DIMAPUR, OCTOBER 25 (MExN): Nagaland Chief Minister TR Zeliang pointed out that the decision of the Government to hold Municipal and Council elections in the State with 33% reservation for women was as per provisions of the Nagaland Municipal Act 2001 as amended in 2006 by the State Government. Inaugurating Pungro Town Council this morning in Kiphire district, the Chief Minister said the State Government took a “bold decision” to hold Municipal and Town council elections with 33% reservation for women even though there was a case pending in the Supreme Court. “According to our own Municipal Act 2001 which was amended in 2006, there is provision for 33% reservation for women,” he pointed out and said it was decided to hold elections to the urban local bodies “as per our own Act.” “We have decided not to wait for the verdict of the Supreme Court since it is unpredictable which way the decision would go,” the Chief Minister said, according to a CMO press release. One arrested for murder of minor

DIMAPUR, OCTOBER 25 (MExN): One person was arrested on charges of murdering a six year old boy at 7th Mile Model Village Dimapur on October 24. A press note from the Dimapur Police informed that the accused allegedly killed the child using a stick. The accused has been identified as one Wedete Thele. Police informed that post-mortem examination of the deceased was conducted and the dead body handed over to the parents for last rites. The accused was arrested and a criminal case has been registered for further investigation, police added

Reservation for women does not infringe Article 371 (A): ENWO Earlier in the day, Birila Tonkiu, President of the Eastern Naga Women Organisation (ENWO), while addressing the gathering, thanked the Chief Minister and his Cabinet for taking what she called the right and bold step to hold Municipal elections with 33% reservation for women. Reiterating that res-
ervation for women does not infringe on Article 371 (A) since it has to do with urban governance only, she said, “If Naga men can enjoy rights, why not Naga women? Constitutional right is for all irrespective of gender!” She went on to add that Naga women would not have fought for 33% reservation if it would have infringed on Article 371 (A) and social practices of the Naga people. Also speaking at the function, Parliamentary Secretary for Municipal Affairs, Tohanba said the primary function of creating ULBs is to empower urban local governance through
delegation of powers to the local bodies. He expressed confidence that Pungro, being a border town, creation of Pungro Town Council would boost the economic activities within the town and thereby generate avenues for increasing revenues. He revealed that as per 2011 Census, Pungro town has a population of 5, 744 with 854 households, and a literacy rate of 80.67%, which is higher that the State’s average literacy rate of 79.55%. There are presently 3 Municipal Councils and 29 Town Councils in Nagaland state.
DIMAPUR, OCTOBER 25 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland on Tuesday today alleged a 1000 crore Wheat supply “scam” in the Food and Civil Supplies Department (F&CS). Revealing RTI information furnished by the F&CS department, ACAUT media cell in a press statement informed that the Centre supplied 57.05 crore kilo of Wheat as State quota under APL, BPL, AAY, Welfare Scheme and Hostel Scheme to the Nagaland Food and Civil Supplies Department (F&CS) counting from the year 2003 up to 2015. However, distribution of Wheat under APL, BPL, AAY, to all the 11 districts under APL, BPL, AAY as per departmental records during the intervening 12 years, as furnished in the RTI response, stood at 72.81 crore kilos, which is surprisingly 15.74 crore kilo more than what the Central government had supplied to the State. and twenty five thousand rupees), ACAUT pointed out. In other words, it is a Rs 1,276 crore scam which the general public can make their own conclusion as per the facts laid out, it pointed out. While appreciating the F&CS department for initiating tendering after a gap of almost 2 decades if not more, ACAUT stated that thousands of crores worth of PDS items like rice, wheat, levy sugar, SK Oil, etc., have not reached the intended beneficiaries in the districts because of the presence of syndicates. “The table will clear to the public how the syndicate comprising of carriage contractors -local Nagas as decorative fronts, politicians, the department, and non-local local businessmen have pocketed thousands of crores of money,” it stated.
Framework Agreement: NSCN (R) asks ENCSU laments lukewarm attitude of Nagaland govt NSCN (IM) to ‘change present atmosphere’
DIMAPUR, OCTOBER 25 (MExN): The NSCN (R) today asked the NSCN (IM) to “change the present atmosphere” and consult all Naga political groups regarding the Framework Agreement. A press statement from the MIP of the NSCN (R) said that it had met with the NSCN (IM) leadership and “suggested for wide consultation with all stake holders.” It however lamented that the NSCN (IM) leadership “have not used their wisdom and have come on their way and continued to stress on open door policy, which means all the NPGs should join NSCN (IM).” It asked that all Naga political groups be consulted “because it will not be possible to solve Asia’s longest political problem by talking to the Government of India alone.” The NSCN (R), while stating that it does not “demean the Naga Civil Societies,” however pointed out that the Naga political groups “who are in battle line
should be best consulted.” “While the Naga people disapproved and refused to accept Framework Agreement and factional solution, the NSCN/ GPRN-Reformation will also equally disapprove and reject it whatsoever. Therefore, the NSCN-IM leaders should change the present atmosphere by consulting other NPGs,” it said.
Condemns Oct 23 shootout Meanwhile the NSCN (R) condemned the firing incident of October 23, where one GPRN/NSCN cadre was killed and said that it shares the “pain and distresses of the GPRN/NSCN.” “This act of the Indian Army is direct violation of not only ceasefire clause but also disrespects the human rights of mankind. We need to have equal respect to understand one another to ensure permanent solution,” it affirmed. Full text on Page 10
LBCA protests occupation of church by 28 Assam Rifles DIMAPUR, OCTOBER 25 (MExN): The Lotha Baptist Churches Association (LBCA) has registered strong protest against the action of the Assam Rifles, who it alleged are in the habit of using religious institutions and churches as their “safe haven” while launching any kind of military operation. The latest incident occurred on October 22, 2016 when troops of 28th Assam Rifles reportedly occupied Mekokla Baptist Church and the church guesthouse without seeking permission from the concerned pastor or church officials, informed a statement issued by the LBCA. When the pastor protested and tried to reason with the commander-in-charge, the commander reportedly retorted that the “area being under his jurisdiction, he was at liberty to take any decision without anybody’s permission or consultation with anybody,” the statement added. It further said that despite strong protest by the pastor and the church officials, the 28th Assam Rifles led by the post commander of Doyang outpost “forcibly oc-
cupied” the church as well as the church guesthouse, the press release stated. Even the intervention of the village administration who offered the AR troops the village community hall to be made their overnight camp was refused, the LBCA added. “This is nothing but an attempt on the part of the Indian Army, to disrupt the sanctity of the place of worship which can never be accepted by any religion, be it Christian, Hindus, Muslims or others …,” it maintained. While condemning the action, the LBCA has called upon all right thinking citizens, all Christians and all religions to come forward and raise their voices against the forcible occupation of the “place of worship, which is considered as the most sacred place by all religion.” The LBCA has also urged the district administration and the police to take up the matter with the security forces so that no such forcible occupation of any ‘place of worship’ of any religion takes place in the days to come.
DIMAPUR, OCTOBER 25 (MExN): The Eastern Nagaland College Students Union (ENCSU) today lamented the lukewarm attitude of the Nagaland State Government towards the former’s demands regarding the NSEE results. It may be noted that the ENCSU had suspended its agitation following an appeal made by the Eastern Nagaland Legislator’s
Union (ENLU). A press note from the ENCSU today listed out several demands, which it said needs to be attained within 48 hours, failing which it would resume agitation. It demanded that in accordance to the 15% reservation for the “backward tribes” of Nagaland, “Seven MBBS seats from the total of 49 MBBS seats and two BDS seats out of 11
BDS seats should be exclusive allotted to the backward tribes of Nagaland.” Once the demand of 4 MBBS seats and 2 BDS seats are allotted as per the demand of the ENCSU, it asked that the state government/department ensure safe admission for those selected candidates under special consideration It demanded that the 4 MBBS & 2 BDS seats
should be allocated “exclusively for the 6 backward tribes of eastern Nagaland.” It also asked for action towards rectification of “irregularities and anomalies of guidelines” of the state government. This included the state government demanding for retaining of State Exam for a period of 30 years; and enhancement of reservation policy for a period of 30 years.

DIMAPUR, OCTOBER 25 (MExN): The Cease Fire Supervisory Board (CFSB) of the GPRN/ NSCN today stated that the shootout between the Assam Rifles and the GPRN/NSCN on October 23 “is a clear case of Cease-fire Ground Rules (CFGRs) violation perpetuated by the 28th Assam Rifles.” A press note from the Supervisor of the CFSB, GPRN/NSCN stated that “the situation on the ground at that very moment was quite normal without a slightest thought of provocation.” “As the process of designate camp was at its final stage and hence, both parties knew the presence of each other from the very beginning,” it claimed. It claimed that the “unilateral action, perhaps on that very fateful day had conspicuously testified the real intents of Indian security forces deployed in Cease-fire declared zone. It shows that they have literally deviated itself from the agreed rules
NTC condemns recent violence
DIMAPUR, OCTOBER 25 (MExN): The Nagaland Tribes Council (NTC) today expressed concern at the recent violence in the state, with particular reference to the October 23 shootout between the AR and the GPRN/NSCN. A press note from the NTC reminded that the GPRN/NSCN is presently under Ceasefire with the Government of India and “both parties are bound by the rules bilaterally framed by the parties. Therefore, so long the parties remain respectful to the rules; such ugly incident would have been averted.” “Anyone using violence is tantamount to
disrespect of the general sentiment of the public who are crying for peace and harmony in our land,” the NTC stated. “While upholding the desire for peace, the NTC condemns the offensive action of 28-Assam Rifles which cost our society a precious life and hard earn peace. It appears that the presence of the 28-Assam Rifles in the locality is endangering peace and security,” it said. The NTC stated that “violation of the Ceasefire ground rules if any could have been taken up with the Ceasefire Monitoring Cell and necessary instructions or order could have resolved the
conflict and avoid dreadful incident such as this.” The Government of India, it said, “should avoid using carrot and stick policy of peace process and indiscriminate hunt on the groups engaged in ceasefire.” It also asked the Nagaland State Government to investigate on the incident and “book the culprits to prevent recurrence of such excesses and restore peace in the region.” The NTC meanwhile appealed to the GPRN/ NSCN to show “magnanimity and maximum restrain, and adhere to the Cease Fire ground rules for congenial atmosphere to usher peace in our land.”
