NSSATA agitation from October 17 DIMAPUR, OCTOBER 15 (MExN): The Nagaland SSA Teachers Association (NSSATA) is set to begin its first phase of agitation from October 17 by boycotting their classes. This was informed in a press note from the NSSATA today. It may be noted that the seven day ultimatum served by NSSATA to the state government to respond to their grievances expired on October 15.
NTSA calls for mass casual leave on Oct 17 DIMAPUR, OCTOBER 15 (MExN): The Nagaland Taxation Service Association (NTSA) has resolved to call for a one day mass casual leave on October 17 in compliance with the directive issued by the All India Confederation of Commercial Tax Associations (AICCTA). A press note from the NTSA informed that this decision was taken during an emergency executive meeting on October 13. It may be noted that the AICCTA had called for the mass casual leave in protest against the GST Council’s decision to keep the administration of Service Tax Assesses exclusively with the central authorities and “irrational distribution” of power and functions between the central GST officers and state GST officers. On October 17, a protest demonstration is also set to be held at Jantar Mantar, New Delhi under the aegis of the AICCTA, where two representatives from the NTSA will be participating. The NTSA, in its press note, appealed to the state’s representatives to the GST council meeting to project and impress upon the GST council the “legitimate demand of the state’s Commercial Tax official in the interest of the state’s fiscal autonomy with the advent of the GST regime.”

India and Russia sign energy, Indefinite NH 29 defense deals worth billions bandh from Oct 17
GOA, OCTOBER 15 (REUTERS): India and Russia signed billions of dollars of defense and energy deals on Saturday at a summit that sought to inject new life into a relationship that has been tested by shifting global alliances and conflict in the Middle East. Under the biggest agreement, a group led by Russian state oil major Rosneft said it would pay $12.9 billion for a controlling stake in both India’s Essar Oil and port facilities that it owns. The countriesannounced plans for a joint venture to build helicopters in India. New Delhi said it would also buy surface-to-air missile systems and stealth frigates from Moscow. The Rosneft-Essar deal will be the biggest foreign takeover in India, and Russia’s largest outbound deal, according to Thomson Re-

DIMAPUR, OCTOBER 15 (MExN): October 16 is set to be observed as World Food Day, commemorating the founding day of Food and Agriculture Organization of the United Nation in 1945. World Food Day is observed to reaffirm efforts towards ‘zero hunger’ as a global goal. A press note from the Director of Agriculture, Nagaland informed that the day is celebrated by many organizations concerned with food security including World Food Programme and the International Fund for Agriculture Development. Since 1981 World Food Day has adopted a different theme each year in order to highlight areas needed for action and provide a common focus. The theme for World Food Day 2016 is “Climate is changing, food and agriculture must too”. The Director stated that the global population is growing steadily and is expected to reach 9.6 billion by 2050. To meet such a heavy demand, agriculture and food systems will need to adapt to the adverse effects of climate change and become more resilient, productive and sustainable. Population growth and urbanization are coinciding with increase of poor nutrition around the world. Climate change, the Agriculture Director added, is going to exacerbate the loss of crop biodiversity unless managed in a
sustainable manner. Once genetic resources are gone, there will be no option to retrieve them back. One of the biggest issues related to climate change is food security. The world’s poorest are farmers and they are hit by increasing frequency of weather related disasters. The FAO is working with countries to improve livestock management and mitigate the effects of climate change which contribute to nearly two thirds of agricultural greenhouse gas (GHG) and 78% of methane emission. Deforestation accounts to 10-11 % of GHG emissions. The world aims to achieve zero hunger by 2050, hence climate change is a big challenge to achieve this goal. This year’s theme requires effective chain between the producer and the consumer. The diversity of all local food sources including wild foods is to be protected to fill the nutrient gap for livelihood support. Climate resilient agriculture production system may even change our food basket. Therefore concerted efforts of all stake holders to support the conservation and sustainable use of agricultural bio-diversity, by creating awareness through knowledge, food value chain and community initiatives. “Needless to say, as consumers we ought to change our attitude to food habits that is think, eat and save food, because there are 795 million people still suffering from insecure food supplies in the world,” he added.

The BJP Nagaland State Unit today said the vexed Naga political problem, which is presently under negotiation between the Government of India and the NSCN (IM), should be expeditiously resolved through inclusive dialogue with all stakeholders for a permanent solution. The state BJP also said it would participate in the upcoming local municipal and town committee elections as and when notified by the state government. The party informed it would continue to pursue the central leadership for guidance and logistic support as the State prepares for municipal and state assembly elections. The state BJP also urged the Centre to constitute a separate North East Coordination Committee for BJP to strengthen the party and to ensure better understanding in the NE. These resolutions were adopted at the third executive meeting of BJP Nagaland State held on October 14 and 15 at Hotel Saramati, which was attended by State BJP office bearers and party workers from all districts. State BJP leaders and party leaders from the Centre addressed the party workers in the two-day meeting. The unit further resolved to actively pursue an open door policy for all members who wish to join the party without pre-conditions. “Stalwarts and senior leaders will be entitled to active membership; however any member should follow the procedure as laid down in the constitution of the party. No member of the party shall take up any matter with the higher authority without going through State party office”, the resolution stated. Another resolution stated that the State BJP is committed to pursue the development agenda of the BJP-led NDA Government for the welfare and development of the people of Nagaland and urged the DAN alliance partner to work in close co-ordination with the State BJP in this endeavour.
NCSU says it has no intention to obstruct Four Lane Project

DIMAPUR, OCTOBER 15 (MExN): The Nagaland Contractors’ & Suppliers’ Union (NCSU) today clarified that it has no intention to obstruct the proposed construction of the 4 Lane DimapurKohima road. A press note from the NCSU said it would render full cooperation for successful completion of the project. “The NCSU would appeal to all responsible citizens of Nagaland not to be misled by propaganda and speculation but to understand the truth behind it,” it appealed. However, the NCSU stated that it has time and again raised objection against M/s Gayatri & Maytas joint venture (JV), which it said has “miserably failed in the construction of 2 Lanning of LonglengChangtongya,Tamlu-Merangkong road, Phek-Pfütsero and Zunheboto-Chakhabama road
under SARDP Phase-1.” This was awarded to them in 2010 with total tender amount of Rs. 987 crores and the work order amount of Rs. 1131 crores was enhanced to Rs. 2988 crores, which was almost triple from the original DPR. “And so far Rs. 383 crores approximately has been released to the company, whereas work completion is not even 1km till date,” the NCSU stated. It questioned “how this huge amount was spent?” “The NCSU is of the strong opinion that the same fate should not be repeated in the future in the construction of other mega projects in Nagaland,” it stated. Informing that the same company has been awarded another work in the proposed construction of 4 Lane Dimapur-Kohima road in package No.3 (three) from Pephima to Jotsoma bypass, the NCSU
expressed “reservation that the said company may not be able to execute the work properly and with workmanship according to the laid specifications.” It therefore appealed to all stakeholders “to put our common welfare above personal interest as Dimapur- Kohima NH 29 is the lifeline for the entire State.” The NCSU also expressed regret at a recent statement reported to have been made by the Commissioner and Secretary, Work & Housing, Government of Nagaland. The NCSU claimed that the Commissioner and Secretary had “defended M/s. Gayatri & Maytas (JV) with regard to the failure of SARDP Phase-1 project and also in getting work under the 4 Lanning Dimapur-Kohima road...” “Further, the statement of the Commissioner & Secretary of the W&H department that the SARDP Phase-1 was
not Abandoned by M/s. Gayatri & Maytas (JV) is misleading and not true as all the commuters of these roads are living witnesses and at the same time the question of making indirect intimidation to the company by NCSU does not arise because everyone knows that the NCSU always stands for common welfare, justice and fairness,” it added. Meanwhile, appreciating the position and the concern shown by the Western Angami Public Organisation (WAPO) regarding the proposed construction of 4 Lanning Dimapur- Kohima road under its jurisdiction, the NCSU however appealed for the WAPO to work hand in hand with NCSU with full understanding for the common interest. It also asked all NGOs and civil society groups of all levels in Nagaland to “stand united for our common good.”
DIMAPUR, OCTOBER 15 (MExN): The indefinite NH-29 bandh called by the Co-ordination Committee on Fuel Adulteration (CCoFA) will begin on October 17 from 6:00am. A press note from the CCoFA informed that as a first part of its agitation, no tankers or government vehicles (NL-10s) will be allowed to ply on the said route. However NST buses will be exempted from the bandh. Informing that volunteers will be deployed at New Field Check Gate, Dillai Gate and Chumoukedima Check point, the CCoFA informed travellers to “be careful since entry of government vehicles to Dimapur from Assam side too will be barred nor allowed to leave for Assam.” “The nature of the indefinite bandh is such that there shall be no restrictions on vehicular movements inside the towns, including government vehicles,” it added. However movement of oil tankers inside the town will be prohibited. The CCoFA cautioned that if the government does not accede to their demands for CBI inquiry
Fuel Adulteration Issue: Govt asks CCoFA to call off bandh
• Says not advisable to change the investigation agency • Charge-sheets to be submitted in ten days DIMAPUR, OCTOBER 15 (MExN): An emergency cabinet meeting was held on October 15 to deliberate on the recommendations of the Coordination Committee on Fuel Adulteration (CCoFA) demanding transferring of the two fuel adulteration cases registered in Dimapur to CBI for investigation. It also discussed the CCoFA ultimatum, which threatened to enforce a bandh on the National Highways within Nagaland State from October 17 onwards, in case their demand is not met. A press release from the Nagaland Chief Minister, TR Zeliang and Chief Secretary, RB Thong informed that due deliberation was done taking into consideration the detailed SIT report on the progress of the investigation made so far in the two cases and the inputs from the Chief Secretary, DGP and other officers were also taken. The meeting decided that “as the investigation by the SIT is in advanced stage, it is not advisable to change the investigation agency at this juncture.” Meanwhile, the DGP was directed to instruct the SIT to submit an interim report to the government and also file charge sheets in the court within the next 10 days. The press release further informed that the Chief Secretary would convey the decision of the cabinet to the representatives of the coordination committee and the “substantial progress made by SIT, whose mandate is to comprehensively cover the subject matter as given in the two FIRs.” Informing, that the charge sheets would be submitted in 10 days, the press release asked the CCoFA to call off the proposed bandh on National Highways from October 17. into fuel adulteration in the state, it would initiate the 2nd phase of indefinite highway bandh where vehicular movement will be “totally stopped, statewide.” It further requested all Manipur tankers to
avoid plying on NH-29. The CCoFA assured the public that the indefinite bandh will be peaceful, and appealed to all its supporters that “there should be no violence since the agitation is on a moral issue.
