A computerized water billing system for Kohima town water supply, the first of its kind in Nagaland was launched here today. As of now, the PHED has a total of 6072 domestic consumers and 12 commercial consumers in Kohima. Launching the new system, Er Kevisekho Kruse, Chief Engineer, PHED said that with the launching of this new technology for improving revenue management, “we hope that the same software will be adopted in all major towns in all districts soon, thereby bringing much improvement in the revenue sector.” He said that Kohima Urban Division is now the best performing division in terms of

DNSU cautions students against inappropriate use of social media DIMAPUR, OCTOBER 14 (MExN): The Dimapur Naga Students ‘Union (DNSU) today cautioned students to refrain from “inappropriate use of social networking.”. It asked students in uniform to be vigilant, stating: “students loitering in uniforms during school hours and also indulging in notorious activities will not be tolerated.” The DNSU, in a press note reminded hostels/PGs within its jurisdiction to strictly follow the “moral code of conduct,” warning that “defaulters will be dealt strictly even to the extent of shutting down the hostel. The DNSU also said it would conduct surprise visits to all the hostel/PG within its jurisdiction.

NU without Vice Chancellor since Sept 7 DIMAPUR, OCTOBER 14 (MExN): The Naga Students’ Federation (NSF) has asked the Governor of Nagaland, who is also Chief Rector of Nagaland University (NU), to initiate for appointment of a Vice Chancellor for NU at the earliest. In a letter to the Governor, the NSF reminded that NU has been functioning without a Vice-Chancellor since September 7 after Professor BK Konwar completed his 5 year tenure. “It is imperative that a Vice Chancellor be appointed for smooth functioning of the University,” the NSF said.

RALH urges vigilance against miscreants DIMAPUR, OCTOBER 14 (MExN): The Ralan Area Lotha Hoho (RALH) today stated that a group of 6 to 7 miscreants “are often found moving around in suspicious manner in the hill section adjoining the foothill under Chandalashung village in Ralan area.” It informed that the same group “are also alleged to have been involved in anti social activities like breaking open farm houses and stealing goods and materials.” A press note from the RALH asked the SDO (C) Ralan to verify this and depute Nagaland Police in the area. It asked that the SSB posted in the area “not allow any non local to enter the hill section without ascertaining their identity/permit from the SDO (C) Ralan.” It further informed plantation/farm owners to obtain permit letter from the concerned officer “as and when they intend to engage non local labour to work in their farms/plantations.”

Nagaland State Governor PB Acharya on Friday said it was high time that the Naga public say, “Get Lost” to those people who are looting public money. Stating that the public was being blatantly looted of crores of money meant for their welfare, the Governor, in obvious reference to corrupt politicians and their intermediaries amongst others, which are aplenty, hinted, “These people are respected everywhere, they are honoured. But nobody has the guts to say to them you are a bad man and get lost.” “Stand up, it is high time, this is democracy, we all have our own votes. Unless we stand up and look at the people who are the most treacherous eye to eye and tell them to get lost, Nagaland will never come up,” Acharya said, while addressing the foundation day cum graduation day of the North East Institute of Social Science & Research (NEISSR), the first Master of Social Work institute under Nagaland University. Sharing his observation of the present Naga society, Acharya said money has become everything for the Nagas. “We have condemned our self. Money has become everything for the Nagas. Everywhere there is greed for money, even for public purposes.” Emphasizing that it is not only those highly respected people holding public offices that have a craving for money, Acharya highlighted how a number of central projects, which would have benefitted the public had to be shelved just because landowners (public) demanded compensation beyond the affordability of

the centre. In a similar vein, Acharya said students should also not be “self centered highly educated empowered graduates and earn money, money and money,” which is highly prevalent in the country. He lamented that despite all the great religions that thrive in India, blessed by many a fathers, brothers, saints, puris (priest) among others, money has become the “real go” for the people. According to the Governor, the knowledge to earn money is not the end of things and that is not taught in universities.” “Your education, your empowerment is not only for you,” he exhorted the students while adding that students should not enter the university only for the degree, because “degree is not the ultimate goal, it is the beginning your life.” Exhorting the graduates to fathom into the needs of the society instead of looking at their

qualification as just a means to earn their livelihood, the Governor said even though the subject of social work is considered a professional course, it calls for a mission; a mission towards making life of other humans better.

Merely churning out graduates should not be role of universities

The Governor also voiced his concern on the present trend of commercialization of education by universities and the need to make it more skill oriented. He said even though Nagaland has five universities, thousands of Naga youths go to Mumbai, Delhi, Bangalore and other states in mainland India for higher education or better opportunities. “When we have universities here why can’t it supply the need of the people,” Acharya questioned while pointing out that merely churning out graduates should not be the ultimate role of

the university. He felt that unless and until Nagaland is good in Nagaland, it won’t benefit anywhere. “Yes we are proud of that but we are not only dancers and musicians. We have wonderful doctors, wonderful social workers, wonderful literary people, we are second to none but we have condemned our self –economically,” Acharya commented while adding, “we wait for everything from the centre.” The Governor suggested that creating the natural repository / resources of Nagaland to wealth should be the first and prime responsibility of the university. He said university education should provide knowledge with skills in tune with the present requirement so that the students become employable. Altogether, 43 students graduated with specializations in Community Development, Peace & Conflict Transformation Studies and Youth Development.

He informed that the target for the year for this division alone is Rs. 80 lakh, and hoped that the final achievement for the year will exceed this target. “For a long time until now, the department had been struggling to carry out revenue collection through conventional manual method of billing which involves much volume of work and also subject to many avoidable human errors,” he said, adding that it has been the endeavour of the department to shift over to a computerized system of billing and also to open up more payment counters involving the services of banks. As of now, only the computerized system of billing is introduced but soon we will be making facilities available to all consumers to make their water bill payments through banks, he added.

BJP becomes part of Arunachal government GUwAhATI/ITANAGAR, OCTOBER 14 (IANS): The BJP became a part of the Arunachal Pradesh government with its senior leader Tamiyo Taga was sworn in as a minister in Chief Minister Pema Khandua’s cabinet on Friday. Governor V. Shanmuganathan administered the oath of office and secrecy to the new minister in an impressive function at the Darbar Hall of the Raj Bhavan in Itanagar, attended by Chief Minister and his cabinet colleagues. While Taga was accommodated in the cabinet, state Industry and Textiles Minister Tapang Taloh was dropped from the cabinet. Khandu, during his recent visit to New Delhi, met BJP national president Amit Shah and

appealed him for BJP’s participation in the government for the sake of development. BJP was only supporting the Peoples’ Party of Arunachal (PPA) government in the state from outside. Khandu, son of former Chief Minister Dorjee Khandu, became the state’s Chief Minister almost dramatically after the Congress chose him as the leader of the Congress Legislature Party (CLP) replacing Nabam Tuki in July this year. The development took place after a Supreme Court verdict reinstated the Tuki led Congress government in the state. However, the Congress Legislature Party elected Khandu as its leader in place of Tuki just ahead of Tuki’s floor test in the House.

DIMAPUR, OCTOBER 14 (MExN): A nine member delegation comprising of Naga Hoho executives and presidents and colleagues of the Angami Public Organization (APO) and Chakhesang Public Organization (CPO) called on Nagaland Chief Minister, TR Zeliang seeking re-examination of the Municipal Act of 2001 and the Rongmei recognition issue. During the meeting, the Naga Hoho submitted two representations to the CM.

Regarding land holding system, the Naga Hoho stated that the “pride of the individual Naga in having the authority to judiciously use and develop his land should not discarded.” It cautioned that if the government fails to amend the Municipal Act and goes ahead with the ULB elections without proper consultations, “unwanted situation” would arise in the state, “which will widen the division among various sections of society.”

‘Amend Municipal Act 2001’ On the Municipal Act of 2001, the Naga Hoho memorandum pointed out points in contravention with rights guaranteed under Article 371(A): (a) 33% women reservation, (b) Tax and (c) landholding system. Regarding women’s reservation, the Naga Hoho reiterated the “time immemorial social, customary and traditional usages of the Nagas where no such reservation was practiced by our fore fathers.” It opined that the Nagaland State Government “should not compare Naga women to Dalit, Adivasi, Sutra, Kaas women etc.” The reservation policy of the Government of India is meant “for mainstream Indian women who are within the cursed spell of the caste system,” it claimed. “Given the factual status of the Naga women comparing with Indian women in toto, our women folk rather play a vital role in all spheres of the Naga community,” it added. Meanwhile, the Naga Hoho pointed out that Section 120 of the act provides the power to impose inter alia land and building tax within its limit of municipality or town council. It cautioned that “multiple taxation or the different forms of taxes under Municipal Act will be contested strongly by the Nagas against the traditional and the conventional usage of taxation in our land.” “Imposition and collection of tax on land

‘Re-examine Rongmei recognition issue’ Regarding the Rongmei recognition issue, the Naga Hoho asked the CM to keep in mind that any such issue should not jeopardize unity of the Naga family. “We urge your competent authority to reexamine the decision of the state government through the constituted cabinet subcommittee on Rongmei issue in depth and find out the solution in consultation with all stake holders/tribe Hohos at the earliest,” it added. In a 2008 letter to the government, the Naga Hoho had viewed in favour of granting Indigenous Naga inhabitant status to Rongmei community settled in the state prior to the formation of Nagaland state as enjoyed by Kukis, Garos and Kacharis in accordance with the Government Notification No.AR-8/76 Dated-the 28th April, 1977. It had also opined that the committee should “examine with all seriousness in regard to conduct of enumeration and to include only the eligible Rongmei community so as to avoid communal misgivings in future.” It lamented that despite repeated clarifications, the letter written to the government in 2008 and the position of the Naga Hoho “is being misconstrued.” CNTC statement on Rongmei recognition issue on Page 10

Nagaland Minister for Election, National Highway & Mechanical Engineering, Nuklutoshi Longkumer today stated that while other societies and civilizations are marching forward, Naga society on the other hand is going “backward.” The Minister said the main reason why Nagas are going backward is because Naga people tend to divide themselves along tribal lines and they do not want to recognize each other. Citing the case of the United States, Nuklutoshi claimed the US has emerged as the most powerful nation because American society does not discriminate or distinguish its citizens along class, racial or religious lines. On the other hand, he said though Naga tribes have been living together for centuries, yet they fail to recognize each other. Addressing the inaugural programme of the general conference of Zeliangrong Baudi Nagaland (ZBN) at Beisumpuikam Village on Friday, the Minister said the need of the hour is “peace and unity” if Nagas are to have a future. Nuklutoshi also said the only way out to secure the future of the Naga people is for Nagas to unite and seek for political solution at the earliest. Alluding to the ‘Framework Agreement’, he said if Nagas do not grab the opportune moment, then hope of a solution to the Naga problem may not come again even after a hundred years. The Minister cautioned that once solution eludes the Nagas, then problems created by thousands of educated unemployed Naga youths would dwarf the present problems associated with the Naga political groups. Calling the Zeliangrong people a blessed tribe among the Nagas,

he said the Zelaingrong land is bequeathed with ideal topography, mineral resources and fertile valleys and hills. He called upon the Zeliangrong community to stay united and also be messengers of “peace and unity.” Resource person of the conference, Idailung Thou, NPSC member, who spoke on the topic “Structuring common political vision” said the nomenclature of the Zeliangrong community is not political or man-made but that the brotherhood of Zeliangrong community is a gift of God. Idailung said whereas Nagas as a whole remained silent when a minority community settled in land bequeathed by the Zeliangrongs in Nagaland was given recognition by the state government, now a section of Naga people are staunchly opposing recognition of Rongmei, who are blood brothers of the Zeliang community in Nagaland. For equitable progress, Thou said unity should be practiced in letter and spirit and not merely lip service. He said the aim of political activity should be development. Everyone should shoulder equal responsibility, he stated while adding that shifting of re-

sponsibility would kill the Naga cause. Stating that sustaining economy and development should be the political vision, he said ‘Building together’ (the theme of the conference) should be the political vision particularly for the Zeliangrong community. President, ZBN, Rangsam N Hau, in his presidential address said the Zeliangrong people are presently confronted with many issues and apart from problems within, there are many external forces and elements trying to sow the seeds of discord among the Zeliangrong people. Hau also pointed out that the Zeliangrong People Convention movement for Zeliangrong homeland, one of the earliest political movements in the region, was kept in abeyance keeping the larger interest of the Nagas. “However, forgetting this genuine sacrifice that the Zeliangrong people made, some elements are trying to sideline our legitimate legal rights specially in connection with derecognizing the Rongmeis as an indigenous tribe of Nagaland. The Zeliangrong people cannot and will not accept this as a solution, because it will mean putting the future of our children and generation thereafter at stake”, he said. The ZBN president further said that if the present trend of “discrimination and deprivation of our basic rights of brotherhood by our own Naga brothers and the government continues, the Zeliangrong people will be left with no other option, but to start the Zeliangrong People Convention movement afresh.” Naga Hoho Vice President, HK Zhimomi, in his solidarity message said even as the Naga Hoho is trying its best to integrate all Naga inhabited areas, there are some forces bent on sowing the seed of division among Naga brethrens.
