Naga students of Arunachal urge NSCN (IM) to stop ‘tax collection’

Dimapur, OcTOber 21 (iaNS): A student body has urged the NSCN-IM to stop its unlawful “tax collection” from various educational departments in Arunachal Pradesh. At a meeting with the NSCN-IM, the Arunachal Naga Students Federation (ANSF) said the tax collection was creating hurdles in the development of education in many districts, according to an ANSF statement. It pointed out that the tax collection by NSCN-IM in three economically and socially backward districts of the state -- Tirap, Changlang and Longding -- has led to financial problems in the operation of several schools and colleges. “This appeal got necessitated due to problems faced by the teaching staff, department’s officers and authorities of schools and colleges in Tirap, Changlang and Longding. Not just that, the lives of the upcoming youths is also getting ruined due to lack of education,” the statement added.

The Court hearing on the educational qualification row regarding Nagaland State MP to the Lok Sabha, Neiphiu Rio was held today at the Court of the Chief Judicial Magistrate First Class (JMFC), Kohima under Judge Tuccuno Vamuzo. Former Chief Minister and current MP, Rio was present at the hearing along with supporters and family members. Hundreds of supporters lined up outside the court to show solidarity with the MP. Senior Advocate for Rio, BK Mahajan today informed that the complainant had filed an application before the court seeking time since the transfer application was pending before the court. Mahajan further stated the defense has not submitted an objection on what has been made from the complainant’s side. The next hearing has been fixed for November 11 for consideration of the charges against the accused. A brief press conference with Rio and his lawyer was held outside the DC’s office. While briefing the media on the case, Mahajan stated: “We are all citizens of India having respect for the laws of the land, hence because the cases were fixed for consideration today, our client, ex-CM of Nagaland has appeared before the court being a law abiding citizen. cally motivated and results of political vendetta.” In his defense, Rio said the public knows that the college authority has already rectified the “error” in his educational certificate, and that a public apology was also extended. “So since I have been accused, as an accused person in this regard, I have come personally as summoned by the court to appear personally to show that I am innocent, I am not guilty,” Rio added. On being questioned why he had not noticed the error in his certificate in the first place, the Nagaland MP replied: “I don’t want to go into detail and it is not proper. And I think if you go through the records … the letter of this controversial certificate was issued on the 12th December 2012

and when I went to general election in 2013, my affidavit was correct as BA and not as honors. And only this mistake occurred in the Parliament [elections] in 2014.” This, he stated, was made by “people, who had the file,” and must have seen the paper and recorded as it was found. He asserted that his appearance today is to clear his name and to prove his innocence. Replying to a query as to whether the case is part of a political war between him and the Nagaland Chief Minister, the MP stated: “I have no political war with anybody. If they have any, then I don’t know.” During the gathering, the MP’s supporters urged Rio to come back to the state. To this, the MP said he will be coming back to State politics since he “is for the

people and coming back to the wishes of the people.” Transfer of case It may be noted that the Principal District and Sessions Judge, Kohima, had passed an order on September 23, 2016, transferring the complaint case no 1/16 and GR 33/16 to the court of the Judicial Magistrate First Class (JMFC), Kohima from the court of the Chief Judicial Magistrate (CJM), Kohima. The complainant, had subsequently, filed an appeal in the Kohima Bench of the Gauhati High Court against the order passed by the Principal District and Sessions Judge, Kohima. The Advocate for the complainant informed that the High Court had today impugned the September 23 order passed by the Session Court.

Crime against wildlife continue despite awareness

Dimapur, OcTOber 21 (mexN): The Wildlife Crime Control Unit, Dimapur on October 19 during routine highway patrolling along NH-29, seized 32 numbers of wild birds (dead) from different roadside stalls between Medziphema Town and Pherima Village. However, the culprits fled on seeing the patrolling party, leaving behind the illegal wildlife items.

According to a press statement received from the Department of Forests, Ecology, Environment and Wildlife, the seized wildlife items includes 2 Red Jungle Fowl, 12 Yellow Footed Green Pigeon, 3 Red Vented Bulbul, 1 Blue Throated Barbet, 2 Myna, 1 Asian Pied Sterling, 1 Golden Fronted Leafbird and 10 Larks. All the seized wildlife items were disposed off by burning and burying in the presence of officials of the department at Forest Office Complex, Dimapur, the same day, the press statement informed. The department lamented that even after extensive awareness and repeated warning to abstain

from wildlife crime; certain individuals have been involving in these unlawful activities. This is a serious offense under the Wildlife (Protection) Act, 1972, and arrested offenders can be penalized with fine up to Rs. 25,000 or imprisonment up to 7 years or both. It also reminded that hunting (killing, poisoning, capturing, snaring, coursing, trapping, driving, baiting, injuring, destroying and damaging or disturbing eggs or nests) of wildlife is prohibited under Section 9 of the said Act. Nagaland today connected with energy efficient domestic appliances with EESL plans to distribute over 25 lakh LED bulbs, 1.5 lakh fans and 2.5 lakh tube lights. Over 6 lakh consumers will get benefit from this scheme. The Unnat Jyoti by Affordable LEDs for All (UJALA) scheme, energy efficient fans and tube lights programmes are being implemented by Energy Efficiency Services Limited (EESL), a JV under the administration of Ministry of Power, Government of India. Under this scheme, consumers will be able to buy high quality 9W LED bulbs at a discount rate of Rs. 70 each (against a market price of Rs. 350), energy efficient fans at a price of Rs. 1, 150 each and tube lights at a subsidized price of Rs 230. Launching this Energy Efficient Nagaland by switching on of LED bulb and fan in the DC’s Conference Hall, Minister for Environment, Forest & Climate Change Dr. Neikiesalie (Nicky) Kire said the distribution of LED bulbs, energy efficient

fans and tube lights in Nagaland will not only help ensure energy access for all but will also help consumers in reducing their electricity bills. The minister wanted to see that the whole state is covered by this scheme at the earliest and introduce in all households, wards and colonies. Kohima Deputy Commissioner Rovilatuo Mor said Energy Efficient Nagaland is a Kohima district administration initiative, taken up to effectively tackle with the problem of wide gap between high demand and short supply of power. The grim scenario of power status in Kohima district is that while the installed capacity is 24 MVA with 132/33KV (maximum), the demand for power is 26 MW with an increase of 2 MW/ every year, and with the festive season approaching it is expected to cross 30 MW which will only invite more frequent load-shedding. Kohima district administration has already framed guidelines for implementation of District Initiative Towards Energy Efficient Kohima (DITEEK) in partnership with EESL company and village council/ward panchayats of Kohima district under the centrally sponsored scheme UJALA.

NR/P-1/2002 dated Kohima June 18, 2013, the various assistance given to the villages under whose jurisdiction the wildlife offence has been detected, will be curtailed, the press statement pointed out. In this connection, the Wildlife Warden, Dimapur has appealed to the public to refrain from the sell and/or purchase of illegal wildlife items in order to avoid any legal action. Further, the Wildlife Warden sought cooperation of the public to bring about conservation and protection of wildlife and to reduce wildlife related crime throughout the State.

Uniform Civil Code not applicable and acceptable in Nagaland: NPCC

Dimapur, OcTOber 21 (mexN): The executive committee of the Nagaland Pradesh Congress Committee (NPCC) today resolved that the Uniform Civil Code (UCC) “is not applicable and acceptable in Nagaland.” A press note from the NPCC Working President, P Ayang Aonok informed that this was resolved in a meeting on Friday to examine and deliberate on the questionnaires put forward by Dr. Justice B.S Chauhan, Chairman Law Commission of India to all concerned to engage with them on the comprehensive exercise of the revision and reform of family laws, as Article 44 of the Indian Constitution provides that ‘the state shall endeavour to provide for its citizen a Uniform Civil Code throughout the territory of India’. The NPCC meeting resolved that Nagaland is “part of the Union of India with special provision under Article 371A of India Constitution, which quotes that “notwithstanding anything in the Constitution, - No Act of Parliament in respect of (i) Religious or social practices of the Nagas; (ii) Naga customary law and procedure; (iii) administration of civil and criminal justice involving decision according to Naga customary law and procedures; and (iv) ownership and transfer of land and its resources shall apply to the State of Nagaland unless Legislative Assembly of Nagaland by a resolution so decides. In light of this, the NPCC stated that any violation in the provision by Government of India in respect of Nagaland would mean breach of agreement that the GoI and Nagaland has arrived at under Article 371A.

Wedged in between stinging public criticism, crumbling infrastructure and growing expenditure-revenue gap, the Department of Power, Nagaland has made a bold move into the online world of billing. The department on October 21 put into place an online facility – www. dopn.gov.in - for payment of electricity bill. With this, the Power department becomes the first utility department in the state to provide online payment facility for services rendered. State Power Minister, C. Kipili Sangtam officially launched the portal at a programme held at the Electrical Office complex in Dimapur. Sangtam also became the first consumer to make bill payment through the portal. With the launch, the department seeks to ease bill collection while aiding revenue generation and doing away with long queues. The online payment portal is part of a larger Central Government funded project - Restructured Accelerated Power Development Reform Programme (R-APDRP), the primary objective of which is to reduce losses and improve service delivery. For a start, this facility will be available to consumers of SDO -I and III under Dimapur Electrical Division and in SDO- II, Chumukedima and Kohima by year-end. This facility will then be implemented in 6 other towns by June 2017. Er. Keviletuo Yiese, SE (Revenue) & Nodal Officer, R-APDRP during the launch today held that insufficient payment counters and long queues discourage consumers from paying. He added that with the facility consumers can now comfortably pay from home.

Power Minister, C. Kipili Sangtam, in his address, highlighted the loss incurred by the department in revenue during 2015-16, which stood at 68 percent. This, he said is like the state is providing electricity almost free. Holding power theft and non-payment as the main factors responsible for revenue loss, he termed it “a moral issue” that deserves introspection. Theft and non-payment is said to make up 40 percent of the total loss. According to him, the department despite the many challenges has been doing a commendable job. While urging the consumers to make good use of the facility, he said, “I believe many of our consumers will be having access to the internet.” The payments can be made through debit/credit cards or net banking. His speech though fell short of mentioning how the state government intends to revive a power sector crying for vital governmental financial support. Er. Yiese presenting an overview of the commercial aspect of the department informed that rapid demand growth has widened the demand-supply gap. At present, the department can hardly meet 120MW of the peak demand of 145MW due to infrastructural constraints. Demand is projected to exceed 265MW by 2019. Following a steady growth between 1961 and 2003-05, statistics point to a 2-fold increase in demand over the past one decade. At 60MW during 2003-05, the demand has shot up to 145 at present. “Revenue generation is showing an increasing trend every year” but it does not correspond with the spending and energy consumed, said Er. Yiese. Nagaland was said to have the highest Aggregate Technical & Commercial losses in the country at almost 70 percent in 2015-16. The R-APDRP promises a slew of changes and upgrades in the billing and revenue mechanism, which includes in the list a dedicated Customer Care Centre (hotline) centred in Dimapur, self help kiosks and importantly, stricter energy auditing.

Naga author releases 19 book titled “The Richest Woman” th

19th time author, Imtijungla Longchar released her new book titled “The Richest Woman” today at a launch held at Muffets Pantry, Dimapur. The author is a teacher, author, well-known preacher and a resource person for youth, women and family seminars. She and her husband S. Wati, Associate Professor, Discipleship Bible College run Voice of God Ministries. During an interaction with media personnel, Imtijungla stated that she was inspired to write the book with the hope that women regardless of any place or field would be touched after reading it. The author also explained that by “rich woman” she is not talk-

ing about big money, immense investments, lands, collection of jewellery or vast property holdings but about God’s outpouring of spiritual wealth. In her book introduction, the author states that the concept for this book sprang up from the noble woman of Proverbs 31:1031. She adds, “I find that this woman is literature’s most perfect picture of the ideal woman. Her charity, her chastity, her diligence, her efficiency, her earnestness, her love for her husband and children, even her business foresight are brilliantly illuminated in words that rise up majestically form the passage. Her intention, she states, is to present a role model after whom many woman in any era or culture can pattern her life if she desires to live according to the

principles of wisdom and the fear of Yahweh. Spread over 13 chapters, the author has taken contents from Proverbs 31:10-31, where she has brought one biblical model of a woman. Choosing Jochebed, Rachel, Leah, Esther, Ruth, Queen Sheba, the Shunammite Woman, Mary the Mother of Jesus etc, she has attempted to re-create these women, so they might be seen as real women. Formally releasing the book was Rev. Narola, President, All India Baptists Women Union and former women secretary of the Nagaland Baptist Church Council. Congratulating the author, she stated, “I can only say that this book is going to be a source of inspiration. I’ve seen the author’s books in many libraries and this is a positive

Kohima, october 21 (mexN): Nagaland Chief Minister TR Zeliang has urged his Manipur counterpart O. Ibobi not to make undue speculations. The Manipur Chief Minister had on Thursday alleged that Zeliang, while delivering speech at a function in Senapati district on October 19, attempted to incite hatred among the different communities of Manipur. “Ibobi seems to have more than jumped the gun and had gone ahead to perceive apparitions where there were none,” a rejoinder from the Media Cell, Chief Minister's Office, Nagaland, stated. Claiming that the Nagaland CM had spoken about the need for the Nagas of Manipur to be united “to protect their birth right over their land, customs, culture and tradition,” the CMO statement insisted that Zeliang had “at no

point mentioned about territorial integration or disintegration.” During his speech at the “First Conference of Naga Village Authorities of South Nagalim”, Zeliang had opined that the Framework Agreement of August 3, 2015 “is a preamble, and not the final agreement”. This, the CMO stated added, is indicative of the intention of both the negotiating parties to settle the issue amicably without use of force or violence. The statement also pointed to Zeliang’s stating his belief that the final agreement would be finalised “after having wideranging consultations with the stake-holders”. The CMO statement sought to reverse the tide alleging that Ibobi had raised the issue of integrity of his State just to gain political mileage on the eve of elections. Outsiders are often flummoxed by the erratic weather of the hills of Darjeeling in West Bengal. Within minutes, or a few kilometres, the facade of the sky changes from a clear blue to an ominous grey. In some ways, the life of a Sherpa in Darjeeling is erratic like hill weather: given the dangers of their profession, a sustainable, happy life can become overshadowed with grief and loss within the span of just a few treacherous steps. The Sherpas have been inseparable from the Himalayas in popular imagination, ever since the 1920s, when European mountaineers began to first scale the mountains. On climbing missions, Sherpas frequently suffer the loss of physical and mental faculties. Some lose their feet to frostbite, thus losing the means to continue their

profession. Others lose their mental balance due to traumas suffered during climbs, and retire early. Paralysed physically and mentally, Sherpas who can no longer climb get no financial support. Pemba Lamu Sherpa’s husband Dawa Wangchuk Sherpa was accompanying West Bengal mountaineer Chhanda Gayen on an expedition to Mount Kanchenjunga, Nepal, in 2014, when they got caught in an avalanche. When their bodies could not be found, they were declared dead. Her neighbours claim Pemba Lamu Sherpa was offered a compensation of Rs 50,000, which she says she never actually received. In contrast, according to some news reports following the tragedy, Gayen’s family was promised a sizeable compensation. Most professional Sherpas today go for expeditions where there is a huge risk

to their lives, only so they can earn enough to ensure that their children receive a good education, and do not have to venture into this line of work. Young Sherpas are increasingly turning to convent education as a tool to escape this high-risk profession and find other means of livelihood. But there are few other opportunities in Darjeeling. Till date, the economy of Darjeeling, also known as the Queen of the Hills, primarily subsists on its tea gardens and on tourism, which gained primacy during the colonial era, when various Himalayan tribal groups began to migrate here in search of better livelihood. RBI silent as card fraud gets bigger NPCI, Visa, MasterCard to jointly conduct investigation MuMbai, OctOber 21 (DNa MONey): While the Reserve bank of India (RBI) is keeping mum over the issue of a massive security breach of banks’ teller machines (ATMs), National Payment Corporation of India (NPCI), the umbrella organisation of retail payments, is closely working with all the 19 affected banks and Visa and MasterCard, to conduct a forensic investigation to find the root cause of the problem. Banks believe that 3.2 million cards have been impacted but the number could go up as the consolidated data is still to be collated, say bankers. According to NPCI, the genesis of the problem was when banks received complaints in September of cards being used in China and the US while the customers were in India. Sources say that the data breach is believed to have

taken place from the processor of one of the private banks. Of the total cards affected, 26 lakh are Visa and MasterCard put together, while the remaining 6 lakh cards are RuPay. Senior bankers say they are still to hear from the RBI on the issue, even after they apprised the central bank of the problems. But the RBI has yet to get back with any response. A questionnaire sent to RBI by DNA Money to know its measures to plug the holes has not elicited any response. YES Bank said it has proactively undertaken a comprehensive review of its ATMs, adding that there is no evidence of any breach or compromise on YES Bank ATMs. NPCI said all three card networks -- RuPay, Visa and MasterCard have been working in a collaborative manner since September to plug the holes. A P Hota, managing director and CEO of NPCI, which operates RuPay cards, said in a release, “The complaints of fraudulent withdrawal are limited to cards of 19 banks and 641 customers. The total amount involved is Rs 1.3 crore as reported by vari-

All affected banks have been alerted by all card networks that a total card base of about 3.2 million could have been possibly compromised. Out of this 0.6 million are RuPay cards.” Meanwhile, according to a senior official, State Bank of India (SBI) will issue an advisory to its customers not to use other banks’ ATMs until the security breach issue is completely sorted out. It is the only bank to say that about 6 lakh of its debit cards are impacted, which is 20% of the 3.2 million cards that are affected

However, all other affected banks refused to give number as to how many of their cards may have been compromised, barring Axis Bank which said it has about 1.6 crore debit cards and they have intimated a few lakh customers about the need to change their personal identity number (PIN). A senior private bank official said, “We have intimated the RBI about the extent of the problem in our bank.” ICICI Bank said, “We would like to inform that the possible breach of information of debit cards has taken place in the ATM network of another bank. As a precautionary measure, the PINs of debit cards used at the ATMs of that

This has been done in order to protect our customers from any potential fraudulent transaction.” They have asked the customers to change their PIN periodically to prevent any misuse. HDFC Bank said in a statement that their systems detected a potential compromise of debit cards arising from usage at a nonHDFC Bank ATM network a few weeks ago. “We immediately notified customers who we knew had used a non-HDFC Bank ATM in the recent past to change (their) ATM PIN. We also advised them to use only HDFC Bank ATMs,” it said, adding that frequently changing ATM PINs will help prevent the misuse.

New Delhi, OctOber 21 (pti): Fliers on major domestic routes will soon have to shell out more for flights to fund the government's regional connectivity scheme announced on Friday under which fares will be capped at Rs 2,500 for half of the seats in one-hour flights. The cap on fares would be reviewed periodically based on Consumer Price Index for Industrial Workers and would also vary in tune with duration of a flight under the Regional Connectivity Scheme (RCS), which has been named 'UDAN'. However, the government's move to impose a "very small" levy on every departure on major routes to fund the scheme seems to have not gone down well with many of the existing airlines as they feel that such a move could push the airfares higher and are of the view

that there are other ways for funding the scheme. The exact quantum of levy to be imposed would be decided in the coming days. A "first of its kind" in the world, UDAN (Ude Desh Ka Aam Naagrik) will be based on market mechanism as well as bidding for a minimum of 50 per cent seats in the participating airline's flight and the rest would be market-based pricing. Helicopter services too can be part of the scheme. The government expects the first flight under this scheme to take off in January. Charging a levy on profitable routes is likely to push the airfare for fliers. Under the scheme, mainly aimed at connecting unserved and under-served airports, airfares would be capped at Rs 2,500 for half of the seats in flights travelling a distance of 476

The malware-related security breach was reportedly detected in the non-SBI ATM network, following which the public sector lender blocked around six lakh debit cards. An estimated 30,00,000-plus debit cards issued by various public or private banks are said to have been exposed to a potential risk of data breach. The bank remains bullish in achieving a high growth in retail lending in Kolkata Circle during this festive season (October to December). "Our retail loan target during the festive season is Rs 1,000 crore. Last year the loan amount was around Rs 700 crore," Sengupta said. The bank has been offering lower interest rates and zero processing fees on some of its retail products -- home loans, car loans, personal loans and education loans -- under its special financing scheme 'Hope Loans' during the festive season. "For every loan sanctioned during this period, the bank will contribute a sum to selected NGOs working in the field of education, health, environment and shelter which will help a disadvantaged person's dreams come true," a statement said. KOlKata, OctOber 21 (iaNS): Following a cyber security breach in the country's banking system, India's largest bank, the State Bank of India (SBI), has advised customers to use its own automatic teller machines (ATMs) for safe transactions and is looking to replace within ten days around six lakh debit cards which were blocked by it as a preventive measure, a senior SBI official said on Friday. "We have set an internal target of seven to ten days for issuing the new debit cards to the customers whose cards have been blocked," said SBI Chief General Manager (Kolkata Circle) Partha Pratim Sengupta. "We advise our customers to use SBI ATMs only at the moment for safe transactions," he said. The lender on Wednesday said card network companies NPCI, Mastercard and Visa had informed various banks about a potential risk to some cards owing to a data breach. "Accordingly, SBI has taken precautionary measures and blocked cards of certain customers identified by the networks. This is a proactive measure to protect our customers from any potential fraud once we came to know of some data breach outside our Bank," the bank said in a statement, adding that it was in the process of issuing new cards.

MBBS Seat Allocation: ENCSU seeks Governor’s intervention

DiMapur, OcTOber 21 (Mexn): The Eastern Nagaland College Students’ Union (ENCSU) today submitted a representation to the Nagaland State Governor, PB Acharya on grievances faced by “backward tribes in general and eastern Nagas in particular.” The ENCSU asked the Governor to intervene and look into the former’s demands regarding the NSEE-II Exam Result 2016 and allocation of MBBS seats. It requested the Governor to “give back” their “due share of 4 MBBS seats as the state government has failed miserably even after

a lapse of 85 days.” Terming the selection process to MBBS and BDS seats as unfair under the State government over the past few years, the ENCSU said that the same anomalies have been detected even this year. “The result which was declared by the Department Of Technical Education on 15th July, 2016 vide No.DTE/ESTT2/12/2016-17/ failed to implement the Government policy on backward reservation by denying 4 MBBS seats to the students from deprived areas. Therefore, we seek an immediate review of the result and al-

Global IDD Prevention Day observed AR ex-servicemen rally held in Dimapur DiMapur, OcTOber 21 (Mexn): Global Iodine Deficiency Disorders (IDD) Prevention Day was observed in different parts of Nagaland on October 21. At Northfield School in Kohima, Director, Health & Family Welfare, Dr. John Sweyievisa said that IDD is a global issue and October 21 has been marked to generate awareness and to continue working to prevent iodine deficiency disorder. He explained that iodine deficiency leads to abnormalities known as Iodine Deficiency Disorder (IDD) which includes goitre, mental retardation, growth retardation etc. Also during pregnancy, it leads to abortion, stillbirth or birth of mentally deficient baby. Pointing out that the human body requires a daily supply of 150 micrograms of iodine which is to be obtained from the food one consumes, he advised the students to consume good quality iodised salt. Once iodine deficiency is formed it becomes irreversible, he added. Nagaland is placed in the sub-Himalayan region and studies have found that the region is in the iodine deficient zone; therefore, he encouraged the students to give importance to IDD and also to pass on the message to their family, friends, and neighbours. Programme Officer, NIDDCP, Dr. Akuo Sorhie said that iodine is very important for the human body and that some of our vital organs need a daily dose of

iodine for it to function normally. She stated that 1/3 of the world population suffer from IDD and it is the main reason for mental disorder in the world. Dr. Akuo further explained that the simplest way to avoid IDD is to consume good quality iodised salt. She explained the various disorder caused by lack of iodine and how it affects a person. The only solution to prevent IDD is to maintain the required level of iodine in our body, she explained. Principal, Northfield School, Jaison Jose said that the purpose of having such programme in the school was to enlighten the students on IDD and thanked the department for providing the opportunity to the students. Quarks froze out first, then protons and neutrons, followed by electrons. Finally, after about 380,000 years, hydrogen – the first atoms – started to form. Some of these atoms were pulled together into stars, where they fused into carbon, oxygen, nitrogen, iron and all of the other elements from which planets and life are built. However, when our universe was about one billion years old, it appears that nine out of every 10 of those original hydrogen atoms were destroyed before they ever found their way into galaxies. Exactly when and how were those first atoms in the universe destroyed? Astronomers have puzzled over these questions for decades. I’m leading a new experiment – known as the Hydrogen Epoch of Reionization Array (HERA) – that we hope will help answer what happened. With the formation of those first hydrogen atoms – each made of one negatively

charged electron and one positively charged proton – the universe entered a period cosmologists call the Dark Ages. During this time, the universe quietly waited for clouds of hydrogen to obey the influence of gravity and collapse into the very first stars and galaxies. The ignition of the first stars marks the end of the Dark Ages and the beginning of our “Cosmic Dawn,” some 100 million years after the Big Bang. For the first time, our universe began shining with a light other than the afterglow of the Big Bang. Leading up to our Cosmic Dawn, the entire universe was filled with hydrogen. However, starlight consists of photons with enough energy to split hydrogen apart, reionizing it back into protons and electrons. As more and more stars lit up, larger and larger holes of ionization got carved out of the primordial hydrogen clouds. Other, more exotic objects also began forming inside galaxies. As stars exhausted their hydrogen fuel, they’d explode in spectacular supernovae. Some stars left behind black holesthat devoured nearby stars and generated powerful x-ray jets. In the centers of galaxies, supermassive black holes were growing, with the masses of millions of suns. These events injected huge amounts of energy into the surrounding hydrogen clouds, heating and ionizing them, until, as we look out today, we see that all of the intergalactic hydrogen has been

destroyed – reionized into its component particles, protons and electrons. We astronomers are still struggling to disentangle all of the complex processes that led to the formation of stars and galaxies and the simultaneous destruction of the universe’s hydrogen. Using our most powerful optical telescopes, we are finding galaxies so far away that their light, emitted when the universe was only one billion years old, is just now getting to us. The glimpse we get of these galaxies in the final throes of reionization is as the last remnants of

intergalactic hydrogen are being burned away. Yet as we try to look deeper, the hydrogen itself confounds us. It absorbs the very starlight that we use to observe distant galaxies, acting as a blanketing fog that conceals the chaos behind it. To solve this problem, my colleagues and I designed a new kind of telescope: an array of radio dishes that, instead of searching for distant galaxies, maps the intergalactic hydrogen itself throughout the process of being heated and reionized. Our Hydrogen Epoch of Reionization Array combines cutting-edge su-

percomputing hardware with low-cost antenna construction in a unique design that gives it both the sensitivity and precision to create what will be the largest maps in the universe. HERA is sensitive to a specific kind of radio wave produced when the magnetic fields of the proton and electron inside of hydrogen switch their north-south polarity with respect to each other. Just as two oppositely aligned bar magnets attract each other and release energy in the process, the switching polarity of the electron and proton causes hydrogen to release a small

amount of energy. This hyperfine transition produces radio waves with a characteristic wavelength of 21 centimeters. As a result of the continuing expansion of the universe since the Big Bang, 21-cm radio waves from intergalactic hydrogen have been stretched by different amounts, depending on how old the universe was when they were originally emitted. For example, when the universe was 770 million years old, it was eight times smaller than it is today. A 21-cm radio wave emitted by hydrogen at this time in the history of our universe would be stretched by a factor of eight on its way to us; we would see it with a wavelength of 168 cm. On the other hand, the same radio wave emitted when the universe was 940 million years old would be be stretched only by a factor of seven, appearing to us with a wavelength of 147 cm. By measuring the wavelength of the light, we can know exactly when and where in the universe it was emitted. By mapping the sky at many wavelengths between 150 and 350 cm, HERA can produce a series of images from the early childhood of our universe. We will be able to watch step by step as the light of the first stars and galaxies destroys the clouds out of which they formed. We expect to see large clouds of hydrogen glowing with 21-cm emission, with dark pinpricks of ionization sprinkled in. As we move to parts of the universe that are

closer to us and where more time has elapsed, we should see larger and larger voids where 21-cm emission is missing, until finally, these voids swallow everything and the 21-cm signal that signifies the presence of hydrogen is gone. Our HERA team was recently awarded US$9.5 million from the National Science Foundation. We’ll use the funds to construct a hexagonal array of 240 14-meter radio dishes in Karoo Radio Reserve of South Africa over the next three years. Our collaborators hail from 16 institutions from around the world. The plan is to work in parallel to conduct the observations that will be used to produce HERA’s groundbreaking results. Observations with the new facilities in the next several years are poised to transform our understanding of the first stars, galaxies and black holes, and their role in driving reionization at the end of cosmic dawn. HERA’s observations of neutral hydrogen will provide unique insights into this formative period in our universe. Indeed, in the early universe, 21-cm emission provides the only direct way to probe the complex interplay between the first luminous structures and their surroundings. To trace the story of the first atoms in the universe, stay tuned as HERA begins observing over the next few years. henever my children express a low opinion of their parents, I remind them that author Dallas Clayton named his son Audio Science, actor Jason Lee called his child Pilot Inspektor, singer Frank Zappa called his son Moon Unit -- and that I have the legal right to change their names at any time (probably not true). Worst of all, the singer Sting named his daughter Fuchsia. No, I don't know what he calls her for short. Yes, I can guess what the other children at school call her for short. A reader sent me a news report about names. After a mayoral election in Romania had been won for years by a man

named Vasile Cepoi, a rival political faction fielded a candidate who they also named Vasile Cepoi -- and a third challenger also changed his name to Vasile Cepoi. In the end, that election earlier this year saw Vasile Cepoi re-elected, Vasile Cepoi pipped to the post, and Vasile Cepoi humiliated by low support. This gives me an idea. If everyone on Earth changed their name to Vasile Cepoi, we might all start acting like one big family. Cepoi apparently means "big onions" in Romanian, so that's kind of an ego-booster, right, guys? That incident reminded me of the boxer George Foreman, who has five sons, all called George. (His daughter's name is Georgetta.) Important Note: I am NOT implying that Foreman has a ludicrously over-sized ego, because I would never say such a thing about a

man who can crush a metal garbage can with one hand, even though it's clearly true. On a practical basis, it must be hard for George to get the kids to do anything. George: George, I told you to stop that! George: I thought you meant George. George: I'm not doing anything. George: It wasn't me, it was George. George: Did someone call me? And so on. That, in turn, reminded me that the planet Uranus was originally called George. The guy who discovered it named it Georgium Sidius which is Latin for "George the Star". (I am not making this up.) I wish they'd kept the name, which is easier to grasp than the usual names for things in space, such as Corona Borealis, Epsilon, Tau Seti, Majoris, Twinkle and the like. But going back to massive egos, did you know that all three of Michael Jack-

son's children are called Michael, including the girl? It sounds like a madeup story, and there IS a wonderful piece of literature with the same plot: Too Many Daves by Dr Seuss. Worse than giving all your children the same name is giving your child the same name twice. In a column, I mentioned a real person named Ho Ho, commenting that she had one of the happiest real names ever. Reader Angela Sias responded: "Not if she is a girl." I know there's a famous politician in Afghanistan called Abdullah Abdullah. What if his middle name is also Abdullah? Years ago, I met a guy in Hong Kong named So So-so. I was tempted to ask him how he was feeling, purely so that I could have the following conversation. Me: "How are you feeling today, So Soso?" So So-so: "So-so."

he colours and lines of Aboriginal art in Australia’s outback take the author back to the deserts of her birthplace in Rajasthan In the grainy red sand, Anangu Aboriginal artist Sarah Dalby, 42, glides her fingers to draw a collection of symbols to demonstrate how the Aborigines have been passing knowledge about their land, culture and traditions from one generation to the next. It is a warm spring afternoon in Yulara, the resort town in Australia’s Red Centre desert, and I am in the town square for a 90-minute Maruku Arts dot painting workshop. Dalby draws concentric circles, linking them with lines to depict a journey from one place to another. She then etches crescent-like shapes, representing men and women squatting on the ground, and envelopes them with more symbols that embody desert flora and fauna. Symbolism, manifest in Aboriginal paintings, plays an important role in illustrating the Anangu’s (Aboriginal people from the western and central deserts of Australia) connectedness to the land and the life it supports. The bold patterned artworks tell a story, mostly an interpretation of Tjukurpa (the law and stories of ancestors) that the Aborigines have followed for more than 40,000 years, making this the oldest continuing culture in the world. lates the words from Pitjatjantjara, the Anangu language. Minyma (women) traditionally had piti (wooden bowl) in which they carried their babies and used the wana (digging stick) to protect themselves and collect mai wiru (bush tucker) such as kampurarpa (bush tomatoes), arnguli (plum), mangata (quandong), tjala (honey ants) and maku (witchetty grubs — the larvae of the Cossid Moth). Wati (men) carried a kali (boomerang), kulata (spears), miru (spear thrower), tjutinypa (club) to hunt malu (kangaroo), kalaya (emu) and other fauna. Dalby’s eyes sparkle with

approval. Painting workshops such as this help bridge cultural and language barriers. Our group includes two women from Scotland, and a mother and son from Sydney. Equipped with the knowledge of different symbols and Anangu tools, we move under an awning to a square table to paint our own cultural stories. There is a sense of excitement and trepidation. I read and re-read the sheet of Aboriginal graphic symbols with their meanings and scan the palette of acrylic paints (originally, the Aborigines sourced colours from local materials), easels, brushes and thin pen-

cil-sized sticks with a flattened tip, which we are told, can be used to paint the dots. My thoughts travel back in time to the Thar desert in Rajasthan. Bold reds, blacks and yellows added a magical charm to the barren landscape of my birth. I begin with a tali (sand dune), the most prominent feature of any desert, gradually trying to capture the magic and mystery, while losing myself in the intoxicating charm of the red earth. I use iwara (travelling sign with a resting place or waterhole depicted with circles and straight lines) to illustrate my journey from the Thar to the

Red Centre desert. The kalaya tjina (emu tracks) could well be the Great Indian Bustard, and malu tjina (kangaroo tracks), the Indian Gazelle. I use the symbols of the bush tucker (the native flora and fauna used by the Aborigines for culinary and medicinal purposes) to illustrate sangari, the long needlelike fruit from Khejari (Prosopis cineraria) trees, kair (Capparis decidua), and kumatiya (Acacia Senegal), which are cooked into delicious dishes in western Rajasthan. Dalby’s eyes are focused on her canvas fast filling with shades of blue, ochre, white, yellow. Her brush moves with the flair of a seasoned artist, creating symbols with geometric precision. Our eyes connect and her smile breaks into a grin. “Happy,” I ask. She replies, “Very happy.” She began painting as a little girl, fascinated by waterholes and sand dunes. She loves to paint the story of Orion still chasing the seven sisters that make up the star cluster known as the Pleiades, in the constellation of Taurus. For her, it is a celebration of the interconnectedness of all things on earth and in the sky. Dalby is one of 800 artists who form the collective Maruku Arts, owned and operated by the Anangu. It endeavours to keep their culture alive for future generations and provides an important form of income for artists like Dalby living in remote communities. As our paintings near completion, it is time to reflect and share our cultural stories. Dalby’s painting resembles an aerial view of the desert landscape and mine joins the dots from the land of my birth to my adopted country.

t usually begins with a single item—a perfect pair of pants, a particularly flattering sweater. My own thriving career of wearing the same clothes every day began about a decade ago in a dreary department store. I spotted a pair of chestnut loafers that felt more grown up than my customary Vans. I tried them on and never looked back; I’ve since ordered countless identical replacements on Amazon, with a graveyard of worn, discarded pairs in my bedroom as proof of my commitment. After that initial, thrilling brush with monotony, I’ve become a monster of sartorial routine. I wear the same pair or two of jeans every day. When I inevitably destroy them a few times a year, I know exactly where to get the same pair again. I own at least eight of the same V-neck T-shirt, my warmweather staple. When it gets cold, I turn to dark blue sweaters and pullovers. Why blue? I don’t know. But I have seven of them. I allow one spring jacket and one winter jacket. The loafers stick around all year, which I can admit is not ideal, but … boots? Nah. I can see how this behavior might seem compulsive or avoidant or simply lazy. I am also convinced it should be totally normal. Once you find clothes that fit properly, why not just stop there? Achievement unlocked. No one really cares enough to remember that you wore the same thing yesterday, especially if you look good wearing it. It seems so clear! And when you think about it, I’m far from alone. My closet isn’t quite as monochromatic as Mark Zuckerberg’s, but it’s fair to say he sees things my way. I’ve looked around the office at Slate’s men—certainly not representative of all men, but men nevertheless—and noticed a persistent fondness for blue button-downs and suspiciously similar slacks each day. The president is with me, too, and there are Quora support threads for dark nights when I lose my nerve. But perhaps the most heartening signal of all came from a fashion friend always quick to judge, who, told of my dilemma, offered some magic words: “You mean like … a uniform?” A uniform. Yes, that. Here was a haute term for my pathology, and it unlocked a deep online archive of very smart women (and men) praising my habits. Every year, it seemed, the same fashion magazines dissected the virtues of building, accepting, loving, and reinventing your very own “uniforms”—a.k.a wearing the same thing every day. Who knew? Emboldened, I called Kim Hastreiter, the beloved editor of Paper who I was told knew about such things. “You were told correctly,” she said. “I’ve worn a uniform for over 20 years.” She wrote a column years ago about her famous standard look (“loosely inspired by my all-time favorite uniform, the classic Mao suit”), in which designers like Dries Van Noten confessed to wearing their very own uniforms. Hastreiter asked me how old I am. I told her 30. She went silent for a moment. “Usually younger people don’t wear uniforms,” she said. “It depends on the person of course. I was always dressing insane when I was young—I would never wear the same thing every day. But as you get a little older, you don’t want to dress like a Christmas tree.” “Uniforms simplify everything,” she said. “If I were a man, I’d definitely be wearing a uniform, for sure.” For the less enlightened, she suggested starting with great pants that give you a shape you want. “It’s all about silhouette. That’s what a uniform is, it’s about silhouette. It’s about finding pants—if you’re a guy, or if you’re Hillary ... ” Hastreiter trailed off, then offered a timely assessment of Hillary Clinton’s uniform, perhaps the most famous of its kind. (Clinton, I learned, would really benefit from sticking to one style of pantsuit.) A great uniform, Hastreiter said, starts with one perfect item you love, elaborated upon until you’ve built it into your own personal Mao suit. And isn’t that what I had built, loafers up? I did not mention that my “uniform” involves one-click Amazon orders and buying a new black T-shirt every time I’m in a mall with a Uniqlo, but spiritually, I think Hastreiter would approve. Her sage diagnosis that wardrobes dwindle as age ticks up and life intervenes seems like the clearest vindication I could receive. Some of us just give up our Christmas tree years a little earlier than others.

Hard realities we can fight

“P

alaver not finished,” a friend from Zimbabwe used to say if he had something important on his mind but noticed that people were moving away from him. He is now dead and gone and still leaves behind unfinished palavers. I think this piece also deserves a ‘palaver not finished’ label. I have called it cultural theft some years ago. The activity that is rampant in Naga society today. I am compelled to return to it again because things have not gotten any better. Palaver not finished. Cultural theft is happening not just at the academic level; it is now happening at the level of our subsistence. To illustrate what cultural theft is, let me narrate an incident. An American group was touring Nagaland. We met briefly at one of Kohima’s lodges. Their guide, a young non-Naga from a neighbouring state, stood in front of a row of photos of Nagas from Mon and Tuensang and rattled off information on the tribe as though he were a native! He rendered the whole thing with such aplomb that the tourists were satisfied and thanked him. The whole performance made a host of questions pop up inside me. Do our young people even have half the information that this man has on our people? To be a tourist guide armed with cultural information on

the Nagas was a job opening for many young Naga graduates. But it seems to be slipping from our hands without our awareness. That employment seems to be going to other states who are more smart at recognizing the value such knowledge can give them. I don’t think it will be possible to stop others from peddling the information they have on our culture. But let us think up smarter ways that will make the native tourist guide more attractive

than the guide from outside the area. Schools must include in their syllabus whole subjects on Naga Tribes, their distinct cultural practices, their costumes and the meanings behind them, tattoo patterns and symbols, food habits and agricultural systems, in brief, the world-view of each tribe in a format that is interesting and easily accessible for our students. The brochures given out

by the Department of Tourism do not have space to carry this information. In any case it is not the department’s responsibility. It is something that schools should teach punctiliously. We have had endless seminars on the crisis of Naga identity: including subjects on Naga culture is going to give our youngsters a clear picture of what their identity is. I laud the SCERT’s efforts in creating a textbook on Naga Heritage which will introduce aspects of Naga culture into

the schools. They need all the support we can give. Some days ago, a link to a tour being arranged by University of Cambridge to the Northeast received much flak. The tour was titled, “The tribes and wildlife of Assam and Nagaland.” The blurb outraged people who were angry that Naga tribes were classed with wildlife. At least one comment stated that there were

tour operators who were trying to promote Nagas as former cannibals. How can we stop this kind of misinformation and continuing exploitation of the exoticization of the Nagas? We cannot. But we can counter it by making sure the right kind of information is dispensed to young Nagas so that they have all the facts right. In the recent past I thought a forum to stop cultural theft would be the ideal answer. Not many of us have the foresight that the Khasis had in the nineties to protect their botanical wealth and their folklore from being patented by outsiders. I’m sure this is something still possible to organize. But in its absence, arming our children with education on our Naga history, and our rich traditions and, very importantly, imparting to them the sense that such education is a very precious legacy that they have inherited – this will itself be a guardian against cultural theft. They will then become the owners of their cultures, they will automatically shield it from wrong usage. In many cases, children are not getting cultural education from their parents in families where both parents are working and have no time. In any case, the patterns of our lives are too modernized today to have room for that. The school is our best hope. Palaver not finished.

steoporosis is a common disorder affecting people today. The ailment is a result of low calcium content in the body. In this case, bones become weak, brittle and very porous, so much so, in some cases they become compressible like a sponge. People suffering from osteoporosis have more chances of developing fractures and breaks in the bones. Due to increasingly sedentary lifestyles, improper food habits and lack of care for the body, the health of the bones get affected. While consuming calcium-rich foods helps, physical activities, specifically Yoga, are a great way to combat the problem. Many Yoga postures are known to strengthen the bones and joints, in addition to calming a distraught mind. The areas of the body that are mostly affected by osteoporosis are hips, wrists and spine, affecting the posture and leading to distortions in the body structure. Regular Yoga sessions have proved to be effective in strengthening the body, especially these areas. Here are five Yoga postures that will help strengthen the bones and maintain the body posture.

Sit straight and lengthen your spine and relax. Ensure that your knees don’t go beyond your toes and keep going down slowly. Sit down in Sukhasana (cross-legged posture). If you want, you may lie down on your back and relax.

Make sure the weight of your body is equally balanced on both the feet and they are pressing the ground. * Inhale and exhale deeply as you bend your body to the right downward from the hips. Keep the waist straight allowing the left hand to go up in the air while moving the right to come down to the floor. Both the arms must be in a straight line. * Rest your right hand on the floor outside your right foot, or the shin or the ankle, whatever is convenient without affecting the sides of the waist. Stretch your left arm toward the ceiling, parallel to the shoulder tops. Ensure your body is bent sideways and not backward or forward. * As you inhale and exhale, come up, bring your arms down to your sides, and straighten your feet. Repeat the same on the other side.

* Stand on all fours, with your knees directly below your hips and your hands slightly in front of your shoulders. * Spread your palms and turn your toes under. Exhale and push your knees away from the floor. * Now, lift your sitting bones toward the ceiling, and draw your inner legs up into your groin area from your ankles. * Downward-facing dog pose stretches the shoulders, hamstrings, arches, hands and calves. It strengthens and stretches the arms and legs.

* Lie on your stomach with forehead resting on the ground and your toes flat on the floor. Keep your legs together and allow your feet and heels to lightly touch each other. * Palm downwards, place your hands under your shoulders, keeping your elbows parallel and close to your torso. * Inhaling deeply, slowly lift your head, chest and abdomen while keeping your navel on the floor. * Pull your torso back and off the floor with the support of your hands. Something that really bothers me is the criticism and the judgment we pass to someone who tries to do something. Observation is different from a judgment and a criticism. I mean it is really okay to point things out and discuss about it but we really should not be selfish in our thoughts. I mean it’d be nice to think about the people we are criticizing and put ourselves in their shoes first as well. Recently, a lot of criticisms were seen regarding some of our daily Newspaper focusing on the acknowledgement and the felicitation and many more. But was it really necessary? May be it is but to what I see, they are just trying to earn some money. And is it wrong for a private company to earn some money? A company needs to pay its workers, they have to pay the taxes, they have to manage the company to run and they also need to increase the pay for their employees and of course, being business people, they would love some profit as well. I have no idea about the amount of salary a journalist gets in our state but I believe it won’t be much being in a private sector. Of course, a lot of people would say, ‘They are not even doing their job, it’s only fair the pay is less” but then again, if the pay is so less, would you be interested in taking risk and do actual journalism? I mean no offense to anyone but the journalism out here is kind of dry and pale but then again if we really dig deeper, the amount of pay and respect they might get is not worth taking all the risk to actually put journalism into function. And to activate real journalism, people need to support them when they fight for truth, fight for justice but will you and me be with them or are we even mentally prepared to have their back? And most importantly, people who want to share their acknowledgement and felicitation and what else, they are doing that because they love to do it. I mean if 50 people send, which one will the newspaper pick? And if they deny posting it all, what other options does that person who wants to send it have? So, shouldn’t we be instead grateful that we are provided a mean to do something like that? I personally do not want to see such on the newspaper but I think those families who send it have a different opinion from us. If we personally do not like it, let us not do it by our own understanding. I’m sure the newspaper company would not come forcing us to do it. The same issue is happening with Naga’s music website, ‘Indihut’. I believe running a website is not a piece of cake. If only the website gets more successful, a handful amount of workers will be needed. And you would not want to sit in front of a computer your whole day for free! I see that these people are trying all they can to help Nagaland grow in Music so that one day there will be future in music for Nagas and may be the entire NE states. It is only starting out so it is easy to criticize and talk about money issues. They are not doing some charity but they are trying to help us out but at the same time, they need our help as well because no one has the luxury of throwing away their time and money for somebody else when we all are trying to look after ourselves in such a tough world. We cannot expect everything for free just because it is Nagaland, a state fully dependent on Govt. We talk about and complain all the time how we are dependent on Govt. but are we even trying to break away from it? We cannot even see and support those people who have actually started something. I don’t know much about the rest of private sectors but I think we the general public is a little too quick in judging and criticizing someone’s small try and someone’s work! I think it is time we learn to respect private sectors, understand it and appreciate it. Of course, I am not saying the private organization or the businessmen should fool the public but there is a limit to everything. Sometimes it is not just them to blame, the bigger fault is in us. If we are thinking about really progressing forward then it is time to stop being in the nutshell and rotate our entire life in finding a Govt. job and actually try to do something. And if we cannot do something then it is time we start supporting who are doing something so that slowly as the chain elongates, we can break out from this. We cannot just sit and complain and do nothing. Or maybe, if we really want to complain, for the love of you and me, for the sake of you and me, let us please initiate something to get rid of these horrible roads that exist in the center and every corner of Nagaland! This is a serious issue. Not getting salary isn’t the only problem we have, so can we for once come together and do something about these roads? If there are any people with high authority reading this, please do not give a blind eye to this and please do something about the road condition! It is horrible no matter where we go and it is now annoying, irritating, frustrating and embarrassing! Every time we ride a vehicle, it spoils my mood and I honestly admit I am angry. I am getting tired of this and I am sure a lot of us are. There will be something we can do right? 'This forest is like an old friend' : Tribal women fight for land ownership

RANAPUR, OctObeR 21 (thOms ON ReUteRs FOUNdAtiON): For the tribal women of Gunduribadi village, in India's Odisha state, an early morning patrol is essential to conserve their forest, but what they are protecting goes far beyond food security or even their livelihoods. Four decades ago, logging and theft of commercial timber and bamboo had denuded hills, depleted groundwaters and dried up streams around Nayagarh district, forcing people to migrate in droves, said Arjun Pradhan, 70, headman of Gunduribadi village. The crisis prompted the community to embark on a campaign to nurture their forest and restore the ecosystem, he said. "What you see today as Nayagarh's democratic movement to sustain community forests resources and become self-reliant was born of necessity 40 years ago after six droughts in 10 years shattered its farm and forest-based livelihoods," Pradhan said. Today, the revitalised ecosystem provides water all year round, with a stream irrigating small farms even in mid-summer, when pond floors dry and crack in many parts of India. The conservation plan is so successful it has become a template for forestry across Odisha, Arjun Pradhan said. Now the tribal women who

conserve the forest are fighting for legal ownership under India's 2006 Forest Rights Act (FRA) law, which recognises forest-dwellers' rights over their traditional lands and resources. Government data shows that between early 2008 and July 2016, out of a total 4.2 million claims for titles filed under the FRA, only 1.6 million, or a third, were awarded. Out of this figure, just 44,500 titles were given to communities or villages, out of a potential 170,000 villages. Progress in implementing the law has been slow as India, one of the world's fastest-growing economies, seeks land for industrial use and development projects, land experts said. Across Nayagarh, a total of 850 villages protect around 100,000 hectares (247,105 acres) of forestland. In 2015 Nayagarh's forest cover was 53 percent of its total geographical area, more than twice that of India's 21.3 percent. In India, almost 150 million people in 170,000 villages live inside or on the fringes of forests, which they rely on for subsistence and income. RICH BOUNTY There are just 27 households in Gunduribadi, owning barely a hectare (2.4 acres) of land each. But as rain falls on farms in the foothills of the village, it carries nutrient-rich hu-

fully to nurture the forest. "We never pull out the entire root but carefully cut out a portion and leave the remaining root beneath the soil to regrow," she told the Thomson Reuters Foundation. The wild food includes bamboo shoots rich in protein, wild mushrooms, spine gourds and bean vines that proliferate on sturdy trees, as well as iron-rich spinach that wards off anaemia, a major health concern for rural women and children. While the women also obtain wood for fuel from the forest, they never chop the trees for firewood. "On our morning patrol we break off dry branches and carry them home," said Kama Pradhan, 35. "But we are selective, we know which species of wood does not give out harmful smoke."

and banned for 10 years to stop them nibbling green shoots. The twice-daily meals of rice were cooked once to reduce fuelwood and let forests grow. A community policing system was introduced. Known as "thengapali", it entails members of four families passing on the duty of forest patrol to four other families by placing sticks outside their homes at night. Gunduribadi's patrols say they are protecting benefits that are key to the future survival and wellbeing of the community. Despite protecting the forest with their lives - sometimes literally, when confrontations with gangs plundering timber or babmboo risk turning violent - most forest-dwelling communities lack legal recognition of land ownership. Activists say collective rights have been sidelined and that millions of forest-dwellers are still struggling with the complicated process of registering claims. They say that a 2015 law that outlines a framework for the use of compensatory afforestation funds shuts village councils out of the planning and implementation of afforestation. This will not only encourage the exploitation of community land, they say, but destroy the bio-diverse and climate-resilient forests that communities like Gunduribadi survive on.

Signature campaign against Uniform Civil Code

hydeRAbAd, OctObeR 21 (iANs): A signature campaign by the All India Muslim Personal Law Board against the Uniform Civil Code gathered pact on Friday with thousands of Muslims in Telangana and Andhra Pradesh signing it. Muslim families signed the forms prescribed by AIMPB, opposing any move to interfere with Sharia or Islamic laws. The forms were distributed at all the mosques during Friday prayers. Responding to appeals by imams and Muslim groups, people took home the forms, signed them along with family members and submitted them to the respective mosques. Each form can be signed by eight adult family members along with their names and addresses. The filled-in and signed forms will be forwarded to AIMPB, which propose to submit them to the President and the Law Commission. AIMPB, the apex body of Indian Muslims comprising organisations representing all schools of Islamic thought, has taken up the signature campaign while boycotting the questionnaire sent by the Law Commission. It argues that the questionnaire is heavily loaded in favour of Uniform Civil Code (UCC).

A statement released by the WMA said Dr. Ketan Desai delivered his inaugural speech as president on Friday at the association's annual assembly in Taiwan. He will serve in the position for 2016/17. Desai has faced conspiracy and corruption allegations since he was first selected in 2009 as a future president of the WMA. Desai has denied any wrongdoing in connection with the pending cases. He did not respond to questions from Reuters sent via email. When Reuters asked the WMA this week for an update on Desai's legal situation, spokesman Nigel Duncan said the association had nothing more to say. "I don't think there's anything we want to add to what we have already said," Duncan said. He did not answer questions about Desai's legal cases or what the ethics body had been told about them in recent months. In one case filed in New Delhi in 2010, Desai faces charges of corruption and criminal conspiracy

In return, investigators allege Desai helped the school get permission from the Medical Council to add more students. When contacted last year, the college, which is not a defendant in the case, declined to comment. Desai was jailed that year and his inauguration as the WMA president was suspended. He was later released on bail. In 2013, the WMA decided to lift the suspension after receiving assurances from the Indian Medical Association, which Desai once headed.

The Indian Medical Association did not respond to queries from Reuters this week. A Reuters investigation published in July last year showed that the Indian Medical Association had incorrectly told the WMA that charges against Desai had been withdrawn. Representatives of major doctors organizations accepted the information as fact. The Indian Medical Association said last year that it never misled the WMA. The WMA had said it took questions raised in the Reuters article "very seriously" and would look into them. Later, in October 2015, the WMA upheld its deci-

sion to appoint Desai as president, without giving reasons. A source at India's Central Bureau of Investigation said this week that the New Delhi case was still active though it was on hold due to a pending appeal in the Supreme Court. The source said Desai still needs to appear before the district court judge during hearings. A court document dated Aug. 3 shows Desai, a urologist by training, submitted an application to seek an exemption from a personal appearance in court that day due to an illness. The next hearing is scheduled for Nov. 4. Proceedings in a separate case, alleging Desai was involved in a conspiracy to have the Medical Council of India allow a private medical school to add more students, were put on hold last year by a district court in northern Uttar Pradesh state until investigators obtain government permission to prosecute. Desai's counsel in the case, Purnendu Chakravarti, said this week there was no change in the status of the case. Based in France, the WMA sets ethical standards for physicians worldwide and represents millions of doctors. Known for its pioneering work in ethics, its members include the American Medical Association and the British Medical Association.

NeW deLhi, OctObeR 21 (iANs): Six more birds died at the now shut Deer Park here on Friday, taking the total reported death count of migratory birds in the capital due to bird flu to 24. The central lab in Bhopal meanwhile confirmed that the virus strain found in the initial sample of birds was H5N8, which does not pose as much risk to humans as H5N1, Delhi Animal Husbandry Minister Gopal Rai said. A sample of eight birds was first sent to the regional lab in Jalandhar and later to the central lab in Bhopal. The initial reports said H5 virus was found in three of the birds. The Delhi government received the final report on Thursday evening. "The H5N1 is the most dangerous strain, which we were fearing... But the final report has concluded that it is H5N8 virus," Rai said. "We talked to medical experts and they said that while H5N1 has been found to infect humans, no such reports have come regarding H5N8. So people of Delhi need not panic," the minister added. Rai's remarks came after he held a meeting with experts from Bhopal and Bareily central labs. Earlier, Rai visited the Ghazipur poultry market to take stock of the situation. Rai said that no indication of avian virus infection had been found in the 2.2 lakh chickens that arrived in the market since morning. However, as a precaution, it has been made mandatory for trucks entering the

market to have medical certificate from Saturday. "The vehicle owners will have to get a certificate about the medical fitness of the poultry they carry to the Ghazipur market from the place of origin," Rai said. "While we will let them off with a warning on Saturday, but from Sunday onward these vehicles will not be allowed to enter the market without the certificate." Rai has also set up a 15-member monitoring committee to enforce these measures at the market. On Thursday, the Delhi government had set up a 23-member committee to coordinate work among various departments and to probe the reasons behind the bird deaths since last week. "Also, we have decided to build a medicated subway at the entry gate in the market which will have medicines mixed with water. Every truck entering the market will have to pass through this water which will help in preventing the infection from spreading," Rai said. On Thursday, the government had taken 50 samples from birds in the zoo, various bird sanctuaries and poultry markets in the city and sent them to labs for analysis. Both the Delhi zoo and the Deer Park will remain shut until normalcy returns. The first deaths of two migratory birds were reported on October 14 in the Delhi Zoo, where six more birds were found dead the next day. One more bird each died on October 17 and 19. On Thurday, eight more birds had died in the city.

Vatican & China in final push for elusive deal on bishops ROME/HONG KONG/ BEIJING, OctOBER 21 (REutERs): Representatives from the Vatican and China are expected to meet before the end of the month in Rome in an effort to finalise a deal on the ordination of bishops on the mainland, a move aimed at ending a longstanding dispute, according to Catholic Church sources familiar with the negotiations. The Church sources also told Reuters that China is preparing to ordain at least two new bishops before the end of the year and these appointments would have the blessing of the Vatican. A person with ties to the leadership in Beijing confirmed that these ordinations would go ahead. For more than six decades, China’s ruling Communist Party has strongly opposed Rome’s right to ordain Chinese bishops in a bitter contest for authority over as many as 10 million Catholics on the mainland. Bishops, priests and lay Catholics loyal to Rome have faced persecution, which has sparked scepticism over the détente in some Catholic quarters. In yet a further sign of progress, the Vatican has reached a decision to recognise at least four Chinese bishops who were appointed by Beijing without the consent of the pope and so are considered illegitimate by the Holy See, according to Catholic Church sources and others briefed on the talks. The decision follows a breakthrough meeting in mid-August in Beijing between the Vatican representatives to talks with China and several of these bishops. For the Vatican, an agreement on the ordina-

tion of bishops is important because it would lessen the possibility of a formal split within the Catholic Church in China, which is divided between a community that follows the state-sanctioned Catholic hierarchy and an “underground” community that swears allegiance only to the pope in Rome. A deal on the ordination of bishops would help to unite these two communities, say Catholic Church and Vatican sources. An agreement “would definitely remove the risk of a schism (within the Church in China), which for sixty years has been a potential threat,” said Elisa Giunipero, a researcher at the Catholic University of Milan who has studied the history of the Catholic Church in China for 20 years.

PRIORITY FOR POPE FRANCIS The latest developments are part of behindthe-scenes negotiations that have been driven by Pope Francis. A deal on the ordination of bishops would be a major leap forward in efforts to bridge a decades-old rift between the Chinese Communist Party and the Vatican. Since becoming leader of the Catholic Church in March 2013, Francis has made it a priority to chart a new course in the Vatican’s contentious relationship with China. Reuters reported in July that Francis had sought to meet President Xi Jinping during a 2014 trip to New York in an effort to smooth the way to talks, and that a joint working group had been set up earlier this year in April to hammer out a deal on the bishops. The findings, published in the Journal of Nutrition suggested that whole grains can be a key regulator of blood pressure and could provide an effective nutritional strategy to reduce cardiovascular-related deaths and disorders. “Heart disease and strokes are a leading cause of death. This research shows that eating whole grains reduces the risk of heart disease,” Director of Metabolic Translational Research Center John Kirwan said. In the study, a group of 33 overweight and obese adults followed a whole grain diet (intervention) or a refined grain diet (control) for two eight-week periods. The diets were exactly the same, except for their content of whole grains or refined grains. At the beginning and end of each diet period, participants spent three days undergoing metabolic testing in a clinical research setting. Participants taking antihypertensive medication were instructed to maintain medication usage throughout the study. While on the whole grain diet, participants saw a three-fold improvement in diastolic blood pressure (the lowest pressure when your heart relaxes between beats) compared to the refined grain diet. This improvement equates to reducing the risk of death from heart disease by almost one-third and the risk of death from a stroke by two-fifths. “This level of control can only be performed for small numbers and provides the essential empirical data that cannot be obtained from large observational studies. These evidence-based data demonstrate the effect of diet on cardiovascular disease outcomes, particularly diastolic blood pressure,” Kirwan added.

Despite a February election touted as a step toward reconciliation, violence is still frequent. The index released by the Commonwealth Secretariat on Friday ranked 183 nations on employment, education, health and other prospects for people aged between 15 and 29. BaGHDaD, OctOBER 21 (REutERs): Islamic State launched a major counter-attack on the city of Kirkuk on Friday as Iraqi and Kurdish forces pursued operations to seize territory around Mosul in preparation for an offensive on the jihadists’ last major stronghold in Iraq. Islamic State’s assault on Kirkuk, which lies in an oil- producing region, killed 18 members of the security forces and workers at a power station outside the city, including two Iranians, a hospital source said. Crude oil production facilities were not targeted and the power supply continued uninterrupted in the city. Kirkuk is located east of Hawija, a pocket still under control of Islamic State that lies between Baghdad and Mosul. With air and ground support from the U.S.-led coalition, Iraqi government forces captured eight villages south and southeast of Mosul. Kurdish forces attacking from the north

The offensive that started on Monday to capture Mosul is expected to become the biggest battle fought in Iraq since the U.S.-led invasion in 2003. About 1.5 million residents are still believed to be inside Mosul. NEW DELHI, OCTOBER 21 (IANS): The Supreme Court on Friday said the Justice Lodha Committee will appoint an independent auditor to study BCCI's finances, including contracts involving media rights. A bench headed by Chief Justice T.S Thakur said the Board of Control for Cricket in India (BCCI) will not disburse any funds to its state affiliates until they undertake to abide with the directions of the Court and the recommendations of the Committee. The Court said both BCCI President Anurag Thakur and Secretary Ajay Shirke should file an affidavit committing to abide by it and the panel's recommendations. The order also said that Lodha panel's secretary would send the copy of the order to International Cricket Council (ICC) Chairman Shashank Manohar. BCCI President Anurag Thakur on Friday said he will read the Supreme Court ruling allowing the Lodha Committee to appoint an auditor to

study BCCI's finances before commenting on it. "What impact it will have on cricket, we cannot comment before going through the order. Once we get the copy of judgement, we shall respond. There are difficulties which have been placed in front of the court," Thakur told mediapersons here. The Court, which was to take a decision on the BCCI's review petition against the Justice R.M. Lodha Committee recommendations on October 18, defferred the issue by two weeks. The BCCI in its review petition had sought that the matter should be heard in open court. The Lodha Committee, appointed by the Supreme Court, had proposed several farreaching changes that could alter the way cricket is administered in the country. The Lodha panel also sought the removal of the entire BCCI top brass, including Anurag Thakur. The apex court in its July 18 judgment accepted the recommendations of the Lodha

Committee on the organisational reforms of BCCI and had issued these as its directives. With BCCI dragging its feet on implementing the changes, the Lodha panel later accused the board of stalling reforms at every stage and violating the directions issued by the apex court. Complaining the BCCI ignored orders of the court and its recommendations on several issues, the Lodha panel sought action against the board's top brass, including BCCI President Anurag Thakur, for violating the apex court's orders. Earlier this month, the BCCI's special general meeting (SGM) decided to accept some of the recommendations put forward by the Lodha Committee although the board also continued to resist the order regarding the removal of the BCCI top brass. The SGM also decided to form an apex council to look into the working of the BCCI as per the report submitted by the Lodha panel to the apex court.

orruption is rampant in India. It has permeated in the very fabric of the society. There are corrupt businessmen, teachers, engineers, doctors, bureaucrats, politicians and others. Corruption has progressively increased and is now rampant in our society. From the level of peon and constable to a mantri and a high-level official, corruption exists. In every branch of governance whether it is politics or media, judiciary, police, religious institutions, economic growth or private sector, corruption prevails. Corruption in India has wings, not wheels. As the nation grows, the corrupt also grows to invent new methods of cheating the government and public. Corruption has become a routine practice in Indian society and people learn it faster than anything else; it does not require a gurukul or teacher, a majority of the people have mastered the art. Now a days, everyone in India is glued to their television sets to know more about the “High Profile” legal cases that are going on across the country. All of a sudden, people have started taking interest in the judicial system. Those who

were not so serious about the laws of the land have become law-conscious. The decisions made by judiciary in recent times have instilled a renewed confidence among the countrymen in the legal system. There is, however, no denial of the fact that public opinion, by and large, is in favour of the current trends reflected in the judgements, emanating from courts, especially in public interest cases. However, some wellwishers of the society are dismayed to see that. In this rising dust and din, the real point is being missed out as not much serious attention is being paid to the root of corruption. The more laws regarding corruption there are, the more corruption is taking place. Some intellectuals have pointed out that it is the high lust for making easy money that has led to corruption on such a scale. But the cause of lust for money has not been identified by anyone yet. Since ages, scriptures and sages have spoken about vices and virtues. Of all the vices like lust, anger, attachment, greed, ego, the most dangerous and subtle in nature is “greed”. It is said that greed is such a kind of hunger that never gets satisfied. Our desire for food

ends when our hunger is appeased, our anger also subsides when it purpose is achieved. But greed creates such a tendency in the mind that does not get satisfied even we get the kingdom of whole world. Today, we see that on acquiring wealth, men want to acquire a kingdom, having acquired kingdom, they want to become godfathers and even after becoming one, they are still not satisfied. Hence, it is this tendency, which is created by acquiring wealth, in a person who possesses it, that leads to corruption at all levels. So does it mean that one should not recognise the importance of wealth and remain poor for whole life? Not really! What is required, in fact, is to draw a full and clear picture of wealth and create right perception of the characteristics of wealth so that people could get a balanced view of it. We must remember that all our attitudes and tendencies ensue from our beliefs; therefore, we should have right kinds of beliefs if we want the society to get rid of the evil inclinations. There is no denying that acquisition of wealth is necessary for sustenance but we should not take an extreme view of its benefits and must keep in mind the negative inclinations it

produces by keeping our tendencies under check, because accumulation of wealth does not only give rise to a host of evil inclinations but also destroys peace and happiness. The funniest thing about wealth is that the one who possesses it is always under threat of losing it, the one who does not possesses it is always yearning for it and the one who possesses it in abundance is always sad while parting with it. Thus, wealth connected situation produces nothing but pain. However, people believe that it is natural for human beings to have desire for wealth and its fruits but they forget the very fact that this tendency of making money gives rise to other negative tendencies by natural cascading effect which is self-destructive. There is no doubt that wealth and its accumulation is one of the primary needs of a man but it is equally true that this tendency needs to be accompanied by honesty, well-being of the society and self-control. Otherwise, it leads to massive havoc. Hence, one should not wrench the benefits of wealth from the dangers of greed. There has to be a balance through self-control, only then corruption will end and there would be a lawful and peaceful society in real sense.

Brosnan ‘deeply shocked, saddened’ Indian pan masala ad on H ollywood star Pierce Brosnan is "deeply shocked and saddened" about the "deceptive" and "unauthorised" use of his image to promote an Indian pan masala brand. Brosnan, best known for his stint as the British spy James Bond in the popular film franchise, featured in the ad holding a tin of the pan masala Pan Bahar. In a statement to people.com, Brosnan said that he has the "greatest love and affection for India and its people". "As a man who has spent decades championing women's healthcare and environmental protection, I was distressed to learn of Pan Bahar's unauthorised and deceptive use of my image to endorse their range of pan masala products," he said. "I would never have entered into an agreement to promote a product in India that is dangerous to one's health," he added. Brosnan said that his contract detailed that he was to advertise a "breath freshener or tooth whitener", which wouldn't in-

Film Review: "Jack Reacher: Never Go Back"; Director: Edward Zwick; Cast: Tom Cruise, Cobie Smulders, Danika Yarosh; Rating: ****

om Cruise has arrived at a stage in his career where his handsome personality needs to be substantiated by roles that redefine his celluloid heroism beyond the physical stunts. Okay, we have seen him plunge down skyscrapers. He really can't keep doing what's expected of him (you know, be smart, sassy and cool). This time, Cruise is ready and willing to show the emotional bruise. His character Jack Reacher is a loner. He says so himself at one point of rare self-confession. He is an army renegade and a social misfit. And he likes it that way. So what happens when he is thrown together in a bright motel room with two other misfits, both women? The great joy of watching "Jack Reacher: Never Go Back" is to see Cruise and his co-star Cobie Smulders clumsily attempting parenting to a 15-year-old girl Sam (Danish Yarosh) who may or may not be his biological daughter. It's like watching three strangers playing ‘housie' on a particularly exciting

day when the Gods have decided to rain an unseasonal harvest. As the awkward trio tries to create an inhabitable space for themselves within the given ambit of their shared awkwardness, a deadly assassin (Patrick Heusinger) hunts them down until the young girl is left to fend for herself. "She is on the streets. That's what I'd do," surmises Reacher reaching out to the endangered girl. So is she or is she not his daughter? The blend of a clenched action and reined-in emotions, some of it smartly and tenderly shot within the confines of residential space, is uniquely executed. The acting by the three principal actors is far superior than the material outwardly suggests. Cruise plays it so lowkey, we have to search his face for clues to his emotions. He won't give anything away easily. The last time I saw Cruise so much in control of his character's turbulent emotions was in "The Last Samurai", also directed by Zwick. Maybe Cruise and Zwick should do a sequel to "Top Gun". It's never too late. That's what this film tells us. The two ladies he is thrown together with are tough and tender, put through the blender of a political crisis far too immense to be comprehended let alone controlled by

three fugitives. "Jack Reacher: Never Go Back" re-visits the vintage era of espionage thrillers when the action did not overpower the drama. The director executes the plot of illegal arms deals by a rebellious faction of the US army, with a firmly-concealed bravura. The action scenes when they happen, are done with a pinned-down flair. The film moves forward like a tightly-wound well-oiled machine. It is smart supple and sassy but never willing to overreach itself. The climactic outbreak, shot amidst the colour vivacity and din of a street carnival in New Orleans, is a feast of tasteful flamboyance broken by bouts of bone-crunching action. But what stayed with me was the finale when Reacher meets his screen daughter for the last time. By then, it doesn't matter whether she is his daughter or not. What we see is Tom Cruise the father, reaching into his paternal emotions deep within to confer his character with a credible emotional reservoir. Not just Tom Cruise's finest hour, this is a film that does the espionage genre proud. What it says about the spy films is that the real intrigue is not to be tamed by the muzzle of the gun, and obtained in places which confidential government files have no record of.

DIMAPUR, OCTOBER 21 (MExN): On arriving at the picturesque Shalom Resort camp site on day 1 of the Offroad Maestro 2016, the vehicles were flagged in by Neiba Ndang, Chairman, Shalom Resort. The competitors settled at the traditional Naga Morungs. The night

stage on Day 1 started at 9:30 PM and at the end of Day 1Meme Sekhose and Kezha Semou were leading, followed by Shan Ker Suer & Banshan Lang Kharumnuid, while Ruokuobeituo Kense & Petekhriezo Zashumo were in 2nd and 3rd place respectively.

Day 2 started at 7:30 AM, where the competitors faced stiff challenges by driving through rocks, steep slopes and slippery inclines. Stage-2, stage-3 and stage-4 were completed by dusk. At the end of stage 4, Meme Sekhose & Kezha Semou; and Shan Ker Suer & Banshan Lang

Kharumnuid continued to lead in 1st and 2nd place respectively. Lima Jamir & Kevin Puro rose to 3rd place from 10th place on Day-1. Day 3 will begin at 07:30 AM where the competitors will be building log bridges and driving through river stages.

Nagaland State Karate Instructor Sensei Thsathriba Sangtam was recently conferred the prestigious title of “Asian Karate Coach” (AKC) by the Referee Commission of Asian Karate-Do Federation (AKF) becoming the first in the state to be conferred with the prestigious award. The AKC is a license of sorts allowing the holder to participate in international tournaments as officials and coaches, in effect, enabling students under the AKC holder to compete in international arenas including the Olympics. Speaking to The Morung Express, a visibly excited Sensei Thsathriba dedicated the award to all Nagas. “This is for all Nagas,” he said, hopeful that it would benefit all Nagas.
