Swedish inventor and industrialist Alfred Nobel. Alfred Nobel, inventor of dynamite Alfred Nobel was an extraordinary person. He was born into poverty, the third of eight children, yet became one of the preeminent inventors and industrialists of his day. His father Immanuel, an engineer, later lifted the family’s fortunes by helping to develop the first naval mines successfully deployed in warfare. As a young man Alfred studied the natural sciences and met Ascanio Sobrero, the man who developed nitroglycerin. He began to devise ways to harness the new compound’s explosive power in a less hazardous form, eventually inventing dynamite. Later he also invented far more powerful explosives, as well as the blasting cap. He amassed over 300 patents and established numerous armament factories. When he died in 1896, his personal fortune was estimated, in today’s dollars, at nearly US$300 million. Why did Nobel start the prizes? An oft-repeated tale attributes Nobel’s creation of the Prizes to a mistaken obituary. As the story goes, in 1888 Nobel’s brother Ludvig, who had been dubbed the “Russian Rockefeller” for his role in establishing that country’s oil industry, died. The European press mistook Ludvig for Alfred. Some speculate that reading these reports motivated Nobel to use the fortune he had amassed from manufacturing arms to establish prizes that would recognize mankind’s benefactors. However, there are some suggestions other elements of the tale may not be true. In 1895, Nobel wrote his third and last will, establishing the five prizes: chemistry, literature, physiology or medicine, physics, and peace. He died the following year, and the first prizes were given out in 1901. While awarding prizes for chemistry and physics was an obvious choice for the inventor and engineer Nobel, the rationale for a peace prize is less obvious. It is possible that Nobel wished to compensate for dynamite and other inventions that could be used for destructive purposes, as well as his many business interests in the armaments industry. His will was also shaped by the fact that, though he had several relationships with women, he never married and died without an heir to whom he could leave his fortune. One of these women was an Austrian named Bertha von Suttner, who answered an ad that Nobel had placed in the newspaper: “Wealthy, highly educated, elderly gentleman (he was in fact only 43 at the time) seeks lady of mature age, versed in languages, as secretary and supervisor of household.” Though she worked for Nobel only two years before marrying an Austrian count, von Suttner became a fierce proponent of disarmament and eventually received the 1905 Nobel Prize for Peace herself. It is possible that her advocacy helped spur Nobel to establish the peace prize.

An often controversial award The Nobel Prizes have occasioned considerable controversy, on some occasions overlooking worthy candidates and on others recognizing individuals who in retrospect appear poor choices. One egregious choice was Egas Moniz, who received the prize in physiology or medicine in 1949 for developing the now-discredited frontal lobotomy. Among the most notable omissions were chemist Dmitri Mendeleyev, who developed the periodic table, and the great novelists Leo Tolstoy and Mark Twain. The peace prize has been perhaps the most controversial of all the Nobels. The controversy surrounding the peace prize stems in part from the ambiguity of the concept of peace. For example, the 1953 laureate was George C. Marshall, president of the Red Cross and founder of the Marshall Plan, for rebuilding Europe after World War II. However, Marshall had also been commander of U.S. military forces during the war and U.S. secretary of defense, a tacit admission that the use of force can be an important instrument of peace. A similarly controversial choice was the 1973 prize that went to U.S. Secretary of State Henry Kissinger and Le Duc Tho, North Vietnam’s chief negotiator, for negotiating an armistice in the Vietnam War. This prompted satirist and songwriter Tom Lehrer to quip that “Political satire became obsolete when Henry Kissinger was awarded the Nobel peace prize.” Tho became one of very few people ever to decline a Nobel Prize, doing so on the grounds that peace had not yet been established in Vietnam. By contrast, the 1979 laureate, Mother Teresa, now known in the Catholic Church as Saint Teresa of Calcutta, was not directly involved in brokering peace agreements between nations, instead having founded the Missionaries of Charity, a religious congregation that now boasts 5,800 members in over 100 countries.
Upon receiving the prize, she was asked, “What can I do to promote world peace?” to which she responded, “Go home and love your family.” Two particularly notable American recipients of the peace prize were Jane Addams and Martin Luther King Jr. Addams, a colaureate in 1931 and the first American woman to be awarded the prize, founded Chicago’s Hull House, which was the first settlement house – designed to assist immigrants living in crowded conditions – in the United States. She also worked tirelessly to focus the country on issues of concern to mothers. In 1964 King became the then-youngest recipient of the prize at age 35, described in the committee’s citation as “the first person in the Western world to have shown that a struggle can be waged without violence.” And despite Nobel’s instructions that the prize should go to individuals, in 2012 the Nobel Committee recognized the European Union for advancing peace and reconciliation, one of the latest examples of the committee’s increasing predilection to award the prize to organizations. And, of course, here too there have been surprising omissions. Perhaps the most notable was Mohandas Gandhi, whom Nobel laureate Albert Einstein called, “a role model for the generations.” We should explore the meaning of peace One of the greatest benefits of the Nobel Peace Prize is the fact that, once a year, it promotes a lively discussion about peace throughout the world. Does peace, for example, mean a mere absence of violence or a positive state of justice and good will? While it is unlikely that everyone can agree on its precise meaning, and controversy will no doubt continue to swirl around particular awardees, the recognition of peace as a universal human good constitutes perhaps Nobel’s greatest bequest.

I don't remember what exactly happened on that particular moment due to a possible concussion caused by the trauma, but I also suffered slight astigmatism as I failed to see anything and anyone. The only thing still fresh in my mind along with my raw scars is that impeccable fear of dying on a brutal hit and run-bloody accident, the indecent loud crush of the vehicle that sounded like thunder to my ear, and the feeling of never seeing my love ones again as I was only a second away to be swallowed by a hungry car. Yet, lucky was I that a man came to my rescue and immediately took me to the hospital and informed my parents. It was only after reaching the hospital, I found out that the big toe on my right foot had been totally smashed, with no nails left, a minor bone fracture, dislocate right arm, and my left buttock was hit so hard as the car threw me on the merciless road, that my condition demanded down to four injections on a single day in my particular wounds, multiple painkillers, and several treatments unknown to a common 'outof-medical' field person like me. Though I discharged shortly after that, I still am on a regular visit to dress my wounds, which the Doctors says will take months to recover even if not fully. Forget about walking it took me ages to climb down from my bed on the first week of the accident, and the way to the kitchen from my bedroom is still a million miles away. To the least, I still cannot bend properly, because of the excruciating pain in so many parts of my little body that would hit hard every time I protest to do something. The next day we got information that it did not only hit me but also hit another car that was parked on the other end of the road which is but a clear sign of misdriving. The driver has been a lucky chap because even after noting the vehicle number, we chose not to lodge FIR, because of my God-fearing parents who are so deeply rooted in their Christian belief of 'To err is to human' and 'To forgive is divine'. We chose to forgive that person and end the matter on a humanitarian term, though it did not only dismantle my body but also affected my life in so many ways. However, the one thing that my family still rejoices is the fact that I am still alive, which is nothing short of miracle. It has taught me this undeniable lesson that life is like a thin glass, dangerously fragile, which if not taken intimate care with prayers may crack in just a flicking tick. I do not know whom to concern this terrible article to, or what little social change it might bring about but on my personal note it is my humble request to whomever authority it is concern, to lay down strict regulations on illegal driving and impose heavy penalty on lawbreakers and megalomaniacs. And also to all those people, who own vehicles, to either learn themselves or teach their drivers the art of proper driving and the act of stopping by and coming forward to help if incase by rare chance if it happens to hit any pedestrian on the road, showing that basic sense of civilizeness as a citizen of humanity. NEW DELHI, OCTO BER 14 (REUTERS): India wants to limit tensions with Pakistan after what it said was a successful crossborder strike on militants sheltered there, according to two top officials, who sought to allay fears of a broader conflict between the nuclear-armed nations. One of the officials, who are both part of Prime Minister Narendra Modi's government shaping a new, more robust strategy towards Pakistan, said India remained focused on rapid economic growth, and any conflict would deflect it from that path. "War is not in India's interest at this point," the official said, speaking on condition of anonymity because relations with Pakistan remained tense after India announced the Sept. 29 strike inside the part of Kashmir controlled by Pakistan. "We want to build comprehensive national power - economic, military and diplomatic. We need time, but if we stay on this path, the power differential with Pakistan will become so high by 2025 that you don't have to fight a war," the official said. Modi's government, breaking with a traditional policy of military restraint, said last month it sent special forces across the militarised frontier in Kashmir to kill an unspecified number of militants in retaliation for an attack on an Indian army base. Pakistan said it had nothing to do with the at-
tack on the base and has denied any Indian strike took place across the Line of Control, the de facto border in Kashmir. It said it would repel any aggressive action from India. On Friday, Pakistani Foreign Ministry spokesman Nafees Zakaria said New Delhi was trying to divert attention from a crackdown on violent protests this summer against Indian rule in its part of Muslimmajority Kashmir. "Pakistan has already rejected the baseless claims of surgical strikes. ISLamaBaD, OCTOBER 14 (IaNS): There is no back-door diplomacy between Pakistan and India and contacts between the two countries were based on the desire of the two neighbours, Pakistan Prime Minister's Advisor on Foreign Affairs Sartaj Aziz has said. According to Radio Pakistan, Aziz said in an interview: "There is no back-door or track-II diplomacy between Pakistan and India...." Aziz said Islamabad enjoys good bilateral ties with the US, Britain, the European Union, the Middle East and other regions of the world and that Islamabad has been pursuing various connectivity projects in the South Asia region such as CASA-1000 and the Tajikistan, Afghanistan, Pakistan and India (TAPI) gas pipeline. Aziz's remarks come as relations between India and Pakistan have soured after the September 18 attack on an Army camp in Uri town of Kashmir Valley in which 19 security personnel were killed. The relations further dipped after Indian security forces on September 29 carried out surgical strikes at terror "launch pads" across the Line of Control in Pakistan-occupied Kashmir.
4 troopers injured in Kashmir attack SRINaGaR, OCTOBER 14 (aGENCIES): Four personnel of paramilitary force SSB were injured on Friday evening when terrorists attacked their convoy in Zakura area on the outskirts of Srinagar. Terrorists fired at the vehicles of Sashastra Seema Bal (SSB) which were ferrying the personnel to their camp after performing law and order duties in the city, a security force official said. He said four SSB personnel sustained injuries in the attack. The injured have been admitted to a hospital for treatment. Security forces immediately cordoned off the area and launched search operations to track down the terrorists. This is the first militant attack in the city since the encounter at Nowhatta on August 15 in which a CRPF commandant was killed and nine other personnel were injured. NEW DELHI, OCTOBER 14 (IaNS): Delhi's Deputy Chief Minister Manish Sisodia on Friday urged President Pranab Mukherjee to disqualify the MLAs in various states appointed as parliamentary secretaries and holding "office of profit". Sisodia led a delegation of Aam Aadmi Party (AAP) leaders including Gopal Rai and Ashutosh to Rashtrapati Bhavan on Friday evening. He complained to the President about the "illegally appointed" parliamentary secretaries in some states, including Chhattisgarh, Gujarat, Haryana and Himachal Pradesh.
After meeting the President, Sisodia told reporters that Chief Ministers in Haryana, Gujarat, Chhattisgarh and Himachal Pradesh have administered oath to MLAs as chief parliamentary secretaries/ parliamentary secretaries and provided them "pecuniary benefits", which is in violation of the spirit of the Constitution. He said that crores of rupees are being spent on these parliamentary secretaries, which is against the Constitution. "These parliamentary secretaries are getting salaries, allotted VIP vehicles and other perks, for which
ministers in these states are entitled. These parliamentary secretaries are given the rank of Deputy Minister, which implies that these MLAs hold an office of profit," Sisodia argued. "We have complained about these illegally-appointed parliamentary secretaries in these four states. We requested the President to immediately disqualify them," Sisodia told reporters. He further clarified that the AAP government has not provided any kind of "pecuniary benefit" to the 21 MLAs who were appointed parliamentary secretaries in Delhi.
RaTLam, OCTOBER 14 (IaNS): At least 14 persons were killed and over a dozen others injured when a private bus carrying passengers fell into a water-filled ditch near here on Friday morning, the police said. The accident took place at 11 a.m. on Friday near Mewasa village when the bus was on its way to Jawra from Ratlam. Ratlam Superintendent of Police Abhilash Sharma said that 16 passengers have been safely taken out of the bus, and relief and rescue operations are on. Many passengers are still said to be trapped inside the ill-fated bus lying submerged in water. "The injured are undergoing treatment at a Ratlam hospital," he said. Although the cause of the accident is yet to be established, Sharma said the driver apparently lost control over the bus due to speeding near the open-cast mine pit, which caused the accident. The survivors, however, maintain that the accident took place as one of the tyres of the bus burst. Prime Minister Narendra Modi has condoled the loss of innocent lives in the accident. In a tweet, he said: "Extremely distressed by the loss of lives caused by the bus accident in Ratlam, MP. My thoughts are with the bereaved families." "I wish those injured in the bus accident in Ratlam a quick recovery," Modi wrote in his next tweet.

orld leaders are gathering in Kigali, Rwanda to reach an agreement on the biggest single step they can take this year to reduce hydrofluorocarbons, the ultra-potent greenhouse gases common in airconditioners and refrigerators. Hydrofluorocarbons, or HFCs, were once crucial replacements for ozone-depleting coolants, but these one-time environmental saviours have become the fastest-growing heat-trapping pollutants. Kilo for kilo, the global-warming effect of hydrofluorocarbons is thousands of times more devastating than carbon dioxide. Action on energy-efficient and climate-friendly cooling is critical given record-breaking heat waves around the world and skyrocketing demand for air conditioning in developing markets. It is time to freeze the growth of HFCs and start replacing them with safer, climate-friendlier and energysmart alternatives. Many countries can make this happen, perhaps none more important than India. We need India's strong leadership again, just as it exhibited in the Paris Climate Agreement. Phasing down super-pollutant HFCs would be the first and most consequential global action following the Paris Agreement, which will come into force next month now that a majority of countries, including India and the United States, have become parties. It was no coincidence that India ratified the Paris accord on Mahatma Gandhi's birthday. For as Gandhiji himself once declared: "We have to hand over the earth, the air, the land and the water to the children at least as it was handed over to us." Central to the Paris Agreement is keeping the rise in global temperatures
to below 2 degrees Celsius by the end of the century, and if possible below 1.5 degrees. At issue in Kigali is an amendment to freeze and phase down HFCs under the Montreal Protocol, the treaty that healed the ozone layer. An ambitious HFC phase-down agreement in Kigali could avoid adding another 0.5 degree of warming and make a big contribution to meet the Paris goals. This would be a huge victory against the warming of the planet. Markets around the world, such as the European Union, Japan and United States, are moving beyond HFCs. In the US, the Environmental Protection Agency has set deadlines to ban certain uses of HFCs, from automobile and commercial building air-conditioning to retail and home refrigeration. Those actions would have the same anti-warming punch as pulling three million cars off the road. In India, technological innovations are leading the way towards cleaner coolants. Natural refrigerants are being used as coolants in room air-conditioners. The gas is climate-friendly, energy-efficient and protects the ozone layer, and makes air-conditioning more affordable to operate. The Indian market has responded positively. This puts
the country at the leading edge of a transition that not only benefits the environment but is also good for business and consumers with India's overloaded energy grid. All countries represented in Kigali say they support an HFC phasedown. As the week's negotiations began, however, there was still a yawning gap in the speed of action countries are backing. The US, the European Union, and more than 100 other developed and developing countries back a freeze on HFCs from 2021, with decline thereafter. India, the third-largest emitter of greenhouse gases, proposed a freeze beginning in 2031. Differences are narrowing, but the outcome is still in doubt. Will we have an ambitious agreement that helps the world avoid climate catastrophe, or one that allows HFCs to dig our climate into an even deeper hole? Prime Minister Narendra Modi can make India a leader in Kigali, just as it was in Paris. He can seize the moment by agreeing to freeze and start cutting HFCs in the early 2020s. Many countries are already moving in the right direction, movement that could be accelerated with a strong and quick-acting Montreal Protocol.
KIGaLI (RWaNDa), OCTOBER 14 (IaNS): The world is close to striking a deal to phase out super greenhouse gases used in refrigeration and air-conditioning, United Nations Environment Programme (UNEP) Executive Director Erik Solheim said on Friday. "I am confident that we are very close to make amendments to the Montreal Protocol for a timely phase out of hydrofluorocarbons (HFCs) and replacing them with climate-friendly alternatives," Solheim told reporters in the Rwandan capital where negotiations are on since October 10 to reach a global agreement on an ambitious amendment to the Montreal Protocol to phase down HFCs globally. He admitted that there was difference of opinion among the signatories to the Montreal Protocol but it had been sorted out through negotiations. Regarding India, he said it has shown flexibility for the phase out of HFCs. "The US, India and the European Union, please be flexible," urged Solheim, while talking to IANS. He also said that both India and Pakistan had shown willingness to move on the matter. "This is the fastest action we can have to reduce biggest impact on climate change in a very short time," he said. "I am confident that there is sufficient leadership in this conference," said Solheim, adding "it's like a marathon, for a long time it seemed very difficult. Last few metres remain". "Though difference of opinion exists, there is no difference in the end goal. We all agree the need to phase out HFCs. That signal is sent to the markets." Solheim said all discussions on deadlines is well taken. "We need to compromise, flexible, but we maybe see change happening much more early." US Secretary of State John Kerry on Thursday reached Kigali to attend the meeting's last day on October 14. In a major development to phase down HFCs, Indian Minister for Environment Anil Dave on Thursday announced measures to control the emissions of trifluoromethane (HFC-23), a super greenhouse gas. Declaring that India has taken the lead on climate issues, Dave told IANS: "We are going ahead for releasing the order for incinerating the HFC-23, by-product of HCFC-22 gas." Released as a by-product during the manufacturing of a commonly used refrigerant gas, chlorodifluoromethane (HCFC-22), HFC-23's global warming potential is 14,800 times more than that of CO2, making it an extremely potent greenhouse gas.
NEW DELHI, OCTOBER 14 (IaNS): Delhi's Lt Governor Najeeb Jung was on Friday urged by the AAP government to axe a panel he set up to probe some of its decisions, but Jung summarily rejected the appeal. Calling the Committee headed by former Comptroller and Auditor General V.K. Shunglu "unconstitutional", Deputy Chief Minister Manish Sisodia said there was no provision in the Constitution for such a committee. The Delhi Cabinet, at a meeting chaired by Chief Minister Arvind Kejriwal, advised Jung to dissolve the three-member committee set up to review over 400 files of the Aam Aadmi Party government, Sisodia said. Jung set up the panel to study alleged irregularities of the AAP government following an August 4 Delhi High Court ruling giving primacy to the Lt Governor in Delhi's administration. "The Cabinet noted that there is no provision in the Constitution, or in any statute or rule, whatsoever, which empowers setting up of an external committee to enquire into the ongoing projects of public welfare, question officers and threaten to recommend criminal and administrative action against them," said an official statement. Jung hit back, saying the Delhi cabinet's appeal was an attempt to divert attention from grave misdemeanours. "Some misdemeanours are of the
gravity that these matters are already in the process of being referred to the CBI for investigation," Jung's office said. The Lt Governor's statement added: "It is evidently an attempt to mislead the public and take attention away from grave misdemeanours that are evident in some of the files. "If everything, as claimed, is as per rules, then why is the elected government afraid of the truth coming out?" The committee will submit its report in the next six weeks. "The truth must come out and it must be put in public domain." Jung added that the Delhi government's work was not impacted by the probe. "Current files that involve immediate action are dealt with and sent back. The committee is examining only those files where illegalities have been committed. "The LG office has not issued any instructions to stop any work," it added. It said that officers called by the committee so far have only been called for clarifications. "It is strange that ministers who have misbehaved consistently with officers for past 18 months should now attempt to hide behind the same officers," the statement from Jung said. The other members of the panel are former Chief Election Commissioner N. Gopalaswami and former Chief Vigilance Commissioner Pradeep Kumar.

Sleep-deprived kids eat more NeW YOrK, OctOBer 14 (IANs): Young kids who miss daytime nap and also stay up late at night are likely to consume more calories, suggests new research. These findings may shed light on how sleep loss can increase weight gain and why a number of studies show that preschoolers who do not get enough sleep are more likely to be obese as a child and later in life. “To our knowledge, this is the first published study to experimentally measure the effects of sleep loss on food consumption in preschool children,” said study first author Elsa Mullins from University of Colorado Boulder in the US. “Our results are consistent with those from other studies of adults and adolescents, showing increased caloric intake on days that subjects were sleep deprived,” she said. In this small study, preschoolers were deprived of roughly three hours of sleep on one day - they had no afternoon nap
and were kept up for about two hours past their normal bedtime - before being awakened at their regularly scheduled times the next morning. During the day of lost sleep, the threeand four-year-olds consumed about 20 per cent more calories than usual, 25 per cent more sugar and 26 per cent more carbohydrates, lead study author Monique LeBourgeois, Assistant Professor at CU Boulder. The following day, the kids were allowed to sleep as much as they needed. On this “recovery day,” they returned to normal baseline levels of sugar and carbohydrate consumption, but still consumed 14 per cent more calories and 23 per cent more fat than normal. “We found that sleep loss increased the dietary intake of preschoolers on both the day of and the day after restricted sleep,” LeBourgeois said. Universe has ten times more galaxies than previously thought
WAsHINGtON, OctOBer 14 (IANs): There are at least 10 times more galaxies in the observable universe than previously thought, said astronomers. One of the most fundamental questions in astronomy is that of just how many galaxies the universe contains, and astronomers earlier estimated that the observable universe contained about 200 billion galaxies. The new research - to be published in The Astrophysical Journal -- shows that this estimate is at least 10 times too low. The researchers led by Christopher Conselice of University of Nottingham in Britain reached this conclusion using deep-space images from NASA’s Hubble space telescope and the already published data from other teams. They converted the images into 3-D, in order to make accurate measurements of the number of galaxies at different epochs in the universe’s history. In addition, they used new mathematical models, which allowed them to infer the existence of galaxies that the current generation of telescopes cannot observe. This led to the surprising conclusion that in order for the numbers of galaxies we now see and their masses to add up, there must be a further 90 per cent of galaxies in the observable universe that are too faint and too far away to be seen with present-day telescopes. These myriad small faint galaxies from the early universe merged over time into the larger galaxies we can now observe.
“It boggles the mind that over 90 per cent of the galaxies in the universe have yet to be studied. Who knows what interesting properties we will find when we discover these galaxies with future generations of telescopes? In the near future, the James Webb Space Telescope will be able to study these ultra-faint galaxies,” Conselice said. “These results are powerful evidence that a significant galaxy evolution has taken place throughout the universe’s history, which dramatically reduced the number of galaxies through mergers between them - thus reducing their total number,” Conselice explained. The decreasing number of galaxies as time progresses also contributes to the solution for Olbers’ paradox (first formulated in the early 1800s by German astronomer Heinrich Wilhelm Olbers): Why is the sky dark at night if the universe contains an infinity of stars? The team came to the conclusion that indeed there actually is such an abundance of galaxies that, in principle, every patch in the sky contains part of a galaxy. However, starlight from the galaxies is invisible to the human eye and most modern telescopes due to other known factors that reduce visible and ultraviolet light in the universe. Those factors are the reddening of light due to the expansion of space, the universe’s dynamic nature, and the absorption of light by intergalactic dust and gas. WAsHINGtON, OctOBer 14 (reuters): The death of Thailand’s King Bhumibol Adulyadej on Thursday adds a new layer of uncertainty to U.S. President Barack Obama’s faltering “pivot” to Asia less than a month before the Nov. 8 U.S. presidential elections. The king was important in cementing the long-standing alliance between the United States and Thailand after World War Two, in a reign that spanned the Vietnam War and development of the Association of Southeast Asian Nations (ASEAN), which Washington still considers vital to maintaining its influence in the region. King Bhumibol’s death coincides with faltering momentum in Obama’s signature policy of rebalancing the U.S. diplomatic and security focus to the Asia-Pacific region in the face of China’s rapid rise. The main economic pillar of the rebalance, the 12-nation Trans-Pacific Partnership trade deal, is languishing in the U.S. Congress with no guarantee that Obama will be able to push it through before leaving the presidency to Hillary Clinton or Donald Trump, both of whom say they oppose the deal. Clinton, as secretary of state under fellow-Democrat Obama from 2009-13, was one of the architects of the policy but Republican Trump has questioned the extent to which he would maintain the U.S. security commitment to East Asia. Obama’s efforts to boost security ties with Southeast Asia have come in response to China’s pursuit of territorial claims in the South China Sea, a vital strategic waterway. However, a torrent of anti-American rhetoric from new Philippines President Rodrigo Duterte has cast doubt on the U.S. military relationship with Manila just months after Washington reached an agreement on rotating access to bases in the country. Other Southeast Asian countries, such as Indonesia and Malaysia, are focused on internal political issues and are avoiding playing any leadership role in ASEAN, while even traditionally reliable regional ally Australia is treading carefully to avoid jeopardizing its economic ties with Beijing. tOKYO, OctOBer 14 (reuters): When Prince Hisahito was born in 2006, ending a 41-year drought in imperial male heirs, Japan’s government gladly dropped proposals that women might head the world’s oldest monarchy, but a decade later the little prince remains the last hope for an unreformed Chrysanthemum Throne. The issue is back in focus after Emperor Akihito, 82, hinted two months ago at abdication, with only five heirs in the line of succession, including Hisahito, his sole grandson. The four older heirs are Akihito’s centenarian uncle, an 80-year-old brother, and two middle-aged sons whose wives are in their early 50s. In a rare televised address, Akihito said in August he worried age might make it hard to fulfil his duties. The remarks were interpreted as a desire to abdicate, a step unprecedented in modern Japan and not possible under current law. The succession quandary has long weighed on Akihito’s mind, Japanese media and royal watchers say. “As the head of the imperial family, the emperor has a great sense of crisis that the royals will disappear,” said a veteran Japanese journalist and longtime royal watcher, who declined to be identified because of the sensitivity of the issue. In a country where the population is rapidly aging and projected to shrink about 30 percent by 2060, the dwindling royal family exemplifies a much larger trend that is also hitting succession planning at Japanese family firms.

Next week a panel appointed by Prime Minister Shinzo Abe will start considering the topic of abdication. Domestic media and academics say the government appears to be leaning towards one-off legislation that would let Akihito step down in favour of eldest son Crown Prince Naruhito, Hisahito’s uncle. Hidehiko Kasahara, an expert in imperial law at Keio University, does not expect Abe’s panel to broach the topic of maleonly succession, which conservatives see as central to an imperial tradition stretching back 2,600 years. “The government’s stance is to avoid tackling issues like female succession that divide the public,” he said. Though surveys have shown a majority of Japa-
nese favour letting women take the throne and pass it on to their children, conservatives are key to Abe’s political support. Historically, Japan’s imperial line was preserved by a combination of concubines and cadet royal families called “miyake”, who could supply a male heir in a pinch. Very occasionally, female place-holders might rule until a male heir was found, but such empresses were either widows or unmarried and did not pass the throne to any children. But times have changed; Emperor Meiji, who died in 1912, was the last to have concubines, and cadet families were stripped of royal status by the Allied Occupation after Japan’s World War Two defeat.
A 1947 law limits succession to male descendants of an emperor. “MAJOR SURGERY” In 2005, as hopes faded that Naruhito or his younger brother Prince Akishino and their wives would produce a boy, then-prime minister Junichiro Koizumi prepared to challenge that tradition. A panel of experts recommended the first-born child of an emperor or empress should succeed regardless of gender, and Koizumi promised to submit legislation. Hisahito’s birth to Akishino and Princess Kiko torpedoed the plan, but the problem has just been kicked down the road. With Hisahito’s two sisters in their twenties and Naruhito’s daughter and
only child Aiko turning 15 this year, the young prince may end up not only the last imperial heir but also the only member of the royal family, as its women become commoners upon marriage under current law. “At some point, major surgery will be needed,” said Kanto Gakuin University professor Naotaka Kimizuka. “We have reached the point where this cannot be fixed with a band-aid.” Conservatives favour restoring miyake families to royal status as a solution. “We consider the tradition handed down by our ancestors to have great weight,” said Akira Momochi, a professor at Nihon University, referring to the male-only succession practice. But restoring miyake could prove a hard sell for Abe, who has otherwise made a policy of promoting female participation in society. His No. 2 in the ruling Liberal Democratic Party, Toshihiro Nikai, has also suggested the imperial succession rules look dated. “In an age of female empowerment, it is strange the emperor is an exception,” Nikai said in August. Nikai’s counterpart in the main opposition Democratic Party, former prime minister Yoshihiko Noda, also told the Nikkei business daily recently that parliament should discuss the problem of the shrinking number of royals as well as abdication. “Abe is a realist,” the veteran journalist said. “It is clear if nothing is done, the imperial family will die out, so it’s hard to think he will do nothing.”

Central Nagaland Tribes Council clarifies Rongmei Issue
T
he CNTC feels that it is indeed disappointing and disheartening to be writing on this issue yet again, but when facts become totally distorted, it is morally wrong, both socially and politically incorrect to remain silent as this may create more rooms for further misgivings or otherwise. The CNTC, therefore, feels that it is high time Nagas learn to differentiate and draw a clear line between facts and propagandas. The CNTC clarifies its stand that it is not against the Naga Unity or any endeavor towards the much needed and yearned peaceful solution on the Naga Cause yet it is an undeniable fact that every particular tribe resides in a particular geographical area as a tribe which are further divided into different territories such as districts, states or even sovereign nations. But this can never be summed up to justify any member or group of Naga tribes living outside Nagaland to claim to be an indigenous tribe of Nagaland state just because they happen to be a Naga. The CNTC never objected the Rongmeis being accorded the Indigenous Inhabitants of Nagaland state to those qualifying the norms of the Govt. notification dated the 28th of April 1977, No.AR-8/876 .However, the CNTC also makes the stand of the three tribes of CNTC clear to whomever concerned, that the recognition of Rongmeis with a tribal status of Nagaland state will be opposed and objected together with all the other Naga tribes of Nagaland till it is revoked. On the ongoing tussle involving the Rongmei recognition as an Indigenous Tribe of Nagaland, the CNTC takes this step in opposing the recognition of the mentioned tribe in the larger interest of the people of Nagaland and for the sake of our future generations. When the state government is not in a position and struggling hard to look after the welfare of the original indigenous tribes of Nagaland, what is their motive to include more tribes from Manipur state to create more socio-economic problems in our already beleaguered state of Nagaland? The move by the three apex hohos under the aegis of Central Nagaland Tribes Council (CNTC) on the de-recognition of the Rongmei in the state of Nagaland is a socioeconomic issue and not of political one and is never detrimental to the Naga unity whatsoever in any manner, and thus the stand of the CNTC on Rongmei issue should not be misconceived or misunderstood in any manner by anyone. Though it is not due to hatred against the Rongmeis brothers, yet the CNTC opposes the recognition of the Rongmeis as one of the indigenous tribe of Nagaland state because the CNTC feels that every tribe are recognized within their own present respective states and should remain so. On the various allegations leveled on the CNTC by the Naga Hoho, the CNTC wants to makes this clear for all and sundry. Terming that it was the Naga Hoho only who was the one playing the ‘hide-and-seek game’ by twisting the facts and the details. The Naga Hoho claiming that it still represents the Naga people when majority of the recognized tribes of Nagaland has all walked out sensing its one-sided, biased and partiality in all affairs within and without, is a story in itself. When the Nagas of Nagaland have lost every bit of confidence in it and claiming it still represents the Nagas as a sad joke and a misnomer. It is no secret to anyone that The Naga Hoho clearly does not work for the concern of the people of Nagaland anymore and instead is more interested in the people of Manipur state which can be seen by any sane Nagas. But if the Naga Hoho still wants to absurdly claim that it represents the Naga people, it can take an open referendum to see if the people still have a faith and support for them. The Naga Hoho has become like a deadwood and except working tediously for some particular groups and section only.It has lost all its meaning and significance for which it was formed originally. The Naga Hoho must earnestly have a thorough soul searching why the ENPO walked out of it or the NTC emerged. If our other Naga brothers in Manipur state or elsewhere can form an organization why not we Nagas of Nagaland? If some group of tribes can come together for social cohesiveness or for solidarity, fraternity and unity, then why cannot the CNTC? On the Naga Hoho statement “Our valued federating units who are trying to

The fundamental foundry of Naga future rests on this "unique history" and it is incumbent upon the Nagas to responsibly and collectively endeavour to induce GoI to act honourably in consonance with this "uniqueness" in real terms. The Naga people, with all the best of intention and goodwill would want to hope and believe that the "Framework Agreement" has been structured on fair application of mind based on this factor of uniqueness to establish their rightful place amongst the community of free Nations. This monumental achievement has however been deeply scarred by the lack of transparency that has unnecessarily generated a hyper toxic environment of unabated speculations and extreme suspicion. The simple logical question that remains unanswered is: "If this framework agreement truly represents

It shows their blatant disregard and an insult on the intelligence and the judgment of the three apex bodies comprising the CNTC. The CNTC being now an apex body of the three tribes,viz. the Aos , Lothas and the Sumis have every right to direct its subordinate units. When the CNTC deadline which expired on the 31st Aug.2016 was made known public in the local media and also an official copy of the ultimatum was handed over at the residence of the Naga Hoho president by a CNTC executive, denying it never received any official information is totally baseless and a lie. The Naga Hoho trying to salvage its image and calling a federal assembly on Sept.28th after a lapse of nearly one month when the deadline was already over was a total disregard to the sentiments of Nagas of Nagaland. Requesting its federating units, the Ao Senden and the Sumi Hoho to attend the assembly to discuss the Rongmei Issue was like bolting the stable doors only after all the horses has left. The fable of the snake biting the hand of the hands of a man who revived him while dying depicts the story of the Naga Hoho today. Naga Hoho is on the verge of disintegration due to its own folly and immaturity in mishandling the Rongmei issue in the first place. Even before the CNTC took up the Rongmei recognition issue some other tribal organisations of Nagaland such as the APO, CPO,ENPO ,ZPO and NTC were already against it. So how can the Naga Hoho say the CNTC is misleading the Nagas? This clearly shows that the Naga Hoho has been completely unaware of what was happening and sleeping while its own kitchen was burning. The CNTC would like to refresh the mind of the Naga Hoho by stating the following facts and details on this issue. 1.Concurring with the stand of other Naga tribes of Nagaland, the Angami Public Organisation(APO) on July 3,2013 has urged upon the chief minister Nagaland to issue notification to derecognize the Rongmei community as a recognized indigenous inhabitant Naga tribe of Nagaland and also “to put an end to the move to recognize Mao Community as an Indigenous Inhabitant Tribe of Nagaland State for the sake of justice, Naga unity, integration and simultaneously to protect the welfare of the public of Nagaland.” In a representation addressed to the chief minister, APO president Keneingunyü Sekhose, informed that in view of the apprehension felt on the issue, the APO at its April 29 executive meeting decided, that opening of the door for recognition of other Naga tribes from other states (or country) would lead to demand by other Naga tribes of similar background such as Maos, Poumais, Tangkhuls, Hemis etc. APO said if recognition was accorded as an inhabitant tribe of Nagaland, there cannot be stopping of similar demands by Naga tribes outside Nagaland and denying such would “ amount to discrimination.” APO also pointed to apprehension by Nagas of Nagaland, that they would be “overwhelmed and stampeded” if recognition was granted to others, as in the case with the Rongmeis in the last recruitment of Graduate Teachers of 2012 in Peren district. Further, APO also cited the case of Withuiliu Newmai, of Tamenglong district of Manipur who obtained indigenous inhabitant Naga tribe/BT certificate of Zeliang tribe of Nagaland state, and was recommended by NPSC against Deputy SP post reserved for BT quota of Zeliang tribe of Nagaland. APO said the issue of indigenous inhabitant certificates, BT certificates etc. has created a lot of animosity, hatred and ill feelings among the Nagas. Stating that till date, all Nagas hailing from different states and regions enjoy equal social Naga tribal status without any discrimination or distinction within the state of Nagaland, APO said the question of modification of the notifications of April 28,1977 by granting status to other Naga tribe as indigenous inhabitant Naga tribal status of Nagaland state was matter

The lack of response has caused the barometer on trust between NSCN (IM) and the people to take a sharp dip below zero as a consequence. This serious trust deficit is bolstered by the ruthless, autocratic nature of NSCN (IM), determined to unilaterally steer the course of Naga destiny towards an undisclosed future. Rather than generate an inclusive Naga tsunami against our adversary by taking all the fragmented factions and stakeholders on board an even playing field of shared respect, this unfortunate attitude of exclusive superiority complex on the part of NSCN (IM) is gravely vitiating the prospect of lasting peaceful solution. This is a time for NSCN (IM) leadership to prayerfully grope into the depth of their hearts and minds and find that true Christian compassionate wisdom and bighearted understanding to uphold due respect for Naga History which cannot but recount that every household in Nagaland without exception has paid a very heavy price for freedom. No matter which faction they now belong to today, many have courageously joined the fray facing bullets in the front line while the remaining common majority have relentlessly shouldered equal
of great concern. It viewed that an individual member of a particular tribe having immovable property or having resided in the state over a considerable length of time, did not qualify his tribe to be recognized as an indigenous inhabitant Naga tribe of Nagaland. APO also reminded the disclosure made by Rongmei Council Nagaland while clarifying to the press statement of Western Sumi Hoho “that there is no Rongmeis land in Peren district till date.” Furthermore, APO also highlighted the Gauhati High Court direction on November 22, 2012 which stated-as members of Rongmei Community did not appear in the Electoral Roll published on May 15, 1963 and also they did not fulfill the other conditions stipulated in the notification dated April 28, 1977 for issue of indigenous inhabitant certificate, indigenous inhabitant certificates are not to be issued to Rongme community. In light of above submissions, APO has urged for creation of a strong mechanism to check and prevent misuse of indigenous inhabitant certificate while stating that it has created a lot of animosity, hatred and ill feelings among the Nagas. 2. Eastern Nagaland Peoples’ Organization (ENPO) has resolved to oppose the inclusion/ recognition of Mao and Rongmei tribes in Nagaland.In a statement, ENPO president Pongom Khiam said the decision was taken during the ENPO executive committee meeting held on May 4, 2013. The meeting also resolved to seek appropriate clarifications from the state government with regard to the recognition of the two tribes in Nagaland. Pongom Khiam said the meeting was attended by elected members from the ENPO jurisdictions (ENLU), ENPO officials, all frontal organizations (ENSF, ENGOA and ENWO), members of various committees and federating tribal units. ENPO however said it supported the bills for integration of Naga inhabited areas which have also been passed by the state Assembly which incorporated integration of land along with the people. The same were passed by both the Congress and DAN governments. Subsequently close on the heels of the state government’s clarification over the issue of recognition of Rongmei tribe in response to the stand of the Eastern Nagaland People’s Organisation (ENPO) Feb.1 2014, the ENPO vice president Yonglong Konyak and joint secretary Manlang Phom expressed support to all Naga communities/brethren in terms of needs or difficulties regardless of where they are from or where they are domiciled. Putting the record straight, ENPO said it stood absolutely for all possible moral and practical support to Rongmei Naga brethren in difficulties and was willing to go to any extend to defend and uphold their rights for social, political and economic rights in this regard, the signatories said the Central Executive Committee (CEC) of ENPO had on May 4 2013, resolved to facilitate the difficulties and aspirations of fellow Rongmei Nagas in fully supporting them to avail the ‘Indigenous Certificate’ of Nagaland for all practical purposes. However, ENPO said the CEC “equally resolved to oppose and object the recognition of the Rongmei as a tribal status of Nagaland for all practical hurdles and difficulties”. ENPO also made it clear to Rongmei brethren that the eastern Nagas of Nagaland should “not be misunderstood or misconceived” in any manner. ENPO made the stand of the six tribes clear to the government of Nagaland and the department and to put on record, that while it supported the status of fellow Rongmeis in Nagaland whose ancestors were listed in the 1963 E-Roll for status as indigenous inhabitants of Nagaland to avail ‘indigenous certificates’ for practical purposes and privileges, it opposed any proposition to accord recognition of Rongmei Nagas as Scheduled Tribe in Nagaland, as per the May 4 resolution. ENPO said the resolution was adopted under the aegis of CEC and attended by officials of ENPO, members of CEC, federating tribal students, colleagues, president and colleagues of all frontal organisations such as ENSF, ENWO, steering committee members, advisors,
prominent leaders and senior members. 3. In a rejoinder to state home commissioner Temjen Toy’s statement on granting of indigenous tribe status to the Rongmei community in Nagaland, Zeliang People Organisation (ZPO) has stated that the cabinet decision on recognition of Rongmei community was “totally against the wills and welfare” of the Zeliang community. In a statement, ZPO general secretary Kiesamyi Irangaung and joint secretary Itingau Haihing said many reminders had been submitted to the state government on the issue but the latter had turned down “genuine grievances” of Zeliang community.The organization alleged that the cabinet decision on the recognition was notified without “ascertaining” facts and without “verification and any valid reason” in 2012. ZPO once again reminded that an emergency meeting held on August 23, 2012 hosted by Heningkunglwa Village Council had resolved to initiate appropriate steps to safeguard the rights/ privileges of the Zeliang people of Peren district in particular and Nagas in general. Stating that even the Gauhati High Court had issued an interim order to the state government, ZPO stated that the move to recognize Rongmei community in Peren district was “totally baseless” and contradicted the state of Nagaland.The organization recalled former chief Secretary L. Lungalang, who in his memorandum dated February 25, 1972 clearly stated that Naga tribes such as “Tangkhul, Mao, Zeliangrong etc. whose home are from place outside the present jurisdiction of the state of Nagaland cannot be treated as Indigenous to Nagaland.” ZPO said former joint secretary A. Shamungam in his notification cited criteria to determine indigenous inhabitants in April 1977 followed by other notifications issued by N.I. Jamir in August 1979, I. Longkumer in April 1983 etc.The organization also took exception to the home commissioner for ignoring and overruling court order passed by the Gauhati High Court after a case was filed by one T.A. Rongmei against the state of Nagaland dated July 10, 2003. ZPO also asked on what ground and basis the home commissioner stated that historical injustice to Rongmei has been rectified. It added that the state election secretariat had also given clarification that there was no particular Rongmei name found in the electoral roll of 1963 in Kohima and Peren districts and that there was “not even an inch of land” belonging to the Rongmei community in Nagaland. ZPO pointed out the home commissioner Temjen Toy has however correctly pointed out Zeliang tribe was included leaving out Rongmei tribe as Zeliangs had their own ancestral land/ territory in Nagaland whereas Rongmei community members were “invited from Imphal valley during later part” on October 19, 1965 by the then Tribal Council Chairman Namgaheing Iheilung to “cultivate land” which was reclaimable as clearly stated in his appeal. The organization also alleged that the enumeration report submitted by the committee was “fictitious and baseless” and reiterated that the names of those (223) Rongmei enlisted in the list submitted was not from Peren district prior to the electoral roll of 1963.Alleging that the move to recognize Rongmei was “purely political gimmick and divisive policy of some politicians”, Zeliang People Organisation said it was made to create “disharmony among peaceful citizens in the state and Peren in particular. It has termed this policy of “dual identity” as discriminatory and was taking advantage of the “patience and meekness” of native Zeliang people of Peren district. ZPO reminded Temjen Toy to note the law of the land and “study the ground reality, fact and circumstances” before issuing clarifications and before becoming a “prey to a political trap.” Questioning the authority of the commissioner, Zeliang People Organisation said that if the government of Nagaland could accord sanction to Rongmei as an indigenous tribe of Nagaland, why not the same yardstick be followed for original Nagas living in Myanmar, Arunachal, Assam, Manipur so that equality and historical justice prevailed to the entire original Nagas. Zeliang People Organisation added that this statement was issued based on fact and circum-

Both the frontline and the rear were indispensable equal partners in this desperate struggle for selfdetermination. After weathering inhuman trials for so long, failing to respect the legitimate right of the stakeholders with such arrogant impunity is the ultimate definition of a humiliating insult being poured over the cross bearing majority. The people of Nagaland being treated like a beast of burden only fit to bear the 'out of control' unregulated greed 'tax'/extortion but being marginalised as 'unfit' in the decision making process is absolutely unjustifiable and unacceptable. These are critical times that demand harsh truth to be placed on the table and dealt with forthrightly without bias, fear or favour for the greater good of all. The truth is this: We are being faced with a very unfortunate circumstantial reality that the fate of the entire Naga race is singlehandedly being dictated by one solitary human
being in the person of Mr. Th. Muivah, the General Secretary, NSCN (IM). It is a universal knowledge that he is the undisputed dictator behind the facade of an impotent "Collective Leadership" within the NSCN (IM) set up. This already unhealthy imbalance in their system is further being reinforced by the utterly unscrupulous over-ground political leaders of Nagaland who have no vision beyond their immediate selfish political survival for power and money. Each of them has divorced reason as they flock faceless to Hebron to give their worthless mandate just so as to garner the support of NSCN (IM) in the coming election or fish for a future post of Kilonser in the event NSCN (IM) forms the next government by being in their good book. They do so at the cost of abandoning the honourable path of ensuring common good for all...for all times to come. This miserable caravan is also joined by many Apex NGOs spearheaded by Naga Haha, who have long since sold their souls to the devil and are prepared to toe the line as dictated by the powers that be. The intellectuals along with the common masses have helplessly been silenced by the fear
factor induced by AK-47. This has necessarily induced 'courage' to take a very long vacation abroad with no intention of coming home. The sense of pride in us as once 'honourable courageous people' is the first casualty causing us to now tamely accept our fate and the fate of our children to be decided by one single uncompromising dictator. With what face can Nagas of Nagaland complacently tolerate this insufferable affront lying down is anybody's guess? The world has generally moved on from medieval era of 'might is right' to a more vibrant democratic civilisation that acknowledges the rights of individuals. Even China has abandoned Mao Zedong's Red Book philosophy and has since taken giant strides, rapidly becoming a world economic powerhouse because of their liberal open door policy. Without the expressed consent of the people, NSCN (IM) proposes to impose their out of tune communist ideology taken out from the 'red book' to compel the Nagas to stagnate in medieval times by expecting an unquestioning blind faith to this 'one man organisation' on an important subject of such magnitude as our future that hangs in a
balance. Claiming people's mandate on ground that the people pay sovereignty related tax to NSCN (IM) is the height of all moronic daydreaming detached from ground reality. People would pay tax even to a rat if that rat is pointing AK 47 at them... which NSCN (IM) and all the other Factions have been doing ruthlessly thus far. The only historical mandate ever endorsed by the people of Nagaland for freedom was the Plebiscite of 1951 (P-51) which has long since been buried because of factionalism. Obtaining socalled public endorsement and mandate through bogus pre-concluded consultations does not even convince an ant leave aside a thinking person. Be it NSCN (IM), NNC or any other factions...none can command an honourable claim to P-51. The only way for the Nagas to exhume P-51 is to regroup as a united house that the bloated factional egos still won't allow. The preferred road to unity is therefore to set aside this cancerous ego and take into serious cognizance that all factions have acquired dark spots of omissions and commissions without exceptions in this long road of self-determination, and also sen-

The CPO on Sept.28, 2016 maintained that any negotiated settlement that differed with this principle would render the outcome futile and so consent of all stakeholders must be taken for the talks to be inclusive so as that the outcome was honourable and acceptable to all people. They also recalled that the state government notification on August 4,2012 was in pursuance of the cabinet decision on July 23,2012 to recognise Rongmei as one of the Naga tribes. Chakhesang Public Organisation said such a status did not befit the community since they are already recognised as a tribe in Manipur besides not having any ancestral land in Nagaland. They however said the CPO was not inimical to accord indigenous inhabitant to the Rongmeis in line with the notification dated April 28,1977 issued by the government of Nagaland. They urged upon the government to review the anomalies and loopholes in the Act in the greater interest of all Nagas. A Naga will remain Naga no matter even if he/she settles in Arunachal, Myanmar, Assam, Manipur or anywhere but giving the status of an indigenous tribe is altogether a different matter. When Nagaland today has reached a saturation point in the government employment and scarcity of land and its resources, we cannot remain mute when the status of indigenous inhabitant tribe of the state is given to anyone who demands it. The guideline notification dated the 28th of April, 1977 No. AR-8/876 had clearly defined the status of the Indigenous Inhabitants of the State of Nagaland. The criteria for determining a person to have had a permanent settlement in the state of Nagaland prior to 1-12-1963, must be a person whose name or parents’ name or legitimate guardian’s name, in case the person was then a minor should have been enlisted in the Electoral Roll published on 5-12-1963; or a person or his/her parents or legitimate guardian should have acquired property and possessed patta prior to 1-12-1963. The Committee headed by J. Alam, IAS Home Commissioner, Nagaland clearly stated in its report “Such a status while entitling them to avail all the benefits of reservation to pursue employment and education will not make them an indigenous Naga tribe of the State”. Members of Rongmei community who are qualified as per the criteria as laid down by a notification dated 28th of April, 1977 No. AR-8/876 is entitled to be an indigenous inhabitant of the state of Nagaland. Nonetheless, such entitlement will not make them indigenous Naga tribe of the state. THE STATE CABINET BLATANTLY DISCARDED THE EXPERT COMMITTEE FINDINGS AND HAD TAKEN POLITICAL DECISION TO RECOGNIZE RONGMEI TRIBE AS INDIGENOUS INHABITANT TRIBE OF THE STATE OF NAGALAND ON THE 23/7/2012 AGAINST THE POPULAR WISHES AND INTEREST OF THE PEOPLE.MOREVER, OUT OF THE TWELVE CABINET MINISTERS FOUR OF THEM DID NOT APPENDED THEIR SIGNATURE FOR THE RONGMEI RECOGNITION. On the Naga Hoho claiming, their letter dated September 22, 2008 to the state government contained just the opinion and views of the Naga Hoho and not “endorsement” as alleged ,here the CNTC clarifies that the subject of the letter itself reads as “ GRANTING of status of Indigenous Naga Tribe to Rongmei Community settled in Nagaland.” As a matter of fact and to put the record straight the word “Granting” means yielding, surrendering, giving away, conceding or compromising and is much stronger than the word “ Endorse” which only means support or approval. The very subject of the letter states itself the Naga Hoho’s acknowledging the indigenous Naga tribe status for those Rongmeis of Nagaland on the letter itself. This is the root cause for this entire imbroglio which need to be corrected for once and all keeping the Nagas of Nagaland future intact and preserved.

Considering the historic distance that has so far been covered, his continued leadership in an amalgamated inclusive platform ought to be a foregone conclusion that he ought not to doubt. Heart to heart talk amongst the factional leaders with relaxed rigidity seems to be the missing link that should earnestly be given a rethink. The problem is not only limited to NSCN (IM)'s unwillingness to talk to the other factional leaders but they also seems to be having a serious mind block of really communicating with the neutral intellectual class. Any negative perception about NSCN (IM) will persist as long as they continue to trumpet their one-sided exclusive supremacy tune in isolation. While it is true that nothing tangible would result from an unregulated mass interaction, it would perhaps be desirable if NSCN (IM) set up some kind

of a 'National Movement Forum for open discussion' where selective, reasonably smaller groups of wellmeaning intellectual critics gets a space to candidly raise issues of common concern and afford NSCN (IM) the opportunity to interact and also clarify wherever necessary. One believes that this healthy cross ventilation of ideas and inputs will be refreshing and beneficial for all concerned and bridge the gap of mutual distrust. New directions that were otherwise missed out before could even result from such open-minded discourses for all we know. This necessarily means that the earlier 'consultation' format of onesided lecture followed by a pre-determined endorsement of resolution by 'yes men' in attendance should be abandoned. Fair minded Naga intellectuals being able to see through the fog would then become useful assets to act as a vital catalyst to generate healthy momentum for Naga unity. As the present eldest leading faction amongst the brothers, the onus rests with NSCN (IM) to actively explore every possible option for clarity of vision towards the path of least resistance within the Naga family... because Nagas deserve a better future. he launch of a new boutique store in Dimapur caught our attention, only to discover the amazing spirit of entrepreneurial passion and vision of two young female entrepreneurs. A last minute decision to book tickets and travel to Aizawl was the result of a boutique store named “Charis” by Aten Imchen and Longtisenla Sayer. Launched on September 26, “Charis” works with
designers from Aizawl in making quality and fashionable formal blouses for women. Noticing that there are so many boutique stores in town which sell apparels for young women, but very few for older women, they decided to seize this gap in the market! After much research, they also realized that there were many takers for blouses which were stitched and sold by local designers in Aizawl. Aten and Longtisenla remark,
“Mizos wear lovely blouses with their Mekhalas (traditional sarongs) to Church and formal occasions. So we decided to bring the same to our clients in Nagaland.” The two young entrepreneurs admit that the response has been good so far. enry Threadgill has been awarded the 2016 Pulitzer Prize for music this year at a ceremony in New York City last evening (Oct 13, 2016). Threadgill has been known as “a composer and bandleader of intense, unyielding originality, and nobody’s idea of a compromise,” to quote the New York Times. He is both a composer and multi-instrumentalist who studied composition at the American Conservatory of Music in Chicago. A highly respected artist, he is one of those rare composers whose work has been celebrated at a festival dedicated to his work while he is still living, at the twoday “Very Very Threadgill” festival in New York City in 2014 where well known musicians from all genres came together to play a retrospective of his work. It comes as no surprise to many that he has been awarded the prestigious Pulitzer Prize for music this year. But in many ways, his award also comes as a breakthrough moment for an original and iconoclastic voice in music, one that has not followed the traditional path to be recognized with a Pulitzer. Threadgill has had numerous commissions and awards throughout his career. He has composed music for theatre, orchestra, solo instruments, and chamber ensembles. With dozens of albums throughout his career that have won him accolades,
it was his album “In For a Penny, In For A Pound” released in 2015 that won him the Pulitzer. It is a work written in four main movements to be performed in a chamber space for tuba, cello, guitar, saxophone/flute and drums. Threadgill has a strong connection to Nagaland, as he has been married to Senti Toy from Nagaland for the past twenty-five years. Senti Toy, herself a singer songwriter started off her musical career in Mumbai as a recording artist whose voice was used for numerous advertisements for TV, radio and films. She went on to release her own album that was received with much critical international acclaim, one that was also picked as one of 2007’s top ten albums by the Wall Street Journal. So far that has been her only album. She went on to get her doctoral degree in Ethnomusicology. Senti Toy lives with her husband in New York City.

ur happiest moments as tourists always seem to come when we stumble upon one thing while in pursuit of something else” (Lawrence Block) No place has ever touched my soul as much as this quaint little village which is just two hour’s drive from Kohima. For quite some time, I had learnt about Dzüleke and its unique rural approach to eco tourism that made it one of my top places to visit. There are times when

certain place or people simply get to you good. This experience was one of those times. The laid back environment and the picturesque nature made me and my friends squealed with delight like small children in a park, in our arrival. Maybe, after a grueling and dusty summer in Dimapur, this was the perfect getaway that we all needed to rejuvenate our minds and senses. Nestled among misty mountains, Dzüleke has only 33 households with around 100 inhabitants. It was fascinating for me to learn that there was no mobile connectiv-

ity at Dzüleke because this was a challenge for me to experience whether I can overcome my dependency on modern amenities. I thought I was the only one who assumes this place to be extremely surreal. As one of my companion said “I could not believe that I am at a place like this. I wish I could capture everything and what I feel with my camera.” It is quite appropriate for me to mention that this is one place which naturally brings positivity to one’s state of mind, like it did to me. The morning I woke up at this beautiful ‘home-stay’ cottage run by a lovely female graduate named Kevi, I delightfully exclaimed to my roommate, at the serene silence except for the nature tune – birds chirping and the calm sound of the river flowing. Also, walking along the village road early in the morning was another enlightening experience. The almost empty street with wild flowers growing abundantly, the cool air, the mist erupting from the forest mountains with low murmurs

from few houses and a 80’s hit song playing softly at a house along the slope brings out the charm of this appealing hamlet. As a foodie, the sumptuous local meals prepared by the villagers are to die for – the organic fresh vegetables, fresh crab chutney and the local chicken curry with their own grown rice. Regrettably, the mountain trout which I was really looking forward to enjoy could not be fulfilled as the fishing season was over. Though I did not experience the few activities available, Dzüleke is also an ideal destina-
tion for trekkers with three types of basic trekking trails which are operated by trained village guides. Additionally, there are also two picnic spots with clear Fresh River and the beautiful landscape as its background. My initial intend for this trip was to experience camping with tents which are available at the village. But, the last of the monsoon rain could not make it possible. Hence, I look forward for my next trip to Dzüleke which will be exclusively for camping above the river by the misty mountains.
