Soft drinks may age you as fast as smoking NEw YORk, OCTOBER 17 (IANS): Daily consumption of half-a-litre of sugared soda is linked with 4.6 years of additional biological aging, effects comparable to that of smoking, finds a new study. The study found that drinking sugary drinks is associated with cell aging, suggesting sugar-sweetened soda consumption might promote disease independently from its role in obesity. The study revealed that telomeres - the protective units of DNA that cap the ends of chromosomes in cells - were shorter in the white blood cells of people who reported drinking more soda. “Regular consumption of sugar-sweetened sodas might influence disease development, not only by straining the body’s metabolic control of sugars, but also through accelerated cellular aging of tissues,” said senior study author Elissa Epel, professor of psychiatry at University of California, San Francisco (UCSF). The length of telomeres within white blood cells has previously been associated with human lifespan. “This is the first demonstration that soda is associated with telomere shortness,” Epel added. This effect on telomere length is comparable to the effect of smoking, or to the effect of regular exercise in the opposite, anti-aging direction, according to lead author of the study Cindy Leung, postdoctoral fellow at UCSF. Short telomeres also have been associated with the development of chronic diseases of aging, including heart disease, diabetes, and some types of cancer. The researchers measured telomeres after obtaining stored DNA from 5,309 participants, ages 20 to 65, with no history of diabetes or cardiovascular disease, who had participated in a health survey during the years 1999 through 2002. The findings appeared online in the journal American Journal of Public Health.

A press note from the Dimapur DC informed that despite information provided by the Regional Transport Authority, “many auto drivers have failed to comply with the order issued in this regard.” The DC cautioned that auto permits of those drivers who fail to comply with the order will be cancelled and vehicles will be impounded as per the provisions of the MV Act.

Mizo girl stabbed to death in Delhi
NEw DELHI, OCTOBER 17 (IANS): A 27-year-old woman from Mizoram was stabbed to death at her home here even as a party was going on in the one-room tenement, police said Friday. Police have detained Juliet Zonunmawi’s male partner and some of her friends, who were attending the party at her one-room flat in south Delhi’s Munirka area. Zonunmawi, a resident of Aizawl in Mizoram, was taken to Safdarjung Hospital around 11 p.m. Thursday by her male partner Virender Singh but doctors declared her brought dead. She was found lying in a pool of blood with head injury as well as stab wounds in her abdomen and thigh, police said citing the victim’s friends. Blood stains showing the imprints of footwear were also found
on the stairs. “A Central Forensic Science Laboratory team has collected all the evidences from the spot and her body has been sent for postmortem. A medical team has also been constituted to conduct the postmortem,” said a police official. “No arrest has been made yet as a probe is still on and they are also waiting for the victim’s postmortem report,” said the official. Police said Zonunmawi had come to Delhi around five years ago and had been staying in Munirka for the last few months with Singh, a resident of Haldwani in Uttarakhand. Zonunmawi was working in a call centre in Gurgaon while Singh was preparing for the civil services exam. People from the northeast gathered outside the local police station and protested against the attacks on people from the region.
NEw DELHI, OCTOBER 17 (AGENCIES): Gurgaon Police on Friday arrested three persons in connection to the October 15 assault on two youths from Nagaland in Gurgaon. Aloto Chishi and Awang Newmei were injured when they were attacked Wednesday night in Sikanderpur area near the Mehrauli border. “Police arrested Gaurav Yadav alias Pony, 23, and his two tenants Ram Bihari and Vijay Kumar for attempt to murder,” Nazneen Bhasin, Deputy Commissioner of police (east), told reporters. An IANS quoted Bhasin, who is also chief nodal officer for crimes against people from the North East region, said the victims live as tenants in the home of Yadav’s cousin. “Nagaland youths Wednesday night had scuffle over some issue with Yadav but they reached a settlement. Gaurav invited Aloto and Awang to have drinks in the room of his tenant. The youths were attacked when they refused to have more drinks and were held hostage for whole night,” she said. Ram Bihari hails from Aligarh in Uttar Pradesh while Vijay Kumar is from Nadia district in West Bengal, the officer said. Both are in their 20s. The report quoted Bhasin as stating that “the main instigator has two cases registered against him already. It is a case of hurt and definitely there seems to be an element of ethnic bias and ethnic discrimination over here.” Meanwhile, one of the victims is reported to be in a serious condition. A source close to the victim informed that Awang Newmei (22) from Jalukie is still in a grave condition due to the injuries he suffered. He informed that Awang, along with Aloto Chishi (25) from Shitovi, were assaulted by a group of people for refusing to share drinks with them. He alleged that racial slurs were also hurled against the victims. They were assaulted with cricket bats, hockey sticks and their heads were
also shaved.
Nagaland CM appeals for arrest of guilty Nagaland state Chief Minister, TR Zeliang has written to the Chief Minister of Haryana, Bhupinder Singh Hooda urging the latter to ensure that the guilty are arrested and brought to book. Rio lamented that “these incidents of racial discrimination area not new, but have been going on for several years.” It is only now, postulated Rio, with “wider media presence and social activism,” that incidents of discrimination and racial abuse are being highlighted. He added that, even now, a large number of incidents of abuse against people of the region go unreported. He further expressed regret that “hate crime” against the people of the North East are on the rise all over the country. Rio further said that the “perpetrators of racist or hate crimes must be considered enemies of the nation and punished accordingly.” The MP from Nagaland demanded that the victims be appropriately compensated, cared for and rehabilitated.
Centre may relax norms for visiting NE RTI applications on the
GUwAHATI, OCTOBER 17 (IANS): Minister of State for Home Kiren Rijiju Friday said the central government may relax the norms for visiting the northeastern states. The Lok Sabha MP from Arunachal Pradesh said this includes revoking of the Restricted Area Permit (RAP), required in some northeastern states. He was delivering the keynote address at the Northeast Region Infrastructure Conclave 2014, organised by the PHD Chamber. He said: “I have already discussed the matter with the ministry of home affairs. I have also taken it up with the for-
eign affairs department of the ministry to relax the norms of RAP for visiting the northeastern states, where it is required,” he said. The minister, however, said that the relaxation may not be for the whole of the region but for some pockets only. Domestic and foreign tourists and others visiting Arunachal Pradesh, Nagaland and Mizoram must obtain RAP before entering the three states. He said: “We are also going to relax other norms and restrictions for permission to travel from one place to another in the region.” The minister reiterated the central government’s plans
to construct a highway along the Indo-China border in Arunachal Pradesh and said India has all the right to construct road in its own territory. He said: “We are going to construct a highway within our territory and that is not going to adversely affect the neighbouring country in any way. We are committed to develop our border areas and we are going to do that.” Stressing on the need to develop the infrastructure in the region, Rijiju said that there is huge potential to develop the northeast. He admitted that subsequent governments in states of the region and in Del-
hi have, however, faltered in efforts to develop the region. He said: “The northeast has the highest numbers of insurgents, student groups and autonomous state demands in the world. Demanding is not their problem, it’s their right. We have to admit that we have faltered.” He also blamed frequent bandhs and blockades behind lack of development of the region. “I am planning to establish a cell to monitor the timely implementation of all the projects in the region,” he said, adding the northeastern states must have a positive attitude for development.

A secure white-collar government job is generally the description of a successful career in Nagaland. But times have changed and so has the people’s mindset. Today there are Naga professionals, who have defied the notion, choosing to trek the seemingly unbeaten path, at the same time setting standards for others to emulate. Breaking away from the rather dogmatic notion, identifying one’s potential and making a niche for oneself in the career realm was what six self-made Naga professionals emphasised on at a seminar on career guidance for students. The seminar was organised at Tetso College, Dimapur on October 17 under the aegis of Young Indians (Yi) – a division of the Confederation of Indian Industry. Yi was formed in the year 2002 with an objective of creating a platform for young Indians to realise the dream of a developed nation.

Stating that his job demands hands-on attention, Putsure said, “Bambusa is a child I’ve given a lot of time to.” “Taking up a career is not as rosy as it sounds… it requires hardwork,” said Ben Imchen complementing Puture’s statement. Prioritizing and clarifying one’s interests, understanding one’s limitations at the same time having a comparative analysis of one’s skills against requirements in the job circuit are fundamental to choosing a vocation, stated Rozelle Mero. Further, skills have to be complemented by the “right attitude,” she said. Taking up internship programmes and job shadowing (temporary, unpaid exposure to a workenvironment) and volunteering can be greatly beneficial for starters, she added.

kOHIMA, OCTOBER 17 (DIPR): The Nagaland Information Commission conducted a one day session under the theme ‘RTI and Role of Media’ coinciding with the celebration of RTI Week 2014 at Hotel Vivor on October 17. Chairing the inaugural programme, Acting Chief Information Commissioner, Kevinino P. Meru said that there has been an increase in the RTI applications over the year in Nagaland and that most of the cases are solved at the Public Information Officer level. She however felt that a lot needs to be done in spreading the awareness of RTI and sought the help of the media. Addressing the Plenary Session on “RTI and Role of Media”, Assistant Editor, Indian Express Guwahati, Samudra Gupta Kashyap said that the majority of the people have learnt to use RTI Act because of the media. He said that RTI has made investigative journalism easier and less risky and journalist can acquire information by using the RTI Act. He said media can primarily play - it has been already playing – a major role in promotion of the RTI Act itself. “Media occupies a very critical place in the process of governance and acts as a gatekeeper. Media disseminates critical messages to the citizens and highlights various issues, concerns and initiatives that affect their lives. Media promotes good governance by facilitating the collective action of citizens for attaining sustainable socio economic outcome for the overall and common good of the society,” he added.
Gupta however viewed that RTI has yet to become part of journalism curriculum in India. Very little effort has been put in by the authorities to take media on board RTI and consider it as a force multiplier. When more journalists and media houses start using RTI, things will be much better, he added. Former Information Commissioner, Central Information Commission, New Delhi and resource person Shailesh Gandhi while delivering the keynote address said that people in general are not happy with the system of governance in the nation and the RTI acts as a tool to solve their problems. He said RTI enables the citizens to find out the information they look for. RTI is a fundamental grain of the Indian Constitution and citizens should use it to have accountability, transparency and good governance. He also said that 50 to 60 percent of the citizens are not aware of the ‘Appeal’ that they can make if they do not get a satisfactory reply after they apply for the RTI and urged the civil society and the media to create awareness on RTI and to take it forward, stating that RTI deepens democracy. Plenary Session on “Impact of RTI on Society” was also conducted by Shailesh Gandhi. The plenary sessions were followed by panel discussion. The closing programme was chaired by the State Information Commission, Nagaland, Bukchem Phom and Secretary, Nagaland Information Commission Soyimna Aier Koza delivered the concluding remarks.

tezpUR, OctObeR 17 (ptI): The northeast, particularly Assam is facing a serious threat from al-Qaeda and Jihadi militants, Union Minister Sarbananda Sonowal claimed here today. "There is information that the al-Qaeda has base in most of the districts of Assam and we have to take an united stand against these fundamentalist forces," Sonowal said at the sidelines of the foundation laying ceremony of a cultural centre named after Assam's cultural icon Bhupen Hazarika. This is a national threat and the Centre has taken this issue very seriously, the Minister of State for Sports, Youth and Skill Development said. The al-Qaeda threat in the state has risen mainly due to large scale influx over the years, particularly during last 10 years from Bangladesh, he said. Rijiju against big power projects in NE GUWAHAtI, OctObeR 17 (ptI): Union Minister of State for Home Kiren Rijiju today said he is "traditionally" against construction of big dams in North East and favoured smaller ones with 300-500 MW capacities. "Traditionally I am not for big hydro power projects in North East. I am not in favour of 4,000 MW or 5,000 MW projects. I am fine if one or two big projects come up in the region with consultations with the public," Rijiju said at the Infrastructure Conclave by industry chamber PHDCCI here. He supported construction of smaller or mid-level projects in the range of 300 MW or 500 MW capacities in North East. Public consultation on Assam-Nagaland Border issues needed
O
f late, there have been criticisms against the remarks made by Nagaland Chief Minister TR Zeliang with regard to the chronic Assam-Nagaland border issues. The Chief Minister seemingly stated that Nagaland lacked documents to settle its protracted border row with neighboring Assam. His remarks soon drew flaks from various quarters. In fact, soon after Zeliang’s remarks came up, the Assam media jumped over it and generated fair amount of news vindicating their claims, while many Nagas termed his controversial remarks as capitulating. The inability to resolve the border row between Assam and Nagaland over the years had cost hundreds of innocent lives, while the relationship between the two has been worsening and people living in either side of the borders feel insecure. The two Governments have miserably failed to instill a sense of security into the minds of their citizens living along the border areas. As they kept dragging on the border problems with no solution at sight, the issues became more compounded for
the simple fact that over the years, outsiders and illegal immigrants kept deluging in these vast border areas. Most of them are not indigenous people. Yet the Assam administration has allegedly provided these people with necessary papers making them as bonafide citizens of their State. This move has literally made Nagaland administration handicapped. Comments and remarks by many Naga leaders including senior politicians after every unfortunate border clash have also become ritual because they would continue to insist on not holding talks with people living in Assam border. These people, they explained, were not real Assamese people. Strangely, whenever such issues arose, the real Assamese people or any of their civil societies did not react. Their silence emboldened these people living in Assam border areas to go robust against Nagas living in Nagaland border areas. Again, when there were any casualties due to border violence, the Assam Government would hurriedly announce ex-gratia for those who died in the unfortunate border clashes and also the injured. One such
announcement was recently made by Assam Chief Minister Tarun Gogoi when he visited affected villages in the border areas under Golaghat district of Assam bordering Nagaland’s Wokha district. Such move on the part of Assam is also a clear manifestation that whosoever living in Assam border areas are bonafide citizens of her state. Looking at these prevailing peculiarities, can anyone confidently ask as to whether our attempts to justify the non-indigenous status of these people living in their (Assam) border areas carry any weight? Not at all, because the real Assamese people or for that matter the Government of Assam have silently accepted that these people are theirs. It is worth mentioning that in July 1960, an Naga People’s Convention (NPC) delegation submitted a 16-Point Memorandum to Prime Minister Jawaharlal Nehru reiterating the Nagas’ claim over the areas which they said were excluded from the erstwhile Naga Hills district by the British government in 1898, 1901 and 1918. The negotiations between the NPC and the Center led to the formation of Nagaland State in

However, Nagaland insists on the restoration of the historical boundaries and demands re-transfer of 12,882 square kilometers of Assam’s land to Nagaland on the ground that the colonial government excluded these Naga areas from the erstwhile Naga Hills district “without the knowledge and much less the consent of the Nagas.” An official account of the boundary dispute brought out by the Assam government in 1985, titled “Facts About The Assam-Nagaland Border” however, stated: Absolutely no commitment whatsoever was

The past historical accounts show very clearly that the people of Assam and Nagaland are one and they have been living together. However, as already stated, border dispute began after Nagaland state was created in 1963 but it was quite natural to have such boundary problem existed between the two because the whole Indian subcontinent was under the British Raj which made different acts with regard to boundaries of many areas. From the civil suit filed by Assam, their extreme steps to settle border issues with Nagaland through the SC could be seen. Yet Nagaland still favors settlement out of the court as

If we say that we lack documents to settle border row, then whatever Assam has been claiming over the years would be then right and we have to give them. Is this what we want for? It is very important for the Nagaland CM to think 100 times. Whatsoever sensitive the issue may be, it has to be discussed and debated. The Nagaland CM, instead of making statements through media, should seriously engage himself in collecting all the necessary documents and with whatever documents the State already had with regard to the Assam-Nagaland border issues, a public consultative meet should be called for a brainstorming session. We should openly discuss whether we will be able to fight back in the court and if not, we can discuss another way out as to how we can go about to settle the border issue with Assam. On this solemn occasion, I pray to God Almighty that the martyrs' names live for ever in the minds of the presentday Naga people and future generations to come, and that their sacrifice for the sovereignty of Naga people and land may never be forgotten. May their family members be blessed on this National Martyrs' Day of ours. May the Naga people head towards this goal of ours to fulfill our dreams for peace,prosperity and posterity in the name of our
living God of the universe. May our living God bless and help fulfill His purpose for the Naga people for His glory on this earth. The Naga people are really blessed by our living God but it is unfortunate that we are badly divided because of our stubbornness, animosity and egoistic mindset towards one another in the National struggle for sovereignty. For the last so many years we have seen among National workers disparity, misconduct, and pointless quarrels. Worst of all is the killing among National workers which has blocked the way to freedom and sovereignty .This evil trend has to stop - it creates trauma, uncertainty and fear in the minds of the people.
May the National workers realize that if this serious and dangerous trend continues then sooner or later we all will perish together in vain. May our living God save the situation and prevent the destruction. The Nagas are blessed by God in nature, land, religion, culture and politics but we are destroying ourselves because of our selfish and narrow mindset. Let us repent and change all these destructive behaviours in the name of our living God.. Let us also work together with the right political perspective for the achievement of our freedom for the best interest of our people and land.Let us not become a destructive
liability for our people and land any more.Also let us not be cursed any more by the people but be a blessing and become the real liberators of our nation. May the good Lord bless us to achieve this goal for His glory. Today, the NNC must appreciate and support Survival Nagaland, a strong defensive NGO for the protection of Naga people and its land in particular.The NNC welcome such an organization for the welfare of the Naga Homeland.Survival Nagaland is a bold organization having a clear stand and agenda for the protection of the Naga Homeland and its people and is totally against the illegal im-
migrants from Bangladesh whose very aim is to dominate the Naga people.Thus we are totally against their settlement in Nagaland in the interest of the present generation and posterity. AR bust arms manufacturing unit Dimapur, october 17 (mexN): Troops of 31 Assam Rifles in an operation in Aokum village on October 13 apprehended one arms manufacturer identified as Makam. A defense release alleging that the individual was running an illegal weapon making facility and supplying weapons to NSCN factions informed that two rifles, a variety of ammunition, and weapon making tools, were recovered by AR personnel from the site. In another operation on October 14, troops of 29 AR apprehended one arms peddler from Duncan Basti, Dimapur, identified as Rujal Chodhary (25), resident of Bahadurpur Karimganj, Assam, along with one 9 mm Pistol. The apprehended individual along with recovered weapon was handed over to East Police Station, Dimapur.

Will the Notification of 1925 (British India)Boundary line between Assam-Nagaland be acceptable? T he recent statement of Chief Minister of Nagaland T.R. Zeliang in the meeting of NPF party Central Executive Committee meeting on 9.10.14 stating that ‘Nagas has weak documentary evidences in support of the territorial claims’ has once again provoked strong reactions on the AssamNagaland Border dispute which is a very emotive issue of all the Nagas. The statement of chief minister, I understood, was by way of quoting the accusation of Assam on the Naga claims; not of what the Nagas stand are on our claims. The contention of Assam, all along has been that Nagaland has no locus standii to sustain its claim. For, the 1925 Boundary line was accepted and notified as the Constitutional boundary in 13th constitutional Amendment of 1962 which created the State of Nagaland. Thus the territories beyond that line fall outside the border line of Naga Hills district then. In the year 1988 Assam, had filed a suit in Supreme Court (No. 2, 1988) against the Government of India, Election Commission and State of Nagaland (as respondents) pleading the Court’s intervention to declare the notification of 1925 (No.3912 R Dtd 25.11.1925) issued by the British India be confirmed as the final constitutional boundary between Assam-Nagaland state. For the last 26 years this case is pending in the SC and has been the center-stage of all happening on the boundary issue. Even the constitution of the Local Commission in 2006 and appointment of mediators in 2010 to try an amicable settlement have all been originated out of this case. Therefore, the recent Interim order of the Supreme Court pronounced on 24.9.14 is a welcome development. It is a speaking order giving directive to the MHA to take full responsibility for early settlement of the long pending Border dispute. The Court further sought a report from the MHA on whether the maps of the Survey General of India can be authentically relied upon in determining the exact boundary line between the disputing states. Thirdly, to allow another
chance to try amicable settlement between the parties to the dispute. At this stage, the question of whether there are sufficient evidences to justify the claims of the Nagas is not very relevant. Whether or not to accept this notification as the final instrument to determine the final demarcation of the border line between the two states is the moot question now for which every concern citizen must be aware of. The significance of this notification in the context of the border issue are; - (a) the 1925 British India notification represent the ultimate consolidation of all the arbitrary, illegal and forced delineation of the Naga traditional territories over many years by the British administration.(b) this was adopted as the constitutional boundary in the 13th amendment of the constitution in 1962 enabling the creation of the state of Nagaland which under normal circumstances be consider as final boundary. (c) But in this case, if it is accepted or imposed as the final boundary line between Assam-Nagaland states, Nagas will feel betrayed once again and will have disastrous consequences instead of solving the long pending border issue. Moreover Nagaland is born out of political agreement which require political approach for solution not strictly legal. Nagas will never accept this line as the final boundary line for the reasons that1) it represent the sum total of historical wrongs meted out to the Nagas by the alien rulers. Right from the beginning Nagas were aware of this arbitrary alienation of the Naga territories starting from 1852 till early 1920’s by the British India (Assam). For the first time, this discriminatory issue was presented before the Simon Commission at Kohima on 10.01.1929. The memo submitted had emphasized on the protection and preservation of the Naga territories and customary law. Thereafter in 1947, the Nagas had the next opportunity to specifically articulate, amongst other, the issue of arbitrary alienation of
Naga territories by way of transferring and subsequently declaring as Reserved Forests( R/Fs) or used for accommodating the expansion of Tea Industry by transferring to the adjacent Districts (Sibsagar, Nowgaon, Cachar) of Assam over the years. They demanded that all those transferred land be restored back to the Nagas original owners. The Governor of Assam Hydari Ali had in June 1947 agreed to the 9 points demands of the Nagas and assured on behalf of the Government of India that all those alienated land are restored back to the Naga people. It is regrettable to note that the assurance could not be translated into reality. Again, at the time of negotiating the Statehood, the Naga Public Convention (NPC) representatives had reiterated this issue in the 16 point memorandum which was late converted into 16 point Agreement after the detail discussion on each demand with the officials and central political leaders led by no other than the great Pandit Nehru the then PM of India. The Nagas were assured of final Inter-State Boundary adjustment later under the provision of Articles 3&4 of the Constitution after creation of Nagaland State. From the above narrations, it’s clear that the Nagas are united on this common issue and have been continuously agitating since 1929 till today for return of those delineated territories during the British Rule of the Nagas without their knowledge. This legitimate demand is nonnegotiable. 2) In reality, this notification was issued for a limited purpose of administrative conveniences by consolidating numerous localized boundary demarcation notifications that were issued overlapping the lines in some cases, creating confusion as well as creating complication in discharging both revenue and other administrative responsibility. Between the years 1867-1923, there were 15 boundary notifications and 6 Inner line notifications on Sibsagar District alone abutting the Naga Hills territories. This notification was an administrative necessity
but not to be considered as real boundary line of the Naga Hills with the other adjacent districts of Assam as it suffers from many factual infirmities some of which are mentioned in subsequent paragraphs under. 3) This boundary line was never been identified and verified on the ground at the time of issuing nor later at any point of time. It was clearly stated on number of occasions by the officials of the Survey General of India. it is evidenced from such instant example quoted herewith, “the boundary between Assam-Nagaland shown in the toposheet is interpreted from Assam govt notification no 3102R dated 25.11.1925 but it is yet to be verified on the ground “In fact, in the toposheet referred, factual infirmities were observed in showing some Naga villages on the wrong side of the line. 4) Since the state of Nagaland was created out of a political Agreement, the demand for redrawing of boundary line between the two states is also a political right as per proviso of the Art. 131 of the constitution (under which Assam has filed the Suit), not limiting only to the legal interpretation by the court as to whether 1925 boundary Line should be declared as final Constitutional boundary in terms of 13th Amendment of the Constitution. The proviso provides the original jurisdiction to lay with Parliament to decide boundary matter in cases born out of such Political Agreement. Hence, a Boundary Commission with the initiative of G.O.I is the right approach for which Nagas have been consistently demanding right after the formation of the State in 1963. 5) It is also important to note that in most of the R/Fs declared out of Naga traditional land, some inherent rights of the native people were recognized and enjoyed uninterrupted in the Forest land even after declaring as Reserved Forest areas e.g. right of way, collection of minor forest product, like thatch, bamboos and cultivation and collection of beetle leaves. This further corroborates the original ownership of those territories till the
British Ruler had arbitrarily deprived them of rights ownership but still have the right to reclaim the ownership on the land. These are the reasons and clear evidences which justify Naga demand for restoration to the original owners. For all those reasons and others, this 1925 notified line cannot be accepted as the final boundary line. 6) It is an undisputed fact that the original owners of those alienated territories were the Nagas which were transferred in the past without their knowledge. It is but natural that in such cases of wrong done, it must be restored back to the original owners. The demands of the Nagas is further justified in term of unique Constitutional Protective Provision provided to the Nagas under Art 371 A Clause IV (at the time of creation of State) which say that “no Act of Parliament in respect of (IV) ownership of and transfer of land and its resources shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides”. This is a Constitutional guarantee available only to the Nagas which will strengthen the claims of the Nagas. 7) Further in terms of the Government of India Act of 2006,( the scheduled Tribes and other Traditional Forest Dwellers Recognition of Forest Rights) Act 2006 aims to recognize and restore forest rights on ancestral lands and their habitats correcting the historical wrong done to this weaker section of the society in the past. Such supporting Acts and documents strengthen further the legitimacy of the claims of the Nagas to the ancestral land which were alienated. However, Assam has taken full advantage of provisionally declaring 1925 notified line as the constitutional boundary between the two states at the time of creation of Nagaland state by filing the Suit in the SC seeking the Court to uphold the notified Line as the permanent boundary between the two states in conformity with the declaration of 13th amendment of the constitution. If this contention of Assam is accepted, all the arbitrary
transferred Naga ancestral territories that are under demand for return will be defeated in one stroke and will become part of Assam permanently. That is what Assam is after to perpetually rob the Naga territories that were illegally taken away during the British Rule instead of agreeing to return to the original rightful owners as a good neighborly big brother. It is a clever maneuver to abort any attempt of bringing about a fair settlement of border dispute between the two states either through a Boundary Commission under the aegis of the Ministry of Home Affairs or an amicable settlement between the parties by taking into account the ground reality, historical and traditional facts, legal and constitutional consideration, and other circumstantial evidences relevant to the issue. That being so, the traditional Naga alienated territories had become the scene of frequent border clashes between the two States which were term as the Disputed Area Belt (DAB) covering as many as 10 R/F areas within which 4 (four) Interim Agreements were made in 1972 to maintain peace and status quo till a final settlement. But it is regrettable to note that Assam side is not serious to abide by that terms of agreements from the day one of the agreements thereby constant tensions still prevail along the border. The alternative approach of settlement amicably between the parties was mooted and agreed to by Naga leaders’ way back on 16.4.93. since then, willingness on the part of Nagas still stand till today as the latest offer made by the present Chief Minister T.R.Zeliang in the context of the latest S.C. Interim Order. But it has to be mutual to succeed. Under any circumstances, acceptance of this notified Line as the final Boundary demarcation will negate and defeat the whole effort of correcting the glaring historical wrongs meted out to the Nagas depriving the traditional territories without their knowledge not to speak of their consent since the arrival of the British into the Naga territories in the middle of 19th century, 1932 to be precise.
The population is increasing but availability of land is shrinking through continuous encroachments from all sides. It is time, instead of passing on the bugs on others, all Nagas should stand united to fight for the legitimate rights over the deprived traditional Naga territories which are now in the possession of Assam as the custodian of the DAB areas and are being misused in many way. Knowing the historical facts, Assam Government is trying to perpetuate that illegal possession by maneuvering the judicial intervention and resorting to other delay tactics. It is disappointing to note that Govt. of India oscillate and indecisive for a firm action on the basis of fair play and the assurances given by the great National leader Pandit Nehru and others at the time of creation of Nagaland Statehood in 1963 at the peak of turmoil in the State which had costed the life of a tall selfless Naga leader Dr. Imkongliba, the president of the Naga People Convention and many others as a result of the move for the Nagaland state creation against the wishes of the extremists section of the Nagas. The creation was purely out of a political agreement between the Naga leaders and the Central Government. Therefore, for any change in the boundary line due to increase or decrease as the case may be, only Parliament has the power to formalize it through an Act. On the basis of the brief narration given above, the Naga stand is clearly based on solid evidences to justify our demand for immediate redrawing of boundary line between Assam-Nagaland taking into account the historical facts, traditional and ancestral ownership rights, Constitutional rights guaranteed under special provisions and other general rights, ground realities legality of the demand and last but not the least the political rights and concession as are assured earlier. Today for the Nagas, this is the most important common concern to which all stake holders must rally round on this issue of restoration of the alienated territories and protection of the
right and to demarcate the Border line up to that extent of traditionally owned territories. Any authority engaged in the negotiation on Border issue in any fora either in the court, in any commissions or through amicable settlement, one must not forget to emphasis on those basic criteria to protect the rights and principles of the Nagas, lest the posterity would blame as betrayal selling the interest of the Nagas. The 1929 Notification of the British era in Assam, which was the consolidated ultimate instrument of exploitation of the helpless Nagas in depriving their traditional rights of ownership could not have been designed to adopt as the permanent constitutional Boundary between Assam-Nagaland which would perpetuate that historical injustice of the past British era which the Nagas have been continuously and consistently agitating to right the historical wrongs. Though Assam state is desperately maneuvering to get judicial verdict in favor of declaring the line as the final boundary between the two states, the factual realities are clearly against such acceptance. The Supreme Court which is the apex institution as the custodian and repository of all justices, where wrongs are equitable redressed is expected to be fair in dispensing justice on the issue sooner or later. The SC had earlier even suggested moving for setting up of a Boundary Commission to decide the matter once and for all. If 1929 Boundary line is upheld or imposed as the final boundary line, it will be the height of the denial of justice to the Nagas and the ultimate betrayal of the assurances of the government of India in 1947 by the then governor of Assam and in 1962 at the time of statehood creation, all of which are yet to honor in reality. All the true Nagas are hopefully waiting the fulfillment of those assurances. Nagas must wake up to the reality on the most crucial issue at hand today and unitedly take it as a common challenge condescending beyond party politics, social and tribal differences. ammu & Kashmir ( J&K) remains in the news, mostly for negative reasons - the devastating flood and its aftermath; ceasefire violations on the border; and for what is shaping up to be a communally polarised election. With New Delhi failing to engage Srinagar meaningfully, resentful Kashmiris have dismissed its flood rescue effort as a self-serving gimmick, and blamed Indian bullheadedness for ceasefire violations. The forthcoming elections - which New Delhi likes to hold up as Kashmir's acceptance of democratic India - will be dissed by Kashmiris as an Indian ploy. If Prime Minister Modi is to drain the Kashmiri ulcer, he cannot be deterred by the strident, pro-azadi rhetoric, which reflects just one side of the Kashmiri brain. In-
stead, he must reach out to the other side, launching a serious initiative to convince Kashmiris that their future lies with India. New Delhi's shabby practice for winning Kashmiri hearts has traditionally been to throw money at the valley through leaky schemes that benefits only the venal political-contractor lobby that is India's constituency in the valley. Most Kashmiris find this practice deeply offensive, yearning as they do for political solutions to the 25-year-old armed uprising and the six-decadelong political struggle. Mr Modi must, therefore, reach out to the valley with eye-catching political concessions. The obvious, low-hanging fruit waiting to be plucked is the Jammu & Kashmir Armed Forces (Special Powers) Act, 1990 (AFSPA), the emergency law that legally empowers the army to search, apprehend, de-
stroy property and shoot to kill on suspicion. The generals insist they need the protection of AFSPA in an environment in which militancy has taken control of the judiciary. In 2011, when J&K chief minister, Omar Abdullah, proposed revoking AFSPA in the districts of Srinagar, Budgam, Jammu and Samba, the army's top commander in the valley, Lieutenant General Syed Ata Hasnain - an officer acclaimed for his outreach - flatly rejected the idea as premature. Hasnain offered a comprehensive rationale for retaining AFSPA. He argued that the peace of 2011, coming after three straight years of mass street agitations across Kashmir, was a separatist strategy to rest, regroup and recruit; before resuming the agitation in 2012. Declaring that Kashmir presented not just a law and order problem but also an existen-
tial threat to India, Hasnain said the army's road lifelines to its defences on the Line of Control pass through Srinagar and Badgam. He pointed out that the air approach-

Next year the bogey could be The Islamic State. One Kashmiri has asked me whether complete, global peace is a pre-requisite for lifting AFSPA and restoring normalcy in Kashmir. Thinking strategically, rather than merely tactically or operationally, it is hard to dispute that AFSPA has emerged as a potent symbol of oppression, the disadvantages of which transcend any
protection that it might once have provided the military. The army understands that, in battle, when a defensive position is under overwhelming attack, it is time to withdraw to a fall-back position. Yet the generals have not translated that battlefield common sense to an identical situation on the psychological and perceptual plane. Defending AFSPA is simply too damaging for the army's own image. It is time to fall back to the next position, by devising operating procedures that do not require the protection of this draconian law. Criticism of AFSPA, which resonates worldwide, is embarrassing for New Delhi. In 2005, the Jeevan Reddy Committee, established to review AFSPA, termed it "a symbol of oppression, an object of hate and an instrument of discrimination and high-handedness". Verma Committee, which was set up to examine criminal law relating to sexual assault, sharply criticised AFSPA and recommended its immediate repeal. Last year, the Justice Santosh Hegde Commission, mandated to examine extrajudicial executions in Manipur, noted that AFSPA had made "a mockery of the law". International criticism has been as sharp with several UN special rapporteurs, and international human rights bodies urging New Delhi to repeal the law. Repealing this law is essential for enhancing India's moral stature and that of the army. It would substantially defang the criticism of human rights groups and that of Kashmiri separatists. Finally, it would send out an unmistakeable signal that New Delhi is ready for a political dialogue with Kashmir, a prerequisite for restoring normalcy to that troubled state.

y phone rang again as I was boarding the bus home at Razhü Point. I knew exactly who the caller was before I even drew it out of my pocket. Aunty had already called me up several times earlier and I had not answered the calls dreading the reminder of a chore that she had asked me to do the previous night. I took a window seat, fished out my phone from my jacket’s pocket and saw that I had to answer it. “Hello aunty, I am so sorry,” I blurted out before she could say a thing. “What are you sorry for? Why is it taking you the entire day to get your friend’s headphones returned?” unsympathetic questions rattled from the other end. The urge to disconnect the call and detach myself from everything that waited for me back home weighed down on me. “Look aunt, I am going to be late. My friend was out and I had to wait,” I lied and disconnected the call before she could reply, knowing exactly what awaited me if I had to go back home that night… I had been living with my aunt and her husband for quite a while now, and she was beginning to let her disappointment show. She had asked me the previous night to get the empty gas cylinder refilled and I had in turn complained that the gas agency was too far. I told her that she must get one of the deshwalis to get the job done and this imprudent suggestion brought out all the rage she had been incarcerating inside her since I joined the household. She immediately resorted to assaulting me and her husband with a barrage of admonishments, going on about how expensive and untrustworthy the deshwalis are. “These people are emasculating you,” she said, as she did on many an occasion. Uncle knew the routine, knew that she would go on and on, and silenced her saying that I would get the cylinder refilled the next day. I shot a wrathful glance at uncle and darted out of the kitchen, but not before aunty could remark, “See that the job is done before dinnertime, you ungrateful boy. Your parents should have never let you gone out of the state for your studies. You had completely forgotten that one has to work to eat.” …I sighed and returned my phone to my pocket thinking that I have to move out to a place of my own very soon. It was about a quarter past three and the commuters were mostly school children, hurriedly boarding the bus as the bus conductor hollered, “BOC bound bus, BOC bound bus”. I looked out of the window and saw a group of deshwalis standing nearby a shop. Three middle aged men stood apart in the group, clearly the leaders, clad in their dhotis and tattered shirts. The others looked younger, must be in their early twenties. One of the elders mashed something on his left palm with his right thumb, probably tobacco, and seem to be telling the group a joke for the whole group was engulfed in guffaws before he could finish speaking. I was fascinated at the spectacle as they laughed and bellowed in a foreign language which was becoming all too familiar. As I was contemplating on how these people had made themselves at home, thousands of miles away from their families and engaging in back breaking jobs every single day, I felt something very disturbing inside me, a strange disturbance whose cause I could not identify. I tried to locate the source of this strange irritation, mentally attempting to place a finger on the reason, but it felt like I was trying to remember something someone had told me a long time ago, or trying and failing to recall the right word
to fit a sentence in an examination. I decided that it would come back to me later and broke my gaze from the group and looked around the small junction. As I scrutinized the shops and the movement of the people around the intersection, the desire to locate the disturbance in me must have lingered on in my unconscious, my gaze suddenly rested itself on something very unusual on the lower rungs of the over-bridge stairs. At first I saw only the placard. It read; “HOME DELIVERY- ALL SORTS OF GOODS I AM A LOCAL. I AM STRONG. I AM TRUSTWORTHY. No extra charges.” Then I saw the man. He looked young, as young as the younger deshwalis I had seen earlier, perhaps as young as me. There was something very familiar about the lean and good looking man as he sat on the stairs holding the placard. He had short hair, almost looked shaved and was in shorts and a worn out converse shoes and wore a T-shirt with sleeves cut at the shoulder joint. If he was looking for work, menial work, he seemed to take a pride in it for his countenance did not show any sign of shame. I stared at the man and the placard, and I found myself again engaged in another mental battle, trying to connect them to a memory I couldn’t remember. As the driver started the bus and begin to move out, it all came back to me. The unusual in the spectacle suddenly became natural as soon as I recognized the man. As I rushed out of my seat and made my way out of the bus I had the feeling that the answer to my earlier mental impasse at the sight of the deshwalis was beginning to surface although I still could not grasp it. I got down from the moving bus and tried to reach out to the answer again as I ran towards the over-bridge. “Vezüh,” I called out his name as soon as he came into my sight. I felt a slight tinge of disappointment when he looked up at me, threw a quick glance at his surroundings and took everything in with a composed sense of normalcy. I had expected slight embarrassment on his part to be seen by an old friend in an act of trying to earn money through menial labour in the middle of the town. “I didn’t recognize you in that new hairdo,” I continued when he didn’t say a word. He gave me a broad smile at that and glanced sideways to the labourers from Bihar, pointed at them with his thumb and asked me, “You know how much these people earn in a day?” He didn’t wait for me to answer nor gave me one as he went on, “People think they work at cheaper rates and therefore prefers to hire them.” I could see that he was not much amused as the labourers burst out into another fit of laughter and I heard him mumble some curses under his breath. “This is beneath you. What are you doing here?” I asked him, “I was told that you got through the NET examinations. I thought that you were teaching in a college.” As I said these I remembered that Vezüh was one of those few people who comes from the villages to the towns to pursue higher education and manages to get any real education and at the same time retain any dignity in physical work that village life instills in them. As if reading my thoughts, he called out my name and pointed at a dingy tin house on the terrace of a two storied building, grinned like he had unraveled a secret and asked me, “Have you forgotten the pact? Don’t you think that we have had a conversation very similar to this one a few years back when we were in college?” he answered my questions with his own set of inquiries. I had actually recalled that same conversation when I first recognized him. It was in fact that memory which
had rendered the unusual spectacle of seeing a local man trying to get people to hire him for menial labor to appear natural… It must have been almost three years since the night the ‘pact’ was signed. It was on a rainy August evening and I remember that it was getting quite dark outside. The atmosphere inside the tin house on the terrace of the two storied building was getting more vociferous with each summon, departure and return of the lady of the house with the boys’ orders. I thought I was fortunate to be in town at a time when college boys were receiving their scholarships. The shabby bar was crammed with college boys and each boy was trying his best to be heard. The five of us, Vezüh, me and three of his friends were huddled in a corner around a table with our mugs of local rice beer surrounding the lone candle lighted on the centre of the table. Our enthusiasm was not dampened by the want of electricity, as we debated on several issues in quick succession, ranging from politics and development in the state to the art of flying a kite. It was in the course of these debates that one of Vezüh’s friends brought out the question of the illegal Bangladeshi immigrant, the IBIs as they were referred to by the youngsters, in Nagaland. According to one of the friends, these IBIs were becoming a thorn in the Naga society, with visible increase in crimes committed by them against the locals. “Yes,” I retorted, “I don’t know where they get the audacity to beat up our people and rape our women in our own land. These people don’t have guns, this is not 1956. Why are we allowing them to even stay?” Emboldened by several mugs of beer, another friend went to the extent of suggesting that the Nagas should go back to their warring ways, and take up our machetes and start hunting heads. He said that he strongly believes that this was the only way to get the outsiders out our land. Vezüh must have been waiting for us to stop speaking, for as soon as we did he started. “You are not seeing the bigger picture,” his speech had an intoxicated resonance. “These people are not going anywhere. You are talking about the IBIs; I am talking about all outsiders here who had stayed because we let them stay. We have given them employment, and they are now turning up in unending numbers to accept the jobs which we are offering. They will not stop coming, and we cannot stop them. There is only one way to send this people packing, to stop these crimes. Take away their jobs. Do that they are kaput!” He said these words with the confidence of a pastor on the pulpit. He looked at me and continued, “You are quite right, this is not 1956 and therefore guns and machetes will solve nothing. They will only add to your problems.” He would not allow us to talk before he finished his speech, his philosophy as he called it later. He continued, “If there is anything that has to be done, it is to do your own menial works and try your hands at running the small and petty businesses. Get the gas cylinders refilled by yourself, get the rations transported from the shops to your homes by yourself, construct you own houses, and whatever cannot be done, let them be done by some local labourers. This is the only winwin solution. This way, the immigrant problem is solved and some local population gets employed.” The group looked at the drunken Vezüh in awe, listening to his gabbing in silence as I marveled at the eloquence beer bestows to people. “This man would get Rome built in a single day if given a barrel of fine beer,” I thought as I looked at Vezüh. I knew that the whole discourse would be forgotten the next morning but for conversation’s sake I asked him who
he thought were those local labourers who would do the jobs that we cannot do on our own. He took a long drag from his mug and took his time lighting a cigarette before he replied, pointing two fingers that held the cigarette to an imaginary group of people. “These people, school dropouts, there are quite a lot of them in the villages, even unemployed degree holders, these people will get the job done. I will lead them,” he said, “that day is almost here.” “A labour union!” One friend in the group suddenly shouted, either brainwashed by Vezüh’s rhetoric, or trying to keep the discussion going on in a positive note. “We must form a labour union. It will be a revolution.” The friend suggesting this belonged to a community famed for forming unions every time they meet in a group. “We will sign a pact” Vezüh added with excitement, and tore a sheet of paper from his notebook and began scribbling some words on it. He then passed the sheet around saying that all five of us must sign it. “It's a pact,” he simply said. When the sheet came to me and I saw what had been scribbled, I almost burst out laughing at the childishness of the whole affair. The note read; “LABOUR UNONIST PACT: I hereby vow to do whatever menial job my body physically allows me to perform. I further give my word to do my part in forming the labour union. Signed on this day, the 25th of August 2012, in ash and beer.” I was startled at the concluding words but wrote my name below the others’ signatures and handed it over to vezüh who did a very strange thing with it. He held the note to the flame of the candle and allowed it to burn out on his palms. After it was rendered to a greyish residue he crushed it on his palms and placed it on the table, making a small heap of paper ash. It was when he started dropping a pinch of the ash into each our mugs that the last line began to make sense. We were too stunned by this presentation that none of us even complaint when he said, “I dare you to drink your beer bottoms-up to complete the pact.” Vezüh held out his jug to us and the other three followed as I reluctantly complied with this drunken enactment. We gulped down the contents of our jugs, looked at each other and burst out into guffaws, high fiving each other. I could not remember what transpired in the shabby bar after that final drag of beer-ash concoction. It was perhaps the ash. They say cigarette ash in a glass of beer could leave any experienced drunk completely blitzed. … “I was just fulfilling my part of the pact,” he continued and grinned at me, now answering my question. “Some boys are coming from the village in a few days. They said that they don’t know how it works out here, so I thought I’d give it a try so that I can tell them how things are done here.” I was surprised that he had really been serious the night we drew the pact. “I had been sitting here and in some other spots for the last three days. We had no classes, I am teaching at my old college by the way,” he added. “The boys are going to have a lot of competition from those mellowed ones,” he said, referring to the deshwalis. “Did you fulfil yours?” he asked me. As he asked me this question I felt something clearing up inside me and I thought it was almost an epiphany as the cloud suddenly lifted and I saw it very clearly. “These people are emasculating you,” these words, my aunt’s words were the cause of the mental impasse, the words I was trying to recall, when I saw the snugged Deshwalis earlier. I stole a quick glance at the group of labourers once more before I replied, “I am working on it.”

Seeing this causes me to give a visual lesson to my workmates on the true definition of the word hardware: "The parts of a computer which can be kicked, thumped, screamed at and jumped on." But computers are even more maddening when they dare to edit what we, their Lords and Masters, are writing. In this context, a long-running Facebook puzzle has just been solved. For years, thousands of people around the world have been getting messages signed: "Grandpa and Grandmaster Flash." It was a puzzle. Why were so many grandfathers sending out joint announcements with a 1980s hip-hop star? Techies found Facebook computers were automatically "correcting" "Grandma" to "Grand-
master Flash" and disabled the function. Of course, this is probably causing great annoyance to elderly men who DO want to send out joint messages with the aging hip-hopper. Regarding old music, a reader sent me a report from Foreign Policy magazine about a group of intelligence experts who recently found a Dell laptop in a Syrian safe house used by a top terrorist gang. They hacked the password to find the Jihadist computer contained a recipe for banana mousse and a Celine Dion song collection. This is not a joke. Man, I thought terrorists were evil before, but now I know that they are truly sub-human. I mean, banana mousse: who would do that to an innocent banana and a carton of whipped cream? What should the agents do with the laptop? Whenever I am placed in possession of a friend's computer, I call up the auto-correct diction-
ary and add new commands. Change "you" to "thou", "the" to "ye oldde", "okay" to "verily", all "-n" endings to "-nst",. Then you give it back. Your friend will find himself/herself writing perfect Shakespearian English. It's like a miracle. I strongly recommend doing this when he or she is up against a tight deadline to produce a piece of extremely important work. Oh, how your friend will laugh! This is particularly amusing if you do it on computers used for live sub-titling of TV news broadcasts. Prime Minister: "You can rely on the promises I make. " Subtitles: "Thou canst rely on ye oldde promises I maketh." In the meantime, be aware that autocorrect can cause you to declare that you have committed major crimes. Kayio Basena: Where do I start when I am lost. To pen down the things I hear and see. What was once a land of head-hunters, a people lost to animism and rituals, saw a ray of hope with a new light dawning on them. Along with this new spirituality came education, ridding them of unbelief and ignorance. A new era had begun in the lives of these once so called head-hunters, transforming them into renewed individuals and some to become soul winners. Relationships restored, friendships built, children gallant, hopes held high, faces cheerful, homes filled with love and warmth. These were times of giving and forgiving, a blissful life envisioned with peace, justice, fraternity and tranquility. But Alas!! Not for long were these moments to last! Oh what a moment short-lived! Just to see this reality become a near past and a distant dream. My bliss has been disturbed and I wake up to see a people divided within itself and truth being distorted beyond compensation. Offices have become a den of thieves, Homes have become just a lodge for the night. Schemes meant to be a blessing have become avenues for corruption. The irony of this generation is such that the rich steal from the poor and while the layman walks the talk, the preacher just continues to talk the talk. The trend of this generation is such that outward glamor and fame has taken precedence of inward beauty and integrity, where very few cares about the reality at home that is calling out loud for attention and cares more to look good on the outside and just cares to meet his selfish ends. More to say, it seems everybody cares to sit through the service with their sunday-best looks and listen to the truth on sundays. But come Monday, TRUTH is on SALE!! We have come a long way we say and yes today we have not only come a long way but we have "so many ways" today, confusing us and causing us to lose our faith in the "ways". There seems to be no end to the misery of this generation, as extortion, multiple taxation, bribery, back-door appointments, killings, molestations, rapes, trafficking and malpractices seems to be the infamous headlines in today's papers. This generation is heading towards the verge of total moral breakdown and self-destruction and the bigger threat is that the people have become complacent and "uncomfortably comfortable" with the reality of this generation. How long my brothers and sisters shall we remain mute spectators? How long shall we give ourselves away as victims to these realities? Isn't it time for victims to rise up as victors over the evils of this generation? Arise! Let’s make a move, take a step maybe one step at a time is all we need. Atsung Imchen: How Stupid can one be. Sharing this might irk many but let me just have my say. How would you judge someone’s action as Super Stupid or how would you consider a situation created by someones stupid decision as ultra Stupid. Based on an incident in Kohima High School Junction. Kohima as any other districts has a high number of vehicles, snail pace traffics and VIP vehicles making it even worse. There are many aspiring F1 drivers in Nagaland and many who wants to act in Fast and Furious 10 and ofcourse the obvious show offs found in every nook and corner of this planet and Nagaland is not exempted from it. The desire to learn how to drive is understandable when one owns a vehicle and even if one does not. But my dear aspirant candidates please have a little bit of God given common sense to learn driving in a less populated road where movement of people or vehicle is low. How can you possibly think about learning how to drive during the peak hours of traffic and pedestrains in a populated area? How stupid can you get? Your stupidity may lead to your death as well as innocent bystanders. One such incident where my own brother and a close friend encountered. They had neatly parked their car and when they were about to disembark from their vehicle whaaaam!!!! another vehicle at around 70 km/h came from the back and hit them the front of the vehicle lodged under a bus in front, a second delay in that and my friend would have been squashed. The defaulter was "LEARNING HOW TO DRIVE". He deserved all the punches and kicks one can give but luckily that didn't happen. Kohima even though a hilly area does not lack in open space grounds, future aspirants drivers please use those places to learn, not in the freaking middle of the town during peak hours. There are some pesky youngsters always grumbling and mumbling and forcing their parents to teach them even in highly populated roads, please please smack them really hard and make them wait until a proper time and place, dont give them any stupid ideas that might endanger theirs as well as others life. Stupidity has no excuse.

NEW DElhi, OctObEr 17 (tNN): Prime Minister Narendra Modi on Friday lauded the armed forces and asked them to be prepared for a future where security challenges will be less predictable and the enemy may be invisible. The Prime Minister asked the forces to prepare for a changing world, which demanded new thinking on our part with regard to economic, diplomatic and security policies. “Beyond the immediate, we are facing a future where security challenges will be less predictable; situations will evolve and change swiftly; and, technological changes will make responses more difficult to keep pace with,” Narendra Modi said in his address to the Combined Commanders’ Conference 2014 here. “The threats may be known, but the enemy may be invisible. Domination of cyber space will become increasingly important. Control of space may become as critical as that of land, air and sea. Full scale wars may become rare, but force will remain an instrument of deterrence and influencing behaviour, and the duration of conflicts will be shorter,” the PM said. Prime Minister said that India’s Armed Forces, which represent the world’s largest democracy, were second to none in professionalism, valour, com-
mitment, service and duty. The Armed Forces have always vindicated the faith and confidence that people of India placed in them, whether it is for our nation’s security or for relief in times of natural calamities, Narendra Modi said. He thanked the Armed Forces for their extraordinary service to the people during the floods in Jammu & Kashmir and the cyclone on the East Coast. He paid tribute to the tradition and training that inculcated the highest ideals and professional capabilities in our Armed Forces. The nation’s trust was the biggest strength of our Armed Forces. Prime Minister noted that the world was looking at India with renewed interest, confidence and excitement and there was a universal current of expectation from India to emerge not only as one of the poles of the global economy, but also as one of the anchors of regional and global security. He also asked the defence establishment, including the Armed Forces, to reform procurement processes as also suggest corrective measures to avoid delays in domestic development and production of defence equipment. Prime Minister urged the Armed Forces to focus on efficiency and economy in the use of resources and our military assets, including by greater integration and sharing of resources among the Services and draw up long term acquisition plans keeping in view availability of resources, future operational requirements and technology trends. Prime Minister also noted, “We should remember that what matters is capability of the force.” He also said, “When we speak of Digital India, we would also like to see a Digital Armed Force,” and asked the Services to give serious thought to upgrade technological skills for effective projection of power by men. The most important task, Prime Minister observed, was to transform
our defence forces. He called for increased jointness and urged the three wings of the Services to work as a team all the way from the lowest levels of the Services to the top. He suggested a number of practical steps to achieve that goal. He also felt that Commanders Conferences should be organized alternately on sea, in forward Army camps and at air bases, and not just in Delhi. Prime Minister also assured the Commanders that he would continue the practice that he had started of meeting the three Chiefs at least once a month. Outlining his vision of expanding domestic defence industrial base, he stressed the important role that the Services, as users, can play in this, both by committing to targets for domestic procurement and participating in innovation and improvements in domestically produced equipment. Prime Minister also mentioned that he attached the highest priority to the welfare of Armed Forces personnel, both during and after their service careers. He assured the Commanders that he would do everything to fulfill the promises made on One Rank One Pension; improving service conditions; and, creating better safety nets and opportunities for services after retirement.

NEW JErSEy, OctObEr 17 (iaNS): An Indian engineer has been sentenced to 18 months in prison followed by deportation for stealing trade secrets from medical technology giant Becton Dickinson and another New Jersey company. Ketankumar Maniar, 38, who is also known as Ketan Maniar, had pleaded guilty to two counts of theft and attempted theft of trade secrets in May, according to Northjersey.com.m Maniar, who has been in custody since his June 2013 arrest, was sentenced in federal court in Trenton Thursday. He was also ordered to pay BD restitution of $32,454. According to prosecution, Maniar had worked as an engineer in Salt Lake City for CR Bard Inc., which is based in Murray Hill, from 2004 until 2011. He worked on catheters, ports and other medical products. At the two companies, prosecutors said, “Maniar was able to steal secret information related to the companies’ products,” including BD’s development of a self-administered disposable pen injector called Vystra. Maniar downloaded Bard and BD files onto computer storage devices, and forwarded trade secrets from his work email accounts to his personal email accounts, they said. Prosecutors alleged that in the weeks before he left BD, Maniar downloaded more than 8,000 files of confidential information. BD representatives also found documents with filenames including the words “resume,” “cover letter,” and/or “thank you letter,” Cliffviewpilot.com reported citing a federal complaint in the court. FBI agents said they also found and seized an “Entrepreneurial Finance Book,” in which were “flagged, notated, and/or underlined text related to calculating corporate revenues, starting corporate ventures, obtaining venture capital, and protecting intellectual property through trademarks, patents, and other means.”

LONDON, OctOber 17 (IANs): Call it love handles, the spare tyre or the middle age spread - a lot of people struggle to do away with their extra fat around waistline. Thanks to a new way to burn energy from food, you could soon be able to do so with some “stress”. The scientists have discovered a new signalling molecule capable of activating brown fat cells called adenosine and burn energy from food. The body’s own adenosine which is typically released during stress activates brown fat and “browns” white fat, the findings showed. “Not all fat is equal. Humans have two different types of fat: undesirable white fat cells which form bothersome ‘love handles’ as well as brown fat cells which act like a desirable heater to convert excess energy into heat,” explained professor Alexander Pfeifer from University of Bonn in Germany. “If we are able to activate brown fat cells or to convert white fat cells into brown ones, it might be possible to simply melt excess fat away,” he noted. Crucial for transmitting the adenosine signal is the adenosine receptor A2A. “If adenosine binds to this receptor in brown fat cells, fat burning is significantly stimulated,” Thorsten Gnad from Pfeifer’s team explained. It was previously thought not possible for adenosine to activate brown fat. However, the researchers were not mislead by these previous findings. In contrast, using brown fat cells removed from humans during surgery, the scientists investigated the signaling pathway for fat activation using adenosine. The results showed that rats and hamsters react differently than humans in this regard. “On the other hand, brown fat in mice behaves just as in humans,” Pfeifer commented. The findings appeared in the journal Nature.

It formed during the first million or two years of the solar system’s birth 4.6 billion years ago and, until now, ventured no closer to the sun than perhaps the orbits of Jupiter, Saturn, Uranus or Neptune. It comes around every one or more million years. It will be the first Oort Cloud comet to be studied up close in detail. For comparison, the flyby distance of 87,000 miles (140,006 kilometers) is about one-third of the way
from here to the moon. Siding Spring’s tail could extend from Earth all the way to our moon. Its gaseous coma, the fuzzy head surrounding the nucleus, might stretch halfway to the moon. nNo comet has come anywhere near this close to Earth in recorded history. “We can’t get to an Oort Cloud comet with our current rockets ... so this comet is coming to us,” said Carey Lisse, senior astrophysicist at Johns Hopkins University’s applied physics laboratory. By studying Siding Spring’s composition and structure, scientists hope to learn more about how the planets formed, according to Lisse. Scientists also are keen to spot any changes to the comet or Mars due to the close approach. NASA’s newly arrived Maven spacecraft, for instance, will compare the upper atmosphere before and after it passes.
“Think about a comet that started its travel probably at the dawn of man and it’s just coming in close now,” Lisse said. “And the reason we can actually observe it is because we have built satellites and rovers. We’ve now got outposts around Mars.” Scientists initially worried the spacecraft orbiting Mars would be at considerable risk from the comet’s massive trail of dust. The nucleus itself poses no danger of impact. But the particles in the tail, hurtling through space at 126,000 mph (202,767 kph) could fry electronics, puncture fuel lines, or destroy computers, transmitters or other vital spacecraft parts. As Siding Spring’s path became clearer, the threat level was deemed minimal. Still, space agencies are taking no chances. They’re employing the “duck and
cover” strategy. NASA’s three orbiters — Mars Odyssey, Mars Reconnaissance Orbiter and newcomer Maven — will be behind the red planet at the time of peak danger. That’s a 20-minute-or-so period approximately 1½ hours after the closest approach by the comet’s nucleus.n The European Space Agency also shifted the orbit of its Mars Express as did India for its Mars Orbiter Mission, or MOM, the country’s first interplanetary spacecraft that, like NASA’s Maven, arrived last month. The precautions are prudent, said University of Maryland senior research scientist Tony Farnham, who led a hazard-analysis team. “Comets are complex beasts and don’t always live up to our predictions,” Farnham said in an email Wednesday. “If you don’t want surprises, then don’t study comets.”

A Cham woman who attended a procedural hearing in July recalled the mortal danger of being a practicing Muslim under the rule of the Khmer Rouge, who sought to force them to abandon their religion. “They killed many Muslim people,” survivor Simach Smam told The Associated Press. “They cooked pork and told us to eat it. If we didn’t eat it, we would be killed. They would also kill us if they saw us praying to Allah. I am so full of anger.” Lyma Nguyen, a lawyer representing ethnic Vietnamese victims, said outside the hearing that the trial represents not only a rare chance to shed light on the genocide, but also on the lingering harm the mayhem has
caused to survivors. Those forced to flee retained no documentation proving their Cambodian origins, so when they returned they were plunged into statelessness, and remain targets of widespread discrimination and political scapegoats. Bopha Om, a 59-year-old woman who lost members of her family in the genocide, said she was forced into marriage under threat of death. “The Khmer Rouge tortured me. They forced me to dig my own grave. So I want to see them being prosecuted in court,” she said. After years of legal and political wrangling, the Khmer Rouge tribunal was established in 2006, but has been plagued by corruption, mismanagement, and financial woes. The hybrid structure of the court, in which U.N.-appointed international judges and lawyers share duties with Cambodian counterparts, has led to allegations of political interference and repeated deadlocks.

There were applause on Thursday rather the disgruntlement of previous years at the annual general meeting, but Wenger still didn't escape censure over the team's inability to sustain a Premier League title challenge. Angami and Cuzoto Resuh emerged champions in the category of 55 years and above while Rikhy Rana and Raj Kumar came runners-up. In the 45 years & above category, Amardeep and Arep emerged as champions while I. Temjen and N. Wati came as runners-up. Lanu and Nochet won the 35 years and above category while the runners-up were Moa and Rhovisie. Parliamentary secretary for school education Yitachu, parliamentary secretary for CAWD and economic & statistic Tohanba and badminton coach Meren Paul gave away prize to the winners. The champions and runners-up in each category were awarded Rs. 20,000 and Rs. 10,000 respectively.
ISL will take off, says Arsene Wenger

lONDON, OctOber 17 (Pti): Indian Super League has been a hit as far as the initial matches are concerned and the biggest endorsement for the ambitious project has come from none other than Arsenal manager Arsene Wenger who has no doubts about ISL's impending success. Wenger said he was pretty much sure that the profile of football in India will come up because of the ISL and that it will be able to compete with cricket in future. "I know that people there (in India) watch the Premier League and I'm convinced that with such a huge population, it (ISL) will take off," Wenger said. While cricket is comfortably the most popular sport in India, Wenger said he was convinced that there was still space for football to grow. "If you look at the history of football, it has always become quicker and it looks like it grows everywhere. It's like a virus that multiplies, so I don't imagine that it won't take off. "It (football) took a while in
the United States but it's now very popular. It faces cricket in India but there's always room for a second sport. There's only really badminton and cricket in India at the moment but there's room for another sport," he was quoted as saying by 'Arsenal Magazine'.
